- 2:57and I'm interested in potentially
- 2:59starting a brewery.

- 3:04Um, but I would like some time to maybe
- 3:08address uh some of the stipulations
- 3:11for serving alcohol in town. Um,
- 3:16I couldn't print anything off. I
- 3:17couldn't get into that. U, but I talked
- 3:19to Kevin um about it. He said there's a
- 3:22stipulation that um 75% of the sales of
- 3:26the establishment has to be food instead
- 3:28of alcohol.
- 3:30>> It depends on what license you're
- 3:32seeking. So there's a myriad of
- 3:34different licenses, each with their own
- 3:36requirements. So you know, you don't
- 3:39have to serve food to serve alcohol. If,
- 3:42like, for instance, our gas station,
- 3:44they don't serve hot food, but they have
- 3:46beer. So
- 3:49it's not necessarily a food only
- 3:52enterprise that you have to have there.
- 3:54So

- 4:11space and we'd like to manufacture beer

- 4:15for the most part, but that space does
- 4:17not allow us to to put any kind of a
- 4:20food service. Mr. Kidwell reached out to
- 4:23me and told me he I guess he talked to
- 4:26you, but he said he'd be off at 6:15
- 4:27ahead of his way. If you want to stick
- 4:29around, we can circle back to this while
- 4:31he's here.

- 5:21ways I can help the the city and improve
- 5:24businesses, anything like that. Um, kind
- 5:26of actually grew up right down the road.
- 5:28So, awesome. This is cool for me. I've
- 5:30never been to one of these. So,
- 5:32yeah. Anything I do to help offer any
- 5:34advice or just like I said,

- 9:39We don't have a whole lot
- 9:45calls for service. We had since the last
- 9:48meeting, we've had 27 calls. Um
- 9:5212 traffic stops. Had a burger.

- 9:57the last storm Not last night, but the
- 9:59storm before. I came out and came down
- 10:03and spotted for that.
- 10:07Had one fire call out on Galloway Road.
- 10:11Guys hate calling fires.
- 10:14Other than that, uh I've been trying to
- 10:17get in touch with Natalia. I reference
- 10:19the moving speed sign. I've not heard
- 10:22back from her.
- 10:25made two attempts to contact CNR asphalt
- 10:29parking lot and I want to back him
- 10:32basically that's pretty much all I have
- 10:36>> cameras would be well you want to talk
- 10:39about do we want to try to install those
- 10:42or do we want to have somebody
- 10:44like pop or something
- 10:46>> which cameras
- 10:47>> I bought 10 cameras uh solar powered
- 10:51cameras
- 10:52>> and a Wi-Fi extender
- 10:54put on the back of the building. So, we
- 10:56should be able to put cameras
- 10:59pretty much in eight different locations
- 11:01outside. There'll be one for in here and
- 11:03one for in the evidence room downstairs
- 11:06and they'll all operate by Wi-Fi and we
- 11:10can do away with safe and sound
- 11:14>> which will save money.

- 11:21was talking to John. I I'm more than
- 11:23welcome to help come down here and help
- 11:24him, but some of these are going to
- 11:26require some pretty high up ladder.

- 14:59Commission, excuse me. We are um
- 15:04operating per normal. I do not have the
- 15:08statistics with me tonight. Um due to
- 15:11parson being out of town for most of the
- 15:14last two weeks, but also
- 15:18uh we are changing over to entirely new
- 15:21record system
- 15:23that will be much more consistent
- 15:27uh across
- 15:29the county. City of the county have
- 15:31already gone to the system and it also
- 15:33has to do with the dispatching and so
- 15:35on. So, we're learning that process.
- 15:39The u the records are are there, but
- 15:43they're not
- 15:46presentable at this moment. So, I I do
- 15:49know that the uh the crews have been
- 15:50busy probably I would say on the order
- 15:53of six or seven runs in the last week or
- 15:57perhaps a little longer than that.
- 16:00And that is
- 16:03is good and no No problems there. The um
- 16:09apparatus will continue to
- 16:14await any news from the US Department of
- 16:18Agriculture on the grant. I talked to
- 16:21Greg last when I was in Boston and he
- 16:26still heard nothing
- 16:28on. And are you familiar with with that
- 16:31process?
- 16:32>> Not yet. Um, we were granted $300,000
- 16:38toward the purchase of a fire apparatus
- 16:40by the US Department of Agriculture
- 16:44through a separate process that they
- 16:46have from the fire act and other things
- 16:50that are specific toward the fire
- 16:51service. Um, it also requires us to come
- 16:55up with the remainder of what will be
- 16:58probably about 420,000
- 17:03something like that, more or less, a
- 17:06couple thousand one way or the other.
- 17:09Um,
- 17:11we've applied to do our uh to secure our
- 17:16portion of that through the fire
- 17:18commission. Our commission has a 3%
- 17:21grant that is payable back over
- 17:26I think they changed the years on it. Is
- 17:29it 12 or 15?
- 17:32>> I think it increased. I think it went
- 17:34up. Yeah, 15 years.
- 17:35>> I think it's 15 years.
- 17:39So that had to be in before August and
- 17:43we'll get that all in with all the
- 17:47necessary information.
- 17:50Um and they should meet at the Kentucky
- 17:54Firefighters Association meeting in
- 17:56Ashlin
- 17:58uh the first week of August to hopefully
- 18:01approve that. That shouldn't shouldn't
- 18:03be any problem. 12 within their scope.
- 18:07What they normally do
- 18:12that's that's probably the biggest thing
- 18:14on our plate right now. We got
- 18:18evaluation coming up coming up
- 18:22for a couple of years and we're just
- 18:25notified last week that they'll be
- 18:27coming to town in September.
- 18:34They have they tell us when they're
- 18:36coming because they have to do a broad
- 18:40spectrum of them. One person has to do
- 18:42that across several cities in Kentucky.
- 18:47So we just have to be ready for that and
- 18:49we that's
- 18:52no problem there.
- 18:53>> Do they do just cities or they do the
- 18:55whole county or is it just like just
- 18:57>> You got word.
- 18:59>> No, I'm just I'm just curious. I'm just
- 19:02curious. the the insurance services
- 19:04office is uh a broad spectrum insurer.
- 19:10um they don't do the insuring themselves
- 19:13but they work with insurance companies
- 19:16to rate
- 19:18all the things about government but
- 19:20among those are particularly the fire
- 19:24experience, the water supply, the
- 19:27communication system, the training, all
- 19:30the thing that goes into having a fire
- 19:33department in our case
- 19:36and they give you a rating of
- 19:39through 10 and there are some subsets of
- 19:43that. Um
- 19:46we are presently I believe a class four.
- 19:50We hope to go to a class three.
- 19:52Specifically the county as you may
- 19:54recall in a previous discussion we
- 19:57talked about that is down to a two and
- 19:59the city of Georgetown is now class one
- 20:02which is exceptional. There's not It
- 20:06used to be very rare to even have that
- 20:08in
- 20:09>> Lex in Louisville,
- 20:11>> but they were the only ones and and now
- 20:15as cities are getting bigger in in
- 20:17Kentucky, they're getting more resources
- 20:19and able to expend more money and and
- 20:22better meet the needs of the communities
- 20:24that they serve.
- 20:26Anyway, the ISO is a pretty important
- 20:28rating and we will be ready for that
- 20:31again to
- 20:33display our
- 20:35pump tests and training records and all
- 20:38the things that we have to show them.
- 20:42the assessment,
- 20:45their time with us probably only takes
- 20:48less than a day, just a few hours of one
- 20:51day, but that be issued in subsequent to
- 20:56that, probably a month or two after they
- 20:59make their appearance,
- 21:01but we don't expect any surprises until
- 21:04we work with them for many years.
- 21:07Um,
- 21:10our kitchen is coming along.
- 21:13It's been somewhat through donations,
- 21:16but a little bit of expenditure from our
- 21:18budget, but very little the uh
- 21:22most of the components of it have been
- 21:24donated or significantly reduced in
- 21:27price from either vendors. We've even
- 21:30gotten some
- 21:32the cabinets were sourced from a
- 21:35previously used kitchen set. So, it's
- 21:40it's starting to look really good. So,
- 21:42we're hopeful that's going to be
- 21:44complete soon.
- 21:48Much more attractive place with a a nice
- 21:50kitchen in place. Our apartments don't
- 21:53necessarily operate on their stomach,
- 21:55but it's a really good thing to to have
- 21:59around for a variety of reasons.
- 22:07We got engine
- 22:1022
- 22:12uh back up and running. It was had an
- 22:16electrical system problem. It is
- 22:19remember if you do remember 87
- 22:23model.
- 22:25It's not one that we'd like to use front
- 22:29line, but we certainly can. And in its
- 22:33day, it would it would outpump anything
- 22:35in the county.
- 22:38>> Yeah. back truck with
- 22:42Detroit diesel and
- 22:46was a great apparatus in its day and
- 22:50still has great characteristics. A very
- 22:53collectible as as well. There will be
- 22:56people who will will like to have that
- 22:57when they see it.

- 23:10summer uh some of whom have already been
- 23:13cleared of backgrounds and we'll are or
- 23:18will join us shortly and
- 23:22we'll present those as we
- 23:26process them.

- 23:50process with that truck. It's going to
- 23:52require site visits going looking at it.
- 23:54um a lot of talks between chief and with
- 23:57Doug coming on I'd like to offer to step
- 24:00out of the fire commissioner if he want
- 24:01to take it because I know we know he's a
- 24:03shoe he's going to be here two years and
- 24:04so it's going to be about a year and a
- 24:05half process so Doug would be here with
- 24:08that he'd be a breast of it now working
- 24:10into the the period of it and there's
- 24:12there's another reason too with the
- 24:14whole thing dealing with Zach and the
- 24:15water company you know I was one there
- 24:17in the talks with it so I can work with
- 24:19Zach on that working that and honestly
- 24:21I'd also like to plant some bulbs I'd
- 24:23like to do some beautifification things
- 24:24in the city, but I think for the fire
- 24:26department's benefit, knowing Doug will
- 24:28be on here no matter what for two more
- 24:30years, that's going to be a long process
- 24:32and they really need a commissioner can
- 24:33be dedicated and it needs to go. Where's
- 24:36it being produced, sir? The truck
- 24:42>> I'm not sure where the factory,
- 24:47Kentucky.
- 24:48>> So, chiefs needed somebody to go down
- 24:51and look at specs, look at the building,
- 24:52the truck and making two things are
- 24:54being followed. He really needs a
- 24:55dedicated commissioner over the next
- 24:56couple years that can follow that. And
- 24:58you know, it's hard for me to say how
- 25:00perfect.

- 25:03that I want to leave him in a good spot
- 25:04me leaving the commission knowing
- 25:05they've got a commissioner that can
- 25:07follow and make sure it gets done and we
- 25:10get it in the city and it's entirely
- 25:12heer. He may prefer public works and and
- 25:15parks, but I would be more than happy to
- 25:19go

- 25:45Megan get it done on that part. But if
- 25:48you're okay with that, him moving in the
- 25:49fire commissioner.

- 25:55that's going to know from the beginning

- 28:52officer, our only one right now.
- 28:55But they're talking about putting in a
- 28:56micro brewery and there were some
- 28:58questions. Um, Zach has stated basically
- 29:02depending on the license and the statue
- 29:04of the if you want to recycle you. So
- 29:07don't get it wrong.
- 29:08>> Yeah. It just depends on exactly what
- 29:10you're trying to do there, what the use
- 29:11is going to be, you know, what types of
- 29:15beverages you're going to be serving and
- 29:16what packaging. And then from there,
- 29:18we'll just look at the regulations and
- 29:20determine what license you need. And
- 29:22then you know there are certain type of
- 29:24licenses that that have quotas but um so
- 29:29we'll have to look into that but you
- 29:30know if that's not one you're seeking
- 29:32then it should be you know pretty cut
- 29:34and dry like black and white. So
- 29:37>> I'm not for sure or familiar with what
- 29:39you're trying to license you're trying
- 29:40to see.
- 29:42>> Yeah. And honestly you know we weren't
- 29:44really diving in terribly deep in the
- 29:47beginning. I mean that building needs a
- 29:49lot of remodel and you know obviously
- 29:51there's you know TTP licensing
- 29:54qualifications there. I mean
- 29:58it is looking at it at from a micro
- 30:00standpoint you know probably in the two
- 30:03to three barrel type system. Um you're
- 30:07probably looking at 10 or 12 taps of of
- 30:10beer. Um but at the same time you got to
- 30:12have flexibility. So it would be a
- 30:14functional bar right? I mean there would
- 30:16be availability for wine and mixed
- 30:17drinks and whatnot. Um there would for
- 30:22the most part primarily um just local
- 30:25tap room make it put it on tab just do
- 30:27it right there. But from a marketing
- 30:29standpoint there could be some cutting
- 30:31going on that could be distributed to
- 30:33other facilities as well just to get the
- 30:35name out there. Um there would be some
- 30:38packaging but but just localized. I
- 30:40have, you know, not going to put a
- 30:42canning line in and try to sell at
- 30:44Kroger or anything like that. It would
- 30:45just maybe be crawlers that are in
- 30:47house, you know, to go. I mean, that's
- 30:50essentially what we're looking at. I
- 30:52just don't want to be able have to make
- 30:53a commitment to to serve food. So, if if
- 30:57food is mandated, I know I know that
- 30:59that's what they have in Georgetown. Um,
- 31:02>> we have a 50% food sales requirement,
- 31:04too, in our section,
- 31:05>> right? and and that just not functional
- 31:07for for us, you know, being this small
- 31:10um and not having the space to do that.
- 31:12So, I would need to to have that changed
- 31:15or waved or something along those lines
- 31:18to just allow the commitment of making
- 31:20beer and serving beer without the
- 31:22commitment of food. And if we can't do
- 31:24that, then then we'll probably back out
- 31:27on purchasing the property.
- 31:28>> Okay. Um just just real up front we're
- 31:30here. Um
- 31:33probably the best thing would be to talk
- 31:34to our ABC administrator. A lot of
- 31:36people don't realize when they come down
- 31:37here we're independent of the county.
- 31:39Like when we sell business licenses,
- 31:41people buy business license from county
- 31:42and think it includes strength.
- 31:44The state law allowed us to actually
- 31:46have our own alcohol beverage control
- 31:48administrator and that's the gentleman
- 31:49behind you. Um, probably the best thing
- 31:52if the commission does or doesn't ask
- 31:54you all, but would be to talk to Kevin
- 31:56first to know what you're looking at
- 31:58doing and he can come to us because if
- 32:00we were to change an ABC law or modify
- 32:03it or amend it, we're doing that
- 32:05historically by recommendation of our
- 32:07ABC administrator because he's the one
- 32:09charged with knowing how statutes are,
- 32:10how they fall in place. So, that's
- 32:12probably the best step to start with
- 32:13him.
- 32:13>> And we have spoken,
- 32:15>> right? and he suggests to come to you if
- 32:16he enforces laws that you guys put in
- 32:19place or restrictions. So, an adjustment
- 32:22would have to be made here and then he
- 32:23would enforce
- 32:24>> and and again well again he had to make
- 32:26a recommendation of what how what we're
- 32:28going to amend because right now looking
- 32:30at section four talks about 50% of all
- 32:34group sales and actually it doesn't even
- 32:36include a brewery in here. It includes a
- 32:38distiller and so that might need to be
- 32:40modified to where we add brewer on that
- 32:42too. So that would definitely be a
- 32:43recommendation for our ABC administrator
- 32:45because he deals with those statutes and
- 32:47all.

- 33:47people who have licenses to sell
- 33:51beer who do not sell

- 34:01where that stipulation comes in. The tap
- 34:03room where you're actually sleeping be
- 34:05drinking.

- 34:16nonquota type two retail drink licenses
- 34:19in order to it talks about hotels or

- 34:29from the sale of food which should be
- 34:3150% and it talks about a restaurant must
- 34:34maintain 50% of its gross food and drink
- 34:36sales from and sale of foods and it
- 34:39talks about airports, distillers, river
- 34:42boats and businesses located within
- 34:44adjacent to or entertainment
- 34:46destinations. It's quota type two retail
- 34:49drink
- 34:50that's where it mentions the food.

- 34:53ordinances that

- 35:29kind of sorted out at the next meeting

- 38:30of licenses.

- 42:10introduce you to my responsibilities and
- 42:13your responsibilities when it comes to
- 42:14financial reporting.

- 42:17this, it wouldn't be bad for you guys to
- 42:20have like an onboarding package. Okay,

- 42:25about other things besides the work that
- 42:28I do that would be good to add to this.
- 42:31So, as new commissioners come on, they
- 42:33kind of have this on boarding. And I
- 42:34know there's a lot in here. I tried to
- 42:35cut it down. There's still 34 pages just
- 42:37for the financial, but that is a big big
- 42:39role for what you're here as a
- 42:41commissioner that I think people don't
- 42:43realize. So, I'm just going to hit a few
- 42:46big things. But what I'm asking you to
- 42:48do is to take this, read through it, and
- 42:51provide me some comments, some things
- 42:53that may be missing that we'd like to
- 42:55add, you know, that you think you would
- 42:57have liked to have known being a new
- 42:58commissioner, and this can be something
- 43:00that as new commissioners come and go.
- 43:02Or then once a year, this time of the
- 43:04year, we reook at it because a lot of it
- 43:06does have to do with budgeting.
- 43:07Budgeting is a big part of that. And I
- 43:10do want to bring that up tonight because
- 43:11I did hear that we got the big check
- 43:13that is more than we thought. So, we do
- 43:15need to amend the budget to record that
- 43:17even though it's a it's an income versus
- 43:19expenditure.
- 43:21>> I know we got

- 43:23>> Sorry. I guess I guess that I should
- 43:24have lived with that. Sorry.
- 43:28>> What was the

- 43:39So basically just kind of the welcoming
- 43:42understanding our structure because I
- 43:44think it what's different between
- 43:47accounting for personal or even for your
- 43:50own business city is very different
- 43:53governmental accounting is very
- 43:54different totally different standards
- 43:57everything is very different so this
- 43:59kind of goes into talking about the
- 44:00structure of our city what class it is
- 44:04just like fire department and their reg
- 44:06requirements financial requirements are
- 44:08different based upon the size of the
- 44:09city, how much money they bring in.
- 44:11Everything that's required of us is
- 44:13based on that. So, I thought that'd be
- 44:14good to kind of introduce what kind of
- 44:16city we are and how we do it. Our
- 44:19physical year is not January to
- 44:21December. It runs July 1st to June 30th.
- 44:24So, that's also kind of a difference in
- 44:26personal what people are used to. We
- 44:27have to do a lot of our reportings and
- 44:29things like that based upon that
- 44:31calendar. So, you can kind of see that.
- 44:34We do also at 2.3 something called fund
- 44:36accounting. So fund accounting that's
- 44:38the hardest one to get your head around
- 44:41but it kind of each of you have your own
- 44:43kind of fund and we keep the money
- 44:45separate and we keep the accounting
- 44:47board separate and that way you know I
- 44:49start out the year with this much money
- 44:51we do the budget which says you're going
- 44:53to get this much money we either from
- 44:55your own revenue like or from grants or
- 44:58from the city like from our big check we
- 45:01distribute that out as inter company or
- 45:03inter fund transfers but you'll get that
- 45:05money and then you're uh you come with
- 45:07your here's what I think I want to spend
- 45:10and they have to approve it and that's
- 45:12really the biggest thing. It's not just
- 45:14a best-in-class. It's a law. So once you
- 45:17sing that ordinance and we just
- 45:19published the ordinance, you're saying
- 45:21here's what we plan to do. So when we
- 45:23change that, we have to amend the budget
- 45:26to say no, we we had big expense all of
- 45:29a sudden. It's not dollars and you know
- 45:31every single category underneath it.
- 45:33It's kind of your total. But let's say
- 45:35that all of a sudden we approved 50,000
- 45:37for the chief here and he found a fire
- 45:40truck and he needs 100,000. Well, that's
- 45:42when we'd have to come together. You
- 45:44can't just do that. You have to get
- 45:45together and revote on it. And it is a
- 45:47vote of everybody. So the budget's own
- 45:49by all the commissioners, but each of
- 45:50you kind of come with here's what I
- 45:52think I want to do, here's what I plan
- 45:54to do, here's how much it's going to
- 45:55cost, and then we approve that budget.
- 45:57So that budget guides us the rest of
- 45:59this fiscal year. So we're putting the
- 46:01budget. Do you remember last year we
- 46:03were able to show you budget versus
- 46:04actual that's also a requirement. So you
- 46:07will get those reports which I think
- 46:08she's got June which will show the full
- 46:10year but starting in July we'll have the
- 46:12new budget in there. One thing we might
- 46:14want to talk about tonight is how
- 46:15quickly we do want to amend it for that
- 46:17and and because we got the extra
- 46:20probably next time if there is anything
- 46:22that we put off that you guys want to
- 46:24add or do we just want to say no we're
- 46:25just going to have it as we'll have more
- 46:27money left at the end of the year than
- 46:28we bought because we got more money
- 46:30coming in. So that's up to you guys, but
- 46:32I would think about that probably for
- 46:34the next meeting and then we can end the
- 46:36budget. Then

- 47:10had $20,000 in my budget. Where'd it
- 47:12go?"
- 47:14I don't know how to answer that. Is it
- 47:16still there or did we roll that back
- 47:19into their 85,000 that we reissued them
- 47:23and so now they only have 85,000 or is
- 47:26it an additional 20 on top of that? You
- 47:28understand what I'm saying? I don't know
- 47:29how to answer their question.

- 48:32balance. That's what fund accounting is.
- 48:34You have your own starting and ending
- 48:35funds. And then your budget, what is
- 48:39important is how much you said you're
- 48:41going to bring in and how much you said
- 48:43you're going to spend and that's what
- 48:44you have to look at every month. The
- 48:47balance will change all the time, but
- 48:49you hope at the end of the year that you
- 48:51at least our goal this year, we ended
- 48:53with a surplus was to have more money in
- 48:55the bank than we started. So that was
- 48:57kind of the strategy goal when we did
- 48:59the budget. That's where we ended up.

- 52:18you're taking in. That's what you
- 52:19estimate. which means you'll add that to

- 52:25that happen.

- 53:53brought in if we got in the same
- 53:54revenue, we should have more money in
- 53:56the bank if he did not spend his whole

- 55:18spend that fire department didn't spend
- 55:2023. We got a bunch of departments.
- 55:23Either we did a really bad job of
- 55:25managing money
- 55:26>> because these departments had that money
- 55:28allocated. If there if there been
- 55:29another police officer, would we have
- 55:31been upside down for the master? Here's
- 55:34here's one thing I think a lot of people
- 55:35miss when they come in. We make the
- 55:37budget, just say a flat number,
- 55:39$500,000. That doesn't mean on July 1st
- 55:41we have $5,000 to pay that budget out.
- 55:43We haven't got our property tax in. We
- 55:45haven't got our our grants and our funds
- 55:47and it's not there. I mean, day one if
- 55:50the police department comes to us and
- 55:52says, "I want $90,000." It's not there.
- 55:54>> And the thing you have to think about is
- 55:56the revenue side of it. So, let's say
- 55:58that last year's budget we thought we
- 56:00were going to get 300,000 and we only
- 56:01got 250 for the big check. That could
- 56:04have happened as well and then that
- 56:06would have been I think what I'm asking
- 56:08is,
- 56:08>> okay, we had $100,000 that we didn't
- 56:10spend or they had it allocated. They
- 56:13didn't spend it. We may have spent it
- 56:14anywhere else, but in their eyes they
- 56:16have $70,000, $25,000, whatever. That
- 56:19$100,000 that's allegedly out there,
- 56:22that is the city's money that we
- 56:23budgeted for. that money at the end of
- 56:26the year when we start our new budget,
- 56:28do we include that $100,000 that we
- 56:30didn't spend into the new going into our
- 56:33new budget?
- 56:34>> Not as part of their budget,
- 56:36>> not as part of their starting point. So
- 56:38that first line on the budget, it's part
- 56:41of the fund balance.
- 56:42>> It's part of the fund balance. So yes,
- 56:45if it's realized, so realized means we
- 56:47got the revenue we thought we were going
- 56:49to get in and we didn't spend, like she
- 56:51said, the money somewhere else. If it's
- 56:53a true realize that we didn't spend what
- 56:55we thought we're going to spend and we
- 56:56got all the money in we thought it will
- 56:58show up on that top line as carry
- 57:00forward. So that's true that'll be on
- 57:03the top line. Then you add what's coming
- 57:05in, what's going out and this is what we
- 57:07plan at the end of the car.
- 57:08>> So the carry forward is also utilized
- 57:10into the city's current.
- 57:12>> It's just not there's no carry forward
- 57:14of budget. It's a carry forward of
- 57:16funds, right?
- 57:17>> And then you rethink about those funds
- 57:19because your strategy could change. All
- 57:20of a sudden you're like, "Oh, we're
- 57:21going to build a big park building or
- 57:23something." So you don't, it doesn't go
- 57:25to him or him. It's the cities to then
- 57:27reallocate in the budget.

- 57:30>> So we didn't have any extra other than
- 57:34the $7,000 that estimated.
- 57:36>> No, the 7,000 is nothing to do with last
- 57:38year, right?
- 57:39>> 7,000 it just says you as a commissioner
- 57:42made a a conscience effort to balance
- 57:46your budget. You know how the government
- 57:48never balances their budget, right? You
- 57:49did. You said we got this much coming
- 57:52in. We're going to spend this much and
- 57:53the difference was 7,000.
- 57:55>> So, we don't have any we don't have any
- 57:56need to put in savings is what I'm
- 57:57saying from last year.
- 57:59>> Well, if we should if we look at the
- 58:01June financials, you should be able to
- 58:03see how much we had.
- 58:06>> And if you don't see that, I'll I'll
- 58:09>> trying to figure out like, okay, let's
- 58:11say we had $50,000 with savings. I I did

- 58:37end and that should give you the number

- 58:42number because like she said, we might
- 58:44have spent it that we didn't and we
- 58:46might have not got in what we thought we
- 58:48>> Well, she said the perfect thing, not

- 58:52budget for a second person sent to the
- 58:54clerk's desk. I mean, there's a lot of
- 58:56things that we did not have in the
- 58:57budget that ain't that figure out.

- 59:08look at those numbers and make sure they
- 59:09make sense. That's what I'm in my mind.

- 59:15have an officer. Like, I just where's
- 59:18what am I supposed to I'm like I want to
- 59:21put money up for future commissions.

- 59:27know, whatever. The commission decides
- 59:30>> I'll come to the next meeting. I didn't

- 59:37I would come to the next meeting looking
- 59:39at fiscal year last year.

- 1:00:39technically, where I budgeted was down
- 1:00:41here on this line, and that's coming out
- 1:00:43up here. Can we like just so that it
- 1:00:45doesn't look like we're spending money
- 1:00:48if there's actually a place like can we
- 1:00:50get rid of two that we don't need so
- 1:00:53that like whenever we
- 1:00:54>> this gets print out every month and
- 1:00:56that's the only one we can choose from.

- 1:01:26say okay before I book this is this
- 1:01:28really this line and not this line.

- 1:01:35So when you get that doesn't mean you
- 1:01:36did anything wrong. That's the feedback

- 1:01:40should not have been here. It should be
- 1:01:41up here." She'll make that change and
- 1:01:43then that won't show us negative.

- 1:01:46talking about cuz it it honestly it it
- 1:01:48changes my overage
- 1:01:51>> from like almost $1,000 to like 400.

- 1:02:01budgeting for street lights that I know
- 1:02:03it's going to come out.

- 1:02:06that in level. So, it's better to have
- 1:02:08it higher, but there was a need for it
- 1:02:09at that time. And I think now that we've
- 1:02:12got a a better budgeting process, we can
- 1:02:14kind of look at that. But that's again
- 1:02:16just she just needs to know where to
- 1:02:18book it to and then then we'll know
- 1:02:19which budget it's hitting. And it's good
- 1:02:22to have, you know, it's good to have
- 1:02:24those every once in a while and that way
- 1:02:25you guys can see it and say, "Did we
- 1:02:27budget for this or not?" And we can go
- 1:02:29back and look at what we discussed and
- 1:02:31say, "Oh, we talked about this, but we
- 1:02:33didn't talk about that." I mean, that's
- 1:02:34the role. That's your role. That's what
- 1:02:35it says in here. Your role is to
- 1:02:37challenge. Doesn't mean anything's
- 1:02:39wrong. Counting we counting people make
- 1:02:41mistakes all the time. We got a million
- 1:02:43accounts out there. She does the best
- 1:02:45she can, but she can put it in the wrong
- 1:02:47account. That's not a bad thing. It's
- 1:02:49your job to tell her that and say,
- 1:02:50"Nope, I spent that for that. It really
- 1:02:52goes against this budget and that's
- 1:02:54where it goes." And she can make those
- 1:02:55correction.

- 1:02:58individual reports. You know, all five
- 1:03:00eye all five pairs of eyes need looking
- 1:03:01at this just because we might catch

- 1:03:05clue was there. And so I think that's
- 1:03:07why we should.

- 1:05:15comes in for the city is the
- 1:05:16intergovernmental check that we just got
- 1:05:18in. So that's a 300,000 we're talking
- 1:05:20about. It's not guaranteed. It it was
- 1:05:23what was it last year? Was it

- 1:05:26year. But Cody was very adamant. He's
- 1:05:28like I'm not budgeting for it because
- 1:05:29not guaranteed.

- 1:05:34you're not guaranteed that. None is
- 1:05:36guaranteed. The only thing that's Well,
- 1:05:37none I mean t people don't pay their

- 1:05:41the thing with government. It's not it's
- 1:05:43very fluid like you're saying. So in
- 1:05:46income and expenditures vary. So you may
- 1:05:49have a really big expenditure month
- 1:05:51which I think is what you're saying with
- 1:05:52zero income coming in. So you've got to
- 1:05:54have money in the bank.
- 1:05:56>> The the over the last 10 years we
- 1:05:58started with a lot of money in the bank.
- 1:06:01And the commissioner when they would do
- 1:06:03their budget honestly just didn't plan
- 1:06:04anything.

- 1:06:10They didn't plan to do anything. They
- 1:06:12planned to add money to the savings
- 1:06:14account. And honestly, as a citizen at
- 1:06:17that time and the CPA, I'm like, and
- 1:06:19you'll read that in here. You are
- 1:06:21stewards of that money. That is your
- 1:06:24job. That is not your money. That's not
- 1:06:26fun money. It is the city taxpayers's
- 1:06:29money. It is the citizens money. So, as
- 1:06:31a steward, you're supposed just like you
- 1:06:33do for the Lord, you spend it the right
- 1:06:35way. And so what I was saying, adding it
- 1:06:38to some rich vice president bank account
- 1:06:41is not the right way to spend the
- 1:06:43citizens money. So they started planning
- 1:06:45things and you have all the new things
- 1:06:47that have happened over the last 10
- 1:06:49years. And they did a couple times we
- 1:06:51and they had so much money. They got
- 1:06:53used to having an unbalanced budget. But
- 1:06:56that's okay. There's nothing wrong with
- 1:06:58that. They're like, why put 500,000 in
- 1:07:00the bank? Let's spend 200 of it and have
- 1:07:03250 in the bank.

- 1:07:08at least did do some things with the
- 1:07:10money thing about balancing some savings
- 1:07:12is when we have a project comes up we
- 1:07:14have some savings hey we don't have to
- 1:07:16find we've got money here we could do
- 1:07:18this big project but right now we
- 1:07:19couldn't you know we couldn't fund
- 1:07:22$10,000 project

- 1:07:28just like if you were a contractor and
- 1:07:29you got paid one time a year I bet you
- 1:07:32money until that big check comes in you
- 1:07:33are borrowing from Peter to pay a little
- 1:07:35bit. So that's normal. There's nothing
- 1:07:37wrong with that. That's doesn't mean the
- 1:07:39city's done anything wrong. That is what
- 1:07:42governmental accounting is. That's why
- 1:07:43you hear it all over the news and stuff.
- 1:07:46It's it's it's hard because nothing is
- 1:07:48guaranteed. But your job is to be a
- 1:07:51steward of it and to do the budget,
- 1:07:52which you did did a great job with the
- 1:07:54budget this year. So now it's time to
- 1:07:56look at things as they come become
- 1:07:58actual. So I'll bring back July and
- 1:08:01we'll look at the actual for the month
- 1:08:02of July. Where did every penny go? Was
- 1:08:05it a lot more than what we thought it
- 1:08:07was going to be? Was it a lot less? We
- 1:08:09got in 50 grand more. So, do we want to
- 1:08:12amend the budget to use that money and
- 1:08:14one of our priorities that we did not
- 1:08:16do? That's really the discussion that we
- 1:08:18need to we should have regular
- 1:08:20discussions like that. And I'll try to I
- 1:08:22can come down more to be here to kind of
- 1:08:24do those discussions.

- 1:09:06413? So, new because that's the biggest
- 1:09:08thing when we get that budget, a new
- 1:09:09principle
- 1:09:12sentence because I think sometimes what
- 1:09:15gets in their minds is that's money we
- 1:09:17can spend and we can't. Those are
- 1:09:18regulated to specific areas and I think
- 1:09:21it'd be good to have something like
- 1:09:23>> funds.
- 1:09:24>> Yeah. just the ones we know we get like
- 1:09:26like I said the municipal road aid um
- 1:09:29because one I was looking I was like oh
- 1:09:30she got that in there MRA it wasn't it
- 1:09:32was your accounting thing but um but
- 1:09:35yeah just and I can send you the
- 1:09:36screenshots from the KC I'm sure when
- 1:09:39you just take their definitions out of
- 1:09:40there and just add it to here because KC
- 1:09:43is like 700 pages this is wonderful
- 1:09:46>> for a new commissioner and for you to
- 1:09:48have those individual ones we know we
- 1:09:49deal with they can look at and go oh
- 1:09:51that's what that's used for or
- 1:09:53especially streets she was What does it
- 1:09:55mean for roating?
- 1:09:56>> Yeah, that's that's a very good point
- 1:09:57because that is the difference in
- 1:09:59governmental accounting and personal and
- 1:10:00business accounting. If we have funds
- 1:10:03that are called restricted funds, it
- 1:10:04means they can only be used for that
- 1:10:06purpose. So, street gets a certain aid
- 1:10:09that can only be used for certain types
- 1:10:11of street expenditures. So, she was very
- 1:10:14adamant this year. I want to really see
- 1:10:16my accounting for that. So, we work to
- 1:10:18make that accounting separate. This
- 1:10:20commission was real good with the police
- 1:10:22funds and with the fire past commission
- 1:10:24I was on. They thought they could take
- 1:10:26the fire department's $11,000 and say
- 1:10:28that's part of the budget. We'll spend
- 1:10:29it on this and we're like no here's a
- 1:10:30piece of paper says you can only spend
- 1:10:32on these things.
- 1:10:33>> I think that would help a new
- 1:10:35commissioner especially if you're over
- 1:10:36that department.
- 1:10:37>> I think I think that's good. It also
- 1:10:38help with the clerks too and that's
- 1:10:40something we're
- 1:10:42the one thing just let you know there's
- 1:10:43some timelines in here. We are behind on
- 1:10:46the audit. Okay. We do have an
- 1:10:49extension. So, it's not like we're
- 1:10:50they're yelling at us. They all know
- 1:10:52they all approved to it. And the reason
- 1:10:54we did that, there was just so much
- 1:10:55change in the commission this year and
- 1:10:58we had to focus on that. We had to focus
- 1:10:59on budget. We had to focus on several
- 1:11:01things, but we're almost done with both
- 1:11:03of those things. I'm doing and I told
- 1:11:06the LG, I said I'm going to give them
- 1:11:08together and that'll be how I like to do
- 1:11:10it. The UER and the audit go together.
- 1:11:12So, they pay me to do an audit. So, I
- 1:11:14truly do an audit. I look at every
- 1:11:16invoice, not every but the material
- 1:11:18invoices across every account. I look at
- 1:11:21the QuickBooks accounts and how they're
- 1:11:22accounting. I give advice and you'll see
- 1:11:24in here the MRA letter. So at the end
- 1:11:26the when I issue the audit, you're going
- 1:11:28to get in that audit a letter that says,
- 1:11:30I think you should do X, Y, and Z. Your
- 1:11:33job is to respond to me to say, yep, we
- 1:11:35agree and we're going to do it or no, we
- 1:11:38don't agree and we're not going to do
- 1:11:39it. That's part of the audit as well.
- 1:11:41And that's why I mentioned already a
- 1:11:42second go. Is there any way you can
- 1:11:44compile your if it's a lot say no your
- 1:11:47past 10 years because I think look the
- 1:11:49ones I've known about and I've read it
- 1:11:50just always kind of offends my mind that
- 1:11:53we're paying you good bit of money and
- 1:11:56using your expertise specialism and the
- 1:11:58lack of the commissions following your
- 1:12:00advice.

- 1:12:02>> I think we followed it pretty good last
- 1:12:03year.
- 1:12:04>> Last year we done good but there's
- 1:12:06there's she has some other things.
- 1:12:09>> You know what I think it is? I think
- 1:12:10it's this onboarding.
- 1:12:13>> You know, it's very odd, which I still
- 1:12:16don't understand government accounting,
- 1:12:18but um the commissions come in right in
- 1:12:22the middle of a budget. You got all new
- 1:12:25people had no idea what you guys talked
- 1:12:27about, what and it makes it so difficult
- 1:12:30to really catch up. And that's why I
- 1:12:32think this onboarding would really help
- 1:12:34with that. And then I think every time
- 1:12:37we do have a change in the commission or
- 1:12:39the mayor, then we redo we look at the
- 1:12:42budget again. I mean, we redo finances.
- 1:12:44We look at it again. That way you know
- 1:12:46exactly what was discussed, what
- 1:12:48priorities fell off, what priorities we
- 1:12:50thought we were going to do because you
- 1:12:52might have the same ideas. You're like,
- 1:12:53"Oh, I would have voted for that."
- 1:12:54Because that's what we did. We brought
- 1:12:56in all of our wish lists and then we
- 1:12:57voted on it and kind of not a vote like
- 1:13:01commission vote, but just I put my money
- 1:13:02here. I'd rather have this. I'd rather
- 1:13:04have that. and then how many that rose
- 1:13:06to the top. That's kind of what we did
- 1:13:08for the budget, which is a really good
- 1:13:09way to do it.
- 1:13:10>> And the reason why I asked that is
- 1:13:11because the last commission I was on, I
- 1:13:13tried to bring up doing municipal orders
- 1:13:15and you would have thought I asked them
- 1:13:16to sell the first child. This commission
- 1:13:18has been good with municipal orders.
- 1:13:20They're like, "Yeah, that makes sense
- 1:13:21because your policies you recommend in
- 1:13:22the past that they haven't followed your
- 1:13:24policies can be done by municipal order
- 1:13:26because it's in house. It's for
- 1:13:27financial purposes." So, I think if you
- 1:13:29bring those that list, there might be
- 1:13:31something
- 1:13:31>> and you'll see this is not my document.
- 1:13:33This is your document. I'm just helping
- 1:13:36them. This is their document. So, I'm
- 1:13:38just helping them as a expertise
- 1:13:40consultant as to what from a financial
- 1:13:43perspective what I think goes in here.
- 1:13:44But I do think there should be other
- 1:13:46things that you add for sure. This was
- 1:13:48just kind of my first draft. Get it in
- 1:13:50front of you and and it'll help you too
- 1:13:52because we talked about these things,
- 1:13:54but we didn't you didn't read it.
- 1:13:56>> So, I think this as you read it, you're
- 1:13:57going to go, "What the heck is that?"
- 1:13:59And I want those questions. So shoot me
- 1:14:01an email say this section I really want
- 1:14:03to talk about when you come and listen
- 1:14:04that way I'll be prepared to to answer
- 1:14:06those questions really well because it
- 1:14:08is I I I perused it pretty pretty
- 1:14:10thoroughly and it's got some good things
- 1:14:12in it but I did take some things out
- 1:14:13because it was getting so big but so I
- 1:14:16don't want to scared you with the book
- 1:14:17but it's good. It's it's really um it's
- 1:14:20a good way to introduce I think people
- 1:14:21to the responsibilities and financial
- 1:14:23responsibility is the number one here.
- 1:14:25It really is. I do appreciate it and I
- 1:14:27don't like reading and there's no
- 1:14:29pictures in here, but I'll give it a
- 1:14:31go.

- 1:16:27water grant, but I do think that it
- 1:16:29would be the best grant to use if um
- 1:16:33like apply for and and try to get uh
- 1:16:36it's a 50/50 split, but it's like 25,000
- 1:16:41up to I think a million uh is what the
- 1:16:46grant like you can possibly get. But it
- 1:16:49helps with parks and anything around. So
- 1:16:51I think that I mean if we could apply
- 1:16:54for it getting like the fans, new
- 1:16:56benches, new grill
- 1:16:58>> um anything that needed to happen with
- 1:17:00this spring. Um only catch with that one
- 1:17:03is uh is that that would have to remain
- 1:17:06a park.

- 1:17:57thing's like 30 years old.

- 1:19:12interested in buying out our
- 1:19:15>> remainder.

- 1:19:18to happen.
- 1:19:19>> He said he doesn't even think he would
- 1:19:21bring it up to the board. So, um I guess
- 1:19:25one thing I need to know is
- 1:19:28he has told me that that that they are
- 1:19:30not getting any money other than the
- 1:19:33maintenance agreement that they had. So
- 1:19:35if we're not giving money in off that
- 1:19:39lease, then nobody is and it's just all
- 1:19:41that gear is just up there for free. And
- 1:19:44if that's been the case for years, you
- 1:19:46know, we might be entitled to a decent
- 1:19:48chunk of money.
- 1:19:50>> And at minimum, we could say you're not
- 1:19:53keep that stuff up there if you're not
- 1:19:54paying us.

- 1:20:00that we talked about in executive

- 1:20:02mention out here, but since it's dealt
- 1:20:04with all that, um,
- 1:20:07they're I can tell you what they're
- 1:20:08going to say. They're going to say,
- 1:20:09"Well, we are in the contract with
- 1:20:10Georgetown Water to represent themselves
- 1:20:12as the rightful person to lease anything
- 1:20:14on that tower." Yeah.
- 1:20:16>> And they weren't because, you know, we
- 1:20:18got 50ear,
- 1:20:19>> right?

- 1:20:21>> I mean, is there at any point that we
- 1:20:23can say, "Okay, well, that's they gave
- 1:20:25you something that wasn't theirs to
- 1:20:26give." So, like you make a contract with
- 1:20:28us or through them and this is what gets
- 1:20:30paid. Yeah.
- 1:20:31>> So ultimately Chase told me that
- 1:20:36if we wanted to go that route, he would
- 1:20:38he would make the recommendation to
- 1:20:39their board that they just give us that
- 1:20:41money.

- 1:20:46that we would have to make about how
- 1:20:48>> yeah how strict we want to be on the
- 1:20:52language. I think it would be worth
- 1:20:55looking into whether we've been getting

- 1:20:59>> and you know if anything we need to be a
- 1:21:01party to the contract.

- 1:21:15would be on that for because we've known
- 1:21:18now for a couple of years before this
- 1:21:20commission that we weren't getting that

- 1:21:30end up going back and we're covering
- 1:21:32what was owed, getting what is owed

- 1:21:39interested in buying it out, there are
- 1:21:40companies, I brought this up last year,
- 1:21:42there are companies that will actually
- 1:21:43broker those sites and find us people
- 1:21:46around get revenue stream coming in.

- 1:22:21and ask for any documentation of money
- 1:22:24they've received as payment for
- 1:22:26basically for rent and he would answer
- 1:22:28it back we haven't had any. So you know
- 1:22:30at that point we could go to the company
- 1:22:32and say
- 1:22:34nobody's been getting paid on this
- 1:22:37>> yeah if we do that we also need to over
- 1:22:39request for any agreements between them
- 1:22:41and any individual using the tower
- 1:22:44because we need proof to show that we
- 1:22:46should have been part of that.

- 1:22:49think that we were let
- 1:22:51>> that stuff's up there. Nobody's making
- 1:22:53any payments.

- 1:22:56actually I think it's a federal license
- 1:22:58where they actually there's a number for
- 1:22:59water towers anywhere in United States
- 1:23:01and so probably the company well
- 1:23:03actually bought from SH but probably
- 1:23:04they looked oh Georgetown water owns
- 1:23:06this and didn't even think about us
- 1:23:08because our contracts not nobody
- 1:23:10anywhere in that ownership.

- 1:31:24we did like there's another year, two
- 1:31:25years, three years.

- 1:31:36continue letting him do the snow removal

- 1:33:36of concerns me is the retainer fee. We
- 1:33:39had a past person snowplow and not only
- 1:33:42he charged a retainer fee but he also
- 1:33:45charged for us to fix his truck but the
- 1:33:48retainer fee in the past if they did pay
- 1:33:50it was for to buy bulk salt this is to
- 1:33:52keep people on standby so he's going to
- 1:33:54pay them an hourly rate to be on standby
- 1:33:56to come down here I don't understand
- 1:33:57that that and covering dedicated
- 1:34:00equipment that's not our job as a
- 1:34:01contractor he needs to cover his own
- 1:34:03equipment I mean that's part of getting
- 1:34:05a contract

- 1:34:09asking I And that's part of doing
- 1:34:12business. Why would we give a retainer
- 1:34:13to keep his equipment dedicated?

- 1:34:45should be number one or two on this
- 1:34:46contractor's list. And and we're not
- 1:34:48we're not McDonald's. We're a government
- 1:34:50agency needing roadways for safety. So,
