- 3:27[applause]
- 4:00>> Welcome to the council. Now, let's get
- 4:01to work.
- 4:06>> [laughter]
- 4:08>> All right, next up we have open call to
- 4:11the public, which enables the public to
- 4:13address council about an item that is
- 4:15not on tonight's agenda. Comments
- 4:18related to items that are
- 4:20that are
- 4:21that are on the agenda will be taken at
- 4:24the time that the item is discussed. You
- 4:27have 3 minutes, and there is a clock
- 4:29here below me, so you can see how much
- 4:31time you have left, and I will start
- 4:34with James Lenoy.
- 4:39>> Uh James Lundy.
- 4:40>> Oh, Lundy.
- 4:41>> Yeah,
- 4:42my penmanship's not very good, I guess.
- 4:50>> Good afternoon. My name is James Lundy,
- 4:52and I live at 1750 North Fairway Drive.
- 4:55I've long followed the nearly
- 4:5650-year-old controversy over leaking
- 4:58Lake Elaine in Continental, and so I'm
- 5:00here today to speak in support of the
- 5:02proposed amendments to the water
- 5:03conservation ordinance, which was
- 5:05originally scheduled for today's agenda.
- 5:09It would take hours versus the 3 minutes
- 5:11allotted to describe Lake Elaine's
- 5:13fraught history. The basics are as
- 5:15follows.
- 5:16The lake began to leak almost from
- 5:18inception in the 1980s. The 50 lakeside
- 5:21owners sued, and Fairfield, which has
- 5:23succeeded Charles Keating as the
- 5:25property developer, signed a settlement
- 5:27agreement to maintain a 26-acre lake to
- 5:306845
- 5:32ft and keep it full in 1990.
- 5:35Fairfield then left Flagstaff and turned
- 5:37the HOA over to a volunteer board.
- 5:40Over the next 26 years, the lake
- 5:42continued to leak and require repairs,
- 5:44eventually using up more of
- 5:46Continental's contracted city water than
- 5:49either of the properties' two golf
- 5:50courses. Continental is Flagstaff
- 5:53Flagstaff area's only public golf
- 5:55course.
- 5:56The lakefront owners sued again in 2016,
- 5:59and by 2017,
- 6:01Continental quit putting water in the
- 6:02lake. In 2020, the Superior Court ruled
- 6:05that Continental
- 6:07must abide by the terms of the 1990
- 6:09settlement signed by Fairfield and fined
- 6:12it $700 a day until it started refilling
- 6:14the dry lake.
- 6:16Viewing the Supreme Court Superior Court
- 6:18decision to be practically and
- 6:20financially irresponsible, Continental
- 6:22filed for bankruptcy in 2021.
- 6:25Ultimately, the bankruptcy court
- 6:26endorsed Continental's position that the
- 6:281990 settlement agreement was an
- 6:30executory contract dischargeable in
- 6:33bankruptcy as an unsecured claim.
- 6:35This resulted in a new settlement in
- 6:37June of 2023 whereby the 2,395
- 6:41Continental homeowners passed an
- 6:43assessment of $2,000 per lot
- 6:47prepared a fund in order to address Lake
- 6:50Elaine and other obligations. The
- 6:53agreement contemplated that a reduced
- 6:55water feature consisting of smaller
- 6:57ponds, 13 acres, and could be built for
- 7:00about 2 and 1/2 not to exceed 2 and 1/2
- 7:02million dollars.
- 7:04Almost 3 and 1/2 years have elapsed and
- 7:06no final plan to effectuate the revised
- 7:08water feature plan has been made public,
- 7:11nor is the status of the permitting
- 7:13application with the Arizona Department
- 7:14of Water Resources clear.
- 7:16The water contract between Flagstaff and
- 7:18Continental for reclaimed water was
- 7:20renewed in 2019
- 7:22and 24 with no water designation for
- 7:25Lake Elaine. Rather, the uses described
- 7:28are for the golf courses and other
- 7:29community amenities.
- 7:31The proposed ordinance makes perfect
- 7:33sense in the history of this man-made
- 7:34lake constructed in a geologically
- 7:37difficult rocky drainage channel is not
- 7:39deserving of an exception. It's been dry
- 7:41for 8 years. The city should pass the
- 7:43ordinance with no legal lame carve out
- 7:46and leave the parties to come up with a
- 7:47restoration plan that does not go on
- 7:50wasting the city's water. Thank you.
- 7:53>> Thank you.
- 7:55Pamela Melton
- 8:03>> Mayor, council
- 8:06I'm speaking about proposition 405 fan
- 8:09financing only today.
- 8:12I have financing questions that still
- 8:14remain that I've already submitted. They
- 8:16are
- 8:17Does the analysis include the full
- 8:19proposed 40 million borrowing in a
- 8:21secondary property tax rate at 76 cents
- 8:25per 100 of assessed valuation every year
- 8:27through final repayment?
- 8:30Identify any year assuming a higher
- 8:32rate.
- 8:34How much repayment capacity becomes
- 8:36available as existing bonds retire? How
- 8:39much is already committed? And how much
- 8:41does the plan depend on continued growth
- 8:44in taxable assessed valuation?
- 8:47What interest rates, issuance dates, and
- 8:49repayment schedule does it assume?
- 8:54Has the city tested flat or declining
- 8:56valuation scenarios?
- 8:59What contingency plan applies if
- 9:01valuations, collections, or borrowing
- 9:04costs differ from those assumptions?
- 9:07Could general fund resources legally
- 9:09support repayment?
- 9:11If that possibility is anticipated, how
- 9:14would existing services be protected?
- 9:18What legally binding limit, if any,
- 9:20applies to the secondary property tax
- 9:22rate for these bonds?
- 9:25The statement that existing property tax
- 9:27rates would not increase does not itself
- 9:29establish a legally binding rate
- 9:32ceiling.
- 9:33Please answer each question in writing
- 9:35identifying supporting documents as soon
- 9:38as possible before the November 3rd
- 9:40elections,
- 9:41so that voters can review the answers
- 9:44before voting if they haven't already
- 9:46done so.
- 9:47This is a request for clarity about a
- 9:49long-term financial obligation. Thank
- 9:52you.
- 9:54>> Thank you. Danielle Adams.
- 10:06>> Madam Mayor, Madam Vice Mayor, members
- 10:10of Flagstaff City Council.
- 10:13My name is Dr. Danielle Adams, and I am
- 10:15the executive director of the Flagstaff
- 10:18Dark Skies Coalition.
- 10:20I'm here to say thank you.
- 10:23This Flagstaff City Council is the
- 10:25latest in a long line of Flagstaff
- 10:28governments that have decided to protect
- 10:31our star-filled sky
- 10:33in order to enhance our quality of life.
- 10:37Your actions preserve dark skies as a
- 10:40natural resource for the benefit of our
- 10:42ecosystem, our physical and mental
- 10:45health,
- 10:47astronomical discovery,
- 10:49and economic growth through
- 10:51astrotourism.
- 10:53In 1958, the city of Flagstaff, with
- 10:56support from astronomers at Lowell and
- 10:59the U.S. Naval Observatory, created the
- 11:02world's first ordinance protecting the
- 11:05night from artificial light.
- 11:08In 1989,
- 11:09first Coconino County,
- 11:12and then the city of Flagstaff, came out
- 11:14with the world's first comprehensive
- 11:17outdoor lighting codes to address the
- 11:20spectrum of light,
- 11:22its shielding, and its output. These
- 11:25remain the foundation of our lighting
- 11:28codes to this day.
- 11:30The tireless efforts of city staff keep
- 11:34our skies protected.
- 11:37Now, Flagstaff is nearly finished with
- 11:40its retrofit
- 11:42of some 4,000 streetlights to our
- 11:45current standard of narrow spectrum
- 11:47amber, setting an example for literally
- 11:51the rest of the world.
- 11:53In 2001, the city's efforts were
- 11:56formally recognized when Flagstaff
- 11:59became the world's first international
- 12:01dark sky city following a proposal from
- 12:05the Flagstaff Dark Skies Coalition.
- 12:08This Saturday, October 24th, marks 25
- 12:12years since the city of Flagstaff
- 12:15received that designation.
- 12:18We have been celebrating this
- 12:19anniversary all year long through free
- 12:22public events supported by BBB revenues
- 12:26granted to FDSC through Creative
- 12:28Flagstaff and a Flagstaff Beautification
- 12:31in Action Grant.
- 12:33Thousands of people
- 12:35came to these events, each one an
- 12:37example of how the city's BBB revenues
- 12:41come back to our residents. The final
- 12:43event is this fall's anniversary and
- 12:46this fall's celebration is our last full
- 12:49moon concert in Buffalo Park this
- 12:51Sunday.
- 12:52We also thank the Discover Flagstaff
- 12:54team for their promotion of these events
- 12:57across the year.
- 12:59Here's to our next 25 years under the
- 13:02Milky Way. Thank you so much.
- 13:06>> Thank you.
- 13:08Stephen Knutson
- 13:15>> Um, hello.
- 13:17I come before you again to practice and
- 13:19participate in democracy.
- 13:21And that's what we're doing here.
- 13:24Um, I come to ask my fellow citizens to
- 13:27vote down proposition 404 and 405.
- 13:31The city can come back to the people to
- 13:34the
- 13:35to the electorate when they have a
- 13:37better plan and a better paradigm.
- 13:41I looked at the word paradigm.
- 13:43What is a paradigm?
- 13:45A paradigm is a fundamental framework or
- 13:48set of concepts that shape how people
- 13:51view and interpret the world.
- 13:53A paradigm serves as a shared mental
- 13:57model.
- 13:59What is a paradigm shift?
- 14:02A paradigm shift is a fundamental a
- 14:04fundamental change in the basic concepts
- 14:07and practices of a society.
- 14:10It happens when existing ways of
- 14:12thinking are replaced by a whole new
- 14:15perspective.
- 14:17The city of Flagstaff requires a
- 14:20paradigm shift.
- 14:23We need to transition from business as
- 14:25usual to business unusual.
- 14:29Turn from a government of the people, by
- 14:32the people, for the Chamber of Commerce.
- 14:41I lost my place.
- 14:43Oh, to one dedicated to the common good.
- 14:47Who benefits from the 404 tax increase
- 14:51and the 405 debt?
- 14:53Members of the Chamber of Commerce do.
- 14:56Who get construction contracts or sell
- 14:58million-dollar vehicles.
- 15:02Who pays?
- 15:04The workers pay.
- 15:06The little man pays.
- 15:09And
- 15:10they indenture themselves by passing
- 15:12bonds.
- 15:14The $40 million debt
- 15:17to fund essentially what is a city
- 15:19shopping spree.
- 15:21Thank you.
- 15:23>> Thank you.
- 15:24Steven Poor.
- 15:38>> Good afternoon, mayor, vice mayor,
- 15:40council members.
- 15:42I'm here to give you an update on the
- 15:43population forecast for your city.
- 15:46Last September, the
- 15:47Arizona state demographer
- 15:50who's located in the Arizona office of
- 15:52economic opportunity
- 15:54updated the growth for Flagstaff.
- 15:57And now they're projecting, as they were
- 15:59before, in 2055, Flagstaff's population
- 16:02will peak.
- 16:03This time it will peak at 1,964
- 16:07fewer people.
- 16:09The numbers are coming down, not up.
- 16:12And that number was 85,367.
- 16:16Or
- 16:1814,000 less than the water department
- 16:21forecast when we need Red Gap Ranch.
- 16:26And those numbers from the state do not
- 16:28include the recent decline in enrollment
- 16:31for this year at NAU, nor the forecasted
- 16:34decline in NAU
- 16:37over the coming 10-12 years.
- 16:40So, it's interesting though
- 16:42that there's also a forecast
- 16:44by your county members.
- 16:46And they're forecasting 20-year growth
- 16:48for the city of Flagstaff to average
- 16:500.37%.
- 16:53Ted higher than the state's 0.32.
- 16:59But the city's is four times that
- 17:01number.
- 17:021.4%. How could it be so off?
- 17:06There's no state demographer. I know
- 17:07they have a difficult job. But here you
- 17:10have
- 17:11taking 10 years of 10, 20 to 2020, and
- 17:15taking the average number.
- 17:17If you did that from the 60, 70, 80, 90
- 17:20and 2000.
- 17:21And took the last 10 year average, you'd
- 17:24miss every year. Not to mention the fact
- 17:26they're using 1.4.
- 17:29Out to 2070.
- 17:32Outrageous.
- 17:34You've had a forecast come before you
- 17:36that you paid a professional economist
- 17:39in November of 23 that said we're
- 17:41peaking in 2040. The state demographer
- 17:44is a bit kinder and says we're peaking.
- 17:45It's barely growing into 2055.
- 17:49So you have all this evidence. And my
- 17:51question is, this is only the third year
- 17:53I'm telling you about this.
- 17:55When are we ever going to have a
- 17:56conversation? You hear the people. You
- 17:59say you want to talk to the people.
- 18:02I'm waiting 3 years.
- 18:05These numbers are just getting worse for
- 18:06you.
- 18:07And you've approved over $5 million to
- 18:09spend on Red Gap Ranch since I began
- 18:12talking.
- 18:13When's this going to stop?
- 18:16The Red Gap Ranch for the people who
- 18:17don't know and the other construction
- 18:19projects related to water and sewer in
- 18:21this town. Amount to somewhere between
- 18:24550 and 600 million dollars. And those
- 18:27are the city's numbers, not mine.
- 18:29That's why it means so much.
- 18:31I hope someday in the future there could
- 18:33be a real conversation and we could
- 18:35really look at how we're going to spend
- 18:36our money here. Thank you.
- 18:39>> Thank you.
- 18:40Colleen Mering.
- 18:52>> Good afternoon mayor, vice mayor,
- 18:54council.
- 18:55My name is Colleen Mering. I'm the chief
- 18:57people officer at Northern Arizona
- 18:58Healthcare. I want to start by
- 19:00congratulating Dr. Moses Malazo on his
- 19:02appointment. We're so fortunate to have
- 19:05you as a council member. Um and you are
- 19:06probably confused as to why I'm here. So
- 19:08great opportunity for um me to uh
- 19:12uh remind um the council and the city
- 19:15why we do come actually at the
- 19:17suggestion of council member Matthews
- 19:19two years ago. We made a commitment to
- 19:21start attending as many regular council
- 19:23meetings as we can.
- 19:25You guys have work sessions all the
- 19:26time. We can't make it every time, but
- 19:29we try to be here at all the regular
- 19:30council meetings just like many of your
- 19:32staff departments to share updates and
- 19:34information that is hopefully helpful to
- 19:36your constituents and helps us meet our
- 19:39commitment to listen to and be visible
- 19:40in the communities we serve. We hope
- 19:43that and we know from the feedback from
- 19:46your constituents, our community members
- 19:48that folks do hear. This is one good
- 19:50communication channel for us to use.
- 19:53And so we try to come here with timely
- 19:55relevant updates for you
- 19:57and your constituents.
- 19:59So today we wanted to just share some
- 20:01information about gastroenterology
- 20:03services cuz there's been some confusion
- 20:06in the community over the last few
- 20:07years. The main we call it GI sometimes.
- 20:10The main gastroenterology group in town
- 20:13split apart. We were fortunate at NAH to
- 20:17be able to employ and retain Dr. Andrew
- 20:19Overheiser in the community and and
- 20:21welcome him to our um
- 20:23clinics in 2025. He's practiced in the
- 20:25community for a long time.
- 20:27But since that time another practice
- 20:31group in town opened a practice and then
- 20:34just in July closed that practice. And
- 20:36when they closed we had a lot of
- 20:37community members call us and say, "Oh
- 20:38my gosh, you don't have GI anymore.
- 20:40Everybody's closed. Everybody's gone."
- 20:42So we wanted to come here today and say,
- 20:43"No, no, no. We are here. We're open for
- 20:45business for gastroenterology services
- 20:47at at NAH."
- 20:50We've grown from a team of just Dr.
- 20:52Overheiser to 14 physicians and advanced
- 20:55practice providers who care for both
- 20:57inpatients and outpatients
- 20:59providing GI services. So I know it's
- 21:01created a lot of confusion and fear in
- 21:03the community because many of us have
- 21:04Flagstaff or Northern Arizona in our
- 21:06name. So there's a lot of confusion as
- 21:08to where you can get that care, Um um
- 21:10but we want to make sure that people uh
- 21:11can call Northern Arizona Healthcare or
- 21:13come to Flagstaff Medical Center um and
- 21:15get preventative screening on an
- 21:17outpatient basis or
- 21:19um our physicians and APPs provide
- 21:21really um
- 21:23uh
- 21:23some of the most complex GI services on
- 21:25our inpatient basis as well.
- 21:28Um thank you for this opportunity to um
- 21:31use public comment to communicate not
- 21:32only with you, but uh the entire
- 21:34community. We're really grateful um to
- 21:36be here. Thanks.
- 21:38>> Thank you.
- 21:49All right, we have three proclamations
- 21:51today. The first is United Against Hate
- 21:55Week, the second is Community Planning
- 21:57Month, and the third is Domestic
- 21:59Violence Awareness Month.
- 22:02So, I ask that if you are here for
- 22:05United Against Hate Week, um that you
- 22:08come down and join us here on the dais,
- 22:11and we'll take a photo after the
- 22:13proclamation is read, and then next
- 22:15we'll go straight into Community
- 22:17Planning Month.
- 23:07>> Thank you.
- 23:11>> [snorts]
- 23:13>> The city of Flagstaff is committed to
- 23:15fostering a welcoming, inclusive, and
- 23:18equitable community where all people are
- 23:20treated with dignity, respect, and
- 23:22compassion, regardless of race,
- 23:25ethnicity, religion, national origin,
- 23:28gender identity or expression, sexual
- 23:31orientation, age, ability.
- 23:34Our community is enriched by the
- 23:36diversity of residents, cultures,
- 23:38traditions, and perspectives. And this
- 23:41diversity is a source of strength that
- 23:43contributes to the vitality and
- 23:45resilience of Flagstaff.
- 23:48Acts of hate, discrimination, bias,
- 23:51harassment, and intimidation threaten
- 23:54the safety and well-being of individuals
- 23:56and families, undermine trust, and
- 23:59weaken the fabric of our community.
- 24:02United Against Hate Week is an
- 24:04opportunity for individuals, schools,
- 24:06businesses, nonprofit organizations,
- 24:09faith communities, and local governments
- 24:11to unite in rejecting hate and promoting
- 24:14kindness, understanding, belonging, and
- 24:16civic engagement.
- 24:18Creating a community where everyone
- 24:20feels safe, valued, and respected
- 24:23requires ongoing education, meaningful
- 24:26dialogue, and a shared commitment to
- 24:28standing up against prejudice and
- 24:30discrimination in all its forms.
- 24:33The city of Flagstaff recognizes that
- 24:36building a stronger community depends on
- 24:38each of us embracing our shared
- 24:40humanity, celebrating our differences,
- 24:43and working together to ensure that
- 24:45every resident can thrive.
- 24:47Now, therefore, I Mayor
- 24:52>> [clears throat]
- 24:52>> Let's try that again.
- 24:54Now, therefore, I Mayor Becky Daggett,
- 24:57Mayor of the City of Flagstaff, do
- 24:59hereby proclaim October 18th through
- 25:0124th, 2026 as United Against Hate Week,
- 25:06and encourage all residents, businesses,
- 25:09educational institutions, community
- 25:11organizations, and visitors to
- 25:13participate in activities that promote
- 25:15inclusion, respect, understanding, and
- 25:18belonging.
- 25:20>> [applause]
- 25:25[applause]
- 26:07[laughter]
- 26:09>> Well, my name is Roxana Cardiel,
- 26:11organizer for Northern Arizona
- 26:12Interfaith Council, and I'm so happy to
- 26:14be here today.
- 26:16I was just thinking about the state of
- 26:18our world, state of our country, our
- 26:19state,
- 26:21our county, our city, our neighborhoods,
- 26:23and
- 26:24how important it is in this moment to
- 26:27stand in the name of love. And I don't
- 26:28mean this as a vague term, but
- 26:31love is actionable.
- 26:33And this is one very simple way to make
- 26:34it actionable. And I invite every single
- 26:36one of you to consider how you
- 26:38are making it actionable in your own
- 26:40lives.
- 26:41Thank you.
- 26:44>> [applause]
- 26:47>> Greetings, beloved community.
- 26:51This
- 26:52may seem like not a big thing, but
- 26:56actually it is a very big thing.
- 27:00And the only thing that stamps out
- 27:03hatred
- 27:04is love.
- 27:06Love of community,
- 27:09love of self,
- 27:11love of our fellow human beings.
- 27:14And so, let this be a day that reminds
- 27:17us to be in love, be in love with
- 27:20ourselves, be in love with our
- 27:23community,
- 27:25and to just simply be in love. Thank you
- 27:29and bless you.
- 27:31>> [applause]
- 27:53>> All right. Yes, anyone here for
- 27:55Community Planning Week?
- 28:15>> [laughter]
- 28:41>> All right.
- 28:44Whereas sound community planning shapes
- 28:46how the people of Flagstaff, Arizona,
- 28:48work, live, and move through their city
- 28:51for generations to come.
- 28:53Planners bring data-driven insight and
- 28:56technical expertise to the choices
- 28:58communities make about growth, housing,
- 29:01transportation, and land use.
- 29:04Community planning succeeds when
- 29:06residents are meaningfully involved in
- 29:08shaping the future of their own
- 29:10neighborhoods and city.
- 29:12The full benefits of planning depend on
- 29:15elected and appointed officials who
- 29:17understand, support, and demand
- 29:20excellence in both planning and its
- 29:22implementation.
- 29:24The month of October is designated as
- 29:26National Community Planning Month
- 29:28throughout the United States of America
- 29:30and its territories.
- 29:32The American Planning Association
- 29:34designates National Community Planning
- 29:36Month to highlight planning's essential
- 29:39role in every community and planners'
- 29:41unique ability to solve the most
- 29:43pressing housing, transportation, and
- 29:45land use challenges facing our
- 29:48communities.
- 29:49National Community Planning Month offers
- 29:51Flagstaff the opportunity to publicly
- 29:54recognize the dedication of our
- 29:56appointed planning and zoning commission
- 29:58members and to thank the professional
- 30:00community planners of Flagstaff for
- 30:03their sustained commitment to public
- 30:05service and the improvement of our city.
- 30:08Now, therefore, I, Councilmember Kara
- 30:10House, on behalf of Mayor Becky Daggett,
- 30:13Mayor of the City of Flagstaff, Arizona,
- 30:15do hereby proclaim October 2026 as
- 30:19Community Planning Month.
- 30:22>> [applause]
- 30:27[applause]
- 30:35>> Wait. Wait.
- 30:45>> Thank you.
- 30:59>> I wrote it down just so I wouldn't speak
- 31:01too long, but I just want to reiterate
- 31:03that community planning matters because
- 31:05it helps shape some neighborhoods grow
- 31:07in ways that balance housing,
- 31:09multi-modal transportation,
- 31:11jobs, green space, and public services
- 31:14so people can live well.
- 31:15It also gives residents a voice in the
- 31:17process
- 31:19to help shape the community in a way
- 31:20that reflects the community's needs and
- 31:22the values. And I really want to
- 31:24recognize the people standing up here
- 31:25behind me, the people who weren't able
- 31:27to make it, planning and zoning
- 31:29commission, and a lot of city staff, and
- 31:31other members of our community that show
- 31:33up every day to help shape our community
- 31:35and make Flagstaff one of the best
- 31:37places to live. Thanks.
- 31:40>> [applause]
- 31:52[clears throat]
- 32:10[clears throat]
- 32:19>> Where's your apron?
- 32:20>> How you doing? I know.
- 32:30>> October is annually recognized as
- 32:33National Domestic Violence Awareness
- 32:35Month.
- 32:36Domestic violence is a pattern of
- 32:38behavior of violence and intimidation
- 32:40for the purpose of gaining power and
- 32:42control over an intimate partner.
- 32:45Although progress has been made toward
- 32:47preventing and ending domestic violence
- 32:49and providing support for survivors and
- 32:51their families, important work remains
- 32:54to be done.
- 32:55More than 12 million people in the in
- 32:57the United States are victims of sexual
- 32:59assault, physical violence, or stalking
- 33:02by an intimate partner each year,
- 33:04including roughly one in four women and
- 33:07one in seven men.
- 33:08More than 11,000 victims lost their
- 33:11lives to domestic violence in the United
- 33:13States between 2020 and 2024.
- 33:17Domestic violence affects people of all
- 33:19genders, sexual orientations, ages,
- 33:23racial, ethnic, cultural, social,
- 33:26religious, and economic groups.
- 33:29Domestic violence within a family
- 33:31increases the risk of other violence in
- 33:33the home, including child abuse.
- 33:36Approximately 25% of all children
- 33:39witness domestic domestic violence
- 33:41during their childhood, having potential
- 33:43long-term consequences, including
- 33:45difficulty at school, substance abuse,
- 33:48behavioral problems, and serious adult
- 33:51health problems.
- 33:53The Flagstaff Police Department
- 33:54responded to 1,939
- 33:57incidents classified as domestic
- 34:00violence in 2025.
- 34:03Survivors of domestic violence exhibit
- 34:05amazing courage, strength, and
- 34:07determination in the aftermath of such
- 34:10violence and deserve support and access
- 34:12to culturally responsive,
- 34:15trauma-informed programs, and services
- 34:17to increase their safety and
- 34:19self-sufficiency.
- 34:21The City of Flagstaff encourages all
- 34:23community members to work to support
- 34:25survivors of domestic violence and the
- 34:28efforts of community organizations that
- 34:30provide community education and
- 34:32outreach, as well as services and
- 34:35support to survivors of domestic
- 34:37violence.
- 34:38Now, therefore, I, Vice Mayor Miranda
- 34:41Sweet, on behalf of Mayor Becky Daggett,
- 34:44Mayor of the City of Flagstaff, do
- 34:46hereby proclaim October 2026
- 34:50as Domestic Violence Awareness Month
- 34:53in Flagstaff, Arizona, and call upon the
- 34:55citizens of Flagstaff to join law
- 34:57enforcement, victim advocacy groups, and
- 35:01other local organizations to make our
- 35:03community a safe and supportive place
- 35:06for all families. To further acknowledge
- 35:08and support Domestic Violence Month, the
- 35:11city will raise the Domestic Violence
- 35:13Awareness Flag in front of City Hall for
- 35:15the month of October 2026.
- 35:20>> [applause]
- 35:40>> Hi everyone. My name's Kelly Wells with
- 35:42Sharon Manor. I just wanted to say a
- 35:44quick few things.
- 35:46Um,
- 35:47thank you, Mayor, [clears throat] Vice
- 35:48Mayor, Council members for taking the
- 35:51time to recognize October as Domestic
- 35:53Violence Awareness Month.
- 35:56As um, Vice Mayor said in the
- 35:58proclamation, domestic violence doesn't
- 36:01discriminate. It doesn't matter where
- 36:03you work, what you drive, where you
- 36:06live, or how much money you make,
- 36:09or how you identify.
- 36:11>> [snorts]
- 36:12[cough]
- 36:12[clears throat]
- 36:12>> This could be your mother, brother, or
- 36:14friend.
- 36:16The best thing that we can do in in our
- 36:18community to support survivors of
- 36:20domestic violence is to familiarize
- 36:23yourself with our local services.
- 36:26Um, when somebody discloses domestic
- 36:29violence to you, the best thing you can
- 36:31do is be a kind listening ear. You don't
- 36:34have to have the right things to say,
- 36:36but you can know the services and where
- 36:38you can send people to get the right
- 36:41help. Um, so big kudos to Victim Witness
- 36:46of Northern Arizona, Northland Family
- 36:48Help Center, NACOSA, and then Sharon
- 36:52Manor.
- 36:53>> Thank you.
- 36:54>> [applause]
- 37:42>> Next up, we have council liaison reports
- 37:45and I will start with council member
- 37:48Matthews.
- 37:50>> I have nothing tonight to report.
- 37:56>> You don't have commissions yet, so I
- 37:59will pass over you, council member
- 38:01Aslan.
- 38:02>> Nothing for me as well.
- 38:05>> Vice Mayor.
- 38:07>> I have a couple of quick things. Um,
- 38:09last week I attended the Northern
- 38:11Arizona Municipal Water User Association
- 38:13meeting.
- 38:15That's a mouthful. And they had a great
- 38:17presentation from Neha from UVA.
- 38:20And it was a report regarding recharge
- 38:23and water reliab- reliability. And I
- 38:26know the presentation lives
- 38:28somewhere. And if Council, if you would
- 38:29like to take a look at it, please let me
- 38:31know and I'll make sure to forward it to
- 38:33you.
- 38:34Tomorrow, there is a Mountainline Board
- 38:36Retreat. And following that, I will be
- 38:38leaving for Eagar, Arizona
- 38:41for the annual on the road tour for
- 38:45Northern Arizona Council of Governments.
- 38:48And then Friday, there is an all-day
- 38:49retreat for the Beautification and
- 38:51Public Art Commission.
- 38:53So, needless to say, I'm busy with
- 38:56all-day meetings.
- 38:58>> Council Member House.
- 39:00>> Nothing this week. Thank you, Mayor.
- 39:02>> Council Member Spence.
- 39:03>> Nothing this evening. Thank you.
- 39:06>> Thank you.
- 39:14Okay. Um
- 39:16before we move into
- 39:19our
- 39:21uh regular agenda,
- 39:23um beginning with appointments,
- 39:26I would ask that we all
- 39:30take a moment of silence
- 39:33for a lost um member of the the city
- 39:38community and the greater community um
- 39:44Firefighter
- 39:46and Chief
- 39:48uh
- 39:50Paul Oldtrogi. Um we received word that
- 39:54um we lost him last week. And I know
- 39:58many of us have been reeling since that
- 40:01time. And if we could um
- 40:05just pause for a minute, take a moment
- 40:07of silence, and remember Paul and think
- 40:12about his family
- 40:14and the rest of the fire community, um,
- 40:17which is a very tight-knit
- 40:19community, um, I would appreciate it.
- 40:22Thank you.
- 40:48Thank you.
- 40:52All right, moving down to appointments.
- 40:57The first, um,
- 40:58actually we are going to skip over
- 41:00beautification and public art commission
- 41:03and we will have that on a future
- 41:05agenda. So, then we are moving down to
- 41:08the airport commission.
- 41:10And I am the first.
- 41:13And let me see where I put
- 41:15my notes on that.
- 41:24All right.
- 41:29So, I would like to move
- 41:32that
- 41:34we appoint Charles Ogden
- 41:38to the airport commission.
- 41:42I'll second.
- 41:45Any discussion?
- 41:46All those in favor?
- 41:48I.
- 41:48>> I.
- 41:49>> Any opposed? All right, Vice Mayor.
- 41:53>> Thank you. I briefly want to say that
- 41:56we, I think we had 19 applicants to this
- 42:00commission and I was just wowed by all
- 42:02of them.
- 42:03Um, I
- 42:04I did reach out to most of them and was
- 42:07able to talk.
- 42:08And, um, because of this person's
- 42:12very uh, excitement about our our
- 42:16airport. He has flown in and out of
- 42:18Flagstaff over 60 times and has done a
- 42:21lot of research regarding our airport. I
- 42:23move that we appoint Stefanos, and I
- 42:25might get this wrong, Antoniadis
- 42:29to the Airport Commission.
- 42:32>> I'll second.
- 42:34>> Any discussion?
- 42:36All those in favor?
- 42:37>> I.
- 42:37>> I.
- 42:39Any opposed?
- 42:40All right, then we're moving down to
- 42:42Parks and Recreation, and the first to
- 42:45make an appointment is Council Member
- 42:47Aslan.
- 42:49>> Madam Mayor Council, last week we had a
- 42:51very long busy week um looking through
- 42:54many applications and doing interviews.
- 42:56One of the things that was stated uh
- 42:59several times during the whole process
- 43:01is that um
- 43:02our hope was for those who went through
- 43:05that process
- 43:06would would find other ways to serve on
- 43:09uh the city of Flagstaff, including on
- 43:12commissions, and we just happened to
- 43:14have one of our applicants who is
- 43:17applying for a commission today as well.
- 43:19So, I would like to nominate Drew
- 43:21Stanley to the Parks and Recreation
- 43:23Commission.
- 43:26>> I'll second.
- 43:28>> Any discussion?
- 43:29All those in favor?
- 43:31>> I.
- 43:31>> I.
- 43:32>> Any opposed?
- 43:34All right, Council Member Matthews.
- 43:36>> Thank you, Mayor. Um
- 43:38yes, we had um
- 43:40four really great applicants. Um I know
- 43:43that Park and Rec's is looking for
- 43:46people with [clears throat] some
- 43:46strengths and an understanding
- 43:49um
- 43:50the color of money,
- 43:51where it comes from, and uh just the
- 43:54overall picture of how uh that
- 43:58department functions and where they get
- 44:00their money from.
- 44:01Um and because of that um I am
- 44:05recommending Joel
- 44:07Fritzler um to a um
- 44:11to appoint him as commissioner.
- 44:16>> I'll second.
- 44:18>> Any discussion?
- 44:19All those in favor?
- 44:21>> I.
- 44:21>> I.
- 44:22>> I.
- 44:22>> Any opposed?
- 44:24All right. Thank you, and thank you to
- 44:26all the applicants. It is wonderful to
- 44:29have um
- 44:31so many
- 44:33very qualified people to choose from.
- 44:36All right. So, down to nine liquor
- 44:39license public hearing.
- 44:41I am opening the public hearing for this
- 44:44first one, which is A, and
- 44:50uh
- 44:51Jessica, please.
- 44:53>> My name is Jessica Kelly, acting deputy
- 44:55city clerk. Before you today are two
- 44:56liquor license applications. The full
- 44:59packet material was included in the
- 45:00agenda packets for review. For
- 45:02conciseness and motioning, I will
- 45:03provide the information for the licenses
- 45:05together.
- 45:06Park Drive is a series 12 restaurant
- 45:09located at 6 East Aspen Avenue. The
- 45:11agent is Benjamin Scott Wakefield, and
- 45:13the managers handling the day-to-day
- 45:14operations are Benjamin Wakefield and
- 45:17Dane Wallace. The second one is
- 45:19Maverick, series 10, which is a beer and
- 45:21wine store license located at 4190
- 45:24Butler Avenue. The agent is Lauren K.
- 45:26Merritt, and the manager handling the
- 45:28day-to-day operations is Kelly Ann
- 45:30Beran.
- 45:31The police department and planning
- 45:33development services have conducted
- 45:34their respective investigations, and the
- 45:36reports are included in the agenda
- 45:37packet, and there are representatives
- 45:39from the divisions here to answer any
- 45:41questions you may have. Representatives
- 45:43from the business have also been invited
- 45:44to attend the hearing today.
- 45:47>> Thank you. And I believe I misspoke when
- 45:49I said I was opening up the public
- 45:51hearing. I see you whispering down
- 45:53there. Um what I meant to say was I'm
- 45:56opening the public hearing for both of
- 45:57these items, not just the first one. So,
- 46:00we have the staff presentation. Now
- 46:02Council, do you have any questions?
- 46:10Do we have any public comment?
- 46:13I'm closing the public hearing and
- 46:15Council,
- 46:17we can deliberate or someone can make a
- 46:19motion for item A.
- 46:24>> Mayor, I will move that we forward the
- 46:26application to the state with a
- 46:27recommendation for approval.
- 46:32>> I'll second.
- 46:34>> Any discussion?
- 46:36All those in favor? I.
- 46:38>> I.
- 46:38>> I.
- 46:38>> I.
- 46:39>> Any opposed?
- 46:41All right, moving down to B, looking for
- 46:43a motion.
- 46:47>> I will move to forward the application
- 46:49to the state with a recommendation for
- 46:50approval.
- 46:52>> I'll second.
- 46:53>> Discussion?
- 46:55All those in favor?
- 46:56I.
- 46:57>> I.
- 46:58>> Any opposed?
- 46:59All right, thank you very much. Thank
- 47:02you.
- 47:03Moving down to the consent agenda.
- 47:06All matters under the consent agenda are
- 47:08considered by the City Council to be
- 47:09routine unless a member of the City
- 47:12Council expresses a desire at the
- 47:15meeting to remove an item from the
- 47:16consent agenda for discussion, the
- 47:19consent agenda will be enacted by one
- 47:21motion approving the recommendations
- 47:23listed on the agenda and unless
- 47:26otherwise indicated expenditures
- 47:28approved by Council are budgeted items.
- 47:30And I would like also like to
- 47:33mention because the question does come
- 47:35up if a community member has a question
- 47:37about something that is on the consent
- 47:39agenda, we can also pull it to
- 47:43um
- 47:43to have a discussion about it. So we
- 47:45have just one item on the consent agenda
- 47:49today.
- 47:52And
- 47:53I'm looking for a motion.
- 47:55>> Mayor, I will move to approve the
- 47:57consent agenda as posted.
- 47:59>> I'll second.
- 48:00>> Discussion?
- 48:01All those in favor?
- 48:02>> I.
- 48:02>> I.
- 48:04>> Opposed? Okay, now we're down to routine
- 48:06items. First is 11A,
- 48:10consideration and possible action
- 48:12regarding executive session of October
- 48:1520th, 2026.
- 48:20>> Mayor, I move to direct and authorize
- 48:23the city attorney and/or designated city
- 48:25representative to proceed as discussed
- 48:27in the executive session of October
- 48:2920th, 2026, items 5AI and 5BI.
- 48:35>> I'll second.
- 48:37>> Discussion?
- 48:38All those in favor?
- 48:39>> I.
- 48:39>> I.
- 48:40>> Any opposed? All right, thank you.
- 48:43Moving down to B, consideration and
- 48:46approval of purchase.
- 49:13>> Good evening, Mayor. Um I have a
- 49:15presentation for for the next item, so I
- 49:18didn't know if there was going to be
- 49:19discussion for this one, but I'm ready
- 49:21for both or however you would like to to
- 49:24do this.
- 49:32>> Let's uh let's go ahead with B because I
- 49:35don't think that there will be questions
- 49:37about that.
- 49:39Um so, Council, I'm looking for a motion
- 49:42on 11B.
- 49:44>> Mayor, I move that we approve the
- 49:47purchase of one 2027
- 49:50Chevy Chevrolet Blazer EV in the amount
- 49:53of $44,143.22
- 49:56for the fire department inspector and
- 49:58one Chevrolet Silverado EV in the amount
- 50:01of $65,561.12
- 50:04for engineering transportation both from
- 50:07Sans Chevrolet and authorize the city
- 50:09manager to execute the necessary
- 50:11documents.
- 50:14>> I'll second.
- 50:16>> Discussion?
- 50:17All those in favor?
- 50:18>> Aye.
- 50:19>> Aye.
- 50:19>> Aye.
- 50:20>> Any opposed?
- 50:21All right. So, moving down to C and
- 50:24thank you. Um, please go ahead.
- 50:26>> All right. Good evening, mayor and
- 50:28council members. Um, congratulations,
- 50:30Council Member Milazzo. Welcome Welcome
- 50:32to the table.
- 50:34Um, so I am here to discuss our fleet
- 50:37selection process. So, this next item
- 50:40um, we are looking at approving nine
- 50:42patrol Ford vehicles. So, they're called
- 50:45the patrol Ford police interceptor
- 50:47utility hybrid version. Um, I kind of
- 50:50wanted to discuss what our process is.
- 50:52So, how do we get to How do I get to
- 50:55this table? How do I get to talking to
- 50:57you? What's that process in advance?
- 51:00Um, so what we do is we require every
- 51:03division that is requesting a vehicle to
- 51:07talk to the fleet manager, the fleet
- 51:09section director, that division with
- 51:11sustainability. What we do is we talk
- 51:14about what the division's operational
- 51:16needs are.
- 51:17Um, in this room we talk about what's
- 51:19needed. Um, we talk about our fleet
- 51:22directive that has been um, newly
- 51:24instituted. Um, but what our goal is is
- 51:28to prioritize electric vehicles. So, the
- 51:31step is Can we meet Can we purchase an
- 51:34electric vehicle? Can we do the job? Can
- 51:36that division do the job with an
- 51:37electric vehicle? If they can't, then we
- 51:40provide that division with different
- 51:42options. So, let's look at a plug-in
- 51:44hybrid. Um, a perfect example of a
- 51:46plug-in hybrid would be one of our motor
- 51:48pool vehicles. The motor pool vehicle is
- 51:50a plug-in hybrid so that we can issue
- 51:53that vehicle out to other divisions to
- 51:55take it out to Phoenix, to take it to
- 51:57Las Vegas, to take it out of town. Um,
- 52:00but it provides the best of both worlds
- 52:02because it is still electric vehicle,
- 52:04um, but it is also an internal
- 52:05combustion engine. Um, the next if that
- 52:08doesn't meet the operation or their
- 52:10tasks, then we move to a hybrid option.
- 52:13So, a hybrid option would be similar to
- 52:15this police Ford patrol unit. Um, it's
- 52:18hybrid so if they're out driving around
- 52:20doing their job duties, that vehicle and
- 52:22if it's idling, the vehicle will stop
- 52:24and not put out those emissions. Um, and
- 52:27then unfortunately sometimes we do have
- 52:29to go with a gas only either because an
- 52:31electric vehicle hybrid plug-in are not
- 52:34available or they will not meet the
- 52:36operation of the operational duties of
- 52:39that position. So, that's kind of the
- 52:41process of what we do. We sit down
- 52:43again, it's the fleet manager,
- 52:45sustainability, and that division that's
- 52:46requesting these vehicles.
- 52:49Um,
- 52:50but what we're doing right now is we're
- 52:51requesting nine patrol vehicles for the
- 52:54police department. How do we get here?
- 52:56What is What does a day look like in a
- 52:58patrol vehicle? Um, so these vehicles
- 53:00are shared up to 76 patrol officers
- 53:03whether they're patrol officers,
- 53:04corporals, or sergeants that are out on
- 53:05the road. Um, these vehicles run nearly
- 53:08all day long. So, what we call the term
- 53:10is a hot seat or they're 24/7. Um,
- 53:14typically an officer will be out on the
- 53:15road and then they come off the road
- 53:18basically handing the vehicle keys to
- 53:20the next officer that's going to handle
- 53:22the swing shift or graveyard shift. So,
- 53:24these vehicles are operated every day.
- 53:27Um, they have a average of 300 miles per
- 53:30week. They have a heavy equipment load.
- 53:33So, what does that mean? That means that
- 53:34there's patrol lights in there. There's
- 53:36a patrol radio.
- 53:37Um, there's sev- several different
- 53:40pieces to make it a patrol vehicle that
- 53:42we have to add that takes up energy and
- 53:44battery usage. On occasion, they tow
- 53:46vehicles, but not typically. Usually, we
- 53:48use other vehicles for that. Um and then
- 53:50they also have off-road um and winter
- 53:53use. So, obviously, we are in Flagstaff.
- 53:55We do get snow. I'm I'm fearing for a
- 53:57big snow, but excited at the same time.
- 54:00Um but then off-road. So, sometimes they
- 54:02do have interagency where they go out
- 54:04with the Sheriff's Department. They help
- 54:05the Sheriff's Department, and they are
- 54:07in forest service roads. They also need
- 54:09to be pursuit-rated. So, patrol units
- 54:12must be rated for pursuit and emergency
- 54:14response if needed.
- 54:17All right. So, now we're going to apply
- 54:19the directive to patrol. How does this
- 54:21look? Again, we kind of discussed it,
- 54:23but for patrol vehicles and what we did
- 54:26with this is this started in September
- 54:30of last year.
- 54:31Um how this works is the division gets
- 54:34with fleet manager, sustainability, and
- 54:36they put in a request. We're actually
- 54:37working on this right now for next year.
- 54:40Um so, you can tell you can see how long
- 54:42this process is. So, we'll start in
- 54:44September. They give us a list of
- 54:46vehicles. So, these vehicles are for
- 54:48replacement only.
- 54:50Um
- 54:50we go through, we discuss it, and we we
- 54:53talk to the Police Department and say,
- 54:54"Okay, is there any viability for
- 54:56electric?"
- 54:57Um right now there's no infrastructure.
- 54:59We're looking at infrastructure. They do
- 55:00have chargers out there, but they're
- 55:02level one chargers. They are not fast
- 55:04chargers. Um so, we do need to get that
- 55:06infrastructure.
- 55:08Um and then we looked at is there a
- 55:10plug-in hybrid? Similar to the van we
- 55:12have for motor pool. We also have them
- 55:14for Toyotas um that are plug-in hybrid.
- 55:17However, there are no pursuit-rated
- 55:18plug-in hybrids on the market today.
- 55:21So, then we have selected the Ford
- 55:25Police Interceptor Utility Vehicle.
- 55:28Um it is all-wheel drive, which is
- 55:30amazing. Um before we were driving the
- 55:32old Crown Vics, was not two-wheel drive,
- 55:33is front-wheel drive, and you could see
- 55:35all the officers on the side of the
- 55:36road. Um typically, it was me trying to
- 55:38pull them out or calling the tow truck.
- 55:40Um, so the all-wheel drive has been
- 55:41really, um, helped the police
- 55:43department, especially in our weather
- 55:45and in in Flagstaff environment.
- 55:48The battery runs equipment with the
- 55:49engine off at idle.
- 55:51So, when you see officers out on a
- 55:53accident or they're out on a a major
- 55:56crime scene, those vehicles sometimes
- 55:59have to be on. However, the bat the idle
- 56:02will turn off. Um, and then when the
- 56:04energy when it needs the energy, it'll
- 56:06turn back on for a short time. So, this
- 56:08is the best practice. We also have the
- 56:11option of gas only. Um, there are Ford
- 56:14does provide a, um, internal combustion
- 56:17engine. Um,
- 56:19but we don't need to go that way, right?
- 56:21Because the hybrid is available. So, I'd
- 56:23rather have a hybrid that will turn off
- 56:26and on when needed.
- 56:28So, that's kind of the process of how we
- 56:29got there.
- 56:30So, now the replacement request. Last
- 56:32September, the police department
- 56:34submitted for nine internal combustion
- 56:36engine patrol vehicles to be replaced.
- 56:38And actually, it was
- 56:40eight and one got damaged in an
- 56:42accident, um, which was totaled. So,
- 56:44this kind of tells you the it breaks
- 56:46down the timeline.
- 56:48Um, in September, they requested these
- 56:49nine. They met with the fleet manager,
- 56:51the fleet director, and then
- 56:53sustainability as well approved it to
- 56:55get through the replacement criteria.
- 56:58That replacement criteria, just for your
- 57:01knowledge, is for patrol vehicles, it's
- 57:037 years 120 thousand miles for, um,
- 57:08SUVs and then 6 years 120 miles for
- 57:11sedans.
- 57:12Um, and then
- 57:14what happens is we then go through the
- 57:16fleet management committee for the
- 57:18upcoming budget year. Fleet management
- 57:20committee approves that.
- 57:22Um, some of those questions are did it
- 57:24go through sustainability? Did we talk
- 57:26about electric vehicles? Is this a
- 57:28possibility? Um, typically we we tell
- 57:31them it what we talked about with the
- 57:33division and this one there was no
- 57:35possibility of it right now.
- 57:37Um so
- 57:39it got approved funded in 26 27 budget
- 57:42and then the we did an IFB. We had seven
- 57:45bids that were received and we procure
- 57:48we would like to procure these vehicles
- 57:49with the lowest responsive bid.
- 57:53All right. So I know you guys are all
- 57:55interested in what is our path to
- 57:56electric patrol vehicles. It is heavy on
- 57:59my mind. It's heavy on fleet managers
- 58:01mind.
- 58:02Um
- 58:03we have done a evaluation of a Chevy
- 58:07Blazer SUV patrol pursuit rated vehicle.
- 58:12I took it out actually for a day with a
- 58:15police officer. Um he was a corporal. We
- 58:17went out. We went for a ride and I kind
- 58:21of sort of mocked it up to be a police
- 58:22car. We had lights as much as I could
- 58:25with with the equipment that I had. So
- 58:28we went out for an entire day and he's
- 58:31like, "Jen, I just don't know." I said,
- 58:32"Just give it give it a chance. Let's
- 58:34see how it goes."
- 58:36Um
- 58:37and it performed remarkably well.
- 58:39However, we came back and there was no
- 58:42infrastructure available. All the
- 58:44vehicles that the police department has
- 58:46that are electric were using all the
- 58:48chargers, which is a great sign, right?
- 58:51Um meaning that they're being used.
- 58:52However, I don't have the infrastructure
- 58:54to make sure that I have a patrol
- 58:55vehicle ready for the police officers.
- 58:58Um I am working on it. The fleet manager
- 59:00and I are are trying to come up with
- 59:02plans. We're working with
- 59:03sustainability, but we need to make sure
- 59:05that we're setting ourselves up for
- 59:07success. Um we need to make sure that we
- 59:09have chargers available for those
- 59:11vehicles to be charged. As soon as an
- 59:14officer gets off of duty, they're
- 59:15charging it and it's ready for two
- 59:17shifts ahead, right? Um because we don't
- 59:19have enough vehicles to be able to
- 59:21assign a vehicle for each officer.
- 59:24Um and then my biggest thing is is that
- 59:26we continue to rerun these directives
- 59:28next year. So we're going through the
- 59:30same process. The police department is
- 59:31going to ask for probably another six or
- 59:33seven vehicles.
- 59:34Um, and we're going to ask them again.
- 59:37Can we do an electric vehicle? How do we
- 59:40do this? Can we try one? You know, or
- 59:42can we add another one and keep it in as
- 59:45a prototype? And now we have one in our
- 59:47vehicle, but at the same time looking at
- 59:50how we fund charging. Um, how do we get
- 59:52charging at the police department? So,
- 59:54that's kind of our path for electric
- 59:56vehicles. And that is all the
- 59:59information I have for you, but I
- 1:00:01brought a whole entourage here behind
- 1:00:02me. So if we have any questions, I'm
- 1:00:04sure we'll be able to answer those for
- 1:00:05you.
- 1:00:07>> [snorts]
- 1:00:07>> Thank you so much. Uh, Council Member
- 1:00:09House.
- 1:00:11>> Thank you, Mayor. Thank you, Jen. I
- 1:00:12appreciate all the information. I think
- 1:00:14you actually answered most of my
- 1:00:16questions. So some of these are just
- 1:00:18kind of to get some reiteration of some
- 1:00:20things. Um, I'm wondering if you can
- 1:00:22just um,
- 1:00:25reaffirm or or respeak to the
- 1:00:28collaborative discussions that happen in
- 1:00:31the selection process. So it sounds like
- 1:00:34or from my understanding this is um, not
- 1:00:37just the police department coming
- 1:00:39forward and asking for or the fire
- 1:00:41department coming forward and asking for
- 1:00:43new vehicles from fleet, but it actually
- 1:00:46involves sustainability. It involves uh,
- 1:00:49other teams that are are part of this
- 1:00:50conversation. Can you just kind of
- 1:00:52reiterate that process and which teams
- 1:00:55are involved in that conversation?
- 1:00:58>> Yeah, so it's a it's a collaboration,
- 1:00:59right? Um, so when we get to start
- 1:01:02talking about it, we try to do it before
- 1:01:04they ask the request of, okay, what do
- 1:01:06you really need? Um, the fleet manager
- 1:01:08is there to to kind of provide them with
- 1:01:10the specifications. The division is
- 1:01:13there to say these are operations that
- 1:01:15we need to be able to do to successfully
- 1:01:16complete our tasks. Sustainability there
- 1:01:19is there to help provide us with making
- 1:01:21sure that we're in line with the carbon
- 1:01:23neutrality plan to say, "Hey, what about
- 1:01:26this?" You know, um sustainability helps
- 1:01:28out because they reach out to a whole
- 1:01:30bunch of other different uh
- 1:01:31municipalities. Sedona PD, that that's
- 1:01:33one that it seems like we always kind of
- 1:01:36look at what Sedona PD is doing. Can
- 1:01:38they help us with this? Um and actually
- 1:01:39Sedona PD with that uh electric vehicle,
- 1:01:42I ended up passing it on to them cuz
- 1:01:44they they found out that that's what we
- 1:01:45were doing and I said, "Well, come get
- 1:01:47it. I'll give it to you from Chevrolet
- 1:01:49and go take it."
- 1:01:51Um
- 1:01:51but that's kind of the process is we
- 1:01:53have to collaborate with each other and
- 1:01:55make sure that we're understanding each
- 1:01:56other's um perspective. Um but that
- 1:02:00we're doing best practice and that we're
- 1:02:01making sure that the vehicle or that the
- 1:02:04divisions are going to be successful in
- 1:02:06their job duties. But and then once we
- 1:02:08have that
- 1:02:10those conversations, that's when we then
- 1:02:12take it to the fleet management
- 1:02:13committee. And then again, we talk about
- 1:02:15it, right? Well, can you have electric
- 1:02:17on this or why can't you have electric?
- 1:02:19Is there enough infrastructure? That's
- 1:02:21going to be what I'm going to say the
- 1:02:22most is do we have enough infrastructure
- 1:02:24to sustain it? Um
- 1:02:26and then it gets approved and then I get
- 1:02:29to meet you all.
- 1:02:31>> Thank you very much for that. Um we also
- 1:02:34had a a couple questions come in um to
- 1:02:38council about this item in particular
- 1:02:40asking about um
- 1:02:42the necessity of these vehicles. So, can
- 1:02:45you also just clarify or reaffirm what
- 1:02:48you were sharing about these vehicles?
- 1:02:51Are are they replacement rather than
- 1:02:53expansion and at what point are we going
- 1:02:57through that replacement process? Is it
- 1:02:59um
- 1:03:01are we preemptively replacing? Are we
- 1:03:03replacing at the point that vehicles are
- 1:03:04kind of on their last limb and so it's
- 1:03:07absolutely necessary or what does that
- 1:03:08process look like?
- 1:03:10>> I would love to be able to to say that
- 1:03:12we're preemptively doing them, but these
- 1:03:14ones they're they're holding on by dear
- 1:03:16life, really.
- 1:03:18We've started this process last
- 1:03:19September.
- 1:03:21And they are strictly replacements for
- 1:03:24vehicles. There are no additions to the
- 1:03:26fleet for the patrol.
- 1:03:28Again, we we have the criteria of the 7
- 1:03:32years for for These are all SUVs, but 7
- 1:03:35years 100 and they have to at least meet
- 1:03:37those that criteria. As well as if
- 1:03:41they've been put in for service and
- 1:03:42we're spending more money than the
- 1:03:45vehicle's actually worth, it's time to
- 1:03:47evaluate it and go, "Where are we you
- 1:03:49know, is it time that we just need to
- 1:03:50replace this vehicle?" So,
- 1:03:53yeah, that's I hope that answered your
- 1:03:55question, but they are replacements.
- 1:03:57>> It does. Thank you so much. And last
- 1:03:59question, if you can just speak a little
- 1:04:01bit more on where we're at in the
- 1:04:03process of expanding availability of
- 1:04:05charge stations or including access to
- 1:04:08far fast charging stations. Is that
- 1:04:11something that is like underway or are
- 1:04:14we still doing research where we kind of
- 1:04:15at in that process? And I see Jenny
- 1:04:17coming down as well.
- 1:04:18>> Yep, a little bit of both.
- 1:04:19So, we are working with the police
- 1:04:22department. So, that police department
- 1:04:24sits on
- 1:04:25county land. So, we have to work with
- 1:04:28the county and get approval, but we
- 1:04:30already working on that. We've been I've
- 1:04:32been actually working with Danae.
- 1:04:34We're getting quotes. And then my boss
- 1:04:36actually doesn't know this yet, but for
- 1:04:38next fiscal year,
- 1:04:40I'm going to be requesting to get some
- 1:04:42chargers
- 1:04:43not necessarily at the police department
- 1:04:45just because that's a separate project.
- 1:04:47But I'm requesting to add more chargers
- 1:04:50around the city. So, on the east side
- 1:04:53more in city hall. What's been really
- 1:04:56great is I'm kind of like a stalker of
- 1:04:58facilities, but it's really great is
- 1:05:01I've seen the chargers out in the
- 1:05:03employee parking lot completely full
- 1:05:06with city vehicles being charged at the
- 1:05:08end of the day. It's pretty cool, right?
- 1:05:10Because we're actually seeing that that
- 1:05:12shift in movement. So,
- 1:05:14um um I am going to be requesting that
- 1:05:16and we are working on it.
- 1:05:18>> Thank you very much. Thank you, Mayor.
- 1:05:21>> Council Member Milazzo.
- 1:05:23>> Thank you, Mary. Thank you, Jen.
- 1:05:26A bunch of my questions were answered
- 1:05:27while you were speaking or while you
- 1:05:29were answering um Council Member House's
- 1:05:31questions, but I have several more. Um
- 1:05:33could you speak a little bit about the
- 1:05:36um if you happen to know about the
- 1:05:38amount of time it takes to do a shift
- 1:05:40change? Is it 20 minutes? Is it an hour?
- 1:05:43What's the time frame for that vehicle
- 1:05:46to be sitting in between?
- 1:05:48>> Yeah, so um I used to work at the police
- 1:05:50department and would know that, but um
- 1:05:52things have changed. So, I'm going to
- 1:05:54pass that to one of my police friends.
- 1:05:59Thank you.
- 1:06:01>> Hi, my name is Kristen Decker. I'm the
- 1:06:02Support Services Manager for the
- 1:06:04Flagstaff Police Department and one of
- 1:06:06my
- 1:06:07one of my um
- 1:06:09responsibilities is our fleet.
- 1:06:11So,
- 1:06:12uh
- 1:06:14in answer to your question, sometimes it
- 1:06:16literally is there's an officer coming
- 1:06:19out of the building and they're handing
- 1:06:21keys to the next officer coming on
- 1:06:22shift.
- 1:06:24>> Okay, thank you.
- 1:06:25>> Mhm.
- 1:06:31>> Could you um
- 1:06:33explain to me the Is it Is it 7 years
- 1:06:36and 120,000 miles or is it whichever
- 1:06:38occurs first? What's the replacement
- 1:06:41policy on that?
- 1:06:42>> It's both.
- 1:06:42>> It's both. So, it has to reach both of
- 1:06:44those or it could be 10 years and and it
- 1:06:48finally rolls over to 120,000 and that's
- 1:06:50when it's
- 1:06:51>> Correct. And some of these vehicles, one
- 1:06:53of the vehicles being proposed to be
- 1:06:55replaced is a 2011 for an example.
- 1:06:58>> Okay, thank you.
- 1:06:59>> Mhm.
- 1:07:02>> Any additional questions?
- 1:07:06>> I think the rest of mine were answered.
- 1:07:10Um so, thank you.
- 1:07:14>> All right. So, seeing no additional
- 1:07:17questions, and we don't have any public
- 1:07:19comment.
- 1:07:21I am looking for a motion.
- 1:07:27>> Mayor, I'd like to move that we approve
- 1:07:28the purchase contract with San Tan Auto
- 1:07:31Partners LLC for nine most current
- 1:07:34available
- 1:07:36uh
- 1:07:37model year Ford Police Interceptor
- 1:07:39Utility Hybrid vehicles in the amount of
- 1:07:41$449,000
- 1:07:44$292.15
- 1:07:46including all taxes and fees, and
- 1:07:48authorize the city manager to execute
- 1:07:50necessary documents.
- 1:07:51>> Second.
- 1:07:53>> Discussion?
- 1:07:54All those in favor?
- 1:07:55>> I.
- 1:07:56>> I.
- 1:07:56>> I.
- 1:07:57>> Any opposed?
- 1:07:59All right. Thank you. That was the best
- 1:08:02presentation on uh the process. I I just
- 1:08:08really appreciate all that detail.
- 1:08:09>> Thank you. Happy to do it again.
- 1:08:15>> All right, we're down to D,
- 1:08:16consideration and adoption of ordinance
- 1:08:18number 2026-22.
- 1:08:26>> Good afternoon. This is our second read.
- 1:08:27No additional information, but available
- 1:08:29for questions.
- 1:08:30>> Thank you.
- 1:08:32Council, do you have questions?
- 1:08:36Comments?
- 1:08:39All right, I'm looking for a motion.
- 1:08:41>> Mayor,
- 1:08:42I um
- 1:08:43move that we read ordinance number
- 1:08:452026-22
- 1:08:47by title title only for the final time.
- 1:08:51>> I'll second.
- 1:08:53>> Discussion?
- 1:08:54All those in favor?
- 1:08:55>> I.
- 1:08:55>> I.
- 1:08:56>> I.
- 1:08:56>> Any opposed?
- 1:08:58City Clerk?
- 1:08:59>> An ordinance of the City Council of the
- 1:09:00City of Flagstaff authorizing the
- 1:09:02acquisition of real property interests
- 1:09:04necessary for the Fanning Wash Culvert
- 1:09:06at Steve's Boulevard project, a public
- 1:09:09use providing for delegation of
- 1:09:11authority, subsequent council approvals,
- 1:09:13severability, and establishing an
- 1:09:14effective date.
- 1:09:16>> Mayor, I move that we adopt ordinance
- 1:09:18number 2026-22.
- 1:09:22>> Second.
- 1:09:24>> Discussion? All those in favor?
- 1:09:26>> I.
- 1:09:26>> I.
- 1:09:27>> I.
- 1:09:28>> Thank you, Bryce.
- 1:09:31All right, moving down to E,
- 1:09:32consideration and adoption of ordinance
- 1:09:34number 2026-23.
- 1:09:38This is also the second read.
- 1:09:54>> Um, good evening, Mayor and Council.
- 1:09:56Bezen Hung, senior planner with the City
- 1:09:58of Flagstaff. This is the second read
- 1:10:00before the El Paso Industrial Park
- 1:10:02concept zoning map amendment. The
- 1:10:04applicant is in attendance tonight. We
- 1:10:06are here to answer any questions if
- 1:10:08there are any.
- 1:10:11>> Uh, Council Member Malazzo.
- 1:10:14>> Thank you, Mayor. I have a couple of
- 1:10:16questions and I know one of them got to
- 1:10:18you earlier and I just want it on the
- 1:10:20public record that I asked the question.
- 1:10:22Um, in the documents that we received,
- 1:10:25there was a paragraph or two about um,
- 1:10:28historical and cultural sites on site.
- 1:10:31In one of the um, documents from staff,
- 1:10:36it didn't mention any and I understand
- 1:10:38the answer, but I'd like to hear it
- 1:10:40again if that's okay.
- 1:10:41>> Yeah, absolutely. I'll maybe start
- 1:10:44answering the question and if Michelle
- 1:10:45or Alex want to jump in, they're welcome
- 1:10:47to.
- 1:10:48Um, so my understanding is that you're
- 1:10:50referring to a paragraph that was found
- 1:10:52in the narrative that talks about the
- 1:10:54location about some
- 1:10:56um, artifacts and then the staff report
- 1:10:58refers down in page two of the staff
- 1:11:02report about how staff did not require
- 1:11:04further analysis for those artifacts.
- 1:11:07So, talking with the heritage
- 1:11:08preservation officer this morning, um,
- 1:11:11as part of um, the
- 1:11:15Um, I'm trying to remember the
- 1:11:17terminology for it and here she is. Um,
- 1:11:19I'm actually going to invite her to talk
- 1:11:21about that a little bit more cuz she
- 1:11:22that's her expertise.
- 1:11:26>> Thank you, Bethen. Uh, good afternoon,
- 1:11:28Lauren Clementino. I'm the heritage
- 1:11:30preservation officer. Um, because this
- 1:11:32parcel uh, was owned by state land, uh,
- 1:11:36they have to comply with the Arizona
- 1:11:38State Historic Preservation Act and so
- 1:11:40as part of um, all of the sales and
- 1:11:43auctions that they do, uh, um, the
- 1:11:46action of the sale triggers cultural
- 1:11:48resource study requirements as well as
- 1:11:50consultation with the State Historic
- 1:11:51Preservation Office and that
- 1:11:53essentially, you know, preempts what we
- 1:11:55do under our local heritage preservation
- 1:11:57code. So, all of the heritage
- 1:11:58preservation requirements were taken
- 1:12:00care of at the state level um, during
- 1:12:02the sale and so, you know, we're
- 1:12:04following those but we didn't have any
- 1:12:06additional city heritage preservation
- 1:12:08requirements for this project.
- 1:12:09>> Thank you so much.
- 1:12:10>> You're welcome.
- 1:12:13>> I have a second question if I may.
- 1:12:15>> Yes, please.
- 1:12:15>> And I apologize for not asking this
- 1:12:17earlier. It came to mind while um,
- 1:12:20reading through this afternoon. So,
- 1:12:23um, there the the report on the
- 1:12:26engineering reports on the water were
- 1:12:29that there were no, um, potential
- 1:12:31impacts. I'm I'm wondering are there any
- 1:12:34downstream from this on that 8-in line?
- 1:12:38Are there any residences or potential
- 1:12:40residences on the 8-in line downstream
- 1:12:43from this project?
- 1:12:49And I really do apol- I don't mean to
- 1:12:51call you out or catch you out with a
- 1:12:53unexpected question. I just one I
- 1:12:55thought of just
- 1:12:56an hour or so ago.
- 1:12:57>> Yeah, absolutely. I will try my best to
- 1:13:00answer that. Um
- 1:13:03And here comes Lee.
- 1:13:05>> [laughter]
- 1:13:22>> Hi Council, Mayor.
- 1:13:24Lee Williams, Water Services Director. I
- 1:13:26do not know the answer to your question.
- 1:13:27I'm going to have to follow up with my
- 1:13:28engineering section director and get
- 1:13:30back to you.
- 1:13:32>> Thank you and I really apologize for
- 1:13:33putting you on the spot. That was not my
- 1:13:34intention.
- 1:13:35>> Oh, quite all right. I'll get back to
- 1:13:36you soon.
- 1:13:41>> Any additional questions?
- 1:13:43All right, I am looking for a motion.
- 1:13:48>> Mayor, I move that we read ordinance
- 1:13:51number 2026-23
- 1:13:53by title only for the final time.
- 1:13:56>> I'll second.
- 1:13:59>> Discussion? All those in favor?
- 1:14:01>> I.
- 1:14:02>> I.
- 1:14:02>> I.
- 1:14:03>> Any opposed?
- 1:14:04>> City Clerk.
- 1:14:05>> An ordinance of the City Council of the
- 1:14:06City of Flagstaff amending the Flagstaff
- 1:14:08zoning map to rezone approximately 23.89
- 1:14:11acres of real property generally located
- 1:14:14at 2661 North El Paso Flagstaff Road
- 1:14:18from the highway commercial HC zone with
- 1:14:20the resource protection overlay RPO to
- 1:14:23heavy industrial open HI-O
- 1:14:27zone with the RPO providing for
- 1:14:29severability, authority for clerical
- 1:14:30corrections, and establishing an
- 1:14:32effective date.
- 1:14:33>> Thank you. Looking for a motion to
- 1:14:35adopt.
- 1:14:37>> I'll move to adopt.
- 1:14:39>> I'll second.
- 1:14:40>> Discussion? All those in favor?
- 1:14:42>> I.
- 1:14:43>> I.
- 1:14:44>> Any opposed? All right.
- 1:14:46Thank you.
- 1:14:48Thank you.
- 1:14:49All right, moving down to 12.
- 1:14:52Public hearing items. This is the
- 1:14:54consideration and adoption of resolution
- 1:14:56number 2026-51
- 1:14:59and ordinance number 2026-26.
- 1:15:03I am opening the public hearing and
- 1:15:06looking forward to hearing from you.
- 1:15:18>> Good afternoon, Mayor and Council.
- 1:15:20Tiffany Antol, Zoning Code Manager.
- 1:15:22Tonight, I'm here to present a Zoning
- 1:15:24Code Text Amendment, um, entitled
- 1:15:26Outdoor Lighting Update.
- 1:15:29And the purpose of this amendment is to
- 1:15:31set some specific limitations on the use
- 1:15:34of Class 3 lighting.
- 1:15:36In our outdoor lighting standards, and
- 1:15:38as you've heard earlier, we have a lot
- 1:15:41to do with dark skies,
- 1:15:43um, in our community, and it is, um, one
- 1:15:46of our most precious resources. We, um,
- 1:15:50regulate lighting under three different
- 1:15:52classes. Class 1 is lighting that is
- 1:15:55important for color rendition. So, this
- 1:15:57is when you're eating your dinner
- 1:15:59outside, yellow light can make your food
- 1:16:03look a little bit different. Um, so,
- 1:16:05those are areas where color rendition is
- 1:16:07important. That's where white light can
- 1:16:09be utilized. Class 2 lighting is
- 1:16:12standard security lighting. So, this is
- 1:16:14your parking lot, areas around a
- 1:16:17building. This is where amber lighting,
- 1:16:20um, is required no matter what. And the
- 1:16:23last class is Class 3, which is
- 1:16:25architectural or decorative lighting.
- 1:16:28Um, this is sort of extra lighting that
- 1:16:30you'll see on a building. A good example
- 1:16:33would be
- 1:16:34the Harkins. They have some neon
- 1:16:37lighting at the top of their building.
- 1:16:39That would be an example of
- 1:16:40architectural lighting.
- 1:16:42Um in this case, we've never set a
- 1:16:45specific final cap on that class three
- 1:16:49lighting. Uh we realized that that was a
- 1:16:52flaw in our current lighting standards,
- 1:16:54and so this amendment is proposing to
- 1:16:57add a cap. Um in order to do that, we
- 1:17:00are also making a slight change, and
- 1:17:03that is we are moving flag and monument
- 1:17:05lighting to class one, um because color
- 1:17:09rendition on flags is important. Um with
- 1:17:12class three lighting, we are then um so
- 1:17:16we are relocating that flag and monument
- 1:17:19lighting from class three to class one,
- 1:17:21and then under our total outdoor light
- 1:17:24put table, we are basically saying that
- 1:17:26class three lighting that does not use
- 1:17:28narrow spectrum amber sources is limited
- 1:17:31to either 10% of the total out outdoor
- 1:17:34light output or 3,500 lm, whichever is
- 1:17:37greater. So, the way our lighting code
- 1:17:39works is the number of total lm you're
- 1:17:42allowed is based on the size of the
- 1:17:44parcel. This can be difficult for
- 1:17:46parcels like businesses in the downtown
- 1:17:49that are on very small size lots, so
- 1:17:53this guarantees at a minimum at least a
- 1:17:56certain amount of decorative a lighting
- 1:17:59allowance. Otherwise, that total
- 1:18:01allowance can be very small.
- 1:18:04So, that is the big primary change that
- 1:18:06you're seeing. There is while we were in
- 1:18:08there, we like to do a little clean up,
- 1:18:10so we um are correcting our shielding on
- 1:18:14our shielding standards. We're making it
- 1:18:15very clear that unshielded fixtures are
- 1:18:18not permitted. They've never been
- 1:18:19permitted for um at least three decades.
- 1:18:22And then um we are cleaning up our
- 1:18:25definition of partially shielded
- 1:18:27fixture. Um
- 1:18:29class three lighting often ends up being
- 1:18:31partially shielded.
- 1:18:33And then um we are doing a full clean up
- 1:18:35of our appendices. The primary reason is
- 1:18:38there is an appendix that was a lumen
- 1:18:42output table for all different kinds of
- 1:18:44lighting sources that are really no
- 1:18:45longer in existence and we're not using.
- 1:18:47So, that data became irrelevant. We did
- 1:18:50a full scrub of the appendices in total.
- 1:18:53And that is the sum total of this
- 1:18:56amendment for you tonight. Um in terms
- 1:18:59of the general plan, we do need to be in
- 1:19:02conformance. You can see that there are
- 1:19:05complimentary, there are no primary or
- 1:19:07there are no core
- 1:19:09um priority
- 1:19:11goals or policies in terms of lighting.
- 1:19:13It is only complimentary, but here you
- 1:19:15can see this is supported by the
- 1:19:17regional plan.
- 1:19:18>> [snorts]
- 1:19:18>> And the amendment is not anticipated to
- 1:19:21be detrimental to the public interest
- 1:19:23health safety.
- 1:19:25And lastly, it is consistent utilizing
- 1:19:28the existing format and doesn't conflict
- 1:19:31with other code provisions. The planning
- 1:19:33and zoning commission did make a
- 1:19:34recommendation to the city council for
- 1:19:36approval with a vote of 5-0 on this. And
- 1:19:39if you have any questions or comments or
- 1:19:41suggestions, I'd be happy to take them.
- 1:19:44>> Thank you.
- 1:19:46Council member House.
- 1:19:47Thank you, Mayor. Thank you so much for
- 1:19:49the presentation. And I apologize if
- 1:19:52this is a silly question. It just kind
- 1:19:53of came to mind as you were talking
- 1:19:55about this with like specialized
- 1:19:58lighting outside.
- 1:20:00Is there a separate language or coding
- 1:20:02for like holiday or seasonal lighting or
- 1:20:05does this have any impact on that?
- 1:20:08>> Thank you so much. Uh we provide an
- 1:20:10exemption for holiday lighting and right
- 1:20:12now that's
- 1:20:13uh you're going to see it November to
- 1:20:15January is that exemption. But this um
- 1:20:18particular topic came up as well at
- 1:20:20planning and zoning commission.
- 1:20:22Um and they would like us to explore
- 1:20:25further future holidays in the future.
- 1:20:28>> Thank you very much.
- 1:20:33>> Um I'm ready to make a motion when when
- 1:20:35that's appropriate.
- 1:20:36>> Do you have a question?
- 1:20:37>> I do, thank you, Mayor.
- 1:20:38>> Oh, I see the queue now. Thank you.
- 1:20:41>> Could you
- 1:20:42go into a little bit the difference
- 1:20:44between lumens and wattage and how that
- 1:20:46impacts things like sustainability if
- 1:20:48you
- 1:20:49are feeling comfortable with that and
- 1:20:50again I apologize it it's a surprise
- 1:20:52question but
- 1:20:53>> Thank you so much. I'm actually not
- 1:20:54>> [laughter]
- 1:20:55>> I'm not comfortable answering that
- 1:20:57question today but can certainly prepare
- 1:20:59that for you in the future.
- 1:21:07Hi folks. Uh Jenny Niemann, Deputy
- 1:21:09Sustainability Director.
- 1:21:11The answer is it depends. So it's not a
- 1:21:13great answer. Um it is something that
- 1:21:15the city has considered. The city did a
- 1:21:17huge street light project a long ago and
- 1:21:19we had a lot of conversations about how
- 1:21:21does this increase it or decrease it? Um
- 1:21:24but we're in the world that we're in now
- 1:21:26with LEDs we're in generally a much
- 1:21:28better space than we've ever been. Um
- 1:21:30and so lighting is a much lower part of
- 1:21:34our total electric load um kind of
- 1:21:36regardless of
- 1:21:38the lumens and all the complicated
- 1:21:40things that Tiffany talks about. Um just
- 1:21:42by the fact that they're most likely
- 1:21:43LEDs.
- 1:21:45>> Great, thank you so much.
- 1:21:48>> Thank you. We do um always recognize
- 1:21:51that narrow spectrum amber is less
- 1:21:52efficient than white light but um we
- 1:21:55have chosen to
- 1:21:57work towards our um existing dark sky
- 1:22:01priorities in that way.
- 1:22:05>> I I'm fully in support of that as well.
- 1:22:08>> All right, I'm looking for a motion.
- 1:22:11>> Yes, Madam Mayor. Thank you.
- 1:22:13>> Sorry, we need to close the public
- 1:22:15hearing.
- 1:22:16Forgot we're in a public hearing.
- 1:22:18Uh we don't have any public comment.
- 1:22:22Okay, so I'm closing the public hearing
- 1:22:25and now I'm looking for a motion.
- 1:22:27>> Wonderful, thank you Tiffany and I
- 1:22:28appreciate uh this agenda item being
- 1:22:31brought forward and it being brought
- 1:22:33forward so expediently. Really
- 1:22:36appreciate it. I move that we read
- 1:22:38resolution number 2026-51
- 1:22:41by title only.
- 1:22:42>> I'll second.
- 1:22:44Discussion? All those in favor?
- 1:22:46>> I.
- 1:22:47>> I.
- 1:22:47>> I.
- 1:22:48>> Any opposed? All right, city clerk.
- 1:22:50>> A resolution of the Flagstaff City
- 1:22:52Council declaring as a public record
- 1:22:54that certain document filed with the
- 1:22:55city entitled PZ-26-00070-outdoor
- 1:23:02lighting update.
- 1:23:05>> And a motion for the next ordinance?
- 1:23:09>> Mayor, I move that we read ordinance
- 1:23:11number 2026-26
- 1:23:13by title only for the first time.
- 1:23:16>> I'll second. Discussion? All those in
- 1:23:19favor? I.
- 1:23:20Any opposed? City clerk.
- 1:23:22>> An ordinance of the City Council of the
- 1:23:24City of Flagstaff amending the Flagstaff
- 1:23:26City Code Title 10 Flagstaff Zoning Code
- 1:23:29by adopting by reference that certain
- 1:23:31document entitled PZ-26-00070-outdoor
- 1:23:37lighting update providing for repeal of
- 1:23:39conflicting ordinances, severability,
- 1:23:41authority for clerical corrections and
- 1:23:43establishing an effective date.
- 1:23:45>> Thank you.
- 1:23:46All right, we're moving down to eight,
- 1:23:48consideration and adoption of resolution
- 1:23:50number 2026-52
- 1:23:53and ordinance number 2026
- 1:23:5627.
- 1:23:59>> Thank you so much Mayor and Council.
- 1:24:01Tiffany Antol, zoning code manager here
- 1:24:03with the zoning code amendment on our
- 1:24:05zoning map amendment process.
- 1:24:08So when a property owner seeks to
- 1:24:11develop a property with a different land
- 1:24:13use or intensity that is currently
- 1:24:15permitted under their applicable zoning
- 1:24:17district the owner may apply for what we
- 1:24:20call a zoning map amendment or what we
- 1:24:23on the in the lingo world called a
- 1:24:25rezoning.
- 1:24:27Um we provide two pathways for that
- 1:24:30process. The first is direct ordinance
- 1:24:33rezoning where the applicant submits a
- 1:24:35full site plan and supporting document
- 1:24:37documentation.
- 1:24:39This pathway enables the applicant to
- 1:24:42entitle the project and proceed directly
- 1:24:44to construction plan and building permit
- 1:24:45review.
- 1:24:46So when you see a site plan, you're
- 1:24:48seeing where the building is laying out,
- 1:24:50you're seeing the driveways, you're
- 1:24:52seeing the parking spaces, you're seeing
- 1:24:54the architecture of the building. All
- 1:24:56aspects that we're looking at in terms
- 1:24:58of what you're going to kind of see down
- 1:25:00the line and for in terms of that
- 1:25:01development, you see as part of direct
- 1:25:04ordinance.
- 1:25:05In the conceptual rezoning, the
- 1:25:07applicant submits a concept zoning plan
- 1:25:09to pursue a rezoning. And over time,
- 1:25:12this has been a varied amount of
- 1:25:14specificity. Sometimes we get a little
- 1:25:16bit more towards direct ordinance.
- 1:25:19Sometimes you're just getting a map with
- 1:25:21areas that identify this is going to be
- 1:25:24high density residential, this is going
- 1:25:26to be medium and
- 1:25:29single family timber sky would be a good
- 1:25:31example of that.
- 1:25:33But regardless of the pathway selected,
- 1:25:35the same procedures and level of review
- 1:25:37apply. Staff is recommending that we
- 1:25:41removing the two separate pathways so
- 1:25:43that the zoning map amendment process
- 1:25:45will remain similar to the existing
- 1:25:47conceptual rezoning pathway.
- 1:25:50Part of the rationale for this is recent
- 1:25:52state legislation that has put a
- 1:25:55significantly limited time frame on the
- 1:25:59amount of time staff can take to review
- 1:26:01a rezoning case. We have 180
- 1:26:05days to either approve or deny a
- 1:26:07rezoning case. Staff does not
- 1:26:09administratively approve rezonings.
- 1:26:12Rezonings are approved through a process
- 1:26:14a public hearing process that goes to
- 1:26:15the planning and zoning commission and
- 1:26:17city council. That process alone takes
- 1:26:20about 3 months. So, I always love it
- 1:26:22when I hear something came along quickly
- 1:26:24because it's been at least 3 months just
- 1:26:26in the public hearing cycle.
- 1:26:29So, just if you take that into account
- 1:26:31on 180 days, that leaves staff about an
- 1:26:34administrative time frame of about 3
- 1:26:36months to get through a whole site plan
- 1:26:40on a development case,
- 1:26:42which can make that aspect very
- 1:26:44difficult in order that time frame. So,
- 1:26:47that's one of the impetus.
- 1:26:49We also have heard feedback
- 1:26:51as part of the last cap project that the
- 1:26:54time it takes to make go through the
- 1:26:57rezoning process can also be a hamper to
- 1:26:59development. So, this is a way to also
- 1:27:02help us streamline that
- 1:27:04rezoning process, too.
- 1:27:06So, the other aspect that
- 1:27:09staff is proposing to remove is the
- 1:27:12requirement to condition a rezoning on a
- 1:27:15conceptual site plan. So, when somebody
- 1:27:17comes in with that conceptual site plan
- 1:27:20and they are conditioned specifically on
- 1:27:23that site plan, if they want to come in
- 1:27:26and do something different, market
- 1:27:27conditions have changed, they need to
- 1:27:30come in and rezone all over again. And
- 1:27:33so, while there may be times when a
- 1:27:36rezoning needs to be conditioned and
- 1:27:38there are still parameters in the code
- 1:27:40that allow for conditions of approval.
- 1:27:42In any rezoning case, it just
- 1:27:46is not mandatory that every rezoning be
- 1:27:50conditioned on that specific concept
- 1:27:52plan.
- 1:27:54The guardrails, of course, are always
- 1:27:56the regional plan. The regional plan
- 1:27:57sets that guidelines for what can really
- 1:28:00honestly be approved through the
- 1:28:02rezoning process.
- 1:28:04Conditions of approval, of course, the
- 1:28:06council may impose such reasonable and
- 1:28:08appropriate conditions and safeguards.
- 1:28:11These are examples of what those
- 1:28:13conditions of approval are.
- 1:28:16Um, you can tie things to the general
- 1:28:18plan. You can reduce or minimize
- 1:28:21things that are poten- could be
- 1:28:22potentially injurious, protect the
- 1:28:24character and scale of the neighborhood,
- 1:28:26and so forth. So, all of those
- 1:28:28parameters are still there.
- 1:28:30Um, conditions of approval can include
- 1:28:33things like landscaping, they can
- 1:28:35include things like floor area ratio,
- 1:28:38setbacks, building height, um,
- 1:28:40limitations on signage, limitations on
- 1:28:43the conduct of the proposed use, such as
- 1:28:46limited hours of operation.
- 1:28:48It can include public dedication of
- 1:28:50necessary right-of-ways for streets and
- 1:28:52alleys.
- 1:28:53Um, we can require additional
- 1:28:55neighborhood meetings.
- 1:28:57We can also require that a property go
- 1:29:00into the resource protection overlay.
- 1:29:02So, those are all in code, and they
- 1:29:04remain the same. So, this proposed
- 1:29:06amendment removes, um,
- 1:29:10So, it does a couple of things. It is
- 1:29:12going to change our common procedure to
- 1:29:14remove language that states a
- 1:29:16pre-application review is optional.
- 1:29:19For us to make sure we're hitting this
- 1:29:21out of the park with our applicants, we
- 1:29:22want to require that pre-application
- 1:29:25from the forefront. And, um, then they
- 1:29:28can submit their rezoning application.
- 1:29:30And then, from there, we are we are
- 1:29:34requiring the pre-application, we are
- 1:29:36clarifying what applications require a
- 1:29:39public meeting,
- 1:29:40um, with the Heritage Preservation
- 1:29:42Commission. Right now, it says that all
- 1:29:44zoning code text amendments are supposed
- 1:29:46to go to the Heritage Preservation
- 1:29:47Commission, and that's it's usually when
- 1:29:49we're doing either a rezoning or a
- 1:29:52zoning map amendment or a text change
- 1:29:54that involves some component that the
- 1:29:56Heritage Preservation, um, oversees. And
- 1:29:59we will, of course, always still take
- 1:30:00those cases to them.
- 1:30:02We are amending the application
- 1:30:03requirements to remove detailed
- 1:30:05submittal requirements for the different
- 1:30:07scale of zoning map amendments. Right
- 1:30:09now, we have small, medium, large, and
- 1:30:12multi-phased.
- 1:30:14Um there really is not a lot of differ
- 1:30:17There's not a lot of differential in the
- 1:30:18applications that we receive for those.
- 1:30:22It deletes that two-pronged approach and
- 1:30:24leaves us with one
- 1:30:26um just zoning map amendment process,
- 1:30:28which is actually what we had
- 1:30:30about 10 years ago.
- 1:30:32And then we remove language for
- 1:30:35modifying the concept zoning plan, and
- 1:30:38we're removing some figures out of the
- 1:30:42text itself.
- 1:30:44And then clarifying what neighborhood
- 1:30:46meetings apply to.
- 1:30:49And there are the required findings. So,
- 1:30:52there really are no core or
- 1:30:54complementary goals and policies that
- 1:30:56apply to this zoning code text
- 1:30:58amendment, but this text amendment is in
- 1:31:01alignment with the spirit of what the
- 1:31:03regional plan is attempting to
- 1:31:04accomplish by making
- 1:31:06um cases rezoning cases um more
- 1:31:09approachable and a better process for
- 1:31:13our applicants, as you can see with the
- 1:31:15new framework that's built into our
- 1:31:17regional plan.
- 1:31:19The amendment provisions are not
- 1:31:21anticipated to be detrimental to the
- 1:31:22public interest, health, safety,
- 1:31:24convenience. All rezonings will still go
- 1:31:26through the same public process. They
- 1:31:28will still be vetted in the same way,
- 1:31:30and we will still have the detailed
- 1:31:32information necessary for you all to
- 1:31:34make the required findings on those
- 1:31:36cases.
- 1:31:37And then lastly, the amendment is
- 1:31:39internally consistent utilizing the
- 1:31:41existing format and doesn't conflict
- 1:31:43with other zoning code provisions.
- 1:31:46The Planning and Zoning Commission did
- 1:31:48make a recommendation for approval uh
- 1:31:51with a vote of 4-1 on this particular
- 1:31:53text amendment. Um
- 1:31:55I'd be happy to take any questions,
- 1:31:58comments, or suggestions.
- 1:31:59>> Thank you.
- 1:32:01>> Council member Milazzo.
- 1:32:03>> I'm just coming in hot, aren't I?
- 1:32:05Um, could you give a little bit of
- 1:32:07context on why you said about 10 years
- 1:32:10ago this two-pronged approach was
- 1:32:12implemented? Do you happen to have any
- 1:32:15idea what council was kind of thinking
- 1:32:17at that point or what the discussions
- 1:32:18were and what sort of thing that
- 1:32:21happened or maybe happened that made
- 1:32:24council want to implement this?
- 1:32:26>> Thank you so much. It was the same idea
- 1:32:28that we were attempting to streamline
- 1:32:30the rezoning process.
- 1:32:34>> So, is that more of a like reducing from
- 1:32:37three or four prongs to two prongs and
- 1:32:39now we're going down to one or was it
- 1:32:41something else or
- 1:32:42>> It just every rezoning at that time was
- 1:32:46on the much more direct ordinance scale
- 1:32:48and there wasn't really that conceptual
- 1:32:50scale option. So, when the code was
- 1:32:52amended about a decade ago, it added in
- 1:32:55that concept rezoning aspect. Although,
- 1:32:58we've never taken it to its full
- 1:33:00potential.
- 1:33:01>> Great, thank you.
- 1:33:04>> Additional questions, comments?
- 1:33:07Council member Matthews.
- 1:33:08>> Mayor, if I may, I'm very sorry to
- 1:33:10interrupt. I think when we moved to item
- 1:33:1212B,
- 1:33:14um, there wasn't a separate public
- 1:33:16hearing opened.
- 1:33:17Um, if you wouldn't mind doing that just
- 1:33:20before we go any further, I'd appreciate
- 1:33:22it.
- 1:33:22>> Yikes.
- 1:33:25All right. So, I am opening the public
- 1:33:27hearing on item B
- 1:33:29and
- 1:33:31we are at the point where we are taking
- 1:33:33questions from the council. Council
- 1:33:36member Matthews.
- 1:33:39>> Thank you, Mayor. Um,
- 1:33:41actually, Tiffany, this is just more of
- 1:33:43a comment. Um, I want to thank you and
- 1:33:45Michelle and the team for continuously
- 1:33:48working to streamline our process, um,
- 1:33:51to make this much more business friendly
- 1:33:55so we can reach our housing goals and
- 1:33:57not scare off uh, future developers. So
- 1:34:00I just want to thank you for the work
- 1:34:02that you're doing on this. I know it's a
- 1:34:03lot. You're you're behind the scenes on
- 1:34:05all the
- 1:34:06code changes and zoning changes and
- 1:34:09stuff. So thank you and Michelle and
- 1:34:11everybody else.
- 1:34:16>> Council, questions?
- 1:34:18All right, I'm going to take public
- 1:34:19comment.
- 1:34:20Thank you, Tiffany.
- 1:34:22Rick Lopez.
- 1:34:32>> Thank you, Mayor and Council staff. Um
- 1:34:35all of you know
- 1:34:37I've been in front of this council off
- 1:34:39and on for over 30 years arguing about
- 1:34:41housing issues.
- 1:34:43Um
- 1:34:44and it hasn't always been easy and there
- 1:34:48hasn't always been any receptiveness on
- 1:34:51the part of city staffs or councils in
- 1:34:54the in the past to do things that
- 1:34:56actually helped
- 1:34:58our housing issues. And now we we have a
- 1:35:02a nationwide housing emergency.
- 1:35:06We literally have an an absolute crisis
- 1:35:08here in Flagstaff and I've presented
- 1:35:11that numerous times over the last 3
- 1:35:13years.
- 1:35:14So I'm not going to go into all of that
- 1:35:16kind of stuff. What I want to do is kind
- 1:35:18of reiterate what Councilman Matthews
- 1:35:20just said is I just want to thank the
- 1:35:25the current administration, the the
- 1:35:26planning staff, the the zoning staff to
- 1:35:30address some of these issues to help
- 1:35:33facilitate
- 1:35:35the
- 1:35:36the more effective
- 1:35:37capabilities of both the private sector
- 1:35:40and public sector to bring some housing
- 1:35:43for our workforce hopefully in the not
- 1:35:45too distant future.
- 1:35:46None of this happens in a vacuum. It
- 1:35:48takes a lot of collaboration and I'm
- 1:35:51just appreciative that our staff has
- 1:35:53finally been willing to listen to some
- 1:35:55of the input given to them by builders,
- 1:35:58developers, my realtor association over
- 1:36:01the last 3 years. And I
- 1:36:04am grateful for that. And I hope that
- 1:36:06all of you will continue to support all
- 1:36:08of the last cap proposals that come
- 1:36:10forward over the next few months. Thank
- 1:36:12you.
- 1:36:14>> Thank you.
- 1:36:16All right, Council. I don't see any
- 1:36:17additional questions.
- 1:36:20So, I am going to close the public
- 1:36:23hearing and I am looking for a motion.
- 1:36:28>> Mayor, I'd like to move that we read
- 1:36:30ordinance number 2026-28
- 1:36:33by title only for the first time.
- 1:36:37>> I'll second.
- 1:36:39>> Discuss.
- 1:36:40>> Apologies.
- 1:36:42Um are we on the resolution or the
- 1:36:44ordinance?
- 1:36:46>> Resolution first.
- 1:36:47>> resolution?
- 1:36:50>> Okay. It just It only says by title
- 1:36:52only.
- 1:36:54Does it need to be for the first
- 1:36:55>> The resolution.
- 1:36:57>> A resolution is just by title only.
- 1:36:59There isn't a first or second read on
- 1:37:00that one.
- 1:37:01>> Yeah, we wait to adopt until the next
- 1:37:02meeting where the second read of the
- 1:37:04ordinance takes place. That's where the
- 1:37:05adoption of the resolution. Yeah.
- 1:37:07>> Okay.
- 1:37:09Got it. I'll do it again.
- 1:37:11I move that we read resolution number
- 1:37:142026-52
- 1:37:16by title only.
- 1:37:17>> Second.
- 1:37:19>> Discussion.
- 1:37:20All those in favor?
- 1:37:21>> I.
- 1:37:22>> I.
- 1:37:23>> Any opposed? City Clerk.
- 1:37:24>> A resolution of the Flagstaff City
- 1:37:26Council declaring as a public record
- 1:37:28that certain document filed with the
- 1:37:29City Clerk and entitled
- 1:37:31PZ-26-00136-zoning
- 1:37:35map amendment process.
- 1:37:39>> Mayor, I move that we read ordinance
- 1:37:40number 2026-27
- 1:37:42by title only for the first time.
- 1:37:46>> I'll second.
- 1:37:48Discussion?
- 1:37:49All those in favor?
- 1:37:50>> I.
- 1:37:51>> I.
- 1:37:52>> Any opposed?
- 1:37:53City Clerk.
- 1:37:54>> An ordinance of the City Council of the
- 1:37:55City of Flagstaff amending the Flagstaff
- 1:37:57City Code Title 10 Flagstaff Zoning Code
- 1:38:00by adopting by reference that certain
- 1:38:02document entitled PZ-26-00136-Zoning
- 1:38:07Map Amendment Process providing for
- 1:38:09repeal of conflicting ordinances,
- 1:38:11severability, authority for clerical
- 1:38:12corrections, and establishing an
- 1:38:14effective date.
- 1:38:17>> Thank you.
- 1:38:18Moving down to the next item, I'm going
- 1:38:20to open the public hearing.
- 1:38:30I believe that this is your first um
- 1:38:33presentation to us, isn't it?
- 1:38:34>> It is, correct.
- 1:38:36>> Welcome.
- 1:38:37>> Thank you.
- 1:38:39Are we ready? Awesome. Um good
- 1:38:41afternoon, Mayor, Vice Mayor, Council
- 1:38:43members. My name is Dustin Steffler. I'm
- 1:38:44a planner with the current planning team
- 1:38:47here at the City of Flagstaff.
- 1:38:49Before you this evening is a
- 1:38:52a concept zoning map amendment
- 1:38:55um named Hidden Haven, uh item number
- 1:38:58PZ-250008702.
- 1:39:04A little information about the property
- 1:39:06or the project as well. Um it it's
- 1:39:08located uh just off of Lake Mary Road
- 1:39:12and uh JW Powell Boulevard.
- 1:39:15The proposed use will be a residential
- 1:39:18subdivision.
- 1:39:19And the applicant is requesting that the
- 1:39:22um four parcels that comprise this
- 1:39:25project site be uh rezoned from rural
- 1:39:29residential RR zone with a partial
- 1:39:31resource protection overlay to
- 1:39:33single-family residential um
- 1:39:36with a full resource protection overlay
- 1:39:39across the entire site.
- 1:39:44Again, the applicant is requesting the
- 1:39:46rezone in order to redevelop the site as
- 1:39:49a residential subdivision. This is
- 1:39:51currently
- 1:39:53used as trauma Sorry, travel
- 1:39:55accommodations in the form of a cabin
- 1:39:58resort.
- 1:39:59I believe it's called Arizona Mountain
- 1:40:01Inn.
- 1:40:03And just a little further context, it's
- 1:40:06largely to the west, east, and south
- 1:40:09surrounded by US Forest Service land and
- 1:40:11to the north there is existing
- 1:40:13high-density and medium-density
- 1:40:15residential development.
- 1:40:18Again, here's an image from their
- 1:40:20concept zoning plan. They are intending
- 1:40:24to subdivide the the site and are
- 1:40:26proposing to utilize a planned
- 1:40:28residential development.
- 1:40:30Overall, those major details will be
- 1:40:33handled through the platting process
- 1:40:35when we plat the subdivision.
- 1:40:39As part of all zoning map amendments,
- 1:40:41there are impact analyses. This
- 1:40:44proposed
- 1:40:45rezone did undergo a traffic impact
- 1:40:48analysis, water and sewer impact
- 1:40:49analysis, and stormwater analysis
- 1:40:52through our interdivision staff review
- 1:40:55process.
- 1:40:58And then we come to our required
- 1:41:01findings for granting a zoning map
- 1:41:04amendment. The first being that the
- 1:41:06proposed zoning map amendment falls
- 1:41:09within with falls in line and in
- 1:41:11conformance with the goals and policies
- 1:41:13of the general plan and any applicable
- 1:41:15specific plans.
- 1:41:17Through our regional plan
- 1:41:19analysis,
- 1:41:21we found that there are number of goals
- 1:41:23and policies
- 1:41:25in the regional plan 2030. I will
- 1:41:27mention that this came in prior to us
- 1:41:30adopting the most current regional plan
- 1:41:322045.
- 1:41:34And in the goals and policies listed on
- 1:41:37the screen are is um
- 1:41:40are items that support the requested
- 1:41:42rezone.
- 1:41:45Second is that the amendment must not be
- 1:41:50detrimental to the public interest,
- 1:41:52health, safety, and convenience, or the
- 1:41:53welfare of the city of Flagstaff, and
- 1:41:56will add to the public good. Staff
- 1:41:58believes that the proposed
- 1:42:01rezone and proposed residential
- 1:42:03development will not be detrimental to
- 1:42:05the public health, safety, or welfare
- 1:42:07as long as everything is developed in
- 1:42:09accordance with applicable codes and
- 1:42:12requirements.
- 1:42:15And lastly speaks the third finding
- 1:42:18speaks to the adequacy of the site
- 1:42:22in terms of the physical suitable
- 1:42:24physically suitable to in terms of
- 1:42:26design, location, shape, size, and
- 1:42:28operating characteristics,
- 1:42:30items that relate to public and
- 1:42:32emergency vehicle access, public
- 1:42:34services, and the like. And staff has
- 1:42:38found that through our interdivision
- 1:42:41staff review process, the application
- 1:42:45would be suitable for the the proposed
- 1:42:46development or the sorry, the site would
- 1:42:49be suitable for the
- 1:42:50proposed development.
- 1:42:53And there is also a preliminary plat
- 1:42:55that has been
- 1:42:57has been approved for this
- 1:42:59proposed subdivision with further
- 1:43:01details to be to be determined.
- 1:43:06As part of all
- 1:43:07zoning map amendments, there is a
- 1:43:09required citizen participation plan
- 1:43:12required by state law. So this involves
- 1:43:16public notification in the form of
- 1:43:18mailings as well as legal ads posted on
- 1:43:20our local newspaper, as well as
- 1:43:22neighborhood meetings. The applicant did
- 1:43:24hold a virtual neighborhood meeting on
- 1:43:27July 1st, which only one person did
- 1:43:29attend.
- 1:43:31With the low interest from the public,
- 1:43:34we did as staff approved the waiver for
- 1:43:37a second neighborhood meeting.
- 1:43:39The or the planning and zoning
- 1:43:41commission did hear this item in a in
- 1:43:43the form of a public hearing on
- 1:43:44September 23rd.
- 1:43:46And to date staff has not received any
- 1:43:48comments or um questions from the public
- 1:43:51on this application.
- 1:43:55And so lastly, the planning and zoning
- 1:43:57commission did recommend um to forward
- 1:44:00the request to the city council with a
- 1:44:02recommendation of approval with a vote
- 1:44:04of 5 to 0 subject to the following
- 1:44:07conditions: that the water and sewer
- 1:44:09main shall be extended from their
- 1:44:10existing termination in Sue Drive to
- 1:44:13loop throughout the proposed
- 1:44:14subdivision, and that no CFO can be
- 1:44:17issued until the Wildcat Interceptor
- 1:44:19project is completed.
- 1:44:22And at this time,
- 1:44:24I am happy to take any questions or
- 1:44:25comments, and I forgot to mention that
- 1:44:27the applicant is present for the hearing
- 1:44:29today.
- 1:44:31>> Thank you. Good job.
- 1:44:32>> Thank you.
- 1:44:34>> Uh
- 1:44:36Council member Matthews, you said after
- 1:44:38public comments. I don't see any public
- 1:44:40comments, so we can go ahead and and
- 1:44:43just take any questions that
- 1:44:45council has. So, go ahead.
- 1:44:47>> Thank you, Mayor.
- 1:44:49Um great job with the presentation.
- 1:44:51Question, I live off Lake Mary Road, so
- 1:44:54I'm very familiar with the area. Um
- 1:44:58and I do know a year ago, maybe, we have
- 1:45:01another development that is being worked
- 1:45:03on, at least approved, up the road. When
- 1:45:06we do a TIA, um
- 1:45:09does the city consider
- 1:45:13the collective development that is at
- 1:45:16least in in queue or applied for
- 1:45:19um when they're looking at the traffic
- 1:45:21impact on that particular development,
- 1:45:23or do do they consider everything that's
- 1:45:26being planned and in the pipeline.
- 1:45:29>> I'm going to differ. I believe
- 1:45:32Oh,
- 1:45:33Paul Moody is online. And would Paul,
- 1:45:36would you be able to speak to that?
- 1:45:43>> Um, can you repeat the question, please?
- 1:45:46>> Yes, Paul. When when you do um when your
- 1:45:49department does a TIA study,
- 1:45:52um are you looking at just the impact of
- 1:45:54that development or because we have some
- 1:45:56other development going on up the road,
- 1:45:59um are you looking at everything that's
- 1:46:01in the pipeline and how it will impact
- 1:46:03um that traffic on, let's say, Lake Mary
- 1:46:06or
- 1:46:07neighboring roads?
- 1:46:09>> Yeah,
- 1:46:10correct. We look at everything that's in
- 1:46:11the pipeline.
- 1:46:13>> Thank you. Um
- 1:46:15and then could you expand a little bit
- 1:46:18on the Wildcat Interceptor project and
- 1:46:23what that timeline is and uh just
- 1:46:26explain to the public why that's
- 1:46:28important before this project gets
- 1:46:30developed.
- 1:46:31>> I will do my best and I may have
- 1:46:33>> Lee.
- 1:46:34>> Oh.
- 1:46:35Perfect. Now, I'll
- 1:46:37I'll invite Lee to come.
- 1:46:42>> Thank you, Council Member, for the
- 1:46:43question. Lee Williams, Water Services
- 1:46:45Director.
- 1:46:46Uh the Interceptor pipeline is the
- 1:46:48largest section of sewer in the city.
- 1:46:50It's approximately a mile or a mile and
- 1:46:52a quarter right before it hits our end
- 1:46:54of the line Wildcat Hill Wastewater
- 1:46:56Treatment Plant. Existing pipe is 33 in.
- 1:46:59It is at or near capacity um during
- 1:47:02flooding. We had this happen last week.
- 1:47:04Um it backs up because it's undersized
- 1:47:06and we had uh sanitary sewer overflow in
- 1:47:08Foxglen Park like we did 3 years ago
- 1:47:10during the big snowmelt.
- 1:47:12Uh to address your concerns on the
- 1:47:14timeline, um supposed to be finished
- 1:47:16next month. We are behind schedule and
- 1:47:18with the um I think they're calling it a
- 1:47:20mega El Nino or Godzilla El Nino
- 1:47:22predicted. We're expecting a lot of slow
- 1:47:24down this winter with the construction.
- 1:47:26Um
- 1:47:27currently hoping to have it finished um
- 1:47:30in about a year, next July or so, maybe
- 1:47:32July or August. And to address questions
- 1:47:35about certificates of occupancy, which I
- 1:47:37maybe see are forthcoming. No?
- 1:47:39>> No.
- 1:47:40>> No. Okay.
- 1:47:41>> I just wanted that um just discussed in
- 1:47:44in public. I remember being out there
- 1:47:46close to Wildcat um and seeing the big
- 1:47:49pipes in the construction. So, in my
- 1:47:51mind I'm thinking, "Oh, you guys are
- 1:47:52close to being finished or is it 10
- 1:47:53years down the road?" So, that helps me
- 1:47:55a lot. Thank you.
- 1:47:56>> Yeah, thank you. You're welcome.
- 1:47:59>> Council Member Milazzo.
- 1:48:01>> Thank you. Here I go again. Um the
- 1:48:04question I have is I didn't see anything
- 1:48:06in
- 1:48:07in any of the packet that directly
- 1:48:09addresses um any kind of permanent
- 1:48:11affordability in that new development.
- 1:48:14Can you speak to whether that was
- 1:48:16considered or what what potential
- 1:48:18options there might be?
- 1:48:20>> Yeah, I actually have Jennifer
- 1:48:21Michaelson from housing with us here
- 1:48:23tonight.
- 1:48:27>> Thanks, Dustin.
- 1:48:28Um hi, I'm Jennifer Michaelson, housing
- 1:48:30planning manager. It's good to see you,
- 1:48:32Council Member Milazzo, on this
- 1:48:35dais. Um we'll miss you on the Housing
- 1:48:37Commission, but congratulations as we
- 1:48:39miss
- 1:48:40uh Council Member House as well.
- 1:48:42Um
- 1:48:43the quick answer to your question is no,
- 1:48:46there's no permanently affordable
- 1:48:48housing being proposed with this
- 1:48:50application.
- 1:48:51Um housing investment staff, there's two
- 1:48:54of us, me and Sullivan Moore. Um we have
- 1:48:57been integrated into the um
- 1:48:59interdivisional staff
- 1:49:02meeting process, which is a development
- 1:49:04review process, um where all city
- 1:49:07departments are gathered to review um
- 1:49:09new development applications. So, we are
- 1:49:11aware every time there's a a new
- 1:49:14residential application that comes in.
- 1:49:16Um and there are default comments. I I
- 1:49:20don't know exactly when the default
- 1:49:21comments are sent out or seen by the
- 1:49:24applicant, but every division has sort
- 1:49:27of like standard boilerplate um
- 1:49:29information that they want to relay to
- 1:49:31to to applicants. And our affordable
- 1:49:33housing incentives are part of those.
- 1:49:35So, we're always making um
- 1:49:38applicants, developers aware that we do
- 1:49:40have affordable housing incentives at
- 1:49:42the city. We do welcome any conversation
- 1:49:45about affordability, um whether it meets
- 1:49:47the code or not, frankly. Um
- 1:49:50but I I I haven't been closely involved
- 1:49:52with this rezoning. I think those
- 1:49:54comments were sent. I have not met with
- 1:49:55this applicant specifically, but I do I
- 1:49:59do have meetings like that often. It's
- 1:50:01just usually obviously a matter of
- 1:50:03finances and
- 1:50:05money and those kind of considerations.
- 1:50:07Um
- 1:50:09but yeah.
- 1:50:10>> Great, that answers my question. Thank
- 1:50:11you.
- 1:50:12>> Okay.
- 1:50:16>> Any additional
- 1:50:18questions?
- 1:50:20We have no public comment, so I'm going
- 1:50:22to close the public hearing and I'm
- 1:50:25looking for a motion.
- 1:50:30>> Mayor, I move to read ordinance number
- 1:50:332026-28
- 1:50:35by title only for the first time.
- 1:50:37>> I'll second.
- 1:50:38>> Discussion?
- 1:50:40All those in favor?
- 1:50:41>> I.
- 1:50:42>> I.
- 1:50:43>> Any opposed?
- 1:50:44City Clerk.
- 1:50:45>> An ordinance of the City Council of the
- 1:50:47City of Flagstaff amending the Flagstaff
- 1:50:49zoning map to rezone approximately 13.01
- 1:50:52acres of real property generally located
- 1:50:55at 4200 South Lake Mary Road. APNs
- 1:50:59105-05-001A,
- 1:51:031050502002B,
- 1:51:0810505002C,
- 1:51:12and 10505002D
- 1:51:16from the rural residential RR zone with
- 1:51:19partial resource protection overlay RPO
- 1:51:22to single family residential R1 zone
- 1:51:25with full RPO providing for severability
- 1:51:27authority for clerical corrections and
- 1:51:29establishing an effective date.
- 1:51:33Easy for you to say.
- 1:51:35All right. Thank you.
- 1:51:38And moving down to our regular agenda,
- 1:51:42item 13A consideration and adoption of
- 1:51:45resolution number 2026-50.
- 1:51:51>> Good afternoon.
- 1:51:53Allison Hughes with Flagstaff Police
- 1:51:55Department. Before you tonight are five
- 1:51:57intergovernmental agreements for
- 1:51:58dispatch services between the city and
- 1:52:00our partner fire agencies, Blue Ridge
- 1:52:02Fire District, Summit Fire, Highlands
- 1:52:05Fire, Pinewood Fire, and Forest Lakes
- 1:52:07Fire District. The Flagstaff Police
- 1:52:09Department's Communication Center is the
- 1:52:11primary 911 answering point for this
- 1:52:13region.
- 1:52:14In addition to dispatching for Flagstaff
- 1:52:16Police and Fire, our dispatchers handle
- 1:52:18every call for service in these
- 1:52:20districts' response areas 24/7
- 1:52:23a week. These agreements put that
- 1:52:25existing relationship in writing and on
- 1:52:27current terms. They do not change the
- 1:52:29service the districts receive or add any
- 1:52:32new obligations to our dispatch center.
- 1:52:34These agreements give each district and
- 1:52:36the city one consistent set of terms
- 1:52:38with a 5-year term with option to renew.
- 1:52:41The agreements also include language
- 1:52:43that better protects the city if the
- 1:52:45state is not able to continue funding
- 1:52:47the full cost of the 911. The Arizona
- 1:52:49Department Administration helps fund the
- 1:52:51regional 911 system. If that support is
- 1:52:54reduced, these agreements make sure the
- 1:52:56cost of keeping the system running is
- 1:52:57shared fairly among the agencies that
- 1:52:59use it rather than falling on the city
- 1:53:01alone.
- 1:53:02To do that, the agreement set a clear
- 1:53:04transparent cost recovery method. That
- 1:53:06method is a per call rate. We take the
- 1:53:09total annual cost of operating the
- 1:53:10communication center, including
- 1:53:12personnel, software, and the share of
- 1:53:14administrative costs, and divide it by
- 1:53:16the total number of calls for service.
- 1:53:18>> [snorts]
- 1:53:19>> In short, each agency pays for the
- 1:53:21service that they receive.
- 1:53:23The agreements that were developed in
- 1:53:25close partnership with fire districts.
- 1:53:27Every district, along with its legal
- 1:53:29counsel, had opportunity to review the
- 1:53:30drafts and request changes. I want to
- 1:53:32thank our partner fire chiefs, their
- 1:53:34staff, the city attorney's office, and
- 1:53:36our communications team for their work
- 1:53:38on the agreements. Staff recommends
- 1:53:40approval of the five intergovernmental
- 1:53:42agreements, and I'm happy to answer any
- 1:53:43questions.
- 1:53:45>> Thank you.
- 1:53:47Council member Milazzo.
- 1:53:50>> I'm really sorry. Um, I do have a
- 1:53:52question. How um
- 1:53:56how close to how quickly or how close to
- 1:53:59being over capacity in a like a major
- 1:54:02emergency is our system when if this is
- 1:54:05adopted? How like what could we handle?
- 1:54:08Could we handle calls from everywhere?
- 1:54:11Or just Coconino County, or what? Could
- 1:54:14you give me some idea of what we could
- 1:54:16handle?
- 1:54:16>> Absolutely. Um, so this is not an
- 1:54:19additional service than we are we are
- 1:54:21providing the same service. We do this
- 1:54:22today. Um, we're not adding any
- 1:54:24additional districts, any other
- 1:54:26additional service. So, it's what we
- 1:54:27currently do today. Um, with that being
- 1:54:29said, we are at max capacity. Um, adding
- 1:54:32any additional with the staff we have
- 1:54:34currently would be very difficult.
- 1:54:37Yeah.
- 1:54:40>> And never apologize for asking
- 1:54:41questions, ever, ever.
- 1:54:45Any additional questions?
- 1:54:48All right, looking for a motion.
- 1:54:51>> Mayor, I move that read resolution
- 1:54:53number 2026-50
- 1:54:56by title only.
- 1:54:58>> I second.
- 1:54:59>> Discussion?
- 1:55:00All those in favor?
- 1:55:01>> I.
- 1:55:03>> Any opposed?
- 1:55:04City clerk.
- 1:55:05>> A resolution of the Flagstaff City
- 1:55:07Council approving intergovernmental
- 1:55:09agreements between Blue Ridge Fire
- 1:55:10District, Forest Lakes Fire District,
- 1:55:13Highlands Fire District, Pinewood Fire
- 1:55:15Department and Summit Fire District and
- 1:55:17the City of Flagstaff for regional
- 1:55:19emergency dispatch services.
- 1:55:23>> Thank you.
- 1:55:23>> I move that we adopt resolution number
- 1:55:252026-50.
- 1:55:28>> Second.
- 1:55:30>> Discussion?
- 1:55:31All those in favor?
- 1:55:32>> I.
- 1:55:33>> I.
- 1:55:33>> I.
- 1:55:34>> Any opposed?
- 1:55:36Thank you, Allison.
- 1:55:38All right, we're moving down to item
- 1:55:41number 14, future agenda item requests.
- 1:55:46Is the
- 1:55:47um
- 1:55:50is the individual who submitted the
- 1:55:52petitions here?
- 1:55:56>> They do not appear to be in attendance.
- 1:55:59>> Okay.
- 1:56:00So, um
- 1:56:02council
- 1:56:04and and for members of the public who
- 1:56:06would like to read the petitions,
- 1:56:08they're included in the packet in the
- 1:56:10agenda item.
- 1:56:11Um
- 1:56:13normally we don't have
- 1:56:16discussion around why we want to move it
- 1:56:20forward or don't want to move it
- 1:56:22forward.
- 1:56:23And so
- 1:56:25I am allowing um brief descriptions
- 1:56:29about why you are choosing whatever
- 1:56:32you're choosing,
- 1:56:34um but
- 1:56:36Council member Milazzo, in case you're
- 1:56:39Oh, and I see that Got you. Um Council
- 1:56:43member Milazzo, typically what happens
- 1:56:45is
- 1:56:46um someone will submit a petition
- 1:56:50and it's on the agenda and council just
- 1:56:54decides whether to move it forward for
- 1:56:56discussion or not move it forward for
- 1:56:58discussion. So, we're at that point
- 1:57:00right now where we're deciding whether
- 1:57:02to move it forward for discussion.
- 1:57:05So, Council member House.
- 1:57:08>> Thank you, Mayor. I appreciate you
- 1:57:09giving the opportunity to give very
- 1:57:12brief comments on this and I will keep
- 1:57:14it very brief. Um I just wanted to to
- 1:57:17let it be known by the community and the
- 1:57:20the folks that put this petition forward
- 1:57:22that um
- 1:57:24my uh vote not to move this forward is
- 1:57:27not um a disregard of the concern or the
- 1:57:31consideration that they're bringing
- 1:57:32forward. It's the fact that we are
- 1:57:34already doing a lot of this. Um we have
- 1:57:37a technology task force that's
- 1:57:39considering things including AI policy
- 1:57:43uh items.
- 1:57:44And so, um this is this is something
- 1:57:47that's already well in the works and I
- 1:57:49just wanted to acknowledge that for the
- 1:57:51petition submitter and for the
- 1:57:53community. Thank you.
- 1:57:55>> Thank you.
- 1:57:56Council member Oh, wait. Council member
- 1:57:59No.
- 1:58:00Council member Azlan.
- 1:58:04>> I don't care what order we go in. Um
- 1:58:06but I do want to just address these very
- 1:58:08briefly. I find these uh too prescripted
- 1:58:11and um too problematically worded in
- 1:58:14order to advance either of them.
- 1:58:16But I just want to let the petitioners
- 1:58:18know that I understand the spirit behind
- 1:58:20uh submitting this petition and all of
- 1:58:22the signatures that you received.
- 1:58:25I do think that we are still in a place
- 1:58:28where we can strengthen our um our
- 1:58:30technology advisory board and turn it
- 1:58:33into more of an advisory board. Uh I
- 1:58:36think that if we're going to move
- 1:58:37forward on very very necessary and very
- 1:58:40urgent conversations around the use of
- 1:58:42emergent technologies in our police
- 1:58:44department that we need to have a a
- 1:58:47meaningful citizen involvement and
- 1:58:49meaningful citizen oversight. And I look
- 1:58:52forward to continuing that evolution on
- 1:58:55these things. But
- 1:58:57for example, before we really get into a
- 1:58:59conversation about drone usage as first
- 1:59:02responders,
- 1:59:03the public needs to be brought along on
- 1:59:05on these conversations. And one of the
- 1:59:07things that I think that is a real
- 1:59:09sticking point is the the the idea that
- 1:59:11they feel heard, they feel seen, they
- 1:59:14feel that their their advice is being
- 1:59:17taken seriously
- 1:59:18and
- 1:59:19and hopefully implemented. So,
- 1:59:22looking forward to that evolution. This
- 1:59:24is not the right path
- 1:59:25for going down that though.
- 1:59:32>> I I
- 1:59:33I have a very short comment, please.
- 1:59:34>> Please.
- 1:59:35>> I
- 1:59:36I am in agreement with Council Member
- 1:59:38House and Council Member Aslan.
- 1:59:40There are some issues with these
- 1:59:42petitions as written.
- 1:59:44If they were to come back, maybe I could
- 1:59:46change my mind, but right now I'm going
- 1:59:49to be a no for moving these forward.
- 1:59:51>> Thank you. City Manager.
- 1:59:54>> Mayor and Council, just an update. We
- 1:59:56actually had the privacy task force met
- 1:59:59yesterday and had a very
- 2:00:02productive and robust discussion on on
- 2:00:06directives related to privacy and
- 2:00:09actually use of technology. We'll be
- 2:00:12getting an update to Council on November
- 2:00:1510th. We'll We'll be bringing some of
- 2:00:17those directives forward and then also
- 2:00:20kind of what that process looks like
- 2:00:22moving forward. So, we're looking
- 2:00:23forward to having that discussion with
- 2:00:25Council.
- 2:00:26>> Thank you.
- 2:00:27So,
- 2:00:29are we
- 2:00:31Is it unanimous that we don't want to
- 2:00:33move this forward?
- 2:00:36Okay. Thank you.
- 2:00:39Open call to the public. I see none.
- 2:00:43>> Mayor.
- 2:00:44We have a second petition.
- 2:00:45>> one, too.
- 2:00:46>> Item B.
- 2:00:47Oh, I'm sorry. I was
- 2:00:50Um yeah, I assumed it was both as well.
- 2:00:53Um council, same on the second one?
- 2:00:56Okay. Thank you. Thank you.
- 2:00:59And moving down to 15, open call to the
- 2:01:02public. Seeing nothing.
- 2:01:05All right, then announcements and
- 2:01:07updates to from council and city
- 2:01:09manager. Let's start with council member
- 2:01:11Spence.
- 2:01:12>> Nothing this evening.
- 2:01:15>> House? Nothing tonight. Thank you,
- 2:01:17Mayor. Welcome, councilman from Malazo.
- 2:01:21>> Yes, welcome, council member. We're
- 2:01:23excited to have you. Um just a couple of
- 2:01:25things. Last week, I attended the
- 2:01:27Arizona Transportation Policy Summit.
- 2:01:30All things transportation. It was great.
- 2:01:32And a special shout-out to Kate Morley
- 2:01:35and her team for
- 2:01:37putting on such a wonderful and
- 2:01:39thought-provoking conference.
- 2:01:41Many of us attended the Jean Munger
- 2:01:43Memorial Bench Dedication. Very
- 2:01:46heartwarming, and I'm glad to see so
- 2:01:48many of us there.
- 2:01:49And uh Saturday, not only was it the NAU
- 2:01:52homecoming, where they did another win,
- 2:01:56but I did attend the NAU Semiconductor
- 2:01:59Laboratory Ribbon Cutting.
- 2:02:01And um just fascinated by the technology
- 2:02:04that we have right here in Flagstaff.
- 2:02:07And it's a great um move for economic
- 2:02:10development, and just really excited to
- 2:02:12have that here in our town.
- 2:02:17>> Councilmember Aslan?
- 2:02:18>> Nothing for me, Madam Mayor.
- 2:02:19Congratulations, Councilmember Malazo.
- 2:02:23>> Councilmember Malazo.
- 2:02:24>> I have several things. Thank you all to
- 2:02:27to all of council for welcoming me so
- 2:02:29much. Um I've felt incredibly welcomed
- 2:02:32by you all, and I really appreciate
- 2:02:34that. I'd also like to thank city staff
- 2:02:37for just an incredibly
- 2:02:39zippity-zip
- 2:02:41amount of work to get me ready for today
- 2:02:44and it's been
- 2:02:46absolutely wonderful. I knew housing
- 2:02:48staff was already wonderful cuz I've
- 2:02:50worked with them for about 10 years, but
- 2:02:52the rest of city staff have also been
- 2:02:54just lovely. Thank you so much for
- 2:02:57making me feel welcome here. Um and then
- 2:03:00finally, I'd like to put out the call
- 2:03:02for somebody to replace me on the
- 2:03:05Housing Authority Board and on the
- 2:03:06Housing Commission cuz we need people on
- 2:03:09both of those boards and commissions.
- 2:03:11Thank you.
- 2:03:13>> Council Member Matthews.
- 2:03:14>> Thank you, Mayor. Um I too was at Jean
- 2:03:17Munger's bench dedication. It was really
- 2:03:20lovely. Um and a great group of people.
- 2:03:23I also attended the Baskin-Robbins
- 2:03:26um new the ribbon cutting at their new
- 2:03:28location and a use um homecoming.
- 2:03:32And I also attended the NAH Summit
- 2:03:35ribbon cutting where uh still a portion
- 2:03:38of their building is open now and it's
- 2:03:41very high-tech, very impressive. Uh
- 2:03:44looking forward, this Thursday there is
- 2:03:46an open house with our uh Flagstaff
- 2:03:49Police Department from 3:00 to 6:00 on
- 2:03:52Thursday.
- 2:03:53And I look forward to attending that.
- 2:03:57Um
- 2:03:58and I think that's it. Thank you.
- 2:04:00>> Thank you.
- 2:04:01I have a question for Chief. Will there
- 2:04:03be snacks at this open house?
- 2:04:05>> Of course. No donuts.
- 2:04:09>> There will be snacks at this open house.
- 2:04:12Let the public know that. Um however, no
- 2:04:14donuts.
- 2:04:16Um
- 2:04:18there's also an open house on Friday for
- 2:04:21Fire Station 5, which is the fire
- 2:04:24station that is on uh Fort Valley Road
- 2:04:27and that is from 3:00 to 5:00. You can
- 2:04:29just drop in and and see what uh
- 2:04:34see how a fire station is run and talk
- 2:04:37to firefighters.
- 2:04:39That is all I have, city manager.
- 2:04:42>> Um mayor, council, just a quick update.
- 2:04:44I returned um probably 15 minutes before
- 2:04:48we started council today from the
- 2:04:49International City County Managers
- 2:04:52Association conference in Long Beach. Um
- 2:04:55Shannon Anderson, our our assistant city
- 2:04:57manager, and our deputy city manager,
- 2:04:59Mary, are still there. Um
- 2:05:01Um but I I wanted to share that it's an
- 2:05:04opportunity for us to um network with
- 2:05:07other communities and learn what other
- 2:05:08communities are doing. And what I
- 2:05:11continue to find out is that people are
- 2:05:14also learning from us.
- 2:05:16So, um it was a really great opportunity
- 2:05:18to see our Arizona managers and then
- 2:05:21also staff from um around the country
- 2:05:24who really look to Flagstaff as a
- 2:05:26leader. So, I just wanted to pass that
- 2:05:28on and a lot of that is because of you.
- 2:05:31So, thank you.
- 2:05:33>> Thank you. And I did forget to mention
- 2:05:35one thing. On Thursday morning, 7:00 uh
- 2:05:388:00 a.m. to 9:30 a.m. is the coffee
- 2:05:42with the mayor at Mix 'n' Wins on 4th
- 2:05:45Street. And public safety leadership
- 2:05:47will be there. Um Shannon from the city
- 2:05:50manager's office will be there with any
- 2:05:54question you could possibly have about
- 2:05:57or answers to any question you could
- 2:05:59possibly have on propositions 404 and
- 2:06:01405. And as people are turning in their
- 2:06:05ballots, I urge you to um make sure you
- 2:06:09have all the information you need. If
- 2:06:11you can't make it to this coffee,
- 2:06:14public safety ballot.com
- 2:06:18will give you um
- 2:06:21lots of information. So,
