  1. 0:00when we talk about uh the future of
  2. 0:02disinformation and our concerns about
  3. 0:04where disinformation campaigns will go
  4. 0:06in the next
  5. 0:07three to five years uh it's almost
  6. 0:10impossible to have that conversation
  7. 0:11without talking about
  8. 0:12deep fakes so deep fakes and artificial
  9. 0:16intelligence you know the concern there
  10. 0:18is quite obvious that
  11. 0:19it will allow people um to create
  12. 0:22evidence of people saying things they
  13. 0:23never said of events occurring
  14. 0:26that never happened uh really of an
  15. 0:28entire reality that just does not exist
  16. 0:32while defects are a definite concern and
  17. 0:34they're concerned now although
  18. 0:36you know we're really not totally at the
  19. 0:38deep fake level
  20. 0:39you know artificial intelligence and the
  21. 0:41manipulation of the media has been
  22. 0:44occurring
  23. 0:44for years i mean decades so
  24. 0:48it's not a future threat it's a current
  25. 0:50threat and you don't need
  26. 0:53real kind of sophisticated technology to
  27. 0:56pull
  28. 0:56off a campaign to mislead people so you
  29. 0:59don't need a deep fake
  30. 1:00you need kind of what's referred to as a
  31. 1:02cheap fake i mean we have had the
  32. 1:04ability to manipulate
  33. 1:05audio recordings for example for a very
  34. 1:08long time
  35. 1:09we've had the ability to manipulate
  36. 1:12photographic evidence for a very long
  37. 1:14time
  38. 1:15and those of course have been used in
  39. 1:17disinformation campaigns in the past
  40. 1:20so while yes we need to be concerned
  41. 1:22about the future
  42. 1:24technologies that will make those type
  43. 1:26of manipulation efforts
  44. 1:28a little bit slicker a little bit more
  45. 1:29sophisticated the technology that's
  46. 1:32available now
  47. 1:33can in many ways be just as convincing i
  48. 1:35mean if you think back to one of the
  49. 1:37major events of the 2016 election which
  50. 1:39was the
  51. 1:40access hollywood tape the ability to
  52. 1:42create
  53. 1:43a manipulated audio recording absolutely
  54. 1:46exists right now
  55. 1:47so you're going to have multiple
  56. 1:49problems there one is bad actors
  57. 1:51manipulating audio to try to undermine
  58. 1:54a candidate or a political party or a
  59. 1:56social movement
  60. 1:57but the other thing is it's gonna give a
  61. 1:59defense to those people
  62. 2:01when there is actual credible um leaked
  63. 2:04audio
  64. 2:05or video evidence to say you know that
  65. 2:07didn't happen
  66. 2:08i didn't say that that is a manipulated
  67. 2:11piece of information or technology
  68. 2:14so when we talk about deep fakes
  69. 2:17and where we're going in the next few
  70. 2:19years i think we need to kind of
  71. 2:21establish the fact
  72. 2:22that a cheap fake can be just as
  73. 2:24damaging i mean a manipulated
  74. 2:26photograph a manipulated piece of audio
  75. 2:29that doesn't require advanced technology
  76. 2:31it doesn't require
  77. 2:32a huge amount of skill can really have a
  78. 2:36negative impact again look at the nancy
  79. 2:38pelosi
  80. 2:39recordings that have gone out on
  81. 2:41facebook
  82. 2:43all the video editor did there was
  83. 2:45basically
  84. 2:46slow her speech down by a frame or two i
  85. 2:48mean this is very sort of basic
  86. 2:50technology
  87. 2:51but we saw how viral those videos became
  88. 2:54we saw
  89. 2:55how influential those videos became so
  90. 2:58again there is a concern about where
  91. 3:00we're going in the future when we talk
  92. 3:02about deep fakes but in the presence
  93. 3:04we need to be worried about the cheap
  94. 3:06fakes as well
