- 0:19the Nurse Education Practice Quality
- 0:21Retention Transition to Practice Program
- 0:24or NEPQRTP
- 0:27for short. My name is Michelle Osborn
- 0:30and I serve as the project officer for
- 0:32this program
- 0:35within HRSA's Bureau of Health
- 0:37Workforce, Division of Nursing and
- 0:39Public Health.
- 0:40Joining me is Vanessa Prosper, our
- 0:42grants management specialist, who will
- 0:44provide an overview of the project
- 0:47requirements a little later in the
- 0:49presentation.
- 0:51The purpose of this webinar
- 0:55is to provide a high-level overview of
- 0:58the nurse of the funding opportunity,
- 1:01highlight key program requirements,
- 1:03review the application components, and
- 1:06discuss the merit review process.
- 1:09While today's presentation is intended
- 1:11to assist prospective applicants, it
- 1:13does not replace the notice of funding
- 1:15opportunity.
- 1:17We encourage you to read the NOFO
- 1:19carefully
- 1:20as it contains the complete application
- 1:24requirements and instructions.
- 1:27After viewing the recording,
- 1:29we invite you to join us for a live Q&A
- 1:33session
- 1:37that will be scheduled. Uh the
- 1:40information will be on our site.
- 1:44Let's begin by reviewing today's agenda.
- 1:48During today's webinar, we'll begin with
- 1:50a brief overview of the NEPQR Transition
- 1:53to Practice Program, including its
- 1:56legislative authority, funding
- 1:58information, eligibility requirements,
- 2:01program goals, and required activities.
- 2:05We'll then review the application
- 2:06components, review attachment required
- 2:09attachments, and forms you'll need to
- 2:12submit. Vanessa Prosper will walk
- 2:14through the budget requirements and
- 2:16highlight important
- 2:18considerations for preparing a compliant
- 2:21budget.
- 2:23Finally, I'll discuss the merit review
- 2:25criteria,
- 2:26funding preferences, the standardized
- 2:28work plan, and resources available to
- 2:31applicants. Throughout the presentation,
- 2:33we'll emphasize key requirements that
- 2:36applicants should carefully address in
- 2:38their proposals.

- 2:40>> Before discussing the program itself,
- 2:41let's begin by looking at how this
- 2:44funding opportunity supports HRSA's
- 2:46mission and strategic priorities.
- 2:51Every HRSA funding opportunity supports
- 2:54the agency's broader mission of
- 2:56improving health outcomes and expanding
- 2:59access to quality health care for people
- 3:02who are medically vulnerable
- 3:04and those living in communities with
- 3:05limited access to care.
- 3:08Projects funded under this NOFO should
- 3:10demonstrate how they advance that
- 3:13mission while making responsible and
- 3:16measurable use of federal resources.
- 3:20As you develop your application,
- 3:22consider your proposed activities
- 3:26and how they contribute to strengthening
- 3:28the nursing workforce and improving
- 3:31access to care in the communities you
- 3:33intend to serve.
- 3:35With that foundation in mind, let's
- 3:37review the federal
- 3:38registration's requirement before
- 3:41submitting an application.
- 3:48To apply for federal grants, your
- 3:50organization must be registered in
- 3:52sam.gov and grants.gov.
- 3:56If you already are registered in
- 3:58sam.gov, please make sure that your
- 4:00registration is up to date.
- 4:03If you are new to sam.gov, create your
- 4:05user account. This process can take
- 4:08several weeks. Once registered, you will
- 4:11receive your unique entity identifier.
- 4:14Grants.gov registration is also needed
- 4:18for you to apply for HRSA grants. Create
- 4:21a grants.gov application account. Use
- 4:24the same email address you used to
- 4:26register for sam.gov.
- 4:28These registrations can take days to a
- 4:30few weeks, so I urge you to do this as
- 4:32soon as possible.
- 4:37For the program overview, I will be
- 4:39discussing the legislative authority and
- 4:43purpose of the program. I will go over
- 4:45the summary of funding, eligible
- 4:48organizations, trainee eligibility, this
- 4:51program's goal and objectives, and
- 4:53finally the program requirements and
- 4:55expectations.
- 5:00This program is authorized under section
- 5:03831 of the Public Health Service Act
- 5:06codified at 42
- 5:09USC section 296p.
- 5:14The program's purpose is to strengthen
- 5:16the nursing workforce and expand access
- 5:18to care.
- 5:20It does this by preparing undergraduate
- 5:22nursing students with the skill set to
- 5:24provide high-quality patient care in
- 5:27traditional and non-traditional
- 5:29community-based settings.
- 5:31By supporting innovative ex- educational
- 5:34and clinical training opportunities, the
- 5:37program will increase the supply of a
- 5:39high-quality nursing workforce and
- 5:42address the nursing shortage in rural
- 5:44and medically vulnerable communities.
- 5:47Next, we'll be looking at some key
- 5:50information about this grant.
- 5:53HRSA plans to fund awards in four
- 5:5712-month budget periods for a total of
- 6:004 years
- 6:01of performance.
- 6:03The period of performance will be from
- 6:05September 1st, 2026
- 6:08to August 31st, 2030.
- 6:11The application deadline is July 17th,
- 6:162026
- 6:18at 11:59 p.m. Eastern Time.
- 6:22HRSA plans to fund up to $750,000
- 6:27per year.
- 6:29Your funding request for year two years
- 6:31two to four cannot exceed the amount
- 6:34requested in year one. So, for example,
- 6:37if you request $500,000 for year one,
- 6:41your requests for year two, three, and
- 6:44four must be $500,000
- 6:47or less.
- 6:49HRSA plans to award up to 33 grants.
- 6:54The total program funding is
- 6:56$24,262,837.
- 7:03The program and awards depend on the
- 7:06appropriation of funds and are subject
- 7:09to change based on the availability and
- 7:12amount of appropriations.
- 7:17Let's begin by reviewing applicant
- 7:19eligibility.
- 7:21Eligible applicants include accredited
- 7:24schools of nursing as defined in section
- 7:26802 of the Public Health Service Act as
- 7:29well as eligible health care facilities
- 7:32including federally qualified health
- 7:35centers and nurse-managed health
- 7:37clinics.
- 7:38Partnerships between an eligible school
- 7:41and an eligible healthcare facility are
- 7:43also eligible to apply.
- 7:46Additional eligible organizations
- 7:48include public and state-controlled
- 7:51institutions of higher education,
- 7:53private institutions of higher
- 7:55education, and Native American tribal
- 7:57organizations other than federally
- 8:00recognized tribal governments.
- 8:02I'd like to emphasize one important
- 8:04point. Individuals are not eligible to
- 8:08apply for this funding opportunity.
- 8:12While we've highlighted the primary
- 8:14eligibility categories, applicants
- 8:17should carefully review the additional
- 8:19information on eligibility section in
- 8:21the NOFO, or the notice of funding
- 8:23opportunity, beginning on page six to
- 8:26ensure that they meet all eligibility
- 8:29requirements before preparing an
- 8:31application.
- 8:38In addition to organizational
- 8:40eligibility, it's important to
- 8:42understand eligibility requirements for
- 8:44trainees who receive support under this
- 8:47program. To be eligible, a trainee must
- 8:50be a US citizen or non-citizen national,
- 8:54an individual lawfully admitted for
- 8:56permanent residence in the United
- 8:58States,
- 8:59or another qualified alien as defined
- 9:02under defined under federal law.
- 9:05Applicants are responsible for verifying
- 9:07that all trainees supported by the award
- 9:11meet these eligibility requirements. We
- 9:14encourage applicants to carefully review
- 9:16the NOFO for the complete eligibility
- 9:19criteria and applicable statutory
- 9:23references.
- 9:26Let's now discuss who may serve as the
- 9:29principal investigator or project
- 9:31director. Uh we use those terms
- 9:34interchangeably.
- 9:36Um for this award
- 9:38under this funding opportunity, the
- 9:40principal investigator
- 9:43or project director must be a licensed,
- 9:48registered nurse.
- 9:49The grant will only recognize one
- 9:53project director {slash} principal
- 9:56investigator. You cannot have multiple
- 9:58project directors or co-directors.
- 10:02And lastly, the PI or PD cannot be the
- 10:06same person as the authorizing official.
- 10:11Next, let's review the overarching goal
- 10:14and required objectives for this funding
- 10:16opportunity.
- 10:20The overarching goal of the program is
- 10:24to increase the supply of high a
- 10:27high-quality
- 10:28nursing workforce serving rural and
- 10:31medically vulnerable communities.
- 10:35To achieve this goal, applicants must
- 10:38address four required
- 10:41objectives in their project design.
- 10:46Objective one
- 10:47is to expand and or enhance the
- 10:50workforce
- 10:52through the development of health
- 10:54professions pathways and
- 10:56competency-based curriculum.
- 11:00Objective two is to expand community and
- 11:03clinical training partnerships
- 11:06in non-traditional,
- 11:07community-based settings, particularly
- 11:10in rural and medically vulnerable areas.
- 11:15Objective three
- 11:18is to provide faculty and preceptor
- 11:21training support.
- 11:24And
- 11:25objective four
- 11:27is to expand experiential learning
- 11:29opportunities through the purchase and
- 11:32use of simulation-based technology to
- 11:35enhance academic practice partnerships.
- 11:39I'd like to emphasize an important
- 11:41application requirement. The overarching
- 11:43goal and all four objectives must be
- 11:47included in the standardized work plan
- 11:49exactly as they are written in the
- 11:51notice of funding opportunity.
- 11:54Applicants may develop sub-objectives to
- 11:58further describe their activities, but
- 12:02the required goal and objectives must
- 12:05remain unchanged and must be listed and
- 12:08numbered exactly as they are in the
- 12:11NOFO.
- 12:12Following this format will help ensure
- 12:14your application aligns with the
- 12:16required work plan
- 12:18structure
- 12:20and facility and sorry and facilitates
- 12:23the objective review of applications.
- 12:31Okay.
- 12:34Next, let's review the six program
- 12:36requirements for this program.
- 12:39These requirements represent the core
- 12:42program expectations and should be
- 12:45reflected throughout your application.
- 12:47Applicants are expected to address all
- 12:50six requirements in their proposed
- 12:53project.
- 12:55The six program requirements are create
- 12:57and strengthen pathways into nursing
- 12:59careers,
- 13:02provide direct support to nursing
- 13:04students and trainees,
- 13:06develop student-centered
- 13:09competency-based curricula,
- 13:12expand academic clinical partnerships,
- 13:16address clinical gaps through
- 13:18simulation,
- 13:20and support and develop nursing faculty.
- 13:24In the following slides, we'll discuss
- 13:26each of these program requirements in
- 13:27greater detail, including what
- 13:29applicants should consider when
- 13:31developing their project narrative and
- 13:34work plan.
- 13:38Let's begin with the first program
- 13:40requirement, create or strengthen
- 13:42pathways into nursing careers.
- 13:45Under this funding opportunity,
- 13:48applicants are required to recruit and
- 13:50retain
- 13:51individuals with prior healthcare
- 13:53experience into an associate or back
- 13:56bachelor's degree nursing program.
- 14:00The purpose of this requirement is to
- 14:02help build a stronger nursing workforce
- 14:04by creating educational pathways for
- 14:07individuals who are already working in
- 14:10healthcare and are seeking to advance
- 14:12their careers.
- 14:15Examples of prior healthcare experience
- 14:18include, but are not limited to,
- 14:21licensed practical nurses, or LPNs,
- 14:24emergency medical technicians, EMTs,
- 14:27certified nursing assistants, CNAs,
- 14:30medical assistants, or MAs, community
- 14:33health workers, or CHWs, and home health
- 14:36aides, or
- 14:38HHA, HHAs.
- 14:42These examples are not [clears throat]
- 14:45intended to be all-inclusive.
- 14:49Applicants may recruit other individuals
- 14:51with relevant healthcare experience,
- 14:54provided they meet the intent of this
- 14:56program requirement. As you develop your
- 14:59application, be sure to clearly describe
- 15:01your recruitment and retention
- 15:02strategies, and explain how your
- 15:05proposed pathway will support these
- 15:08individuals in successfully completing
- 15:10their nursing education.
- 15:14The second program requirement is to
- 15:16provide direct support to nursing
- 15:19students and trainees.
- 15:21Applicants are expected to implement
- 15:24strategies that help students
- 15:27successfully progress through the
- 15:30and complete their nursing education.
- 15:37This includes establishing a formal
- 15:39mentorship program in partnership with
- 15:42with professional nursing organizations
- 15:44and community-based organizations.
- 15:47These partnerships should provide
- 15:49meaningful guidance, professional
- 15:51development, and support throughout the
- 15:53trainees' educational experience.
- 15:57Applicants are also required to provide
- 15:59financial assistance to eligible
- 16:02trainees, such as stipends or
- 16:04scholarships to help reduce financial
- 16:06barriers that may affect program
- 16:08completion.
- 16:10In addition,
- 16:12applicants must provide academic and
- 16:14peer support services.
- 16:16These may include tutoring, supplemental
- 16:19instructions, and remediation when
- 16:21needed to promote student success and
- 16:23retention. As you prepare your
- 16:25application, be sure to describe the
- 16:28specific support services you will
- 16:30provide.
- 16:32How they will address the needs of your
- 16:33trainees, and how these activities will
- 16:36contribute to student retention,
- 16:39completion, and successful transition
- 16:41into the nursing workforce.
- 16:47The next program requirement focuses on
- 16:49developing or strengthening
- 16:51strengthening student-centered
- 16:53competency-based curricula.
- 16:58Applicants are expected to develop or
- 17:01enhance associate and back bachelor's
- 17:04degree nursing curricula that integrate
- 17:07both classroom instruction
- 17:09and clinical learning experiences.
- 17:13As described in the NOFO, the curriculum
- 17:15must incorporate at least three of the
- 17:18six defining elements of
- 17:21competency-based education.
- 17:25Which are culture,
- 17:27instruction,
- 17:28assessment, grading, pace, and
- 17:32progression.
- 17:34In addition,
- 17:36applicants should describe how the
- 17:38curriculum addresses Make America
- 17:40Healthy Again or MAHA priorities, such
- 17:43as disease prevention, wellness,
- 17:45nutrition, obesity, chronic disease
- 17:49management, or other HHS
- 17:52priorities.
- 17:53When preparing your application, be sure
- 17:57to clearly explain not only what
- 18:00curricular changes you propose, but also
- 18:03how those changes will better prepare
- 18:05nursing students to provide care in
- 18:08community-based settings.
- 18:10So, building on curriculum development,
- 18:12let's now discuss the clinical
- 18:14partnerships that provide students with
- 18:16meaningful experiential learning
- 18:19opportunities.
- 18:25One of the central features of this
- 18:27program is expanding academic clinical
- 18:29partnerships.
- 18:31Applicants should describe how they will
- 18:33build or strengthen relationships with
- 18:35community-based clinical sites that
- 18:37provide meaningful learning experiences
- 18:40for nursing students, particularly in
- 18:43rural and medically vulnerable
- 18:44communities.
- 18:46Examples of these settings include
- 18:49community health centers, mobile health
- 18:52units, nurse-led clinics, schools, home
- 18:55health settings, palliative care
- 18:57facilities,
- 18:58>> [sighs and gasps]
- 18:58>> uh homeless shelters, and other
- 19:00community-based practice environments.
- 19:02These examples are not exhaustive,
- 19:05and applicants are are encouraged to
- 19:08identify clinical sites that align with
- 19:10the goal and objectives of the program
- 19:12and the needs of the population they
- 19:15serve.
- 19:16An important program requirement is that
- 19:19trainees supported through this award
- 19:22must complete at least 100 additional
- 19:26clinical hours beyond the standard
- 19:29clinical rotation requirements of the
- 19:32nursing program.
- 19:34Applicants should determine the baseline
- 19:36clinical rotation requirements for their
- 19:38nursing program and describe how the
- 19:41proposed project will provide at least
- 19:45100 additional clinical hours beyond
- 19:48those baseline requirements.
- 19:51When preparing your application, be sure
- 19:53to explain how these expanded clinical
- 19:55experiences will enhance student
- 19:57readiness and practice for practice and
- 20:01increase exposure to rural and medically
- 20:04vulnerable communities.
- 20:10Another key key program expectation is
- 20:12the use of simulation to address
- 20:14clinical skills gaps
- 20:16and better [clears throat] prepare
- 20:17nursing students to provide care in
- 20:19rural and medically vulnerable
- 20:21communities.
- 20:23Simulation activities or scenarios
- 20:25should reflect community-based practice
- 20:28and align with
- 20:31Maha priorities including disease
- 20:33prevention, wellness, nutrition, and the
- 20:36things we've mentioned earlier.
- 20:39Applicants should also incorporate
- 20:42competencies from the International
- 20:45Nursing Association for Clinical
- 20:47Simulation and Learning or
- 20:49INACSL
- 20:51and design simulation experiences that
- 20:54promote collaborative
- 20:57interprofessional team-based care. Your
- 21:00simulation-based
- 21:01training should have measurable
- 21:04competencies that will build on
- 21:06knowledge and experience.
- 21:09The program must include funding for an
- 21:12academic nursing faculty member or
- 21:14coordinator to support best practice
- 21:18simulation activities.
- 21:22It is important to note two specific
- 21:25requirements. First, no more than 50% of
- 21:29the required 100 additional clinical
- 21:32hours may be completed through
- 21:34simulation. The remaining hours must
- 21:38occur in clinical practice settings.
- 21:42Second, at least 45%
- 21:46of the annual award must support
- 21:49expanded experiential learning
- 21:51opportunities, including
- 21:54simulation-based technology and related
- 21:58equipment consistent with the goals of
- 22:01the program.
- 22:02These are program requirements that
- 22:05applicants should care clearly address
- 22:09in both the project narrative and the
- 22:12budget justification.
- 22:16And finally, it's essential to support
- 22:19and develop nursing faculty.
- 22:21Applicants are expected to include
- 22:24activities that strengthen the skills
- 22:27and capacity of nursing faculty,
- 22:29clinical faculty, and preceptors.
- 22:32Applicants should describe the faculty
- 22:34and preceptor development activities
- 22:36they plan to implement and explain how
- 22:39these activities will enhance the
- 22:41quality of clinical education and
- 22:43improve the learning experiences for
- 22:45trainees.
- 22:46Collectively,
- 22:49the six program requirements are
- 22:51designed to strengthen the nursing
- 22:53education, enhance clinical training,
- 22:56and prepare practice-ready nurses to
- 22:59serve rural and medically vulnerable
- 23:01communities.
- 23:03Applicants should ensure that all six
- 23:05program requirements are clearly
- 23:07addressed throughout the project
- 23:09narrative,
- 23:11work plan, and budget as applicable.
- 23:15Next, we'll provide an overview
- 23:17of the application.
- 23:22I will now provide an overview of the
- 23:23application, which will include
- 23:26application
- 23:27>> [clears throat]
- 23:27>> contents, required attachments, and
- 23:30forms. Before proceeding, I want to
- 23:32encourage you to read the funding
- 23:34opportunity in full,
- 23:36and use the hyperlinks to provide
- 23:38additional assistance with completing
- 23:40your application. The NOFO is filled
- 23:43with resources available to you.
- 23:45Now that we've reviewed uh the program
- 23:48requirements, I'd like to provide
- 23:50uh an overview of the application
- 23:53packet itself.
- 23:58Let's begin by reviewing the major
- 24:00components of the application.
- 24:03The application consists of five main
- 24:06components:
- 24:07the project abstract, the project
- 24:10narrative,
- 24:11the budget narrative, required
- 24:13attachments, and other required forms.
- 24:18Applicants should carefully review each
- 24:21of these components to ensure that all
- 24:23required information is included at the
- 24:27time of submission.
- 24:29Please note the application is limited
- 24:32to 60 pages, including required
- 24:34attachments, unless otherwise specified
- 24:37in the NOFO.
- 24:40We strongly encourage applicants
- 24:43to review the application checklist on
- 24:46page 20 of the NOFO, which identifies
- 24:48the application components that are
- 24:50included in the page limit, and those
- 24:52that are excluded.
- 24:54As I I earlier, the NOFO contains
- 24:56numerous hyperlinks to guidance
- 24:59documents and resources designed to
- 25:01assist applicants throughout the
- 25:03application process.
- 25:05I encourage you to use those resources
- 25:07and hyperlinks and provided throughout
- 25:09the NOFO. They answer many common
- 25:11application questions and provide
- 25:13valuable guidance for completing the
- 25:16application.
- 25:18For formatting requirements, please
- 25:20refer to section 3.2 of the research and
- 25:23related application guide.
- 25:26Following these formatting instructions
- 25:28is important as applications that do not
- 25:31comply with the requirements may be
- 25:32considered incomplete or non-compliant.
- 25:37Finally, all application documents,
- 25:39forms, and budget information must be
- 25:42prepared in English
- 25:44and all budget figures must be expressed
- 25:48in US dollars. In the next several
- 25:50slides, we'll take a closer look at each
- 25:52application component and discuss what
- 25:55should be included.
- 25:59This slide summarizes the required
- 26:01attachments that must be included with
- 26:04your application as well as additional
- 26:07attachments that may be applicable
- 26:09depending on your proposed project.
- 26:12Let's briefly review the required
- 26:14attachments. So, attachment one is your
- 26:17accreditation
- 26:18accreditation documentation.
- 26:21Applicants must provide documentation
- 26:23demonstrating that the nursing program
- 26:26associated with the proposed project is
- 26:28accredited by a national nursing
- 26:31accrediting agency or a state-approved
- 26:34agency recognized by the US Department
- 26:37of Education.
- 26:40Attachment two is the project
- 26:42organizational chart.
- 26:44This should be a one-page diagram
- 26:47illustrating the overall project
- 26:49structure including all participating
- 26:52organizations and their relationships,
- 26:55not just the applicant organization.
- 27:00Attachment three includes agreements
- 27:03with other entities. If your project
- 27:06involves partnerships or collaborations,
- 27:09include documentation that describes
- 27:12those working relationships. Agreements
- 27:14should clearly define the roles and
- 27:17responsibilities of each partner,
- 27:20including any subrecipients,
- 27:22contractors, and expected deliverables.
- 27:27Attachment four
- 27:29is the staffing plan and job
- 27:31descriptions.
- 27:33This attachment should identify the key
- 27:36information about personnel who will
- 27:38support the project, their roles, and
- 27:41the qualifications needed to
- 27:43successfully carry out the proposed
- 27:45activities.
- 27:46And finally, attachment five is the
- 27:49maintenance of effort documentation.
- 27:52This documentation demonstrates the
- 27:54level of non-federal
- 27:57support for the proposed activities.
- 28:00Maintenance of effort may include cash,
- 28:04in-kind contributions, and other
- 28:06non-federal resources. Please remember
- 28:10that federal funds may not be counted
- 28:13toward the maintenance of effort
- 28:15requirement.
- 28:19These are required attachments, and all
- 28:21applicants should carefully review the
- 28:23NOFO to ensure each attachment is
- 28:26complete and submitted in the
- 28:28appropriate format. Missing requirement
- 28:32required attachments may affect the
- 28:35completeness of your application.
- 28:41In addition to the application narrative
- 28:45and required attachments,
- 28:48applicants must complete several
- 28:50required forms as a part of the
- 28:52application package in grants.gov.
- 28:56These forms are available in the
- 28:59application package associated with this
- 29:01funding opportunity.
- 29:03Applicants can also review the forms and
- 29:06any accompanying instructions on
- 29:08grants.gov
- 29:10forms webpage.
- 29:14One form I'd like to highlight is the
- 29:16standardized work plan.
- 29:19The standardized work plan is where
- 29:21applicants describe how they will
- 29:23implement the proposed project and
- 29:25demonstrate their ability to
- 29:27successfully carry out the activities
- 29:30outlined in the application.
- 29:33When completing the SWP,
- 29:35be sure to carefully follow the
- 29:37instructions provided in the form. The
- 29:40work plan should align with your project
- 29:42narrative and clearly describe the
- 29:44activities, timelines,
- 29:47responsible personnel,
- 29:49and expected outcomes for each
- 29:51objective.
- 29:53Applicants should also select the
- 29:55organizational priorities that best
- 29:58align with the proposed project and the
- 30:02required program objectives.
- 30:05Take the time to complete the
- 30:06standardized work plan accurately
- 30:09and consistently, and be sure that your
- 30:12application clearly reflects your
- 30:14proposed approach and supports the
- 30:16overall goal and or objectives of the
- 30:20project.
- 30:22As a reminder,

- 30:53discuss the budget overview of the
- 30:56program.

- 31:01>> Thank you so much, Michelle. Um, and
- 31:03good afternoon, everyone. My name is
- 31:06Vanessa Prosper, and I am the lead
- 31:08grants management specialist list for
- 31:10the NEPQR TPP program.
- 31:14Uh, the grants management specialist is
- 31:16responsible for, but not limited to, the
- 31:18overall business management matters as
- 31:21it relates to the review, negotiation,
- 31:24award administration, and clarification
- 31:27on the award regulations, policy, and
- 31:30the financial aspects of the project, as
- 31:32well as recommendations on continued
- 31:35federal support.
- 31:37Next slide.
- 31:38This discussion is designed to provide a
- 31:40detailed understanding of the budget
- 31:44budget justification narrative
- 31:46requirements, and what is expected to
- 31:49complete a successful application.
- 31:51The budget section can be found on pages
- 31:5427 and 28 of the NOFO, and the
- 31:57associated review criteria number six
- 32:00with the value of five points can be
- 32:02found on page 40.
- 32:04Please be sure to work with your
- 32:06institution's
- 32:07business official or designated staff
- 32:10when developing your project budget.
- 32:12Please pay careful attention to the NOFO
- 32:15program budgetary instructions and
- 32:17requirements, as well as refer to the
- 32:20SF424
- 32:22R&R application guide for specific
- 32:25instructions on how to complete the
- 32:28standard budget forms and general
- 32:30instructions on how to write a budget
- 32:32justification narrative.
- 32:35Next slide.
- 32:39The requested budget may not exceed
- 32:42$750,000
- 32:44per year.
- 32:45This is inclusive of both direct and
- 32:48indirect costs per year of the period of
- 32:52performance from September 1st, 2026 to
- 32:55August 31st, 2030.
- 32:59As of October 1st, 2025, 2 CFR part 300
- 33:05Indirect costs for training awards
- 33:07cannot exceed 8% of the modified total
- 33:10direct costs.
- 33:12To calculate the modified total modified
- 33:14total direct costs,
- 33:17you must exclude from the direct cost
- 33:18base
- 33:20direct cost amounts for equipment,
- 33:22tuition, fees, and all participant
- 33:25support costs, as well as subawards and
- 33:28subcontracts exceeding $50,000.
- 33:33As of January 2026, the salary rate
- 33:36limitation is $228,000.
- 33:41Please note that this limitation may
- 33:42apply in future years and will be
- 33:45updated.
- 33:46All costs must be reasonable, allowable,
- 33:49and allocable to the award.
- 33:52Next slide.
- 33:57Please prepare the budget based on the
- 33:59needs of the program per budget year.
- 34:02Be cognizant of the ceiling costs for
- 34:04each year of funding requested. Use
- 34:07whole numbers, no cents, on the SF424
- 34:10budget form, and when completing the
- 34:13budget justification.
- 34:15An SF424 R&R budget form must be
- 34:19provided for each year of the project.
- 34:23Your funding request for years 2, 3, and
- 34:264 cannot exceed your request for year 1.
- 34:30>> [clears throat]
- 34:31>> This program also requires that you list
- 34:35the cost of simulation equipment and
- 34:37justify why you need the equipment to
- 34:39carry out the program's goals.
- 34:42You must also provide a detailed
- 34:44itemized per unit cost that shows how
- 34:47costs were estimated and the total
- 34:49costs.
- 34:51At least 45% of annual funding must be
- 34:55used to expand experiential learning
- 34:57opportunities, including the purchase of
- 35:00simulation-based technology and
- 35:02equipment.
- 35:04Also, you must include a section on the
- 35:05budget narrative for participant and
- 35:08trainee support costs. You must allocate
- 35:11at least 10% of the total annual budget
- 35:14to support participants and trainees.
- 35:19Grant funds are intended for eligible
- 35:21training and program activities and
- 35:23cannot be used for certain restricted
- 35:25costs.
- 35:27Please reference page 14 on the NOFO for
- 35:30the unallowable costs for this program.
- 35:33All HRSA awards are subject to 2 CFR
- 35:37part 200, the uniform administrative
- 35:40requirements, cost principles, and audit
- 35:42requirements for HHS awards.
- 35:46Next slide.
- 35:50This is the SF424R&R
- 35:53budget form that applicants will use to
- 35:55enter and submit their budget
- 35:57information.
- 36:02The SF424R&R budget form is broken down
- 36:05by sections.
- 36:07Starting with the introductory portion.
- 36:09The introductory portion of the SF424R&R
- 36:13contains required fields that are
- 36:15essential to the application
- 36:17and the budget category of the
- 36:19application.
- 36:20This section includes the unique entity
- 36:23identifier, organization name, and
- 36:26project and budget period start and end
- 36:29dates.
- 36:31If you are preparing an application that
- 36:33includes a subaward that performs a
- 36:35substantial portion of the project,
- 36:38you must use the subaward budget
- 36:40attachment form.
- 36:42The budget requested on the
- 36:45original SF424 R&R budget form is the
- 36:48organization leading the program, and if
- 36:51you are including a subaward, the same
- 36:53details of the subaward are also
- 36:55required.
- 36:58For section A, senior key person,
- 37:01please include the names of the senior
- 37:03and key persons at the applicant
- 37:05organization who will be involved on the
- 37:07project in a particular budget period.
- 37:10Please complete each titled column,
- 37:12provide the name, the role, base salary,
- 37:15time and effort, and the fringe benefits
- 37:18amount. If needed,
- 37:20you can add additional senior key
- 37:22persons as an attachment.
- 37:25In most circumstances, the salaries of
- 37:27administrative or clerical staff at
- 37:29educational institutions and nonprofit
- 37:32organizations are included as part of
- 37:35indirect costs. The circumstances for
- 37:37requiring direct charging of those
- 37:39services must be clearly described in
- 37:41the budget justification.
- 37:44For section B, other personnel,
- 37:47for each project role category, identify
- 37:50the number of other personnel proposed.
- 37:53Do not list details of collaborators at
- 37:55other institutions here, as they will be
- 37:57provided in the subaward budget.
- 38:01And as a reminder, the base salary may
- 38:03not exceed $228,000.
- 38:08In the budget justification, please
- 38:10include details associated with each
- 38:12person's duties and responsibilities.
- 38:15Include any applicable free fringe
- 38:17benefit rates and components that make
- 38:19up the rate, such as retirement plan,
- 38:22compensation Medicare, etc.
- 38:26Next slide.
- 38:30Section C, equipment description, is
- 38:33used to list items and dollar amount for
- 38:35each item exceeding $10,000.
- 38:39List the estimated cost of each item of
- 38:41equipment including shipping and any
- 38:43maintenance costs and agreements.
- 38:46Extensive justification and a detailed
- 38:48status of current equipment must be
- 38:50provided in the budget justification
- 38:53when requesting funds for the purchase
- 38:55of items that meet the definition of
- 38:57equipment.
- 38:59As an example, if you are requesting
- 39:01three surface tables at a cost of $3,500
- 39:05each totaling $10,000 $10,500,
- 39:11these items would be classified as
- 39:13supplies.
- 39:15If you are requesting a specialized
- 39:17clinical equipment that costs $10,500
- 39:20to include shipping and maintenance,
- 39:23then the item would be classified as
- 39:25equipment.
- 39:27Section D, travel, is identified in two
- 39:30categories, domestic and foreign.
- 39:33Domestic travel includes destinations in
- 39:35the US, Canada, Mexico, and US
- 39:39possessions. Travel to destinations
- 39:42outside of the US, Canada, Mexico, or US
- 39:45possessions are not allowed for this
- 39:47program.
- 39:49In the travel budget narrative, include
- 39:52total funds requested for your local and
- 39:54or long distance in the for in the
- 39:57budget justification, include purpose,
- 40:00destination, your dates of travel if
- 40:02known, and the number of individuals for
- 40:05each trip. If the dates of travel are
- 40:08not known, specify the estimated length
- 40:11of the trip.
- 40:13Next slide.
- 40:16>> [snorts]
- 40:17>> Section E, participant and trainee
- 40:19support costs. When including
- 40:21participant or trainee support costs,
- 40:23please include the tuition fees, health
- 40:27insurance, stipends, travel, and other
- 40:30costs such as child care costs, books,
- 40:32etc. And identify the number of
- 40:35participants and trainees per year.
- 40:38Include a subtotal entitled total
- 40:41participant and trainee support costs in
- 40:43your budget narrative with the summary
- 40:45of these costs.
- 40:48Next slide.
- 40:51Section F, other direct costs.
- 40:55Other direct costs are expenditures that
- 40:57are allowed as a direct cost to the
- 41:00sponsored project and are directly
- 41:02related to the project's performance.
- 41:04List the total funds requested for each
- 41:07subcategory.
- 41:09The budget justification needs to
- 41:11include the itemized breakdown of each
- 41:13category. For example,
- 41:16if you are including consultant costs,
- 41:18you will identify each consultant, the
- 41:21services he or she will perform, total
- 41:23number of days, travel costs, and total
- 41:26estimated costs. If you are including
- 41:29materials and supplies, you will itemize
- 41:31those materials and supplies.
- 41:34Also provide a detailed description of
- 41:36the activities of the subrecipient or
- 41:39the services the contractor will provide
- 41:42and include a cost breakdown or a
- 41:45separate subaward budget.
- 41:48As mentioned before, a separate budget
- 41:50and detailed justification is required
- 41:53for each subrecipient or contractor.
- 41:56Next slide.
- 42:01Section H, indirect costs are defined as
- 42:04costs that are incurred for common or
- 42:06joint objectives and that therefore
- 42:09cannot be be
- 42:10specifically with the particular project
- 42:12or program.
- 42:14For this program, indirect costs are
- 42:16limited to 8% of
- 42:18total modified direct costs and are not
- 42:20based on an organization's negotiated
- 42:23indirect cost rate.
- 42:26Next slide.
- 42:31Please read the NOFO budget sections
- 42:33thoroughly, being certain to follow the
- 42:35guidelines for costs and percentage of
- 42:37support level per year for all all years
- 42:40of funding. Prepare a well-organized
- 42:43description that supports how the costs
- 42:45are reasonable, allowable, and
- 42:46allocable, following accountability and
- 42:49compliance guidelines as identified
- 42:52within the NOFO for consideration by
- 42:54HRSA under the objective review.
- 42:58All direct and indirect costs must be
- 43:00accounted for in the budget
- 43:02justification. Itemized costs must be
- 43:04included under the appropriate heading
- 43:07with explanation and justification for
- 43:09each cost.
- 43:11The total of all items under the heading
- 43:14must match what is included on the SF424
- 43:18R&R budget form.
- 43:20Use the budget justification to explain
- 43:22any exclusions applied to the base
- 43:25calculation.
- 43:27If your application includes subaward,
- 43:30as mentioned, a separate budget budget
- 43:32justification must be submitted.
- 43:36Next slide.
- 43:40As applicants prepare their budgets,
- 43:42there are several key questions they
- 43:44should consider.
- 43:46First, does the budget comply with all
- 43:49NOFO requirements and funding
- 43:50restrictions?
- 43:52Applicants should also consider whether
- 43:54the proposed budget is appropriate for
- 43:57the size and scope of the project. And
- 44:00whether the budget justification aligns
- 44:02with the proposed activities described
- 44:05in the narrative.
- 44:07And finally, applicants should review
- 44:09their budget for any costs that may not
- 44:11be necessary, reasonable, or clearly
- 44:14tied to any project objectives,
- 44:17as well as any line items that may
- 44:19appear excessive related to the work
- 44:21that is being proposed.
- 44:24Next slide.
- 44:29This program is contingent on
- 44:30congressional
- 44:32appropriations, so awards can only be
- 44:34made if funding is provided. Funding
- 44:37beyond the first budget year is not
- 44:39guaranteed and will depend on available
- 44:41appropriations, recipient performance,
- 44:44and whether continued support remains in
- 44:46the government's best interest.
- 44:48If additional funds become available, we
- 44:50may expand support by funding more
- 44:52applicants, extending project periods,
- 44:55or providing supplemental awards.
- 44:57Overall, applicants should plan with the
- 44:59understanding that future funding is
- 45:01subject to both program performance and
- 45:04federal funding availability.
- 45:07Thank you so much for your interest in

- 45:21review process.
- 45:23In the upcoming slides, I'll discuss the
- 45:26application review criteria, funding
- 45:29preferences, and resources available to
- 45:31assist you throughout the application
- 45:33process.
- 45:35Before an applic- application is
- 45:36evaluated by
- 45:39objective reviewers,
- 45:41HRSA conducts an initial administrative
- 45:43review.
- 45:44During this review, we verify that the
- 45:47application meets all eligibility
- 45:50requirements, and that it is complete
- 45:52and responsive to the requirements
- 45:55outlined in the NOFO.
- 45:58Applications that do not meet the
- 46:00eligibility, completeness, or
- 46:01responsiveness requirements will not
- 46:03move forward in the review process and
- 46:06will not be considered for funding. If
- 46:08this occurs, HRSA will notify the
- 46:11applicant organization's authorized
- 46:13organization representative.
- 46:15Taking time to carefully review the NOFO
- 46:19and application instructions before
- 46:21submission can help avoid common issues
- 46:24that may affect the review of your
- 46:25application.
- 46:30As mentioned in the previous slide,
- 46:32during our initial administrative
- 46:33review, HRSA will determine whether your
- 46:35application meets the eligibility and
- 46:37submission requirements outlined in the
- 46:40notice of funding opportunity.
- 46:42During this review, we will verify that
- 46:45the application is complete, responsive,
- 46:48and submitted by an eligible applicant.
- 46:51It is important to provide all
- 46:52documentation
- 46:54and for accreditation.
- 46:57We will also confirm that the
- 46:59application complies with the required
- 47:01page limit. Please remember that any
- 47:04pages submitted beyond the maximum page
- 47:07limit will not be reviewed.
- 47:09And most importantly, HRSA will not
- 47:12consider for review an application that
- 47:15is submitted after the July 17th, 2026
- 47:20at 11:59 Eastern Time deadline.
- 47:24To avoid these issues, we encourage
- 47:27applicants to review the NOFO and
- 47:29application instructions before
- 47:31submitting their application. Ensuring
- 47:34that all eligibility, budget,
- 47:37formatting, and submission requirements
- 47:39are met
- 47:40will help your application move forward
- 47:43to the objective review process.
- 47:48Applications that successfully pass the
- 47:51initial eligibility and administrative
- 47:53review will move forward to to objective
- 47:56or merit review process. During this
- 47:59stage, members of the objective review
- 48:01committee evaluate each eligible
- 48:04application using the published merit
- 48:07review criteria outlined in the notice
- 48:09of funding opportunity.
- 48:11These criteria serve as the framework
- 48:15reviewers use to assess each application
- 48:18and assign scores.
- 48:20Understanding how applications are
- 48:22evaluated can
- 48:24help applicants
- 48:26prepare a proposal that is clear,
- 48:28complete, responsive to the NOFO
- 48:30requirements, and aligned with the
- 48:32program's purpose.
- 48:34Additional information about the merit
- 48:36review process is available in the
- 48:38research and related application guide.
- 48:41Over the next several slides, I'll walk
- 48:44through each of the merit review
- 48:45criteria, explain what reviewers will be
- 48:48looking for, and highlight the types of
- 48:51information applicants should include to
- 48:54address each section of the application.
- 48:59Let's begin with the first merit review
- 49:01criterion, need, which is worth a
- 49:04maximum of 10 points. Under this
- 49:07criterion, reviewers will evaluate how
- 49:11well your application defines the need
- 49:14for the proposed project and
- 49:16demonstrates that the proposed
- 49:18activities are responsive to that need.
- 49:22Begin by describing your target
- 49:23population and the geographic area your
- 49:27project will serve.
- 49:29Explain the challenges that these
- 49:31communities face in
- 49:33accessing community-based care,
- 49:36particularly in rural and medically
- 49:38vulnerable areas, and support your
- 49:40description with current and relevant
- 49:43data whenever possible.
- 49:47Applicants should also discuss the
- 49:49simulation-based equipment and training
- 49:52needed to support the proposed project
- 49:55and explain how these resources will
- 49:57address identified educational or
- 49:59clinical training needs.
- 50:01Whenever possible, support your
- 50:03statements with current and relevant
- 50:05data.
- 50:07Next, describe the nursing workforce
- 50:09shortages, barriers, and the retention
- 50:12challenges within the target area.
- 50:16Explain why there is a need to recruit,
- 50:19enroll, and support individuals with
- 50:21prior health care experience, such as
- 50:24licensed practical nurses and other
- 50:27assistive personnel as they transition
- 50:30into registered nursing education
- 50:32programs.
- 50:34Finally, identify gaps in current
- 50:37training, professional development, and
- 50:39nursing curricula.
- 50:41Explain how your proposed project,
- 50:43including competency-based education and
- 50:46enhanced transition to practice
- 50:48activities, will address these gaps and
- 50:51better prepare nurses for practice.
- 50:54Overall, reviewers are looking for a
- 50:56clear connection between the needs
- 50:58you've identified and the activities
- 51:01you're proposing. A strong application
- 51:04clearly defines the problem, supports it
- 51:07with evidence, and demonstrates how the
- 51:10proposed project is designed to address
- 51:12those needs while advancing the purpose
- 51:14of the program.
- 51:18Review criterion two is the second merit
- 51:22review criterion is responds, which is
- 51:25worth a maximum of 40 points.
- 51:28This criterion has three components:
- 51:31approach, high-level work plan, and
- 51:34resolution of challenges.
- 51:36Additional details are available in the
- 51:39notice of funding opportunity.
- 51:42Let's begin with approach, which is
- 51:45worth 25 points.
- 51:47Reviewers will evaluate how well your
- 51:50proposed activities address the
- 51:53identified needs and support the
- 51:56purpose, goals, and program requirements
- 51:59of the NEPQR Transition to Practice
- 52:01Program.
- 52:02Applicants should clearly describe their
- 52:04plan to recruit, train, and retain
- 52:07undergraduate nursing students and
- 52:09trainees.
- 52:10This includes describing
- 52:12student-centered learning models,
- 52:14mentoring strategies,
- 52:17competency-based education, and other
- 52:20experiential learning opportunities that
- 52:22support successful transition to
- 52:24practice.
- 52:25Reviewers will also consider how well
- 52:28the application describes professional
- 52:30development activities and support
- 52:33systems designed to promote student
- 52:35success and retention.
- 52:38The second component component is
- 52:40high-level work plan, which is worth 10
- 52:43points.
- 52:45Here, reviewers will assess whether the
- 52:47proposed activities are organized into
- 52:49logical and achievable plan.
- 52:54This includes the projected number of
- 52:56students or trainees to be supported
- 53:00over the period of performance,
- 53:02as well as plans to expand access to
- 53:05primary or community-based care through
- 53:08the strong academic clinical
- 53:11partnerships and experiential learning
- 53:14opportunities.
- 53:16The final part is resolution of
- 53:18challenges, which is worth five points.
- 53:21Describe any challenges you may face
- 53:24while planning or carrying out the
- 53:26project.
- 53:29Then explain the steps you will take to
- 53:31address those challenges if they occur.
- 53:34Overall, reviewers are looking for a
- 53:37project that clearly connects the
- 53:39identified need
- 53:41with a well-planned approach for meeting
- 53:43the program's goals and objectives.
- 53:49Review criterion three, the third merit
- 53:52criterion is performance management,
- 53:55which is worth up to 25 points.
- 53:59This criterion has two parts,
- 54:00evaluation, which is worth 15 points,
- 54:03and performance measurement worth 10
- 54:06points.
- 54:07Let's begin with evaluation.
- 54:11Reviewers will look at how you plan to
- 54:13measure the success of your project.
- 54:15Your application should describe how you
- 54:18will collect, manage, protect, and
- 54:23analyze project data to measure your
- 54:25progress and results.
- 54:28Explain how you will determine whether
- 54:30your project meets its goals and
- 54:31objectives.
- 54:33Describe your plan to collect accurate
- 54:35and timely data throughout the project
- 54:38and explain how you will use that
- 54:40information to improve your program over
- 54:44time.
- 54:46Your application should also describe
- 54:49how you will track trainees for up to 1
- 54:52year after they complete the program.
- 54:55Address any challenges that could affect
- 54:57your evaluation plan and share project
- 55:00results that could be used by other
- 55:03organizations.
- 55:05The second part is performance
- 55:06management.
- 55:08Reviewers will evaluate whether your
- 55:10performance management clearly
- 55:13measures clearly show the results of
- 55:15your project and whether you have a plan
- 55:18to collect and report data accurately
- 55:21and on time.
- 55:24For eligible participants, applicants
- 55:26should also describe how they will
- 55:28collect, manage, store, and report
- 55:32national provider identifiers or NPI
- 55:35numbers.
- 55:37In addition, applicants should explain
- 55:40how they will continue to track trainees
- 55:42for up to 1 year after program
- 55:45completion.
- 55:47Overall, reviewers are looking for a
- 55:49strong evaluation plan that measures
- 55:52project outcomes, supports continuous
- 55:55improvement, and demonstrates the
- 55:57project's impact over time.
- 56:03The fourth merit review criterion is
- 56:05impact, which is worth up to 10 points.
- 56:09Under this criterion, reviewers will
- 56:11evaluate the expected impact of your
- 56:14proposed project and the difference it
- 56:16could make for the communities you
- 56:18serve.
- 56:20Reviewers will consider whether your
- 56:21project is likely to improve health
- 56:24outcomes and strengthen the nursing
- 56:26workforce in rural and medically
- 56:29vulnerable communities. They will also
- 56:32look at whether your project could be
- 56:33replicated
- 56:35by other organizations or expanded to
- 56:38have a broader impact.
- 56:40In addition, reviewers will consider how
- 56:42likely your program is to continue after
- 56:45federal funding ends.
- 56:48Finally, reviewers will evaluate your
- 56:50standardized work plan.
- 56:52A clear, detailed, and well-organized
- 56:55work plan helps demonstrate how your
- 56:57project activities will be carried out
- 57:01and how you plan to achieve your
- 57:03proposed goals and objectives.
- 57:05Overall, reviewers are looking for a
- 57:07project that has the potential to make a
- 57:10meaningful and lasting impact both
- 57:13during the project period and beyond.

- 57:19>> The fifth merit review criterion is
- 57:21resources and capabilities, which is
- 57:24worth up to 10 points.
- 57:27Under this criterion, reviewers will
- 57:30evaluate whether your organization has
- 57:32the experience, resources, and
- 57:35organizational capacity to successfully
- 57:38carry out the proposed project.
- 57:40Reviewers will consider your
- 57:42organization's mission, structure, and
- 57:44experience managing activities similar
- 57:47in size and scope to the proposed
- 57:51to those proposed in the application.
- 57:53They will also assess whether key
- 57:55project staff have the training,
- 57:58experience, and expertise needed to
- 58:01implement the project and manage
- 58:03performance reporting and evaluation
- 58:05activities.
- 58:08In addition to In addition, reviewers
- 58:10will evaluate your organization's
- 58:12overall capacity,
- 58:14including available facilities, data
- 58:17systems, and readiness to carry out the
- 58:19proposed work. Finally, reviewers will
- 58:21consider the strength of your
- 58:23application. Applicants should clearly
- 58:26describe their collaborating
- 58:28organizations and practice sites, and
- 58:31include the required letters of
- 58:33agreement, memorandums of understanding,
- 58:36or letters of support as applicable.
- 58:39Overall, reviewers are looking for
- 58:41evidence that your organization has the
- 58:43people, partnerships, and resources
- 58:46needed to successfully implement and
- 58:48manage the project.
- 58:52The sixth and final merit review
- 58:54criteria is support requested, which is
- 58:56worth up to five points.
- 58:59Under this criterion, reviewers will
- 59:02evaluate whether the proposed budget is
- 59:04reasonable, clearly justified, and
- 59:07aligned with the scope of the proposed
- 59:09project throughout the period of
- 59:11performance.
- 59:12Reviewers will also consider whether
- 59:15enough time is allocated for key
- 59:17personnel to successfully carry out the
- 59:19project and achieve the proposed
- 59:21objectives.
- 59:23In addition, reviewers will assess
- 59:26whether trainee support costs are
- 59:28appropriate
- 59:29and clearly explained, including the
- 59:32number of trainees to be supported and
- 59:34the estimated cost per trainee.
- 59:37Finally, reviewers will evaluate whether
- 59:39simulation-related costs are fully
- 59:42itemized and clearly justified in the
- 59:44budget justification, and whether those
- 59:47costs are appropriate to support the
- 59:49proposed project.
- 59:51Overall, reviewers will assess whether
- 59:53the proposed budget is reasonable and
- 59:55supports the activities designed in the
- 59:58application.
- 1:00:00As discussed in the budget overview, the
- 1:00:02proposed budget should be reasonable,
- 1:00:05allowable, allocable, and aligned with
- 1:00:08the project activities described in the
- 1:00:10application.
- 1:00:16Funding preferences. This funding
- 1:00:19opportunity includes funding preferences
- 1:00:22as authorized under section 805 of the
- 1:00:25Public Health Service Act.
- 1:00:28Funding preference determinations are
- 1:00:30made by HRSA staff
- 1:00:33during the application review process.
- 1:00:36If your application qualifies for a
- 1:00:38funding preference, it may receive
- 1:00:41priority among fundable applications.
- 1:00:44However, receiving a funding preference
- 1:00:47does not guarantee that you will receive
- 1:00:50an award.
- 1:00:52Applicants may
- 1:00:54request only one funding preference.
- 1:00:59The first funding preference is for
- 1:01:00projects that substantially benefit
- 1:01:03rural populations.
- 1:01:06To request this preference, applicants
- 1:01:08must demonstrate that their partnering
- 1:01:11clinical training site
- 1:01:13is located in a rural area
- 1:01:16by using either the Rural Health Grants
- 1:01:19Eligibility Analyzer or
- 1:01:22the MI Rural Tool.
- 1:01:25Include a copy of the results in
- 1:01:26attachment six.
- 1:01:28Only the first three pages will count
- 1:01:31toward the page limit.
- 1:01:34The second funding preference
- 1:01:37it's for is for projects that
- 1:01:39substantially benefit underserved
- 1:01:42populations.
- 1:01:44To qualify, applicants must partner with
- 1:01:47a clinical training site that serves
- 1:01:49either a medically underserved area or
- 1:01:52MUA or a medically underserved
- 1:01:55population or MUP.
- 1:01:58Applicants should use the shortage
- 1:02:00designation advisor
- 1:02:02to confirm eligibility and include the
- 1:02:05results in attachment six. Again, only
- 1:02:07the first three pages will be counted
- 1:02:10toward the page limit.
- 1:02:12The third funding preference is for
- 1:02:15projects that help meet public health
- 1:02:18nursing needs in state or local health
- 1:02:21departments.
- 1:02:23To request this preference, applicants
- 1:02:26must demonstrate a practice
- 1:02:28collaboration with a state or local
- 1:02:30health department for practitioners or
- 1:02:33student practicum experiences. Assigned
- 1:02:37practice agreement must be included in
- 1:02:39attachment six.
- 1:02:43Before requesting a funding preference,
- 1:02:45be sure to review the eligibility
- 1:02:47requirements in the NOFO and provide the
- 1:02:50required documentation with your
- 1:02:51application.
- 1:02:54Now that we've reviewed the available
- 1:02:56funding preferences, let's look at the
- 1:02:58standardized work plan and how it
- 1:03:00supports project planning and
- 1:03:02implementation.
- 1:03:07The next topic is the standardized work
- 1:03:09plan or SWP, which is an important part
- 1:03:12of the application.
- 1:03:14Early in In
- 1:03:16we discussed uh program goals and the
- 1:03:19program's goal and four objectives.
- 1:03:22Those same goal and objectives must be
- 1:03:26entered into the SWP exactly as they
- 1:03:29appear in the notice of funding
- 1:03:32opportunity.
- 1:03:34The purpose of the SWP is to organize
- 1:03:37your project and show how you plan to
- 1:03:40carry it out over the four-year project
- 1:03:43period.
- 1:03:45It serves as a roadmap for
- 1:03:47implementation by connecting your goals
- 1:03:50and objectives to the activities,
- 1:03:52milestones, and expected results of your
- 1:03:55project.
- 1:03:57The SWP is organized by budget period,
- 1:04:00not by objective.
- 1:04:03Applicants should complete all required
- 1:04:05fields for budget period one, and then
- 1:04:08add additional budget periods,
- 1:04:11carrying forward the program goal and
- 1:04:14objectives as appropriate.
- 1:04:17Within each budget period, applicants
- 1:04:20will identify milestone activities.
- 1:04:23These are the key actions that move the
- 1:04:25project forward and help achieve each
- 1:04:28objective. Milestone activities should
- 1:04:31focus on meaningful project work, rather
- 1:04:34than routine administrative tasks.
- 1:04:37For each milestone activity, provide a
- 1:04:40brief description,
- 1:04:42identify the expected outcome or
- 1:04:44deliverable, list the staff responsible
- 1:04:47for completing the activity, and
- 1:04:49indicate when the activity will take
- 1:04:51place during the budget period.
- 1:04:54Overall, the SWP should present a clear,
- 1:04:58organized, and realistic plan for
- 1:05:01implementing
- 1:05:03the project and tracking progress
- 1:05:05throughout the period of performance.
- 1:05:11As you develop your standardized work
- 1:05:13plan, focus on milestone activities that
- 1:05:15are meaningful and directly support your
- 1:05:18project goals and objectives.
- 1:05:20Include a reasonable number of milestone
- 1:05:23activities for each objective.
- 1:05:27Focus on major activities that move your
- 1:05:30project forward rather than routine,
- 1:05:33administrative, or day-to-day
- 1:05:34operational tasks.
- 1:05:36Write each milestone using clear and
- 1:05:38concise language.
- 1:05:40Whenever possible, connect each activity
- 1:05:43to a specific outcome, deliverable, or
- 1:05:46program requirement so our reviewers can
- 1:05:48easily understand how it supports your
- 1:05:51project.
- 1:05:53If you are unsure whether to include a
- 1:05:55milestone activity, use the question on
- 1:05:58this the questions on this slide as a
- 1:06:01guide. Ask yourself whether the activity
- 1:06:04contributes to a measurable result,
- 1:06:07reflects meaningful project work, and is
- 1:06:10is important enough to demonstrate
- 1:06:13progress progress toward your project
- 1:06:16goals.
- 1:06:18A well-developed standardized work plan
- 1:06:20should provide reviewers with a clear
- 1:06:22picture of how your project will be
- 1:06:24implemented and how progress will be
- 1:06:28measured throughout the project period.
- 1:06:35Before submitting your application, take
- 1:06:37a few minutes to review your
- 1:06:38standardized work plan for common data
- 1:06:41and errors data entry errors.
- 1:06:45First, make sure the project title in
- 1:06:48the SWP matches the
- 1:06:50project title entered in box 11 of the
- 1:06:54SF 424 R&R form.
- 1:06:58The title should remain consistent
- 1:07:00throughout the application and across
- 1:07:02the entire project period.
- 1:07:05Next, verify that your that all required
- 1:07:09fields have been completed.
- 1:07:11If a field does not apply to your
- 1:07:13project, enter N/A rather than leaving
- 1:07:16it blank.
- 1:07:18Remember that the standardized work plan
- 1:07:20must be organized by budget period and
- 1:07:22not objective. This is one of the most
- 1:07:24common errors applicants make.
- 1:07:28Finally, add one milestone activity at a
- 1:07:31time.
- 1:07:32Make sure each activity is complete
- 1:07:34before creating another.
- 1:07:36Avoid leaving incomplete activity fields
- 1:07:38in the SWP.
- 1:07:40Taking a few extra minutes to review
- 1:07:42your standardized work plan before
- 1:07:44submitting your application can help you
- 1:07:46avoid common errors and ensure your
- 1:07:49application is complete.
