- 0:00I've been on Facebook since 2007 and
- 0:02started as a state legislator used
- 0:05Facebook to communicate with my
- 0:06constituents and it has been an
- 0:08invaluable tool for me in communicating
- 0:11we can actually do in real time multiple
- 0:13issues as we deal with them in here in
- 0:15Congress answer questions it's almost
- 0:17like a Town Hall in real time I also
- 0:20want to tell you that your staff here of
- 0:21the governmental affairs office Chris
- 0:23Herndon and others do a fabulous job in
- 0:25keeping us informed
- 0:26so I want to thank you for that before
- 0:29this hearing when we heard about it we
- 0:31asked our constituents and our friends
- 0:33on Facebook what would they want me to
- 0:35ask you and the main response was
- 0:39addressing the perceived and in many
- 0:41instances confirmed a bias and viewpoint
- 0:43discrimination against Christians and
- 0:45conservatives on your platform today
- 0:47listening to this I think the two main
- 0:49issues are user privacy privacy and
- 0:51censorship the Constitution in the
- 0:57United States and the First Amendment
- 0:59says Congress shall make no law
- 1:01respecting an establishment of religion
- 1:02or prohibiting the free exercise thereof
- 1:05normally abridge the freedom of speech
- 1:07of the press the right of people to
- 1:09assemble or address the Congress for
- 1:11address of grievances so petition the
- 1:12Congress for address of grievances I've
- 1:14got to copy the Constitution I want to
- 1:16give you at the end of this hearing the
- 1:19reason I say all that this is maybe a
- 1:21rhetorical question but why not have a
- 1:23community standard for free speech and
- 1:25free exercise of religion that is simply
- 1:28a mirror of the First Amendment with
- 1:30algorithms that are viewed that or have
- 1:33a viewpoint that is neutral why not do
- 1:35that well congressman I think that we
- 1:39can all agree that certain content like
- 1:41terrorist propaganda should have no
- 1:43place on our network and the First
- 1:46Amendment my understanding of it is that
- 1:49that kind of speech is is allowed in the
- 1:51world I just don't think that it is the
- 1:53kind of thing that we want to allow to
- 1:54spread on the internet so once you get
- 1:57into that you're you're already you're
- 1:59deciding that you you take this value of
- 2:02that you care about safety and that we
- 2:04don't want people to be able to spread
- 2:06information that could cause a harm and
- 2:10I think that our
- 2:13general responsibility is to is to allow
- 2:17the broadest spectrum of free expression
- 2:19as we can and I appreciate I appreciate
- 2:21that answer you're right about
- 2:22propaganda and other issues there and I
- 2:26believe the Constitution generally
- 2:27applies to government and says that the
- 2:29Congress shall make no law respecting
- 2:30terms about religion and then we want to
- 2:33bridge the freedom of speech or the
- 2:34press but the standard has been applied
- 2:37to private businesses whether those are
- 2:39newspapers or other media platform and I
- 2:42would argue that social media has now
- 2:45become a media platform to be considered
- 2:46in a lot of ways the same as other press
- 2:50media so I think the First Amendment
- 2:52probably does apply and will apply what
- 2:56will you do let me ask you this what
- 2:57will you do to restore the First
- 2:59Amendment rights of Facebook users and
- 3:00ensure that all users are treated
- 3:02equally regardless of whether they are
- 3:04conservative moderate liberal or whatnot
- 3:08well congressman I think that we make a
- 3:12number of mistakes in content review
- 3:14today that I don't think only focus on
- 3:19one political persuasion and I think
- 3:22it's unfortunate that when those happen
- 3:24people think that we're focused on them
- 3:27and it happens in different political
- 3:29groups and it's we have in that sense of
- 3:31time conservatives are the ones that
- 3:33raise the awareness that their content
- 3:36has been pooled I don't see the same
- 3:38awareness being raised by liberal
- 3:40organizations or liberal candidates our
- 3:42liberal policy statements so I think and
- 3:45I think you've been made aware of this
- 3:47over the last two days probably need to
- 3:48go back and make sure that those things
- 3:50are treated equal and I appreciate you
- 3:53that again I appreciate the platform I
- 3:55appreciate the work you do and we stand
- 3:56willing and able to help you I here in
- 3:58Congress because Facebook is an
- 3:59invaluable part of what we do and how we
- 4:01communicate
