- 0:00all right welcome back you heard what
- 0:01that Allen had to say he's the uh
- 0:04commandant of the uh Coast Guard uh
- 0:06let's go now if we possibly could to uh
- 0:09Tony Hayward this is that interview we
- 0:11did just uh moments ago uh he did it on
- 0:14the beach uh this is exclusive tape of
- 0:17Tony Hayward on the beach let's take it
- 0:22now
- 0:24beached and what I will be doing with my
- 0:27team immediately after this is
- 0:29understanding
- 0:30what more we can do to reinforce the
- 0:33defenses along the shoreline we have a
- 0:35lot of resources on location we need to
- 0:38find a way of deploying them more
- 0:40effectively to keep them keep the oil
- 0:43off the shore we continue to fight this
- 0:46battle on free fronts to eliminate the
- 0:48leak in the sub sea to contain the oil
- 0:52on the surface and to defend the
- 0:54shoreline and as I've said it's clear
- 0:57that the defense of the shoreline
- 1:00this point has not been successful and I
- 1:01feel devastated by that absolutely
- 1:04gutted what I can tell you is that we
- 1:07are here for the Long Haul we are going
- 1:09to clean every drop of oil off the shore
- 1:13we will remediate any environmental
- 1:16damage and we will put the Gulf Coast
- 1:19right and back to normality as fast as
- 1:22we can there are a lot of people
- 1:24concerned about the longer term impact
- 1:27of all of this and today we have
- 1:29announced
- 1:30a $500 million research program to begin
- 1:34immediately studying the impact of this
- 1:37so we can assess what needs to be done
- 1:40to remediate any environmental impact
- 1:43both along the shore and in the further
- 1:46offshore marine environment that work
- 1:48will be conducted by the best scientific
- 1:51Minds that we can bring together it will
- 1:54be completely independent of BP and it
- 1:57will help us establish
- 2:00the basis on which we remediate any
- 2:03environmental impact and we will be here
- 2:06for as long as it takes to remediate any
- 2:10environmental impacts and I know that
- 2:12there is an enormous amount of anger and
- 2:16frustration on the parts of the local
- 2:19communities I share that this is
- 2:22something I never wanted to see and we
- 2:25are going to do everything in our power
- 2:28to deal with it as fast as we can and
- 2:31return the societies and communities of
- 2:34the Gulf Coast to normal as quickly as
- 2:36we can and we are have put in place a
- 2:41comprehensive claims process to ensure
- 2:44that while people's livelihoods is
- 2:46impacted they are kept whole
- 2:49economically the government ising about
- 2:51a possible criminal investigation the
- 2:53government has ined of a possible
- 2:55criminal investigation have you heard
- 2:56anything about that and what is your
- 2:58response to that I think there will be
- 2:59all sorts of Investigations following
- 3:01this quite rightly and we will deal with
- 3:04them as they come what about
- 3:06Federal effort handing that over to the
- 3:10government as long as continues to put
- 3:12the bill we have worked collaboratively
- 3:15in cooperatively with the all of the
- 3:17federal agencies from the beginning of
- 3:19this the relationship on the ground is
- 3:22fantastic and we continue
- 3:24to and we continue to do everything we
- 3:27can and clearly I'm as devastated as you
- 3:29You Are by what I've seen here today and
- 3:32we are going to do everything in our
- 3:33power to prevent any more oil coming
- 3:36ashore and we will clean every last drop
- 3:38up and we will remediate all of the
- 3:41environmental
- 3:45damage do you think that there were
- 3:47problems that were apparent all there's
- 3:50been a lot of debate and speculation on
- 3:53the accident I think it's right that we
- 3:56allow the investigations of which there
- 3:58are many to proceed
- 4:00and allow the investigations to draw
- 4:03whatever is the right conclusion and we
- 4:05are cooperating with all of the
- 4:07investigations I'm going to take two
- 4:09more questions than I need to
- 4:12go
- 4:15people on the B and nothing firm certain
- 4:19for August what would you tell people
- 4:21about what to expect should they be
- 4:23confident about
- 4:24the we are working through in a very
- 4:28rigorous scientific and Engineering way
- 4:31a series of options to eliminate the
- 4:33leak they are being assessed From
- 4:36perspective of likelihood of success and
- 4:39the risk around them so a risk reward
- 4:41approach and they are being
- 4:44prioritized so we've thus far executed
- 4:47two one of them failed the other one has
- 4:49been partially successful in that we are
- 4:51now producing oil and gas to surface the
- 4:54third option is the top kill and we will
- 4:57be in all likelihood in a position to
- 5:00execute that in the middle of the week
- 5:03it has never been done in 5,000 ft of
- 5:05water if it was on land we would have a
- 5:08very high confidence of success but
- 5:11because it's in 5,000 ft of water we
- 5:13need to be realistic about the issues
- 5:16around operating in a mile of water we
- 5:19rate the probability of success of
- 5:21somewhere between 60 and 70% but what
- 5:24are you saying beyond that there is a
- 5:28third and fourth and fifth option around
- 5:32both containment and elimination and as
- 5:35I said we are working through the
- 5:37options in a systematic
- 5:39rigorous engineering approach to ensure
- 5:43that we execute the best option with the
- 5:46greatest success greatest likelihood of
- 5:49success and lowest risk in a sequenc
- 5:52approach I'll
- 5:54take do you of the area who
- 5:58re D has said that he wants to continue
- 6:01using it that currently using despite a
- 6:04federal deadline of last month where
- 6:06does that stand is the applying it now
- 6:09and secondly Mr Salazar has called this
- 6:11an existential issue for raising
- 6:14existential questions
- 6:17about we have uh used dispersements from
- 6:20the beginning that are on the EPA
- 6:23approved list everything that we do with
- 6:25dispersants is with the explicit
- 6:27approval of the EPA both in term of
- 6:30dispersant type and the quantity volume
- 6:34applied over any 24-hour period and that
- 6:38continues and as to the question of an
- 6:42existential I think this is clearly a
- 6:45major reputational issue for BP there's
- 6:48no doubt about it and we are doing
- 6:50everything in our power to respond in
- 6:53the right way we are not limiting the
- 6:56resources that we're applying to this
- 6:58we're trying to do the right thing we're
- 7:00trying to do it the right way and we are
- 7:02trying to communicate openly and
- 7:05transparently about everything that
- 7:07we've done you have eight Mr you have
- 7:11excuse me you have eight other rigs in
- 7:13the Gul of Mexico what are you doing on
- 7:16those rigs to prevent this from
- 7:18happening
- 7:19again uh the only rigs that we have
- 7:21drilling today are the two rigs that are
- 7:23drilling the relief Wells they have
- 7:25undergone a very very thorough and
- 7:28extensive testing in of the blowout
- 7:31preventer over and above that which has
- 7:34been promulgated by the MNS MMS in the
- 7:37aftermath of this incident I'm going to
- 7:40go now thank you ladies and gentlemen
- 7:42for your
- 7:43time you have to go through deamination
- 7:45like we
- 7:46did boy there you go and and he is asked
- 7:50a lot of the questions that a lot of
- 7:51Americans want answered specifically
- 7:52questions about what's going on with
- 7:54some of the other oil uh rigs off the
- 7:57coast and are they safe and are we that
- 7:59this won't possibly happen again you
- 8:02heard him say that they are in fact by
- 8:03Wednesday morning going to go ahead and
- 8:05try this next uh operation uh it's it's
- 8:09not going to be the ultimate uh
- 8:11operation in fact that one might come a
- 8:13little bit later when they try and do
- 8:15the uh drill the uh relief well but in
- 8:17the meantime this is what we got this is
- 8:19the news that's being made we're also
- 8:21got U Michelle custo who's going to be
- 8:23joining us in just a little bit he's
- 8:24going to make news as well by telling us
- 8:26that he believes that there is still a
- 8:28whole lot of oil just underneath the
- 8:30surface and let me tell you this as we
- 8:33get ready to begin this newscast we are
