- 0:28Okay.
- 0:29>> Good evening everyone and welcome to the
- 0:32city of Kingston planning board meeting.
- 0:34Uh my name is Suzanne Kaggel. I'm the
- 0:36planning director for the city of
- 0:37Kingston. Uh before we start the
- 0:40meeting, I just have a few quick
- 0:41announcements that I want to go over. If
- 0:43you do have a cell phone, I'm just going
- 0:45to ask that you please put on silent. so
- 0:47that it doesn't interfere uh with any of
- 0:50the meeting discussion uh that's going
- 0:52on. Um I want to let everybody know that
- 0:56this meeting is being recorded and is
- 0:58being livereamed. So can you please be
- 1:00respectful of that. Uh if we have an
- 1:03emergency, we ask that you please use
- 1:05the stairs, not the elevator. If you
- 1:06need assistance, please ask us um and
- 1:09we'll help you. Uh the restrooms are
- 1:12through the chambers and on the opposite
- 1:14side. And as you go through, men's would
- 1:17be to the left, women's to the right,
- 1:19and if uh you have any conversations
- 1:22outside of those happening with the
- 1:25board, we just ask that you have them
- 1:27outside of the room uh so that you're
- 1:29not interfering with other discussions
- 1:31that are going on. With that, um I am
- 1:34going to turn it over to our standing
- 1:37chair, Matt Gillis, of this evening, to
- 1:39introduce the rest of the board members
- 1:42and staff that are presenting. Yeah.
- 1:44Well, good evening folks. Thank you. Um,
- 1:46so tonight we have planning board member
- 1:48Kairen Grande, uh, Vincent Archer, uh,
- 1:52Andrew Harris, and then Sue Kango, the
- 1:56planning director, Kyla Dbe, and then,
- 1:59uh, older person cats in the back.
- 2:03So,
- 2:05first item, uh, that the adoption of the
- 2:08September 22nd, 26th planning board
- 2:11meetings. Everyone's had a chance to
- 2:12review. Any additions, corrections?
- 2:17No. Motion to approve. Andrew Harris.
- 2:21All in favor?
- 2:23>> Second.
- 2:24>> I'll second. I
- 2:27>> All in favor? Okay, we are good. Uh we
- 2:31are going to shuffle a couple agenda
- 2:33items around just for efficiency this
- 2:36evening. Um
- 2:38back to it. Uh 409 East Chester Street.
- 2:43If you guys could come up to them.
- 2:49>> Yes. Thank you.
- 3:01Uh number 10. Yeah.
- 3:17Yeah, signing.
- 3:28>> Okay. Uh item 10 tonight, number 409
- 3:32East Chester Street. That's a major
- 3:34waiver request to increase the build to
- 3:37zone and decrease the rear yard setback.
- 3:40SPL48.75-9-1000
- 3:46uh seeker determination.
- 3:48That's
- 3:51>> it's type two.
- 3:52>> Type two. All right. Uh transex zone T3N
- 3:56ward 7 Winston and Tracy and Daly
- 3:59applicant owners.
- 4:02If you guys just quick intro for the
- 4:04record.
- 4:06>> I'm
- 4:08welcome.
- 4:10>> So you guys are seeking a building
- 4:12permit construction addition onto your
- 4:14home.
- 4:14>> Yes.
- 4:15>> Okay. Um
- 4:18so we have referred this to the uh
- 4:20zoning of horsemen. Uh two waiverss were
- 4:23identified due to the location of the
- 4:24addition. Just want to give us a quick
- 4:26overview of what you're looking to do.
- 4:29So the main thing that they wanted to do
- 4:31was put in a playroom. We're past the
- 4:33parents and um we have a nonverbal
- 4:39uh living room. We have him now for two
- 4:41years. Um he's artistic and he needs
- 4:46sensory input. So he's always moving
- 4:48jumping and the living room is about our
- 4:52current bedroom and there's no rest with
- 4:54us.
- 4:55>> Okay. So the main thing was to put in
- 4:57additional um playroom. Also my parents
- 5:00are living with us and the room they're
- 5:03now using is very small and my mom has
- 5:06arthritis. So we wanted to do a bigger
- 5:09room also. And so that's how we came up
- 5:13with the additions and then we decided
- 5:15to go one more room just in case if we
- 5:18have family members. So coming to visit
- 5:20stuff like that. Essentially what
- 5:23they're doing is they're following the
- 5:24current building form, you know, like
- 5:27the building lines versus having to
- 5:30bring it more towards the street which
- 5:33is a busy street and keeping it in line
- 5:36and just extending to the side.
- 5:38>> Yes.
- 5:45>> Okay.
- 5:46So where
- 5:48starting is ask the questions.
- 5:52>> So for our waiver checklist so board
- 5:56will go through these questions with a
- 5:58yes or no um to help make our
- 6:00determination. So the applicant has
- 6:03included a waiver request letter that
- 6:04clearly identifies and describes the
- 6:06waiver being proposed accompanied by
- 6:08plans and other vis visual
- 6:10representations that is applicable.
- 6:13>> Yes.
- 6:16Oh [clears throat] yes.
- 6:18>> Yes.
- 6:19>> Uh in their letter, the applicant
- 6:20describes in detail why the waiver is
- 6:23needed and how the waiver request is
- 6:25consistent with the intent, design, and
- 6:27compatibility of the transct zone in
- 6:29which the project is located.
- 6:32>> Yes. Yes.
- 6:37Will granting the waiver contribute to
- 6:39the realization of the overall intent of
- 6:41the transex zone that an approved
- 6:43project which will be an attractive
- 6:45durable contribution to the transex
- 6:47zone?
- 6:51>> Uh we have yes or no. Yes.
- 6:58>> Uh to support walkable neighborhoods
- 7:00andor mixeduse centers. The project
- 7:03emulates the neighborhood context for
- 7:05how far the building buildings relate to
- 7:08the sidewalk, how the saw is designated,
- 7:10and how the building interacts with the
- 7:12street.
- 7:15>> Yeah.
- 7:17>> Continuation.
- 7:21>> The project supports a green and
- 7:23resilient future. For example, by
- 7:25reducing vehicular miles traveled,
- 7:27providing green infrastructure and/or
- 7:28street trees and/or including
- 7:30highquality usable open space.
- 7:37Project supports incremental development
- 7:40patterns in its size and density and
- 7:42supports infill development or the reuse
- 7:44of existing buildings.
- 7:47>> Yeah. Yes. Yes, sir.
- 7:50The project supports the provision of a
- 7:52variety of housing types to support a
- 7:54range of income levels, age groups, and
- 7:56family units.
- 7:58>> Yep.
- 8:00>> The project specifies street design that
- 8:02is walkable, bikable, and will reinforce
- 8:04safe and comfortable environments for
- 8:07all users.
- 8:11>> Okay. So,
- 8:13>> looks like we're good for the waiver.
- 8:16>> Yep. Um so it is recogniz type two.
- 8:20>> Okay. This is a type two in seeker and
- 8:24then do we have to do a motion and
- 8:26>> yuction to approve the waiver.
- 8:28>> Who would like to make the motion?
- 8:30Andrew secondra.
- 8:32All in favor?
- 8:34>> I
- 8:34>> opposed.
- 8:36Passed.
- 8:40>> Thanks.
- 8:45Any questions? He's
- 8:5695 Wilson Avenue. Okay. He's come on up.
- 9:12>> Welcome. We can just get names for the
- 9:15record. Steve Schuma.
- 9:18Oh, they welcome.
- 9:24>> Okay.
- 9:26So, item 11, 95 Wilson Avenue, major
- 9:31waiver request to install a larger curve
- 9:33cut than permitted. Uh, SBL48.269-4-8.
- 9:40Seeker determination. Uh, it's typ.
- 9:43>> Yes.
- 9:43>> Okay. Transex zone T3N ward 6
- 9:48and a so pronunciation of your name
- 9:51>> I like the boom
- 9:53>> tweet and Steve Schoonmaker the
- 9:55applicant voters
- 9:58um the applicant is for a major waiver
- 10:00for section 405.16e3
- 10:03which limits the maximum curtain cut to
- 10:0610 ft for a single family home.
- 10:09Um remove the existing driveway to add a
- 10:12pool and fenced in yard. We're now
- 10:13looking to relocate the driveway to
- 10:15accommodate an off street space for the
- 10:17vehicles. Um, you guys just give us a
- 10:20quick overview.
- 10:22>> Sure. Um, we started this process a
- 10:25little over a year ago.
- 10:27Um, we installed the pool and we want to
- 10:30move the driveway 12 ft from the
- 10:32original area where it was.
- 10:36>> So, yeah, you see it was the driveway
- 10:38was kind of was more over towards the
- 10:40pool. So, we wanted to move the
- 10:42driveway. It would be if you were on
- 10:45Seavoy towards Wilson, about 12 feet
- 10:48over where Richland was. And, uh, you
- 10:52know, we're asking for reasonable
- 10:53accommodation because we'd have a adult
- 10:55son with autism.
- 10:57Um, we first initially applied for the
- 10:59permit. Um, they required us to get a
- 11:02survey, which we did do, but it's very
- 11:06confusing because
- 11:08in the emails we've had with the build
- 11:10code enforcement office,
- 11:13they said we didn't need a permit.
- 11:16And the DPW, we'd have to apply for a
- 11:19permit for them initially, which Mr.
- 11:22Kums came out I would say it was
- 11:24probably in June of last year and did a
- 11:27site survey and he said they see any
- 11:29issues with the driver beyond it wasn't
- 11:32as large as initial was you know where
- 11:34the driveway was to be moved and he
- 11:36didn't see a problem because it was from
- 11:38the curb it was 50 possibly fit the heat
- 11:40of the curbon Wilson
- 11:44um so we got a survey couldn't get a
- 11:46survey done until the beginning of this
- 11:48year and
- 11:50I am kind of dumbfounded why I had to
- 11:54even get a survey.
- 11:56Um it's contextual to the adjacent
- 11:59properties still have wise rocket waste.
- 12:02Some have been in recent years so it's
- 12:04not grandfathered. Some have been added
- 12:06on to consulted with some of the
- 12:08neighbors never had required to survey.
- 12:10But primarily, like I said, where we're
- 12:12doing the uh
- 12:14you know, alterations to our home is
- 12:16because of our our oldest son who's 23
- 12:18who has severe autism.
- 12:20>> And uh currently we're parked on the
- 12:22street and we haven't been able to do
- 12:24anything until we resolve this. And it's
- 12:26very unsafe.
- 12:28We, you know, for him to go out on the
- 12:30street because sometimes he they say,
- 12:32you know, getting in and out of the car,
- 12:34you know, century. Sometimes he he, you
- 12:37know, he has a little anxiety and
- 12:38everything. And we even actually had two
- 12:40letters thrown in our yard of complaints
- 12:43over the last, let's say, six months,
- 12:46you know, anonymous letters, you know,
- 12:47kind of really, you know, um, degrading
- 12:50us and stuff about your situation about,
- 12:52you know, parking on the street with a
- 12:54child, having a kid with a a child with
- 12:56a condition, you know, you're not a good
- 12:58parent. So, you know, uh we did consult
- 13:01with an attorney and of course they felt
- 13:04like we would be better off putting for
- 13:06a reasonable accommodation in to see if
- 13:08we can get this resolved. Okay.
- 13:11>> Basically, just so there's an understand
- 13:13so the board has a little bit of
- 13:15background, residential properties are
- 13:18allowed for 10T wide per cut. They're
- 13:20asking for a dice larger than typical
- 13:25would be for a normal residential use,
- 13:27but they did in their application also
- 13:29provide representative examples of other
- 13:33properties within close proximity that
- 13:35have the same type of double wide
- 13:37driveways. So, we pretty standard ask
- 13:46Let's
- 13:52see. Any issue with not approving this?
- 13:56Okay. So, we need to just go through the
- 13:58checklist,
- 13:58>> right?
- 14:18Okay.
- 14:20>> The applicant has included a waiver
- 14:22request letter that clearly identifies
- 14:24and describes the waiver being proposed
- 14:25accompanied by plans and other visual
- 14:27representations as applicable.
- 14:30>> Yes.
- 14:31>> Yes.
- 14:33Uh in their letter, the applicant
- 14:35describes in detail why the waiver is
- 14:37needed and how the waiver request is
- 14:39consistent with the intent, design, and
- 14:41compatibility of the transsect zone in
- 14:43which the project is located?
- 14:45>> Yes.
- 14:45>> Yes.
- 14:47>> Uh will granting the waiver contribute
- 14:49to the realization of the overall intent
- 14:51of the transct zone and result in
- 14:53approved project which will be an
- 14:55attractive and durable contribution to
- 14:57the transex zone?
- 15:00>> Yes.
- 15:03To support walkable neighborhoods and/or
- 15:05mixed use centers, the project emulates
- 15:07the neighborhood context for how the
- 15:09building buildings relate to the
- 15:10sidewalk, how the facade is designed,
- 15:12and how the building interacts with the
- 15:14street.
- 15:15>> Nice.
- 15:17>> I'm not done on that, but
- 15:19yes.
- 15:22Uh the project supports a green and
- 15:24resilient future uh by for example
- 15:27reducing vehicular miles traveled,
- 15:29providing green infrastructure and/or
- 15:31street trees andor including high
- 15:33quality usable open space.
- 15:37>> Not ethical.
- 15:38>> Yeah.
- 15:40>> Uh the project supports incremental
- 15:43development patterns in its size and
- 15:44density and supports an infill
- 15:46development or the reuse of existing
- 15:48buildings.
- 15:56Project supports the provision of a
- 15:57variety of housing types to support a
- 16:00range of income levels, age groups, and
- 16:02family units.
- 16:05>> Project specifies street design that is
- 16:07walkable, bikable, and will reinforce
- 16:09safe and comfortable environments for
- 16:11all users.
- 16:13>> Yes.
- 16:15>> Yes.
- 16:19Oops.
- 16:20>> I got one vote for each.
- 16:21>> So you're not clickable
- 16:24or see
- 16:29how
- 16:29>> I think it's okay.
- 16:31>> You think it's non?
- 16:33>> Well, you're no. The reason why I said
- 16:35last is because it's
- 16:38the only person that's not
- 16:40[clears throat] able to
- 16:44be safe and use the environment
- 16:47comfortably is their son. So this would
- 16:50include him
- 16:52and therefore it would be
- 16:55specific to the walkable
- 16:58area which is in her cut on the
- 17:00sidewalk.
- 17:06>> So you're going to have to take a vote
- 17:09of
- 17:11the total overall waiver.
- 17:18>> Okay. So, um I guess we're going to do a
- 17:21board vote and then approve the waiver.
- 17:25>> Make a motion.
- 17:26>> Make a motion um to approve this waiver.
- 17:31>> Second.
- 17:31>> Second.
- 17:32>> Okay. All right. I
- 17:34>> I
- 17:40Okay. So, it's approved.
- 17:57Hey, maybe
- 18:08>> uh item number two, 370 Albany Avenue,
- 18:13public hearing for administrative
- 18:14Special permit renewal to operate a car
- 18:16wash.
- 18:18Is anyone here for 370?
- 18:22>> Anybody's here to speak?
- 18:23>> Oh, to speak on 370. All they have
- 18:31to
- 18:32>> make a motion.
- 18:34>> Y motion to close the public hearing at
- 18:37370. And your second
- 18:40motion then second.
- 18:55>> All righty.
- 19:05All right. 713 Gerald Street,
- 19:08subdivision of the lands of Travis
- 19:09Meyers, SPL56357-14-210,
- 19:16seek of a termination type 2, transect
- 19:18zone T4N, W 7. Um,
- 19:23Travis Myers, applicant owner,
- 19:26is anyone here for 713 Gerald Street?
- 19:35Vat funding. So, um, basically what this
- 19:39one is, if if you recall, um, about a
- 19:43year or so ago, we reviewed a
- 19:46application to combine your parcels into
- 19:48one. We had a proposal to develop a four
- 19:52unit rowhouse type of structure. Um,
- 19:56financially that has economically become
- 19:59unfeasible for him. So he is now
- 20:03reverting back wanting to separate the
- 20:05parcels again. He's going to sell one
- 20:07off and retain the other. It's pretty
- 20:10straightforward.
- 20:11>> Pretty simple.
- 20:15Any questions from the board?
- 20:19>> This is unlisted.
- 20:23>> So
- 20:26make a motion to
- 20:30action. So this is an unlisted action.
- 20:46to accept that.
- 20:48>> This looks to be in order. Um make a
- 20:51motion to accept the short environmental
- 20:54assessment form. Vince Andrew second.
- 20:58All approved.
- 21:00Opposed. Okay.
- 21:05Sign up.
- 21:21Thank you.
- 21:26So any are there any questions on this
- 21:29line? Okay.
- 21:32So you will need five paper copies, one
- 21:36by
- 21:39final written in descriptions
- 21:42for um
- 21:45becoming signed and we will need
- 21:49uh the owner signature
- 21:53before the chairman and sign up
- 21:58l
- 22:00and for policy Yes.
- 22:02>> Okay.
- 22:13>> Um motion to approve this.
- 22:16Andrew second.
- 22:20All in favor? Opposed? All right. It's
- 22:23passed.
- 22:29>> Okay. 79 Journ Street.
- 22:34Um, so good evening. Hang on one sec.
- 22:38So, this is a subdivision of lands of uh
- 22:43three FFR LLC and a major waiver for
- 22:46rear yard set SPL56.42-14-21
- 22:52uh seeker determination type two.
- 22:56>> It's correct. Transex Oh, I'm listed.
- 22:59Sorry.
- 23:00Transex zone T4N ward 8 Michael Veterary
- 23:04applicant uh 3 FFR is the owner.
- 23:09>> Welcome back.
- 23:10>> Thank you. And just quick name for the
- 23:12record. Mike Ferry surveyor. I'm
- 23:15representing the Fras and 3 FFR LLC. Uh
- 23:18we have two homes situated on one lot on
- 23:22the corner of German and Ridge. Um
- 23:26pictures of the homes here. here. I know
- 23:28you guys have them in the application,
- 23:29but obviously we have fronting on German
- 23:33and then we have the brick home fronting
- 23:34on ridge. I had to tried to get some
- 23:36decent pictures here to show the spacing
- 23:38and so on, but they are in the
- 23:39application. Um, so we're trying to
- 23:43separate the two houses into separate
- 23:45deed lots. Uh, we come into a few things
- 23:48that um, not only the planning
- 23:50department but the building department
- 23:52um is interested in, including the
- 23:54spacing between the structures. uh being
- 23:56a building department related item, the
- 23:59offset to the rear of the building,
- 24:01being a waiver related mathematical
- 24:04item. Uh but we are with in terms of our
- 24:07lock coverage, we are um you know, we're
- 24:10good to go. We don't we don't we're not
- 24:12even close to the lock coverage um
- 24:16percentages.
- 24:17Um we've designed the new line to meet
- 24:20all of the 5-ft spread as required by
- 24:23the building department. Uh we've
- 24:26created an easement to bring utilities
- 24:29into the brick rear structure.
- 24:32Uh we are seeking the variance aka
- 24:35waiver for the rear um
- 24:40yard setback and otherwise
- 24:44um we are you know looking to get some
- 24:46type of uh two separate deed homes uh
- 24:51each having different frontage brick
- 24:52home fronting on street with the front
- 24:54facing street German obviously facing
- 24:57German street uh so they already have a
- 25:00a view of being separate ated. We're
- 25:02just trying to officially separate them.
- 25:06Um, and that is basically the gist of
- 25:10the story.
- 25:13>> I'm just going to talk about the
- 25:14easement that is going to be required as
- 25:16well, Mike,
- 25:18>> for the the utility easement. Yeah. So,
- 25:21in order for us to get the 5-ft spread,
- 25:24uh, we have to have an easement for the
- 25:26gas to um connect to the brick
- 25:30structure. We're obviously close in this
- 25:32area here. Um, and there's a picture of
- 25:35that area. Um, well defined in the
- 25:38application looking down between the
- 25:40structures. Um,
- 25:44small easement. Um, you know, L6 is on
- 25:50here is uh, you know, they're small
- 25:52distances. L4 being 21 ft. So, it's
- 25:55roughly 20 by 5t on one end. So, it's
- 26:00maybe 100 square ft,
- 26:03125 ft max.
- 26:12Questions from the board.
- 26:15>> Is it a new utility pool or exist?
- 26:18>> No, that's an underline. That's an
- 26:19underground gas line. That's probably
- 26:21from the, you know, the 80s, 70s, 80s
- 26:24when the gas went in.
- 26:27No, I was talking about the utility
- 26:28pole.
- 26:29>> Oh, the utility pole.
- 26:30>> Yeah.
- 26:31>> Um, no, that's been there. That's how
- 26:33they've always got electric. And that
- 26:34actually really doesn't come into play.
- 26:36Luckily for us, the the the overhead
- 26:38utilities are already well split. The
- 26:41only item that we have is the
- 26:43underground gas that requires an
- 26:45easement through lot two to attach to
- 26:47lot one.
- 27:06relatively straight.
- 27:09>> Okay.
- 27:10And you do need to do the waiver check
- 27:14set back
- 27:16just so you understand it's a 10 foot
- 27:19rear setback and so in making the United
- 27:27Street
- 27:31versus the T. Also, one thing to uh
- 27:35speak on on the waiver is um in terms of
- 27:37contextual for that neighborhood, 10
- 27:41foot would be less contextual than what
- 27:43we're asking for based upon the fact
- 27:46that the Delaware and Hudson canal lots
- 27:47are obviously very congested. You know,
- 27:49the houses are some of them are are in
- 27:52this neighborhood. There are many
- 27:53structures which are party ball lines.
- 27:55So, there's no setbacks whatsoever. So,
- 27:58in terms of the overall look and
- 28:01context, um, this fits with the overall
- 28:04look of the neighborhood. There's
- 28:06nothing outlined here that's saying, "Oh
- 28:07my god, there's only a short amount."
- 28:09Everything is a short amount in that
- 28:11neighborhood, specifically those few
- 28:13streets in that block. Uh, you have some
- 28:15tight buildings in there. Um, that's
- 28:18probably how they got built together on
- 28:20one lot in the first place.
- 28:23So the one of the houses faces here and
- 28:27one of them faces here and so the line
- 28:31is the correct or the setback is coming
- 28:35in here and it's been indicated by fire
- 28:38department that's make them safely.
- 28:43[clears throat]
- 28:44>> So just to give you a better idea also
- 28:46like here I know you're talking about
- 28:48the front. So here's the picture of the
- 28:50house fronting on German. So we have
- 28:52this white frame structure here is the
- 28:54house fronting on ridge the brick
- 28:56structure and then this is the spacing
- 28:59between. So we have a 5ft spread coming
- 29:01down through here to get these two. So
- 29:03there's still walkable area on both
- 29:05sides of the boundary line. And that
- 29:07easement that I show is right here going
- 29:09in. The gas line comes in. You can see
- 29:11the gas meter on the house right there.
- 29:13>> And then this is actually our
- 29:15neighboring house right here. So again,
- 29:17the lots are tight in this area. Um but
- 29:20that is these are the does
- 29:22>> that have anything to do with it being a
- 29:23dead end?
- 29:24>> No, that's just that's a separately
- 29:27separate deed in property on the end of
- 29:28the block.
- 29:31>> That is just potential any
- 29:35system.
- 29:42All right. The applicant has included a
- 29:44waiver request that clearly identifies
- 29:46and describes the waiver being proposed
- 29:49accompanied by plans and other visual
- 29:51representations as applicable.
- 29:54>> Yes.
- 29:56>> In their letter, the applicant describes
- 29:58in detail why the waiver is needed and
- 30:00how the waiver request is consistent
- 30:02with the intent, design, and
- 30:03compatibility of the transsect zone in
- 30:06which the project is located.
- 30:08>> Yes.
- 30:08>> Yes.
- 30:10Will granting the waiver contribute to
- 30:12the realization of the overall intent of
- 30:14the transex zone and result in improved
- 30:17project which will be an attractive and
- 30:19durable contribution to the transex
- 30:21zone.
- 30:24Okay.
- 30:28>> To support walkable neighborhoods and or
- 30:30mixed use centers. The project emulates
- 30:32the neighborhood context for how far the
- 30:34building buildings relate to the
- 30:36sidewalk, how the facade is designed,
- 30:39and how the building interacts with the
- 30:41street.
- 30:44>> Yeah, these are existing.
- 30:46>> Yes. project supports a green and
- 30:49resilient future by for example reducing
- 30:52vehicular miles traveled, providing
- 30:54green infrastructure, indoor street
- 30:55trees and/or including high quality
- 30:58usable open space and
- 31:03project supports development patterns
- 31:05such as size and density and supports
- 31:07infill development or the reuse of
- 31:09existing buildings.
- 31:13project supports the provision of a
- 31:15variety of housing types to support a
- 31:17range of income levels, age groups, and
- 31:20family units.
- 31:24Project specifies street design that is
- 31:26walkable, bikable, and will reinforce
- 31:29safe and comfort comfortable
- 31:31environments for all users.
- 31:36>> Okay. So that approved.
- 31:42>> I will point out one thing. I don't have
- 31:44a policy six on this map. Uh just as
- 31:47it's been going back and forth between
- 31:48the building and planning department,
- 31:50but we'll add that as we get more.
- 31:53So
- 31:56with uh
- 32:04this looks to be completion
- 32:09[clears throat]
- 32:15to accept the short environmental
- 32:17assessment board.
- 32:18>> Make a motion to accept.
- 32:20>> I second. Vince.
- 32:23All in favor?
- 32:25Opposed?
- 32:41And then um so the motion would be for
- 32:46uh approval of the line on the
- 32:49subdivision with board policy six
- 32:52including the major waiver with their
- 32:54setback uh submission of five paper and
- 32:57one line copies uh written descriptions
- 33:01for filing including the easements uh
- 33:03within in those descriptions and all
- 33:06signed by the owner before the
- 33:07chairman's signature.
- 33:11>> Motion
- 33:14second
- 33:18all approved.
- 33:22>> Okay.
- 33:22>> Good.
- 33:23>> So, thank you. And Sue, if you want to,
- 33:26you know, in when you have time in an
- 33:27email or whatever, um, lead me to where
- 33:30you want me to go next. I know we talked
- 33:31about the building department having to
- 33:34approve of of the subdivision after the
- 33:36subdivision approved. So, um if it's
- 33:39dropping these off or an email copy or
- 33:41whatever to get teaching moving forward,
- 33:43please advise.
- 33:45>> Thank you everybody.
- 33:46>> Thank you.
- 33:47>> Have a good night.
- 33:53>> All righty. So,
- 33:56>> yep. So item five, 298 to 300, 302 to
- 34:00318, 392 to 306 Old Boulevard, 262
- 34:05Boulevard, 43 to75 Albert Street
- 34:08extension, 308 to 318
- 34:12uh R Boulevard, 45 to 49 Condi Street,
- 34:16lot line revision to combine seven lots
- 34:19into three, SPL56.48-2-700
- 34:2248-2-7.100
- 34:25and 7.200 200
- 34:288 9 1000
- 34:3211 and 12 secret of termination
- 34:37type two transex zone T3 N-0 war 9 P and
- 34:43D group LLC is the applicant owner so
- 34:47>> good evening
- 34:48>> welcome Paul Arios uh from Baneer and
- 34:51Arios our firm I'm representing the
- 34:53applicant Jaffer of the D&D group.
- 34:57>> Um, our firm did the survey and
- 34:59subdivision work.
- 35:01>> He's putting it up.
- 35:04>> I don't know [clears throat] if that
- 35:06wants these.
- 35:07>> They have them in their notes. So,
- 35:27They do have a copy in my house. Do you
- 35:29want to start? It's just
- 35:31>> So the owner applicant uh owns a total
- 35:34of eight lots here uh adjacent lots. One
- 35:38of them uh this one here that fronts 32
- 35:42will remain the same. Uh the other seven
- 35:44lots will be essentially consolidated
- 35:48into three lots for a total of four
- 35:51total lots
- 35:53uh essentially to accommodate for
- 35:56potential future development of uh these
- 35:59lower lots.
- 36:01Uh I believe we're seeking two major
- 36:04waiverss
- 36:05uh for exceeding the maximum lot width
- 36:08and lot depth.
- 36:10These dimensions were already
- 36:14exceeding the lot width and depth as in
- 36:18their current state. But as the go of
- 36:20creating the new lots under the new
- 36:22zone, the waiver is required.
- 36:30>> So they existed
- 36:32outside what is current names on each
- 36:36other. Correct. Well, there's multiple
- 36:38laws. So what they're doing is kind of
- 36:42shifting property lines, consolidating
- 36:45from 7 to three,
- 36:47>> right? Um the if you're familiar with
- 36:51the location where uh Denver Electric is
- 36:54located um the business will stay
- 36:58primarily they're consolidating those
- 37:00upper lots on the top portion
- 37:04>> be deleting lot lines here
- 37:06>> and then
- 37:08>> and down below they're shifting one over
- 37:10to create two new lots that will be
- 37:14primarily I guess developed as
- 37:16residential new resial housing parcels.
- 37:24So, they'll be accessed off of book
- 37:26Albert and Condandy Street.
- 37:33>> So, the the the waiver ask is based on
- 37:39>> the current lots do exceed that wick and
- 37:42depth. Um, so it's not really u it's
- 37:46it's not like the subdivision uh made
- 37:49these lots much larger.
- 37:51>> So the poor the poorbased code has
- 37:54maximum depth and maximum widths, right?
- 37:58And so just by shifting a line it could
- 38:02be two of those dimensional
- 38:05requirements. So they do the the
- 38:08waiverss in order to exceed those
- 38:10dimensional requirements on the lower
- 38:12portion
- 38:14>> but it's just in relation to the actual
- 38:15property. It's not because of the
- 38:17structure.
- 38:18>> Correct. Yeah. There's no structures
- 38:20where they are going to be new
- 38:21buildings, new houses. So if you out of
- 38:25an existing
- 38:27line that now falls under
- 38:32not being compliant under the formbbased
- 38:35code now what would be the issue in
- 38:37making it compliant with the current
- 38:40form based code
- 38:44>> meet multiple small
- 38:47>> I think because they're combining
- 38:49parcels
- 38:50>> they're adding they're adding properties
- 38:53together, we're creating larger two
- 38:56larger parcels on the lower section and
- 38:59one parcel on the upper section. So by
- 39:02combining all of the properties
- 39:04together, the lower the lower parcels
- 39:06exceed the dimensions.
- 39:09>> Yeah. Cuz it's 100 ft wide.
- 39:11>> It's the it's just the nature of the the
- 39:14property.
- 39:16>> Yeah.
- 39:18>> Very large. Yeah.
- 39:21And then the depth is 180 ft. This goes
- 39:24past those because of taking multiple
- 39:27small combiners. I told fewer larger
- 39:30lots
- 39:37>> questions
- 39:41the checklist.
- 39:43>> Yes, you should.
- 39:50No, I only want do we?
- 39:53>> Yeah. One for both because they're both
- 39:55dimensional.
- 39:57>> All righty. Uh, the applicant has
- 40:00included a waiver request that clearly
- 40:02identifies and describes the waiver
- 40:04being proposed accompanied by plans and
- 40:06other visual representations as
- 40:08applicable.
- 40:09>> Yes.
- 40:11In their letter, the applicant describes
- 40:13in detail why the waiver is needed and
- 40:15how the waiver request is consistent
- 40:17with the intent, design, the
- 40:19compatibility of the transex zone in
- 40:21which the project is located?
- 40:23>> Yes.
- 40:26>> Granting the waiver will granting the
- 40:29waiver contribute to the realization of
- 40:30the overall intent of the transct zone
- 40:32and result in an improved project which
- 40:35will be an attractive and durable
- 40:36contribution to the transct zone.
- 40:40Yes.
- 40:42>> To support walkable neighborhoods and or
- 40:44mixed use centers, the project emulates
- 40:47the neighborhood context for how far the
- 40:49building buildings relate to the
- 40:51sidewalk, how the facade is designed,
- 40:53and how the building interacts with the
- 40:54street.
- 40:58Project supports green and resilient
- 40:59future by for example reducing vehicular
- 41:02miles traveled, providing green
- 41:04infrastructure and/or street trees
- 41:06and/or including high quality usable
- 41:08open space.
- 41:13>> Project supports incremental development
- 41:16patterns in its size and density and
- 41:18supports infill development for the
- 41:20reuse of existing buildings.
- 41:24>> Yes.
- 41:26your prices
- 41:31usually just the building. It's one
- 41:33building.
- 41:34>> It's or though
- 41:35>> is that
- 41:36>> it's um
- 41:38supports infield development or reuse of
- 41:41existing.
- 41:42>> Yes.
- 41:45>> Project supports the provision of a
- 41:47variety of housing types to support a
- 41:49range of income levels, age groups, and
- 41:52family units.
- 41:55project specifies street design that is
- 41:57walkable, bikable, and will reinforce
- 41:59safe and comfortable environments for
- 42:01all users.
- 42:08>> So that's approved. So now motion to
- 42:11accept.
- 42:12>> All right. Motion, Andrew. Who would
- 42:15like to second? Vince.
- 42:18Um
- 42:20all in favor? No opposed?
- 42:25This cast
- 42:42almost there.
- 42:54I think five
- 43:00policy six
- 43:03um and the waivers approved um regard by
- 43:08paper copies my uh written instructions
- 43:12will need to be submitted and the result
- 43:14parcels and the final will need to be
- 43:17signed by the own chairman and then by
- 43:21the planning board with all the
- 43:25>> paper.
- 43:32>> Okay. So, a motion kind
- 43:36Andrew. All in favor? Opposed?
- 43:50Second off
- 44:26Up next, item 6, 40 Thomas Street,
- 44:30public hearing for administrative
- 44:31special permit renewal to operate an
- 44:34emergency shelter SPL56.25-4-44.
- 44:40Seeker determination miss
- 44:42>> type two
- 44:43>> type two transex zone T5F ward 5 family
- 44:48Woodstock applicant owner
- 44:51so
- 44:52>> this is basically public hearing that
- 44:55you're holding um no one
- 44:59>> anyone have to speak
- 45:04>> hearing is now closed
- 45:08okay
- 45:10Okay.
- 45:11>> All right. Item number seven, 25 Fields
- 45:14Court site plan and waiverss to
- 45:17construct a miss mixed use building with
- 45:20commercial on the ground floor and
- 45:22residential above SPL56.25-3-25
- 45:28secret of termination. This one suit
- 45:33this will be
- 45:36>> this will be a type two seeker
- 45:38determination transex zone T5F ward 4
- 45:42teeth libold applicant city of Kingston
- 45:45owner.
- 45:46So welcome votes.
- 45:48>> It's public hearing. So there's anybody
- 45:50from the public that wants to speak on
- 45:52this?
- 46:02Mike.
- 46:05[laughter]
- 46:07>> Okay. If we could introductions for the
- 46:10record, please.
- 46:11>> Sure. Good evening. My name is Michael
- 46:12Lante. I'm the product engineer for this
- 46:14application for the board and I'm here
- 46:16with Mr.
- 46:18Development team.
- 46:19>> Okay.
- 46:21>> She's online. Is she going to
- 46:25>> She is. She can. She she's
- 46:28>> here and I'm happy to share screen by
- 46:31these two. I'm not sure what what
- 46:33everyone prefers.
- 46:39>> Welcome folks. Would you like to just
- 46:41walk us through?
- 46:42>> Sure. Um I brought hard copies
- 46:46on screen. You want to bring up the
- 46:49site?
- 47:03Can everyone see the screen?
- 47:05>> Yeah,
- 47:06>> that's great.
- 47:08>> Okay, so as you noted earlier, uh the
- 47:11site location is 25 Field Court. It's at
- 47:13the end of Field Court on this side and
- 47:16near the intersection of O'Neal Street,
- 47:18Midtown Linear Park at that location. Um
- 47:21the existing site actually consists of
- 47:23an abandoned commercial building. Um the
- 47:26entire site is paved or impervious
- 47:30through use of the building. Uh we're in
- 47:32the T5 um flex zone for this particular
- 47:35project and we're proposing 71 units
- 47:38with five stories. It's got an attic and
- 47:40a partial basin. Uh we are seeking uh
- 47:43waiverss uh as a part of this project.
- 47:4640516
- 47:48E3, 40516F,
- 47:50and 4056DJ
- 47:53respectively. We're also proposing um 35
- 47:57parking spaces. Stands, you can stay on
- 47:59the site there pretty much. Um we're
- 48:01proposing 35 parking spaces and we've
- 48:04designed stormwater detention areas in
- 48:07this portion of the lot and under the
- 48:09parking space over here and that portion
- 48:12of the lot. Um so outside of those
- 48:14waiverss that we're requesting, it
- 48:15appears that the project's fully zoning
- 48:17compliant.
- 48:19Um we prepared landscaping plan,
- 48:22lighting plan, broader details that go
- 48:25along with it.
- 48:27That's basically the project in a nutsh
- 48:33meeting and then incorporate the
- 48:35comments from the last meeting and this
- 48:36meeting and have those turned fairly
- 48:38quickly. you've addressed most of what
- 48:41percent
- 48:43or
- 48:44>> so you got your staff's comments back
- 48:47and obviously we just received the
- 48:50county board comments
- 48:53you've seen those
- 48:55um they've been posted online as well so
- 49:00have you had a chance to take a look at
- 49:03them and give consideration or any
- 49:06thoughts on I know one of them was
- 49:08pedestrian and access egress be for to
- 49:13me street. Another one was to um and I
- 49:17don't know this had an opportunity to
- 49:19look at those as well. that came in
- 49:20Friday.
- 49:21>> But another one was to provide for some
- 49:24additional uh visual um concept uh
- 49:30drawings to show the evening and daytime
- 49:34and shadowing um impacts that could
- 49:37potentially lead to the um green line
- 49:40along the halfway there. Um as you look
- 49:44at that,
- 49:44>> well, I thought we kind of submitted
- 49:46that. I was a little confused by that
- 49:47when we taught it because we gave the
- 49:49visuals of all four sides of the
- 49:51building and we gave visuals of sort of
- 49:54a sunset. It will
- 49:55>> I remember that.
- 49:56>> Yeah. and it will cast a shadow at
- 49:58certain times of the day. And so
- 50:01>> it's right up against the
- 50:03>> I think one of the things that the board
- 50:05is going to be interested in seeing are
- 50:08um a little bit more of the
- 50:10architectural detail in to the visual
- 50:15simulations as well as some nighttime
- 50:17renderings.
- 50:19um some of the the renderings that were
- 50:21provided you know leave a lot of
- 50:24question about window treatments and and
- 50:27materials
- 50:28um and that so I think a little bit more
- 50:32detail on those would be helpful in a
- 50:35planning evaluation in terms of what
- 50:38it's going to look like from different
- 50:40vantage points not only from the rail
- 50:43line but from the adjoining streetscape
- 50:46um would be good
- 50:47>> what I'd like to do is provide But um
- 50:49you know it doesn't render the the
- 50:51building details well when you reduce
- 50:53the scale so much. So I blew it up and
- 50:56maybe if I showed you a section of each
- 50:58so you can kind of get a feel for the
- 51:00actual
- 51:01>> Yeah. See like the cortises the sills
- 51:04the lentils they're building material up
- 51:07facade but just those little details.
- 51:10>> No I understand we were just talking
- 51:12about that today that you really you
- 51:14can't you just can't see that scale. Uh
- 51:17the first floor is planned to be brick
- 51:18and then the up floors would be various
- 51:20types of concrete siding and even the
- 51:24color. There's variations throughout
- 51:25that two-tone, three tone, whatnot.
- 51:28>> Yeah,
- 51:29>> I think a night a nightcape or night.
- 51:31>> You want a nightcape as well?
- 51:33>> Yeah, I think so.
- 51:33>> We did one there's one rendering of uh
- 51:36we did at sunset
- 51:39of the main night. I see.
- 51:41>> Hey Stannis, do we have that one
- 51:42rendering that shows the building at
- 51:44sunset at the entrance? Yeah, we
- 51:47actually have [snorts] we did uh daytime
- 51:50and nighttime views for each view.
- 51:54>> Yeah. I think the problem is at that
- 51:56scale we can't see they can't see the
- 51:58details of them.
- 51:59>> Yeah. So in that in that rendering there
- 52:02like the the windows just like black.
- 52:06>> No, I understand.
- 52:07>> They don't.
- 52:08>> Yeah.
- 52:10Yep.
- 52:15>> Yeah. And the color changes are subtle.
- 52:17It doesn't it doesn't render well on
- 52:19this. Um can you go up one, Standish?
- 52:23We didn't do virtual renderings of
- 52:25different color patterns, but there is a
- 52:27few different uh
- 52:29>> so I also think putting putting the
- 52:32project into the context of the
- 52:36neighborhood and the enjoying buildings
- 52:38rather than having it as a standalone
- 52:42type of
- 52:42>> Yeah. Okay.
- 52:44>> visual. [snorts]
- 52:45um would be helpful.
- 52:52>> Well, again, I wanted to hear that
- 52:55tonight. That's going to be a very
- 52:57specific shape to that. the rest of the
- 53:01elements including
- 53:04>> should have
- 53:07>> I think the light from the building is
- 53:08actually going to help that part of
- 53:11Broadway because on Broadway is so
- 53:13bright but then just right back it's
- 53:17very dark. So
- 53:21seeing it from that perspective too is
- 53:23only going to show and demonstrate what
- 53:25kind of difference there is with all
- 53:27that additional light.
- 53:34Yeah.
- 53:36>> Can you go back to the plan?
- 53:49Now with during construction, what's the
- 53:52plan for staging materials?
- 53:55How do you anticipate that? Well, sure.
- 53:59We're going to utilize the uh parking
- 54:01area, stage materials, and then once the
- 54:04building's up, we'll then focus on
- 54:07building the parking area out the
- 54:09construction work. goes in parking mis.
- 54:13>> You also have this open area back here
- 54:15which before the structure goes up can
- 54:17store materials as well
- 54:22>> security. What do you have planned for
- 54:24that?
- 54:25>> Um we have to fence the site in and we
- 54:27have to we'll have some cameras up which
- 54:29are far
- 54:34twice so can have those.
- 54:37>> Okay. But we will have a we're going to
- 54:39do a just a plan in which we've gusted
- 54:42still plan on the show staging. I mean
- 54:45it's kind of easy on this site because
- 54:46it's already
- 54:48so you know we kind of have a nice
- 54:51surface.
- 54:52>> Yeah. Jump start because you know you
- 54:55use the aring areas lay down the arc for
- 54:57the building and then as the building
- 54:59goes up um you'll switch over and do the
- 55:02site work when they finish the inside of
- 55:04the building. So with most of your
- 55:06activity going on to field port um with
- 55:10construction and this presuming most of
- 55:13your materials and and the construction
- 55:15activity will get in and out of field
- 55:17boards. How are you thinking of any
- 55:21traffic control um at Broadway because
- 55:24that's that's a tough exit out there for
- 55:29traffic signal
- 55:30>> normal traffic and like we're going to
- 55:32have larger vehicles and construction
- 55:34vehicles going in and out. Do you have
- 55:38any thoughts about that?
- 55:40>> We'll look at it. We plan no more than
- 55:43two deliveries a day. So I don't I don't
- 55:45think that's going to be a huge impact.
- 55:47we can
- 55:48>> once the foundation's in place um the
- 55:52the oneway lane going through O'Neal
- 55:54will be open so we'll have during
- 55:57construction that can be that can go in
- 55:59either direction so we'll have the
- 56:01ability to come to that line
- 56:04>> um if you know if there is if there is
- 56:07an occasional long body truck that has
- 56:10to get in there it's probably going to
- 56:11want to come on that O'Neal side and
- 56:13we'll have to shuttle things like
- 56:15>> okay
- 56:16>> wood six would come in on that side of
- 56:18the building.
- 56:20And then we had talked to you about the
- 56:22parking um supply and demand reduction
- 56:26strategy working on that
- 56:27>> is being completed with
- 56:30>> okay
- 56:32existing studies in town to that study
- 56:35and those solutions
- 56:39>> the existing union that's happen court
- 56:42including the pickle ball is that going
- 56:45to be something that's going to have to
- 56:47come to halt for two years while this is
- 56:48be developed or is there a way for them
- 56:50to paint those programs?
- 56:52>> I hope
- 56:54>> I know that the heart
- 56:56is
- 56:57>> heart of Midtown happens on field and
- 57:00then also the pickle balls becoming more
- 57:03popular.
- 57:04>> Yeah.
- 57:05>> Yeah. We did want to talk about I think
- 57:07that third entrance tonight
- 57:10court. Um, we were wanting to have that
- 57:13be a dual entrance, but a safety
- 57:16entrance for snow removal in the winter
- 57:18if we have to duck snow off the site.
- 57:20Um, because there isn't a lot of snow
- 57:22load here. And um, in in case we get a
- 57:27an accident or something that prevents
- 57:30the access onto O'Neal, you had a way to
- 57:33circute
- 57:37that. It's funny. We thought I I thought
- 57:40we had discussed that early on that was
- 57:42something the board was openly
- 57:44considering. I had to remove it, but
- 57:48um it's it's important from access
- 57:51standpoint. Yeah.
- 57:52>> Alone because otherwise we literally
- 57:54have one way traffic through the site.
- 57:56So one way is never the safest. I mean,
- 57:59it would be the best if we could put
- 58:00some type of a, you know, gate with a
- 58:02bar that raises um so that if we need to
- 58:05have um residents or anyone that exits
- 58:07the site and moving lead out of O'Neal,
- 58:10we can get out the field court as well.
- 58:11And then also, as Keith noted, it
- 58:14assists us in a little bit
- 58:20as far as the parking landscape. Um,
- 58:23would the board like to see a like a
- 58:27stone wall along the field horn face
- 58:30along the green sections
- 58:32to
- 58:34that way? We could come up with like a
- 58:3630-inch wall with stone face and a cap
- 58:38that would be at least double as a
- 58:40sitting bench as well as a
- 58:42>> say in in terms of combining those
- 58:46activities that generally take place
- 58:48there the general public. It might be
- 58:50nice to maybe incorporate your, you
- 58:52know, combination of the seating element
- 58:55with with your landscaping
- 58:58uh requirement to, you know,
- 59:00>> what sort of what would you see along
- 59:03here? Cuz we we were thinking about
- 59:04doing like where these green spaces are
- 59:09uh here, here, and here. Doing a like a
- 59:14concrete wall and stone veneer path and
- 59:16it would be like a sitting bench. So,
- 59:19it's going to be great.
- 59:20>> Kind of acts as a a visual break. It
- 59:23meets the
- 59:24>> desire of the code,
- 59:26>> but it's also very functional. People
- 59:28are there. They can actually just sit on
- 59:29it,
- 59:30>> especially if they're picking and feel.
- 59:32>> Yeah.
- 59:34>> You could also have like a a trash
- 59:36receptacle to the people there playing,
- 59:38but ultimately have something to throw
- 59:40away. It's not worth to just have a
- 59:43meeting in Sky.
- 59:46>> There were um some comments
- 59:48>> the need for that waiver.
- 59:51>> Yeah.
- 59:51>> Okay. Yeah.
- 59:52>> Yeah. Yeah.
- 59:53>> So, there were some comments received
- 59:55from the CC as well.
- 59:57>> I saw that.
- 59:58>> You saw those as well. So, we're going
- 59:59to need to have them address those.
- 1:00:02>> Sure.
- 1:00:02>> Um in your final response for for
- 1:00:04November meetings.
- 1:00:05>> Okay. Um what one of the other parking
- 1:00:08comments was the the setback from the
- 1:00:10parking from the property le 2 ft versus
- 1:00:125t. Um that is a waiver we'd be seeking
- 1:00:15because I think it allows us an extra 1
- 1:00:192 3 four parking spaces
- 1:00:21>> and there's already a shortage of
- 1:00:22parking in the city of the site. So, um
- 1:00:25it's a it's a small waiver request from
- 1:00:272 ft to 5 ft plus. I think the addition
- 1:00:29of this um landscape wall will provide a
- 1:00:34nice separation between the parking lot
- 1:00:36um and field court which will add to the
- 1:00:38I think board's consideration of that
- 1:00:40later.
- 1:00:45We spoke with the landscape architect
- 1:00:47seeing what work heard before they
- 1:00:50started their on
- 1:00:53>> right
- 1:00:54>> together.
- 1:00:56>> Yeah, I believe he's working with Korean
- 1:00:59>> on final plan.
- 1:01:00>> Yeah,
- 1:01:01>> the third the third wave I think was the
- 1:01:03elevation difference between the first
- 1:01:05floor
- 1:01:06>> I mean
- 1:01:06>> and the grade. Yeah,
- 1:01:08>> the accepted. Okay. So, I didn't discuss
- 1:01:10that, but just from an ADA entrance
- 1:01:12compliance, we'd absolutely move that.
- 1:01:21>> I guess you want us to continue to
- 1:01:22pursue with the extra curve cut
- 1:01:26>> with the
- 1:01:28>> what?
- 1:01:29>> The extra curve cut will remain, but
- 1:01:30we'll have a gate for emergency access.
- 1:01:32That's my
- 1:01:34>> How does the board feel about that
- 1:01:36though?
- 1:01:37Well, the word there still is going to
- 1:01:39be a waiver for the second curve.
- 1:01:41>> Yes.
- 1:01:41>> Yeah. Yes.
- 1:01:45>> Yeah. I think maybe not a lot easier
- 1:01:48just and still retains access.
- 1:01:51>> Yeah.
- 1:01:51>> I think it's the best of the reports.
- 1:01:54>> I agree.
- 1:01:56Okay.
- 1:02:02The board have any other questions?
- 1:02:11comments between the city engineer at
- 1:02:13the end of
- 1:02:14>> I sent him an email today reminding him
- 1:02:17that we are looking for his comments. So
- 1:02:20hopefully I will keep pushing you
- 1:02:24>> but yeah
- 1:02:24>> I said about peing at the end. Yeah. And
- 1:02:27uh I mean the water department has
- 1:02:29essentially looked at your drawings GPW
- 1:02:33revision. So you've gotten their
- 1:02:35feedback
- 1:02:37and
- 1:02:42>> board have any other comments?
- 1:02:44>> What else?
- 1:02:47>> Okay. So anything
- 1:02:49about the marching voters?
- 1:02:51>> Are we leaving the public open?
- 1:02:55>> Sorry. Are they leaving the public
- 1:02:56hearing open?
- 1:02:58>> Um,
- 1:03:00do you want to leave the public hearing
- 1:03:02open or do you want to close it?
- 1:03:04>> I would leave it open.
- 1:03:06>> Yeah.
- 1:03:06>> Okay. I would leave it open for now.
- 1:03:08>> Okay.
- 1:03:12[clears throat]
- 1:03:14>> So,
- 1:03:17what's
- 1:03:27Motion.
- 1:03:28Make
- 1:03:29>> motion to table this and keep the public
- 1:03:31hearing open until next moment. Andrew's
- 1:03:33motion. Second. Kyra.
- 1:03:37All in favor? Opposed.
- 1:03:40Okay.
- 1:03:48>> And at the time of the 76.
- 1:03:51>> Okay. Right. Thank you.
- 1:03:54Thank you.
- 1:04:07>> And let the record show that saved you.
- 1:04:10New Kirk has arrived. Will be
- 1:04:12participating.
- 1:04:15>> Don't lose our time. Go away again.
- 1:04:19>> Did they win? They won. One to zero.
- 1:04:22We're not
- 1:04:24>> correct
- 1:04:35or something.
- 1:04:45Number eight.
- 1:04:57Okay. Item number 8, 350 Broadway site
- 1:05:00plan to construct an addition to an
- 1:05:02existing building and establish 10
- 1:05:03residential units. SPL56.26.11-4900
- 1:05:10seeker determinations.
- 1:05:13So
- 1:05:14>> this one is I think T2
- 1:05:18uh Transexo T5 MS W9 Diane Chen is the
- 1:05:24applicant 350 Broadway Kingman LLC owner
- 1:05:28welcomes
- 1:05:30we just names for the record please.
- 1:05:31Good evening, Dian Chen. As we said, um
- 1:05:35here's Mike Shiloh, my GC builder. So,
- 1:05:39I'm going to turn everything over to
- 1:05:41him. [laughter]
- 1:05:43>> Well, if you just want to give us a
- 1:05:44quick walk through. Sure.
- 1:05:46>> Pulling up the screen. So,
- 1:05:48>> you guys are probably familiar with the
- 1:05:50property because it's been on the
- 1:05:51planning board previously with the grant
- 1:05:53on seven units. When Diane bought the
- 1:05:56property, it was shown at seven units,
- 1:05:58but it would never qualify for um a
- 1:06:01building permit because the two adjacent
- 1:06:04lots, even though they're lower, didn't
- 1:06:06allow proper fires because there was no
- 1:06:09way they had multiple bedrooms. During
- 1:06:11this process, we discovered that the
- 1:06:13second and third floor roofs are in
- 1:06:16total need of replacement. And we talked
- 1:06:18to our local architect Charlie Wesley
- 1:06:20and looked at the feasibility of of just
- 1:06:23removing down to the second floor and
- 1:06:24going back up over the existing
- 1:06:26footprint and closing the entire
- 1:06:28footprint to make the building code
- 1:06:31compliant. We could only fit studios
- 1:06:32like when you get one bedroom if we
- 1:06:35closed off then we wouldn't be fired. So
- 1:06:37we figured out that we can keep the same
- 1:06:38bedroom count but get 10 units versus
- 1:06:41the seven that were originally planned.
- 1:06:46project has three affordable units as
- 1:06:49part of this scope. Um we will be
- 1:06:52looking for a handicap spot on the
- 1:06:54street because there are 10 originally
- 1:06:57property was being marketed with heated
- 1:07:00parking in the rear and found out spots
- 1:07:02aren't heated accurate of the property.
- 1:07:04So the originally planned handicap
- 1:07:06parking in the back is not feasible
- 1:07:08anymore. So we either would like to do
- 1:07:11right in front of the property or paint
- 1:07:13and stripe one across the street and
- 1:07:15we'll miss it belong. If this city would
- 1:07:16do a little bit further, you know, it
- 1:07:18doesn't matter to us. In the rear of the
- 1:07:20property, we are going to have access
- 1:07:22for a full garbage containment as well
- 1:07:24as enclosed bicycle enclosures so that
- 1:07:28we can fit probably one bike for most of
- 1:07:30the tenants. Even though we're only
- 1:07:31required to have two, we're going to
- 1:07:33make it available for everybody's use.
- 1:07:36And we're not changing footturn of the
- 1:07:38property at all. That's rear of the
- 1:07:40property. So, Broadway facing side will
- 1:07:42still look the same. Actually, look
- 1:07:44better because it'll have windows
- 1:07:45finally.
- 1:07:47I'll answer any questions board has. So,
- 1:07:50when you had mentioned about the back of
- 1:07:51the property with the [clears throat]
- 1:07:54trash receptacles and all of that. So,
- 1:07:56the last time it was here, there was an
- 1:07:58easement [clears throat]
- 1:07:59to access the the easements
- 1:08:02non-existent. They never registered it
- 1:08:03when the hospital the original Kingston
- 1:08:05hospital sold the property or the
- 1:08:07easement. The previous owner never got
- 1:08:10that documented on the deed and
- 1:08:12unfortunately it didn't transfer over to
- 1:08:14us. It's not not there. Worst case
- 1:08:17scenario, if and when the hospital
- 1:08:18decides to do something with that lot,
- 1:08:21we can take the garbage that we have
- 1:08:23there and walk it through our ground
- 1:08:24floor corridor and and put it out front
- 1:08:26when our garbage dumpster comes. So
- 1:08:28right now we'll have an enclosure with
- 1:08:30store 4yard container which the dumpster
- 1:08:33company come in open gates pull it out
- 1:08:36dump it put it back in it closed up it
- 1:08:38but and it's not visible we do have a
- 1:08:40small section in the back which we're
- 1:08:42going to make still keep retain the
- 1:08:44originally planned decks and there will
- 1:08:47still be an access point on the back of
- 1:08:49the property so that you in essence can
- 1:08:51walk through through the front and
- 1:08:53that's our main ADA compatibility.
- 1:08:56>> Okay. We also plan on marketing the two
- 1:08:58ground floor apartments as ADA. We're
- 1:09:00required to have one, but we're making
- 1:09:02build ADA accessible.
- 1:09:04Okay.
- 1:09:08>> Now, with the change of the facade on
- 1:09:10the front of the building, first floor,
- 1:09:13this is existing.
- 1:09:15>> Yeah, it's we're not changing anything
- 1:09:17on the facade on the front floor.
- 1:09:18There's an existing roofing canopy.
- 1:09:20We're just going to re- roof it cuz it's
- 1:09:22not in good shape. So this is the rear
- 1:09:24of the property and it had stuckle and
- 1:09:27siding. It had a mish mash of different
- 1:09:29things. So we're going to use a hardy
- 1:09:30plank 9 in white standard look. The
- 1:09:33bottom will retain its masonry on this
- 1:09:35side. The masonry goes up and over here
- 1:09:37it's a wood structure to the top.
- 1:09:40>> But you you were going to enclose that
- 1:09:42front little al cove.
- 1:09:44>> Yes. Oh my god. I totally forgot about
- 1:09:46that. So, right now we have a homeless
- 1:09:48person that likes to use our spot. And
- 1:09:50what we decided to do is bring that
- 1:09:53space towards the street more. We'll
- 1:09:55probably leave it within a foot of its
- 1:09:58of the property line so that we can
- 1:10:00still keep the willp box for the fire
- 1:10:02departments and have their access to it,
- 1:10:04but it would also serve as a wind entry
- 1:10:06for the retail when we rent it out
- 1:10:09>> and eliminate the homeless person
- 1:10:10sleeping there. And then with uh
- 1:10:13mailboxes,
- 1:10:14>> mailboxes right now we have two options.
- 1:10:17One is right here on a sliver just a
- 1:10:19built in. We might make the wall wider
- 1:10:21or right now it's programmed. You walk
- 1:10:23into the corridor and there'll be 10
- 1:10:25mailboxes plus a commercial for the mail
- 1:10:28department to use
- 1:10:29>> in reset inside the wall.
- 1:10:31>> Okay. That would be inside the left.
- 1:10:33>> Inside the left door. Yes. There'll be
- 1:10:35secondary door there. So the mailman can
- 1:10:36get in but he can't go beyond the
- 1:10:38problem.
- 1:10:38>> Okay.
- 1:10:39>> Um if you go to the planet he show it to
- 1:10:41you. And the first floor apartments
- 1:10:43their access from behind.
- 1:10:45>> No, you actually have entrance from the
- 1:10:46front. Okay. If you go to the the
- 1:10:49section that has
- 1:10:51so you would walk in here
- 1:10:54>> and you have a corridor here to this
- 1:10:56unit and you can go to this one, but
- 1:10:58they also have access from the rear if
- 1:11:00you want to. Yeah.
- 1:11:08because we couldn't bank on having this
- 1:11:10always available for handicap entry. We
- 1:11:13originally weren't programmed to have a
- 1:11:15lift there. We ever lose access to that.
- 1:11:17We had to maintain this corridor and we
- 1:11:19had to sacrifice some of this space
- 1:11:21which originally was part of the retail.
- 1:11:22But by doing so, we've maintained access
- 1:11:25in all scenarios
- 1:11:26>> and it's just one retail.
- 1:11:28>> One retail. Okay.
- 1:11:30existing
- 1:11:32750ish square ft.
- 1:11:42Now another question since this takes up
- 1:11:45most of the footprint and there is no
- 1:11:48easement in the back how will
- 1:11:50construction stage with materials and
- 1:11:52equipment and
- 1:11:54>> I can bring everything in through here
- 1:11:56or boom it in.
- 1:11:58We don't have like machines booms to
- 1:12:00bring
- 1:12:01>> when I get I'll have a delivery of
- 1:12:03drywall. That's our biggest item really
- 1:12:04to come in and some 2x4s so we can stage
- 1:12:07it right through the windows. Um I'm led
- 1:12:09to believe with initial conversations
- 1:12:11that the hospital would allow us to take
- 1:12:13deliveries from the back and it wouldn't
- 1:12:15impact this if we have to go to a front
- 1:12:18apply for a permit to park load it and
- 1:12:20then leave. Okay. with flaggers.
- 1:12:31>> Right now the parking lot every time I
- 1:12:33go it's pretty empty. We have the
- 1:12:36parking lot back there. So hopefully
- 1:12:38>> hope it stays that way when we start.
- 1:12:41>> We won't bother anybody to that'll be
- 1:12:43completed fairly soon.
- 1:12:48>> What's your timeline?
- 1:12:50Assuming this gets going in the right
- 1:12:52direction, we would apply for permits
- 1:12:55next week for the first space that's
- 1:12:57already permitted, which is the
- 1:12:58downstairs. We're finalizing the
- 1:13:00drawings with Charlie and hope to have
- 1:13:02something ready for there's an existing
- 1:13:04building right now, which we're going to
- 1:13:05be filing for demo and we want to do the
- 1:13:06roof sooner than later. So, stops
- 1:13:10raining indoors.
- 1:13:11>> We're really hoping
- 1:13:13late spring nicely,
- 1:13:15>> be on the market. Yeah,
- 1:13:18>> but because I'm in the commercial um
- 1:13:21interior material business anyway, so
- 1:13:24that becomes very easy once I have the
- 1:13:26roof and the windows inside the room
- 1:13:29really fast.
- 1:13:31>> Okay,
- 1:13:42>> I think it's great. I think that the we
- 1:13:44don't really see a lot of proposals for
- 1:13:46studios and the fact that you can get
- 1:13:48more housing out of it for people. It's
- 1:13:51>> great.
- 1:13:52>> Lemonade out of London.
- 1:13:54>> Yeah.
- 1:13:54>> That's all we're architect Wesley. He's
- 1:13:57a native Kingston. He said this will be
- 1:14:00so good with it.
- 1:14:01>> Yeah. Yeah. Great location for I think
- 1:14:03and it'll be nice to see that.
- 1:14:04[laughter]
- 1:14:05>> Everybody's looking forward to it.
- 1:14:07>> He said thank you.
- 1:14:09>> Finally.
- 1:14:11Everybody can't wait. Yeah. Yeah.
- 1:14:15>> All right. So,
- 1:14:19>> All right. So, this is a type two. We
- 1:14:22have the
- 1:14:23>> They do have to require because it's 10
- 1:14:28units, you are required to have one unit
- 1:14:31dedicated affordable.
- 1:14:33>> We have three.
- 1:14:33>> We have three.
- 1:14:34>> Yeah.
- 1:14:35>> You'll have to have one deed restricted
- 1:14:36through a covenant. And then uh there
- 1:14:39will be a recting of $5,000
- 1:14:42and um we just recognize potential
- 1:14:45easement in the future. And then board
- 1:14:47policies 4 ending 6 7 11 12 16 A 17 20
- 1:14:5521 28 and 24
- 1:14:58which you will get. [laughter]
- 1:15:00>> Perfect.
- 1:15:01[clears throat] motion. You said the rec
- 1:15:03fee of nine, that was
- 1:15:05>> $9,000 for the recent.
- 1:15:08>> Yeah. The with 10 units, the first six
- 1:15:11are exempt.
- 1:15:12>> And then because the affordable, it's
- 1:15:15exempt as well.
- 1:15:16>> Yes.
- 1:15:18>> They're going to take the other two
- 1:15:20affordable that we're putting into
- 1:15:21consideration.
- 1:15:25>> Takes those not those are dee
- 1:15:27restricted, right?
- 1:15:28>> Yes. Okay. If they're deeed restricted,
- 1:15:30they're
- 1:15:32>> reduced further.
- 1:15:33>> They're preede restricted basically in
- 1:15:36perpetuity
- 1:15:37>> um for as long as the use remains
- 1:15:40residential.
- 1:15:44So that can be adjusted but yeah.
- 1:15:48>> All right. So motion next.
- 1:15:50>> I need a motion.
- 1:15:52>> Kai has a second.
- 1:15:55Sage. All in favor?
- 1:16:01Thank you folks. Really appreciate it.
- 1:16:04>> Look forward to
- 1:16:06>> receiving.
- 1:16:11Have a great evening.
- 1:16:17>> Yeah, we'll send you a letter.
- 1:16:22Thank you.
- 1:16:49I'm not standing
- 1:16:54out with us.
- 1:17:04Okay. Item number 9, 11, 111 Schwank

- 1:17:53>> [laughter]
- 1:17:54>> We come from there
- 1:17:57specific.
- 1:18:27Thank you.
- 1:18:28>> Well, welcome folks. And if we could
- 1:18:29just have everyone's name for the
- 1:18:31record.
- 1:18:31>> Yeah, absolutely. Thank you so much for
- 1:18:32having us. Um, I'm Marley Bushin. I'm a
- 1:18:35partner in head of development at
- 1:18:36Milestones.
- 1:18:39Uh this is Martha Bush from Bush. I'm a
- 1:18:41director at Red Marble.
- 1:18:44And Valerie will also be joining us
- 1:18:46James associate marble.
- 1:18:49>> Um we've got Mike Morello who's doing
- 1:18:51our land use uh Paul Ararius who's our
- 1:18:55civil
- 1:18:57O' Conor from RCO partners on the
- 1:18:59project. Uh and a smattering of other
- 1:19:01people and Tim also from RCO my business
- 1:19:04partner Aaron. Um and Sam and Eloise
- 1:19:07Samara Bailey and Eloise Paul from Sik
- 1:19:09Street Advisors to our awesome project.
- 1:19:12>> Okay.
- 1:19:13>> Well, welcome folks. Um this point you
- 1:19:16just want to give us a walk through.
- 1:19:19>> Yeah, absolutely. Um so I think many of
- 1:19:21you know the site as the TIA site.
- 1:19:25[laughter]
- 1:19:25We uh would love for it to be rebranded
- 1:19:27as something else. Um but uh we're
- 1:19:30really excited about this project. We
- 1:19:32are proposing 135 units of all
- 1:19:35affordable housing. Um we are working
- 1:19:39with HCR on the financing for this. So
- 1:19:41we're doing it as a bond and credit
- 1:19:42deal. So that will ensure that it is%
- 1:19:46affordable. We're targeting AMIs between
- 1:19:4940 and 80%. Um and we are hoping to
- 1:19:54close on this about a year from now on
- 1:19:57financing. Um, assuming approvals and
- 1:20:00everything, it's going to look okay. Uh,
- 1:20:02we are including studios to
- 1:20:05three-bedroom units. Um,
- 1:20:08and, uh, as you can see, the building is
- 1:20:11sort of L-shaped. It's got a small
- 1:20:13amount of ground floor retail to comply
- 1:20:15with the zoning of T5 Main Street. Um,
- 1:20:18and we're also currently proposing doing
- 1:20:20the project uh, as mass timber uh, as
- 1:20:23sort of a sustainable building method.
- 1:20:26We have uh geothermal heating and
- 1:20:28cooling uh that we're designing into the
- 1:20:30project and um yeah we uh have over a
- 1:20:36100 spaces of surface parking. The site
- 1:20:38is quite large. It's about 2 acres so
- 1:20:40we're able to accommodate that. Um and
- 1:20:42we think that that will be more than
- 1:20:44enough for the uh population in the
- 1:20:46building. Um, and I will turn it over to
- 1:20:50the architects who will take us through
- 1:20:52more of the specifics. Yeah. If there's
- 1:20:54any questions about product team,
- 1:20:58>> looks like we're just getting the
- 1:21:01graphics up.
- 1:21:17We didn't
- 1:21:35speak.
- 1:21:54So while while they're doing this, this
- 1:21:56is um not only a site plan, but there's
- 1:22:00going to be a small lot line revision
- 1:22:04associated with this because there's a
- 1:22:06piece in the rear that they're going to
- 1:22:08be um studying. ownership of from the
- 1:22:12joint property to the you off the rear
- 1:22:16back here on the site. There's an odd
- 1:22:19sort of triangle uh that cuts into the
- 1:22:22111 site. And so we um have an agreement
- 1:22:26with um Bob Ryan uh who owns the
- 1:22:31property next door to acquire that site
- 1:22:33in conjunction with our closing. And you
- 1:22:35can actually see the triangle sort of
- 1:22:37highlighted on the model. Yeah.
- 1:22:39Computer. So, uh, project highlights,
- 1:22:42which Marley just ran through, just
- 1:22:45mentioned, 100% portable, 135 units, a
- 1:22:48hybrid CLT construction, cross laminated
- 1:22:51timber, uh, geothermal heating and
- 1:22:53cooling. Um, also some interesting site.
- 1:22:56We're actually in flood planes. We're
- 1:22:57doing flood resiliency. The building is
- 1:22:59actually 5 ft above the ground plane, so
- 1:23:02we're going with that. Um, and we're
- 1:23:05providing approximately 10 into parking
- 1:23:07spaces. So, real quickly, I'll go
- 1:23:10through some context and design and then
- 1:23:12get into the building. So, this is where
- 1:23:14it's uh located. So, this is the site
- 1:23:16with that lot line adjustment shown. So,
- 1:23:19we're just outside of the historic
- 1:23:21district here on the other side of the
- 1:23:22hill. Um, and there's the single uh old
- 1:23:27uh car lot there with asphalt around it.
- 1:23:30So when we got into the design, we were
- 1:23:33really taken obviously with the stockade
- 1:23:35district and with front street and wall
- 1:23:37street and kind of looking at the
- 1:23:38qualities of the buildings there um and
- 1:23:41contrasting that with swing drive. So we
- 1:23:43went through and we did a whole of
- 1:23:45looking at the rhythms and the
- 1:23:46proportions of those facades and trying
- 1:23:49to understand what makes those buildings
- 1:23:50have so much character. And then we
- 1:23:53looked at Shank Drive which has a quite
- 1:23:55different typology and suburban
- 1:23:57buildings parking lot, right? So, kind
- 1:23:59of the big question for us is how do we
- 1:24:01bring that character down the building
- 1:24:03over here? Um, and so this is some
- 1:24:06photos of the site if you don't know it
- 1:24:08that well. Uh, so this is the building
- 1:24:09on the back side here. You have all
- 1:24:12these build these trees that are going
- 1:24:13up the hill kind of screen the parking
- 1:24:15lot a little bit and there's existing
- 1:24:17foliage on the other side of the
- 1:24:18building as well. Um, so we're really
- 1:24:22taken with the textures of the town,
- 1:24:24right? all the different history and all
- 1:24:26the details that make up the buildings
- 1:24:27and particularly the adjacent stockage
- 1:24:30district area and we did a whole
- 1:24:32analysis looking at the wealth and
- 1:24:33material history that comes from uh
- 1:24:35Kingston the greater Olster County. So
- 1:24:37we looked at brick, we looked at timber,
- 1:24:40we looked at blue stone and lstone
- 1:24:41masonry, we looked at cement and then
- 1:24:44we, you know, went back to the site um
- 1:24:46and we looked at actually the building
- 1:24:48history uh of the stockate district and
- 1:24:51what the buildings were made out of
- 1:24:53largely brick framing siding and
- 1:24:54concrete and how that changed over time.
- 1:24:57So then when we went to the site, we
- 1:24:59took two what we call bars um and we
- 1:25:02treated one with brick and another with
- 1:25:04a limestone or stone like material.
- 1:25:06We're using a high density panel uh
- 1:25:08which has a texture to it. It's like a
- 1:25:10through material. Um so we defined those
- 1:25:13volumes. We articulated the volumes a
- 1:25:15little bit differently. The brick one
- 1:25:16has this stepping on the front to follow
- 1:25:18the curve. The shank drives so that it's
- 1:25:20not fully set the whole way. We
- 1:25:23connected them uh with this bridge
- 1:25:25across and then finally we articulated
- 1:25:27the volumes by adding some more wood
- 1:25:30into the the building and those kind of
- 1:25:33happen at public spaces within the
- 1:25:35building. Um and then we lifted the back
- 1:25:37portion of the building up so that way
- 1:25:38you get all the parking underneath it.
- 1:25:42>> Uh so that gives us two facade systems
- 1:25:44for the building. Um they're both uh a
- 1:25:47rain screen insulation system but on the
- 1:25:50front it's a a brick uh facade. It's a
- 1:25:52Kingston brick, so it's a bit longer and
- 1:25:54taller. Um, and then on the back is that
- 1:25:58uh highdensity panel that we talked
- 1:26:00about. So, the brick will have headers
- 1:26:02and sills. Um, and then the uh panel
- 1:26:06portion will have some trim around the
- 1:26:09windows to help cast shadows and break
- 1:26:10up the sun as well.
- 1:26:14So, we mentioned that it was hybrid CLT.
- 1:26:16What that means is that the floors are
- 1:26:18made out of cross laminated timber. Um,
- 1:26:20so because of the flood plane here,
- 1:26:23we're building that first floor out of
- 1:26:24concrete. So it's resiliency. It's a
- 1:26:26concrete podium. Um, so above that, you
- 1:26:30see these orange lines here. That will
- 1:26:32be cross laminerated timber flooring,
- 1:26:34which will be exposed in the apartments.
- 1:26:36So this is a similar style project, but
- 1:26:38you can see the wood ceilings there. And
- 1:26:41then the walls themselves will be uh
- 1:26:43light wood framing. So those are spaced
- 1:26:46on a 12x6 module um which act as baron
- 1:26:49and shear walls throughout. Uh and then
- 1:26:52also above the first floor that CLT is
- 1:26:55going to be making up the elevator
- 1:26:57shafts and the stair shafts. So when
- 1:26:59you're in the wood you can see where the
- 1:27:01public spaces are and where you can move
- 1:27:03by seeing the floor.
- 1:27:06Uh so this is a view from the northwest
- 1:27:08um which was on one of the earlier
- 1:27:10slides. This is the retail component uh
- 1:27:12that Marley mentioned. This is the kind
- 1:27:15of burning the sloping that we're using
- 1:27:17to navigate that five foot difference
- 1:27:19and using the landscape to mitigate it.
- 1:27:21So it's not just like a harsh wall in
- 1:27:23front of the building as well. Uh this
- 1:27:26is a view from the southwest in the
- 1:27:28parking lot essentially will be
- 1:27:31that way. And then this is the screening
- 1:27:33into a rear entrance into that amenity
- 1:27:35courtyard um that was mentioned. And you
- 1:27:38can start to see some of the amenity
- 1:27:40rooftop chairs if possible.
- 1:27:43And then looking at the northeast, you
- 1:27:44can see the drive aisle. So that takes
- 1:27:46you back into the parking two spaces.
- 1:27:48And then here you get a kind of clear
- 1:27:50view of the residential entrance. So
- 1:27:52again, anywhere where there's kind of
- 1:27:54public movement, that's where we start
- 1:27:55to bring in the wood and bring that in
- 1:27:56from the outside. Um, and then here you
- 1:27:59see the stepping of the building itself.
- 1:28:00It's stepping 2 and 1/2 in 2 and 1/2 ft
- 1:28:03increments. And so that creates kind of
- 1:28:05the natural canopy so they don't need to
- 1:28:07tap anything else on to the facade.
- 1:28:11And then this is a view from the
- 1:28:13courtyard. Kind of initial early sketch
- 1:28:15we did, but gives you an idea of the
- 1:28:17amenity spaces that we'll be wrapping
- 1:28:19this courtyard. So you'll have your
- 1:28:20lounge off of it. Uh you'll have your
- 1:28:22laundry and your gym. Um and then you
- 1:28:25can kind of see some of the CLT coming
- 1:28:27through the windows up there.
- 1:28:30Uh this is a ground floor plan zoomed in
- 1:28:33on the first floor of the building
- 1:28:35itself. So this was the courtyard that
- 1:28:37we were just looking at. You have your
- 1:28:38amenity spaces wrapping it with this
- 1:28:40corridor so that there's always natural
- 1:28:42light coming into that. Um, and then you
- 1:28:44have your main entrance here in the
- 1:28:46north, which is what we looked at with
- 1:28:47the ramp, the stairs, the retail, and
- 1:28:50the residential entrance on the same
- 1:28:51level. So, they're both at that 5ft
- 1:28:54uh elevation. And then there is a rear
- 1:28:57entrance from the parking area that has
- 1:28:59both a ramp and stairs as well. Um, on
- 1:29:02the ground floor, we also have like our
- 1:29:05water meter, electrical service room. Up
- 1:29:06here in the corner, we have a compactor
- 1:29:09room um which will carry 30 toers which
- 1:29:12will be brought and will be staged and
- 1:29:13back. We're working with our management
- 1:29:16on that.
- 1:29:18And then the typical floor these will
- 1:29:20run through two through six. Um so these
- 1:29:23have the studios, the one beds, the two
- 1:29:24beds and the three beds. Uh this repeats
- 1:29:27per the floor or per every floor. So
- 1:29:29there's an elevator bank here in the
- 1:29:31north. You have your stair here in the
- 1:29:32north and another stair in the south. So
- 1:29:34those run
- 1:29:36back
- 1:29:38down so that stair A goes out and exits
- 1:29:41through there and stair B can exit out
- 1:29:43here. And stair B actually exits out
- 1:29:45above the flood plane. Um, which is just
- 1:29:49kind of a, you know, in case there is a
- 1:29:52flood. That way you're not opening the
- 1:29:53boat right under the water.
- 1:29:57And then on the roof, we have an amenity
- 1:29:59terrace in the bar portion in the center
- 1:30:01there. Uh, and then we have the stairs
- 1:30:03on either side.
- 1:30:05Because we're using a geothermal system,
- 1:30:08we don't actually have that much
- 1:30:09equipment on the roof. So, we have two
- 1:30:11ERVs in the north and two ERVs in the
- 1:30:14south. And then there's a a generator
- 1:30:16that will be on the north on the ones.
- 1:30:21So, as part of this, we are going for
- 1:30:24seven uh waiverss. Three of them are
- 1:30:28major and four minor. The first one um
- 1:30:32is the build two zone. So as of right
- 1:30:35with the affordability bonus we can
- 1:30:37build up to six stories uh for the first
- 1:30:4080 ft. So that's essentially roughly
- 1:30:42this far and be brought up to six
- 1:30:45stories. Um what we're looking to do is
- 1:30:47to continue that across so that we get
- 1:30:51more affordable units here in the back
- 1:30:53side. Um the second major waiver is a
- 1:30:56distance between lazing. So, per zoning,
- 1:31:00just jump back to that view.
- 1:31:03Per zoning, this portion of the facade
- 1:31:06needs to be 2 ft wide. Uh, we're showing
- 1:31:08it as four to keep a proportional rhythm
- 1:31:10with the rest of the building. Um, and
- 1:31:12also to capture the structural column
- 1:31:14that's coming down better.
- 1:31:18The third major waiver is curb cut
- 1:31:22width. Uh, per the zoning, the maximum
- 1:31:24curb cut is 20 ft wide. We are showing
- 1:31:27currently a 24 ft per cuff lid and the
- 1:31:29arrows to 20 ft and a dry after you
- 1:31:31would be on the street. Uh the four
- 1:31:34minor waivers are for the front build to
- 1:31:36zone. So first one is per the zoning the
- 1:31:40building needs to be within 5 ft of the
- 1:31:43curve or the property line but because
- 1:31:45of the flood uh resiliency we need the
- 1:31:49space to get up into the building. So
- 1:31:52we're trying to set that back. Uh the
- 1:31:54building width uh the the zoning permits
- 1:31:58150 ft. So we're less than 10% older,
- 1:32:00but we're a little bit wider. This far
- 1:32:01is 162 ft. Um and then there is a blank
- 1:32:05wall on the ground floor
- 1:32:10here. So, in order to get this drive out
- 1:32:12here so that the drug cars can come
- 1:32:14through, that means that we need to put
- 1:32:16the front-facing uh utility entry here
- 1:32:20um instead of being able to like break
- 1:32:21it up or put something in between. Uh so
- 1:32:24that creates uh a blank wall that's a
- 1:32:27little bit larger, but we're
- 1:32:28articulating that with different
- 1:32:29materials and potentially putting
- 1:32:31signage there.
- 1:32:32>> Can you show that blank wall on the
- 1:32:34record?
- 1:32:35>> Is that Yeah, it's
- 1:32:38here.
- 1:32:39>> Okay. So our thought is like we can add
- 1:32:41signage here adjacent to it and then use
- 1:32:43the landscaping to soften that. Um so
- 1:32:46that way it's not just a big a stretch.
- 1:32:52And then the fourth waiver is related to
- 1:32:55sign uh per the zoning. The letter of it
- 1:32:58says that the wall signage needs to be
- 1:33:00uh above the storefront. we're showing
- 1:33:03it as adjacent uh in our drawings, which
- 1:33:06if I can pull those up, but um that's
- 1:33:09largely because here the storefront runs
- 1:33:10all the way to the top. So, we have this
- 1:33:12signage here to help break up that uh
- 1:33:17blank wall facade. Um whereas it'll be
- 1:33:20above the the storefront for the retail.
- 1:33:24And then this is the overall site plan.
- 1:33:28So, this has the 100G parking spaces,
- 1:33:30the EV spaces here to the south. The
- 1:33:32bike parking will be uh under the
- 1:33:35overhang of the building adjacent to the
- 1:33:38back entry. Um, and then we have our ADA
- 1:33:41spaces here as well.
- 1:33:42Uh Paul, was there anything else with
- 1:33:44the
- 1:33:46um I'll just say quickly uh with
- 1:33:50redeveloping a largely imperous site uh
- 1:33:53and actually reducing by 8% the
- 1:33:56impervious area. [snorts] Um I have
- 1:33:59verified in communication with the city
- 1:34:01engineer the base flood elevation we're
- 1:34:04using of 155.4.
- 1:34:06So the finished floors are all 2 ft
- 1:34:09above that.
- 1:34:11um and happy to answer any questions
- 1:34:14regarding our our civil site plan or
- 1:34:16engineering related issues. Can you just
- 1:34:20um speak to just a little bit about how
- 1:34:22right now there is storm water that kind
- 1:34:25of runs through the site that connects
- 1:34:27other properties as well and how that's
- 1:34:30going to all be redirected and on an
- 1:34:33interim when the construction is
- 1:34:35happening on this site how the storm
- 1:34:39water is going to be addressed from the
- 1:34:41adjacent sites and then does it back up
- 1:34:43there?
- 1:34:44>> Sure. Um, so we have, I believe, four
- 1:34:47connections. There's a small catch basin
- 1:34:50from Bob Ryan's property that goes into
- 1:34:53a basin on our site. We have a small
- 1:34:56basin from the teachers union on the
- 1:35:01adjacent site who have an easement here
- 1:35:03and a small 6-in line that comes onto
- 1:35:06our site. And then there's uh one other
- 1:35:09line from the Federal Credit Union that
- 1:35:12actually won't be affected. We'll be
- 1:35:14rrooting the storm. I could maybe show
- 1:35:17it better on a different plan. Um, so
- 1:35:20it's really just these two basins which
- 1:35:22are essentially overflows from a dry
- 1:35:24well system on this property adjacent.
- 1:35:28Um, not really concerned about during
- 1:35:32construction.
- 1:35:34They would go from downstream and back.
- 1:35:38So these would by the time these are
- 1:35:40tied back in they they would be
- 1:35:43connected to the frog alley system that
- 1:35:46discharges that way. Um if we have to do
- 1:35:50any temporary bypass
- 1:35:53uh if there's a storm and they're not
- 1:35:55connected in the couple days while we're
- 1:35:58reconnecting these these 6-in lines. Uh
- 1:36:02we'll we'll do that as needed.
- 1:36:05And you're proposing a new um
- 1:36:09the name of it,
- 1:36:10>> a hydrodnamic separator. Great.
- 1:36:12>> Thank you.
- 1:36:13>> That'll that'll help us meet our water
- 1:36:16quality volume treatment, right? For the
- 1:36:17slip uh redevelopment slip. Um allows
- 1:36:21for the use of those and that's that'll
- 1:36:23be here right before going out the frog
- 1:36:26alley. Um and that will be able to
- 1:36:29convey the 100year storm flow while
- 1:36:32while treating the storm water. Um
- 1:36:35>> I don't know if the board is familiar
- 1:36:37with that. Can you just kind of describe
- 1:36:38the system because I don't think it's
- 1:36:40something that
- 1:36:40>> Sure. It's more of a mechanized uh
- 1:36:43system. Um that's like a swirl um I I
- 1:36:50call it a filter filtration system that
- 1:36:52that treats storm water and and
- 1:36:54discharges a a cleaner uh storm water.
- 1:36:57We used one at Benedict 18 and we've
- 1:37:01used them all over for redevelopment
- 1:37:03projects. It's I think a 6ft diameter
- 1:37:07looks like a looks like a dry well but
- 1:37:09it has a it it's mechanized and and
- 1:37:13provides our treatment through
- 1:37:15>> filtration serviced or emptied.
- 1:37:18>> There's there's some maintenance
- 1:37:20requirements. Um I'm sure every 5 to 10
- 1:37:24years I I have to check the exact Yeah.
- 1:37:28the the building is anticipating having
- 1:37:29a living superintendent. Okay. So,
- 1:37:32maintenance should be easily covered.
- 1:37:40>> Yeah. So, if there any questions for
- 1:37:48>> So, just for the members, we obviously
- 1:37:51you've got staff notes. Um, we did send
- 1:37:54the staff counts out to you all. I'm
- 1:37:57sure started to look at them and digest
- 1:37:59them and we'll be making
- 1:38:03comments back on them. Or if you have
- 1:38:05any questions for us about anything that
- 1:38:08is within those, let us know um before
- 1:38:12next month. Um, this does need to go to
- 1:38:16the county. So I do want the board to um
- 1:38:19if they're comfortable with the level of
- 1:38:21information I think it's developed we
- 1:38:23think it's developed enough to send out
- 1:38:26the formal community having planning
- 1:38:28board um so that we can do that next
- 1:38:30month I think also I would ask the board
- 1:38:33at public hearing um there's obviously
- 1:38:36one required by law for the lot line
- 1:38:39revision that is part of project a site
- 1:38:42man public hearing is also in order on
- 1:38:46this Um the other thing um just as we
- 1:38:48talked about with the 25 bill court one,
- 1:38:51I think that there should be some um uh
- 1:38:55more visual simulations done. Um I'd
- 1:38:58like the board to think about and maybe
- 1:39:01tonight come up with a couple of
- 1:39:04locations that you know as you're coming
- 1:39:06down schwank or going up you know either
- 1:39:09direction on schwank. kind of it would
- 1:39:10be appropriate to have some uh visual
- 1:39:14simulations both day and night um with
- 1:39:18building context of existing buildings
- 1:39:21in place um and also maybe from up above
- 1:39:25to get a sense of need from the historic
- 1:39:29district. So I don't know what are the
- 1:39:32board's thoughts on that?
- 1:39:37I mean, this is a six-story building
- 1:39:40primarily a one-story area. So,
- 1:39:44especially the front street just to see
- 1:39:46what it'll do to the view. That'll be
- 1:39:48one location
- 1:39:51to see.
- 1:39:59>> So, the the parking lot on on North
- 1:40:01Front Street is right
- 1:40:03>> this is the guard rail.
- 1:40:04>> That plaza is down here.
- 1:40:06>> Yeah. Yeah. from Sun Street. It's due to
- 1:40:09the mature trees that are sort of on
- 1:40:11that slope up to the parking lot, they
- 1:40:13actually provide quite a bit of
- 1:40:15screening from Front Street.
- 1:40:18Um, but that's sort of the perspective
- 1:40:20there.
- 1:40:21>> Yeah, this is the parking lot.
- 1:40:23>> Do we know the grade change between the
- 1:40:26our parking lot and the parking lot?
- 1:40:30>> Yeah.
- 1:40:36We go from 180 to about what? What are
- 1:40:39we at? 154
- 1:40:41155.
- 1:40:42>> Yeah.
- 1:40:44>> 5T.
- 1:40:49>> I just I think it's important um to have
- 1:40:52those simulations particularly because
- 1:40:55one of the waiver requests is to have
- 1:40:59both the bit and the six floor extending
- 1:41:02feedback
- 1:41:04um all the way to the rear of the
- 1:41:06building which is quite a large
- 1:41:10deviation um waiver request I was it's
- 1:41:13close to 200% and so I think it's
- 1:41:17important to understand
- 1:41:19uh visually and different
- 1:41:26viewpoints.
- 1:41:30>> Sure. And we can also show it in context
- 1:41:32with the Kingstonian which will also be
- 1:41:35bring
- 1:41:36there
- 1:41:38>> and the
- 1:41:41guy mentioned it but the reason to bring
- 1:41:43that waiver why we're requesting that is
- 1:41:46we get about
- 1:41:4830
- 1:41:49>> additional units of affordable housing
- 1:41:52and so it it has a lot of implications.
- 1:41:55um if we were to lose those units, we'd
- 1:41:57likely be pushed into the HCR 9% uh
- 1:42:01financing program, which then is
- 1:42:03competitive, which you know, I can't say
- 1:42:06when we would close with that. And so,
- 1:42:08keeping our building at a certain scale,
- 1:42:11helps on multiple fronts.
- 1:42:14>> Yeah, doing the housing with those, you
- 1:42:17know, I think it's imperative that we
- 1:42:18look at all opportunities, but we'll
- 1:42:20definitely do those visuals that you
- 1:42:22requested. Let me know if the parking
- 1:42:24lot is uh been put out in RP and
- 1:42:28responses to develop on that which will
- 1:42:30alter greatly
- 1:42:33any use should a uh should a building be
- 1:42:36put on that parking lot.
- 1:42:38>> We'll get various board.
- 1:42:41>> Yeah, absolutely. So, yeah, we can take
- 1:42:43one from that parking lot. There are
- 1:42:44other areas that
- 1:42:45>> we have seen the intersection.
- 1:42:50Uh no other other interception just
- 1:42:53went.
- 1:42:54>> Yeah.
- 1:42:54>> Yeah.
- 1:43:10How
- 1:43:12going to be
- 1:43:14solely sourced through RO?
- 1:43:18>> We will be the managing agent. Um but
- 1:43:23this market
- 1:43:25for the
- 1:43:30>> and we'll do you know it's always been
- 1:43:32our president to notify the community as
- 1:43:35much as we can that the lottery is
- 1:43:36active to you know encourage as many
- 1:43:39applications especially locally as we
- 1:43:41can. Um you know we want people who live
- 1:43:44in Kingston who need an affordable home
- 1:43:46to be the first people to apply for
- 1:43:48this. So, if there's any suggestions of
- 1:43:50organizations you'd like to see us do
- 1:43:52outreach to, we're happy to consider
- 1:43:54that and make sure that we tell them
- 1:43:56that the lottery is active and even give
- 1:43:58them heads up. You know, in the past,
- 1:44:00we've done even trainings on like this
- 1:44:02is how you've actually applied for it
- 1:44:03when it's a complicated lottery system,
- 1:44:05things like that.
- 1:44:09>> So, the the parking um demand um and
- 1:44:12redemption study, they came in late.
- 1:44:15they just quickly reviewed it and a
- 1:44:17couple things. Um,
- 1:44:20and I'm I'm thinking that, you know,
- 1:44:22what might be nice to incorporate into
- 1:44:25the project would be maybe a bus shelter
- 1:44:28along the public railway to encourage,
- 1:44:31you know, ridership um or place for
- 1:44:34them. uh maybe um but it's not you know
- 1:44:38I know you said you would provide
- 1:44:40information to resonance but I'm not
- 1:44:44seeing the the intramodal kind of
- 1:44:47connectivity that I would like to see
- 1:44:49enough study identified
- 1:44:51>> sure and we can certainly talk to uh bus
- 1:44:54operator here and see if there is an
- 1:44:56opportunity for that and at the very
- 1:44:58least do way finding you know if they
- 1:45:00say we don't want a bus shelter there
- 1:45:01but do way finding you know bus stop 100
- 1:45:04ft this way, whatever it is, certainly
- 1:45:06want to encourage um multimodal transit.
- 1:45:12>> Man, with this being in the flood plane,
- 1:45:15what are there any specialized
- 1:45:17construction techniques that you're
- 1:45:19going to use to put pilings in or how is
- 1:45:23the support going into the brown to
- 1:45:26bedrock or what's that look like? So,
- 1:45:30our structural engineer is still working
- 1:45:31on that based off the geotech report.
- 1:45:33But um the basic feedback that we've
- 1:45:35gotten is because we're we're building
- 1:45:37up uh the 5T uh to do it with fill so
- 1:45:41that we're on slab. Um so that that
- 1:45:45would prevent having to wet flood proof
- 1:45:48anything. Um so currently uh the piles
- 1:45:53are are pretty standard. Um the deaths
- 1:45:56will be based off of the geotech report.
- 1:45:58Um in terms of like flood resiliency,
- 1:46:00there isn't a lot extra that we have to
- 1:46:02do because we're doing a a pile system
- 1:46:05here.
- 1:46:09>> Yeah.
- 1:46:14So would you be doing um so for the
- 1:46:18pilings would you be doing you' be doing
- 1:46:20compacting right from what I understood
- 1:46:22reading the geotech like they would be
- 1:46:25compacting the soils
- 1:46:27>> that's our understanding
- 1:46:28>> okay
- 1:46:32>> um would you be doing any surveying of
- 1:46:35the adjacent properties or monitoring
- 1:46:38any of the buildings that are
- 1:46:40>> Absolutely. Yeah, you know normal course
- 1:46:43of doing this we'll do a
- 1:46:44pre-construction survey of you know our
- 1:46:46geotech engineer or structural engineer
- 1:46:48will recommend which properties how far
- 1:46:50it should extend and then we'll do
- 1:46:52vibration monitoring optical monitoring
- 1:46:54whatever is necessary for their
- 1:46:56recommendations.
- 1:47:02So do you I have listed in the attendant
- 1:47:06the New York State Park art parks
- 1:47:07recreation start reservation as a
- 1:47:10circulating
- 1:47:12uh agency. Do you guys anticipate
- 1:47:15reaching out to them through Chris?
- 1:47:17Because the reason I ask is because what
- 1:47:20I found have been happening more and
- 1:47:22more recently is once DEC gets it in
- 1:47:25their system it takes several months
- 1:47:28then it goes to PRP and then it's like 5
- 1:47:32months later you get a letter that says
- 1:47:34oh we want to see everything. So do you
- 1:47:36guys go to Chris right in the beginning?
- 1:47:39Should we do it? Should we
- 1:47:43>> I typically only would have if we were
- 1:47:45doing the coordinating review which this
- 1:47:48is not we're treating this as the thing
- 1:47:50too we are
- 1:47:51>> yeah my concern my concern is that
- 1:47:53they're going to get it and then say
- 1:47:56okay we're commenting I mean even though
- 1:47:58they're not interested agency
- 1:48:02>> the like if you're going for state
- 1:48:04funding um financ
- 1:48:06It's going to be in the system that
- 1:48:08agency may referral process.
- 1:48:12>> Well, most
- 1:48:14but you don't you we can do it anyway.
- 1:48:17All right.
- 1:48:17>> Well, we can check in with HDR.
- 1:48:20>> I just don't want to find out like five
- 1:48:22to six months.
- 1:48:23>> Neither do I.
- 1:48:25I don't want to have a shovel ready
- 1:48:27project that that is the home for
- 1:48:31um and Sue you had mentioned uh sending
- 1:48:35referring this to the county. We did
- 1:48:37have our gateway meeting um with Dennis
- 1:48:39Doyle a couple weeks ago. Um no
- 1:48:42substantial comments came out of that.
- 1:48:44We learned about um Dennis's personal
- 1:48:46feelings on the brick.
- 1:48:51That that was the most controversial
- 1:48:53thing out of there.
- 1:49:02personally.
- 1:49:13>> Okay. So, where
- 1:49:18did he eat?
- 1:49:20>> Yes, he's
- 1:49:21>> okay. So when you were making the
- 1:49:23visuals, you want to see visuals from
- 1:49:26the intersections of Waza and Schwank
- 1:49:32looking towards this project. Um
- 1:49:35>> Frog Alley,
- 1:49:36>> Frog Alley and Schwank. And then up
- 1:49:38above from Broadfront Street looking
- 1:49:41down. any any other
- 1:49:43>> I think I'd like to see just kind of
- 1:49:44like a side with the onestory buildings
- 1:49:47like how tall the six stories will look
- 1:49:50compared next to
- 1:49:51>> okay
- 1:49:52>> you know like Ryan in next you know what
- 1:49:54I'm saying like something where we can
- 1:49:56see
- 1:49:56>> the surrounding property
- 1:50:04>> um I would do them in both nighttime and
- 1:50:08daytime
- 1:50:10But I think the night time particularly
- 1:50:13because if you're going to have the um
- 1:50:16top have that open area
- 1:50:20the lights and how that might impact.
- 1:50:23>> Yeah. We're also just doing um EGC as
- 1:50:27part of the HCR process. So we are
- 1:50:29following the uh dark side standards and
- 1:50:31the lighting. So as is we're trying to
- 1:50:34mitigate any kind of light spill off. So
- 1:50:37uh we've been white. So we'll we'll give
- 1:50:41you some illustrations of
- 1:50:46>> anything else.
- 1:51:04Now, if everything goes to plan
- 1:51:09if what are [clears throat] the
- 1:51:10timelines you guys are looking at?
- 1:51:14>> Sure. Um, so we have a pretty aggressive
- 1:51:19design schedule. We're currently on
- 1:51:21pause until we get the feedback from the
- 1:51:24planning board. But, uh, when we resume,
- 1:51:27uh, we'll be resuming with design
- 1:51:28development. Um, and we have a schedule
- 1:51:31that will get us to 100% CD bronze by
- 1:51:35the spring. Um, in our conversations
- 1:51:38with HCR, we've been talking about a
- 1:51:43late summer closing. Um, and we have
- 1:51:46also been talking since the tax credit
- 1:51:49project, we need tax credit investor. Um
- 1:51:52we currently have a couple of in
- 1:51:54investors who are interested and are
- 1:51:56holding us our project in their 27
- 1:51:58pipeline. Um tax credit equity has
- 1:52:00gotten very tight in the past couple of
- 1:52:02years and so we wouldn't be able to
- 1:52:05consider a financial closing
- 1:52:06[clears throat] without also having that
- 1:52:07sort of piece lined up.
- 1:52:11>> And then we're underwriting a 30month
- 1:52:14construction timeline I believe.
- 1:52:18Oh, excuse me.
- 1:52:20>> Um,
- 1:52:21>> sorry. I think it's 24. I'm sorry. I'm
- 1:52:24inflating projects.
- 1:52:25>> The fire chief did have some comments
- 1:52:27that I did upload. I don't know. You You
- 1:52:31should get notification when the upload.
- 1:52:33>> Yeah, I was reviewing the certain.
- 1:52:35>> I just want to make sure you were okay
- 1:52:36because he has some height.
- 1:52:38>> Yeah.
- 1:52:39>> Did look at that. I know the the minimum
- 1:52:42truck height is 16 ft. Our pass through.
- 1:52:45We're only 18 ft right now under the
- 1:52:48building itself.
- 1:52:50>> Uh the it does vary because of the
- 1:52:52slight grade change, but it's always at
- 1:52:55like 16T 9 to 17t.
- 1:52:58>> Okay.
- 1:52:58>> Um some of those
- 1:53:00>> there is some room in there so we can
- 1:53:01play with the design of that as develop
- 1:53:04it further.
- 1:53:04>> And we've been in contact with the
- 1:53:06chief.
- 1:53:07>> We met with Chris and he actually asked
- 1:53:10for a
- 1:53:12proposed swing gate. We uh so we ditched
- 1:53:15two parking spots there for now and uh
- 1:53:18because this is the fire
- 1:53:19>> Yes.
- 1:53:20>> Will fire department there
- 1:53:23>> and then the other comments were mostly
- 1:53:25regarding the building and alarmed.
- 1:53:28>> Yeah. Yeah. System
- 1:53:32>> commercial
- 1:53:34layout
- 1:53:36see those.
- 1:53:37>> Yeah, definitely.
- 1:53:39>> Sometimes we don't know that we say we
- 1:53:41>> Yeah. You upload it and you hope the
- 1:53:42notification goes up. [laughter]
- 1:53:44>> Those things are always got buried.
- 1:53:48>> So the referrals are kind of vending
- 1:53:49more you guys will take care of and
- 1:53:52setting the public hearing.
- 1:53:53>> Do you know what day that'll be the
- 1:53:55public hearing?
- 1:53:56>> Uh next meeting November
- 1:54:0216.
- 1:54:09November 16.
- 1:54:13>> You guys
- 1:54:18will
- 1:54:21soon be public hearing.
- 1:54:29>> Do you have any staff notes that we
- 1:54:32sent?
- 1:54:33>> No, I think they were all pretty strict
- 1:54:35in this room. So if there's anything
- 1:54:37that comes up as we develop.
- 1:54:39>> Okay. We're I'm still pulling from water
- 1:54:44sewer engineering facilities. I'll make
- 1:54:47sure we try and get those to you as
- 1:54:49possible.
- 1:54:51So you'll notice both.
- 1:54:55Yes.
- 1:55:15>> Thank you so much.
- 1:55:17>> Thank you.
- 1:55:19have to make the table.
- 1:55:21>> All right. Make a motion on the table
- 1:55:22and then this will
- 1:55:30>> work.
- 1:55:34All in favor
- 1:55:59>> I was here for so long today.
- 1:56:03Yeah. But
- 1:56:06then I'm also using
- 1:56:12so advertisement
- 1:56:15[laughter]
