- 0:00I'm certain that there are other things
- 0:01you'd rather be doing the activities of
- 0:04Facebook and other technology companies
- 0:05should not surprise us I mean we've seen
- 0:08it before and they don't take this
- 0:09critically but we saw a large oil
- 0:11company become a monopoly back in late
- 0:1318-hundreds early 1900s we saw a large
- 0:16telecommunications company become a near
- 0:18monopoly in the in the 60s 70s and 80s
- 0:20and just as Facebook these companies
- 0:23were founded by bright entrepreneurs or
- 0:25their companies grew and eventually they
- 0:29sometimes became detached from everyday
- 0:31Americans
- 0:32and what happened is policymakers then
- 0:35had to step in and reestablish the
- 0:37balance between those those folks and
- 0:41everyday Americans you didn't intend for
- 0:44this to happen it did happen and and I
- 0:46appreciate that you've apologized for it
- 0:48and one of the things I appreciate about
- 0:49Facebook it appears you're proactively
- 0:51trying to address the situation just as
- 0:54we address those monopolies in the past
- 0:56and we're faced with that similar that
- 0:59situation today we need to and this this
- 1:03goes beyond Facebook this has to do with
- 1:06the edge providers it has to do with
- 1:09social media organizations and also with
- 1:11ISPs back to to Facebook and
- 1:14particularly though we heard examples
- 1:15yesterday during the Senate hearing and
- 1:18also today during this hearing so far
- 1:19about ideological bias among the users
- 1:23of Facebook in my Texas district I had a
- 1:27retired school teacher who's
- 1:28conservative postings were banned or
- 1:31stopped the good news is I was able to
- 1:34work with Facebook's personnel and get
- 1:36her reinstated that said the Facebook
- 1:39centers still seem to be trying to stop
- 1:42her postings and I anything you can do
- 1:45in that regard to fix that bias will go
- 1:47a long way I want to move a different
- 1:50direction that's to talk about the
- 1:51future Congress needs to consider policy
- 1:54responses as I said earlier and I want
- 1:56to call this policy response privacy 2.0
- 1:59and fairness 2.0 with respect to
- 2:01fairness I think the technology company
- 2:03should be ideologically agnostic
- 2:05regarding their users public facing
- 2:08activities the only exception would be
- 2:10for potentially violent behavior
- 2:12I'll ask my
- 2:13question is on this do you agree to
- 2:15Facebook and other technology platforms
- 2:17should be ideologically neutral
- 2:20congressman I agree that we should be a
- 2:23platform for all ideas that we should
- 2:25focus on that good I you got - I've got
- 2:27limited time with respect to privacy I
- 2:30think that we need to set a baseline
- 2:31when we talk about a virtual person at
- 2:34each technology user establishes online
- 2:36their name address their online
- 2:38purchases geolocation data websites
- 2:40visited pictures etc I think that the
- 2:43individual owns the virtual person
- 2:45they've set up online my second question
- 2:47is this you said earlier the each user
- 2:49owns their virtual presence do you think
- 2:51that this concept should apply to all
- 2:53technology providers including social
- 2:55media platforms its providers and ISPs
- 2:59congressman yes in general I mean I
- 3:01think that people own their and think
- 3:02I'm not going to cut you off but you can
- 3:05provide more information supplementally
- 3:07after if you don't mind in this regard I
- 3:10believe that Congress enacts enact
- 3:13privacy standards for technology
- 3:14providers just as we have for financial
- 3:17institutions healthcare employee
- 3:18benefits et cetera the policy should
- 3:20state that the date of Technology user
- 3:22should be held privately unless they
- 3:24specifically consent to the use of the
- 3:26data by others this release should be
- 3:28based upon the absolute transparency as
- 3:30to what data will be used how will be
- 3:33processed where how where it will be
- 3:35stored out what algorithms will be
- 3:37applied to it who will have access to it
- 3:39it will be sold and to whom it might be
- 3:41so the disclosure of this information
- 3:43and the Associated opt-in actions should
- 3:47be easy to understand and easier for
- 3:49non-technical users to execute the days
- 3:52of the long scrolling fine print
- 3:54disclosures with a single checkmark at
- 3:56the bottom should in in this regard
- 3:58based on my Facebook I think you've come
- 4:00a long way toward the meeting of that
- 4:02objective I think we must move further I
