- 0:00Many things are changing this November,
- 0:02and for some, these changes will impact
- 0:04you directly. So, as every month, here
- 0:06is a quick overview. Hi, this is Blanche
- 0:08, I hope you're doing well. This is the
- 0:10topic of today's news on YouTube and in
- 0:12audio podcast. First change, as every
- 0:14year, the winter truce begins on
- 0:16November 1st and will end on March 31st
- 0:18, 2027. During this period, landlords
- 0:20can no longer evict their tenants, even
- 0:22if they do not pay their rent. The goal
- 0:24is to protect the most vulnerable people
- 0:26and prevent them from being homeless in
- 0:28the middle of winter.
- 0:29However, there are exceptions, notably
- 0:31for squatters who entered a home
- 0:33illegally or when the building is
- 0:35subject to a safety order.
- 0:37Second change, new fees on packages
- 0:38coming from abroad will apply starting
- 0:40November 1st.
- 0:41Orders shipped from a country outside
- 0:43the European Union, particularly via
- 0:45Chinese platforms like Shein, Temu, or
- 0:48AliExpress, will be subject to a
- 0:49processing fee of € 2 per category of
- 0:52item. For example, a package containing
- 0:546 toys will incur a € 2 fee. But if it
- 0:56contains toys, a coat, and perfumes,
- 0:58there will be three categories, meaning
- 1:00a € 6 fee. These fees apply regardless
- 1:02of the package value and are in addition
- 1:04to the € 3 customs duty already applied
- 1:06since July to packages under € 150. They
- 1:08are paid by the platforms and sellers,
- 1:10who may, however, pass this cost on to
- 1:11the prices. The stated goal: to
- 1:13strengthen customs controls. In 2025,
- 1:15nearly 5.9 billion small packages
- 1:17entered the European Union, four times
- 1:19more than in 2022 according to the
- 1:21European Commission, one of the main EU
- 1:23bodies. 3rd change, the benchmark price
- 1:26for gas will increase by 6.6%to reach €
- 1:30194.90 per MWh.
- 1:32Set each month by the Energy Regulatory
- 1:33Commission, this price is an indicative
- 1:35value that estimates the average cost of
- 1:37gas for consumers. It does not therefore
- 1:39directly correspond to the rates paid by
- 1:41all consumers, but serves as a reference
- 1:43to compare supplier offers and track
- 1:45market trends. 4th change, the price of
- 1:47diesel is expected to drop by 12 to 18
- 1:49cents per liter starting November 1st.
- 1:51According to the government, which
- 1:52announced the release of 10 million
- 1:54barrels from France's strategic reserves
- 1:56purchased before the war in Iran. These
- 1:58diesel reserves held by several
- 1:59countries serve to avoid shortages and
- 2:01limit price spikes. Of the roughly one
- 2:04hundred million barrels held by France,
- 2:05100 million will be sold at cost,
- 2:07meaning at a price based on their
- 2:08purchase and storage costs and not at
- 2:10the current market price, which is
- 2:11therefore much higher.
- 2:13The goal is for distributors to buy this
- 2:15diesel cheaper and pass these savings on
- 2:17at the pump. TotalEnergies has already
- 2:19announced a reduction in its diesel
- 2:20retail price to 2.15 per liter at over
- 2:22700 service stations starting October 31
- 2:24. 5th change, winter is coming. Winter
- 2:27tires, or carrying snow chains or snow
- 2:29socks, become mandatory as they have
- 2:31every year since 2021 in 34 mountainous
- 2:33departments, starting November 1 and
- 2:35continuing through March 31, 2027. This
- 2:38rule applies to more than 4,000
- 2:39municipalities. The precise list is on
- 2:41the road safety website. We have
- 2:42provided the link in the description.
- 2:44The goal is effectively to enhance
- 2:45safety on snowy roads. In case of
- 2:47non-compliance, you risk a € 135 fine
- 2:49and potential immobilization of the
- 2:50vehicle. 6th change concerns electricity
- 2:53. Starting November 1, off-peak hour
- 2:55time slots will change for 9.3 million
- 2:58households.
- 2:59Off-peak hours are periods of the day
- 3:01when the electricity rate is lower
- 3:02because overall consumption is lower.
- 3:04The 8 daily hours will now be
- 3:05distributed differently. If you are
- 3:07affected, your provider should normally
- 3:09have informed you of these changes. 7th
- 3:11change starting November 20. Before
- 3:13granting a new overdraft, banks will
- 3:15have to verify that you have the means
- 3:16to repay it, even for an overdraft of
- 3:18less than € 200. Until now, these checks
- 3:20were only mandatory for overdrafts of at
- 3:22least € 200 and/or lasting longer than
- 3:24one month. The bank could, for example,
- 3:26examine the customer's income, expenses
- 3:28, assets, and debts. The goal is to
- 3:30prevent over-indebtedness and ensure the
- 3:32client is solvent. Meaning they are
- 3:34capable of repaying the amount of the
- 3:35overdraft granted. Once the overdraft is
- 3:37granted following this check, the bank
- 3:39will not need to systematically perform
- 3:41a new check. This reform could
- 3:42complicate the daily lives of the most
- 3:44modest households. 8th change. Starting
- 3:46November 1, some people on leave
- 3:47following a workplace accident or
- 3:49occupational illness will receive less
- 3:51social security compensation. The salary
- 3:53taken into account to calculate them
- 3:54will henceforth be capped at the
- 3:56equivalent of about 1.8 times the SMIC,
- 3:57meaning the minimum wage in France.
- 3:59Employees who earn more than that will
- 4:01therefore see their compensation
- 4:02decrease. The maximum amount will go
- 4:04from about € 240 to € 65 gross per day
- 4:06for the first 28 days of leave, then
- 4:09from € 321 to € 87 from the 29th day.
- 4:11For employees who benefit from salary
- 4:13maintenance, the supplement paid by the
- 4:15employer will have to increase. Note
- 4:16that this reform concerns workplace
- 4:18accidents and occupational diseases
- 4:20occurring from November 1st, not
- 4:22situations prior to that date. And
- 4:24finally, the last change, the Airbnb
- 4:26platform will regulate the chores
- 4:27imposed on travelers.
- 4:29For bookings made from November 20th,
- 4:31hosts will no longer be able to require
- 4:33certain tasks that require considerable
- 4:35effort or time that would generally be
- 4:36performed by a cleaner.
- 4:38This concerns in particular stripping
- 4:40beds, taking out the trash, or washing
- 4:42and putting away dishes.
- 4:43Note that hosts will still be able to
- 4:45ask, for example, to place dirty dishes
- 4:47in the sink, or to gather used towels in
- 4:49one place, or to sort waste.
- 4:51So that’s it for the month of November.
- 4:52We continue with the rest of the news.
- 4:55We start with this first piece of news.
- 4:56This Saturday was act 3 of the
- 4:57mobilization against the high cost of
- 4:59living in France. Nearly 500,000 people
- 5:01demonstrated across the country today
- 5:03according to unions and 320,000
- 5:04according to the Interior Ministry.
- 5:07Turnout is down compared to the two
- 5:09previous days of mobilization, which had
- 5:11each brought together 800,000 protesters
- 5:13on October 17 and 24 according to
- 5:15organizers; the Interior Ministry had,
- 5:17for its part, counted 550,000
- 5:18participants on October 17 and 4,100 on
- 5:20October 24 in Paris.
- 5:22While the administrative court had
- 5:24initially authorized the route between
- 5:25Bastille and Nation, the Council of
- 5:27State finally overturned this decision
- 5:29this Saturday morning. The protesters
- 5:30therefore had to take the route imposed
- 5:32by the prefecture between Porte de
- 5:34Bagnolet and Porte de Charenton on the
- 5:36outskirts of the city. The processions
- 5:37generally took place calmly, but
- 5:39tensions broke out at the end of the
- 5:41demonstration in several cities, notably
- 5:42in Marseille, Lyon, and Paris. In Paris
- 5:44, clashes notably opposed groups of
- 5:46rioters to law enforcement at Porte de
- 5:48Charenton. Individuals threw Molotov
- 5:50cocktails at law enforcement. A police
- 5:52officer caught fire. In any case,
- 5:53despite these incidents, trade union
- 5:55organizations want to continue the
- 5:56mobilization. A new day of strikes and
- 5:58demonstrations is planned for Thursday,
- 6:00November 5, at the call of the CGT among
- 6:02others, to defend jobs, wages, public
- 6:03services, and industry. For their part,
- 6:05high school and student unions have
- 6:07called for new blockades of universities
- 6:09and high schools this Tuesday and
- 6:10Thursday. We will follow that.
- 6:12Second news item: one week after the
- 6:14racist attack in the Yvelines region,
- 6:15thousands of people gathered this Friday
- 6:17evening in Trappes to pay tribute to
- 6:18Pengo Bosoangi, who was killed in the
- 6:20attack, and to the seven injured,
- 6:21including a 12-year-old girl.
- 6:2312,000 people were present according to
- 6:25the organizers. This gathering,
- 6:27initiated by the mayor of Trappes, Ali
- 6:29Rabeh, was also organized to denounce,
- 6:31quote, racism, Islamophobia, and all
- 6:32forms of hatred. A minute of silence was
- 6:35observed, and several political leaders
- 6:36, mainly from the left, were present,
- 6:38such as Jean-Luc Mélenchon from La
- 6:39France Insoumise and Raphaël Glucksmann
- 6:41from Place Publique.
- 6:42The assailant, Kevin T., admitted to
- 6:44police that he targeted Muslim, African
- 6:46, or North African individuals and
- 6:47deliberately chose the town of Trappes,
- 6:49which he considers, quote, a hotbed of
- 6:51Islamists.
- 6:52He was indicted this Thursday, notably
- 6:54for murder and attempted murder in
- 6:56connection with a terrorist enterprise.
- 6:58With the aggravating circumstance of a
- 7:00racist motive, he has been placed in
- 7:01pre-trial detention. Third news item:
- 7:03Canada will become the first associate
- 7:05member of the European Union, announced
- 7:07European Commission President Ursula von
- 7:09der Leyen from Montreal, Canada, this
- 7:11Friday.
- 7:12While the specific terms remain to be
- 7:14defined in the coming months, the idea
- 7:16is to allow Canada to participate more
- 7:17in European programs and coordinate
- 7:19certain policies with the EU without
- 7:21becoming a full member state.
- 7:23In fact, this week, the city of Montreal
- 7:25in Quebec hosted the Canada-EU summit.
- 7:27Canadian Prime Minister Mark Carney met
- 7:29there with European Council President
- 7:31António Costa and, of course, Ursula von
- 7:33der Leyen.
- 7:34This new partnership will cover numerous
- 7:36fields such as trade, research,
- 7:38artificial intelligence, energy,
- 7:40security, and defense.
- 7:42Among the measures announced:
- 7:43facilitating online sales for Canadian
- 7:45companies in Europe and giving Canadian
- 7:46researchers access to European
- 7:48supercomputers.
- 7:49Negotiations will also focus on faster
- 7:51money transfers and expanded
- 7:53participation in Erasmus +, the European
- 7:55student exchange program.
- 7:57Canada and the European Union will also
- 7:59study the possibility of creating a new
- 8:01transatlantic cable to exchange data
- 8:03securely and reduce their dependence on
- 8:05a single provider.
- 8:06Fourth news item: Poland is going
- 8:08through a serious political crisis,
- 8:10which intensified this Friday with
- 8:12police intervention at the
- 8:13Constitutional Tribunal in Warsaw, the
- 8:15capital. This court plays an essential
- 8:17role. It verifies that laws comply with
- 8:19the Constitution, the country's supreme
- 8:21legal standard. But its independence has
- 8:23been contested for several years,
- 8:24notably by the European Union. The
- 8:26former nationalist government led by the
- 8:28PiS party is accused of having appointed
- 8:30judges who are openly politically
- 8:31committed.
- 8:32The current government of Donald Tusk,
- 8:34the center-right, pro-European Prime
- 8:36Minister who returned to power in
- 8:37December 2023, wants to change the
- 8:39court's composition, but is clashing
- 8:40with nationalist president Karol
- 8:42Nawrocki, who is blocking new
- 8:43appointments and supporting the judges
- 8:45currently in office.
- 8:47On Friday, after another deadlock
- 8:48regarding the court's budget, the
- 8:50situation escalated. Riot police blocked
- 8:53access to the building. Supporters of
- 8:55the PiS forced the gates open without
- 8:56managing to get past the police
- 8:58barricade. Three people were arrested,
- 9:00and now two people are claiming
- 9:01leadership of the institution.
- 9:03A judge appointed by the current
- 9:04majority announced the suspension of the
- 9:06court president and claims to be serving
- 9:07as interim.
- 9:09But the latter, supported by the
- 9:10President of the Polish Republic,
- 9:11maintains that he is still in office.
- 9:13And we finish with this sports news. The
- 9:154th edition of the Youth Olympic Games
- 9:17began this Saturday in Dakar, Senegal.
- 9:19This is the first Olympic event ever
- 9:21held on African soil. The competition
- 9:23brings together about 2,700 athletes
- 9:26aged 14 to 17, from 207 delegations
- 9:28across 25 sports. Among them, 69 French
- 9:30athletes will participate in the events
- 9:32, including 40 girls and 29 boys. France
- 9:34has the second-largest delegation of
- 9:36athletes behind Senegal, the host
- 9:38country. The French flag bearers are
- 9:40Elsa Lopiner, competing in Baseball5, an
- 9:42urban version of traditional baseball/
- 9:44softball. And the second flag bearer is
- 9:46Raphaël Debousac, who will participate
- 9:47in coastal rowing events. Note that
- 9:49these games are opening in a difficult
- 9:51economic and social context. Senegal is
- 9:53facing heavy public debt and
- 9:54mobilizations against the high cost of
- 9:56living. Authorities hope the event will
- 9:58contribute to the country's development
- 9:59, especially through renovated sports
- 10:01infrastructure. In any case, the event
- 10:03lasts until November 13th. We will
- 10:04follow this, particularly on our
- 10:06Instagram account hugodecrypt.sport.
- 10:08That's it for this news. Thanks again
- 10:10for following this format even on the
- 10:11weekend. The news cycle is very busy
- 10:13right now. I remind you that we
- 10:14conducted an interview with the
- 10:15President of the Republic this Wednesday
- 10:17. It is available on our long-form
- 10:18channel. The link is in the description
- 10:20. There, I think I've said everything.
- 10:21Take care of yourselves, take care of
- 10:22your loved ones, and I'll see you later
- 10:23. Yeah.
