- 0:04ambulance you just shot somebody
- 0:07unconscious not breathing no PA this is
- 0:10the third time that someone has died at
- 0:11the hands of police in the last 6 months
- 0:13in the midst of a mental health
- 0:16crisis Michael needed help he needed
- 0:18Medical Care he didn't need two bullets
- 0:20through his
- 0:22chest it was clear that my son was shot
- 0:24in the head when he was on his hands and
- 0:28knees the stage of through all over
- 0:30again to see these juries make
- 0:32recommendations about deescalation and
- 0:35then we see videotapes there's no
- 0:37deescalation and why after the first
- 0:39three
- 0:41shots when you can see your team falling
- 0:43to the ground did forcillo keep shooting
- 0:47it's really quite astonishing it has to
- 0:57change we want just
- 1:00we want Justice we want Justice
- 1:0418-year-old Samy yatim's death on a
- 1:06Toronto street car in the summer of 2013
- 1:10ignited public outrage over police
- 1:12shootings that are mentally ill or
- 1:14emotionally disturbed you answered his
- 1:16call for help with nine
- 1:19[Applause]
- 1:20bullets yatim was a student from a
- 1:23middle class family he had no criminal
- 1:26record no History of Violence our youth
- 1:29for our future we have a right to live
- 1:31in Safety and
- 1:34[Music]
- 1:37Security according to his family Sami
- 1:39yatim wasn't mentally ill but as he rode
- 1:42the Dundas line late that July night
- 1:45yatim was acting very strange even
- 1:48threatening fellow passengers with a
- 1:50knife for many people that still wasn't
- 1:53enough to justify what happened next
- 1:56yatim was alone on the street car when
- 1:59police arrived
- 2:01they fired nine
- 2:07times and then they tasered
- 2:13him Canada keeps no reliable Nationwide
- 2:16record of police shootings but an
- 2:19extremely conservative analysis of
- 2:21inquest records from 2004 to 2014
- 2:25reveals 72 people in crisis shoted by
- 2:29police almost 40% of all police
- 2:33shootings from time to time the focus
- 2:36shifts onto the disproportionate number
- 2:38of non-white victims but always at the
- 2:40core what seems to be excessive use of
- 2:43force against people in
- 2:45crisis until the system starts to hold
- 2:49the officers who do these things
- 2:51responsible it's going to keep happening
- 2:53again and
- 2:58again little about br Brian he was the
- 3:00life of the
- 3:01party he had a smile that would light up
- 3:05any room um would make the girl's Hearts
- 3:09melt he a very good-looking
- 3:12boy Jackie Christopher's son O'Brien was
- 3:15on a break from seconde chemical
- 3:17engineering at Ryerson University in
- 3:19Toronto when he began suffering paranoid
- 3:22delusions at one point we were talking
- 3:24and he said to me
- 3:26um I was watching TV and they know my
- 3:29name
- 3:30they know everything about me you know
- 3:31and I think it's when I went to the
- 3:33dentist and they put something in my one
- 3:35of my tooth and and it's like a
- 3:37microphone so I need to go get it out
- 3:39and stuff like that and then I knew it
- 3:42was something was
- 3:44totally
- 3:47off by 2004 O'Brien has been in and out
- 3:52of hospital but is still managing
- 3:54somehow to hold down a job one June day
- 3:57he heads into Edward's Garden for some
- 4:00reason he's carrying a knife looked odd
- 4:05and potentially dangerous police came it
- 4:07was appropriate they don't see a knife
- 4:09at that point this is all according to
- 4:11their own evidence but one of the
- 4:13officers yells at him get down on the
- 4:16ground he says what
- 4:18for very sensible question the officer
- 4:22doesn't answer him the two officers try
- 4:25and wrestle him to the ground he breaks
- 4:28away you your sh at somebody who's
- 4:30already in a crisis it's
- 4:33worse he runs you run after
- 4:37him okay I says do you think maybe he
- 4:40ran because of the way you spoke to him
- 4:42initially but why didn't they answer his
- 4:45question what for he wasn't even
- 4:47agitated at that point according to
- 4:49their own description so I asked the
- 4:52officer that in cross-examination and he
- 4:54says first we get control then I answer
- 4:58questions and um
- 5:00they shot
- 5:05him within 3 minutes of come into
- 5:09contact with him if that
- 5:17much after the 2007 inquest into her
- 5:20son's death a corer dropped off a
- 5:23package for Jackie Christopher
- 5:25undoubtedly it contains the clothes
- 5:28O'Brien was wearing that day
- 5:30she can't throw it out or bear to open
- 5:36it Peter Rosenthal became a familiar
- 5:39figure acting for bereaved families as
- 5:42inquest followed inquest into police
- 5:44shootings of the emotionally disturbed
- 5:46My Hope Is that this inquest really
- 5:49underlines the fact that police officers
- 5:51should try deescalation in all these
- 5:54situations way before they use weapons
- 6:00in February 2012 a mentally ill man
- 6:03walks away from Toronto East General
- 6:06Hospital from the evidence at the
- 6:08inquest Michael eligon left the hospital
- 6:11wearing just a hospital gown socks and
- 6:13underwear and a toque I think it must
- 6:16have been
- 6:18cold eligon wanders into a convenience
- 6:21store grabs two pairs of scissors and
- 6:24gets into a tussle with the owner over
- 6:26payment resulting in a cut to the man's
- 6:28hand
- 6:30hi it's C Radio K 154 for stabbing as
- 6:34police respond to numerous 911 calls
- 6:37eligon walks on trying to get into cars
- 6:40and houses for the most part
- 6:42eyewitnesses say he isn't aggressive but
- 6:45Strang the out of it was he waving the
- 6:48scissors around uh slightly like
- 6:50menacingly or like confused confused it
- 6:55was just tunnel vision Straight Ahead
- 6:57walking towards a line of police
- 6:59officers he wasn't running at them or
- 7:01going to attack them he just didn't
- 7:04stop
- 7:07now imagine being Michael eligard
- 7:10shuffling along and whatever confused
- 7:13thoughts he had and all of a sudden he's
- 7:15[Music]
- 7:21dead Tonto ambulance where do you need
- 7:23us hi 3 room hi can you meet us at 546
- 7:26Milverton we have just shot somebody oh
- 7:30okay we numerous units on scene is he
- 7:32conscious and breathing do we know is
- 7:33conscious and breathing unconscious not
- 7:35breathing no paa okay okay this is the
- 7:39third time that someone has died at the
- 7:41hands of police in the last 6 months in
- 7:43the midst of a mental health crisis you
- 7:45know I look back at all the inquests
- 7:47that happened before O'Brien's
- 7:50death O'Brien's inquest that I spent
- 7:53many days in and all the recommendations
- 7:56that came out of that inquest
- 8:00and again nothing was
- 8:04done from the police perspective Lots is
- 8:07being done in 2014 Toronto police
- 8:10handled 20,000 interactions with people
- 8:13in crisis when possible sending a
- 8:16special team that includes a nurse hi
- 8:19here what's bothered you today it's my
- 8:23son I feel him okay so what do you think
- 8:26the police can do to help you today oh
- 8:30you have the false officer how could you
- 8:32threw your medication
- 8:34outside it was a good call in the fact
- 8:36that the police officers backed off
- 8:38because she was so agitated and she's
- 8:40very delusional so it was all just about
- 8:42de-escalating her and getting her to the
- 8:43hospital the easiest way the camera
- 8:46inside the
- 8:52car Toronto the good is not always so
- 8:56good to the mentally ill especially if
- 8:58they're sick and and homeless whichever
- 9:01came
- 9:02first we're in a an economic crisis
- 9:04people are losing jobs they're losing
- 9:07housing uh they can end up on the street
- 9:10and once you're on the street you're
- 9:11quite likely to end up in some kind of
- 9:12mental emotional
- 9:15crisis Toronto isn't the only city where
- 9:18Community Mental Health Services aren't
- 9:20keeping up with increasing
- 9:21[Music]
- 9:23demand so this year we're on track for
- 9:2510,500 visits to our emergency for
- 9:27mental health and addiction and problems
- 9:29I call it the $2,500 office visit cuz
- 9:31it's $800 for the police and the
- 9:33ambulance each and then about $900 for a
- 9:36short stay in a merge and that's a lot
- 9:38of wasted Health Resources we should try
- 9:40and treat them before the
- 9:44crisis that is only a toy I know but you
- 9:47can't be walking around with that right
- 9:48you're going to generate you're going to
- 9:50generate calls for us Vancouver Police
- 9:53estimate 30% of their calls involve
- 9:56mental health
- 9:57issues I talk to you for an hour about
- 10:01what happens to people I used to work at
- 10:04that hospital in the operating room and
- 10:07here I am St Paul's as a registered
- 10:11nurse and here I am on the
- 10:15gutter how'd you get here bipolar
- 10:23condition it comes creeps up behind you
- 10:27and you know it's coming it's like a a
- 10:29bear it grabs you in a bear hug and
- 10:32there's nothing you can
- 10:33do police are kept hopping with chronic
- 10:36and growing inner city
- 10:40problems but those problems have little
- 10:43to do with what happened to Paul
- 10:45Boyd August 13th 2007 Boyd was
- 10:50struggling with bipolar disorder when he
- 10:52was fatally shot by Vancouver
- 10:55Police except for his illness
- 10:5739-year-old Boyd was a member of any
- 11:00atrisk
- 11:03Community Paul was born in Southern
- 11:06California I was there teaching at
- 11:07Caltech for four years and uh he was a
- 11:10really bright little kid from the very
- 11:12beginning just full of life and joy and
- 11:16and also very
- 11:19intelligent his mental illness first
- 11:21showed up during University mostly
- 11:24delusions of persecution of people
- 11:27watching and uh well even secret agent
- 11:30kind of
- 11:32things still Paul made his way into an
- 11:35animation program and out into a very
- 11:37successful
- 11:39career hey chess his last job was at
- 11:43Vancouver's Global mechanic Paul's
- 11:45caring personality showed up in his
- 11:48animation in that he take time to do
- 11:50things well like the rabbit that he
- 11:52animated in at the quiny hotel film that
- 11:55uh we worked on together it was
- 11:56frustrating um how long it took him to
- 11:58do it but I also loved that he cared
- 12:00that much about
- 12:02it that's definitely one of my favorite
- 12:04pieces of motion that he did and drawing
- 12:07that he did CU whenever I look at that
- 12:09part of the film that Rabbit running is
- 12:11Paul how he would turn a problem over on
- 12:14its head was always just
- 12:16really really incredible to watch I
- 12:18remember just thinking wow okay yeah
- 12:21that completely solves our problem and
- 12:24and I just didn't think that would come
- 12:25out of him because he was so quiet and
- 12:27shy and he was
- 12:30often strangely like a little kid when
- 12:33he was happy and also when he was
- 12:36scared early in 2007 Paul's mother was
- 12:40diagnosed with ALS he was
- 12:43devastated his cycle started to get
- 12:46closer together and he you know he was
- 12:48having a harder and harder time I think
- 12:50he wasn't sleeping as
- 12:53well by August 13th Paul is in serious
- 12:57trouble the day that happened he called
- 13:00us to meet with him he wasn't Paul and
- 13:03there was kind of the light was out or
- 13:05something I don't know I hadn't seen him
- 13:07like that before anyway I hadn't seen
- 13:08him that far
- 13:09[Music]
- 13:11gone from his Westside Vancouver
- 13:14apartment Paul calls his dad three times
- 13:16that day the last call at around 7:30
- 13:20p.m. he now sounded much more psychotic
- 13:23than he had earlier on in the day he
- 13:25didn't want to go to the hospital he
- 13:27said it was just like being in jail
- 13:28there and and uh uh he didn't want to
- 13:31start from Square
- 13:32[Music]
- 13:34zero it's the last time they'll
- 13:40speak police say a man wielding a chain
- 13:43with a padlock struck two officers and
- 13:45within seconds he was dead shot several
- 13:48times police will report being called to
- 13:51an assault in progress 2 and 1/2 minutes
- 13:54after they arrive on scene Paul Boyd is
- 13:56dead one officer later testifies that he
- 13:59fired nine times in self-defense as voyd
- 14:02attacked him with a chain our officers
- 14:05uh are trained quite well and they took
- 14:08what option they had to take his story
- 14:10was so at odds with the witnesses they
- 14:12had no act to grind it was clear that my
- 14:14son was shock in the head when he was on
- 14:16his hands and
- 14:19knees the inquest was over and police
- 14:22cleared when out of the blue a video
- 14:25surfaced taken by a tourist visiting
- 14:28Vancouver
- 14:35what it reveals is shocking Boyd was
- 14:38unarmed and crawling before the Fatal
- 14:40shot was
- 14:54fired a special prosecutor concluded
- 14:57that the officer who fired on Boyd
- 14:59believed he was under threat but there
- 15:01was no assault in progress on police
- 15:03recall Paul wasn't initially hostile to
- 15:06police and he was unarmed by the time
- 15:08the ninth and final shot was
- 15:11fired I didn't see much assessment of
- 15:13the situation they just were in it and
- 15:17suddenly reacting to it and then Paul
- 15:19was reacting to their reaction and it
- 15:22just went downhill from
- 15:24there the police were the cause of the
- 15:27violence that night
- 15:338 years later St Paul's emergency is
- 15:36bursting with mental health patients
- 15:39thanks in large part to positive if
- 15:41expensive changes in policing fewer
- 15:44people in crisis jailed more taken to
- 15:47hospital and so that kind of
- 15:50understanding it really is Landmark
- 15:52because it's far easier for somebody to
- 15:54be arrested taken to jail booked in and
- 15:56then the policeman get back on his on
- 15:58his shift it's a more difficult
- 16:00complicated process to do what they're
- 16:01doing
- 16:04now these kinds of improvements to
- 16:06policing across the country definitely
- 16:08improve lives but they don't always stop
- 16:11the
- 16:14[Music]
- 16:16gunfire what was that who yeah yeah they
- 16:20shot him there seems to be a disconnect
- 16:24between Progressive police policy around
- 16:26people in crisis and the average cops
- 16:29inability sometimes to hold their
- 16:33fire even when the person's
- 16:35vulnerability couldn't be more
- 16:43obvious in response to the increase in
- 16:46interactions with people in crisis
- 16:48several Canadian police forces now use
- 16:51mobile crisis teams a mental health
- 16:54professional partnered with a police
- 16:56officer but nowhere are there enough
- 16:59team and they're never authorized as
- 17:01First Responders except in
- 17:05Hamilton I think what what makes us so
- 17:07unique is the fact that we are a 911
- 17:10responder so in a person's in a mental
- 17:12health crisis and a 9 911 is called
- 17:15we're able to be there and to be there
- 17:17within generally within
- 17:20minutes late in this evening shift a
- 17:22call about a young man who may be
- 17:25suicidal and is thinking of hurting his
- 17:27mother temp for thank you
- 17:29the mobile team moves carefully based on
- 17:32information from the 911 caller they
- 17:34even contact the young man's cell phone
- 17:38first hi U my name is Sarah I work with
- 17:41the rapper response team with Hamilton
- 17:42Police Service um we just got a call
- 17:45from somebody who's a bit concerned
- 17:47about you we're just a couple minutes
- 17:50away Sarah and police partner Terry have
- 17:53agreed to a meet outside the house
- 17:56difficult to imagine this low-key
- 17:58approach from many regular police
- 18:02[Music]
- 18:04units a lot of attention in the house
- 18:07with my mother she's very emotionally
- 18:10abusive I have had thoughts you know of
- 18:14taking a baseball bat and hitting her in
- 18:16the back of the head with it but it's
- 18:18something I always tell myself you know
- 18:20is it worth going to prison over and the
- 18:21answer is always no do you feel you need
- 18:24to go anywhere tonight like do you feel
- 18:26you need to be out of the house tonight
- 18:27to keep everybody safe no
- 18:30no Sarah is able to get the young man
- 18:33thinking about Solutions including
- 18:35counseling but if you need anybody to
- 18:37talk to give us a call all right and if
- 18:39you feel any frustration give us a call
- 18:41any time all right all right take care
- 18:43bye
- 18:44now we diverted this young man uh away
- 18:47from the criminal justice system we
- 18:49diverted him away from the hospital and
- 18:51now he's going to be getting some
- 18:53counseling which is exactly what he
- 18:54needs
- 18:56tonight but with budget con straints not
- 18:59even in Hamilton are you guaranteed to
- 19:01get a special team when you call 911
- 19:04because of a family member in
- 19:07crisis the reality is a lot of these
- 19:09things unfold very quickly so it's one
- 19:11of the reasons I think I have tended to
- 19:13go more for training because the reality
- 19:15is it's going to be the uniformed
- 19:18officer who the vast majority of the
- 19:19time is going to be the one dealing with
- 19:21the person in
- 19:24crisis an hour's Drive Northeast of
- 19:27Toronto in Ajax Ontario it's nearing the
- 19:30first anniversary of Michael mik's death
- 19:33in a police shooting his family gathers
- 19:36to remember a husband brother and
- 19:38favorite
- 19:39uncle he'd be downstairs just him and
- 19:42the kids hours playing all these silly
- 19:45little kid
- 19:47games 47-year-old Michael mizik suffered
- 19:51from seizures the result of a childhood
- 19:53brain injury he's in bed recovering from
- 19:56an episode on Monday morning December
- 19:58second
- 20:00[Music]
- 20:012013 I just heard Michael come out of
- 20:03the room I could hear his footsteps and
- 20:06he walked past me and when he walked
- 20:08past me I realized he was completely
- 20:10naked I was very unlike Michael Michael
- 20:12was very
- 20:15modest Michael Bolts out the door into Z
- 20:18degree weather pushing past his wife and
- 20:22sister-in-law and he was running very
- 20:24very fast something I had never seen
- 20:25before in my life it was basically
- 20:27delirium
- 20:29I was just in
- 20:32[Music]
- 20:35shock my sister called 911 there was
- 20:38many many calls to 911 you know man is
- 20:40naked in the street he's running
- 20:43naked Michael tells one motorist that
- 20:46he's running to his mother's in Miss
- 20:48Saga but that's 70 km away the man asks
- 20:52if Michael realizes he has no clothes on
- 20:56and he said uh Michael he said your
- 20:58brother was shaking he said and he said
- 21:00yeah thanks man I'm kind of cold I guess
- 21:03I am and that's when he started to come
- 21:07north not a block from home Michael
- 21:10begins banging on vehicle Windows
- 21:12perhaps looking for
- 21:14help so I
- 21:16immediately I knew something was off
- 21:20from down the street a neighbor calls
- 21:22911 and pulls into her driveway he came
- 21:26up on the driveway and banged on my
- 21:30window Shelly doesn't open the window
- 21:33and backs out of the driveway when
- 21:34Michael picks up a rock from her garden
- 21:37he picked it up and dropped it a couple
- 21:39of times and that oddly is a symptom of
- 21:42complex partial seizure picking things
- 21:44up and dropping them next Michael picks
- 21:46up a piece of patio furniture and pounds
- 21:49on Shell's door apparently trying to get
- 21:51in he's still holding a piece of it when
- 21:54police arrive the officers were out of
- 21:57the car guns dra on he was coming
- 21:59towards them I heard the shot or shots
- 22:03from the time the police officers pulled
- 22:05up uh we were told by the SIU that the
- 22:07GPS in the subject officer's car was
- 22:1110233 Michael was shot by 1023 42 twice
- 22:17the video we have of Michael sitting in
- 22:18the street crying and rocking is
- 22:2210234 it was 12
- 22:27seconds no one wants to see an officer
- 22:29hurt or killed most definitely but the
- 22:33morning of December 2nd that was not the
- 22:35case Michael needed help he needed an
- 22:37ambulance he needed Medical Care he
- 22:40didn't need two bullets through his
- 22:47[Music]
- 22:50chest police officers are so reluctant
- 22:53to back up I was one I understand that
- 22:57but sometimes
- 22:59back
- 23:01up hold the fort if you want till help
- 23:04comes former police chief Terry Coleman
- 23:07is a voice police listened to his 2014
- 23:11report on training for interactions with
- 23:13people in crisis was released at the
- 23:15national chief's conference Coleman
- 23:18would make deescalation skills a
- 23:20compulsory qualification for all police
- 23:23officers you have to complete it every 3
- 23:25years and you have to go through a
- 23:27testing proced procedure and if you do
- 23:30not pass that and meet the criteria then
- 23:35that would be like not qualifying with
- 23:36your handgun you'd have remedial
- 23:39training have a chance to retest and
- 23:43re-qualify or
- 23:45you wouldn't be on the
- 23:47[Music]
- 23:49street Coleman says killings of police
- 23:52like in Monon and Mayer Thorp may have
- 23:55swung the pendulum away from Public
- 23:57Safety toward towards officer Safety
- 23:59First real fear Amplified by aggressive
- 24:03police culture and training imported
- 24:06from South of the
- 24:13Border on the hill above Albuquerque
- 24:16Town Center striking proof of the
- 24:18economic crisis driving more and more
- 24:21people towards the edge
- 24:28Albuquerque is not the first place you
- 24:31choose to be homeless or mentally ill in
- 24:342014 the police department was put under
- 24:37Federal Department of Justice
- 24:39supervision after 26 shootings of
- 24:42civilians in 4
- 24:44years the most notorious a homeless
- 24:47mentally ill man camping above the city
- 24:50do
- 24:53it on the ground captured on police body
- 24:56cam the shooting would ricochet around
- 24:58the
- 25:03world the justification for shooting the
- 25:07man is holding two small camping knives
- 25:10still got the knives in his hand got the
- 25:11knives in his hand still got his knives
- 25:13in his
- 25:15hands exactly a year later Illinois
- 25:18based police training giant caliber
- 25:20press comes to
- 25:22Albuquerque they train 20,000 people a
- 25:25year including several hundred Canadian
- 25:28cops
- 25:29owner and chief trainer Jim Glennon is
- 25:32well aware of today's audience I was
- 25:35asked by a national news source said you
- 25:37know Albuquerque they're out of control
- 25:39they've shot all these people and
- 25:40nobody's been indicted any reason why I
- 25:42go yeah CU all the shoots were
- 25:45good well 25 are dead what does that
- 25:48tell you 12 of them
- 25:54missed and I'm not trying to be a
- 25:56smartass about it but if you're going to
- 25:57start shooting at somebody your goal is
- 25:59to stop that threat right well done it
- 26:01we take these sort of independent
- 26:03organizations particularly out of the
- 26:05United States that specialize in
- 26:08delivering officer safety survival
- 26:11schools weekends and what have you I
- 26:14think has heightened the sort of the
- 26:15whole attention to officer safety say
- 26:18what you'd say in real life ready
- 26:21go your hand drop your gun okay what do
- 26:24you want hands gun what what do you want
- 26:25me to do drop the gun I'm dropping it
- 26:27bang bang okay
- 26:29it's dangerously close to being a sort
- 26:31of a Fear Factor and and and very often
- 26:33an irrational Fear
- 26:36Factor produced before Glennon took over
- 26:38the company a caliber press video of a
- 26:41training exercise unintentionally helped
- 26:44spread what became a faulty piece of
- 26:46training Doctrine this was never
- 26:49intended as more than a demonstration of
- 26:51how quickly someone can move in ideal
- 26:53circumstances but the exercise somehow
- 26:56morphed into the now infamous 21t rule
- 27:00it would come up repeatedly in inquests
- 27:02as one reason an officer had to fire a
- 27:05minimum reactionary gap of 21 ft is
- 27:08required to react and deliver at least
- 27:11two rounds and to have enough time to
- 27:13move out of the attacker's
- 27:20path the 21t rule got into officers
- 27:24heads particularly problematic when
- 27:26running alongside another piece of
- 27:28common training Dogma lethal Force as an
- 27:32officer's only reliable defense against
- 27:34a knife or other edged
- 27:36[Music]
- 27:39weapon most of the time when police are
- 27:42exposed to a sharp edged weapon
- 27:43perceived or otherwise they're going to
- 27:45pull their gun and's advancement or not
- 27:47they will discharge their weapon to
- 27:49prevent being at risk I'm suggesting and
- 27:51I'd state that under oath that that's
- 27:52not valid suddenly Patrick comes at me
- 27:55and just for purposes of trains and
- 27:56angle one strip my hands are on the
- 27:57weapon like nobody touches me Steve
- 27:59Somerville is a Canadian private safety
- 28:02trainer working this day with security
- 28:04staff at Toronto East General Hospital I
- 28:07was with 24 years with the Toronto
- 28:09Police Service I finished off actually
- 28:11as a Staff Sergeant at the Intero police
- 28:12College you may be shocked to know that
- 28:15we do more here today in sharp ditch
- 28:16weapon defense than the entire
- 28:18curriculum at the current Police Academy
- 28:20in interial more depth more detail more
- 28:24options drop the weapon drop it drop it
- 28:27please officers are generally trained
- 28:29today that a sharp edge weapon doesn't
- 28:31always have to be a knife but anything
- 28:33that cut or puncture skin is probably
- 28:35one of the highest level of threats that
- 28:37you can be exposed to generally speaking
- 28:39you're taught that hand toand defensive
- 28:41options are not an option there is no
- 28:43negotiation there no wiggle room that's
- 28:44the highest level of threat that a
- 28:46police officer can face it's a Firearms
- 28:50situation we need to change the the
- 28:52Paradigm how police are taught so we can
- 28:55likely start to get some different
- 28:56results
- 29:00the point is not to make police choose
- 29:02between their own life and anothers but
- 29:04to back up from the moment of deadly
- 29:07force to buy more time so the Collision
- 29:09never happens it can be
- 29:14done like in this British video of a man
- 29:17wielding a
- 29:18machete do you think that man would have
- 29:20survived in North America
- 29:23no no
- 29:30from Rialto California the first ever
- 29:33evidence-based study into a
- 29:35technological remedy for excessive use
- 29:37of force body cams to record every
- 29:41police interaction with the public I
- 29:44happen to be doing some graduate work
- 29:45over at the University of Cambridge at
- 29:47The Institute of criminology and that's
- 29:50about the same time that the Advent of
- 29:52the first wave of body cameras started
- 29:54to come
- 29:56about we partnered up to do a year-long
- 30:00randomized control trial to really test
- 30:03the impacts that those body cameras
- 30:05would have on police
- 30:07officers the results for the experiment
- 30:09were I think far better than we actually
- 30:12expected
- 30:18well we had about an 88% decrease in
- 30:21complaints against police officers and
- 30:23about a 60% reduction in the amount of
- 30:25times that we used Force hey Carlos
- 30:28what's going on why' you hit the door
- 30:30cuz my all crying scream they're both
- 30:33scared of you there's a lot of holes I
- 30:35don't think that knocking or trying to
- 30:37get the door open requires that many
- 30:39holes in the door what are they saying
- 30:41they're stating that you you're saying
- 30:43that you're God or something that's not
- 30:45true
- 30:47diagnosed whether it's a mentally ill
- 30:49person or not I think that the general
- 30:51interaction with uh an officer and a
- 30:54citizen is going to be a lot better I
- 30:56think they'll increase their
- 30:56communication skills and be more willing
- 30:59to talk to the
- 31:01individual in Rialto they regularly use
- 31:04body cam video for training
- 31:07[Music]
- 31:11purposes from the UK an amazing video
- 31:14for edged weapon
- 31:18training London Police engaged with a
- 31:21distraught man wielding not scissors or
- 31:23a knife but a machete all captured on a
- 31:27smartphone phone from across the
- 31:29street his ability to move is not
- 31:31completely obstructed by either the
- 31:33officers or by the vehicles but he is
- 31:35more or less
- 31:38surrounded you'd see the man piercing
- 31:40around on the street or moving forwards
- 31:41and backwards side to side front and
- 31:43back each of them trying to continue to
- 31:46verbally deescalate the situation over a
- 31:48period of time you could probably say
- 31:50they've contended him without
- 31:52restraining him and they keep this
- 31:54situation going backwards and forwards
- 31:55for some minutes whilst other officers
- 31:58are bringing uh what we would call uh
- 32:00public order shields uh to the to the
- 32:02location and in a coordinated movement
- 32:04they move towards him um so that there's
- 32:06no way he's going to be able to use that
- 32:07weapon to go anywhere else he's he's end
- 32:09up placed on the ground with the use of
- 32:10the shields the weapons taken from him
- 32:12and then he's stud up and handcuffed and
- 32:14DET
- 32:16tent the incident ends with a man taken
- 32:18to
- 32:20hospital do you think that man would
- 32:22have survived in North America no no he
- 32:24wouldn't have survived wouldn't have
- 32:26survived couple of minutes
- 32:31probably so what's to be learned from
- 32:36that well it is doable without firing
- 32:39your
- 32:42firearm in the UK only a small group of
- 32:45Specialists carry firearms so police
- 32:48trained to handle every situation
- 32:50without lethal force deescalation is at
- 32:54the heart of all training
- 32:58[Music]
- 33:06all right Paul Paul we're the police
- 33:09we're here to
- 33:11help
- 33:12Paul help
- 33:19ready come and talk to us
- 33:24P help me
- 33:27help
- 33:30okay during the next several minutes as
- 33:32the man keeps raging police remain calm
- 33:36put the hammer down and we can come and
- 33:38help you please help me please help me
- 33:41put the hammer down and I'll come and
- 33:43help you well done Paul I don't need to
- 33:45hurt you do I okay so move away from the
- 33:48shield for me I'm just going to keep
- 33:51coming toward you with the shield so
- 33:53that you don't make any sudden movements
- 33:56we're not going to put your arms out to
- 33:57the side I'm not going to hurt you I'm
- 33:59going to put this up against you just to
- 34:01make sure that you're not going to hurt
- 34:02us okay help please check thank you very
- 34:08much andex reform outside for a
- 34:14debrief it was a case for me of trying
- 34:16to gain his eye contact trying to speak
- 34:19to me rather than the other person that
- 34:21he could see in the room if all of us
- 34:23had been shouting at Paul that would
- 34:25have just made his condition worse
- 34:27because he's already hearing voices in
- 34:28his head you've got five or six people
- 34:30shouting barking commands at him that
- 34:33could have tipped him over the edge so
- 34:34the decision we made before we go in
- 34:36there' be one person speaking so that
- 34:38Paul can focus on that one
- 34:41person their sites are so set on
- 34:44deescalation in the UK that Firearms
- 34:47aren't even taken to an incident without
- 34:50formal consent from a senior
- 34:52Commander because once you've deployed
- 34:55the weapon actually are you creating a
- 34:58situation where you know someone being
- 35:00shot is what's going to
- 35:02happen away from the adrenaline rush of
- 35:05the action the command log demands pages
- 35:09of thoughtful assessment before Firearms
- 35:12are
- 35:13authorized by Simply Having a process
- 35:15where you are authorizing things it
- 35:18gives time it gives space to try and uh
- 35:22deescalate the
- 35:25situation imagine if the street cars
- 35:28Samy yatim was riding have been
- 35:31traveling down a British Street
- 35:43[Music]
- 35:53[Music]
- 36:01tased as
- 36:05well in that scenario a knife we
- 36:08probably may not even deploy Firearms to
- 36:11that and we would give that person space
- 36:14um I think we would only intervene with
- 36:17a firearm if that person was actually
- 36:19then threatening uh another person
- 36:22actually was holding them hostage and
- 36:24and was going to harm them um and even
- 36:27then we would as the the sort of
- 36:29expression goes we would play it
- 36:31long not to say interactions between
- 36:34police and the mentally ill are perfect
- 36:36in the UK their big issue in 2015 still
- 36:40too many ill people taken into custody
- 36:43instead of to
- 36:44treatment radical attempts to solve that
- 36:47problem could help armed officers
- 36:49everywhere hold their
- 36:54fire in leester they partner a up with a
- 36:58mental health professional marrying the
- 37:00two Information Systems female on the
- 37:03line say she's suicidal doesn't know
- 37:05what to do um apparently she's got a CPN
- 37:08and she's with the crisis team but she's
- 37:10not
- 37:11engaging um got a date of birth for her
- 37:15yeah she's open to Services didn't
- 37:18attend her last appointment on the 25th
- 37:20of
- 37:22February State having thoughts of taking
- 37:24all her medication or slitting her
- 37:26throat she states without her partner
- 37:29she would she would be dead okay there
- 37:32is an ongoing increased high risk of her
- 37:35taking over dose of her prescribed
- 37:37medication as her way of self Haring
- 37:40okay high
- 37:42risk because they only leave the office
- 37:45for key calls bler triage can manage 40
- 37:48incidents a
- 37:50[Music]
- 37:53day when boyfriends come to find her
- 37:55she's jumping out of traffic
- 37:59um threatening threatening to jump in
- 38:01front of cars you come in grab a Pew
- 38:06which is so much better than her so
- 38:09what's happened today um stop taking my
- 38:12tablets I have mad mood swings and my
- 38:15partner can't cope with it so he was on
- 38:18about leaving and then I threatened to
- 38:21kill myself at that point in time was it
- 38:23that you wanted to actually die and
- 38:25never W up I just wanted to get out just
- 38:29stop yeah just do you know what your
- 38:32tablets are for yeah they keep me calm
- 38:35and to keep me straight I didn't want to
- 38:38be on tablets for the rest of my life
- 38:40basically so I tried to fight it and I
- 38:43just made myself worse I know what I've
- 38:45done and I know that I need to take my
- 38:47tablets and I know that it's not right
- 38:50and this is what happen thank you so
- 38:52much it's all right not a problem go
- 38:55home yeah let me come and SP wait to
- 38:57Grandma and
- 39:01boyfriend not a problem get in the warm
- 39:04yes you going to get in the warm now
- 39:06okay a simple but strong formula the
- 39:10power of information coupled with a
- 39:12fixed focus on
- 39:16deescalation and when do you guys
- 39:18graduate next week next week next week
- 39:21hopefully game's on but first Canadian
- 39:25police have to solve major problems with
- 39:31[Music]
- 39:35recruiting fundamentally changing police
- 39:38interactions with people in crisis
- 39:41starts with recruiting Public Safety
- 39:44expert Terry Coleman says police are too
- 39:46often in a rush to fill positions I'm
- 39:49not satisfied that police agencies
- 39:52routinely hire the right people I don't
- 39:55think sometimes they pay enough
- 39:57attention to some cautions that are put
- 40:00up by for example psychological
- 40:02screening or even polygraph Integrity uh
- 40:06screening um and they quote unquote take
- 40:09a
- 40:10chance after Sami yatim's death an
- 40:14independent review recommended major
- 40:16changes to recruiting including
- 40:19preference for higher education and
- 40:21experience in mental health as of autumn
- 40:242015 a work in progress game is on in
- 40:28some Canadian cities use of force
- 40:30training is being overhauled integrating
- 40:33deescalation get out of my area ma' is
- 40:36that a knife in your hands working
- 40:38towards a different trained Instinct on
- 40:40the street get away we want to have a
- 40:42conversation with you but we can't do
- 40:43that with a knife in your hands can you
- 40:45drop the knife for us so we can talk you
- 40:47got to do what you got to do to help
- 40:49people at moment are in crisis stay
- 40:52grounded and don't let emotion take over
- 40:55don't let fear take over
- 40:59and remember that the person in crisis
- 41:01could be someone you
- 41:04love they should have just spoke with
- 41:06them take the time there was no rush
- 41:08that morning you really don't realize
- 41:11the impact until it happens to you and
- 41:14um you definitely don't want to see
- 41:15another family go through what we did
- 41:18it's it's it's horror it's absolute
- 41:21horror and you just it changes you
- 41:24forever and I kept going over my notes
- 41:27and I people kept telling me to not go
- 41:28my Jackie Christopher's younger son
- 41:31still dreams about his big brother
- 41:33O'Brien I saw him there and I was
- 41:35surprised to see him he looked all
- 41:37Dapper and stuff and then like I said
- 41:38you know I'm so glad that you're here
- 41:40you know and then I was like in my dream
- 41:43I felt like I was about to cry or
- 41:44something and like you know I was trying
- 41:46to hold it in trying to hold it in and
- 41:48not
- 41:49cry I I think you've chosen a wonderful
- 41:52profession Paul was always extremely
- 41:54happy when he was working on animation
- 41:56three times a year at the Vancouver film
- 41:58school's classical animation grad David
- 42:01Boyd presents an award in his son's
- 42:05honor it's a way of reminding people
- 42:08that Paul was much more than what police
- 42:11saw If Only They had managed to hold
- 42:13their fire to find out he was one of the
- 42:16best animators in the city and had a
- 42:19career and was admired by everyone and
- 42:21was this this really wonderful guy to
- 42:23work
- 42:25with Paul was portrayed as being some
- 42:27kind of brute instead of actually
- 42:29realizing that there was a a person
- 42:31there a really valuable person
