10. 0:35do you feel the United States is winning
11. 0:37the war on terrorism and I think on the
12. 0:40issue of massing along the border the
13. 0:41secretary pretty much covered that uh we
14. 0:44know that's where the there are that's
15. 0:46where a lot of the al-Qaeda fled some of
16. 0:48the Taliban probably for that matter and
17. 0:50it's a long border and uh I I guess
18. 0:53there's no doubt that there are pockets
19. 0:55of them whether they're massing or not I
20. 0:57think remains to be seen I would just
21. 0:58tell you that from my from what I've
22. 1:00seen we have no evidence of that on the
23. 1:02other hand General Franks this is
24. 1:03something that he and and general McNeil
25. 1:06inside Afghanistan work on a daily basis
26. 1:09uh we've got reasonably good
27. 1:10intelligence we get good cooperation
28. 1:12from Pakistan and from
29. 1:13Afghanistan troops are looking
30. 1:17for and the and it is very clear that
31. 1:19the political and economic sanctions
32. 1:21have with with respect to Saddam Hussein
33. 1:23have not worked the containment uh a
34. 1:25third part of the containment clearly
35. 1:27was uh operation northern and southern
36. 1:29watch and and we know for a fact that
37. 1:31that he is continuing to operate in in
38. 1:34those areas and and doing things that
39. 1:37it's very hard to stop him from doing
40. 1:39because he's got mobile anti-aircraft
41. 1:40capabilities and when he shoots at us we
42. 1:43shoot back um he hasn't hit us
43. 1:47fortuitously and but by the same token
44. 1:49we've not done a great deal of damage to
45. 1:51uh his air defenses or any of any of his
46. 1:54other
47. 1:55capabilities um the big thing that was
48. 1:58there was the weapon of mass d ruction
49. 2:00issue and he had agreed and the UN had
50. 2:02agreed that they would he would not have
51. 2:04a wmd program we know he does have one
52. 2:06and he is continuing it so it is there's
53. 2:08no way any reasonable person could look
54. 2:10at that record and say that it's
55. 2:17worked are planning I um I can say that
56. 2:22we believe in the United States of
57. 2:24America that it is not uh debatable that
58. 2:27that it's that that in fact there is
59. 2:30ample evidence um indeed the words of of
60. 2:34the gentleman no he's not a gentleman uh
61. 2:38the words of the individual
62. 2:40uh Proclaim his guilt and and uh take
63. 2:45pride in in his
64. 2:47accomplishments um I you know I I have
65. 2:49no knowledge of what anyone else might
66. 2:51say or think about it but uh ubl has
67. 2:54certainly

70. 3:00hilltops on video that he he was
71. 3:03involved can you anys
