- 0:00presentation of the crpd the United
- 0:03Nations convention on the rights of
- 0:05persons with disabilities
- 0:07crpd for short was adopted on the 13th
- 0:11of December 2006 at the United Nations
- 0:14and was open for signature on the 30th
- 0:17of March 2007. as of September 2014 this
- 0:22convention has been ratified by 147
- 0:24countries in the world including 25 of
- 0:28the 28 EU member states the European
- 0:31Union itself ratified the convention in
- 0:342010
- 0:35this convention is the product of
- 0:38Decades of work by the United Nations
- 0:40and Disability Rights Advocates Around
- 0:42the World to Change attitudes towards
- 0:45persons with disabilities
- 0:47it presents persons with disabilities as
- 0:49Citizens with rights who are capable of
- 0:52making decisions for their lives based
- 0:54on their free and informed consent and
- 0:57be active members of society
- 0:59more specifically the convention
- 1:01clarifies how all categories of Rights
- 1:04apply to persons with disabilities and
- 1:06identifies areas where adaptations have
- 1:09to be made and where protection of
- 1:11Rights must be reinforced the crpd
- 1:14mainly creates obligations for countries
- 1:16that have signed and ratified it and it
- 1:18often leads the government to adapt and
- 1:21change its own laws to support the goals
- 1:23of the convention
- 1:25these laws will have impact on the
- 1:27obligations and performance of Social
- 1:29Service Providers but it does not mean a
- 1:32service provider should wait for these
- 1:33laws to be in place to start respecting
- 1:35the main principles behind the
- 1:37convention this convention includes
- 1:39persons with long-term physical mental
- 1:42intellectual Developmental and sensory
- 1:45disabilities
- 1:46but also covers persons with short-term
- 1:48disabilities that are deprived of their
- 1:50rights this convention is based on the
- 1:53social model of disability
- 1:56key elements of the crpd that affect
- 1:59social services design and provision
- 2:02the convention contains various elements
- 2:04about the rights of persons with
- 2:06disabilities that are very important for
- 2:08social services and their staff to keep
- 2:10in mind when designing services to
- 2:13persons with disabilities
- 2:15here are some of these rights
- 2:171. equality and non-discrimination
- 2:21it is illegal for a country to have
- 2:23regulations that discriminate against
- 2:25persons with disabilities
- 2:27when necessary governments should create
- 2:30laws to protect the rights of persons
- 2:32with disabilities and put these laws
- 2:34into action the convention also
- 2:37recognizes that people can also face
- 2:39multiple forms of discrimination
- 2:41for example women and girls with
- 2:44disabilities could face different
- 2:45challenges than men and boys who also
- 2:48have a disability
- 2:502. the rights to privacy and dignity and
- 2:54the importance of Abuse Prevention
- 2:56abuse of persons with disabilities can
- 2:59come in several forms such as physical
- 3:02abuse psychological abuse neglect sexual
- 3:06abuse and financial abuse
- 3:09Social Work professionals and social
- 3:11service providers have an essential role
- 3:14in protecting and promoting the rights
- 3:16of persons with disabilities to be free
- 3:18from abuse this role not only involves
- 3:21prevention and protection by setting
- 3:23policies in place that minimize the
- 3:25possibility of abuse but it also
- 3:27requires action in condoning and
- 3:30Reporting instances of abuse detected
- 3:32among its staff
- 3:34the right to privacy and dignity of
- 3:36persons with disabilities also means
- 3:39that social service providers who may
- 3:41have access to a lot of personal
- 3:42information on the persons they serve
- 3:44must be mindful of how this sensitive
- 3:47information is shared and with whom
- 3:50three the right to self-determination
- 3:54self-determination is a person's ability
- 3:56to make informed decisions for
- 3:58themselves on how they want to lead
- 4:00their life for this to happen the person
- 4:03must be informed about the choices
- 4:04possible and empowered to make their
- 4:07decision a reality service providers can
- 4:10support this empowerment by providing
- 4:12each service user with an individual
- 4:14plan of services that is customized to
- 4:17their specific needs Ambitions and
- 4:19preferences
- 4:21because each person has different needs
- 4:23and goals for themselves users of
- 4:26disability services cannot all receive
- 4:28the exact same set of services this is
- 4:31also called individual planning
- 4:344. reasonable accommodation a reasonable
- 4:38accommodation is when a change or
- 4:40adjustment is made to a service which
- 4:42does not require disproportionate
- 4:44resources from the one who offers it but
- 4:46makes it possible for a person to
- 4:48participate in an activity whereas
- 4:50without the accommodation it could not
- 4:52have been possible
- 4:53providing a person with disability
- 4:55reasonable accommodation and or the
- 4:58support he or she needs to participate
- 5:00in daily activities is to be seen as a
- 5:03means to ensure his or her right to
- 5:05participation not as dependents 5. the
- 5:09right to home and family
- 5:11people have the right to live where and
- 5:13with whom they want including their
- 5:15families if they wish
- 5:17if a person has a disability the
- 5:19government should support the family
- 5:21with disability related expenses and
- 5:23services if persons with a disability
- 5:26cannot or does not want to live with
- 5:28their immediate family the government
- 5:30should support in providing care within
- 5:33the wider family or community
- 5:35persons with disabilities have the same
- 5:38rights as other people to reproductive
- 5:39health information to marry and to have
- 5:42children
- 5:43it is important for social service
- 5:45providers to understand the importance
- 5:48and impact of the right to home and
- 5:49family in relation to enjoying other
- 5:52rights in many cases persons with a
- 5:55disability are institutionalized or sent
- 5:58far away from their families the right
- 6:00of persons to live with their families
- 6:02also means that families should have
- 6:04access to planning and monitoring the
- 6:07service users individual programs
- 6:106. independent living it is important
- 6:13for governments and service providers to
- 6:16understand the right to independent
- 6:17living in the community and to examine
- 6:20which support services will be needed
- 6:22for an equal access to Independent
- 6:24Living
- 6:25the right of persons to live in the
- 6:27community encourages community-based
- 6:29services for persons with a disability
- 6:31and therefore contributes to the concept
- 6:34of inclusion in society the right to
- 6:37independent living in the community also
- 6:40means that they should have access to
- 6:41Individual Services in their proximity
- 6:45conclusion
- 6:46with the ratification of the crpd there
- 6:50are many elements of our societies that
- 6:52will need to change and adapt in order
- 6:55to include persons with disabilities in
- 6:57all areas of life education work family
- 7:01as well as cultural and sports
- 7:03activities
- 7:05in order to see this Vision come to
- 7:07reality in the near future social
- 7:10service providers throughout Europe are
- 7:12encouraged to integrate the principles
- 7:14of the convention in all aspects of
- 7:16their service delivery and support an
- 7:18independent life for persons with
- 7:21disabilities
