Ukraine warns of interceptor missile shortage as at least 22 killed in Kyiv region | BBC News — Transcript

- 0:00Next, residents of the Ukrainian capital
- 0:03experienced another night of deadly
- 0:05attacks as Russia launched a wave of
- 0:07missiles and drones at Kev and its
- 0:10surroundings. At least 17 people were
- 0:12killed. Rescuers have been trying to
- 0:14reach people trapped inside three blocks
- 0:16of flats that have partially collapsed.
- 0:19Ukraine's air force says a serious
- 0:21shortage of interceptor missiles meant
- 0:24none of the 23 ballistic missiles
- 0:26launched by Russia were actually shot
- 0:28down. President Zilinski urged Ukraine's
- 0:31allies to take strong decisions at
- 0:33Tuesday's NATO summit and to provide it
- 0:36with more air defenses. Our
- 0:39correspondent Sarah Reignsford is at the
- 0:41scene of one of the attacks in Kev. This
- 0:44is one of the ninestory apartment blocks
- 0:46that was hit last night in this latest
- 0:49largescale attack by Russia. The
- 0:51authorities are saying it was a missile
- 0:53that hit here directly and you can see
- 0:54the damage. I mean, it is huge. There's
- 0:56a big hole through the middle of this
- 0:58block of flats. Uh lots of flats
- 1:00destroyed up at the top. Huge slabs of
- 1:02concrete that have crashed down onto the
- 1:04floors below. And there are rescuers and
- 1:07uh recovery teams working at the scene
- 1:08with the big diggers and the cranes to
- 1:10try to clear that rubble to try to make
- 1:12the area safe, but also because we
- 1:15believe that there could be some people
- 1:16still missing. There's a lady uh on a
- 1:18bench over there who's been crying and
- 1:20we were told that she had two relatives
- 1:22who are still missing and perhaps are
- 1:24somewhere uh beneath the ruins of their
- 1:27home. We also spoke to a lady Elena who
- 1:30lives in the other part of the building
- 1:32which is more or less intact now. She
- 1:34said she heard one explosion and then
- 1:36she got out of bed and she rushed
- 1:37towards the shelter and then uh the
- 1:39second explosion hit. She said it shook
- 1:41the building terribly. She was
- 1:43terrified. uh she hadn't gone to the
- 1:45shelter but after that she went straight
- 1:46down but of course uh by that point
- 1:48already people had been killed here and
- 1:50the scene was the same is the same at
- 1:52several uh blocks of flats across
- 1:55Ukraine's capital and one question that
- 1:57Alena had for me she said it looks like
- 2:00we didn't intercept many missiles last
- 2:03night and she said she had a question
- 2:04for Ukraine's allies which is why is
- 2:07that if Ukraine needs more interceptor
- 2:09missiles she wants to know why they're
- 2:11not coming and that's the question that
- 2:13President Zen ski had too. Uh he pointed
- 2:16to the shortage of particularly Patriot
- 2:18interceptor missiles for Ukraine's air
- 2:20defenses and he said the shortage of
- 2:22those is causing scenes like this with
- 2:24with more and more uh frequency. This is
- 2:28another massive attack, large scale
- 2:30attack by Russia just 4 days after an
- 2:32attack on Kiev uh killed uh at least 30
- 2:35people here in the capital.
- 2:38>> Thanks to Sarah for that. We'll hear
- 2:39more from her in a moment. But first,
- 2:41Olga Marcha is here. And Olga, you've
- 2:44managed to speak to people, some of the
- 2:46survivors effectively in some of the
- 2:47damaged buildings. What have they been
- 2:48telling you?
- 2:49>> Well, I've been talking to two women who
- 2:51managed to who to survive this awful
- 2:54attack. And one of them whose name is
- 2:56Vit Lana, she told me that she lives on
- 2:59the 17th floor of the of that high-rise
- 3:03building and she has two children. So
- 3:06when the attack happened at night, she
- 3:08had to pack her children really quickly
- 3:11and they were running down the stairs
- 3:14from the 17th floor and I hope I can see
- 3:16the video now. That's the video she sent
- 3:19me. She managed to film it on her phone.
- 3:21That's their block on flats on fire.
- 3:24Then she said also that the roof of the
- 3:27block was completely on fire. And then
- 3:30while the fire brigade was coming to
- 3:32help them while the rescues were on the
- 3:34way the residents of the block started
- 3:36to deal with fire themselves and her
- 3:38husband and other men they rushed
- 3:41upstairs trying to get water there and
- 3:44that's how they managed to preserve u
- 3:47some flats and some homes but obviously
- 3:50some of them it was not possible to to
- 3:52save them. So I suggest listening to
- 3:55what Sutlana told us. just send us a
- 3:57little clip explaining what happened.
- 4:04>> It's the debris from the enemy drone
- 4:06that landed on my home. The residents
- 4:09tried to put out the fire while the
- 4:11rescuers were on their way. There is a
- 4:14lot of damage to the roof and the flats
- 4:17below it, but our neighbors managed to
- 4:20stop the fire before it ruined all the
- 4:22homes. Russians are evil. We have been
- 4:26living under these horrifying attacks
- 4:28day and night hoping that one day evil
- 4:32will be held accountable.
- 4:36>> We saw Slana standing on the roof of the
- 4:38block of flats where she has been living
- 4:41and she also explained that there is
- 4:43actually no shelter in that block. So
- 4:44they had to go just somewhere into the
- 4:47basement and to be able to do that they
- 4:49had to rush out of the building on the
- 4:51streets and obviously putting themselves
- 4:54under the danger of being killed on
- 4:56their way. But you know that's
- 4:58everything they could do really while
- 5:00trying to risk their children and
- 5:02themselves. And I spoke to someone else
- 5:03who's called Kate uh Katina in Ukrainian
- 5:07and she said that her flat was damaged
- 5:10completely. she was it was destroyed and
- 5:12she managed to run out of the flat just
- 5:15before it was destroyed and um she
- 5:18hasn't been there from 3:00 a.m. She has
- 5:21been staying at her friend's place now
- 5:23completely in shock and if we that's we
- 5:25can see her flat what's left from her
- 5:28flat and she says she can't go there now
- 5:31because the rescuers are saying that
- 5:33there are other explosives um around
- 5:36which can detonate so people can't
- 5:38approach really that site and she sent
- 5:41me a message just saying that she's in
- 5:43shock and obviously she couldn't expect
- 5:46that happening although everyone is sort
- 5:48of prepared that that can happen in KE
- 5:51but how much can you prepare when you
- 5:53have to carry on with your life there
- 5:55and it's not only KEF which was targeted
- 6:00well the recent numbers from Vitalic
- 6:02Klitschko I just checked there 20 people
- 6:05are killed in KE and uh at least 49
- 6:09people have been injured but also other
- 6:11cities were attacked Veneva little town
- 6:13near KE and the Parisia obviously under
- 6:15constant attacks
- 6:16>> Olga thank you very much for that well
- 6:18let's turn now to another major flash
- 6:20point in the war, the situation in the
- 6:22Russian occupied peninsula of Crimea. A
- 6:25resident there has told the BBC the
- 6:27situation is catastrophic as Ukrainian
- 6:29drones strike oil refineries and power
- 6:32plants as well as military targets. The
- 6:34BBC's Sarah Reignsford explains why Kee
- 6:36is striking now and why the peninsula
- 6:38matters to Vladimir Putin.
- 6:41>> Why is Ukraine now hitting Crimea so
- 6:43hard and why does that matter to
- 6:45Vladimir Putin? Crimea is the stolen
- 6:48jewel in Putin's crown. Its annexation
- 6:51in 2014 was illegal, but it made him
- 6:54really popular back in Russia. Now,
- 6:56officials on the peninsula have declared
- 6:58a state of emergency because Ukrainian
- 7:00drones are hitting oil refineries and
- 7:03power plants. It is risky for people in
- 7:05Crimea to speak openly. But Eigor did
- 7:07agree to tell us what life is like
- 7:09there.
- 7:12>> The situation is catastrophic. We have
- 7:14blackouts, water cuts, The beaches are
- 7:17empty. People thought the war would be
- 7:19far away in Ukraine, but now it's here.
- 7:23>> Russia launches its missiles from
- 7:25Crimea, and it supplies its troops in
- 7:27southern Ukraine from Crimea. So, Kiev
- 7:30is trying to hit military logistics to
- 7:32force those troops to retreat. But why
- 7:34now? Ukraine's defense minister told me
- 7:37it's down to the tech. He said Ukrainian
- 7:39drones are so much better now, and he
- 7:41says it's having an impact. One sign we
- 7:44can see is the long queue of cars for
- 7:46the exit across the bridge that Putin
- 7:49had built to Russia, the biggest symbol
- 7:52of his takeover.
