  1. 0:00back gentle lady back gentlemen from
  2. 0:01Kentucky is recognized thank you Mr
  3. 0:03chairman Mr shellenberger last Congress
  4. 0:05you helped expose censorship grants at
  5. 0:08the National Science Foundation
  6. 0:10specifically known as track F grants can
  7. 0:13you tell us more about those censorship
  8. 0:15activities conducted associated with
  9. 0:17these grants yeah this was the National
  10. 0:19Science foundations track F was
  11. 0:21basically to create censorship tools
  12. 0:23that would become sort of the middleware
  13. 0:25uh to you know such as you know News
  14. 0:27Guard for example is the most famous of
  15. 0:29way the global disinformation index the
  16. 0:31idea is to essentially impose on
  17. 0:34people's uh systems either directly
  18. 0:36through their computers or adopted by
  19. 0:38social media companies a set of tools
  20. 0:40that would allow centralized authorities
  21. 0:42to decide what the truth was and filter
  22. 0:44it for people it's an horrifying program
  23. 0:47all of track F in my view should be
  24. 0:49eliminated and I think there should be
  25. 0:50an investigation to figure out what in
  26. 0:52the world were they thinking when they
  27. 0:54created a program to basically have the
  28. 0:56taxpayers subsidize the creation of
  29. 0:58elaborate censorship tools that included
  30. 1:01the use of AI in creating that
  31. 1:03censorship so taxpayers are actually
  32. 1:05paying to for the government to help
  33. 1:08private companies censor their free
  34. 1:10speech yeah and then the idea was that
  35. 1:12they were just going to you know give
  36. 1:13these tools to Facebook and x and others
  37. 1:15to use or to give them to Microsoft and
  38. 1:17others to use uh it's awful stuff and by
  39. 1:20the way it also came from Department of
  40. 1:22Defense so many of that much of those
  41. 1:24NSF grants are are sort of recycling um
  42. 1:27older DARPA DOD projects you know when I
  43. 1:30coached a t-ball the kids shared helmets
  44. 1:34and so occasionally there would be an
  45. 1:35outbreak of lice and we'd Comfort the
  46. 1:38parents by saying it's not it's not a
  47. 1:40sin to get lice it's a sin to keep lice
  48. 1:43so with these track F grants uh later
  49. 1:46today I plan to reintroduce my bill to
  50. 1:49eliminate those and I want to make a
  51. 1:51plea to the White House and anybody in
  52. 1:53the executive branch who's listening or
  53. 1:55anybody at Doge you need to go after
  54. 1:58these track F Grant
  55. 2:00and defund anything that's says Miss dis
  56. 2:04or mal information those are all in my
  57. 2:07opinion Orwell in terms also we have an
  58. 2:10Omnibus coming up in March where I'm
  59. 2:13scared to death we're going to refund
  60. 2:15all of these things we're basically
  61. 2:17going to feed the lice uh that were
  62. 2:19contracted in the last Administration
  63. 2:22but this isn't just limited to NSF
  64. 2:25grants uh the cyber security and
  65. 2:28infrastructure security agent
  66. 2:31sisa uh within DHS is a flagrant
  67. 2:34violator of free speech they had things
  68. 2:37like election Integrity uh partnership
  69. 2:40Mr taibe can you can you tell us
  70. 2:42anything about this what's gone on at
  71. 2:44DHS or sisa yeah so sisa
  72. 2:48um was the uh as we've found in the uh
  73. 2:52Twitter files uh the election of
  74. 2:55Integrity partnership was um run by
  75. 2:58Stanford uh they had four Partners
  76. 3:00including the center for for an informed
  77. 3:02public uh University of Washington
  78. 3:04Graphica the Atlantic council's digital
  79. 3:06forensic research Labs uh but they
  80. 3:09partnered with sisa uh and the global
  81. 3:13engagement Center at the state
  82. 3:14department and we found in the Twitter
  83. 3:16files um and also uh chairman Jordan
  84. 3:20also found um some um emails s basically
  85. 3:24saying that this EIP project was founded
  86. 3:28at the behest of BHS uh so uh this
  87. 3:33essentially EIP was a sisa created
  88. 3:36project or it was a cisa
  89. 3:40um sort of sponsored project and uh it
  90. 3:44was you know it's it's essentially a a
  91. 3:46Content
  92. 3:47moderation uh removal uh operation that
  93. 3:50was sponsored by the American taxpayer
  94. 3:53another example of American taxpayers
  95. 3:55unwittingly knowing well unwittingly
  96. 3:59without knowing
  97. 4:00funding their own violation or
  98. 4:03deprivation of their first amendment
  99. 4:05rights Mr shellenberger can you explain
  100. 4:08how you traced usaid funding that served
  101. 4:11as the basis for whistleblower report in
  102. 4:132019 which led to the impeachment of
  103. 4:16President Trump sure well you may
  104. 4:18remember that the uh the so-called
  105. 4:20whistleblower was in the White House was
  106. 4:22actually a CIA analyst and in that
  107. 4:24whistleblower complaint which led to the
  108. 4:27impeachment one of the central pieces of
  109. 4:29evidence was created by a usaid funded
  110. 4:32and controlled organization called the
  111. 4:35occrp and we have another piece out
  112. 4:37today about how it participated in the
  113. 4:39Russia gate hoax as well creating
  114. 4:42essentially very important information
  115. 4:43leading to that so I mean you have in
  116. 4:46usaid a much larger fund of money and a
  117. 4:48much broader strategy for information
  118. 4:51control that included censorship but
  119. 4:52also as I mentioned taking control of
  120. 4:54investigative journalism um really
  121. 4:56worldwide I mean its Ambitions were you
  122. 4:58know amazing so yeah I mean that's a
  123. 5:00that's an agency when when we saw that
  124. 5:02get shut down by Doge I thought that was
  125. 5:05completely appropriate if there's
  126. 5:06something in there that it was doing
  127. 5:07that's valuable then you could refund it
  128. 5:09later but my view same thing with sisa
  129. 5:11death penalty for organizations that
  130. 5:13participated in violations of the First
  131. 5:15Amendment like cisa cyber security is an
  132. 5:17extremely important function it
  133. 5:19shouldn't be contaminated and and
  134. 5:21undermined by censorship activities I
  135. 5:24think it's always been known that our
  136. 5:25government has funded the change in
  137. 5:28administrations if we can say it
  138. 5:29politely of other governments but isn't
  139. 5:31it borderline treason when the taxpayer
  140. 5:35is when organizations entrusted with
  141. 5:37protecting our country are now
  142. 5:39undermining our own government
  143. 5:41absolutely I mean if you're trying to do
  144. 5:43regime change illegal if you're
  145. 5:45weaponizing DHS FBI uh sisa that's
  146. 5:49that's treasonous regime change
  147. 5:51activities redirected you know that you
  148. 5:52developed abroad that we developed
  149. 5:54abroad for regime change directed
  150. 5:56against the American people and the and
  151. 5:57our Representatives I mean it's shocking
  152. 5:59and we still haven't dealt with it as a
  153. 6:00country Mr chairman I see my time is
  154. 6:02expired I'd like to introduce into the
  155. 6:04record or ask unanimous consent to
  156. 6:06introduce into the record an article in
  157. 6:09Newsmax shellenberger usaid paid for
  158. 6:12Trump impeachment effort dated uh
  159. 6:14February 6 2025 without objection Gil is
  160. 6:18back the gentleman from Georgia is
  161. 6:20recognized thank you Mr chairman Mr
  162. 6:22ranking member today's hearing entitled
  163. 6:26censorship industrial complex
