- 0:00The shutter stays shut.
- 0:03>> [music]
- 0:04>> On the other side, the bolt moves. Not
- 0:07back, further in. Sam is still holding
- 0:10your sleeve. Behind you, two figures are
- 0:13crossing the yard. The first has one
- 0:15sleeve hanging loose. They are walking
- 0:17towards the door, towards the sound of
- 0:20your hand on it. You stop knocking. Sam
- 0:23looks back at the van. The cab locks.
- 0:25The van is behind them. You turn him the
- 0:28other way, along the wall of the stand.
- 0:30"Where are we going?" "Somewhere with a
- 0:32lock I've got a key for." He hops. You
- 0:35take his weight on every second step.
- 0:37His phone is in his other hand, the
- 0:39screen still lit. You tell him to put it
- 0:41on silent. He looks at it for a long
- 0:43time. His mom has not called back. He
- 0:46switches it to silent. Tonight, the
- 0:48whole city is learning the same rule.
- 0:51Noise is a dinner bell. Halfway along
- 0:54the stand, there is a gray steel door
- 0:56with no sign on it. Just a number.
- 0:59Most people walk past it for years. You
- 1:01have been inside it every week for six.
- 1:04Behind you, feet scrape on the concrete.
- 1:07Slow, but not stopping.
- 1:09You lean Sam against the wall and find
- 1:11the key on your ring. It sticks, the
- 1:14same way the staff door did. You turn it
- 1:16back. Try again. The lock gives. You
- 1:19pull Sam through and shut the door with
- 1:21your shoulder. The bolt is stiff. You
- 1:24drive it home with the heel of your
- 1:25hand. Then, you stand still in the dark
- 1:28and listen.
- 1:30Footsteps, closer.
- 1:32Then, they stop outside. Something leans
- 1:35against the door. The steel creaks once.
- 1:39It stays there.
- 1:43You find the light switch without
- 1:44looking. The room hums. Two pumps side
- 1:48by side, a control panel, pipes wider
- 1:51than a bucket. Along the back wall
- 1:53stands a big gray tank. Every tap in the
- 1:56stadium starts in this room. Every
- 1:59toilet, every drinking fountain.
- 2:01>> [music]
- 2:01>> The sprinklers and the pitch have their
- 2:03own pipes. This tank is the one people
- 2:05drink from. Sam lowers himself onto an
- 2:08upturned crate. You kneel and unlace his
- 2:10boot. He breathes in sharply when it
- 2:13comes off. The ankle is swollen and
- 2:15dark. You turn it gently under the
- 2:17light. The skin is unbroken. No bite, no
- 2:20scratch. You check twice anyway. So does
- 2:23he. You help him down onto the floor.
- 2:26His ankle is still swelling. You soak a
- 2:28rag under the tank tap.
- 2:30>> [music]
- 2:30>> The water is cold. You wrap the rag
- 2:32around the ankle and count 20 minutes on
- 2:34Sam's phone. Then you strap it with tape
- 2:36from the shelf so it cannot roll. Sam is
- 2:39shivering. Not from the ankle. He is
- 2:42lying on bare concrete and it is cold.
- 2:45You flatten two cardboard boxes from the
- 2:47shelf and slide them under him. The
- 2:49blankets meant for the concourse are
- 2:50still lying in the yard. You tell Sam to
- 2:53put his phone in airplane mode. With no
- 2:55signal, it keeps searching for a mast
- 2:57and the searching eats the battery. Then
- 3:00you count what you have. Two cereal bars
- 3:02from your bag, a torch from the shelf,
- 3:04Sam's phone 31%, two flattened boxes,
- 3:08and a tap on the side of the tank. Sam
- 3:10looks at the tank for a while. We've got
- 3:12more water than anyone in the city. It
- 3:15is supposed to be a joke. Neither of you
- 3:17laughs.
- 3:18There is a second door in the far wall.
- 3:21It opens into the corridor behind the
- 3:23stand. You try the handle. It does not
- 3:26move. It is bolted on the other side.
- 3:28Security keeps that side.
- 3:30High in the wall, a ventilation grill
- 3:32looks out onto the concourse. Through
- 3:34it, you hear people. A child. Someone
- 3:37coughing. And the loudspeaker. Please
- 3:40move away from the entrance. Keep the
- 3:42central passage clear. Sam listens with
- 3:45his eyes shut. They're right there. You
- 3:48sit down with your back against the
- 3:50inner door. The thing outside is still
- 3:52leaning on the other one.
- 3:56The screaming starts at 1:00 in the
- 3:58morning.
- 3:59It comes through the concrete from the
- 4:01front of the stadium.
- 4:02Hundreds of voices at once.
- 4:05Then the fence.
- 4:06You know that sound. You move those
- 4:08barriers all day.
- 4:10Then shots, many.
- 4:12Then fewer.
- 4:14Sam is sitting up on the cardboard.
- 4:16That's the fence.
- 4:18Neither of you says what it means.
- 4:20Outside your door, the leaning stops.
- 4:22Feet scrape away along the service road
- 4:25towards the noise.
- 4:27On the other side of the grill, the
- 4:28concourse has gone completely silent.
- 4:31Thousands of people holding their
- 4:33breath.
- 4:34The loudspeaker says nothing at all.
- 4:36>> [screaming]
- 4:36>> By 2:00, there are no more shots. By
- 4:39half past, there is no more screaming.
- 4:44A light on the control panel wakes you.
- 4:46>> [music]
- 4:47>> Red, low pressure.
- 4:49You know why before you stand up.
- 4:51This room was built for a match, a crowd
- 4:54for an afternoon, and then everybody
- 4:55goes home.
- 4:57Tonight, nobody is going home.
- 4:59Every tap and every toilet inside is
- 5:02running, and none of them stop. The tank
- 5:04is emptying faster than the mains can
- 5:06fill it. In a building this big, the
- 5:08mains only fills the tank. The pumps do
- 5:10the rest.
- 5:12One pump stops, then the other. They cut
- 5:14out on their own when the water runs
- 5:16low, so they do not burn themselves out.
- 5:18Through the grill, the concourse goes
- 5:20quiet in a different way.
- 5:22Somebody asks why the tap has stopped.
- 5:24You wait for the tank to fill. You reset
- 5:26the pumps. They start. [music]
- 5:2920 minutes later, they stop again. You
- 5:31reset them again.
- 5:33Sam is awake now, watching you from the
- 5:34floor.
- 5:35Does anyone else know how to do that?
- 5:38You think about the names your
- 5:39supervisor crossed off, the electrician
- 5:41who left.
- 5:42Not tonight.
- 5:44By 4:00, you have the rhythm of it. Let
- 5:46the tank fill, start one pump, never
- 5:49both. You do not sleep again.
- 5:54Sam's phone lights up on the cardboard
- 5:56beside him. No sound. A reminder.
- 6:00He set it yesterday while you held up
- 6:01nine fingers. Mom. Appointment. [music]
- 6:05He reads it twice. He takes it out of
- 6:07airplane mode and calls her. No signal.
- 6:10He holds the phone up to the grill and
- 6:11tries again. Nothing. 26%.
- 6:15He puts it back in airplane mode and
- 6:17turns it face down. You do not say
- 6:19anything. There is nothing in this room
- 6:21to say. Nothing has leaned on the outer
- 6:23door since the night. You put your ear
- 6:26to the steel. Nothing at all.
- 6:30Beside the panel, a handset hangs on the
- 6:33wall. A direct line to the control room.
- 6:36You have used it twice in six years.
- 6:38Both times to report a leak.
- 6:41You lift it. A man answers with one
- 6:43word. Control.
- 6:45It is the voice from last night. The one
- 6:47on the guard's radio.
- 6:48>> [music]
- 6:49>> You tell him who you are and where.
- 6:51He asks who gave you that room. You tell
- 6:54him nobody gave it to you. You maintain
- 6:56it.
- 6:57You tell him what happened at 3:00 and
- 6:59at 20 past and every 20 minutes since.
- 7:02Without somebody here, the taps inside
- 7:05will stop by evening
- 7:06>> [music]
- 7:06>> and stay stopped.
- 7:08The line goes quiet. You can hear him
- 7:10breathing.
- 7:11He says he will have the inner door
- 7:13opened. Just you. You look at Sam. His
- 7:16foot is still on the toolbox. He shakes
- 7:18his head at you. Go. You tell control
- 7:21the pumps will not be reset again until
- 7:23that door opens for two.
- 7:26Silence. Now I know what that room is
- 7:28worth. The line goes dead.
- 7:30Sam stares at you. Did you just threaten
- 7:33the stadium? You hang the handset back
- 7:36on the wall. Your hand is not steady.
- 7:39You would never have let the taps stop.
- 7:41The girl by the pillar drinks from this
- 7:43room, but he does not know that. 10
- 7:45minutes later, the bolt slides on the
- 7:47far side of the inner door. It opens.
- 7:50The guard from the staff door stands in
- 7:52the corridor. Gray [music] cap, radio on
- 7:54his chest. He does not look at you. He
- 7:57looks at Sam's ankle. Then, he takes
- 7:59Sam's other arm. Together, you carry him
- 8:02through. Nobody mentions last night.
- 8:07They take Sam to first aid. A nurse
- 8:10raises his foot on a pillow and gives
- 8:11him an ice pack wrapped in a towel. He
- 8:14holds up his phone to you from the bed.
- 8:16Still no signal.
- 8:18On the concourse, there is no floor left
- 8:20to sit on. The father and the little
- 8:22girl are still by the pillar. She has a
- 8:24sock on now. It is far too big. It is
- 8:27not hers.
- 8:28The volunteers names sheet has become a
- 8:30clipboard. She is on the fourth page.
- 8:33You go to the public doors. People walk
- 8:35past them, look once, and do not look
- 8:37again.
- 8:38The fence is down along one side of the
- 8:40forecourt. The admission gate is still
- 8:42chained. It held.
- 8:44The people who were pressed against it
- 8:45last night are still there. They lie
- 8:48against the mesh in their coats and
- 8:49night clothes where the crowd pushed
- 8:51them. Somewhere under them is the man
- 8:53with the photograph.
- 8:55Three figures walk between the bodies,
- 8:57slowly. Now and then, one of them stops.
- 9:00The soldiers are inside now, behind the
- 9:02glass. Someone has taped a sign to the
- 9:04doors, facing out. Emergency shelter.
- 9:08There is nobody outside left to read it.
- 9:10Nobody is coming in today. Nobody is
- 9:12asking to.
- 9:14You turn back to the concourse, and you
- 9:15think about the tank. Aid agencies plan
- 9:18on 15 L of water for each person every
- 9:21day. One toilet for every 20 people. You
- 9:24try to count the people on the concourse
- 9:26floor. You give up at the windows.
- 9:28Your supervisor finds you by the pillar.
- 9:31She hands you a padlock and a single key
- 9:33on a ring. The plant room stays locked
- 9:35from now on, Controls orders. One key,
- 9:38yours. Don't lose it, she says, and
- 9:41don't go home.
- 9:45You go back down to check the pumps. The
- 9:47tank is full. Both pumps are quiet.
- 9:50Every light on the panel is green.
- 9:53You padlock the inner door behind you
- 9:54and turn to go.
- 9:56Two men are waiting in the corridor.
- 9:58Navy caps, staff, like you. You know
- 10:01their faces from the canteen. You have
- 10:03never learned their names.
- 10:04One of them holds out his hand. Control
- 10:06says we share it. You tell him control
- 10:09can ask you himself. He does not answer.
- 10:12He looks past you towards the stairs.
- 10:14Footsteps on the stairs. Four more come
- 10:17down. Then they stand behind the first
- 10:19two and wait. Six navy caps. Nobody is
- 10:23holding anything. Nobody needs to.
- 10:25Then they step aside for someone. He is
- 10:27not dressed like maintenance. A plain
- 10:30dark jacket, a radio at his collar.
- 10:32One of the men takes a cap from a box of
- 10:34new stock and hands it to him. He puts
- 10:36it on. Navy, like yours.
- 10:39He looks at the key, then at you. He
- 10:42lifts the radio to his mouth.
- 10:43>> Plant room. I'm here now.
- 10:46>> The words come out of the guard's radio
- 10:47at the far end of the corridor.
- 10:49You know the voice. The handset this
- 10:51morning. The guard's radio last night.
- 10:54>> No further admissions. That includes
- 10:57staff.
- 10:58>> At the far end of the corridor, the
- 11:00guard turns and walks away. He holds out
- 11:02his hand for the key. You don't move.
- 11:06Then he asks how Sam's ankle is. He
- 11:08knows Sam's name. You never told him.
- 11:12>> First aid. Somebody's turned.
- 11:14>> Someone from last night's crowd came in
- 11:16with a bite. Sam is in first aid. He
- 11:19can't walk. The man in the navy cap
- 11:21doesn't even look at his radio.
- 11:24Give me the key, he says, and my men
- 11:26will go with you.
