- 6:30Father God, thank you for uh
- 6:33another day. Thank you for
- 6:35each and every one of the people here uh
- 6:37that cares for our community. So, at
- 6:39this moment, Father, we pray for them
- 6:41for the city council members uh
- 6:45the mayor uh city manager and anyone who
- 6:49is involved in this. Father, I pray that
- 6:51you give them wisdom uh how you teach us
- 6:53in
- 6:54uh
- 6:55Second Chronicles 7:14, "If my people
- 6:59humble themselves
- 7:01and
- 7:02seek my face and pray,
- 7:06you will heal this this town, Father."
- 7:08So, you teach us that in in Second
- 7:10Chronicles 7:14. I pray, Father, that
- 7:12you remind each and every one of these
- 7:15people in leadership that it is about
- 7:16you, that also it's about the people,
- 7:18not about ourselves. So, Father,
- 7:31so they can give um
- 7:33guide
- 7:34well well this community, Father. Give
- 7:37the wisdom that they need, Father, but
- 7:38also remind them the purpose they have.
- 7:41It's about the community. So Father,
- 7:44thank you for each and every one of them
- 7:46and I pray that you will give them the
- 7:47wisdom they need. Father, we pray all
- 7:49this in the only name over any other
- 7:52name, in the name of Jesus. Amen.

- 8:19presentation and this was submitted by
- 8:22Mr. Mejia.
- 8:24It is National Public Works Week
- 8:27proclamation.
- 8:29May 17th through May 23rd, 2026.
- 8:36So I'm going to go ahead and read
- 8:38actually
- 8:39getting ahead of myself.
- 8:41Um
- 8:42Mr. Mejia just um uh added this to the
- 8:45agenda. He just printed something out
- 8:46for me. Um I am going to ask for it to
- 8:48be reformatted so I can go ahead and
- 8:50sign it. But um as for today, we're just
- 8:52going to go ahead and read it onto the
- 8:53record. If it is approved by council,
- 8:56um
- 8:57is there any is there a motion um or the
- 9:00desire of council for this proclamation?
- 9:04Yeah, I motion to approve the resolution
- 9:06for the city of Sunnyside recognizes
- 9:08that on May 17th through the 23rd, 2026
- 9:11is National Public Works Week.
- 9:14I second.
- 9:16I got a motion by Counselor Vasquez and
- 9:19the second seconded by Counselor Dolan.
- 9:22Is there any other comments?
- 9:25I have a question. How many um
- 9:27how many individuals do you have working
- 9:29for the publics right now?
- 9:32Public Works.
- 9:33Uh as of right now, I
- 9:36we have a total of
- 9:4119. We're missing three positions in the
- 9:44water department.
- 9:45And where are most of your employees at?
- 9:47There's a method to my madness. I'm I'm
- 9:49asking for a reason. Uh so, I have
- 9:52streets, parks, uh my water treatment
- 9:56plant, which uh is also with my storm
- 9:59water, and my fog.
- 10:01Um collections is also on waste water,
- 10:04and then water department's on its own.
- 10:07Okay. Do they like donuts? Yeah. They
- 10:09they prefer ice cream, I I was told. Ice
- 10:12cream's better cuz it's getting warm out
- 10:13there. All right. Brownies. Thank you.

- 10:23No. Um no, just um thank you, Hector,
- 10:26for submitting this in. Um public works
- 10:28does a lot of behind-the-scenes work,
- 10:30right? They do all the things that most
- 10:32of us don't want to do, and they're
- 10:34always there showing up day in, day out.
- 10:36So, thank you to everyone in the public
- 10:38works department for all that you do,
- 10:40for keeping our city looking the best
- 10:42that it possibly can, and for all the
- 10:44hard work. Thank you to all.
- 10:46And thank you, Hector.
- 10:47You do a good job, and uh they I have a
- 10:49great team. I can't do my job without
- 10:52them. So, I appreciate them very much,
- 10:54and I thank you for allowing us to have
- 10:56the week.

- 11:00I wanted to give Lupe a shout-out
- 11:01because I was trying to figure out how I
- 11:03was going to move all that metal
- 11:05around to the new building on Museum,
- 11:07and all of a sudden he pulls in with
- 11:09right behind me with a big forklift.

- 11:20this forward, and um
- 11:22uh and just a special thank you to the
- 11:24unsung heroes of the community. So,
- 11:26very special shout-out to our public
- 11:28works department.
- 11:30They really just keep us all running.

- 12:09I thank you for your patience as I kind

- 12:14All right, so now we get to do this.
- 12:18Whereas public works professionals focus
- 12:21on infrastructure, facilities, and
- 12:23services vital to the sustainable and
- 12:25resilient communities, public health, a
- 12:27high quality of life, and the well-being
- 12:29of the people of the city of Sunnyside.
- 12:31And whereas these infrastructure
- 12:34facilities and services could not be
- 12:35provided without the dedicated efforts
- 12:38of public works professionals who are
- 12:40engineers, managers, and employees at
- 12:42all levels of government and the private
- 12:43sector, who are responsible for
- 12:45rebuilding, improving, and protecting
- 12:47our nation's transportation, water
- 12:49supply, water treatment, and solid waste
- 12:51systems, public buildings, and other
- 12:53structures and facilities essential for
- 12:55our citizens. And whereas it is in the
- 12:58public interest for the citizens civic
- 13:00leaders and children in the city of
- 13:01Sunnyside to gain knowledge of and
- 13:03maintain an ongoing interest in and
- 13:05understanding of the importance of
- 13:07public works and public works programs
- 13:10in their respective communities. And
- 13:12whereas
- 13:13the year 2026 marks the 66th annual
- 13:16National Public Works Week sponsored by
- 13:19the American Public Works Association,
- 13:22be it now resolved. I have Vicky Fausto
- 13:26City of Sunnyside Mayor hereby designate
- 13:28the week of May 17th through 23rd, 2026
- 13:32as National Public Works Week. I urge
- 13:35all citizens to join representatives of
- 13:36the American Public Works Association
- 13:39and government agencies in activities,
- 13:41events, and ceremonies honoring our
- 13:43public works professionals, engineers,
- 13:44managers, and employees and recognizing
- 13:47the substantial contributions they make
- 13:49to protecting our national health and
- 13:51safety and advancing quality of life for
- 13:55all.
- 13:56In witness of
- 13:58whereof
- 13:59In witness whereof, I have I have
- 14:02hereunto set my hand and cause the seal
- 14:03of the state
- 14:05to be affixed. Done at the city of

- 14:28Keith Booth.
- 14:29Valencia, who's my father. Um They've
- 14:31been a great part of the team and
- 14:33they've done a lot. Our parks can't be
- 14:36any better than Mitch and giving it and
- 14:38you know, he's been here many years and
- 14:39he's been here about 4 years now? 5
- 14:42years. 5 years. And he's uh he keeps up
- 14:45all of our FOG, which are our fats,
- 14:47oils, and grease. Uh keeping an eye on
- 14:50those restaurants and uh stores to make
- 14:52sure they don't dump down our sewer
- 14:54line. So.
- 14:56Thank you all.
- 14:58And thank you for showing up, Mitch and
- 14:59his sis. Thank you. I think you got to
- 15:01make them come up here.

- 15:19Okay, moving on to item six on the
- 15:22agenda, public comment. Is there anybody
- 15:24signed up for public comment for careful
- 15:27there.
- 15:28For
- 15:30the
- 15:31agenda items.
- 15:41Thank you.
- 15:51Okay, I have a few members signed up for
- 15:56comment on active agenda.
- 16:00First on the list is Vicky Ripley.
- 16:04Vicky Ripley, Sunnyside. I saw on the
- 16:07agenda that
- 16:09you guys wanted to talk about the
- 16:11railroad.
- 16:12Um
- 16:13selling it.
- 16:15And I saw that the price was 400,000.
- 16:19It was bought for 500,000 in 23.
- 16:23And there's water rights to the Sunny
- 16:26View Park.
- 16:28And none of that was in the sales
- 16:31packet.
- 16:33And uh
- 16:35you know, it'll cost over a million
- 16:36dollars to
- 16:38drill a well for water for Sunny View
- 16:41Park.
- 16:43And um
- 16:46And another thing is
- 16:48do you all remember where uh
- 16:51the money came from for the
- 16:54for the railroad property?
- 16:57It came from I've got a list here.
- 17:00If you guys want to copy this.
- 17:03It came from uh
- 17:05the local capital men capital
- 17:07improvements the read funds.
- 17:1075,000
- 17:12general fund 101,000
- 17:16water fund
- 17:18126,000
- 17:20ambulance EMS fund, 126,000,
- 17:25and local capital improvement rate fund,
- 17:2975,000.
- 17:31So, um
- 17:34I'm sure that there's a couple
- 17:35enterprise funds in there that need to
- 17:37be repaid.
- 17:39And
- 17:40it looks like all of these need to be
- 17:42repaid.
- 17:44And so, you guys might look into that
- 17:46before you accept a lower bid for this
- 17:50property.

- 17:56Up next on the list is Jim Stevens.
- 18:05Jim Stevens, Sunnyside, Washington. Uh
- 18:08on the agenda, there was a note here
- 18:10that we're going to annex this area on
- 18:12Swan Road. And as I we drive up and down
- 18:16Swan Road, we see a lot of vehicles, uh
- 18:20it
- 18:22for lack of a better word, it looks
- 18:23pretty trashy down through there.
- 18:25And in our community, I think we want to
- 18:27make these places look as appealing as
- 18:29we possibly can. That's great that we're
- 18:31going to be annexing it because we have
- 18:32codes and ordinances that can help clean
- 18:35these things up. The problem is all over
- 18:37our community, we have codes and
- 18:39ordinances, but we're not adhering to
- 18:42them. We're not making folks adhere to
- 18:44them. And so, as we annex areas, we want
- 18:49to make sure that people are going to
- 18:50use them and that they're going to be
- 18:51profitable.
- 18:53And now we have people here that they'll
- 18:55have a home, and let's say their home is
- 18:57worth $350,000.
- 19:00So, the person next door has 14 cars
- 19:03parked in their front yard. They don't
- 19:05paint it. Um they've got dogs barking
- 19:08all night. And now their house, instead
- 19:10of being worth $350,000 is worth
- 19:13$250,000.
- 19:15And so they're losing the major
- 19:17investment they made in their whole
- 19:18life. And this is all over Sunnyside.
- 19:21So, I think we really need to pay
- 19:23attention to that as we start to annex
- 19:25property. We want to make sure that
- 19:26we're taking care of the property that
- 19:28we have, and that slips over into these
- 19:30areas that we're annexing as well.

- 19:45>> Good evening, everyone. Britain Moore,
- 19:46Sunnyside. Um I echo both what Vicki
- 19:50Ripley and uh Mr. Stevens said. Both
- 19:52really great comments.
- 19:53Um I know that tonight on the executive
- 19:56session you're talking about a couple of
- 19:58properties.
- 19:59I realize that this is public comment
- 20:01and you
- 20:02we're not supposed to go back and forth
- 20:03and ask questions, but uh one of the
- 20:05properties is um something that I
- 20:08proposed to the city back in November,
- 20:10and it was approved by council and voted
- 20:14and it hasn't moved forward at all. I
- 20:17know that we're in a little bit of a
- 20:18standstill without having uh legal
- 20:20counsel and a few open positions at the
- 20:22city hall, but if you had any questions
- 20:25for me, I'm happy to answer them for
- 20:27you. Um
- 20:29there was a few things that I had uh
- 20:32gone back
- 20:34and forth with with Mr. Haley. Um very
- 20:37much appreciate him being on top of it.
- 20:39Uh but the
- 20:41purchase agreement is a little vague in
- 20:43the description, so it doesn't really
- 20:44describe the property very well. I think
- 20:47for both parts of myself and the city,
- 20:49it would be great to have a
- 20:51very distinct description. I have
- 20:53provided a map. Hopefully you'll have
- 20:55that uh when you go into executive
- 20:56session. And um also the the valuation
- 21:00came back less. Um back in 2006, it was
- 21:04valuated at a certain price, and it's
- 21:06just $1,500 less. So, if you have any
- 21:08questions for me, I'm happy to answer
- 21:10and I'll be here throughout the meeting
- 21:11if you have any questions later as well.

- 24:04subsection 1C to consider the minimum
- 24:06price at which real estate will be
- 24:07offered for sale or lease when public
- 24:10knowledge regarding such consideration
- 24:12would cause a likelihood of decreased
- 24:14price.
- 24:15Final action for selling or leasing a
- 24:17public property shall be taken in an
- 24:19open meeting. If I can just have
- 24:21everybody please move into the lobby
- 24:25and make sure you take your belongings
- 24:27with you, please.
- 24:33So, we'll only have Russ
- 24:36And
- 24:36staff can be here, but
- 24:38if Russ is the only a non uh
- 24:41staff member that uh
- 24:44In fact, vacant property was put on the
- 24:47uh on the uh packet for
- 24:50consideration of a second piece of land
- 24:53that was brought up.
- 24:55Uh that was a uh a mistake on my part
- 24:58that put two properties there. I
- 25:00actually just mistakenly put two
- 25:01purchase and sale agreements.
- 25:03The
- 25:04the agenda item addresses just the one
- 25:07property. So,
- 25:09uh, there's nothing taking on the first
- 25:11property that was, uh, listed there in
- 25:13our agenda packet. So, Britain,
- 25:16um,
- 25:16we're still working on that.
- 25:19Okay. Thank you for that, Mr. Haley. So,
- 25:22um, we will go ahead and forego item A
- 25:25on the active agenda for now,
- 25:29which will move us into item B,
- 25:32Swan Road 2 annexation final action
- 25:35annexing property into Sunnyside city
- 25:37limits, adopt an ordinance to annex the
- 25:39Swan Road 2 annexation into Sunnyside
- 25:43city limits.
- 25:46Hector, would you like to address that?
- 25:51Um,
- 25:54so, a while back,
- 25:57the Swan Road uh, number 2 annexation
- 26:00for the property located south of 791
- 26:03Swan Road,
- 26:05uh, which has already been taken to the
- 26:07planning committee.
- 26:09Um,
- 26:10it's just west of the existing city
- 26:13limits.
- 26:14In the fall of 2025, council passed a
- 26:16resolution of 2025-92
- 26:19to move forward with the annexation
- 26:21process.
- 26:22On January 13th, 2026, the planning
- 26:25commission held a public hearing where
- 26:28they recommended approval of the
- 26:29annexation and determined that the
- 26:31property should be brought into the city
- 26:34with neighboring businesses zoning
- 26:36consistent with Swan Road Market to the
- 26:39north.
- 26:40A notice of intention was created and
- 26:42submitted to the Yakima County Boundary
- 26:44Review Board
- 26:46for a 45-day review period, which ran
- 26:48from February 9th, 2026 through March
- 26:5126, 2026.
- 26:54The BRB did not involve jurisdiction and
- 26:59issued its approval of the annexation on
- 27:01April 7th, 2025.
- 27:04The ordinance before you tonight is for
- 27:06the final action for the city to take in
- 27:08the order to complete the annexation.

- 27:17is there did he give you a reason
- 27:21that he wanted to annex that um parcel
- 27:23into the city?

- 27:27at the time I do not have that.
- 27:30Um but that is something I can bring up
- 27:32to you
- 27:34um
- 27:34Mr. Calhoun.
- 27:39I'd ask him that question for you.

- 27:50just because I just recently heard this,
- 27:52but um you know, just to get direction
- 27:54or like some intel from the chief, um
- 27:56you know, annexation we would be
- 27:57annexing this property. So, it is close
- 27:59to neighboring homes, but this would
- 28:01definitely be covered by water and it
- 28:03wouldn't be a deal for the fire
- 28:04department.
- 28:05Correct. At this point, um we have a
- 28:07fair amount of hydrants just on the
- 28:09other side of Swan, um well within our
- 28:13area of reach. Perfect. So, safety
- 28:14wouldn't be an issue here. Correct.

- 30:19issue that I wanted to talk about was
- 30:20voting.
- 30:22Um I noticed we have some appointments
- 30:24coming up for certain boards.
- 30:26And on one of
- 30:29our boards,
- 30:32uh mayor
- 30:33sits on that board.
- 30:35It's environmental board.
- 30:38And uh of recent, during the last year,
- 30:42uh they had a vote to see who is going
- 30:45to be on the board and one of the
- 30:47candidates was uh
- 30:50uh
- 30:52Maria Fernandez
- 30:54who is or was an employer of Mayor
- 30:58Frosto.
- 31:00Uh this is a direct conflict
- 31:04with city code
- 31:06with the state code.
- 31:08It's a serious violation. This happened
- 31:10twice, I believe.
- 31:12And she failed to recuse herself from
- 31:15that vote and voted for him, Maria
- 31:17Frosto.
- 31:19And you Fernandez.
- 31:20Pardon me? Fernandez.
- 31:21>> Fernandez. Oh, yeah. For uh Maria
- 31:23Fernandez, thank you.
- 31:25And
- 31:27uh this has sanctions with it.
- 31:29Uh the vote needs to should have been
- 31:32and should be
- 31:33uh
- 31:34recounted again.
- 31:36Uh
- 31:37this carries with it the the view this
- 31:40is being so serious that the mayor could
- 31:42be asked to step down from the position.
- 31:45Uh I don't believe she was mayor at that
- 31:47time.
- 31:48But
- 31:50uh this is something we can't take
- 31:51lightly. We have some rules here and
- 31:53they have to be followed. And we have
- 31:55the leader of our council here not
- 31:57following not not going back to recuse
- 31:59themselves. This is it's unacceptable.
- 32:03And so I think we need to decide
- 32:05who we are and who we're going to be.
- 32:08Uh if we have
- 32:09residents in our community that fail to
- 32:11follow the laws
- 32:13uh we expect that there's going to be
- 32:14reprisals for those people. There will
- 32:16be sanctions. There's going to be a
- 32:18citation or something of that nature.
- 32:21But they're not going to have any
- 32:22respect for the law one if they're
- 32:24allowed to get away with it and they're
- 32:25certainly not going to if this is the
- 32:27example that we're setting. And I'd like
- 32:29to have a
- 32:31feedback from this from each one of you
- 32:33as council people as to how you view
- 32:35this and I seriously the feedback. We
- 32:38never get feedback from these meetings,
- 32:40but I want feedback from these meetings.
- 32:42I want to see what you think about this.
- 32:44I want to know uh how you view it, and I
- 32:47want you to go through and look it up to
- 32:48see exactly what this is and how you
- 32:51feel about recusal. Thanks. Appreciate

- 33:09council members. A, mayor's appointments
- 33:12for boards and commissions. Um currently
- 33:15there are none. Um but um we will be
- 33:20convening with the rules committee here
- 33:21pretty soon again, and that might change
- 33:24in the following um in the weeks ahead.
- 33:27Um going on to our next council meeting.
- 33:31So, we will move on to reports,
- 33:34announcements, and or questions by
- 33:37council. And I'll go ahead and start at
- 33:39the end over there with Councilor
- 33:41Chavez.
- 33:44Good evening, everyone. Um
- 33:47we are scheduled for tomorrow to go over
- 33:50to Prosser for the Boys & Girls Club
- 33:52tour, 3:00.
- 33:54Um I did have some uh council members
- 33:57that did reply of being able to go. I
- 34:00know that only three. Now, you did have
- 34:02a question in regards to having more
- 34:06than four council members go um
- 34:08Can you
- 34:10Right. I don't believe that there's a
- 34:12restriction on the OPM related to
- 34:14council members participating in events
- 34:16that are not necessarily city related.
- 34:18You know, if you all go to a festival
- 34:20and I'll see you all there, or if you go
- 34:22to an association meeting, as long as
- 34:24you're not addressing anything related
- 34:26to city business, it's not an open
- 34:27public meeting. You're just there in as
- 34:30a almost as a private citizen
- 34:33um
- 34:34and not necessarily representing the
- 34:35city.
- 34:37Cuz I would I honestly I would like for
- 34:38a lot of us to go to that. That's going
- 34:40to be something that comes in for our
- 34:42community and a lot of you guys'
- 34:44feedback and input's going to be very
- 34:45important. I know I sent out the the
- 34:48email to all council members and our
- 34:50city manager. So if with that, I mean
- 34:53you guys are more than welcome to go.
- 34:55We're scheduled for it tomorrow at 3:00
- 34:56for the tour. I think it's going to be
- 34:57awesome. Um I would like to see all
- 34:59council be there if possible and I
- 35:02include our mayors.
- 35:04Cuz I do have uh mayor Deputy Mayor
- 35:06Julia Hart that
- 35:08is part of it. I will be going to it and
- 35:11Councilwoman um Sisneros is going to be
- 35:13going to it. So
- 35:14you guys are more than welcome if you
- 35:16guys can see that.
- 35:18Um
- 35:19Council member Hart was putting our
- 35:22names down for us and was supposed to be
- 35:24sending that to you.
- 35:27Because you guys were supposed you guys
- 35:28are Yeah, she was asking if we were
- 35:30going to go and I said, well, I was kind
- 35:31of hoping I could I
- 35:32was able to Yeah, let's let's do it. You
- 35:35know, I'd I'd I'd I'd be great. You guys
- 35:37join us.
- 35:38>> responded to you that
- 35:39>> I didn't get no response. So that's why
- 35:40I want to make sure that we bring this
- 35:42>> has said yes and I'm Let's do it.
- 35:45So since it's open, it's Do we want to
- 35:47meet at City Hall and drive up there
- 35:49together or
- 35:50take our vehicles? It's up to you guys.
- 35:53That was the part that um George felt

- 36:43Yes. So first, um I wanted to share I
- 36:46actually was able to attend the Spirit
- 36:47of Sunnyside event. Um it was really
- 36:49nice to see all the local people who
- 36:52have stepped up in our community. We had
- 36:54a little bit of every
- 36:55um we had like the
- 36:58the um city employees, we had um
- 37:01educators, we had nurses, we had a
- 37:04little bit of everyone and it was just
- 37:05really nice to see. Even like the
- 37:07business person of the year and we just
- 37:08had so many great amazing people um win
- 37:11these awards, so I just wanted to
- 37:12congratulate every single one of you.
- 37:14And I also wanted to
- 37:16just say that I was at the Cinco de
- 37:17Mayo. It was really great. It was really
- 37:19packed. Sunday was crazy and I just
- 37:22wanted to give a shout-out to all the
- 37:24local businesses who signed up and
- 37:25showed up to make the parade extra
- 37:27special this year.
- 37:29I know it's a lot of work to put into
- 37:31decorating and attending and I also
- 37:34wanted to give a huge shout-out to
- 37:35Victoria Hernandez. I saw her like
- 37:37running around everywhere and you know,
- 37:39she did so much for our community and
- 37:41donating her time and also just give
- 37:42thanks to Noon Rotary who put in a lot
- 37:44of effort to make this event possible.
- 37:46So thank you to all of you and that's it
- 37:48from me.

- 37:52Can would it be possible to go back to
- 37:55the Swan Road annexation? Because I did
- 37:59I meant to ask on that. I read this part
- 38:01about it being uh special use permit
- 38:06mini storage.
- 38:08Um
- 38:09this was
- 38:11going to be taken down and a new
- 38:15um like a a house or something was
- 38:18housing was going to be put on that lot
- 38:19or
- 38:20do we have any
- 38:23So that is the question that was brought
- 38:25up. Um
- 38:26I believe Mr. Calhoun was looking into
- 38:28that. So, we haven't gave a definite
- 38:30answer.
- 38:32If
- 38:34If there is a house there, I believe the
- 38:36structure goes with it, but I don't
- 38:37think there is. And
- 38:39if he is going to put up a new house, um
- 38:42there are requirements that he has to
- 38:45The The only structures there are
- 38:48storage units.
- 38:49>> Mhm. Currently. And that's why I was
- 38:51curious about if there was going to be
- 38:54another house going in there instead of
- 38:57the storage units. If there is enough
- 38:59room,
- 39:00um
- 39:01that's That's what I've been told. If
- 39:03there's enough room, then
- 39:04we would have to obviously have to
- 39:06approve the plans, go to the planning,
- 39:09um make sure everything's going to be
- 39:10done correctly.

- 39:31another council meeting. And um full
- 39:33agenda.
- 39:35I'll be talking about that on the
- 39:36manager's report, one of those items
- 39:38that we'll be considering then. And then
- 39:40of course, our workshop is scheduled for
- 39:42the first Monday in June.
- 39:44And um
- 39:46we will have uh Monica participating in
- 39:49that one. That will have kind of a
- 39:52basically a budget workshop, bring her
- 39:54bring us up to date on where we are
- 39:55financially, as well as other items that
- 39:58she wants to include in the budget
- 40:00amendment. She plans on having that
- 40:02ready for a budget amendment on that
- 40:04workshop day. June 1st. June 1st, right.
- 40:07So, it'll give her time to get things
- 40:09ready and have a presentation for us on
- 40:11June 1st.

- 40:29just working on my submitting all
- 40:31documents for the FFA F FFA FAA
- 40:37airport for the fencing
- 40:40um
- 40:41submitting my documents for the comrades
- 40:43to get all the funding that we were
- 40:45received.
- 40:47Uh
- 40:48submitting the documents to wash up for
- 40:51uh the roundabout uh
- 40:53first and
- 40:55first and YVH
- 40:57uh
- 40:59I have many.
- 41:01The Edison Bridge, I know we're waiting
- 41:03on May 22nd. That'll be coming up soon
- 41:05to see if we are past that short list uh
- 41:09for the governor's.
- 41:11Um and then working on the ordinance and
- 41:15SMCs with Mr. Taylor. Um
- 41:18there's a lot that we are working on to
- 41:20revise and
- 41:21bring up
- 41:23updated.
- 41:24Um
- 41:25and then today
- 41:28uh
- 41:28was working with Melissa from the
- 41:30county.
- 41:31Uh
- 41:33I went to the hotel off of YVH um sprung
- 41:36a leak.
- 41:37Well, it didn't spring a leak. Someone
- 41:39put a leak in there. Uh the water's off
- 41:41right now, but we are working with them
- 41:43um to get it repaired. Uh I believe they
- 41:46found somebody that's going to come down
- 41:48and repair it. I just talked to her
- 41:49right before uh
- 41:51council. Um so we'll get that repaired,
- 41:54get the water on, um and then hopefully
- 41:57uh they can
- 41:58find some housing for them.
- 42:01For the [clears throat] residents that
- 42:02are the working in there or living in
- 42:03there.
- 42:04Um also uh YV Tech
- 42:08YV COG meeting I have on Thursday. Um we
- 42:12have interviews for code enforcement. It
- 42:15was open in-house. We have three that
- 42:18submitted uh
- 42:20applications. So, they'll be interviewed
- 42:22here on Wednesday.
- 42:24Um
- 42:27and that's that's all I have. Yes, sir.
- 42:30Do you have uh
- 42:32a date set for the next uh airport
- 42:35committee meeting?
- 42:36I do. It is
- 42:39at
- 42:40the
- 42:42third week of this month. I will get it
- 42:44invitations out to get everybody
- 42:46updated. Want to let everybody know
- 42:47about the T hanger or the hanger that's
- 42:49coming up at the airport, um what
- 42:52they're proposing, and
- 42:54uh have everybody updated. How many How
- 42:57many spots are open on that committee?
- 43:00Uh the I do believe there's only one.
- 43:03There's uh one of the pilots there that
- 43:04I've talked to a few times now. He would
- 43:07very much like to be on that committee.
- 43:09He has a plane there in the big
- 43:11in the original hangers.

- 43:16be I think there's an application that's
- 43:17online that needs to be submitted,
- 43:20um and then it will go to I believe
- 43:22uh Mr. Haley. Council, I think it's
- 43:25the update on on the application.

- 43:28if he would like he's more than welcome
- 43:30to stop by and we can navigate him into
- 43:33the application. Uh that way he can have
- 43:35it submitted. Yeah, I'll I'll let him

- 43:43Uh we do have a new uh development
- 43:46technician, um Lisa. Always she came
- 43:48over. She started on uh May 1st. She's
- 43:52uh learning a lot. She's getting thrown
- 43:54a lot, but she's learning and um I
- 43:56appreciate all the help, and I believe
- 43:58she's going to be help a great asset to
- 43:59our team.
- 44:01Um keeping the doors open as that's what
- 44:03we want. Uh customer service is our
- 44:05number one thing.
- 44:06Um so, and she's uh she's helping us
- 44:09out.
- 44:10So, that's that's all I have.
- 44:15Uh, Cameron, and now I should mention
- 44:17that you show no disrespect by wearing a
- 44:19hat because your hair was on fire, is
- 44:21that what I understand? Not quite, but I
- 44:23apologize for the hat. We assisted
- 44:26neighbor agency with a brush fire just
- 44:27immediately prior to the council meeting
- 44:30and I have what we like to call helmet
- 44:31hair. So, I was trying to just keep that
- 44:34under wraps. So, I This is not my normal
- 44:36wardrobe, so I apologize if there's any
- 44:38disrespect from it. So,
- 44:40Um, but recap
- 44:42reports tonight earlier today we ran 97
- 44:45emergency incidents last week, that's
- 44:47Sunday to Sunday.
- 44:49Last week we did host a instructor one
- 44:52and IFSAC credentialing course at
- 44:54Sunnyside Fire. We had four four
- 44:56Sunnyside Fire members and five other
- 44:59students in there. We did have a 100%
- 45:01success rate on both the written and the
- 45:02practical, so
- 45:04even, which brought us to 256 and 1/2
- 45:07training hours for last week, so
- 45:10pretty excited about that and then stand
- 45:12for any questions. Is Tony one of your
- 45:14trainers? Sorry.
- 45:16Uh, Captain Castillo? Yes, yeah, he's
- 45:18one of our instructors and he is a
- 45:21certified TCO or test control officer
- 45:23with the state.
- 45:28Chief you got anything?
- 45:33Not at this time, no.
- 45:35Not in many words.
- 45:38Uh, manager's report,
- 45:41a priority that I've been working on
- 45:42over the last couple weeks is hiring a
- 45:45new city attorney.
- 45:47>> [gasps]
- 45:47>> I have
- 45:49contacted colleagues all around various
- 45:51cities that I've worked at in the past
- 45:54and
- 45:55among those that I contacted two
- 45:58were
- 45:59interested in serving the city of
- 46:01Sunnyside.
- 46:03I've interviewed both of them.
- 46:05Traveled
- 46:07met halfway for both of them.
- 46:09I also worked with the city of
- 46:11Toppenish. We have an interlocal
- 46:13agreement to have them advise us about
- 46:16city clerk services well
- 46:18Dan
- 46:19Hyde
- 46:21Dan Hyde is also their city attorney
- 46:24who previously was the city attorney for
- 46:27Sunnyside back in their late 80s and
- 46:29early 90s.
- 46:31And so he is going to review the current
- 46:34contract that they
- 46:35the one firm that I I believe is the
- 46:38best fit for the city of Sunnyside
- 46:40carrying us into the future.
- 46:43We didn't we needed an attorney to
- 46:45evaluate an attorney agreement. So we're
- 46:47going to use Dan through the city of
- 46:49Toppenish.
- 46:51And I should come back with a contract
- 46:54professional services agreement for
- 46:55legal services here at our next council
- 46:57meeting.
- 46:58And you will also have an opportunity to
- 47:00meet
- 47:01that attorney that's going to make a
- 47:03presentation or just an introduction
- 47:06of him
- 47:07of who he is and what his company is
- 47:10planning to do or at least eager to
- 47:12provide services for us.
- 47:16We also have a city clerk that's
- 47:18starting on May 27th.
- 47:20And she has a couple days for onboarding
- 47:23and then we'll be sending her off to
- 47:25clerk school which I believe is in
- 47:27Tacoma somewhere week-long kind of a
- 47:30boot camp.
- 47:31And so we will probably have her
- 47:33officially
- 47:35well, she'll be here onboarding for a
- 47:37couple days before she leaves.
- 47:39But then she'll be
- 47:41with us as an apprentice because she's
- 47:44not certified but as an apprentice she's
- 47:46got experience and background in public
- 47:48sector.
- 47:49And
- 47:50in the middle part or the early part of
- 47:52June.
- 47:55Thank you for the update.
