  49. 11:39Alexander for the introduction. Uh so
  50. 11:42I'm indeed I'm working for European
  51. 11:44Commission DJ Defis and we opened
  52. 11:47exactly two years ago two years ago
  53. 11:50yesterday actually the office in Kiev uh
  54. 11:53to really figure out how we can do
  55. 11:55cooperation better with the Ukrainian
  56. 11:57entities and also the Ukrainian armed
  57. 12:00forces and to make sure that our new
  58. 12:03initiatives and programs that EU is
  59. 12:05funding that we actually take account in
  60. 12:09what is needed on the front and what is
  61. 12:11the kind of new and innovative
  62. 12:13technologies uh already available. So uh
  63. 12:17I looking at the participation list I
  64. 12:19met many of you at different events and
  65. 12:21uh I know that many of you know about
  66. 12:23these uh programs already. So I will go
  67. 12:26through them quite quickly. I'm happy to
  68. 12:28share also the slides afterwards and you
  69. 12:30can uh all of you can take time to go
  70. 12:32into details in any of them. But what I
  71. 12:35will try to do is I will try to bring
  72. 12:36out only the new things and uh and
  73. 12:39hopefully uh you will get uh something
  74. 12:43out of this next 10 15 minutes. So uh I
  75. 12:47always like to start with the European
  76. 12:49Defense Fund just for you to to see the
  77. 12:51the scale and uh if anyone don't know
  78. 12:53about this this is an annual program. So
  79. 12:56every year we announce new topics the
  80. 12:58deadline for this uh year is 29th of
  81. 13:02September. So you have less than one
  82. 13:04month. If you don't have a good proposal
  83. 13:07already and the consortium, I'm afraid
  84. 13:09it's too late to start with this uh for
  85. 13:11this year. But still why I print this
  86. 13:13out is that the uh the application uh uh
  87. 13:18the
  88. 13:20building of application the EU funding
  89. 13:22tenders portal. This is at the moment
  90. 13:24still open and it will stay open until
  91. 13:26the 29th of September. So even if you
  92. 13:29don't have time to do it this year, I
  93. 13:32definitely recommend you to look into
  94. 13:34this to understand what they ask and
  95. 13:36what they uh what the the requirements
  96. 13:38are. Uh there's a lot of information
  97. 13:40online, lots of videos, tutorials, uh
  98. 13:43lots of technical uh info. So make sure
  99. 13:46you understand it and and try to learn
  100. 13:48how to build one because already in
  101. 13:51December we are announcing uh the new
  102. 13:54topics. So the topics for next year and
  103. 13:57then you can start preparing. Of course
  104. 13:59the question has been for a long time
  105. 14:01that uh can Ukraine actually get funding
  106. 14:03from there. So the good news is on the
  107. 14:0513th of July in Kiev at the defense
  108. 14:08industry forum the association agreement
  109. 14:11for Ukraine was actually signed by
  110. 14:13commissioner Gubilus and minister
  111. 14:14Federov and uh
  112. 14:18from our side it means it's done and you
  113. 14:20are accepted. There is a small technical
  114. 14:22detail which is still delaying the the
  115. 14:24full association and uh your parliament
  116. 14:28on the Ukrainian side still has to do a
  117. 14:30ratification of this agreement. We hope
  118. 14:33that it will happen this week already.
  119. 14:35Unfortunately, it seems to be not the
  120. 14:37case. So we hope again for next week and
  121. 14:40so on. Uh for sure it should take place
  122. 14:43before the 29th of September. Ukrainian
  123. 14:46side has ensured us that they know the
  124. 14:48uh how important it is and it it will
  125. 14:51happen. So let's hope uh it goes
  126. 14:53smoothly. Uh but what what it will mean
  127. 14:55as soon as this uh ratification is done
  128. 14:58all Ukrainian entities, companies,
  129. 15:01universities are eligible for European
  130. 15:03defense fund as a full beneficiary uh
  131. 15:06directly as a consortium member. So no
  132. 15:08need to do any any kind of tricks that I
  133. 15:11I used to talk about last year. And uh
  134. 15:13also it means that all of the existing
  135. 15:15programs can start including also
  136. 15:18Ukrainians or Ukrainian uh uh like
  137. 15:21activities in Ukraine meaning that for
  138. 15:23example testing in Ukraine will become
  139. 15:25eligible. They will might might need to
  140. 15:27do amendment and so on but uh this is uh
  141. 15:30getting to the kind of finalization very
  142. 15:32very soon. If you go to the EU funding
  143. 15:35and tenders portal and if you right now
  144. 15:37are building a proposal in there, uh you
  145. 15:40will see a warning sign or a message
  146. 15:42that uh you you have if you register a
  147. 15:45Ukrainian entity there or or you you
  148. 15:48make the application with a Ukrainian
  149. 15:49entity, you will see a sign that this uh
  150. 15:52is from a non-eligible country. Yes,
  151. 15:54that warning sign will remain until
  152. 15:57ratification has been finalized, but you
  153. 15:59can do all the preparations already. So
  154. 16:01you can you will not lose any time at
  155. 16:03the moment.
  156. 16:05So that's about the European Defense
  157. 16:07Fund. Uh and uh we fully understand that
  158. 16:10European Defense Fund is not the fastest
  159. 16:12and uh it's it's it's a heavy program.
  160. 16:15But it is mostly for the big amounts of
  161. 16:18money. We're we're talking usually 10
  162. 16:20million, 20 million up to 100 million.
  163. 16:22But we know very well but uh that also a
  164. 16:25faster funding is needed and uh more
  165. 16:28kind of easier access for for kind of
  166. 16:31low TRL level technology. So this is one
  167. 16:34of the reasons we started a program
  168. 16:36called brave the EU. uh it was in
  169. 16:39initiation with with pre1 and dig defis
  170. 16:42and we included also European defense
  171. 16:44agency and uh for the last year or or a
  172. 16:48little bit more we have been preparing
  173. 16:49this and now the first calls are already
  174. 16:52in action. The first one was actually in
  175. 16:54in spring already but right now today
  176. 16:57the second call is open and uh the
  177. 17:00events will take place in Germany and
  178. 17:02Romania in the first week or second week
  179. 17:05of November. So in couple of months
  180. 17:07already and this is a program that will
  181. 17:10open new calls about every four months.
  182. 17:13So every four months we are asking
  183. 17:15Ukrainians again that what is your
  184. 17:17priority what should be the topics and
  185. 17:18so on and we we go very quickly on this
  186. 17:21and uh it means also that in December we
  187. 17:24already open the new calls and so on. So
  188. 17:26every time there's a kind of little bit
  189. 17:28uh more detailed list on the topics uh
  190. 17:31how the program works is pretty much we
  191. 17:34we are right now let's say with the with
  192. 17:36the second call there will be eight
  193. 17:38calls all together. So for the next
  194. 17:39three years it's lasting. So for the
  195. 17:41second call, we are now in this uh uh
  196. 17:45step number one on this uh this slide.
  197. 17:48The defense tech forge itself is a
  198. 17:51oneweek event where the companies come
  199. 17:53together, they show what they have, they
  200. 17:54have a lot of mentoring, a lot of uh
  201. 17:56possibilities to to show things to their
  202. 17:58end user in in different countries and
  203. 18:00so on. So in the end of that week, we
  204. 18:03announce uh three winners uh in both
  205. 18:06locations. So six winners altogether.
  206. 18:08All of them will get 120,000 to finalize
  207. 18:11the prototype to to come to the next
  208. 18:13phase and so on. Uh next phase is to
  209. 18:17organized by European defense agency.
  210. 18:19For example, the for the first call that
  211. 18:20was in spring the next phase is actually
  212. 18:23in couple of weeks already in Portugal
  213. 18:25and uh all the six companies will get
  214. 18:27there and uh they have a opportunity to
  215. 18:29get another 300,000. So for out of six
  216. 18:32uh we will take four who will get the
  217. 18:35the 300,000 and after that we give them
  218. 18:38again couple of months to to do kind of
  219. 18:41final preparations and we bring them
  220. 18:42back together for the last time and from
  221. 18:45that those four companies we pick two
  222. 18:47who get half a million. So it's kind of
  223. 18:49step by step giving them more money
  224. 18:51giving them more time to finalize the
  225. 18:53product to really support them all the
  226. 18:55way they get to the frontline testing.
  227. 18:58And uh we we we use this actually to to
  228. 19:02test also this mechanism that uh can it
  229. 19:04work for the EU level and we hope to do
  230. 19:06it even bigger in the future in the next
  231. 19:08multanual financial framework. But let's
  232. 19:11not to go into that. I I briefly want to
  233. 19:13cover EDIP also. We've been talking
  234. 19:15about EDIP also for more than six months
  235. 19:17at least. The most interesting for most
  236. 19:20Ukrainians is actually from on the left
  237. 19:22here, industrial reinforcement action.
  238. 19:24And on the lower the two uh topics,
  239. 19:28missiles, ammunitions, and bombs and
  240. 19:29unmanned systems and counter unmanned
  241. 19:31systems. These are the first one the
  242. 19:35deadline. They are open right now again
  243. 19:38portal. You can go there and you can
  244. 19:39start applying. This is fully for
  245. 19:43ramping up production capability.
  246. 19:45meaning you can build a new factory, you
  247. 19:47can modernize your factory, you can
  248. 19:49modernize your production capability. Uh
  249. 19:52the goal has to be some more or better
  250. 19:55uh productivity uh for for your whatever
  251. 19:58you're producing. So it's fully for
  252. 20:00production. Why? It's very good for
  253. 20:02Ukrainian companies. Single beneficiary
  254. 20:05is eligible. So you can come alone as
  255. 20:07your company and we cover 100% of your
  256. 20:10cost and up to 30 million per project.
  257. 20:13it will be very very competitive because
  258. 20:15uh we only have 180 million altogether.
  259. 20:18So it might be that there are six big
  260. 20:20projects that will take it but uh it
  261. 20:22doesn't mean that you shouldn't try also
  262. 20:24if you if you're asking even for five or
  263. 20:2610 or 15 million it's definitely worth
  264. 20:29trying because it's not very often that
  265. 20:31we have so good opportunities and the
  266. 20:32second call is for the uh 16th of
  267. 20:35February the deadline but the rules are
  268. 20:37the same. you can include also uh uh EU
  269. 20:42entities and so on. But if you don't
  270. 20:44know about this project or program and
  271. 20:46you're now kind of for the first time
  272. 20:48seeing it, I definitely recommend you to
  273. 20:50go on YouTube and look at this info
  274. 20:51session. It's two hours talking about
  275. 20:53all the details what you can do, what
  276. 20:55you should do and and so on. So it's a
  277. 20:57very good source of information and of
  278. 20:59course again on the on our website on
  279. 21:01commission websites edip you will find a
  280. 21:04lot of information under edip there is
  281. 21:07also a defense innovation action which
  282. 21:10we are doing together with pre1 it's
  283. 21:13actually in the final preparation uh for
  284. 21:15the grant agreement it means that we are
  285. 21:17giving pre1 35 million if everything
  286. 21:19goes smoothly in in the next couple of
  287. 21:21weeks and uh uh with this money they
  288. 21:25will open up more grants
  289. 21:27small CR for both Ukrainian companies
  290. 21:30and and for the first time they will
  291. 21:32also open up for EU companies. Let's see
  292. 21:34how many EU companies of course we will
  293. 21:36be interested in this and uh and can act
  294. 21:38quickly enough and fast enough. This
  295. 21:40means that they will follow uh pre1
  296. 21:43rules. So the speed and everything and
  297. 21:45the same method after I'm sure many of
  298. 21:47you have been getting money from uh from
  299. 21:49Bray 1. So the same what they've been
  300. 21:51doing up to 200,000 per uh grant and uh
  301. 21:56we want we we are aiming on the TRL 4
  302. 21:58plus actually all of these are so it's
  303. 22:00not not something very theoretical or or
  304. 22:02research something that has a prototype
  305. 22:04and so on. So if everything goes
  306. 22:06smoothly uh starting from October this
  307. 22:08should be opened.
  308. 22:10Uh then I as you have a or we have a lot
  309. 22:14of uh companies here also from dual side
  310. 22:17and the different clusters have a very
  311. 22:19very kind of different scope of of
  312. 22:22companies. I I really want to bring uh
  313. 22:25European innovation council elections
  314. 22:27also in front of you. They are building
  315. 22:30very good systems for also Ukrainian
  316. 22:33companies. So they can give up to two
  317. 22:35and a half million and they are the they
  318. 22:37have
  319. 22:39opened up the the program more and more
  320. 22:41each year for defense or kind of defense
  321. 22:44related topics. So they still have 4th
  322. 22:46of November as the cut off date for this
  323. 22:49year. So if you don't know about these
  324. 22:51possibilities definitely look into it
  325. 22:53and also Horizon Europe of course
  326. 22:55because uh although it's it's more on
  327. 22:58the civilian side there are lots of uh
  328. 23:00kind of opportunities in the horizon.
  329. 23:02This is just a short list of of what I
  330. 23:04what I like to show because they're
  331. 23:06directly connected in my my opinion, but
  332. 23:08there are more. And the 5th of November
  333. 23:10is the their deadline. So, it's still a
  334. 23:12possibility. And it's also Horizon and
  335. 23:14European Defense Fund. They uh require
  336. 23:17mostly they require consortiums. So,
  337. 23:20it's a great opportunity to start
  338. 23:21building partnerships with EU companies
  339. 23:24and and this this is an excellent uh
  340. 23:26place to kind of start it if you have if
  341. 23:29you don't have partners yet. uh maybe
  342. 23:32the newest thing that that many of you
  343. 23:34don't know about it yet and
  344. 23:35unfortunately it's not open yet so I
  345. 23:37can't give you a link to to start
  346. 23:39applying but it's actually a program
  347. 23:41that we have been working on our colle
  348. 23:43colleagues in in Brussels mostly uh for
  349. 23:46for a while already also because the if
  350. 23:49you if you don't know the background the
  351. 23:51the current multi-annual financial
  352. 23:53framework the MFF is ending so 2027 will
  353. 23:56be the last year so we we managed to
  354. 24:00kind of flexely
  355. 24:01be flexible on the funding and there was
  356. 24:04a uh opportunity to do a little bit more
  357. 24:06than we were planning uh because there
  358. 24:08was we found flexibility there and uh a
  359. 24:12program that has been announced is
  360. 24:14agile. It's 115 million. It's only for
  361. 24:18one year. So it will be quite only one
  362. 24:20time but we are really trying to uh test
  363. 24:23this faster application for the next MF
  364. 24:26to maybe do it even even five times more
  365. 24:29or even more. Let's see the opening date
  366. 24:33should be January February 2027. So
  367. 24:36early next year we will give very short
  368. 24:39time for the for the industry to apply
  369. 24:41and it would be open for Ukraine and the
  370. 24:44EU side equally. Uh about three months
  371. 24:47to apply uh we want to go with a very
  372. 24:50fast board decision. So we're talking
  373. 24:52about um weeks not months. Uh let's see
  374. 24:55how it works out. And the projects will
  375. 24:57be 1 to 5 million. So we're really
  376. 24:59covering kind of all aspects, not only
  377. 25:00giving 100,000 or 500,000 or one to 5
  378. 25:03million. I think it's it's a very
  379. 25:04interesting for for a lot of companies.
  380. 25:07And the goal is to really find about 20
  381. 25:0930 35 uh strong projects uh to give this
  382. 25:13money for and activity should be
  383. 25:15finalized already in a year ideally or
  384. 25:18let's say two years maximum if needed.
  385. 25:20So this is something to expect and uh it
  386. 25:23will be open again. I can't promise you
  387. 25:26the the details fully but uh with the
  388. 25:28goal is to open it also for single
  389. 25:30beneficiaries. So you can come alone but
  390. 25:32we very much encourage Ukraine EU
  391. 25:35partnerships. So it it will be
  392. 25:37opportunities uh to to to work together
  393. 25:40and all of what I'm saying is pretty
  394. 25:42much that if you don't have partners
  395. 25:44right now it's it's a very very kind of
  396. 25:47last time to really work on this uh
  397. 25:48because many of the new programs will
  398. 25:51require it and we we really want to give
  399. 25:54money if it's if it's worth the kind of
  400. 25:56both sides effort with this uh run
  401. 25:59through of the program programs I will
  402. 26:02uh conclude right now and I'm happy to
  403. 26:04have a further discussions later on And

  453. 42:26>> All right. So um our alliance of
  454. 42:30innovation space clusters is uh the
  455. 42:32umbrella organization for five uh
  456. 42:35Ukrainian our space uh clusters. It
  457. 42:38exists since um 2022 while the eldest uh
  458. 42:44cluster in our ecosystem exists uh since
  459. 42:47um 2016.
  460. 42:50And um we do unite um more than 140 uh
  461. 42:57members of uh the
  462. 42:59predominantly Ukrainian ecosystem that
  463. 43:02are active in space tech primarily. that
  464. 43:05used to be our DNA but now more and more
  465. 43:09um engaged with uh dual use
  466. 43:11technologies, defense technologies and
  467. 43:14our space and um well basically we
  468. 43:18concentrate a lot these days on the
  469. 43:20development of aerospace capabilities.
  470. 43:24So um as we've uh gripped with uh Dennis
  471. 43:29and the core uh conference organizers I
  472. 43:33will be concentrating more on the gaps
  473. 43:36that's
  474. 43:38had not been discussed
  475. 43:41uh by my predecessors
  476. 43:44and uh that are actually been bridged uh
  477. 43:48by us uh in in the course of realizing
  478. 43:51the European clusters for drone
  479. 43:53innovation.
  480. 43:54uh projects which is being supported by
  481. 43:58the European Commission uh and uh COSME.
  482. 44:03Um so basically we are working a lot on
  483. 44:06the uh certification industrialization
  484. 44:09and commercialization gaps.
  485. 44:13So first and foremost and it had already
  486. 44:16been mentioned by my colleagues uh the
  487. 44:21uh Ukrainian companies uh are developing
  488. 44:24u uh
  489. 44:27very efficient prototypes. They do have
  490. 44:30uh competitive edge in uh in testing uh
  491. 44:35at the battlefield. they do have u the
  492. 44:39benefit of uh quick iterations and
  493. 44:42iterating with uh the end users who are
  494. 44:45extremely proficient and u uh it's all
  495. 44:49done uh in the course of extremely
  496. 44:51intensive warfare
  497. 44:54um that's definitely the the benefit but
  498. 44:57uh while we are discussing the the
  499. 45:00global European market so to say which
  500. 45:02includes Ukraine but uh goes far beyond
  501. 45:06Ukraine Of course we we have to develop
  502. 45:10the mechanisms to bring those vessels so
  503. 45:13to say together uh to make them
  504. 45:15interconnected and to open up the
  505. 45:19European markets to the uh Ukrainian
  506. 45:22companies and vice versa Ukrainian
  507. 45:24markets to to the European European
  508. 45:27companies. To do that we we have to
  509. 45:29bridge the gaps of as I said
  510. 45:31certification and uh uh validation uh
  511. 45:35certification um commercialization and
  512. 45:38industrialization. So uh what uh we do
  513. 45:43for that as I've uh said we uh do unites
  514. 45:48pretty diverse
  515. 45:50uh
  516. 45:52population in in our ecosystem. uh it's
  517. 45:55manufacturers, it's the RTO's, research
  518. 45:58and technological organizations also
  519. 46:02public um institutions and some of them
  520. 46:05are uh regulators uh who are developing
  521. 46:08uh the rules or who are the procurers
  522. 46:13more and more the investors u and uh
  523. 46:16it's opening up on the European side
  524. 46:19because until a few years ago the
  525. 46:22European venture capital funds um banks
  526. 46:26and uh other financial institutions used
  527. 46:29to be pretty shy on investing in uh um
  528. 46:33dual use technologies not to say not to
  529. 46:36mention uh defense technologies. we are
  530. 46:39actually bringing them all all together
  531. 46:42and um with regard to international uh
  532. 46:45marketing uh that's uh
  533. 46:48the one of the primary gaps we we are
  534. 46:53now uh trying to close because u uh what
  535. 46:57we develop in the course of u our
  536. 47:00European cluster for drone alliance uh
  537. 47:02for drone innovations uh is um uh the
  538. 47:08toolkit
  539. 47:10uh for our SMMES who are part of uh our
  540. 47:15program
  541. 47:16uh and will spread spread it up of
  542. 47:20course uh among u the the rest of the
  543. 47:23Europeanmes in in due d course is the
  544. 47:27way to uh to sell in uh the
  545. 47:33highly partitioned and uh also highly um
  546. 47:39exclusive uh European uh European
  547. 47:42markets because um for for decades uh
  548. 47:46the uh national markets in the European
  549. 47:50countries for defense and dual use
  550. 47:52products uh had been um had been uh kept
  551. 47:56away uh from uh the single market
  552. 47:59regulations. they had not been part of
  553. 48:01uh the liberalization envelopes and uh
  554. 48:06this year's uh starting from 2023 2024
  555. 48:12uh after the eruption of the Russian
  556. 48:14Ukrainian war once Europe had realized
  557. 48:16uh the necessity to ensure its own
  558. 48:21security and develop its own uh secure
  559. 48:25uh production uh chain production and
  560. 48:27supply uh chains. um
  561. 48:31the the regulation had uh become highly
  562. 48:35uh highly intrusive and highly
  563. 48:38interventionist. So we are actually

  583. 49:42companies that have uh high end of TRL
  584. 49:465. So we bring them one step further TRL

  690. 1:12:42uh what is the procedure in detail? So
  691. 1:12:45for example, if European colleagues
  692. 1:12:47would like to propose something for
  693. 1:12:49Ukraine, so how they have to proceed,
  694. 1:12:53>> it's way for ministry of defense first
  695. 1:12:55of all and for
  696. 1:12:58our international departments because
  697. 1:13:02now it's pro problem because u it's our
  698. 1:13:06rules.

  734. 1:14:44direction from European companies?
  735. 1:14:47uh yes we need creation for uh simple
  736. 1:14:52mechan mechanism for this uh process
  737. 1:14:56because now it's uh on one hand we have
  738. 1:15:00a simple way but it's uh not in our laws
  739. 1:15:04and rules and we have long way it's
  740. 1:15:08international departments it's ministry
  741. 1:15:11of defense it's general stuff uh as fact
  742. 1:15:15is uh informal and formal ways but uh
  743. 1:15:20I'm representative representative of
  744. 1:15:23formal way because
  745. 1:15:25>> okay I'm
  746. 1:15:26>> representative of general staff yes
  747. 1:15:30>> clear thank you Alexander uh so just to
  748. 1:15:32summarize as I understand the point is
  749. 1:15:34that uh we need to squeeze the term of
  750. 1:15:37provisioning something because this is
  751. 1:15:39the uh change of demand are very very
  752. 1:15:42quick so it means that European
  753. 1:15:44companies has to have a very high
  754. 1:15:45agility to react and that's what form
  755. 1:15:48one point of expectation. The second
  756. 1:15:50topic you mentioned that's expert
  757. 1:15:51control and simplification of the way of
  758. 1:15:54collaboration in that case we can much
  759. 1:15:56more quickly react to the request rather
  760. 1:15:58than today. So if I could summarize
  761. 1:16:00that.
  762. 1:16:01>> Yes. Uh we have uh some mechanized for
  763. 1:16:05this way but only with NATO is SAT and
  764. 1:16:11JK JT joint on training communication
  765. 1:16:15center but with Ukra European Union we
  766. 1:16:18have a YAM
  767. 1:16:20European Union mission military
  768. 1:16:23assistance with Ukraine but it's uh only
  769. 1:16:29long way now.

  796. 1:17:44Ukraine you EU cooperation what could be
  797. 1:17:46the core focus by now
  798. 1:17:48>> mhm
  799. 1:17:49>> so let me actually start with with a
  800. 1:17:51comment on something uh that was already
  801. 1:17:53discussed here
  802. 1:17:56mentioned it also
  803. 1:17:57>> the the need to have a kind of clear
  804. 1:17:59understanding of let's say uh
  805. 1:18:02standardization or certification
  806. 1:18:04from the EU side. This is a very
  807. 1:18:06interesting topic because actually there
  808. 1:18:07is almost no standards from the EU side
  809. 1:18:12of for example drones, unmanned crown
  810. 1:18:15systems. It's not fully true. Of course,
  811. 1:18:18there are quality standards for the
  812. 1:18:20production. There are quality standards
  813. 1:18:21for doing uh different um kind of new
  814. 1:18:24technologies, electronical components
  815. 1:18:26and so on. So subco components level yes
  816. 1:18:29they exist but actually for the whole
  817. 1:18:31systems often they don't exist. So, so
  818. 1:18:33the the statement of uh of kind of uh EU
  819. 1:18:38or NATO standards are higher than
  820. 1:18:40Ukraine, it's not fully true because uh
  821. 1:18:43to be honest, every individual country
  822. 1:18:45in Europe, all the EU member states,
  823. 1:18:48they can buy almost whatever they want.
  824. 1:18:51So, Finland, Estonia, Portugal, Italy,
  825. 1:18:54all of them can buy based on different
  826. 1:18:56requirements. Uh and this is a kind of a
  827. 1:18:59good thing and a bad thing. Of course,
  828. 1:19:00it would be great uh if I can share you
  829. 1:19:03one link of hey, go on that page. These
  830. 1:19:06are the requirements that your
  831. 1:19:08technology or your product has to kind
  832. 1:19:10of comply with and this now you can sell
  833. 1:19:12to everyone.
  834. 1:19:14Yes, it kind of exists. There are some
  835. 1:19:16some common ones, but very often it's
  836. 1:19:18actually depends fully on the member
  837. 1:19:21state and what they want to write in
  838. 1:19:23there. How kind of can they do they want
  839. 1:19:25to have little bit more kind of security
  840. 1:19:27on I don't know what cyber or or some
  841. 1:19:30some parts and and and what not what I'm
  842. 1:19:33getting at is actually this is actually
  843. 1:19:35very flexible still because a lot of
  844. 1:19:37that technology is very very new and if
  845. 1:19:40you talk about NATO standards usually
  846. 1:19:42NATO standards are decided to become a
  847. 1:19:46standard about four five years after the
  848. 1:19:49implementation. So Ukraine is way ahead
  849. 1:19:52of all of that right now. So what I
  850. 1:19:54really encourage you to do is uh is to
  851. 1:19:56go of course to to details of any
  852. 1:19:59individual procurement from those
  853. 1:20:00countries and see what the requirements
  854. 1:20:03are. But often they don't say that it
  855. 1:20:05has to be I don't know ISO 9,000
  856. 1:20:07something or it's it's enough if you're
  857. 1:20:10outside of EU that you explain them how
  858. 1:20:12do you do things and you can actually
  859. 1:20:14provide them the the product. So don't
  860. 1:20:18be too worried about the actual
  861. 1:20:20standardization. Uh be be kind of
  862. 1:20:23proactive and try to find out and it
  863. 1:20:27might be the case that it's actually not
  864. 1:20:28as as bad as you you you were afraid of.
  865. 1:20:32uh with the with other topic that was
  866. 1:20:34discussed uh and if I take the
  867. 1:20:37perspective of European companies
  868. 1:20:39actually a huge issue is testing because
  869. 1:20:42uh again coming to the new technology um
  870. 1:20:46drones electronical warfare chambers uh
  871. 1:20:49radars a lot of these things in for
  872. 1:20:52example central Europe you cannot even
  873. 1:20:54test it means that there is uh uh no
  874. 1:20:57military field big enough away from
  875. 1:21:00civilian infrastructure that you can
  876. 1:21:02actually turn on chambers on full power
  877. 1:21:05for example or or even fly long
  878. 1:21:07distance. So these kind of things uh are
  879. 1:21:10very very uncommon to to have in in many
  880. 1:21:13European countries and it's it's a huge
  881. 1:21:15problem for the Europe because uh how we
  882. 1:21:18can develop them if we can't even test
  883. 1:21:20them and of course we fully understand
  884. 1:21:22the requirements from Ukraine that these
  885. 1:21:25things pretty much we need to send a new
  886. 1:21:27version every two weeks every two months
  887. 1:21:30depending on technology uh but European
  888. 1:21:32companies don't have the flexibility
  889. 1:21:35because they have to apply let's say
  890. 1:21:37Netherlands or Belgium like I I'm today
  891. 1:21:39I'm in Brussels. If I want to test
  892. 1:21:42something here, I need to apply I don't
  893. 1:21:44know maybe six months ahead of time to
  894. 1:21:46get all the uh communication channels
  895. 1:21:48and all of this. So this is something
  896. 1:21:51that I think Ukraine has a very very
  897. 1:21:54good position and a lot of European
  898. 1:21:57programs and projects will be looking
  899. 1:21:59for these possibilities. they're right
  900. 1:22:01now testing in Nordics or in Baltics
  901. 1:22:03where there are kind of a little bit
  902. 1:22:05more flexible rules but even there there
  903. 1:22:08are some things it's it's not possible
  904. 1:22:10to do. So I think always when you talk
  905. 1:22:12with with European partners talk about
  906. 1:22:15these possibilities and they you will be
  907. 1:22:18surprised how eager they are to to
  908. 1:22:20really come to Ukraine and uh and do
  909. 1:22:22those tests here and I think that's
  910. 1:22:24that's something we will see for many
  911. 1:22:26years still to to really the Europeans
  912. 1:22:28trying to use this possibility as much
  913. 1:22:30as as you allow in a way u and I would
  914. 1:22:33actually keep it to to this and
  915. 1:22:35unfortunately I need to leave in a
  916. 1:22:36couple of minutes but Frederick my
  917. 1:22:38colleague will will remain can uh
  918. 1:22:41continue the discussion from from our
  919. 1:22:42side still and uh I'm happy to see you

  922. 1:22:49summarize as as you mentioned the
  923. 1:22:51aligning with standardization and also
  924. 1:22:53testing access for European companies uh
  925. 1:22:56and uh you know for each version and
  926. 1:22:58quick upgrade uh with the feedback. So
  927. 1:23:00that's a crucial rule for European
  928. 1:23:02companies as I understand. Just would
  929. 1:23:04like to mention that yeah what we
  930. 1:23:06working with so we work with lot of
  931. 1:23:07scientific institutions first. So we try
  932. 1:23:09to align Ukrainian academ of science and
  933. 1:23:11Ukrainian scientific labs capability
  934. 1:23:13with European labs capabilities and
  935. 1:23:15thanks to also your funding and blended
  936. 1:23:17financing possibility you know where we
  937. 1:23:19can really upgrade that the point for
  938. 1:23:22example yesterday just a short moment
  939. 1:23:24and I allow you to leave yesterday we
  940. 1:23:27had in the parliament of UK here in
  941. 1:23:28London so big discussion regarding
  942. 1:23:30Ukrainian drone industry so within 2025
  943. 1:23:32we're doubling production you know
  944. 1:23:34currently last year it was $55 billion
  945. 1:23:37production and That means that almost we
  946. 1:23:40have like a 30% which we can also expert
  947. 1:23:43outside but the question of for to to
  948. 1:23:46align standardization and expert control
  949. 1:23:48first of all we need to build trust and
  950. 1:23:50that's a question but we need to
  951. 1:23:52probably communicate better between each
  952. 1:23:54other I mean Ukrainians and uh uh
  953. 1:23:56Europeans because each of us think that
  954. 1:23:59we will you know u extract IP from each
  955. 1:24:03other not legally and this is the
  956. 1:24:06concern what we have between Ukraine
  957. 1:24:09EU, Ukraine, UK and that's what we need
  958. 1:24:13somehow to build better you know how we
  959. 1:24:15can really open that kind of
  960. 1:24:17collaboration and say okay guys if for
  961. 1:24:18example European companies would like to
  962. 1:24:21test something so just try to find where
  963. 1:24:23is the Ukrainian place not just you know
  964. 1:24:25to field on the battlefield to die for
  965. 1:24:27that testing and to give you back but
  966. 1:24:29also you know you need to value that
  967. 1:24:31Ukrainian feedback and part find the
  968. 1:24:33part of Ukraine's in that product the
  969. 1:24:35same Ukrainians when they deliver
  970. 1:24:36something to European union try to find
  971. 1:24:39for example place for the component of
  972. 1:24:40European companies right so for their
  973. 1:24:43interests we need to find that win-win
  974. 1:24:45and I guess that's what we are lacking
  975. 1:24:46today and if through blending financing
  976. 1:24:48we can find that way I think we can
  977. 1:24:50build much more higher trust as as it

  1028. 1:29:16Rakitiskam the co-chairman of the board
  1029. 1:29:19of the all Ukrainian union of uh
  1030. 1:29:21innovation space clusters and also
  1031. 1:29:25member of the steering committee of the
  1032. 1:29:27European cluster for drone innovations
  1033. 1:29:30and uh this uh panel or breakout room
  1034. 1:29:36will be dedicated to closing the gaps,
  1035. 1:29:40bridging the gaps. that's um we
  1036. 1:29:43currently observe uh in the counter UAS
  1037. 1:29:47um systems or I would put it even wider
  1038. 1:29:53uh in counter missile and uh air defense
  1039. 1:29:58uh systems. the the
  1040. 1:30:02threats that are uh that are evident to
  1041. 1:30:07uh Ukrainians are also becoming more and
  1042. 1:30:10more obvious to uh to the Europeans.
  1043. 1:30:14uh although on a much lower and sporadic
  1044. 1:30:18uh scale I I would say but of course uh
  1045. 1:30:22Ukraine does present uh in
  1046. 1:30:26the bad sense of uh that words um a uh a
  1047. 1:30:30playground that's
  1048. 1:30:32uh demonstrates vividly uh all sorts of
  1049. 1:30:37threats and um also allows to receive
  1050. 1:30:41data sets on uh the sorts of damages and
  1051. 1:30:45the the sheer amount of damages that
  1052. 1:30:48could be caused and is being caused by
  1053. 1:30:52by
  1054. 1:30:54those uh those attacks. Uh so basically
  1055. 1:31:01our panel today will will have five
  1056. 1:31:04distinguished panelists. Um I'd like to
  1057. 1:31:09uh start our today's discussion with uh
  1058. 1:31:13Rasmus and Foundation Liza Hoderovska
  1059. 1:31:16setting the the scene on uh on the
  1060. 1:31:23on the sorts of threats and the uh the
  1061. 1:31:28instruments uh the toolkit that's uh
  1062. 1:31:32could be developed not only by the armed
  1063. 1:31:34forces but also
  1064. 1:31:36with the use of private sector. So she
  1065. 1:31:40will be uh presenting uh presenting the
  1066. 1:31:44uh study that's Rasmmanson Foundation
  1067. 1:31:47has
  1068. 1:31:49undertaken recently and published in
  1069. 1:31:52August. Then the floor will be passed to
  1070. 1:31:57uh to the representative of Sky Track
  1071. 1:32:00Systems which is a practical case of
  1072. 1:32:03Ukrainian private military company which
  1073. 1:32:05is licensed to provides uh the uh the
  1074. 1:32:10air defense services for critical
  1075. 1:32:13infrastructure. Uh then uh we'll go into
  1076. 1:32:17a very practical case uh of um the
  1077. 1:32:22specific um air defense solution anti-
  1078. 1:32:25drone air defense solution which had
  1079. 1:32:27been developed in France by u and it

  1087. 1:32:55order to support uh the cooperation and
  1088. 1:32:58in the development of counter US and
  1089. 1:33:02your defense systems. to be presented by
  1090. 1:33:04my uh colleagues Frans Julian from UNR
  1091. 1:33:09uh and BL Crowfords uh uh who will be
  1092. 1:33:14speaking on on Grail uh system. Uh so uh
  1093. 1:33:18Liza or Lisa uh the floor is uh yours.
  1094. 1:33:23Uh I suggest every speaker uh sticks to
  1095. 1:33:27four minutes uh because we are very
  1096. 1:33:29short. some of our time had been stolen
  1097. 1:33:32by by the predecessors. So, four minutes
  1098. 1:33:35max per speaker. So, Liza, the floor is
  1099. 1:33:39yours.
  1100. 1:33:40>> Perfect. Thank you very much, Yuhan. And
  1101. 1:33:42uh good afternoon everyone. It's a it's
  1102. 1:33:44a pleasure to be here and I I have my
  1103. 1:33:46timer on so I'll try to stick to the
  1104. 1:33:48time. Uh indeed, I'm with Rasmusen
  1105. 1:33:50Global. We're a political consultancy
  1106. 1:33:52firm operating around Europe founded by
  1107. 1:33:54the former NATO secretary general and we
  1108. 1:33:57have a team in KE working actively for
  1109. 1:33:59the last four years mainly with the
  1110. 1:34:01defense companies. However, uh I lead
  1111. 1:34:04our work on protection of uh critical
  1112. 1:34:06infrastructure with a big emphasis on
  1113. 1:34:08energy infrastructure. And while we
  1114. 1:34:10mostly work with defense companies, we
  1115. 1:34:12see energy field as interrelated with
  1116. 1:34:15the security and defense in any way. And
  1117. 1:34:18we work hard to advocate for the subject
  1118. 1:34:20that security and defense and uh active
  1119. 1:34:24defense of the critical infrastructure
  1120. 1:34:25has to be the point zero when thinking
  1121. 1:34:28of any new infrastructure projects in
  1122. 1:34:30Ukraine and thinking how to work with
  1123. 1:34:32with the ones that are already operating
  1124. 1:34:35across the country. And so less than a
  1125. 1:34:37month ago, as um Yhan mentioned, we with
  1126. 1:34:40the European Ukrainian Energy Agency, we
  1127. 1:34:43published a study called Guarding the
  1128. 1:34:45Grid, Private Air Defense for Ukraine's
  1129. 1:34:47energy sector. The study is available
  1130. 1:34:50online. I'll make sure to share it in
  1131. 1:34:51the link, but basic link in the chat.
  1132. 1:34:54But the study is based on the closed
  1133. 1:34:56door discussion and follow-up
  1134. 1:34:57conversations with the military,
  1135. 1:34:59government, energy companies, both both
  1136. 1:35:02private and state uh critical
  1137. 1:35:04infrastructure operators. So basically
  1138. 1:35:05the practitioners that I have an honor
  1139. 1:35:07to speak um with uh on this session
  1140. 1:35:10today. So basically my job is to make
  1141. 1:35:15sure that we bring the right messages to
  1142. 1:35:16the Europeans and help Ukrainians to put
  1143. 1:35:19different Ukrainian stakeholders in one
  1144. 1:35:20room to see where are the gaps. And
  1145. 1:35:23since most of the speakers today will
  1146. 1:35:25cover more more of a technical aspects
  1147. 1:35:27in more detail, I would like to focus on
  1148. 1:35:29what Ukraine has already done from the
  1149. 1:35:30policy and regulatory standpoint uh on
  1150. 1:35:33and how private sector today can support
  1151. 1:35:36um the counter US efforts of the
  1152. 1:35:38Ukrainian armed forces and protect the
  1153. 1:35:40critical infrastructure. The starting
  1154. 1:35:42point is that the passive protection
  1155. 1:35:45absolutely is absolutely necessary but
  1156. 1:35:47it's no longer sufficient and Ukraine
  1157. 1:35:49has invested heavily in different types
  1158. 1:35:51of physical protection. We have been
  1159. 1:35:52looking that in much detail. I'm always
  1160. 1:35:54happy to speak more about that. But
  1161. 1:35:57because Russians are expanding the list
  1162. 1:36:00of targets and the means by which they
  1163. 1:36:02target the critical infrastructure,
  1164. 1:36:04passive protection is not enough
  1165. 1:36:05anymore. And now the companies are more
  1166. 1:36:07and more looking into the active layers
  1167. 1:36:09of protection. So Ukraine has gradually
  1168. 1:36:12started developing a new layer of
  1169. 1:36:14protection allowing critical
  1170. 1:36:16infrastructure operators to invest their
  1171. 1:36:19own resources into active protection.
  1172. 1:36:22And by resources we mean both financial
  1173. 1:36:24resources but also human resources. And
  1174. 1:36:27importantly there is always there is
  1175. 1:36:28already a legal framework to this. The
  1176. 1:36:31key document is Cabinet of Ministers of
  1177. 1:36:33Ukraine resolution number 1506 available
  1178. 1:36:36online adapted in November 2025.
  1179. 1:36:40It creates basically the legal basis for
  1180. 1:36:42enterprises to establish air defense
  1181. 1:36:44groups and engage authorized security
  1182. 1:36:47providers while remaining integrated
  1183. 1:36:49into the national air defense system.
  1184. 1:36:52And this is very important to to an
  1185. 1:36:55important distinction here because we're
  1186. 1:36:57not talking about independent private
  1187. 1:36:59air defense. Command and control fully
  1188. 1:37:02remains under the armed forces of
  1189. 1:37:04Ukraine. This is very important. This is
  1190. 1:37:06the reinforcement of the existing system
  1191. 1:37:08not a separate system that is being
  1192. 1:37:10developed and what becomes private in
  1193. 1:37:13this story is essentially part of the
  1194. 1:37:14financing equipment personnel and
  1195. 1:37:17service provision. The government then
  1196. 1:37:19took another important step in March
  1197. 1:37:212026 where they introduced a temporary
  1198. 1:37:24mechanism allowing certain state-owned
  1199. 1:37:26air defense assets and ammunition to be
  1200. 1:37:29transferred to authorized enterprises
  1201. 1:37:31for the use of protecting their critical
  1202. 1:37:33infrastructure assets.
  1203. 1:37:35And the model has already went beyond
  1204. 1:37:37this legislation and I'm sure we will be
  1205. 1:37:39hearing this from other speakers today.
  1206. 1:37:41Uh so Ukraine has already a legal basis
  1207. 1:37:45for private companies or state energy
  1208. 1:37:48companies to operate their own private
  1209. 1:37:50air defense groups. But though there is
  1210. 1:37:53a legal basis in place, we have figured
  1211. 1:37:56out with their stakeholder that there is
  1212. 1:37:58a number of problems behind it. And we
  1213. 1:38:00found out some practical gaps. So for
  1214. 1:38:03example, companies entering this market
  1215. 1:38:05still have to navigate the general some
  1216. 1:38:07other of the legislation and there are
  1217. 1:38:09some gaps where this legislation
  1218. 1:38:11miscoordinates. Happy to talk more about
  1219. 1:38:13that if you have questions. So it's very
  1220. 1:38:17hard for the company to navigate in this
  1221. 1:38:20everchanging flow and this matters
  1222. 1:38:23because the market is already moving
  1223. 1:38:25faster than the regulation. The need is
  1224. 1:38:27high and our recommendation here was
  1225. 1:38:30that to create another completely it's
  1226. 1:38:32not about the creation of another
  1227. 1:38:34completely separate system. It is to
  1228. 1:38:36establish a dedicated and simplified
  1229. 1:38:38licensing track for private air defense
  1230. 1:38:40providers with clear requirements for
  1231. 1:38:43their personnel equipment training
  1232. 1:38:46certification and integration with the
  1233. 1:38:48military command and control. The second
  1234. 1:38:51big gap is financing. And this is the
  1235. 1:38:53part of the study that we're actively
  1236. 1:38:55bringing to our European partners
  1237. 1:38:57because Ukraine and its partners are
  1238. 1:39:00investing a lot of money into repairing
  1239. 1:39:02and rebuilding energy infrastructure
  1240. 1:39:04that is being targeted by Russia. But it
  1241. 1:39:06is very hard to mobilize any new funding
  1242. 1:39:08into the protecting measures when the
  1243. 1:39:10project is being developed. So our main
  1244. 1:39:13proposal here is to first define some of
  1245. 1:39:15the um priority parts of the energy
  1246. 1:39:18systems that international partners have
  1247. 1:39:21to put money into and then to protect
  1248. 1:39:23infrastructure from the scratch. While a
  1249. 1:39:25lot of international partners are
  1250. 1:39:27hesitant to put money into the active
  1251. 1:39:29production, we see this as a tool to
  1252. 1:39:30mobilize funding into the passive
  1253. 1:39:32production. And uh the next and the
  1254. 1:39:36biggest challenge and I think this will
  1255. 1:39:38be the last the last one I mentioned
  1256. 1:39:40here.
  1257. 1:39:40>> Perfect.
  1258. 1:39:40>> Yes.
  1259. 1:39:42So this is basic well the bottom line
  1260. 1:39:44here is that for Ukraine um we need to
  1261. 1:39:49as much as possible simplify licensing
  1262. 1:39:51expand training and certification create
  1263. 1:39:54the integration between the existing
  1264. 1:39:56systems that armed forces have and this
  1265. 1:39:58new completely new legislation for the
  1266. 1:40:01sake of protecting our infrastructure.
  1267. 1:40:04Sorry I took a bit longest.
  1268. 1:40:06>> No no it was perfect. Thank you so much.
  1269. 1:40:08I wish I could have given you twice or
  1270. 1:40:11thrice more time because uh what you say
  1271. 1:40:14is extremely important. Um I will uh
  1272. 1:40:17take u 3 minutes um uh to introduce a
  1273. 1:40:21practical case uh which I promised to
  1274. 1:40:24you. The uh the representatives of the
  1275. 1:40:27skitrack systems uh were unable to join.
  1276. 1:40:30So on their behalf, I will just briefly
  1277. 1:40:33un unveil um very practical example of
  1278. 1:40:36what LISA has just mentioned. It's a uh
  1279. 1:40:40private military company that had been
  1280. 1:40:42licensed by uh the ministry of defense
  1281. 1:40:44of Ukraine according to that new
  1282. 1:40:47procedure to to provide uh uh that sort
  1283. 1:40:50of uh the services and uh basically the
  1284. 1:40:54demand for the services from from their
  1285. 1:40:56perspective is coming from uh the
  1286. 1:41:00different uh uh threats profile for
  1287. 1:41:03critical uh infrastructure, energy
  1288. 1:41:05infrastructure than for uh for military
  1289. 1:41:09objects so so to say and uh such sort of
  1290. 1:41:12critical infrastructure are often times
  1291. 1:41:15being hit by
  1292. 1:41:17the low costs uh but uh high speeds uh
  1293. 1:41:21high speeds UAVs. So the the the uh
  1294. 1:41:25profile of uh the threats as I said is
  1295. 1:41:27is different and it requires uh low cost
  1296. 1:41:31scalable uh permanent uh solutions which
  1297. 1:41:35could not be provided by the uh regular
  1298. 1:41:39or classic uh air defense military means
  1299. 1:41:43uh and that's uh brings into life uh
  1300. 1:41:46those private military companies. The
  1301. 1:41:48the the SkyRack is a nice combination of
  1302. 1:41:53the proprietary
  1303. 1:41:55uh hardware and software that had been
  1304. 1:41:58developed uh inside the company and the
  1305. 1:42:02proper military um and
  1306. 1:42:06equipment uh that's been transferred
  1307. 1:42:08from uh from uh the military units. uh
  1308. 1:42:12for example the uh the
  1309. 1:42:16and the ballistic uh missiles uh AI92
  1310. 1:42:21uh which of course cannot be produced uh
  1311. 1:42:24by by uh a private uh private uh company
  1312. 1:42:28but on on balance uh they do have uh
  1313. 1:42:31their uh own uh uh marine drones. they
  1314. 1:42:38do have uh their own u uh soft
  1315. 1:42:42integration software etc. uh so
  1316. 1:42:45basically they're for example focusing
  1317. 1:42:47on uh provision of services uh to uh to
  1318. 1:42:51seap ports harbors critical
  1319. 1:42:53infrastructure that's been based on on
  1320. 1:42:56the seashore. Um uh and u that's
  1321. 1:43:00actually a uh an example of a potential
  1322. 1:43:04uh international cooperation because
  1323. 1:43:05companies like that uh besides uh
  1324. 1:43:08besides providing services inside
  1325. 1:43:10Ukraine may also be instrumental in uh
  1326. 1:43:14in uh uh bringing uh the best uh
  1327. 1:43:18practice from the battlefield in in
  1328. 1:43:21Ukraine or uh the highly uh disputable
  1329. 1:43:25operational uh terrain in Ukraine to
  1330. 1:43:28Europe and work there. It would be
  1331. 1:43:31actually nice to hear the uh ideas of
  1332. 1:43:35our European colleagues on how such
  1333. 1:43:37companies may be licensed and brought
  1334. 1:43:40into operation in the European
  1335. 1:43:41jurisdictions. So uh having said that I
  1336. 1:43:44would be uh available uh to share
  1337. 1:43:48presentation of that company on the
  1338. 1:43:50request uh basis. you uh may write to me
  1339. 1:43:54directly and I will be able to uh
  1340. 1:43:56provide uh you with a presentation of
  1341. 1:43:59that's uh that company uh andor bring in
  1342. 1:44:02touch with uh with them. Uh now I'm
  1343. 1:44:06passing uh the floor to u Mr. Jean Goon

  1345. 1:44:16company uh has developed uh to detect uh
  1346. 1:44:19the uh UAVs, FPVs uh that are uh using
  1347. 1:44:27fiber
  1348. 1:44:28fiber optics and uh that do provides uh
  1349. 1:44:32very substantive threats on the
  1350. 1:44:34Ukrainian battlefield and also in the
  1351. 1:44:37regions and areas that are close to to
  1352. 1:44:41battlefield because uh Russian fiber
  1353. 1:44:43optics is uh now
  1354. 1:44:48uh being used for distances up to 40
  1355. 1:44:52kilometers. So uh Jean uh the floor is

  1365. 1:45:21Jean. Um from Paris and I lead Coperns
  1366. 1:45:27and fine artists. uh one company but two
  1367. 1:45:30brand uh dedicated to uh physical AI and
  1368. 1:45:34uh G use solution base for defense techn
  1369. 1:45:39uh industry and also uh yeah civil
  1370. 1:45:43civilian application.
  1371. 1:45:45So let me start with a simple simple
  1372. 1:45:49observation.
  1373. 1:45:51Uh today the drone treats is evolving
  1374. 1:45:54faster than our defense acquisition
  1375. 1:45:57cycle.
  1376. 1:45:59What we
  1377. 1:46:02see in Ukraine is now is not a war of
  1378. 1:46:06drone. It is a war of adaptation
  1379. 1:46:10um sensing decision making and speed.
  1380. 1:46:15And the question is no longer
  1381. 1:46:18can we detect a drone but the real
  1382. 1:46:22question is uh can we understand what is
  1383. 1:46:26happening and uh determine to determine
  1384. 1:46:30the real level and act before the adver
  1385. 1:46:34adversary and uh enemy adapt agents. It
  1386. 1:46:39is why uh in my company uh we decide to
  1387. 1:46:43to act uh in other ways at copan lab and
  1388. 1:46:47turnup finics we are now building
  1389. 1:46:51toomics a
  1390. 1:46:54multimodel passive platform for realtime
  1391. 1:46:57treat understanding at the edge
  1392. 1:47:01how we do that it is simple we combine
  1393. 1:47:04passive acoustic sensing optical camera
  1394. 1:47:08and infrared and passive RF radio
  1395. 1:47:11frequency
  1396. 1:47:14behavioral approach uh engine. That
  1397. 1:47:18means we can uh detect classify uh like
  1398. 1:47:22um chemicals and other type of drone
  1399. 1:47:27give answer uh in term of output.
  1400. 1:47:33Yeah. uh to attack and coot uh alert
  1401. 1:47:36system that will help uh to be more
  1402. 1:47:42resilient and to receive alert in less
  1403. 1:47:45half of millisecond.
  1404. 1:47:48Why we choose to do multiodality?
  1405. 1:47:52because um the next generation of
  1406. 1:47:56streets will
  1407. 1:47:58will be airf silent low altitude
  1408. 1:48:02navigate in term of autonomous and uh we
  1409. 1:48:08notified that a single uh sensor will
  1410. 1:48:11not be enough. Instead of asking do you
  1411. 1:48:15see a drone, we will now or we are now
  1412. 1:48:19asking
  1413. 1:48:21what is this object doing? How danger is
  1414. 1:48:24it and what does the operator need to
  1415. 1:48:29know real? Um
  1416. 1:48:32right now sorry
  1417. 1:48:36the technology we are now building is
  1418. 1:48:39not a concept because it is validate. We
  1419. 1:48:42are at TL7
  1420. 1:48:44deployed in critical infrastructure in
  1421. 1:48:47French year since uh two years and we
  1422. 1:48:50got some validation from
  1423. 1:48:53um institution like AIC accelerator uh
  1424. 1:48:58NOS and uh and socom and do programs.
  1425. 1:49:05But the problem is not only the
  1426. 1:49:08technology. The technology alone is not
  1427. 1:49:11enough. We need an European ecosystem
  1428. 1:49:15capable of moving from operational
  1429. 1:49:18challenge innovation and field testing,
  1430. 1:49:21procurement in a industrial case scale
  1431. 1:49:26in week not a
  1432. 1:49:29not simply connecting company but
  1433. 1:49:32accelerating the feedback loop between
  1434. 1:49:35the battlefield battlefield and the
  1435. 1:49:38laboratory. For that we identify three
  1436. 1:49:42prioritize.
  1437. 1:49:43The first one is u
  1438. 1:49:46uh open and interoperable operable
  1439. 1:49:49sensor vision. No more isolate as
  1440. 1:49:53actually we noticed. The second one is
  1441. 1:49:56AIdriven behavioral understanding
  1442. 1:49:59detecting detect because detection is a
  1443. 1:50:02commodity now
  1444. 1:50:06and understanding
  1445. 1:50:08this gap is a real uh competitive
  1446. 1:50:11advantage. And the last one is rapid
  1447. 1:50:14operational validation with Ukrainian
  1448. 1:50:16partner because a technology that take 3
  1449. 1:50:20years to adapt will not be uh enough
  1450. 1:50:24because uh it will be obsolete
  1451. 1:50:29and
  1452. 1:50:31>> thank you so much.

  1476. 1:51:43channels of uh of getting to know each
  1477. 1:51:47other of cooperating with Ukrainian
  1478. 1:51:50companies and European companies and I'm
  1479. 1:51:52here to present the other kind of
  1480. 1:51:55channels the other way of cooperating
  1481. 1:51:57aside from all the splendid European
  1482. 1:52:00mechanism and if I can share my screen
  1483. 1:52:05that's always miracle going on yes I And
  1484. 1:52:12so uh basically our goal is uh is to go
  1485. 1:52:16from challenges to uh to capabilities
  1486. 1:52:19and to bridge the yman gap as we
  1487. 1:52:21perceived it in Europe. I could say
  1488. 1:52:24human gaps plural because as we can see
  1489. 1:52:26there are several of them. Uh let me
  1490. 1:52:29just talk a little bit about myself. Um,
  1491. 1:52:35I don't come from
  1492. 1:52:39You don't. Hold on.
  1493. 1:52:42Okay, let me go back to that. How about
  1494. 1:52:45now?
  1495. 1:52:47>> Yes, we can.
  1496. 1:52:49>> So,
  1497. 1:52:50>> let me uh Well, so basically we are
  1498. 1:52:54Uncrude. We are an initiative to uh
  1499. 1:52:56bridge the yman gap in Europe by
  1500. 1:52:59bringing together uh uh builders,
  1501. 1:53:02solutions providers and decision makers.
  1502. 1:53:05Uh of course there's a story behind
  1503. 1:53:07that. Uh in 2022 I was uh the head of
  1504. 1:53:11the Mipal network. For those who don't
  1505. 1:53:13know, Mipal is a leading European uh B2B
  1506. 1:53:17event dedicated to uh state homeland
  1507. 1:53:20security and and uh enterprise security.
  1508. 1:53:24And I was mentioning uh with the start
  1509. 1:53:26of the war in Ukraine that there's
  1510. 1:53:28something that we need to keep an eye on
  1511. 1:53:30and uh well sometimes the uh uh vision
  1512. 1:53:34fails to take uh hold and uh I left
  1513. 1:53:39Millipol with the strong uh will to uh
  1514. 1:53:43to help facilitate
  1515. 1:53:46uh the innovation and the growth of uh
  1516. 1:53:49of unmanned solution for all the small
  1517. 1:53:52uh French and European and companies
  1518. 1:53:55that are producing US, UGS, USV and also
  1519. 1:53:59every uh system brick that is necessary
  1520. 1:54:02to uh uh to make them work. We don't
  1521. 1:54:05what we don't want to be is another B2G
  1522. 1:54:08or B2B drone show. There are several of
  1523. 1:54:10them that are very good. There's no need
  1524. 1:54:12to to add one of them. But what we want
  1525. 1:54:15is to recognize the grassroot innovation
  1526. 1:54:18and dialogue. uh that is essentially uh
  1527. 1:54:22one of the reason uh that helped uh
  1528. 1:54:24Ukraine uh resist and uh and hold the
  1529. 1:54:28ground uh in front of Russia because as
  1530. 1:54:31we all know of the the way the Ukrainian
  1531. 1:54:34units are innovating at a very fast pace
  1532. 1:54:38it doesn't take six months it doesn't
  1533. 1:54:40take two years it takes three weeks from
  1534. 1:54:42the basic idea or from the recognition
  1535. 1:54:45of a challenge on the battlefield to
  1536. 1:54:47find a solution and we want to be
  1537. 1:54:49inspired by this uh by this speed, by
  1538. 1:54:52this grassroot innovation in order to
  1539. 1:54:55help Ukrainian companies meet French
  1540. 1:54:57partners in order to me to help French
  1541. 1:55:00and European uh companies meet Ukrainian
  1542. 1:55:04end users. So basically what what are we
  1543. 1:55:08uh quite uh practically we are creating
  1544. 1:55:12uh
  1545. 1:55:14an event that is called uncrude uh um uh
  1546. 1:55:18one to one days and uh we should view it
  1547. 1:55:21as a as a created bubble uh taking part
  1548. 1:55:24from the 18th to the 20th of May 20 2011
  1549. 1:55:28in an army base just outside Paris.
  1550. 1:55:31That's for the confidentiality and the
  1551. 1:55:34security of the event. So, uh it's
  1552. 1:55:36basically three things. First thing is a
  1553. 1:55:39semiopen dialogue day. We open behind
  1554. 1:55:43closed door in order to ensure the
  1555. 1:55:45quality of uh of the sharing and
  1556. 1:55:48somebody mentioned also the uh
  1557. 1:55:50everything about IP protection. That's
  1558. 1:55:53also part of it. uh we do uh rely
  1559. 1:55:57heavily on uh on the meeting because we
  1560. 1:56:00believe that it's okay to meet uh during
  1561. 1:56:02an event and talk for five minutes and
  1562. 1:56:05share a drink and and and talk later in
  1563. 1:56:08a in a bus. But what what we want to do
  1564. 1:56:11is is you to be able to interact to uh
  1565. 1:56:14to really get to know uh all the your
  1566. 1:56:17future stakeholders. So that's the 25
  1567. 1:56:19minutes business meeting parts and we
  1568. 1:56:22want to be hands-on. We don't want to be
  1569. 1:56:24another prospective meeting. We want to
  1570. 1:56:27provide solution. We want to provide
  1571. 1:56:29leads and we have been identifying five
  1572. 1:56:33tracks that we've been uh uh dealing
  1573. 1:56:36with uh in half day workshops. The first
  1574. 1:56:39one is building. Second one is
  1575. 1:56:40augmenting, scaling, financing and of
  1576. 1:56:44course selling. Uh just an anecdote,
  1577. 1:56:46each time I'm visiting uh companies
  1578. 1:56:49outside from France, I'm being told the
  1579. 1:56:51same thing. The French army only buys uh
  1580. 1:56:55with French companies. That is actually
  1581. 1:56:57not true. There are some companies
  1582. 1:56:59including one at least Ukrainian one
  1583. 1:57:01that is selling to uh to the French
  1584. 1:57:04government. So yes, it can happen but
  1585. 1:57:06there's a way to do that. So that's what
  1586. 1:57:08we want to uh to share with the
  1587. 1:57:11companies that are coming to us. So who
  1588. 1:57:14will be attending? We expect 400
  1589. 1:57:16attendees, 200 defense and security
  1590. 1:57:19industry, 80 end users uh that are both
  1591. 1:57:23decision makers and operators from of
  1592. 1:57:27course predominantly from the French
  1593. 1:57:30market. I should also include some uh
  1594. 1:57:33partner countries from from uh subsaran
  1595. 1:57:36Africa uh 15% of Ukrainian end users and
  1596. 1:57:42uh the rest that will be 30% of European
  1597. 1:57:45end users
  1598. 1:57:47what what we understand with end user
  1599. 1:57:50are armored forces of course homeland
  1600. 1:57:52security custom border control but let's
  1601. 1:57:55not forget that we also have been
  1602. 1:57:58inviting investors that have been
  1603. 1:58:00responding quite uh uh quite favorably
  1604. 1:58:04uh quite warmly in a previous uh events
  1605. 1:58:07that we have been doing this year and
  1606. 1:58:09end of last year uh in order for for the
  1607. 1:58:13companies that will choose to uh to go
  1608. 1:58:15with us uh to meet some potential
  1609. 1:58:18clients, some potential partners and
  1610. 1:58:21some potential investors and that will
  1611. 1:58:24be my last slide. uh the registration
  1612. 1:58:27is opening at the end of the month. So
  1613. 1:58:30feel free to contact me in order to uh
  1614. 1:58:34uh to have some preview of what will be
  1615. 1:58:37going on. And if I may conclude with
  1616. 1:58:39just one uh proverb there's a saying
  1617. 1:58:42that says that uh in this world at any
  1618. 1:58:45given moment there are more and more
  1619. 1:58:47people building walls and less and less
  1620. 1:58:50people building bridges. and we want to
  1621. 1:58:53be the ones that are building bridges

  1669. 2:01:40update on on a French market because
  1670. 2:01:43actually that's what we are here for. Uh
  1671. 2:01:46French law has been changing at uh at
  1672. 2:01:51the end of of the beginning of of this
  1673. 2:01:53year. So now uh CO is becoming uh a
  1674. 2:01:58possibility for private critical
  1675. 2:02:01national infrastructure operators. uh
  1676. 2:02:04before before that before 2026
  1677. 2:02:07uh the control of the airspace belonged
  1678. 2:02:10to the army and uh every uh every uh
  1679. 2:02:14interception or every uh occurrence with
  1680. 2:02:17drone flyings over nuclear power pool
  1681. 2:02:20etc has to be has to be dealt through
  1682. 2:02:24judiciary proceedings and now the law
  1683. 2:02:27has been changing which is opening
  1684. 2:02:29slowly a huge market for cos for
  1685. 2:02:33critical national infrastructure. Of
  1686. 2:02:35course, everything is not ready yet. The
  1687. 2:02:37list of systems that are being allowed
  1688. 2:02:40is not published yet. It will it will
  1689. 2:02:42come. But please bear in mind, and it's
  1690. 2:02:45also in in line with what you mentioned
  1691. 2:02:49with Skylark who couldn't attend that uh
  1692. 2:02:52this uh protection as a service, this
  1693. 2:02:54cos as a service is becoming a reality
  1694. 2:02:58in in France. And I think we can
  1695. 2:03:01optimistically say that 20 2027 will see
  1696. 2:03:05the starting uh will be the starting
  1697. 2:03:07point of of that. Yeah, thank you so
  1698. 2:03:10much uh Frana because that that brings
  1699. 2:03:13us to a very important takeaway from uh
  1700. 2:03:16this breakout session because we
  1701. 2:03:18actually have to to come uh to come up
  1702. 2:03:21with uh one or two practical cooperation
  1703. 2:03:24cases and that that that's exactly the
  1704. 2:03:27practical uh case we may jointly work on
  1705. 2:03:30namely um using the French market of
  1706. 2:03:35critical infrastructure protection as as
  1707. 2:03:38a test bit uh to to some extent to uh
  1708. 2:03:41you know uh internationalizing the uh
  1709. 2:03:45the operationally tested solutions
  1710. 2:03:49develops the Ukrainian battlefields uh
  1711. 2:03:52and while protecting the uh Ukrainian
  1712. 2:03:55critical infrastructure. So I'm inviting
  1713. 2:03:57uh actually the participants of uh this
  1714. 2:04:00panel to to join us in uh Franua and and
  1715. 2:04:05me and maybe Jean in developing that's
  1716. 2:04:09that practical practical uh takeaway
  1717. 2:04:13case. I'm just discovering any other
  1718. 2:04:16ideas.
  1719. 2:04:16>> Yeah,

  1721. 2:04:19Rasmiss's study Lisa Kodorovska study
  1722. 2:04:23and it's dealing exactly with the same
  1723. 2:04:25subject critical.

  1725. 2:04:29point and and we could build something
  1726. 2:04:32around this specific subject and not
  1727. 2:04:34maybe uh aim too aim too wide.

  1731. 2:04:47working party uh being formed uh during
  1732. 2:04:49this uh breakout session. Um any any

  1735. 2:05:01uh practical case to to be built.

  1743. 2:05:28and I represent uh small startup so in
  1744. 2:05:32case if you're interested to hear more
  1745. 2:05:33about um uh small startups that have ter
  1746. 2:05:37about 68 level. We're present in 45
  1747. 2:05:42brigades. Uh and one of the main
  1748. 2:05:44challenges that we're trying to resolve
  1749. 2:05:46right now is um uh is localization of
  1750. 2:05:52the components of the critical
  1751. 2:05:53components uh and um the
  1752. 2:05:56interoperability of the sensors as well
  1753. 2:05:58as uh systems engineering from the
  1754. 2:06:01standpoint of very fast pace of changes.
  1755. 2:06:05So we can uh as you mentioned previously
  1756. 2:06:07form a working group and work through
  1757. 2:06:09that. Uh I think that could be
  1758. 2:06:11potentially a good case for resolving uh
  1759. 2:06:13question like that.
  1760. 2:06:16>> Well sounds u really sensible to me and
  1761. 2:06:20I suggest uh you become uh the uh leader
  1762. 2:06:24of uh that working working group um of
  1763. 2:06:28that working party. Uh so any any other
  1764. 2:06:33uh ideas or uh any other ideas how to
  1765. 2:06:37support Alena and uh the the case on the
  1766. 2:06:40critical components that that she has
  1767. 2:06:43just exposed.
  1768. 2:06:44>> I just would like to add uh the uh the
  1769. 2:06:47product that we have is a passive um
  1770. 2:06:50inter video interception station with
  1771. 2:06:52the sensors for spectrum analysis and uh
  1772. 2:06:54IQ data collection. Uh so the main
  1773. 2:06:57critical components would be SDRs as
  1774. 2:06:59well as uh mini computers processing
  1775. 2:07:02information.
  1776. 2:07:04>> So there would be two major things. Uh
  1777. 2:07:06we are constantly adding uh to the range
  1778. 2:07:08of services. So potentially there would
  1779. 2:07:09be some optics uh as well as data
  1780. 2:07:12storage and processing for the AI um
  1781. 2:07:14implementation.

  1791. 2:07:44some conclusion of this first day so
  1792. 2:07:45tomorrow we'll continue um maybe u made
  1793. 2:07:51uh make some deep dive diving into
  1794. 2:07:54special case for the um for for
  1795. 2:07:58cooperation but also regarding with
  1796. 2:08:00regers to um
  1797. 2:08:04this u capability gaps we consider it
  1798. 2:08:06today. But maybe uh just to give the the
  1799. 2:08:10floor to to all colleagues this we had
  1800. 2:08:14three rooms. So maybe some first
  1801. 2:08:16conclusion maybe I start from myself. Uh
  1802. 2:08:18we had discussion about uh cluster
  1803. 2:08:21policy how we can improve ZAM and
  1804. 2:08:23cluster cooperation. Yeah. In this field
  1805. 2:08:25you'll use the fence and uh we had
  1806. 2:08:28several like example the the major
  1807. 2:08:32presentation was from
  1808. 2:08:35Leiv City Council. Yeah. Alexa Bosnik
  1809. 2:08:37who represented the cluster policy. Uh I
  1810. 2:08:41should say that unfortunately Ukraine we
  1811. 2:08:43don't have u uh cluster policy at state
  1812. 2:08:47level. Yeah there is no cluster policy
  1813. 2:08:49unfortunately we just started this year
  1814. 2:08:51create regional cluster policy. they
  1815. 2:08:54appear it in six region but anyway uh
  1816. 2:08:59Leiv city council this city on the
  1817. 2:09:02western Ukraine it um it's like our
  1818. 2:09:05benchmark because they apply this
  1819. 2:09:08classic policy since many years and they
  1820. 2:09:10have really great result especially in
  1821. 2:09:12US defense because uh thanks to this
  1822. 2:09:14policy they created you can imagine
  1823. 2:09:17before the war there was almost nothing
  1824. 2:09:19so thanks to city council they created
  1825. 2:09:21local ecosystem they started to support
  1826. 2:09:24them and today iron cluster is like
  1827. 2:09:26number one after bra one uh in term of
  1828. 2:09:29dynamics in term of uh many project of
  1829. 2:09:32cooperation in term of many achievement
  1830. 2:09:34and they move very quickly so they they
  1831. 2:09:37really thanks to this living support uh
  1832. 2:09:40policy city council uh they they created
  1833. 2:09:44very dynamic uh ecosystem which really
  1834. 2:09:47helps to our armed forces of Ukraine to
  1835. 2:09:50to deal ecosystem so on so the lesson is
  1836. 2:09:53simple people. So we should we should um
  1837. 2:09:56engage we should apply more mechanism
  1838. 2:09:58which support cluster because finally
  1839. 2:10:01cluster uh start to work like
  1840. 2:10:03orchestrator. This is like first uh
  1841. 2:10:06conclusion first idea of our discussion.
  1842. 2:10:08uh but finally we also touched that what
  1843. 2:10:11could be mechanism we support cluster
  1844. 2:10:14cooperation between Ukraine and EU and
  1845. 2:10:17it's obviously because there was um um
  1846. 2:10:20colleagues from idealist it's project
  1847. 2:10:23Ukraine already integrated in and we
  1848. 2:10:27already considered it many uh um how to
  1849. 2:10:31say benefit of exchange it of best
  1850. 2:10:33practice and experience we already
  1851. 2:10:36learned a lot from the East colleagues
  1852. 2:10:38it's a French, Italian, Spanish, German
  1853. 2:10:41and so on cluster. So we should uh speed
  1854. 2:10:44up such exchange uh especially with
  1855. 2:10:48regards to uh real use defense because
  1856. 2:10:50we like such instrument we already let's
  1857. 2:10:53say started to use several uh
  1858. 2:10:55instruments several tools in
  1859. 2:10:57collaboration we we've got from from
  1860. 2:10:59this um consortium. So if we combine
  1861. 2:11:03integrate all these tools of of course
  1862. 2:11:06it will uh it will make our operation
  1863. 2:11:08much much richer uh and uh the priority
  1864. 2:11:13up to us uh of where cluster can help to
  1865. 2:11:16to to this integration to reduce defense
  1866. 2:11:19is clear. So for us it's
  1867. 2:11:21industrialization where typically
  1868. 2:11:23cluster are very strong scaling up and
  1869. 2:11:27of course this is R&D and innovation
  1870. 2:11:29infrastructure cluster as well are
  1871. 2:11:31champion to to impact this uh innovation
  1872. 2:11:35ecosystem. So we are ready for such
  1873. 2:11:38collaboration as well in Ukraine. Yes is
  1874. 2:11:41briefly about our conclusion. Johanna I
  1875. 2:11:44switch floor to you. Yeah please your
  1876. 2:11:47conclusion.
  1877. 2:11:56Ian or Roxalana please. Maybe Ian is
  1878. 2:11:58out.

  1880. 2:12:02>> Uh yes, thank you. Uh our room in our
  1881. 2:12:05room we were speaking about some um
  1882. 2:12:08priorities where Ukraine can uh add to
  1883. 2:12:12the European knowledge and capabilities
  1884. 2:12:14and visa in the areas. Um
  1885. 2:12:18apart from the uh area defense uh I
  1886. 2:12:23suggested a couple of uh such areas uh
  1887. 2:12:26including uh I think four uh priorities.
  1888. 2:12:29Uh let me uh quickly uh open the uh the
  1889. 2:12:34list. Uh so one was um the uh S4 ISR. Uh
  1890. 2:12:42my colleagues uh in the room has also
  1891. 2:12:44added a great comments about um general
  1892. 2:12:48uh data fusion and um general
  1893. 2:12:51situational awareness fusion so that
  1894. 2:12:54machines can suggest decisions for the
  1895. 2:12:56operating to confirm uh because this uh
  1896. 2:13:00ODA loop is now very very quick and it
  1897. 2:13:03will be something that will decide
  1898. 2:13:05actually who is winning and who is
  1899. 2:13:07losing on the battlefield in a lot of
  1900. 2:13:10situations. ations. Uh then we've talked
  1901. 2:13:13about uh autonomy and counter autonomy.
  1902. 2:13:16Uh it is partly um
  1903. 2:13:19coinciding with the uh air defense um
  1904. 2:13:23topic but not um not completely and also
  1905. 2:13:29a lot of uh topics come back to the
  1906. 2:13:32again data fusion and the access for the
  1907. 2:13:36uh requirements uh for the um Ukrainian
  1908. 2:13:40battlefield and the modern battlefield
  1909. 2:13:42in general. uh we can talk about some
  1910. 2:13:46maybe more effective ways to cooperate
  1911. 2:13:49in terms of uh letting the European
  1912. 2:13:51partners know uh what is going on on the
  1913. 2:13:53battlefield and what are the
  1914. 2:13:55requirements uh including through the
  1915. 2:13:57mechanisms of for example cooperating
  1916. 2:14:00more deeply with the Ukrainian uh
  1917. 2:14:02companies uh that can provide such data
  1918. 2:14:05without breaking the uh IP rules for
  1919. 2:14:09example or the general secret
  1920. 2:14:11information and database rules. Uh then
  1921. 2:14:15uh deep precision strikes. Uh we did not
  1922. 2:14:19really have time to talk about that but
  1923. 2:14:22I think it is one of the most important
  1924. 2:14:24topics as the uh Europe does not really
  1925. 2:14:27have a lot of uh capabilities for uh
  1926. 2:14:31ballistic stri strikes uh apart of the
  1927. 2:14:34nuclear ones in France uh and in deep
  1928. 2:14:38precision strikes in general. Of course,
  1929. 2:14:40there are some as storm shadow or scalp
  1930. 2:14:44or some others. Uh but I think this is
  1931. 2:14:46something when we can cooperate um
  1932. 2:14:49butter to be able to do more without the
  1933. 2:14:54uh US support for example when they are
  1934. 2:14:56operating in in other regions and their
  1935. 2:14:59uh supplies are also uh pretty
  1936. 2:15:01stretched. Uh the first one was
  1937. 2:15:04electromagnetic warfare and full
  1938. 2:15:06spectrum operations. Uh also a colleague
  1939. 2:15:09of mine was adding about the
  1940. 2:15:11communications without GPS and
  1941. 2:15:14navigation without GPS as one of the uh
  1942. 2:15:17main topics to be um discussed and to be
  1943. 2:15:21uh worked in in the future. uh and also
  1944. 2:15:25another colleague of mine was adding
  1945. 2:15:27about the uh medical part uh and we were
  1946. 2:15:31thinking that in general it is a part of
  1947. 2:15:33comprehensive defense and societal uh
  1948. 2:15:36readiness uh in which uh Ukraine can add
  1949. 2:15:40a very again lift experience and um can
  1950. 2:15:45um support the uh frameworks that the
  1951. 2:15:49governments have for example in Nordic
  1952. 2:15:52states uh through very hands-on
  1953. 2:15:54experience.

  1956. 2:16:03integrate all this conclusion into maybe
  1957. 2:16:06after tomorrow to to final list of
  1958. 2:16:09proposal

  1960. 2:16:13anyway we have some consensus in during
  1961. 2:16:16these three days and we'll communicate
  1962. 2:16:17to to all stakeholder. Yeah. Um
  1963. 2:16:22please your short conclusion briefly
  1964. 2:16:24just
  1965. 2:16:26>> Yep. Thank you so much. Um we've um
  1966. 2:16:29actually uh started our breakout room
  1967. 2:16:32with uh the uh presentation of uh the
  1968. 2:16:36state of play um with the protection of
  1969. 2:16:39critical infrastructure in Ukraine and
  1970. 2:16:42the toolkit that had been uh created by
  1971. 2:16:45the government of Ukraine recently uh to
  1972. 2:16:48delegates that to the private or to open
  1973. 2:16:52up opportunities to private military
  1974. 2:16:54companies. Then uh we've moved into the
  1975. 2:16:58presentation of uh the solutions being
  1976. 2:17:00developed by the fully licensed
  1977. 2:17:02Ukrainian uh service provider. um then
  1978. 2:17:07um actually naturally organically moved
  1979. 2:17:10into the solution that had already been
  1980. 2:17:14operationally
  1981. 2:17:15u validated
  1982. 2:17:17and deployed in in one of the west
  1983. 2:17:21European countries which had been
  1984. 2:17:23presented by uh by our French uh
  1985. 2:17:25colleague who is the developer um of uh
  1986. 2:17:31that solution and then there had been
  1987. 2:17:34also a presentation of uh the um the
  1988. 2:17:41uh the ways to to close uh the so-called
  1989. 2:17:44human gaps in uh in um promoting those
  1990. 2:17:48solutions and developing the counter US
  1991. 2:17:51solutions. So we emerged uh from the
  1992. 2:17:54breakout session with uh two uh cases uh
  1993. 2:17:59that would be beacons for
  1994. 2:18:02the uh work working groups and potential
  1995. 2:18:07cooperation and creation of potential
  1996. 2:18:09even creation of the consortia with the
  1997. 2:18:12engagement of uh European and Ukrainian
  1998. 2:18:15actors namely around the critical
  1999. 2:18:18infrastructure protection as a service.
  2000. 2:18:21um to to be
  2001. 2:18:24to be provided uh in both Ukraine and uh
  2002. 2:18:28some countries of the European Union uh
  2003. 2:18:31for example France and uh number two uh
  2004. 2:18:34that's uh bridging the gap in critical
  2005. 2:18:38components uh developments uh uh in uh
  2006. 2:18:42Europe and the Ukraine and that's uh
  2007. 2:18:45working group will be uh will be
  2008. 2:18:48probably led by uh by Miss Alena uh
  2009. 2:18:52Urme. Uh the first one will be led by
  2010. 2:18:56myself. So I'd like to thank uh all the
  2011. 2:18:59participants of uh my uh uh of my panel
  2012. 2:19:03for their inputs and uh for their
  2013. 2:19:06attention and uh being present all uh
