  2. 0:07mr. mr. speaker this morning I had
  3. 0:13meetings with ministerial colleagues and
  4. 0:15others following my duties in this house
  5. 0:17this afternoon I shall have an audience
  6. 0:19of Her Majesty the Queen I shall then
  7. 0:22continue with my duties in this house
  8. 0:24from the back benches where I will
  9. 0:27continue to be the member of parliament
  10. 0:29for main
  11. 0:30[Applause]
  12. 0:34Thank You mr. speaker i profoundly
  13. 0:36disagree with many of the decisions the
  14. 0:38Prime Minister has made and many of the
  15. 0:40things she says but I recognize that she
  16. 0:43does have a respect for public service
  17. 0:45and for the future of our country so how
  18. 0:49does she feel about handing over to a
  19. 0:51man who among many things is happy to
  20. 0:55demonize Muslims
  21. 0:58he's prepared to chuck our loyal public
  22. 1:01servants and diplomats and robust
  23. 1:05and promises to sell our country out to
  24. 1:09Donald Trump and his friends I'm I am
  25. 1:15pleased to hand over to an incoming
  26. 1:18leader of the Conservative Party and
  27. 1:20prime minister who I worked with when he
  28. 1:23was in my cabinet
  29. 1:25[Music]
  30. 1:31and who is committed as a conservative
  31. 1:34who stood on a conservative manifesto in
  32. 1:372017 to delivering on the vote of the
  33. 1:39British people in 2016 and to delivering
  34. 1:42a bright future for this country
  35. 1:44[Applause]
  36. 1:47Thank You Speaker I rise to not only
  37. 1:51thank my rights of a friend for a loyal
  38. 1:54service as Prime Minister over the last
  39. 1:56three years but also for her 33 years in
  40. 2:00public service which is a record to be
  41. 2:02proud of but also to thank her for her
  42. 2:05personal support in helping me get my
  43. 2:07private member's bill for homelessness
  44. 2:09reduction Act that's my right on a
  45. 2:13friend agree with me that is far better
  46. 2:16to help people prevent people from
  47. 2:18becoming homeless to use the taxation
  48. 2:21system to combat obesity and to prevent
  49. 2:24people from smoking in the first place
  50. 2:26does she agree with me the prevention is
  51. 2:29far better than a cure can I say to more
  52. 2:35friends I thank him for all the work
  53. 2:37that he did on his homelessness
  54. 2:38reduction Act
  55. 2:39I also say crucially we are actually
  56. 2:42seeing that act having an impact and
  57. 2:45that is so important for people who are
  58. 2:47benefiting from the work that he did
  59. 2:49he's been worked doing a lot of work I
  60. 2:51know as part of the smoking at health a
  61. 2:53PPG and I agree that we do need to start
  62. 2:56viewing health as an asset to protect
  63. 2:58throughout our lives that's why we've
  64. 3:00taken bold action on smoking and on
  65. 3:02childhood obesity and I'm proud that
  66. 3:05we've delivered the biggest-ever cash
  67. 3:06boost in the history of the National
  68. 3:09Health Service but also a long-term plan
  69. 3:11that as my honourable friend says will
  70. 3:13focus on prevention a prevention also
  71. 3:16focusing on cancer care in mental health
  72. 3:18but making sure that we are trying to
  73. 3:20ensure that people do not get into the
  74. 3:22situation where they are in that ill
  75. 3:23health in the first place preventing
  76. 3:25smoking preventing obesity are key parts
  77. 3:27for better lives for people in the
  78. 3:29future
  79. 3:29Jeremy call me
  80. 3:32Thank You mr. speaker today today marks
  81. 3:36the final day in office for the Prime
  82. 3:38Minister and I pay tribute to her sense
  83. 3:41of public duty public service should
  84. 3:44always be recognized being an MP a
  85. 3:47minister or indeed a prime minister is
  86. 3:49an honor that brings with it huge
  87. 3:51responsibility and huge pressures both
  88. 3:54personally and I'm sure the Prime
  89. 3:56Minister and probably the whole house
  90. 3:57would agree on those very closest to us
  91. 4:00who often are not able to answer back
  92. 4:02for the criticisms made against them so
  93. 4:04I hope mr. speaker that she has a
  94. 4:06marginally more relaxing time on the
  95. 4:09back branches and perhaps like the
  96. 4:11Chancellor even helping me to oppose the
  97. 4:14reckless plans of her successor
  98. 4:24mr. speaker
  99. 4:28mr. speaker if I may continue in the
  100. 4:31[Applause]
  101. 4:35I'm glad the opposite I'm glad that
  102. 4:37government parties in such good heart
  103. 4:38today mr. speaker for tomorrow they
  104. 4:41won't be mr. speaker in the last three
  105. 4:45years in the last three years child
  106. 4:48poverty has gone up pensioner poverty
  107. 4:51has gone up in work poverty has gone
  108. 4:56violent crime has gone NHS waiting times
  109. 5:01that have gone up school class sizes of
  110. 5:04Ghana homelessness has gone up food bank
  111. 5:08use has gone up does the Prime Minister
  112. 5:11have any regrets about any of those
  113. 5:14things I've just said right honourable
  114. 5:20gentleman it's very good to see the
  115. 5:22Conservative Party in good harped is
  116. 5:23more than I can say for the
  117. 5:24neighbourhood
  118. 5:28but let me just tell the right
  119. 5:30honourable gentleman let me just say if
  120. 5:32I was right honorable gentleman about my
  121. 5:34record over the last three years and how
  122. 5:36I measure my record over the last three
  123. 5:38years it's in the opportunity for every
  124. 5:41child who is now in a better school it's
  125. 5:44in the comfort for every person who now
  126. 5:47has a job for the first time it's in the
  127. 5:51hope of every disadvantaged young person
  128. 5:54now able to go to university and it's in
  129. 5:57the joy of every couple who can now move
  130. 6:00into their own home
  131. 6:07at its heart politics isn't about
  132. 6:10exchanges across these dispatch boxes
  133. 6:12know about eloquent speeches or media
  134. 6:15headlines politics is about the
  135. 6:17difference we make every day to the peak
  136. 6:20lives of people up and down this country
  137. 6:23they are our reason for being here and
  138. 6:26we should never forget it mr. speaker
  139. 6:31politics is about real life politics is
  140. 6:34about what people suffer in their
  141. 6:35ordinary lives and I didn't mention that
  142. 6:38per-pupil school funding has gone down
  143. 6:41police numbers are down GP numbers are
  144. 6:44falling in the 2000 in the 2017
  145. 6:49conservative manifesto the Prime
  146. 6:52Minister promised that no school would
  147. 6:54have its budget cuts and that they would
  148. 6:57perfect protect TV licenses for the over
  149. 6:5975 s and have rough sleeping which of
  150. 7:04these pages is the Prime Minister most
  151. 7:06sorry has not been achieved I'm pleased
  152. 7:12to hear that he spent some time reading
  153. 7:14the Conservative Party manifesto in 2017
  154. 7:16had we read it properly he's not being
  155. 7:19known always for reading the documents
  156. 7:20that he said we did make a pledge on
  157. 7:25rough sleeping to have rough sleeping by
  158. 7:272022 and to stop rough sleeping by 2027
  159. 7:31I'm pleased to say that in the last year
  160. 7:33we have seen we have seen rough sleeping
  161. 7:36and particularly rough sleeping going
  162. 7:39down in those areas where this
  163. 7:41government has been taking action Jeremy
  164. 7:45Gorby I don't quite know where the Prime
  165. 7:48Minister gets our figures from on rough
  166. 7:50sleeping all I know is that I travel
  167. 7:53around this country I travel around this
  168. 7:56country just like other members of this
  169. 7:58house and I talk to people who've had a
  170. 8:01disaster in their lives and end up rough
  171. 8:03sleeping
  172. 8:04we are the fifth richest country in the
  173. 8:06world it is surely wrong that anyone
  174. 8:09should end up sleeping on the streets of
  175. 8:11this country we can and should do
  176. 8:13something about it mr. speaker I've
  177. 8:16often disagreed with the Prime Minister
  178. 8:18and have many criticisms of her policies
  179. 8:19however I welcomed the reduction in the
  180. 8:22stake on fixed odds betting terminals
  181. 8:25the adoption of the children's funeral
  182. 8:27fund and scrapping employment tribunal
  183. 8:30fees which of these policies is the
  184. 8:32Prime Minister most proud of I'm proud
  185. 8:37of all the policies that we have
  186. 8:38introduced had been improving people's
  187. 8:40lives I'm proud of the fact that through
  188. 8:43the balanced management of the economy
  189. 8:45that we have done we now see more people
  190. 8:47in work in this country than ever before
  191. 8:50I'm proud of the fact there are more
  192. 8:52children in good and outstanding schools
  193. 8:54I'm proud of the fact that the
  194. 8:56obtainment gap between the disadvantaged
  195. 8:58and the advantage has been narrowed
  196. 9:00under this government and I'm proud of
  197. 9:03the fact that we are putting the biggest
  198. 9:04cash boost in its history into our
  199. 9:07national health service we are ensuring
  200. 9:10that the national health service the
  201. 9:11most beloved institution in this country
  202. 9:13will be there for people into the future
  203. 9:17this is a Conservative government my
  204. 9:19government delivering all the things
  205. 9:21that matter to people in their day to
  206. 9:23day lives
  207. 9:25mr. speaker the Prime Minister may have
  208. 9:27noticed that none of those things that I
  209. 9:29mentioned were actually in the
  210. 9:31Conservative Party manifesto in 2017 but
  211. 9:34every one of them was a Labour pledge in
  212. 9:372017 on brexit the Prime Minister's own
  213. 9:41red lines ruled out any sensible
  214. 9:44compromise deal only after she had
  215. 9:47missed her own deadline to leave did the
  216. 9:49Prime Minister even begin to shift her
  217. 9:51position but by then she no longer had
  218. 9:54the authority to deliver her successor
  219. 9:56has no mandate at all does she have
  220. 9:59confidence that the Honorable right
  221. 10:01honourable member for Oxbridge will
  222. 10:03succeed where she has not I work
  223. 10:08tirelessly to get a good deal for the UK
  224. 10:11and I also worked hard to get that deal
  225. 10:13through this Parliament I voted for the
  226. 10:16deal what did the right honourable
  227. 10:19gentleman
  228. 10:20he voted against a deal he voted to make
  229. 10:25no deal more likely and when there was a
  230. 10:27prospect of reaching consensus across
  231. 10:30this house the right honourable
  232. 10:32gentleman walked away
  233. 10:36every stage his only interest has been
  234. 10:40playing party
  235. 10:42[Applause]
  236. 10:44[Music]
  237. 10:45he should be ashamed of himself
  238. 10:49we've had three years of bungled
  239. 10:52negotiations and we now have the
  240. 10:54spectacle of a prime minister coming
  241. 10:56into office with no electoral mandate
  242. 10:58looking for a brexit deal that has been
  243. 11:01ruled out by the European Union or in
  244. 11:03the case of a No Deal ruled out by the
  245. 11:06majority in this house and by anyone
  246. 11:08that understands the dangers to the
  247. 11:10British economy of a No Deal
  248. 11:12the next Prime Minister thought the Isle
  249. 11:14of Man was in the European Union and
  250. 11:16that the European Union made rules about
  251. 11:18kippers that in fact were made by the
  252. 11:21government that he was part of he also
  253. 11:24said the UK could secure a tariff free
  254. 11:28trade through article 24 of the general
  255. 11:31agreement on tariffs and trade despite
  256. 11:33the trade secretary attorney-general
  257. 11:35governor of the Bank of England all
  258. 11:37confirming that is not possible at the
  259. 11:41start of 2018 the it's coming don't
  260. 11:45worry
  261. 11:51at the start of 2018 mr. speaker the
  262. 11:55Prime Minister herself set up a new unit
  263. 11:59to counter fake news charged with
  264. 12:03combating disk in firm ation how
  265. 12:05successful does she think that's been I
  266. 12:10have to say to the right honourable
  267. 12:12gentleman that I I fear that our success
  268. 12:14hasn't been what we what we wanted it to
  269. 12:16be for the amount of fake news and fake
  270. 12:18information he uses at that dispatch
  271. 12:20[Applause]
  272. 12:24what maybe
  273. 12:26maybe mr. speaker she can have a word
  274. 12:29with her successor on the way out but
  275. 12:31let me conclude by welcoming some
  276. 12:37fortunately mr. speaker let me conclude
  277. 12:40by welcoming some of the Prime
  278. 12:42Minister's notable u-turns over the last
  279. 12:44couple of years the cruel dementia tax
  280. 12:47was scrapped plans to bring back grammar
  281. 12:50schools were ditched the threat to the
  282. 12:52pensions triple-locked was abandoned
  283. 12:54withdrawal of the winter fuel payments
  284. 12:56was dumped the pledge to bring back
  285. 12:59foxhunting was dropped and they bend
  286. 13:01their plan to end universal school
  287. 13:04makeup free school meals for five to
  288. 13:06seven year olds the Prime Minister has
  289. 13:08dumped her own manifesto given that her
  290. 13:12successor has no mandate from the people
  291. 13:15no mandating which to move into office
  292. 13:18doesn't she agree the best thing the
  293. 13:22right honourable member for Oxbridge
  294. 13:24could do later on today when he takes
  295. 13:27office is to call a general election and
  296. 13:30let the people decide their future
  297. 13:34[Music]
  298. 13:38[Applause]
  299. 13:47my first answer to the right honourable
  300. 13:50gentleman is no and if he wants to talk
  301. 13:54about people ducking Manifesto
  302. 13:56commitments and commitments made during
  303. 13:59a general election campaign can we
  304. 14:02remember what the Labour Party's right
  305. 14:03honourable gentleman said about student
  306. 14:05debt
  307. 14:07[Applause]
  308. 14:09for the election heroes back on that
  309. 14:11promise
  310. 14:14What did he say during the general
  311. 14:16election he was committed to Trident
  312. 14:19what does he say after the general
  313. 14:21election no he's not committed to
  314. 14:23Trident at all he has broken promise
  315. 14:26after promise to the people of this
  316. 14:29country but I say to the right
  317. 14:31honourable gentleman I say to the right
  318. 14:32honorable gentleman as this is the last
  319. 14:34time that we will have this exchange
  320. 14:35across these dispatch boxes
  321. 14:45I was going to say that is the strengths
  322. 14:47of our British democracy that the Prime
  323. 14:49Minister and the leader of the
  324. 14:50Opposition have these exchanges across
  325. 14:52their dispatch boxes every week at two
  326. 14:55swords length no Porter is sought and
  327. 14:58none is given and that's as it should be
  328. 15:01in our adversarial parliamentary
  329. 15:02democracy but he and I have very
  330. 15:04different people
  331. 15:05and with very very very different
  332. 15:10politicians I think we approach the
  333. 15:12issues we face in this country in
  334. 15:14different ways I have spent orbit one of
  335. 15:16my years in this house on the front
  336. 15:19bench trying to implement the policies I
  337. 15:21believe in he has spent most of his time
  338. 15:24on the back benches campaigning for what
  339. 15:27he believes in often against his own
  340. 15:29party but what I think we both have in
  341. 15:32common is a commitment to our
  342. 15:33constituencies I saw that after the
  343. 15:37terrorist attack in Finsbury Park mosque
  344. 15:38in his constituency and but perhaps I
  345. 15:41could just finished my exchange with him
  346. 15:43by saying this as a party leader who has
  347. 15:46accepted when her time was up
  348. 15:49perhaps the time is now for him to do
  349. 15:52the same
  350. 15:53[Applause]
  351. 16:02[Music]
