  5. 0:09troubling what you will see is an
  6. 0:12accumulation of facts and disturbing
  7. 0:14patterns of behavior the facts in

  10. 0:21regime have made no effort no effort to
  11. 0:24disarm as required by the International
  12. 0:27Community indeed the facts and Iraq's

  17. 0:39a surprise to any of us terrorism has

  19. 0:46Saddam was a supporter of terrorism long
  20. 0:48before these terrorist networks had a
  21. 0:50name and this support continues the
  22. 0:53Nexus of poisons and terror is new the
  23. 0:56Nexus of Iraq and terror is old the
  24. 1:00combination is lethal with this track
  25. 1:03record Iraqi denials of supporting
  26. 1:06terrorism take their place alongside the
  27. 1:09other Iraqi denials of weapons of mass
  28. 1:12destruction it is all a Web of Lies when
  29. 1:16we confront a regime that Harbors
  30. 1:18Ambitions for regional domination hides
  31. 1:20weapons of mass destruction and provides
  32. 1:23Haven and active support for terrorists
  33. 1:25we are not confronting the past we are
  34. 1:28confronting the present present and
  35. 1:30unless we act we are confronting an even
  36. 1:34more frightening future my friends this
  37. 1:38has been a long and a detailed
  38. 1:40presentation and I thank you for your
  39. 1:42patience but there is one more subject
  40. 1:44that I would like to touch on briefly
  41. 1:47and it should be a subject of deep and
  42. 1:48continuing concern to this Council
  43. 1:51Saddam Hussein's violations of human
  44. 1:54rights underlying all that I have said
  45. 1:57underlying all the facts and the
  46. 1:58patterns of behavior that I have
  47. 2:00identified is Saddam Hussein's contempt
  48. 2:03for the will of this Council his
  49. 2:05contempt for the truth and most damning
  50. 2:07of all his utter contempt for human life
  51. 2:11sodam Hussein's used of mustard in nerve
  52. 2:13gas against the Kurds in
  53. 2:1519988 1988 was one of the 20th Century's
  54. 2:19most horrible atrocities 5,000 men women
  55. 2:22and children died his campaign against
  56. 2:24the Kurds from 1987 to '89 included Mass
  57. 2:28summary executions appearances arbitrary
  58. 2:31jailing ethnic cleansing and the
  59. 2:33destruction of some 2,000 Villages he
  60. 2:36has also conducted ethnic cleansing
  61. 2:38against the Shia Iraqis and the marsh

  85. 3:46card the one he must hold to fulfill his
  86. 3:49ambition we know that sodam Hussein is
  87. 3:51determined to keep his weapons of mass
  88. 3:53destruction he's determined to make more
  89. 3:56given sodam Hussein's history of
  90. 3:58aggression given what we know of his
  91. 4:00grandiose plans given what we know of
  92. 4:02his terrorist
  93. 4:04associations and given his determination
  94. 4:07to exact revenge on those who oppose him
  95. 4:10should we take the risk that he will not
  96. 4:13someday use these weapons at a time in a
  97. 4:18place and in a manner of his choosing at
  98. 4:20a time when the world is in a much
  99. 4:24weaker position to respond the United
  100. 4:27States will not and cannot run that risk
  101. 4:29that the American people leaving Saddam
  102. 4:32Hussein in possession of weapons of mass
  103. 4:33destruction for a few more months or
  104. 4:35years is not an option not in a post
  105. 4:39September 11th world my colleagues over
  106. 4:43three months ago this Council recognized
  107. 4:45that Iraq continued to pose a threat to
  108. 4:47International Peace and security and
  109. 4:50that Iraq had been and remained in
  110. 4:52material breach of its disarmament
  111. 4:55obligations today Iraq still poses a
  112. 4:58threat and Iraq Still Remains in
  113. 5:01material breach indeed by its failure to
  114. 5:04seize on its one last opportunity to
  115. 5:08come clean and disarm Iraq has put
  116. 5:11itself in deeper material breach and
  117. 5:14closer to the day when it will face
  118. 5:17serious consequences for its continued
  119. 5:20Defiance of this
  120. 5:22Council my colleagues we have an
  121. 5:24obligation to our citizens we have an
  122. 5:27obligation to this body to to see that
  123. 5:31our resolutions are complied with we
  124. 5:34wrote
  125. 5:351441 not in order to go to war we wrote
  126. 5:391441 to try to preserve the peace we
  127. 5:42wrote
  128. 5:431441 to give Iraq one last chance Iraq
  129. 5:48is not so far taking that one last
  130. 5:53chance we must not shrink from whatever
  131. 5:56is ahead of us we must not fail in our
  132. 5:59duty
  133. 6:00and our responsibility to the citizens
  134. 6:03of the countries that are represented by
  135. 6:06this
