  1. 0:01It is better to be in debt than occupied
  2. 0:02.
  3. 0:08Who said that?
  4. 0:09You said that, Mr. Chairman Kaczyński.
  5. 0:15But one must be a patriot not only when
  6. 0:17in power.
  7. 0:20This means we cannot lose a single day
  8. 0:22in rearming the Polish military.
  9. 0:28Crazy Antek, where are they, where are
  10. 0:30the Caracals?
  11. 0:32Where are they, where are the Mistrals
  12. 0:34for 1 €?
  13. 0:37Where is the evidence for the Smoleńsk
  14. 0:39attack?
  15. 0:44I would be very pleased if you left a
  16. 0:46like.
  17. 0:47It is a great support for my channel.
  18. 0:49Thanks in advance. Mr.
  19. 0:50>> Speaker,
  20. 0:53distinguished chamber,
  21. 0:58barely two weeks ago I stood at this
  22. 1:00rostrum, delivering the annual
  23. 1:02exposition of the Minister of Foreign
  24. 1:04Affairs.
  25. 1:08Even then, I described the situation
  26. 1:10around our borders and in the world as
  27. 1:12serious.
  28. 1:18The United Nations system is wilting,
  29. 1:20the world of norms and international law
  30. 1:23is collapsing, and within the West, we
  31. 1:25have serious cracks.
  32. 1:33Since then, in just two weeks, the
  33. 1:35situation has become not just serious,
  34. 1:37but critical.
  35. 1:42We have another war.
  36. 1:45in which soldiers of our most important
  37. 1:47ally, the United States, are dying.
  38. 1:52We have a war in which the territory of
  39. 1:55our treaty allies is being attacked.
  40. 2:01Missiles and drones are flying into the
  41. 2:03territory of Turkey and Cyprus.
  42. 2:09The ammunition stockpiles of our
  43. 2:10greatest ally are being depleted.
  44. 2:17At the same time, the war in Ukraine
  45. 2:19continues and we still do not know who
  46. 2:21will win, but we know it poses a threat
  47. 2:23to Poland because Russian drones are
  48. 2:26flying over Polish skies.
  49. 2:33Russia is blowing up our railway tracks
  50. 2:35, and if Russia wins, it will reach our
  51. 2:38border.
  52. 2:44>> And by the end of the decade, some
  53. 2:46experts and military officials worry
  54. 2:48about the possibility of a confrontation
  55. 2:50between the United States and the
  56. 2:52People's Republic of China over Taiwan.
  57. 2:59If that were to happen, the resources of
  58. 3:01our greatest ally would be diverted
  59. 3:03there, and there would be even less here
  60. 3:05.
  61. 3:08What does this mean?
  62. 3:12It means we cannot lose a single day in
  63. 3:14rearming the Polish military.
  64. 3:22Not starting next year or the year after
  65. 3:24, but today.
  66. 3:27Just, just acts
  67. 3:29>> are being adopted
  68. 3:32>> on what we do, perhaps the future, the
  69. 3:34future fate of our country depends
  70. 3:40agreed.
  71. 3:42On this
  72. 3:45history will judge us by the decisions
  73. 3:47we make.
  74. 3:51back when my predecessor
  75. 3:55>> Could you calm these people down?
  76. 3:57>> I am afraid not.
  77. 4:01>> Crazy Antek, where are they, where are
  78. 4:03the Caracals?
  79. 4:05Where are they, where are the Mistrals
  80. 4:07for 1 EUR?
  81. 4:11Where is the evidence for the Smoleńsk
  82. 4:12attack?
  83. 4:20My predecessor
  84. 4:23Minister Józef Beck,
  85. 4:26when
  86. 4:31he concluded a treaty with Great Britain
  87. 4:33in 1939, he went to London and also
  88. 4:35negotiated a British military loan for
  89. 4:37Poland there.
  90. 4:43It was not in zlotys; it was in pounds.
  91. 4:50I do not know what the interest rate was
  92. 4:51, but I know that he did not want to
  93. 4:53destroy Poland's sovereignty with this
  94. 4:55loan, but to save it.
  95. 5:05And the problem with that loan was not
  96. 5:07that it was in pounds and had interest,
  97. 5:09but that the equipment purchased with
  98. 5:10that money did not reach Poland.
  99. 5:19And today the dilemmas are similar.
  100. 5:24Italy, governed by the right, is
  101. 5:26entering the Sejf program.
  102. 5:31Does Ms. Giorgia Meloni want to put
  103. 5:33Italy under the German boot?
  104. 5:36Do you really believe that?
  105. 5:40Does Prime Minister Viktor Orbán, your
  106. 5:42ideological ally, want to put Hungary
  107. 5:44under the German boot?
  108. 5:47Do you really believe that?
  109. 5:53>> Ukraine, fighting for its freedom, has a
  110. 5:55similar dilemma.
  111. 5:58The Minister said it is good that we are
  112. 6:00supporting Ukraine.
  113. 6:02But how are we supporting it?
  114. 6:04So, Ukraine has the following dilemma:
  115. 6:09is it better to go into debt, or is it
  116. 6:11better to have weapons?
  117. 6:15And the answer to this question was
  118. 6:17already given in this chamber.
  119. 6:21It was given on June 21st,
  120. 6:272022, during the debate on the Homeland
  121. 6:29Defense Act, under our competitors '
  122. 6:32administration.
  123. 6:37Back then, there was also talk about
  124. 6:39whether a foreign currency loan to buy
  125. 6:41Korean tanks was too expensive.
  126. 6:45And the answer was given.
  127. 6:50An important politician wisely said—and
  128. 6:53I agree with him—I quote: "It is better
  129. 6:55to be in debt than to be occupied."
  130. 7:05Who said that?
  131. 7:06You said that, Mr. Chairman Kaczyński.
  132. 7:12But you have to be a patriot not only
  133. 7:14when you are in power. Thank you.
  134. 7:18>> Mr. Speaker, wait a moment.
  135. 7:20You will be able to shout in a moment.
  136. 7:22It will be about you, too.
  137. 7:25After the speech by Deputy Prime
  138. 7:26Minister Władysław Kosiniak-Kamysz, let
  139. 7:28us now talk briefly about civil
  140. 7:30protection and civil defense.
  141. 7:33About what we managed to do in three
  142. 7:34years and what we managed to improve
  143. 7:36after the mess, after the wasteland you
  144. 7:38left us.
  145. 7:41But we will start with this, because the
  146. 7:43same arguments keep coming up here: why
  147. 7:45were SMS alerts not sent regarding the
  148. 7:47emerging threat?
  149. 7:49So, I will repeat it once more: it is
  150. 7:51the experts at the RGC who decide which
  151. 7:53notification tool should be used for
  152. 7:55danger. Why?
  153. 7:58Because they know exactly what the
  154. 7:59dynamics of that event are.
  155. 8:03And yes, the siren system we are
  156. 8:05building—more on what you did in this
  157. 8:07regard in a moment—is the fastest way to
  158. 8:09inform people.
  159. 8:12From the moment information appeared
  160. 8:14that a threat was coming, it took about
  161. 8:166 minutes to activate the sirens in the
  162. 8:18districts.
  163. 8:22Compare these numbers with the
  164. 8:23equivalents in other European countries
  165. 8:25and you will understand how quickly and
  166. 8:27efficiently this system worked.
  167. 8:31Did everything work as
  168. 8:33>> perfectly as possible? Of course not.
  169. 8:37And we have said many times that this is
  170. 8:39the difference between us and you: we
  171. 8:41will draw conclusions.
  172. 8:46Every such situation, every such
  173. 8:48incident will lead to the modification
  174. 8:50of procedures, including the
  175. 8:52modification of the SPO 13 procedure.
  176. 8:57You, Minister Błaszczak, you, Minister
  177. 9:00Ociepa, should know this procedure.
  178. 9:04You know exactly, and you should also
  179. 9:06know what it looked like during your
  180. 9:07time.
  181. 9:09In your time, even if a missile flew
  182. 9:11across the entire country, not a single
  183. 9:13siren in Poland would have wailed.
  184. 9:16Do you know that?
  185. 9:18>> Please do not insult the soldiers of the
  186. 9:20Polish Army.
  187. 9:20>> But I am talking now about
  188. 9:22>> they were tracking this missile.
  189. 9:24>> And now, Minister, I mean, because I
  190. 9:26don't know if you all heard, the former
  191. 9:28Minister of National Defense in the PiS
  192. 9:30government.
  193. 9:32How many years were you that minister?
  194. 9:36For some six years, he hasn't been able
  195. 9:38to distinguish the civil component of
  196. 9:40public protection from what the military
  197. 9:42does. Shame. Don't embarrass yourself
  198. 9:44any further.
  199. 9:48>> And now let's talk a bit about what has
  200. 9:50been achieved regarding public
  201. 9:51protection and what we inherited.
  202. 9:54So, first, a brief diagnosis of the
  203. 9:56situation.
  204. 9:58What did public protection look like
  205. 9:59under the PiS government?
  206. 10:02Actions taken by PiS.
  207. 10:04Erasing public protection and civil
  208. 10:06defense from the Polish legal order.
  209. 10:09That is a fact.
  210. 10:12You voted for it, you prepared such a
  211. 10:13draft bill, and you removed the head of
  212. 10:15civil defense from Polish legislation.
  213. 10:20>> I don't know if you did it out of
  214. 10:22stupidity, ignorance, or if you simply
  215. 10:23forgot about it.
  216. 10:25Mr. Błaszczak, you can address this,
  217. 10:27because you were the one who prepared
  218. 10:29the law that did this.
  219. 10:30You erased it completely.
  220. 10:32What were your next ideas?
  221. 10:34Today you scream that there were no RCB
  222. 10:36text alerts, but you wanted to,
  223. 10:39>> you wanted to liquidate the RCB. You
  224. 10:41said that the RCB was unnecessary. And
  225. 10:43what was the alternative to the RCB
  226. 10:45supposed to be?
  227. 10:47Transferring the positions to Prime
  228. 10:48Minister Morawiecki's office. Directly
  229. 10:50to the Chancellery. What for?
  230. 10:54To hire a few cronies there who don't
  231. 10:56have the faintest idea what crisis
  232. 10:57management is.
  233. 11:02Well, now, another issue.
  234. 11:06The alarm siren system.
  235. 11:09Do you realize?
  236. 11:11Maybe you don't know, maybe no one told
  237. 11:14you, that if a situation analogous to
  238. 11:16yesterday's had occurred 3 years ago,
  239. 11:18nationwide there were roughly 2,000
  240. 11:19sirens ready to be activated in a
  241. 11:21digital version.
  242. 11:24You led to such a collapse.
  243. 11:28We are building this system so that
  244. 11:29within the coming months, all sirens in
  245. 11:31Poland will be integrated into one
  246. 11:33comprehensive system.
  247. 11:35And we have already done so. I answer
  248. 11:38you: four times as many sirens
  249. 11:39integrated in digital version compared
  250. 11:41to your times. We did that, we succeeded
  251. 11:44in that.
  252. 11:45If you think that's little, I sincerely
  253. 11:47congratulate you.
  254. 11:51Um, we can also talk, because you talk a
  255. 11:53lot about how smoothly information must
  256. 11:55flow.
  257. 11:58Only in your time, and this is not a
  258. 12:00politician of the current ruling
  259. 12:01coalition saying this, but the Supreme
  260. 12:03Audit Office when assessing your
  261. 12:05government.
  262. 12:09>> You caused, you led to a situation where
  263. 12:11most district police headquarters, fire
  264. 12:14stations, or crisis management centers
  265. 12:16at the provincial level were not
  266. 12:18connected to
  267. 12:22special communications. Are you
  268. 12:23surprised? I was also surprised when I
  269. 12:26saw it.
  270. 12:27These are the conclusions of the Supreme
  271. 12:29Audit Office's inspection and that is a
  272. 12:31fact.
  273. 12:33We will make sure it happens.
  274. 12:35Coverage is already over 60%, and all
  275. 12:37county fire department and police
  276. 12:39headquarters have access to secure
  277. 12:41government communication, but we will
  278. 12:44ensure 100%coverage, and it will remain
  279. 12:46with the RCB—the one you wanted to
  280. 12:48dismantle—and we will ensure that 100%
  281. 12:51of the country's territory is covered by
  282. 12:53special communications.
  283. 12:56I will tell you more, we will not only
  284. 12:58have communications
  285. 13:02based on radio, but we will also build a
  286. 13:04Polish Iris Square constellation that
  287. 13:06will provide satellite communications.
  288. 13:10These are the things we are actually
  289. 13:12doing.
  290. 13:14Yesterday, the SPO-13 procedure worked.
  291. 13:19All its features, all its designated
  292. 13:21criteria were met.
  293. 13:25However, obviously, obviously, Mr.
  294. 13:27Błaszczak, Mr., Mr. Błaszczak, if you
  295. 13:30want to talk about, if you want to
  296. 13:32discuss missiles flying over Poland, I
  297. 13:34would be a little more careful if I were
  298. 13:37you.
  299. 13:40You didn't notice a missile for half a
  300. 13:42year because you couldn't even read a
  301. 13:44classified memo.
  302. 13:47Are you aware of that?
  303. 13:48>> Why wasn't it shot down?
  304. 13:50I provided the appropriate weapons
  305. 13:52>> and now, let's talk about what you
  306. 13:54provided. A few months ago in this
  307. 13:56chamber, we also had the opportunity to
  308. 13:58discuss the development of systems for
  309. 14:00services under the Ministry of the
  310. 14:01Interior and Administration. Minister
  311. 14:03Mroczek spoke about this from this
  312. 14:05podium.
  313. 14:07He spoke about anti-drone systems,
  314. 14:09systems integrated with military systems
  315. 14:12, and systems for warning of
  316. 14:13low-altitude violations of our border.
  317. 14:18We said that this system, the first
  318. 14:20cluster of such a system, had already
  319. 14:22been launched from savings we managed to
  320. 14:24generate in the ministry, but that we
  321. 14:26needed additional funds under the SAFE
  322. 14:28program.
  323. 14:31We said then that we want to secure our
  324. 14:33border 100%.
  325. 14:34How did you vote on SAFE?
  326. 14:36Why did you block SAFE money for Polish
  327. 14:39police officers, the Polish Border Guard
  328. 14:41, and the Polish SOP? Why? Why did you
  329. 14:44rob Polish officers of this?
  330. 14:46There is a European anti-ra.
  331. 14:50This is the whole truth about what we
  332. 14:52inherited from you.
  333. 14:55>> Calmly, day by day, regardless of your
  334. 14:58crying,
  335. 15:01regardless of your lies, we will build a
  336. 15:03civil protection system.
  337. 15:08Yes, it will take at least a few more
  338. 15:10years to complete all modules of this
  339. 15:12system, because these modules also
  340. 15:15include places of protection, shelters,
  341. 15:17bunkers—things you had no, no clue about
  342. 15:20.
  343. 15:22You completely erased it from Polish
  344. 15:24legislation, and we brought it back and
  345. 15:26are now implementing it. 34 billion
  346. 15:28zlotys for civil protection over two
  347. 15:31years, and another five-year program is
  348. 15:33coming soon. We did that.
  349. 15:35Not you, because you liquidated civil
  350. 15:37protection, and that is the brutal truth
  351. 15:40about it.
  352. 15:43So today, if you have the nerve to say
  353. 15:45that something regarding civil
  354. 15:46protection didn't work yesterday, I want
  355. 15:48to tell you that in your time, there
  356. 15:50would have been absolutely nothing there
  357. 15:52.
  358. 15:55We will draw conclusions, and to be
  359. 15:57clear, I want to say this with full
  360. 15:59responsibility.
  361. 16:02Even though the alarm system is designed
  362. 16:05so that the same method triggers an
  363. 16:07alarm as cancels it, we have already
  364. 16:09decided that after every cancelled alarm
  365. 16:11, RCB text messages will be sent out.
  366. 16:17Within the next few months, we will
  367. 16:19launch systems you didn't even think
  368. 16:21about.
  369. 16:23We will launch broadcast systems for
  370. 16:25notification purposes. We will launch
  371. 16:28notifications in the mObywatel app, and
  372. 16:29it’s not that we’re doing it because of
  373. 16:32yesterday's event, but because we have
  374. 16:33been working on it for many months.
  375. 16:36We want to do it right, we want to do it
  376. 16:38wisely, and I want it to be integrated
  377. 16:40with military systems so that it simply
  378. 16:42functions well. Why are we doing this?
  379. 16:45Because you didn’t do it.
  380. 16:48And now
  381. 16:51Mr. Macierewicz, bad,
  382. 16:53>> Mr. Macierewicz, you should deal with
  383. 16:55those tankers for a dollar. And now, at
  384. 16:57the very end, ladies and gentlemen,
  385. 17:00because
  386. 17:01it also came up today, especially in the
  387. 17:04statement by Mr. Fogiel.
  388. 17:06Yes, today we sent a link to the guide
  389. 17:08via an RCB alert, and I would do it
  390. 17:10again if anyone has doubts about whose
  391. 17:13decision it was.
  392. 17:14It was my decision.
  393. 17:17Yes, it was my decision. Do you know how
  394. 17:19we differ from you?
  395. 17:23It's that we have something to send via
  396. 17:26those RCB alerts, because we prepared
  397. 17:28this guide, because we developed this
  398. 17:30guide, and because we sent this guide in
  399. 17:32a printed version to every Polish home.
  400. 17:40And I am very glad, I am very glad that
