  2. 0:02the National Security Council staff you
  3. 0:05conducted a covert operation and my
  4. 0:08question is um did the president
  5. 0:12specifically designate the National
  6. 0:14Security Council staff for that purpose
  7. 0:18I think what I have said consistently is
  8. 0:19that I believe the president has the
  9. 0:21authority to do what he wants with his
  10. 0:23own staff that I was a member of his
  11. 0:25staff that Mr McFarland was and that
  12. 0:28Admiral Poindexter was and that in
  13. 0:30pursuing the president's foreign policy
  14. 0:32goals of support the Nicaraguan
  15. 0:34resistance he was fully within his
  16. 0:36rights to send us off to talk to foreign
  17. 0:38heads of state to seek the assistance of
  18. 0:41those foreign heads of state to use
  19. 0:42other than US Government monies and to
  20. 0:44do so without a finding
