  1. 0:00your majesty mr. president distinguished
  2. 0:04heads of state and government
  3. 0:06excellencies ladies and gentlemen thank
  4. 0:10you for this opportunity to renew our
  5. 0:12joint commitment to build and sustain
  6. 0:15peace and I welcome your high level
  7. 0:18attention to this issue at the key
  8. 0:20moment for our collective efforts and at
  9. 0:23a time when peace is fragile and at risk
  10. 0:25in many places around the world two
  11. 0:29years ago the General Assembly and the
  12. 0:31Security Council sent an N equivocal
  13. 0:33message bypassing ambitious twin
  14. 0:36resolutions pledging to work better
  15. 0:39together to sustain peace at all stages
  16. 0:42of conflict and in all dimensions these
  17. 0:46resolutions stressed that while
  18. 0:48government's have primary responsibility
  19. 0:50for peace building and sustaining peace
  20. 0:52we can all do more to build peaceful and
  21. 0:55resilient societies two years on it's
  22. 1:00time to look at progress and forge a
  23. 1:02common path ahead no one can doubt the
  24. 1:06many many benefits of globalization the
  25. 1:09integration of the world's economies the
  26. 1:11expansion of trade the reduction in
  27. 1:13poverty and improvements in living
  28. 1:15standards the stunning advances in
  29. 1:17technology but at the same time we must
  30. 1:20recognize that in some fundamental ways
  31. 1:23our world is going backwards more
  32. 1:27countries are experiencing violent
  33. 1:29conflict that at anytime in the nearly
  34. 1:31three decades record number of civilians
  35. 1:35are being killed or injured by explosive
  36. 1:37weapons in urban areas record numbers of
  37. 1:40people are on the move displaced by
  38. 1:42violence war and persecution we Co rific
  39. 1:46violations of human rights and rising
  40. 1:48nationalism racism and xenophobia
  41. 1:51inequalities are increasing while
  42. 1:54regions countries and communities can
  43. 1:56find themselves isolated from progress
  44. 1:58and left behind by growth women and
  45. 2:02girls face discrimination of all kinds
  46. 2:04and these are all indications that we
  47. 2:07need greater unity and courage to ease
  48. 2:09the fears of the people we serve to set
  49. 2:12the world on a
  50. 2:13Trek to a better future and to lay the
  51. 2:16foundations of sustainable peace and
  52. 2:18development
  53. 2:19I hope this ilvl meeting will build
  54. 2:22greater momentum to implement
  55. 2:24resolutions passed in 2016
  56. 2:26towards sustaining peace mr. president
  57. 2:30excellencies the central message of my
  58. 2:33report on peace building and sustaining
  59. 2:35peace is that we need to enhance the
  60. 2:38coherence of international efforts in
  61. 2:40support of national governments and
  62. 2:42their people the scale and nature of the
  63. 2:46challenge we face calls for closer
  64. 2:47strategic and operational partnerships
  65. 2:50between all key stakeholders based on
  66. 2:53what are the national priorities and the
  67. 2:56national policies and these key
  68. 2:59stakeholders include government's the
  69. 3:01United Nations other international
  70. 3:04regional and sub-regional ization x'
  71. 3:06international financial institutions
  72. 3:08civil society women's groups use
  73. 3:11organizations and the private sector to
  74. 3:14achieve greater coherence we are
  75. 3:17strengthening partnerships around all
  76. 3:19our efforts and at every stage along the
  77. 3:22peace continuum from conflict prevention
  78. 3:24and resolution to peacekeeping peace
  79. 3:27building and long-term development my
  80. 3:31high-level advisory board on mediation
  81. 3:33is aimed at building on the expertise of
  82. 3:35skilled diplomats to support action for
  83. 3:37peace around the world strengthening our
  84. 3:40relationships with rigid organisations
  85. 3:42non-governmental groups and others who
  86. 3:45are engaged in this critical activity
  87. 3:46for peace last month I launched the
  88. 3:50action for peacekeeping initiative to
  89. 3:53mobilize greater support for stronger
  90. 3:55and safer UN peacekeeping missions and
  91. 3:59one important element of the initiative
  92. 4:01is to strengthen relationships with all
  93. 4:03our partners and stakeholders including
  94. 4:06the countries that contribute troops in
  95. 4:08a generous way but also police and
  96. 4:10equipment and other resources we are
  97. 4:13aiming to strengthen support to the
  98. 4:15peace building commission the platform
  99. 4:17that brings together partnerships to
  100. 4:19enhance coherence between all
  101. 4:21stakeholders by revitalizing the peace
  102. 4:24building support office that will be
  103. 4:26strengthened
  104. 4:27with the reform and strengthening also
  105. 4:30the role of the peace building support
  106. 4:33office across the UN system these will
  107. 4:37increase our capacity to facilitate
  108. 4:39transition in post-conflict situations
  109. 4:42and all these efforts are beginning to
  110. 4:45bear fruit in Liberia for example the
  111. 4:48transition from the peacekeeping mission
  112. 4:49own mill to our country team
  113. 4:52demonstrated a new level of UN wide
  114. 4:54coordination and preparation but clearly
  115. 4:58as the president said more remains to be
  116. 5:01done both in countries at risk and at
  117. 5:04the United Nations sustaining peace will
  118. 5:08only be realized through committed
  119. 5:09inclusive national ownership that
  120. 5:12considers the needs of the most
  121. 5:13marginalized including women young
  122. 5:16people minorities and people with
  123. 5:18disabilities and women are critically
  124. 5:21important peace builders and I'm
  125. 5:23strongly committed to their inclusion in
  126. 5:25all peace building processes the United
  127. 5:28Nations saved seven-point action plan on
  128. 5:31women's participation in peace building
  129. 5:33sets out measures to increase financing
  130. 5:37for gender responsive peace building to
  131. 5:39expand women's access to decision-making
  132. 5:41and to improve gender sensitive analysis
  133. 5:44and planning gender related issues must
  134. 5:48remain at the forefront of this debate
  135. 5:51and our commitment to parity is very
  136. 5:55much in line with it I also warmly
  137. 5:59welcome the new report on use peace and
  138. 6:01security which will have an important
  139. 6:03role in shaping our engagement with
  140. 6:05young women and men it is beyond time to
  141. 6:08recognize the major contribution young
  142. 6:11people can make to peace and security
  143. 6:12and I hope you will support my reforms
  144. 6:16in this area aiming at putting young
  145. 6:19people in charge and taking full
  146. 6:21advantage of their knowledge ideas and
  147. 6:24initiatives above all sustainable
  148. 6:27inclusive development deeply rooted in
  149. 6:31respect for all human rights economic
  150. 6:33social cultural civil and political is
  151. 6:36the world's best preventive tool against
  152. 6:38violent conflict and instability
  153. 6:41and the 2030 agenda for sustainable
  154. 6:43development is our common blueprint for
  155. 6:46a more peaceful stable and resilient
  156. 6:49group of societies sustainable
  157. 6:53development is an end in itself but it
  158. 6:57also makes a critical contribution to
  159. 6:59preventing conflict investing in
  160. 7:02sustained peace means investing in basic
  161. 7:05services bring humanitarian development
  162. 7:07agencies together building effective and
  163. 7:10accountable institutions protecting
  164. 7:12human rights promoting social cohesion
  165. 7:14and diversity and moving to sustainable
  166. 7:17energy quality education decent jobs and
  167. 7:21training for young people are
  168. 7:22fundamental
  169. 7:24we need a holistic approach which
  170. 7:26prioritize prevention and the dress is
  171. 7:29the root causes of conflict by
  172. 7:31integrating peace sustainable
  173. 7:33development and human rights monsieur le

  175. 7:39gentlemen my report contains proposals
  176. 7:43seeking to make the combined support
  177. 7:47provided to member states by the bodies
  178. 7:50and agencies of the United Nations
  179. 7:53system is more effective and efficient
  180. 7:55thanks to reform and the sectors of
  181. 7:58development management and peace and
  182. 8:00security I'm determined to prepare the
  183. 8:03United Nations for the world of tomorrow
  184. 8:05and it's financing is an essential
  185. 8:09aspect in achieving this if no progress
  186. 8:13is made in financing peace peace
  187. 8:16building activities the efforts that we
  188. 8:18have already made to save lives
  189. 8:20stabilize situations in countries in
  190. 8:23crises alleviate suffering and protect
  191. 8:25vulnerable persons run the risk of being
  192. 8:27futile in the last 10 years the
  193. 8:32international community has allocated
  194. 8:34233 billion dollars for humanitarian
  195. 8:39interventions peacekeeping and hosting
  196. 8:42refugees we need to invest much more in
  197. 8:45prevention because this is not only
  198. 8:47effective but also cost-effective and
  199. 8:49above all because it saves lives the
  200. 8:53peace building fund has already
  201. 8:55shown its ability to provide support to
  202. 8:58national partners to support transition
  203. 9:01to peace and stability to strengthen
  204. 9:05coherence by distributing resources
  205. 9:08through the more than 25 agencies of the
  206. 9:11United Nations governments and other
  207. 9:13partners and its ability to align its
  208. 9:16objectives with those of international
  209. 9:18financial institutions and other
  210. 9:20stakeholders with a remarkable
  211. 9:22multiplier effect the peacebuilding fund
  212. 9:26is responsive and it can D intervene
  213. 9:29rapidly when there is a crisis situation
  214. 9:33imminent it also plays a catechol itical
  215. 9:36role in finance in bringing together
  216. 9:40funding from other donors it funds
  217. 9:43projects that no one else dares to
  218. 9:45invest in and it promotes diversity and
  219. 9:48inclusion as a number of its programs
  220. 9:49support women and youth I ask once again
  221. 9:55that we provide funding to this fund in
  222. 9:57the amount of 500 million dollars per
  223. 9:59year
  224. 10:00in my report I have proposed several
  225. 10:04ways of include of increasing
  226. 10:06restructuring and prioritizing the
  227. 10:08financing of peace building activities
  228. 10:10by calling for voluntary regular
  229. 10:13contributions and innovative financing
  230. 10:15and I hope that you will give this
  231. 10:17proposal the attention it deserves Jeon
  232. 10:19Ghazi in the reforms that I've initiated
  233. 10:23in peace and security
  234. 10:26I'm also proposing an increase of 50% of
  235. 10:31the number of posts in the peace
  236. 10:36building support office which can be
  237. 10:39done without necessitating additional
  238. 10:42funding thanks to economy is
  239. 10:44inefficiency games strengthening the
  240. 10:48peace building support office as
  241. 10:50proposed in the reform and increasing
  242. 10:53the resources of the peace building fund
  243. 10:55can create a link between our action for
  244. 10:59peace and security and our other work
  245. 11:02thanks for strength - thanks to
  246. 11:05strengthening partnerships and common
  247. 11:06tools excellencies
  248. 11:08I'm encouraged that at the time of
  249. 11:10discord and divisions member states have
  250. 11:13come together around the crucial in
  251. 11:15develop peace building and sustaining
  252. 11:17peace tomorrow I will address the
  253. 11:20Security Council on the same issue we
  254. 11:23need a strong support of both the
  255. 11:25Security Council and the General
  256. 11:26Assembly to build and sustain peace
  257. 11:29across the continuum from prevention
  258. 11:31conflict resolution peacekeeping to
  259. 11:34peace building and longer-term long-term
  260. 11:36development as I have referred in the
  261. 11:39beginning of my intervention and I
  262. 11:41welcome your resolution on my report and
  263. 11:44I hope for continued discussions on
  264. 11:47strengthening the peace building
  265. 11:48architecture to overcome fragmentation
  266. 11:50and to work together effectively and
  267. 11:53coherently I look forward to our
  268. 11:56discussions that is a level meeting and
  269. 11:58to our continued work to fulfill one of
  270. 12:01the primary purposes of the United
  271. 12:02Nations building and maintaining global
  272. 12:06peace and security thank you very much
