- 0:34>> Welcome to the Development Academy of
- 0:36the Philippines. I am Matthew and we
- 0:38have many exciting things to share with
- 0:40you as the DAP begins one of its most
- 0:43pivotal efforts to date. We are so glad
- 0:45that you could join us today as we stand
- 0:48at a moment of transformation where
- 0:50technology is reshaping how we deliver
- 0:53public service.
- 0:54And at the center of it is artificial
- 0:56intelligence.
- 0:58But how do we prepare our public sector
- 1:00for this shift?
- 1:02Introducing the National Capability
- 1:04Building Program on Artificial
- 1:06Intelligence.
- 1:07This will equip our public sector
- 1:09workforce with the knowledge and skills
- 1:11they need to innovate public service and
- 1:14navigate an AI-enabled future.
- 1:17To start, let's head over to Director
- 1:19Tristan to walk us through how this
- 1:21program is designed and what it can
- 1:23achieve.
- 1:25>> [music]
- 1:31[music]
- 1:34>> Thank you, Matt.
- 1:36It's a great opportunity to share with
- 1:37you an exciting endeavor.
- 1:39The future of government will be
- 1:41AI-enabled.
- 1:42Not someday, but now.
- 1:44And so the question becomes, are we
- 1:46ready?
- 1:48AI is no longer optional.
- 1:50Governments must adapt or risk being
- 1:52left behind.
- 1:54And this is exactly why our country is
- 1:56taking action.
- 2:00A single light can guide the way, but
- 2:02when many come together, they can
- 2:04transform a nation.
- 2:06Today, we introduce a national effort,
- 2:08the national capability building program
- 2:11on artificial intelligence.
- 2:13A program designed to build a
- 2:14future-ready public sector with strong
- 2:17AI talent and institutional capacity.
- 2:20It begins with building institutions,
- 2:23establishing the foundations for
- 2:25long-term AI capability.
- 2:27Defining what capability means and the
- 2:29competencies we must build across roles,
- 2:32across functions, across government.
- 2:35Developing people, equipping our
- 2:37workforce with skills to use AI
- 2:39meaningfully.
- 2:41Recognizing those skills through
- 2:42credible structured certification.
- 2:45Growing communities where learning is
- 2:47shared and innovation is collective.
- 2:50And connecting globally,
- 2:51learning from the best and contributing
- 2:53to the world.
- 2:55Because AI capability is not
- 2:57one-size-fits-all.
- 2:59It is built across roles,
- 3:01from leadership to technical
- 3:02specialists, and to the broader
- 3:04workforce.
- 3:06And to support this, we designed a
- 3:08structured journey.
- 3:10We begin with learning
- 3:12by building foundational understanding.
- 3:14Then experience with exposure to
- 3:17real-world applications.
- 3:18Then building by creating solutions that
- 3:21matter.
- 3:22And ultimately applying by embedding AI
- 3:25into everyday government work.
- 3:28This journey is delivered through a
- 3:29progressive series,
- 3:31AI 101, AI 200, AI 300, and AI 500.
- 3:36Designed for different roles and
- 3:38different levels of readiness.
- 3:41And we've already begun.
- 3:43Across our initial runs, we've trained
- 3:45early cohorts.
- 3:4626 trained and developed eight
- 3:49AI-enabled solutions addressing real
- 3:52operational challenges across the
- 3:53academy.
- 3:55So, that's the initiative.
- 3:57This is driven by a national directive
- 4:00mandating DAP to lead AI capability
- 4:02building efforts.
- 4:04And it is aligned with the national AI
- 4:06strategy for the Philippines
- 4:08ensuring workforce development remains
- 4:10at the core.
- 4:12Bringing together accessible learning
- 4:15competency development institutional
- 4:17support and a growing ecosystem of
- 4:19practice.
- 4:21The first set of courses will be
- 4:22available next month
- 4:24offered at a cost designed to remain
- 4:26accessible to a wide range of public
- 4:28servants.
- 4:30This is our moment to prepare
- 4:32not just for AI, but for better
- 4:35governance.
- 4:36Now, I'll hand you over back to Matt.
- 4:43>> [music]
- 4:44>> Thank you, Director Tristan. With the
- 4:46dawn of AI, we have witnessed so many
- 4:48cross-cutting innovations that are
- 4:50impactful and exciting.
- 4:52When used properly, these innovations
- 4:55become solutions to real-world problems.
- 4:58Let's go take a look at some of them.
- 5:01The DOST ASTI is a government agency
- 5:03that champions being at the forefront of
- 5:05AI research and adoption. Let's go to
- 5:08Quezon City and have Engineer Earl tell
- 5:10us more about it.
- 5:17>> [music]
- 5:28[music]
- 5:30>> Oh.
- 5:31Hello there. I see you've traveled from
- 5:33far away from Ortigas. Welcome to Quezon
- 5:36City
- 5:37home of the DOST Advanced Science and
- 5:40Technology Institute, or ASTI.
- 5:43So, uh come on in and let me show you
- 5:45some of our AI initiatives while we
- 5:48shape the AI landscape of the country.
- 5:51To power the nation's AI initiatives,
- 5:54you need a rock-solid foundation.
- 5:57First, there's CORE, our
- 5:59high-performance computing facility
- 6:02providing massive compute and storage.
- 6:05Then, we have PREGINET, the country's
- 6:08research and education network enabling
- 6:11seamless collaboration.
- 6:13Joining them is NICER,
- 6:15our central hub for pioneering AI
- 6:18research and development.
- 6:21These all come together under AI PH,
- 6:25DOST's big-ticket R&D program.
- 6:29It is a catalyst that integrates AI as a
- 6:32service and shared platforms such as
- 6:35Diwata that empowers researchers and
- 6:38MSMEs breaking down barriers like high
- 6:42costs and limited resources to build an
- 6:45AI-ready Philippines.
- 6:48We're making data accessible to every
- 6:50Filipino.
- 6:52Take Itanong,
- 6:53our knowledge and information retrieval
- 6:55system.
- 6:57You can ask questions in Tagalog,
- 7:00English, or Taglish,
- 7:02and it digs through relational databases
- 7:05and uploaded files such as PDFs, Word
- 7:08documents, and spreadsheets to find
- 7:11exactly what you need.
- 7:14Now, let's see AI in action.
- 7:18In the fields, ASTI's deploys Hawk
- 7:21drones and Romer robots to spot crop
- 7:26diseases, while Gulay brings farming in
- 7:29a box to indoor crops.
- 7:33At the end of the day, we're not just
- 7:35building models. We're building
- 7:37solutions to real-world problems.
- 7:40It's about creating agham ramdam.
- 7:43Science that people can truly feel and
- 7:46benefit from.
- 7:48Thanks for dropping by.
- 7:50I'll send you off back to our hosts for
- 7:52the next things to discuss.
- 7:54Ingat po kayo and maraming salamat.
- 7:58>> [music]
- 8:09>> Thank you, Engineer Al.
- 8:11That is truly an exceptional showcase of
- 8:13the limitless possibilities in AI
- 8:15research and innovation.
- 8:17AI is also transforming how we do our
- 8:19work here at DAP. Let's see how.
- 8:24>> A driver wondering about communication
- 8:25allowance, a project manager checking
- 8:28procurement compliance, the management
- 8:30flagging a possible policy conflict.
- 8:32Three people, three questions, one
- 8:35problem. The answer is buried somewhere
- 8:37in the thousand PDFs, memorandum
- 8:40circulars, office orders, special
- 8:42orders, scattered across folders,
- 8:45drives, and email threads. Finding the
- 8:47right document is hard enough, but
- 8:49finding the right version, that's the
- 8:51real challenge. That's why we built
- 8:54Project Oracle. Using cloud projects and
- 8:56retrieval augmented generation, Oracle
- 8:59reads directly from actual policy
- 9:01documents, pulling the exact circular,
- 9:04section, and page number every time. But
- 9:07Oracle is not just a chatbot. Every
- 9:10response comes with a cosine similarity
- 9:12score, showing how closely the answer
- 9:15matches the source. And you can verify
- 9:18it yourself. Every citation points back
- 9:21to the original document. Transparent,
- 9:24accurate, grounded in your own policies,
- 9:27minimizing hallucination.
- 9:29Oracle also adapts to who's asking,
- 9:32speaking differently to general staff,
- 9:34policy makers, and program managers.
- 9:37Same policy, three tailored
- 9:39perspectives.
- 9:40AI handles the reading, but humans stay
- 9:43in control of the decisions. That's it
- 9:45for Project Oracle, and more on another
- 9:48interesting AI project with Therese.
- 9:53>> Thank you, Dean. Suppose you want to
- 9:55look into the futures of work, the
- 9:57futures of transformation, or even the
- 9:59futures of food security. Scanning the
- 10:02trends and drivers that influence these
- 10:04sectors could take a very, very long
- 10:06time. That's why for our project, we've
- 10:09built Trends Watch 2.0. Using Cloud and
- 10:12Google AI Studio, Trends Watch 2.0
- 10:15transforms how we explore the future.
- 10:18Trends Watch provides information in
- 10:20real time straight from the web. It
- 10:22extracts signals, spots patterns, and
- 10:25organizes them into clear, actionable
- 10:27insights. Each signal is then scored for
- 10:30relevance and national impact, so you
- 10:33know what matters and why.
- 10:35But, we also go beyond discovery. Trends
- 10:38Watch 2.0 translates these signals into
- 10:41making sense of what's happening, what
- 10:44it means for the Philippines, and what
- 10:46decision makers can do next. It also
- 10:49features an AI foresight companion
- 10:51inspired by the Philippine tarsier that
- 10:54helps tailor insights by role from
- 10:56national policy to local action.
- 10:59AI does the scanning and humans drive
- 11:02the decisions. That's it for Trends
- 11:04Watch 2.0.

- 11:31>> Hi. Welcome to 2A. Now it's time to see
- 11:35how we will develop our public sector
- 11:37workforce.
- 11:39We are introducing a shift. A shift in
- 11:42how our public servants will learn,
- 11:44build, and lead with AI. Because the
- 11:47future of government will be AI-enabled,
- 11:50and to get there, we need more than
- 11:52tools. We need people. We need
- 11:54capability, and we need institutions
- 11:57that are ready.
- 11:59Our workforce development begins with
- 12:01our foundational course, AI 101.
- 12:04Here, participants don't just understand
- 12:06AI. They use it to draft, to analyze, to
- 12:10organize, and more importantly, they
- 12:13learn how to question it, to verify
- 12:16outputs, to recognize bias, and to use
- 12:19AI as a tool, not as a replacement for
- 12:22human judgment.
- 12:24The structure is simple. We move from
- 12:27understanding to governance, to showing
- 12:30real use cases, to actually working with
- 12:33AI, step-by-step building both
- 12:35confidence and control.
- 12:38Next, the AI 200 series, where we bring
- 12:42AI closer to your actual work.
- 12:45This features domain-specific courses
- 12:48that apply AI, including the agentic
- 12:50ones, to key government functions,
- 12:53helping participants improve
- 12:55productivity, automate their routine
- 12:57processes, and support better
- 12:59decision-making in the public sector.
- 13:02Because AI only matters when it improves
- 13:05how we do our jobs.
- 13:08And finally, the AI 300 series.
- 13:11We will have intermediate to advanced
- 13:13courses focused on specialized and
- 13:16emerging applications of AI in
- 13:18government. This series emphasizes
- 13:21hands-on, in-person learning to enable
- 13:25participants to design, implement, and
- 13:27manage AI-enabled solutions.
- 13:30And we're not doing this alone. We have
- 13:33brought together experts from the
- 13:35government, the academe, and from the
- 13:38industry, so that what participants
- 13:40learn is not just theoretical, it's
- 13:42grounded, practical, and relevant.
- 13:45That is it for the AI 100, 200, and 300
- 13:49series. Your learning journey begins
- 13:51with AI 101, launching on May 5, 2026.
- 13:55The details on the enrollment process
- 13:57will be discussed later, but for now,
- 14:00let's find out more about AI 400 with
- 14:02Nessa.
- 14:04>> [music]
- 14:11>> Thank you, Ray.
- 14:13Today, we move beyond learning AI to
- 14:16actually building it. Introducing the AI
- 14:19400 series, advanced AI for government
- 14:22specialists.
- 14:24Starting this June, the series will
- 14:26launch with a four-week intensive,
- 14:28hands-on training designed to develop
- 14:30in-house AI experts across government.
- 14:34From machine learning fundamentals to
- 14:36generative and agentic AI to designing
- 14:39and deploying real solutions.
- 14:42This is not theoretical. Participants
- 14:44will build working prototypes addressing
- 14:47real agency needs. They'll learn from
- 14:50experts, engage with industry, and
- 14:52present their outputs in a national demo
- 14:55forum.
- 14:56Because this level of training demands
- 14:58readiness, admission is selective. But
- 15:01not quite there yet? Don't worry. A
- 15:04one-week bridging program will help you
- 15:07get ready.
- 15:08We're not just training users of AI,
- 15:10we're building the people who will lead
- 15:12it. The ones who will design systems,
- 15:15drive innovation, and transform public
- 15:18service.
- 15:20This is AI 400, where government builds
- 15:23its AI capability from the inside.
- 15:26For the next component, let's have
- 15:28Joanna.
- 15:36>> Thank you, Nisa.
- 15:39And finally, we have our middle managers
- 15:41and executives, our AI champions.
- 15:45Under the AI capability building
- 15:47program, we have prepared a lineup of
- 15:49short trainings and exciting
- 15:51designed specially for you.
- 15:54First, we have the AI 500 series, where
- 15:57we will equip our champions with the
- 15:59most essential AI concepts and
- 16:02strategies to support the adoption of AI
- 16:05and other emerging technologies in your
- 16:07agencies.
- 16:08This includes some of the topics such as
- 16:11foundations of AI for government
- 16:13executives,
- 16:14ethical and responsible use of AI, risk
- 16:17management and governance, as well as
- 16:20foresight and futures thinking. All
- 16:22these are tailored for decision-makers
- 16:24and leaders. Beyond this, we have also
- 16:27prepared hands-on activities and clinics
- 16:29to guide you in developing enabling
- 16:32strategies, plans, and policies not just
- 16:35for AI, but for a broader digital and
- 16:38innovation agenda in your respective
- 16:40agencies.
- 16:41At the same time, we aim to establish a
- 16:43network of AI practitioners and
- 16:46champions in the public sector.
- 16:48A space where you can connect, learn
- 16:50from one another, and grow together with
- 16:52one shared goal.
- 16:54To create meaningful ideas and solutions
- 16:57to improve public service delivery.
- 17:01And that's it for AI 500.
- 17:03With the rapid development of AI and
- 17:06technology, we envision a public sector
- 17:09where innovation is no longer something
- 17:11distant or complex, but something
- 17:13practical, accessible, and embedded in
- 17:16everyday work.
- 17:18Helping public servants serve better,
- 17:20decide smarter, and deliver faster for
- 17:23every Filipino.
- 17:24I'll hand you over back to Matt for
- 17:26what's next.
- 17:31>> Thank you, Joana.
- 17:33We've put all this information in one
- 17:35platform, so you can dig deeper into the
- 17:37program, find out which courses fit you,
- 17:39and how you can begin your learning
