  191. 16:07six months procedurally,
  192. 16:10and this is per OMA, it's been upheld
  193. 16:13multiple times, there's multiple briefs
  194. 16:15written about it, including the uh,
  195. 16:19the attorney general of the state of
  196. 16:21Michigan. Procedurally,
  197. 16:24you can't vote no on minutes.
  198. 16:27That's why they become part of consent
  199. 16:29agenda agendas because they have to
  200. 16:31exist. It's the official record. They
  201. 16:33have to exist. The only allowable action
  202. 16:35with them is to amend.
  203. 16:39Um, you don't even need a vote to
  204. 16:42approve. If no one wants to amend the
  205. 16:45the the minutes, the the chair can
  206. 16:47actually just declare them approved as
  207. 16:51presented. So, I just I I I I feel it
  208. 16:56necessary to point that out because
  209. 16:58we're going on six months of being uh of
  210. 17:01having them uh voted no on on one to
  211. 17:06three members of this body. And
  212. 17:10procedurally, you can't do that. I voted
  213. 17:12no to postpone. You can you can vote no
  214. 17:14to postpone, but not to not whether or
  215. 17:16not you're approving minutes. Minutes
  216. 17:20are supposed to be either I guess I
  217. 17:21would suggest then that we throw it on

  278. 20:19down new downtown um merch and we're
  279. 20:23just working on administrative items um

  281. 20:29the district 360 program is still in the
  282. 20:32onboarding phase. Um Kay, our executive
  283. 20:37director, is very excited with how
  284. 20:39things have been going so far and
  285. 20:41hopefully we'll have a full and complete
  286. 20:44list of all businesses and building
  287. 20:46owners and all the contact information
  288. 20:48which will be very helpful. Um the
  289. 20:51communication that comes out of that
  290. 20:53program is by email, phone, text, um
  291. 20:56campaigns, daily monthly touch points.
  292. 20:59Um so if some people don't like email
  293. 21:01and they like text messages, they could
  294. 21:02get information that way as well. Um the
  295. 21:05multimodal streetscape planning
  296. 21:08services, which was um from Gibl's
  297. 21:10Webster, they came, they walked the
  298. 21:13sidewalks, they're still working on the
  299. 21:14plan, and that should be available um in
  300. 21:17the next two weeks. We will also have a
  301. 21:22town hall meeting to um inform the
  302. 21:25community so they can see what that plan
  303. 21:28looks like as well. Um summer flowers
  304. 21:31have been installed. Uh the visionary
  305. 21:34leaders circle hosted their first what
  306. 21:36they're calling a micro event downtown
  307. 21:38this past weekend which was the sidewalk
  308. 21:40sales. Uh full event recap will be given
  309. 21:43next month but the preliminary feedback
  310. 21:46has been very positive.
  311. 21:48Uh we had one new business open at 121
  312. 21:51South Main, BA Gaming Rigs. Uh they sell
  313. 21:55gaming computer equipment, do repairs
  314. 21:57and consulting, and we are working with
  315. 21:59them on a sign grant and equipment
  316. 22:02grants through Velocity.
  317. 22:04Uh 109 South Main has become vacant, so
  318. 22:06we're working to find a good tenant for
  319. 22:08that. And then our social media and
  320. 22:11website went out for RFP and the DDA has
  321. 22:15decided to go with Ignite Media and we
  322. 22:18are starting the onboard process for
  323. 22:20that.

  344. 23:10wastewater treatment plant energy
  345. 23:12assessment.
  346. 23:39Now it's on. Yes. Okay, great. Uh my
  347. 23:43name is Dave Lux and I'm from uh Deluxe
  348. 23:45Energy and uh over the last couple of
  349. 23:49weeks or three weeks, I performed a an
  350. 23:52energy audit at the wastewater treatment
  351. 23:55plant. Um, and by energy audit, we
  352. 23:58focused on taking a look at the lighting
  353. 24:02and converting it over to LED lights to
  354. 24:04save energy. So, I went through the
  355. 24:06whole facility. Um, I'll go into that in
  356. 24:08just a moment. Um, the first page that
  357. 24:11you have in your package should have
  358. 24:13been distributed to you. It's up on the
  359. 24:15screen as well. Um,
  360. 24:19let me make it just a little bit bigger.
  361. 24:22There we go.
  362. 24:25So, I work with DTE uh almost
  363. 24:29exclusively and DTE has a program to go
  364. 24:32out to businesses and upgrade their
  365. 24:36facilities to LED lighting. It's part of
  366. 24:39the green initiative that is federally
  367. 24:41funded and also locally funded. So, DTE
  368. 24:44has a special program and that's what
  369. 24:46this is surrounding. So, uh, I've been
  370. 24:49participating with DTE since 2017,
  371. 24:54and that's when I founded Deluxe Energy.
  372. 24:56This is what we specialize in. We're not
  373. 24:58an electrical contractor uh, in terms of
  374. 25:01looking for electrical work. We we
  375. 25:02strictly every day go out to uh,
  376. 25:05businesses, municipalities, and we look
  377. 25:07at their lighting and figure out how to
  378. 25:09upgrade it to save energy and to to save
  379. 25:12cost for you. And that's all that we do.
  380. 25:15We specialize in that, and we've been
  381. 25:16doing it for nine years now. Um, DTE
  382. 25:19requires us to use commercialgrade
  383. 25:22equipment. There's a lot of things set
  384. 25:24in place through the DTE program that we
  385. 25:27have to abide by and that is protecting
  386. 25:32you as a customer. So, they've laid a
  387. 25:34lot of ground rules and one of them, the
  388. 25:36second bullet point on there is that all
  389. 25:38the equipment that we install has to be
  390. 25:41certified by DLC. And I know that
  391. 25:44doesn't mean anything to you, but DLC is
  392. 25:47the design lights consortium.
  393. 25:50Essentially, they take products and they
  394. 25:53certify them that they're commercial
  395. 25:55grade. They last a minimum of 50,000
  396. 25:58hours. The specifications are accurate.
  397. 26:01In other words, if it says this light is
  398. 26:03going to use 100 watts, it's not using
  399. 26:06101 or 102. Because in larger
  400. 26:09facilities, even just that one or two
  401. 26:11watt difference can make a big
  402. 26:13difference if you have hundreds of
  403. 26:15lights and you run your lights for
  404. 26:17multiple shifts. So, uh, DTE has a
  405. 26:21number of roadblocks there to make sure
  406. 26:23that we're using the right equipment.
  407. 26:26Included as part of the DLC program is
  408. 26:29all of the lights have to have a 5-year
  409. 26:31warranty on them. So, you have lights
  410. 26:34that are warrantied for 5 years. They're
  411. 26:37expected to run 50,000 hours, which just
  412. 26:40to give you an idea, if you're running
  413. 26:42your lights around 50 hours a week,
  414. 26:44that's a between 17 and 20 years. So,
  415. 26:47it's a very long time. And they're
  416. 26:49maintenancefree. There's no ballasts
  417. 26:51that can go bad. The only thing that can
  418. 26:53really go bad is the lights themselves.
  419. 26:56Uh, and again with a 5-year warranty and
  420. 26:59an expected run time of 50,000 hours,
  421. 27:01which is 17 to 20 years, it's uh it's a
  422. 27:04long-term uh uh investment for you. And
  423. 27:10uh we don't expect that you'll have to
  424. 27:11do any maintenance like you are now.
  425. 27:15Our warranty on any of the work that we
  426. 27:17do is a 90-day labor warranty.
  427. 27:21And also
  428. 27:23uh the second from last bullet point uh
  429. 27:26DTE offers financing at 0%. The village
  430. 27:31may or may not want to take care of that
  431. 27:32or take advantage of it, but it's
  432. 27:34available to you. And we use it all the
  433. 27:37time because it's a really great feature
  434. 27:39because a vast majority of places that I
  435. 27:42go to, and you guys might be a little
  436. 27:44different, they they they don't have a
  437. 27:46budget. They're not large enough to have
  438. 27:47a budget for LEDs. uh but the 0%
  439. 27:50interestfree loan spread out over 36
  440. 27:53months in many cases makes it so that
  441. 27:57they don't have to have a budget and the
  442. 28:00savings pays for that loan and I'll show
  443. 28:02you that in a little bit more detail on
  444. 28:04on uh two slides later. So just to wrap
  445. 28:07it up uh we've been doing this
  446. 28:10exclusively since 2017. We're in our
  447. 28:12ninth year. That's all we do is just
  448. 28:14lighting upgrades using the DT program.
  449. 28:17You're going to get commercial grade
  450. 28:19equipment with a 5-year warranty
  451. 28:21expected to last 17 to 20 years. And our
  452. 28:25warranty is 90 days on the labor. Um,
  453. 28:28any questions so far? Uh,

  456. 28:34interrupt. Um, if that's all right. All
  457. 28:36right.
  458. 28:48I will have to make this one a little
  459. 28:50bit smaller. All right, there we go.

  462. 28:56Uh, but I basically went through the
  463. 28:59water treatment plant and went to every
  464. 29:02single room, got a full tour, got the
  465. 29:04tunnels and everything. And each room is
  466. 29:06listed separately on here. First of all,
  467. 29:09the overall savings if you take a look
  468. 29:12is we're projecting that you will save
  469. 29:1470% compared to the lights that you have
  470. 29:17now. And by moving to LED, that
  471. 29:20translates into an annual energy
  472. 29:23savings, which is the bright green box
  473. 29:26of $3,548.77.
  474. 29:30So annually, we can save $3,500.
  475. 29:35If you go up one box, uh the light blue
  476. 29:38box, uh that's a total for what the
  477. 29:42lights are costing you right now. And
  478. 29:44that's $5,000
  479. 29:46per year to run the lights at the water
  480. 29:49treatment facility.
  481. 29:51If you're wondering how I can figure
  482. 29:53this out, I just want you to know that
  483. 29:55it's an engineering math problem. If you
  484. 29:58know how long the lights run, how many
  485. 30:00hours per week or per day, it doesn't
  486. 30:02matter. If you know how many lights
  487. 30:05there are and what the wattage is. So,
  488. 30:08if you know there's a thousand light
  489. 30:10bulbs and they're all 32 watts, you can
  490. 30:13go on the internet right now and and in
  491. 30:15under a minute find a whole bunch of
  492. 30:17formulas that you can plug in and get
  493. 30:18the same numbers I have. This is just
  494. 30:20built into my proprietary energy audit
  495. 30:23that I use for for my customers. So at
  496. 30:26the end of the day, the the blue column
  497. 30:29represents what is each room costing you
  498. 30:32today with the lights that you have,
  499. 30:34which are predominantly fluorescent
  500. 30:36lights. The next uh column over is what
  501. 30:41it will cost with LED lights. So uh the
  502. 30:44green column is less expensive because
  503. 30:47the LEDs save energy by using by by
  504. 30:51using less energy. So, you will go from
  505. 30:54spending $5,083
  506. 30:56annually for your lights at the water
  507. 30:59treatment facility down to only $1,500
  508. 31:03annually. So, again, it's a 70% savings
  509. 31:06by doing that. And it's simple
  510. 31:09mathematics. I went around and counted
  511. 31:11every single light, put them into the
  512. 31:13formula, and and got this energy
  513. 31:16savings. Any questions on the energy
  514. 31:19savings? Yes. So this does not include
  515. 31:22the actual tunnels themselves.
  516. 31:26Uh this this includes everything.
  517. 31:31Okay. So even like the ones that are
  518. 31:34east west, the second one from the top
  519. 31:36says tunnel. Yes. And then tunnel north
  520. 31:38south. Yes. I'm assuming that's what
  521. 31:40those stand for. Okay. So the ones that
  522. 31:42go on and off on their own. It it
  523. 31:44includes everything that I was able to
  524. 31:46find. I mean, except for maybe a room
  525. 31:48that the guys didn't show me or
  526. 31:50whatever, but we got a pretty good tour.
  527. 31:53And uh it includes every single room.
  528. 31:56So, the tunnels are included,
  529. 31:57everything. Okay. And and and just so
  530. 31:59you know, it also includes all the
  531. 32:01outdoor lights. And those are kind of
  532. 32:03important because number one, the the
  533. 32:05guys at the facility said they
  534. 32:07definitely are a little bit light on the
  535. 32:09outdoor lighting there in terms of the
  536. 32:11brightness that they're getting, and
  537. 32:12they would like it bumped up a little
  538. 32:14bit. Um, and secondly, outdoor lights
  539. 32:17represent, uh, usually more, uh, closer
  540. 32:20to an 80% savings. So, uh, they're
  541. 32:23they're kind of lowhanging fruit.
  542. 32:25They're the ones that definitely should
  543. 32:27be done. Plus, they run a lot. Uh, here
  544. 32:30in Michigan, if you're running from dusk
  545. 32:33till dawn, that averages out to be about
  546. 32:3612 hours a day if you take an annual
  547. 32:38average. So, and and they're much more
  548. 32:41power hungry than fluorescent lights are
  549. 32:44inside. Uh that's why the the outside
  550. 32:46ones are called highintensity discharge.
  551. 32:49They're they're older and a lot less uh
  552. 32:52economical. So, all all of the lights
  553. 32:55are included indoors and outdoors,
  554. 32:57including the tunnels.
  555. 32:59Just so you know, the tunnels were the
  556. 33:02ones that get the least amount of usage.
  557. 33:04So, if for some reason this looked good
  558. 33:07to you, but you wanted to trim the cost
  559. 33:10or whatever, we could remove the items
  560. 33:13that are less savings for you. And the
  561. 33:16way to determine that is you can just
  562. 33:18look at the blue column and compare it
  563. 33:20to the green column and see which rooms
  564. 33:23uh get more savings. And the way that
  565. 33:26happens is basically it's usually the
  566. 33:28hours of runtime. And if you look in the
  567. 33:31one, two, third, the fourth column, it's
  568. 33:34called hours per week. That is where we
  569. 33:37took and put in how many hours a week we
  570. 33:40think those lights are running. And the
  571. 33:42numbers I used came from uh the guys
  572. 33:45that gave me the tour at the water
  573. 33:46treatment facility. So, I used the
  574. 33:48numbers that they gave me. Those can be
  575. 33:50changed. So, if you're looking through
  576. 33:52that and you want something even more
  577. 33:54exact or precise and you think that the
  578. 33:56run times are off, we can change the run
  579. 33:58times to be more or less. If the run
  580. 34:01times are more, your savings is greater.
  581. 34:03And if the run times are less, then your
  582. 34:05savings is less. So, at the end of the
  583. 34:08day, we can save 70% on what you're
  584. 34:11paying for electricity uh at at the
  585. 34:14facility to run the lights. And that
  586. 34:16equates to a $3,500 savings annually.
  587. 34:20Any questions on the actual audit
  588. 34:23portion of it? Yeah. When I'm looking at
  589. 34:25this and I'm looking at the admin base,
  590. 34:27let's take the first one. You got the 4
  591. 34:29foot 4S and TAT12
  592. 34:3232 watt lamp. Am I Are we Is that just a
  593. 34:35description of what's down there? I I'm
  594. 34:37going to assume there's more than just
  595. 34:38one lamp.
  596. 34:40Yes. That this this sheet doesn't tell
  597. 34:42you how many fixtures and how many lamps
  598. 34:45per fixture. Not Not on this sheet. Um,
  599. 34:48but I have it in another part of my
  600. 34:50sheet, but it's not included in the
  601. 34:51presentation. It's older for that.
  602. 34:53Exactly. That's exactly right. Looking
  603. 34:55at something like I'm pretty sure there
  604. 34:56was more than one lamp lamp in some of
  605. 34:58those areas. Exactly. This is just a
  606. 35:01generalization. And for for people that
  607. 35:04are wondering,
  608. 35:06is is this a guesstimate or or is this
  609. 35:09for real? It's actually engineering
  610. 35:12science. For example, the admin
  611. 35:15basement, you said 32 watts is what a
  612. 35:184ft tube that's a T8 burns. They're all
  613. 35:2132 watts, and that's what you have. We
  614. 35:23put in an 11 watt tube that is the same
  615. 35:29amount of light, just a tick more, but
  616. 35:30call it the same amount of light, and
  617. 35:32it's only 11 watts. That's exactly where
  618. 35:35the savings is coming from. If you use
  619. 35:3732 watts versus 11 watts, if you
  620. 35:40calculate that out, that's about a 60 I
  621. 35:43believe it's 62% savings if you divide
  622. 35:46them out. And and so for those that are
  623. 35:48a little bit not know about LEDs or
  624. 35:51wondering is this a guess, this is exact
  625. 35:54science. The only thing that really
  626. 35:56drives the difference in how much I'll
  627. 35:58save you is if we manipulate the hours
  628. 36:01of runtime because I know my count is
  629. 36:05accurate. I know that the current
  630. 36:07wattage is accurate and I know what I'm
  631. 36:09going to put in is accurate. The only
  632. 36:10variable that would really change this
  633. 36:13would be increasing or decreasing the
  634. 36:16amount of time each room's going to run.
  635. 36:18And if you guys have changes to that,
  636. 36:20I'm willing to put them in there so that
  637. 36:22you can have something that's even more
  638. 36:23exact uh for your return on investment,
  639. 36:26which is we're getting to uh next to is
  640. 36:29an exact return on investment. How long
  641. 36:31will it take the village to recoup its
  642. 36:33money for for doing the project? Any
  643. 36:37other questions?

  645. 36:48There we go. Okay. So, the next page is
  646. 36:51more of a graphical representation of
  647. 36:54what I just showed you. So, what we're
  648. 36:57saying is that if you take the annual
  649. 37:00amount that I had on the other page and
  650. 37:02divide it by 12, you're currently
  651. 37:04spending $688
  652. 37:08from the bill that the that DTE sends to
  653. 37:11the water treatment plant. Out of that
  654. 37:13whole bill, and it's enormous compared
  655. 37:15to the lighting because of all the pumps
  656. 37:17and everything running there. We know
  657. 37:19for a fact because of the engineering
  658. 37:21mathematical equation, we know that if
  659. 37:24my hours of runtime are right,
  660. 37:26everything else is right, you're
  661. 37:28spending $688
  662. 37:30per month to run those lights. We also
  663. 37:34know that if you do switch over to LEDs,
  664. 37:37that that will save you $560.73.
  665. 37:42So that's the bright green bar on the
  666. 37:44second bar graph. So the first bar graph
  667. 37:47is your current expenditure with
  668. 37:49fluorescent lights. The second bar graph
  669. 37:52is the expenditure will drop $560. So
  670. 37:57that's savings in the village pocket.
  671. 37:59You're no longer spending that $560 and
  672. 38:02sending it to DTE. It's coming off the
  673. 38:04bill from the savings. So your bill will
  674. 38:08go from $6.88 down to 127.92. That's 70%
  675. 38:13off. That's the 70% savings. Now, my
  676. 38:17last bar graph, this one is if you're
  677. 38:19interested in taking advantage of the
  678. 38:22DTE financing. It basically shows you
  679. 38:26that you don't run your lights overall
  680. 38:30long enough there to completely pay for
  681. 38:33the 36-month interest free loan because
  682. 38:36the savings will pay for most of it per
  683. 38:39month. the $560 that your savings, you
  684. 38:42would take that savings. DT is not
  685. 38:45billing you for it anymore. You send
  686. 38:47that money that you used to send to DT,
  687. 38:49you send it to the finance company, and
  688. 38:51then each month the village would have
  689. 38:53to kick in an extra $186
  690. 38:57to pay off that loan at 36 months. So,
  691. 39:02let me give you an example. Many of my
  692. 39:04customers that run their lights more
  693. 39:07will have a savings that that red bar is
  694. 39:11actually green. They save more than the
  695. 39:14cost of the loan. It all just depends on
  696. 39:16how long your lights are running, how
  697. 39:18many hours they are. So, in your case,
  698. 39:21uh, and part of it is because you have a
  699. 39:23lot of lights that are in those tunnels.
  700. 39:25There's quite a few lights down there,
  701. 39:26but they they literally get used maybe
  702. 39:2915 hours a week. That's the number that
  703. 39:31we used. That's a pretty low amount. So,
  704. 39:34uh, but it would be smart to get them
  705. 39:36changed because the light is better and
  706. 39:39there's also maintenance. There's no
  707. 39:40more maintenance. You won't have to have
  708. 39:42the guys going in and changing tubes and
  709. 39:44changing ballasts. So, at the end of the
  710. 39:46day, you will save $560 per month. And
  711. 39:51if you take advantage of the loan over
  712. 39:53during the 36 months, you will have to
  713. 39:56add each month $186 out of your budget
  714. 40:00to pay for that loan. And then on month
  715. 40:0237, you continue to save the $560
  716. 40:07for the next 20 years.
  717. 40:10All of these numbers are frozen at
  718. 40:12today's rate. So they're very
  719. 40:14conservative in nature because we all
  720. 40:16know that energy costs are going up and
  721. 40:18we're not accounting for anything. We're
  722. 40:20just
  723. 40:21keeping it the same. But three years
  724. 40:23from now, we know that that $560 savings
  725. 40:26will be greater by, I don't know, 5%,
  726. 40:2810%, whatever, whatever energy costs go
  727. 40:30up, whatever it may be. Any questions on
  728. 40:33that?
  729. 40:37Okay. Now, the next one is for the
  730. 40:41pricing. This is an exact list of all
  731. 40:43the rooms that we're going to do, which
  732. 40:44is we've you've already seen. At the end
  733. 40:47of the day, our cost to the village is
  734. 40:51$26,894.85
  735. 40:55and that's turnkey. Uh you don't have to
  736. 40:58do anything. We interface with DTE. We
  737. 41:02handle the electricians. Uh we make sure
  738. 41:05that DTE gets out here and performs
  739. 41:07their assessment. Um, everything is
  740. 41:09handled by us. Good, bad, or
  741. 41:11indifferent. You call me one source and
  742. 41:13it all happens through us. And like I
  743. 41:15said, we've been doing this since 2017
  744. 41:18around Metro Detroit. In the last nine
  745. 41:20years, we've done almost 300 facilities
  746. 41:22around Metro Detroit.
  747. 41:24Now, your grand total is 26,894.
  748. 41:28And I told you that DTE offers rebates
  749. 41:31and an interest free loan. The rebates
  750. 41:34right now, and they do fluctuate a
  751. 41:36little bit, but right now the current
  752. 41:37rebates with bonuses and everything are
  753. 41:40$4,8582.
  754. 41:45You get the rebate check. The village
  755. 41:46will get the rebate check 2 to four
  756. 41:49weeks after we complete the work. So
  757. 41:52whether you finance it or pay us
  758. 41:54directly, you do pay us the whole
  759. 41:56amount. And then 2 to four weeks later,
  760. 41:58DTE will mail you a check and that goes
  761. 42:01back to the village and you can do
  762. 42:03anything you want with that money. So in
  763. 42:06essence, your true project cost is
  764. 42:09$22,36.83.
  765. 42:14And that is the full presentation and uh
  766. 42:17open for any other questions.
  767. 42:24So just to add um this is for discussion
  768. 42:29at the end of the meeting under 11 I um
  769. 42:33so that Mr. Lux doesn't have to sit here
  770. 42:36until the very end if anyone has any
  771. 42:38questions. I mean if not we can get him
  772. 42:41on the phone later if we have questions
  773. 42:43when we discuss it. Can I add one thing
  774. 42:46in there? I I forgot to mention that um
  775. 42:49if you're not interested in the loan, I
  776. 42:51I went back to the um the graphical
  777. 42:53sheet. Your return on investment if you
  778. 42:56just pay my company to do the work and
  779. 42:59then you take the savings and divide it
  780. 43:01into what we charge you, your payback on
  781. 43:04this project is 39 months. So, if you
  782. 43:07take the $560
  783. 43:10savings per month and you divide it into
  784. 43:13the $22,000, which is your true project
  785. 43:17cost, that's 39 months. So, your return
  786. 43:19on investment if you want to do this
  787. 43:21project is 39 months.

  791. 43:31the rebate estimated utility rebates DTS
  792. 43:35do does rebates for retrofitting? Yes,
  793. 43:38they do. Whether it's new fixtures,
  794. 43:40retrofit, it it doesn't matter. Um it's
  795. 43:44calculate. It's kind of a lengthy
  796. 43:45process, but essentially it's mostly
  797. 43:47based on the more savings you get, uh
  798. 43:51the more the rebate is. So the lower
  799. 43:53wattage I use, the more the rebate. In
  800. 43:56your case, everything was set up to give
  801. 43:58you the same or a slight bump in the
  802. 44:01amount of light that you have. Nothing
  803. 44:02to go lower. Okay. Um, so all all the
  804. 44:07fixtures and stuff in there look in good
  805. 44:10shape to be able to retrofit. I'm
  806. 44:12assuming we're removing removing the
  807. 44:14ballast, right? Or Yes, we we clip the
  808. 44:17ballast out. Um, there are a few areas
  809. 44:20that we do put in new fixtures. For
  810. 44:23example, if you take a look at the last
  811. 44:25page, the actual quote uh in a light
  812. 44:28green, you'll notice that uh there's a
  813. 44:31number of 2 by two square fixtures.
  814. 44:33Those are less expensive because of the
  815. 44:36cost of a U-shaped LED bulb. It's I can
  816. 44:39purchase for less money or about the
  817. 44:42same and give you a brand new fixture.
  818. 44:44So, those will be new fixtures. And then
  819. 44:47outside, we always put in new fixtures
  820. 44:49because, as you can imagine, I the
  821. 44:52gentleman that walked me around said the
  822. 44:54facility was, I think, 45 years old.
  823. 44:56That means the lighting fixtures outside
  824. 44:59are 45 years old. Personally, I don't
  825. 45:01want to touch them. I want to pull them
  826. 45:03down and put up something brand new. And
  827. 45:05and um I would not recommend that you do
  828. 45:07anything other than replace the outdoor
  829. 45:09ones. At 45 years old, they they've had
  830. 45:11a good life. So, I guess so.
  831. 45:16If we're not going to replace, I guess I
  832. 45:17should get into
  833. 45:20if you're we're getting into the
  834. 45:21fixtures like in the basement and stuff
  835. 45:22and there is additional work needed. You
  836. 45:25know, tombstones are bad or fixtures are
  837. 45:28rusted and you just can't make them work
  838. 45:30with a retrofit. We have to do some
  839. 45:33additional work. Is that still covered
  840. 45:35in the total project cost or is there
  841. 45:37additional tombstones is totally covered
  842. 45:40and a little bit of additional work and
  843. 45:42I didn't see anything that would uh
  844. 45:45require that was even close cuz I would
  845. 45:47have automatically just said let's go
  846. 45:49with new. Yeah, I didn't see anything
  847. 45:51that was really close. Um and
  848. 45:53retrofitting is the most economical way
  849. 45:56to do it. Um, and uh, in some cases I
  850. 46:00almost like it better because uh, when
  851. 46:02you put in a brand new LED fixture, if
  852. 46:05it goes bad, you have to replace the
  853. 46:06whole fixture. But when you retrofit a
  854. 46:09fixture like these, if a tube goes bad,
  855. 46:12it's only a one tube solution. So uh on
  856. 46:16some hands it's retrofit is kind of
  857. 46:18almost better in terms of looking
  858. 46:21forward for maintenance and everything
  859. 46:22but newer fixtures if the look of the
  860. 46:25space is important for you then
  861. 46:27obviously the new fixtures are nicer
  862. 46:29looking. So uh most places we go we do a
  863. 46:32predominant retrofit.

  876. 47:15to President Posnansky. Um, as well as I
  877. 47:18dropped off a letter of interest or an
  878. 47:20application for the DDA. Um, and I wrote
  879. 47:23a letter that I would like to read. Um,
  880. 47:25President Pnansky, I'm writing to submit
  881. 47:28an application for a position on the DDA
  882. 47:30if one becomes available. Attached is
  883. 47:32that application.
  884. 47:35As you know, I have expressed interest
  885. 47:36in serving on the DDA for a few years
  886. 47:38now. It was a surprise to me to see two
  887. 47:41new members at the DDA meeting of June
  888. 47:432nd, not knowing there were openings
  889. 47:45available and appointments being made.
  890. 47:48Uh so my apologies um if it seemed that
  891. 47:51my interest had waned. Um over the past
  892. 47:53three years, I have attended almost
  893. 47:55every DDA meeting uh missing only a
  894. 47:57handful during that time. Uh I also
  895. 48:00volunteered for DDA sponsored events at
  896. 48:02every chance. Our beautiful and quaint
  897. 48:05downtown has a huge place in my heart. I
  898. 48:07have memories from years and years ago
  899. 48:09when retail shops were plentiful and
  900. 48:11served our residents and neighboring
  901. 48:12communities as well. As a homeowner and
  902. 48:15resident, I know that it's important for
  903. 48:17our downtown to thrive and prosper. It
  904. 48:20is good for our property values. It
  905. 48:22brings new families to live here, and it
  906. 48:24brings visitors from far and wide to
  907. 48:25share our special place. If I am
  908. 48:28appointed to the DDA, it will be an
  909. 48:30honor and a privilege to work handinand
  910. 48:31with fellow DDA team members to make
  911. 48:34Romeo a destination for shopping and
  912. 48:36dining. Once again, please consider me
  913. 48:38if an open seat becomes available again

  915. 48:43reiterate, I go to meetings almost every

  1066. 56:13uh okay um I had submitted a letter to
  1067. 56:19uh planning and based on
  1068. 56:23everything that I saw and Mr. Bon Marrio
  1069. 56:26saw within within the uh the Grey House
  1070. 56:30and the things that Mr. Parker just uh
  1071. 56:34spoke about. Um
  1072. 56:38our our lead building inspector and I
  1073. 56:40are believe that it this is not an
  1074. 56:42actual
  1075. 56:45uh uh single family residence right now.
  1076. 56:47the way the state uh code is written, if
  1077. 56:50it's past 50%.
  1078. 56:52It is not it's considered new
  1079. 56:54construction. It is way past 50%. I'm
  1080. 56:57not saying it can't exist as a uh bed
  1081. 57:00and breakfast for me because I'm all
  1082. 57:03about procedure and and doing things in
  1083. 57:06order. I feel as though he's jumping um
  1084. 57:10steps and I get it from a business
  1085. 57:12standpoint. trying to you're you're
  1086. 57:14trying to ensure that the money that
  1087. 57:15you're putting out there is insured in a
  1088. 57:17way, but that's just not how it goes.
  1089. 57:20So, I'm I'm going to try to fire off and
  1090. 57:22read this on the record here, too. Um,
  1091. 57:24and I I know that the president read it,
  1092. 57:26but I I I wrote to the commissioner that
  1093. 57:28said, "Dear esteemed commissioners of
  1094. 57:30the Village of Romeo Planning
  1095. 57:31Commission, this letter concerns the
  1096. 57:32above referenced special land use
  1097. 57:35application that was tabled at the last
  1098. 57:36meeting and will again be before you
  1099. 57:38June 2nd, which it was supposed to be
  1100. 57:40the 5th, sorry." Um, regretfully, I'm
  1101. 57:43unable to attend the meeting to discuss
  1102. 57:44this matter in person. On Friday, May
  1103. 57:462nd, I met with a handful of concerned
  1104. 57:48residents to discuss the proposed plans
  1105. 57:50for 273 Chandler. A number of issues and
  1106. 57:54concerns were raised, and while I could
  1107. 57:55not validate all of the claims made at
  1108. 57:57this meeting, I left feeling concerned
  1109. 58:00myself. The fact that we, the village,
  1110. 58:02had so few answers concerning this
  1111. 58:03property left me with more questions
  1112. 58:05than answers. Because of this, I was
  1113. 58:07prompted to watch the recording of the
  1114. 58:10May 1st planning commission meeting,
  1115. 58:12Village of Romeo Planning Commission
  1116. 58:13meeting May 1st with the the YouTube
  1117. 58:16link. In this video, Mr. Wells's own
  1118. 58:18statements at times seemed to
  1119. 58:20substantiate the claims made by the
  1120. 58:22concerned group on May 2nd. After
  1121. 58:24speaking with
  1122. 58:28Village of Romeo's lead building
  1123. 58:29inspector, Mike Burrito, I decided to
  1124. 58:31investigate the matter further. On
  1125. 58:33Monday, May 5th, 2025, I made contact
  1126. 58:36with the property owner and applicant,
  1127. 58:38Mr. Dale Wells. During the brief phone
  1128. 58:40call, I explained that I was not well
  1129. 58:41verssed in his case and was hoping to
  1130. 58:43get caught up to speed to make sure that
  1131. 58:45he met the requirements of the village.
  1132. 58:47It was during that call I requested Mr.
  1133. 58:49Wells grant a walkthrough of the
  1134. 58:50property by Mr. by Mr. Brito and myself.
  1135. 58:54Mr. Wells happily obliged and offered to
  1136. 58:56meet us at 273 Chandler around noon.
  1137. 59:00Upon arriving, Mr. Wells walked Mr.
  1138. 59:02Brito and myself through the entire
  1139. 59:04building known as the Grey House. He
  1140. 59:06showed us the proposed plans as we
  1141. 59:08discussed his vision. What surprised me
  1142. 59:10was just how little was actually there
  1143. 59:12in terms of overall structure. I was
  1144. 59:14aware that the property required quite a
  1145. 59:16bit of work, but I did not realize the
  1146. 59:19size and scope size, scope, and scale
  1147. 59:21required to renovate this building until
  1148. 59:23now. Simply put, a majority of the rooms
  1149. 59:26and finished areas within the proposed
  1150. 59:28plans are non-existent and as such will
  1151. 59:31require a considerable amount of
  1152. 59:32construction to bring these plans to
  1153. 59:34fruition. For the plans by Deanna
  1154. 59:36Associates, there will be four finished
  1155. 59:39floors. First floor plan shows a guest
  1156. 59:41suite as well as a large kitchen and
  1157. 59:43bar. Second floor plan shows five guest
  1158. 59:46suites, a manager's office and manager
  1159. 59:47suite. The third floor plan shows three
  1160. 59:50guest suites, and a seating area. The
  1161. 59:52finished basement shows a plan for the
  1162. 59:54bar, lounge, TV room, a wine celler, and
  1163. 59:56a game room. All guest suites as well as
  1164. 59:58a manager suite are to have an on suite
  1165. 1:00:00bathroom.
  1166. 1:00:02On the first floor, the kitchen and bar
  1167. 1:00:03area nor the suite exists. The space
  1168. 1:00:06where the suite is to exist as part of a
  1169. 1:00:08large open room that will require
  1170. 1:00:09buildout. The kitchen and bar area are
  1171. 1:00:11wide open space. Second floor suites 2,
  1172. 1:00:14three, and four exist and that they are
  1173. 1:00:17identifiable as rooms. Suite 5 has two
  1174. 1:00:19walls that are studs only. Suite six,
  1175. 1:00:21the manager's office, manager suite do
  1176. 1:00:24not exist, and a large wide open space
  1177. 1:00:26similar to the kitchen and bar below.
  1178. 1:00:28None of the proposed bathrooms on the
  1179. 1:00:30second floor exist. On the third floor,
  1180. 1:00:32the space is wide open and overlooks the
  1181. 1:00:34second floor where the manager's office
  1182. 1:00:37and suite are to be. Suites 7, 8, and 9
  1183. 1:00:40do not exist, nor do the bathrooms are
  1184. 1:00:42the seating area. I'll fast forward a
  1185. 1:00:45little bit.
  1186. 1:00:47One of the one of the the requirements
  1187. 1:00:49per our zoning laws is that the rooms
  1188. 1:00:52utilized for lodging purposes shall be
  1189. 1:00:54part of a primary residential use and
  1190. 1:00:56shall not have been specifically
  1191. 1:00:57constructed for rental purposes. This is
  1192. 1:01:00not a single family residence right now.
  1193. 1:01:02It's taxed as such. It's not you can't
  1194. 1:01:05live there. It has no CFO. You're
  1195. 1:01:08anybody who lived there' be condemned.
  1196. 1:01:11Um, and that's my sticking point. And I
  1197. 1:01:13and I go on in the in the further in the
  1198. 1:01:15letter and I say that Mr. Wells is
  1199. 1:01:17jumping
  1200. 1:01:18the process.
  1201. 1:01:20He he he isn't just skipping line. He is
  1202. 1:01:24leaprogging the entire process. And
  1203. 1:01:26that's what he's doing. Again, I'm not
  1204. 1:01:27saying a bed and breakfast can't exist
  1205. 1:01:29there, but you have to do things the
  1206. 1:01:31right way. And when we're talking about
  1207. 1:01:34that, he's leaprogging all kinds of
  1208. 1:01:37things. So, Mr. Bonito and myself will
  1209. 1:01:39be at the next planning commission uh to
  1210. 1:01:42discuss this and and why we feel that
  1211. 1:01:45this is cart before the horse. um why it
  1212. 1:01:51should not
  1213. 1:01:53be it does not match any of the
  1214. 1:01:55definitions of the state but also the
  1215. 1:01:58planning commission when we talk about
  1216. 1:02:01procedures and legis legislative
  1217. 1:02:04measures and I get that this is
  1218. 1:02:06cumbersome and this is not you this is
  1219. 1:02:09just the you're supposed to just vote
  1220. 1:02:11until it dies like you have to have you
  1221. 1:02:13have to show that you have exhausted
  1222. 1:02:18all uh efforts to come to an agreement
  1223. 1:02:22or resolution and that you are at an
  1224. 1:02:25impass so it dies. And the last two
  1225. 1:02:27meetings it has been an up and down vote
  1226. 1:02:30two of them and then it's just okay well
  1227. 1:02:32let's just move on and it doesn't matter
  1228. 1:02:35if it's the same motion over and over
  1229. 1:02:38again. You're hoping that someone moves
  1230. 1:02:39on. you have to have at least, you know,
  1231. 1:02:42three or four rounds of it or you make
  1232. 1:02:45amendments to to satisfy other members
  1233. 1:02:47to hopefully come to a to a resolution.
  1234. 1:02:50The problem in all of this is that Mr.
  1235. 1:02:53Wells's council said that they are
  1236. 1:02:56entitled to a full board. They are not
  1237. 1:02:58entitled by the law. There is no
  1238. 1:03:00precedent set that states that the that
  1239. 1:03:02the village of Romeo is to grant them
  1240. 1:03:05the entire board. The law, the planning
  1241. 1:03:08commission act and even the open
  1242. 1:03:11enabling act and the open meetings act
  1243. 1:03:13states as long as you have a quorum,
  1244. 1:03:14you're a board. You guys could have done
  1245. 1:03:16business and and he bullied the board a
  1246. 1:03:19little bit and was using verbiage that
  1247. 1:03:21was indicative that he would likely try
  1248. 1:03:23to sue. Sue us. Go ahead. You guys are
  1249. 1:03:27if you guys have a quorum, you guys have
  1250. 1:03:30the power to conduct yourselves as if
  1251. 1:03:32whether or not you were a body of nine
  1252. 1:03:34or a body of five. And at this point,
  1253. 1:03:38you guys need to vote. It needs to be up
  1254. 1:03:40and down. This is going on over a year.
  1255. 1:03:43I I have I could pull this
  1256. 1:03:45administratively. I won't do it because
  1257. 1:03:47this is a something that happened way
  1258. 1:03:50before my time here. What I will say is
  1259. 1:03:53that this has changed the way we're
  1260. 1:03:55going to start doing things for SLU for
  1261. 1:03:57now. From now on, when people come in
  1262. 1:03:59for an SLU, it is going to trigger Mr.
  1263. 1:04:02Burrito going out to make sure that it
  1264. 1:04:04is allowable because that would have
  1265. 1:04:06stopped this. He would have went there
  1266. 1:04:08and said, "This is not even a house. You
  1267. 1:04:10can't do no, we're not approving any
  1268. 1:04:12kind of SLU until you get your CFO and
  1269. 1:04:15then go down the line on how we So, in a
  1270. 1:04:18way, it's good. In a way, it's still bad
  1271. 1:04:20because we're still dealing with this
  1272. 1:04:21over a year later. It's wasting a whole
  1273. 1:04:23lot of time and resources on the on the
  1274. 1:04:25village behalf with you guys always
  1275. 1:04:27meeting and still, you know, they're
  1276. 1:04:30trying to whip their votes and and
  1277. 1:04:31trying to trying to figure it out. And I
  1278. 1:04:33know I went way over my three minutes
  1279. 1:04:34and I apologize. Um, but this is
  1280. 1:04:37something that that
  1281. 1:04:39it needs to be decided. And if you guys
  1282. 1:04:41are going round and round and round and
  1283. 1:04:42round and it's a bit much and and you
  1284. 1:04:46guys can't come to a decision and you
  1285. 1:04:48guys just want to be done with it,
  1286. 1:04:50unfortunately you get you just you got
  1287. 1:04:51to come to a resolution because
  1288. 1:04:53postponing it is not doing anything at
  1289. 1:04:56this point. I think that's been proven.
  1290. 1:04:59And some of the the members that have
  1291. 1:05:01called me with concerns to my letter
  1292. 1:05:04said we didn't even know the condition
  1293. 1:05:07of it. Which is why it's now going to be
  1294. 1:05:09standard practice that myself and a
  1295. 1:05:12building official are going to go out
  1296. 1:05:13there and ensure that this thing exists
  1297. 1:05:17and can be moved forward.
  1298. 1:05:20Anything? Anything else for your clerk's
  1299. 1:05:22report? No. I'm so sorry. That was a
  1300. 1:05:24lot. Well, we'll see you at the next
  1301. 1:05:26planning commission. Yeah, that was a
  1302. 1:05:27lot. I'm sorry. Thank you. Thank you. We
  1303. 1:05:30just not really longest report ever.
  1304. 1:05:35Okay. Uh well, mine will be a lot
  1305. 1:05:38shorter. Let's keep it to that. Um just
  1306. 1:05:40a few things. Uh Ford task force met
  1307. 1:05:43again. We're moved to quarterly at this
  1308. 1:05:45point. There's not a lot of movement
  1309. 1:05:47going on. Um you'll see it later in your
  1310. 1:05:50budget amendments if you haven't noticed
  1311. 1:05:52it already. Um, we will go further into
  1312. 1:05:54depth, but at that time I was able to
  1313. 1:05:56apprise the our task force of our update
  1314. 1:06:00on the LCSA personal property tax loss
  1315. 1:06:03that the village has incurred um in for
  1316. 1:06:06pulling out. We are now seeing the
  1317. 1:06:08effects of that and again we'll talk
  1318. 1:06:10about that in our budget or later in our
  1319. 1:06:13budget amendments and what that all
  1320. 1:06:14means and for the village. Um
  1321. 1:06:19the other thing is we will be hosting we
  1322. 1:06:22are partnering with the department of
  1323. 1:06:24health and community services. I was
  1324. 1:06:26reached out by u mcome regional housing
  1325. 1:06:28partnership. They have conducted their
  1326. 1:06:30first round of public engagement
  1327. 1:06:32sessions with the community um regarding
  1328. 1:06:35community and community and housing
  1329. 1:06:37needs assessment. The these sessions
  1330. 1:06:39were designed to gather feedback from
  1331. 1:06:41residents regarding their housing
  1332. 1:06:43related concerns, ideas and needs. Um
  1333. 1:06:47they were shared that there was
  1334. 1:06:49additional sessions that would take
  1335. 1:06:50place in July because by the time they
  1336. 1:06:52sent me the notice of their meeting, it
  1337. 1:06:53was literally that day. I go, "You just
  1338. 1:06:55did I just receive an email for a
  1339. 1:06:57meeting happening today for my
  1340. 1:06:58residents?"
  1341. 1:07:00Oh, yeah. I go, "Well, that was
  1342. 1:07:02pointless." So anyways, um so they did
  1343. 1:07:04say there will be more in July. I go,
  1344. 1:07:06"Oh, that's fabulous." And they said,
  1345. 1:07:07"Well, would you like to host one?" I
  1346. 1:07:09said, "Yes, we would." So on July 15th
  1347. 1:07:12um here in this room 5:30 to 7 o'clock
  1348. 1:07:15there will be a meeting. So any of our
  1349. 1:07:17local community members any residents
  1350. 1:07:19are able to come that day and actually
  1351. 1:07:21learn and participate in that meeting
  1352. 1:07:23this time. Um another thing uh not every
  1353. 1:07:27resident but if you happen to be a
  1354. 1:07:29resident that got a uh postcard in your
  1355. 1:07:32mailbox that looks similar to this.
  1356. 1:07:35Maybe you have blue paint or a blue flag
  1357. 1:07:38at your curb. That is because you are
  1358. 1:07:40part of the very first round of exterior
  1359. 1:07:43verifications for our lead line um
  1360. 1:07:45verification where we got the 330,000
  1361. 1:07:48dollars from Eagle. So there's just over
  1362. 1:07:51a hundred of those in this first round.
  1363. 1:07:54What you'll see is about 12, what does
  1364. 1:07:56it say? 12 to 12 to 18 inch diameter on
  1365. 1:08:00either side of that curb stop. Literally
  1366. 1:08:01like they suck out a whole tube of dirt
  1367. 1:08:04about four or five feet deep. look down
  1368. 1:08:06there, go, "Yep, that is galvanized or
  1369. 1:08:09that is lead or it's not." And then they
  1370. 1:08:11throw the dirt back in there and they
  1371. 1:08:13assess that, you know, write it down and
  1372. 1:08:15do that. So, that is what that is for.
  1373. 1:08:17If you do not remove the flag, please
  1374. 1:08:19leave it there so everybody knows where
  1375. 1:08:21the work needs to be done. Um, maybe
  1376. 1:08:24next time you'll be included and then
  1377. 1:08:26you will see the blue line in the blue
  1378. 1:08:28flag and then you'll get a flyer. So,
  1379. 1:08:30don't feel left out if you didn't get
  1380. 1:08:31one because you just might still. Um,
  1381. 1:08:36Vintage Fest this Saturday, June 21st,
  1382. 1:08:3810 to 6. Lots of great things going on
  1383. 1:08:40downtown. Um, vintage cars, kids
  1384. 1:08:44activities, all the stuff. So, come on
  1385. 1:08:47out and have fun. And then lastly, and
  1386. 1:08:49very unfortunately, I do have to share
  1387. 1:08:52with you this email I did receive
  1388. 1:08:54saying, "Thank you for submitting your
  1389. 1:08:56funding request for the fiscal year 2026
  1390. 1:08:59community project funding program. We
  1391. 1:09:02greatly appreciate your time, effort,
  1392. 1:09:03and dedication you put into developing
  1393. 1:09:05your proposal and advocating for the
  1394. 1:09:07needs of our community. This year saw
  1395. 1:09:10record interest in the program with
  1396. 1:09:11roughly 70 applications submitted to our
  1397. 1:09:14office. Members of Congress are
  1398. 1:09:16restricted to only 15 submissions per
  1399. 1:09:18year for consideration by the House
  1400. 1:09:20Appropriations Committee, meaning that
  1401. 1:09:22many worthwhile projects are not able to
  1402. 1:09:24be brought forward. Given these
  1403. 1:09:26constraints, we regret to inform you
  1404. 1:09:28that you were that we were unable to
  1405. 1:09:30advance your project for consideration
  1406. 1:09:31this cycle. This decision is in no way a
  1407. 1:09:34reflection of the merit or significance
  1408. 1:09:36of your proposal, but rather a result of
  1409. 1:09:38the highly competitive nature of the
  1410. 1:09:40process. Uh we recognize the vital work
  1411. 1:09:42being done throughout Michigan's 9inth
  1412. 1:09:44Congressional District and remain
  1413. 1:09:46committed to supporting initiatives that
  1414. 1:09:48strengthen our communities. I sincerely
  1415. 1:09:50hope to work with you in exploring
  1416. 1:09:52alternative funding opportunities or
  1417. 1:09:54assisting with resubmission in fiscal
  1418. 1:09:56year 27. Please do not hesitate to reach
  1419. 1:09:59out uh Lisa Mlan. So we did not get our
  1420. 1:10:03funding. So we continue to move forward
  1421. 1:10:07just as we were. Hopefully we will be
  1422. 1:10:10resubmitting but some work does need to
  1423. 1:10:12get done. We will need to fund it. Um
  1424. 1:10:14maybe we can just recoup some funds.
  1425. 1:10:17Maybe we get six instead of nine down
  1426. 1:10:19the road. I don't know. But that's where
  1427. 1:10:21we're at, unfortunately.

  1429. 1:10:37Not much of one. Um just re reiterating
  1430. 1:10:41what Madam President said, reminding
  1431. 1:10:43everybody that this weekend is Village
  1432. 1:10:44Fest or Vintage Fest rather. our first
  1433. 1:10:47uh festival of the summer for Romeo. Uh
  1434. 1:10:50you'll see a bit of a pivot this year in
  1435. 1:10:52how we protect that event. Uh I think
  1436. 1:10:55all of you are aware that that from
  1437. 1:10:57month one that was my greatest concern.
  1438. 1:10:59It's how we protect protect the public
  1439. 1:11:00that attends. Uh historically we've just
  1440. 1:11:03put up lean twos that say police uh no
  1441. 1:11:08no vehicles beyond this point. That's
  1442. 1:11:10just a recommendation, right? And we've
  1443. 1:11:13seen around the world more and more of
  1444. 1:11:14these
  1445. 1:11:16vehicle born attacks happening this
  1446. 1:11:18weekend. All all of our patrol cars that
  1447. 1:11:21would typically be sitting in a parking
  1448. 1:11:22lot will be strategically placed uh as
  1449. 1:11:25blockades uh including to Taho that are
  1450. 1:11:29DPW while waiting to be built. Um and
  1451. 1:11:34Selfish Air National Guard Base was
  1452. 1:11:36gracious enough to to loan us uh their
  1453. 1:11:38water barricade systems. So, those will
  1454. 1:11:40be put up around the the patrol cars uh
  1455. 1:11:44all four corners. Um very heavy when
  1456. 1:11:47they're when they're uh when they're
  1457. 1:11:48full. I'll be in first thing Saturday
  1458. 1:11:50morning to position everything at which
  1459. 1:11:52time the fire department will be sending
  1460. 1:11:53over their tanker truck to fill the
  1461. 1:11:54water barricades. So hopefully with step
  1462. 1:11:58one in the right direction to better
  1463. 1:12:01protect the public who's out in the
  1464. 1:12:02middle of Main Street.
  1465. 1:12:04And thank you for your protection this
  1466. 1:12:06weekend and just keeping an eye on the
  1467. 1:12:08protest. It went great. protesters.
  1468. 1:12:11Nothing. And we did have that was
  1469. 1:12:12uneventful. Very uneventful. Just how we
  1470. 1:12:14like it. Yep.

  1494. 1:13:17about uh looking at what the cost of
  1495. 1:13:22expansion might be because right now,
  1496. 1:13:24yes, we do not have capacity. Um, but I
  1497. 1:13:30don't know if HRC, and we talked about
  1498. 1:13:31that a little bit, if HRC has those uh
  1499. 1:13:35numbers
  1500. 1:13:37readily available. Um, and that's
  1501. 1:13:39something that I uh was going to come
  1502. 1:13:42back to the committee with. If it's not
  1503. 1:13:44something they readily have the numbers
  1504. 1:13:47uh for,
  1505. 1:13:50and I'm one of three, it's up to you
  1506. 1:13:51guys. I don't necessarily think um right
  1507. 1:13:55now with where the village is at we
  1508. 1:13:58should be spending money on uh
  1509. 1:14:00engineering
  1510. 1:14:02uh if they don't have those numbers
  1511. 1:14:04readily available because it's it's
  1512. 1:14:06going to be predicated on whether or not
  1513. 1:14:07we can expand up like you guys had said.
  1514. 1:14:10Um if we can expand up and they have
  1515. 1:14:13that cool. Um, but if you don't have
  1516. 1:14:15anything because we don't have anywhere
  1517. 1:14:17to go right now. We have We'll see what
  1518. 1:14:19they got because last time they didn't
  1519. 1:14:20give us a full-blown quote. Yeah. They
  1520. 1:14:22just gave us a thumb, you know, thumbs
  1521. 1:14:26up like, "Yeah, you can do it." And it's
  1522. 1:14:27going to be maybe roughly around this
  1523. 1:14:29much. You know, they had some proposed
  1524. 1:14:33exact numbers. They had some proposed
  1525. 1:14:36stuff back when So, see if they three
  1526. 1:14:39three four years ago. Yeah. when we
  1527. 1:14:42first started talking about it and uh
  1528. 1:14:44they said it could be done and they had
  1529. 1:14:46some proposed numbers already. I don't
  1530. 1:14:48think we should be you don't want them
  1531. 1:14:49spending the money to engineering but if

  1543. 1:15:17I don't see them then paying for an
  1544. 1:15:19expansion. Do you know what I'm saying?
  1545. 1:15:22If you didn't want to pay the 1 million
  1546. 1:15:24when we offered it to you, they're not
  1547. 1:15:25going to be paying tens of millions for
  1548. 1:15:26an expans. Another thing that was thrown
  1549. 1:15:28out there is maybe going ahead and
  1550. 1:15:31looking more into that North Mcome
  1551. 1:15:33facility, you know, and us becoming that
  1552. 1:15:36North Mcome facility, right? And I think
  1553. 1:15:38that would be
  1554. 1:15:41great, grand, and wonderful, but again,
  1555. 1:15:42where is it going to go? And that at
  1556. 1:15:44that point in time, I feel like that was
  1557. 1:15:46just under 70 million. That's probably
  1558. 1:15:49that was the conversation at that time.
  1559. 1:15:51Um,
  1560. 1:15:53so we need a means and a property. Those
  1561. 1:15:56those numbers were off though when we
  1562. 1:15:58saw that 70 million because our MA
  1563. 1:16:01township
  1564. 1:16:02when it was a meeting with Candace
  1565. 1:16:05her office and our township had included
  1566. 1:16:10way more in their numbers than they
  1567. 1:16:13thought they had done. So that that was
  1568. 1:16:16quite high and I I don't know if they
  1569. 1:16:19ever came back with
  1570. 1:16:21another proposal after that after they
  1571. 1:16:24adjusted or made a township. I never saw
  1572. 1:16:27a second.
  1573. 1:16:29We saw the first one. That was it. Well,
  1574. 1:16:31I just feel that for Bruce Township,
  1575. 1:16:34they they want an answer. We need to
  1576. 1:16:36give them an answer. And at this moment,
  1577. 1:16:39looking at the numbers, the answer is we
  1578. 1:16:41don't have the capacity. They need to
  1579. 1:16:43know how to pivot. They need to move
  1580. 1:16:44their community one way or another. We
  1581. 1:16:47can still continue to move our our
  1582. 1:16:49subcommittee forward looking into
  1583. 1:16:51things, but they need to know how to
  1584. 1:16:54step forward. They've been waiting on
  1585. 1:16:56our answer for a while.
  1586. 1:17:00If it were me, I would say because we
  1587. 1:17:01had talked about where we're at. We're
  1588. 1:17:03around that 15% retainage that Eagle
  1589. 1:17:07likes you to be at. If we offer anything
  1590. 1:17:10more, it's going to be drastically lower
  1591. 1:17:12and it will likely trigger us walking
  1592. 1:17:15into some sort of uh audit with Eagle
  1593. 1:17:20where they're going to be looking at us.
  1594. 1:17:22I don't disagree. I would love to see to
  1595. 1:17:26to to talk to Candace and look at I
  1596. 1:17:29mean, I'd said that back in January. I'd
  1597. 1:17:31love to do that with all of our assets
  1598. 1:17:33that we have. figure out a way to have
  1599. 1:17:36them become um contracted services
  1600. 1:17:39throughout the area and be a North Mcome
  1601. 1:17:42hub for DPW uh police water that or
  1602. 1:17:46sewer that'd be great but we need to
  1603. 1:17:48figure out how that goes forward. Um
  1604. 1:17:53Right. But I I the simple short answer
  1605. 1:17:56is we don't have it. And a lot of that's
  1606. 1:17:57because we have to have the space set
  1607. 1:18:00aside for the Ford property. Yeah. Um,
  1608. 1:18:04so, so we're talking future
  1609. 1:18:07potential future meetings, right? And,
  1610. 1:18:09and I know you mentioned this in the
  1611. 1:18:11last meeting also that you need to have
  1612. 1:18:14that held, but I I've never I've never
  1613. 1:18:18seen that. Everything we've always had
  1614. 1:18:20and discussed with HRC and with Mark
  1615. 1:18:23Clark was that you can't get to that
  1616. 1:18:26flow rate. When you get to 80 85% actual
  1617. 1:18:30flow,
  1618. 1:18:31then they start on you. How you going to
  1619. 1:18:34fix this? What's your plan? And if we've
  1620. 1:18:36got property that potentially couldn't
  1621. 1:18:38be developed for decades, I mean, some
  1622. 1:18:41of this has sat there for decades. They
  1623. 1:18:44look at that as already gone, though. So
  1624. 1:18:47then before we did the last expansion,
  1625. 1:18:49we were definitely
  1626. 1:18:53in the hole because we the the
  1627. 1:18:56property's been there, right? And we did
  1628. 1:18:59a 500,000 expansion and We're still at
  1629. 1:19:03that same threshold.
  1630. 1:19:06I think it's a worthwhile conversation.
  1631. 1:19:08I think the village has a lot of other
  1632. 1:19:10things that it needs to focus on right
  1633. 1:19:11now and Bruce needs to have an answer.

  1754. 1:24:59the most robust system. They're a little
  1755. 1:25:01bit uh nicer. They're actually the
  1756. 1:25:04cheapest, which is good. Um
  1757. 1:25:07Lenovo's good, but Lo but Lenovo is is
  1758. 1:25:10is the second most expensive. And then
  1759. 1:25:13HP, you kind of just pay for the brand
  1760. 1:25:16name. But those these are the three in
  1761. 1:25:18the uh in the commercial realm. So, uh
  1762. 1:25:23this is what we're looking at. Now, I I
  1763. 1:25:25did get
  1764. 1:25:27um just purchasing
  1765. 1:25:30uh uh the
  1766. 1:25:33uh
  1767. 1:25:35computers. we can save money just
  1768. 1:25:38purchasing the computers, but then to
  1769. 1:25:40have our IT guy go through and if we're
  1770. 1:25:43not purchasing through him and him go
  1771. 1:25:45through each computer himself and make
  1772. 1:25:47sure they're good and upload everything,
  1773. 1:25:49the cost of his work getting all these
  1774. 1:25:51are built into the price as where the
  1775. 1:25:55other one we're spending um between 20
  1776. 1:25:58and 30% more if we win. So, this is by
  1777. 1:26:02far the most economical way to go
  1778. 1:26:04through it. I've gone round and round
  1779. 1:26:06with Jason on this to try and figure
  1780. 1:26:08this out and this still comes back the
  1781. 1:26:11best uh the best way. So, um this is for

  1910. 1:32:11It's more portability. If someone calls
  1911. 1:32:14in sick because we are so stretched thin
  1912. 1:32:18at the office, they still have the
  1913. 1:32:20opportunity to work from home.
  1914. 1:32:24I mean, if if any I respect that would
  1915. 1:32:28be a new procedure, right, that we
  1916. 1:32:29normally in the past. Do we have
  1917. 1:32:31anything in place then policies or use
  1918. 1:32:36of
  1919. 1:32:38the village computer or laptop at home
  1920. 1:32:40and how how do we how do we safeguard
  1921. 1:32:44that also?
  1922. 1:32:46I mean it's it's safeguarded in that we
  1923. 1:32:48have VPNs throughout the village. This
  1924. 1:32:51this is the same thing. It is in theou I
  1925. 1:32:54believe um for utilizing uh our tech
  1926. 1:33:00uh offsite. Um
  1927. 1:33:04I I don't necessarily think
  1928. 1:33:07um it's a big issue uh because
  1929. 1:33:12the village is ran
  1930. 1:33:15by
  1931. 1:33:17five, six people and if one person is
  1932. 1:33:19not in the office,
  1933. 1:33:21it collapses.
  1934. 1:33:24It turns into a into a matter of things
  1935. 1:33:26aren't getting done sometimes critical
  1936. 1:33:28things. So, if we can set up where we
  1937. 1:33:32have
  1938. 1:33:34even if that person is working at 50%
  1939. 1:33:36capacity, but they're still doing their
  1940. 1:33:38job and helping out, it it helps
  1941. 1:33:42immensely. We have a payroll department
  1942. 1:33:44that is one person and if they get sick,
  1943. 1:33:48nobody's getting paid. Um, so stuff like
  1944. 1:33:52that. Um for me the means uh I'm I'm not
  1945. 1:33:59denying the need. I'm just saying that
  1946. 1:34:02we don't have anything in place to
  1947. 1:34:03safeguard obviously information or a
  1948. 1:34:06policy in place for doing business only.
  1949. 1:34:10you do have you do have things to
  1950. 1:34:11safeguard because um one of the things I
  1951. 1:34:14had found there is an MOU and there's
  1952. 1:34:17also state law that governs over uh the
  1953. 1:34:20village as well for uh dissemination and
  1954. 1:34:24even just uh uh data breaches and and uh
  1955. 1:34:30uh infrastructure and technology. Um
  1956. 1:34:33because a number of years ago uh I think
  1957. 1:34:36it was about six the village had someone
  1958. 1:34:38who ransomed the village. So there are
  1959. 1:34:41things in place now that everything this
  1960. 1:34:45computer is on a VPN. Everybody's
  1961. 1:34:48computer be on a VPN. That's part of
  1962. 1:34:51what I'm trying to do here in the
  1963. 1:34:52village is have a central datab bank to
  1964. 1:34:54where if you're offsite you are
  1965. 1:34:56connected to us securely. It doesn't
  1966. 1:34:59matter if you're on McDonald's Wi-Fi. No
  1967. 1:35:01one's breaking into our computers and
  1968. 1:35:04that's what Jason has worked quite uh
  1969. 1:35:07laboriously
  1970. 1:35:08on on fixing for the village as far as
  1971. 1:35:12tech. So to that end,
  1972. 1:35:16um, and it's it's in theou like you're
  1973. 1:35:19not supposed you can't use um your
  1974. 1:35:22computer for personal not you're not
  1975. 1:35:26supposed to use it for personal email.
  1976. 1:35:27You're not supposed to use it for
  1977. 1:35:28personal in the office that yeah it's on
  1978. 1:35:31theou that you're not supposed to use we
  1979. 1:35:33created that policy a handful years ago.
  1980. 1:35:35Yeah. So it is there there is that as
  1981. 1:35:38far as you know because a lot of people
  1982. 1:35:41get their Facebook hacked all the time
  1983. 1:35:43because they click on the wrong thing
  1984. 1:35:44can't use it and I mean if if someone
  1985. 1:35:46does take computer home and that is
  1986. 1:35:49found I mean that's a that's that's a
  1987. 1:35:51serious offense you can get reprimanded
  1988. 1:35:53for that so um there are stuff like that
  1989. 1:35:57and and per the state IPA
  1990. 1:36:01um which is the internet protect
  1991. 1:36:02protection and privacy act we have to
  1992. 1:36:06adhere to that and the practices they
  1993. 1:36:08are in which we are a little behind the
  1994. 1:36:12eightball on and they've given wide
  1995. 1:36:14breath and I'm so sorry I said I'd be
  1996. 1:36:16quick and this is not being quick
  1997. 1:36:19but um but yeah so we have to follow the
  1998. 1:36:22governing laws as far as being a
  1999. 1:36:25governmental uh agency and being secure
  2000. 1:36:29because we have people's uh uh tax data
  2001. 1:36:33and we have all of our employees uh uh
  2002. 1:36:37personal identification and stuff like
  2003. 1:36:40that. So, I mean, if you'd like to
  2004. 1:36:41review the policies, look over them, and
  2005. 1:36:43see if there's anything that needs to be
  2006. 1:36:44added, by all means.

  2015. 1:37:05homesick? Do they just volunteer to
  2016. 1:37:07work? How do you count their sick time?
  2017. 1:37:09Like I I have a lot of questions in
  2018. 1:37:12regard to if they're homesick, they have
  2019. 1:37:14the right to be homesick. We shouldn't
  2020. 1:37:16be asking them and they shouldn't be
  2021. 1:37:17volunteering. So the the Oakland County
  2022. 1:37:22u they have a hybrid schedule where well
  2023. 1:37:26certain departments do. My wife works uh
  2024. 1:37:29for the veterans uh benefits side of
  2025. 1:37:33things and they can flex at home days if
  2026. 1:37:36they're not feeling well they can say
  2027. 1:37:39I'm going to stay at home and work from
  2028. 1:37:40home they have same the same thing they
  2029. 1:37:43have VPN they have secure access
  2030. 1:37:45everything else um and they work from
  2031. 1:37:48home and they log in and you can see
  2032. 1:37:51when they log into their computer it
  2033. 1:37:53says when they're on so if if if someone
  2034. 1:37:56is sick and they are working and they
  2035. 1:37:57have things deliverables they have to
  2036. 1:37:59do. We can see what they're working on
  2037. 1:38:01just by virtue of the fact that they're
  2038. 1:38:03logged into BSNA. Well, and I think
  2039. 1:38:05there's a difference and to your point,
  2040. 1:38:06we would have to figure it out. There's
  2041. 1:38:08a difference between I feel like I'm
  2042. 1:38:09getting sick and I don't want to come
  2043. 1:38:11infect the whole office and a difference
  2044. 1:38:13between I am sick and I cannot work or
  2045. 1:38:15open my eyes or sit at you know so
  2046. 1:38:17there's a little bit of both.
  2047. 1:38:19I mean, yeah, because since we are such
  2048. 1:38:21a close-knit, we have had a few days
  2049. 1:38:23where someone's like, "Hey, I'm feeling
  2050. 1:38:25scratchy." And it's like, "Stay home."
  2051. 1:38:27Because we are we are so like there was
  2052. 1:38:31twice this last winter where it just
  2053. 1:38:33went through and everybody was gone at
  2054. 1:38:36least one day because everybody got sick
  2055. 1:38:38quick. So, there have been a couple
  2056. 1:38:40times of you feel a little under the
  2057. 1:38:42weather, stay home. Now, if we had that
  2058. 1:38:44option of stay home, you have your
  2059. 1:38:46computer, you can you can work at home.
  2060. 1:38:47I'm fine with that. Um it's just more
  2061. 1:38:50efficient for us to do that rather than
  2062. 1:38:52it's nothing new. It's just new to us.
  2063. 1:38:54So it's easy to figure out other people
  2064. 1:38:56have done it.

  2111. 1:40:54ran into an issue in the village that
  2112. 1:40:56we've never had before. Um because
  2113. 1:40:58Pileup never had an amount, so there was
  2114. 1:41:00never the ability to purchase the
  2115. 1:41:02parking. Now there is the ability to
  2116. 1:41:04purchase the parking and residential is
  2117. 1:41:08purchasing parking. Um and so we've gone
  2118. 1:41:10around in circles of was that the intent
  2119. 1:41:13of pileup? Pileup was more so business
  2120. 1:41:17or is it not? What do we want it to do?
  2121. 1:41:20um because the way that the ordinance is
  2122. 1:41:22written um it does say that any use
  2123. 1:41:25within the CBD district to participate
  2124. 1:41:28in the pilock program. Um which would
  2125. 1:41:31mean even the residential could purchase
  2126. 1:41:34parking. Um so for instance we have uh
  2127. 1:41:38resident two residential. They needed
  2128. 1:41:40four parking spaces. They only had three
  2129. 1:41:43or they only had two however it was. So,
  2130. 1:41:45they came in and purchased one or two
  2131. 1:41:47spaces so that they could still have the
  2132. 1:41:49ability to have the residential there.
  2133. 1:41:51Um, that's how this all came about. Is
  2134. 1:41:54is that what we intended? And if not, we
  2135. 1:41:58can adjust the ordinance. I don't think
  2136. 1:42:00that's what any of us had in mind. I
  2137. 1:42:02think we're all thinking commercial.
  2138. 1:42:04Well, yeah. Can we clarify the
  2139. 1:42:05residential? We're talking
  2140. 1:42:09single family homes that residences
  2141. 1:42:11above. So, we're talking residences and
  2142. 1:42:14CBD CBD rental property. You could own
  2143. 1:42:16it. You could rent it. I don't know. You
  2144. 1:42:18need parking when you have it, but not
  2145. 1:42:20we're not talking the houses because
  2146. 1:42:23there's no reason for them to have a
  2147. 1:42:24payment. No, we're talking everybody
  2148. 1:42:25that comes in needs a certain amount of
  2149. 1:42:27off street parking. If you don't have
  2150. 1:42:29enough on your property, the house
  2151. 1:42:31should have enough. We're talking
  2152. 1:42:32businesses then.
  2153. 1:42:34Commercial property. I'm just separating
  2154. 1:42:38the actual residential houses. We're
  2155. 1:42:41talking CBD, DDA, downtown. It will
  2156. 1:42:44incorporate both. If I have a single
  2157. 1:42:47family residence on R Street, right,
  2158. 1:42:51that falls in the DDA, I have no need or
  2159. 1:42:54reason to come for the payment of the
  2160. 1:42:57correct. So, you're not going to come by
  2161. 1:42:58any? Yeah. So, when we're talking the
  2162. 1:43:00residential, we're talking property that
  2163. 1:43:03is 99% rented as a business. So, I think
  2164. 1:43:09it does apply.

  2166. 1:43:13saying it does. And if that's not what
  2167. 1:43:14we intended, then we need to change it.
  2168. 1:43:16So, we have to think about what is our
  2169. 1:43:18intention here with this.

  2189. 1:44:10a year you get a permit you can park
  2190. 1:44:12overnight barring no uh major uh
  2191. 1:44:16inclement weather well no because they
  2192. 1:44:18don't actually get a so you have to
  2193. 1:44:21think yeah they don't get a but I'm
  2194. 1:44:22saying it the a homeowner or resident
  2195. 1:44:26would just be just like a restaurant and
  2196. 1:44:28the restaurant patrons cannot park there
  2197. 1:44:30overnight neither could a resident so
  2198. 1:44:32the parking lots and the time timing of
  2199. 1:44:34them that there's no parking overnight
  2200. 1:44:36still goes. It just allows these people
  2201. 1:44:39to now use this use as a residence.
  2202. 1:44:43So, if they've obtained their uh SLU and
  2203. 1:44:46they needed an extra parking space, they
  2204. 1:44:48can purchase it. I It's just something
  2205. 1:44:51that's never happened before because
  2206. 1:44:53we've never had it and I wanted to make
  2207. 1:44:55sure. I mean, I don't know why it
  2208. 1:44:57couldn't. They can't live in the same
  2209. 1:44:59world. Um, but if these property owners
  2210. 1:45:03rent it and think that they're actually
  2211. 1:45:04going to get an overnight parking space
  2212. 1:45:07is not the case. Yeah, I guess I was
  2213. 1:45:09marrying two separate separate things
  2214. 1:45:11that we're dealing with, but yeah, it's
  2215. 1:45:13the overnight part. I see. They're just
  2216. 1:45:15just like uh pile up for the restaurant.
  2217. 1:45:18If you needed 20, now you come by five,
  2218. 1:45:20now you can be here. Right. You still
  2219. 1:45:21only get your three at your home for
  2220. 1:45:23sure. And just like anybody else during
  2221. 1:45:26the daytime of the hours of the parking
  2222. 1:45:27lot, anyone could park there anytime you
  2223. 1:45:29wanted, resident or not or business, but
  2224. 1:45:32nobody gets overnight parking. Like
  2225. 1:45:34where do I mean they all have their own
  2226. 1:45:36lots currently? C certain ones have
  2227. 1:45:38their own lots, but they don't have
  2228. 1:45:39enough spaces for the residences. This
  2229. 1:45:42is kind of how this came about. So you
  2230. 1:45:45might have two residences where they get
  2231. 1:45:49two spots each, but they only have three
  2232. 1:45:51spots back there. And for our
  2233. 1:45:54ordinances,
  2234. 1:45:56then they need to pile up would would
  2235. 1:45:58fit or they'd have to go seek a
  2236. 1:46:00variance, right? Um, so that's kind of
  2237. 1:46:04in that it's helpful in the area that it
  2238. 1:46:06allows the mixed use, diversifies the
  2239. 1:46:09downtown, allows more uses, but if they
  2240. 1:46:12can't park there overnight, then where
  2241. 1:46:14they can park on their own spots. Yeah.
  2242. 1:46:16But if they don't have it and they have
  2243. 1:46:17to park that's Don't rent it to somebody
  2244. 1:46:20that needs more than three parking
  2245. 1:46:21spaces. that this just it has to be.
  2246. 1:46:24Yeah, you're allowed here now because
  2247. 1:46:27you bought into it and just understand
  2248. 1:46:30that you still only really have three
  2249. 1:46:31parking spaces. You're just now allowed
  2250. 1:46:33it. I guess we allowing allowing housing
  2251. 1:46:36when you don't have parking. Like never
  2252. 1:46:38mind. It's a can of worms, but it's it's
  2253. 1:46:41a bit of a Pandora's box. It is. It is
  2254. 1:46:43because you you shouldn't allow housing
  2255. 1:46:46that you don't have spots for. But
  2256. 1:46:49that's kind of gone.
  2257. 1:46:51that would be saying you shouldn't allow
  2258. 1:46:52restaurants because you don't have
  2259. 1:46:53parking for them. Like it's it is what
  2260. 1:46:56it is. But we can
  2261. 1:46:59postpone this until next meeting on a
  2262. 1:47:01little bit more occupancy. Just wanted
  2263. 1:47:04to meet all the standards that well past
  2264. 1:47:07the pilot issue. It's
  2265. 1:47:11I mean you're talking ordinances. Well,

  2267. 1:47:17it's vague. It it it argues both sides

  2276. 1:47:35one? And so that's been something that
  2277. 1:47:37we've been banging in our heads at the
  2278. 1:47:38office because I don't think the
  2279. 1:47:40intention there was that. But it it can
  2280. 1:47:42all work together. Just want to make
  2281. 1:47:44sure that's what we're all as long as
  2282. 1:47:46they understand they can't park
  2283. 1:47:47overnight.

  2342. 1:51:06I don't know if you guys took the time.
  2343. 1:51:09I asked plant man to write up a
  2344. 1:51:12information on how we got to the um LCSA
  2345. 1:51:17which is local community stabilization
  2346. 1:51:19authority. Um what that is is uh so
  2347. 1:51:24across the state there's extra revenue
  2348. 1:51:27dispersed um and it's given based on uh
  2349. 1:51:31need
  2350. 1:51:33and in the past the village has scored I
  2351. 1:51:36don't know if you'd want to say high or
  2352. 1:51:37low depending on what you're looking at
  2353. 1:51:38there but we did not have we had a very
  2354. 1:51:41big need so our um our cost share from
  2355. 1:51:45the state would uh compensate for that
  2356. 1:51:48well Um, now that we've gone enough tax
  2357. 1:51:51years, Ford officially closed in 22 and
  2358. 1:51:55when they decommissioned the plant and
  2359. 1:51:57pulled out all of that personal
  2360. 1:51:59property, they in decommissioning the
  2361. 1:52:02plant um no longer uh
  2362. 1:52:07could get their uh that would get any
  2363. 1:52:09tax exemption. So then all of that
  2364. 1:52:11personal property came back onto our tax
  2365. 1:52:13roles. So, what used to be
  2366. 1:52:18about a half a million dollars in
  2367. 1:52:19personal property
  2368. 1:52:23is now at 14 million. So, what we used
  2369. 1:52:26to have a big need and get a big share
  2370. 1:52:28of the pie from the state, well, now we
  2371. 1:52:30all of a sudden have 14 million and the
  2372. 1:52:32state looks at and goes, "Well, now you
  2373. 1:52:34don't need big piece of the pie." Um, to
  2374. 1:52:36the tune of $500,000.
  2375. 1:52:40However, we get to tax that $14 million.
  2376. 1:52:43So we recoup about 200 of it. So that's
  2377. 1:52:46where we end up with the about $300,000
  2378. 1:52:49loss. And that is in this current budget
  2379. 1:52:52that ends at the end of June. We needed
  2380. 1:52:55to find an extra $300,000. And that is
  2381. 1:52:58perpetually going forward until
  2382. 1:53:01something is figured out at that
  2383. 1:53:02property and moves in and we
  2384. 1:53:05get to start recouping taxes. Um so that
  2385. 1:53:09is a major hit to our budget to um
  2386. 1:53:14to everything going forward and then um
  2387. 1:53:18I don't know if you wanted to speak to
  2388. 1:53:21Yeah. Um
  2389. 1:53:25so when I came on board uh one of the
  2390. 1:53:28things I had found
  2391. 1:53:30uh the previous administration
  2392. 1:53:34uh
  2393. 1:53:36excluded a new employee at the time from
  2394. 1:53:39the pension. They are due a pension. You
  2395. 1:53:42cannot do that coming from the financial
  2396. 1:53:45realm. Orisa doesn't cover uh public but
  2397. 1:53:50there are a lot of public laws that
  2398. 1:53:52mimic private entity laws like NLR parah
  2399. 1:53:57mimics the NLR for the way unions are
  2400. 1:54:01governed and um the pension act within
  2401. 1:54:06the state mimics Orisa and what Orisa
  2402. 1:54:08states is if you are uh entitled to it
  2403. 1:54:12you cannot be denied it.
  2404. 1:54:15um they were wholly denied and then it
  2405. 1:54:18wasn't
  2406. 1:54:20until about two years later before this
  2407. 1:54:22board
  2408. 1:54:24uh uh modified
  2409. 1:54:28what um the qualified uh hours were for
  2410. 1:54:33pension which means they are beholden to
  2411. 1:54:35the original
  2412. 1:54:37and they were entitled it's an
  2413. 1:54:40entitlement that they were um
  2414. 1:54:44I mean they they do it and um
  2415. 1:54:48unfortunately
  2416. 1:54:50it's just is what it is. Um they've been
  2417. 1:54:54great in this all I mean because this is
  2418. 1:54:57a when I came into office it was brought
  2419. 1:54:59to my attention to ask me to look into
  2420. 1:55:01it um with getting into office and doing
  2421. 1:55:05all the things looking into it and then
  2422. 1:55:07when Jamie came into office I asked him
  2423. 1:55:09to this needs to get figured out uh
  2424. 1:55:11because it was not getting figured out.
  2425. 1:55:13Um, so that's where you'll see your
  2426. 1:55:15amendment there on the first page under
  2427. 1:55:16village hall and grounds.
  2428. 1:55:19Now, we can go after the bond the
  2429. 1:55:23previous administration, but it's going
  2430. 1:55:25to be maybe 40% of it something. Um, but
  2431. 1:55:30yeah, it's
  2432. 1:55:32we had an a employee
  2433. 1:55:35came in current at that current time,
  2434. 1:55:37they were they didn't meet the hours
  2435. 1:55:40worked. No, they did. No, they did. They
  2436. 1:55:42did meet the qualifications and they
  2437. 1:55:43were they met them then or they met them
  2438. 1:55:46after they met them amended. They met
  2439. 1:55:48them then. Okay. The way you were I
  2440. 1:55:51thought you said we then changed it a
  2441. 1:55:53couple. No, you guys the the village did
  2442. 1:55:54change it but they're still on the old
  2443. 1:55:58because
  2444. 1:55:59it it wasn't reflected correctly before
  2445. 1:56:01even though it was changed. Yes. Okay,
  2446. 1:56:03that makes more sense. Yeah, we've we
  2447. 1:56:06have looked at this all the different
  2448. 1:56:08ways. um asked all the questions seeing
  2449. 1:56:10if we could come at it from a different
  2450. 1:56:12angle and it's not legally allowed. Um
  2451. 1:56:15so unfortunately that this is where
  2452. 1:56:17we're at with that too. And
  2453. 1:56:18unfortunately uh public pensions unlike
  2454. 1:56:22in in the private realm you can buy out
  2455. 1:56:24pensions public you can't because we
  2456. 1:56:26even looked at that well what if we just
  2457. 1:56:28give a lump sum buyout into their uh
  2458. 1:56:31defined contribution just make amends
  2459. 1:56:33that way and they were open to it.
  2460. 1:56:35They're like yeah I mean it's because
  2461. 1:56:37they didn't they don't want to hurt the
  2462. 1:56:39village either. Um, you know, this is
  2463. 1:56:42not a a a
  2464. 1:56:44measure to hurt us by any means, but at
  2465. 1:56:46the same time, I get where they're at.
  2466. 1:56:48And it took MS this has been
  2467. 1:56:51we've asked them for an actuarial, it's
  2468. 1:56:53taken them I I feel like over six months
  2469. 1:56:55to get this since October
  2470. 1:56:59figuring this out. This is a significant
  2471. 1:57:01amount of money. H how far?
  2472. 1:57:052019.

  2493. 1:57:56This is based on manufacturing and there
  2494. 1:57:58is no active manufacturing going on
  2495. 1:58:00there. So this is all taxation from
  2496. 1:58:03manufacturing. In December 22, Ford
  2497. 1:58:05Motor Company closed their Romeo engine
  2498. 1:58:07plant.
  2499. 1:58:09Ford Motor Company filed the recision of
  2500. 1:58:10their eligible manufacturing personal
  2501. 1:58:12property exemption in tax year 2024.
  2502. 1:58:16Um,
  2503. 1:58:18so if someone else is leasing,
  2504. 1:58:21then they should be filing. Yeah. Yeah.
  2505. 1:58:25We would get that money back depending
  2506. 1:58:27and that was based on the scale they
  2507. 1:58:29were at at that time. So if if you get
  2508. 1:58:31that place at 100% capacity, it's based
  2509. 1:58:35on the scale of manufacturing. I believe
  2510. 1:58:37that that tax, which is all the more
  2511. 1:58:39reason why, you know, as a board,
  2512. 1:58:44it would it would behoove this board to
  2513. 1:58:48reach out to uh the county executive and
  2514. 1:58:52his team to see what their plans are for
  2515. 1:58:54us because I know uh president and I
  2516. 1:58:56have I've moved this on to them. Um JP,
  2517. 1:59:00they're looking to see if there's
  2518. 1:59:02anything at the state level, anything
  2519. 1:59:03that they can see and find to help us
  2520. 1:59:06recoup some of these losses in the this
  2521. 1:59:08year in the continuing years. Plant

  2524. 1:59:17and they have no suggestions.

  2560. 2:01:17decision um, and where we want to go
  2561. 2:01:21with this. Uh, so I threw in here just
  2562. 2:01:24some of the background, how we got here,
  2563. 2:01:26where we were with the roads, the stuff
  2564. 2:01:29um,
  2565. 2:01:31for all of us to kind of refresh our
  2566. 2:01:33memories here.
  2567. 2:01:36Um,
  2568. 2:01:38was on the ballot. We did go out for the
  2569. 2:01:404.59.
  2570. 2:01:42It did pass. The improvements have been
  2571. 2:01:45done and the money has been used. We
  2572. 2:01:48have even used extra.
  2573. 2:01:51We cannot fund the rest of the roads on
  2574. 2:01:53our own with what we do have and hearing
  2575. 2:01:56where we're at
  2576. 2:02:00with all this information. Um,
  2577. 2:02:05want the council to think about what we
  2578. 2:02:07want to do. I did ask
  2579. 2:02:11I did ask the count or not the county um
  2580. 2:02:13Washington Township um what that would
  2581. 2:02:16look like if we put something on the
  2582. 2:02:17ballot. Are we putting a bond out for
  2583. 2:02:19the roads? Are we doing um mills for
  2584. 2:02:22public safety? Like where are we getting
  2585. 2:02:24this from? We would need the language by
  2586. 2:02:27August, approved by August. Um she did
  2587. 2:02:31say that at this point, Miss uh Clark
  2588. 2:02:34Brown, that there is no nothing on the
  2589. 2:02:36ballot. So, we would have to fully fund
  2590. 2:02:38that election ourselves. Um, and we
  2591. 2:02:42would get that bill after. So, I can't I
  2592. 2:02:44couldn't even give you a guesstimate as
  2593. 2:02:46what the cost is. So, unless somebody
  2594. 2:02:48else or something else jumps on a
  2595. 2:02:50ballot, we would be on the hook for that
  2596. 2:02:52election or that vote. Can we wait then
  2597. 2:02:56until there is something? You could you
  2598. 2:02:58could wait till the next year and then
  2599. 2:02:59you can still I mean
  2600. 2:03:02I mean that's that's a cost and we'd
  2601. 2:03:05have to have basically everything ready.
  2602. 2:03:07by next month's meeting, right? Yep. And
  2603. 2:03:10um which is doable, but think about it.
  2604. 2:03:13We're losing over
  2605. 2:03:15by your contract over 300. Now Ford,
  2606. 2:03:19another 300. So there's 600 more that
  2607. 2:03:22will be coming out of this next budget.
  2608. 2:03:24And when we looked at the budget, we
  2609. 2:03:25could only even make a couple more years
  2610. 2:03:27like that.
  2611. 2:03:29What what was the estimated cost of on
  2612. 2:03:34the election herself?
  2613. 2:03:36She says she would send a bill when it
  2614. 2:03:38was done.
  2615. 2:03:40We looked at it in the past.

  2617. 2:03:45ago. I thought it was

  2622. 2:04:00needed to now, especially now without um

  2652. 2:05:14and the idea of it, but at the end of
  2653. 2:05:16the day, this is what we are here for as
  2654. 2:05:17the council. We need to make decisions.

  2656. 2:05:22ballot, it can be done, and that that is
  2657. 2:05:24where their voice is heard is at the
  2658. 2:05:26ballot. Um, at the ballot box, and
  2659. 2:05:29granted, yes, we do have the potential
  2660. 2:05:31that we're going to have to foot the
  2661. 2:05:32bill for that, but then we will know
  2662. 2:05:34their answer. Um, but we wait.
  2663. 2:05:38You're not just looking at one year
  2664. 2:05:39behind. You're looking at two because by
  2665. 2:05:40the time you're on next November's
  2666. 2:05:41ballot, that doesn't come. You don't
  2667. 2:05:44recoup those taxes till the next
  2668. 2:05:48um budget year. Is this is this accurate
  2669. 2:05:51dating? I mean, I know.

  2699. 2:07:11didn't know what was going on with it.

  2701. 2:07:16so this I mean, people want their roads
  2702. 2:07:20done. They do. Um, they have to what
  2703. 2:07:23that comes with, good, bad, everything.
  2704. 2:07:30So, everything that we have done to date
  2705. 2:07:34has been paid out. It looks like we've
  2706. 2:07:36paid a very large sum recently. So,
  2707. 2:07:38we're completely paid out. We do still
  2708. 2:07:41have retainage because that will be held
  2709. 2:07:42on for at least a little bit longer.
  2710. 2:07:45Okay. There. But you're talking 20 to
  2711. 2:07:4830. Not a huge. Yeah. I mean, still
  2712. 2:07:52huge, but not
  2713. 2:07:55this kind of huge. What What is What are
  2714. 2:07:57the markings on the pavement
  2715. 2:08:00with the RNR and the That's what needs
  2716. 2:08:02to be fixed. And that's costing us
  2717. 2:08:05nothing.
  2718. 2:08:07We haven't we haven't gotten that far
  2719. 2:08:09yet, but it shouldn't. That's part of
  2720. 2:08:10what retainage does is that we don't pay
  2721. 2:08:13out until the work is done and that can
  2722. 2:08:16be withheld to pay for those fixes.
  2723. 2:08:19That's what that the pink RNR is remove
  2724. 2:08:21and replace. That's what I Yeah, that's
  2725. 2:08:23what I figured, but I don't want to
  2726. 2:08:24assume. Okay. And then you'll see the
  2727. 2:08:27other colors around just they're
  2728. 2:08:28identifying and that's where at the end
  2729. 2:08:30there might be no retainage left to even
  2730. 2:08:32get back because that is the cost of
  2731. 2:08:33what that fix is.
  2732. 2:08:36But we haven't gotten that far yet.

  2785. 2:11:04wast your wastewater plant is a need.
  2786. 2:11:08But if we could wait and get this on an
  2787. 2:11:11election where we don't have to pay
  2788. 2:11:14I think that would I think that would be
  2789. 2:11:16a good way to go.
  2790. 2:11:19I would just caution you that's two
  2791. 2:11:20years down the road for your budget
  2792. 2:11:21where it's currently sitting at and it's
  2793. 2:11:23I understand um and if we're already
  2794. 2:11:26saying we don't have money but we're
  2795. 2:11:27going to spend money to go ask for more
  2796. 2:11:29money like I I get it but the amount
  2797. 2:11:31that we're going to spend that we're
  2798. 2:11:33going to lose waiting could be
  2799. 2:11:35detrimental. You're talking about the
  2800. 2:11:37roads or the No, the the the actual
  2801. 2:11:39needs the needs. Oh yeah, I was talking
  2802. 2:11:41about the roads. So if we get on that

  2847. 2:13:41single year. The way I heard it is you
  2848. 2:13:43can do it for any amount of years in any
  2849. 2:13:46percentages you want to do it. Yeah. And
  2850. 2:13:49then take so we can take something to
  2851. 2:13:52the vote of the people because Danielle
  2852. 2:13:54did say when she was here they pass it
  2853. 2:13:56people pass it yearly with their budget.

  2957. 2:18:32be nice to have and
  2958. 2:18:35just to do the due diligence. I think
  2959. 2:18:37that would be a good idea. But we did on
  2960. 2:18:38the other so we might as well do it on

  2987. 2:19:57and everything and you're turning it
  2988. 2:19:58into. So, to me, it should be a
  2989. 2:20:00non-starter that should have been voted
  2990. 2:20:02no long ago. But the other thing too,
  2991. 2:20:05and I know that a lot of people know how
  2992. 2:20:07I feel about the pileop and I felt about
  2993. 2:20:09the parking, the pileop is the most
  2994. 2:20:10feckless idea I've ever heard in my
  2995. 2:20:12life. Unless you're paying and getting a
  2996. 2:20:15deed space for what you're paying for
  2997. 2:20:19payment and little parking, we should
  2998. 2:20:21just get rid of it. It's just to me it's

  3010. 2:20:50constantly wondering about is what
  3011. 2:20:52direction does this board see for the
  3012. 2:20:54village? What do we want to see our
  3013. 2:20:57village to look like?
  3014. 2:20:59and you have the pleasure of trying to
  3015. 2:21:02stop the ever growing snowball from
  3016. 2:21:04rolling down the hill from our finances
  3017. 2:21:07and you're put in a position where
  3018. 2:21:08you're going to have to make some
  3019. 2:21:09aggressive decisions. But it's time that
  3020. 2:21:11we start making some decisions. There's
  3021. 2:21:14been creative solutions that been
  3022. 2:21:16proposed to you to generate the revenue
  3023. 2:21:18that plant Moran says that you need to
  3024. 2:21:21generate to overcome these obstacles.

  3028. 2:21:37similar to what Zach said, um we've sat
  3029. 2:21:41here for two hours.
  3030. 2:21:43There's about 11 things on your agenda
  3031. 2:21:46and you've essentially approved some
  3032. 2:21:48dates and some of you have voted no on
  3033. 2:21:51things that you continue to vote no on
  3034. 2:21:53and there's no solution or discussion on
  3035. 2:21:56why or what you want to do. So for us
  3036. 2:22:00residents and some of us sitting on
  3037. 2:22:01other boards, it would be really helpful
  3038. 2:22:03if you could give some feedback as to
  3039. 2:22:06why you're voting no and not just
  3040. 2:22:08continuing to vote no so we can really
  3041. 2:22:10start moving this village forward
  3042. 2:22:12because it's exhausting. It's exhausting
  3043. 2:22:15talking to other communities that watch
  3044. 2:22:17your guys' meetings and they're like,
  3045. 2:22:20"What are we doing? What are you guys
  3046. 2:22:23trying to do?" There is no end game. It
  3047. 2:22:26always feels like a game up here of
  3048. 2:22:29boycotting and not moving anything
  3049. 2:22:31forward and it's really frustrating as a
  3050. 2:22:35resident. So, I'm asking let's work
  3051. 2:22:38together, make some suggestions. If you
  3052. 2:22:41don't like something, make some
  3053. 2:22:43suggestions so we can move forward,
