- 0:17before we begin let's discuss what core
- 0:19treatment is core treatment involves
- 0:20treating fecal sludge collected from
- 0:22onsite systems
- 0:23along with sewage at a sewage treatment
- 0:25plant or an stp
- 0:26the fecal sludge is collected from
- 0:28households by trucks and is transported
- 0:30to a decanting facility
- 0:31here it gets mixed with sewage and is
- 0:33conveyed to the stp for treatment
- 0:35now let's understand the co-treatment
- 0:37story in tamil nadu
- 0:39in urban tamil nadu most of the
- 0:40households rely on onsite systems for
- 0:42managing fecal waste
- 0:44which is why the tamil nadu government
- 0:45prioritized fecal sludge management
- 0:47and issued the operative guidelines for
- 0:49safety management in 2014.
- 0:51the goal was to ensure that fecal waste
- 0:54is treated and disposed safely
- 0:56so how did core treatment become the
- 0:57first option for tamil nadu
- 0:59well there are two key factors first of
- 1:01all code treatment requires low
- 1:03investments it involves only upgradation
- 1:05or construction of sludge receiving
- 1:06facilities
- 1:07secondly the stps in tamil nadu have a
- 1:09surplus capacity of almost 35 percent
- 1:11this represents a clear opportunity for
- 1:13co-treatment
- 1:14tamil nadu state investment plan focuses
- 1:16on optimal utilization of resources
- 1:18what this means is leveraging existing
- 1:21infrastructure for core treatment is a
- 1:22top priority
- 1:23through a cluster approach core
- 1:24treatment can increase treatment
- 1:26coverage to 60 percent of tamil nadu's
- 1:28urban population
- 1:29new facilities are planned only where
- 1:30core treatment is not a possibility
- 1:32under the cluster approach local bodies
- 1:34within 10 kilometers of each other share
- 1:36a single treatment facility
- 1:37so you may be wondering how tamil nadu
- 1:39urban sanitation support program is
- 1:41facilitating co-treatment in tamil nadu
- 1:43we began with an assessment of sewage
- 1:44treatment plants and the sewerage
- 1:46network to understand the feasibility of
- 1:48code treatment
- 1:49then we categorized ulbs based on the
- 1:51status of the facility and the
- 1:52investment required to implement
- 1:54core treatment as you can see stps
- 1:56falling under category a require minimal
- 1:58investment of
- 1:59up to rupees 3 lakh co treatment can be
- 2:02implemented most easily here
- 2:03cnu ssp is also providing design and
- 2:06quality assurance support for decanting
- 2:08facilities
- 2:09undertaking demonstration of
- 2:11pre-treatment of fecal sludge
- 2:14strengthening operations and maintenance
- 2:15protocol to sustain co-treatment
- 2:18advocating for decanting facilities at
- 2:20upcoming sewage treatment plants
- 2:22building capacities of government
- 2:24officials and operators
- 2:26and enabling institutionalization of
- 2:28cluster approach including in rural
- 2:30areas
- 2:31so the way forward for core treatment in
- 2:33tamil nadu is to
- 2:34address issues with stps decanting
- 2:37facilities
- 2:38enable urban clustering of ulps
- 2:40institutionalize
- 2:41arrangements between local bodies and
- 2:43ensure regulation of these lugging
- 2:44operators
- 2:45now that we have seen how the core
- 2:47treatment model works in tamil nadu
- 2:49let us now discuss the potential across
- 2:50india let us take the example of alhabad
- 2:53here we can cover a population of 20
- 2:55lakhs at existing and upcoming sewer
- 2:56treatment plants
- 2:57you may be surprised to know that india
- 2:59generates a whopping 62 000 million
- 3:01liters of wastewater every day
- 3:03and around 70 of this is not even
- 3:05treated so this clearly demonstrates the
- 3:07potential of co-treatment at the
- 3:08national level
- 3:09sewage treatment plants across india are
- 3:11not fully utilized around 30
- 3:13of their capacity is available by
- 3:15utilizing existing sewage treatment
- 3:16plants
- 3:17core treatment can help bridge the gap
- 3:18and take us one step
- 3:20closer to a cleaner greener and
- 3:22healthier india
- 3:23co-treatment offers a range of benefits
- 3:26using existing facilities it gives us a
- 3:28quick and cost effective solution to
- 3:29treat human waste
- 3:31this helps us improve public health and
- 3:32protect the environment
- 3:34so clearly core treatment is a win-win
- 3:37for everybody
