- 0:13representatives,
- 0:14learned scholars and policy experts,
- 0:18representatives of the international and
- 0:20national media, ladies and gentlemen.
- 0:23Asalamu alaikum and very good afternoon.
- 0:26I wish to commend all the organizers of
- 0:29the seminar titled Indiswaters Treaty an
- 0:34instrument of regional peace and
- 0:36security. I understand that the
- 0:38throughout the day leading experts from
- 0:41Pakistan and abroad have held meaningful
- 0:44discussions on one of the defining
- 0:47challenges of our times.
- 0:50Water transcends political boundaries.
- 0:54It sustains life. shapes civilizations
- 0:58and its governance has profound
- 1:00implications for peace, security and
- 1:04sustainable development.
- 1:06Ladies and gentlemen, water is not
- 1:09merely a natural resource. It is the
- 1:12foundation of human dignity, economic
- 1:16prosperity,
- 1:18food security, and environmental
- 1:20sustainability.
- 1:22Throughout history, great civilizations
- 1:25have flourished along rivers and few
- 1:28river systems have shaped human history
- 1:32as profoundly as the Indas.
- 1:35For thousands of years, its waters have
- 1:38sustained communities, cultures, and one
- 1:42of the world's oldest continuous
- 1:45civilizations.
- 1:47Excellencies, ladies and gentlemen, the
- 1:49responsibility to preserve this shared
- 1:52heritage rests upon all of us.
- 1:56Transpounding rivers must bring nations
- 1:59closer through cooperation rather than
- 2:02divide them through confrontation.
- 2:06This principle is firmly embedded in
- 2:09international law and has guided water
- 2:12sharing arrangements across the globe.
- 2:16It was in this spirit that Pakistan and
- 2:18India concluded the Induster Treaty in
- 2:211960 under the opaces of the World Bank.
- 2:26The treaty established a durable and
- 2:29carefully negotiated framework governing
- 2:32the six rivers
- 2:34to India, three eastern rivers to India
- 2:37and three western rivers to Pakistan
- 2:40while permitting India limited use in
- 2:43accordance with treaty provisions.
- 2:47India has benefited immensely from the
- 2:50water storage, irrigation and
- 2:53hydroelectric infrastructure built on
- 2:56the eastern rivers. We also do not
- 2:59object to India's treaty based use of
- 3:02the western rivers and seek to settle
- 3:05any differences
- 3:07or disputes within the framework
- 3:09provided in the Indis water treaty
- 3:11itself.
- 3:13Excellencies, ladies and gentlemen, the
- 3:15treaty demanded significant adjustments
- 3:18from Pakistan as it had to fundamentally
- 3:21restructure its irrigation and water
- 3:24management systems in reliance upon the
- 3:27permanent legal framework.
- 3:29Despite being disadvantaged along the
- 3:33banks of our eastern rivers where due to
- 3:36India's unrestricted use, these rivers
- 3:40dried up in Pakistan. But we honored the
- 3:43treaty commitments and obligations in
- 3:46letter and spirit.
- 3:48That investment reflected our confidence
- 3:51that international agreements once
- 3:54concluded would be honored in good
- 3:56faith.
- 3:58The treaty justified that confidence for
- 4:02more than six decades including periods
- 4:05of war and political tension. It
- 4:07provided predictability,
- 4:10transparency and stability. It has
- 4:13rightly been regarded as one of the most
- 4:16successful examples of trans boundary
- 4:20water cooperation anywhere in the world.
- 4:24Excellencies, ladies and gentlemen, it
- 4:26is therefore deeply regrettable that
- 4:28this landmark treaty now faces its
- 4:31gravest challenge. India's unilateral
- 4:34decision to place the treaty in abence
- 4:36has no basis in the treaty itself or in
- 4:39the international law.
- 4:42Equally concerning has been the
- 4:44suspension of cooperation through the
- 4:46institutional mechanism that have been
- 4:49long served both countries under this
- 4:51treaty. Pakistan's position is very very
- 4:55clear.
- 4:57We reject India's unilateral and illegal
- 4:59announcement. The IND industry remains
- 5:04valid, binding and fully operative.
- 5:08No party can unilaterally suspend or
- 5:11terminate its obligations under a treaty
- 5:15that contains no such provision.
- 5:20This is not merely Pakistan's
- 5:22interpretation. It reflects the
- 5:24fundamental principle of international
- 5:26law that treaties must be performed in
- 5:30good faith.
- 5:32Our position has been vindicated by the
- 5:35ongoing proceedings before the court of
- 5:37arbitration constituted under the
- 5:40industry.
- 5:42The court of arbitration has also
- 5:43affirmed that the indust treaty
- 5:46establishes a permanent legal regime
- 5:50governing the party parties rights and
- 5:53obligation over the Indispaca.
- 5:57In doing so, it drew an analogy to
- 6:01boundary treaties emphasizing the
- 6:04treaties creating stable territorial and
- 6:07resource allocation.
- 6:09regimes are not susceptible or
- 6:13unilateral suspension or termination.
- 6:17If international agreements can be dis
- 6:20disregarded wherever they become
- 6:23politically inconvenient,
- 6:25confidence in the international legal
- 6:27order is inevitably weakened.
- 6:31The sanity of the treaties is one of the
- 6:33foundation upon which peaceful relations
- 6:36among states are built. The implication
- 6:40extended extend well beyond South Asia.
- 6:45Excellencies, ladies and gentlemen,
- 6:47since April 2025, Pakistan has observed
- 6:52a pattern of factions that raises
- 6:54serious concern, including abrupt
- 6:57variations in the flows of Chanab and
- 7:00Jalum rivers and continued efforts to
- 7:03expand infrastructure capable of
- 7:06regulating waters allocated to Pakistan
- 7:09under the treaty. Such actions undermine
- 7:12the cooperative framework that has
- 7:14preserved regional stability for almost
- 7:18more than six decades.
- 7:20The recent supplemental award of the
- 7:22court of arbitration reaffirmed that the
- 7:25treaty imposes substantive legal limits
- 7:28on India's control over the western
- 7:30waters.
- 7:32This reinforces an essential principle.
- 7:35Disputes must be addressed through the
- 7:38mechanisms established by the treaty
- 7:40itself and not through unilateral
- 7:44actions and measures.
- 7:46Ladies and gentlemen, India's presence
- 7:50in the region has been witnessed by the
- 7:53world after the war and this is most
- 7:56regrettable attitude as some of the
- 8:00speakers I I heard since morning and
- 8:02particularly what Hinwani Karaba wound
- 8:06up uh the second session.
- 8:10India's present course of conduct runs
- 8:12contrary to the fundamental rules
- 8:14governing treaty relations including the
- 8:17Vana convention as well as universally
- 8:20adopted principles of international law.
- 8:24Responsible nations respect
- 8:25international law and implement
- 8:28international treaties as a moral moral
- 8:31and legal obligation. We are convinced
- 8:34that bringing international commitments
- 8:36cannot be arbitrarily, conveniently or
- 8:39unilaterally disregarded, manipulated or
- 8:42terminated.
- 8:44This remains the core of international
- 8:46law and norms. Incidentally, Pakistan
- 8:51has two years elected member seat in the
- 8:55UN Security Council from 1st of January
- 8:572025 to 31st of December 2026.
- 9:01and countries in turn get its
- 9:05presidency. So did Pakistan last year in
- 9:09July.
- 9:11Which subject we chose for the material
- 9:14and for the ministerial discussion
- 9:17during our presidency? You will be happy
- 9:21to to note
- 9:24multilateralism,
- 9:25peaceful settlement of disputes. This
- 9:28was Pakistan subject and it was dozens
- 9:32of countries de you know took part. I
- 9:35personally went uh to presside that
- 9:37session July 2025. So that shows
- 9:40Pakistan intent Pakistan respect and
- 9:43Pakistan's intentions about the respect
- 9:46for the international law and the
- 9:47treaties.
- 9:50Responsible nations respect
- 9:52international law and implement
- 9:54international treaties as I said as a
- 9:56moral and legal obligation. We are
- 9:58convinced that binding international
- 10:00commitments cannot be changed. We must
- 10:03be aware of the cost of derailing an
- 10:06international treaty on trans boundary
- 10:09rivers choosing confrontation by
- 10:12weaponizing shared waters and breaching
- 10:16international law and binding treaties.
- 10:19Such transgressions in international
- 10:21relations set dangerous precedents
- 10:25dent national credibility
- 10:27and challenge the foundations of
- 10:29interstate cooperation.
- 10:32Such actions erode the rules-based order
- 10:35which international peace and security
- 10:38rest.
- 10:39For Pakistan this is not an abstract
- 10:43legal debate. Water is the lifeline of
- 10:47more than 250 million people or
- 10:50nationals.
- 10:51Our agriculture, our security, energy
- 10:55production and economic development
- 10:58depend upon the uninterrupted flow of
- 11:01the three western rivers to Pakistan.
- 11:05Protecting these waters is therefore a
- 11:08matter of vital national interest.
- 11:12Ladies and gentlemen, we sincerely
- 11:14advise India against sewing the seeds of
- 11:17war and jeopardizing the peace and
- 11:19security of our region. We must seek to
- 11:23promote peace in South Asia by
- 11:25addressing all outstanding issues.
- 11:28Pakistan has consistently sought to
- 11:32resolve differences through dialogue,
- 11:36diplomacy, and the treaty- based
- 11:38mechanisms agreed by both parties. We
- 11:42remain committed to these principles
- 11:45because lasting peace can only be built
- 11:48upon mutual respect, sovereign equality,
- 11:52and faithful implementation of
- 11:54international obligations.
- 11:57At the same time, there should be no
- 11:59misunderstanding.
- 12:01Any attempt to deprive Pakistan of the
- 12:03waters rightfully allocated to Pakistan
- 12:07under the Indis water treaty would have
- 12:10profound consequences for regional peace
- 12:13and security. Such actions serve neither
- 12:17country and would undermine the shared
- 12:20interest of nearly 2 billion people in
- 12:23the South Asia. Excellencies, ladies and
- 12:26gentlemen, South Asia faces enough
- 12:28shared challenges. Shared waters should
- 12:32become a source of cooperation,
- 12:35confidence and regional integration, not
- 12:38coercion or confrontation.
- 12:41The Indis Water treaty signed over
- 12:45several decades ago and after several
- 12:48years of negotiations was meant for best
- 12:51utilization of the available waters in
- 12:54the Indispan by both the countries
- 12:57provided it is implemented in the spirit
- 13:00in which it was conceived without being
- 13:03tapped in a zero sum mentality.
- 13:07Pakistan remains steadfast in its
- 13:09commitment to peace, dialogue, and good
- 13:13neighborly relations. We seek neither
- 13:16confrontation nor conflict. We seek
- 13:19respect for international law, faithful
- 13:21implementation of treaty obligations,
- 13:24respect for each other's water rights
- 13:26and cooperation that serves the
- 13:28interests of present and future
- 13:30generations.
- 13:33At the same time, we will not allow a
- 13:36rightful share of water resources to be
- 13:40misappropriated
- 13:41and will safeguard and defend our rights
- 13:44and interest under international law
- 13:47through all available means.
- 13:51You might recall that after the May 2025
- 13:57war
- 13:59and rather after palgam incident
- 14:02and after the announcement
- 14:05of India
- 14:08to hold the treaty in a bill. There was
- 14:10a national security committee meeting in
- 14:12Pakistan chaired by Prime Minister
- 14:14Muhammad Shaw Sharif. It it uh national
- 14:17security committee comprises of the
- 14:20civil and military leadership
- 14:23and they were unanimous in declaring
- 14:26that any diversion any interruption and
- 14:30any
- 14:32reduction in the in the rights of
- 14:34Pakistan vizav indust treaty will be
- 14:37treated as an act of war.
- 14:40And we decided this, we mean it and we
- 14:45will make sure that our rights are not
- 14:49prejudiced or abused.
- 14:52I can say Pakistan has demonstrated to
- 14:56be a very
- 14:58careful
- 15:00country. We tried to contribute
- 15:05to bring peace and security in this
- 15:07region. I'm referring to the US Iran
- 15:10conflict. Recently you have all
- 15:11observed.
- 15:13Pakistan did its best to bring together
- 15:17on the negotiation table two parties
- 15:20which have never shook hand in the last
- 15:2247 years. 10th and 11th of April this
- 15:26year these two countries we managed to
- 15:29convince that they sat on the same table
- 15:33direct dialogue after 47 years.
- 15:37Some countries like our neighbor used to
- 15:40call Pakistan a terrorist country.
- 15:44Pakistan is today known as peacemaker of
- 15:47the region in South Asia. Alhamdulillah.
- 15:50This is the country which has been now
- 15:54in the recent Oslo
- 15:57forum.
- 15:59The USNY said Pakistan has become the
- 16:04net security provider of this region.
- 16:09Pakistan
- 16:10believes in dignity, respect. No matter
- 16:15how small a country is or how big a
- 16:18country is, they're all equal in the
- 16:21foreign policy of Pakistan. We respect
- 16:23them all.
- 16:25The UN Security Council was created for
- 16:27what? for peace and security and that
- 16:31peace and security is the main
- 16:32responsibility which is being sabotaged
- 16:36by our neighbor through an act of I
- 16:40would say illegal declaration of treaty
- 16:44in appearance this is not on it's it
- 16:48will never be acceptable we have to work
- 16:50within the treaty mechanism you just
- 16:52read from one of the speaker article 12
- 16:56very clearly spells
- 16:58that how this treaty can be changed, how
- 17:02this treaty can be
- 17:05you know superseded. It is only a mutual
- 17:08concept and there's a mechanism there
- 17:09are three tier mechanism in the treaty
- 17:11itself how to resolve the disputes. So
- 17:15you know one-sided any action by our
- 17:18neighbor they would making a mistake.
- 17:21They did make a mistake last year. The
- 17:23palcom incident Pakistan had nothing to
- 17:26do with it. Within hours, Pakistan Prime
- 17:30Minister Muhammad Shaw Sharif made an an
- 17:33open offer and the international
- 17:35community is very well witnessed to that
- 17:37offer that we are ready to undergo and
- 17:41agree to any international investigation
- 17:43of the Pelgam incident which actually
- 17:46led to their declaration of treaty Nap.
- 17:51Could it be like earlier
- 17:56similar incidents in in in India which
- 17:58led to 5th of August 2019 by declaring
- 18:02Jammu and Kashmir as part of India by
- 18:06all of a sudden changing its
- 18:07constitution.
- 18:09So please don't play these mistakes and
- 18:12don't place these dramas. I think we
- 18:14should live like good neighbors.
- 18:17my my parliamentary colleague just
- 18:21shared with you Pakistan has made in the
- 18:24past number of attempts
- 18:27obviously ha Roani Karva belongs to
- 18:31people's party
- 18:33and earlier she has been a part of
- 18:35Bushar of government so you know we we
- 18:39in all sincerity are ready to talk on
- 18:43all issues what we call composite
- 18:45dialogues
- 18:47But it takes two to tango.
- 18:51It's not that Pakistan would like to do
- 18:54something and the other side would not
- 18:57take it. You they become so narrowminded
- 19:01that even the sports are now subjected
- 19:03to this hindut hindutwa uh you know
- 19:06philosophy.
- 19:08See the recent elections in Bihar. What
- 19:11happened? 40 million people were
- 19:13disenfranchised
- 19:15and they were deprived to vote. So you
- 19:18see that is their uh you know internal
- 19:21matters but I think the world community
- 19:22must take notice of it. It is certainly
- 19:25not desirable. This region houses two
- 19:29over two billion human beings and we are
- 19:32all bound by the UN that institution was
- 19:37created for such purposes. The UN
- 19:39security council main mandate is
- 19:41security and peace. So this is a clear
- 19:45subject which the global community must
- 19:48impress upon in order to have peace in
- 19:52the region. So in conclusion, the Indust
- 19:54water treaty is not merely as I said a
- 19:57water sharing arrangement but a vital
- 19:59instrument of regional peace, stability
- 20:02and cooperation.
- 20:04Let us reaffirm that shared waters must
- 20:07never be weaponized.
- 20:09They must remain a bridge between
- 20:11nations guided by cooperation, dialogue
- 20:15and respect for international law for
- 20:17the benefit of the present and future
- 20:19generations. I thank you all.
