- 0:00I certainly agree that there
- 0:02were um times when CIA officers exceeded
- 0:07the policy guidance that was given and
- 0:10the authorized techniques that were
- 0:13approved and determined to be lawful
- 0:15they went outside of the bounds in terms
- 0:17of their actions out that um as part of
- 0:21that interrogation process and um they
- 0:25were harsh uh as I said in some
- 0:27instances I considered them aor uh and I
- 0:30will leave to others how they might want
- 0:32to label those activities but for me it
- 0:36was something that uh is certainly
- 0:38regrettable but we are not a perfect
- 0:40institution we're made up of individuals
- 0:43uh and as human beings we are imperfect
- 0:45beings but uh as I think we have
- 0:49acknowledged over the years we have
- 0:50brought those uh mistakes shortcomings
- 0:55and excesses to the attention of the
- 0:57appropriate authorities whether it be to
- 0:58our Inspector General Department of
- 1:00Justice and others as you all know the
- 1:02Department of Justice looked at this for
- 1:03many years and decided that there was no
- 1:06prosecutable um
- 1:09[Music]
