- 0:52We'll kick off right at 1:30. Good
- 0:54afternoon, everyone.
- 0:57So, we'll start off by recognizing that
- 0:59we're conducting our business primarily
- 1:01on the territories of the uh Picheset
- 1:03and Tashant First Nations as our in our
- 1:06boardrooms located in that area. We do
- 1:08have people who are coming to you live
- 1:10from other traditional territories as
- 1:12well because we're uh conducting the
- 1:14meeting in a hybrid format. because it's
- 1:16a hybrid format, we're uh present via
- 1:18Zoom and we are live broadcasting the
- 1:21meeting both in the uh boardroom as well
- 1:24as online and uh that's being broadcast
- 1:27via our YouTube channel which is
- 1:29embedded on our website as well. Uh
- 1:31attendees can attend via um if they
- 1:34registered beforehand via Zoom, which is
- 1:36sometimes more upto-date and sometimes
- 1:39more reliable, but folks can also watch
- 1:42online on YouTube directly, although we
- 1:44only monitor our email address as well
- 1:47as Zoom uh chats as well. No, just
- 1:51email.

- 4:52chair of the board. And I must say I
- 4:55really dislike the visual update for
- 4:57Zoom. It's terrible. Um okay, [laughter]
- 5:00it's like it's like the 60s into 70s
- 5:03kind of style here. All right. So, we
- 5:05have uh the approval of the agenda
- 5:07before us. What I'd like to do is um
- 5:09include an update to the agenda to add a
- 5:14new reason to go in camera. Uh we have
- 5:17uh Wayne and Britt Coulson who would
- 5:20like to speak to two items. One of which
- 5:22is suitable for an open meeting, but the
- 5:24other topic is likely to be more
- 5:26suitable for a part of the confidential
- 5:28in camera part of the meeting. So I'll
- 5:30read out the reason why and then we can
- 5:32go from there. It's under 912A1.
- 5:35If all or part of a meeting is closed to
- 5:38the public, council may allow a person
- 5:40other than municipal officers and
- 5:42employees to attend in case of a meeting
- 5:44that must be closed under section 92 if
- 5:46the council considers this necessary and
- 5:49the person one already has knowledge of
- 5:51the confidential information which they
- 5:53would and they would be upfront. So um
- 5:56what I don't like about the local
- 5:57government act is that it refers to
- 5:58council but that does in fact refer to
- 6:00the board as well. Um that's the only
- 6:02additional item to the agenda. I don't
- 6:04think there are any new materials
- 6:06either. So, if we could have a motion to
- 6:08move the agenda as amended.

- 7:32Okay. So, I did uh participate as part
- 7:34of a panel at the Union of BC
- 7:36Municipalities talking about treaty. Um
- 7:40I'm not certain if it was something I
- 7:41should declare under Houed or under the
- 7:43ACRD because I'm uh it was kind of both
- 7:45while I was there. But I did receive a
- 7:49art um mug that is very likely uh in
- 7:54excess of $50. I don't know whether or
- 7:56not I need to mention that, but um it's
- 7:59not above the 250 button. With that, I
- 8:03don't think I need to do anything else.
- 8:05Under our laws, we have to tell people
- 8:06when other or at HOA, we need to tell
- 8:09people when we get a a gift above $50,
- 8:12but we don't have to make any decisions
- 8:14as a group unless it's $250.
- 8:17I don't think that's the same here.
- 8:20Okay. So, that brings us to invited
- 8:22presentations and delegations.
- 8:25And first up and first first of all uh
- 8:29for delegations we normally have a
- 8:3110-minute maximum for the dis for the
- 8:34presentation content itself. So I'll
- 8:37note the time when the person starts
- 8:39talking um but if we get close to the
- 8:4310-minute mark and it doesn't seem like
- 8:45the content of the presentation or
- 8:48delegation is completed then I'll hit
- 8:50pause interrupt and then ask the board
- 8:51if we can continue. Uh that's usually
- 8:53just a simple majority and it almost
- 8:56invariably happens. Um but if you're
- 8:59watching the screen and you see me come
- 9:01up and I'm holding up two fingers or one
- 9:03finger, that's how [clears throat] much
- 9:04time you have left. Um if I interrupt
- 9:06you, I'll just interrupt you with my
- 9:07voice. So I'd like to welcome and thank
- 9:10uh Mr. Wayne Coulson and Britt Coulson
- 9:13uh from Coulson Aviation uh regarding
- 9:16the proposed airport blah. So Wayne, I'm
- 9:19assuming you started, but please go
- 9:20ahead.
- 9:21>> All right. Well, hey, thank you uh
- 9:23everybody for allowing Brit and I to
- 9:26share today um a little bit for those of
- 9:28you who uh haven't met us. Our family's
- 9:31been part of the Alberti Valley for the
- 9:33the past 66 years. Uh we built our
- 9:36business here. We've employed
- 9:38generations of local families and have
- 9:40continued to invest in in the community.
- 9:43Uh, a major part of our transition from
- 9:45forestry to aviation was made possible
- 9:48by ACRD's decision beginning back in
- 9:502015 to invest in the Alurnie Valley
- 9:53Regional Airport leading to the runway
- 9:55extension and lighting that was
- 9:57completed in 2017. At that in time, we
- 10:00employed approximately 30 people at the
- 10:03airport and based on the expansion, we
- 10:05were expected to add an additional 15 uh
- 10:08jobs. Well, less than 10 years later, we
- 10:10currently have 285 people working daily
- 10:14uh plus our uh corporate office staff
- 10:17and it exceeds the Alberti paper mill
- 10:19and jobs. So, we've taken over as the
- 10:21number one job creator in the community.
- 10:24And what a what a tremendous success
- 10:26story for both uh ACRD and our company
- 10:29and and demonstrates what can happen
- 10:31when local government and businesses
- 10:32work together. Well, unfortunately, that
- 10:35partnership is not healthy today. This
- 10:38current bylaw being discussed is an
- 10:40example of the breakdown in the
- 10:42relationship. It is our view that the
- 10:44current behavior of the ACRD staff is
- 10:47exactly how to chase investment away. We
- 10:50currently have a multi-million dollar
- 10:52investment that we cannot make given the
- 10:53current situation. We can expand on this
- 10:56matter a little bit later uh in our uh
- 10:59briefing this afternoon in camera. And
- 11:01I'm just gonna ask Brit here if he can
- 11:03share a little bit further with you and
- 11:05has comments on behalf of our company.
- 11:07Thank you.
- 11:10>> Sounds good. Um,
- 11:13so we appreciate
- 11:16uh the opportunity to address the
- 11:18proposed bylaw R1035-2.
- 11:22We're going to keep our public comments
- 11:24focused on the bylaw uh and talk about
- 11:26the OS site work and other issues u
- 11:30separately in camera in the later
- 11:32meeting. However, we are asking the
- 11:34board not to pass a public bylaw that
- 11:37effectively predecides those unresolved
- 11:39issues between Coulson Aviation and
- 11:42ACRD.
- 11:44Under the existing bylaw, the current
- 11:46AVA fixed base operators that pay an
- 11:49airport maintenance fee are exempt from
- 11:51airport from aircraft parking fees. The
- 11:54proposed bylaw removes that exemption.
- 11:57It also creates a new category for
- 11:59aircraft above 20,000 kg. Limits free
- 12:03parking to 7 days per calendar month.
- 12:06restricts aircraft parking to the areas
- 12:09shown in in schedule B unless ACRD
- 12:12further provides written approval, makes
- 12:15monthly and annual parking subject to a
- 12:18license issued at ACRD's sole
- 12:20discretion, and gives the ACRD the
- 12:23authority to deem an aircraft disabled
- 12:25or non-operational and require written
- 12:28permission for it to remain at the
- 12:30airport.
- 12:32For us, those are not minor fee
- 12:34adjustments, and they replace a
- 12:37long-standing FBO operating agreement
- 12:39with new geographically restricted and a
- 12:42permissionbased system controlled
- 12:44entirely by the ACRD. Our concerns are
- 12:48less about the fee and are more about
- 12:50why these aircraft are outside in the
- 12:52first place and whether our ACRD should
- 12:55change the rules governing our aircraft
- 12:57and their location before dealing with
- 13:00the underlying technical and
- 13:01communication issues or and commercial
- 13:04issues that have yet to be resolved.
- 13:07We previously asked ACRD to provide the
- 13:09factual and operational basis for this
- 13:12amendment, including the dates and
- 13:14details of the alleged congestion
- 13:16events, the aircraft and operators
- 13:19involved, any safety assessments,
- 13:21complaints, or incident reports, any
- 13:24apron capacity or utilization analysis,
- 13:28the rationale for the additional 20,000
- 13:31kg aircraft threshold, the reason for
- 13:34removing the existing FBO exemption,
- 13:36from the existing bylaw and the
- 13:38anticipated effect on existing airport
- 13:41operators.
- 13:43All of our questions have gone
- 13:44unanswered.
- 13:46We support reasonable, objective, and
- 13:48evidence-based
- 13:50rules for safe apron use, and we are not
- 13:53asking for unlimited or unsafe parking,
- 13:56but we are asking the board not to use
- 13:58general bylaws to determine the outcome
- 14:00of an unresolved commercial dispute
- 14:02against a particular tenant. Our request
- 14:05to the board is to defer the
- 14:07consideration of bylaw R1035-2
- 14:11to direct the ACRD staff to provide the
- 14:14factual safety operational and financial
- 14:17basis for their new proposed bylaw
- 14:19change to clearly disclose the impact of
- 14:23existing FBOs with the new bylaw and
- 14:26preserve existing FBO parking treatment
- 14:30or establish an interimm exemption until
- 14:33the underlying OS hangar and lease
- 14:36matters have been resolved.

- 14:46followup or is that it?
- 14:50>> Oh, you're you're muted though, Wayne.
- 14:54>> Thank you. I think the underlying issue
- 14:56we have is we've got these aircraft that
- 14:59uh as you've seen are 737 C130 largest
- 15:02you know aircraft in in the firefighting
- 15:04world and um we're having a you know
- 15:07trouble with uh parking them where we're
- 15:09going to park them. All those aircraft
- 15:11represent 60,000 man hours of work and a
- 15:15lot of the work that we do at the
- 15:17Alurnie airport is around research and
- 15:19development and engineering. So we have
- 15:22significant staff of part of those 285
- 15:24jobs is developing uh the the new
- 15:28technology in these aircraft and um
- 15:31obviously it it's created some issues
- 15:33around some congestion which we're we're
- 15:35mindful of and we're mindful of our
- 15:37neighbors. We respect our neighbors and
- 15:40what we're we're having difficulty with
- 15:42is staff. And it seems to me we're
- 15:44spending a lot more time uh trying to uh
- 15:47arguing with staff than we are trying to
- 15:49get the work done on the aircraft and
- 15:51get them back out to work in the world
- 15:53and fighting fire. So that's the reason
- 15:55that we uh you know we're here and
- 15:57wanted to uh we wanted to build that
- 15:59bridge with the ACRD board of directors
- 16:02to make sure we're all on the same page
- 16:04going forward. Thank you.

- 16:11feedback. Um, now let's keep our
- 16:14conversations to the bylaw at the
- 16:16moment. Uh, just making sure that we
- 16:18keep things separated out. With that in
- 16:21mind, uh, we'll open up discussion. Does
- 16:24anyone want to start? Uh, Dr. Sparrow,
- 16:26please go ahead.
- 16:28>> Thank you. So, this bylaw pertains to
- 16:30aircraft is to all aircraft or only
- 16:32aircraft is not on lease land. So if you
- 16:34have lease land that aircraft does not
- 16:36apply this bylaw only on we'll call land
- 16:40per say. Okay I'm gonna ask Jenny go
- 16:44ahead.
- 16:45>> Uh yeah so the uh the bylaw itself
- 16:47applies to all of the aircraft that will
- 16:50be parking. Um when uh we're referring
- 16:52to an FBO exemption that means anyone
- 16:54who has leased properties at the airport
- 16:57previously was exempt from the bylaw. So
- 17:00that that was the point being made. um
- 17:04it really does come down to a congestion
- 17:06issue and looking to resolve that. So in
- 17:08the past when we had the FBO exemption
- 17:10so that lease holders wouldn't have to
- 17:12um pay parking fees. We weren't in the
- 17:15situation we're in today. So we do have
- 17:17a bit of a it's an operational issue
- 17:19that we are looking to resolve and so um
- 17:21I think we're of the same mind that it
- 17:23would be nice to come to a resolution on
- 17:25this.

- 17:32>> Uh, thank you. My understanding is that
- 17:35we're going ahead with um these changes
- 17:38in order to actually um relieve the
- 17:42burden on the taxpayer for the airport
- 17:45costs because currently
- 17:47um the airports uh like we are leasing
- 17:52lands at the airports to try and make it
- 17:54so that the local taxpayer is not paying
- 17:56for you know how many of the locals
- 18:00actually take flights out of Port
- 18:01Alurnie airport and yet were
- 18:03contributing to the the fees for that
- 18:05airport. How many people in toori are
- 18:09actually using the airport in order to
- 18:11have a flight out? Um and yet as a
- 18:15taxpayer I'm paying for that airport. So
- 18:18I think um the staff have been we've
- 18:22been supporting them in treating the
- 18:24airport like a business and having some
- 18:26form of income so that the taxpayers are
- 18:29not on the hook for all of the expenses.
- 18:32So um and that's the reason for both in
- 18:36Tofino and in Port Alurnie uh that we're
- 18:40looking to um increase our revenues and
- 18:43we've already had a comment from the
- 18:45changes uh from the Tofino airport
- 18:48because people are not used to paying
- 18:51fees um and yet they're the very people
- 18:54that are using the airport. So just to
- 18:57put it into perspective as a taxpayer, I
- 19:00support the uh
- 19:04staff in making it so that this is
- 19:08treated as a business as it should be
- 19:10and um trying to make the burden on us
- 19:14less. Thank you.

- 19:20>> Yeah. So, so [clears throat] we don't
- 19:22disagree and and I think the the issue
- 19:26we have is that there was two lots that
- 19:28we had spent $50,000 on and we have
- 19:32prepared to park our aircraft on that we
- 19:36uh can't access right now because we
- 19:38we're in a a dispute with staff over who
- 19:41said what. So, we had a solution. We
- 19:47spent the $50,000 to prepare the lots at
- 19:49our cost and it was going to be um the
- 19:53discussion was that we were going to
- 19:56work together on uh getting our the
- 19:58investment back in the the raw land to
- 20:00prepare to put big aircraft on and uh
- 20:04the ACRD staff has reneged on that
- 20:06agreement. So we have to we've had to
- 20:08pull our aircraft off of the proposed
- 20:12area back onto the ramp while we
- 20:14discussed this. And this is why we think
- 20:16that's why the bylaw and part of our
- 20:18frustration with staff has been why the
- 20:21u bylaw has been brought forward and
- 20:25it's to um it's to have us go back onto
- 20:28this $50,000 piece of land that we've we
- 20:30spent money on that we prepared to park
- 20:32our aircraft on now that we we feel that
- 20:35we've been uh dealt with unfairly.
- 20:41>> Okay. Thank you for the clarification. I
- 20:42have Dr. Boy and then Dr.
- 20:48Thank you very much. So,
- 20:51we have a dispute and I'm sure we're
- 20:53going to get into that more later on
- 20:54details of what happened and what
- 20:56happened, but if you're at a taxpayer
- 21:00owned airport
- 21:02and you want to use land, you should
- 21:05have a lease in place and use it before
- 21:08anything happens. I think that's kind of
- 21:11meat and potatoes what we're going to
- 21:12talk about later. But at the same time,
- 21:15I agree with Director Sega. Currently,
- 21:17taxpayers put in $640,000
- 21:20per year till 2047 for this airport
- 21:25and it's a huge burden. It's like the
- 21:27fifth largest cost for Bowfort and we
- 21:29can't use the airport, right? So, it's a
- 21:33valid concern and I'm sure we can figure
- 21:35out a way to work together, but at the
- 21:37same time
- 21:39saying that staff said something,
- 21:42company said something, these are
- 21:44commercial disputes and we can resolve
- 21:46it and move forward in a timely manner.

- 21:56>> Thank you. I think I'll just say it's
- 21:58somewhat unclear to me if we are trying
- 22:00to address an issue of congestion here
- 22:03at the airport or if we're just trying
- 22:04to find a workaround to get more
- 22:06revenue. Um if we are trying to find a
- 22:08workaround to get more revenue but kind
- 22:10of putting it on under the guise of of a
- 22:14congestion issue at the airport um it
- 22:16doesn't feel like the right approach. I
- 22:18think first and foremost we need to
- 22:19circle back to the lease issue, sort
- 22:21that out and move forward from there. um
- 22:24completely hear the you know concerns
- 22:25around revenue for the airport and I
- 22:27know that that's been a long-standing
- 22:28issue that this board um and the ACRD
- 22:31and taxpayers have asked us to address.
- 22:33Um I think there are many ways to get
- 22:34there and the leases are a part of that.
- 22:37Um so I think we need to continue that
- 22:39work forward but from my perspective I I
- 22:43it feels unnatural to move forward with
- 22:46this bylaw when we don't have the leases
- 22:48in place. Um, and I think my last
- 22:51comment would just be that there are
- 22:54many ways in the Albert Valley that
- 22:57local governments contribute to assets
- 23:00and different types of infrastructure
- 23:02that support our local economy that
- 23:05don't necessarily provide direct access
- 23:08to taxpayers or residents. Um, we have a
- 23:11whole economic development function that
- 23:13I think most people in the community
- 23:15would say, I don't get to use that
- 23:16function, but I still have to pay for
- 23:17it. To me, the airport has always been
- 23:19that um it is not a traditional airport
- 23:22in the sense that you're going to go and
- 23:23take a flight from it necessarily,
- 23:24although there are new functions opening
- 23:26up there that I think people are
- 23:27enjoying and contribute to the tourism
- 23:30um basis of our community. But from my
- 23:32perspective, the the expansion of the
- 23:34airport was always very much about
- 23:36economic development for our valley. And
- 23:38there's few issues that I hear about
- 23:40from residents of the city more than the
- 23:42need to to invest in our economy
- 23:44locally. So, um, I'd like to see us move
- 23:46forward, pause the bylaw, and move
- 23:48forward with, um, sorting out these list
- 23:50lease issues as soon as possible. Thank

- 23:58everything that Sher Director Minions
- 24:01just said, uh, was going to say
- 24:05sort of the same things. Um, there's a
- 24:08question in here that we are acting in
- 24:11bad faith during a negotiation. So I
- 24:15would be wanting to know if that's
- 24:18um viable and just uh mention that the
- 24:22the airport is available for everyone to
- 24:25use and we do use it for emergency
- 24:27management uh reasons. So um it's
- 24:31important for us all to be uh re realize
- 24:35that the airport is a value to us all.

- 24:43Thank you, Mr. Chair. Uh, sometimes what
- 24:45looks good on paper has unintended
- 24:48consequences and I wish we would have
- 24:50had this information when this bylaw
- 24:52first came before us and I agree with
- 24:55Mayor Minions that I would like to defer
- 24:57this as well till we get everything
- 24:58sorted out with Coulson's. They are a
- 25:00very very valued asset to our community
- 25:03providing good paying jobs. And when you
- 25:06say that business don't get direct uh
- 25:10results from the airport, they
- 25:11absolutely do because these residents
- 25:13they buy homes, they pay taxes, they pay
- 25:16taxes to our schools. So yeah, they do
- 25:19it is they contribute a lot to our
- 25:22community.

- 26:59>> Thank you. Um, yeah, like we were doing
- 27:02the same thing with the um Long Beach
- 27:04airport as well and have I believe we've
- 27:08already passed these for the Long Beach
- 27:10airport. If I can get some clarification
- 27:12on that, that'd be great.
- 27:14>> Go ahead, Jenny.
- 27:16>> Uh, yes. And again, I we can speak more
- 27:18to this in the report section, but uh we
- 27:20do have a bylaw for parking for the Long
- 27:22Beach airport. Um, we also have uh we've
- 27:25had a lot easier time implementing
- 27:27parking fees because we have technology
- 27:29there that allows us to uh automatically
- 27:32monitor that. So, this is something that
- 27:34we've struggled with because um it's a
- 27:36smaller airport and we don't have
- 27:37automated tracking. Um, but due to the
- 27:40congestion, we've found uh a system to
- 27:42implement which is why we're looking at
- 27:44this solution that we're proposing.
- 27:48>> Okay, thank you for that. Um, Brit or

- 27:55>> No. Well, we're we're happy to we we
- 27:57think we can resolve this. Um, you know,
- 28:00we we just uh, you know, as we have that
- 28:04saying, you know, you say what you do,
- 28:05you do what you say and that's kind of
- 28:07what this is coming down to and we you
- 28:09know, we've always appreciated the
- 28:11relationship with the community and the
- 28:12ACRD. And, uh, we we just have to get
- 28:15back on track from where we're at and
- 28:18uh, you know, we have a significant
- 28:20infrastructure. I'm sure you've all
- 28:22heard and part of you maybe everyone's
- 28:24heard about. We're looking at at
- 28:25spending at the airport which we've now
- 28:28we spent a million dollars on site prep
- 28:30that we can't build the hanger that we
- 28:32designed to build and now we're
- 28:35struggling and we're just we're we're
- 28:37losing time and and that's something
- 28:39that we uh we're not afford a lot of.
- 28:41So, anything we can do to speed up this
- 28:43process and get this back on track, we'd
- 28:45appreciate it.

- 28:49>> my only comment just I think for clarity
- 28:51for everyone is ACRD already has a bylaw
- 28:54in place R1035-1
- 28:57that already is inclusive of parking
- 29:00fees. So the changes that this bylaw uh
- 29:04generates are mostly negative for
- 29:07fixed-based operators which would be uh
- 29:10us and provides ACRD
- 29:14uh prov requires us to go and get
- 29:16specific ACRD approval to do uh where
- 29:21what we want to do where we want to park
- 29:22the airplanes sometimes for shorter
- 29:24periods of time sometimes for longer
- 29:26periods of time. Uh but it it's not you
- 29:29know the addition of new parking fees.
- 29:31The parking fees already exist at ACRD
- 29:35in the existing bylaw.

- 30:01have uh Nin Crane Belt uh in regards to
- 30:05Imagination Effects for the West Coast
- 30:07Emergency Cultural Awareness and Safety
- 30:09Plan. And uh one thing I will say while
- 30:12everything is getting set up, we do have
- 30:14some I can't remember what it's called,
- 30:16but graphical note takingaking uh
- 30:18posters that have been posted up in the
- 30:21um in the boardroom today. So that they
- 30:23look quite impressive. So I'll start
- 30:27with that. But uh yeah, thank you Nene
- 30:30and please take it away.
- 30:35>> There we go. Uh good afternoon everyone.
- 30:38Uh my name is Nin Cranov. I'm the owner
- 30:40and founder of Imagination FX. I'm also
- 30:43a new channel from Hoopa Chesset. Uh,
- 30:45and today I'm super proud to be
- 30:47co-presenting with Karen here on the
- 30:50West Coast Emergency Cultural Awareness
- 30:52and Safety Plan. And I'm also proud to
- 30:54be doing this on Hubachess and Sashot
- 30:56territory.
- 30:59Uh, I also want to acknowledge our
- 31:01partners who made the plan possible. So,
- 31:05Cleo Cleo to all the partners that you
- 31:07see on the screen.
- 31:14Thank you. Um I'd like to just echo uh
- 31:17Nan's words. We're we're very proud to
- 31:20present the plan before you today. Um
- 31:22and wanted to start off a little bit to
- 31:25talk about why this work matters. So
- 31:27emergency responses can cause
- 31:30unintentional and harm when uh we do not
- 31:33take culture, historical context, and
- 31:36lived experiences into account. Um we've
- 31:40seen this in research internationally
- 31:43and we we know this to be true. Um it
- 31:45was very true um in Hurricane Katrina.
- 31:48That was something we we studied
- 31:50greatly. And um the point of this plan
- 31:53is to not repeat past harms and to learn
- 31:56from them and do better. And so this
- 31:59plan before you is us trying to learn
- 32:03cultural safety, share it across our
- 32:06region so that we can do better in
- 32:08emergencies.
- 32:09We know that safety is not just
- 32:12physical. It's also emotional, cultural,
- 32:15and spiritual. And that safety is also a
- 32:17personal and social experience which is
- 32:19often influenced by lived realities,
- 32:22dignity, respect, and trust. And lastly,
- 32:25we know that emergencies don't end when
- 32:28when the hazard ends and that they are
- 32:31temporary, but the impacts they have can
- 32:33have lasting impressions and impacts for
- 32:35years to come.
- 32:40So, where this plan came from, this is
- 32:42an absolute collective labor of love and
- 32:44it was um you've seen all the partners'
- 32:47logos reflected earlier. So right from
- 32:49its inception it involved all the
- 32:51partners uh paddling in the same canoe
- 32:54and it was developed through
- 32:55comprehensive engagement process that
- 32:57included leadership discussions. Uh we
- 32:59also did some podcasts, we had community
- 33:01sessions, we had tea with elders um and
- 33:06yeah the plan was developed through this
- 33:08comprehensive process and it was
- 33:10informed by the experiences of those
- 33:12that participated in the engagement. um
- 33:14it was accurately reflects um the voices
- 33:18from all the different communities
- 33:19across the region.
- 33:24So it's important to know what the plan
- 33:26is and what it isn't. So the plan is a
- 33:28shared framework of cultural safety in
- 33:31emergency management across all phases
- 33:33of emergency management. So it does take
- 33:35into consideration preparedness,
- 33:37response, and recovery. Um it's grounded
- 33:40in partnership and relationships and it
- 33:45um is a living document that's this is
- 33:47the document uh we like to say this is
- 33:49not an end point. Um this will be
- 33:52changed over time as we learn together
- 33:54through emergencies. It uh represents
- 33:57culturally safe trauma-informed
- 33:59relationship-based emergency approaches.
- 34:02But it's not replacing any emergency
- 34:04plans or current policies or
- 34:06legislation. It is um it is flexible. It
- 34:11was built intentionally to not be a
- 34:13checklist and have instructions. And
- 34:15it's as I as I mentioned, it's not an
- 34:17endpoint. And what I did want to mention
- 34:20is it was said to us several times from
- 34:22community members that folks are not
- 34:24asking for there to be a change in
- 34:27existing emergency systems. They're
- 34:29asking for their culture and u cultural
- 34:32practices to be included within those
- 34:34systems.
- 34:38So what this plan stands on, I'm uh
- 34:41hopeful and trusting that these values
- 34:43are already familiar to you. Um we set
- 34:45the table properly and intentionally. Um
- 34:48and the people came and the people
- 34:49spoke. So the values that guided this
- 34:51work are hishakishawaklak
- 34:54and
- 34:56those speak to the interconnectedness of
- 34:59all of our relationships. When something
- 35:01happens over here, it still impacts over
- 35:03there. Um, Esoch is the deepest respect
- 35:06and uh is to take care of. And when we
- 35:08speak of taking care of, what came
- 35:10forward through these engagement circles
- 35:12where it was a practice of taking care
- 35:14of yourself, taking care of each other
- 35:16and taking care of this place. Um,
- 35:21all of these values speak to no one left
- 35:23behind and I think that's absolutely
- 35:25critical when we're talking about
- 35:27cultural safety and awareness. Um and I
- 35:29also want to name that this work sits
- 35:30inside of international frameworks and
- 35:33law that this governing body is already
- 35:35accountable to. So grateful to have set
- 35:38the table with these values and I think
- 35:39it was um the setting of the table that
- 35:42brought people to the table.
- 35:47There were several key themes um that
- 35:49were mentioned throughout our engagement
- 35:51and communication being one of them. Um
- 35:53so many um what we learned was who
- 35:57delivers the message and who delivers
- 35:59the information is as important as what
- 36:01information is being said and that
- 36:04during an emergency familiar faces
- 36:06really reduce fear and increases
- 36:08confidence in the information that's
- 36:10being shared as well. So um there was a
- 36:13lot of information around um reception
- 36:15centers in evacuation processes and what
- 36:18provides calm and comfort rather than
- 36:20inducing fear and much of that um is
- 36:23related back to communication and how
- 36:25things are communicated without jargon
- 36:28um calmly by people who are trusted
- 36:31sources uh within community
- 36:36and trust and relationships are the
- 36:39foundation of emergency management. Um
- 36:42we cannot build trust in the middle of
- 36:44an emergency. It has to happen long
- 36:46before. So um what undermines trust are
- 36:49decisions that are made without
- 36:51explanation or meaningful engagement
- 36:54when there's communication gaps or when
- 36:56messages are delivered by distant
- 36:58institutions. So messages that are um
- 37:00delivered by unfamiliar sources um and
- 37:03when cultural roles and responsibilities
- 37:05are unrecognized. And on the flip side,
- 37:08what supports trust is early engagement,
- 37:11decisions that are informed by local and
- 37:13traditional knowledge, um honesty when
- 37:16when there's uncertainty in an
- 37:17emergency, and clarity about who's uh
- 37:20making decisions and under what
- 37:22authority.
- 37:26So, we must consider all this within uh
- 37:28the context of culture, place, and land.
- 37:30Um, speaking to culture first, I just
- 37:32want to name that our Nutrono people
- 37:34have practices and protocols that help
- 37:36regulate our nervous systems. Um, and
- 37:40also our people are super experienced in
- 37:42intergenerational trauma. We're all
- 37:44wearing orange today for a reason.
- 37:46That's a reminder of one of those
- 37:47colonial institutions that have done
- 37:49harm and have impacted many generations
- 37:52and will continue to impact generations.
- 37:54So when we speak to culture, place and
- 37:56land, we need to acknowledge that our
- 37:58people do have methods for uh regulating
- 38:01ourselves in situations
- 38:03um or emergencies. You'll see in the
- 38:07left hand column it says drumming,
- 38:09singing, prayer, brushing, cedar over
- 38:12the doorways,
- 38:14traditional medicines, blanketed
- 38:16security. And I'm really grateful some
- 38:18of you were in the room. Um gosh, was it
- 38:22last month or earlier this month? It's
- 38:24all a blur, but we actually had a um a
- 38:28reception center practice run with all
- 38:31of these um modalities, our traditional
- 38:35practices available to us and it was a
- 38:37really special day. Um, and if you
- 38:41weren't at that event, I would encourage
- 38:43you to speak to somebody who was or to
- 38:45have a look at um, the graphic recording
- 38:47on the wall. So, what I want to say
- 38:49about culture, place, and land is that
- 38:51we we do have these practices to help
- 38:53uh, regulate our nervous system and when
- 38:55we have those available to us, uh, that
- 38:58helps us show up as our best selves and
- 38:59we can be a part of the solution as
- 39:01opposed to being part of, uh, a problem
- 39:03or a challenge. Uh the other thing I
- 39:05want to say just to um speak to the
- 39:07intergenerational trauma is that it may
- 39:10appear that some of our people are being
- 39:12non-compliant in the in the case of an
- 39:14emergency or an evacuation. And what's
- 39:17important to understand is that we have
- 39:18very significant protocols and we are in
- 39:21relationship with the land that we
- 39:22belong to. So it is um it's more than
- 39:26leaving possessions behind it and it's
- 39:28it's actually leaving a part of your
- 39:30identity because of the connections that
- 39:32we have to land in place.
- 39:38So some of the big shifts that we've
- 39:39taken during this plan is focusing on
- 39:42relationships rather than just emergency
- 39:44systems and uh working together in
- 39:48partnership um rather than informing or
- 39:51doing for. So really focusing on
- 39:53reciprocity and working together and
- 39:56focusing on having a shared
- 39:58responsibility across our region rather
- 40:00than our jurisdictional specific um
- 40:03approaches. And so these shifts,
- 40:06emergency management, you know, we
- 40:08always say that um emergencies don't
- 40:10respect jurisdictional guidelines. And
- 40:12so wildfires will cross jurisdictions.
- 40:16Uh earthquakes will happen to us all.
- 40:18And it's important that we all come
- 40:20through this um collectively together
- 40:22and in good health.
- 40:26>> So what does this ask of local
- 40:28government? We just want you in the
- 40:30canoe. We just want you paddling with
- 40:31us. Uh let's work together. There's no
- 40:34extra work here required. It's um really
- 40:37giving giving life to the values that we
- 40:39set the table with. Ulak is sawak.
- 40:43It's giving life to the plan. It's
- 40:46ensuring that um the the staffing and
- 40:48resources are in place to give life to
- 40:50the plan. Um but really it's just
- 40:52tending to the soil, continue to build
- 40:54relationships, have more of those events
- 40:57that we had with um at the Barkley Hotel
- 41:00with with the reception center. continue
- 41:02to build those relationships because the
- 41:04the dividends are there.
- 41:08>> Also, my turn.
- 41:10>> Sorry about that. Um, what do I want to
- 41:13say about this slide? I just really want
- 41:15to do a shout out to Kelly Foxcraftoft
- 41:17Porier and to her son Kayn. Um, they
- 41:20were doing the graphic recording for the
- 41:22day. And I just want you to know that we
- 41:24use these um modalities because it
- 41:26ensures that information is accessible
- 41:29to everyone. It's inclusive. um if if
- 41:32reading is a barrier or language is a
- 41:34barrier, you can still pull key concepts
- 41:36from this. So, um I just want to extend
- 41:38my gratitude to to Kelly and her son
- 41:41Kayn. And uh I also want to acknowledge
- 41:44uh Vicki and Dave who were there doing
- 41:46brushings um and Trevor and Ed who were
- 41:49there as our blanketed security and uh
- 41:51carried out a pretty significant role
- 41:54that day as well.
- 41:56And our final uh slide,
- 41:59I just want to say let's keep your
- 42:01paddle in the water. Let's keep working
- 42:03together and let's continue to see
- 42:04what's positive and when what's possible
- 42:07when we collaborate and when we're
- 42:08guided by the values of Sawak Isach and
- 42:12Ult.

- 42:28>> First of all, I want to thank both Nate
- 42:30and Karen for doing this work. It's very
- 42:32important work and I appreciate it and
- 42:34also appreciate the day that you put on
- 42:36for staff. Um,
- 42:39sometimes you have good days, sometimes
- 42:41you have bad days, but that was really
- 42:42one of my best days. So, thank you so
- 42:44much.

- 42:52I also want to thank you. Um, the more
- 42:56that we know uh about each other, the
- 42:59better we are. We are neighbors and want
- 43:03to continue on that relationship, making
- 43:05it better every day. Thank you.

- 43:14>> Okay, go ahead, Dr. Spar.
- 43:15>> Thank you. I found the day very
- 43:16interesting. I like the idea behind the
- 43:18visual aspect of taking notes. It's
- 43:21better than a 400page report, that's for
- 43:23sure. But um it was interesting. We
- 43:25didn't know what what was going on. She
- 43:27was spending all day doing this and we
- 43:29had to ask like what is this? That is
- 43:30the record keeping right there. So they
- 43:32kind of neat the way the cultures are
- 43:34different but still at the end of the
- 43:35day. So
- 43:41okay, thank you.
- 43:43Okay, I have a few comments. So, I think
- 43:44they're questions that are meant to
- 43:47underline some of your already made
- 43:49points. So, first off, I'm going to say
- 43:51um to what degree did our experiences
- 43:54with the Wesley Ridge fire and the Mount
- 43:56Underwood fire inform um how we're doing
- 43:59this today and how you did the all of
- 44:02that.
- 44:04>> Thank you for that question. Um the
- 44:07engagement really took place after Mount
- 44:09Underwood, which um was actually
- 44:11incredible timing. We actually had
- 44:13engagement set up just prior to the day
- 44:15before actually and um we had to um move
- 44:20it obviously. But the lessons we learned
- 44:22during Mount Underwood were really
- 44:24interwoven in this plan. We um one of
- 44:27the things that I think um as a region
- 44:30we can celebrate is how well we worked
- 44:31together and how collaborative we were
- 44:34and communicative. Um, and it
- 44:37underscored
- 44:39what I believe we already know
- 44:41internationally, but we saw it locally
- 44:44and um, it's very much in within the
- 44:46plan the lessons we learned through
- 44:48Underwood and Wesley Ridge about working
- 44:50together, helping our neighbors and
- 44:52collaborating and showing respect um, on
- 44:55how we make decisions. So, very much.
- 45:00>> Thank you. And so with that in mind, I
- 45:02think what I'd also like to state is the
- 45:05lessons that were learned out of Mount
- 45:07Underwood were lessons that at least my
- 45:09first nation learned fairly readily in
- 45:11working with the ACRD. Um could you
- 45:14speak to the experiences that you had
- 45:16not only with uh Huet First Nations but
- 45:18Sashant and Hoopet as well?
- 45:22There were a number of instances within
- 45:24our emergency operations center where we
- 45:28took 10 more minutes. Oftentimes it
- 45:31wasn't a lot of time. It was just a 10
- 45:33more minute pause to stop and talk to
- 45:36our neighbors and uh our nations to ask
- 45:40the question, you know, is this the
- 45:43right path to move forward with? And and
- 45:45sometimes we were on the right path and
- 45:46sometimes we weren't. Um and so it was
- 45:49important to learn and ask questions
- 45:51along the way. there was a lot of grace
- 45:53um given to everyone along the way and
- 45:56sometimes we changed the way that we did
- 45:58took some of our responses um and how we
- 46:01did our actions and we did it in a
- 46:03better way by asking questions earlier
- 46:05on and um that was very much represented
- 46:09at our leadership um across our region
- 46:12and um that would be something that um I
- 46:16would hope that we would continue is
- 46:17learning about each other as that's been
- 46:19said and um respecting each other's
- 46:22values and the way we move forward.
- 46:26>> And I think my last softball question is
- 46:29that the work that's being undertaken
- 46:31now did have a cost to it but does not
- 46:34adversely impact the kind of underlying
- 46:37structure of how we approach emergency
- 46:40response, emergency planning, emergency
- 46:42management. What in fact it does is
- 46:44increases the efficiency and the
- 46:45effectiveness especially of interfacing
- 46:48with more vulnerable populations, making
- 46:51sure that different communication
- 46:52structures are adopted. Um, and I think
- 46:55what it really does is help us do things
- 46:57better so that we don't have to say
- 47:00things twice, don't have to take extreme
- 47:02actions if somebody doesn't get the
- 47:03message or is not receptive to the
- 47:05message. Um, I think there's a lot of
- 47:08good there. So I Any other thoughts on
- 47:10regards to that?
- 47:13One thing that resonates that you talked
- 47:15about communication and we just also
- 47:16recently last year developed a
- 47:18communications plan as well. Um and it
- 47:20really spoke to having harmonized
- 47:22communication across the region to
- 47:23reduce um confusion but also uh
- 47:27recognizing that each organization and
- 47:30each community leader needs to echo
- 47:32those um those same key themes and then
- 47:35that provides a lot of comfort and care
- 47:37and it shows unity government to
- 47:39government as well. Um certainly we've
- 47:42had our an increase with Cameron Bluffs
- 47:45and Wesley Ridge and Underwood. We're
- 47:47we're we're seeing more and more
- 47:48emergencies and unfortunately um we're
- 47:51being put in a position where we're
- 47:52having to respond more frequently. Um
- 47:55but we're learning along the way and I'm
- 47:57really proud of our region and how we
- 48:00handled ourselves and worked together
- 48:02during Underwood. And this plan looks at
- 48:05all the phases of emergency management.
- 48:07And one of the things it says is we need
- 48:09to learn together. We need to train
- 48:10together and there's efficiencies in
- 48:11that and that will play out during an
- 48:14emergency for the good of us all
- 48:16>> and cross trainining and redundancy and
- 48:19pre-existing relationships will help us
- 48:21ultimately I think save time and saving
- 48:24half a day in the first 24 hours of an
- 48:27event uh can do a lot in order to help
- 48:31either save lives, save property, get
- 48:33the right information out there sooner
- 48:34than later. Um, my experience with
- 48:37emergencies were that they were
- 48:39three-hour meetings with 70 to 100
- 48:41participants twice a day. And so making
- 48:44sure that we can do the things in
- 48:45advance to save time in the event of
- 48:48anything happening really has value.
- 48:50We're doing the work before the work is
- 48:53absolutely necessary and that'll pay
- 48:56off. Um, I think that's very good.
- 48:58That's not a question. Um, but thank you
- 49:01for your presentation. I'm going to
- 49:02leave us with something that I came
- 49:03across. It's a quote from some random
- 49:06person on Twitter, and it's the idea
- 49:08that climate change will manifest as a
- 49:10series of disasters viewed through
- 49:12phones with footage that gets closer and
- 49:15closer to where you live until you're
- 49:17the one filming it. Well, we were the
- 49:19ones filming it just last year. And with
- 49:22this amazingly powerful El Nino
- 49:25happening this winter, we probably won't
- 49:27see snow, which means we won't have
- 49:29snowpack, or at least as much as we did.
- 49:32And that means that we're going to have
- 49:34to be very careful and very prepared for
- 49:36next summer. Um th those are facts. And
- 49:40so if you look at the weather forecasts
- 49:43that El Nino is as crazy it's as it's
- 49:47ever been and it's three degrees warmer
- 49:49now than it's ever been before. Usually
- 49:51it's two months from now before it gets
- 49:53to the temperatures it gets to and
- 49:55that'll have an impact on our climate.

- 54:45have in front of you today details the
- 54:47permissive tax exemption for the bylaw
- 54:51for 2027
- 54:53um which is being recommended for
- 54:55adoption. So, we've had some discussion
- 54:57about tax implications and I have
- 54:59detailed out the tax implications for
- 55:02area F, Cherry Creek, as well as area C,
- 55:06Long Beach, and those are respectively
- 55:09just shy of 7,000 and 2,000 each. Um, I
- 55:15wanted to put more detail in there as
- 55:17Director Roth had previously asked for
- 55:20as much detail as possible. uh I wasn't
- 55:23able to get as much detail as I would
- 55:25like and so um if the board would like I
- 55:31am willing to do a little more research
- 55:33into this so that we can um have more
- 55:36information for future tax years.
- 55:38However, for today I do recommend um the
- 55:42adoption of bylaw F1176.

- 56:17recreational activities, and that's what
- 56:18they already said. But th this is one
- 56:21thing that we are paying directly and
- 56:23Jerry Creek as a recreational activity
- 56:25towards the community of the Bernie
- 56:26Valley. So if you look at it as a bigger
- 56:28picture than just Jerry Creek, we are
- 56:31actually paying a large number or we're
- 56:34reducing a large number of our tax
- 56:35dollars in order to participate in
- 56:37recreational activities. So I think that
- 56:39should be noted in the future. But u I
- 56:42think there's a report coming up to us
- 56:43in the future about permissive tax that
- 56:45we asked for, but that's for the next
- 56:47tax year.

- 57:20different scale.

- 57:23here is we're in a competitive industry
- 57:25and operating on extremely fiscal
- 57:27extremely conservative fiscally
- 57:28responsible budget. I understand that
- 57:31they just leased a quarter million
- 57:32dollar robot to mow the lawn. So, we got
- 57:36to take things into consideration here
- 57:38and having taxpayers do some subities on
- 57:40that needs to be questioned. blind
- 57:43acceptance every year.
- 57:45Just because it's been happening for 24
- 57:47years doesn't mean it should happen on
- 57:49forever. So there's a lot of discussion
- 57:53after this came to light and uh we
- 57:57should spend some more time talking
- 57:59about this before we just rubber stamp
- 58:01it every year. Thank you.

- 58:12want to recognize the benefits that we
- 58:15receive in the community for our youth
- 58:18and programs that um are donated by the
- 58:23Cherry Creek Golf Course as well as the
- 58:26West Coast. Um, youth programs that
- 58:29there's no cost to. Um, and I can't
- 58:31think of a better way to uh help out our
- 58:34youth that are always struggling.
- 58:37Um, I'd like to know more, I guess,
- 58:40about uh the money goes that was going
- 58:44to be donated uh or collected for taxes.
- 58:49Um, there is a donation that's made to
- 58:52the Cherry Creek Fire Department or
- 58:55Waterworks
- 58:56um that helps to cover uh the taxes that
- 59:00were supposed to be paid to the regional
- 59:03district. Can you uh expand on that,
- 59:06please?
- 59:10Yes. So, uh it's reported on page two of
- 59:13three on page 60. So, the Cherry Creek
- 59:16Fire Department um they have donated uh
- 59:20approximately just over like about 3,200
- 59:24um to the ACRD. Um and that has covered
- 59:29off the the Cherry Creek water system.
- 59:41Yes, I'd like clarification there,
- 59:43please.

- 59:46>> Yeah, I can. Um, when I was a fire chief
- 59:48out there, they asked for forgiveness of
- 59:50services for the fire department, and I
- 59:52said, "Sure, then we'll take you out of
- 59:53the service area because, um, you cannot
- 59:56get free service for fire service." So
- 59:58they reneged and said they'll pay the
- 1:00:00fire service to be in the service area
- 1:00:02for their big building they have. You
- 1:00:04can't go outside your boundaries and if
- 1:00:06you don't pay you can't be inside the
- 1:00:07boundary. So that's where that line came
- 1:00:09from.
- 1:00:14>> So that would not reflect then on the
- 1:00:18uh exemption for the
- 1:00:22Alurnie Gulf. Am I correct?
- 1:00:26So, the $6,555
- 1:00:30includes an amount that the Cherry Creek
- 1:00:33Fire Department, in my understanding,
- 1:00:35would donate.
- 1:00:37They do this in place of the tax
- 1:00:40requisition.
- 1:00:42And this is, you know, my understanding
- 1:00:45as a new staff member. So, if there is
- 1:00:48further clarification that's required, I
- 1:00:50will have to go look for it.

- 1:02:25Cherry Creek

- 1:02:37in taxation. Is that correct?
- 1:02:42>> Yes, that is correct. And it's it's only
- 1:02:46Cherry Creek that is kind of offsetting
- 1:02:51the the the the cost of the operation
- 1:02:55then.
- 1:02:56>> Yes, that is correct. So, for the pool
- 1:03:00that or all the services that Cherry
- 1:03:02Creek participates in, um, if you think
- 1:03:05about just subtracting that $6,555
- 1:03:10and it's effectively spread over the
- 1:03:14base again, so it only affects one, it
- 1:03:18it only affects Cherry Creek and two,
- 1:03:21basically
- 1:03:23when we give that tax exemption, it adds
- 1:03:26to the burden of area F, Cherry Creek.
- 1:03:30It doesn't add to any other electoral
- 1:03:32area or member municipality.

- 1:03:36I'll just make the comment then. Um I
- 1:03:39think it is uh quite an asset uh for um
- 1:03:44um the entire valley uh including other
- 1:03:47remote electoral areas that may have
- 1:03:50golfers uh and youth that want to
- 1:03:53participate and and learn the game. Um
- 1:03:57so it's interesting that it's not not
- 1:03:59shared amongst the the rest of the the
- 1:04:02electoral and other communities. Um the
- 1:04:05other thing just to to comment um to
- 1:04:09follow up on director VOCO um you know I
- 1:04:13would be curious about the fees that are
- 1:04:16charged and how they compare um to other
- 1:04:20municipal recreational facilities, golf
- 1:04:24facilities that are out there because I
- 1:04:26I I guess my question is uh how
- 1:04:29affordable is it in comparison to a
- 1:04:32private uh golf course? because I think
- 1:04:34that would uh um uh apply to my
- 1:04:38rationale that uh this this is a a
- 1:04:41considerable asset for the community.
- 1:04:43And I don't know if I've explained
- 1:04:45myself or articulated that well enough,
- 1:04:47but uh um you know, I I'm in favor of
- 1:04:50this. I I just uh I'm curious as to see
- 1:04:55uh the type of value it has in
- 1:04:56comparison to a private club. Thank you
- 1:04:58very much.
- 1:05:01Yeah, I I can answer that because I it
- 1:05:04occurred to me as well, so I looked it
- 1:05:05up. Um, the Ay Valley Golf Course uh
- 1:05:08charges about 75 bucks for green peas
- 1:05:13and that is a middling amount. That puts
- 1:05:16them just kind of slightly above the
- 1:05:17mean. Um, maybe slightly above the
- 1:05:21median, but only slightly so. And then I
- 1:05:24golf club, which I think is RDN based,
- 1:05:27is 125.
- 1:05:29and all the others are pretty high
- 1:05:32flight in the Mid Island area. Um, but
- 1:05:35it's within a dollar for Qualcomm Beach
- 1:05:38Memorial, which I think is 76.
- 1:05:40Uh, yeah, it's not it's not worth it's
- 1:05:43not too bad. Uh, Long Beach Golf Course
- 1:05:46is uh 70 bucks, though. And, uh, so it's
- 1:05:50about it's about what you'd expect in
- 1:05:52regards to green fees. I I don't know
- 1:05:54what they're like for the driving range
- 1:05:56costs, which is
- 1:05:58for a lot of developmental golfers, a
- 1:06:00lot of the value is in the driving
- 1:06:02range, but that's more of a membership
- 1:06:04thing, I think.

- 1:06:26publicly owned, anything like that. So
- 1:06:29my question is about this contribution
- 1:06:32of the fire department. So in previous
- 1:06:34years they made a contribution of $3,178
- 1:06:39to the fire department, but this year
- 1:06:40they're not because of this exemption.
- 1:06:43Is that how this is worded? Because it
- 1:06:44is very confusing what you said versus
- 1:06:47how this is worded.
- 1:06:49>> No, I I completely understand. So, um,
- 1:06:52what has happened in the past is that
- 1:06:54they may they've made a donation and I
- 1:06:57expect that to happen for this year as
- 1:06:59well. Um, however, at the moment,
- 1:07:01because I am new and I'm also covering
- 1:07:04for the manager of financial services, I
- 1:07:07haven't had a chance to speak directly
- 1:07:09with the Cherry Creek Fire Department
- 1:07:11about their donation. Um, and therefore,
- 1:07:14I did not
- 1:07:16word it in a way that they are going to
- 1:07:18100%. I would expect that they would and
- 1:07:22I don't see any reason why they would
- 1:07:24not.

- 1:09:55Uh, that brings us to the next agenda
- 1:09:57item, which is 11B, which is the Albert
- 1:10:00Valley Regional Airport fees and charges
- 1:10:02amendment bylaw that was discussed, I
- 1:10:05think. But Jenny, please go ahead.
- 1:10:08Thank you. Uh yes, so we took a report
- 1:10:11to the APA committee earlier in July
- 1:10:14this year. Um what we have is we're
- 1:10:16we've had a bylaw in place for a number
- 1:10:18of years, but um we're looking to update
- 1:10:21that. As I mentioned earlier, we
- 1:10:23typically haven't been able to um apply
- 1:10:26any of the fees due to a lack of
- 1:10:29tracking system. We did trial an
- 1:10:31automated system um alongside manual
- 1:10:33tracking and deemed that the automated
- 1:10:36system missed a significant portion of
- 1:10:37movements and was very expensive. So
- 1:10:40we've concluded that manual tracking is
- 1:10:42our movement moving forward. Um the
- 1:10:45other issue that we're really trying to
- 1:10:47address here, so it's been a
- 1:10:48long-standing item that we we know we
- 1:10:50need to look at it which is charging
- 1:10:52fees so that we're consistent across our
- 1:10:54airports. Um but the main issue and why
- 1:10:56this has come to a head is mostly due to
- 1:10:58congestion. So we've had um one large
- 1:11:02aircraft um on site, it's a disabled
- 1:11:04aircraft um in our public parking area
- 1:11:08space um for some time and now we have a
- 1:11:11second one there and it started to
- 1:11:14become challenging. Um we had a mutually
- 1:11:17uh or we had a solution that we were
- 1:11:19looking uh to implement which was just
- 1:11:21parking those having those planes parked
- 1:11:23in leased areas and uh that was moving
- 1:11:26forward. Unfortunately um that
- 1:11:29resolution has not come to fruition yet.
- 1:11:32Um however we're running into problems
- 1:11:34uh of congestion. We've had a couple
- 1:11:36instances. One of them specifically was
- 1:11:39in May and we had to have staff called
- 1:11:41out to try to coordinate how to bring in
- 1:11:43a large jet and where to place them. Um
- 1:11:46and then again we've had another in
- 1:11:47August where we've had uh helicopters
- 1:11:49come in and trying to access the
- 1:11:51fueling. And so we see this as a
- 1:11:53congestion issue um that we do need to
- 1:11:56resolve in the long run. Um this isn't
- 1:11:59an urgent issue and that was not the
- 1:12:01intent for it to be presented as such.
- 1:12:03Uh we took this to the committee to
- 1:12:06review. Um, Coulson's is also sitting on
- 1:12:08the committee and this does directly
- 1:12:10affect them. Um, unfortunately they
- 1:12:12weren't at the meeting. We also did
- 1:12:14circulate the proposed changes to all
- 1:12:16the lease holders. Um, and we're glad
- 1:12:19that we're getting the feedback. That
- 1:12:21was the intention of circulating it. Um,
- 1:12:24we proposed the changes to go into
- 1:12:26effect as of January. Again, trying to
- 1:12:29provide a lot of lead time for
- 1:12:31consultation and review and
- 1:12:33implementation. Um, however, you know,
- 1:12:36really we don't foresee congestion
- 1:12:38becoming an issue until spring again,
- 1:12:41spring and summer 2027. So, there's time
- 1:12:44to review and look at this. Um, but part
- 1:12:47of the reason as we've pulled into this
- 1:12:50bylaw is that really it is good practice
- 1:12:53to define what areas are available for
- 1:12:56parking. Um, what is and isn't intended
- 1:12:59for those spaces. um we don't
- 1:13:02necessarily want to see um
- 1:13:04non-operational aircraft uh long-term
- 1:13:07located in an area that's intended for
- 1:13:10planes to come and go. And we put
- 1:13:12exemptions in there for seven days to
- 1:13:14encourage uh you know traffic and
- 1:13:17economic benefit in the community. Um
- 1:13:20the FBO exemption which I mentioned
- 1:13:23earlier we that has existed in there but
- 1:13:26it really ha um originated when we were
- 1:13:29in a different operating context. Um at
- 1:13:31that point we had uh fixed base
- 1:13:34operators or lease holders generally
- 1:13:36located their aircraft on their leases
- 1:13:39or adjacent to their lease holdings. And
- 1:13:41so the reason we looking to remove that
- 1:13:43exemption is that it is causing a
- 1:13:46congestion issue. So, we see that as an
- 1:13:47oversight to the bylaw that needs to be
- 1:13:49adjusted. Um, we don't feel that this
- 1:13:52bylaw needs to be adopted today, but it
- 1:13:54is something that we need to um if we're
- 1:13:57going to continue to move forward with
- 1:13:58good management of the public asset that
- 1:14:01we have, we should probably put it in
- 1:14:03place. Um, I'm happy to answer any
- 1:14:07questions.

- 1:14:27lease issue um delayed forever either.
- 1:14:31Um, if there is a real potential that we
- 1:14:35can get this dealt with, um, in the next
- 1:14:39month or so, um, then I would love to
- 1:14:41see us
- 1:14:43put this off until that issue is clearly
- 1:14:45solved. Um, however, if the lease issue,
- 1:14:48you know, continues to linger on beyond
- 1:14:50that, then I can understand the
- 1:14:51reasoning to bring this back sooner and
- 1:14:53and move it forward. But I would love to
- 1:14:56see us take one last kind of stab at
- 1:14:58trying to sort out the lease issue. um
- 1:15:01work together through those discussions.
- 1:15:02I know that myself um Chair Jack and and
- 1:15:06Director Haggard um along with Daniel
- 1:15:09did have a a really good productive
- 1:15:11conversation um when we were at the
- 1:15:13airport last time and trying to work
- 1:15:15through some of the issues. Um so I'm
- 1:15:17optimistic that we can get there and
- 1:15:19then circle back to um this and the need
- 1:15:22for it. Thank you.

- 1:15:36operator getting free parking to now
- 1:15:38they have to pay for it if they store a
- 1:15:40lot of aircraft out there just to keep
- 1:15:42it simply right
- 1:15:45>> that is one of the very key changes.
- 1:15:47Yes. [clears throat]
- 1:15:48>> All right. So there's not a lot of space
- 1:15:50out there. There's not a lot of apron.
- 1:15:52There's only one taxi way. There's a
- 1:15:54limited amount of air aircraft there.
- 1:15:56And if a lot of unserviceable,
- 1:15:59repairing,
- 1:16:01disabled aircraft are going to fill up
- 1:16:03this airport, we need to have a way to
- 1:16:04deal with that. Now, the way to deal
- 1:16:07with it is to have parking off of the
- 1:16:10apron so that people can get to the fuel
- 1:16:12station and everywhere else and things
- 1:16:14like that. And I think we're going to
- 1:16:15have a good discussion about that later
- 1:16:16on today. But at the same time, we need
- 1:16:19to have an updated parking thing. When
- 1:16:21you out there and you see an aircraft
- 1:16:22parked in the same spot for months and
- 1:16:25months and months and everyone else has
- 1:16:26to work around it, you can see that it's
- 1:16:28a problem and we need to have a solution
- 1:16:29to this. I'm okay delaying this, but I'm
- 1:16:32going to say this is going to go on for
- 1:16:34one month maximum and then it'll be
- 1:16:35implemented. But of our whole changes to
- 1:16:38this uh permit, this is one part of it.
- 1:16:41The other parts are very important as
- 1:16:42well. Parking is a small part of this. I
- 1:16:45see the main part of this whole changes
- 1:16:48to the AVR rep policies is you don't use
- 1:16:52land until you have a lease for it.
- 1:16:54Things like that. Those are more
- 1:16:55important in here than just parking. So,
- 1:16:59we need to have a good discussion and
- 1:17:01figure out how to implement this sooner
- 1:17:03rather than later and have it fair for
- 1:17:04everybody that is at the airport and get
- 1:17:08reduce the burden on taxpayers. That's
- 1:17:10who we represent here. Thank you.

- 1:17:24sometimes um people aren't aware of the
- 1:17:29regulatory aspects of our bylaws and our
- 1:17:33policies that are beyond the scope of
- 1:17:41we have to implement bylaws in order to
- 1:17:44stay current with federal regulations
- 1:17:46for aviation. And I think sometimes
- 1:17:49people are missing the bigger picture um
- 1:17:52when we get in down into our minutia. Uh
- 1:17:56so I'm just wondering if that might be
- 1:17:58an issue here as well.
- 1:18:03uh through the chair. Yes, there are
- 1:18:05safety considerations for um
- 1:18:07unoperational aircraft that if parked in
- 1:18:10a public area pose a risk to the ACRD
- 1:18:13versus if uh you're storing aircraft on
- 1:18:15your own lease site, that responsibility
- 1:18:17for that then falls on the lease holder.
- 1:18:19Um so there is additional risk if we
- 1:18:22have um disabled aircraft in public
- 1:18:24areas for long periods, wildlife,
- 1:18:26potential fire, fuel, all of those small
- 1:18:28items. Um and we need to make sure that
- 1:18:31the uh area is open um for just uh
- 1:18:36safety, liability and effective use of
- 1:18:38public infrastructure. So it's true. Um
- 1:18:41and that is part of the intention of
- 1:18:43implementing the changes.

- 1:18:51bylaws in place and so that we're not
- 1:18:53held liable.

- 1:19:25of amendment bylaw 2026 until the
- 1:19:27details of the concerns raised by
- 1:19:30Coulson aircraft can be clearly
- 1:19:31understood. Um, we can put that one in
- 1:19:35but put a date on the date would be like
- 1:19:39by two months from now. So we can
- 1:19:42resolve all the issues. We've been
- 1:19:43listening to Coulson's point of view and
- 1:19:44at the same time if they don't
- 1:19:47understand what we're doing then we'll
- 1:19:48just keep going. Does that sound like a
- 1:19:50good idea to anybody?
- 1:19:53Two two months might work. It depends on
- 1:19:56whether or not the future board decides
- 1:19:59to do away with that or not, but we can
- 1:20:01set a date where that's considered. Um
- 1:20:03yeah. Yeah. The next meeting would be
- 1:20:06next month technically, but that's like
- 1:20:08two and a half weeks from now. Uh but
- 1:20:11that's possible. Um do you want to
- 1:20:14reference what is that meeting date?

- 1:22:09supported a $3 per month water rate
- 1:22:11increase effective January 1st, 2027.
- 1:22:14This represents an approximate 3.9%
- 1:22:16increase and helps keep pace with
- 1:22:18inflationary pressures while still
- 1:22:20maintaining service affordability. The
- 1:22:22committee also recommended that staff
- 1:22:24prioritize the development of a
- 1:22:25long-term financial plan for the
- 1:22:27Bamfield water system so that future
- 1:22:29operating capital and reserve funding
- 1:22:30requirements can be assessed and future
- 1:22:32rate decisions can be based on a
- 1:22:34comprehensive financial strategy. Uh
- 1:22:36staff are available to answer any
- 1:22:38questions and there are three
- 1:22:39recommendations uh in front of you with
- 1:22:41this report. Thank you.

- 1:24:41committee on August 26th. The committee
- 1:24:43was in support of continuing the Albany
- 1:24:46Valley Sort andGo Center Green Hall
- 1:24:49organics program and also wanted staff
- 1:24:51to focus program efforts on diversion of
- 1:24:54commercial organics. Staff is working on
- 1:24:57incorporating ICI organics diversion
- 1:24:59into the 2027 work plan and budget and
- 1:25:02we'll return to you with more details on
- 1:25:04that piece. Thank you. All

- 1:25:16this in my opinion was not a very

- 1:25:24think that it's a start, but really it
- 1:25:27was really not very well received by the
- 1:25:31community. Uh not well supported. There
- 1:25:34was I believe only of the 19
- 1:25:37participants or actually I think it was
- 1:25:3918 participants
- 1:25:41it says that highest participation areas
- 1:25:44were Sprout Lake and Beaver Creek and I
- 1:25:46believe that Sprout Lake only had six
- 1:25:49people
- 1:25:51am I correct participating in this. So
- 1:25:55um it doesn't really tell us what the
- 1:25:57real costs were in the breakdown how
- 1:26:00much staff time it took. Um it's there's
- 1:26:03a big price tag on this that we're not
- 1:26:06really looking at and um I I would like
- 1:26:10to see it continue on, but not a lot of
- 1:26:14of money put into it because all the
- 1:26:16costs that were done for advertising and
- 1:26:19getting it going. Maybe staff could talk
- 1:26:22about ways that we could integrate it in
- 1:26:24with something else like um I think it's
- 1:26:28the ICI
- 1:26:30um
- 1:26:31the version that we'd like really like
- 1:26:33to see happening. Thank you.

- 1:27:08a successful program at all when the
- 1:27:11costs were presented to us. All the
- 1:27:12staff costs were not provided. They're
- 1:27:16hidden in other budgets and whoever and
- 1:27:18you know the cost of us talking about
- 1:27:20this like right now this it's not being
- 1:27:22recorded. So
- 1:27:25what we actually said in the Albert
- 1:27:29Valley and Bfield services and directed
- 1:27:32staff was continue this in its form
- 1:27:36without enhancements
- 1:27:38but staff be directed to create a
- 1:27:41program for ICI diversion by the end of
- 1:27:442026.
- 1:27:45And that word create has now turned into
- 1:27:50not create it says wait
- 1:27:55um evaluator program. So we want ICI
- 1:28:00diversion. This is something that will
- 1:28:02actually make a difference at the Coral
- 1:28:06Bernie landfill and not like a dril
- 1:28:10which is currently happening with the
- 1:28:12diversion project. So, I don't support
- 1:28:15this as it's currently written because
- 1:28:17that's not what was passed on from the
- 1:28:18other meeting and I don't know how we
- 1:28:19went from create to evaluate. So, the
- 1:28:23only way I'm going to support this is if
- 1:28:25we put it back to how it was
- 1:28:27to create a program for ICI diversion by
- 1:28:31the end of 2026.

- 1:32:36Argyle talking about, hey, bring your
- 1:32:39wets suit here. You can't throw them out
- 1:32:40anymore. Yeah.

- 1:32:47bylaw amendment that will ban wet suits
- 1:32:50from being disposed in the West Coast

- 1:32:55facility that's now located on the West
- 1:32:57Coast. The item was taken to the West
- 1:33:00Coast committee on August 19th 26 and
- 1:33:02the item received full support.

- 1:33:50want to use the word symbolic in nature,
- 1:33:51but it's a it's an important endeavor
- 1:33:53just uh to the work that's being done on
- 1:33:55the West Coast. And I think actually uh
- 1:33:57director Mchuan could speak a little
- 1:33:58more to the importance of this um uh
- 1:34:01initiative for the West Coast. it's
- 1:34:03already there's uh positions in place
- 1:34:04and and companies in place um uh to be
- 1:34:07handling this and uh I think it's just a
- 1:34:09great uh a great service and I look
- 1:34:12forward to uh the the service being
- 1:34:14implemented at the West Coast Landfill.

- 1:35:16sorry for any confusion there, but I
- 1:35:17think Tanya will be able to clarify.

- 1:35:24think the clarity is is by by saying we
- 1:35:27it's referring to the fact that there is
- 1:35:29a depot on the west coast landfill which
- 1:35:31is an ACRD facility and the depot itself
- 1:35:34is run by Ocean Legacy um and they
- 1:35:37collect the wet suits. Surf Rider goes
- 1:35:40and picks them up and takes them back to
- 1:35:41the recycling facility. So in addition
- 1:35:44to a collection point at the west coast
- 1:35:46landfill, there's eight other locations
- 1:35:47throughout Tofino and Mccclit which are
- 1:35:50located inside surf shops where people
- 1:35:52can um more uh more inclusively access
- 1:35:56the drop off points. So you don't have
- 1:35:57to go to the landfills.

- 1:37:20Community Emergency Preparedness Fund
- 1:37:22Emergency Support Services, and Training
- 1:37:24Grant Application. Please go ahead.
- 1:37:27>> Thank you. Before you is a
- 1:37:29recommendation that the ACRD apply for a
- 1:37:31grant to bolster our emergency support
- 1:37:33services program and to enhance our
- 1:37:36emergency preparedness and community
- 1:37:37resilience. This grant funding is
- 1:37:39provided by the province of BC as part
- 1:37:41of the community emergency preparedness
- 1:37:43fund. And we're recommending that we
- 1:37:45submit a joint application alongside the
- 1:37:48city of Portal Bernie. ESS is a
- 1:37:50proincially supported community-based
- 1:37:52volunteer program that provides
- 1:37:54short-term assistance to individuals
- 1:37:55who've been displaced for from an
- 1:37:57emergency. It supports um basic needs
- 1:38:01such as accommodation, food, clothing,
- 1:38:03emotional support, and information
- 1:38:05services and also activates uh reception
- 1:38:07centers and group lodging facilities
- 1:38:09when necessary. This grant will allow us
- 1:38:12to purchase supplies, undertake
- 1:38:13volunteer recruitment initiatives,
- 1:38:15facilitate training and exercises, and
- 1:38:18support volunteer development
- 1:38:19opportunities. I'm happy to answer any
- 1:38:22questions that you may have.

- 1:38:32and um this is a great program and
- 1:38:34hopefully we're successful in this grant
- 1:38:35application. I just just a quick
- 1:38:37question. I saw Miss O'Reilly uh in town
- 1:38:40yesterday and I did have an opportunity
- 1:38:42to ask her about this, but uh will
- 1:38:43Tofino be involved potentially? I can
- 1:38:46see within within the report that there
- 1:38:48may be some uh cooperation uh with with
- 1:38:50the West Coast and specifically I'm
- 1:38:52thinking Tofino in this case.
- 1:38:55>> We do tend to want to always do
- 1:38:58collaborative um grants together. This
- 1:39:00grant came upon us very quickly. We had
- 1:39:02very little warning. Um typically this
- 1:39:05grant has come out in February and then
- 1:39:07last year it came out in November and
- 1:39:09with not a lot of notice um it came out
- 1:39:12uh in early September which u made it a
- 1:39:14little challenging to coordinate um and
- 1:39:17put in a joint application but um we
- 1:39:21very much um um Miss O'Reilly as well um
- 1:39:24very much uh always looking for ways to
- 1:39:27collaborate and so um we would be open
- 1:39:30to um a grant as doing it together But
- 1:39:33in lie of that, we will always look to c
- 1:39:37cooperate through training sessions and
- 1:39:40um I know that we have brought the teams
- 1:39:43together on several occasions for
- 1:39:44exercises as well and we will always
- 1:39:46continue to do that.

- 1:40:56point?
- 1:40:58>> Thank you. Um just before you is a
- 1:41:01recommendation for the board to approve
- 1:41:02and endorse the West Coast Emergency
- 1:41:05Cultural Awareness and Safety Plan as a
- 1:41:07regional framework for culturally safe
- 1:41:09emergency management and to support its
- 1:41:12implementations that are written in the
- 1:41:14recommendation section. It um we believe
- 1:41:17it it provides a shared framework that
- 1:41:21um provides guidance on how to make
- 1:41:23emergency management decisions that are
- 1:41:26um implemented in ways that reduce
- 1:41:28unintentional harm, build trust,
- 1:41:30strengthen resilience, and improve
- 1:41:32outcomes for everyone across our region.
- 1:41:34I'm happy to answer any questions that
- 1:41:36you may have. Thank you, Karen. Any

- 1:41:48important work and um I don't see

- 1:42:04wondering if there is a plan uh in place
- 1:42:06to do that. Thanks.

- 1:42:12Karen? Uh there has been indeed. Um I
- 1:42:15think people are eager to see the plan
- 1:42:17approved and we're looking forward to
- 1:42:19sharing it. We have already engaged in
- 1:42:21conversations with uh emergency
- 1:42:23management
- 1:42:25um so the ministry of emergency
- 1:42:26management climate readiness uh first
- 1:42:28nations health authority uh first
- 1:42:30nations emergency support services and
- 1:42:33uh Nin Anoa has been talking to
- 1:42:35indigenous service um of Canada as well.
- 1:42:38Um, so I think people are just um ready
- 1:42:42to see the work and we're eager to share
- 1:42:44it with them.

- 1:45:02With that in mind, uh that brings us to
- 1:45:04item I on the agenda, the employment
- 1:45:06equity report. Jenny, please go ahead.
- 1:45:10>> Thank you. Uh this initiative was
- 1:45:12initially proposed through the landfill
- 1:45:14working group uh back in 2023 and uh we
- 1:45:17brought that to the board and the board
- 1:45:19had requested that we expand the scope
- 1:45:21to include all the First Nations in the
- 1:45:22region. We were successful in getting
- 1:45:24grant funding and we moved forward with
- 1:45:26that uh engaging a consultant to conduct
- 1:45:29a gap analysis um and uh engage with our
- 1:45:33communities to determine uh what were
- 1:45:35the employment barriers and what were
- 1:45:37the the opportunities um for improvement
- 1:45:39and future partnerships. Uh the attached
- 1:45:42report that we have before you uh
- 1:45:44summarizes what they found. We presented
- 1:45:47that at the workshop at the beginning of
- 1:45:48September. Uh and we had over 40
- 1:45:50attendees from municipalities, First
- 1:45:53Nations, and ACRD staff and leadership.
- 1:45:55And it was an excellent workshop and
- 1:45:57that is the reference to some of those
- 1:45:59great uh graphic recordings on the wall.
- 1:46:02Um I'll just give a highlight of some of
- 1:46:04the findings in the report which uh
- 1:46:06noted that credential and experience
- 1:46:09requirements can unintentionally exclude
- 1:46:12qualified indigenous candidates. Uh many
- 1:46:14indigenous applicants can self- select
- 1:46:16out of applying due to perceptions that
- 1:46:18local government workplaces are not
- 1:46:20welcoming or representative. Uh
- 1:46:22retention, mentorship, and workplace
- 1:46:24belonging are just as important as
- 1:46:26recruitment. Stronger partnerships with
- 1:46:28First Nations and indigenous
- 1:46:30organizations will be required to
- 1:46:32improve awareness of employment
- 1:46:34opportunities.
- 1:46:35uh indigenous cultural knowledge,
- 1:46:37language skills and community leadership
- 1:46:39experience are often undervalued in the
- 1:46:41hiring processes and interview formats
- 1:46:44reward self-promotion rather than
- 1:46:45community contribution which can
- 1:46:47conflict with cultural values of
- 1:46:49humility. Um there was also concerns
- 1:46:51raised that hiring processes can serve
- 1:46:53the appearance of diversity rather than
- 1:46:56a genuine commitment to equitable
- 1:46:57employment. So we also have attached a
- 1:47:00three-page summary document because the
- 1:47:02report itself is quite extensive but the
- 1:47:04summary document is is a very useful
- 1:47:07reference and it really provides a road
- 1:47:09map with the uh short, medium and
- 1:47:12long-term initiatives that we could look
- 1:47:14at implementing.
- 1:47:16um what uh
- 1:47:19we're really excited about moving
- 1:47:21forward with this uh but there will be
- 1:47:23some challenges and next steps and so we
- 1:47:25want to sort of take it slow and that's
- 1:47:26what we're proposing to the board. We
- 1:47:29can see that some of the initiatives
- 1:47:30identified in the report we can probably
- 1:47:33advance within our existing resources.
- 1:47:35However, others will require additional
- 1:47:38lead time um support and a lot of
- 1:47:41considerations as well as budget items.
- 1:47:43So, we're looking to um seek out grant
- 1:47:46funding and really sit down and look at
- 1:47:48all of these initiatives to see how we
- 1:47:50can implement them. Um so the
- 1:47:52recommendations that we have before the
- 1:47:54board are to direct staff uh to support
- 1:47:59in principle the development uh or
- 1:48:02actually sorry to support staff in
- 1:48:04developing um an implementation plan and
- 1:48:06then we can look at that as part of the
- 1:48:082027 to31 financial plan and uh
- 1:48:12budgeting work planning process. We also
- 1:48:15have uh a draft policy and so that's
- 1:48:17more of an overarching policy of
- 1:48:19commitment to equitable employment that
- 1:48:21is in draft format right now and so
- 1:48:24we're asking the board to support that
- 1:48:25in principle and if so then we will be
- 1:48:27circulating that um with our partners um
- 1:48:30and all of the um governments within the
- 1:48:33region and we'll bring that back to the
- 1:48:35board for final approval. Um, and then
- 1:48:38also we want to share the report with
- 1:48:40our member municipalities and first
- 1:48:42nations with an invitation for them to
- 1:48:44continue to collaborate. And because
- 1:48:46Karen had three recommendations, we
- 1:48:48wanted to one up her. So I put in
- 1:48:50another recommendation which was at the
- 1:48:51top which is just to receive the report
- 1:48:53and then affirm commitment to reducing
- 1:48:56the barriers to employment. So I'd be
- 1:48:58happy to answer any questions.

- 1:49:10say I really appreciated you doing the
- 1:49:12work in this report and I'm going to
- 1:49:14bring forth the motion at the next
- 1:49:15council meeting that the city also look
- 1:49:17at implementing very similar report and
- 1:49:20I'm not ashamed to steal work. So I
- 1:49:23think copy it or amend it to suit our
- 1:49:26needs, but it's a really good starting
- 1:49:28point and I hope the city will
- 1:49:30appreciate that as well. Thank you.

- 1:49:36[clears throat] a fan of hiring the most
- 1:49:38applicable and proper candidate for the
- 1:49:42job. It doesn't matter where they come
- 1:49:43from. But something that said here is a
- 1:49:46little bit concerning that we don't care
- 1:49:48about credentials anymore. So, as a
- 1:49:51practicing professional engineer, I need
- 1:49:54to be credentialed to do anything that I
- 1:49:56do and regulated and everything like
- 1:49:58this. Now I know we don't have engineers
- 1:50:01working for the ACRD but at the same
- 1:50:04time saying that we don't need
- 1:50:06credentials I think that's very
- 1:50:07concerning. So I have a problem with
- 1:50:10that. Secondly how much have we paid in
- 1:50:13staff time for all this report plus all
- 1:50:16the uh the report from uh
- 1:50:20here Imagination FX.
- 1:50:24So,
- 1:50:26just want to get a gauge on, you know,
- 1:50:29how much we spent on this. So, we had
- 1:50:31$100,000 yet, $50,000. Thank you.
- 1:50:35>> I don't think it was that much. Do you
- 1:50:36know off the top of your head what the
- 1:50:38contract was?
- 1:50:39>> Um, I'll start with the first question
- 1:50:41about credentialism. Um, because I think
- 1:50:43that was an excellent point and I'm glad
- 1:50:45you bring it up because there are
- 1:50:46certain um and this is one of those
- 1:50:48those findings which um if you don't dig
- 1:50:50into it, I I think there can be
- 1:50:52misunderstandings. So, I'm really glad
- 1:50:54when there is a credential that is
- 1:50:55required, that's why we have it there.
- 1:50:58The unfortunate thing is sometimes we're
- 1:50:59putting credentials into job
- 1:51:01descriptions that are absolutely
- 1:51:02unrequired and that's sometimes a copy
- 1:51:05paste situation or just not really
- 1:51:07thinking about it like do we actually
- 1:51:09require this for the job and it's often
- 1:51:12not at the level where like you're
- 1:51:14thinking of a PNG required to do
- 1:51:16engineering. It's more requiring even
- 1:51:18something as simple as a driver's
- 1:51:20license when you're not asking someone
- 1:51:21to do any driving as part of their work,
- 1:51:23but we just have it as a standard
- 1:51:25qualification. And that can um that can
- 1:51:28actually stop people from applying at
- 1:51:30jobs at all levels. So, we really just
- 1:51:33need to be critical on what we're asking
- 1:51:35for and making sure we're not excluding
- 1:51:37unnecessarily. Um we still want to ask
- 1:51:39for things when they're actually
- 1:51:41required to complete the job. When it
- 1:51:43comes to cost for this, um I I can't
- 1:51:45pull it up right now, but it like we
- 1:51:47received grant funding and then we also
- 1:51:48have funding through our um landfill
- 1:51:51working group which was intended to
- 1:51:53support this. So all in um I know we're
- 1:51:56under 40,000 because that was the
- 1:51:58maximum budget, but I think it was even
- 1:52:00less than that. I think it might have
- 1:52:01been $30,000 for the report and then
- 1:52:04staff time would really just be my staff
- 1:52:06time. So
- 1:52:08>> quick followup, chair.
- 1:52:09>> Yep. Please go ahead. I think it's good
- 1:52:11to say clarify what you did on
- 1:52:13credentials, but when we make a job
- 1:52:15posting, perhaps you can say this is a
- 1:52:17required credential and this is a
- 1:52:19recommended one. There something like
- 1:52:21that that says, hey, you need to have a
- 1:52:24degree in accounting to work in our
- 1:52:25accounting department and it' be really
- 1:52:27good if you are a CPA as well, you know,
- 1:52:30something like that. So, thank you very
- 1:52:32much for that discussion and uh
- 1:52:35appreciate this moving forward.

- 1:52:40have Dr. Cot and then back to Director

- 1:52:43>> Thank you. Um the workshop that we took
- 1:52:46was was very enlightening
- 1:52:49um on what the barriers are uh with some
- 1:52:54uh
- 1:52:55indigenous uh people looking at
- 1:52:58employment what the barriers are. Uh we
- 1:53:01just heard one. Um, it it also shows
- 1:53:05showed me how deep the uh uh racism runs
- 1:53:09within the community um when people
- 1:53:12don't want to even consider running for
- 1:53:14or um applying for jobs. I think that
- 1:53:17this is also another great opportunity
- 1:53:20for an education session at AVIC and
- 1:53:23UBCM and I'd like to see that also
- 1:53:26brought forward in the future. I won't
- 1:53:29be here, but I'm hoping that it will be
- 1:53:31brought back forward from the a future
- 1:53:33board. That's all. Thank you.

- 1:53:41the workshop that day was that uh
- 1:53:44someone applied for a summer labor job
- 1:53:47with the city and it said a grade 12 was
- 1:53:51required but this person had lots of
- 1:53:54work experience lots of life experience
- 1:53:56but he was denied the job because he
- 1:53:58didn't have grade 12. Do you really need
- 1:54:00grade 12 to be a summer labor for the
- 1:54:02city? So that I think that's where I
- 1:54:05take that. Thanks.
- 1:54:08>> Thank you. I would remind folks, I don't
- 1:54:10know if you know, but my dad has an
- 1:54:12eighth grade education and it's this,
- 1:54:14you know, 1960s eth grade education. So,
- 1:54:17uh, those are the types of things that
- 1:54:19we need to consider. My dad's the white
- 1:54:20guy in my family. Um, Director Cotay and
- 1:54:23then director, uh, Sparrow,

- 1:54:58that we should have the credentials,
- 1:54:59need to have credentials and and same
- 1:55:01with director Hagar saying if we don't
- 1:55:03need them, we don't need them because I
- 1:55:05I look through some applications and
- 1:55:07they have like 45 things you got to be
- 1:55:09get through in order to apply like make
- 1:55:12sure it's ridiculous. So yeah, if we
- 1:55:14make it down to what we need to make it
- 1:55:15down and make the application pool as
- 1:55:17big as we can, we'll get a lot of good
- 1:55:18people in. Um yeah and the grade 12
- 1:55:21thing that they they that dad tried that
- 1:55:23for a while and then they went to a two
- 1:55:25years university and realized that was
- 1:55:26really a failure. They scrapped the
- 1:55:28whole thing because when you clean
- 1:55:30toilets you only need two years
- 1:55:31education you need know how to clean a
- 1:55:33toilet. Thank you. Thank you for that.

- 1:57:45if you're here. So, first up, we have
- 1:57:4712A1, a temporary use permit for Sprout
- 1:57:50Lake. Uh, please go ahead, Alex.
- 1:57:52>> Thank you so much. This is a TUP
- 1:57:54application for the short-term rental of
- 1:57:56an accessory dwelling unit located at
- 1:57:589348 Sterling Arm Drive on Sport Lake.
- 1:58:01Uh, the applicants reside full-time in
- 1:58:03the the primary house on the property
- 1:58:04and they intend to rent the two-bedroom
- 1:58:06secondary dwelling on a short-term
- 1:58:07basis. Uh the board had considered this
- 1:58:09application on August 26th where the
- 1:58:11board resolved to proceed with the
- 1:58:13neighbor notification process. Uh
- 1:58:15letters were sent to the neighboring
- 1:58:17property owners and residents on
- 1:58:18September 3rd and there was no
- 1:58:19correspondence received. Uh the sport
- 1:58:22APC had reviewed this application at
- 1:58:24their August 13th meeting where the
- 1:58:26advisory planning commission had passed
- 1:58:28a motion to support as well. The
- 1:58:30conditions of approval of the TUP are
- 1:58:32highlighted within the permit itself. Uh
- 1:58:34this includes a health and life safety
- 1:58:36inspection that will be completed by the
- 1:58:38uh the building official that has been
- 1:58:41scheduled to take place prior to any
- 1:58:42short-term rental use of the property.
- 1:58:44And at this point, staff do recommend
- 1:58:46that the board proceed with issuing the
- 1:58:48TU and that uh the staff will work with
- 1:58:51the applicants to meet any conditions of
- 1:58:53the TU. Thank you.

- 2:00:13Another temporary use permit. Please go
- 2:00:15ahead, Alex.
- 2:00:15>> Yes. Thank you very much. This TU is for
- 2:00:17the operation of a floating sauna
- 2:00:19facility uh that would be anchored in a
- 2:00:21dock within a Crown Foreshore area of
- 2:00:23the Chino Inlet. It's located
- 2:00:24approximately 18 kilometers northeast of
- 2:00:26the district of Tofino boundaries. The
- 2:00:28applicants have been operating from this
- 2:00:30site since 2022 with consent and support
- 2:00:33from the Clogrit First Nation and are
- 2:00:35now working through a a Crownland tenure
- 2:00:37application. Uh the floating sauna is
- 2:00:39accessible by water only with guests
- 2:00:41transported to the facility by vessels
- 2:00:44operated by the Tfino Resort and Marina.
- 2:00:46Hope we will in the sauna and uh the the
- 2:00:48tours would be leaving from their
- 2:00:49property in Tofino. the low impact sauna
- 2:00:52facility is located off-rid and they've
- 2:00:54highlighted that sewage would be
- 2:00:55collected within the support boats. Um
- 2:00:57that rainwater is is collected on site
- 2:01:00for use and that fire safety and
- 2:01:02emergency management procedures are in
- 2:01:04place. The crown for area is located
- 2:01:06outside of the area C Oc
- 2:01:11issued by bylaw and in this case that
- 2:01:13will require a public hearing process.
- 2:01:15So, uh, the the TU would still be valid
- 2:01:17for three years, after which the use
- 2:01:19would be revisited by the board, but
- 2:01:21again, that would be in a bylaw. The
- 2:01:22Long Beach Advisory Planning Commission
- 2:01:24considered this application at their
- 2:01:26September 10th meeting where they
- 2:01:27resolve to support the application. At
- 2:01:29this point, staff do recommend that the
- 2:01:31board proceed with first reading of the
- 2:01:33bylaw and that a public hearing be
- 2:01:36delegated to gather community input
- 2:01:37prior to making a final decision. Happy

- 2:02:37sauna and shower water is not potable?

- 2:02:44know, our apologies on the the way we've
- 2:02:46described the uh the sewage. The
- 2:02:47intention would be that there'd be no
- 2:02:49sewage disposed of on the site. It would
- 2:02:51all be be voted away to um the
- 2:02:53appropriate pumpout facilities in the
- 2:02:55Tino Marina. Um the intention of using
- 2:02:58rain water on the site, I understand
- 2:03:00from their management plan, is is to use
- 2:03:02it for uh for sauna water and for hosing
- 2:03:04off the um uh the dock. It would not be
- 2:03:07used for drinking and Island Health
- 2:03:09would would require a an an operating
- 2:03:12permit for any drinking water at that
- 2:03:14site for sure. Thanks.

- 2:04:54use permit application for the
- 2:04:55short-term rental of an accessory
- 2:04:56dwelling unit located at 70 Sutton Road
- 2:04:59in the Port Albian area in Long Beach.
- 2:05:01The property owners uh with this one as
- 2:05:03well reside full-time in the primary
- 2:05:05dwelling on the site which is attached
- 2:05:07to the ADU. The Long Beach APC had
- 2:05:10reviewed this application on September
- 2:05:1110th where the APC resolved to support
- 2:05:13the application as presented. The
- 2:05:15applicants have operated the short-term
- 2:05:17rental under temporary use permits since
- 2:05:192019 and uh no concerns have been raised
- 2:05:23to date in in the neighborhood. The
- 2:05:25applicants do intend to continue the STR
- 2:05:28use and we have confirmed that the
- 2:05:29regional district has the ability to
- 2:05:30issue a new TUP to allow for that
- 2:05:32continued use. Uh the applicants had
- 2:05:34previously confirmed that the septic
- 2:05:36system can accommodate the additional
- 2:05:38use and uh health and life safety
- 2:05:40inspection will be completed by the
- 2:05:41building official as well as part of the
- 2:05:43overall consideration of this
- 2:05:44application. Uh staff do recommend that
- 2:05:47the board proceed with the neighbor
- 2:05:48notification process to gather any input
- 2:05:50from the neighboring property owners and
- 2:05:52residents prior to making a decision on
- 2:05:54the TU. Happy to answer any questions.

- 2:06:22subject to completion of a health and
- 2:06:24safety inspection by the ACRD building
- 2:06:28uh, official and that neighbor
- 2:06:30notification according to S494
- 2:06:33of the local government act uh, take
- 2:06:35place. And I'm wondering if this will
- 2:06:37happen like every time that there is um,
- 2:06:41a renew uh, sorry. So, I would like to
- 2:06:43make that motion and then just have Alex
- 2:06:46clarify whether this is going to be a
- 2:06:48process every three years for eternity
- 2:06:51for us. Thank you.

- 2:06:59amazing. I mean, we could could talk
- 2:07:01about this stuff for eternity, but uh
- 2:07:03that is a good question for the board. I
- 2:07:06mean, so we um we the board manages
- 2:07:09short-term rentals through the temporary
- 2:07:11use permit process. As we know, um the
- 2:07:14the local government act allows you to
- 2:07:15issue a temporary use permit and then
- 2:07:17renew it once. Um we've recently had an
- 2:07:22opinion that that has clarified that we
- 2:07:24are allowed the the board is allowed to
- 2:07:26issue a new temporary use permit. Um
- 2:07:28there's no prohibition in the local
- 2:07:30government act that would uh would
- 2:07:33expressly not allow you to issue a new
- 2:07:35or fresh permit. Um but there is a need
- 2:07:38to to make it uh as different as you you
- 2:07:41can or or a recommendation to make it as
- 2:07:43different as you can to the the previous
- 2:07:45ones. So an option for the board moving
- 2:07:48forward would be to continue using the
- 2:07:50temporary use permit process to manage
- 2:07:52short-term rentals and every you know
- 2:07:54every three years uh the board would
- 2:07:56have the option to review this. I know
- 2:07:58that we've said in the past that we
- 2:07:59would bring the policy back to the board
- 2:08:02um the new board for discussion on how
- 2:08:04to manage short-term rentals. There's
- 2:08:06other models out there whether we look
- 2:08:07at zoning that would allow it outright
- 2:08:09um with u a a business licensing process
- 2:08:13for example or or whether the board
- 2:08:15wishes to continue with the TU. So, at
- 2:08:18this time, this allows us to uh allows
- 2:08:20the operator to continue that use for a
- 2:08:22three-year period, and then as long as
- 2:08:24the board is is happy with it, there's a
- 2:08:26neighbor notification process at each of
- 2:08:28those steps, then the board has has the
- 2:08:31option to to review those in in in
- 2:08:33three-year chunks. But stay tuned for
- 2:08:35more discussion on on, you know, the the
- 2:08:37best ways to manage short-term rentals
- 2:08:39moving forward, unless the province
- 2:08:41gives us a new tool to uh to help us
- 2:08:43there, which we're we were hoping they
- 2:08:45would when we uh we have to get to these
- 2:08:47waters. Thank you.

- 2:09:20or paper, whatever you want to say under

- 2:09:27either got to figure out how to start

- 2:10:09I've brought this up before. I'd really
- 2:10:11like to see um a differentiate between
- 2:10:14for for short-term vacation rentals uh
- 2:10:17as livein homeowner versus a total
- 2:10:21property rental. Uh I think that there
- 2:10:24should be a different fee structure. Uh
- 2:10:26so the change uh would be for a business
- 2:10:31uh of a rental versus a homeowner
- 2:10:34mortgage helper. Someone who lives in
- 2:10:37the property, I think, should uh be able
- 2:10:40to benefit from a a lower cost where
- 2:10:43someone who's just bought a property and
- 2:10:45it's not being used as housing uh which
- 2:10:49when we're in such a housing shortage.
- 2:10:51Um recognizing that Sprro Lake is a very
- 2:10:55high um cost of housing and prop land.
- 2:11:00um taking away the ability to uh have
- 2:11:05someone actually live in my community
- 2:11:08and be able to rent out to help to pay
- 2:11:10the mortgage and afford to live in that
- 2:11:13community versus someone who's just
- 2:11:15bought the property for a business and
- 2:11:17cashing in. I think they should pay
- 2:11:19higher. That's my personal and I'm
- 2:11:21hoping that this board will continue to
- 2:11:24look at that in the future. Thank you.

- 2:11:29that in future governments. Um that's
- 2:11:32well stated. I think one thing that I'll
- 2:11:34reiterate is something I think director
- 2:11:35Sega has already said at the previous
- 2:11:37item is that I think with the exception
- 2:11:39of maybe Beaver Creek, Cherry Creek,
- 2:11:41every electoral area has a strong
- 2:11:44incentive to have multiple income
- 2:11:47streams in order to make it work. Uh
- 2:11:49that's especially true in Bamfield, but
- 2:11:51uh both work as well. All farmers have
- 2:11:54100 jobs. So I think those are the kind
- 2:11:57of things that um we should recognize as
- 2:11:59well. Understanding that I don't get a
- 2:12:01vote. Um so Dr. Sega, any further

- 2:12:33change in order to get a new T a new TU

- 2:12:43that we have. We don't act there doesn't
- 2:12:45have to be a change there. There should
- 2:12:46be uh there should be wording in there
- 2:12:48that clarifies it is a new TU um and
- 2:12:51that is um um that it is a fresh t
- 2:12:54that's being issued by the board and not
- 2:12:55a second renewal. The local government
- 2:12:57act doesn't allow you to renew it twice,
- 2:13:00but it doesn't say that you can't issue
- 2:13:02another t for that uh that use. So, um,
- 2:13:05that's something that, you know, the
- 2:13:07board will will have have to consider
- 2:13:08moving forward, whether this is a tool,
- 2:13:10like we said, that you want to use every
- 2:13:12three years to to deal with these or or
- 2:13:14whether there's there's another option.

- 2:13:24that, um, when you issue a new temporary
- 2:13:28permit rather than a uh renewal, is
- 2:13:31there more of a bigger a process that
- 2:13:35you need to go through then um and tick
- 2:13:38off all the boxes once again like have
- 2:13:40your septic checked um make sure that
- 2:13:43you're in compliance with all of the
- 2:13:45building code at the the date or is
- 2:13:48there it's a bigger process I imagine so
- 2:13:51it should be more money
- 2:13:54>> through the chair yes so they they do
- 2:13:56follow that that process where we we
- 2:13:58need to confirm that the the building's
- 2:14:00safe and that the the servicing is there
- 2:14:02so that that lends itself to that
- 2:14:04discussion about whether there there
- 2:14:05should be higher fees for that and the
- 2:14:07board does set those fees in the in the
- 2:14:09procedures by law.
- 2:14:11>> So followup. So then a renewal should
- 2:14:14not cost as much as an actual initial
- 2:14:17permit then in my opinion.
- 2:14:22>> Yeah, I I would say that the one hard
- 2:14:23cost would be the advertising. So we do
- 2:14:25uh we do advertise in the newspaper and
- 2:14:28we we send out the notices for each of
- 2:14:30the renewals and and the new ones. But
- 2:14:31yes, absolutely. There there is ways to
- 2:14:34simplify the the renewal process that um
- 2:14:37that you know we can have that
- 2:14:38discussion with the board and what those
- 2:14:40options would look like.
- 2:14:41>> Could you please verify what the cost
- 2:14:43actually is?
- 2:14:45>> Uh off the top of my head, I believe
- 2:14:47it's $1,100 for a temporary use permit.
- 2:14:51>> That's a lot of money uh for a temporary
- 2:14:54use permit um for renewal when I can see
- 2:14:58it. maybe uh like I I think that that's
- 2:15:01that's fair for a business, but not when
- 2:15:03you're looking at a mortgage helper to
- 2:15:06try and make living in an a community
- 2:15:08affordable. So, my comments, thank you.

- 2:15:18I think I took cost differently in your
- 2:15:20question. I thought it was the cost to
- 2:15:22the to the process and the time because
- 2:15:24the staff time would still be there. I
- 2:15:26think there's still an incentive to try
- 2:15:28to have some sort of standing policy to
- 2:15:29deal with these, but I mean it's so late
- 2:15:32in the mandate that this is something we
- 2:15:33may want to consider, we may want to
- 2:15:36consider in the future. Um, just
- 2:15:38automatically handle it kind of the same
- 2:15:40way that previous chairs and members of
- 2:15:42of the board have called for standing
- 2:15:45bylaws or policies to handle grants and
- 2:15:47aid as well, especially the ones that
- 2:15:50are legacy going back 20, 30 years kind
- 2:15:53of thing. um it's worth the time.
- 2:15:56Although I would note that we are doing
- 2:15:58OCPs and probably bylaw updates later
- 2:16:01too. So there's always something to do,
- 2:16:04but it's a very good idea. Um that being
- 2:16:08said, it uh this motion has been moved

- 2:16:52control design for $9,000 is going to
- 2:16:55look like and how we're going to

- 2:17:11annual basis. So, are we doing this as
- 2:17:14this is going to happen now and then
- 2:17:16we're going to do it in three years?

- 2:17:29Beach airport uh land visioning plan.

- 2:17:35our planning. Uh, we have a grant for
- 2:17:38that program and we're able to do it
- 2:17:39under that. Also, it will help us again
- 2:17:41with our OS. So, we're sort of combining
- 2:17:43the work on that, but it's not
- 2:17:45broadscale um LAR. It is very specific
- 2:17:48to the Long Beach airport.
- 2:17:49>> Okay. Are we still doing LAR broad scale
- 2:17:52across the whole ACRD? Because I know
- 2:17:53that was a plan several years ago.
- 2:17:57>> Um we we do not have that that budgeted
- 2:18:00at this time. So, there's there's no
- 2:18:01plans there and and you know, that would
- 2:18:03be an option that that we would uh would
- 2:18:05bring it back to the board. Um the last
- 2:18:07time we did that, we actually acquired
- 2:18:09satellite imagery as well and um that's
- 2:18:12actually uh maybe a better option for
- 2:18:14for the larger scale um in the
- 2:18:17community, but again, we'll have that
- 2:18:18discussion at the board.
- 2:18:20>> Okay. Yeah, I know there's not a lot of
- 2:18:21support from my constituents to spend
- 2:18:24money on LAR to spy on people and things
- 2:18:26they do in their yard. That being said,
- 2:18:28we already have the data and we paid for
- 2:18:31it. How come we can't access it as
- 2:18:33members of the public on the interactive
- 2:18:35maps website? Like it is not a tab that
- 2:18:37you can select. I just tried to do it
- 2:18:38five minutes ago here. So we are not
- 2:18:41able to use that data or how does that
- 2:18:43work?
- 2:18:46>> Okay. I thought the satellite imagery we
- 2:18:48got was like open source and every
- 2:18:50anybody can get it on a different
- 2:18:51website.
- 2:18:52>> We we do have the imagery available. I
- 2:18:54don't know if we have all of the the LAR
- 2:18:56data available, but we do have the
- 2:18:58imagery available on the um the public
- 2:19:00web map through one of the options
- 2:19:02that's that's next to the the layers tab
- 2:19:04in the top right.
- 2:19:06>> Yeah, it's from 2012 for the ACRD.
- 2:19:10Like I know that there's more modern
- 2:19:12data and LAR that is not available to
- 2:19:15the public that the public paid for. Can
- 2:19:16we add it on there?
- 2:19:18So in the public one we we do have uh
- 2:19:21the 2023 West Coast communities
- 2:19:23satellite imagery. We have um the data
- 2:19:25from 2022 in the city like there there
- 2:19:28are a few layers that are available on
- 2:19:30there and if we can if we are acquiring
- 2:19:31the data and we own it then absolutely I
- 2:19:34think it's it's fair to make that
- 2:19:35available to the public if we can and
- 2:19:37>> but not look at that.

- 2:19:42>> Can we add lidar to there as well? Like
- 2:19:45me personally, I'd like to look in my
- 2:19:46backyard and see where all the things
- 2:19:49are underneath the ground and where
- 2:19:50ditches and stuff are.
- 2:19:55>> We can discuss that with our our GIS
- 2:19:57analysts and and look at options that
- 2:19:59are available. And like I said, if we if
- 2:20:01we own the data, we have more options
- 2:20:03for uh for using that and and absolutely
- 2:20:06want to be as as transparent as we can.

- 2:21:56and uh we had our our uh AGM at UBCM as
- 2:22:02well.
- 2:22:04So there's an open seat for me myself as
- 2:22:07I had to resign.
- 2:22:09So it will be interesting to see who's
- 2:22:11going to fill that seat. It will be an
- 2:22:14appointment rather than an election. So
- 2:22:16MIA will be looking for a new
- 2:22:19replacement.
- 2:22:21Uh
- 2:22:22it was a
- 2:22:25very interesting UBCM this year uh with
- 2:22:29everybody up in the air. Very
- 2:22:31disappointed that the provincial
- 2:22:33government had called an election at the
- 2:22:35same time as the local government is
- 2:22:37going. UBCM
- 2:22:39um
- 2:22:41basically pleaded with the premier not
- 2:22:43to do that. Um but it's happening.
- 2:22:48So there's going to be a lot of change.
- 2:22:51It really um people who are running in
- 2:22:54the local election may want to also run
- 2:22:56in the provincial election which really
- 2:22:59messes things up quite badly. So uh I'm
- 2:23:04looking forward to retirement myself.

- 2:23:39night. We had all candies meeting at the
- 2:23:42Italian center there. Um, that was for
- 2:23:44EA directors, counselors, and mayors.
- 2:23:47those school district employees there,
- 2:23:48but that's okay. Of course, the
- 2:23:50microphones work they're worse than they
- 2:23:51work here, so I was happy with that one.
- 2:23:54Um, uh, mother, um,
- 2:23:58I have a we have a field trip planned
- 2:24:01this weekend for going to go out there
- 2:24:02and do that, see what's going on in the
- 2:24:04logging world because that's not doing
- 2:24:06too well there. Um, other than that, not
- 2:24:09much is happening till the election, I
- 2:24:11guess, both of coming up. So, we'll see.

- 2:24:47there. You come out and uh support um
- 2:24:51everything to do with salmon in the
- 2:24:52valley. So, you can paint a salmon, you
- 2:24:54can take one, you can dissect one, you
- 2:24:55can have lots of fun. There will also be
- 2:24:58an opening ceremony for the pump track
- 2:25:01that was recently completed at noon.
- 2:25:05And uh they have one for younger
- 2:25:08children as well on wood that they just
- 2:25:10finished up on Sunday. And it's going to
- 2:25:13be a great experience for everybody. So
- 2:25:16the community was able to come together,
- 2:25:18rally together, and build a um ashvault
- 2:25:21pump track designed by professional
- 2:25:24people and do it all with community
- 2:25:27donations, time, effort, materials, and
- 2:25:30zero taxpayer dollars. So, it was a
- 2:25:32great experience and people did lots of
- 2:25:34hard work out there and the opening show
- 2:25:37will be on Sunday. So, thank you very
- 2:25:38much. Come on. It's already packed and
- 2:25:41busy. So, it's working out well.

- 2:27:37we engaged on a full day at Quus Beach
- 2:27:40and did a number of kind of games. Some
- 2:27:44were traditional, some were just really
- 2:27:46for fun. And we did have our AGA
- 2:27:50on the Friday and uh yeah, it was a
- 2:27:53really good turnout. Um there's some
- 2:27:56great establishments happening within
- 2:27:58our governance office and uh yeah, we're
- 2:28:02growing and expanding and uh it's been
- 2:28:05great. Thank you.

- 2:28:15Am I missing anything? No. Uh the only
- 2:28:17report I have is the UBCM report. I
- 2:28:20think what I'd like to note is that our
- 2:28:23resolutions were uh one was handled with
- 2:28:26followup going, "Yep, that's a good idea
- 2:28:28because they're already doing it." And
- 2:28:29that's the C130s. Um, I think our
- 2:28:33resolution regarding
- 2:28:35um temporary or not temporary uh
- 2:28:38short-term vacation rentals on ALR lands
- 2:28:42was a bit misinterpreted and therefore
- 2:28:45was um not handled in a by the executive
- 2:28:48in a way that made sense to me. It felt
- 2:28:50like they thought that our resolution
- 2:28:52was against ALR and the ALC when in fact
- 2:28:55what we were asking for was for the ALC
- 2:28:59to be the prevailing entity. Um, I
- 2:29:03engaged with some folks from the ALC and
- 2:29:06they were understanding and supportive
- 2:29:08of that, but I think it'll take some
- 2:29:10followup later after all of the uh chaos
- 2:29:14and fur of the elections that are
- 2:29:16happening right now. And what you're
- 2:29:18saying, Director Sparrow, about losing
- 2:29:21some executives. There is a pretty
- 2:29:24notable member of council in the CRD who
- 2:29:30is now running proincially will call
- 2:29:32Hamilton. I think he was the chair for
- 2:29:34the board there for a little while. Uh I
- 2:29:36think he's not able to do both or feels
- 2:29:40really betrayed by what's happening
- 2:29:42because u yeah so it's it's strange how
- 2:29:46things developed and it was a very
- 2:29:49strange UBCM as a result the the vibes
- 2:29:52were completely different not just
- 2:29:54because it was the last UBCM before an
- 2:29:57election but because of what was going
- 2:29:59on in the provincial arena all the stuff
- 2:30:02that was happening with the conservative
- 2:30:04party and center BC and whatever
- 2:30:06Millibar was doing. Uh, that was crazy
- 2:30:09as well. So, I think this is more of a
- 2:30:13wait and see kind of period and see what
- 2:30:14happens and develops. Um, but I think
- 2:30:18some of our advocacy is potentially
- 2:30:21better spent in making sure that we have
- 2:30:24people who understand our intentions for
- 2:30:26our resolutions. Um, because I don't
- 2:30:29think it was handled well at all by this
- 2:30:32executive.
- 2:30:33I think I'll leave it at that. Hu is
- 2:30:35having their people's assembly sometime
- 2:30:37in November. And uh yeah, we're focusing
- 2:30:41and doing some good work on emergency
- 2:30:43planning and emergency management too. I
- 2:30:46believe we have another event coming up
- 2:30:48to talk about uh how we can improve our
- 2:30:52um processes, decision making and
- 2:30:56coordination in regards to uh what we
- 2:30:59learned at Amount Underwood and how we
- 2:31:01can coordinate better with the province
- 2:31:02and the
- 2:31:04uh I think our neighbors in Diddy dot
- 2:31:07and the Kashan Valley regional district
- 2:31:10as well but that'll be subject to
- 2:31:11elections too. Uh that's it on my end. I

- 2:43:38like beside themselves with the beauty.
- 2:43:40Um and um yeah, we've had four days of
- 2:43:43fishing and uh and the oceans have been
- 2:43:46bountiful. Uh so they are uh packing
- 2:43:49coolers and uh uh with excitement and
- 2:43:53and heading home to share the bounty
- 2:43:55that was offered and so um yeah, nothing
- 2:43:58but gratitude. It was really really
- 2:43:59fantastic.

- 2:44:08I the fishing has been uh excellent. Uh
- 2:44:11I haven't done four days in Bfield, but
- 2:44:14um this is the best fishing I've done in
- 2:44:15my entire life, Bob. Um they were um of
- 2:44:20course keeping it in season, right? Like
- 2:44:22the uh wild salmon, the coo were
- 2:44:25answering and we hit our limit very
- 2:44:27quick, which is a low limit. Um the
- 2:44:29halibet, uh we had to return a number of
- 2:44:31halibit cuz they're just too big. Uh we
- 2:44:34can't that size, but we maxed out on the
- 2:44:36halibet. Um and um and then the rockfish
- 2:44:39and ling cod u like oh my god [laughter]
- 2:44:43it was just um yeah the pictures I have
- 2:44:45of of our boat and of course um the
- 2:44:48processing plant was happy to receive
- 2:44:50us. Uh in one case they said we were the
- 2:44:52best fisherman of the day. What they
- 2:44:54also then mumbled is that we were the
- 2:44:56only fisherman of the day but that's a
- 2:44:58whole other story. Um, yeah. No, we had
- 2:45:01we had an absolutely fantastic time and
- 2:45:03uh bouncing both between Tofino and
- 2:45:05Uclullet. We were hoping to do some
- 2:45:07tuna, but the tuna are 80 miles out and
- 2:45:10uh there was um there's no charter boat
- 2:45:12that can do that distance and uh and
- 2:45:14come home. So, uh we we stayed close to
- 2:45:17shore.

- 2:49:21purchased uh designated.
- 2:49:23And um as part of that designation
- 2:49:26process, the one piece that we were told
- 2:49:29were missing uh to satisfy uh some
- 2:49:32conditions for island health is the
- 2:49:35exact address of the property that we're
- 2:49:37looking to designate um via resolution
- 2:49:41as well as the financial commitment that
- 2:49:43we are looking to make toward uh the uh
- 2:49:46the project itself. Um uh following up
- 2:49:50on the last discussion we have, you will
- 2:49:52notice that the resolution that we put
- 2:49:54in also identifies that uh our last
- 2:49:56discussion, the board acknowledged that
- 2:49:58the funds that we've collected thus far
- 2:50:00that we hold in reserve um are meant for
- 2:50:03the Tofino hospital initiative. Um and
- 2:50:06so if we are going to commit anything to
- 2:50:08a foundry, we need to make sure that we
- 2:50:09come up with a strategy for replacing
- 2:50:11the equivalent in funds um so that the
- 2:50:14there is no negative impact on the
- 2:50:16Tofino hospital initiative. Um the
- 2:50:20resolution we put forward uh hits uh
- 2:50:23hopefully hits all the right areas that
- 2:50:25Island Health requires. Once Island
- 2:50:28Health receives the uh the board
- 2:50:30resolution uh we are hoping that they
- 2:50:33will then advance with providing our
- 2:50:35application with a letter of support and
- 2:50:37once we have their letter of support
- 2:50:39then we can submit that to the Ministry
- 2:50:41of Health for formal designation and
- 2:50:44that is something that only the minister
- 2:50:45can do. Unfortunately right now that's
- 2:50:47no longer Josie but uh that's okay.
- 2:50:49We're we're following all the right
- 2:50:51steps. If there are any questions I'll
- 2:50:53do my best to answer them.
- 2:50:57Daniel, did uh Island Health give you
- 2:50:59any indication about what kind of
- 2:51:01amounts? Are we just like pick it
- 2:51:04ourselves or how do we determine the
- 2:51:06amount?
- 2:51:08>> So, Island Health um uh is is aware of
- 2:51:11the budget. So, this is a $6 million
- 2:51:13budget um and the Ministry of Health um
- 2:51:17has committed uh 2 million. uh under a
- 2:51:21typical formula if we were going to do
- 2:51:23the 40% of that that would be 800,000 uh
- 2:51:26but island but we are not required to go
- 2:51:30to 40% and there is room in there for
- 2:51:32discussion uh going back to the last
- 2:51:35discussion we had with Foundry the um
- 2:51:38and reconfirming that uh a few weeks ago
- 2:51:41with uh with Foundry the funding gap
- 2:51:44that they still have to uh to advance
- 2:51:47with the project is 600,000
- 2:51:50So, um they currently have 5.6 million
- 2:51:53confirmed and or 5.4 million confirmed
- 2:51:56and they are uh 600,000 uh short of
- 2:52:00their $6 million mark. Um if that was
- 2:52:02the point of reference the board wanted
- 2:52:04to use, they're welcome to use it. Uh
- 2:52:06but Island Health has not indicated that
- 2:52:08we were forced to any specific amount.
- 2:52:10They simply want to know what amount we
- 2:52:12are committing.

- 2:52:29>> There there is no reason that this would
- 2:52:32be in camera. It's not a negotiation. Um
- 2:52:34it's uh it's doing a deeper dive into um
- 2:52:39a resolution that was already passed in
- 2:52:41public and um and the requirements of
- 2:52:44Island Health. Typically when when we uh
- 2:52:46have these discussions uh around budget
- 2:52:49uh period they are public as well.

- 2:53:01contribution.
- 2:53:02>> It's a one time ask for uh their um to
- 2:53:06do the renovations in the building. They
- 2:53:08already have the operational cost
- 2:53:10covered.

- 2:53:33>> Thank you through the chair. Uh I just
- 2:53:35want to start with uh that I do fully
- 2:53:37support the the foundry uh Port Al
- 2:53:39Bernie and the services uh to youth uh
- 2:53:41in the valley and by satellite extension
- 2:53:43out to the west coast of course um uh
- 2:53:46with the um with the conversation that
- 2:53:49I'm sure will in ensue here in terms of
- 2:53:52uh the financial amounts and then of
- 2:53:54course the strategy for uh recovering if
- 2:53:57any funds are allocated the the recovery
- 2:53:59of those funds from that from that
- 2:54:01reserve. So my question um at this point
- 2:54:04it may be premature um is
- 2:54:08the the strategies that I I I need to
- 2:54:11understand in terms of the the uh the
- 2:54:14potential impacts to that reserve fund
- 2:54:16and what strategies may be implied uh or
- 2:54:19applied uh to ensure that uh that those
- 2:54:23funds uh will be resubmitted into that
- 2:54:25reserve without any impacts uh to the
- 2:54:27Tfino hospital initiative
- 2:54:31And Mil, do you have any comments?
- 2:54:32>> Yeah, so the intent of of creating the
- 2:54:35strategy and bringing it back during the
- 2:54:37financial plan discussions is that we
- 2:54:39would like to flesh out um see if we can
- 2:54:42flesh out some details away from the
- 2:54:44obvious. The obvious would be a taxation
- 2:54:48response over 3 years. Um and that that
- 2:54:50one is is is straightforward. Uh the
- 2:54:53other not so obvious options are
- 2:54:56exploring things away from that. We do
- 2:54:58have an annual spend uh that's committed
- 2:55:00to island health and we could reexplore
- 2:55:02how that moves forward. So the the 1.8
- 2:55:05million that we collect every year um
- 2:55:08doesn't go fully into reserve as we know
- 2:55:10it it is spent based on different
- 2:55:11priorities and so we want to have
- 2:55:13further discussions with island health
- 2:55:15around those priorities and bring that
- 2:55:17back to uh our financial discussions. Um
- 2:55:20and from there there's there's other
- 2:55:22strategies that can look at um
- 2:55:26how the the amount if we were to tax the
- 2:55:29amount and the speed with which we we do
- 2:55:31that. Right? So uh basic assumption is
- 2:55:34the same amount every year for 3 years.
- 2:55:36Uh but as reserves grow they there's
- 2:55:38also interest attached and we may want
- 2:55:40to visit how we use the interest that
- 2:55:43has been collected thus far um and and
- 2:55:46other interest collected moving forward.
- 2:55:48So ultimately what we haven't yet
- 2:55:50flushed out because we haven't had time
- 2:55:52is is to look at all those options,
- 2:55:54bring it back to the board during during
- 2:55:56uh finance deliberations or budget
- 2:55:58deliberations and ensure that that we're
- 2:56:01having uh the the minimal impact
- 2:56:03possible on both the tax base and on uh
- 2:56:06the Tofino hospital initiative.

- 2:56:13>> Yeah, thank you. And of course those are
- 2:56:14some of the concerns uh that come up uh
- 2:56:17in terms of what that amount might be
- 2:56:19and that recovery strategy. Um it's also
- 2:56:21as in our in our meetings uh ministerial
- 2:56:24meetings with the ACRD um
- 2:56:28and and the minister uh and chair Jack
- 2:56:30brought up an excellent point in terms
- 2:56:32of the uh as a he may he may have
- 2:56:35foreshadowed the election call in terms
- 2:56:37of what would happen in terms of the uh
- 2:56:39challenges uh with a new potential new
- 2:56:41government coming in and with the
- 2:56:42commitments that may have been made to
- 2:56:44uh the furthering of the hospital
- 2:56:46replacement. Once again, um I'm just
- 2:56:48cautious of of of how we go about the
- 2:56:51amounts we're going to allocate uh
- 2:56:52concerns around uh the taxation response
- 2:56:56uh the use of of those interest uh
- 2:56:58payments. The one thing that I I I don't
- 2:57:00know if this is one of the options that
- 2:57:03have uh been talked about or potentially
- 2:57:05explored uh with the hospital foundation
- 2:57:07in Port Alurnie, if it is a designated
- 2:57:09uh health facility, would the hospital
- 2:57:11foundation be uh a potential source of
- 2:57:14revenues uh that could be uh could be
- 2:57:16looked to?
- 2:57:18>> Uh that would be a good source, but
- 2:57:21right now they're trying to raise money
- 2:57:22for the cancer clinic. That is their
- 2:57:24focus right now.
- 2:57:29But that could be something we could
- 2:57:30discuss with them after that. Yeah,
- 2:57:33great idea, Director Boy.
- 2:57:39>> Yes, thank you, Chair. I remember when
- 2:57:40this came to the board a couple months
- 2:57:41ago that there was no looking for
- 2:57:44taxfair funding for this facility. Has
- 2:57:46that changed or what's the interest
- 2:57:48there?
- 2:57:53through the chair.
- 2:57:55I I I don't think anything has changed.
- 2:57:57The recollection that that I have is is
- 2:58:01we were looking to see if uh funding
- 2:58:04could be provided um uh using the
- 2:58:08existing tool that we have under um the
- 2:58:10health act. And the existing tool that
- 2:58:13that we have is is this hospital um
- 2:58:16ouros district hospital board um and um
- 2:58:21and an investment into capital. So we
- 2:58:26can step into operations. Uh we can step
- 2:58:29into capital to bricks and mortar. And
- 2:58:31so um my recollection of of that
- 2:58:35direction from the board was to seek
- 2:58:37designation so that we could use this
- 2:58:39tool as uh as a mechanism for helping
- 2:58:43with the funding the the gap.
- 2:58:47>> Okay. So, we need to have a proper
- 2:58:50discussion about funding and things like
- 2:58:53this as opposed to just picking you a
- 2:58:54number now a month before the election
- 2:58:57and saying this is what's going to go to
- 2:58:59there. So, even if we say we're going to
- 2:59:03put in $5, this still has to go to the
- 2:59:05next board to get approved for the
- 2:59:07financial plan, right? Like this is not
- 2:59:09a beall end all right now. Is that am I
- 2:59:11correct?
- 2:59:14>> My understanding is you you are correct.
- 2:59:16there is a commitment that we're being
- 2:59:17that that that is being sought. [snorts]
- 2:59:19So obviously there there is that
- 2:59:21commitment but there isn't the check
- 2:59:23being handed off until uh the next board
- 2:59:26is um is in place and they approve a
- 2:59:30budget and um no motion of this uh uh of
- 2:59:35this board can fetter the discretion of
- 2:59:37the next.
- 2:59:38>> Okay. So why are we even discussing this
- 2:59:41now with this board if the other next
- 2:59:43board has to approve it? It's an
- 2:59:45outofcycle request. Why don't we say
- 2:59:47thank you for your time? Please come
- 2:59:49back in the end of this year when we
- 2:59:51start taking requests to be debated by
- 2:59:53the next board coming forward. Like why
- 2:59:55are we even talking about this now?
- 2:59:56>> Good question. Um the the reason why we
- 3:00:00are discussing it is that we are seeking
- 3:00:02the designation of the property. Um and
- 3:00:06in order to designate the property, this
- 3:00:08is the resolution that Island Health
- 3:00:10requires and we cannot submit our
- 3:00:13request for designation without a letter
- 3:00:15of support from Island Health. So um uh
- 3:00:19we provided the original resolution that
- 3:00:21was provided uh that was passed uh and
- 3:00:24the response is that they needed this
- 3:00:26follow-up resolution. Um timing isn't
- 3:00:29great, but we're just moving at the pace
- 3:00:31that communication is moving at. And at
- 3:00:33at this time, uh we just received the
- 3:00:35clarification from Island Health, and
- 3:00:37this was the next available um regional
- 3:00:40hospital district board meeting.
- 3:00:41>> So, we can put this in here, and I would
- 3:00:44support putting in $5 of funding if we
- 3:00:46have to put a $5 funding amount. That
- 3:00:49being said, we'll dispense with the
- 3:00:51actual debate about this funding to the
- 3:00:55next board is convened, whoever that
- 3:00:57will be, because they will be the ones
- 3:00:59approving it. We have very little data
- 3:01:01on what the funding is looking like and
- 3:01:03everything else in here to make an imp,
- 3:01:05you know, an informed decision.

- 3:01:16>> Uh, thank you very much. Yeah, I
- 3:01:19obviously am uh upset about the
- 3:01:23government changing the rules around
- 3:01:24even getting our uh hospital
- 3:01:27established. We've been waiting a long
- 3:01:28time. There was a lot of volunteer
- 3:01:30effort and um community
- 3:01:34uh
- 3:01:36labor put into the building of the
- 3:01:38original hospital. And um so I'm really
- 3:01:42uncomfortable to see even more of what
- 3:01:45needs to be West Coast um servicing the
- 3:01:49funding being shifted towards Port
- 3:01:50Alurnie again. So uh yeah, I would be
- 3:01:54looking for a minimal amount to I
- 3:01:56understand that you want this to go onto
- 3:01:57the application and be included in the
- 3:01:59application, but I wouldn't want to
- 3:02:01commit any large amount out of the
- 3:02:03hospital fund. um particularly given the
- 3:02:06government's response to our uh hospital
- 3:02:09needs out here. Thank you.

- 3:02:13diverting funds, we're borrowing funds.

- 3:02:27think maybe some of the questions uh
- 3:02:28that are coming up and and uh director
- 3:02:31boy may have alluded to. I certainly and
- 3:02:33I once again I want to reiterate the
- 3:02:35importance of this service uh not only
- 3:02:37to the Alurnie Valley um but to the west
- 3:02:40coast as well through that satellite
- 3:02:41extension of the services that are pri
- 3:02:43provided out here uh to the youth
- 3:02:45through the foundry. So that's not in
- 3:02:47question. I I think what's uh the
- 3:02:49discussion that's coming up is first and
- 3:02:50foremost there's a designation that
- 3:02:53needs to be taken care of and I think
- 3:02:55that's paramount that that we support uh
- 3:02:58the the ask from the ministry to uh to
- 3:03:01be able to provide that there. I think
- 3:03:03the question comes in about not federing
- 3:03:05uh we have not had the ability to have
- 3:03:07budget discussions uh and that will be
- 3:03:09coming up into the future. Uh so uh you
- 3:03:12know I I very much would support um uh
- 3:03:14the um the motion uh as presented uh
- 3:03:18except uh for uh the approved amount
- 3:03:21once again director boy uh you owe an
- 3:03:24amount uh and my my question though
- 3:03:26stems though if um uh without providing
- 3:03:30a financial uh is there a way to
- 3:03:32communicate that uh those discussions
- 3:03:34are premature for this board um and that
- 3:03:38uh so if it was a Z dollar amount in
- 3:03:41there. Would that have implications for
- 3:03:42that uh for the application in terms of
- 3:03:44the designation? You may not have that
- 3:03:46information, but it's something that I
- 3:03:48would be concerned about, but at the
- 3:03:49same time, I'm very hesitant to attach a
- 3:03:52dollar amount at this time
- 3:03:55>> through the chair. Um it I I I don't
- 3:03:59have the definitive
- 3:04:01answer to that, but I would suspect um
- 3:04:04that in reviewing whether or not to
- 3:04:07designate the property, um the purpose
- 3:04:10of designating would would be to expand
- 3:04:12the partnership ability. So if we were
- 3:04:14coming in with no money offered, they
- 3:04:16would likely turn around and say, "Well,
- 3:04:18why are we designating this?" Um and and
- 3:04:21so uh because in in terms of uh staffing
- 3:04:25and servicing uh they already have
- 3:04:26commitments from Island Health and
- 3:04:28Ministry of Health uh for the
- 3:04:30operational side. So um it could be that
- 3:04:33they don't designate it if there isn't
- 3:04:35some sort of financial incentive to do
- 3:04:37so um underneath our our structures. Um
- 3:04:42that said, we can try and see um and and
- 3:04:46we can also amend the language uh to be
- 3:04:50um overt about that you approve um an
- 3:04:54amount of funding allocated for the
- 3:04:57financial plan to be reaffirmed uh by
- 3:05:00the following board.

- 3:05:09conversation we're having and I think
- 3:05:11that um
- 3:05:13it does make sense to me to say we may
- 3:05:15not we're not ready to decide what that
- 3:05:17amount is going to be. Um I do I think
- 3:05:20want to you know I fully understand the
- 3:05:22the hesitance from people on the west
- 3:05:24coast. Um I know that like the region
- 3:05:26has been in need of a hospital and
- 3:05:28saving for a hospital and long overdue
- 3:05:29for a hospital for a very long time. I
- 3:05:32so I I I recognize the desire to not do
- 3:05:35anything that would take away from that
- 3:05:37and I think that as a board we can be
- 3:05:38very cognizant of that. I also know that
- 3:05:42the West Coast has had other initiatives
- 3:05:44come forward through the hospital
- 3:05:45district um as well and you know we've
- 3:05:49had hard conversations about some of
- 3:05:51those and where they should fit in the
- 3:05:52priority list. So, um I I think that
- 3:05:55what I would like to see today is us
- 3:05:57move this forward. Um but recognize that
- 3:05:59we probably aren't quite ready and we do
- 3:06:01need to have more discussion
- 3:06:02strategically about what it looks like
- 3:06:04for how much funding we do um
- 3:06:06potentially commit to. But I would hope
- 3:06:08that there is an amount of funding that
- 3:06:10we do commit to however we make that
- 3:06:12happen. Um and really keeping in mind
- 3:06:14that we don't want to harm the West
- 3:06:15Coast's chances of moving forward a
- 3:06:17really critical project. Um and I will
- 3:06:20just add lastly that uh You know, we I
- 3:06:23think we're all very aware of the
- 3:06:25challenges that we have in our
- 3:06:27community. Um, in Port Alurnie, for
- 3:06:30instance, we have the highest child
- 3:06:32poverty rate in the province. Um, in my
- 3:06:35opinion, there is no way we can't help
- 3:06:37support this project. Um, there's
- 3:06:39nothing we need to invest in more than
- 3:06:41our youth. Um, and I know that that is
- 3:06:43not specific to Port Alurnie. I know
- 3:06:45that the youth of the whole region um
- 3:06:47are in, you know, need of support. So,
- 3:06:50um I know that nobody's saying they're
- 3:06:51not, but I do just want to kind of focus
- 3:06:53us back to that. Um we have multiple
- 3:06:56critical priorities and projects at the
- 3:06:58same time, and I think we can find a way
- 3:06:59to manage all of them as long as we're
- 3:07:01mindful of not um allowing one thing to
- 3:07:03harm another. So, I I I acknowledge that
- 3:07:06we're probably just not quite ready to
- 3:07:07set an amount today and and how how what
- 3:07:10that structure will look like, but I
- 3:07:11would like to keep moving this forward.

- 3:07:20agree director Minions with everything
- 3:07:22you've just said in terms of our focus
- 3:07:24on youth and the importance uh whatever
- 3:07:26the region is. You're absolutely right.
- 3:07:28Um but I just want to just a quick
- 3:07:29clarification on some of those
- 3:07:30priorities and uh projects that happened
- 3:07:33on the west coast such as the sobering
- 3:07:34and assessment center uh and the
- 3:07:36community health center in Ullet. We
- 3:07:37ended up with a zero contribution uh
- 3:07:40through the regional hospital district
- 3:07:42for those projects. We said no uh uh to
- 3:07:44that budget request which was at the
- 3:07:4612th hour uh for those particular
- 3:07:48projects. So there was no actual dollar
- 3:07:50amounts that did come out from the RHD.

- 3:08:00a great conversation here, but if we
- 3:08:01have to borrow money, is this going to
- 3:08:04go to a referendum or are we going to
- 3:08:05ask the people about it? because
- 3:08:07$600,000 or any potential number between
- 3:08:100 and $600,000 is a large amount. So if
- 3:08:14they're going to do that, we should be
- 3:08:16involving the public in those kind of
- 3:08:17decisions.
- 3:08:19>> Uh we did have a referendum when you
- 3:08:22took money from the hospital board to
- 3:08:24expend the services at the at the
- 3:08:26hospital.
- 3:08:28So I don't see this as anything
- 3:08:29different.
- 3:08:30>> So this would require a referendum is
- 3:08:32what you're saying.
- 3:08:34Well, we did have a referendum. We put
- 3:08:36millions of dollars into the expansion
- 3:08:38of our ER at the hospital.

- 3:08:44>> uh so under the act uh with the regional
- 3:08:48hospital district board, there isn't a
- 3:08:50requirement of a referendum for
- 3:08:52borrowing. Um the other element is that
- 3:08:55borrowing is one strategy. It is not
- 3:08:57necessarily the strategy. Uh we can also
- 3:08:59tap into existing reserves. And so
- 3:09:01there's there's two ways of of doing
- 3:09:03this. If we were to go to referendum, it
- 3:09:06would be if our strategy um a like we we
- 3:09:10don't have to under uh the rules uh for
- 3:09:13the hospital district board, but if we
- 3:09:15were to, it would be because we intend
- 3:09:17on borrowing uh for o period of over 5
- 3:09:20years because even under the borrowing
- 3:09:22rules, if you repay in under five years,
- 3:09:24there's no need for a referendum. Um
- 3:09:28yeah, hopefully that helps answer your
- 3:09:29question.

- 3:09:50BC, and approved $0 of funding to be
- 3:09:53allocated to this initiative in the 2027
- 3:09:562031 financial plan to contribute to the

- 3:10:24way to within the uh before it gets
- 3:10:26seconded if there was a way to amend
- 3:10:28that resolution. Um and and Daniel, you
- 3:10:31did speak to potentially some wording
- 3:10:33around uh not necessarily a dollar
- 3:10:36amount, but that there would be some
- 3:10:37form of commitment and and I and I
- 3:10:39missed it in terms of the details, but I
- 3:10:41would be comfortable with adding in that
- 3:10:43there is a commitment to contribute. Um
- 3:10:46just not it we're just not prepared at
- 3:10:48this time uh to come up with a number
- 3:10:49and and I I don't know if you have um
- 3:10:52Yeah, thank you, Fred. Um, I don't know
- 3:10:54if you have wording that might be
- 3:10:56sufficient for us to be able to uh
- 3:10:58before we even make the motion uh to
- 3:11:00create a motion that would include that
- 3:11:02ability to uh contribute to the project
- 3:11:05but not until we go through the budget
- 3:11:06process.

- 3:11:16put an amount in uh other than zero,
- 3:11:18then uh we would change uh the 2027 2031
- 3:11:22financial plan to the draft 2027 2031
- 3:11:27financial plan and add a sentence at the
- 3:11:30end of that first motion to say uh uh
- 3:11:33this amount will be reassessed and
- 3:11:35reaffirmed by the next board.
- 3:11:42And your thumbs up to director boy. Were

- 3:11:52wholeheartedly support that amendment to
- 3:11:54re-evaluate this when we go through the
- 3:11:56financial planning process with the next

- 3:12:19the rest of it I I I I understand and
- 3:12:22and and support it's just once again it
- 3:12:25would be uh if if whatever the amount we
- 3:12:27would decide on whatever that number is
- 3:12:30uh all of the rest I understand but then
- 3:12:32we're we now would have to enter into a
- 3:12:34discussion about uh if you know by
- 3:12:36putting an amount like $5 I don't think
- 3:12:38would be appropriate. Um but at the same
- 3:12:41time um the uh then we would have to sit
- 3:12:44down here and now have a discussion uh
- 3:12:46around what the that appropriate amount
- 3:12:48might be that the board the next board
- 3:12:50would have to consider and reaffirm at
- 3:12:53that time.

- 3:13:05die. Um, the amount should be enough
- 3:13:07that we show interest. Like a zero
- 3:13:09amount is not going to show interest to
- 3:13:11the people we're trying to communicate
- 3:13:12to. So, we need an amount that's going
- 3:13:14to show an interest that we really think
- 3:13:16this is a wolf for all project and we
- 3:13:17want to put it forward. And yes, it can
- 3:13:19be amended in the budget next year. But
- 3:13:21if we put on zero or $5, then a lot of
- 3:13:25the people talking to trying to put
- 3:13:26money towards this kind of thing,
- 3:13:27they're going to think that we don't
- 3:13:29agree with this. So, it's got to be six
- 3:13:31figures to start with to show we're
- 3:13:33serious and it can be amended, but we
- 3:13:35got to start on that number at least.

- 3:13:48Um, and so I I am not in support of
- 3:13:50that. Um, I'm fully in support of saying
- 3:13:53that we will that we have not determined
- 3:13:55an amount yet. um and that the amount
- 3:13:58will be determined at budget 2027. Um
- 3:14:01but I I don't think we should have zero
- 3:14:03in there at all. Thank you.

- 3:14:14we should come up with a figure then. Uh
- 3:14:15the the amount uh that uh that Daniel
- 3:14:19presented in terms of and the 6040 split
- 3:14:21is once again that is not written in any
- 3:14:23legislation. that's just been a go-to
- 3:14:25that the province has has relied upon.
- 3:14:27For example, Prince George in their cath
- 3:14:29lab up there and the in the renovations
- 3:14:31up there, it was 20% contribution. And
- 3:14:33so when you uh you gave a figure I
- 3:14:35believe um Daniel of about $600,000
- 3:14:38request um I I think if we start looking
- 3:14:41at what would be uh something that the
- 3:14:43board could seriously consider um I I
- 3:14:46think when we look at those
- 3:14:48contributions for some of those other
- 3:14:50projects around the province with the
- 3:14:51regional hospital board contribution
- 3:14:53levels it it ranges all over uh the uh
- 3:14:56Nanaimo has contributed almost the full
- 3:14:58pull of the 40% uh other regions have
- 3:15:01have negotiated down I think a 20%
- 3:15:04conversation um is a good starting point
- 3:15:06for the RHD board uh to be able to have
- 3:15:10uh the ACR our next board uh to be able
- 3:15:12to have a reasonable conversation about
- 3:15:15what would be an appropriate
- 3:15:16contribution uh to the project.

- 3:15:29reasonable and I do need to acknowledge
- 3:15:31that these services um are coming out to
- 3:15:34the West Coast and we greatly do
- 3:15:35appreciate that. So, I do not want to
- 3:15:37undermine this project at all. Um my
- 3:15:40understanding was that they had full uh
- 3:15:43uh they had the amounts to do the
- 3:15:46project though. So, um so what you're
- 3:15:49saying is what like would that
- 3:15:53So, what would 20% look like?
- 3:15:58through the chair. 20% um is likely the
- 3:16:02400,000
- 3:16:04>> isn't the total $6 million. So 20% is
- 3:16:081.2 million.
- 3:16:10>> No, there that's the amount that they're
- 3:16:12short.
- 3:16:13>> So it's it's it's the um if if you look
- 3:16:16at what the pro the province is
- 3:16:18providing. So if if we typically take a
- 3:16:21look of at our funding models um on what
- 3:16:24the province is providing in terms of
- 3:16:26their contribution um and so in in in
- 3:16:29this case the province's contribution
- 3:16:30that's already committed is 2 million.
- 3:16:32Uh they did the fundraising for the
- 3:16:34other amount from different sources. And
- 3:16:36so if uh I I would rely on that number
- 3:16:39and as director Steer was saying there's
- 3:16:42there's no steadfast written rule um on
- 3:16:46on how this number is established. And
- 3:16:49so um I I think we have some pretty wide
- 3:16:53ability to navigate the waters as we see
- 3:16:55fit.
- 3:16:59Daniel, I'm just looking at their
- 3:17:00presentation and it says that Porto
- 3:17:02Bernie's gap to the initial costing is
- 3:17:04$700,000
- 3:17:08>> that they were that they were seeking at
- 3:17:10the time was the $700,000. Um that
- 3:17:14revised budget is now down to six.

- 3:17:22>> Yeah, I'm looking at the briefing note
- 3:17:23that was provided to us at the different
- 3:17:25agenda. It says total capital project
- 3:17:27value of 6 million. So if we're looking
- 3:17:29at 20% of that, it's 1.2. Just to
- 3:17:32clarify what we're talking about here.
- 3:17:34So
- 3:17:36we need to be very careful in what we're
- 3:17:38saying here. But whatever number we
- 3:17:40pick, the only way I'm going to support
- 3:17:41it is if we say this will be reviewed in
- 3:17:44the budget cycle with the next board.

- 3:17:57throw percentages around, but I think
- 3:17:59it's uh much safer for us to put a
- 3:18:01dollar amount. Um, because if there are
- 3:18:04ever any budget escalations or things
- 3:18:05going on as they're building, we don't
- 3:18:07want a sliding scale. We want a fixed
- 3:18:09number. And I think it's more prudent to
- 3:18:12give a fixed number to the next board to
- 3:18:14to consider.

- 3:18:2820% so that we could come up with the
- 3:18:29with the actual dollar amount because I
- 3:18:32agree 100%. We don't want to use those

- 3:18:36what I was comfortable with. So we we I
- 3:18:39don't believe Director Boyo's uh motion
- 3:18:42um was uh seconded. So we don't h and
- 3:18:46I'll look to the chair. Do we don't have
- 3:18:48>> it was not seconded. No.
- 3:18:50>> And so um the uh the motion and the
- 3:18:54words uh that uh uh Daniel put forward
- 3:18:57if I could add uh in this case then I I
- 3:18:59would be comfortable in inserting a
- 3:19:01$400,000
- 3:19:03uh figure into that uh into that slot.
- 3:19:06um with the with all of the amending
- 3:19:08pieces of that conversation in terms of
- 3:19:10what M uh Director Boyco has has has
- 3:19:13made clear that is important to me and I
- 3:19:16think to the rest of the board.

- 3:19:24Foundry Portal Bernie's designation as a
- 3:19:26healthcare facility at 3816 Anderson
- 3:19:28Avenue. Portal Bernie BC approved
- 3:19:31$400,000 of funding to be allocated to
- 3:19:33this initiative in the draft 2027 to
- 3:19:362031 financial plan to contribute to the
- 3:19:39capital cost of this project with this
- 3:19:41amount being reassessed and reaffirmed
- 3:19:43by the newly elected ACRD board.

- 3:20:37the next three years to ensure that
- 3:20:39there is no adverse funding impacts to
- 3:20:42the Tofino hospital initiative.

- 3:20:53just once again uh and I know staff have

- 3:21:02conversations uh for the next board to
- 3:21:05consider uh but once again uh in I think
- 3:21:08it would be important that we have uh
- 3:21:10for those of us on the west coast uh you
- 3:21:12know great security uh in the
- 3:21:14understanding that those funds will not
- 3:21:16be impacting um and in fact will be
- 3:21:18replaced uh and will not impact uh the
- 3:21:21the initiative on the west coast here
- 3:21:24because this has been years years and
- 3:21:26years in the making. I started this work
- 3:21:28in 2017 with uh our former uh mayor uh
- 3:21:32Josie Osborne. So this is something that
- 3:21:34is very very important to the west coast
- 3:21:36and we don't want to jeopardize uh in
- 3:21:39anything at this point in the
- 3:21:40conversation.
- 3:21:42>> I think we're all in agreement, Dr.
- 3:21:44Director Steer. This is only to borrow
- 3:21:46those funds and repay it within three
- 3:21:49years. And I don't think you're going to
- 3:21:50get the hospital built within the next
- 3:21:52little while. So it should not impact
- 3:21:54your hospital vision at all. I think
- 3:21:55we're all in support of your vision
- 3:21:57100%. So I just want to assure you I
- 3:22:00think that's the feeling around the
- 3:22:02room.

- 3:22:19Tofino general hospital update uh
- 3:22:21director steer we did have a meeting at
- 3:22:23UBCM just to want to give everyone an
- 3:22:25update. Yeah. Uh thank you through the
- 3:22:28chair and uh yeah, we we had two
- 3:22:30meetings. Uh one uh uh the district of
- 3:22:33Tofino uh and then with the ACRD. Uh the
- 3:22:37the meeting um was interesting because I
- 3:22:40think Chair Jack once was again I think
- 3:22:41foreshadowed one of the questions that
- 3:22:44was asked um of of the minister uh in
- 3:22:47terms of what would happen uh if there
- 3:22:49was an election and a change of
- 3:22:50government. Um and the the response I I
- 3:22:54was uh was not the one that I you know I
- 3:22:56was comfortable with of course because
- 3:22:58uh you know uh financial plans um uh and
- 3:23:01capital projects uh can be changed uh
- 3:23:04with the change of government. So uh
- 3:23:06that was uh other than that uh the
- 3:23:08general conversation was supportive of
- 3:23:11moving it into the budget process into
- 3:23:12the capital plan and so that's good
- 3:23:14news. Um once again no timeline
- 3:23:17commitments when asked for uh there in a
- 3:23:19financial plan uh in that budget process
- 3:23:22is is 5 years. Um so uh you know it it
- 3:23:26may it may not transpire for for a
- 3:23:29longer time than we would be comfortable
- 3:23:30with. Of course we would be pushing for
- 3:23:32those uh time frames to be shortened up.
- 3:23:34Of course now we're in a layer of
- 3:23:36uncertainty about uh about those
- 3:23:38commitments uh at this time. So uh as
- 3:23:41much as I would like to say that I have
- 3:23:43uh you know positive uh optimistic
- 3:23:46outlook uh there I can't say that at
- 3:23:48this point in time. Uh and just another
- 3:23:50uh uh once uh in the meetings uh that uh
- 3:23:54prior meetings uh in terms of the some
- 3:23:57of the work on the west coast not
- 3:23:58directly related to the hospital rebuild
- 3:24:00but the sobering and assessment center
- 3:24:02uh that
- 3:24:10>> director steer
- 3:24:13>> uh how am I doing now my
- 3:24:15>> Yeah, you're good now. Yeah,
- 3:24:16>> I'm back. I don't know where I got
- 3:24:18frozen, but uh um it's telling I don't
- 3:24:21know if it's the internet that's
- 3:24:22unstable it's telling me or or the or
- 3:24:24the speaker, but um I was just
- 3:24:27mentioning about the sobering and
- 3:24:28assessment center and and that there is
- 3:24:30the commitment is there. The space has
- 3:24:32been allocated at the former uh daycare,
- 3:24:35the island health facility that we have
- 3:24:37in Tofino. Um and that uh when asked for
- 3:24:40a time frame, we're still looking at uh
- 3:24:42between 12 and 18 months uh before we'll
- 3:24:45have those doors open. So although
- 3:24:47positive that we will have it once again
- 3:24:49those delays we're now uh stretching
- 3:24:51into 5 years. Uh so uh that being said
- 3:24:54uh we are happy that it is moving
- 3:24:56forward um uh at this time and uh and uh
- 3:25:00and that's it uh for the report.

- 3:25:06coming election will be very important
- 3:25:07to keep these conversations going at the
- 3:25:09forefront.
- 3:25:11Uh next is the proposed cancer clinic
- 3:25:13update. I did take a tour of their
- 3:25:15proposed cancer clinic site at the West
- 3:25:17Coast General Hospital. Uh they will be
- 3:25:20doing renovations. They have some spare
- 3:25:22rooms that they're going to be expanding
- 3:25:24out and putting in equipment. The West
- 3:25:26Coast General Hospital Foundation has
- 3:25:28raised I can't remember the exact
- 3:25:30amount, but it was between 7 and
- 3:25:32$800,000 at that time and that was about
- 3:25:35mid August, but they're hoping to get $2
- 3:25:38million towards the project. And I think
- 3:25:40once they hit that million dollar mark,
- 3:25:42then they will start renovations is my
- 3:25:44understanding. The estimated time for
- 3:25:47for completion is about 18 months after
- 3:25:50they start the renovations. So very
- 3:25:52exciting project for the people in Port
- 3:25:54Alurnie.

- 3:26:46but we're very excited here on the west
- 3:26:47coast uh because now um uh you know our
- 3:26:51our travel time is is you know an hour
- 3:26:53and a half to Port Alurnie. Uh so that
- 3:26:56that's a wonderful news and we really
- 3:26:58look forward to been strong supporters
- 3:27:00here on the west coast.

- 3:27:04comment that was made to me while I was
- 3:27:06up there was that the person showing me
- 3:27:09doing the tour, her mother had cancer
- 3:27:12when she was a young girl and she got to

- 3:27:18of town, she would have missed that
- 3:27:20opportunity. So, that really kind of hit

- 3:28:05the public as per the community charter
- 3:28:07under, I think, five sections. First is
- 3:28:1291E, the acquisition, disposition, or
- 3:28:14expropriation of lands or improvements
- 3:28:16if the council considers that disclosure
- 3:28:18could reasonably be expected to harm the
- 3:28:21interests of the municipality. Two, 91D,
- 3:28:24the security of a of the property in the
- 3:28:26municipality
- 3:28:28of the municipality. 3 92B3 between the
- 3:28:31municipality and a First Nation or
- 3:28:33prescribed indigenous entity or between
- 3:28:36a First Nation or prescribed indigenous
- 3:28:38entity and a third party. Uh number 4
- 3:28:4191J information that is prohibited or
- 3:28:44information that if were presented in a
- 3:28:46document would be prohibited from
- 3:28:48disclosure under section 21 of the
- 3:28:50Freedom of Information Protection or
- 3:28:52privacy act 92A1.
- 3:28:56uh if all or part of a meeting is closed
- 3:28:58to the public, the council may allow a
- 3:28:59person other than the municipal officers
- 3:29:01and employees to attend. A in the case
- 3:29:04of a meeting that must be closed under
- 3:29:06section 92 or if council considers this
- 3:29:09necessary and the person one already has
- 3:29:11knowledge of the confidential
- 3:29:12information. And then last finally
- 3:29:16uh and to close the meeting to the
- 3:29:18public as per the Freedom of Information
- 3:29:20and Protection of Privacy Act sections
- 3:29:241211A2.
- 3:29:27And the head of a public body must
- 3:29:30refuse to disclose to an applicant
- 3:29:33information that would reveal
- 3:29:34commercial, financial, labor relations,
- 3:29:37scientific or technical information of
- 3:29:40or about a third party. We really just
- 3:29:44got to move to just nothing but numbers
- 3:29:46and periods in between them.
- 3:29:49Make it so much easier to read. Uh so
