  1. 0:00I wanted to get something in the record
  2. 0:01quickly before I moved to some questions
  3. 0:03you had suggested in your testimony over
  4. 0:05the last couple days of Facebook
  5. 0:06notified the Trump and Clinton campaigns
  6. 0:09of Russian attempts to hack in to those
  7. 0:12campaigns but representatives of both
  8. 0:15campaigns in the last 24 hours have said
  9. 0:17that didn't happen so we're gonna need
  10. 0:20to follow up on that and find out what
  11. 0:21the real story is if you want me to know
  12. 0:24I'd like I'd like to move on you can
  13. 0:25provide a response to that in writing if
  14. 0:29you would let me ask you is it true that
  15. 0:31Facebook offered to provide what I guess
  16. 0:35you refer to as dedicated campaign
  17. 0:37embeds to both of the presidential
  18. 0:40campaigns congressman I can quickly
  19. 0:44respond to the first point to just say
  20. 0:46yes or no where were their embeds
  21. 0:48I need to get to that because I have
  22. 0:50time where their embeds in the two
  23. 0:51campaigns were offers of embeds
  24. 0:53congressman yes or no we where there
  25. 0:57were their embeds offered to the Trump
  26. 1:00campaign in the Clinton campaign we
  27. 1:02offer sales support to every K okay so
  28. 1:04sales support I'm gonna refer to that as
  29. 1:06embeds and I gather that mr. Trump's
  30. 1:08campaign ultimately accepted that offer
  31. 1:11is that correct yes the Trump campaign
  32. 1:16had sales support and okay so they had
  33. 1:19nodes I'm gonna I'm gonna refer to those
  34. 1:21as embeds what I'd like you to do if you
  35. 1:23could we're not gonna have time for you
  36. 1:24to do this now but if you could provide
  37. 1:27to the committee both the initial offer
  38. 1:30terms and then any subsequent offer
  39. 1:32terms that were presented to each
  40. 1:35candidate in terms of what the embed
  41. 1:37services would be that would be very
  42. 1:40helpful
  43. 1:41do you know how many ads were approved
  44. 1:43for display on Facebook for each of the
  45. 1:46presidential candidates by Facebook
  46. 1:49congressman I do not sitting here off
  47. 1:51the top of my head hey let me tell you
  48. 1:52what they were because I do president
  49. 1:55Trump's campaign had an estimated 5.9
  50. 1:57million ads approved and Secretary
  51. 2:00Clinton 66,000 ad so that's a delta of
  52. 2:04about 90 times as much on the Trump
  53. 2:07campaign which raises some questions
  54. 2:10about whether the ad approval processes
  55. 2:12were
  56. 2:13maybe not processed correctly or
  57. 2:17inappropriately bypassed in the final
  58. 2:19months and weeks of the election by the
  59. 2:21Trump campaign and what I'm worried
  60. 2:22about is that the embeds may have helped
  61. 2:24to facilitate that can you say with
  62. 2:27absolute certainty that Facebook or any
  63. 2:30of the Facebook employees working as
  64. 2:32campaign embeds did not grant any
  65. 2:34special approval rights to the Trump
  66. 2:37campaign to allow them to upload a very
  67. 2:40large number of Facebook ads in that
  68. 2:43final stretch congressman we apply the
  69. 2:45same standard to all campaigns can you
  70. 2:48say that there were not special approval
  71. 2:51rights granted is that what you're
  72. 2:53saying we're not special approval rights
  73. 2:55granted by any of the embeds or support
  74. 2:58folks as you call them in that Trump
  75. 3:00campaign congressman now what I'm yes
  76. 3:03what I'm saying is that if you're saying
  77. 3:05yes if you're saying yes then I'll take
  78. 3:07you at your word
  79. 3:08the reason this is important and the
  80. 3:11reason we need to get to the bottom of
  81. 3:12it is because it could be a serious
  82. 3:15problem if these kinds of services were
  83. 3:17provided beyond what is offered in the
  84. 3:19normal course because that could result
  85. 3:21in violation of campaign finance law
  86. 3:24because it would be construed as an
  87. 3:26in-kind contribution corporate
  88. 3:28contribution from Facebook beyond what
  89. 3:30the sort of AD by opportunity would
  90. 3:33typically provide the reason I'm asking
  91. 3:36these questions is because I'm worried
  92. 3:38that that embed program has the
  93. 3:41potential to become a tool for Facebook
  94. 3:44to solicit solicit favor from
  95. 3:46policymakers and that then creates the
  96. 3:48potential for real conflict of interest
  97. 3:52and I think a lot of Americans are
  98. 3:54waking up to the fact that Facebook is
  99. 3:55becoming sort of a self-regulated
  100. 3:58superstructure for political discourse
  101. 4:00and the question is are we the people
  102. 4:03going to regulate our political dialogue
  103. 4:04or you Mark Zuckerberg and end up
  104. 4:07regulating the political dissidents so
  105. 4:10we need to be free of that undue
  106. 4:12influence I thank you for being here
  107. 4:14elements not yell battered chair

  110. 4:19do you mind for the record if I just
  111. 4:21answer for the first point four that's
  112. 4:24fine take tens ahead when i was

  114. 4:27I meant the DNC and RNC so I may have
  115. 4:29misspoken and maybe technically that's
  116. 4:31called the committee's but those were
  117. 4:34the folks I was referring to hey there
