- 0:06the strategic intelligence ends and the
- 0:09tactical intelligence actually began
- 0:12iraq was an overwhelming systemic
- 0:15failure of the central intelligence
- 0:17agency until this is taken on board and
- 0:20people and organizations are held
- 0:22responsible for this failure i have real
- 0:25difficulty seeing how a national
- 0:27intelligence director can correct these
- 0:29failings indeed i would argue that
- 0:32unless the newly appointed director of
- 0:36central intelligence takes on as his
- 0:38first responsibility correcting the
- 0:40obvious failures that you have so
- 0:43thoroughly documented
- 0:45that the national intelligence director
- 0:47has no hope of success past 57 years
- 0:50despite the great efforts of this
- 0:51committee and more than 40 different
- 0:53studies of the intelligence community
- 0:55recommending reform
- 0:56no president and no congress has
- 0:59succeeded in overhauling our
- 1:00intelligence system
- 1:02history's lesson is to make the most of
- 1:04reform opportunities when they arise
- 1:07because they do not arise often and they
- 1:09do not last long
- 1:11we have one of those rare windows of
- 1:13opportunity now
- 1:15and if the past is any guide there will
- 1:17not be another chance for a generation
- 1:20these realities mean
- 1:22that reforms should be sweeping because
- 1:24they will be lasting into these very
- 1:26difficult issues
- 1:28so today we welcome
- 1:30dr amy ziegart dr david k
- 1:33and general charles boyd
- 1:36all have extensive background in
- 1:38national security and intelligence
- 1:40issues
- 1:41all bring different failure of the cia
- 1:44in iraq was so persuasive and indicative
- 1:48of large-scale failures and analytical
- 1:51and collection tradecraft that it is a
- 1:53full-time job repairing that agency and
- 1:56it must be a priority it is the crown
- 1:58analytical jewel of our system so i
- 2:01actually think that right now for better
- 2:04or worse as agnostic as i am that in
- 2:06fact we need to create an nid
- 2:10senator hagel
- 2:12mr chairman thank you i
- 2:14wish to also thank our three witnesses
- 2:18we are in a window of opportunity that
- 2:21should not be squandered
- 2:23rarely does the president and the entire
- 2:25congress focus on a single issue with
- 2:27such intensity
- 2:29if the elected officials
- 2:32of the executive and legislative
- 2:33branches of government
- 2:35are once again
- 2:37unable to change the
- 2:39the bureaucracies that they manage and
- 2:41oversee respectively we have done a
- 2:44grave disservice to the people who
- 2:46bestowed this high honor
- 2:48this high honor upon us institutional
- 2:51structures
- 2:52biases and cultures
- 2:55we often refer to those as stovepipes
- 2:58these divisions
