  1. 0:04I were to ask you what you thought the
  2. 0:06environmental impact of this bill is
  3. 0:08going to be what would you say what
  4. 0:10would your assessment be now this this
  5. 0:11is clearly an environmental catastrophe
  6. 0:13there is no two ways about it uh and all
  7. 0:17I would say is that in terms of the
  8. 0:19estimates the initial rate was a
  9. 0:21government estimate these rates are a
  10. 0:23government estimate but you're you're
  11. 0:26upping your assessment now to
  12. 0:27environmental
  13. 0:28catastrophe it's clear I mean it is
  14. 0:31clear that we are dealing with a very
  15. 0:34significant
  16. 0:36environmental crisis and
  17. 0:43catastrophe I think the environmental
  18. 0:45impact of This Disaster is like to have
  19. 0:46been very very modest it's impossible to
  20. 0:49say and we will Mount as part of the
  21. 0:52aftermath a very
  22. 0:54detailed environmental assessment as we
  23. 0:57go forward we're going to do that with
  24. 1:00some of the science institutions in the
  25. 1:02uh in the US but all everything we can
  26. 1:05see at the moment suggests that the
  27. 1:07overall environmental impact of this
  28. 1:09will be very very modest uh the reality
  29. 1:12is that the extent of the cooperation
  30. 1:14that is taking place between ourselves
  31. 1:17and all of the federal agencies I think
  32. 1:20will be seen as a textbook example of
  33. 1:22how to do an emergency
  34. 1:28response but according to the
  35. 1:30occupational safe and safety and health
  36. 1:32administration their statistics show
  37. 1:34that BP has had hundreds of safety
  38. 1:36violations in the past three years at
  39. 1:38its refineries OSHA is proposing $87
  40. 1:41million in fines against BP that's a
  41. 1:44record and the deputy assistant
  42. 1:45Secretary of Labor for OSHA Jordan barab
  43. 1:48says that BP has a quote systemic safety
  44. 1:52problem all I can say is since I've been
  45. 1:54in this job three for three years I have
  46. 1:56focused remorselessly on safe and
  47. 1:59reliable operation we've made
  48. 2:00significant organizational changes
  49. 2:03changes to our processes changes to
  50. 2:05people and changes to our
  51. 2:08culture and of course you can never do
  52. 2:16enough uh we failed to recognize we're
  53. 2:18an operating company we had too many
  54. 2:20people that did not understand what it
  55. 2:23took to run operations we had too many
  56. 2:26shallow generalists people who knew a
  57. 2:29lot about not very much but not a lot
  58. 2:32about specific
  59. 2:33areas we had too many people that were
  60. 2:36working to save the world we sort of
  61. 2:38lost track of the fact that our primary
  62. 2:41purpose in life is to create value for
  63. 2:43our shareholders how you do that you
  64. 2:45need to take care of the world but our
  65. 2:47primary purpose in life was not to save
  66. 2:49the world
