- 0:00This thing's got nothing in it, anyway.
- 0:02They should learn to use a real gift
- 0:04wrap service.
- 0:05>> That's what the HOA president said as
- 0:07she yanked a FedEx package off my porch
- 0:09and tossed it into the back of her pearl
- 0:11Escalade. It was the third Christmas in
- 0:13a row she had stolen one of my son's
- 0:15packages. My son Bram is a Marine
- 0:18deployed in Okinawa. And what was inside
- 0:20that box was a hand-carved ship model he
- 0:22had spent 6 months on for his 7-year-old
- 0:25nephew. She thought my Ring doorbell was
- 0:27offline. She thought the little Wi-Fi
- 0:30jammer she had bought on Amazon had
- 0:31taken care of the cameras.
- 0:34What she didn't know was that I spent 28
- 0:36years as a US Postal Inspector. I had
- 0:39been quietly counting her thefts for 3
- 0:41years. And by the time she opened the
- 0:43fourth box on the day of the Stowe
- 0:44Village Christmas Festival, she would be
- 0:46glowing purple in front of the entire
- 0:48town.
- 0:49Tell me below, would you have called the
- 0:51cops or marked her for the world to see?
- 0:54My name is Calhoun Wexler, Cal to anyone
- 0:57who has known me longer than 5 minutes.
- 0:59I spent 28 years as a special agent with
- 1:02the United States Postal Inspection
- 1:03Service, working out of the Boston
- 1:06Regional Office. Mail theft, wire fraud,
- 1:09package interception rings, identity
- 1:11theft schemes, the kind of crimes most
- 1:14people don't realize the federal
- 1:15government takes very seriously until
- 1:18they show up at the door of someone
- 1:19who's been stealing checks out of
- 1:20mailboxes in three states.
- 1:23I retired 3 years ago. My wife Caroline
- 1:26and I bought a small house in a
- 1:27development called Pine Cone Ridge, just
- 1:30outside the village of Stowe, Vermont.
- 1:32Cedar siding, a wood stove, 16 ft of
- 1:35porch with a view of the ridge that
- 1:37turns gold every October. I built a
- 1:39little workshop in the garage where I
- 1:41tinker with trail cameras and
- 1:43electronics, a hobby I'd let slide for
- 1:4530 years while I was chasing scammers up
- 1:47and down I-95.
- 1:49Caroline is a retired English teacher
- 1:51and the warmest human being I have ever
- 1:53known. She bakes sourdough every
- 1:55Saturday. She runs the church Christmas
- 1:58drive. She plays viola in a string
- 2:00quartet that mostly performs at weddings
- 2:03and the occasional funeral. We have two
- 2:05grown kids. Our daughter Iris lives in
- 2:08Burlington with her husband Pete and our
- 2:107-year-old grandson Cody. Our son Bram
- 2:13is a Marine staff sergeant on his second
- 2:15deployment to Okinawa.
- 2:17Bram has carved wood since he was 12,
- 2:19whittled himself a pocketknife handle
- 2:21when he was 13, started carving small
- 2:24ships at 14 after his grandfather, my
- 2:27father, gave him a beat-up copy of an
- 2:29old Mystic Seaport ship modeling guide
- 2:32for his birthday. The book had been my
- 2:34father's. The cover was held together
- 2:36with electrical tape. Inside, my father
- 2:39had written marginal notes in pencil
- 2:41over 40 years of Sundays in the
- 2:43workshop.
- 2:44Bram read the whole book before he had
- 2:46finished his first frigate. By the time
- 2:48he enlisted, he was already that good.
- 2:50Every Christmas, no matter where the
- 2:52Marines have him stationed, Bram mails
- 2:54home one carved ship, a different model
- 2:57each year, sometimes a frigate,
- 2:59sometimes a Coast Guard cutter, once a
- 3:01fishing schooner, addressed to Cody with
- 3:04the line "From Uncle Bram with love"
- 3:07carved underneath the keel. He uses a
- 3:09small chisel my grandfather brought home
- 3:11from Korea in 1953.
- 3:14He's been using the same chisel for 26
- 3:16years. The handle has the smooth, dark
- 3:19patina of a tool that has been held by
- 3:21three generations of hands.
- 3:23Three years ago, Bram's package didn't
- 3:25arrive.
- 3:27It was supposed to be a 1797
- 3:29Constitution model. He had worked on it
- 3:31for 5 months. The tracking showed it had
- 3:33been delivered to my front porch on
- 3:35December 18th at 3:47 p.m. By the time
- 3:39Caroline got home from the post office
- 3:40at 4:15, the porch was empty.
- 3:43I filed a USPS report. The investigator
- 3:46on duty was a young man, clearly
- 3:48drowning in holiday season caseload. He
- 3:51told me to file online and check back in
- 3:53January. I filed online. By January,
- 3:57nothing had happened. I assumed
- 3:59teenagers. I assumed bad luck. I bought
- 4:02Cody a wooden train set and told him
- 4:04Uncle Bram's ship was lost in the mail.
- 4:07The next year, two of Bram's packages
- 4:09were stolen. A Coast Guard Cutter and a
- 4:12small Norfolk Pinky Schooner. Both
- 4:14delivered. Both gone within an hour.
- 4:17Caroline cried that year more than I had
- 4:19seen her cry since her mother's funeral.
- 4:22The third year, the year of this story,
- 4:24I decided I was done with assumptions.
- 4:27By December 2nd, four of our Christmas
- 4:29packages had already disappeared from
- 4:31the porch. Two of them were Bram's. He
- 4:34had carved a Liberty Ship for Cody and a
- 4:36small carved Heron for Caroline as a
- 4:3940th anniversary gift. Both gone before
- 4:42either of us got home from a single trip
- 4:44into the village.
- 4:45I sat at my kitchen table on a snowy
- 4:47Wednesday morning with a cup of coffee
- 4:49and an empty cardboard mailer and a
- 4:51notepad. I wrote down every
- 4:53disappearance over 3 years, every date,
- 4:56every time, every weather condition,
- 4:58every camera blackout, every neighbor I
- 5:01had spoken to, every license plate I had
- 5:03quietly noted in the cul-de-sac.
- 5:06By the third coffee, I had a profile.
- 5:08Not a lucky teenager. Not a random
- 5:11thief.
- 5:12Every theft happened on a weekday. Every
- 5:14theft happened between 2:00 and 4:00 in
- 5:16the afternoon. Every theft happened in a
- 5:19window of 19 to 38 minutes when both
- 5:21Caroline and I were verifiable away from
- 5:24the house.
- 5:25Every Ring camera outage matched a
- 5:2730-second precision deauthentication
- 5:29signal.
- 5:30None of the stolen items had ever shown
- 5:32up on a regional resale market that the
- 5:34FBI's stolen property database tracked.
- 5:38None of the stolen items had ever been
- 5:39recovered.
- 5:41Someone with a key card to the community
- 5:42gate. Someone who knew our schedule.
- 5:45Someone who knew exactly which window of
- 5:47time the porch was unwatched. Someone
- 5:49who knew enough electronics to operate a
- 5:51commercial grade jammer. Someone with
- 5:53somewhere to put 46 packages over 3
- 5:56years and a way to convert them into
- 5:58money without leaving a trail.
- 6:00Someone who lived in Pine Cone Ridge.
- 6:03That afternoon, I drove down to my
- 6:05workshop and unboxed a piece of
- 6:07equipment I had ordered the week before,
- 6:09an RF spectrum analyzer.
- 6:11By Saturday, I knew exactly how the
- 6:13cameras were being jammed.
- 6:16By Sunday, I knew exactly who I was
- 6:18hunting.
- 6:19The RF analyzer told me the camera
- 6:21blackouts were not random. Each one
- 6:24began with a Wi-Fi deauthentication
- 6:26broadcast at exactly 2.4 GHz lasting
- 6:30between 4 and 8 minutes transmitted from
- 6:33a low power source inside the
- 6:35development. The signature was clean,
- 6:37commercial grade jammer, the kind sold
- 6:40on Amazon as a Wi-Fi tester for under
- 6:42$100.
- 6:44I drove the perimeter of Pine Cone Ridge
- 6:46with a directional antenna duct taped to
- 6:48the inside of my truck cab on Sunday
- 6:50morning. Quiet road, fresh snow, plenty
- 6:54of time. The antenna was a homemade Yagi
- 6:57I had built in the workshop the previous
- 6:59evening using copper rod, a coaxial
- 7:01connector, and a wooden boom from a
- 7:03broken broomstick. It looked like
- 7:05something a high school student would
- 7:07bring to a science fair. It worked
- 7:09beautifully.
- 7:10I logged signal strength readings on a
- 7:12clipboard at every driveway in the
- 7:14development. 61 houses across two laps.
- 7:18The signal peaked in a five-house arc on
- 7:20the western side of the ridge.
- 7:22By the third lap, I had the source
- 7:24narrowed to a four-house cluster on the
- 7:26far side of the cul-de-sac. By the fifth
- 7:29lap, I had it narrowed to one driveway.
- 7:32I logged the readings three more times
- 7:34to be certain. They came back identical.
- 7:37The driveway belonged to Bridget
- 7:38Halverson, our HOA president.
- 7:41Bridget was 49, blocky under linen
- 7:44blazers, blonde hair that always looked
- 7:46freshly highlighted, and famous in Pine
- 7:48Cone Ridge for the extraordinary range
- 7:50and creativity of her HOA fines. She had
- 7:53been president for 7 years. She drove a
- 7:56pearl Cadillac Escalade with a custom
- 7:58tow hitch and a chrome bumper she shined
- 8:00every Saturday morning. Her husband
- 8:02Vance ran a small business he called
- 8:04Halverson Antique Reseller out of a
- 8:07converted barn behind their house.
- 8:10Vance was a quiet man with a ginger
- 8:11beard and a tendency not to make eye
- 8:14contact.
- 8:15I had filed three formal HOA complaints
- 8:18in 2 years. Once about Brigitte's habit
- 8:20of issuing parking citations to a
- 8:22disabled neighbor, once about her
- 8:24arbitrary holiday lights cutoff rule
- 8:28that left a young couple with twins find
- 8:30$800, and once about her demand that
- 8:32Caroline remove a Marine Corps flag from
- 8:35our porch. Caroline kept the flag up.
- 8:38Brigitte added the flag to a pending
- 8:40review docket that had been pending
- 8:42review for 18 months.
- 8:44I had assumed she found me annoying. I
- 8:47had not assumed she was stealing my
- 8:48son's mail.
- 8:49Monday morning I drove to the village
- 8:51postmaster, the new postmaster, a man
- 8:54named Wendell Trebu, had taken the job 6
- 8:57months earlier. I introduced myself,
- 8:59showed him my old USPS credentials,
- 9:02retired but still recognizable, and we
- 9:05sat in his back office for 45 minutes.
- 9:08He pulled the package theft logs for the
- 9:10development. 41 reports in 3 years.
- 9:13Cluster of 15 on Pine Cone Ridge alone.
- 9:15His predecessor had filed them all as
- 9:17unrecovered and marked them low
- 9:19priority.
- 9:21I asked Wendell if he would mind if I
- 9:22made a few discreet calls to my old
- 9:24office.
- 9:26He said, "Please do."
- 9:27I called Special Agent Owen Pendry that
- 9:29afternoon. Owen and I had partnered for
- 9:329 years out of Boston, kicking down
- 9:34doors on a check fraud ring in
- 9:35Worcester, surveilling a stolen
- 9:37prescription operation in Providence,
- 9:39and once spending three winter weeks in
- 9:41a freezing van outside a stamp dealer's
- 9:43shop in Lowell, waiting for a delivery
- 9:45that never came. She was now running the
- 9:48New England regional desk, and known
- 9:50across the agency as the agent who
- 9:52closed the 2018 Connecticut mail theft
- 9:55ring without firing a shot. She picked
- 9:57up on the second ring.
- 10:00"Cal Wexler," she said. "I was told you
- 10:02were retired." "I am retired. I'm
- 10:05calling about a hobby."
- 10:07"Tell me about your hobby."
- 10:09I laid out 3 years of pattern data, the
- 10:11RF analysis, the suspect's HOA position,
- 10:15and the fact that her husband ran an
- 10:16antique resale business.
- 10:18Win was quiet for a long time. Then she
- 10:21asked me to send her everything I had.
- 10:23She called me at 6:00 Tuesday morning.
- 10:26"Cal," she said. "Vance Halverson's eBay
- 10:29account is showing 23 high-end listings
- 10:31posted in the last 90 days. Two of them
- 10:34are marine carvings. One is signed B.
- 10:37Wexler on the underside."
- 10:39I sat with the phone in my hand for a
- 10:41full minute before I could trust my
- 10:43voice.
- 10:44I drove that afternoon to the local
- 10:46sheriff's substation in Stow, and filed
- 10:48a formal report. Deputy Imogene Kraus,
- 10:51late 50s, salt and pepper hair, retired
- 10:55school teacher who had taken the deputy
- 10:56job 3 years earlier as a second career,
- 10:59listened the whole way through, took
- 11:01notes, and told me she would loop in the
- 11:03village police chief.
- 11:05That evening, while Caroline was at
- 11:07quartet rehearsal, I walked our porch in
- 11:09the dark with a thermal camera. There
- 11:12were footprints in the snow leading from
- 11:13the cul-de-sac up to my porch and back,
- 11:16dated by the temperature reading. They
- 11:18were a women's size eight. They circled
- 11:21my Ring doorbell once before turning
- 11:22around.
- 11:24I drove back to the workshop, opened a
- 11:26notebook, and started sketching the
- 11:28trap.
- 11:29Bridget struck again on Thursday
- 11:30afternoon.
- 11:32The package was a small box from
- 11:33L.L.Bean. A pair of fleece-lined
- 11:36slippers Caroline had ordered for her
- 11:38sister's birthday.
- 11:39UPS scanned it on the porch at 2:14 p.m.
- 11:43By 2:23 p.m., it was gone. The Ring
- 11:46doorbell had a 9-minute outage starting
- 11:48at 2:09 p.m. Same Wi-Fi deauth
- 11:52signature.
- 11:53I called Win Pendry that evening with
- 11:55the timestamps. She added them to her
- 11:57file.
- 11:58Friday morning, I drove down to the HOA
- 12:00monthly meeting at the community
- 12:02clubhouse. Brigitte ran the meeting from
- 12:04a folding table at the front of the
- 12:06room. Gavel in one hand and a clipboard
- 12:09of agenda items in the other.
- 12:11I sat in the back row next to Caroline.
- 12:14Halfway through the meeting, Brigitte
- 12:15brought up the recurring porch theft
- 12:17issue. She said it was deeply concerning
- 12:20to property values and proposed forming
- 12:22a Pine Cone Ridge Security Committee,
- 12:25which she would chair. She suggested the
- 12:27thieves were almost certainly outsiders,
- 12:30possibly delivery drivers from rotating
- 12:32contractor pools.
- 12:34I raised my hand.
- 12:36Brigitte pretended not to see me for
- 12:37about 8 seconds before acknowledging me.
- 12:40"I've had four packages stolen since
- 12:42November," I said. "All four were stolen
- 12:45on weekday afternoons during precise
- 12:47windows when my Ring camera was being
- 12:49electronically jammed. I'd be interested
- 12:51in joining the security committee."
- 12:54The room got quiet. A few neighbors I
- 12:56knew well turned around and looked at
- 12:57me.
- 12:59Brigitte smiled the way a hostess smiles
- 13:00at a guest who has knocked over a
- 13:02candle. "Cal, the committee is going to
- 13:04be a very informal advisory body. I
- 13:07don't think you would find it terribly
- 13:08engaging."
- 13:09"I'd like to volunteer anyway."
- 13:12"I'll take it under consideration."
- 13:14She moved on to the next agenda item,
- 13:16which happened to be a new HOA citation
- 13:19against me for improper mounting
- 13:21hardware on my Ring doorbell. $85 fine.
- 13:25Filed by Brigitte herself the previous
- 13:27Tuesday.
- 13:28Caroline reached over and put her hand
- 13:30on my knee.
- 13:31After the meeting, an older man named
- 13:33Wilbur Jakes came up to me in the
- 13:35parking lot. Wilbur was 73, a retired
- 13:38veterinarian, and the kind of person who
- 13:41wore the same wool cap from October
- 13:43through April. He looked over his
- 13:44shoulder once, then said quietly, "Cow,
- 13:48we've had 11 packages stolen in the last
- 13:502 years, including my granddaughter's
- 13:52hearing aid batteries last December. I'd
- 13:55like to talk to you sometime away from
- 13:56the clubhouse."
- 13:58I told him to come by the workshop on
- 14:00Saturday.
- 14:01By the time Saturday came, Wilbur Jakes
- 14:03had texted three other neighbors. By the
- 14:05time the four of them sat in my workshop
- 14:07with cups of black coffee at 10:00 in
- 14:09the morning, my number of confirmed
- 14:11local victims had grown to nine
- 14:13households, 43 packages in 3 years.
- 14:17Nobody had filed a federal report
- 14:18because the local USPS office had told
- 14:21everyone to file online and forget about
- 14:23it. Bridget, as president,
- 14:26had specifically told the HOA that
- 14:28filing federal complaints would only
- 14:30generate paperwork and embarrass the
- 14:32community.
- 14:34The pattern was complete.
- 14:36That afternoon, I drove down to my
- 14:38workshop alone and laid out the
- 14:40components of what I had been quietly
- 14:42assembling for 2 weeks.
- 14:44A heavy stock cardboard FedEx mailer, 6
- 14:47in by 10 by 4. Fake gift labels printed
- 14:51by Caroline's quartet pianist, who ran a
- 14:53small graphic design business out of her
- 14:55kitchen. Inside, a 360° GoPro Max, fully
- 15:00charged, motion activated, programmed to
- 15:02begin recording the moment the box was
- 15:04lifted from a flat surface. A small GPS
- 15:07tracker the size of a silver dollar sewn
- 15:10into the inside flap. 4 oz of UV
- 15:13reactive fluorescent purple glitter
- 15:15sealed inside a latex balloon rigged to
- 15:18a spring trigger that fired the instant
- 15:20the lid was opened. A small canister of
- 15:23cinnamon-scented oil wired to the same
- 15:25trigger.
- 15:26And a soft cloth pouch containing a
- 15:28packet of UV fluorescent ink crystals, a
- 15:31forensic grade powder used by federal
- 15:33agencies to mark stolen currency that
- 15:36would adhere invisibly to any skin or
- 15:38fabric the trigger touched and remain
- 15:40visible under black light for up to 72
- 15:42hours, even through three rounds of soap
- 15:45and water.
- 15:46The trigger mechanism was the part I had
- 15:48spent the most time on. It was a
- 15:50modified mouse trap arm wired to a
- 15:53magnetic reed switch. The switch was set
- 15:55to fire the moment a small neodymium
- 15:57magnet, held in place by the closed lid,
- 16:00moved more than a quarter inch. The
- 16:02whole assembly weighed less than 4 oz
- 16:05and was silent until activated. I tested
- 16:07it nine times in the workshop before I
- 16:09trusted it.
- 16:11The whole assembly fit cleanly inside
- 16:13the mailer with no visible weight
- 16:14discrepancy. From the outside, it looked
- 16:17like a $100 gift box from a designer
- 16:19wrapping service. The shipping label
- 16:21read from Coastal Carving Company,
- 16:24Newport, Rhode Island. The recipient
- 16:26address was mine.
- 16:28I sealed it. I labeled it. I marked the
- 16:30date in my notebook.
- 16:32When Pendry drove up from Boston on
- 16:34Saturday morning, she arrived in a black
- 16:36Ford Edge with federal plates, parked
- 16:38two blocks down at Wilbur Jakes's house
- 16:41so it wouldn't be recognized, and walked
- 16:43the last quarter mile through the snow
- 16:45to my workshop in a navy parka and
- 16:47L.L.Bean boots.
- 16:49When was 57, silver-streaked hair pulled
- 16:52back, gray eyes that didn't blink when
- 16:54they were thinking. She set her coffee
- 16:56on my workbench and walked the entire
- 16:58bait box layout in silence.
- 17:01"Cal," she said when she finished, "this
- 17:03is overkill."
- 17:04I know.
- 17:06It's also kind of beautiful.
- 17:08She pulled a folder out of her bag.
- 17:10Inside were federal authorization
- 17:12documents naming me as a private
- 17:14cooperator on an active federal
- 17:16investigation and a list of every Vance
- 17:18Halverson eBay listing from the past 18
- 17:21months.
- 17:22There were 411 listings. Wynn had
- 17:25cross-referenced 93 of them against
- 17:27reported stolen package descriptions in
- 17:29a six-county area of Vermont. 82 had
- 17:32matched.
- 17:33"Cal," she said, "this is not just a
- 17:36Pine Cone Ridge problem. This is a
- 17:38regional fence operation. Bridget is the
- 17:40hands. Vance is the laundry. The
- 17:43marketplace is doing the rest. Once we
- 17:45have evidence on both of them, this
- 17:47becomes a federal conspiracy case."
- 17:50She showed me one listing in particular,
- 17:52a 1797 Constitution model listed at
- 17:55$1,200.
- 17:57Vance had named it Master Carved Wooden
- 18:00Frigate Estate Find.
- 18:02The thumbnail photograph showed the keel
- 18:04underside.
- 18:06The signature B. Wexler was clearly
- 18:08visible. I stared at the photograph for
- 18:10a long time. Wynn waited. "Wynn," I
- 18:13said, "I want to recover that ship. Cody
- 18:16is going to hold it on Christmas
- 18:18morning."
- 18:19"That's the plan, Cal." We spent 4 hours
- 18:22that afternoon designing the operation.
- 18:24Wynn would coordinate with USPIS
- 18:26Inspector Tarvis Kemp, with the Stowe
- 18:28Police Department, and with Wendell
- 18:30Treby at the post office. The bait box
- 18:33would be delivered by a USPIS credential
- 18:36driver, scanned at 2:00 p.m. on December
- 18:3818th, and left on my porch. The GPS
- 18:41tracker inside would be live monitored
- 18:44by Wynn's team out of a rented suite at
- 18:46the Stowe Mountain Lodge.
- 18:48But the part Wynn and I argued about was
- 18:50the climax.
- 18:51I told her about the Stowe Village
- 18:53Christmas Festival on December 20th.
- 18:55Bridget was the festival committee
- 18:56chair. She would be on stage at 7:00
- 18:59p.m. giving the tree lighting address.
- 19:01600 people would be in the village
- 19:03square.
- 19:04"I want her tagged in front of the whole
- 19:05town," I said.
- 19:07Wynn frowned. "Cal,
- 19:10the other 13 victim families want it,
- 19:12too. Wilbur Jakes asked me yesterday if
- 19:14there was a way to do this publicly.
- 19:17Cal, the federal preference is a quiet
- 19:19morning arrest at her residence. Winn,
- 19:21this isn't just a federal case. This is
- 19:243 years of small humiliations and
- 19:26missing letters and a child crying about
- 19:28a missing uncle. The community needs to
- 19:31watch her be done. Winn sat with her
- 19:33coffee for a while. Then she said, "If
- 19:36we do it at the festival, it has to be
- 19:38ironclad. Tagged glitter under black
- 19:40light will not hold up alone in court.
- 19:43We need the GoPro. We need the GPS chain
- 19:46of custody. We need the Vance arrest at
- 19:48the antique shop happening
- 19:49simultaneously.
- 19:51And we need the mayor's office briefed
- 19:52at least 4 hours in advance.
- 19:55I'll handle the mayor.
- 19:56I'll handle the rest."
- 19:58She finished her coffee. She zipped her
- 20:00parka. She walked back to her car
- 20:02through the snow.
- 20:04That night, I sat with Caroline at the
- 20:06kitchen table and walked her through the
- 20:08plan. She listened the whole way. Then
- 20:10she got up, went to the kitchen drawer,
- 20:13and pulled out a packet of small ribbon
- 20:14bows.
- 20:16"What are those for?" I asked.
- 20:18"I'm going to attach them to 14 black
- 20:21light flashlights tomorrow. The kind
- 20:23hardware stores sell for finding pet
- 20:25stains. I'll wrap them in Christmas
- 20:27paper and pass them out to the other
- 20:28victim families as a small holiday
- 20:31tradition. That way at the festival,
- 20:33when the moment comes, every one of us
- 20:35has a flashlight."
- 20:37I looked at her for a long time.
- 20:39"Caroline," I said, "have I told you
- 20:42lately how much I love you?"
- 20:44She smiled. "Tell me again on the 20th."
- 20:48The midpoint of the operation came on a
- 20:49quiet Sunday afternoon, 3 days before
- 20:52the bait was scheduled to drop. Winn
- 20:55called me at 1:00 with information she
- 20:57had pulled from a federal warehouse
- 20:58seizure record search. "Cal," she said,
- 21:01"sit down for this one." I sat at my
- 21:04kitchen table with the phone on speaker
- 21:06so Caroline could listen.
- 21:08The Vermont State Police executed a
- 21:10search warrant on a warehouse in St.
- 21:12Johnsbury 2 months ago for a separate
- 21:15trafficking case. The warehouse was
- 21:17leased through a holding company. The
- 21:19holding company name appears on the back
- 21:21of one of Vance Halvorson's old business
- 21:23cards we pulled from his eBay shipping
- 21:25records. The warehouse contained 147
- 21:29cardboard boxes.
- 21:31She paused.
- 21:32Cal, the boxes contain stolen packages
- 21:35from at least 11 Vermont counties. 3
- 21:38years of accumulated theft. Estimated
- 21:41retail value somewhere north of
- 21:43$200,000.
- 21:44There are children's gifts in there.
- 21:46There are veteran care packages. There
- 21:48are prescription deliveries. There is,
- 21:51and Cal, you need to hear me on this,
- 21:53there is a sealed FedEx mailer addressed
- 21:55to a Cody Tannahill from a Sergeant Bram
- 21:58Wexler dated December 10th.
- 22:01I closed my eyes.
- 22:03Caroline put her hand over her mouth.
- 22:05The State Police didn't know what they
- 22:07had, Wynn continued. They were looking
- 22:09for synthetic narcotics. The warehouse
- 22:12manager had a deal with the State's
- 22:13Attorney that he didn't know what was in
- 22:15the boxes, that he was just leasing
- 22:17storage. He's now cooperating. He's
- 22:20identified Vance as the man who paid him
- 22:22in cash every 6 weeks.
- 22:24I asked slowly, "Are you telling me
- 22:27Bram's ship for this year is in that
- 22:28warehouse?"
- 22:30"Cal," Wynn said, "I'm telling you
- 22:32Bram's ship for this year is in federal
- 22:34evidence custody, and every ship Bram
- 22:36has mailed home for 3 years is probably
- 22:38sitting in that warehouse with it." I
- 22:40sat with that for a minute.
- 22:42Wynn went on.
- 22:44"The bigger picture is this. Brigit and
- 22:46Vance Halvorson are not amateurs. They
- 22:48have been running an organized fence
- 22:50operation for at least 4 years. They are
- 22:53part of a network the US Attorney's
- 22:55Office in Burlington has been quietly
- 22:57trying to identify since 2022. The Pine
- 23:00Cone Ridge thefts are one node of a much
- 23:02larger system. By cooperating with my
- 23:04operation on the 18th, you are not just
- 23:07clearing your son's packages.
- 23:09You are helping us close a federal RICO
- 23:11adjacent investigation that has been
- 23:14stuck for 2 years.
- 23:16I asked her what changed in the plan.
- 23:18"Nothing changes for you," she said. "We
- 23:20do the bait drop. We do the festival. We
- 23:23arrest as planned. But, Cal, every
- 23:25package Brigitte has stolen, all of that
- 23:28material is recoverable. We are going to
- 23:30walk those packages back to their
- 23:32families before Christmas Eve."
- 23:34I sat for a long time.
- 23:37Then I said, "When? I need to call my
- 23:39son."
- 23:40She told me to call him.
- 23:42I dialed Bram's deployment number from
- 23:44the kitchen. It was 4:00 in the morning
- 23:47in Okinawa. He answered on the third
- 23:49ring, sleep in his voice.
- 23:51"Dad, what's wrong?"
- 23:54"Nothing's wrong, son. I need to tell
- 23:55you something, and you need to hear it
- 23:57before you read it in the news next
- 23:59week."
- 24:00I told him the whole thing, the 3 years,
- 24:03the HOA president, the Wi-Fi jammer, the
- 24:06warehouse in St. Johnsbury, 43 carved
- 24:09ships sitting on plywood shelves under
- 24:11fluorescent light in a federal evidence
- 24:13locker, Vance's eBay listings with our
- 24:16family signature on the keels, the fact
- 24:18that every ship he had carved was about
- 24:20to be returned to its rightful family.
- 24:23Bram was quiet for almost a minute. I
- 24:25could hear him breathing. I could hear
- 24:27the wind moving across whatever rooftop
- 24:29his barracks
- 24:31Then he said, "Dad, did Cody know?"
- 24:34I told him no. Cody had been told every
- 24:37year that the ship was lost in the mail.
- 24:40Bram was quiet again.
- 24:41Then he said, "Dad, get her, and tell
- 24:44Cody his grandfather is the most patient
- 24:46man I know."
- 24:48I told him I would.
- 24:50I hung up and sat at the kitchen table
- 24:52with the phone in my hand for a long
- 24:54time. Caroline came in and sat next to
- 24:56me. She put her head on my shoulder.
- 24:59"What did he say?" she asked. I told
- 25:02her.
- 25:02She cried quietly for a few minutes.
- 25:05Then she got up, washed her face, and
- 25:07started making dinner.
- 25:09The five days between Wynn's warehouse
- 25:11call and the bait drop were the most
- 25:13prepared five days of my life.
- 25:16Caroline ran the community side. By
- 25:18Tuesday afternoon, she had distributed
- 25:2014 Christmas-wrapped UV blacklight
- 25:22flashlights to 14 victim households. She
- 25:25framed it as a porch theft awareness
- 25:27gift and asked each family to bring the
- 25:30flashlight to the village festival on
- 25:31the 20th as part of a small surprise
- 25:34community demonstration. Wilbur Jakes
- 25:36laughed when he opened his. He kissed
- 25:39Caroline on the cheek and said, "I
- 25:41haven't been part of an undercover
- 25:42operation since Vietnam."
- 25:45Let's go.
- 25:47Wynn ran the federal side. USPIS
- 25:50Inspector Tarvis Kemp drove up from the
- 25:52Boston office on Wednesday and met with
- 25:55the Stowe police chief, a no-nonsense
- 25:57woman named Annika Lumis. They walked
- 26:00the village square together. They mapped
- 26:01sightlines. They identified entry and
- 26:04exit points. They placed plainclothes
- 26:06officers on the festival committee under
- 26:08the cover of extra holiday volunteers.
- 26:11Annika briefed Mayor Wendell Alcott
- 26:13personally on Thursday morning. The
- 26:16mayor was a retired school principal.
- 26:18He listened for 45 minutes, asked three
- 26:21sharp questions, and then said, "Chief,
- 26:23I want her tagged on stage. The town
- 26:26deserves to see it." The state police
- 26:28side was handled by a captain named
- 26:30Glenmore Halsey, who had been quietly
- 26:32working the Vance Halvorson side of the
- 26:34file for two years without realizing the
- 26:37Pine Cone Ridge connection. Halsey would
- 26:39lead the simultaneous Vance arrest at
- 26:41the antique barn at exactly 7:15 p.m. on
- 26:44the 20th, 10 minutes after the bait box
- 26:47was opened at the festival.
- 26:49I ran the bait box.
- 26:51On Wednesday evening, Caroline and I
- 26:53drove to the FedEx office in Burlington
- 26:55and packed the final assembly. The 360
- 26:58GoPro was synced to a cellular uplink.
- 27:01The GPS tracker was running a 30-second
- 27:03ping interval. The glitter trigger was
- 27:05set to activate within 2 seconds of the
- 27:07lid coming off.
- 27:09I sealed the box at 11:00 p.m. I labeled
- 27:12it. I attached the printed gift card.
- 27:15Caroline watched me from the kitchen
- 27:17counter with her arms crossed and a
- 27:19small smile on her face.
- 27:21"What does the card say?" she asked.
- 27:24I turned the box around. The card read,
- 27:27"For Cody, from Uncle Bram, with love."
- 27:30Caroline's eyes filled. She nodded once.
- 27:34"He's going to feel it from Okinawa,"
- 27:35she said.
- 27:37I told her I hope so.
- 27:39Thursday morning I drove the box to the
- 27:41Stowe Post Office. Wendell Trebyou
- 27:43logged it into the system as a normal
- 27:45incoming package. He gave me a wink and
- 27:48processed it through the morning sorting
- 27:50line.
- 27:51That evening I sat in the workshop with
- 27:52Wilbur Jakes and four other victim
- 27:55neighbors and walked through the
- 27:56festival plan. Each family was assigned
- 27:59a specific position in the village
- 28:01square. Each family knew when to
- 28:03activate their flashlight. We rehearsed
- 28:05the timing twice.
- 28:07By Friday morning I had not slept more
- 28:09than 3 hours a night in a week. Caroline
- 28:11made me eggs. She poured me coffee.
- 28:14"Cal," she said, sitting down across
- 28:16from me, "I want you to think about
- 28:18something. After this is over, what do
- 28:20you want to come out of it for the
- 28:22community? Not for you, for the town."
- 28:25I thought for a minute.
- 28:28"I want a community package program," I
- 28:30said. "Senior neighbors holding packages
- 28:32for working neighbors. A real porch
- 28:34watch system. And I want to put the
- 28:36donation portion of the federal
- 28:38restitution into the Stowe Veterans
- 28:40Home."
- 28:41Caroline nodded. "Then that's what we're
- 28:43going to ask for at sentencing."
- 28:45The bait box arrived on my porch at
- 28:47exactly 1:58 p.m. on Friday, December
- 28:5018th.
- 28:52I was sitting in Wilbur Jakes' living
- 28:54room three doors down with a thermos of
- 28:56coffee, two laptops, a portable Wi-Fi
- 28:59spectrum monitor, and WinPcap on a
- 29:01federal phone line. Wilbur's wife,
- 29:04Constance, was knitting in the recliner.
- 29:06From his front window, we had a perfect
- 29:08oblique view of my porch.
- 29:11The USPS credential delivery driver, a
- 29:13Stow police officer named Jamal Burnett,
- 29:16wearing a borrowed UPS uniform, set the
- 29:19box on the porch, scanned it, and walked
- 29:21back to his truck without rushing.
- 29:24The Wi-Fi spectrum monitor lit up at
- 29:262:03 p.m. Same broadcast pattern as
- 29:29every previous theft. Same source
- 29:31location across the cul-de-sac.
- 29:33At 2:06 p.m., a pearl Cadillac Escalade
- 29:36rolled slowly past my driveway. The
- 29:38driver's side window was tinted. The
- 29:40Escalade kept going to the end of the
- 29:42cul-de-sac, turned around, and came back
- 29:45at 2:08 p.m. It pulled into my driveway.
- 29:48The engine kept running.
- 29:50Birgitte Halverson stepped out wearing a
- 29:52cream-colored down parka, gray slacks,
- 29:55and tan boots. She walked up my porch
- 29:58steps with her hands in her pockets. She
- 30:00glanced left. She glanced right. She
- 30:02picked up the bait box and turned it
- 30:04over in her hands once, reading the
- 30:06shipping label. She paused for half a
- 30:08second when she saw the from line,
- 30:10Coastal Carving Company, Newport, Rhode
- 30:13Island. Her face did something I could
- 30:15not quite read through the binoculars.
- 30:17Calculation, maybe. Greed, maybe.
- 30:20The pleasure of a person who has
- 30:21decided, for the 400th time, that the
- 30:24rules do not apply to her.
- 30:27She walked back to the Escalade. She set
- 30:29the box on the passenger seat. She drove
- 30:31away.
- 30:33The whole transaction took 53 seconds.
- 30:36The GPS tracker pinged her route in real
- 30:39time, down on cul-de-sac, through the
- 30:41Pine ridge gate, down Maple Lane, across
- 30:44Route 100, up the long gravel drive to
- 30:47the Halverson barn.
- 30:49At 2:21 p.m., the GPS pinged stationary
- 30:52inside the barn.
- 30:54At 2:23 p.m., the GoPro internal motion
- 30:57sensor triggered.
- 30:59At 2:24 p.m., the lid trigger fired.
- 31:02Winn was on the phone with me when it
- 31:04happened. The cellular uplink streamed
- 31:06the audio first, a woman's voice
- 31:08yelling, then a high-pitched scream,
- 31:11then a man's voice swearing, followed by
- 31:1390 seconds of confused movement and what
- 31:16sounded like running water.
- 31:18Winn was laughing. She was actually
- 31:20laughing. I had not heard her laugh in
- 31:2215 years.
- 31:24"Cal," she said, "tell me you're getting
- 31:26this."
- 31:28I was. The GoPro footage showed Brigitte
- 31:30and Vance covered from the chest up in
- 31:33luminescent purple glitter that was not
- 31:35coming off. The fluorescent ink had dyed
- 31:37both of their hands a faint amber color,
- 31:39invisible in normal light. They were
- 31:41trying to wash it off in a utility sink.
- 31:44They were not succeeding.
- 31:46They eventually carried the box outside,
- 31:48tossed it in the snow behind the barn,
- 31:50and went back inside.
- 31:52The GoPro kept recording from the
- 31:53snowbank. The GPS kept pinging.
- 31:57At 2:47 p.m., Brigitte came back out and
- 32:00tried to bury the box under loose snow.
- 32:03She gave up after about a minute. She
- 32:05walked back to the Escalade and drove
- 32:07home.
- 32:08Winn and I watched the entire sequence
- 32:10on her federal laptop.
- 32:12"Cal," she said, "we have her on 12
- 32:14different counts before she even got
- 32:16back in the car."
- 32:17Wilbur Jakes set down his coffee mug.
- 32:20"Cal," he said, "I think this calls for
- 32:22a fresh pot."
- 32:24Constance laughed without looking up
- 32:26from her knitting.
- 32:27I called Caroline. I told her the bait
- 32:30had been taken and the trigger had fired
- 32:32clean. I told her every piece of
- 32:34evidence was in federal custody. I told
- 32:36her Brigitte was glowing purple in her
- 32:38own bathroom mirror at this exact moment
- 32:41and would not be able to wash it off in
- 32:42time for the festival.
- 32:44Caroline was quiet for a beat.
- 32:47Then she said, "Then we have 48 hours.
- 32:50Let's make her Christmas one to
- 32:51remember."
- 32:52Saturday and Sunday felt like the
- 32:54slowest 48 hours of my life.
- 32:57Brigette made three public appearances
- 32:59that weekend. The first was at the Stow
- 33:01Village Tree Lighting Committee's final
- 33:03dress rehearsal on Saturday afternoon.
- 33:05She showed up wearing a high-collared
- 33:07turtleneck and a pair of cream-colored
- 33:09gloves. Annika Loomis was in the
- 33:11audience as a festival security
- 33:13volunteer. Annika texted me at 3:15 p.m.
- 33:16with one word,
- 33:18"Glove."
- 33:19She had been studying Brigette's hands
- 33:21all morning. Brigette had been wearing
- 33:23the gloves indoors. Brigette had been
- 33:24wearing them through coffee. Brigette
- 33:26had been wearing them through a
- 33:27microphone check that should have
- 33:29required bare fingers.
- 33:31The fluorescent ink was clearly still on
- 33:33her hands.
- 33:34Brigette's second appearance was at the
- 33:36Saturday afternoon community Christmas
- 33:38market. She wore a long scarf, the same
- 33:41gloves, and a different coat. She walked
- 33:43through three booths, said hello to four
- 33:45neighbors, and left after 18 minutes.
- 33:48She did not stop at any of the food
- 33:50vendors.
- 33:51Her third appearance was at the Sunday
- 33:53morning HOA emergency meeting that she
- 33:56had called herself.
- 33:57I went to that meeting. So did Caroline.
- 34:00So did Wilbur Jakes. So did six other
- 34:03neighbors from our victim network. We
- 34:05sat in the back row of the clubhouse in
- 34:06a quiet line.
- 34:08Brigette called the meeting to order at
- 34:1010:00 a.m. She announced that, due to
- 34:12recent ongoing security concerns, she
- 34:15was proposing that the HOA assume formal
- 34:17control of all package delivery within
- 34:19the development. She suggested all
- 34:21packages be redirected to a central
- 34:24holding facility she would personally
- 34:26manage out of the clubhouse for
- 34:28safekeeping and tracking purposes.
- 34:31She kept her gloves on the entire
- 34:32meeting.
- 34:33I raised my hand.
- 34:35"Brigitte," I said, "are you proposing
- 34:37the HOA take possession of every package
- 34:40delivered to every Pine Cone Ridge
- 34:42home?"
- 34:43"Yes, Cal, for security purposes."
- 34:46"On the day after a string of porch
- 34:48thefts in our development?"
- 34:49"Yes, Cal."
- 34:51"And you would be the sole person with
- 34:53access to that holding facility?"
- 34:55"As HOA president, yes."
- 34:58I let that sit in the air for a moment.
- 35:00"Brigitte," I said, "I think we should
- 35:02table this proposal until after the
- 35:04holiday season."
- 35:06Wilbur Jaykes raised his hand.
- 35:08"Brigitte," he said, "I move we postpone
- 35:11the vote until January."
- 35:13Caroline raised her hand. "Second."
- 35:16Six other neighbors raised their hands.
- 35:19The vote to postpone passed 9 to 2.
- 35:22Brigitte adjourned the meeting at 10:45.
- 35:25She walked out without making eye
- 35:26contact with me.
- 35:28That night, Caroline and I sat by the
- 35:30wood stove with a glass of bourbon each.
- 35:32The snow outside was falling in the
- 35:34slow, patient way it falls when the
- 35:37storm doesn't have anywhere else to be.
- 35:39Caroline said, "Cal, are you nervous?"
- 35:42I told her I was not. I told her I had
- 35:45worked 28 years for moments like this
- 35:47one.
- 35:48She put her hand over mine.
- 35:50"Cal," she said, "Bram is going to be so
- 35:52proud of you."
- 35:54The Stowe Village Christmas Festival
- 35:55opened at 5:00 p.m. on Monday, December
- 35:5820th.
- 36:00The village square was packed. 600
- 36:02people, locals, weekend tourists,
- 36:05families with kids on shoulders, a high
- 36:07school choir on risers, a local radio
- 36:09host broadcasting from a folding table
- 36:11near the band shell. The smell of
- 36:13roasted chestnuts and mulled cider
- 36:15drifted across the snow. A 40-ft blue
- 36:18spruce dominated the center of the
- 36:19square, dark and waiting for the 7:00
- 36:22lighting.
- 36:23Brigitte Halvorson arrived at 6:15 p.m.
- 36:26She wore a long charcoal coat, a red
- 36:28cashmere scarf, leather gloves, and a
- 36:31black knit hat pulled low over her
- 36:33forehead. She greeted three festival
- 36:35volunteers and walked to the band shell
- 36:37to review her notes.
- 36:39Vance Halverson had stayed home with
- 36:41what he had told a neighbor was a sudden
- 36:43cold. Captain Glennmore Halsey was
- 36:45already in position at the end of the
- 36:47Halverson driveway with three unmarked
- 36:49vehicles and a forensics team.
- 36:52Caroline and I arrived at 6:30 with Cody
- 36:54between us wearing a red scarf his
- 36:57grandmother had knitted. Iris and Pete
- 36:59had driven up from Burlington.
- 37:01Bram had video called us at 6:00 a.m.
- 37:03from Okinawa and told us to go take care
- 37:05of it.
- 37:06Wilbur Jakes had distributed the 14 UV
- 37:09black light flashlights. Each family was
- 37:12in position.
- 37:13At 6:55 p.m., Mayor Wendell Olcott took
- 37:17the band shell stage. He welcomed the
- 37:19crowd and introduced Brigitte for the
- 37:217:00 tree lighting.
- 37:23Brigitte stepped to the microphone. She
- 37:25thanked the committee and every single
- 37:27one of you who makes Stowe the most
- 37:28beautiful Christmas town in New England.
- 37:31At 7:00 p.m. exactly, she pressed the
- 37:34lighting switch.
- 37:35The blue spruce burst into 40-ft color.
- 37:38The crowd cheered. The high school choir
- 37:40started O Holy Night.
- 37:42At 7:03 p.m., Mayor Olcott returned to
- 37:45the microphone.
- 37:47"Folks," he said, "before we move on to
- 37:49the carols, the festival committee has
- 37:51one more announcement. I'd like to
- 37:53invite special agent Olwen Pendry of the
- 37:56United States Postal Inspection Service
- 37:58to the stage."
- 37:59Olwen walked up the steps in a navy
- 38:01parka with her federal credentials
- 38:03hanging from a lanyard. Police Chief
- 38:05Annika Lumis followed. Two USPIS
- 38:08inspectors and three Stowe police
- 38:10officers fanned out at the foot of the
- 38:12stage.
- 38:13Brigitte's smile flickered.
- 38:15Olwen took the microphone.
- 38:17"Good evening, Stowe," she said.
- 38:19"Tonight we are concluding a federal
- 38:21investigation into a 3-year mail theft
- 38:24conspiracy operating out of an HOA in
- 38:26this very community.
- 38:28The crowd went still.
- 38:30Winn continued. She named the warehouse
- 38:33in St. Johnsbury. She named the $200,000
- 38:36in stolen merchandise. She named the 11
- 38:38Vermont counties affected. She gestured
- 38:41to Caroline.
- 38:43"At this time," Winn said, "I would like
- 38:45to ask any community member who has been
- 38:47a victim of porch package theft in the
- 38:49past 3 years to raise the small
- 38:51flashlight you received from Mrs.
- 38:53Caroline Wexler over the past 2 weeks."
- 38:5614 UV blacklight flashlights rose in the
- 38:59crowd. Wilbur Jakes lifted his from the
- 39:02front row beside his wife Constance. The
- 39:04retired school teacher couple, two doors
- 39:06down from us, raised theirs from the
- 39:08midsection. The young family who had
- 39:10been fined $800 over their twin
- 39:13daughters' birthday lights, raised three
- 39:15flashlights, one held by their
- 39:177-year-old.
- 39:18A widow named Heddy Marsh, who had lost
- 39:20her late husband's last carved birdhouse
- 39:22to one of the thefts, raised hers from
- 39:25the back row with both hands.
- 39:27"Now," Winn said, "please point your
- 39:29flashlights at the bandstand stage."
- 39:3214 beams converged on Bridget Halverson.
- 39:35Her cream-colored gloves and her red
- 39:37cashmere scarf and her charcoal coat and
- 39:40her face all burst into ultraviolet
- 39:42purple. Luminescent, glowing,
- 39:44unmistakable. The fluorescent ink on her
- 39:47hands lit up amber. The fine glitter
- 39:50that had been covering her arms and
- 39:51chest for 2 days lit up in shimmering
- 39:54constellations across her body. The
- 39:56purple traveled up her neck, across her
- 39:58jawline, into her hairline. Her scarf
- 40:01was a glowing crimson where the fibers
- 40:03had absorbed the trigger spray.
- 40:05Her gloves were a deep electric violet
- 40:08from fingertip to wrist. There was no
- 40:10missing it. The crowd inhaled as one.
- 40:13Bridget raised her gloved hand to her
- 40:15face. The hand was glowing.
- 40:18Win turned to her.
- 40:20"Mrs. Bridget Halverson," she said, "you
- 40:22are under arrest for federal mail theft,
- 40:25federal possession of stolen mail,
- 40:27federal conspiracy, and Vermont state
- 40:29theft of property. Captain Glennmore
- 40:31Halsey is at this moment placing your
- 40:33husband, Vance Halverson, under arrest
- 40:36at your residence. The Vermont State
- 40:38Police have recovered approximately 147
- 40:41boxes of stolen packages from a
- 40:43warehouse you have been using for 4
- 40:45years.
- 40:46We will be returning every recoverable
- 40:48package to its rightful owner before
- 40:50Christmas Eve."
- 40:52Annika Loomis stepped forward with
- 40:53handcuffs.
- 40:55The cuffs clicked. The crowd did not
- 40:57cheer. The crowd did not boo. The crowd
- 41:00just watched.
- 41:02Win turned to me. "Cal, did you want to
- 41:04add anything?"
- 41:05I walked up the steps. I tapped the
- 41:07microphone twice.
- 41:09"My name is Calhoun Wexler," I said. "I
- 41:12spent 28 years catching mail thieves for
- 41:14the United States Postal Inspection
- 41:16Service. Most of them I caught quietly.
- 41:19This one I caught for my grandson, who
- 41:21has been waiting 3 years to receive a
- 41:23hand-carved ship from his Uncle Bram, a
- 41:26Marine deployed in Okinawa.
- 41:28Tonight, that ship is coming home. So
- 41:31are 43 other carved ships to 43 other
- 41:34families."
- 41:35I looked at Brigitte. She did not look
- 41:37at me.
- 41:38I looked at Cody. "Buddy, want to come
- 41:41up here?"
- 41:42Cody walked up the steps with Caroline.
- 41:44Win handed him a small wrapped box.
- 41:47He opened it carefully.
- 41:49Inside was the Constitution model,
- 41:51Bram's signature still legible
- 41:53underneath the keel.
- 41:55The crowd cheered for 2 full minutes.
- 41:58I led Cody and Caroline back to our
- 42:00seats.
- 42:01The federal case moved fast. Brigitte
- 42:03and Vance Halverson were indicted on a
- 42:0514-count federal indictment within 9
- 42:08days. Mail theft, possession of stolen
- 42:11mail, receipt of stolen mail,
- 42:13conspiracy, wire fraud through eBay
- 42:16listings, Vermont state theft, tampering
- 42:19with federal evidence. The warehouse
- 42:21manager's cooperation pushed the
- 42:23conspiracy charges into the higher tier.
- 42:26Plea negotiations took 6 weeks. Brigette
- 42:28was sentenced to 18 months of federal
- 42:30supervised release, 2,000 hours of
- 42:33court-ordered community service, and
- 42:35$314,000
- 42:38in restitution. Vance served 14 months
- 42:40at the federal facility in Devens,
- 42:42Massachusetts. They sold the Pinecone
- 42:44Ridge house to a young veterinarian and
- 42:46her husband at a substantial loss and
- 42:49moved to a rented apartment in Rutland.
- 42:52The Pinecone Ridge HOA held a special
- 42:54election on January 8th. Brigette was
- 42:57removed from the presidency by a vote of
- 42:5942 to 3. The new president was Wilbur
- 43:02Jakes's wife, Constance, who had quietly
- 43:04been waiting for someone to ask her for
- 43:069 years.
- 43:08Every package recovered from the St.
- 43:09Johnsbury warehouse was returned to its
- 43:12rightful owner before Christmas Eve. 43
- 43:15Wexler family ships came home to 43
- 43:17families. Cody's Constitution joined
- 43:20Bram's earlier carved frigate, schooner,
- 43:22cutter, and Liberty ship, a fleet of
- 43:25five he displayed on a custom shelf in
- 43:27his bedroom that his father Pete built
- 43:29over a single weekend. Bram came home on
- 43:31emergency leave on December 28th. He
- 43:34stayed for 10 days.
- 43:36Cody slept in his uncle's bed every
- 43:38night of that visit.
- 43:39The Stowe Village Christmas Festival
- 43:41became, briefly, a national news story.
- 43:44The footage of 14 UV flashlights
- 43:46converging on a glowing HOA president
- 43:49went viral on three cable channels. The
- 43:52phrase "glitter bomb Christmas" appeared
- 43:54on a late-night talk show monologue.
- 43:56Caroline declined a Today show
- 43:58interview. So did I. So did Cody, who
- 44:01told his mother, "Mom, I just want to
- 44:03play with my ship." In February,
- 44:06Caroline and I formalized two community
- 44:08projects.
- 44:10The first was Pine Cone Ridge Watch, a
- 44:12senior-led community package program
- 44:15where retired neighbors hold packages
- 44:17for working families until they get
- 44:18home. We had 31 volunteers in the first
- 44:21week. By April, we had been asked to
- 44:24consult with HOA boards in three
- 44:26neighboring Vermont towns. By June, the
- 44:29program had been adopted by a senior
- 44:30center in Burlington and a small church
- 44:33in Montpelier. By the time the snow came
- 44:35back the next year,
- 44:37more than 200 Vermont households were
- 44:40using some version of the protocol
- 44:42Caroline and I had sketched on a yellow
- 44:44legal pad in our kitchen one Friday
- 44:46morning over coffee.
- 44:48The second was the Bram Wexler Veterans
- 44:50Workshop Fund, a small grant program at
- 44:52the Stowe Veterans Home for veterans
- 44:55pursuing woodworking, carving, and other
- 44:57handcraft skills. The first grant funded
- 45:00a full-time carving instructor for a
- 45:026-month residency. Bram, when he heard
- 45:05about it, called me from Okinawa and
- 45:07cried. The second grant funded a small
- 45:09workshop space in the basement of the
- 45:11Veterans Home with proper ventilation,
- 45:13three workbenches, and a complete set of
- 45:15carving tools.
- 45:17The third grant paid for 40 lb of
- 45:19basswood and a starter library that
- 45:22included three copies of my father's old
- 45:24Mystic Seaport ship modeling guide. Bram
- 45:27tracked down a publisher willing to
- 45:28reprint the original. The new copies
- 45:30have my father's name on the dedication
- 45:32page.
- 45:34In March, I started writing a small zine
- 45:36for senior citizens about how to protect
- 45:38their porch packages. 24 pages, cost me
- 45:41$400 to print 3,000 copies. The Vermont
- 45:44AARP chapter mailed them out to every
- 45:47member household over 65.
- 45:50Bram came home for 2 weeks of leave that
- 45:52summer. The first thing he did was sit
- 45:54at our kitchen table with Cody and walk
- 45:56him through every ship in his bedroom
- 45:58shelf, the Constitution, the Coast Guard
- 46:01Cutter, the Norfolk pinky schooner, the
- 46:04Liberty ship, the small carved heron. He
- 46:07explained what each rigging line was
- 46:08called. He explained why the
- 46:10Constitution had three masts and the
- 46:13schooner had two. He showed Cody how to
- 46:15hold the small chisel my grandfather had
- 46:17carried home from Korea.
- 46:19Cody held it the way another 7-year-old
- 46:21might hold a bird's egg.
- 46:23Carolyn made fresh sourdough that
- 46:25afternoon. The kitchen smelled of warm
- 46:27bread and the cedar shavings Bram
- 46:29brought in on his cuffs. Iris and Pete
- 46:31drove up for the weekend. We sat around
- 46:33the kitchen table, six of us, three
- 46:36generations, two carved birds on the
- 46:38window sill, a 1797 Constitution model
- 46:41on the placemat in front of Cody, and
- 46:43ate dinner together for the first time
- 46:45in 3 years that did not have a missing
- 46:47piece in it.
- 46:49Some evenings now I sit on the porch
- 46:50with Carolyn after the snow has melted
- 46:53and the light is turning gold across the
- 46:55ridge. We watch the cul-de-sac. There
- 46:57are no Wi-Fi jammers running anymore.
- 47:00There are no cameras going dark. There
- 47:02are 46 Christmas packages riding on a
- 47:04delivery truck somewhere addressed to
- 47:06100 different homes that will receive
- 47:08them on time this year and every year.
- 47:12Cody comes up most weekends. He brings
- 47:14the Constitution. He plays with it on
- 47:16the floor of my workshop. He has started
- 47:19carving small wooden objects of his own,
- 47:21a duck, a snowman, a tiny ship. He
- 47:24carves under the keel of each one, from
- 47:27Cody with love.
- 47:29That's what I keep coming back to. The
- 47:31patient hands win. The loud ones think
- 47:33they can take what those hands have
- 47:35made. They cannot. Not in the long run.
- 47:38Not when the people who love quiet work
- 47:40are paying attention.
- 47:42>> There's something about Kyle Slatter's
- 47:43story that is different. It isn't this
- 47:46thing. It isn't the glitter. It isn't
- 47:49even Cody holding that ship in front of
- 47:51the whole town. It's the patience. Three
- 47:54years of disappearing packages, three
- 47:56years of a marine sending carvings ships
- 47:58nobody got to see.
- 48:00Three years of an HOA president running
- 48:02a federal mail theft ring while everyone
- 48:05assumed she was just officious and rude.
- 48:08Cal could have lost his temper at any
- 48:10point. He didn't. He ran the case the
- 48:13way he had run cases for 28 years,
- 48:16quietly, methodically,
- 48:18with one carefully labeled box, 14 UV
- 48:21flashlights, and a wife who saw the
- 48:24whole plan and bought the ribbon for it.
- 48:27That's a real lesson. Loud people grab
- 48:29things off porches. Quiet people
- 48:31document. And when the documentation
- 48:33finally meets the spotlight, the loud
- 48:36ones don't get to be loud anymore.
- 48:39The Pine Cone porch watch program now
- 48:41serves three remote towns. 43 Christmas
- 48:44packages came home that year.
- 48:47If you ever lost a porch package, drop a
- 48:49story in the comments. Hit subscribe.
- 48:52Next week, the HOA that fined a Marine
- 48:55veteran for flying his Bronze Star
- 48:57ribbon at half-staff. He didn't argue.
- 49:00He showed up at the next board meeting
- 49:02with 60 other Marines.
