  28. 1:09without going into details the picture
  29. 1:12shows the most common command and
  30. 1:14control functions in nato
  31. 1:16long-con is nato commander control
  32. 1:19definition that describes the authority
  33. 1:22granted to innate the commander over
  34. 1:25assigned logistics units and
  35. 1:26organizations in the joint operation
  36. 1:29area
  37. 1:30included national support elements
  38. 1:34logcon
  39. 1:35empowers the commander to synchronize
  40. 1:37prioritize and integrate their
  41. 1:41logistic functions and activities to
  42. 1:43accomplish the joint theatre mission
  43. 1:47globcon do not cover any classes of
  44. 1:49supply only logistic personnel and
  45. 1:52equipment if supplies are involved it
  46. 1:56will be established an agreement
  47. 1:58containing both what kind of supplies
  48. 2:00and how these supplies will be
  49. 2:02reimbursed
  50. 2:05experience
  51. 2:06has shown that few member nations agree
  52. 2:09to be under lock-on in a nato operation
  53. 2:13member nation
  54. 2:14have a strong desire to control national
  55. 2:17logistic resources
  56. 2:19these are those kept under national
  57. 2:21command and control
  58. 2:22and agreements are established on what
  59. 2:24each member state should or can
  60. 2:27contribute
  61. 2:28in terms of logistic resources for joint
  62. 2:31nato use
  63. 2:33the picture shows the different steps in
  64. 2:35a deployment process
  65. 2:37let's break it down step by step
  66. 2:40the red dotted frame is the joint
  67. 2:43operation area
  68. 2:44this is the area of warzone where the
  69. 2:47conflict is and where we will deploy to
  70. 2:49solve our mission
  71. 2:51the forces are today in the home base
  72. 2:53and will end up in the assembly area or
  73. 2:56find the destination
  74. 2:58on the home base personnel are
  75. 3:00transferred to the airport and flown
  76. 3:02down to a joint operation
  77. 3:05via
  78. 3:06airport of embarkation
  79. 3:08and airport of debarkation
  80. 3:11equipment and materials
  81. 3:13are moved to a port
  82. 3:15and transported down to the joint
  83. 3:17operation area
  84. 3:18via the seaport or embarkation and the
  85. 3:21seaport of ebucation
  86. 3:25after arrival at the joint operation
  87. 3:27area
  88. 3:28the forces and the personnel
  89. 3:31gathered in the holding area
  90. 3:33while equipment is assembled in the
  91. 3:36marshalling area
  92. 3:39the forces the personnel and equipment
  93. 3:43and the material are moved and will meet
  94. 3:45in the staging area
  95. 3:49after the necessary preparations here
  96. 3:52the force with equipment material moves
  97. 3:54down to the final destination
  98. 3:57if long distances the force will spend a
  99. 4:00night in the planned convoy support
  100. 4:02center
  101. 4:06the first part of the transfer from the
  102. 4:08home base to the portal and vacation in
  103. 4:10the home country is a national
  104. 4:13responsibility
  105. 4:15the transfer from a portland vacation in
  106. 4:18the home country to ports of debacations
  107. 4:22in joint operation area is a strategic
  108. 4:25deployment
  109. 4:27on ports of the applications and down to
  110. 4:29the final destination
  111. 4:31is operational and tactical transfer
  112. 4:36the transfer
  113. 4:38within the joint operation area is
  114. 4:40called airsome
  115. 4:42reception staging and onward movement
  116. 4:46when the military units withdraw from
  117. 4:48the mission and deploys back home this
  118. 4:52phase is called rmsd
  119. 4:54reward movement staging and dispatch
  120. 4:58the rmsd phase is similar to the
  121. 5:01sum phase but of course the opposite
  122. 5:04direction
  123. 5:06from the mission
  124. 5:07of the and back to each member states
  125. 5:11country
  126. 5:12there is a close connection between the
  127. 5:14levels of operation and the supply lines
  128. 5:17in the sustainment phase of an operation
  129. 5:20while the first describes the level at
  130. 5:23which the operation is controlled the
  131. 5:25last indicates where the supplies are
  132. 5:28grouped stored within the military
  133. 5:30command structure the lines of support
  134. 5:33are where the supplies are physically
  135. 5:35stored
  136. 5:36in a nato operation we often talk about
  137. 5:39having 30 days security of supplies
  138. 5:43this means that we must have stored 30
  139. 5:45days of necessary supplies ammunition
  140. 5:48etc
  141. 5:49one day's consumption
  142. 5:51of supplies for a tactical unit is
  143. 5:54called
  144. 5:55dos
  145. 5:56days of supply
  146. 5:58how many days of supply and operation
  147. 6:00should have stored and at what level
  148. 6:04may vary from operation to operation
  149. 6:07first line of support support
  150. 6:09capabilities
  151. 6:10that are organic or
  152. 6:13allocated to a ship a unit or a squadron
  153. 6:17second line of support
  154. 6:19support capabilities that are organic or
  155. 6:23allocated to a formation
  156. 6:26logistic unit that supports the tactical
  157. 6:29unit
  158. 6:30for the land unit these will be the
  159. 6:32brigade logistic units
  160. 6:35third line of support
  161. 6:37support capabilities
  162. 6:40provided to a military force within the
  163. 6:42theater operations
  164. 6:44or at the installations established
  165. 6:47along the strategic line of
  166. 6:49communication
  167. 6:50often this will be a tea at the logistic
  168. 6:53base
  169. 6:55here
  170. 6:56there should be stored stocks for
  171. 6:59normally 50
  172. 7:00of the approved days of supply numbers
  173. 7:04port line of support means stocks held
  174. 7:07at the national logistic home base
  175. 7:08including supplies at civilian
  176. 7:11contracted and industrial level
  177. 7:14or in the so-called stole pipe these are
  178. 7:17supplies that are on the way down to the
  179. 7:20operation area either by boat train or
  180. 7:23by plane
  181. 7:24but not yet
  182. 7:26arrived the joint operation area
  183. 7:30nato classes of supply are established
  184. 7:32in the five-class system of
  185. 7:35identification as shown
  186. 7:37it should be noted however that some
  187. 7:40nation uses different supply
  188. 7:42classification systems standard 2961
  189. 7:46shows the alternative systems used by
  190. 7:49specific nato nations
  191. 7:52supply classes are both practical and
  192. 7:55important for the logistics of a
  193. 7:58military system
  194. 8:00it simplifies the responsibility
  195. 8:03for the individual supply items
  196. 8:06both in terms of who has the staff
  197. 8:08responsibility within the j4 functions
  198. 8:12and how the supplies
  199. 8:14items are stored and transported
  200. 8:18class 1
  201. 8:20items of
  202. 8:21substance food and forage
  203. 8:25which are consumed by personnel or
  204. 8:27animals at almost uniform speed
  205. 8:30regardless of the local changes in the
  206. 8:32combat or terrain conditions
  207. 8:36water do not belong to any of the supply
  208. 8:38classes but for all practical reasons
  209. 8:42water is often connected to class 1.
  210. 8:45plus 2 supplies belonging to the
  211. 8:48nation's equipment and supplies
  212. 8:50table of equipment
  213. 8:52both spare parts and replacement
  214. 8:54equipment
  215. 8:56examples are clothing spare parts
  216. 8:59weapons or vehicles
  217. 9:02class 3
  218. 9:03fuel oils and lubricants for all
  219. 9:06purposes
  220. 9:08plus four supplies that do not normally
  221. 9:11fall into class 2 or any of the units
  222. 9:14authorized material again the table of
  223. 9:17equipment
  224. 9:18constructions and building material
  225. 9:21barbed wire standbacks etc
  226. 9:25plus five
  227. 9:26ammunition explosives
  228. 9:30of all kinds
  229. 9:32other supplies not belonging to any of
  230. 9:35these five classes
  231. 9:37medical supplies
  232. 9:39any materials necessary to ensure
  233. 9:41medical support
  234. 9:44the terms push and pull are often used
  235. 9:46in military logistics to describe the
  236. 9:49strategic of how the logistics flow is
  237. 9:52managed
  238. 9:54push
  239. 9:56means supplies items are shipped in an
  240. 9:58agreed quantity
  241. 10:01delivery locations and delivery interval
  242. 10:04a push based supply strategy is usually
  243. 10:07used for products with low demand
  244. 10:10uncertainty as consumption tables will
  245. 10:13give a good indication of what to
  246. 10:16deliver and store this strategy is used
  247. 10:19for products with a large rate of
  248. 10:22economies of scale to reduce costs
  249. 10:25example water
  250. 10:28provisions
  251. 10:29of fuel ammunition for brigade or
  252. 10:32battalion
  253. 10:33based on our average consumption rates
  254. 10:35per day
  255. 10:36base of supply
  256. 10:38supplies come regularly tactical units
  257. 10:41do not need to do anything do not need
  258. 10:44to order
  259. 10:45pull
  260. 10:48their tactical units order their
  261. 10:50supplies he or she needs
  262. 10:53it's a pull-based supply chain strategy
  263. 10:56that is usually used for products with
  264. 10:58high demands uncertainty
  265. 11:01and with lower
  266. 11:02significant or volume we can say that
  267. 11:05the supply chain is managed based on the
  268. 11:08real supply demand
  269. 11:10this picture shows a generic description
  270. 11:13of how the supplies are
  271. 11:15distributed from the third line down to
  272. 11:18the first line
  273. 11:20third line logistics as mentioned
  274. 11:22earlier
  275. 11:23the t at the logistic base
  276. 11:26sometimes it may be necessary to
  277. 11:28establish several logistic bases
  278. 11:31for example based on a geographical
  279. 11:34distances
  280. 11:35in the joint operation area
  281. 11:37it will often be referred to as the
  282. 11:40forward theater logistic base
  283. 11:43the theos the logistic base is
  284. 11:45responsible for resupply down to the
  285. 11:47second line
  286. 11:49which are the different logistic units
  287. 11:51depending on which branch we are talking
  288. 11:53about
  289. 11:54land maritime or air it can therefore be
  290. 11:58multiple
  291. 11:59forward logistic sites or deployed
  292. 12:02operation bases in an operation area
  293. 12:06each brigade
  294. 12:08will have its own logistics support area
  295. 12:10called brigade support area
  296. 12:13which is operated by the brigades
  297. 12:16combat service support battalion
  298. 12:20normally theatologist bays use only the
  299. 12:22push principle down to the second line
  300. 12:26land and air units will use both push
  301. 12:29and pull of supplies from the second
  302. 12:31line and down to the first line
  303. 12:34for maritime forces or vessels
  304. 12:37it is natural to use only pull
  305. 12:40often martin vessels will be resupplied
  306. 12:43out at the sea
  307. 12:45via a logistic vessel instead of
  308. 12:47entering a port where the forward
  309. 12:49logistics site is located this is called
  310. 12:53a rs
  311. 12:55replenishment at sea
  312. 12:57either horizontal
  313. 12:59from vessel to vessel
  314. 13:01or vertical from helicopter to west
  315. 13:05logistics at the tactical level depends
  316. 13:07on the operational logistics in the
  317. 13:09theater
  318. 13:10and conditions that are identified
  319. 13:12through planning and coordinating
  320. 13:16at the operational level
  321. 13:18utilizing theatre logistics allow the
  322. 13:20tactical level to use its capacity
  323. 13:23in the right way
  324. 13:25and the ability to maintain operational
  325. 13:28efficiency over time and have endurance
  326. 13:32sustainment over time
  327. 13:35joint logistics support group called
  328. 13:37jlsg
  329. 13:38is a joint
  330. 13:39force-generated deployable logistic
  331. 13:42capacity that provides common
  332. 13:45that provides command and control of
  333. 13:47assigned logistical forces
  334. 13:49from the theater to a tactical level in
  335. 13:52support of a joint task force made up of
  336. 13:56nato members partners and non-nato
  337. 13:58members
  338. 14:01joint logistics support group supports
  339. 14:03the component commands by providing
  340. 14:05common services and support
  341. 14:08to meet their requirements using a
  342. 14:10combination of his assigned forces host
  343. 14:13nation support and civilian contractors
  344. 14:18the main purpose for the joint logistics
  345. 14:20support group is to enable greater
  346. 14:22cooperation in logistics
  347. 14:25across nato
  348. 14:26optimize the logistic footprint for any
  349. 14:29given nato operation
  350. 14:31and reduced overall expenses
  351. 14:34of logistics to nato and their
  352. 14:36contributing nations
  353. 14:40it is a sustainment brigade that
  354. 14:42supports army air and maritime
  355. 14:45components
  356. 14:47and serves as an
  357. 14:49intermediary between the nation support
  358. 14:52elements and the tactical forces
  359. 14:55assigned to the joint task force
  360. 14:59joint logistics support group
  361. 15:01main task is executing the awesome
  362. 15:03process reception staging onward
  363. 15:06movement
  364. 15:08and the
  365. 15:08rmsd process
  366. 15:10reward movement staging
  367. 15:13and dispatch
  368. 15:15and later the third line logistic during
  369. 15:18the sustainment phase
  370. 15:21ultimately the size and composition of
  371. 15:24the joint logistics support group
  372. 15:27in any operation
  373. 15:28is determined by the overall size of the
  374. 15:32joint logistic task force it supports
  375. 15:35planned during the operational planning
  376. 15:37process
  377. 15:39the joint linguistic support group
  378. 15:40headquarters will normally be co-located
  379. 15:44with the theater logistic base
  380. 15:48this slide describes a generic
  381. 15:50organization of a joint linguistic
  382. 15:52support group
  383. 15:55the main units within the joint
  384. 15:57logistics support group are responsible
  385. 15:59for operating the theatricistic base
  386. 16:03and the awesome process
  387. 16:05reception staging and onward movement
  388. 16:10theatre logistics base units
  389. 16:13consist of logistic units that are able
  390. 16:16to receive store and deliver all classes
  391. 16:19of supply
  392. 16:20included the transportation
  393. 16:23of these classes within the area of
  394. 16:25operation
  395. 16:28are some units
  396. 16:29included smaller units at all ports of
  397. 16:32the applications
  398. 16:33and converse support centers
  399. 16:35that are able to receive temporary store
  400. 16:38and transport both troops and equipment
  401. 16:41from ports of the vacations
  402. 16:43to the staging area
  403. 16:46military engineering units
  404. 16:49medical facilities world two or world
  405. 16:52three
  406. 16:54force protection units
  407. 16:56primary for the theatre logistic base
  408. 16:59and combat service support units for the
  409. 17:02first and second support of all joint
  410. 17:04touristic support groups
  411. 17:06own units
  412. 17:09due to common functions and in order to
  413. 17:11enhance
  414. 17:13command and control and coordination
  415. 17:15logistic assets needs to be linked
  416. 17:18across a joint logistics support network
  417. 17:21a joint logistics support network is a
  418. 17:23system of
  419. 17:25interconnecting logistic nodes
  420. 17:27activities
  421. 17:28organizations
  422. 17:30and sites
  423. 17:31and their multi-modal links in the joint
  424. 17:34operation area
  425. 17:37as reflected in this slide
  426. 17:39a typical joint logistics support
  427. 17:41network consists of points of the
  428. 17:43evocation and embarkation
  429. 17:46lines of communication
  430. 17:48theater logistic base
  431. 17:51converse support centers and staging
  432. 17:53areas
  433. 17:56the slide also includes national support
  434. 17:58elements even if the national support
  435. 18:00elements are a national responsibility
  436. 18:03and and have not and are not under the
  437. 18:05command and control of the joint
  438. 18:07logistics support group
  439. 18:09joint logistics support group will use
  440. 18:11movecon in all ports of debacation and
  441. 18:14nodes to control the movement of true
  442. 18:17police contributors in an outgoing
  443. 18:20troops and equipment
  444. 18:23task for the move con
  445. 18:25provide movement control within a
