'We Will Not Implement...': Kaja Kallas, EU Leaders Rebuke to Trump Over Ukraine-Russia Peace Talks — Transcript

2. 0:02at this important moment. There is an
3. 0:05really a new intensive diplomatic push
4. 0:08underway for ending the Russia's war.
5. 0:12Europe continues to support all efforts
6. 0:14towards just and lasting peace.
7. 0:17Today we discuss with the ministers how
8. 0:19we can contribute to this. Despite the
9. 0:22diplomatic outreach, the reality on the
10. 0:24ground is grim. The week this week alone
11. 0:29at least 45 civilians have been killed
12. 0:32in Ukraine.
13. 0:34In the Russian air strikes and these are
14. 0:37civilians. There is little sign for
15. 0:40imminent peace.
16. 0:41Instead, Ukraine faces another very
17. 0:44difficult winter. Russia will again
18. 0:47target
19. 0:48Ukraine's power stations
20. 0:51that keep the lights on, homes warm, and
21. 0:54water running. Moscow attempts to freeze
22. 0:57Ukraine into surrender,
23. 0:59but we won't let it happen.
24. 1:02To bolster Ukraine's resilience, the EU
25. 1:04dispersed another 4.36
26. 1:08billion euro under our support loan this
27. 1:11week, but it's clear that more is
28. 1:13needed. On the battlefield, Russia is
29. 1:16stuck.
30. 1:17A record 54,000
31. 1:20Russian troops were killed or wounded in
32. 1:22October
33. 1:23alone and this is a staggering amount,
34. 1:26roughly the capacity of Warsaw's
35. 1:29National Stadium.
36. 1:31Russia cannot sustain such losses on
37. 1:35such scale indefinitely.
38. 1:38We cannot say how and when Ukraine and
39. 1:41Russia will strike a peace deal. We can
40. 1:43say what it needs to be put
41. 1:46one into effect. Any agreement in order
42. 1:49to be implemented will require European
43. 1:52Union to be part of it.
44. 1:55From security guarantees, sanctions,
45. 1:57reconstruction,
46. 1:59Ukraine's EU accession, there is no way
47. 2:02around the European Union.
48. 2:04Europe has its core security interests
49. 2:07vis-a-vis Russia. We are not the
50. 2:09mediator, we are firmly on Ukrainian
51. 2:12side.
52. 2:13Any agreement to end the war must
53. 2:15prevent Russia from using the force
54. 2:18again and just using a pause to rearm
55. 2:22and re-attack.
56. 2:24And that is why earlier this year I put
57. 2:27forward a paper with core demands
58. 2:29towards Moscow discussed by the European
59. 2:31Union foreign ministers.
60. 2:33That should be used as the basis of
61. 2:35negotiation.
62. 2:36There can be no legal recognition of
63. 2:38Russia's claim to occupied Ukrainian
64. 2:40territory. Russia must be held
65. 2:42accountable for its war crimes,
66. 2:44violations of international law, and pay
67. 2:47for the destruction it has caused.
68. 2:50Ukraine's sovereignty, independence, and
69. 2:51the right to choose its own alliances
70. 2:54must be respected. There can be no gap
71. 2:57on the size of Ukrainian armed forces,
72. 2:59and children deported from Ukraine must
73. 3:02be returned home. Russian sabotage
74. 3:04across Europe must stop.
75. 3:06In short, concessions should be on the
76. 3:09aggressor, not on the victim.
77. 3:12I want to make a fundamental point here.
78. 3:15We already have European security
79. 3:17architecture in place.
80. 3:19NATO and the European Union both have
81. 3:22their respective roles. We must make
82. 3:24sure Ukraine is integrated into this
83. 3:26architecture.
84. 3:28The problem remains that Russia keeps
85. 3:30breaking the treaties that underpin it.
86. 3:33NATO posed no threat to Russia in 2021,
87. 3:37and it poses no threat to Russia at the
88. 3:39moment.
89. 3:40Putin does not have a veto over European
90. 3:43security.
91. 3:44Looking ahead, uh ministers were clear
92. 3:47that we will continue uh supporting
93. 3:49Ukraine and dialing up the pressure on
94. 3:51Russia.
95. 3:52Including through the 22nd sanctions
96. 3:55package.
97. 3:56Uh but let's also be clear, Russia did
98. 3:59not start this war over money.
99. 4:01Uh
100. 4:02it's but it started this war because uh
101. 4:06its ability to wage this war also
102. 4:09depends on money. Energy deals with
103. 4:11Russia only prolong the war.
104. 4:14Ministers also addressed Russia's gray
105. 4:16zone tactics as Russia is willing to
106. 4:19take greater risks. Europe also must
107. 4:21impose greater costs. More sanctions,
108. 4:25tighter controls on the movement of
109. 4:26Russian diplomats, a visa ban of Russian

114. 4:39are discussing on.

380. 12:56down and agree, but for that, this
381. 12:59negotiation table needs to be more
382. 13:01equal. Uh that's why we have proposed uh
383. 13:05really a paper on concessions that we
384. 13:07need to see on the Russian side. So far,
385. 13:10all the pressure has been on uh Ukraine,
386. 13:13uh which is not correct because uh we
387. 13:16have one aggressor and one victim. And
388. 13:18actually, in order to stop the war, the
389. 13:20pressure should be on the aggressor. And
390. 13:22moreover, uh in order to have a secure
391. 13:25Europe, uh we must make sure that Russia
