- 0:52call the meeting order and get started.
- 0:54Miss Murdoch, if you would the role,
- 0:55please.
- 0:56>> Mr. Susa
- 0:57>> here.
- 0:57>> Mr. Cordre,
- 0:58>> here.
- 0:58>> Mr. Rosie,
- 0:59>> here. And if everyone stand for the
- 1:01pledge, please.
- 1:05I aliance to the flag of the United
- 1:08States of America and to the republic
- 1:11for which it stands. One nation under
- 1:14God, indivisible, with liberty and
- 1:17justice for all.
- 1:24>> All right. I'll make a motion to approve
- 1:26of the clerk's journal and accept the
- 1:27audio video recording as the official
- 1:29minutes of the October 21st Board of
- 1:32Trustees regular meeting.
- 1:33>> Second,
- 1:34>> Mr. Mr. Susa,
- 1:34>> yes.
- 1:35>> Mr. Cordre,
- 1:36>> yes.
- 1:36>> Mr. Rosie,
- 1:37>> yes.
- 1:39>> The bills, Heather, where's the bills?
- 1:41>> It's a great question.
- 1:57>> Slight delay, folks. Thanks for coming.
- 2:10All right. Now, I'll make a motion to
- 2:12approve the bills as presented to the
- 2:13board.
- 2:14>> Second.
- 2:15>> Mr. Susa.
- 2:16>> Yes.
- 2:16>> Mr. Cordre.
- 2:17>> Yes.
- 2:18>> Mr. Rosie?
- 2:18>> Yes.
- 2:40All
- 2:52right, with that, uh, we're to our first
- 2:54public comment section. I will add just
- 2:56a caveat, a lot of new folks here
- 2:58tonight. If you're, uh, more than
- 3:00welcome to make comment on anything on
- 3:01the agenda or off the agenda. We will
- 3:03allow Chief Short to take some questions
- 3:05probably from the audience when he gets
- 3:07his presentation later. So, if you have
- 3:08something specific to that, uh, you can
- 3:11make it in the comments now or we will
- 3:12give you an opportunity later when that
- 3:14time comes. We'll open the floor to the
- 3:15first public comment section at 6:03
- 3:18p.m.
- 3:27All right. No one approaching.
- 3:29>> Got one.
- 3:29>> What you got?
- 3:30>> This is my first meeting.
- 3:32>> Yeah, you're right. Yeah. Come up to the
- 3:34podium and state your name and address
- 3:35if you would for the public record of
- 3:36the meeting. Uh, Rob Dubel. Robert
- 3:38Dubel. Um, an address. Do we say
- 3:41address?
- 3:41>> Yes.
- 3:42>> 66 West Hatswank Road.
- 3:44>> Okay.
- 3:45>> Okay. So, we moved here 17 years ago.
- 3:49Um, from from the city basically with
- 3:53our small children at the time thinking
- 3:55like this is going to be an awesome
- 3:57place for them to grow up. It has been a
- 3:59great place to grow up. Now, I'm very
- 4:02concerned at this point with uh what
- 4:04we're learning about the fraud from
- 4:06these trucking companies,
- 4:09uh the Usuzbck trucking companies about
- 4:13um the funds that are they're using to
- 4:16build the the mosque right now. I'm just
- 4:19wondering like how did this get approved
- 4:22in the first place? you know, we're out
- 4:25in the it's basically farms out there
- 4:27and uh nice community. And uh so at this
- 4:31point, like I'm I'm thinking to myself,
- 4:33if we had to make the decision today
- 4:35versus 17 years ago, I'm thinking I
- 4:38don't I don't think this is the best
- 4:40place. Maybe it still can be, but are we
- 4:42doing anything about the situation where
- 4:46these funds are coming in, fraudulent
- 4:48funds, and they're being funneled into
- 4:50the mosque for this build?
- 4:52>> Sure. Yeah, I can address a couple of
- 4:54those items. So, um, we have stated, I
- 4:57think previously in some meetings, Darl,
- 4:59recently in some social media posts,
- 5:01there are, um,
- 5:04basically what we can say is there are
- 5:06investigations occurring that involve
- 5:09federal authorities because most of what
- 5:10is being looked at are federal criminal
- 5:13offenses. Uh, they are partnering with
- 5:14our law enforcement agency and some
- 5:16others. Um,
- 5:19and we obviously can't provide, you
- 5:20know, any more detailed information than
- 5:22that. share your concerns as to the
- 5:24point of how it got approved. So, I
- 5:27would say probably that,
- 5:29and Joe and Daryl can chime in on this,
- 5:31probably the number one thing that I
- 5:33think the general public is um just
- 5:38misinformed or uninformed about is
- 5:39zoning. They think that everything comes
- 5:42before the board is like a common sense.
- 5:44We can say yes or no to something. So,
- 5:47in the instance of the mosque
- 5:48specifically, uh, zoning is based out of
- 5:50the Ohio Revised Code. It's law. It
- 5:54allows for a place of religious worship
- 5:56on an R1 zone piece of property, and
- 5:58that's what it was. So, in the case of
- 6:00that request, when it came forward, it
- 6:02was a site plan review, which is an
- 6:04opportunity to make sure that it
- 6:06complies to the zoning code as far as
- 6:08setbacks. We get partner input for
- 6:10traffic studies, uh, wastewater runoff,
- 6:13you know, storm water runoff, things of
- 6:15that nature. but see that question a lot
- 6:17and it's a fair question as it relates
- 6:19to the mosque or truck base. But truck
- 6:21base is an approved use of the property.
- 6:23So the comparison I give people that I
- 6:25think they can grasp a little bit better
- 6:27is if you're buying a lot that's zoned
- 6:29to build a house on and you want to
- 6:31build a house on it, you're going to be
- 6:33able to build a house. Neighbors may
- 6:34want it to be green space or not want it
- 6:36to be there, but the point of zoning at
- 6:38that point in the process is is make
- 6:40sure you, you know, comply to the zoning
- 6:42code. So, a lot of folks think that
- 6:44everything that comes before the board
- 6:46at a point is we use discretion and we
- 6:48want that or we don't. And in the case
- 6:50of both truck base and the mosque,
- 6:52they're an approved use the way the
- 6:54property is zoned and we don't have a
- 6:56legal basis to say no to that. If we
- 6:59did, it probably gets challenged. We
- 7:00probably waste some tax dollars legally
- 7:03and end up with it anyways. So, you
- 7:05know, we are where we are. We trust our
- 7:07law enforcement agency to keep us safe
- 7:09and protect us to the degree that we can
- 7:11and cooperating with others with the
- 7:12goal to do the same.
- 7:16>> Okay.
- 7:19>> You Yeah. Anyone that wants to speak can
- 7:20come up and
- 7:23>> same just uh yeah, state your name and
- 7:25address if you would.
- 7:26>> Thank you all for being here so much. I
- 7:28appreciate it. My name is Kathy Peters.
- 7:31I live at 1773 Vintage Court. And I just
- 7:35want to say that I think we all need to
- 7:38wake up to the fact that these mosque
- 7:40are not religious. They may be part that
- 7:44but that is not the whole premise of
- 7:47those mosque. They are a political and a
- 7:50military and there is this is a known
- 7:55fact. We can see they are moving in and
- 7:58the goal is to take over. So I want to
- 8:01know I love this area. This is the most
- 8:03wonderful place I've ever lived and I'm
- 8:06nervous. So, I'm sorry. This is the most
- 8:08wonderful place I've ever lived in my
- 8:10life. And I thank God all the time for
- 8:12that.
- 8:13>> And now all of the sudden that dream is
- 8:16being crushed.
- 8:17>> And Christian values are not compatible
- 8:21with Islamic values. They just simply
- 8:24aren't. And I don't like calling a
- 8:26people group out. It's not, especially
- 8:28as a Christian, that's very hard for me
- 8:30to do. But the facts are the facts and
- 8:34we have to look at the facts. They are
- 8:36not here to assimilate. And some are,
- 8:40I'm sure. But I know how they operate. I
- 8:43did a real this year's when I woke up
- 8:46and I started doing a deep dive into all
- 8:48of this. There is a move. You can look
- 8:51at Texas and what happened to Texas.
- 8:53There is a move. And I want to know what
- 8:56we're doing as a society to protect our
- 9:00citizens from this. We have to wake up
- 9:02and look at it for what it is and
- 9:04address it for what it is. And the crime
- 9:07is a separate issue from that. We have
- 9:10to address all of those things though.
- 9:12And thank you and sorry.
- 9:14>> No problem. No, thanks for your
- 9:15comments.
- 9:20>> Go ahead, sir.
- 9:22>> Hi, good evening. Jay Dutton, 1432
- 9:25Willow Bay.
- 9:28Um, I'm here to actually read a
- 9:30statement. Um,
- 9:33you know, I'd like to preface this by
- 9:34saying that this statement was provided
- 9:36to me today and upon reading it, I
- 9:38decided to volunteer to read it during
- 9:41this meeting this evening. So, the
- 9:43author can remain anonymous and maintain
- 9:45their safety. I also want to say that
- 9:48the statement and the feelings that it
- 9:49expresses are echoed by many in this
- 9:52community, excuse me, and the
- 9:53surrounding communities.
- 9:55I'll shut off again. Uh, thank you for
- 9:58taking time out of your day to be here
- 10:00and thank you for your support and for
- 10:01helping to bring this issue the
- 10:03attention it deserves. It's because of
- 10:05you and these issues are being brought
- 10:07to light. And thank you as well,
- 10:09Sheriff. Um,
- 10:13the law enforcement here, uh, as members
- 10:15of this community, we share a
- 10:16responsibility to stay engaged and do
- 10:18our part. The results we're seeing prove
- 10:20what's possible when we speak up. This
- 10:22is not the time to become complacent. We
- 10:25need to double down. When neighbors come
- 10:27together and raise their voices, real
- 10:29changes happens. And our community
- 10:31becomes safer and stronger for everyone.
- 10:34Our community was selected by the
- 10:35Usuzbcks because they didn't think we
- 10:37would push back on their foreign
- 10:39influence. Here we are. We are here to
- 10:42say that our community will not be
- 10:44exploited for their monetary gain. Their
- 10:47government is not welcome to influence
- 10:49their economic strategies here. Make no
- 10:52mistake, this is a coordinated effort by
- 10:55the government of Usuzbekiststan. And in
- 10:57fact, over a dozen Usuzbck government
- 11:00officials have visited Mainville to help
- 11:02facilitate these so-called local
- 11:04businesses. Over 200 Usuzbck truck
- 11:08companies are registered to Mainville
- 11:09mailing addresses, excuse me.
- 11:13I have to say mailing addresses, quote
- 11:15unquote, because the village of
- 11:16Mainville has decided to play word
- 11:17games. Our community is facing harsh
- 11:20reality. Two Americans have been killed
- 11:22within days of each other at the hands
- 11:23of Usuzbck truck drivers living in
- 11:26Maineville. They did not speak English.
- 11:29This can't happen in our community. An
- 11:32Usuzbck truck company owner in Mainville
- 11:34was arrested for smuggling humans into
- 11:36this country.
- 11:38An Usuzbck child just drowned in a pond
- 11:40in a neighborhood which I think was
- 11:42mentioned last week
- 11:44uh that I reported on in which children
- 11:46were wandering unsupervised. There are
- 11:48toddlers walking the streets. These
- 11:50children deserve better. Our schools are
- 11:54being overrun.
- 11:56We have uzobeck men learing at underage
- 11:58girls coming out of local gyms, excuse
- 12:00me, trying to get to their cars. They're
- 12:03offering underage girls money to go into
- 12:05their semitrs.
- 12:07Beck businesses are refusing service to
- 12:09white Americans. Let's stop pretending
- 12:12like we don't know what the real issue
- 12:13is. We the residents of Hamilton
- 12:15Township know
- 12:18signed not to wolf.
- 12:20>> Thank you.
- 12:32>> Good evening guys and ladies. Um I don't
- 12:35know. Can you hear me?
- 12:36>> Yes.
- 12:36>> Okay. I'm Tony Martin and I've been a
- 12:39resident for over four and a half years
- 12:41here in Hamilton Township. I have
- 12:43reported to the zoning commission of
- 12:45Hamilton Township as well as Warren
- 12:47County because apparently a lot of the
- 12:51truck drivers have their companies
- 12:53registered at a residential address
- 12:56primarily 475 Willow Pond. We have an
- 13:01influx of children that get hit by cars.
- 13:04Families don't care, don't watch them.
- 13:07We've had numerous police come out
- 13:09address the issue. We've had fires in
- 13:13our apartment because they don't know
- 13:14not to put water on a grease fire.
- 13:17Again, this all affects those of us
- 13:19that's been living here. They don't
- 13:21speak English. They don't understand the
- 13:24the the routes, the driving. Some are
- 13:27driving with little stickers that says
- 13:29student driver. You can buy them on
- 13:31Amazon. You can get them at the Dollar
- 13:33Tree. I mean there is no continuity to
- 13:36keep us that follow the law and
- 13:39regulations from being you know a victim
- 13:42of somebody being killed by somebody
- 13:45that doesn't understand traffic laws.
- 13:48So, I'm here as a concerned citizen, not
- 13:50as a federal government employee. That
- 13:54according to the zoning, you cannot have
- 13:57commercial business at a local apartment
- 13:59or a a local home and have 50 cars
- 14:03coming and going all nights every night,
- 14:06different hours, exchanging people. I've
- 14:09witnessed the human smuggling. I've
- 14:11witnessed the different types of crime
- 14:14that's going on in our area. They are
- 14:16transporting a lot of information. I
- 14:19mean, not a lot of information, but a
- 14:20lot of parcels. We don't know what those
- 14:22parcels are, but if you look up the
- 14:24database, it will tell you that they're
- 14:26allowed to carry hazard materials,
- 14:29radiological materials, and as far as
- 14:32the mosque, why are they asking for so
- 14:35many watts of electric for that mosque?
- 14:39That's more like a military base. Nobody
- 14:42in this area or in the state of Ohio has
- 14:45that much electric from Duke Energy as a
- 14:48request. So, I just feel like a lot of
- 14:51the residents out here have talked to me
- 14:53and asked to do something. I've reported
- 14:56it to Department of Homeland Security.
- 14:59I've reported to you guys and nothing's
- 15:01getting done. And we're just really
- 15:03concerned. I mean, we did just have an
- 15:06arrest of a 19-year-old that was raped
- 15:08in the back of one of these trailers.
- 15:10And we have truck base right around the
- 15:12corner off um what is it? Um
- 15:17>> Grand Brandon and down the street from
- 15:19the new Arbors of um help me out here.
- 15:23The Arbor's Homes has been built. Now we
- 15:25got Wil Wilkins or sorry
- 15:28>> Willow Pond
- 15:29>> Willow Pond, but we also have Zika homes
- 15:32moving in. So that's the the perfect
- 15:35area that they're going to live. So they
- 15:37can constantly keep exchanging and these
- 15:40parcels are very suspicious. But again,
- 15:42your own zoning law says you cannot have
- 15:45a commercial business listed out of
- 15:48apartment or residential area. And
- 15:50that's what we're seeing and I bring
- 15:52that to your attention. If you haven't
- 15:54heard, I've been calling and it's not
- 15:57been recent. It's been for three and a
- 15:59half years. Thank you.
- 16:01>> Thank you.
- 16:14Hi.
- 16:14>> Thanks, Michelle.
- 16:16>> Do you want my address? I prefer not,
- 16:18but it's okay.
- 16:19>> Yeah, you.
- 16:20>> Okay. Um, I'm State Representative
- 16:23Michelle Tesca and I represent Hamilton
- 16:25Township and I just want to come up here
- 16:29and tell you my own experience. I did a
- 16:33ride along with Sheriff Riley
- 16:38three weeks ago
- 16:40and first of all, let me back up. This
- 16:42has been um brought to my attention
- 16:45several months ago. My inbox at my state
- 16:48house office has been inundated with
- 16:50emails from residents that have been
- 16:52concerned.
- 16:54Um, I have followed what's happening on
- 16:56social media and I have done three ride
- 17:00alongs with the sheriff's department.
- 17:04I have spoken with your police chief
- 17:06here who was wonderful and supplied me
- 17:10with a lot of information. But I want to
- 17:12go back to what I witnessed three weeks
- 17:14ago because I will tell you it um was
- 17:17very disturbing and that's putting it
- 17:20lightly. I started um at 7:30 in the
- 17:24morning and thought, "Oh, I'm going to
- 17:27do this ride along for two hours." I was
- 17:29here for eight hours in this car with
- 17:32this sheriff's deputy. We pulled over
- 17:35four stops. Three of the four were
- 17:38illegal.
- 17:40I watched it. I watched him come out
- 17:41here off a Grandon Road in 48. I watched
- 17:44him I71. I watched him down by the
- 17:46Target. And I have to tell you, it is
- 17:49shocking. It is shocking to know that
- 17:52this is going on right around us in this
- 17:55beautiful little Warren County, Ohio.
- 17:58And it's a problem. It is a big problem
- 18:00and it is scary. Pulled them over,
- 18:03arrested him, took three of them down to
- 18:05the ICE detention center in Blue Ash.
- 18:07And it was unbelievable to me what is
- 18:10happening right in front of our very
- 18:12eyes. I am trying to help and I will
- 18:15tell you Sheriff Riley and uh Chief
- 18:19Short have been instrumental and it's
- 18:21very difficult to get things done in
- 18:23Columbus, Ohio. But the first thing that
- 18:26I'm trying to do is in the state of
- 18:28Ohio, you can get a license and a CDL in
- 18:3110 different languages. One of those
- 18:33being Russian.
- 18:35That is insanity to me.
- 18:39I have witnessed people at the BMV in
- 18:42Lebanon, Ohio, trying to get their
- 18:44trucks registered and I walked over.
- 18:46It's on my phone on videotape. Now, I
- 18:48was not smart where I was wearing my
- 18:51Michelle Tusca shirt on there. So, I
- 18:53probably should have been a little bit
- 18:54careful, but there's a I asked this
- 18:57gentleman who took up four parking
- 18:59spaces in the lot, "Where are you from?
- 19:02Do you speak English?" couldn't speak a
- 19:04word of English. He was from Usuzbck. I
- 19:06filmed the whole thing on my phone.
- 19:08It's shocking. It is happening right
- 19:11before our eyes. So, what I'm trying to
- 19:13do is I am trying to change the easiest
- 19:16thing that I can do, which is English
- 19:20only to get a driver's license and a CDL
- 19:22in the state of Ohio. I need your help.
- 19:28I need your help. I want to work with
- 19:30you, but I need your help to get this
- 19:33done. And based upon what happened
- 19:35yesterday, it might get a little bit
- 19:37more difficult to get it done. But I'm
- 19:39in for the fight for this because this
- 19:41is about safety. This is not a a
- 19:44Democrat or Republican issue. This is
- 19:47about safety for all residents of Warren
- 19:50County, the state of Ohio, and this
- 19:52country. And I'm asking all of you to
- 19:56continue to reach out to me, continue to
- 19:58give me this information, but we have
- 20:00got to do something about this. And I
- 20:02don't know how we get it done, but I am
- 20:04willing to listen to everybody and work
- 20:07with everybody to get this done. So,
- 20:09thank you Michelle before you.
- 20:12>> Why don't you go one step further and
- 20:13require a TSA background check for
- 20:15drivers?
- 20:16>> Well, drivers in general, all of our
- 20:18hazmat drivers that worked for me, I
- 20:20have 20 of them. It's not easy to get
- 20:22it. It's not wasn't easy for my guys to
- 20:24get CDLs, my men and women. But because
- 20:26we hold hazmat, they're required to have
- 20:28a TSA background check and they have to
- 20:30pass that background check. That means
- 20:32they have to be a resident. They have to
- 20:34be a citizen, US citizen. So why stop at
- 20:37just uh you have to speak English
- 20:41background check.
- 20:42>> It's very diff,
- 20:44vehicle.
- 20:44>> I agree with you, Joe. But but here's
- 20:46what here's the problem. The problem is
- 20:48you and this just changed as of a week
- 20:50ago. So, thank God for Charlie Norman,
- 20:53the director of the BMV. We were
- 20:55issuing, just to give you an idea, there
- 20:57were over 12,000 CDL licenses for
- 21:01non-domicile
- 21:03residents of Ohio. Okay. 4,000 of them
- 21:08were in Hamilton Township in Mainville.
- 21:11>> So, it's crazy. So, yes, I agree with
- 21:14you, Joe.
- 21:15>> Battle the other states that are just
- 21:16going to allow whatever they want.
- 21:17>> Five states have passed.
- 21:18>> This is ongoing. We've been talking
- 21:20about this in my industry for years. You
- 21:22know, why are are are other states
- 21:24allowing drivers to get CDLs in such a
- 21:27simple manner and it's infuriating to us
- 21:30because it's a process for us
- 21:32>> because you have a change of process.
- 21:33>> Yes. And I will tell you there are five
- 21:35other states in this country that have
- 21:36English only for CDL and licenses. I'm
- 21:40trying to get it done, but it is very
- 21:42difficult. And it is difficult when you
- 21:44don't have other members of a
- 21:46legislature and other members of the
- 21:48federal administration and local admin
- 21:51townships, all of this that aren't
- 21:52working together. This is a common sense
- 21:54thing. This is a common sense. All I'm
- 21:57asking is please continue to to reach
- 22:00out to me. I am doing everything that I
- 22:02can to get this to get this done. So,
- 22:05thank you.
- 22:06>> Can Can Thanks for coming. Can I have an
- 22:09ask or Yeah. Um, so appreciate you being
- 22:12here in the comments towards Chief Short
- 22:14and uh, Sheriff Riley. So, I've been
- 22:17literally having conversations with
- 22:18Jeff, our administrator. I'm sure others
- 22:20have too. What can we do or what could
- 22:24we ask of you to go, you know, we're
- 22:26small, simplest government you have,
- 22:28township government, right? We usually
- 22:30have three or four officers on duty. We
- 22:32don't even have the equipment to do
- 22:34semi- inspections as our local PD. How
- 22:37could we get you to help us facilitate
- 22:39at the state level with, you know, state
- 22:42highway patrol to do more of what we're
- 22:44going to hear about later and shed more
- 22:46light on this and maybe chase some of
- 22:49the the problem element out of our
- 22:50community? Like, can we have some
- 22:52>> it it doesn't hurt to ask, right?
- 22:54Somebody tells us, but I'd love
- 22:56>> I will tell you, unfortunately, the OSP
- 22:59has been directed by Governor Dwine to
- 23:01not work and cooperate with ICE.
- 23:06I was told I was told at the truck stop
- 23:09on 71 by the ICE officer. So again, it's
- 23:13it there's so many layers of this. There
- 23:16are so many layers and I am trying to
- 23:19sort through it all. But I will tell you
- 23:20the lowhanging fruit and the easiest
- 23:23thing that is the English only. So that
- 23:26is the step one. But continue the
- 23:28conversation Mark. I mean that's what
- 23:30that's what we have to do. So I
- 23:32appreciate you guys you know reaching
- 23:34out to me. I appreciate everything you
- 23:36uh have done to support me and again I
- 23:38want to work together to to try to have
- 23:40a solution. So thank you. Real quick,
- 23:43the CDLs are being printed um fake as
- 23:47fraud and reading.
- 23:54>> Go ahead, ma'am.
- 23:56>> Yeah, I don't disagree.
- 23:59>> Hello, my name is Rachel Owens, 4901
- 24:02Whispering Creek Court.
- 24:05Uh we have talked about the mosque. We
- 24:07have talked about the truck drivers.
- 24:09What we have not talked about yet is
- 24:11their families and how it is affecting
- 24:14our schools.
- 24:17>> So as a parent um in August I received
- 24:21last year's yearbook. I scroll through
- 24:24the yearbook and this is a mind you a
- 24:26graduate from Kings High School 2000
- 24:29class of 2000. Uh my family moved us
- 24:32here in 96 from Texas. This was the best
- 24:35place. We lived in Louisiana, Texas,
- 24:37different cities, moved around and we
- 24:39rooted here because of the community
- 24:42that was here. Okay. So, my husband and
- 24:45I bought our house. We wanted to raise
- 24:46our kids here and have the same
- 24:47experience. So, now that I have a high
- 24:50schooler and a junior high, I get their
- 24:52yearbooks in and I'm flipping these
- 24:54pages and I don't know a soul.
- 24:57I don't know these names. I don't know
- 24:59who these kids are. I'm like, where did
- 25:01all these people come from? I know all
- 25:02of your friends. I we've gone here since
- 25:04kindergarten. Who are these kids? Oh,
- 25:07yeah. Mom, this is 50% of our classrooms
- 25:11are UOSE.
- 25:13Excuse me, what? That was shocking to
- 25:15me. Okay, so that was my first
- 25:16experience seeing it.
- 25:19So, I'm like, okay, well, tell me more
- 25:21about that. How does this affect your
- 25:24day? What does it look like? Now,
- 25:26they're friends with some of the
- 25:27children. They're great kids, okay? Some
- 25:32have major behavioral issues that are
- 25:34disruptive to the classroom.
- 25:37So, we won, you know, volleyball
- 25:39championship. We go out to our um to
- 25:42lunch at Bucks Tavern. Senator Hughstead
- 25:45is there on his campaign tour and he's
- 25:49shaking hands, you know, kissing babies.
- 25:51Oh, hi. Nice to meet you. What are you
- 25:53doing about this? And he says, well,
- 25:55here's my local representatives card.
- 25:58Contact him. So, we did. We had a
- 26:00meeting and we're sharing all of this
- 26:02and other people from the community who
- 26:04also emailed get on this call and the
- 26:07information on this call is just
- 26:08alarming. Okay, so we have people that
- 26:11are teachers saying I can't manage my
- 26:14classroom. There are
- 26:16non-English-speaking children in this
- 26:18room. I am not an ESL teacher. I am
- 26:22miming miming all day long. Okay, kids
- 26:26are getting pulled out. kids are
- 26:28disruptive and my two children, one on
- 26:32an IEP, one on a 504 plan who need those
- 26:34resources are not getting them. So now
- 26:36you're affecting me. Okay, that bothers
- 26:40me. So I'm asking teacher friends what's
- 26:42going on here and they're at a loss.
- 26:44Houston's team, I tell them this and he
- 26:46says, "Well, that's weird because we
- 26:48have $826
- 26:50million budgeted for ESL children."
- 26:55Okay, back to the teacher. I go, "What
- 26:57are we doing with these funds? I don't
- 26:58know. I'm I'm not in the day-to-day and
- 27:00the finances of our school district and
- 27:02how they manage money." And she says,
- 27:03"That's one teacher, Rachel. That's one
- 27:06salary. We are drowning. We are drowning
- 27:10here. Our kids are suffering." Okay, so
- 27:12this these families,
- 27:15truckers come with wives, multiple
- 27:17wives, living in homes, single family
- 27:20homes. Okay, so now let's back it up big
- 27:23picture. They're in a single family
- 27:24home, multifamily, multiple children
- 27:27coming to our school. How much are they
- 27:30contributing to taxes?
- 27:36>> Okay, I have a problem with that. Income
- 27:38tax for my husband and I, our property
- 27:40tax, and our children are suffering.
- 27:43>> How are we going to fix that?
- 27:45>> Thank you.
- 27:52So,
- 27:54Sorry, did you have comments?
- 27:56>> No, go ahead.
- 27:59>> Hi, I'm Paul Brandon. I live on
- 28:02Overbrook Avenue. Been resident for 26
- 28:06years. Um, I know we've been saying
- 28:11a lot tonight and I want to step away
- 28:14from the Usuzbck and back toward the uh
- 28:16the mosque in Islam.
- 28:19The western world has 1,400 years of
- 28:22history that indicate Islam is not
- 28:26peaceful, is not a religion. I fully
- 28:28agree with Kathy's statement about its
- 28:32uh military and political under the
- 28:35guise of religion.
- 28:37Um
- 28:39we're we're going to have a culture
- 28:41clash bigger than we currently do if we
- 28:44don't address this head on. Um, the one
- 28:48I the stand I'd like to question this
- 28:51morning is on the five times a day call
- 28:54to prayer. I guess Not Wolf just posted
- 28:58earlier today that there are plans for
- 28:59that to to uh play five times a day. If
- 29:04that's not purely an app-based
- 29:07um an an app-based announcement, then I
- 29:11object strenuously to it because from
- 29:14what I understand, the call to prayer
- 29:16automatically invokes invokes uh the
- 29:19name of Allah to u to subjugate
- 29:24infidels which means for for uh the bulk
- 29:28of people either Christians or Jews.
- 29:33the the problem of uh one more problem
- 29:37of Islam is it is in respect to our uh
- 29:41our women and daughters. Um Islam has
- 29:46the the uh policy in it that a man can
- 29:49have sex with any woman that his right
- 29:52hand possesses.
- 29:54So that uh typically includes any woman
- 29:58who is not Muslim.
- 30:01So it doesn't matter if we if we say,
- 30:04you know, rape is illegal and give them
- 30:06a flyer because they think that they're
- 30:09Sharia laws override the laws of our
- 30:12country.
- 30:14So uh tackling all of that at once is a
- 30:18big mouthful. So I would like to see the
- 30:21uh call to prayer specifically limited
- 30:23to app only announcements. Um no
- 30:27loudspeakers
- 30:29at all. um because it does call for
- 30:33domination and repression of Christians
- 30:36and Jews.
- 30:39>> So I can answer go ahead and answer with
- 30:41regards to the call of prayer. Um
- 30:42actually Mr. Wright and I have a
- 30:43conversation about this a couple weeks
- 30:45ago um specifically just because I know
- 30:47this issue was going to come up
- 30:48certainly as the mosque was continuing
- 30:49to get built is um so the Hamilton
- 30:51Township we have a noise resolution. We
- 30:53passed that um about a year and a half,
- 30:55two years ago. Um and that would fall
- 30:57under that noise resolution and I know I
- 31:00can speak I can confidently speak for
- 31:02this entire board that we would um we
- 31:04would want that noise resolution um
- 31:06enforced judiciously. Um so
- 31:09>> so the noise resolution prohibits the
- 31:11call to prayer broadcast law.
- 31:13>> It would not specifically call that but
- 31:15it basically it has a limited decel
- 31:17range. It's extremely limited to um
- 31:20times a day, the the level of noise
- 31:23during that times a day. And I'll be
- 31:24honest, I'm I have to ask Chief Short,
- 31:26you probably know this better than I do,
- 31:28the exact parameters of that resolution,
- 31:29how we enforce it, but it's a very it's
- 31:31it's the average sound would be what,
- 31:34like a lawn mower type sound or during
- 31:37the day or whatnot?
- 31:39>> During the day, it' be a little louder
- 31:41than that. It' be more like construction
- 31:42equipment is kind of a peak level. So,
- 31:45think about your new homes under
- 31:46construction, what a bulldozer would
- 31:49make, something along that line.
- 31:50>> Do you have a decel?
- 31:51>> We do. Our officers carry a decibel
- 31:53meter. I don't remember the exact 78 dB
- 31:56sticks in my head, but don't hold me to
- 31:58that number. I'd have to actually go
- 32:00back and look at it, but we do. Our
- 32:01officers carry a decel meter in their
- 32:03car for those times they need to get
- 32:04calls for loud noise complaints so they
- 32:06can actually check it to see if it
- 32:08violates the ordinance. I think it's
- 32:10always something we can go back and
- 32:11revisit as a as a board. I would still
- 32:13like to see that backed up to an audio
- 32:15only for the call to prayer because as I
- 32:18said, you've got the you've got Islam
- 32:21calling for the domination and
- 32:23subjugation of Christians, Jews, and
- 32:26other infidels. So um that as religious
- 32:31belief and and and their underlying
- 32:33belief in the status of females
- 32:36especially non-Muslim females
- 32:38automatically puts I think they're at
- 32:41roughly 5% local population which means
- 32:4595% of the population can feel some
- 32:48measure ranging from um disgust to
- 32:53danger.
- 32:55Um, and that is not something we want to
- 32:59muck around with lightly, especially if
- 33:02we've already seen rapes um in the truck
- 33:05trailers just around the corner there on
- 33:08Grandon Road at Truck Base.
- 33:13>> Thank you, sir.
- 33:14>> Any questions or comments from y'all?
- 33:16No, I mean, like I said, I think we
- 33:18definitely I mean, anything we do that's
- 33:20going to be that we can I guess
- 33:22justifiably get together under the law,
- 33:25we certainly will. I mean, we we've
- 33:27given that direction. I can I mean, when
- 33:28it's come to all this stuff, we've given
- 33:30that direction that, you know, we're
- 33:31going to, you know, every tooth and nail
- 33:33that we can to to make sure things like
- 33:35that don't happen.
- 33:37>> Okay.
- 33:39>> Why don't we enforcement?
- 33:40>> Yes.
- 33:40>> Go ahead, mate. Ma'am,
- 33:45>> thank you.
- 33:50Lori Carpenter, 7945 Laurelwood Drive. I
- 33:54wasn't planning on coming up to speak,
- 33:55but um my husband and I were at the
- 33:57meeting where they discussed the mosque
- 33:59um maybe two years ago or less or
- 34:02whatever and there was concerned
- 34:03citizens here at the time. Um some of
- 34:06them noted that the um so the
- 34:09construction builders were here and
- 34:11representing the people building the
- 34:13mosque and uh veterans and and such
- 34:17stood up concerned because they refused
- 34:19to stand for the pledge of allegiance.
- 34:21My husband and I distinctly remember at
- 34:23that meeting that the builders assured
- 34:25everybody in the room that there would
- 34:26be no speakers on that building because
- 34:28of the area. It's got to be in the
- 34:30minutes somewhere.
- 34:32>> I'm not pulling it out of thin air. So
- 34:33we were assured saying it's not there.
- 34:35>> Yeah, we were assured there would be no
- 34:36speakers.
- 34:37>> I didn't want to say something and be
- 34:38incorrect, but I think it is not there.
- 34:41>> I think I think I don't think there's
- 34:42speakers in this.
- 34:43>> I think if we look at the minutes, we'll
- 34:44see that speakers because that's what we
- 34:46remember that
- 34:46>> it's been probably 5 years ago.
- 34:49>> I think it's been going on for 5 years.
- 34:51>> I think was 21 and the mosque I think
- 34:52was 22.
- 34:53>> Yeah, we attended, you know, to hear
- 34:55about it and it was already a done deal.
- 34:57Um I for one don't understand how it
- 34:59could be zoned for and it's not a
- 35:01mosque. It could be a Catholic church, a
- 35:03Christian church. It could be a library.
- 35:06That road with Schlapman right there
- 35:08with all the accidents that I've seen
- 35:10since we've been here, I have no idea
- 35:12how that got zoned for a commercial
- 35:13building.
- 35:14>> Yeah, it fell into that zoning.
- 35:15>> It's a house of worship. It's not on a
- 35:16commercial.
- 35:17>> And I know it's not your fault, but I
- 35:18wish I wish we could have stopped it. I
- 35:19absolutely
- 35:20>> Oh, I think we see I think all the
- 35:22churches you see in Hamilton Township
- 35:24actually, I think you go down, keep on
- 35:25going down. Bethl, Murdoch Method, the
- 35:27Methodist church is right there. That's
- 35:29actually Zen residential. There's a
- 35:30church out in Gaza. The big one sits
- 35:32there. Dallasburg that's then
- 35:34residential. Um whenever this township
- 35:36kind of originally got developed but
- 35:37those houses of worship it was all
- 35:39residential. I mean Fellowship Baptist
- 35:41right there was residential up until
- 35:42probably 30 40 years ago when you
- 35:44started seeing that 22 and 3 and 48
- 35:46start to de develop and that was that
- 35:50was just in that code that that place of
- 35:52worship. I agree it's a terrible
- 35:53location. Um and I I can tell you we
- 35:56weren't happy when it was coming four
- 35:58years ago. I could go out on a limb at
- 36:00the end of the day and say the guy that
- 36:01owned the property didn't have to sell
- 36:02it to them. None, did he?
- 36:04>> Yeah. Well, and also I just want to just
- 36:06come up and speak up to anybody that's
- 36:07here that has the concerns because
- 36:09that's what we were told that there
- 36:10would be no loudspeakers. So hopefully
- 36:12they
- 36:12>> I I think you're correct.
- 36:14>> They honor that. But
- 36:15>> but Heather, if you want to check the
- 36:17minutes.
- 36:17>> So anyway, thank you.
- 36:19>> No problem.
- 36:19>> And the board is probably aware.
- 36:22>> Did you want me to speak to the federal
- 36:24protection or let it go? Yeah. Let if
- 36:26you would, sir, just let administrator
- 36:27comment for briefly for us on a couple
- 36:29items.
- 36:29>> Nothing Jeff does is brief.
- 36:31>> Sure. I'm on the clock now. Um uh I
- 36:36wasn't here a few years ago, but I've
- 36:37worked in other cities and townships
- 36:40where various types of houses of worship
- 36:42have gone and I don't recall a place
- 36:46I've worked at where uh the a board or a
- 36:49city council was able to first of all
- 36:51you can't put a moratorium on places of
- 36:53worship and understand I most of you in
- 36:56the audience probably know this so I'm
- 36:58just going to uh cite the the number one
- 37:00that you're probably aware of is
- 37:02actually a federal law. There are some
- 37:04uh prescriptions within the Ohio Revice
- 37:07Code that limit villages, cities,
- 37:09townships, and counties, but the biggest
- 37:11one that you you've probably heard of is
- 37:12the federal protection. It's RL UIPA. Um
- 37:17and and so uh typically you'll uh
- 37:20residential zoning districts is actually
- 37:22the most common zoning district. Um it
- 37:25seems in Ohio and townships for places
- 37:27of worship. So that's that's not some
- 37:30defense I'm putting in front of the
- 37:33three elected officials I work for. The
- 37:35law director who was here four or five
- 37:37years ago for that hearing probably said
- 37:39something very similar that night
- 37:41because other townships I've worked at
- 37:43I've heard the same uh fact pattern from
- 37:47uh legal counsel. So um again that
- 37:51that's just that is federal law. Um
- 37:54that's something that Representative
- 37:56Tesca can't affect. That's something
- 37:58these three gentlemen can affect.
- 38:01Conditional use means kind of the things
- 38:02that these gentlemen already said. Um
- 38:05are there sufficient or too many parking
- 38:07spaces? Is storm water uh being
- 38:09contained? Uh what's the lighting? We've
- 38:12talked about noise certainly which is
- 38:14why um most mosque my understanding Ohio
- 38:17use the app. Um but I just want you all
- 38:21to understand doesn't matter if I like
- 38:23it or not or I wish I could change it or
- 38:26not. That is a federal law that nobody
- 38:30in this room doesn't mean we throw our
- 38:31hands up and say let's just live with
- 38:33it, but understand that that we're we're
- 38:35not going to h this board could pass a
- 38:37resolution tonight disagreeing with it.
- 38:40And it's that federal protection would
- 38:43we it would cost us a fortune if you
- 38:47would want us to challenge that. And you
- 38:49can understand of course there are
- 38:50groups out there that would give free uh
- 38:53legal service to the applicant. And so
- 38:56that that's a hill that might be too
- 38:58expensive for Hamilton Township D. So I
- 39:00just wanted to because that's a fact and
- 39:02and not a matter of opinion. I wanted to
- 39:05>> Thank you, Jeff. Sir,
- 39:09>> uh good evening. My name is Jonathan
- 39:11Dver. I'm a former state representative.
- 39:13Um and if I if it's all right with you,
- 39:14Daryl, since you know me, I'd prefer not
- 39:16to put my address out there, but I'm a
- 39:17Hamilton Township resident, and I'm more
- 39:20of the kind of guy that likes to solve
- 39:23problems. Um, so I wanted to offer five
- 39:26things for the board of trustees that
- 39:27you guys can do immediately to alleviate
- 39:30some of the concerns that you've heard
- 39:31here today. The first is a comprehensive
- 39:34zoning audit with accelerated fines. So
- 39:37if we pivot from a defensive zoning to
- 39:39active enforcement, the township conduct
- 39:42immediate conduct and compliance audits
- 39:44of any and all active truck parking
- 39:46locations. As an example, if properties
- 39:49are per permitted a handful of
- 39:50commercial vehicles but are hosting
- 39:52dozens, the township can and should
- 39:55immediately issue citations for illegal
- 39:57expansion. Maximizing the daily
- 39:59financial penalties against these
- 40:01property owners make the non-compliance
- 40:03very expensive very quickly and it's a
- 40:05liability for them. The second, which is
- 40:07something that you can do very quickly,
- 40:09is you can change the weight limits on
- 40:11township roads. While the township
- 40:14cannot regulate interstate commerce,
- 40:15going back to what Mr. right was kind of
- 40:17dealing with. That's a federal issue. I
- 40:19propose lowering the maximum weight
- 40:21limits on these residential side streets
- 40:24leading to these truck bases alongside
- 40:27of rules that prohibit uh Jake breaking.
- 40:30Uh choking off access this way to these
- 40:32local rules or these local rolls roads
- 40:35will force commercial vehicles to remain
- 40:37on state highways and out of our
- 40:38neighborhoods and communities. The third
- 40:41is establish a local commercial vehicle
- 40:43enforcement unit to the extent that you
- 40:45have funding. But that's why we have a
- 40:46state representative seek those those
- 40:48dollars. Relying on periodic state level
- 40:50roadsides check is not going to be
- 40:52enough. So I would urge the trustees to
- 40:54allocate funding to train or seek
- 40:57funding to train and certify certain
- 40:59members of our police department here in
- 41:01Hamilton Township to perform specialized
- 41:03commercial vehicle safety inspections. A
- 41:06permanent localized enforcement presence
- 41:08will give the officers the authority to
- 41:09pull over and inspect semi-truckss for
- 41:12safety, weight, and logbook violations
- 41:14247 365.
- 41:17The fourth is filing civil public
- 41:19nuisance lawsuits. When commercial
- 41:22operators consistently threaten the
- 41:24safety, infrastructure, and general
- 41:25welfare of our neighborhoods and our
- 41:27community, the township has the legal
- 41:29right to take them to court. I request
- 41:32that the board direct our legal council
- 41:34to consider and filing injunctions at
- 41:37the Warren County Court of Common please
- 41:38against properties that violate your
- 41:40rules and violate these amended rules
- 41:43because they are violating our local
- 41:45peace, our public safety and that will
- 41:48also force an immediate reduction in the
- 41:50truck volume in our communities. And
- 41:52finally, compliance reporting. We need
- 41:55transparency as citizens. I know the
- 41:57trustees know that. They believe that.
- 41:59You've been active doing that since
- 42:00you've been in office. And I one of the
- 42:04things that I did when I was in the
- 42:05legislature is we put the entire state's
- 42:07finances online. It's called the Ohio
- 42:08checkbook. It's something that we can do
- 42:10here as well. We can create an online
- 42:12dashboard. Somebody around here is
- 42:14probably really clever with Claude and
- 42:15can do it in about 10 seconds tracking
- 42:17code violations, zoning citations, and
- 42:20safety inspection related to the local
- 42:22commercial truck operations. so
- 42:24residents can see for themselves the
- 42:27direct results of our code enforcement.
- 42:29Uh the legal limitations of our township
- 42:31are real. There are state and federal
- 42:33laws that apply, but these are some
- 42:34lowhanging fruit items that you can take
- 42:36under consideration and actually do by
- 42:38the time you have your next meeting.
- 42:40Thank you. There you go.
- 42:45>> So,
- 42:52Paul Brandon again the same uh address
- 42:54as earlier. Um
- 42:57I was I was trying to find data from the
- 43:02minutes about what was actually been
- 43:05approved over there uh for the mosque.
- 43:08And I believe it was somewhere around
- 43:11155 to 160 parking spaces, but the
- 43:15mosque is rated for about 2,000
- 43:18attendants plus.
- 43:21And so on average for a capacity crowd,
- 43:24that would have uh 12 to 13 people per
- 43:28vehicle. I don't really see that uh
- 43:31happening in practice. So for them to
- 43:35get to a crowd of 2,000, I allege that
- 43:40their traffic will be spilling out onto
- 43:42the surrounding roads. Um I would like
- 43:46to see some sanity check on on that the
- 43:49number of parking spaces versus a
- 43:52capacity of the mosque since that is
- 43:55something that you can control here
- 43:56locally.
- 43:57>> Yeah, I think that would be in the site
- 43:59plan and that would be enforced when
- 44:01they they get occupancy and whatnot. We
- 44:02would definitely obviously we wouldn't
- 44:04let them
- 44:05>> county building department gives an
- 44:07occupant certificate.
- 44:08>> Yeah.
- 44:09>> Yeah.
- 44:09>> Township has nothing to do with what's
- 44:10on the inside of the building
- 44:12>> but yeah we can definitely
- 44:13>> outside.
- 44:14>> So if it's 160 spaces60 space that's
- 44:17what you get
- 44:18>> and if the capacity which it doesn't
- 44:21seem to be 2,000 seems a lot for the
- 44:23size of that building.
- 44:24>> Right. So I would think that's something
- 44:26we can reach out to Warren County and
- 44:27verify what's the capacity
- 44:30>> and our fire chief will also have a a
- 44:33limit like you see when you enter every
- 44:35kind of public room.
- 44:37>> Yeah. In order for them to get an
- 44:39occupancy permit from the county is um
- 44:42rooms and the sizes of the rooms are
- 44:44measured. There's actually a calculation
- 44:46in the Ohio Fire Code that will only
- 44:48allow a certain number of people. um
- 44:51they break the room down based on if
- 44:53there's chairs, tables, and if it's
- 44:55standing only. Yeah.
- 44:56>> Um and we have the ability to go in and
- 44:59remove people if if that becomes an
- 45:01issue. Um so
- 45:03>> yeah, now I I did pull those those
- 45:05figures using an AI uh chat. So uh
- 45:10subject to the accuracy of of cloud and
- 45:13chat GPT.
- 45:14>> Yeah, I I've made some notes here on
- 45:15code enforcement and stuff that we we
- 45:18look at just based on what you said. I
- 45:20the building size to me I will tell you
- 45:22from my 34 years experience in the fire
- 45:24service that building size will not hold
- 45:252,000 people. Um however uh you know
- 45:30each when they get their occupancy
- 45:32permit the sanctuary or however they do
- 45:34their I don't know anything about moss
- 45:36but any room in there will have
- 45:39established um occupancy limits um
- 45:43that'll be in line with the fire code
- 45:45and and we have the right to enforce
- 45:46those. So if we, you know, if if we see
- 45:49that cars are overflowing, um, and it
- 45:52gives us the idea that maybe there's
- 45:53more people in there than occupate
- 45:57the building, we can do counts to make
- 45:58them go back in and limit them to what
- 46:01the occupancy is under the Ohio Fire
- 46:03Code.
- 46:04>> Okay. Follow-up question. Do we have
- 46:07rules in place that that would limit
- 46:10where and when prayer rugs can can be
- 46:13put in public accommodations?
- 46:16Will they require permits? Uh other
- 46:19jurisdictions,
- 46:20you know, pe
- 46:22uh people are blocking sidewalks with
- 46:25prayer rugs, not letting uh not letting
- 46:28the infidels
- 46:30pass. Uh we're also bound to have at
- 46:34some point a an incident about dogs. Um
- 46:40and and what how how do we treat that?
- 46:43you know, one party who uh thinks dogs
- 46:46and especially black dogs are haram. Um,
- 46:51and the people who really like to have
- 46:53dogs or have dogs for personal
- 46:56protection.
- 46:58So, I'd like to hear more about those
- 47:01topics at some point.
- 47:03>> Thank you. So, why don't we do this,
- 47:05folks? If if there's anyone that wants
- 47:07to speak on this issue that's going to
- 47:09give us something formative that we've
- 47:11not heard,
- 47:12come on up. I don't think many of you
- 47:14are here for our conversation about a
- 47:16lighting district in a new subdivision.
- 47:18When we get through these next couple
- 47:20public comments, why don't we go ahead
- 47:21and bring the police chief's
- 47:23presentation forward and do that instead
- 47:25of holding it to the end of the meeting.
- 47:28>> Joseph Shann 3149 Shamrock Drive. Um
- 47:34the question is about the lot across the
- 47:38street that's for sale
- 47:39>> from from which from
- 47:41>> from the mosque since we're talking
- 47:42about the mosque and they're looking at
- 47:44building a learning center. What do we
- 47:46know about about that?
- 47:48>> So within our zoning code I think you're
- 47:50talking about there's a home an empty
- 47:52lot and another home. Correct. And then
- 47:54and then behind it's where the mosque
- 47:56goes. Correct. No, the across the
- 47:59street, directly across the street from
- 48:00the mosque, there's
- 48:01>> Punch Lotman.
- 48:02>> Yep. There's a field in between some
- 48:05houses that's up for sale that they're
- 48:07looking at purchasing to build a
- 48:09learning center.
- 48:10>> So, within our zoning code, when it
- 48:12comes to schools, places of education,
- 48:14whether it's Little Miami, Kings, this,
- 48:17whatever else, um, our zoning code says
- 48:19currently you have to have 500 foot set
- 48:21dock on all four sides of budding
- 48:23property. So, it'd have to be large
- 48:25enough to have a build to for them to
- 48:28put a building there and then still have
- 48:29500 feet
- 48:31around from each on each side of a of
- 48:34the neighboring um the neighboring
- 48:36property.
- 48:37>> So, the comment I would add, this is
- 48:38kind of what I was alluding to earlier,
- 48:39whether acquiring existing home or that
- 48:42I believe they have acquired that Daryl
- 48:44was speaking about a vacant parcel and
- 48:45they want to put a school there.
- 48:47>> In that situation, it's a zoning change
- 48:50and we do have discretion.
- 48:52>> Okay. So when it's R1 and the law says
- 48:55you can we can debate whether it's
- 48:56religious worship or not but it says it
- 48:58can be there or when truck base is an
- 49:01approved use of the property. We don't
- 49:03have the discretion to say this is a bad
- 49:06idea. This doesn't move forward. If
- 49:09someone wants to buy a house that's
- 49:10approved as Zar one and to say I want to
- 49:12put a daycare center there. That's a
- 49:15zoning change or an amendment. The board
- 49:17does have discretions.
- 49:18>> That was a lot like I know what's been
- 49:20kind of compared to is when Church
- 49:21Venture was looking to purchase the prop
- 49:23was looking to put the businesses in
- 49:25front of on there on Stevens in front of
- 49:27their proposed church. They had every
- 49:29they did not have to come to the board
- 49:30to put the church there that again R1
- 49:32approved for place of worship, but they
- 49:34had to come in before the board to get a
- 49:36variance or zoning change to put that
- 49:38business property. Um, and that's where
- 49:39we got feedback from the residents at
- 49:41the time. And when we looked at it,
- 49:43looking at kind of the way Stevens Road
- 49:44was made up, like it just didn't make
- 49:46sense to put to allow business like that
- 49:49to change the zoning for a business on
- 49:51one piece of property kind of right in
- 49:52the middle of a bunch of homes there on
- 49:54Stevens. Right.
- 49:55>> So that's kind of to what Mr. Sus was
- 49:56talking about. That was kind that's kind
- 49:57of the distinction because I know that
- 49:58comparison's been made. Why one but not
- 50:01the other,
- 50:01>> right? Okay.
- 50:03>> Awesome. Thank you.
- 50:06>> Anyone else?
- 50:12Hi, Rachel Owens again. Um, I have a
- 50:16question about preventing anything going
- 50:19up. I understand places of worship have
- 50:21different rules and regulations, but I
- 50:24know my neighborhood lost their crap
- 50:27when a Burger King almost came up next
- 50:29to our school.
- 50:30>> I remember,
- 50:30>> RIGHT? SO, THEY WERE able to block that
- 50:33somehow. So, just
- 50:35>> they they withdrew the Burger King. They
- 50:37went cuz that's right when CO hit and
- 50:39that's when everybody pulled. That's
- 50:40when they pulled out
- 50:41>> which we were agreeing. We were all like
- 50:43that direction.
- 50:44>> So I'm just I know there's another thing
- 50:47that was happening with like apartments
- 50:48being built that got blocked and so I'm
- 50:50just wondering looking forward. Okay. So
- 50:53we have
- 50:55the community is growing more diverse.
- 50:57They are becoming business owners. They
- 50:59are opening restaurants. We got some
- 51:01beastro over here. if there's something
- 51:04coming down the road that we are
- 51:06opposing, how do we stay in the no and
- 51:10how do we handle that?
- 51:12>> So, I'll I'm going to borrow one of Mr.
- 51:13Azy's favorite lines
- 51:16is what he says and also kind of
- 51:17piggyback um a little bit because I feel
- 51:20your pain. I grew up on the west side of
- 51:21Cincinnati. I'm on west side, born and
- 51:22raised, went to West High. I moved up
- 51:24here in 2012 from the west side to
- 51:26escape the madness down there. Believe
- 51:27me, the last thing I want is the madness
- 51:28up here. I can still have a teenage boy
- 51:30that goes to Little Miami that drives
- 51:31around like I know firsthand the issues
- 51:34you're facing as a parent at Little
- 51:36Miami schools. Um so I I definitely get
- 51:39it and I'm sympathetic to it and I want
- 51:41to see just as much as anybody we fix
- 51:43this thing. Um but to Mr. Rozie said
- 51:45this many times. He said the last thing
- 51:48you want to do is have government tell
- 51:49you who you can sell your property to
- 51:51and what can be be built built on your
- 51:53property. But to kind of qualify that a
- 51:55little bit and it's a conversation Mr. I
- 51:57and I have had I am sure knowing Mr.
- 51:59Rozy's background being zoning for a
- 52:01number of years and I know he's asked
- 52:02about different times with with regards
- 52:04to zoning changes and updating there are
- 52:06things that we can do and we're having
- 52:08those conversations. How can we put
- 52:10certain beautifification things in place
- 52:12for for buildings that are built
- 52:13commercialized in our township? We're
- 52:15getting to the point I'm sure I'm not
- 52:16going to surprise anybody if I said I'm
- 52:18as tired as you guys are about seeing
- 52:19all these gas stations and oil change
- 52:21place come up. Not my favorite thing in
- 52:23the world.
- 52:23>> Yeah.
- 52:24>> So we are looking at ways. Okay, we're
- 52:26kind of at the capacity where I don't
- 52:27think we really need too many more gas
- 52:28stations. So, there are certain things
- 52:30within the zoning code we can kind of
- 52:31start getting creative to kind of say,
- 52:33okay, if you want, for instance, if you
- 52:36want um another business type A in this
- 52:39in this spot and we already have 10,
- 52:41well, you can't build business type A
- 52:43unless unless you're more than 600 feet
- 52:46from another type A business. Um it's
- 52:48kind of like what we did when we had the
- 52:50um the reason why we don't have CBD oil
- 52:53stores in Hamilton Township. Quite
- 52:55frankly, it was because when we looked
- 52:57at this, I had made we worked at doing
- 53:01um we basically out zoned it out saying
- 53:03you can't have this these CBD stores
- 53:06within 500 ft of a school or place of
- 53:09worship on in commercial property. Well,
- 53:11most of our avenues 22 and 3 and 48, you
- 53:13got South Leon Elementary, you got the
- 53:15churches. So, we've effectively kind of
- 53:17boxed those boxed those out of there,
- 53:19which I think is good to the benefit of
- 53:21our township. I don't think anybody
- 53:22wants to see those neon signs or
- 53:23anything like that. So, we're we are
- 53:25getting more and more proactive to try
- 53:28and look at those avenues because quite
- 53:31frankly, that's how we do that. I mean,
- 53:32that's why now we've at least stymied
- 53:34the expansion of these truck this
- 53:36truckbased operation because this board
- 53:38passed about six months ago the text
- 53:40amendment saying no more.
- 53:42>> Okay? Whether you build a prop, whether
- 53:43you own the property or not, your
- 53:45grandfathered in, we can't take it away
- 53:46and say, "No, you can't do it." But we
- 53:49grandfather, we basically took away the
- 53:50ability for those to expand. So, if they
- 53:52don't already own that property and
- 53:53they're not doing that business on that
- 53:55property, they can't go forward and
- 53:57expand that, expand that. So, I know
- 54:00it's been frustrating. I mean, and I
- 54:02think M Chief Short's going to start
- 54:04talking about numbers here in a little
- 54:05bit. Um, this by no means is something
- 54:08that I assure you as residents that we
- 54:10we got caught on this like six months
- 54:12ago and it's just now landing um in our
- 54:14laps. I mean, Mr. Chief Short and I, Mr.
- 54:17Wright and I I mean, we've been talking
- 54:18about this. I know these guys, I'm sure,
- 54:19have had similar conversations probably
- 54:21since day one when Trunk Base came in.
- 54:23Um, what can we do? We we knew that this
- 54:26was we knew having a truck stop was not
- 54:28going to be compatible to this to to our
- 54:30township. And
- 54:33>> and as simply as put, it's hideous,
- 54:35>> right?
- 54:35>> Yeah.
- 54:35>> It's hideous at best.
- 54:37>> And I think a lot of your concerns, I
- 54:39mean, I sure 98% 99.9% of what you've
- 54:43all brought up, I think, are you're
- 54:45hitting the nail spot on as far as what
- 54:47what are the issues we're facing in our
- 54:48township with regards to these
- 54:50businesses um and this issue. Um, and I
- 54:54think the more I've talked to Chief
- 54:56Short realize how these are all
- 54:58intertwined. um whether it's the crime
- 55:00piece, the Islamic piece, the truck
- 55:03piece, it's a lot more intertwined. It's
- 55:06not just siloed off. And that's where um
- 55:09and like I said, Chief Sh will get into
- 55:10in a minute. I've been really
- 55:11appreciative of the partnership um that
- 55:14they've had with county, with state,
- 55:16with ICE. Um and it kind of really
- 55:18opened our eyes. I think you'll see the
- 55:20numbers even more surprising, I think,
- 55:21what um than what you'll realize of what
- 55:24we've been able to do with what limited
- 55:26resources we have. But I think that's
- 55:28really honestly it's a testament to this
- 55:30board and our police department,
- 55:32especially just the training they go
- 55:33through. I mean, this is why you guys
- 55:36supported the police levy honestly eight
- 55:38years ago. And this is why um and and
- 55:40this is we've bared some fruit because
- 55:42of it. I the police department in 2015
- 55:45where it stood, I don't think would have
- 55:46been prepared if we would have kept that
- 55:48same street prepared to deal with this
- 55:49in the manner we have. Um but but yeah,
- 55:52I'll kind of leave it at that so I don't
- 55:54steal any of your thunder.
- 55:55>> Leave chiefs on to say.
- 55:56>> Yeah.
- 55:59Good evening. Charles Lee, uh 7554 Harl
- 56:02Court, uh right around the corner. Um so
- 56:05I'll be quick. Um just want to let you
- 56:07guys know. So uh have you heard of tea?
- 56:10Um tea is the practice in Islam to lie
- 56:15to non-believers to forward the cause.
- 56:17So just want to put that forward as
- 56:20something that you know any of the
- 56:23followers of Islam, anything associated
- 56:25with the mosque always needs to be taken
- 56:27uh with a grain of salt. Um their their
- 56:30religion 100% uh encourages lying to
- 56:34non-believers to forward the cause. Um
- 56:37another avenue to potentially take a
- 56:39look at with in regards to the mosque is
- 56:42their permitting. Um, there's been some
- 56:46very interesting things that have been
- 56:47going on with their permitting. I spoke
- 56:48with the county permitting office in
- 56:51August, early August of this year. Their
- 56:54permits were actually their building
- 56:56permits were set to expire on the 20th
- 56:59of August. And I've got it on decent
- 57:03authority that they actually have valid
- 57:05building permits. So, there's a lot of
- 57:07funny business that is that's going on
- 57:09also at the county side of the house,
- 57:11too. Um, I know they have not pulled
- 57:14fire permits. Um, that's coming from the
- 57:18uh the county engineering office. Uh,
- 57:20they have not pulled electrical permits
- 57:23and they've also been so the the
- 57:26builders and the um the clerics and
- 57:29whatnot have been showing videos out
- 57:31over social media. They've got walls
- 57:33closed up. Um, so that definitely may be
- 57:36something of looking into for, you know,
- 57:39evaluating and getting their permit for
- 57:41occupancy, which is, you know, going to
- 57:43essentially kind of uh thort off some of
- 57:46the some of the issues. Yeah, we don't
- 57:48want to look at an empty building
- 57:49that's, you know, doesn't have windows
- 57:51in it and whatnot, but maybe something
- 57:53for your guys' tool chest to take a look
- 57:55at.
- 57:56>> So, thank you.
- 57:57>> Thank you.
- 57:57>> Thank you.
- 57:58>> He is correct about the part of the
- 58:10So my question is, is there anything out
- 58:12there for because this is not just here,
- 58:14it's everywhere. So is there something
- 58:16out in our state where they're keeping
- 58:19some kind of uh I don't know online
- 58:23where you can check things out to see
- 58:25how if this was happening to you, how
- 58:28you could approach that or what you
- 58:30learn like what we learn here. Can we
- 58:32not put that on some kind of a website
- 58:35where we can um help others like that
- 58:38and or them help us in our situations?
- 58:41There could be things that maybe we
- 58:43don't know about that maybe could be
- 58:45brought to our attention. I'm just I'm
- 58:47throwing that out there. That's all I'm
- 58:49throwing out is if there's a
- 58:50possibility, I think that would be a
- 58:52neat thing because we all need to be in
- 58:55this together. Not just us here, but
- 58:57everywhere. And um thank you very much.
- 58:59And there is power in prayer. I'll say
- 59:02that.
- 59:03>> Amen. Thank you.
- 59:08>> Just real quick, this is Tony Martin
- 59:10again. Um, and segue with Officer Short,
- 59:14Chief of Police. I've noticed living
- 59:16here that we've had a lot of accidents
- 59:19and a lot of our fire and our police
- 59:22can't get down certain roads because
- 59:24people aren't pulling over. In addition
- 59:27to this whole semi thing that's funding
- 59:29the mosque that's been investigated
- 59:32that's bigger than what you think it is.
- 59:34Um they have 20 to 40 cars in addition
- 59:38to the semis and it's like multiple
- 59:41people coming and going. So that's to
- 59:44the traffic analysis. I don't know if
- 59:47you guys have a part in that but I know
- 59:49like Hopkins Road off of the village of
- 59:52Mainville. Um trying to think what that
- 59:54road is.
- 59:54>> Foster Mayville. Fost Foster Mainville.
- 59:56Yeah, thank you. If you turn left at
- 59:58night, it's really dark and you can't
- 1:00:00see it and you can end up in the culvert
- 1:00:02and so a lot of other things, you know,
- 1:00:04with this population growing, we don't
- 1:00:08have the infrastructure, but I feel for
- 1:00:10the police and the fire every night
- 1:00:13they're trying to get over, get these
- 1:00:15people over so they can respond to
- 1:00:17emergencies. So, I thank you for your
- 1:00:19time.
- 1:00:19>> Thank you.
- 1:00:22>> Anybody else or we want to hear Chief
- 1:00:23Schwar's presentation?
- 1:00:25All right, Heather, can we tee that up?
- 1:00:29>> And I don't know what number I mean, we
- 1:00:31Chief, do you mind maybe turning that
- 1:00:33one a little bit more so the public I
- 1:00:34think we can we've seen it and familiar
- 1:00:36with it?
- 1:00:40>> All right, we'll go ahead and get
- 1:00:41started. Um, as many of you may
- 1:00:43remember, we tal we started talking in
- 1:00:44August about doing um really just
- 1:00:47centralized traffic enforcement on
- 1:00:49commercial motor vehicles. And I'll
- 1:00:50start off by kind of showing you what
- 1:00:51what we found in the targeted dates in
- 1:00:53August. uh when we contacted the
- 1:00:55sheriff's office and we started working
- 1:00:56with them and bringing their commercial
- 1:00:58commercial motor vehicle unit in to help
- 1:01:00us try to combat some of this uh
- 1:01:02semi-traffic on state route 48 in Gron
- 1:01:04Road area in those corridors of the
- 1:01:06township where really started to see the
- 1:01:08influx of traffic and what we kind of
- 1:01:10noticed in August was during two days on
- 1:01:12August 3rd and August 7th we made 40
- 1:01:14traffic stops and issued six citations
- 1:01:16uh during those uh vehicles that were
- 1:01:18stopped and inspected no vehicles were
- 1:01:20put out of out of services during those
- 1:01:22two days and we made four immigration
- 1:01:25related arrests and that was about 40
- 1:01:27man hours during those two days uh
- 1:01:29between us and the sheriff's office. One
- 1:01:31of the things that came out of this this
- 1:01:33enforcement on these two days was we
- 1:01:35realized as you look at Hamilton
- 1:01:36Township, you look at where truck bases
- 1:01:38centralized, you looked at where the
- 1:01:39other commercial motor vehicles travel
- 1:01:41to within the township. That leaves
- 1:01:43Hamilton Township PD a very short area
- 1:01:46to enforce traffic on. Right? Like as
- 1:01:48long we still have to have probable
- 1:01:50calls to make stops. We have to see
- 1:01:51traffic violations. We just can't pull
- 1:01:53people over to pull people over. No
- 1:01:55different than you and I traveling down
- 1:01:56the road. So, we realized like, yes, we
- 1:01:59are the hub for the parking and we are
- 1:02:01the hub for where these people come. But
- 1:02:03this is a bigger problem than just
- 1:02:05Hamilton Township. We really need to
- 1:02:06expand this operation outside of
- 1:02:08Hamilton Township. So when you saw here
- 1:02:11recently uh the the weekl long
- 1:02:14enforcement effort that we pulled off in
- 1:02:16October, uh we pulled in the city of
- 1:02:18Lebanon Police Department, the State
- 1:02:20Highway Patrol, the Warren County
- 1:02:21Sheriff's Office, and ourself. We also
- 1:02:23brought in Puko uh who helps enforce
- 1:02:25hazmat operations and other CDL
- 1:02:28requirements. And we we really brought
- 1:02:30in a a lot of people and we dedicated a
- 1:02:32whole week to nothing but this from
- 1:02:34several agencies across the state. We
- 1:02:36worked this enforcement area on
- 1:02:37Interstate 71 from the county line to
- 1:02:40the county line. We targeted State Route
- 1:02:42123 off of 71 into Lebanon, State Route
- 1:02:4648 to Hamilton Township to Lebanon. We
- 1:02:48we uh really worked on State Route 63
- 1:02:50over to 75. We really made this a Warren
- 1:02:53County specific, you know, enforcement
- 1:02:56area. So in October, the numbers
- 1:02:58obviously climbed. When you start
- 1:03:00looking at this in October,
- 1:03:02we made 561 traffic stops in in a week.
- 1:03:07Uh we issued 423 citations that we we
- 1:03:11made 258 vehicle inspections and 73
- 1:03:14vehicles were placed out of service. 49
- 1:03:18drivers were placed out of service for
- 1:03:19CDL violations. Uh 36 arrests were made
- 1:03:22that week. 31 of them were immigrated
- 1:03:24related. Immigration related. And during
- 1:03:27that week between all agencies, we had
- 1:03:29717 and a half manh hours put into place
- 1:03:32for this initiative. So we we as law
- 1:03:35enforcement, we know we still have a lot
- 1:03:37of work to do. Um but we feel like this
- 1:03:40was a very successful week for us. Okay?
- 1:03:42We we made an impact that week. Uh I
- 1:03:44think we put people on notice that to
- 1:03:46operate CDLs in Warren County, we're
- 1:03:49going to take it serious. You're going
- 1:03:50to have to operate safely. You're going
- 1:03:52to have to oper operate by the law. Now,
- 1:03:54as Miss Miss Tesca talked about, we are
- 1:03:57our hands are tied when it comes to
- 1:03:58certain things. Um, I think we've all
- 1:04:00heard the federal government and we've
- 1:04:02heard President Trump make comments
- 1:04:03about English speaking to drive CDL for
- 1:04:06CDL. It's a federal requirement. That's
- 1:04:08correct. It's a federal requirement to
- 1:04:10speak English to get a CDL. However,
- 1:04:12it's not a state requirement in the
- 1:04:14state of Ohio. So, we as local law
- 1:04:16enforcement, the sheriff's office,
- 1:04:18myself, we cannot enforce that federal
- 1:04:21requirement. So, we have been talking to
- 1:04:23our state reps about, hey, this is an
- 1:04:25issue, right? It's a federal
- 1:04:26requirement. We can't enforce it. We
- 1:04:28need state law to mirror federal law so
- 1:04:31that we can have some more tools in our
- 1:04:33tool belt to make an impact for roadway
- 1:04:35safety. And I think at the end of the
- 1:04:37day, that's what that's what these
- 1:04:38initiatives are about. They're about
- 1:04:40making sure that when our loved ones
- 1:04:42travel the streets and we travel the
- 1:04:44streets, that we are safe. These
- 1:04:45vehicles are being operated correctly
- 1:04:48with the proper equipment. And that's
- 1:04:50really what we're targeting. that that
- 1:04:51is the easiest way for us to make an
- 1:04:54impact right now. Now, yeah, could there
- 1:04:56be bigger things going on? Sure. Do
- 1:04:58those investigations take time if
- 1:05:00they're going on? Yes, they take time.
- 1:05:02Investigations into some of the stuff
- 1:05:04people brought up, those things don't
- 1:05:05happen overnight. They take time to
- 1:05:06build these cases. Um, but when we talk
- 1:05:08at immediate impact and what you see in
- 1:05:10your local community, this is the way to
- 1:05:13to make those impacts. Uh, we will
- 1:05:16continue to do these operations. Would
- 1:05:18we love to do them every day? Absolutely
- 1:05:20we would. We don't have the budget. We
- 1:05:22don't have the staffing levels to do it.
- 1:05:24Um and I think it goes again to what the
- 1:05:26trustees were talking about earlier is
- 1:05:28trying to work with those state reps. I
- 1:05:30know trustee Cordre's reached out to a
- 1:05:32few about trying to get some state
- 1:05:34dollars uh pushed down so we can get
- 1:05:36some task force uh style set up or some
- 1:05:40uh traffic funds so we can continue to
- 1:05:42do these operations more frequently. Uh
- 1:05:44we do have plans to try to at least do
- 1:05:46them quarterly and what you will see
- 1:05:48from us in the sheriff's office is
- 1:05:49Sheriff Riley and I speak on this
- 1:05:50probably weekly. Um it was more the
- 1:05:52targeted initiatives like we saw in
- 1:05:54August, you're not going to see as big
- 1:05:56of an impact, but it's hard to pull
- 1:05:59those resources from every agency like
- 1:06:00we did that week all the time. So, if we
- 1:06:03can do those quarterly to get these
- 1:06:05results quarterly and continue to hit uh
- 1:06:08the targeted dates throughout the months
- 1:06:10leading up to those quarterly events so
- 1:06:12that we we keep the pressure on people
- 1:06:14who I like look we love commercial
- 1:06:16drivers right the truck drivers are the
- 1:06:18backbone of our economic system but we
- 1:06:21need them to do it the right way. So,
- 1:06:23we'll continue to to push this. will
- 1:06:25continue to target this and yes ma'am
- 1:06:29>> that's a combination of all
- 1:06:31>> this is all agencies involved this is
- 1:06:33what this is what every agency in this
- 1:06:36operation
- 1:06:38that that's all of our stats that's what
- 1:06:39we accomplished that week
- 1:06:41>> in Warren County
- 1:06:43>> is as well okay
- 1:06:44>> yeah that's everybody in Warren County
- 1:06:46that's what we were able to accomplish
- 1:06:47that week
- 1:06:48>> yes so Chief Short if you could speak to
- 1:06:51in some of our private conversations I
- 1:06:53think while we have this number of
- 1:06:54people here would be beneficial. Can you
- 1:06:56kind of take us through in the
- 1:06:58immigration piece with, you know, us
- 1:07:01enforcing local and state laws and
- 1:07:02federal immigration law, uh, HTPD makes
- 1:07:06a traffic stop, whether it be a
- 1:07:08passenger vehicle or a commercial
- 1:07:09vehicle through maybe even the area of a
- 1:07:12immigration related offense to like you
- 1:07:14you educated me about a transport maybe
- 1:07:17even to an ICE facility. Can you walk us
- 1:07:19through high level what that looks like,
- 1:07:21what we can and can't do and how it
- 1:07:22works?
- 1:07:23>> Yeah, for Hamilton Township. So, we are
- 1:07:24not a 287G community. So, what that
- 1:07:27means is we do not have a task force
- 1:07:30officer assigned with with ICE to
- 1:07:32enforce immigration status. Okay?
- 1:07:34There's a couple reasons for that. One
- 1:07:36is staffing. Okay? So, if you make a
- 1:07:38immigration related arrest by a 287G
- 1:07:41officer, that 287G officer has to make
- 1:07:44that transport to an ICE detention
- 1:07:46facility. So, for a community like us
- 1:07:49where we work on average three officers
- 1:07:51per shift, if it's a perfect day and no
- 1:07:53one's off, it's four. Um, and an officer
- 1:07:56makes a 287g arrest, I have to take that
- 1:07:58officer out of my community for an hour,
- 1:08:02hour and a half because he's either
- 1:08:03going to Butler County to the city of
- 1:08:05Hamilton to the Butler County jail or
- 1:08:06he's going to Blue Ash. Um, so we're
- 1:08:09pulling him off, but the sheriff's
- 1:08:11office has 10 to 12 officers that are
- 1:08:13assigned to that and always usually
- 1:08:15someone working. So for us, it makes
- 1:08:17more sense when we make those stops. If
- 1:08:19we recognize uh either, you know, a
- 1:08:22possible uh person who's in our country
- 1:08:24illegally, then we can contact the
- 1:08:26sheriff's office, we can contact the
- 1:08:27place. Um they can then run those that
- 1:08:30information for us. They confirm that
- 1:08:32there's a detainer or that person is
- 1:08:34wanted on an immigration violation. The
- 1:08:36sheriff's office will respond to the
- 1:08:37scene, take custody of that gentleman or
- 1:08:39or lady, and they will transport them to
- 1:08:41the holding facility. or ICE will
- 1:08:43respond out uh which happens quite often
- 1:08:46on our stops and they will take custody
- 1:08:48of that person and take them back to the
- 1:08:50living facility. So, as we do not have
- 1:08:53officers sworn to uphold that federal
- 1:08:56statute, we work very closely with our
- 1:08:58sheriff's office and ICE to to make sure
- 1:09:01that we are enforcing immigration as
- 1:09:02much as we can.
- 1:09:04>> Thank you.
- 1:09:06>> Gentlemen, you have any thoughts or
- 1:09:08comments?
- 1:09:08>> Michelle, I think Michelle had a
- 1:09:09question.
- 1:09:10>> I have a question.
- 1:09:11>> Yeah.
- 1:09:13correct me if I'm wrong
- 1:09:22>> in Warren County. Correct.
- 1:09:24>> That is correct.
- 1:09:27>> Hamilton County does not
- 1:09:38spot you that you're gonna look for
- 1:09:42the minute they pull county.
- 1:09:50>> Correct.
- 1:09:50>> Anyway, thank you.
- 1:09:53Yeah, and I think to piggyback on
- 1:09:55Michelle's comment there, I have a a
- 1:09:57line that uh I was in a leadership
- 1:09:59development program in Warren County
- 1:10:01several years ago and one of the days
- 1:10:02was law enforcement stuff and uh
- 1:10:04prosecutor forshell was presenting to
- 1:10:06the group and he hasn't we talk about
- 1:10:08the difference in how maybe some crimes
- 1:10:10and laws are enforced in Hamilton County
- 1:10:12as a neighbor versus here. A little
- 1:10:14different here, right? And trying to
- 1:10:16maybe uh bring more of a reputation
- 1:10:18around his commercial activity to that.
- 1:10:20But prosecutor has a line. He says you
- 1:10:23uh you promote what you permit, right?
- 1:10:26So if it starts becoming known that
- 1:10:28we're going to do these things regularly
- 1:10:30um and things like that, people moving
- 1:10:33here, you comment made coming to the
- 1:10:35community, we want people to be aware
- 1:10:37that, you know, we are trying to
- 1:10:40assemble resources to this and deter
- 1:10:42this issue. And to Michelle's point,
- 1:10:44it's just as simple for some folks as
- 1:10:45they know that like, wow, if I go move
- 1:10:47here or park my truck here, I'm not
- 1:10:50going to be at risk of when I pull out
- 1:10:51of the truck storage facility of of
- 1:10:54having an inspection. So, uh, it will
- 1:10:56move the needle, you know, over time.
- 1:10:58So,
- 1:11:02>> no. Bye.
- 1:11:04In I had a meeting up in Columbus where
- 1:11:06it was about 25 people where we had
- 1:11:10someone from OSB motor
- 1:11:17and Charlie director of the Ohio talking
- 1:11:20about this
- 1:11:23issue obviously but one of the other
- 1:11:25things that I'm trying to get done in my
- 1:11:28bill and my amendment is and this was
- 1:11:30brought to my attention by prosecutor
- 1:11:33and Charlie
- 1:11:37penalties if you're caught cheating
- 1:11:39while taking your test because a lot
- 1:11:48incorporated in this amendment.
- 1:11:50>> Thank you.
- 1:11:51>> Yeah,
- 1:11:52>> common sense like you said earlier.
- 1:11:56>> Anyone else have any other I'm sorry
- 1:11:57ma'am. Uh questions or comments for
- 1:12:00Chief Short? We'll take a few. Hey, go
- 1:12:03ahead. Go ahead.
- 1:12:05>> Just a question.
- 1:12:09>> Dave Bon 6929 Midnight Sun. Just got a
- 1:12:12question in regards to the new condos
- 1:12:14that are going in down the street across
- 1:12:15the street from Nunner. Um, has a
- 1:12:17traffic study or will be a traffic study
- 1:12:20be performed for people coming in off of
- 1:12:22Nuner because it's getting crazy. Yeah,
- 1:12:25the traffic study's been um
- 1:12:28performed in the site plan reviewing
- 1:12:30process of that. Interesting fact for
- 1:12:32all the new faces that are here, that
- 1:12:34apartment development that you're
- 1:12:36referring to was approved part of a
- 1:12:38broader resolution for a number of
- 1:12:40housing um units in 1997
- 1:12:44and is just now going to production. So,
- 1:12:45obviously the community looks a lot
- 1:12:47different today from a traffic
- 1:12:48standpoint than when it was approved.
- 1:12:50But um
- 1:12:51>> yeah, there are staff has been working.
- 1:12:54We have a handful of development-driven
- 1:12:56improvements that are recognized 22 and
- 1:12:5948. Uh the the immediate ones closest to
- 1:13:02that development are going to be some
- 1:13:05additional left turn lanes from the
- 1:13:07south side of Willipond Boulevard going
- 1:13:09to 22 and 3 to go west. Maybe additional
- 1:13:12turn lanes Willapon Boulevard on the
- 1:13:14north side coming to go west. Right.
- 1:13:16>> Uh maybe a widening of 22 and three in
- 1:13:19that area to Hopkins Road. a light at
- 1:13:21Willough Pond Boulevard and 48. Um, and
- 1:13:24that developer what has happened has uh
- 1:13:27we work with the Warren County Engineers
- 1:13:29Office, our district of ODOT and the
- 1:13:32staff, we've created an estimate um and
- 1:13:34we're seeking a significant share of
- 1:13:36funding that developer funded several
- 1:13:38hundred,000 to a fund that as these
- 1:13:42monies come together and the development
- 1:13:43proceeds will fund those improvements
- 1:13:45over time. Yes.
- 1:13:47>> Thanks.
- 1:13:47>> Thank you.
- 1:13:49Anyone have anything for Chief Short?
- 1:13:59>> Joe Shannon again. Um, my question is as
- 1:14:02a for the community, what can we do um
- 1:14:06to
- 1:14:08help you guys get some of this stuff
- 1:14:10accomplished?
- 1:14:11>> No, I I think honestly I I think one of
- 1:14:15the biggest things is keep on showing up
- 1:14:16like this. Honestly, um I think it's
- 1:14:18great. I think
- 1:14:18>> I agree with you.
- 1:14:19>> If we even learned anything from last
- 1:14:21night, no matter where you sat is, the
- 1:14:22the leaders that didn't do nothing
- 1:14:26>> get booted, right? The ones that
- 1:14:27actually to some deg
- 1:14:34that's what we need here. We need you to
- 1:14:36keep on engaging us, engage your state
- 1:14:39representatives, engage your state
- 1:14:41senator, governor, all the way up
- 1:14:43federal and keep the pressure on. I
- 1:14:45think the more more public eyes we see
- 1:14:47on this, the more that people keep on
- 1:14:49talking about and keep it up in the
- 1:14:50forefront, that's going to get the the
- 1:14:52right interest. That's going to get the
- 1:14:54the the help from ICE, the help from
- 1:14:57Ohio State Highway Patrol. It'll get the
- 1:14:58federal people and hopefully some
- 1:15:00federal dollars involved. But I think
- 1:15:01that's going to be the biggest the
- 1:15:02biggest gains is we can we can uh get
- 1:15:05those eyes and ears to the point where
- 1:15:06we can um to Chief Short's point, get
- 1:15:09some additional dollars where we then
- 1:15:10can supplement um with overtime pay that
- 1:15:14we can and do that stuff because I'll
- 1:15:15tell you this board, we we've all said,
- 1:15:17I know I've heard us all say it
- 1:15:18different times, we want all the help we
- 1:15:20can get. Everybody that wants to help
- 1:15:21with the enforcement is welcome to come
- 1:15:23in Hamilton Township. we are not going
- 1:15:24to turn away help like like we'll build
- 1:15:27you a shack if we have to and we'll let
- 1:15:29you you know set up shop like we we want
- 1:15:31that help we want to fix this problem
- 1:15:34but it's going to take funding it's
- 1:15:36going to take public pressure so I would
- 1:15:38just encourage everybody to just keep on
- 1:15:39staying engaged reach out and do and do
- 1:15:43that and help get that kind of publicly
- 1:15:45out there and I think that pressure will
- 1:15:46help
- 1:15:47>> some additional lobbying and I
- 1:15:49appreciate that question in addition to
- 1:15:51Michelle uh Senator elect Zack Haynes.
- 1:15:55Uh Adam Matthews is our other rep for
- 1:15:58Warren County. He's he's not Hamilton
- 1:15:59Townships, but he certainly has a strong
- 1:16:02tie to this board and he's a very good
- 1:16:04listener of these kind of concerns. And
- 1:16:06then I I would also suggest starting in
- 1:16:08January, our new attorney general's
- 1:16:09office, the AG, is obviously the uh the
- 1:16:13number one law enforcement official in
- 1:16:15the state and that uh that office also
- 1:16:18has some ties to the Ohio State Patrol
- 1:16:20office. Um, so I would suggest you lobby
- 1:16:24as many um, state decision makers and
- 1:16:28those that can impact funding because
- 1:16:30you saw on I think it was chief's last
- 1:16:33slide uh, that week that was five days
- 1:16:36in October took 717 total manh hours
- 1:16:40across those four agencies. So, anything
- 1:16:43that the AG's office, state patrol, and
- 1:16:46any of the state legislators who can
- 1:16:48have a hand in obviously Ohio needs to
- 1:16:51better fund uh any vehicle commercial
- 1:16:54vehicle safety needs to be emphasized
- 1:16:57and we would love to be the test case
- 1:16:59for that. Um if they even if there's if
- 1:17:02the state would only initially in 27
- 1:17:05fund fund it make us a p the test pilot
- 1:17:09and then we'll show success and they
- 1:17:11could expand it. But those are the
- 1:17:12additional offices that I would
- 1:17:14recommend you lobby for us. Thank you.
- 1:17:16>> Awesome. Thank you.
- 1:17:20>> Anyone else
- 1:17:24moving forward
- 1:17:29this time?
- 1:17:39>> Yeah. Um,
- 1:17:40>> yeah, like I mentioned, uh, as far as
- 1:17:42the operations you saw in October, our
- 1:17:44goal in talking with the state patrol
- 1:17:46and and and Sheriff Riley, our goal is
- 1:17:48to do one of those operations at least
- 1:17:50quarterly and then continue to do
- 1:17:52similar operations that you saw at the
- 1:17:54very beginning of the presentation in
- 1:17:55August. Uh, Sheriff Riley and I will do
- 1:17:57those on targeted days throughout those
- 1:17:59months leading up to the the major one
- 1:18:01as well.
- 1:18:01>> We'll we'll share information and
- 1:18:03completion of these, but I think
- 1:18:04everyone can understand we don't want to
- 1:18:06be these to become very predictable,
- 1:18:08right? and be easy to avoid. So, there's
- 1:18:10some conversation around when we do
- 1:18:12these and how we do them and things like
- 1:18:14that uh to maximize effectiveness.
- 1:18:18>> Can that slide deck that you showed us
- 1:18:20be part of the minutes published to the
- 1:18:23website?
- 1:18:24>> Yeah, it's public information. You can
- 1:18:25request it. We can uh we can make that
- 1:18:27available. Yeah. And it'll be in the
- 1:18:28meeting minutes.
- 1:18:32>> You guys have done an awesome job for
- 1:18:34the 17 years.
- 1:18:36So, in our neighbors had an issue. You
- 1:18:40guys were there quick, you know, to
- 1:18:42their house. So, I think you've done an
- 1:18:45amazing job. I know that you're
- 1:18:47stretched. You've got a small team, but
- 1:18:50what I've seen has been great.
- 1:18:55>> Yeah. Thank you. And just and what I
- 1:18:56would add to that, I mean, first, thank
- 1:18:57you guys for coming. Like Daryl said,
- 1:18:59you know, we joke sometimes uh it's
- 1:19:02unfortunate that it takes something like
- 1:19:03this to get a lot of new faces in the
- 1:19:05crowd. A lot of these township trustee
- 1:19:07meetings, you probably see the same
- 1:19:08three to five residents here or
- 1:19:10something like that. You know, stay
- 1:19:12involved. Social media is great. A lot
- 1:19:14of good on it. Sometimes there's some
- 1:19:16bad on it. I joke with folks a lot of
- 1:19:18times compared to like a state or
- 1:19:20federal elected official. We're pretty
- 1:19:21available. You know, if you see
- 1:19:22something on social media or you have a
- 1:19:24common sense question, how did this come
- 1:19:26about? What's going on? Hit us up. Our
- 1:19:28email, our cell phones, or on the
- 1:19:30website. We can come out and meet with
- 1:19:32you, have a conversation, you know,
- 1:19:33whatever that looks like. But stay
- 1:19:35involved. And I think just the again the
- 1:19:37common sense theme. If you see something
- 1:19:39that seems out of line, say something.
- 1:19:41You know, call 911, call the
- 1:19:43non-emergency dispatch number, you know,
- 1:19:45take a note, take a picture, whatever.
- 1:19:47Um, you know, we to your point, sir, I
- 1:19:50mean, uh, we have a small agency, right?
- 1:19:53Like chief said, with three or four
- 1:19:54officers on and, you know, staff that
- 1:19:56works in the building, you know,
- 1:19:57detectives investigating cases, things
- 1:19:59like that. Um, you know, it's a it's a
- 1:20:01fine line to try to apply resources to
- 1:20:03this problem and still provide safety
- 1:20:06and police protection to, you know,
- 1:20:0735,000 people or so, the day-to-day
- 1:20:10ongoing needs. Uh, and just know too
- 1:20:12that, you know, if you're not seeing a
- 1:20:14ton of conversation about this from the
- 1:20:16board or staff or on social media,
- 1:20:18doesn't mean that wheels aren't turning
- 1:20:20and things aren't happening. we realize
- 1:20:21the the significance of the situation
- 1:20:24with this and uh there's a lot of people
- 1:20:27involved in this and to Daryl's point
- 1:20:29you know um it it takes a number of
- 1:20:33people and it takes some pressure and
- 1:20:34things like that to get that stuff going
- 1:20:36unfortunately but Mrs. Tesa is doing
- 1:20:38some good work, you know, with the the
- 1:20:39state level working on some of these
- 1:20:41things. And I think we get this is a
- 1:20:43huge problem, right? It's a capacity
- 1:20:45issue. This isn't just here. I mean,
- 1:20:47there's several communities that have
- 1:20:49been in the news just in southwest Ohio
- 1:20:51in recent years. You know, a lot of
- 1:20:53people came into the country. And I'm
- 1:20:54not going to make broad statements about
- 1:20:56how many of them, you know, um what
- 1:20:58their intents are and things like that,
- 1:21:00but I think people get that there's just
- 1:21:02not unlimited resources available to go
- 1:21:04out and and tackle these issues that it
- 1:21:06takes a lot of co collaboration and
- 1:21:08cooperation from a lot of folks to to
- 1:21:10move the needle in this. Um if anyone
- 1:21:14else doesn't want to
- 1:21:15>> Yeah.
- 1:21:16>> Um Michelle Dubal, 66 West Hatswike
- 1:21:20Road. I just could we commit to you
- 1:21:23looking into I thought that was genius.
- 1:21:25The idea of weight limit on the roads
- 1:21:28that seems like it could possibly be a
- 1:21:30simple thing.
- 1:21:31>> Yeah, I actually I'll reach out to him
- 1:21:34because he did bring up some great
- 1:21:35points
- 1:21:36run it through our laws we're already
- 1:21:38doing as well. So I'm sure he'll forward
- 1:21:41them to Darl.
- 1:21:43>> Thank you. Okay. And in one in one and
- 1:21:45if there is a silver lining in this and
- 1:21:48I say that very lightly, the vast
- 1:21:52majority of this truck traffic is
- 1:21:54getting to the interstates from truck
- 1:21:55base. So they're traveling Grandon Road
- 1:21:58and 48. Uh Grandon Road's a county road.
- 1:22:01So we can't change the weight limits on
- 1:22:02the county road and 48's a state route.
- 1:22:0522 and three is a state route. But we
- 1:22:07those things have been noted. Um, but
- 1:22:09yeah, fortunately, like I said, if there
- 1:22:11is a silver lining, it's I've observed,
- 1:22:13I've parked places and watched the
- 1:22:15traffic. I would say less than 10% of
- 1:22:19the traffic comes out of truck base and
- 1:22:21doesn't go north, you know, east on
- 1:22:24Grand into north on 48 to 71 or west on
- 1:22:27Grand into 71 at Kings Mills. Very
- 1:22:29little of it
- 1:22:31>> that go through through
- 1:22:32>> travels into Yeah. Yeah. Exactly.
- 1:22:33>> right over that roundabout. Um but yeah,
- 1:22:36but no, we're definitely going to follow
- 1:22:38up on a number of those items and we're
- 1:22:41uh we're not embarrassed to be asking
- 1:22:43anybody and everybody for help and
- 1:22:44resources at this point.
- 1:22:46>> I just want to say I don't know is here
- 1:22:49but thank you for everything you did.
- 1:23:00>> Later Ryer, if you just state your name
- 1:23:01and address for the record, if you
- 1:23:02would. My name uh my name is Chad Carol.
- 1:23:04Prefer not to give my address. I spoke
- 1:23:06to you. Apologize I'm dressed like this.
- 1:23:09I was watching you guys live and I was
- 1:23:12like, "Okay, I'm gonna come here real
- 1:23:14quick."
- 1:23:14>> That's a first.
- 1:23:16>> Kudos to you.
- 1:23:18>> Just I just had a quick question and
- 1:23:20that is like
- 1:23:22and this is going back to the moss.
- 1:23:25Why is it that they re like you guys
- 1:23:28approved the permits and allowed them to
- 1:23:30build before checking where the funds
- 1:23:33are coming from?
- 1:23:34>> So yeah, I mean I can speak and that's
- 1:23:36one of the things I see on social media.
- 1:23:38>> If I asked anyone in here to raise their
- 1:23:41hand if the township had any involvement
- 1:23:43of them signing a lease or purchasing a
- 1:23:46home or how they fund their business,
- 1:23:49that answer would be no. It's just not
- 1:23:51something we have authority or
- 1:23:53jurisdiction over. We talked about how
- 1:23:55it was approved. It was a residentially
- 1:23:58zoned piece of property that uh places
- 1:24:00of religious worship or religious use
- 1:24:02are allowed on. So that was the reason
- 1:24:03why the township and this is the same of
- 1:24:06all townships in Warren County and
- 1:24:07probably most in Ohio. Township again
- 1:24:09we're the smallest simplest form of
- 1:24:11government. So we have one or two like
- 1:24:14zoning or economic development
- 1:24:15employees, but we issue one permit for
- 1:24:17the project in general. all their
- 1:24:20building permits and inspections for
- 1:24:22that run through the county building
- 1:24:23department.
- 1:24:24>> Okay.
- 1:24:24>> So, we hear it originally and approved
- 1:24:27that site plan and then issue a permit,
- 1:24:29but we're not the ones in there that are
- 1:24:31inspecting electrical plumbing and and
- 1:24:33things of that. The the talk of the
- 1:24:35electrical capacity of this site and
- 1:24:37things like that
- 1:24:39>> doesn't go into our jurisdiction.
- 1:24:41>> Sounds to me like it's ass backwards.
- 1:24:42You don't allow them to build something
- 1:24:45and then you're now discovering these
- 1:24:47funds are coming from fraudulent
- 1:24:50companies.
- 1:24:51>> Well, the guy from the Nord Wolf guy
- 1:24:55like
- 1:24:55>> we don't have the surface
- 1:25:00your money from to pay for your house. I
- 1:25:02can't ask you that.
- 1:25:03>> Right.
- 1:25:04>> I think that needs to change
- 1:25:07the federal government's responsibility.
- 1:25:09How you going to take blood money and
- 1:25:11and allow them to build stuff?
- 1:25:14>> So, you're saying you can take blood
- 1:25:16money and just build
- 1:25:17>> I'm saying that people prevent crime and
- 1:25:19I'm just trying people commit crime,
- 1:25:21right? I've learned in my first year
- 1:25:23being elected I can't stop
- 1:25:27human nature is human nature, right? So,
- 1:25:30we don't it would be an abuse of
- 1:25:33government and power for us to start to
- 1:25:36try to and again we spoke to this
- 1:25:37earlier. Maybe you're on the way here.
- 1:25:39If we were to try to pass some res
- 1:25:41resolution that was just an abuse of
- 1:25:43power, an overreach of government, hey,
- 1:25:45we we've got this concern. So, if you're
- 1:25:47renting an apartment or buying a home in
- 1:25:49Hamilton Township, we want to look into
- 1:25:50your finances. We would waste your tax
- 1:25:53dollars in a legal battle and we would
- 1:25:55lose and we I I can't prevent a business
- 1:25:57owner or a home, you know, I I see all
- 1:26:00the comments. Oh, they're paying their
- 1:26:01mortgage off. We're not the lender. We
- 1:26:04don't place the lean at the county. We
- 1:26:05have no involvement in someone paid off
- 1:26:08their mortgage or what donations they're
- 1:26:11taking to fund any local church or this
- 1:26:13this mosque. I mean, I hear you. But we
- 1:26:17have to work within the constraints of
- 1:26:19what we're legally have jurisdiction and
- 1:26:22powers to do.
- 1:26:23>> Yeah. Makes very little
- 1:26:24>> the people with the powers to do that
- 1:26:26are looking at what you're describing.
- 1:26:29>> Okay. But yeah, comparing a house to a
- 1:26:31moss is
- 1:26:32>> well business or resident. I' I've seen
- 1:26:35all that.
- 1:26:36How is the township letting these people
- 1:26:38live here? We don't we have no oversight
- 1:26:40of who applies for a lease to rent a
- 1:26:43home or an apartment or, you know, or
- 1:26:45purchase a home.
- 1:26:46>> Do you think that is something that
- 1:26:47needs to change allowing people to do
- 1:26:50whatever and then the money? Yeah.
- 1:26:52>> I don't think you want to give local
- 1:26:54government that much authority.
- 1:26:57>> You don't want to give us that much
- 1:26:58authority. I mean, look what's
- 1:26:58happening.
- 1:26:59>> Cuz then that means you set a precedent
- 1:27:01and then I can start poking into your
- 1:27:03personal finance to say, "Hey, is this
- 1:27:04guy got enough money to afford the
- 1:27:06house? Where's he getting this money
- 1:27:07from? Do you want me to have that
- 1:27:08authority?"
- 1:27:10>> You're singling out. You're singling out
- 1:27:13a religious organization or a business
- 1:27:16or or you you can't just single things
- 1:27:18out.
- 1:27:19>> It's set it sets a legal precedent. you
- 1:27:23know.
- 1:27:24>> Oh yeah,
- 1:27:24>> it's an interest. They had some bad
- 1:27:26characters in government and dude, we're
- 1:27:28at a really bad place.
- 1:27:29>> I think the three of us daytoday in in
- 1:27:31Warren County, right, we talk about
- 1:27:33being fiscally conservative, being a
- 1:27:34conservative area, you know, so we go
- 1:27:36from trying to work in uh the funds that
- 1:27:40we have, provide quality services, and
- 1:27:41now you're in a situation like this
- 1:27:43where we would take, you know, any
- 1:27:46resource we could get our dollars. We
- 1:27:48would run out of the dollars that we
- 1:27:49have in our local government. I mean, we
- 1:27:52we could go do this and ask folks to do
- 1:27:53it every day all day, but like Chief has
- 1:27:56said, it's, you know, to bring these
- 1:27:58people together to do it. It's just not
- 1:28:00realistic.
- 1:28:01>> So, you say it's a federal issue?
- 1:28:02>> Well, the immigration's federal law and
- 1:28:05the crimes that are being investigated
- 1:28:07are largely financial crimes to your
- 1:28:09point and they largely fall under
- 1:28:11federal agencies and federal
- 1:28:12jurisdiction.
- 1:28:13>> Oh, yeah.
- 1:28:14>> Thank you for Thanks for getting up from
- 1:28:16the live view and coming out.
- 1:28:20I think that's a first.
- 1:28:23Anyone else before we close the public
- 1:28:25comments? Sir,
- 1:28:26>> you can come up.
- 1:28:28>> I just question
- 1:28:31all this.
- 1:28:44>> Well, and it's another question. Yeah,
- 1:28:46>> let me let me let chief speak to that
- 1:28:48too because that's a conversation we
- 1:28:50have and that's another um maybe the
- 1:28:53narrative. Chief, can you talk a little
- 1:28:54bit about people coming here and maybe
- 1:28:56seeking asylum and while we think a lot
- 1:28:59of these people may be illegal in the
- 1:29:01letter of the federal immigration law,
- 1:29:03they may not be
- 1:29:04>> correct. I mean,
- 1:29:06this goes back to a previous
- 1:29:08administration in the federal government
- 1:29:10when we we saw a a time of open borders.
- 1:29:14Um, it was very easy once you came
- 1:29:16across United into the United States.
- 1:29:17You asked for asylum and you were given
- 1:29:20a temporary visa status and permission
- 1:29:22to work and you worked your way through
- 1:29:24the immigration system. Um, a lot of the
- 1:29:27people that we come into contact with
- 1:29:28are exactly in that status. U, they're
- 1:29:31going to their weekly or monthly
- 1:29:33checkups that's required by immigration.
- 1:29:35Uh, they're doing things the correct way
- 1:29:38as far as the immigration system is is
- 1:29:40concerned. And and as we sit here today,
- 1:29:43they are here legally.
- 1:29:44>> It's on their driver's license.
- 1:29:46>> It is. So, I mean, there's a there's a
- 1:29:47number on their driver's license that
- 1:29:49lets us know what status they're here
- 1:29:50and what they got their license under,
- 1:29:52whether it's non-domicile or whether,
- 1:29:54you know, and we look at those numbers
- 1:29:55and we can tell and that's how we make
- 1:29:57the determination whether we need to
- 1:29:58call and check on statuses when we check
- 1:30:01immigration statuses. But yeah, a lot of
- 1:30:03these folks, did they get into the
- 1:30:05United States legally? I don't know. I
- 1:30:07will assume maybe, maybe not. Uh but
- 1:30:10when they got once they got here, they
- 1:30:11claimed asylum. They were given their
- 1:30:13temporary visas. They were given their
- 1:30:15work privileges. And as long as they do
- 1:30:17what what the government has outlined
- 1:30:20for them to do, they stay in a legal
- 1:30:21status until they get a court hearing in
- 1:30:24front of an im immigration judge to
- 1:30:25decide whether their asylum is approved
- 1:30:27or not.
- 1:30:30>> Thank you, sir.
- 1:30:33>> I want to speak for myself this time
- 1:30:35instead of speaking to somebody else. I
- 1:30:37just want to say thank you. Um, Chief
- 1:30:39Short, thank you, Representative Pesca,
- 1:30:41for everything you've done and all of
- 1:30:43your attitudes about this. I think the
- 1:30:45important thing to remember is that a
- 1:30:47lot of these things are really just
- 1:30:50results of a culture and a religion
- 1:30:54coming into this area that, you know,
- 1:30:57all you know, we're talking about all
- 1:30:58these different things, laws being
- 1:31:00broken and things, but ultimately, and I
- 1:31:02want to say it's heartening to see all
- 1:31:05of you here today because that's what it
- 1:31:07takes, right? to keep pushing back to
- 1:31:10keep preserving a generational city,
- 1:31:14right? And to
- 1:31:16>> township,
- 1:31:17>> township township.
- 1:31:18>> We're very proud of that.
- 1:31:19>> No local income tax here in Hamilton
- 1:31:21County. It is a great place to live.
- 1:31:23>> It's a great place to live. And to uh to
- 1:31:25preserve the American way of life, plain
- 1:31:27and simple. And to see all of you here
- 1:31:29and to hear all the things that you have
- 1:31:31said today and everything everyone's
- 1:31:33doing, it's it's very very important.
- 1:31:35And we have to keep doing it. and we
- 1:31:38have to keep pushing back. So, I just
- 1:31:40want to say thank you so much and thank
- 1:31:42you to everyone who came out here today
- 1:31:43and thank you to Not Wolf as well, a
- 1:31:45citizen that is also helping I think
- 1:31:48expose a lot of the things that have
- 1:31:49gone on and thank you Jen too. Really
- 1:31:52appreciate it.
- 1:31:55>> Thanks.
- 1:32:00>> Are you guys all going to stay for the
- 1:32:02boring remainder of the meeting? The
- 1:32:03normal stuff?
- 1:32:06>> All right. Fire, fire away. Then we're
- 1:32:07going to button this up.
- 1:32:08>> How do we get sidewalks from Fosters
- 1:32:10Point to the village?
- 1:32:12>> They will be development driven well in
- 1:32:16the village in Foster Mainville
- 1:32:18>> or up to Hamilton.
- 1:32:20>> So sidewalks and developments along 48
- 1:32:23and 22 and three as large vacant parcels
- 1:32:26development will occur. Um, what about
- 1:32:28Foster Mainville?
- 1:32:29>> Foster Mainville and where you're
- 1:32:31referring to is I would encourage you to
- 1:32:33attend the village of Mainville meeting
- 1:32:35because largely that area you're
- 1:32:36referring to is within the footprint of
- 1:32:37the village. Um, and it would be, you
- 1:32:40know, people you think of sidewalks and
- 1:32:42you think, "Oh man, that should be
- 1:32:43pretty easy to accomplish the easements
- 1:32:45that you need, potentially some rideway
- 1:32:47stuff, and just the cost of it." Then
- 1:32:49it's a maintenance obligation. Not to
- 1:32:51speak for them, but I mean it super
- 1:32:53small government jurisdiction, right?
- 1:32:54>> I think he's throwing you under the bus,
- 1:32:57huh? Actually, yeah, Doug is a Mainville
- 1:32:59council member.
- 1:33:10Anybody
- 1:33:23else?
- 1:33:25>> All right. Well, thank you all for
- 1:33:26coming. I'm going to close the floor to
- 1:33:29our first public comment section um and
- 1:33:32invite you all to stay for the rest of
- 1:33:33the meeting at 7:33 p.m.
- 1:33:38All right. Right. With that, now we will
- 1:33:40move to our uh public hearing agenda
- 1:33:42item for the new lighting district.
- 1:33:53>> I doubt there was an I mean I mean I
- 1:33:55can't imagine anyone's going to recall
- 1:33:59Do you recall doing a lighting district
- 1:34:00here?
- 1:34:00>> I think this might be because they want
- 1:34:02a resolution in Arkansas.
- 1:34:03>> Yeah, they do. I don't think we
- 1:34:07>> you're townships are supposed to
- 1:34:09>> as a public
- 1:34:10>> I've been here. This is our second one.
- 1:34:12I can't speak before November 23.
- 1:34:15>> Fair enough. I think we just approve
- 1:34:17them.
- 1:34:17>> What do we got to do? Go back and redo
- 1:34:19the law.
- 1:34:19>> No.
- 1:34:20>> All right.
- 1:34:21>> So, Mr. Wright, how do you want to with
- 1:34:23this being an official hearing, we need
- 1:34:25to give an opportunity for anyone to
- 1:34:27speak in support or opposition?
- 1:34:29>> Yes. I would ask for proponents or
- 1:34:30opponents.
- 1:34:31>> Who's presenting?
- 1:34:32>> We don't have Okay. Oh lord.
- 1:34:34>> And I'd like to talk about kilowatt
- 1:34:36hours and electric generation too, Joe,
- 1:34:39while we're here.
- 1:34:41>> All right. So, for those of you that are
- 1:34:42here that aren't normal with the meeting
- 1:34:44process, this is actually a rare, very
- 1:34:46rare event. A lighting district is just
- 1:34:47simply in a new residential area. In
- 1:34:50this case, a subdivision, street lights,
- 1:34:52those get funded. Uh that bills generate
- 1:34:55from Duke. The township pays them. The
- 1:34:56property owners pay a portion of their
- 1:34:58taxes or a special assessment to repay
- 1:35:01that. This is just a legal process we've
- 1:35:03got to go through to uh do this lighting
- 1:35:05district. Mr. Wright will give a brief
- 1:35:07presentation about what it is, share
- 1:35:09some information, then anyone that would
- 1:35:10like to give comment in support of or
- 1:35:12opposition will have the opportunity to
- 1:35:14speak and do so. Mr. Wright,
- 1:35:17>> thanks. The Ohio Advice Code says that
- 1:35:19townships have to have a public hearing
- 1:35:20like this. Uh there's seldom ever public
- 1:35:23comment on it. the developer of the
- 1:35:25Grandon Road phase 3 residential
- 1:35:27subdivision located off of Grandon Road
- 1:35:30um has requested that you approve this
- 1:35:32tonight. The county regional planning
- 1:35:34commission won't approve their
- 1:35:36subdivision plan until a lighting
- 1:35:38district is established. Uh petition uh
- 1:35:41that was submitted is in great shape. Um
- 1:35:45I don't I don't think the applicant's
- 1:35:46here tonight, but the developer because
- 1:35:49the county won't approve the subdivision
- 1:35:51plat yet. The developer is the sole
- 1:35:53owner of all of these future lots. Um,
- 1:35:56he has already prepaid Duke Energy for
- 1:35:59the six poles. So, the capital expense
- 1:36:01has already been paid for fully by the
- 1:36:03developer. After this district's
- 1:36:05approved, we'll send the information to
- 1:36:08Auditor Nolan's office. And like our
- 1:36:10other hund and some lighting districts,
- 1:36:12the 55 future lots will pay on their
- 1:36:17property taxes um the amount for the
- 1:36:20electric charges and we're simply a pass
- 1:36:23through. This is not a tax in any form.
- 1:36:26Um so it's pretty standard and we have
- 1:36:27probably 120 of these in the township.
- 1:36:31>> Thank you. Anyone questions or comments
- 1:36:34about the lighting district? Want to
- 1:36:36approach?
- 1:36:37All right. I knew you guys didn't come
- 1:36:39for the lighting district. Gentlemen,
- 1:36:42anything that's pretty straightforward,
- 1:36:43right?
- 1:36:43>> It's straightforward.
- 1:36:45>> Pass through the funds.
- 1:36:46>> Is this for all phases of the Arbor's
- 1:36:48East? This will be the one lighting
- 1:36:49district or subsequent only one. Uh the
- 1:36:54county will require them to come back
- 1:36:56for us for probably two more.
- 1:36:57>> Right. All right. So, this is like the
- 1:36:58initial 56 lots that are getting ready
- 1:37:01to start developing.
- 1:37:02>> That's right.
- 1:37:03>> Okay. All right. Thank you.
- 1:37:06>> Uh it's Mr. Fuia and then it's Arbor
- 1:37:09Homes that so basically the Arbor homes
- 1:37:11that went in off of Striker within the
- 1:37:12last year or two build up quickly uh to
- 1:37:15give a little more context as we talk
- 1:37:16about Trust Base. This is between uh
- 1:37:20Indian Lake and Truck Base. There was
- 1:37:22potential or interest in additional
- 1:37:25truck parking at a point which would
- 1:37:27have been an approved use of this
- 1:37:28property. Uh so we were favorable of
- 1:37:31reszoning this and doing the residential
- 1:37:33development that we generally a lot of
- 1:37:35times otherwise uh would try to stay
- 1:37:37away from. But yeah, and they'll they'll
- 1:37:40be uh putting it in this first phase. I
- 1:37:42think streets and marketing lots
- 1:37:44probably by springtime.
- 1:37:47>> I think I' I've heard that over half of
- 1:37:49these lots are actually pre-sold before
- 1:37:51the streets are even in. So
- 1:37:54>> experience make sure he signs his
- 1:37:57>> Thank you. All right. All right. With
- 1:37:59that, I'll make a motion to approve
- 1:38:01resolution number 26-1104A,
- 1:38:04a resolution establishing the arbors at
- 1:38:06Grandon Pond phase 3 east lighting
- 1:38:10district pursuant to Ohio Revised Code
- 1:38:12Chapter 515.
- 1:38:14>> Second.
- 1:38:15>> Mr. Rosie,
- 1:38:15>> yes.
- 1:38:16>> Mr. Susa,
- 1:38:17>> yes.
- 1:38:17>> Mr. Cordre,
- 1:38:18>> yes.
- 1:38:20>> All right. Next item we have, next
- 1:38:22resolution. Um, last meeting we talked
- 1:38:25about, we go through a process annually
- 1:38:27late in the year. We call it a true up
- 1:38:28or we appropriate additional funds that
- 1:38:30we need to balance our budget for the
- 1:38:32remainder of the year. Jeeoff, I'll let
- 1:38:33you speak briefly to this, but I think
- 1:38:35this is specifically to the uh insurance
- 1:38:38related costs and a couple of the other
- 1:38:40items in what we went over last meeting.
- 1:38:42>> That's correct. The total from four
- 1:38:44funds is only $43,000.
- 1:38:47Uh three of the funds were for the new
- 1:38:50property casualty uh insurance plan
- 1:38:53because obviously insurance goes up
- 1:38:55every year as the value of equipment and
- 1:38:57properties go up and then uh 30,000 is
- 1:39:00for the lighting district fund. At the
- 1:39:02end of the year we see what kind of
- 1:39:04charges came in for Duke if there are
- 1:39:06any increases. So since I earlier said
- 1:39:08that we are pass through uh th this way
- 1:39:11it has the lighting district fund match
- 1:39:13what the last 12 uh months of Duke
- 1:39:16charges were.
- 1:39:18>> All right. Thank you gentlemen.
- 1:39:20Thoughts, questions?
- 1:39:21>> No questions.
- 1:39:22>> All right. That I will make a motion to
- 1:39:24approve resolution number 26-1104B.
- 1:39:28A resolution authorizing an increase in
- 1:39:30township appropriations for the 26
- 1:39:33calendar year true up and declaring an
- 1:39:35emergency.
- 1:39:36>> Second. Mr. Cordre.
- 1:39:37>> Yep.
- 1:39:37>> Mr. Rosie.
- 1:39:38>> Yes.
- 1:39:38>> Mr. Susa.
- 1:39:39>> Yes. And the emergency component of
- 1:39:42legislation is just so we don't have a
- 1:39:44waiting period before we can act on it
- 1:39:46and start to uh make those changes in
- 1:39:48our budget.
- 1:39:50>> All right. Next resolution. Little bit
- 1:39:52of a a oneoff. Um Chief JW, I'm going to
- 1:39:55let you speak to the nature of this
- 1:39:56request. just if you would briefly
- 1:39:58describing the um the litigation or
- 1:40:02lawsuit that the township is looking to
- 1:40:04potentially enter into with other local
- 1:40:06jurisdictions and fire agencies. Okay.
- 1:40:08>> Yeah. Nationally there's a uh there's a
- 1:40:10class action lawsuit. Um the one thing
- 1:40:13about our fire turnout gear that we wear
- 1:40:16um the previous methods used to test and
- 1:40:20validate and certify the turnout gear
- 1:40:22required the use of PAS which is forever
- 1:40:24chemicals also highly linked to cancer.
- 1:40:27Um, in the last 10 to 12 years, we've
- 1:40:31seen uh a market increase in uh
- 1:40:35firefighter related cancer diagnosises.
- 1:40:38Um, to the point where now it's
- 1:40:39considered a um uh it's considered a
- 1:40:43work event for BWC.
- 1:40:46>> Um, so this not costing us anything to
- 1:40:49get involved in this. This has the
- 1:40:50potential to where we would be able to
- 1:40:52they're now making PASF free gear.
- 1:40:55However, it is expensive. Um to give you
- 1:40:58context, for us to replace all of our
- 1:41:00turnout gear with PAS PA pas gear would
- 1:41:03run us roughly $400,000.
- 1:41:06So getting in this lawsuit being class
- 1:41:08action, there's a potential that we
- 1:41:10would get all of our turnout gear
- 1:41:11replaced at no cost to the citizens.
- 1:41:14>> And just for comparison, what we t
- 1:41:16what's typical now cost turnout gear?
- 1:41:18>> Uh so for it's uh right now our turnout
- 1:41:22gear costs $4,400 a set. Um, pas free
- 1:41:26gear is is roughly $500 per set more
- 1:41:29expensive than what we're purchasing
- 1:41:30now.
- 1:41:31>> And then just for layman's terms, tell
- 1:41:34exactly the turnout gear set. We know
- 1:41:36this, but for the public, what is that
- 1:41:38turnout gear that a firefighter is
- 1:41:39wearing?
- 1:41:40>> That just covers the coat and the pant.
- 1:41:42That's not the helmet, the boots, the
- 1:41:44gloves, the NOMX hoods. That's just a
- 1:41:46coat and a pant.
- 1:41:47>> So $4,000 plus with a useful life of 10
- 1:41:49to 12 years.
- 1:41:50>> 10 years. 10 years is the max use of
- 1:41:52life.
- 1:41:53>> All right. Thank you, gentlemen.
- 1:41:54Thoughts or question on this one? I
- 1:41:56think it's a no-brainer.
- 1:41:56>> Yeah. No, it doesn't cost us anything up
- 1:41:58front. And yeah, if we can get our
- 1:42:00firefighters some better gear, I'm all
- 1:42:02for it.
- 1:42:02>> All right. That I will make a motion to
- 1:42:05approve resolution number 26-1104C,
- 1:42:09a resolution appointing Grossman and
- 1:42:11Kelly LLP as special outside counsel for
- 1:42:14PAS litigation for the fire department
- 1:42:17and declaring an emergency.
- 1:42:18>> Second,
- 1:42:18>> Mr. Susa.
- 1:42:19>> Yes.
- 1:42:20>> Mr. Cordre.
- 1:42:20>> Yes.
- 1:42:21>> Mr. Rosie.
- 1:42:22>> Yes. All right, that gets us through the
- 1:42:24resolutions part of new business into
- 1:42:26motions. Uh we have one here. Uh police
- 1:42:29department has been working uh renewing
- 1:42:32our Axon contract I think a year early.
- 1:42:35Uh take advantage of some uh technology
- 1:42:38updates and some preferred pricing
- 1:42:39before pricing wants to go up. Chief
- 1:42:41Short, you want to add anything to that
- 1:42:43or just give a quick summary of this?
- 1:42:44>> Yeah, just a quick summary of this. This
- 1:42:46is going to help uh update our interview
- 1:42:48room camera system one that's currently
- 1:42:50down. So to replace that, it will also
- 1:42:52put uh fleet 3 to cameras in every
- 1:42:55cruiser. So we'll have the dash cams now
- 1:42:58that we need to get up to speed with
- 1:43:00where everybody's at, what industry
- 1:43:01standard is, and keep us in our body cam
- 1:43:03program that we started a few years uh
- 1:43:05with you gent your gentleman's approval.
- 1:43:07Um for everything else, this should just
- 1:43:10be a standard contract as normal. Uh
- 1:43:12there's no interest on this contract.
- 1:43:14This spreads the payments out to allow
- 1:43:16us to budget better for the expense and
- 1:43:18we'll make a $100 payment this year so
- 1:43:20that we can get the interview rooms
- 1:43:22squared away this year.
- 1:43:23>> Okay. All right. Gentlemen, thoughts,
- 1:43:25questions?
- 1:43:26>> No, I mean I'm just glad. I know we kind
- 1:43:27of all went through a a a tour of kind
- 1:43:30of where we were at as far as police
- 1:43:31department wise with equipment,
- 1:43:32everything. Definitely appreciative of
- 1:43:33that. And I know like especially like
- 1:43:35our interview room and some of that
- 1:43:36stuff, man. I think that stuff was what
- 1:43:38original with the building. So, I mean,
- 1:43:40we're due for an upgrade there for sure.
- 1:43:42Yeah, some of this equipment is is still
- 1:43:44original to the building. So, yeah.
- 1:43:46>> All right. Yeah, I think this one is
- 1:43:48no-brainer as well. And it's odd just in
- 1:43:51a few years. I remember when I started
- 1:43:53uh 2020, Chief Hughes, your predecessor,
- 1:43:56was probably a nobody worn camera guy.
- 1:43:59And pretty quickly, uh that changed and
- 1:44:01now I think the residents expected
- 1:44:02appreciate that we have it and the
- 1:44:04officers like wearing them as well. gets
- 1:44:06rid of a lot of the he said, she said uh
- 1:44:08nature of interactions with law
- 1:44:10enforcement. That I will make a motion
- 1:44:12to approve an amendment to the existing
- 1:44:15Axon contract.
- 1:44:16>> Second.
- 1:44:17>> Mr. Razi.
- 1:44:18>> Yes.
- 1:44:18>> Mr. Susa.
- 1:44:19>> Yes.
- 1:44:19>> Mr. Cordre.
- 1:44:20>> Yes. And I'll just add for the purpose
- 1:44:22of the the minutes. So, it's on the
- 1:44:23record. It says a 5-year contract with
- 1:44:25Axon. is for all of our bodywn camera,
- 1:44:27cruiser cam, equipment they provide in
- 1:44:29our department, softwares that we use,
- 1:44:32uh software licensing, all of those type
- 1:44:34of conditions of the contract. It's a
- 1:44:36little over $534,000
- 1:44:39for a fiveyear term. So, a little over
- 1:44:41$100,000 annually.
- 1:44:44Last item that we have for a motion
- 1:44:46tonight is uh time to consider
- 1:44:50renewing the employment contract of our
- 1:44:52administrator, Mr. Wright.
- 1:44:53>> You make him sweat a little bit. That's
- 1:44:55why they're all here.
- 1:44:57>> Exactly. Um, no, I mean, Jeff's coming
- 1:45:00up on his third anniversary with us. Has
- 1:45:02been a great addition uh to the township
- 1:45:05and has helped us uh attract and retain
- 1:45:09other quality folks. So, I'm uh I think
- 1:45:11this is, you know, much deserved and
- 1:45:15appreciate your service, gentlemen.
- 1:45:16>> Yeah, I just want to just kind of
- 1:45:17piggyback, Mr. Wright. You thank you
- 1:45:19again um for your service. I think um
- 1:45:23definitely you've far exceeded my
- 1:45:25expectations honestly. I mean I know you
- 1:45:27came here with a great reputation. I
- 1:45:28think that was one of the most exciting
- 1:45:29things about hiring you was the
- 1:45:30reputation you brought and um you've
- 1:45:32definitely elevated the township
- 1:45:34internally, externally, your expertise
- 1:45:36when it's come to economic development
- 1:45:38and just how to develop staff and um
- 1:45:40it's just made this township better and
- 1:45:42I just greatly appreciate it and I'm
- 1:45:44glad you want to be here another few
- 1:45:45years at least with us.
- 1:45:46>> Definitely do. I I appreciate that. This
- 1:45:49board's been very professional to work
- 1:45:50with just like you promised me you
- 1:45:52would. Staff appreciates that you show
- 1:45:55uh your gratitude towards them and this
- 1:45:58is simply a a community that's very very
- 1:46:00easy to love. So I've really enjoyed
- 1:46:02these last three years and I'm very glad
- 1:46:04to get to stay here.
- 1:46:07>> I'm not going to repeat everything they
- 1:46:08just said, but I will say
- 1:46:12>> the minutes will still reflect that.
- 1:46:13>> They will.
- 1:46:15>> Copy and paste.
- 1:46:16>> All right. All right. With that, I'll
- 1:46:17make a motion to approve an employment
- 1:46:19agreement with Township Administrator
- 1:46:21Jeff Wright.
- 1:46:22>> Second.
- 1:46:22>> Mr. Susa?
- 1:46:23>> Yes.
- 1:46:24>> Mr. Cordray?
- 1:46:24>> Yes.
- 1:46:25>> Mr. Rosie?
- 1:46:25>> Yes.
- 1:46:27>> All right. We leaprogged Chief Short's
- 1:46:29presentation earlier, which I think was
- 1:46:31appropriate. And again, thank you all
- 1:46:32for coming to hear that. So, that brings
- 1:46:35us to our second public comment section
- 1:46:37of the evening. If you forgot to say
- 1:46:39something or didn't say something you
- 1:46:41earlier that you'd like to, you have
- 1:46:42another opportunity.
- 1:46:49How does one seek lighting for
- 1:46:53existing neighborhood specific?
- 1:47:04>> Yeah. So that's where again
- 1:47:06unfortunately the smaller government and
- 1:47:08some of our resources the hand 22 and
- 1:47:11three being a state route would involve
- 1:47:12ODOT. uh we can certainly make a
- 1:47:15request, but it's a uh it's an uphill
- 1:47:18battle.
- 1:47:19>> And and in our traditional older
- 1:47:22subdivisions, some of them were
- 1:47:24constructed, of course, before that
- 1:47:25became prevalent. Um uh rep any of you
- 1:47:30homeowners in a a ne neighborhood that
- 1:47:32doesn't have the lighting, you would
- 1:47:34walk you could ask me for a petition
- 1:47:36that I've written up, so it's standard.
- 1:47:39And you could ask your other uh
- 1:47:41neighbors if they want to sign the
- 1:47:43petition. Uh one of you would ask Duke
- 1:47:46Energy for a quote for the cost of the
- 1:47:48pool and any initial capital. Uh that
- 1:47:51would be responsibility. Duke does allow
- 1:47:53you to phase that over a five, seven or
- 1:47:5510 year period of time. And then um like
- 1:47:59tonight if a majority of the property
- 1:48:01owners sign the petition agreeing that
- 1:48:04they would allow for the um on your
- 1:48:08bi-annual property tax bill the cost of
- 1:48:10the electricity to be paid by you all
- 1:48:13then this board would consider that and
- 1:48:14approve it. So it's uh within a
- 1:48:17traditional neighborhood it would take
- 1:48:18you would walk doortodoor to your
- 1:48:20neighbors explain to them what you're
- 1:48:22trying to achieve.
- 1:48:23>> What about something like that that is
- 1:48:25on on
- 1:48:2722 and three like you said that's that's
- 1:48:30a state highway not a residential
- 1:48:33>> right the adjacent properties would be
- 1:48:35responsible for the cost and then we I I
- 1:48:38would work with you to see if ODOT would
- 1:48:40allow the poll to be put there in their
- 1:48:42right away
- 1:48:45>> how wide
- 1:48:50>> I think it would be reasonable to
- 1:48:53probably uh go in each direction perhaps
- 1:48:56perhaps three or four. Now, I realize
- 1:48:58that's a little more rural area. It's
- 1:49:00not traditional, but I I would imagine
- 1:49:03maybe two to four homeowners. I'm not
- 1:49:05I'm not exactly sure the size or the
- 1:49:07width of those properties, but um maybe
- 1:49:11not extensively. I wouldn't imagine that
- 1:49:14quarter mile or half mile away they
- 1:49:16would be as interested but I would like
- 1:49:18you I would want you to make the effort
- 1:49:20to probably approach uh maybe 500 or to
- 1:49:24a,000 feet in each direction
- 1:49:27>> one further away than that
- 1:49:30is a intersection I would
- 1:49:35lack
- 1:49:38>> understand
- 1:49:44traffic
- 1:49:53is a danger,
- 1:50:07>> right? ODOT would need to do uh traffic
- 1:50:11counts and they would see how many uh
- 1:50:14obviously the traffic on 22 and three is
- 1:50:16heavy and would probably meet they call
- 1:50:17them warrants. There's about eight
- 1:50:19standards O ZOT has for different
- 1:50:22devices being warranted. They would
- 1:50:24probably need to do a traffic count of
- 1:50:26the intersecting street the less
- 1:50:28traveled one and see if enough vehicles
- 1:50:31are using that intersection for it to
- 1:50:33warrant that. It it's a very sc it's
- 1:50:36pretty close to black and white
- 1:50:38engineering requirement.
- 1:50:43>> Anyone else for public comment?
- 1:50:50>> So a road and a development that we
- 1:50:54refer to as a flex space. So, if you can
- 1:50:58put your uh your aerial view hat on with
- 1:51:02me for a minute today, if you go out of
- 1:51:04here and you're going north on 48, when
- 1:51:06you get to the light it town center, you
- 1:51:08would go right to go to like Shooters or
- 1:51:10into Kroger. You go left to go to Chase
- 1:51:12or back into a couple banks, Dennis, and
- 1:51:15things like that. Uh ultimately, what a
- 1:51:18lot of people that have been here a
- 1:51:19while will refer to that vacant property
- 1:51:20as the Walmart property. Walmart had it
- 1:51:22for a while. Now, it's going to be
- 1:51:24another future department. uh apartment
- 1:51:27development where that road goes back
- 1:51:29and stops. Now, that road will continue
- 1:51:32kind of straight west and then turn
- 1:51:34north and go up and be a connector to
- 1:51:36Grandon. So, when you're literally
- 1:51:37seeing I think they have the the gravel
- 1:51:39base down today and are starting to put
- 1:51:41the curb and gutter in for the road.
- 1:51:44than what you're seeing if you're
- 1:51:45looking at it to the left of it or to
- 1:51:47the east of it as a developer. I think
- 1:51:50it's Piki Capital Group. Um, and this is
- 1:51:53something I've seen some speculation on
- 1:51:54social media. Is it more storage for the
- 1:51:56trucks or whatever? This is a space if
- 1:51:59um we don't have one locally, but you
- 1:52:01would picture largely like an unfinished
- 1:52:03interior like a warehouse or work type
- 1:52:05space that would have a little bit of
- 1:52:07square footage at the front maybe for an
- 1:52:09office or two, a break room, a meeting
- 1:52:10area. It's likely going to be like
- 1:52:13landscapers, mechanical services, those
- 1:52:16type of HVAC contractors. They might
- 1:52:18have fleet vehicles there that they're
- 1:52:20storing in bays, inventory, things like
- 1:52:22that. And they're going to have, I
- 1:52:24think, multiple buildings in that nine
- 1:52:28of that what you're describing.
- 1:52:29>> They're going to kind of build them out
- 1:52:30and lease them up as they bring them
- 1:52:32online. But yeah, new public road and uh
- 1:52:34a commercial flex space office warehouse
- 1:52:37type use development.
- 1:52:40Thank you.
- 1:52:42Anyone else public comment or question?
- 1:52:46All right. Thank you. With that, I'll
- 1:52:48close the floor to the second public
- 1:52:49comment section at 7:52 p.m. Mrs.
- 1:52:53Elliot, anything you want to probably no
- 1:52:55report tonight, but any comments or
- 1:52:56anything?
- 1:52:56>> Uh, no report.
- 1:52:59>> Okay. Thank you. Mr. Wright, your
- 1:53:01administrator's report, please.
- 1:53:02>> Great. Thank you. A few items we want to
- 1:53:04share with the public is that first of
- 1:53:06all on October 23rd um this board and
- 1:53:08some other members of the community
- 1:53:10celebrated the grand opening of the new
- 1:53:12Tropical Smoothie Cafe. That's the small
- 1:53:15restaurant that went into the township
- 1:53:17center. That's a new multi-tenant retail
- 1:53:19center on the east side of State Route
- 1:53:2148 immediately south of Shooters. So we
- 1:53:24appreciate their investment. Uh that
- 1:53:26center is about 80% of the way leased
- 1:53:28out now at this time. Also, last Friday,
- 1:53:31our fire and rescue department was able
- 1:53:33to do a live fire training next door uh
- 1:53:36the former brick home immediately south
- 1:53:38of this building where we're sitting in.
- 1:53:40Uh so, we appreciate that opportunity
- 1:53:42that the board allowed us. It was very
- 1:53:44purposeful training. Um they were able
- 1:53:47to have multiple scenarios throughout
- 1:53:49that entire day. They also had a couple
- 1:53:50of adjacent um fire companies that we do
- 1:53:54a lot of mutual aid with. And what was
- 1:53:57uh unique to that building is they were
- 1:53:59able to have a lot of different types
- 1:54:01and intensity of fires in the basement.
- 1:54:03I learned from Chief JW recently, state
- 1:54:06of Ohio is is in the top five in the
- 1:54:08nation on the number of firefighter
- 1:54:10deaths caused by uh basement fires that
- 1:54:14uh the the firefighters enter the scene
- 1:54:17and the first floor is already given
- 1:54:19out. Um we could all sit here and think
- 1:54:21of several jurisdictions in Southwest
- 1:54:23Ohio where that's occurred. So I I
- 1:54:26appreciate some of the factors that he
- 1:54:27described. Would you like to add to
- 1:54:29that, Chief?
- 1:54:29>> You want me to? Yeah. Um, so I actually
- 1:54:32am a product of a near miss. Um, in
- 1:54:342009, I actually wrote a floor into a
- 1:54:36basement and uh the three of us that
- 1:54:38were there were very lucky. Um, this
- 1:54:40house provided a training that we will
- 1:54:43probably never get to uh to uh do again.
- 1:54:47Uh, it's just the way the house was
- 1:54:48built. There's actually was concrete
- 1:54:50rooms in the basement under the front
- 1:54:51and rear porches. Um so uh our we have
- 1:54:56an incredibly young department. Basement
- 1:54:58fire basements are prevalent in Hamilton
- 1:55:00Township. Um so basement fires are are
- 1:55:02something we have the um the the real
- 1:55:06world uh chance of going to. Um one
- 1:55:10person out of our department other than
- 1:55:12the command staff have ever actually
- 1:55:14fought a basement fire. And so that's
- 1:55:16how young we are. Um, I I prefaced with
- 1:55:19Jeff this morning in the staff meeting
- 1:55:21that just Monday night in North Royalty,
- 1:55:24Ohio, a firefighter was killed in a
- 1:55:26basement fire and and this is exactly
- 1:55:28what we were practicing. So, um, I just
- 1:55:31can't describe how beneficial that
- 1:55:33training was to the safety of our
- 1:55:35department and those that showed up.
- 1:55:38>> Thank you, Chief. Um, on a another note
- 1:55:42related to that property today, AOR
- 1:55:44Contracting began uh they brought in
- 1:55:47their heavy equipment and they begun the
- 1:55:49removal of the rest of the house.
- 1:55:51They're going to remove the footers and
- 1:55:52foundation for us and some other uh
- 1:55:56debris that was on site. So, that'll be
- 1:55:57out of there this week. There's an
- 1:55:59underground storage tank that they will
- 1:56:00be removing as well. And that way it'll
- 1:56:03be ready for our public works gentlemen
- 1:56:06with uh when their schedule allows.
- 1:56:08They'll come in. We'll back fill it to
- 1:56:09grade, seed and straw it, and then we'll
- 1:56:12be maintaining it. So, the property is
- 1:56:13going to look very different, much
- 1:56:16better in a couple of weeks than what it
- 1:56:18currently looks. So, we're taking care
- 1:56:19of that very quickly. Um, final items
- 1:56:22are from Nicole Early, the Mounts Park
- 1:56:25stream restoration update, the
- 1:56:26construction documents from Stantech,
- 1:56:28our design engineer, for the phase two
- 1:56:30of the project we anticipate receiving
- 1:56:32next week. Then once we have those in
- 1:56:34hand, Evans Landscaping who's already
- 1:56:36mobilized on the site, they are going to
- 1:56:39uh proceed with obtaining some permits
- 1:56:41from the state and then get to work on
- 1:56:43the final phase of that development. We
- 1:56:45believe they'll largely be done by the
- 1:56:47end of the year. And this Sunday, in
- 1:56:49advance of Veterans Day, Hamilton
- 1:56:51Township's going to join the Civil Air
- 1:56:53Patrol for the annual in-person
- 1:56:54fundraising for the Reese Across America
- 1:56:57Day. Reps from Hamilton Township will be
- 1:57:00at our Hamilton Township Kroger from 1
- 1:57:03PM to 6 PM. Again, that's this coming
- 1:57:06Sunday. And their residents can sponsor
- 1:57:09a wreath to be laid at a Veterans
- 1:57:10Headstone on the Reese Across America
- 1:57:13Day, which will be here on December
- 1:57:1519th. So appreciate if any residents if
- 1:57:18you if you're a veteran or close to a
- 1:57:20veteran please consider sponsoring one
- 1:57:22of those reefs and then we'll make sure
- 1:57:24that they make to the right uh tombs on
- 1:57:27December 19th. Thanks.
- 1:57:29>> Thank you Mr. Wright that trustee
- 1:57:31comments Daryl.
- 1:57:33>> Thank you Mr. Cissa. Um first off just
- 1:57:35want to say thank you for everybody
- 1:57:36coming out um that was here already and
- 1:57:37that are still here. Um, I know we
- 1:57:39touched on a very important subject
- 1:57:40matter that is definitely affecting our
- 1:57:42township and it's great to see people
- 1:57:43willing to get engaged. Um, and
- 1:57:45appreciate that. Like I said, I just
- 1:57:47encourage you to stay engaged. Um, hold
- 1:57:48us all accountable. Um, and we're we're
- 1:57:51like I said, we take this seriously and
- 1:57:53we are going to work work our best to do
- 1:57:55what we can to mitigate this issue um,
- 1:57:58as quickly as possible and to the safety
- 1:58:00and benefit of all of our residents. Um,
- 1:58:02on lighter notes, just want to um remind
- 1:58:05everybody um as far as community events,
- 1:58:07we do have our Christmas tree lighting
- 1:58:09event that's going to be Saturday,
- 1:58:10December the 5th um from 3:30 to 6:00
- 1:58:14and it's going to be right next door in
- 1:58:15our new public works building. Um so I
- 1:58:17don't know if you've been to uh if
- 1:58:18you've been to one of our Christmas tree
- 1:58:20lightings before at the fire department.
- 1:58:21We've always had great success there,
- 1:58:23but I think it'll be really neat to see
- 1:58:24the new building and actually we it's
- 1:58:26even a much larger space. So I think
- 1:58:28it'll be a great event. Want to
- 1:58:29encourage everybody to come out. Um and
- 1:58:31then just to piggyback on Mr. Wright's
- 1:58:33um comments with regards to wreaths
- 1:58:35across America, I just want to invite
- 1:58:36everybody if you can to come to that. Um
- 1:58:39it's at noon at Mainville Cemetery. It's
- 1:58:41definitely a powerful ceremony. Um um
- 1:58:44definitely one I would say if you get an
- 1:58:45opportunity to come and then you would
- 1:58:47be certainly welcome to join join us in
- 1:58:49in laying Reese down um for our veterans
- 1:58:52that day.
- 1:58:53>> That's all I have.
- 1:58:54>> Yeah, I would add that's a probably one
- 1:58:56of the lesser known township events, but
- 1:58:58when you are there, it's it's pretty
- 1:58:59cool. There's representatives there from
- 1:59:01all the branches of uh service and
- 1:59:03military in the US. And there's actually
- 1:59:05hundreds of wreaths just in that local
- 1:59:07cemetery that we have that get laid. And
- 1:59:09I think nationally the number uh I think
- 1:59:11it exceeds well over a million reefs
- 1:59:13that get placed at similar events across

- 1:59:32see some things through and some uh
- 1:59:34legislative change and anything we can
- 1:59:36do to advocate or anything or even ask
- 1:59:39of other local governments to to join
- 1:59:41the fry and help to provide, you know,
- 1:59:44uh support at the state level, we're
- 1:59:45happy to do so. Uh like Darl, I just

- 1:59:49You know, it's refreshing to us to see
- 1:59:51people get involved in the community and
- 1:59:53come out and work uh in whatever shape,
- 1:59:55way, or form, public comment or watching
- 1:59:58for things or being an advocate on
- 1:59:59social media. So, thank you guys for
- 2:00:01coming out. Uh feel free to come back to
- 2:00:03future meetings. We'll update on some of
- 2:00:04these items and uh we'll look forward to

- 2:00:09Short has with other local law
- 2:00:10enforcement agencies and uh and sharing
- 2:00:12some more information. That is all I
- 2:00:14have with that. I will
- 2:00:17>> Joe, I'm sorry. That's okay. Mark
- 2:00:21ready to roll right past Joe. My
- 2:00:22apologate what the gentleman um to my
- 2:00:25right to my right said. Uh I do thank
- 2:00:28everyone for coming out. It's been a
- 2:00:29while since we've had a large crowd at a
- 2:00:31meeting and uh it's refreshing. So
