0:21um with that is Arthur uh Woodson here
0:25Arthur thank you for being here thank
0:27you for your patience and uh when you
0:30hear the alarm just know that you've hit
0:32the 3 minutes but finish your sentence
0:34okay uh my name is Arthur Woodson uh I
0:36started I'm going to try to make it real
0:38brief um I started um I'm a veteran
0:41rights advocate in June of 2014 I was
0:46helping a veteran with his claim which
0:48was uh camper June contaminated water
0:50from 1957 to
0:521985 at Camp June they had
0:55tthms so I found out from a uh person
0:59who worked at the water department that
1:01our tthm was
1:03196 so 154 pounds 2 liter a day at
1:08point8 is after drinking it is
1:10contaminated so I went to the water
1:13department and asked Howard crof where
1:15is the advisory notice they was in
1:18violation of a tier 2 and we needed a
1:2030-day advisory notice they wouldn't
1:23give us one so they knew about the tthms
1:26August we had eoli and Legionella
1:29started at that same time and we still
1:31had tthms in November we had another
1:34tthm violation they still wouldn't give
1:36us one so I called the EPA Heather schin
1:40and told her which is the uh enforcement
1:42agent uh team leader for Region 5 she
1:46called down and told Mike prisby to
1:49issue a advisory notice so we got that
1:51in January March of
1:562015 uh the EPA offered mdq Le experts
2:01they deny it they didn't want it that
2:03July 1st email that you read from Susan
2:05Hedman to Dane Wall-E in that email it
2:08offers him the same lead experts which
2:11he denied Heather schin sent me an email
2:14so that I can give to the city council
2:17so that it would show that they would
2:18offer lead experts I took it to M live
2:22September the 3D at 99952 that morning
2:25on September the 3D Dane Walling uh the
2:28mayor he accepted the lead expert that
2:32day now speaking about Gene County the
2:36reason why they asked for the health uh
2:39person to say something is because in
2:42that
2:432011 uh July 2011 study it states that
2:48if Richfield
2:50Landfield gets a npdes permit they had
2:54to do a study on it because they was
2:56going to have a storm run off into the
2:58holay reservoir well then they didn't
3:00never do the study and they went to the
3:02health department to find out if it' be
3:04all right for them to use the Flint
3:06River which they said no in August of
3:102015 I have a memo from McLaren hospital
3:14that states that they had to stop
3:15bathing the patients and they was
3:18washing the newborn babies off with
3:21water bottled water also at the same
3:24time they wouldn't say anything about
3:26that so I have the memo for that also
3:29Mark of 2015 Viola which was a
3:32consulting firm that came in they did a
3:35study in March the 12th 2015 they put in
3:38the study that uh Flint needed to get a
3:41corrosion control which would cost
3:44$50,000 all this is on paper and the
3:47reason why they left Detroit Detroit was
3:49getting ready to get uh control from
3:521977 EPA they was going to get control
3:55March the 27th
3:572013 but uh Governor Snyder sent Kevin
4:01orian March the 25th 2013 to take
4:05control of Detroit's water because that
4:08would take control of Detroit was that
4:10my time all
4:12right all right thank you we do have the

4:53giving me this opportunity to speak with
4:54you as everybody addresses the Water
4:56Crisis I have a new address to present
4:59to you and that is one on special
5:01education my daughter is 13 she has a
5:05disability by nature but because she's
5:07been poison it made it worse the schools
5:10cannot handle these kids they want to
5:13lock her in a room now by herself with
5:16three
5:17adults and separate her from all her
5:19friends and any kind of socialization
5:22she'll have because of behavior problems
5:25that have been increased due to the the
5:27failure of the government I have reached
5:30out to Rick Snider Dane Walling all of
5:33them all I hear is I'm sorry there's
5:35nothing we can do well that's not that's
5:39not an answer anybody needs or wants to
5:41hear there should be no excuses when it
5:43comes to these kids they've been
5:45poisoned all these kids all these Flint
5:48kids don't need to hear government
5:50saying I'm sorry we're limited because
5:52we're federal or we're State we're
5:55there's nothing we can do do we want as
5:57a city to be known for our jail sales or
6:00our classrooms cages or classes cuz me
6:04I'd rather see more classes more schools
6:06being built
6:08here than jail
6:11sales you know we cannot fail our kids
6:15no more this is not
6:18excusable and I have contacted everybody
6:21on every level M MD has even failed my
6:25daughter two years no education
6:30how is that possible how is that right
6:33in a country
6:35wealthy we need more teachers in
6:37classrooms we need more educated
6:39teachers we need more social
6:42workers we have maybe one at my
6:44daughter's high school that's got 90
6:48students that she's got to cope with
6:51every day we need more Mental Health
6:55Services but don't turn this into let's
6:58drug these kids either although
7:00medications are great it should not be
7:03the only answer for these kids it is
7:05tough to raise these kids to have
7:08special needs as a parent I know but I
7:11don't not want to put my kids on drugs
7:13because they're screaming in a grocery
7:15store and I have people look at me so
7:17what keep looking at me because my city
7:20failed me my government failed me but
7:24even worse you failed these
7:27kids how do you even even look and say
7:30to these kids and say I'm sorry I
7:34poisoned your water I'm sorry now you
7:36can't even bathe in it and then go to
7:38school and have them picked on bullied
7:41because they they can't take a
7:43bath or the food they can't eat my son
7:47has autism I spend more money on trying
7:49to have just pick different things for
7:51him to eat we don't get federal or state
7:55help you
7:57know I just wish that y'all would take
8:00more consideration with these kids if
8:02not us adults for the kids
8:04sake thank you thank

8:23committee um for giving us this
8:26opportunity to have our voices heard
8:28it's something we have been wanting for
8:31the last two years our voices weren't
8:34heard it's why we're all here today okay
8:38we had the right for our representatives
8:41to represent us by election taken away
8:46because finances weren't handled
8:48properly well finances do need to be
8:51handled properly but when the state
8:52comes and takes funds that we need to
8:56use to repair repair our infrastructure
8:59to distribute it more evenly among the
9:01rest of the state that leaves us
9:05lacking and that's how we got to this
9:07place we have an infrastructure that's
9:09leaking almost 50% of the water that's
9:12put into it somebody has to pay for it
9:15and you know who's paying for it us
9:17we're paying for it eight times the
9:20national average for a water we can't
9:22even drink or bathe or use for anything
9:24we really even shouldn't use it to flush
9:26our
9:27toilets because it's corroding our
9:29plumbing it's corroding our heaters it's
9:32corroding all the infrastructure and
9:34it's damaging our
9:37bodies
9:38people children animals my mother had to
9:43put down six of her cats in the last two
9:47years her vet told her I don't think
9:50it's the lead she lives in one of the
9:52area co one of the zip codes that has
9:55the highest lead in the city but oh
9:57she's just a crazy cat lady
10:01it's ridiculous we need to be heard we
10:04have
10:05concerns okay this isn't something that
10:07we chose to have happened if anybody
10:10here had asked anybody in the city of
10:13Flint would that be your first choice
10:15for drinking water every single one of
10:17us would say hell no we know of the dead
10:21bodies that are found in there regularly
10:23we know of the cars that were dumped in
10:25there for insurance fraud we know of all
10:28the things that have been dumped in that
10:29River for the last 150
10:32years so why would we say oh that's
10:37where we want to get our
10:38water seriously anybody with two brain
10:42cells to put together to think and say
10:46oh let me go down 6 months down the road
10:49is this a good decision they would have
10:51said
10:53no and this to me is what I find the
10:57most ging thing there are people who are
11:00earning very good money to work for this
11:03state that are supposed to be protecting
11:06us protecting our health protecting the
11:09property values in this city by
11:12providing what we pay for in our
11:15taxes and these people didn't think that
11:19we were a community worth going out on a
11:23Lim

11:42ruffen and Karen Young
11:46Blood just to give an idea of the order
11:49so Mr Hort thank
11:52you good afternoon uh my name is Ed Hort
11:56I'm currently the director of the center
11:57for Civil Justice I started working in
12:001974 as a legal services attorney for
12:03the people in Flint for 29 years I was
12:06the director here I did my first lead
12:08project for children 20 years
12:13ago in 1770 Benjamin Franklin wrote six
12:18letters warning of the dangers of lead
12:21and water he did that because the places
12:24that had lead roofs all the vegetation
12:27around the building died
12:30um in the 1870s Europe banned lead
12:34paint in 1976 the United States finally
12:38banned lead paint but only in places
12:42where people
12:43are it is still used on the roads it is
12:46still used on the bridges it is still
12:48used on machinery and the dust from
12:52those things gets into our water
12:54system but I don't want to talk to you
12:56about the water system what I want to
12:58talk to you about those things that you
13:00can affirmatively do
13:02now
13:03one don't tell people that they can
13:06drink water that's
13:07filtered it's not any
13:11good two if they have their water tested
13:15it does not mean that they don't have to
13:17worry about it in the future just as uh
13:20the first person who testified talked
13:22about the differing levels when it was
13:25tested you can test uh 01 day and 500
13:30bits per billion the next day um third
13:34the National Guard and the state police
13:37are handing out one case of water per
13:40household per
13:42week estimates are that it takes four
13:46cases per person per
13:48day and that's if you don't have an
13:51infant we have to vastly increase the
13:54amount of water that is available for
13:56people I mean think about it you drink
13:58it sure brush your teeth with it yeah
14:01you have to do your dishes with it you
14:03have to wash your clothes with it you
14:05have to try and heat it up to bathe with
14:07it you're going to go through four cases
14:09in a
14:10hurry other things the doctor told you
14:13that one of the best things you can do
14:14for children who have been LED poisoned
14:17is
14:20nutrition the state has made a practice
14:23of cutting back on food stamps for
14:25people this does not help
14:28nutrition
14:29um if we can increase the food stamp
14:32allotments and take away some of the
14:34barriers for people getting it we will
14:36increase nutrition and be able to help
14:39those
14:41children these are things that are
14:43within your power to do right now we've
14:46heard some testimony regarding Medicaid
14:48paying for lead testing in of the blood
14:51of
14:53children Medicaid pays once a year we
14:57need to um test children more often than
15:02that um and I do hope you can ban all of
15:05lead paint thank you thank

16:07Blood she actually left but I asked if I
16:10could speak in her place I'm already on
16:12the card okay uh my name is desire Dell
16:17um I'm a community artist and activist
16:19with Flint
16:20Rising um I moved back to Flint Michigan
16:25in
16:262011 after working all over the country
16:30um on poverty issues um using the
16:33Arts I was on the master planning
16:36process as a advisor for public art and
16:40was part of the community facilities and
16:42infrastructure Steering group which
16:44first discussed the Kwa
16:48pipeline last year I did a public art
16:52project about the water issue and I
16:55found out that the residents were deeply
16:58concerned and their concerns were not
17:00heard the the final installation was
17:04done in August
17:062 15 and I had done all the permitting
17:11and I was accosted by then the Public
17:13Works director Howard crof and asked to
17:17leave um because I was embarrassing the
17:21city during back to the bricks it was
17:24really unfortunate because I had worked
17:27with youth and parents parents and
17:30residents to to tell their voices I'm
17:33also a single mother and it's been very
17:37difficult coming back to Flint trying to
17:41find work in a highly specialized field
17:44and I live below the poverty line to
17:47address the issue is why only a third of
17:51our residents who need Wick are getting
17:53them is very difficult to access these
17:56Services organizing a mom's group that I
18:00am now is very hard you should not need
18:03a PhD to get on Medicaid I myself have
18:07spent three years trying to get on
18:08Medicaid I'm educated I can go through
18:11this paperwork I've worked in Social
18:13Services and I ask you please to stop
18:17the red tape to make these services
18:19available for mothers and children they
18:23are the large largest demographic living
18:26below the poverty line we need to take
18:29care of our children and also we need
18:32more Educational Services beyond the age
18:35of six our children do not need to be
18:38criminalized because they have
18:40behavioral problems because they've been
18:42poisoned we need special education we
18:45need to have these Services readily
18:48available I'm also participate in the
18:51resource meeting with the
18:54stakeholders of the response team with
18:57the Red Cross United Way
18:59and it is very frustrating to find out
19:02that we possibly won't have a website up
19:05for another 6 months so that our
19:07residents know what's going on we need a
19:11comprehensive action plan that addresses
19:13the residents of this city we know
19:16what's wrong we know what our children
19:19need and that we need to be at the table
19:22when we are discussing these action
19:24plans thank you so much thank you and

20:07thank you please proceed good afternoon
20:09gentlemen I'll be very quick um there
20:11are 55,000 Parcels in Flint that receive
20:14water my understanding is the state only
20:16plans to replace lead service lines or
20:18lines in general to 5 to 10,000 of those
20:21um I think we're disregarding the fact
20:23that this corroded water has
20:25impacted uh every property and every
20:28line in Flint Michigan including the
20:30copper including the galvanized steel
20:32including the mains um I'm very lucky to
20:34be one of 20 people that have had my
20:36lead service line replaced all the way
20:37to the main uh through EPA funds
20:40additionally foundations have paid for
20:42some and the mayor itself has found
20:44funds the state's paid for nothing so
20:45far um it's it's really a travesty have
20:48to live like this day in day out and one
20:51day of it's enough to show you exactly
20:53how hard it is um I just had a few quick
20:56concerns one is that if you've seen the
20:58pipe that may have be as 1 in once
21:00they're corroded they have maybe half an
21:02inch to a couple centimet of room for
21:04water to go through I believe just
21:06putting treated water through that isn't
21:07going to do anything but pressurize the
21:09water and potentially break off more of
21:11the corrosion into the water
21:14system I'm
21:16sorry lastly second to last um there has
21:20been no distribution of shower filters
21:22even ones that could stop Legionella and
21:24um chlorine issues I think that's really
21:27a travesty it's very difficult people to
21:28find these in the community they can be
21:30quite expensive um and we're having to
21:32bathe in this water which we know is not
21:35safe and yet has not been tested for
21:36other chemicals besides uh lead and some
21:39heavy metals lastly I don't believe $30
21:42million is sufficient to pay people back
21:44for the water they spent you know this
21:46is one of the poorest communities with
21:47literally the highest water in the
21:49country uh we spent thousands of dollars
21:52per home we don't have the wealth to be
21:54throwing around and I don't believe that
21:55a couple hundred dolls in a refund is
21:57sufficient uh that's have to say thank
21:59you thank

22:29Mr chairman my name is Jerry Preston I
22:31live at 613 Pearson Street in the city
22:33of Flint um we all know that the
22:36situation we find ourselves in is the
22:37result of several decisions made on
22:39inaccurate information I've got a little
22:42different take today I think the
22:43decision to imploy the Flint Water
22:45Treatment Plant as a source of water for
22:47the city was made because of a decision
22:49to leave the dwsd as a source of water
22:52now why did the city want to leave dwsd
22:55as a source of water after more than 50
22:57years of satis Factory Water Service
23:00this appears to be the first decision
23:02that was made on inaccurate information
23:04that leads to our present
23:06situation why did the city want to leave
23:09dwsd as you know dwsd has several
23:11sources of water for its system dwsd
23:15supplies Flint water from lake huran
23:17that is treated by the fort graet plant
23:19and is transmitted by a very large pipe
23:21to leir County where the water is
23:23distributed and split into a supply for
23:26the northern Detroit area and then on on
23:28to
23:29Flint the reason to leave ddsd is not
23:32because there's an insufficient supply
23:34of water it was proposed it was said
23:37that it was the cost of the dwsd
23:40supplied water that was given us as the
23:42reason for an investment in the
23:45Kwa as you know the city of Flint had
23:47the franchise from ddsd to supply all of
23:49jenese County with water the city Flint
23:52purchased the water from dwsd sold it to
23:54jennessy County who sold it to the
23:56townships with all these markups one
23:58would think the water supplied to
24:00Township residents would be very
24:02expensive to the contrary the Flint
24:05Township residents pay approximately
24:07onethird of what Flint residents pay if
24:10you look at the the chart that I had and
24:13these are two years ago I presented
24:14these to the city council this one says
24:16A Tale of Two water bills and it
24:18compares the Flint water bill with the
24:19Flint Township water bill of the same
24:22time period now if it's the cost of
24:24water that's causing these high rates in
24:27Flint why is the Flint Township Bill
24:29onethird the price of of a flint
24:33bill so the document I wrote and
24:35presented the city council is
24:37demonstrates this I exam then examined
24:40my personal Flint water bill in more
24:42detail and determined that the cost of
24:45the Detroit water in my water bill and
24:47that's the second document I have for
24:49you was less than
24:5110% now I happen to live by myself at
24:54the time so I used one unit of water
24:56which was 100 cubic feet the cost cost
24:58of that one unit of water was
25:01$210 the typical water bill which is
25:04five units of water is about
25:06$115 you'll see that on the chart and
25:09the cost of Detroit Water was
25:12$10.50 now the big threat at the time
25:14was Detroit was going to double our cost
25:16of water well that $10.50 out of that
25:19$115 water bill forced that water bill
25:22to $1 125 bucks big
25:24deal it was not the cost of this
25:27infrastructure it was not not the cost
25:29of Detroit Water that was a significant
25:31factor in determining what the Flint
25:34water residents play and it was
25:36confirmed when the city finally switched
25:38to the Flint Water Treatment Plant what
25:39happened to our water bills they went up
25:42you'd expect they would have gone down
25:43but they went up my goodness how can
25:46that be instead of our water bills
25:48decreasing the cost of service the bills
25:51increased the cost of dwsd water was not
25:53a significant factor I think that the D
25:57that the reason for the KW way water
25:59pipeline was some other reason something
26:01else was driving it I don't know what
26:03that is at that time you may know that
26:05we were buying up a lot of Min mineral
26:07rights at the time and fracking was a
26:09big thing and to me that may been the
26:12proposed use of this
26:14water at this point it as I say dwsd is
26:18a source of water is not the the the
26:22reason the cost of the DStv wat is not
26:24the reason for Kwa so it seems to me
26:27that we should continue with the source
26:29of water that has provided satisfactory
26:31service to the city for more than 50
26:33years and to concentrating on
26:35maintaining and improving our water
26:37distribution infrastructure I'd be
26:39pleased to answer any questions and
26:40thank you for the thank you Mr President
26:42would it be possible to provide your

27:19afternoon I'm here for every adult in
27:21teen in the city of
27:23flint and my purposes are because I'm a
27:26mother and a wife
27:28dealing with lead poisoning and my
27:30husband and my
27:3216-year-old and if you look at the
27:33governor's 75 point plan there is still
27:37nothing in there for those above the age
27:40of six or
27:41seven not only is my husband been lead
27:45poisoned has uncontrollable high blood
27:47pressure which is killing him by the
27:50day he's lost a third of the vision in
27:53his
27:54eye not only has the state managed to do
27:57this
27:58to him we're paying for
28:02it because he has a Medicaid spend down
28:06we are now
28:08$8,800 in debt for his medical care
28:12directly involved to the blindness
28:16caused by his lead
28:18poisoning my 16-year-old is currently
28:21undergoing liver issues after they found
28:24lead lines in her entire body and a bone
28:27scan that had nothing to do with the
28:30Flint water issue this was for an
28:33unrelated
28:35incident my other daughter at the age of
28:3820 and when they when Mr valich sat here
28:41today and said they did not inform the
28:44doctors he's not
28:46kidding she went to her doctor for three
28:49months my daughter had
28:51pneumonia seven antibiotics later they
28:55couldn't cure her this is a healthy 20
28:58old woman they finally took samples from
29:01her in December we found out she had had
29:06Legionella there's one place my daughter
29:08got that and that was at our very own
29:11home this was
29:132015 August September
29:16October we're coming back into
29:19Legionella season they're now warning us
29:22because they care to let us know what's
29:24happening I still to this day I have
29:27begged EPA I have begged everyone test
29:31my hot water heater they've had full
29:34access to my house I need to know where
29:37the Legionella is we don't have an
29:39option to leave the city to take a
29:42shower nor should we have to but it's
29:46not an option I need to know before
29:48Legionella seasons's back where it is in
29:51my house we don't know where she we know
29:55it's somewhere in our water system
29:58so between the
30:00state harming my husband harming my
30:0516-year-old harming my
30:0820-year-old and my lead levels are high
30:11too my my 16-year-old her lead levels
30:14were at a six five months after she quit
30:18drinking the
30:19water we have no idea what they
30:23were so I'm begging you
30:26gentlemen quit ignoring the adults and
30:30teens I have struggled for three months
30:33to get my 16-year-old who now has 4our
30:36panic attacks from taking a 5 minute
30:38shower took me three months to get her
30:41into counseling through jenese County
30:43Health Systems and I had to take it to
30:46the
30:47top there is no reason these wraparound
30:51services do not
30:54exist we need help every one of us and
30:59that includes our teens and our adults
31:02we're all
31:03poisoned thank you thank

31:19all so much for being here you must be
31:21so tired all that hard listening I
31:24really appreciate it um I hope that you
31:26will follow up on the issues raised by
31:28Jerry Preston that we heard today and um
31:32and um I'm I personally am nervous to go
31:34back to the Kwa because I think it'll
31:36start the problems all over again um I'm
31:40a volunteer officer in a neighborhood
31:42group serving um about 1300 households
31:45on the east side of Flint some of the
31:47highest lead levels were found in my
31:49neighborhood and nearby uh the first
31:51pipes were replaced about six blocks
31:53from my house at a recent meeting the
31:56question came up about the waters
31:57corrosive effects on appliances now
32:00numerous neighbors have told me that
32:02their dishwashers just died then mine
32:04did it it's not very old either
32:07corrosive water wore away the the
32:09bearings and the shaft now I don't mind
32:12dishwashing doing dishes by hand but
32:15it's actually one more thing I have to
32:17deal with um while a broken dishwasher
32:20is not on par with lifelong lead
32:22problems obviously fall failing
32:24appliances are going to mean yet more
32:26big expenses for residents so in my
32:30house we have boiler heat so that
32:32corrosive water is going through our
32:33whole house uh when is it going to eat
32:36through the lines and when is it going
32:38to cost us thousands of dollars to
32:39repair when is our hot water heater
32:42going to go it's acting up now those are
32:45very expensive to replace it's now very
32:48expensive to live in Flint our our the
32:51cost of living is supposedly low but our
32:53water bills are three times higher than
32:55other places insurance companies are
32:58redlining our homes they don't want to
32:59ensure our homes unless it go through
33:02the roof
33:04um my big neighborhood has very low
33:07crime rates in part because we have a
33:09good neighborhood watch um but we're
33:11still being punished for the high rates
33:13the whole city is and we're we're taxed
33:17at the highest rate now to pay for
33:19police and services that used to be paid
33:22by Revenue sharing to the cities the
33:25amount of money that was removed from
33:27revenue sharing was about what we have
33:28to pay extra on taxes just to get some
33:31police here so we have all these extra
33:34costs and my latest extra cost was from
33:37the lead tests I had to get and my own
33:39blood tests and in fact just this week I
33:41got a Legionella test for this lung
33:43infection that just won't go away that
33:46was me coughing back there um don't
33:49worry the only thing that's contagious
33:51is my
33:53attitude uh my attitude is this needs to
33:56be addressed we need legislative help
33:58for these problems that will remain long
34:00after the TV cameras are gone we did not
34:03cause these problems due to neglect we
34:07didn't deserve this this is my home and
34:11this is my community I choose to live
34:14here and I love it here and it's just
34:16not appropriate for people to say oh
34:18just bulldo it not right one more thing
34:23um while I want to thank you all for
34:24holding this hearing again I'm really
34:27kind of disappointed appointed in the in
34:28the joint Select Committee for not
34:30invoking subpoena power where are the
34:33four emergency managers who are to be
34:36called to testify
34:38together there there should
34:40be there should be four chairs up here
34:43and they should be testifying together
34:45because they're going to contradict each
34:46other and I'd like to see that

36:58even if you put I don't know Concrete in
37:02these pipes to keep them from corroding
37:06you know I mean eventually there's
37:10it's it's a failed
37:13system you know I'm wondering what the
37:16the cost break analysis is for building
37:19a new water system and maintaining it
37:23you know and and extra2 or300 million
37:27for a pipeline into a pathetic
37:31system and uh you know falsifying
37:35government documents is a is a crime
37:37until you get to your water
37:43bill
37:46um and that
37:49was all I had to say I
37:53mean how do we overturn a simple uh more
37:57uh
37:59ordinance against drilling
38:05Wells you know why why are we reaching
38:09to Extreme Measures to provide water
38:12that's right under our
38:15feet I mean unless General Motors has
38:19condemned US 33 square miles of the city
38:22of
38:24Flint but you know they won't be held
38:26harmless they they
38:28filed
38:29bankruptcy record profits
38:32today bankruptcy and freedom from harm
38:37for the damage that they did to this
38:44city that's

39:18you my name is Keith perington and I
39:20live in the ninth ward which is at the
39:23south side of
39:25Flint I have
39:27two children and their families that
39:31live in the south side of Flint in the
39:34same
39:36ward I have five kids that attend five
39:39grandkids I should say that
39:42attend Freeman Elementary School which
39:46when it when it was tested it tested at
39:50over 100 points per
39:53billion and the state DEQ come in did a
39:58test in the school using the wrong
40:00testing procedures and said that the
40:03only thing wrong in that school is the
40:06water
40:10Fones all five of my kids that grandkids
40:14that go to that school have tested
40:16positive for
40:19lead and they say it's the water
40:24fountains they haven't been allowed to
40:26use the water fountains in in a
40:28while but they still test positive for
40:31lead so where's the lead coming
40:38from you asked earlier about what's what
40:41the setup is in Flyn or jennessy County
40:45about the mental health problems what's
40:48being done I can tell you this for the
40:51last eight years of my working adult the
40:53adult part of my life the working part
40:57I worked at Community Mental Health for
41:00Gennesse County right downtown
41:03Flint right up the street a little
41:06bit and I worked as a mental health
41:09therapist and I could tell
41:12you that we do not have a mental health
41:16system in the state of
41:18Michigan that is meant to help people in
41:23their time of need and get better we
41:26have a maintenance
41:28program of mental health in the state of
41:30Michigan the the mental health programs
41:33have been cut so much that now all you
41:37do is you go to the doctor you get your
41:40medicine you get a case manager to make
41:43sure that you get in touch with all of
41:44the places around that you need to be
41:47like to be connected with whether it's
41:49housing or utilities or doctors or
41:55whatever and you're maintained
41:59problem with that
42:01is the people have mental health issues
42:04that's why they're going there in the
42:05first place and they don't maintain well
42:11on bare minimum
42:15treatments so they act out what happens
42:19in our mental health system to people
42:21who act out that have mental
42:24illness they get dropped from the system
42:28and then they become part of the
42:30criminal justice
42:32system and then that's where they
42:39die so that's what we have to look
42:42forward to for the city of Fint and the
42:44county of Gennesse and the state of
42:47Michigan with all the other places
42:49around that are having water problems
42:52just like we are only now they're coming
42:56to to the front because ours came to the
43:00front and I'm proud to be called called
43:03a flint water Warrior I've been a water
43:06Warrior for two years we marched in the
43:08freezing cold we marched in the rain we
43:12marched in all kinds of
43:16weather and we
43:18still advocate for the citizens of Flint
43:22one issue
43:24only one issue only CL clean fresh safe
43:29affordable
43:31water everybody else has made this into
43:35all kinds of Arenas about different
43:37problems we have one problem that's
43:41right clean safe affordable drinking
43:45water that's it that's it it's not a
43:48democratic issue it's not a republican
43:51issue it's a people issue it's a people
43:55issue and I beg you
43:59please please look at it like a people
44:03issue and not a political issue because
44:06it is a people

44:30evening my name is Quincy Murphy and um
44:34some of you may not know me but um I am
44:38uh City Charter commissioner for the
44:41city of flint and I also is one of three
44:46who language was approved to recall the
44:50governor and
44:53um I just want to um explain to you guys
44:57why um I and so many of us have um
45:01decided that we feel like the governor
45:03need to be out of there we was fighting
45:06and protesting and rallying and Lancing
45:08when they was introducing Public Act
45:12436 a lot of us went out and collected
45:15signatures to repeal Public Act
45:174 I've watched politics over the years
45:20and I
45:21um remember when Dane Wallen was the
45:24mayor and he asked for $20 million
45:27stabilization bond to balance the books
45:29in the city of flint and the governor
45:32denied that and gave him 8.5 but also
45:35took $8 million in state revenue sharing
45:39from the city of Flint so when I look at
45:42the Dynamics of the attempts to um
45:46decrease state revenue sharing and not
45:48give us enough to cover the books to
45:51which made us go into a state of
45:54emergency then to declare a state of
45:57emergency the day of the election and
46:00come in and take over and sell jennessy
46:03tower for a dollar after residents had
46:06to pay probably 12 or 13 million in a
46:08lawsuit on the building due to past
46:12administration
46:13failures I I I I said this Governor is
46:17really not helping the residents of the
46:20city of flint and then to go and turn to
46:24the Flint River water when we could have
46:26stayed at
46:27Detroit he he have really created a
46:30disaster and I think you guys should
46:32look at declaring the city of Flint a
46:34state of disaster and not just the state
46:35of emergency it's that bad and not only
46:39that he has created more of a problem
46:42for us I feel like and a lot of us feel
46:45like he should resign and and the reason
46:47why one he should resign because he
46:49created the problem and I really didn't
46:51I was trying to hear um some um
46:54substance about the governor um created
46:57this when you look at everybody that
46:59came and testified today this is by this
47:02is the result of what the governor
47:04created by this emergency manager law
47:06being placed in the city of Flint so he
47:10really should be charged for this um um
47:15kids being exposed to lead and dying
47:17from legendari disease but I don't know
47:19what's going on with that but for the
47:22Republican party and I think some of you
47:24that are Republican you need to go back
47:25and tell your colleagu that in 2 and A2
47:28years it's going to be a Governor's
47:30election for the state of Michigan and
47:32they need to work on rebranding
47:34themselves because if they expect for
47:36Michigan that's been calling for the
47:38governor to resign to um sit there and
47:42vote for another Republican after this
47:44man has messed us up it's going to be a
47:47uphill battle for a republican I'm a
47:48Democrat I'm I'm going to keep it real
47:50with you but I'm just going to give
47:51y'all some advice you need to go back
47:53and tell the governor the Republican
47:56party needs you to resign cuz they going
47:58to have to Rebrand themselves for the
48:00next 2 and 1/2 years if they want
48:02Michigan to um trust them cuz right now
48:05we don't trust them we feel like it
48:07should be an independent EPA and DEQ all
48:10of them cuz we don't trust them how can
48:12you create a crime and then investigate
48:15your own self how can a governor mess
48:18the city of Flint up like this with this
48:20emergency manager and think we want him
48:23to um um fix it we do not want the
48:27governor to fix Flint we want him to get
48:30up out of office pack his bags hit the
48:33road but if he don't if he don't I'm
48:37going to take my time my leadership my
48:4020 years of being a community activist
48:42and I'mma do all I can to recall this
48:45man and put him on the ballot to give us
48:48our democracy to give us a choice to U
48:50see whether we want to keep him in
48:52office or not a lot of us don't want to
48:54keep him in office he refused to resign
48:56cuz he acting arrogant we do not want
48:59him as our governor will y'all go and
49:02send him a letter and let him know
49:04Quincy Murphy and a whole bunch of other
49:06others of us do not want him as our
49:10governor we don't want him coming to
49:12Flint on these backo um meetings we want
49:15him to do just like y'all had everybody
49:17the elephant that y'all needed in the
49:19room was the governor and he ain't here

49:47was listening to everything today um Mr
49:50Canfield you when mono was testifying I
49:53heard you speak about um information
49:55inciting fear
49:57I was told I was doing that in January
49:582015 when my group what are you fighting
50:01for began disseminating data and science
50:03from experts such as Bob Bok Aaron
50:05Brockovich Lois Gibbs and more I was
50:08told to shut up I refused let me explain
50:11what fear actually looks like never
50:13knowing how high my family's blood blood
50:15levels were when we were drinking the
50:17water because we were kept in the dark
50:19not knowing if the symptoms are going to
50:21get worse not knowing if these tremors
50:23are going to get worse not knowing if my
50:26son are going to completely lose their
50:27memory or just keep having memory loss
50:29gaps that they are not knowing if the
50:32pneumonia that my son had through the
50:34whole month of September of 2014 was
50:36legionnaires not knowing what's going to
50:39be coming we are told that the full
50:42effects of these toxic Metals won't be
50:43seen for 5 years we got another 3 four
50:46years of fear because we don't know so
50:51what we've become is educated what we
50:53have now is knowledge and awareness and
50:55power citizens are no longer sitting by
50:57allowing politicians or purchased voices
51:00to lie to us and provide false
51:02assurances to minimize our traum trauma
51:04we are smart we are educated and we are
51:06tough so we need to know what all is in
51:08our water as I got out of the shower
51:10this morning and my skin burned broke
51:11out and peeled off my Common Sense tells
51:13me the water is still not safe as we the
51:16citizens Beg For answers about the
51:18rashes and get nothing we have to once
51:21again go to an outside independent
51:22Source just like we did with the lead uh
51:25water defense tested my Taps my water
51:27heater and my bathtub and found high
51:29levels of aluminum 12 times the
51:31recommended amount of phosphorus which
51:33means it's not sticking to the lines
51:35it's coming straight through my pipes um
51:38which means it's it's not ready yet
51:40obviously it's not working yet twice the
51:42maximum level of chloroforum which is
51:45why my family's dizzy we have asthma
51:47attacks after our showers I have an
51:48emergency inhaler I've never smoked a
51:50cigarette in my life which I appreciate
51:52that's great um and why we get sick and
51:55why my sons refus to bathe they are 11
51:5812 and 17 they are smelly cuz they're
52:00boys and they are active kids but I have
52:03to beg them to take a shower over my own
52:05better judgment because I know it's not
52:07safe so now we are doing everything we
52:09can to bring in camping showers I don't
52:10know if any of you have gone camping
52:12these things are awkward and impossible
52:14to use we have to fill them with bottled
52:16water they're heavy for my sons and deal
52:19with that and try to warm them up and we
52:20haven't had a lot of sun except for
52:21obviously today and we have to warm them
52:24up in our Windows because the water
52:25that's coming through our caps is still
52:27not
52:28safe so water defense also found um
52:32bromo dichloromethane which doesn't
52:34sounds safe CU it's not it's a tri
52:36halothane and 370 parts of D
52:39chlorobenzene and the max is 25 the last
52:42two are carcinogens and they also do
52:44damage to the kidneys liver and brain
52:46which could be why I'm having seizures
52:48and it could be why I am off work and
52:50have been since January 7th because of
52:52liver issues and kidney failure I'm 37 I
52:55don't deserve this
52:57my sons don't deserve this so when I
53:00hear the state say it's okay and safe to
53:02bathe your babies it's
53:04infuriating this is something that needs
53:06to be stopped and needs to be stopped
53:07now there has been no science done by
53:10the EPA or the DEQ yet to prove that the
53:13water is safe yet somehow Miss Eden
53:15Wells likes to throw this out that it's
53:16safe to put your children in and
53:18actually if any of you have read the
53:19slideshow on how to actually deal with
53:21the water rashes she actually suggests
53:24that you take a bath in oatmeal in this
53:26water and to make sure you wash all open
53:29wounds with this water and we've heard
53:31testimony if at any meetings if you look
53:32it up people have lost Toes or other
53:35limbs or developed ecoli infections in
53:37open wounds so this is what's being fed
53:39to us still two years later this is all
53:42we get lies information and say it's
53:45safe it's safe it's safe that's why they
53:46keep telling us and that's what we keep
53:48hearing and this needs to stop we're
53:50smart we know better so we've got
53:53testing so water defense which is Mark
53:55ruffalo's group they've been testing all
53:57of from the basically from the water
53:59meter to the water heater all the way up
54:01through all the tabs and the tubs the
54:03way you would actually use your water
54:05this needs to be done because what
54:07they're finding out is that all lines
54:09need to be replaced and that's um the
54:11next question since I am no longer just
54:14worried about lead and copper in my
54:16water and there's no science proving the
54:17water is safe to bathe how can the state
54:19be allowed to put this information out
54:21next question since there's more than
54:23just lead in the water why won't any of
54:26you legislature anybody pushed to have
54:27all metal pipes removed as the plumbers
54:30Union 370 suggests lead needs to go iron
54:33corrosion and galvanized pipes breeds
54:35bacteria and so the galvanized pipes
54:37need to go my water comes through blue
54:39every day so the copper lines need to go
54:41I have a copper service line and every
54:42single day to this day my water is blue
54:45so I can look at it and say I'm not
54:46that's not safe that's absolutely not
54:48safe that's terrifying and for everybody
54:50else who's got lead and no color they
54:52have no idea people are thinking oh the
54:54pipes are healing it's getting better
54:55it's getting safer I can drink it now
54:57wrong there's so much misinformation and
54:59cross information out there it's it's
55:01pathetic to be honest with you um
55:03Melissa Melissa do you have could we
55:06have the questions so that we could go
55:08through those we want to make sure that
55:10we get through everybody yes I'll be
55:11quick I'll be brief thank you um and
55:13then um also in July and August of 2015
55:16the Coalition for clean water actually
55:17went to the governor's office with maps
55:20showing the rashes the lead tests the
55:21tthm tests um we sat in with Dennis
55:24mmore Harve Harvey Hollands Le sector
55:26Smith Steven Bush Brad worle um they
55:29knew about this information so I have
55:30another question about who hasn't been
55:31fired yet why is Harvey Holland still
55:33have a job so um the next question when
55:37will the state legislature hit the um
55:39the root of This Disaster and denounce
55:40the emergency manager law that needs to
55:42be done
55:43immediately the next question is Mr
55:45Canfield I testified in front of you in
55:47legislature uh June of 2015 and it helps
55:50spurn the water package that includes
55:52water quality water affordability
55:53notification and more can you tell me
55:55why the as a human right package is
55:57still stuck in committee and not pushing
55:59forward especially after everything
56:00that's happened to
56:01us and basically we deserve better 7
56:04months ago through science individually
56:07the citizens proved the water was toxic
56:09we are living bottle to bottle there is
56:10no dignity and if we have to wait until
56:13October to see any kind of money or
56:14change I invite all of you to come hang
56:16out and shower at my house and see how
56:18this feels we deserve better I mean yes
56:20we're Flint you know and obviously we
56:23what were we not a community to go out
56:24on a limb for but we are and we're going
56:26to keep fighting and every single person
56:28that gets in our way we're just going to
56:30come after you too so thank

57:35be effective at what I say um one thing
57:39I want to say first and foremost is that
57:42the root of this problem is not the lead
57:44in the water the root of the problem is
57:47the emergency manager law that took our
57:50de democracy away and gave dictatorship
57:54maybe some of you voted for it because
57:55you didn't understand it like so many
57:58times people vote for things and they
58:00don't get the real understanding or know
58:02what the effect or the outcome is going
58:04to be but I pray that you take a second
58:07look at this law because they put a seal
58:10on it where we could not go back and
58:12vote because the people had spoke in
58:152012 November the 6 which was my
58:17birthday and I spearheaded it in genc
58:20county that we voted no that was the
58:23best birth birthday present and then in
58:25December they came up with the lane duck
58:27session so I want you always to remember
58:30that it is not the lead and Flint it is
58:33not the education in Detroit it is not
58:35the Waterfront in B Harbor it is not
58:38what they did in Pontiac it is the
58:40emergency manager law that has affected
58:43us all when it comes to what the
58:46emergency manager law has done here in
58:48Flint with the lead and the water and I
58:50pray that you heard Dr Mona that we have
58:53to treat each and every citizen in Flint
58:56Michigan as they have been contaminated
58:59cuz they have and after 20 to 30 days
59:02it's out of their bloodstream and it's
59:04into their bones it has already done the
59:06damage and why do I know it has done the
59:08damage because my grandson which is 10
59:11years old that was chose to be uh the
59:15Ambassador de the
59:19um academic Ambassador for 2014
59:252015 because he was a Ab student was
59:28supposed to go to Washington DC to be a
59:30representative when we went to
59:32Washington DC the first part of this
59:34month and we took him in his grades he
59:38had three FS on it he cannot sit still
59:41for 20 minutes and read in the classroom
59:43now so it has already affected him so we
59:46need to treat every child every not not
59:50one to five but each and every last one
59:52of them that they will be affected that
59:54they will have a lifestyle that they
59:56will be able to prosper not only 5 years
59:5910 years but for the rest of their life
1:00:01we stole that from them and we need to
1:00:03give it back we need to make
1:00:05accommodations we need to make means for
1:00:07them that they will be able to have a
1:00:09good education and be a viable citizen
1:00:12in this community in whatever Community
1:00:14they go to and so we have to treat each
1:00:17and every one of them as they have been
1:00:19affected because they have whether it's
1:00:21show up now and I believe that when you
1:00:24take these little blood tests or take
1:00:25that blood you just want to not you but
1:00:29they want to find a way to get out of
1:00:32and stick us again and we start we're
1:00:36tired of being stuck we are tired of
1:00:39what they're doing I'm tired of what the
1:00:43system has done every person that's got
1:00:46up here and spoke have been paid to do a
1:00:49job and not one of them not one of them
1:00:52that testified today not one of them
1:00:55that testified the first priate in
1:00:57Washington DC and now one of them that
1:00:59testified in February spoke and did the
1:01:02job that they were paid to do they took
1:01:05abundant amount of money of our taxpayer
1:01:07money and took it and did not do what
1:01:10they were paid to do if we and and and
1:01:13and and it is your job each one of your
1:01:17job to make them accountable to make
1:01:20them stand up for what they done you
1:01:22said I was paid to do it but I couldn't
1:01:24do my job well then why were you paid
1:01:26that amount of money why did you take
1:01:28our taxpayer money we had a freedom to
1:01:31vote you didn't recognize our vote NE
1:01:34recognize our voice today because it's
1:01:36been taken away give it back to us thank

1:02:08Davidson uh I live in the city of
1:02:11flinton I work with the Flint
1:02:14Restoration Group my day job I work as a
1:02:18contract pargal for a few attorneys in
1:02:21Flint and
1:02:22Detroit Flint Restoration Group we
1:02:24submitted a package to each one of you
1:02:27all uh with respect to a Next Step
1:02:32alternative and as Leaders as you all go
1:02:35about the business of discovering what
1:02:37went wrong here today we'd ask that you
1:02:40please consider some solutions and some
1:02:42solutions now that the everyday Flint
1:02:45resident can actually feel and I'm
1:02:48mindful that the um Senate minority
1:02:50leader uh Jim anex Senator Carwell state
1:02:53representative Neely those of you that
1:02:56are impaneled here have looked into the
1:02:59viability of things like whole house
1:03:02water purification units as a next step
1:03:05to just having bottled water and sink
1:03:08filters because people have to shower
1:03:10they have to wash their clothes and so
1:03:13what we did is we came together some
1:03:15regular city of Flint people some uh lay
1:03:19leaders uh some accountants some
1:03:21attorneys and um we looked at a few
1:03:25things we looked at a socioeconomic
1:03:27model not something based on uh profit
1:03:30motive that NSA and some of the water
1:03:33companies might have to come in here and
1:03:34just look to make some money selling
1:03:37people something and uh then we looked
1:03:39at the nonprofit side of it too where
1:03:41you have churches and organizations that
1:03:43are engaged and trying to do what they
1:03:45can to help but also stay on task with
1:03:47what their mission is and uh and serving
1:03:50the people and so we saw that there was
1:03:52about 27 28,000 people paying water
1:03:55bills and flint and uh according to 2010
1:03:59census you had 40,000 homes of which
1:04:02about 23% were abandon so you have about
1:04:0431,000 homes according to uh our
1:04:07estimates where people live in and so uh
1:04:11roughly about 177,000 homes as of March
1:04:14the 4th of this year have turned in
1:04:16those water tests to the DEQ and you can
1:04:19go online and see all of the red lines
1:04:21of the houses that are at least 15 parts
1:04:23per billion lead which is supposed to be
1:04:25unusable even though there's not a
1:04:27determination on what level of lead is
1:04:30actually acceptable or
1:04:32usable and so you know we've seen
1:04:34reports from Wayne County School
1:04:36engineering and Virginia Tech and uh
1:04:39then we went about screening about 14
1:04:41different companies um throughout the
1:04:44United States and here in Michigan that
1:04:46had experience in whole house water
1:04:48purification
1:04:49systems um we ended up dealing with a
1:04:53group out of Holly that has a warehouse
1:04:55here in Flyn
1:04:56artisian water Technologies because they
1:04:59had a system that seemed to have been
1:05:01tailored based off the EPA reports for
1:05:03the city of Flint they were looking at
1:05:05the idity the color uh the tthms the
1:05:09polychlorinated bals the lead the copper
1:05:12and so this particular system look even
1:05:14though it looks like a a um a water
1:05:18softener it it it performs like reverse
1:05:21osmosis is three stages we we we bought
1:05:24some and install them in some
1:05:26houses came back n detect for lid n
1:05:29detect for copper and and they had about
1:05:328 months worth of data and I know for a
1:05:34fact that they've been sharing it with
1:05:35some people in the DEQ you all probably
1:05:37can go behind this and find this
1:05:39information and so we have city of Flint
1:05:41people we found some contractors here in
1:05:43the city of Flint that have the bonding
1:05:46the licensing the plumbers uh H power
1:05:48contractors they have a letter in there
1:05:50and they committed to hiring people from
1:05:52the city of Flint even in the OJT
1:05:54capacity if necessary to go out and help
1:05:56install we've identified block watch
1:05:59groups on uh uh ML King and Bishop that
1:06:03meet at a police precinct that have the
1:06:06cultural capital with the people in the
1:06:08community that can sign them up
1:06:09voluntarily to receive such a unit and
1:06:12so what we want you all to consider is
1:06:14that people from the city of Flynn is
1:06:16not just talking about the problem but
1:06:17we actually want to want you all to
1:06:19consider a solution so that when you're
1:06:22coating the pipes and you're tearing up
1:06:23and changing pipes and all that nasty
1:06:25stuff is going to run somewhere it's
1:06:27going to run in the people's house that
1:06:28they have a Vanguard right at the house
1:06:30that can catch it and what we liked
1:06:32about this particular system was is 5
1:06:34years maintenance free 40% of of the
1:06:36people in Flint are poor they can't
1:06:37afford to buy filters and so you all
1:06:41spend millions of dollars helping
1:06:44bottled water come to the city of flint
1:06:46and we estimated it' be about 40 45
1:06:48million to put a whole house system in
1:06:50everybody's house and so we're going to
1:06:53ask uh public private we're negoti with
1:06:56some of the locals here cocacola the
1:06:58beer distributors that enjoy people
1:06:59buying 40 o and 22 o every day they
1:07:02trucks dropping off from 5 to 8 that
1:07:05they apply a little bit of parity they
1:07:06apply a little bit of reciprocity and
1:07:08give back and we've added an element of
1:07:11nonprofit so they can at least get a tax
1:07:13deduction so we're going to do whether
1:07:17government do or not we're going to try
1:07:18and use social economics but we would
1:07:20hope that y'all would give this a ear
1:07:21perhaps have us come before your
1:07:23committee and allow us to give you some
1:07:25more more detail so that when yall on
1:07:26the state floor monies that already have
1:07:28been appropriated that y'all consider
1:07:30this next step solution because it'll
1:07:32address shower it'll address clothes it
1:07:35it has some history we don't know what
1:07:37we don't know but there's some data that
1:07:40there that's there to show that this
1:07:42works and we don't care who offering
1:07:44other products if they work you all
1:07:46should consider it we should be solution
1:07:48based as well we shouldn't always just
1:07:50look at the problem absent of
1:07:51considering the solution and so some of
1:07:53us here in the city of Flint we've
1:07:55together we want you to know there are
1:07:57some solutions that we want you to
1:07:58consider them thanks for your time thank

1:08:47Jefferson I live at 201812 Lewis one of
1:08:50the cities that you set in right now is
1:08:51a city that made it possible so that you
1:08:54don't have to speak Chinese a German I'm
1:08:56not being a racist here but we built the
1:08:59war effort less than three blocks away
1:09:01they built tanks and guns to send
1:09:03overseas to make it safe that you could
1:09:05be here and set it and be in the
1:09:06position you're in now out here on I'm
1:09:08going to go back 18 years ago 18 years
1:09:11ago they wanted to put in a wood burning
1:09:13plant there was a federal law that says
1:09:15it's a civil rights law to be able to
1:09:17build that plant low around the
1:09:19low-income and afroamerican neighborhood
1:09:21the EPA allowed them to build that plant
1:09:23anyway they turned around and put
1:09:25compost plant over in that same
1:09:27neighborhood okay anything that they
1:09:30want to do around the people in this
1:09:32area in this neighborhood they do it
1:09:34regardless of what the law is and we
1:09:36have to deal with that kind of stuff and
1:09:38it's not right you say we were looking
1:09:40for welfare yes we are looking for
1:09:42welfare because we made it possible for
1:09:45you guys to be the who you are and where
1:09:46you are right now thank you very
1:09:50much thank

1:10:06here thank you for bringing this hearing
1:10:09to the city of flint and showing some
1:10:12interest and caring about the nightmare
1:10:16that we're living through here now I
1:10:19think that most of the testimony today
1:10:23has been outstanding
1:10:25especially the live stories of the
1:10:28experiences of the people so I'm not I'm
1:10:30just going to bring a couple of
1:10:35points we do need to be declared a
1:10:38disaster area from the federal
1:10:41government we we just can't we don't
1:10:45care where the money comes from if it's
1:10:48a Michigan dollar or a federal dollar we
1:10:51need some help the $85 million that the
1:10:56president sent here did not come to
1:11:00Flint it went to the state and oh well
1:11:05you know your colleagues are going to
1:11:07say well we can't give everything to
1:11:10Flint we got other cities and da
1:11:13D but the argument and the push back for
1:11:16that is this we bought it and we own it
1:11:21we broke it when you pass Public Act 4
1:11:2637 when the citizens said we don't want
1:11:31emergency managers in the state of
1:11:33Michigan now that was not turned down by
1:11:37just the cities with emergency
1:11:43managers all but six counties defeated
1:11:48Public Act for and it was arrogant on
1:11:53the part of the legislature to to turn
1:11:55around and pass a new law and tweak that
1:11:58law so we already got a dictatorship
1:12:02mentality here and this is not something
1:12:05that the people of Michigan is used
1:12:08to this is not what we used to live in
1:12:11like we don't appreciate being
1:12:15humiliated by sending in a individual to
1:12:19consume all powers of our local
1:12:24government
1:12:28we don't believe and this is not
1:12:31Democrat and Republican cuz trust me
1:12:34Republicans got out there and worked
1:12:36just as hard as Democrats to put that
1:12:40measure on the ballot and defeat it
1:12:43that's right they tried to get rid of
1:12:45the governor then but they didn't quite
1:12:48have the organization to do it and this
1:12:51is a bipartisan thing because democracy
1:12:55is
1:12:58democracy the other thing I would urge
1:13:01you to do is those who have not signed
1:13:04on to the legislation to repeal Public
1:13:07Act 40 436 should do so right away
1:13:13because a price will be paid for those
1:13:16of you who continue to think that the
1:13:19people in Michigan want dictatorship we
1:13:22don't want it we don't want nothing to
1:13:24do do with it it was a big mistake and
1:13:27it led to the poison of this city and
1:13:30please we have had all kind of media in
1:13:35Flint National and international media
1:13:40and we do not fail to let them know that
1:13:43it was a public policy that brought this
1:13:46tragedy on and prices will be paid at
1:13:50the voting booth if we don't get this
1:13:53mess straight and I appreci appreciate
1:13:55you Senator Anna nich for signing on
1:13:58being a co-sponsor of that legislation
1:14:00and we got we want we we this is not a
1:14:04play thing this is some dangerous stuff
1:14:08only in Michigan do you have anything
1:14:11similar to that so my final comment is
1:14:14this I wish and
1:14:17again I appreciate the committee coming
1:14:20and hearing the voices of the people
1:14:23because I don't think you would have
1:14:26known some of the things you learn today
1:14:29had you not come to
1:14:32Flint but I wish you could go around to
1:14:34the other municipalities and school
1:14:37systems and hear similar testimony as it
1:14:41relates to
1:14:42436 I wish you could go to Benton Harbor
1:14:46and talk to the people whose Park was
1:14:48stolen from them Jean clock Park I wish
1:14:52you would go to mosan Heights and ask
1:14:54the people how they felt about the dis
1:14:57dissolution of their public school
1:15:02system that the emergency manager
1:15:04brought
1:15:06in a that was sent there brought in a
1:15:12private
1:15:13for-profit school company
1:15:17mosaica and got rid of all the staff in
1:15:22that public school systems and told the
1:15:24teacher if you want to teach in mosan
1:15:26Heights put your application in now this
1:15:29is not what is this is this what what
1:15:33kind of Michigan we want to live in I
1:15:35don't think so and rest assured that the
1:15:39people in Flint and the people of
1:15:41Michigan will not sit back and
1:15:45tolerate we we don't want a
1:15:49future passing on lead poisoning to our
1:15:52children and grandchildren we not stand
1:15:55for
1:15:56that so I thank you again for coming I
1:16:01think we're at a Crossroads in our
1:16:04society this model in Michigan is a
1:16:08black eye to our state and it's a shame
1:16:11and a
1:16:13sin and what we want is this we want to
1:16:17create a Michigan where the human beings
1:16:22humanity and humanitarianism
1:16:25flows Broad and wide that's what we want
1:16:29we want a Michigan where the needs of
1:16:32the people are pricess and precious and
1:16:36put on the front burner not profit and
1:16:39gouging and stealing our public parks
1:16:42and lakes and golf courses and the rest

1:18:03wonderful so so my name is uh Nair
1:18:07shareif and I am with the Democracy
1:18:10Defense League and we were one of the um
1:18:12underground groups who were organized to
1:18:15fight against the emergency manager law
1:18:18and um also one of the water Warrior
1:18:21groups who brought this to light that we
1:18:24did have contamination in spite of the
1:18:27organized efforts by state government
1:18:30and the emergency manager to try to
1:18:32squash and
1:18:34um and try to marginalize our voices but
1:18:38also since the emergency declaration I'm
1:18:42part of a new Coalition C Flint rising
1:18:45and we organized to really confront the
1:18:50on the ground long-term organizing needs
1:18:52of this community and our fight for
1:18:54operations Justice and accountability in
1:18:57relation to this Water
1:19:00Crisis and it was somebody who asked
1:19:03like what was going on on the ground and
1:19:06outside of Flint Rising not much because
1:19:09we're doing the stat job for them
1:19:12because if you go I'm I hope when you
1:19:17guys go back hopefully you will have a
1:19:20hearing at some point in time to talk
1:19:22about Solutions and really like called
1:19:25to testify some of the groups who are
1:19:27organized on the ground because what's
1:19:30happening out here is shameful and a
1:19:33human rights
1:19:36violation because I'm not sure like I
1:19:41think all of you guys should be
1:19:43challenged and you're all men to be
1:19:45challenged for one week to live your
1:19:49life only with bottled water bathe in it
1:19:53cook with it drink with it so you can
1:19:56begin to feel the
1:19:57dehumanization that Flint residents face
1:20:00on a daily basis we have to basically
1:20:03have a Underground Railroad quilt to
1:20:05figure out where we going to get water
1:20:07because if you don't there is no
1:20:09comprehensive list outside of the fire
1:20:11stations with the state distribution
1:20:13sites of where you can get water and and
1:20:16we have not even begun to discuss of how
1:20:20the undocumented Community discovered
1:20:22that there was a leg contam
1:20:25ntion and it was after the emergency
1:20:28Declaration on the state's website the
1:20:31translated quote unquote translated
1:20:33materials into Spanish and Arabic is
1:20:36basically gibberish so that needs to be
1:20:38taken down immediately because they're
1:20:40literal translations we had to go to the
1:20:42EPA to get materials so we can go door
1:20:45too and get accurate information to
1:20:47identify the basic needs and to bring
1:20:50everybody into this fight because the
1:20:52state and the County Health Department
1:20:54whoever needs they needs to be some
1:20:56Public
1:20:57Health nurses on the ground going door
1:21:01too to do a community health
1:21:04assessment we have been exploited by the
1:21:06state and we continue to be exploited
1:21:09throughout this recovery effort our
1:21:11lives and experience are worth more than
1:21:13a checklist the governor's 75o plan or
1:21:17as I call 75 point plan in nowhere um
1:21:20also includes SBA economic injury
1:21:23disaster Z loans now Senator Joe Hune I
1:21:27see that you are represented represent
1:21:30livon County and you're eligible your
1:21:32county the businesses in your county is
1:21:34eligible for the SBA Loans also the the
1:21:38businesses and places that are eligible
1:21:40with this declaration is leier Oakland
1:21:44Sagen shasi and Tuscola counties in
1:21:47addition to Flint J County
1:21:50now I am extremely tired of the the
1:21:54tragedy of the city of Flint to be used
1:21:58for other people's political gain and
1:22:00for them to profiter off the tragedy of
1:22:03what happened
1:22:05here budgets are statements of values
1:22:08and hopefully one of the things that you
1:22:10can do when you go back to Lancing is to
1:22:14tell Speaker of the House Kevin Cotter
1:22:17that he needs to get out the way because
1:22:18he has inserted himself into this crisis
1:22:21we need help now we cannot wait until
1:22:25October 1st when the budget is
1:22:30done Al what did you the time has I I
1:22:34want you to finish but I want to make
1:22:37sure we get as many others up okay I
1:22:39I'll wrap up thank you oh gosh so
1:22:42hopefully um when you will call one a
1:22:47hearing and ask people who are on the
1:22:49ground who are facing and and organizing
1:22:53outside of all of these outside of the
1:22:55Red Cross outside of the United Way and
1:22:59this is basically a volunteer effort
1:23:02that we're going door too because we
1:23:04recognize that this need need to happen
1:23:07and the state is not doing that and
1:23:10hopefully as you move through this
1:23:12appropriation process we will have money
1:23:14for water buffalos and 55 gallon Dr
1:23:18drums so we can actually use and move
1:23:21Beyond bottle water as we work towards
1:23:24placing the infrastructure thank you

1:23:53stomas got my stff stopwatch here um I
1:23:56just wanted to bring to your attention a
1:23:58couple of things one Flint's not the
1:24:00only city in Michigan that's facing this
1:24:03we just happen to know that Flint has
1:24:05this problem uh what we really need is a
1:24:08water quality index for all our
1:24:10Municipal Water Systems something that
1:24:12we should have done a long time ago
1:24:14we're a modern country uh like an air
1:24:17quality index uh we need a water Center
1:24:21in this state something that's unbiased
1:24:23that's connected with universities
1:24:25medical schools that does
1:24:27epidemiological studies that doesn't
1:24:29leave it up to people in small
1:24:32communities or large communities to
1:24:34decide what the public should know the
1:24:37public should get this information daily
1:24:39it should know what the water quality is
1:24:41they're paying for it in terms of uh
1:24:44Hospital water testing which is my area
1:24:46of expertise we don't test for pathogens
1:24:51in hospitals or we do so infrequently
1:24:54we don't know what the extent of
1:24:56healthcare acquired infections are in
1:24:58hospitals because we don't test for it
1:25:01and it costs a lot of money in Medicaid
1:25:03costs which is something you should be
1:25:05concerned about Medicare costs uh which
1:25:08again we should all be concerned about
1:25:10in terms of contaminants and pathogens
1:25:13the EPA has done a lousy job for years
1:25:15because they're political they they they
1:25:18add a few every five or six years and
1:25:21it's usually ones that don't offend
1:25:23anybody there's about about 14,000
1:25:25chemicals that they don't test for
1:25:27there's probably 20 pathogens they don't
1:25:29test for and when they send the
1:25:32regulations down to cities and states
1:25:34they usually leave it up to each state
1:25:36and Municipal Water System to determine
1:25:38what it is they want to test so it's
1:25:42really a watered down system and we see
1:25:44how it broke down here we see how
1:25:46dysfunctional it is here this is a case
1:25:49study this is the worst possible case
1:25:52study now could this happen again again
1:25:54again and again and again yes so do we
1:25:58want to stop it are we smart enough to
1:25:59stop it now are we brave enough to stop
1:26:02it now we can do it when you go back you
1:26:06have to be you have to be a bipartisan
1:26:08group you have to get all of your
1:26:10colleagues to understand how important
1:26:12this is it's your children that's
1:26:13drinking water in Ann Arbor or up in the
1:26:16thumb or in Midland your grandchildren
1:26:20your wives and you don't know what's in
1:26:23it and this secret has got to end we
1:26:26should know what's in our water not just
1:26:29a few select people so Flint is not the
1:26:34only city I mentioned that have you been
1:26:37thinking about this more because of
1:26:39Flint though sure you have um I sent you
1:26:43a copy of a report that Dr biasi and I
1:26:45completed that we shared with the 14
1:26:48Congressional representatives from the
1:26:49state of Michigan who serve Us in
1:26:52Washington but the Champion for this has
1:26:55to come from
1:26:56Michigan the 14 Congressional people in
1:26:59Washington know we need to do something
1:27:02but the leadership has to come from you
1:27:04you have to suggest to them how to spend
1:27:06our federal tax dollars and those 14
1:27:09people have to get together and convince
1:27:11the rest of Congress that Michigan is
1:27:13the place to have the first prototype
1:27:16water system first modern system after
1:27:18all we have
1:27:2018% of the world's fresh water here we
1:27:23should be taking care of it
1:27:25better we have a great resource here and
1:27:28maybe Flint should be the place for this
1:27:30Center maybe that's part of the baron
1:27:32maybe Flint gets something back for its
1:27:34pain and suffering maybe the Water
1:27:37Center should be built here right on the
1:27:38campus of the University of
1:27:40Michigan you know think about that and
1:27:43then it could be here for years to serve
1:27:45all of us and maybe something to return
1:27:47to these poor people who are suffering
1:27:49even now so I want to say maybe one of
1:27:53the ways you could even get this passed
1:27:56through the legislative group who
1:27:57doesn't want to pay any more taxes let's
1:28:00just add a beverage tax let's just add a
1:28:02nickel to every beverage sold in the
1:28:04state to support the Water Center here
1:28:07in Michigan it's that much but it'll add
1:28:10up and everybody will then have a nickel
1:28:13in the game maybe that's a starting
1:28:15point I think what you will be surprised
1:28:17to find out is when this water Center
1:28:20starts doing testing what's actually in
1:28:22our water now the second step in this
1:28:25let's build the water treatment units
1:28:27here in Michigan and ship them all over
1:28:29the world we ship cars out here all over
1:28:32the world why can't we ship water units
1:28:34out of Michigan out of Flint maybe The
1:28:36Rebirth of Flint is it becomes the
1:28:39center for building water treatment
1:28:41units for households all over the world
1:28:44I've been in China I've been in India
1:28:46there's billions of people there who are
1:28:47drinking crappy water we could sell them
1:28:50lots but we could put this all through
1:28:52the United States now this is this is a
1:28:55a great moment to step out of the box
1:28:58and think outside the box and let's face
1:29:00it let's all be honest here our state
1:29:03agencies have failed us because they're
1:29:05bureaucrats they're protecting their own
1:29:07butts they don't care about our butts
1:29:10they don't care about these people's
1:29:11butts they care about their own butts
1:29:13and let's be honest about it we need to
1:29:15change that they need to be more
1:29:17accountable you understand what a public
1:29:19servant is because you run for an
1:29:21election you're accountable at least one
1:29:24time every cycle to come back and talk
1:29:27to your constituents and you hear it you
1:29:29get an
1:29:30earful so you are our last great hope
1:29:34you're our last great hope of public
1:29:36servants cuz we elected you to represent
1:29:38us to take care of us and what we're
1:29:42asking you to do is just step out of all
1:29:44that political crap for a few minutes
1:29:47and work together be strong and really
1:29:51come up with the best thing that you can
1:29:53for all of us because we're all
1:29:54depending on you and we all depend on
1:29:57this water let's do it let's do it for
1:30:00Flint let's do it for Michigan Let's Do
1:30:02It for the United States let's show the
1:30:04world that we are a leader right here

1:30:35you for assembling here in the city of
1:30:37Flynn and taking our questions in person
1:30:39and facing us um much of what I wanted
1:30:42to say has already been said you felt
1:30:44the passion you felt the
1:30:46pain but the invisible needle in the
1:30:49haast stack is how our property has been
1:30:51devalued and my personal belief is that
1:30:53that's that's what this was all about it
1:30:55was making sure that property was worth
1:30:57zero so that people would basically be
1:31:00forced to move because you have no other
1:31:03option people with unpaid water bills
1:31:05were having it attached to their
1:31:06property taxes which could then within
1:31:08two to three years be have a lean placed
1:31:10on their property so I ask you I implore
1:31:14you to please look at the financing
1:31:16efforts so that people can keep their
1:31:18property so that people can remain in
1:31:20the place that's their that's their home
1:31:22that we can also have jobs restored
1:31:24because I believe this was all strategic
1:31:26I don't want to you know say The
1:31:28Conspiracy Theory but unfortunately I've
1:31:30been here for a long time I was born
1:31:32here so thank you Mr Anon for your
1:31:34efforts I thank all of you again for

1:32:56are this this is the state of Michigan
1:32:58you guys know they're coming and taking
1:32:59our water look what Nestle done they
1:33:03bought this they brought us they bought
1:33:04a spring and then isolated us for five
1:33:06grand and I can go on and on this guy
1:33:09talk very good stuff I hope you get his
1:33:12information the lady that just sat here
1:33:14I I don't know if you guys are aware of
1:33:16this thing called the master

1:35:24the struggles my granddaughter I cry I
1:35:27stand and I scream and I'm tired of
1:35:29saying I we do we do we're not being
1:35:33heard you guys when you get back to
1:35:35wherever you hobnob at or whatever you
1:35:38do you're not as tired as half of us and
1:35:42here's the other thing I'm bouncing I'm
1:35:44sorry I got so much out of my
1:35:48mind it isn't just about the children
1:35:50God bless them it isn't I'm dying I'm
1:35:54not going to see me getting this tooth
1:35:56fix that I lost up in this business this
1:35:59hair looks like a lot I got four bags

1:37:22neighborhoods not and that I'm telling
1:37:25you give them $10 an hour two hot meals
1:37:28we'll throw this water and I told all
1:37:30the churches all the foundations I told
1:37:33the Surgeon General I said if this
1:37:35water's setting in a church or in a
1:37:37building then somebody's not doing their
1:37:39job why do I why do we have to go and do
1:37:44this the stupid ass Governor's job still
1:37:47no matter what we do we got to go pick
1:37:49this have you guys ever picked up a case
1:37:51of water just one case put 75 on top of
1:37:55that and then I got to take care of my
1:37:57mother-in-law the elderly people on my
1:37:59street and it hurts me because I am the

1:38:05at one time me and my wife have really
1:38:07been to the extremes check me out he'll
1:38:10tell you he knows but every time I lift
1:38:13a case of water I want to do this to
1:38:15Snider because he's not doing his job we
1:38:19are and they're paying people in the
1:38:21state to still stay in this city and run
1:38:23it and you know why because they're
1:38:24hobnobbing behind closed doors with the
1:38:27elite of the city of Flint that's right
1:38:30you hear me guys bring in some major
1:38:34investigations we asked for water
1:38:36bladders we wash the guys literally
1:38:39stood up at Council the other night says
1:38:40well we're afraid that the people of the
1:38:42city of Flint will not like these water

1:41:20reports can I show a raise of hands
1:41:25none of you though you're ill prepared
1:41:27to even to
1:41:28question which report are you referring
1:41:30to Dy the 2007 settlement report that's
1:41:35still there in the settlement in 1989
1:41:38that Flint River was declared a super
1:41:41fund site
1:41:43okay
1:41:45now you can't turn
1:41:48around and know what's in that
1:41:512011 report
1:41:54and then say that you didn't
1:41:56know as I listened to danne Walling I
1:42:00was in an off I was in a meeting in
1:42:04October of last year when he was
1:42:07confronted by councilman Maize he
1:42:11admitted to knowing what was in that
1:42:13report and he was rather arrogant
1:42:15because he seems to think Public Act 436
1:42:19protects him and Snider and all the rest
1:42:24I disagree he's not my Governor I didn't
1:42:27want him the people didn't want the
1:42:30emergency manager act and it took away
1:42:34my power it took away your elected
1:42:37officials it took away your opinion and
1:42:40everybody in this room and it allowed
1:42:43Snider to poison me and everybody in the
1:42:46city of Flint I have nieces and nephews
1:42:50that have been poisoned I have a little
1:42:53baby before she was even born she's
1:42:574.5 her brother's 5.5 lead level I am
1:43:01mad I am angry and I challenge each and
1:43:05every one of you to go back and tell
1:43:07Snider to step
1:43:10down show us show us that you know you
1:43:14gave $113 million in taxpayer money
1:43:18three 3 hours north of Flint to nest
1:43:24they got a $500 million plant there and
1:43:28what did they pay for water nothing they
1:43:31paid a one-time license fee of five
1:43:35grand how dare you sit there and tell
1:43:38these people there's no
1:43:41money this is the richest country in
1:43:45America and I am appalled my husband
1:43:48lays dead out there in the National
1:43:52Cemetery he gave eight years of his wife
1:43:54for this country and this flag and I
1:43:57noticed in Flint at city council you
1:44:00want to know what the emergency manager
1:44:02act did I'll tell you what it did
1:44:06they're so complacent they're so afraid
1:44:08of Snider they did nothing that fell on
1:44:12deaf ears and I'm sure each and every
1:44:16one of you like me cuz I don't live in
1:44:18Flint I can go home like all of you

1:44:25can't so I don't know what you'll do

1:44:31people should be held accountable I

1:46:40Disaster so over 700 days people have
1:46:45been waiting for
1:46:48Relief and I would challenge any of you

1:46:57party okay I would challenge any of you
1:47:00go 700 days with a
1:47:04family go 700
1:47:07days without the basic composite glass
1:47:13of water go 700 days without being able
1:47:17to make a cup of
1:47:18coffee try it I wanted to come up here

1:47:23not to tell you about the 700 days but I
1:47:25wanted to come up here today to tell you
1:47:27that because of the because of the
1:47:32lack of following the
1:47:35federal Safe Drinking Water
1:47:39laws federal laws because of the lack of
1:47:44the ability to follow and adhere to
1:47:47those laws as they are written in the
1:47:50four corners of the contract that make
1:47:53the
1:47:54law those laws are why you're here the
1:47:59lackness of the agencies that you pay
1:48:02hundreds of millions of dollars in
1:48:04Appropriations to the reason you are
1:48:08here is because they failed they failed
1:48:12you they failed us and they are still
1:48:16failing to this day this Governor that's
1:48:20here with the emergency manager law
1:48:23this thing that he's passed has created
1:48:26a situation not only for us but it is
1:48:29serving as a model to the country who is
1:48:32also looking to try to do this in their
1:48:35states in their government but the issue
1:48:38here is a Safe Drinking Water Act Now
1:48:42under the laws these
1:48:47notifications that are supposed to go
1:48:49out in the event of an emergency never
1:48:51happened the notice to the people it
1:48:55never happened and so if you aren't
1:48:59given a warning when the Beacher tornado
1:49:03came through here in
1:49:051953 it created such a disaster because
1:49:08of a lack of
1:49:09warning that it enacted
1:49:12laws about
1:49:14warnings and so we have to imagine
1:49:18ourselves 25 years from now when we're
1:49:22looking back at this to see how it
1:49:25happened so we can prevent it now so you
1:49:29can take back with you the things that
1:49:32you need the tools that you need to have
1:49:35and so if I can say just one more thing
1:49:37on the tools that you need to have what
1:49:40you need is public opinion and you not
1:49:44only need it to hear it but you need to
1:49:47take it home with you and you need to
1:49:50discuss it with your wives and you need
1:49:52to discuss it with your children and you
1:49:54need to get their points of view because
1:49:57they're looking at you like we're
1:50:00looking at you and they're saying why is
1:50:03this happening
1:50:05Dad can't you do anything to help those
1:50:08people can't you and so that's what
1:50:11we're asking it's it's it's not a big
1:50:14situation it's a large disaster but it's
1:50:18not a big situation because it can be
1:50:20controlled if you will only enforce the
1:50:24rules and the agencies that you pay
1:50:27hundreds of millions of
1:50:29dollars to not see this happen so let's
1:50:34try to adjust ourselves let's try to
1:50:38make these things of this capacity when
1:50:42it comes to our rules and our laws we
1:50:45follow rules and
1:50:46laws okay when when there was an
1:50:50announcement made about the kandhi there
1:50:53in the very in in the advertisement you
1:50:56can you'll be able to you'll be able to
1:50:59treat your water in whatever way you
1:51:01want
1:51:03to who treats water the way that they
1:51:07want to in the Kandi advertisement in
1:51:10the opening statement the reason for
1:51:13you'll be able to treat your own
1:51:16water you don't come up with your own
1:51:20standards this is what happened here
1:51:23they came up with their own
1:51:25standards they knew what the federal
1:51:27laws were they knew what the rules and
1:51:29regulations were the gentleman that sat
1:51:31here in in in the water treatment man
1:51:33the State Certified man he it's his
1:51:37Bible who throws out the
1:51:40Bible okay and so that's what happened
1:51:43here and it happened here because
1:51:45emergency
1:51:46managers are not
1:51:48Engineers Mr Croft was not an engineer
1:51:53okay he's an
1:51:54electrician he's an entrepreneur that
1:51:56the governor thought yeah he's an
1:52:00entrepreneur okay and so the debacle
1:52:03here comes in we've got that engineering
1:52:06company that said that it was okay to go
1:52:08ahead and do this it was $4 million as
1:52:12soon as the check was written they
1:52:14skipped
1:52:16town the same people are working on the
1:52:18carag
1:52:19Gandhi you need to check that we need
1:52:24our $4 million back if you can do
1:52:26anything for the city of Flint get that
1:52:28$4 million back from that engineering
1:52:31company that they skipped out of town
1:52:33bring those gentlemen to task put them
1:52:36under arrest I don't know if you can
1:52:38arrest the governor or not but you can
1:52:40arrest the engineers that are
1:52:41responsible for this because they
1:52:43screwed up they didn't follow the rules
1:52:47you guys didn't screw up they did so we
1:52:51all need you to help train
1:52:54them so they don't make you look bad

1:53:31here and asking for our um testimony my
1:53:35name is Laura Sullivan I'm a professor
1:53:37of mechanical engineering at ketering
1:53:39University I first became involved in
1:53:41the water issue in Flint when my
1:53:43students and I uh approached um the idea
1:53:48of helping churches and and
1:53:51neighborhoods gather rain watering so
1:53:53that they could flush their toilets so
1:53:55that people wouldn't be evicted from
1:53:56their homes we didn't get very far but
1:53:59that's where I was in the room when the
1:54:01water quality issue came to the
1:54:04Forefront I was um maybe fortunate to to
1:54:08make it onto the technical Advisory
1:54:10board that the mayor Walling called in
1:54:14response to the concerns regarding
1:54:18tthm I was at that first meeting of that
1:54:20technical Advisory board on March 3rd
1:54:242015 when violia is brought in to make
1:54:27recommendations on what should happen at
1:54:30the treatment center to to deal with the
1:54:32issues regarding tthm there had yet to
1:54:35be any discussion about
1:54:38lead one of the one of the things that
1:54:41happened was even though there were no
1:54:43Physicians invited to that meeting only
1:54:46Representatives on the facilities level
1:54:49at hospitals and even though there was
1:54:51no faculty invited to that meeting only
1:54:54facilities people from the universities
1:54:57I was there as were a number of
1:54:59Physicians and there was a complaint
1:55:01made by The Physicians present that when
1:55:04the notice came out to the public
1:55:06regarding
1:55:08tthm and the public read the statement
1:55:11on that notice that said if you have
1:55:13small children if you're elderly if you
1:55:15have a compromised immune system you
1:55:17might choose to contact your physician
1:55:20about whether or not you should use
1:55:21bottled water
1:55:23none of those Physicians who got those
1:55:24phone calls had even heard about the
1:55:27tthm
1:55:28issue the city directed individual
1:55:32citizens to contact their Physicians
1:55:34about using bottled water but the city
1:55:37had not let anybody from the Health
1:55:39Community know that there was elevated
1:55:41tthm in the water so this came up at
1:55:44this first technical Advisory board
1:55:48meeting and the response to that concern
1:55:51from the phans from Howard
1:55:54Croft was that there would be another
1:55:57notice coming and that they would have
1:56:00to just get themselves ready for all
1:56:02those citizens who are going to start
1:56:05complaining again about their
1:56:07rashes and he rolled his eyes as did the
1:56:10representatives from Lan the company
1:56:13that had designed changes to the
1:56:15treatment plant and the representatives
1:56:18present from
1:56:21theq
1:56:22and I said to Howard at that meeting do
1:56:26you know that you're in charge of a lot
1:56:28more than just the water INF Flint
1:56:31you're in charge of the trust that
1:56:33people have in the water INF
1:56:37Flint I really appreciate this

1:56:41share I haven't put it in writing yet

1:58:15diabetes take a take a
1:58:19breath they had to amputate her leg
1:58:23I went to get her because we don't have
1:58:27family
1:58:29there and the doctors told
1:58:33me that we're not in a crisis in Flint
1:58:36we're in a
1:58:37disaster and that they would take me to
1:58:40court if I tried to bring my sister to
1:58:44Flint because of the water because if
1:58:47she get one drop of
1:58:51water in an open womb it could do more
1:58:55damage to her life not just her limbs
1:58:59when I look at you you guys back there
1:59:01and I have been back there all
1:59:03day and no
1:59:05disrespect I've been to every hearing
1:59:08that you've had in Washington
1:59:11so I know you're tired of hearing it but
1:59:14we're tired of living it and I see this
1:59:17and that because you're tired imagine us
1:59:21imagine that my
1:59:22sister which is like 60 plus years
1:59:26old she this is her home she can't come
1:59:29home and there's nothing I can do about
1:59:32it it's nothing I can do cuz I would do
1:59:35it I beg you guys you know don't don't
1:59:38look at us don't look at me even now
1:59:40with pity you know just I'm just a
1:59:42colorless face think about even the
1:59:45babies and the elders you know help us

2:02:50mayor uh Dane Ming took one engineering
2:02:54course I found out okay but he did not
2:02:56major in engineering and if he did he
2:02:59may have not pressed that B on April
2:03:0225th uh
2:03:042014 uh making the uh fling River the
2:03:08Water
2:03:10Source my mcka the guys is talking about
2:03:14studied engineering at the University of
2:03:16Illinois read at IIT and they they s
2:03:20walked or talk cuz Canyon where that
2:03:23nuclear power plant is is uh working
2:03:28today I want to

2:04:57um joted a couple few questions down
2:05:01here um first of all why can't we get
2:05:05our puppy tested um from the state of
2:05:08Michigan uh we have three Australian
2:05:11shepherds pure bread um we were breeding
2:05:14those
2:05:16for the love the hobby of owning animals
2:05:20we I've always had a passion um for dogs
2:05:25and and whatnot
2:05:28um uh basically when my I was working at
2:05:32General Motors when we heard about this
2:05:35uh gentleman working on the line in the
2:05:37engine plant noticed some corrosion on
2:05:40the the parts that they were making um
2:05:43also me being a millright working in the
2:05:47facility
2:05:49um knowing knowing the information that
2:05:52was given to me not realizing till after
2:05:56the fact we had stopped drinking the
2:05:58water 3 months prior to uh them blowing
2:06:02the whistle on the Water
2:06:04Crisis our animal we had tested before
2:06:08we got tested my wife called the health
2:06:10department and the health department
2:06:11said we don't know where you can go to
2:06:14get tested
2:06:16um and so 90 days went by with us
2:06:22realizing the not just the lead in the
2:06:25water that happened after the corrosive
2:06:29chemical that doesn't really get talked

2:07:18underground because they had the money
2:07:22now money's
2:07:24power but you all are leaders

2:07:31strong as the people you lead if you
2:07:34can't lead the people then you're
2:07:36worthless and if you're going to stand
2:07:39up here and you're going to listen to
2:07:41the people then do something for the
2:07:42people because the government was not

2:08:46translucent skin which is under
2:08:48development I have pictures of the puppy

2:08:57animals our our female was tested at 66

2:09:10rude and said well is you're dogging out

2:09:24your garage no it's the soil that was
2:09:26tested and there's hardly minuscule
2:09:29numbers of lead in The Soil two 20 parts
2:09:32per billion in the soil and she doesn't
2:09:35want to take in consideration that the
2:09:39water source we are using after letting
2:09:41it run for 5 minutes is still only a
2:09:44th000 parts per billion less than it was
2:09:48sitting for 12 15 hours
2:09:52it's not changing anything and this is
2:09:54months and months and
2:09:56months my teeth are falling out all our
2:09:59teeth are corroding my my kids brand new
2:10:03teeth coming in
2:10:06corroding I can't eat food I eat one
2:10:10meal a day because I'm nauseous I'm sick
2:10:12I lost my job my
2:10:14car the city is falling apart our police
2:10:18officers can't do their job I had $1,600
2:10:22in wheels and tires taking off my car

2:11:20what and then our taxes get raised for

2:11:31credit shot I have five kids that I have
2:11:33to bathe in bottled water every week I

2:15:04feel like there was a holocaust done on
2:15:05my city I hear everybody and I hear all

2:15:10that they want but one thing I ask is
2:15:12you do have the power to give somebody

2:37:04about it and here we are going on almost
2:37:08three years and we finally get a panel
2:37:10to come and sit in Flynn and
2:37:14listen that's
2:37:17crazy and another
2:37:21Point not one state official has visited
2:37:25the schools and talked to these babies
2:37:28about what's going on we watch TV she
2:37:31asked me are we going to be like that
2:37:33show The Walking Dead they're terrified
2:37:36they don't know what's happening all
2:37:38they know is they're losing their
2:37:40minds they're seeing their parents lose
2:37:42their minds they're losing their hair
2:37:45they can't concentrate they can no
2:37:47longer get along with their friends they
2:37:49don't know what's happening to their
2:37:52bodies but we got all these smart people
2:37:54that work up in Lancing and no one is
2:37:57said well let's send someone out to the
2:37:59schools let's put on a play or something
2:38:01so these kids can kind of understand
2:38:04what's going on and the reason why we
2:38:07haven't seen anybody from laning is
2:38:09because they don't
2:38:11care and they don't have a
2:38:13solution we got all these Brilliant
2:38:16Minds and no one has thought let's put
2:38:18some reverse osmosis systems in the
2:38:20homes of Flint I had to have a group of
2:38:23students from UCLA fly in because they
2:38:27are originally from China they heard
2:38:29about this just last week and they
2:38:31donated a system to my
2:38:36home
2:38:38why they said they couldn't believe we
2:38:40didn't have systems set up in our homes
2:38:42they said you guys have been living off
2:38:44a bottle water that's going to
2:38:46contaminate you even more in a couple
2:38:48months when it's hot I'm letting
2:38:50everybody know if you got a bottle water
2:38:52sitting in your basement or your house
2:38:54it's going to contaminate you even more
2:38:56than the Le real soon as soon as the
2:38:58heat hits it it's no
2:39:01good these are the kind of things I want
2:39:03to see you guys telling the public the
2:39:06truth don't take a bath in it don't
2:39:09brush your teeth in it don't let your
2:39:11kids even wash their hands in
2:39:14it don't wash your clothes in it it's
2:39:18poisonous
2:39:21it ain't no other way around it thank

2:39:53thank you very much I'll try and be
2:39:55brief um first of all I want to explain
2:39:59I I live on Court Street my house has
2:40:01high lead but I'm not here to talk about
2:40:04my problem with lead it's I figure I'm
2:40:06finished but um I do have a problem and
2:40:10I think you need to think carefully
2:40:12about the emergency manager law um Mr
2:40:16Anna knows me Mr um uh neie knows me I
2:40:21worked at the city of Flint since
2:40:231997 and the reason I'm speaking out is
2:40:29because people have died and children
2:40:32have been
2:40:33harmed I will tell you I had some
2:40:36reservations about doing so because
2:40:39having been a city
2:40:41employee and experiencing a short time
2:40:46uh working under uh the first e
2:40:50um well uh the second let's put it that
2:40:55way in 2011 I believe um Mr Brown came
2:40:59into um Power as a acting mayor in
2:41:032009 um and um I was the grant
2:41:08administrator I wrote grants and I
2:41:11administered
2:41:12grants um I unlike a lot of people I do
2:41:16trust
2:41:17government I believe that the Public's
2:41:21business is public and I believe that
2:41:24that's the way I always worked and
2:41:25that's the people I worked with until
2:41:302010 at that
2:41:32time
2:41:34um the um my
2:41:38boss in Economic Development was
2:41:41relieved of her duties 30 some years
2:41:43experience good good experience and we
2:41:47were doing very well um she was relieved
2:41:51and another person was brought
2:41:53in um Public's business no longer became
2:41:56public it became a culture of fear and
2:42:00in fact I sit here and think is there
2:42:01going to be
2:42:02retaliation or threats against me
2:42:05because I'm speaking
2:42:06out um I wrote the energy Grant
2:42:10because we lost it because of
2:42:13mismanagement I question government that
2:42:17consolidates power
2:42:20to the point that one person then can
2:42:22check pick who he chooses whether or not
2:42:26they had the expertise to do
2:42:30so there was a culture of don't listen
2:42:34to city
2:42:36employees they don't count we have our
2:42:39own
2:42:40agenda I want to tell you the Govern the
2:42:43the grants that I managed and worked
2:42:46with since 2001 until 2010 roads sewers
2:42:51and water
2:42:53Ms we did water Ms on Pearson Road we
2:42:58did water Ms on Flushing Road Martin
2:43:01Luther King University
2:43:04Avenue Williams
2:43:07Street there was a plan and we found
2:43:11that this plan needed to include service
2:43:13lines because they often broke and
2:43:15people were often too poor to replace
2:43:18them the funds that we used were
2:43:21Community Development block grant funds
2:43:24um I was told well they stopped doing
2:43:26that because it wasn't eligible this is
2:43:28federal dollars entitlement
2:43:31dollars um for public facilities public
2:43:35improvements with the exception of
2:43:37buildings for general purposes of
2:43:39conduct of government they include Water
2:43:43and Sewer lines the only requirement is
2:43:46they have to be put in areas where um
2:43:49the residents are at least 51% low to
2:43:52moderate
2:43:53income the reason I'm speaking to this
2:43:57is I
2:43:59cannot and and I don't want to be sour
2:44:01grapes we're building a new water line
2:44:05from Lake
2:44:07hiron a city administrator or a city
2:44:12EFM you would think would continue that
2:44:16work I was told by former coworker and
2:44:20you can bear it out William Street by
2:44:22Hurley hospital was the last water main
2:44:25that was put in and that was probably
2:44:292011 the efms wasted five years fiscal
2:44:33money of entitlement
2:44:35dollar which the state doesn't have to
2:44:38give us the residents don't have to give
2:44:41us now what kind of Common
2:44:45Sense consolidated government in a small
2:44:48grp
2:44:50group with people that don't have the
2:44:52expertise don't want to listen to city
2:44:56employees the governor's biggest mistake
2:44:59was to appoint an EFM because the work
2:45:03would have continued there was plans to
2:45:06continue that work because our
2:45:09infrastructure is old we have some lines
2:45:12that are
2:45:13wood so um anyway I'm a little bit
2:45:17nervous about speaking out I'm not sure
2:45:20if there's going to be retaliation or
2:45:22whatever but
2:45:24um I um I've worked in government since
2:45:291997 I do trust government I believe you
2:45:32all will do the right thing I think a
2:45:34lot of people don't
2:45:36understand that you do do the right
2:45:38thing and the Public's business is
2:45:40public um a small group of people decide
2:45:44they they can make it they don't it was
2:45:46a culture of privacy and that's wrong
2:45:49and not listening and I'm sure if there
2:45:52were other former city employees sitting
2:45:54here with me that worked with me they
2:45:55would say the same thing nobody wanted
2:45:58to listen and I will add this in 2010 I
2:46:02retired because I was put under so much
2:46:06pressure nobody wanted to listen to
2:46:09anything I said even institutional
2:46:12history uh knowledge expertise I was
2:46:15useless in effective so I left I retired
2:46:19but you need to know the Govern I
2:46:21believe the governor the state really
2:46:24needs to be held accountable I'm not
2:46:26blaming and I don't want to blame
2:46:29somebody made a big mistake and people
2:46:32have died and children have been
2:46:34harmed that's all I have to say thank

2:47:03gets harder every time I think about it
2:47:05um 30 family members in Flint I don't
2:47:09live in Flint but I got poisoned because
2:47:13I'm fortunate enough I'm retired got
2:47:16several cousins got a one that was
2:47:18pregnant drank the water baby got
2:47:20poisoned before she was even
2:47:22born one cousin's at a 5.5 he's 3 years
2:47:25old behavioral problems like you've
2:47:27never seen you saw the babies that came
2:47:29in with the Murphy family the
2:47:32newborn picture this for me if you will
2:47:34say that baby's in Hurley in nicku it's
2:47:38one of your grandchildren one of your
2:47:41nieces or nephews somebody maybe one of
2:47:43your children if you can think back to
2:47:44that time now imagine that that child
2:47:47needs a blood transfusion
2:47:53think about that what's going on you've
2:47:56got all these people in this town and
2:47:58it's not just Flint this is Nationwide
2:48:00we've got lead everywhere we've got
2:48:01tthms and we've got
2:48:03copper and every other thing that was in
2:48:06that Flint River you want that gme EPA
2:48:082007 report I have
2:48:11it I've spoke with Thomas back there
2:48:14he's got my
2:48:15information you should read it that
2:48:17Flint River should never ever have been
2:48:20used and it should never be used again
2:48:24Jeff Wright's answer when somebody asked
2:48:26him the other night would it ever be
2:48:28used again he said well so and so said
2:48:30no and the mayor said
2:48:32no is it safe they said he said yes I
2:48:37said no water defense just did a
2:48:40study so he
2:48:42backtracks and he says oh that's in the
2:48:45sediment behind the dam so if your
2:48:47Coca-Cola right there had contamination
2:48:49in the bottom of it would you just pick
2:48:50it up and drink it because it's at the
2:48:54bottom wrong answer man wrong answer gme
2:48:58EPA 2007 that
2:49:01report we've got to think about this
2:49:03blood supply I spoke with Dr Murphy our
2:49:06US Surgeon General six weeks ago about
2:49:10the blood
2:49:11supply copper lead no amount of lead is
2:49:15safe for
2:49:17anybody but you just saw that little
2:49:20baby you've heard all day long the
2:49:23effects I have a list of effects myself
2:49:26I'm not going to bore you with them
2:49:27you're tired but what I'm asking you to
2:49:30do I want you to go and I want you to
2:49:32talk to these people in American Red
2:49:34Cross and tail Chris and I want you to
2:49:36shut them the hell down because that
2:49:39blood is contaminated it's the blood
2:49:41it's the plasma it's the donations and
2:49:43we've got donations Bones skin that's
2:49:47frozen lead affects your
2:49:52DNA now you need a heart
2:49:56transplant maybe it'll come from Flint
2:49:59because they can fly it all over these
2:50:01donations are going to Ohio you guys
2:50:03they're going to Ohio they're being
2:50:06shipped all over the United
2:50:11States we need blood yeah but we also
2:50:13need
2:50:15safety we have the opportunity the world
2:50:18is watching watching us now I beg
2:50:21you change this you have the power to
2:50:24change this don't let them get by with
2:50:27this for the greedy money because tail
2:50:28Christ is all about the greedy money
2:50:30American Red Cross they do wonderful
2:50:32things last I heard they got
2:50:34$250,000 they've handed out some
2:50:37water that's
2:50:40it
2:50:41so what's it going to be is it going to
2:50:44be your family you think about that
2:50:47think about it if you're on that I75
2:50:49Corridor where you going you're going to
2:50:51Hurley is the water safe there where's
2:50:53the Legionella this is not just Flint
2:50:55that's affected I don't even live in
2:50:58Flint but I've been poisoned my children
2:51:01have been poisoned got 30 family
2:51:04members but tail Chris and American Red
2:51:07Cross you guys have to look at this
2:51:10seriously because the mental retardation
2:51:13from that lead and the
2:51:15copper what what if you have kidney
2:51:18failure
2:51:19you're on dialysis and you need a blood
2:51:22transfusion and there's more lead it's
2:51:24more than likely lead and copper is
2:51:26going to shut your kidneys right on down
2:51:27and there's a death
2:51:29sentence people are
2:51:33dying are just from the water so now
2:51:36we're going to ship the blood out we're
2:51:37going to ship the donations
2:51:39out I beg you please stop
2:51:43them we can get blood donations this is
2:51:462016 it can be flown in from all over
2:51:49the world if we need
2:51:51it but it's 6 weeks after I asked the US
2:51:54Surgeon General what was going on go
2:51:57look at his page I'm redhead on
2:51:59Facebook I've been on his Facebook I've
2:52:01talked to him personally I talked to Dr
2:52:03Branch but when I stood at Mount Carmel
2:52:05Baptist Church and I asked him and his
2:52:06team of 14 14 15 of the world's best
2:52:11doctors couldn't give me an answer no
2:52:15they knew the answer they know that that
2:52:17blood and those organs are ter painted
2:52:19and it's
2:52:20deadly it's not just Flint that's
2:52:23affected this affects everybody I beg
2:52:26you don't take this lightly go back
2:52:30change it get flint the help that they
2:52:32need I don't care that this is
2:52:36man-made you guys got to pull together
2:52:39and work together Democrats Republicans
2:52:41whatever it's a big freaking mess and we
2:52:44all know that it's shameful it's sinful
2:52:47and you know what I spend I last weekend
2:52:49doing Putin sent his team over that's
2:52:52who I talked to this last week I showed
2:52:54him our
2:52:56shame all the leaking super fun
2:53:00sites the auto salvage right by our
2:53:03water
2:53:05plant how do we look to America how do
2:53:08we look to ourselves how do we answer
2:53:10our children our
2:53:12grandchildren the Next Generation we
2:53:15polluted it we let GM come in and we let
2:53:17him do it and then we knew the blood was
2:53:19tainted but we we sat and we went home
2:53:23please don't let that be please don't be
2:53:25US Surgeon General Murthy do something
2:53:28do all that you can make this a top
2:53:30priority let's set standards let's show
2:53:32them how great Michigan
2:53:35is we can't fix the people that are dead

2:53:43checked I was assured by EPA that every
2:53:48water heater had been
2:53:49checked
2:53:52no hasn't we need your help I'm begging

2:54:03personally I think Walling with his
2:54:05education that he has and he knew that
2:54:08there wasn't phosphates and he knew
2:54:09there wasn't equipment and he pushed
2:54:10that button anyway I blame him but I'm
2:54:13not going to sit here and go through all
2:54:15of all the reasons why we've got to have
2:54:17Solutions and what we're going to do to
2:54:19fix it so what do you say guys anybody

2:54:25any connections with the Red Cross tail

2:55:07years I've been trying to get uh listen
2:55:09to in Lancing to help children who's
2:55:11been brain damage from prenatal alcohol
2:55:14exposure and uh no one has listened
2:55:17yet
2:55:19it's worse than lead after listening to
2:55:22Leanne walters's talk uh Michigan's
2:55:25engineers and universities should be
2:55:27ashamed of
2:55:29themselves I'm ashamed of them and I
2:55:32wish I was as articulate as uh Leanne
2:55:35was maybe uh you would have listened to
2:55:36me or you will listen to me but anyway
2:55:39I'm going to get right to the chase
2:55:41since uh it's my understanding that you
2:55:43want to know what you should do so I'm
2:55:45going to get to that first uh what to do
2:55:48now number one keep politics Out of
2:55:51Water
2:55:52Treatment number two very
2:55:56important pass legislation requiring
2:55:59directors of water and wastewater uh
2:56:02operations to be Professional Engineers
2:56:05and tenured civil servants free from
2:56:09political
2:56:10interference anyone who has made water
2:56:14treatment decisions in this city who who
2:56:18is not a water operator and or a
2:56:21professional engineer should be in jail
2:56:23or
2:56:24prison the same the the same with
2:56:29Professional Engineers who said
2:56:32corrosion control was not
2:56:35needed number
2:56:39three do a proper transparent
2:56:42engineering analysis of the
2:56:46Kwa to come up with the best Regional
2:56:49solution regarding the Great Lakes water
2:56:52authority Detroit Water and Sewage
2:56:54department and the Caren gang Water
2:56:57Authority it's not the Holy Trinity yet
2:57:00but it could be there's something wrong
2:57:03here as Jerry Preston pointed out the
2:57:05logic was flawed something something's
2:57:09not
2:57:10right number four I'll get into that
2:57:12later number
2:57:14four start to I mean continue we started
2:57:19in
2:57:191979 just outside this building
2:57:24replacing leaky and compromised water
2:57:27mains and any lead service lines
2:57:31encountered the reason for the high cost
2:57:35of Flint water as Jerry
2:57:38Preston brought up was leaky water Ms
2:57:44and the massive amount of water M breaks
2:57:49uh Professor Mark Edwards in his
2:57:50testimony in Washington DC last uh the
2:57:53week before
2:57:55last told the Congressional hearing this
2:57:58was the reason that Flint's water bills
2:58:00were so high is they had more water main
2:58:03breaks than anywhere in the country okay
2:58:07it doesn't make any sense Flint was
2:58:09getting water wholesale rates from dwsd
2:58:12just like Jerry pointed out and selling
2:58:14it to Flint Township it's your it's your
2:58:17infrastr structure the infrastructure
2:58:19that we were replacing in
2:58:211979 and had to stop when GM pulled the
2:58:25plug in
2:58:271986 okay this was all being done
2:58:30massive amounts of infrastructure
2:58:34replacement all right um all right so
2:58:39stop uh number five
2:58:43stop attaching past due water bills to
2:58:46people's tax bills that's
2:58:49immoral number five number
2:58:52six replace the dhh director Nick lions
2:58:57with a medical
2:58:59doctor now that you know what caused the
2:59:02Flint crisis may I continue two minutes
2:59:05we we have one person left from from
2:59:07Flint you know I've been here I've been
2:59:09here since 9:00 I'm a citizen of the
2:59:10United States you're you're you're
2:59:12you're you're going to be using my tax
2:59:14dollars cuz I still have to pay federal
2:59:16tax dollars even though I live in Canada
2:59:18you know uh you got to you know I I'm
2:59:22entitled to speak I'll give you one
2:59:25minute you know now that you know the
2:59:28crisis you should be back in Lancing
2:59:30passing legislation to make sure it
2:59:31doesn't happen again and um writing
2:59:34checks to fix it say goodbye to your
2:59:37$614 million rainy day
2:59:40fund
2:59:42okay
2:59:46um the task force said this was
2:59:48environmental Injustice and that says it
2:59:50all this and the Water Crisis shut off
2:59:53water shut off crisis in Detroit are
2:59:55clearly environmental Injustice dumb and
2:59:58dangerous Governor steer and his EMS
3:00:02made dis stupid dumb decisions made
3:00:05possible by legislation some of you may
3:00:07have voted for all right and are
3:00:09responsible for This Disaster it was
3:00:12Dumb and dangerous to deny the citizens
3:00:14of Flint the clean Pure Michigan water
3:00:16they enjoyed for 50 years
3:00:18and make them drink out of the drainage
3:00:20ditch outside this building a clear case
3:00:24of environmental
3:00:25Injustice it's also
3:00:28dangerous dangerous as well and one
3:00:31thing missing from the Flint task report
3:00:33was a proper discussion of the
3:00:35appointment of Howard Croft an
3:00:37electrician who installs solar panels by
3:00:40Governor Snider and his em to head
3:00:43Flint's water treatment plant it was
3:00:45dangerous possibly illegal and if not it
3:00:48should be Mr casha you you have the
3:00:51cards would you please put those online
3:00:53for us we have a a lady that has come
3:00:56back that was is from the city of Flint
3:00:59that we would like to have her testimony
3:01:00I appreciate that you've come here again
3:01:03and we have the Flint waterer
3:01:05committee.com for you to finish those

3:01:19I've been here most of the day but I had
3:01:21to go home and take care of my
3:01:23[Applause]
3:01:25family I consider myself lucky because I
3:01:28stopped using the Flint before they even
3:01:32I couldn't afford
3:01:34water I started buying paper plates
3:01:37plastic silverware tin pans to cook in
3:01:41because it was cheaper than washing
3:01:43dishes I go to the laundry mat because
3:01:45it's cheaper than using the own water
3:01:48in my home my home it's my home and I
3:01:52pay taxes for it and this was it was
3:01:56there's no other word but
3:01:58wrong about this whole situation if it's
3:02:02not broke don't fix
3:02:06it it's as simple as
3:02:10that you've changed my
3:02:13life I went for help I've never gone for
3:02:16help for
3:02:18food for food I had to go apply for a
3:02:23bridge card and I was denied because I
3:02:26was
3:02:27$140 over the limit to to receive food
3:02:33that I've never had to ask for
3:02:35before I've raised six very successful
3:02:38children on very little and then you
3:02:41take more
3:02:44away I can't tell you how violated I
3:02:47feel feel because I pay taxes I think
3:02:51everybody should have been informed of
3:02:53what your ideas were before you did them
3:02:56and let the people vote on
3:02:59it my heart breaks for the children of
3:03:03this community and for their
3:03:06parents and and God knows how much
3:03:11more to the to the Future generations of
3:03:15their children we don't even know how B
3:03:18it is and it's bad and I think it was a
3:03:21crime what happened here and all because
3:03:25of money
3:03:27and the biggest hardest thing to listen
3:03:31to is Rick Snider say that he did this
3:03:35only to save
3:03:36money not my
3:03:39money who is he saving
3:03:43money when you can't afford water for
3:03:46your children
3:03:50how do you explain that to
3:03:52them water it was cheaper to buy the
3:03:55bital water so I stopped using the water
3:03:58way before they even switched to the
3:04:00lead water and I considered myself lucky
3:04:03but still
3:04:06violated and it continues there's no end
3:04:09to it I understand it's been over 700
3:04:12days well it's been longer for me
3:04:14because I stopped before they switched
3:04:18and I'm from
3:04:20Detroit and there was nothing wrong with
3:04:22the water that was there that there I
3:04:25live in Flint now because my son was
3:04:27born deaf and the schools weren't giving
3:04:30him enough of the education that he
3:04:32needed where we were so where we were
3:04:35bought me a home in
3:04:38Flint so that's where I live and that's
3:04:41why I'm here for the Michigan school for
3:04:43the
3:04:44deaf It's a Wonderful School and those
3:04:48kids they who are there some of them
3:04:51don't even live in Flint they're they're
3:04:54they come and they stay at dorms and so
3:04:58their parents aren't aware of what or
3:05:01you know might not have been in touch
3:05:02with what was going on for them who live
3:05:05in the dorm it's an old school I'm sure
3:05:08they have old pipes the
3:05:11school is fine it's old I mean it's not
3:05:14old it's brand new but the dorms are
3:05:16very old and I understand there were
3:05:18some problems there I also kind of
3:05:21wonder why there's no interpreter
3:05:23her end of my story but it's
3:05:27not you know I I I listen to these
3:05:30heartbreaking stories today and I I sto
3:05:33myself from complaining about money
3:05:35because I don't have any
3:05:39but that's what it's all about isn't
3:05:42it the money to save money I can't stand
3:05:48hearing Rick neider say Rick Snider say
3:05:50that it's he was trying to save money
3:05:54because he wasn't saving money for
3:05:56me and I'm not here with a sad story a
3:06:00terrible heartbreaking story and I
3:06:02consider myself being blessed because of
3:06:05that but it's still not easy and my
3:06:07grape is about the
3:06:09money and then then it's still coming
3:06:12there's no
3:06:15relief I don't know what else to say I I
3:06:19thank you for coming back and sharing

3:06:27listen I'd like to
3:06:29say thank you to the residents who've
3:06:32come and participated in today's
3:06:35hearing this community has shown a long
3:06:37and overdue this community has Community
3:06:41was was long and overdue for a
3:06:44forum to Voice have your voices heard
3:06:49I realize that our time and efforts here
3:06:52today pale in comparison to the trials
3:06:55and tribulations you all are
3:06:58experiencing I appreciate your
3:07:01determination and your spirit in your
3:07:05passion as I've
3:07:10said as I've said it before but I'll
3:07:13continue to repeat
3:07:15it we are determined
3:07:18as a committee to provide
3:07:21Solutions thank you for coming and
3:07:23welcoming us to your
3:07:26community I've visited with many
3:07:28Community leaders business owners and
3:07:31had the opportunity here to hear from so
