  3. 0:08after this presentation you should be

  5. 0:11summarize the different logistic
  6. 0:13planning conferences
  7. 0:14and explain the output of each
  8. 0:17conference
  9. 0:19logistics standards and doctrine are the
  10. 0:22key elements of logistic planning
  11. 0:25they provide the common basis for
  12. 0:27operational planning activities of nato
  13. 0:30and national logistic planners
  14. 0:34they are the means to ensure that
  15. 0:36national plans support nato objectives
  16. 0:38and alliance operations and missions
  17. 0:42some of the planning documents are
  18. 0:44depicted on the slide
  19. 0:46notice that the bisac allied joint
  20. 0:49operational guidelines for logistics
  21. 0:522013 expired when the new agp4
  22. 0:56doctrine for logistics was ratified in
  23. 0:59december
  24. 1:012019
  25. 1:03but it's still a useful planning tool
  26. 1:05for operational logistics
  27. 1:07the purpose of phase one situational
  28. 1:10awareness is to develop and maintain a
  29. 1:13level understanding to support
  30. 1:15operational assessments
  31. 1:17and the provision of operational level
  32. 1:20advice and decision making
  33. 1:22to secure during the planning for and
  34. 1:26conduct of operations
  35. 1:29the joint force command staff will
  36. 1:31develop an initial system
  37. 1:35perspective of the area of interest by
  38. 1:38identifying basic logistic
  39. 1:40characteristics related to pmsc
  40. 1:44political military economical social
  41. 1:48infrastructure
  42. 1:49and information
  43. 1:52the designated joint force command staff
  44. 1:55will support the strategic operations
  45. 1:57planning group
  46. 1:59at shape
  47. 2:00in this phase
  48. 2:02since the joint operational planning
  49. 2:04group
  50. 2:05not yet has been activated
  51. 2:09the joint force command staff will
  52. 2:12collect and analyze the existing
  53. 2:15reference information from the joint
  54. 2:17force command license

  65. 2:50military economical social
  66. 2:54infrastructure and information
  67. 2:58and review the logistic reference
  68. 3:00information might
  69. 3:02include at a minimum
  70. 3:06the joint force command staff will focus
  71. 3:08on the infrastructure
  72. 3:10the basic facility services
  73. 3:13and installations needed for the
  74. 3:16functioning of a community organization
  75. 3:19or society
  76. 3:21this includes logistical communications
  77. 3:24and transport
  78. 3:26infrastructure
  79. 3:27schools
  80. 3:28hospitals
  81. 3:29water and power distribution
  82. 3:32sewage
  83. 3:34irrigation geography and so on
  84. 3:38the logistical outcome in this phase
  85. 3:41is the initial logistic estimate of the
  86. 3:44crisis area the area of interest
  87. 3:48during phase 2 the joint operations
  88. 3:50planning group is activated
  89. 3:53the logistic planners in this phase are
  90. 3:56responsible for
  91. 3:58the logistic analysis and evaluation of
  92. 4:01the military response options
  93. 4:04mainly identifying the requirements in
  94. 4:06the logistic functional areas

  127. 5:33we have previously stated that the nato
  128. 5:36logistic planning conferences are the
  129. 5:38hub in which planning is coordinated and
  130. 5:42transparency
  131. 5:43is achieved between nato and the troop
  132. 5:46contributing nations
  133. 5:48the slide depicts the logistic planning
  134. 5:51conferences and the operational planning
  135. 5:53process phases
  136. 5:56logistic planning is part of the nato
  137. 5:58operational planning process and aims to
  138. 6:01ensure that availability of logistic
  139. 6:04support in general
  140. 6:07issues such as the use of multinational
  141. 6:10logistics the role of the host nation
  142. 6:13and coordination with international
  143. 6:16organizations and non-governmental
  144. 6:18organizations are considered
  145. 6:21logistic support guidelines are produced
  146. 6:24and includes considerations such as the
  147. 6:27geography of the theater
  148. 6:30and the political and military situation
  149. 6:34the outcome of logistic planning is an
  150. 6:37overall concept of support
  151. 6:39detailed
  152. 6:40in the supporting annexes
  153. 6:43of the concept of operations and who
  154. 6:49movement planning
  155. 6:52the development of movement plans
  156. 6:54in support of nato operations
  157. 6:57will be an integrative process
  158. 7:00and may begin with limited military
  159. 7:02guidance
  160. 7:03or political clearance

  179. 7:54as the operational and intelligent
  180. 7:57situation changes
  181. 7:59the outcome of medical planning will be
  182. 8:02a plan
  183. 8:03that outlines the requirements policies
  184. 8:06and the support to be provided to forces
  185. 8:10throughout all phases of an operation
  186. 8:13the plan must provide medical
  187. 8:15capabilities throughout the force
  188. 8:17structure
  189. 8:18which are in balance with the size of
  190. 8:21the deployed force
  191. 8:23and the assessed
  192. 8:25risk
  193. 8:27the achievement of this aim requires
  194. 8:30availability
  195. 8:31and coordination
  196. 8:33of a complete range of military medical
  197. 8:36skills

  291. 12:31concept of operations and or operational
  292. 12:34logistics
  293. 12:36plans the result of this conference
  294. 12:40should be an executable operational plan
  295. 12:44in some cases due to the short timelines
  296. 12:47for the execution of the operational
  297. 12:49planning process
  298. 12:51it should be decided to skip
  299. 12:53initial main and final logistic planning
  300. 12:57conferences and instead call for an
  301. 13:00operational logistic review conference
  302. 13:04attending one of nato's logistic
  303. 13:06conferences can be a demanding task
  304. 13:10you need to know your national logistic
  305. 13:12concept plans and concerns for the
  306. 13:15upcoming operation
  307. 13:16you need to know your nation's rfis to
  308. 13:20which you must find answers during the
  309. 13:22conference
  310. 13:24before the conference you must clarify
  311. 13:27what your own nation is willing to take
  312. 13:29on joint logistic responsibilities or
  313. 13:32tasks including logistic units
  314. 13:36most important of all you must have
  315. 13:39clarified the authority and mandate to
  316. 13:42be able to commit on behalf of your own
  317. 13:46nation
