  3. 0:04not supported by the FBI or the opinions
  4. 0:07of the FBI these are my own personal
  5. 0:09opinions what I am about to read to you
  6. 0:14I had submitted for a pre-publication
  7. 0:17review and it was approved and this was
  8. 0:21back in February since August of 1999
  9. 0:25I've been working to legally expose the
  10. 0:28very real and foreseeable Middle Eastern
  11. 0:30terrorist threats to American citizens
  12. 0:32at home and abroad from 1993 to 1999 I
  13. 0:37was assigned to the Chicago divisions
  14. 0:39counterterrorism task force in this
  15. 0:41capacity I became familiar with the
  16. 0:43techniques used by international
  17. 0:45terrorist organizations to sir petition
  18. 0:48move money launder money in and out of
  19. 0:50the United States including through the
  20. 0:52use of domestic financial institutions
  21. 0:54in support of terrorists and
  22. 0:56paramilitary activities and operations
  23. 0:58in the United States and abroad
  24. 1:00including the State of Israel and
  25. 1:02elsewhere against the wishes of some at
  26. 1:06the FBI in 1995 when I uncovered
  27. 1:08criminal violations of several of my
  28. 1:10cases I promptly initiated active
  29. 1:13terrors and criminal investigations on
  30. 1:15these subjects I developed probable
  31. 1:19cause to believe that some of these
  32. 1:21transfers or transmissions have been of
  33. 1:24money intended to be used in the support
  34. 1:26of domestic and international terrorism
  35. 1:28activities the illegal transfers have
  36. 1:31supported specific terrorist activities
  37. 1:32involving the extortion kidnapping and
  38. 1:34murder of at least one Israeli citizen
  39. 1:38the successful investigation which was
  40. 1:41codenamed vulgar betrayal vul GA our
  41. 1:44betrayal led to the June 1998 seizure of
  42. 1:481.4 million dollars at Middle Eastern
  43. 1:50terrorist funding the seizure was the
  44. 1:53first occasion that the United States
  45. 1:55government utilized a civil forfeiture
  46. 1:57laws to seize assets in the United
  47. 1:59States these funds were linked directly
  48. 2:02to Saudi businessman Yassin kotti on
  49. 2:05October 12th 2001 approximately one
  50. 2:09month after the attack
  51. 2:12Yassine kadhi was designated by the
  52. 2:15United States government as a financial
  53. 2:16supporter of Osama bin Laden
  54. 2:19despite the unqualified success of the
  55. 2:22investigation of the Middle Eastern
  56. 2:24terrorists FBI management failed to take
  57. 2:26seriously the threat of terrorism in the
  58. 2:28United States specifically FBI
  59. 2:31management intentionally and repeatedly
  60. 2:33thwarted and obstructed my attempts to
  61. 2:36launch a more comprehensive
  62. 2:37investigation to identify and to
  63. 2:39neutralize terrorist
  64. 2:41the FBI's lack of support for the vulgar
  65. 2:45betrayal investigation was obvious to my
  66. 2:47new supervisor in 1980 1998 who after
  67. 2:51only four months of being on the squad
  68. 2:53road quote agent Wright has spearheaded
  69. 2:55this effort despite an embarrassing lack
  70. 2:57of investigative resources available to
  71. 3:00the case such as computers financially
  72. 3:03Canales to software and a team of
  73. 3:05financial analysts although far from
  74. 3:07being concluded the success of this
  75. 3:09investigation so far has been entirely
  76. 3:12due to the foresight and perseverance of
  77. 3:14agent right

  81. 3:23of its far-reaching scope in 1999 in an
  82. 3:27effort to further the terrorism

  85. 3:34in a scanner with my own funds since I
  86. 3:37was unable to obtain the necessary
  87. 3:38funding from the FBI I sought to
  88. 3:42communicate my experiences as Larry had
  89. 3:44said and David said to Congress and
  90. 3:46others in the public interest
  91. 3:48following the September 11th attacks
  92. 3:49however a threat was leveled by
  93. 3:52department justice official against me
  94. 3:53through my attorneys to prevent me from
  95. 3:55meeting with members of Congress during
  96. 3:57the week following September 11th it
  97. 4:00came from the attorney general's office
  98. 4:01in fact the following morning in order
  99. 4:05to prevent me from traveling from
  100. 4:06Washington DC or to Washington DC from
  101. 4:09Chicago on my own time I was told by the
  102. 4:12FBI division that I could not travel
  103. 4:14outside of Chicago without permission
  104. 4:15from the FBI my efforts have always been
  105. 4:19geared towards neutralizing the
  106. 4:21terrorist threat
  107. 4:22focused on taking the lives of American
  108. 4:23citizens in addition to harming the
  109. 4:26national and economic security of
  110. 4:28America however as a direct result of
  111. 4:31the incompetency and at times
  112. 4:33intentional obstruction of justice by
  113. 4:36FBI management to prevent me from
  114. 4:38bringing the terrorists to justice
  115. 4:40Americans have unknowingly been exposed
  116. 4:42to potential terrorist attacks for years
  117. 4:46since August 1999 I've been working to
  118. 4:50legally expose the FBI's incompetence
  119. 4:51and dereliction of duty in the Terrorism
  120. 4:53arena as a result starting in August of
  121. 4:581999 I began writing a manuscript here
  122. 5:02was single-spaced 500 pages it was
  123. 5:05titled fatal betrayals of the
  124. 5:07intelligence mission the manuscript
  125. 5:10outlines the FBI's intentional at times
  126. 5:12failure to pursue the terrorists and
  127. 5:14thereby prevent terrorist attacks
  128. 5:16ironically I completed the text of the
  129. 5:21manuscript two days after the September
  130. 5:2411th attack on September 10th I had all
  131. 5:27but the last three pages completed in
  132. 5:30addition on November 5th 2001 through my
  133. 5:34attorneys a 38 page complaint was filed
  134. 5:36with the United States Department of
  135. 5:37Justice Office of Inspector General's
  136. 5:39Office for quote for dereliction of duty
  137. 5:43by the Federal Bureau of Investigation
  138. 5:45in failing to investigate and prosecute
  139. 5:46terrorism and obstruction of justice and
  140. 5:48retaliating against Special Agent Robert
  141. 5:50Wright jr. also on January 14th actually
  142. 5:55February of 2002 through my attorney
  143. 5:57David shippers a 118 page complaint was
  144. 6:01filed with the United States Department
  145. 6:02of Justice Office of Inspector General
  146. 6:05detailing whistleblowing retaliation by
  147. 6:08the Federal Bureau of Investigation
  148. 6:09against myself
  149. 6:13FBI rules and regulations prohibit me
  150. 6:16from disseminating these documents to
  151. 6:18anyone including President Bush in
  152. 6:20members of Congress before submitting
  153. 6:22the written material to the
  154. 6:23pre-publication review unit of the FBI
  155. 6:26therefore in a good-faith effort to
  156. 6:28legally share the contents of all these
  157. 6:30documents with the president members of
  158. 6:32Congress and the American people I have
  159. 6:35abided by the FBI's established rules
  160. 6:37and submitted the manuscript and
  161. 6:39complaints to the FBI's pre-publication
  162. 6:41review unit for review On June 9th 2001
  163. 6:47after questioning by friends co-workers
  164. 6:50and family members regarding my motive
  165. 6:54for writing this manuscript and through
  166. 6:56exposing the bureau's dereliction of
  167. 6:57duty in the Terrorism arena I drafted a
  168. 7:00mission statement which was completed 91
  169. 7:04days before September 11th and I will
  170. 7:07read that to you now that also was
  171. 7:09reviewed and by FBI headquarters an
  172. 7:12approved mission statement reads the FBI
  173. 7:16is America's top law enforcement agency
  174. 7:18and as such its mission is to protect
  175. 7:20America and its citizens at home and
  176. 7:23abroad the strength of the FBI has
  177. 7:25always been in the public's trust and
  178. 7:27integrity in the quality of the FBI's
  179. 7:29investigations however in light of the
  180. 7:32many FBI mistakes which have surfaced
  181. 7:34during the past decade and additional
  182. 7:36mistakes which will be exposed in future
  183. 7:38legal actions and a book I'm writing
  184. 7:40entitled fatal betrayals of the
  185. 7:41intelligence mission America's
  186. 7:43confidence level in the FBI will further
  187. 7:45erode however as a nation we must work
  188. 7:49together and seeking to regain the
  189. 7:51confidence level we once had in the FBI
  190. 7:53to achieve its vital mission of
  191. 7:55protecting the safety and welfare of its
  192. 7:58citizens at home and abroad
  193. 8:00the FBI is going through a difficult
  194. 8:02time however I'm confident the FBI and
  195. 8:05the American people can overcome these
  196. 8:06difficulties together we can and must
  197. 8:10resolve the difficult issues surrounding
  198. 8:12the problems within the FBI America
  199. 8:15cannot afford to have its top law
  200. 8:16enforcement agency continued to be lacks
  201. 8:18in areas fundamental to the national
  202. 8:20security of this country I love America
  203. 8:23and I love the FBI
  204. 8:27particularly its purpose in its mission
  205. 8:30however the mission has been seriously
  206. 8:32jeopardized in my opinion to the point
  207. 8:35that American lives have been needlessly
  208. 8:36lost accordingly I'm seeking a thorough
  209. 8:39review and complete housecleaning to
  210. 8:41identify and fix the FBI's problems
  211. 8:44whether they be managers agents
  212. 8:46procedures policies and/or inadequate
  213. 8:49laws excuse me sorry about that
  214. 8:57in my opinion there are a combination of
  215. 9:00reasons why the FBI has failed to
  216. 9:02maintain the public trust these include
  217. 9:05the lack of quality managers the lack of
  218. 9:08program goals and objectives the lack of
  219. 9:11modern computer technology the failure
  220. 9:15to modernize investigative objectives
  221. 9:17the agencies is overwhelmed with too
  222. 9:20many investigative violations a lack of
  223. 9:23independent oversight of the agency and
  224. 9:25by that I mean incompetent managers are
  225. 9:27not held accountable for their mistakes
  226. 9:29Syria there are serious intelligence
  227. 9:32versus criminal investigative conflicts
  228. 9:34which have contributed to the
  229. 9:35preventable deaths of American citizens
  230. 9:38the FBI's duplication of investigative
  231. 9:41general law enforcement agencies such as
  232. 9:43the DEA in the ATF as an 11 year veteran
  233. 9:48of the FBI it is my opinion that the
  234. 9:51management of the FBI is incapable of
  235. 9:53resolving this issues on its own any
  236. 9:55cosmetic attempt by the FBI to fix
  237. 9:57itself is not realistic in my opinion
  238. 9:59little would actually change mainly due
  239. 10:02to the mentality of the poor FBI
  240. 10:04leadership and again this was written
  241. 10:06before director Mueller became the
  242. 10:08director therefore in the interest of
  243. 10:12America's national and Economic Security
  244. 10:14I believe President Bush and Congress
  245. 10:17should work together to implement a task
  246. 10:19force made up of experts from outside
  247. 10:20the FBI to conduct a top-to-bottom
  248. 10:23review of the FBI's hiring procedures
  249. 10:25investigative procedures outdated or
  250. 10:28unnecessary investigating to investigate
  251. 10:30violations information technology
  252. 10:33records management and overall
  253. 10:35organizational structure and the FBI's
  254. 10:37mission and many of these have been
  255. 10:40addressed since this was drafted the
  256. 10:43task force should include experts in my
  257. 10:46opinion from state and local law
  258. 10:47enforcement offices computer technology
  259. 10:50experts management information
  260. 10:52specialists and a state state and
  261. 10:54federal prosecutors I believe anyone who
  262. 10:56is affected by or relies upon the FBI
  263. 10:59should be involved in this critical and
  264. 11:00necessary restructuring of the FBI the
  265. 11:03information collected by the FBI should
  266. 11:05be utilized to effectively protect
  267. 11:07Americans
  268. 11:08in the national and economic security of
  269. 11:10America I believe a significant portion
  270. 11:15of the criminal activity investigated by
  271. 11:17the FBI is linked directly to the sale
  272. 11:19or the use of illegal drugs
  273. 11:21the FBI is even established drug squads
  274. 11:24throughout the country to investigate
  275. 11:25drug related matters however except in
  276. 11:28my opinion there is a separate federal
  277. 11:31agency the Drug Enforcement Agency DEA
  278. 11:33which already exists therefore I believe
  279. 11:36such a task force investigating the FBI
  280. 11:39for restructuring should seriously
  281. 11:40consider consolidating the DEA into the
  282. 11:44FBI more importantly the task force must
  283. 11:49seriously consider removing the
  284. 11:50intestine Eve terrorism investigative
  285. 11:53matters from the hands of the FBI for
  286. 11:56reasons of consistency reliability and
  287. 11:59national security these responsibilities
  288. 12:01should be assigned to a new federal
  289. 12:02anti-terrorism agency simply switch the
  290. 12:06terrorism responsibilities of the FBI
  291. 12:08with the drug enforcement Paula truck
  292. 12:11enforcement responsibilities knowing
  293. 12:16what I know and again this was written
  294. 12:1891 days before the attack knowing what I
  295. 12:21know I can confidently say that until
  296. 12:24the investigative responsibilities for
  297. 12:26terrorism are removed from the FBI I
  298. 12:28will not feel safe the FBI has proven
  299. 12:32for the past decade it cannot identify
  300. 12:33and prevent acts of terrorism against
  301. 12:35the United States and its citizens at
  302. 12:37home and abroad even worse there is
  303. 12:40virtually no effort on the part of the
  304. 12:42FBI's international terrorism unit to
  305. 12:44neutralize known and suspected
  306. 12:45terrorists residing within the United
  307. 12:48States unfortunately more terrorist
  308. 12:52attacks against American interests
  309. 12:53coupled with the loss of American lives
  310. 12:55will have to occur before those in power
  311. 12:58give this matter the urgent attention it
  312. 13:00deserves realizing more American lives
  313. 13:04are going to be needlessly lost no one
  314. 13:06should expect me to consciously sit idly
  315. 13:08by and pretend to forget the things I
  316. 13:09know by sharing what I know the
  317. 13:12terrorism problems plaguing America may
  318. 13:14be corrected knowing what I know
  319. 13:16I truly believe I would be derelict in
  320. 13:19my duty as
  321. 13:19American if I did not do my best to
  322. 13:22bring the FBI's dereliction of duty to
  323. 13:23the attention of others therefore in an
  324. 13:27effort to prevent more deadly terrorist
  325. 13:28attacks against American interest at
  326. 13:29home and abroad I have made it my
  327. 13:32mission with the legal assistance of
  328. 13:34attorney David shippers to legally
  329. 13:37expose the problems of the FBI to the
  330. 13:39President of the United States to the
  331. 13:41United States Congress into the American
  332. 13:43people the main objective of the the
  333. 13:49manuscript there's going to be people
  334. 13:51who are going to say that this is for
  335. 13:54profit and that that's just not the case
  336. 13:57it was to be made available to Congress
  337. 14:00so changes could be made and the
  338. 14:02manuscript outlines in very specific
  339. 14:06detail what I believe allowed September
  340. 14:1211th to happen yes and it was written
  341. 14:21before September 11th except for the
  342. 14:22last three pages so and I don't know if
  343. 14:25Congress is aware of it the Bureau has
  344. 14:27made Congress aware of it or not that's
  345. 14:29part of the purpose of today's press
  346. 14:31conference so that they are well aware
  347. 14:33of it I believe they need to review this
  348. 14:35whoever's and the investigative arm does
  349. 14:39need to review this document in my
  350. 14:40opinion to the families and victims of
  351. 14:52September 11th on behalf of a John
  352. 14:56Vincent berry carnby myself sorry the
  353. 15:03reference to John Vincent and Barry
  354. 15:05Carmody are references to other FBI
  355. 15:09agents who want to come forward to tell
  356. 15:11the truth I'm gonna introduce you in a
  357. 15:14few minutes - tom Fitton formerly our
  358. 15:16president who's gonna read a sworn
  359. 15:17affidavit by Barry Carmody dealing with
  360. 15:20one aspect of this whole sordid affair
  361. 15:24and how the FBI failed to do its job I
  362. 15:27want to point out that under FBI
  363. 15:30regulations after Judicial Watch and
  364. 15:32Dave shippers requested clearance the
  365. 15:34special agent right could talk to the
  366. 15:38American people and you can see that he
  367. 15:40was trying to make the change inside the
  368. 15:42FBI before 9/11 happened FBI had this
  369. 15:47information the Attorney General most
  370. 15:48likely had this information John
  371. 15:50Ashcroft but they wouldn't even give him
  372. 15:53clearance and they had 30 days to give
  373. 15:55him clearance that's the regulation
  374. 15:56instead of giving him clearance they
  375. 15:58jerked him around and they continue to
  376. 16:01do more than jerk him around by
