  1. 0:00For all of the benefits that Facebook
  2. 0:02has provided in building communities and
  3. 0:04connecting families,
  4. 0:06uh
  5. 0:06I think a devil's bargain has been
  6. 0:08struck. And uh in the end, Americans do
  7. 0:12not like to be manipulated. They do not
  8. 0:15like to be spied on. We don't like it
  9. 0:17when someone is outside of our home
  10. 0:19watching. We don't like it when someone
  11. 0:22is following us around the neighborhood
  12. 0:24or even worse, following our kids or
  13. 0:27stalking our children.
  14. 0:29Um
  15. 0:30Facebook now has evolved to a place
  16. 0:33where you are tracking everyone.
  17. 0:36Uh you are collecting data on just about
  18. 0:40everybody.
  19. 0:41Um
  20. 0:42Yes, we understand the Facebook users
  21. 0:45that that proactively sign in are in
  22. 0:47part of that that platform, but you're
  23. 0:50following Facebook users even after they
  24. 0:52log off of that platform and
  25. 0:55application.
  26. 0:56And you are collecting personal
  27. 0:59information on people who do not even
  28. 1:02have Facebook accounts. Isn't that
  29. 1:04right?
  30. 1:05Congresswoman, I believe that we
  31. 1:08Uh Congresswoman, I I'm not sure that I
  32. 1:10don't think that that's what we're
  33. 1:11tracking.
  34. 1:12No, you're collecting uh you have
  35. 1:14already acknowledged that you are doing
  36. 1:16that for security purposes and
  37. 1:18commercial purposes. So, you are you are
  38. 1:20collecting data outside of Facebook when
  39. 1:22someone goes to a website and it has the
  40. 1:24Facebook uh like or share, that data is
  41. 1:28being collected by Facebook, correct?
  42. 1:31Uh Congresswoman
  43. 1:32Yes or no.
  44. 1:32That's right that we that we understand
  45. 1:35in order to
  46. 1:37uh show which of your friends
  47. 1:38for people that don't even have
  48. 1:39Facebook, I don't think that the average
  49. 1:41American really understands that today,
  50. 1:44something that fundamental. And that
  51. 1:46you're trackling tracking everyone's
  52. 1:48online activities,
  53. 1:50uh their searches. You can track what
  54. 1:53people buy, correct?
  55. 1:56Uh Congresswoman uh Congresswoman
  56. 1:58You're collecting that data, what people
  57. 2:00purchase online.
  58. 2:01I I actually
  59. 2:03if they share it with us. But,
  60. 2:04Congresswoman, we don't allow
  61. 2:05has a share button, so it's it's it's
  62. 2:07gathering Facebook has the application.
  63. 2:09In fact, you patented applications to do
  64. 2:12just that, isn't that correct? To
  65. 2:14collect that data.
  66. 2:14Congresswoman, I don't think any of
  67. 2:15those buttons share transaction data.
  68. 2:17But, broadly, I I
  69. 2:19disagree with the gentlewoman.
  70. 2:20want you're collecting medical data,
  71. 2:22correct? On on people that that are on
  72. 2:25the internet, whether they're Facebook
  73. 2:27users or not, right?
  74. 2:29Congresswoman, yes, we collect some data
  75. 2:31for some
  76. 2:31collecting uh
  77. 2:33you watch where we go.
  78. 2:35Senator Durbin had a had a funny
  79. 2:36question yesterday about where you're
  80. 2:38staying and you didn't want to share
  81. 2:40that, but you Facebook also gathers that
  82. 2:42data about where we travel, isn't that
  83. 2:44correct?
  84. 2:45Congresswoman, everyone has control over
  85. 2:47how that works.
  86. 2:48to get to that, but yes, you are. Would
  87. 2:50you just acknowledge it? Yes, Facebook
  88. 2:52is That's the business you're in,
  89. 2:54gathering data and aggregating that
  90. 2:56data.
  91. 2:56Congresswoman, I disagree with that
  92. 2:58characterization.
  93. 2:59You are not Are you saying you do not
  94. 3:01gather data on on where people travel
  95. 3:04based upon their internet and the the
  96. 3:07ways they sign in and things like that?
  97. 3:10Congresswoman, the primary way that
  98. 3:11Facebook works is that people choose to
  99. 3:13share data, and they share private
  100. 3:15information with you.
  101. 3:16way that Facebook uh gathers data is you
  102. 3:19buy data from data brokers outside of
  103. 3:22the platform, correct?
  104. 3:24Congresswoman, we just announced 2 weeks
  105. 3:26ago uh that we were going to stop
  106. 3:28interacting with data brokers, and even
  107. 3:31though that's an industry norm to make
  108. 3:33it so that the advertising can be more
  109. 3:34relevant.
  110. 3:35in the end I think what
  111. 3:36See, it's it's practically impossible
  112. 3:39these days to remain untracked in
  113. 3:41America. For all the benefits Facebook
  114. 3:43has brought in the in the internet. And
  115. 3:45that's not part of the bargain. Uh and
  116. 3:47current laws have not evolved, and the
  117. 3:48Congress has not adopted
  118. 3:51um
  119. 3:52laws to a to address digital
  120. 3:54surveillance and Congress should act and
  121. 3:56I do not believe that the controls, the
  122. 3:59opaque agreement, uh consent agreements,
  123. 4:02the settings are an adequate substitute
  124. 4:04for fundamental privacy protections for
  125. 4:06consumers. Now some
  126. 4:08General Lee's time.
