- 33:56everyone. The next unit of module 3 is
- 34:00the paradigm f in the Philippine DRRM
- 34:03system and legal mandates.
- 34:06This consists of three important key
- 34:08points no
- 34:10paradigm shift, the Republic Act 10121
- 34:15and the four thematic areas of DRRM. But
- 34:18before officially jumping into the next
- 34:20unit of the lesson po,
- 34:23I want to give you a thought to ponder
- 34:25po muna. No, it's that if you know it's
- 34:30going if you know that it's going to
- 34:32rain tomorrow, would you other wait
- 34:34until you're already soaked before
- 34:36looking for an umbrella
- 34:38or bring one with you before you leave.
- 34:41So keep that question in your mind as
- 34:43you listen throughout our discussion for
- 34:45today.
- 34:53To officially start let us let us first
- 34:56define the RRM again.
- 34:59So sabi po rito, disaster risk reduction
- 35:02and management
- 35:04is the systematic process of using
- 35:06administrative directives, organizations
- 35:08and operational skills and capacities to
- 35:11implement strategies, policies and
- 35:13improve coping capacities to lessen the
- 35:15adverse impacts. So
- 35:18in simpler words po, VRM is not only
- 35:21about responding when a disaster
- 35:23happens. Tungkol din po siya sa
- 35:26identifying risks
- 35:29preparing for disasters and preventing
- 35:31or reducing their possible attacks and
- 35:34of course helping communities to
- 35:36recover.
- 35:51So again, DRRM po is simply put it is
- 35:55the process of using the directive
- 35:57skills and yung capacities para
- 36:00maka-implement ng strategies and
- 36:02policies na makaleless naman ng impacts
- 36:05and possibility of disasters. So it is
- 36:08about being prepared talaga ano and
- 36:11taking action to reduce risks rather
- 36:14than simply dealing with the
- 36:15consequences. So with that definition in
- 36:17mind let us let us now look at how the
- 36:20Philippines approach disaster management
- 36:23before the current DRRM system.
- 36:30Ah may pwede po bang magbasa ng
- 36:32definition po?
- 36:38Sige po. Ah Miss Latigar.
- 36:42Um National Disaster Coordinating
- 36:44Council. The National Disaster Coordin
- 36:48Coordinating Council or NDC was the
- 36:51Philippines main disaster management
- 36:54body before the NDRMC.
- 36:56It
- 36:58it focuses mainly on disaster
- 37:00preparedness, response and coordination
- 37:03among government agencies. The NDCC was
- 37:07later replaced by the NDRMC
- 37:10under Republic Act number 1021
- 37:15in May 27, 2010.
- 37:18The National Disaster Risk Reduction and
- 37:20Management Council or NDRMC is the
- 37:24current government body responsible for
- 37:27coordinating disaster risk reduction and
- 37:31management in the Philippines.
- 37:33It focuses on prevention, mitigation,
- 37:36preparedness, response and recovery. It
- 37:40brings together different government
- 37:43agencies and organization to help people
- 37:47to help protect people and communities
- 37:50from disasters.
- 37:53Ah so thank you po Miss Latigar. So the
- 37:56old disaster management system daw is
- 37:59yung NDCC yung nasa taas.
- 38:03This strengthen the country's disaster
- 38:05control capability and established a
- 38:07national program for community disaster
- 38:09preparedness.
- 38:10Pero it was replaced by NDRMC. Yung
- 38:14kilala po nating lahat kasi text ng text
- 38:17sa atin lalo na nitong mga nakaraan na
- 38:19sobrang masama ang panahon no.
- 38:22So mula roon sa kilala nating lahat na
- 38:24NDRMC
- 38:25dati pala yun siyang MDCC or National
- 38:28Disaster Coordinating Council. Napalitan
- 38:31siya after maipasa yung law na Republic
- 38:33Act 10121. Pero actually nabuo yang NDC
- 38:37dahil sa presidential degree number 1566
- 38:40noong 1987.
- 38:42Pero napalitan nga siya. Naging NDRMC na
- 38:46siya kasi sabi sa section 5 ng Republic
- 38:49Act 10121,
- 38:51NDCC shall hence be known as NDRMC na.
- 38:55So mula noong May 27, 2010, NDRMC na
- 39:00siya, no? So ayun na 'yung legal basis
- 39:02nilang dalawa. Pero mahalagang info pa
- 39:05is kung nag-e-exist pa rin ba 'yung NDCC
- 39:08ngayon. Actually, yes. Kasi sabi, sabi
- 39:11nga sa section, pinalitan lang naman
- 39:13'yung name niya at ginawang NDRMC.
- 39:16Kumbaga transform lang naman siya dahil
- 39:18sa batas pero it is the same. DRRM
- 39:21system pa rin yun na mayroon ng
- 39:23Philippines. At parang it was
- 39:25strengthened lang and reorganized.
- 39:27Mamaya mata-tackle rin kung ano pa yung
- 39:29mga nag-shift from
- 39:31NDCC to NDRMC. Pero basically it was
- 39:35transformed lang po ah from NDCC to
- 39:37NDRMC. Hindi totally nawala yung NDC
- 39:40after mapalitan ng NDRMC. Strengthen
- 39:43lang and reorganize. So what do I mean
- 39:47by reorganize ba? Tignan naman natin
- 39:48yung structure nitong dalawa.
- 39:55So look at the organizational structure
- 39:57of NDCC. 'yung nasa left po it was
- 39:59shared by the Secretary of DND or
- 40:02Department of National Defense. Kita rin
- 40:05natin below na it was composed mainly of
- 40:07national government officials and agency
- 40:10heads. Highly centralized pa sila no ah
- 40:13while sa new system naman,
- 40:16Secretary of DND pa rin yyung chair.
- 40:18However, hindi tulad sa old system yung
- 40:21NDC.
- 40:22The NDRRMC has four vice chairpersons na
- 40:26each responsible for one major area of
- 40:28DRRM. These are DOST for disaster
- 40:32prevention and mitigation, DG for
- 40:35disaster preparedness, DSWD for
- 40:39disaster response and Neda for disaster
- 40:41rehabilitation and recovery. Important
- 40:44to no kasi disaster management is no
- 40:46longer viewed only as a response
- 40:48activity. It is divided na into
- 40:50different areas that cover the entire
- 40:53disaster cycle. Bukod sa mga vice
- 40:55chairperson na na nagkaroon sa NDRMC,
- 40:58no, makikita rin natin na mayroon ding
- 41:01mga government offices, national
- 41:03agencies. Ayan. Tulad nung ano, GSIS,
- 41:07SSS and LG LGU leads. So ayun yung nasa
- 41:11pinakababa. Basta hindi na siya straight
- 41:13na puro secretary tulad ng members sa
- 41:16NDCC noon ganon. Ayun yung
- 41:18pinaka-comparison ng dalawa sa
- 41:20organizational structure.
- 41:27So bukod sa name NDCC to NDRMC no at sa
- 41:31organizational structure na nagkaroon ng
- 41:33vice chairpers and local government
- 41:36units. The paradigm shift also involves
- 41:39reactive to proactive. No nabanggit na
- 41:41to ni Mr. Morales kanina nabigyan niya
- 41:44na kayo ng overview. And yung top down
- 41:46to bottom up approach.
- 41:48So before Republic Act 1021
- 41:52reactive reactive raw yung approach
- 41:54natin. Meaning the focus was largely on
- 41:57responding to disasters after they
- 41:59happen kumbaga noong natapos na yung
- 42:01disaster.
- 42:03Mula sa ganyan is naging proactive yung
- 42:05approach dahil sa Republic Act 10121.
- 42:09Instead of waiting for disasters to
- 42:11happen, we identify risks beforehand and
- 42:14take and take action to prevent or
- 42:16reduce their possible impacts na agad.
- 42:18Uh in simple terms the question changed
- 42:20from what will we do when disaster
- 42:23happens to what can we do now to reduce
- 42:26the risk of disaster? Example dati
- 42:29parang sinasabi a typon is coming. What
- 42:32do we do? So reactive 'yun to ano to
- 42:36naging what risks does our community
- 42:39have and what can we do before the typon
- 42:41comes. So proactive naman 'yun. 'Yun
- 42:43'yung isang shift. Then yang isa pa sa
- 42:46baba is top down to bottom up approach.
- 42:51So basically top down is parang yung
- 42:53decisions and actions mainly from the
- 42:56national government and pass down to
- 42:58lower level lang to lower levels lang
- 43:01kasi ano nga ah top down nga eh sa top
- 43:05pababa. So sa bottom up approach naman
- 43:07is syempre baliktad local governments
- 43:10and communities na yung actively
- 43:12involved in identifying their own risks
- 43:15ah pati ng solution and pag-prepare sa
- 43:18disasters. Therefore, DRM is no longer
- 43:22something than only by the national
- 43:25government lang.
- 43:27Uh it becomes a shared responsibility na
- 43:29ng mga national agencies, local
- 43:32governments,
- 43:34communities including tayong individuals
- 43:36syempre. So ayun yung paradigm shift
- 43:39yung major shifts na dala ng Republic
- 43:42Act 10121 from NDCC to NDRMC yung
- 43:46organizational structure nila from
- 43:49reactive to proactive approach as well
- 43:51as itong top down to bottom up din.
- 43:55With that being said, I'm returning the
- 43:57mic to Van to discuss naman yung
- 43:59Republic Act 10121 po. Thank you po.
- 44:10Now, uh let's talk about our Republic
- 44:13Act number 1021 na nabanggit po ni
- 44:18Mr. Jason.
- 44:28Ah in-explain po dito na ah RA 10121 is
- 44:33an act strengthening the Philippine
- 44:35disaster risk reduction and management
- 44:39system providing for the national
- 44:41disaster risk reduction and management
- 44:43framework and uh institutionalizing the
- 44:47national disaster risk reduction and
- 44:50manage management
- 44:52appropriating funds therefore and for
- 44:54other purposes.
- 44:56Ah in simple terms po yung ah Republic
- 45:00Act number 1021 or RA
- 45:0410121 na ah ito po ay tinatawag rin na
- 45:08Philippine Disaster Risk Reduction and
- 45:10Management Act of 2010 po. Ah isa isa po
- 45:15siyang batas para ano po ah maprotekta
- 45:17ng mga ang mga tao at ah communities po
- 45:21laban sa mga kalamidad.
- 45:36Ah now let uh let's talk about the key
- 45:39concepts po key DRRM concepts under
- 45:43Republic Act number 1021. Ang una po ay
- 45:47adaptation.
- 45:48Ah ito po yung ano pag-a-adjust sa mga
- 45:52pagbabago o panganib para po ano
- 45:54maiwasan o mabawasan ang epekto ng
- 45:57kalamidad.
- 45:59Ang pangalawa po ay Allards approach.
- 46:03Ang All Hazards approach po ay ah
- 46:06sinasabi po dito na hindi lang isang uri
- 46:08ng kalamidad ang pinaghahandaan
- 46:11kundi ang iba't ibang bahagi o posibleng
- 46:14panganib po yung pinag-haan.
- 46:17Ah pangatlo
- 46:19ang climate change and DRRM.
- 46:23Ah ito po ay ah kin kinokonsidera nito
- 46:27ng disaster management ang epekto ng
- 46:30climate change dahil posible rin po n na
- 46:33dagdagan o baguhin yung mga panganib.
- 46:37Ah next is community based DRRM.
- 46:41Pag ito naman po ah kasama mismo ang mga
- 46:43tao sa komunidad sa paghahanda sa at
- 46:46paghaharap sa disaster po. Yung sa
- 46:49climate change po ah
- 46:54kita po sa word na climate change. So
- 46:57about po sa climate change siya. Ang
- 46:59pinagkaiba po ng dalawa ang community
- 47:01base naman po may kasama pong tao then
- 47:03yung climate change ay sa climate change
- 47:05lang po.
- 47:07Then sunod po is contingency planning.
- 47:10Ah ito po yung paggawa ng backup plan po
- 47:13para sa posibleng kalamidad o emergency.
- 47:17Then ah resilience is yung kakayahan ng
- 47:20isang tao o komunidad na ah makayanan,
- 47:23makabangon
- 47:25pagkatapos ng disaster.
- 47:28Ang sunod ay
- 47:31ah risk assessment.
- 47:35Ang risk assessment is
- 47:39pagtukoy at pagsuri kung anong mga
- 47:42panganib ang maaaring mangyari at gaano
- 47:46kalaki ang magiging epekto nito.
- 47:49At ah last po ay risk management.
- 47:54pagkilos para mabawasan o makontrol nito
- 47:56ang mga panganib na natukoy sa risk
- 47:58assessment
- 48:19now uh let's talk about the levels of
- 48:21the brrm council network. Meron po
- 48:24tayong lima. Ang ah National DRRM
- 48:28Council,
- 48:30ah
- 48:32Regional DRM Council,
- 48:36Provincial DRM Council, ah City or
- 48:39Municipal DRM Council and Barangay DRM
- 48:43Council. So ah ag may nagtanong po kung
- 48:46ano p mga purpose nila, ang National DRM
- 48:50Council or NDRMC
- 48:54ay ah magre-responde po siya kapag meron
- 48:57pong involved na dalawa or higit pa na
- 49:01regions po.
- 49:03So doon naman po tayo sa baba niya. Ang
- 49:05regional naman po regional DRM Council.
- 49:08Sila naman po ang purpose po nila ah
- 49:11magre-respond po sila kapag ah meron
- 49:14pong naapektuhan na dalawa or higit pa
- 49:17na probinsya po.
- 49:21Then sa provincial DRM Council
- 49:24ang ah purpose naman po nila ah
- 49:27reresponde po sila kapag
- 49:29meron pong dalawa
- 49:31or higit pa na siyudad na naapektuhan.
- 49:37And sa city or municipal DRM council
- 49:41ah magre-respond naman po sila kapag
- 49:43meron pong dalawa or higit pa na
- 49:46barangay ang naapektuhan. Then sa last
- 49:49naman po ang barangay DRM Council. Sila
- 49:52naman po kapag ano meron meron lang pong
- 49:54isang barangay na naapektuhan. So kapag
- 49:57may tanong po na ano paano po kapag ah
- 49:59sabihin nating isang probinsya lang ang
- 50:01naapektuhan? Ang sasagot na po doon is
- 50:05Provincial JRM Council since isa lang
- 50:07naman po siya katulad po ng sa barangay.
- 50:11ah magre-responde po ang nakatataas
- 50:14kapag dalawa or higit pa katulad ng
- 50:17National Varn Council.
- 50:31Now uh let's talk about office of civil
- 50:35defense or OCD. The OCD is mandated by
- 50:39RA 10121
- 50:41to serve as the executive arm and
- 50:44secretariat of the MDRMC.
- 50:48Ah
- 50:50ang purpose po nila sila po yung
- 50:52nagbibigay impormasyon sa ah iba't ibang
- 50:56sa ibang government agency sa mga local
- 51:00government tungkol sa mga ano po gagawin
- 51:03bago pagkatapos at habang nangyayari ang
- 51:06saakuna since sila nga ang ano nag-serve
- 51:08as executive arm at secretariat ng NDRMC
- 51:13po.
- 51:14Then ah let's talk about ano po ah OCD
- 51:17general functions.
- 51:20Um the ano po ang isa po is policy
- 51:23making. Ah
- 51:25sinasabi dito that the OCD shall
- 51:29facilitate development and uh
- 51:32implementation of policies, plans,
- 51:35guidelines and procedures related to
- 51:38DRRM in coordination with relevant
- 51:41experts and stakeholders.
- 51:44In simple term po making is about uh
- 51:48creating rules, plans and guidelines on
- 51:51what government agencies should do
- 51:54during typon.
- 51:57Uh the coordination is the OCD shall
- 52:01advise the NDRMC on matters relating to
- 52:05DRRM and orchestrate the implementation
- 52:09of programs, projects and activities.
- 52:13In simple terms, coordination is about
- 52:15making sure different agencies and
- 52:17organizations
- 52:19are working together.
- 52:29Uh let's talk about more OCD general
- 52:31functions. Uh the first one is
- 52:33integration.
- 52:36It says here that the OCD shall
- 52:38facilitate risk assessment in
- 52:40consultation with key stakeholders and
- 52:43create an enabling DRRM environment by
- 52:48capacitating individuals and
- 52:50organizations. In simple term,
- 52:52integration
- 52:54is about combining different uh disaster
- 52:58disaster plans and efforts into one
- 53:01organized system.
- 53:04Next is supervision.
- 53:08The OCD shall provide technical
- 53:11assistance to local government units
- 53:14um or LGUs and other stakeholders and
- 53:19ensure adherence to the national DRM
- 53:23standards and programs. In simple terms,
- 53:27supervision is about overseeing and
- 53:30guiding disaster
- 53:32related activities.
- 53:34Ah ito po yung ano yung mga activities
- 53:37po na para maging aware po or maging
- 53:40handa po yung mga ah mga tao po katulad
- 53:43po nung sa yung sa mga barangay po meron
- 53:46po silang ano
- 53:48ah pinapaganap na
- 53:52paghahanda sa bagyo kung ano po yung mga
- 53:54dapat gawin yung sa lindol din po yung
- 53:56ah
- 53:58yung
- 54:00yung ano po mga dapat pong gawin kapag
- 54:02may lindol at iba pa po.
- 54:06Then ah yung sa monitoring and
- 54:08evaluation naman po sabi po rito the
- 54:11that the OCD shall conduct monitoring
- 54:14and evaluation as part of the
- 54:16implementation of national DRM
- 54:18standards.
- 54:20Ah in simple terms monitoring and
- 54:24evaluation is about checking how well
- 54:26disaster programs are working.
- 54:29So ah connected po siya sa supervision.
- 54:33Ang supervision po is ano ah yung pag
- 54:36ano po pag
- 54:40ano po ah pagganap po ng mga disaster
- 54:44programs. Then ang monitoring and
- 54:46valuation naman po 'yun ung 'yun po yung
- 54:48pag-evaluate kung ah kung gumagana po ba
- 54:51'yung ano kung gumagana po ba 'yung
- 54:53program sa ginawa nila. kung mas
- 54:55nagiging aware na ba or alam na ba ng
- 54:57mga tao na kung ano 'yung mga dapat
- 54:59gawin.
- 55:09Ah National Disaster Reduction and
- 55:12Management Council Republic Republic Act
- 55:15number 1021
- 55:17constituted and mandated the NDRMC as
- 55:20the highest organized and authorized
- 55:23body.
- 55:24NDRM in the Philippines.
- 55:27The NDRMC replaced the former National
- 55:31Disaster Coordinating Council. So ah
- 55:34nabanggit na ni Mr. Dion ang tungkol
- 55:39dito tungkol sa NDCC na ah napalitan ng
- 55:45NDRMC.
- 55:47So para mas ma-explain pa ng madalian
- 55:53ah nag-shift ang aktion ang ah
- 55:57pinalitan ang NBC ng DRMC sa RA 10121.
- 56:03Na-explain dito na nag-shift ang ano
- 56:05action natin na
- 56:08ano dahil dito sakalang ang galing sa
- 56:12sakalang makakapagkilos kapag dumating
- 56:14na ang sakuna na naging handa na
- 56:17pagdating o bago bago pa dumating ang
- 56:20sakuna. So basically in-explain po nito
- 56:22na ano na
- 56:25yung NDRMC
- 56:27ay ano nagbibigay po sa atin ng info
- 56:29para mas maging aware tayo unlike sa
- 56:31NDCC na kikilos lang po tayo kapag
- 56:33nangyari na yung saakuna.
- 56:46So DRRMC Network RA10121 further
- 56:49provides for the establishment of the
- 56:51DRRMC network or the replication of the
- 56:54NDRMC from national down to regional
- 56:57provincial city municipal and barangay
- 57:00levels. So ayun yung nabanggit natin na
- 57:03tungkol sa
- 57:05ah yun nga national regional and sila po
- 57:08yung magreresponde
- 57:10kapag meron pa sila po yung neresponde
- 57:13kapag meron pong naapektuhan na
- 57:15probinsya na regional or siudad po.
- 57:41So good day everyone.
- 57:45Um now we will discuss the fouratic
- 57:48areas of TRM
- 57:53which will be discussed by Delabe
- 57:55Morales and Pascal.
- 58:09So for my part po I will be discussing
- 58:11disaster prevention and mitigation and
- 58:14disaster preparedness which are two of
- 58:17the fouratic areas of disaster risk
- 58:19reduction and management or TRRM. Pero
- 58:23bago tayo magsimula, gusto ko munang
- 58:25itanong to sa inyo. Kapag sinabi ba
- 58:28nating disaster, ano ang unang pumapasok
- 58:30sa isip natin? So usually earthquakes,
- 58:34floods, tsunamis, volcanic eruptions,
- 58:37hurricanes and typons. And yes, this are
- 58:40examples of hazards that can cause
- 58:42disasters. Pero may isang important
- 58:46distinction about this. A hazard does
- 58:49not automatically mean na disaster na
- 58:51siya kaagad.
- 58:53So for example, may isang earthquake na
- 58:56nangyayari sa isang lugar. The
- 58:58earthquake itself is a hazard. Pero kung
- 59:00wala namang tao sa area, walang
- 59:02buildings or walang infrastructure na
- 59:04maapektuhan, the impact may be very
- 59:07small. Pero kung ang nangyari naman
- 59:12na earthquake ay sa isang highly
- 59:14populated area na maraming weak
- 59:16structures at hindi prepared yung mga
- 59:18tao, syempre mas malaki yung possibility
- 59:20na maging disaster ito. So ang disaster
- 59:23risk ay hindi lang siya tungkol sa kung
- 59:25gaano kalakas ang hazard. Kasama rin
- 59:28dito yung exposure, vulnerability and
- 59:31preparedness ng isang community.
- 59:34And that is why important ang gearm kasi
- 59:37hindi natin kayang kontrolin ang
- 59:38kalikasan pero may magagawa tayo para
- 59:41mabawasan yung magiging epekto nito.
- 59:52So
- 59:54the goal of disaster prevention and
- 59:56mitigation is to address current risk
- 59:59and reduce future risk to communities
- 1:00:02and the government by integrating risk
- 1:00:04management into science, policy and
- 1:00:07practice. So kung isi-simplify natin
- 1:00:10yung yung main idea nito ay paano natin
- 1:00:13mababawasan ng risk bago pa mangyari ang
- 1:00:16isang disaster o ang isang sak. So dito
- 1:00:19pumapasok yung prevention and
- 1:00:21mitigation. So ang prevention ito yung
- 1:00:25pag-focus natin na makaiwas o pagpigil
- 1:00:29sa risk whenever possible. Samantalang
- 1:00:32ang mitigation naman ay more on reducing
- 1:00:34the possible damage or effects kapag
- 1:00:36nangyari na yung isang hazard.
- 1:00:39For example, hindi natin mapipigilan ng
- 1:00:41isang typon na mabuo at hindi rin natin
- 1:00:44mapipigilan ng earthquake or volcanic
- 1:00:46eruption pero pwede nating bawasan ang
- 1:00:48magiging damage nito. We can strengthen
- 1:00:52buildings, approve drainage systems,
- 1:00:54identify dangerous areas, create
- 1:00:57evacuation plans or establish early
- 1:01:00warning systems. So basically we cannot
- 1:01:03always stop the hazard but we can reduce
- 1:01:05our vulnerability to it. So now we will
- 1:01:09move on to prevention and mitigation
- 1:01:12tools.
- 1:01:16So sa prevention and mitigation tools
- 1:01:19kasama dito yung early warning systems
- 1:01:21forecasting and monitoring hazard in
- 1:01:24mapping structural interventions and
- 1:01:26non-structural interventions and etc. So
- 1:01:31yung early warning systems, ito yung
- 1:01:33ginagamit para mabigyan ng information
- 1:01:35yung mga tao tungkol sa isang possible
- 1:01:38hazard before it becomes dangerous or
- 1:01:40before it impacts become severe. So for
- 1:01:44example, kapag may paparating na bagyo,
- 1:01:47nakakatanggap tayo ng weather updates
- 1:01:49and mornings sa pag-asa. So or kaya sa
- 1:01:54PBOX so mayimport so may information
- 1:01:57tungkol sa location ng bagyo or expected
- 1:02:01rainfall wind conditions possible
- 1:02:04flooding and yung iba pang hazards. So
- 1:02:06bakit siya importante? Because time can
- 1:02:09save lives. Kapag mas maaga nating
- 1:02:12nalaman na may possible danger, mas
- 1:02:14marami tayong time para mag-prepare. For
- 1:02:17example,

- 1:02:42So next naman is forecasting and
- 1:02:44monitor. So ang forecasting
- 1:02:48tungkol ito sa paggamit ng available
- 1:02:50information para mahulaan or ma-estimate
- 1:02:52kung ano yung posible na mangyari.
- 1:02:56Kunwari may tropical cyclone
- 1:02:58continuously itong mino-monitor.
- 1:03:00Tinitignan kung saan ito papunta, gaano
- 1:03:02ito kalakas at kung possible ba na
- 1:03:05makakaapekto ito sa isang particular
- 1:03:07area.
- 1:03:09So monitoring naman is
- 1:03:14yung pag-monitor or identify
- 1:03:17sa mga changes na pwedeng mag-indicate
- 1:03:21ng isang hazard tulad ng volcanic
- 1:03:24activity. Basically, forecasting and
- 1:03:26monitoring help answer two questions.
- 1:03:30Ano nangyayari ngayon at ano ang posible
- 1:03:35na mangyari sa susunod? At dahil dito,
- 1:03:37mas nakakapagdesisyon ng maaga ang mga
- 1:03:40authorities at communities.
- 1:03:43So next is hazard and risk mapping. So

- 1:04:16malapit sa river at historically prone
- 1:04:18sa floody. Dapat mas mataas ang priority
- 1:04:21nito pagdating sa blood preparedness and
- 1:04:24evacuation planning. So hazard maps can
- 1:04:27also help with decisions about where to
- 1:04:29build the houses, schools, hospitals and
- 1:04:32other infrastructure. So hindi lang siya

- 1:05:29earthquake forces. So kung flooding
- 1:05:32naman physical structures may also be
- 1:05:34used to help control or reduce flood
- 1:05:36impacts. So yung madaling way para
- 1:05:39matandaan nito or maalala to kapag
- 1:05:41sinabi nating structural may physical
- 1:05:44structure involve. So kung meron tayong
- 1:05:47pinuo, inayos, meron tayong pinalakas or
- 1:05:50physically modified para mabawasan yung
- 1:05:53disaster risk, that's an example of
- 1:05:55structural mitigation.
- 1:05:57Meanwhile, ang nonstructural mitigation
- 1:06:00naman ay hindi siya necessarily physical
- 1:06:03construction. So kung si structural may
- 1:06:07physical structure involved sa
- 1:06:09nonstructural naman nagfo-focus to sa
- 1:06:11planning, policies, information,
- 1:06:15education
- 1:06:17and awareness and systems.
- 1:06:21Tulad na laman ng hazard risk mapping,
- 1:06:24early warning systems, forecasting and
- 1:06:27monitoring, policies and planning and
- 1:06:29community awareness. So kapag tinuturuan
- 1:06:31natin yung isang community kung ano yung
- 1:06:33gagawin kapag may earthquake, wala naman
- 1:06:36tayong physical na binubuo. Pero we are
- 1:06:40increasing people's knowledge and
- 1:06:41ability to respond. So that is
- 1:06:44nonstructural mitigation. So sa madaling
- 1:06:48comparison, structural mitigation
- 1:06:50strengthens the physical environment.
- 1:06:52Nonstructural mitigation strengthens
- 1:06:55people's knowledge, planning systems,
- 1:06:57and decision making.
- 1:06:59So dapat ginagamit sila together para
- 1:07:04mas maging effective at mas maging
- 1:07:07matibay. Kasi kahit gaano katibay yung
- 1:07:09building, kung wala namang evacuation
- 1:07:11plan at hindi alam ng mga tao kung ano
- 1:07:13yung gagawin, meron pa din na risk yan.
- 1:07:16At kahit gaano naman kaganda yung
- 1:07:18disaster plan mo, kung sobrang hina
- 1:07:20naman ng infrastructure mo o yung
- 1:07:22pagkakatayo ng building mo, syempre
- 1:07:25posible pa rin na magkaroon ng damage
- 1:07:26yan kaya they always work together. So
- 1:07:32now we will move on to disaster
- 1:07:34preparedness.
- 1:07:41So disaster preparedness
- 1:07:45the goal of disaster preparedness is to
- 1:07:48strengthen the capacities of
- 1:07:50governments, communities, civil society
- 1:07:52organizations and the private sector so
- 1:07:55they can anticipate, hope with and
- 1:07:57recover from hazards while minimizing
- 1:08:00losses and disruption to daily life.
- 1:08:03Kung yung prevention and mitigation ang
- 1:08:06focus ay paano natin mababawasan ang
- 1:08:10prist. Sa prepar naman ay kung mangyari
- 1:08:13nga ang isang hazard o ang isang saka,
- 1:08:18handa ba tayo o ready ba tayo? So for
- 1:08:21example, isipin natin na bigla na lang
- 1:08:23nagkaroon ng earthquake. Kung prepared
- 1:08:25ka, you already know where to go, what
- 1:08:28to do, who to contact, what supplies to
- 1:08:31bring, and where the evacuation area is.

- 1:09:48they can be access quickly. Stock filing
- 1:09:51means storing important supplies before
- 1:09:54h.
- 1:09:57So bakit kailangan na before beforehand?
- 1:10:00Syempre during a disaster possible na
- 1:10:03ma-distrup yung mga transportation
- 1:10:05kaya mawalan ng electricity or
- 1:10:07communication o kaya yung mga roads
- 1:10:11magiging inaccessible. Syempre kung may
- 1:10:13supplies
- 1:10:15tayo agad na naka-ready
- 1:10:18or near the affected community, mas
- 1:10:21mabilis silang makakapag-respond dahil

- 1:10:37personnel, rescue teams, volunteers and

- 1:10:43sila kasi disaster response requires
- 1:10:47coordination. Hindi pwedeng lahat
- 1:10:49sabay-sabay lang ginagawa ng kung ano
- 1:10:51yung gusto nilang gawin. Everyone needs
- 1:10:53to know their roles and
- 1:10:55responsibilities.
- 1:10:57Kasi kapag organize ang responders, mas
- 1:10:59mabilis ang communication and mas
- 1:11:01efficient ang distribution of assistant.
- 1:11:04So training, drills and exercises.
- 1:11:07Ito yung pinakaimportante
- 1:11:09sa atin eh. at ito 'yung pinaka familiar
- 1:11:12sa atin lalo na sa schools. So for
- 1:11:15example, mayro'ong earthquake drill.
- 1:11:18Sometimes students might think, "Grill

- 1:11:54same concept. Preparedness means
- 1:11:57practicing before the actual event.
- 1:12:01So for risk and crisis communication so
- 1:12:04during
- 1:12:06a disaster people need accurate and
- 1:12:08timely information
- 1:12:10for example kailangan malaman ng
- 1:12:13community kung may evacuation order pa
- 1:12:16saan yung evacuation center anong areas
- 1:12:19ang affected anong current weather
- 1:12:22situation
- 1:12:24and may road closures ba and this is
- 1:12:27especially important yun dahil mabilis
- 1:12:28kumalat ang information through social
- 1:12:31media pero here's the problem mabilis
- 1:12:34din kumalat ang misinformation
- 1:12:37sometimes an old video or photo can be
- 1:12:39reposted and presented as if it is
- 1:12:42happening right now so mayroon ding
- 1:12:44quick announcement or unverified claims
- 1:12:47kaya importante na hindi tayo
- 1:12:48basta-basta naniniwala at dapat
- 1:12:51tinitignan natin kung reliable and
- 1:12:53official source ba it during an
- 1:12:55emergency, I mean kasi during an
- 1:12:58emergency Strong
- 1:13:00information can create panic and can
- 1:13:03even lead people to make unsafe
- 1:13:05decisions. So sa
- 1:13:09health related preparedness naman meron
- 1:13:11tayong straightening isolation and
- 1:13:13treatment capacities. So

- 1:13:46necessary, provide treatment and prevent
- 1:13:50further spread. That's why disaster
- 1:13:52preparedness also includes healthcare
- 1:13:54facilities, medical resources, disease,
- 1:13:58monitoring and systems for managing
- 1:14:00outbreaks.
- 1:14:02Mas malawak pala ang preparedness kaysa
- 1:14:04sa simpleng paghahanda lang ng emergency
- 1:14:07bag no. So now

- 1:14:15meron din tayong magagawa personally
- 1:14:18kasi
- 1:14:20as individuals meron din tayong roles

- 1:15:06every second can matter. So mas maganda
- 1:15:09na alam natin beforehand kung sino yung
- 1:15:11tatawagan natin in case of emergency.
- 1:15:13Second, prepare a gobag. Ang gobag ito
- 1:15:17yung bag na madali nating dalhin o
- 1:15:19bitbutin kapag kailangan nating umalis
- 1:15:22or evacuate. So usually it can contain
- 1:15:25things such as water, food, medicine,
- 1:15:28hygiene supplies, flashlight, power
- 1:15:30bank, batteries and important documents
- 1:15:33or copies. At hindi naman kailangan na
- 1:15:35sobrang dami 'yung laman nito. But the

- 1:18:34instructions regarding
- 1:18:37evacuation. So to summarize my
- 1:18:39discussion, disaster prevention and
- 1:18:41mitigation focuses on reducing current

- 1:19:18this.
- 1:19:20We cannot always prevent hazards but we
- 1:19:24can prepare for them and reduce their
- 1:19:26impact. Hindi natin kayang pigilan ng
- 1:19:28bagyo. Hindi rin natin kayang pigilan ng
- 1:19:31earthquake. Hindi naman natin pwedeng
- 1:19:32sabihin sa volcano na please huwag ka

- 1:25:49tirahan, na-isolate ang isang lugar.
- 1:25:52Hindi naman pwedeng maghintay ang gutom
- 1:25:54at kalusugan. Syempre agad na
- 1:25:57nagpapadala ng responders, ng rescue
- 1:26:01responders,
- 1:26:04ang DSWD at ibang agencies upang
- 1:26:07matugunan at mabigyan ng pansamantalang
- 1:26:10irahan, medical care at mga pangunahing
- 1:26:14pangangailangan para makatawid ang mga

- 1:35:05alternative job opportunities to restore

- 1:36:24disaster.

- 1:36:28ensuring all rebuilt infrastructure and
- 1:36:30communities are stronger and more
- 1:36:32resilient than before or built back
- 1:36:35better which is yung ah hindi lang tayo
- 1:36:39basta nagre-recover or nagre-react bas
- 1:36:43ah nag-aano tayo ah nagiging better pa
- 1:36:47uli or mas pinapa
- 1:36:51ganda pa natin uli 'yung ah kunwari
