  9. 0:20because it is the first language of the
  10. 0:22learner
  11. 0:23why did the department of education
  12. 0:25require schools
  13. 0:27to use the mother tongue as a subject
  14. 0:29and as a language
  15. 0:30for teaching and learning from
  16. 0:31kindergarten up to grade three
  17. 0:34let's find out
  18. 0:40no less than the united nations
  19. 0:43educational scientific cultural
  20. 0:45organization or
  21. 0:46unesco advocates the use of the mother
  22. 0:49tongue
  23. 0:49and celebrates mother tongue day every
  24. 0:52february 21

  26. 0:56declaration of education for

  49. 1:54languages
  50. 1:55for literacy and instruction local and
  51. 1:59international studies
  52. 2:00have validated the superiority of the
  53. 2:03use of the mother tongue first
  54. 2:04in improving learning outcomes and
  55. 2:06promoting education
  56. 2:08for all
  57. 2:12in order to provide a strong mtb mle
  58. 2:15program
  59. 2:16there are 10 fundamental requirements
  60. 2:18needed according to
  61. 2:19debit order 74 s.2009
  62. 2:23these are
  63. 2:28number one a working orthography
  64. 2:31or alphabet and spelling for the local
  65. 2:34language
  66. 2:34that is acceptable to the majority of
  67. 2:37the stakeholders
  68. 2:38and promotes intellectualization of that
  69. 2:40language
  70. 2:41the chosen language must be known and
  71. 2:44widely spoken
  72. 2:45in a particular locality it should be
  73. 2:48approved
  74. 2:49by the people in concern with the
  75. 2:50preferred language
  76. 2:55number two development production
  77. 2:59and distribution of inexpensive
  78. 3:00instructional materials
  79. 3:02with special priority to beginning
  80. 3:04reading in children's literature
  81. 3:07as much as possible the materials should
  82. 3:09be original

  105. 4:05this will help them better understand
  106. 4:07the lesson they are taught with
  107. 4:12number five the inclusion of additional
  108. 4:16languages
  109. 4:17such as filipino or english and other
  110. 4:19local for foreign languages
  111. 4:21shall be introduced as separate subjects
  112. 4:24in a carefully planned pacing programs
  113. 4:27the means that subjects that use foreign
  114. 4:29languages should be taught in a

  130. 5:12and as resources permit but remember
  131. 5:15when the pupils are ready
  132. 5:16filipino and english shall be gradually
  133. 5:19used as moi
  134. 5:20no earlier than grade three however
  135. 5:23l1 shall be effectively used to scaffold
  136. 5:26learning
  137. 5:30number eight the language of instruction
  138. 5:33teaching
  139. 5:34shall also be the primary language for
  140. 5:36testing in all regular school-based
  141. 5:38and system-wide examinations and in all
  142. 5:41international benchmarking
  143. 5:43and assessment exercises it shall be
  144. 5:46maintained
  145. 5:47that the focus of educational assessment
  146. 5:49shall be specifically on the learner's
  147. 5:51understanding of the subject content
  148. 5:54and not be muddled on language testing
  149. 5:59number nine there must be a continuing
  150. 6:02in service training or
  151. 6:03inset in partnership with mle
  152. 6:06specialists
  153. 6:07on the effective use of l1 as language
  154. 6:10of instruction
  155. 6:11teaching to facilitate reading cognitive
  156. 6:14academic language proficiency
  157. 6:16and development of cognitive and higher
  158. 6:18order thinking skills or
  159. 6:20hots of the learners inset
  160. 6:23shall likewise equip educators to
  161. 6:25develop cultural sensitivity
  162. 6:27and enhance appreciation for cultural
  163. 6:30and linguistic diversity
  164. 6:35number 10 ensuring critical awareness
  165. 6:38maximum participation and support from
  166. 6:41the local government units
  167. 6:43lgu's parents and community for the
  168. 6:45implementation of the language and
  169. 6:47literacy program
  170. 6:48strategy teachers should build
  171. 6:51collaboration
  172. 6:52with the community to reach these
  173. 6:59individuals
