- 1:06:24Campos and the Allied founders who were

- 1:06:29important milestone.
- 1:06:32Beautiful event.
- 1:06:33Um
- 1:06:35exciting news.
- 1:06:37School districts don't get many awards,
- 1:06:40but the one you want to get is called
- 1:06:42the CSBA Golden Bell Award. That's like
- 1:06:44winning the Super Bowl
- 1:06:46or the World Series.
- 1:06:48Uh so, I'm very proud that Oak Grove uh
- 1:06:52has earned the 2026 CSBA Golden Bell

- 1:06:58K-8 implementation model and has been

- 1:07:09staff, district leaders in creating
- 1:07:12meaningful learning opportunities for
- 1:07:13our students that are culturally
- 1:07:15relevant for them.
- 1:07:17Uh, for school districts, like I said,
- 1:07:19this is a big recognition.
- 1:07:22Uh, so congratulations to all our
- 1:07:23teachers and we've had many, many
- 1:07:25teachers
- 1:07:26uh, hundred teachers trained,
- 1:07:28administrators, trainer of trainers, and
- 1:07:31it's a word, you know, doing this school
- 1:07:33wide at our our school. Also, thank you,
- 1:07:35teachers.
- 1:07:36School site visits, uh, the executive
- 1:07:39team and I continue visiting our
- 1:07:41schools. I'm proud that something very
- 1:07:44unique that doesn't happen in many
- 1:07:46districts is that all four of us, you
- 1:07:48imagine, Cecily does a great job of
- 1:07:50coordinating our calendars and finds
- 1:07:52times for all four of us to visit all 18
- 1:07:55schools together for about two hours
- 1:07:58each. And occasionally, uh, some of our
- 1:08:00school board members will join us as
- 1:08:01well, which is awesome.
- 1:08:03Uh, this recently we student ambassadors
- 1:08:06welcomed us at Park View Elementary on
- 1:08:08September 23rd. And at Del Roble
- 1:08:11Elementary, which is one of our four

- 1:08:15programs, we were there on October 8th.
- 1:08:17Thank you, Vice President Yu, for
- 1:08:19joining us. As I say, Del Roble. I said
- 1:08:22Del Roble, but Del Roble.
- 1:08:24Uh,
- 1:08:25these visits provide valuable
- 1:08:26opportunities to connect with staff and
- 1:08:28see great teaching and learning
- 1:08:30happening in our classrooms.
- 1:08:33Climber Residential Project, we're
- 1:08:36almost there. Actually, today [laughter]
- 1:08:38is the 30th day that it was approved by
- 1:08:41the San Jose City Council unanimously.
- 1:08:44Uh, 30 days is significant. We'll see

- 1:08:48what our attorneys say in terms of you
- 1:08:50know, there's a sequel review that
- 1:08:52there's a 30-day period. So, thank you,
- 1:08:55staff, board members. Thank you, board
- 1:08:57members. I know we've got several
- 1:08:58amendments to you, updates. Uh, we've
- 1:09:01been on the board for 4 years.
- 1:09:04You've been hearing about Glyder for
- 1:09:05quite a bit. Thank you to our labor
- 1:09:06partners. They were very supportive for
- 1:09:08half a CCA, OGA. Augma.
- 1:09:12That was a team effort. Over 3,000
- 1:09:15families signed letters of support where
- 1:09:17they gave their home address. They
- 1:09:19signed it. They put their name. So,
- 1:09:21thank you families for your support. To
- 1:09:23our staff, community partners.
- 1:09:26So, when we work together, we can get it
- 1:09:28done. So, thank you
- 1:09:30to all all our community. This morning,
- 1:09:33we had the annual Great ShakeOut that
- 1:09:37happens at all the schools, all the
- 1:09:38districts throughout California. And
- 1:09:40that happened today at 10:15 a.m. So, I
- 1:09:43want to thank all of our principals, all
- 1:09:44of our teachers, all of our safety
- 1:09:46teams,
- 1:09:47students
- 1:09:49for practicing these safety exercises to
- 1:09:52help ensure that we're prepared for
- 1:09:54emergencies. We never know when an
- 1:09:55emergency can happen, but we are ready.
- 1:09:58We're ready, and that happens through
- 1:10:00practice. So, thank you everyone for
- 1:10:02your continued commitment to our
- 1:10:03students and to
- 1:10:06our district community. That concludes
- 1:10:08my report, President Aaberg.
- 1:10:12>> Thank you. We'll move to 3.5, closed
- 1:10:14session report. The board met in closed
- 1:10:17session to discuss 2.1, confer with
- 1:10:19labor negotiator pursuant to government
- 1:10:21code section 54957.6.
- 1:10:24No action was taken. And to hear 2.2,
- 1:10:27liability claims, government code
- 1:10:29section 54956.95.
- 1:10:32Action was taken. The board voted
- 1:10:33unanimously to reject an A-skip claim
- 1:10:37number 2614
- 1:10:39971.
- 1:10:41We'll now move to 4. Uh
- 1:10:45For ceremonials, we'll move to 4.1,
- 1:10:47resolution 1575,
- 1:10:491026, Week of the School Administrator
- 1:10:522026, Associate Superintendent Bowles.
- 1:10:56>> Thank you, President Aaberg. It is my
- 1:10:58pleasure to bring this ceremonial item
- 1:11:00to the board. Um,
- 1:11:02although I love my job in HR and
- 1:11:04appreciate and have such gratitude for
- 1:11:06it, I think I can uh confidently say the
- 1:11:09love of my career and the because of how
- 1:11:11much impact it has through the system
- 1:11:14was being a school administrator. And
- 1:11:16this is our opportunity to honor all of
- 1:11:17our current school administrators here
- 1:11:20in Oak Grove School District. Um, the
- 1:11:23state of California designates the
- 1:11:24second full week of October as a week of
- 1:11:26the school administrator in recognition
- 1:11:28of the significant contributions that
- 1:11:30school leaders make to the success of
- 1:11:32our students, staff, and school
- 1:11:34communities. It's almost like a little
- 1:11:36mini district that they have right there
- 1:11:38at the site. The school administrator is
- 1:11:39the business office, the HR team,
- 1:11:42educational services. They even lead
- 1:11:45something similar to a board with school
- 1:11:47site councils. So, they really do do it
- 1:11:49all and they do it all so elegantly and
- 1:11:52with such grace and patience. Um, not
- 1:11:55only serving the community but and all
- 1:11:57of the duties administratively that they
- 1:11:59have but with the students right there
- 1:12:01every single day in front of them and
- 1:12:02working alongside them and in
- 1:12:04collaboration, of course, with our
- 1:12:06educators. But, they are um
- 1:12:08one of the most important, if not the
- 1:12:10you know, the most impactful roles in
- 1:12:12the school system connecting um teachers
- 1:12:15with the district office, teachers with
- 1:12:17families, resources back and forth. And
- 1:12:19it is my honor to bring
- 1:12:21this resolution um that was prepared for
- 1:12:24you in recognition of the Oak Grove
- 1:12:26School District leadership team
- 1:12:28acknowledging the second full week in
- 1:12:30October as a week of the school
- 1:12:32administrator.
- 1:12:33Um, and so we we ask for your
- 1:12:36consideration of of of this resolution
- 1:12:39in recognizing our school administrators
- 1:12:41in Oak Grove.
- 1:12:43>> May I have a motion and a second?
- 1:12:47>> Um, I motion or I move to approve
- 1:12:50resolution 1575-10/26
- 1:12:53week of the school administrator 2026 as
- 1:12:56submitted.

- 1:13:16>> I.
- 1:13:16>> Member Torres? I. Vice President Yu?
- 1:13:19>> I.
- 1:13:20>> President Abeer?
- 1:13:21>> I.
- 1:13:21>> Motion carries.
- 1:13:23>> Thank you. We will now move to 5.1,
- 1:13:25public comment. This is an opportunity
- 1:13:27for individuals to address the board on

- 1:14:17Superintendent Triay, please present the

- 1:14:20>> Thank you, President Abeer. Um at this
- 1:14:21time, it is recommended that the Board

- 1:14:25as presented.
- 1:14:29>> May I have a motion and a second?

- 1:17:22which would pause the implementation of
- 1:17:25previously approved budget reductions
- 1:17:28that have not been implemented as of
- 1:17:31March 3rd, 2026.
- 1:17:34Thank you, President Labor.
- 1:17:37>> May I have a motion and a second?
- 1:17:41>> I move to approve resolution number
- 1:17:431574-10/26
- 1:17:45to pause unimplemented budget reductions
- 1:17:48approved under resolution number
- 1:17:491540-12/25.
- 1:17:52>> Second.
- 1:17:53>> I'll go ahead.
- 1:17:55Uh do we have any public comment cards?
- 1:17:58Uh which
- 1:18:01>> Yeah.
- 1:18:01>> Okay, Diego.
- 1:18:02>> Yeah, let's put them down.
- 1:18:04>> Um do we have any public comment cards?
- 1:18:07>> No public comment cards, President
- 1:18:08Labor.
- 1:18:09>> Board discussion.
- 1:18:10>> So I just wanted to get a point of
- 1:18:12clarification. Um
- 1:18:14>> [clears throat]
- 1:18:16>> if we do this, um
- 1:18:18I understand that we're pausing the
- 1:18:19prior
- 1:18:20uh reductions that were
- 1:18:22uh approved. But then at the same time
- 1:18:25during the last meeting, I recall we
- 1:18:27didn't pass a resolution to allow her to
- 1:18:30create the committee, right?
- 1:18:32>> That's going to be an information item
- 1:18:34that's coming up.
- 1:18:35>> Okay. yes. Okay.
- 1:18:39>> Any other board discussion?
- 1:18:41Okay. Can we have a roll call vote,
- 1:18:43please?
- 1:18:44>> Member Yolacar?
- 1:18:46>> I.
- 1:18:46>> Member Martinez?
- 1:18:48>> I.
- 1:18:48>> Member Torres?
- 1:18:50Vice President Yu?
- 1:18:51>> I.
- 1:18:52>> President Abejar?
- 1:18:53Motion carries.
- 1:18:55>> Now move to 8.1 under information
- 1:18:57advisory resources optimization
- 1:18:59committee AROC name change from the
- 1:19:02budget advisory committee. Uh,
- 1:19:05Superintendent Chaires.
- 1:19:07>> Uh, thank you, President Abejar.
- 1:19:10And to a follow up on Trustee Yolacar's
- 1:19:13uh, uh
- 1:19:14feedback just now about the committee.
- 1:19:17Um, so as a superintendent, I have many
- 1:19:20committees. I have you met one of my
- 1:19:22students here, uh, the students the
- 1:19:24student superintendent advisory council.
- 1:19:28I have the district advisory committee.
- 1:19:30I have the um,
- 1:19:32AUSD committee, the village um,
- 1:19:36PTA school home to school presidents.
- 1:19:39So, I have several committees uh, that
- 1:19:41provide advice to me and suggestions and
- 1:19:44feedback. Uh, last year we also had the
- 1:19:46budget advisory committee, which is one
- 1:19:48of the committees to get feedback on the
- 1:19:50budget. Uh, so tonight I'm providing an
- 1:19:53update on the name change of the budget
- 1:19:56advisory committee or BAC BAC to the
- 1:19:59advisory resources optimization
- 1:20:02committee or AROC.
- 1:20:04Um,
- 1:20:05following the consultation with legal
- 1:20:07counsel, we determined that a board
- 1:20:10resolution is not necessary because this
- 1:20:13is a superintendent's advisory
- 1:20:15committee. Uh, the word advisory
- 1:20:17clarifies that the committee provides
- 1:20:19recommendations
- 1:20:21and does not make decisions.
- 1:20:23Uh, AROC uh, will include include up to
- 1:20:2632 members representing parents and
- 1:20:29guardians from eight to from our 18
- 1:20:30schools, employee associations, school
- 1:20:34leadership, and district leadership. The
- 1:20:36committee
- 1:20:37will begin with four scheduled meetings
- 1:20:40with additional meetings as needed.
- 1:20:43Similar to other superintendent
- 1:20:45committee meetings, if one or two board
- 1:20:47members and no more than two because of
- 1:20:50the Brown Act, if they attend the
- 1:20:53advisory committee similar to other
- 1:20:55committees that you're welcome to
- 1:20:57to attend, board members are to be
- 1:20:59observers only.
- 1:21:01Um
- 1:21:02Associate Superintendent Bradford will
- 1:21:04lead A-ROC and its work will focus on
- 1:21:07reviewing the district's financial
- 1:21:09condition, identifying cost saving and
- 1:21:12efficiency opportunities, exploring
- 1:21:14additional funding through grants,
- 1:21:17partnerships, and other resources to
- 1:21:20support long-term fiscal sustainability.
- 1:21:24Uh
- 1:21:25there's no fiscal impact associated with
- 1:21:28simply doing a name change. Um any
- 1:21:31future recommendations will be presented
- 1:21:34to to myself or to the board for
- 1:21:36consideration and approval as
- 1:21:38appropriate. Uh this item
- 1:21:40is for information and uh
- 1:21:43you know, if you have any questions or
- 1:21:44feedback on this name change, it's
- 1:21:46simply a name change.
- 1:21:48Uh
- 1:21:49the floor is open.
- 1:21:51>> So,
- 1:21:51>> [clears throat]
- 1:21:51>> you mentioned four
- 1:21:53um meetings. Is there a frequency that
- 1:21:55you've already set as far as the
- 1:21:57schedule?
- 1:21:58>> Uh yes, we do we do have the four
- 1:22:00meeting dates
- 1:22:02that uh Associate Superintendent
- 1:22:04Bradford has identified. This Monday in
- 1:22:08my weekly memo to all the
- 1:22:10administrators, I'll be asking
- 1:22:11principals like I did last year um to
- 1:22:15identify one representative that for per
- 1:22:17school site, so that'll be 18. Um our
- 1:22:21association presidents uh will also be a
- 1:22:25part of uh be invited to attend, and
- 1:22:27also bring other association member
- 1:22:30Um and so those dates we do have them.
- 1:22:33Do you have the dates, Associate
- 1:22:34Superintendent Branford?
- 1:22:36>> Sure. So, the tentative dates are for
- 1:22:39the first meeting will be the kickoff
- 1:22:41meeting. That'll be November 5th
- 1:22:44at 5:30, and the
- 1:22:46other meeting schedule are December 2nd,
- 1:22:49February 2nd, March 25th, and May 4th.
- 1:22:54So, those are the tentative dates.
- 1:22:57>> And are we are are we going to be
- 1:23:01getting
- 1:23:03pretty much a list of items that were
- 1:23:05discussed, what
- 1:23:08options they are proposing, and what's
- 1:23:11your recommendation based on those uh on
- 1:23:14the follow-up uh
- 1:23:16district meetings?
- 1:23:18>> So, for the first meeting for me, it's
- 1:23:20will be a meet and greet, and let's
- 1:23:22talk. I am new, and so I really want to
- 1:23:25start building those relationships. And
- 1:23:27so, I do have um an agenda set. So, my
- 1:23:30very first meeting will not be a working
- 1:23:32session.
- 1:23:33>> Okay.
- 1:23:33>> And so, the following meetings will be
- 1:23:35working sessions. And so, my first
- 1:23:37meeting I will have information on the
- 1:23:40budget, but that'll be a take-home
- 1:23:43so that we can regroup at the next
- 1:23:45meeting.
- 1:23:47>> Um to answer your question,
- 1:23:50the entire committee, including the
- 1:23:52board, uh
- 1:23:53Associate Superintendent
- 1:23:55I met earlier today, and where we would
- 1:23:57do a recap a recap of what was discussed
- 1:24:00at that meeting, because that was one of
- 1:24:02Last year, as you recall,
- 1:24:04people they said, "We met, but then
- 1:24:07there was no follow-up." So, we don't
- 1:24:08want to repeat that. So, we're going to
- 1:24:10have a meeting, and then we're going to
- 1:24:12follow up and say, "Uh thank everyone
- 1:24:14for attending the A-ROC meeting last
- 1:24:16week. At that meeting, we, as you
- 1:24:18remember, we discussed these items. I
- 1:24:20want to share Here are the things that
- 1:24:22you like about uh
- 1:24:25uh you know, Oak Grove. Here are the
- 1:24:27things that you want us to stop doing.
- 1:24:29Hopefully, there's a lot you know,
- 1:24:31people never mention stop doing stuff.
- 1:24:33They're usually they're adding more,
- 1:24:34right? Uh here are the things that we
- 1:24:37shared. Uh and so we do want to do a
- 1:24:39recap. And in that recap, we will share
- 1:24:42it also with the board in my Friday
- 1:24:44letter that I have for the board. Uh but
- 1:24:46we do want to follow up with everybody
- 1:24:48uh just to recap. And then if there's
- 1:24:50any like
- 1:24:52home fun or homework assignments, uh you
- 1:24:55know, please remember to look over the
- 1:24:57budget or look over this presentation
- 1:24:59because we're going to be discussing it
- 1:25:01at the next meeting. So, we will provide
- 1:25:03that.
- 1:25:04>> I think one of the biggest things that
- 1:25:06we had last year was
- 1:25:09there were meetings that occurred. There
- 1:25:10was feedback that was given.
- 1:25:12Then it was presented at the last
- 1:25:14minute.
- 1:25:15And decisions had to be made based on
- 1:25:18that. So,
- 1:25:20having more frequent feedbacks back to
- 1:25:23us, whether you want to do it through
- 1:25:24that letter, that's fine.
- 1:25:26Um
- 1:25:27we we still need to get that information
- 1:25:30so that
- 1:25:31going forward,
- 1:25:33we can start thinking about, okay, do we
- 1:25:36want to do this? How do we want to do
- 1:25:38this?
- 1:25:39Um
- 1:25:40what is going to be the impacts? And we
- 1:25:42can ask those questions before rather
- 1:25:45than at the last minute coming in coming
- 1:25:48to the table and asking them.
- 1:25:49>> I agree with you and I will totally take
- 1:25:52notes on those suggestions. So, I
- 1:25:56realize the turnaround times could be
- 1:25:58really short, but I have to plan ahead.
- 1:26:00And so, I will definitely take those
- 1:26:02points into consideration.
- 1:26:04>> Yeah, thank you. I do want to put people
- 1:26:07at at ease.
- 1:26:08We're we're not in a rush. We don't
- 1:26:11We don't need to make Last year, time
- 1:26:13was of the essence. Last year, we We to
- 1:26:15get a fiscal stabilization board
- 1:26:18approved by December.
- 1:26:20We had to get that approved by December
- 1:26:23to submit to the county in order for
- 1:26:24them to approve our first interim
- 1:26:26budget.
- 1:26:27Remember that they sent us that letter
- 1:26:29in September?
- 1:26:30I'm sure that people remember that. Like
- 1:26:32you have to get something. So we were
- 1:26:35going fast. We were also in negotiations
- 1:26:38with the association. So there there was
- 1:26:40a lot happening.
- 1:26:42And uh
- 1:26:44we can breathe right now.
- 1:26:45And
- 1:26:46so right now, you know, we're going to
- 1:26:48we're going to listen, we're going to
- 1:26:49learn,
- 1:26:51we're going to look at our budget.
- 1:26:52I'm excited that Corinne's here. She's
- 1:26:54an expert. We're going to bring
- 1:26:56information to everybody. We want to do
- 1:26:59this right. We want to do this
- 1:27:00collaboratively.
- 1:27:03And so that way people understand
- 1:27:05what's to discuss, what's the why,
- 1:27:08and what's, you know,
- 1:27:10you know, as we have less students,
- 1:27:13you know, obviously less students, you
- 1:27:15know, we're going to need to look at
- 1:27:16staffing. We're going to look at
- 1:27:18comparables, you know,
- 1:27:20how do we look compared to another
- 1:27:22district that's also an elementary
- 1:27:23district the same size as us? How do we
- 1:27:26compare to five other districts that are
- 1:27:28the same as us, that are funded through
- 1:27:30ADA, not basic aid, ADA? We're we're
- 1:27:33funded through enrollment and
- 1:27:34attendance. So we don't want to compare
- 1:27:36ourselves to the school districts that
- 1:27:38are funded through property taxes.
- 1:27:39That's just not fair.
- 1:27:41We can't compare ourselves. So that's
- 1:27:43what the committee is going to do. I'm
- 1:27:44also going to put out a letter. I'm
- 1:27:46going to call it the superintendent's
- 1:27:48kind of charge or superintendent's
- 1:27:51is Corinne is one of my committees. Kind
- 1:27:53of the things that I want to see
- 1:27:55happening and discuss. So I will also
- 1:27:57share that with all of you, including
- 1:28:00with as a welcome letter to the to
- 1:28:02A-ROC.
- 1:28:04That's something that last year I did
- 1:28:05not do.
- 1:28:06But again, we learn.
- 1:28:08And we want to get better every day.
- 1:28:10So thank you for your questions.
- 1:28:13>> Um first of all, I believe that there's
- 1:28:15some feedback in the microphones. If we
- 1:28:17can get that fixed, that would be great.
- 1:28:22So, I think the two microphones there,
- 1:28:24there's just a really bad feedback and
- 1:28:26yeah. And I know that people online are
- 1:28:28hearing and I've had some people share
- 1:28:30with me that it's hard to hear some of
- 1:28:33what we're saying. Therefore, making
- 1:28:35sure that our microphones are working
- 1:28:37appropriately. Um in regards to um that
- 1:28:41I am part of the DEIB committee and the
- 1:28:43sped committee. And so, I sit as a
- 1:28:46liaison as a board member sitting in
- 1:28:48those meetings. One of the things that I
- 1:28:50noticed that they do is that they have
- 1:28:52slides. And then those slides are
- 1:28:54therefore put up on the website. And you
- 1:28:57know, they're updated there for everyone
- 1:28:59to see. You know, as I sit there, I take
- 1:29:02my own notes of what I hear. And there's
- 1:29:05also someone within that committee that
- 1:29:07is taking notes. And so, you know, so
- 1:29:09that there is enough feedback from
- 1:29:11what's happening at the table without
- 1:29:13necessarily being there. And so,
- 1:29:15bringing that maybe those kind of things
- 1:29:18to what we're going to do with this in
- 1:29:21regards to because again, sometimes
- 1:29:23coming here and having a board member
- 1:29:26share, it's there after the fact. And
- 1:29:28so, I think that's what I believe uh
- 1:29:30we're looking forward to having those
- 1:29:32informationals before the time frame or
- 1:29:35even before our scheduled uh meeting.
- 1:29:38You know, as soon as possible so that we
- 1:29:39can look and and see how we can best
- 1:29:42understand what's happening at those
- 1:29:44meetings.
- 1:29:45>> Absolutely.
- 1:29:48Sorry. One last one. I'm sorry. In
- 1:29:50regards to um the committee person, I
- 1:29:52know that when I sit on the meetings,
- 1:29:54depending on which meeting I sit on, um
- 1:29:56I know that I am included and you know,
- 1:29:58I join in.
- 1:30:00Um and then there are times where I'm
- 1:30:02just the listener. You know, I don't
- 1:30:04give any feedback. I just listen, take
- 1:30:06in. Um as far as this, I think it might
- 1:30:09be because of the way this is structured
- 1:30:13and what we're talking about, I think
- 1:30:15it's going to be very important for us
- 1:30:17to decide if we have our person, our
- 1:30:21board member, being able to ask
- 1:30:22questions, provide feedback, and or what
- 1:30:25does that look like for that particular
- 1:30:28committee person.
- 1:30:29>> Yeah, thank you. Um
- 1:30:31the committees that we have in December,
- 1:30:35uh there's going to be a little bit of
- 1:30:36what do you call it, musical chairs,
- 1:30:38right? There's going to be vice
- 1:30:39president, president. It's called the
- 1:30:40organizational meeting in December. At
- 1:30:42that meeting, the the board or the board
- 1:30:44president will either appoint or ask uh
- 1:30:48different members to join different
- 1:30:49committees. So, for example, so you use
- 1:30:52the two committees you serve on is
- 1:30:53because those are board appointed
- 1:30:55committees. Um
- 1:30:57you know, President uh Aber is on the
- 1:30:59Santa Clara School uh Board Association
- 1:31:02Committee.
- 1:31:03Uh you're on the DIB Committee,
- 1:31:05specialist. So, these are those are our
- 1:31:07board appoint These These committee, the
- 1:31:09AROC, is is my committee. It's as a
- 1:31:11superintendent. It's uh I have
- 1:31:14about six committees. Um the board is
- 1:31:16welcome to attend, but they're advisory.
- 1:31:18They're going to be advising me or
- 1:31:20advising the board. Um so, as a board to
- 1:31:22participate where they're going to be
- 1:31:24advising you as a board member, it's a
- 1:31:26little awkward
- 1:31:27uh because they're going to be at some
- 1:31:29point, if we do need to make more
- 1:31:30reductions, you're going to be approving
- 1:31:33or not approving those reductions. So,
- 1:31:35it's better that you
- 1:31:37if you do attend, one is if like any
- 1:31:39meeting or any school site, I always ask
- 1:31:41you, "Please let me know if you want to
- 1:31:43attend a school event, if you want to
- 1:31:46visit a school, if you want to attend uh
- 1:31:48ETV." So, so if you're interested in
- 1:31:50attending AROC, let me know in advance.
- 1:31:53And that way I make sure that not three
- 1:31:54board members are going,
- 1:31:56but if there's like one or two, I'd just
- 1:31:57say, "Oh, yeah." So, that's why I want
- 1:31:59to know in advance if If going to be
- 1:32:00attending any advisory committee,
- 1:32:03so for example, you've attended ABLA
- 1:32:05and so yeah,
- 1:32:07you're all welcome to attend any
- 1:32:09meetings. Just let me know in advance,
- 1:32:11but that would be the same process.
- 1:32:13Thank you for asking.
- 1:32:18>> Um so, it looks like the November date
- 1:32:22is quickly approaching. I just want to
- 1:32:23know what the plan is for outreach at
- 1:32:26this time and then also if there was a
- 1:32:29scenario where we had more than 32
- 1:32:32people who were interested in joining
- 1:32:34AROC, what is the the plan for that?
- 1:32:41>> I'm wow, okay.
- 1:32:43It's just all we're doing is changing
- 1:32:45the name. It's so it's the budget
- 1:32:47advisory committee but with a new name.
- 1:32:49So it's that's exciting if more than 32
- 1:32:51people want to join. This is a voluntary
- 1:32:53committee. I'm going to ask our
- 1:32:55principals this Monday to start
- 1:32:57identifying one representative.
- 1:33:00You know, I know some districts
- 1:33:02again, this is not a Brown Act
- 1:33:04committee. So we we can see this
- 1:33:06you know, we also want to make it
- 1:33:08it people as any committee
- 1:33:11the first two meetings will have a lot
- 1:33:13of people and then by the third, fourth,
- 1:33:15fifth meeting
- 1:33:16somehow people don't show up anymore.
- 1:33:19So there's less people and that just
- 1:33:21happens on the natural. Like for
- 1:33:22example, I'll have a meeting next
- 1:33:23Thursday. This room will be full of
- 1:33:25parents from district that advisory,
- 1:33:27ABLA and then I'll meet with them and
- 1:33:30then
- 1:33:31I guess we're not that popular anymore,
- 1:33:33but uh
- 1:33:34but yeah, that would be a great we will
- 1:33:36find out if we have that problem and of
- 1:33:39course we will we'll work it out. If
- 1:33:42there's going to be you know, we're
- 1:33:43pretty flexible. So
- 1:33:45to give you an answer on the specific
- 1:33:47plan, we did think of an application
- 1:33:49process but also it is a voluntary
- 1:33:51committee. We
- 1:33:52hasn't really been my
- 1:33:55style to
- 1:33:57you know, to have people apply. Um Um
- 1:34:00We'll just we'll we'll find out how what
- 1:34:02the
- 1:34:03what the interest is.
- 1:34:08Yeah, so this is just information. We're
- 1:34:09just simply changing the name. That's
- 1:34:11it.
- 1:34:12Thank you.
- 1:34:14>> Seeing no more board comments, I will
- 1:34:16move to 8.2, Savvas Momentum Diagnostic
- 1:34:20Assessment Update, Assistant
- 1:34:22Superintendent and
- 1:34:28Okay.
- 1:34:30Thank you, President Abeer members of
- 1:34:32the board. Um
- 1:34:34With the new adopted curriculum, uh we
- 1:34:37adopted a new math curriculum and uh
- 1:34:40began implementation 2 years ago and now
- 1:34:42this year, thank you to the board for
- 1:34:45our new ELA adoption. Um this really
- 1:34:47gave us an opportunity to um and based
- 1:34:50on teacher feedback to align our
- 1:34:53assessment platform with our new
- 1:34:55curriculum. And so this year we are also
- 1:34:59implementing
- 1:35:00a new uh assessment called Momentum that
- 1:35:04is part of the Savvas curriculum uh
- 1:35:07suite.
- 1:35:08And it uh and it is aligned and this
- 1:35:11first year we're establishing a baseline
- 1:35:13of assessment results because it is
- 1:35:16different from the previous i-Ready um
- 1:35:19assessments that we gave as our local
- 1:35:22uh three times a year assessment. So our
- 1:35:25Momentum assessment establishes a
- 1:35:28baseline this first year and um we want
- 1:35:31to thank you for inviting us to present
- 1:35:35the beginning of the year results to you
- 1:35:38and share a little bit about the
- 1:35:40Momentum assessment and as well as the
- 1:35:43Amira, that's the early um childhood
- 1:35:46kindergarten through second grade
- 1:35:47foundational skills assessment results
- 1:35:50so that you can understand where our
- 1:35:52baseline is and how this this assessment
- 1:35:56differs and compares to the previous
- 1:35:58i-Ready.
- 1:35:59Um and so I have our powerhouse behind
- 1:36:02the assessment implementation,
- 1:36:05uh director of curriculum, instruction,
- 1:36:07and assessment, Dr. Patricia Mondragon
- 1:36:09Doty, who's here to um present to you
- 1:36:13our results in a little bit of
- 1:36:15additional information for you.
- 1:36:17>> Just a little bit of additional
- 1:36:19information.
- 1:36:20>> [laughter]
- 1:36:20>> So, um yeah, good evening members of the
- 1:36:22board, superintendent, and our community
- 1:36:24members. Tonight, I'm pleased to present
- 1:36:27an overview of our implementation of the
- 1:36:29Savvas Momentum Benchmark Assessment
- 1:36:31across language arts and mathematics and
- 1:36:34an update on Amira, which is our reading
- 1:36:37difficulties risk screener.
- 1:36:43So, we're going to go over um a couple
- 1:36:45of things. We're going to talk about
- 1:36:47beginning of the year data, which is
- 1:36:49again our baseline for literacy and math
- 1:36:51for Momentum, our partnership and
- 1:36:53collaboration with with Savvas, and
- 1:36:56teacher and student survey information,
- 1:36:59and Amira update.
- 1:37:09No worries, Kyler. No worries.
- 1:37:12There we go. And
- 1:37:15to the next one.
- 1:37:17Awesome. Okay, perfect. So,
- 1:37:20a lot of assessments, but um I wanted to
- 1:37:24give you a visual of what we have this
- 1:37:27year. And again, a lot of new things are
- 1:37:30happening in our classrooms, which are
- 1:37:32very, very rewarding for our students.
- 1:37:35Um so, keep up with me, and at the end,
- 1:37:37if you have any questions, feel free.
- 1:37:40So, let me take a moment to explain the
- 1:37:42role of Savvas Momentum and how how it
- 1:37:44fits into our district's overall
- 1:37:46instructional and assessment framework.
- 1:37:49First, in English language arts, we use
- 1:37:51MyView Literacy in kindergarten through
- 1:37:54fifth grade
- 1:37:55and My Perspectives in grades sixth
- 1:37:58through eighth.
- 1:37:59These programs give teachers multiple
- 1:38:01opportunities to assess students
- 1:38:03learning throughout instruction.
- 1:38:06For example, teachers use daily checks
- 1:38:08for understanding to see how students
- 1:38:10are responding to the lesson, weekly
- 1:38:12assessments to monitor progress towards
- 1:38:14learning objectives, and unit
- 1:38:16assessments to evaluate students'
- 1:38:18mastery of standards in areas such as
- 1:38:20reading comprehension, vocabulary, and
- 1:38:23writing.
- 1:38:24In mathematics, we use enVision Math
- 1:38:27in kinder through eighth grade.
- 1:38:29Teachers assess student understanding
- 1:38:31through, again, daily lesson checks,
- 1:38:33guided and independent practice,
- 1:38:35lesson-level assessments, and topic
- 1:38:38assessments.
- 1:38:39These tools help teachers identify
- 1:38:41misconceptions,
- 1:38:43determine whether students are ready to
- 1:38:45move forward,
- 1:38:46and decide when students need
- 1:38:47reteaching, additional practice, or
- 1:38:50enrichment. And for you that are
- 1:38:52parents, you know those additional
- 1:38:54practice workbooks.
- 1:38:55Uh so, our core curriculum assessments
- 1:38:58provide teachers with ongoing
- 1:39:00information they can use to adjust
- 1:39:03instruction and respond to students'
- 1:39:04needs in real time.
- 1:39:07Savvas Momentum serves a different,
- 1:39:10complementary purpose.
- 1:39:14Momentum is an adaptive benchmark that
- 1:39:17adjusts questions based on student
- 1:39:19responses and compares students'
- 1:39:22performance with national peers,
- 1:39:25and is administered three times a year,
- 1:39:27just like I-Ready, beginning of the
- 1:39:29year, middle of the year, and end of the
- 1:39:31year.
- 1:39:32So, rather than focusing on what
- 1:39:34students learned in a particular lesson
- 1:39:36or a unit, Momentum provides a broader
- 1:39:39picture of student performance. It helps
- 1:39:41us examine students' academic strengths
- 1:39:43and areas of needs, compare performance
- 1:39:46with, again, national peers, and monitor
- 1:39:48growth across the school year on grade
- 1:39:52level standards.
- 1:39:54So, the key distinction is that our
- 1:39:56curriculum assessments helps teachers
- 1:39:58understand how students are learning the
- 1:40:00content being taught, while momentum
- 1:40:02help helps us understand how students
- 1:40:04are performing more broadly, giving us a
- 1:40:06snapshot and how their performance
- 1:40:09changes over time over the school year.
- 1:40:12When we look at both sources
- 1:40:15of data together, teachers and school
- 1:40:17leaders can make more informed decisions
- 1:40:19about instruction, identify potential
- 1:40:22learning gaps, and determine where
- 1:40:24additional supports or enrichments may
- 1:40:26be needed.
- 1:40:28So, ultimately, all of these assessments
- 1:40:30work together
- 1:40:31to help us build a more complete picture
- 1:40:34of our students' learning and their
- 1:40:35growth.
- 1:40:41So, what does Momentum help us do?
- 1:40:44It provides our educators with three
- 1:40:47capacities.
- 1:40:48Visibility, insight, and resources. So,
- 1:40:52first, visibility. Momentum allows us to
- 1:40:54track student, classroom, and district
- 1:40:57growth over time.
- 1:40:58It also shows performance across
- 1:41:00specific learning areas, specific
- 1:41:02domains,
- 1:41:04and provides forecasts of how students
- 1:41:06may perform on the CASP, on the state
- 1:41:09testing.
- 1:41:11It also provides insights. Momentum
- 1:41:13helps us identify where students are
- 1:41:15meeting grade level expectations, where
- 1:41:18they need additional support, and where
- 1:41:20where they may benefit from more
- 1:41:21challenging learning opportunities.
- 1:41:24The third one, resources.
- 1:41:27A lot of wonderful resources, printed
- 1:41:30and online.
- 1:41:31It provides instructional
- 1:41:32recommendations and connects teachers
- 1:41:34directly to the Savvas content Library
- 1:41:38where they can access resources to
- 1:41:40support reteaching, differentiation, and
- 1:41:42of course, enrichment.
- 1:41:44Together, these capabilities help
- 1:41:47educators use assessment data to make
- 1:41:49informed instructional decisions and
- 1:41:51better meet the needs of all our
- 1:41:52students.
- 1:41:58One very, very good standout feature
- 1:42:02that teachers really appreciate is the
- 1:42:04item transparency. And educators can go
- 1:42:07beyond the summary scores to view the
- 1:42:09exact test item presented to the student
- 1:42:13and see their specific responses.
- 1:42:15This [snorts] removes some of the
- 1:42:16guesswork from understanding why
- 1:42:20a student missed a concept and help the
- 1:42:23educator really understand where they
- 1:42:26need to reteach or provide additional
- 1:42:29supports.
- 1:42:35So, this beginning of the year Momentum
- 1:42:38assessment data, a lot of great data, a
- 1:42:41lot of great visuals for the teachers.
- 1:42:43Uh it delivers granular insights on
- 1:42:46specific domains.
- 1:42:48Educators can easily evaluate the
- 1:42:50overall scale scores, national
- 1:42:52percentiles, progress towards grade
- 1:42:55level standards, and individual student
- 1:42:58stretch goals
- 1:42:59tied directly to next step actionable
- 1:43:03instructional resources from our Savvas
- 1:43:06curriculum.
- 1:43:14Individual Savvas Momentum student
- 1:43:16reports, these are reports that teachers
- 1:43:18are able to print out and provide to
- 1:43:20parents. They identify each student's
- 1:43:23strengths, areas for growth, and again,
- 1:43:25next steps for learning aligned with
- 1:43:27state standards and our curriculum.
- 1:43:36>> Most importantly, Momentum creates an
- 1:43:38instant bridge to the instruction
- 1:43:41happening in the classroom.
- 1:43:43If a student shows a gap in vocabulary
- 1:43:45or fractions in math, the platform
- 1:43:47recommends targeted lessons, practice
- 1:43:49sheets, interactive games that are very
- 1:43:52short, not that long. Uh the students
- 1:43:54can directly see from my view, language
- 1:43:57arts in my perspectives, and also in
- 1:43:59vision.
- 1:44:06From the admin view,
- 1:44:08site and district leaders can use
- 1:44:09Momentum data to monitor student
- 1:44:11performance across specific skill areas,
- 1:44:14review Lexile and Quantile measures, and
- 1:44:17examine projected CASSP
- 1:44:19desperate uh performances. This
- 1:44:21information helps identify student
- 1:44:23needs, plan targeted interventions,
- 1:44:26academies, after-school support,
- 1:44:29tutoring programs, and provide
- 1:44:32additional support in the areas where
- 1:44:33students need it, and also for training.
- 1:44:40All right. Now, looking at numbers,
- 1:44:42looking at numbers, but as Assistant
- 1:44:45Superintendent mentioned,
- 1:44:47we're not able to compare them because
- 1:44:49they are different. Okay? So, as we
- 1:44:51review beginning of the year, and you'll
- 1:44:53hear a lot of BOY, beginning of year,
- 1:44:56uh literacy and math data, it's
- 1:44:58important to understand that this is a
- 1:44:59new assessment for us. We're learning a
- 1:45:02lot, um and we're giving each other
- 1:45:04grace to be able to really do a good
- 1:45:07service for our students. Um so, again,
- 1:45:10we can't compare I-Ready results, but I
- 1:45:12did put them on the slide for you to see
- 1:45:14how they are.
- 1:45:16So, the three main reasons we cannot
- 1:45:18compare them is because they're
- 1:45:20different scoring systems. First,
- 1:45:22I-Ready and Momentum use different
- 1:45:24measuring and scoring student
- 1:45:26performances. So, they measure the
- 1:45:28students' performance and do the scoring
- 1:45:29differently.
- 1:45:31Uh Momentum is designed to align with
- 1:45:33our Savvas curriculum
- 1:45:36and helps us understand how students are
- 1:45:37performing on the skills and standards
- 1:45:40taught within our curriculum.
- 1:45:42And
- 1:45:44we need to make sure that we understand
- 1:45:46that this is our new baseline. We have
- 1:45:48decided to go to a new curriculum that
- 1:45:51ties into our benchmark because we
- 1:45:53wanted that alignment. So, again, we're
- 1:45:56starting with for um literacy, 26% of
- 1:45:59our students meeting and exceeding.
- 1:46:07For mathematics
- 1:46:09again uh beginning of the year, we've
- 1:46:11got 32% meeting and exceeding. That is
- 1:46:14our new baseline. And remember this was
- 1:46:16a 6-year contract for this new
- 1:46:18curriculum. So, we will continue to
- 1:46:20monitor it. Um so, tonight we're using
- 1:46:23this understanding to move forward.
- 1:46:30Uh
- 1:46:30>> [sighs]
- 1:46:30>> implementation support and professional
- 1:46:33development. We're we've been a little
- 1:46:34bit busy with that and we will continue
- 1:46:36to be busy because this is again our
- 1:46:38first year of implementation. So, our
- 1:46:40goal is to ensure teachers have the
- 1:46:42training and ongoing support needed to
- 1:46:44implement our new language arts
- 1:46:45curriculum and Momentum assessment. And
- 1:46:49um um Savvas math is still fairly new to
- 1:46:52us, so we're also um focusing on that.
- 1:46:55So, we provided K-8 onboarding,
- 1:46:57dedicated professional development days
- 1:46:59for training, lesson planning,
- 1:47:01collaboration, and preparation. And
- 1:47:03throughout the year, we continue to
- 1:47:05offer Momentum training and monthly Q&A
- 1:47:07sessions with Savvas trainers.
- 1:47:10Uh and um also, there are hand um online
- 1:47:14on-demand training from Savvas. And
- 1:47:17we're also working with Savvas to be
- 1:47:20able to give guidance to our combination
- 1:47:23classrooms. That is something new for
- 1:47:25them and of course something new for us,
- 1:47:28but we have this great partnership and
- 1:47:30we're with them for 6 years. So, why not
- 1:47:32take advantage of the support that they
- 1:47:34can give us to be able to give support
- 1:47:37to our teachers.
- 1:47:39So, another one teacher and student
- 1:47:41feedback remains a priority as we
- 1:47:44received the feedback during the pilot
- 1:47:46time, we're also continuing to get that
- 1:47:49information during our first year. So,
- 1:47:51through surveys and ongoing
- 1:47:52communication, we are identifying what
- 1:47:55is working,
- 1:47:56areas of growth, and also making
- 1:47:59adjustments based on their feedback. And
- 1:48:02when I say making adjustments, making
- 1:48:03adjustments on a daily, weekly, weekly
- 1:48:07time. Ultimately, success is not simply
- 1:48:10implementing our new curriculum
- 1:48:13and assessments. It's ensuring that they
- 1:48:14strengthen the instruction in the
- 1:48:16classroom and of course improve our
- 1:48:18student success.
- 1:48:23Amira
- 1:48:25our second year of implementing our
- 1:48:28Amira screener for reading difficulties.
- 1:48:32Let me take you back a little bit. That
- 1:48:35we did a pilot on reading difficulties
- 1:48:37re-screeners. We synthesized that and we
- 1:48:40went ahead and piloted two different
- 1:48:43ones and this is what the teachers
- 1:48:45chose. And we have our beginning of the
- 1:48:48year data and we're able to go ahead and
- 1:48:50compare it from last year's data. So,
- 1:48:53the results are extremely encouraging,
- 1:48:56but again, I want to caution all of us,
- 1:48:58this is just our second year.
- 1:49:00So, district-wide the number of
- 1:49:02high-risk students dropped by nearly 35%
- 1:49:06compared to last year, falling from 204
- 1:49:09students to 133 students this year. In
- 1:49:13the first grade, 82% of our students
- 1:49:15entered as low risk, while in second
- 1:49:18grade,
- 1:49:19almost 86% 85.9 to be exact enters at
- 1:49:24entered as low risk. So, year-over-year
- 1:49:27high-risk students counts decreased by
- 1:49:2931%
- 1:49:31in first grade and 38.5
- 1:49:34in second grade, demonstrating strong
- 1:49:37early reading momentum. We have momentum
- 1:49:40also in Amira. Just a little side joke
- 1:49:42there for you guys.
- 1:49:43>> [gasps]
- 1:49:43>> I crossed out growth.
- 1:49:45So,
- 1:49:47I'm sorry that it's can't be bigger, but
- 1:49:50we we are seeing um that our students
- 1:49:53are improving. They're getting better
- 1:49:55foundational skills and will be able to
- 1:49:58also track cohorts
- 1:50:00because these are our first students
- 1:50:02going through Amira.
- 1:50:07>> [snorts]
- 1:50:07>> So, building on this progress, our next
- 1:50:09steps focus on four key areas.
- 1:50:12First, targeting our remaining high-risk
- 1:50:15students with intensive data-driven
- 1:50:17interventions using our core
- 1:50:19instructional resources.
- 1:50:21Secondly, strengthening implementation
- 1:50:23through ongoing professional development
- 1:50:25and family communication.
- 1:50:28Third, collecting teacher voice to
- 1:50:30continue to guide for future training
- 1:50:32needs.
- 1:50:33And fourth, aligning Amira screener
- 1:50:35results with now Momentum
- 1:50:39benchmark results to create a very
- 1:50:41complete, cohesive, multi-tiered picture
- 1:50:44of every student that we serve.
- 1:50:50So, thank you for your attention. I know
- 1:50:51this was a lot of information. I very
- 1:50:54much appreciate your focus and um
- 1:50:56it's in very important information as to
- 1:50:58what's happening in our classrooms
- 1:51:00uh and this assessment data will guide
- 1:51:02instruction and support our students.
- 1:51:06And that is it.
- 1:51:14Thank you. Do we have any board
- 1:51:15comments?
- 1:51:16Questions?
- 1:51:19>> [clears throat]
- 1:51:19>> Um, thank you for the presentation. Um,
- 1:51:22I think just moving forward it would
- 1:51:24actually be super helpful cuz I know
- 1:51:26there's an interest from this board to
- 1:51:28just kind of like monitor the student
- 1:51:30achievement. So, if after every like
- 1:51:32benchmark period we could get like these
- 1:51:34updates regularly, I think that would be
- 1:51:36great. Um, I am actually curious. I
- 1:51:41don't know why I didn't like think about
- 1:51:43this before, but for
- 1:51:45momentum in terms of the um, benchmark
- 1:51:49performance data. Um, and I don't need
- 1:51:51an answer right now, but maybe like in
- 1:51:53the like tomorrow's letter or something,
- 1:51:55if I could see the benchmark performance
- 1:51:58data broken by grade level as well as
- 1:52:02school site, I think that would just be
- 1:52:03like interesting to see where we are
- 1:52:05now.
- 1:52:06Um, and then my other question is in
- 1:52:09terms of like those benchmark testing
- 1:52:11windows, how long are those windows open
- 1:52:13for?
- 1:52:14>> They are open usually between three to
- 1:52:16four weeks.
- 1:52:18Uh, sometimes we extend the time. So, in
- 1:52:21this last one because we had a couple of
- 1:52:23glitches with literacy, we actually
- 1:52:25extended it to uh, the the full time was
- 1:52:27five weeks.
- 1:52:28>> Okay. And then, um,
- 1:52:31what what happens in the situation where
- 1:52:35like a
- 1:52:36maybe we receive a new student or a
- 1:52:38student comes up from like a different
- 1:52:39district, um, but it's outside of the
- 1:52:42benchmark window. Do do those students
- 1:52:44get assessed or what happens?
- 1:52:47>> teacher has full control of being able
- 1:52:49to assign the benchmark.
- 1:52:51So, we do have a window for the district
- 1:52:53where we're going to capture information
- 1:52:55to be able to set our baseline and our
- 1:52:57data points, but a student anytime that
- 1:53:00they are able to, you know, new to the
- 1:53:02classroom, the teacher can assign it.
- 1:53:04>> Mhm.
- 1:53:05>> Now, if they're close to the MOY window,
- 1:53:08then the teacher can choose to test them
- 1:53:10twice or wait for the MOY if it's just a
- 1:53:13week away.
- 1:53:15>> And then my last question around
- 1:53:17momentum is like how often do teachers
- 1:53:21actually get to kind of sit and process
- 1:53:24the data and plan around
- 1:53:26um
- 1:53:27like the the benchmark data that they're
- 1:53:29given?
- 1:53:30>> So, for um beginning of year momentum
- 1:53:32training, that was during our first a
- 1:53:35professional development training, but
- 1:53:37teachers use their Tuesday staff
- 1:53:39meetings, their grade level meetings to
- 1:53:42be able to really dig into the data, and
- 1:53:44also during the Q&A sessions of Savvas,
- 1:53:47those were there were some questions
- 1:53:48about momentum as well. One way we're
- 1:53:51capturing those questions and providing
- 1:53:54answers are through two documents that
- 1:53:56we're sharing with teachers to be able
- 1:53:58to capture everything and if I'm not
- 1:54:00able to attend, whether it be the
- 1:54:02professional development day or staff
- 1:54:04meeting, uh they're able to review those
- 1:54:06questions and answers, plus add
- 1:54:09additional questions for us.
- 1:54:13>> Um and then
- 1:54:14um and related to the Amira Reading Risk
- 1:54:18Difficulty Screener, so the reading
- 1:54:21screeners themselves kind of came out of
- 1:54:23this need for
- 1:54:25um
- 1:54:28identifying students who have dyslexia,
- 1:54:31right? Or some you know, other reading
- 1:54:33difficulty, but primarily dyslexia. Um
- 1:54:36in terms of like our process or or yeah,
- 1:54:40like our process, um at what point do we
- 1:54:43decide like, "Hey, you know, this
- 1:54:45student needs kind of like this full
- 1:54:47like a full evaluation for dyslexia?"
- 1:54:50Like, how do those decisions get made?
- 1:54:53>> Our experts are our teachers.
- 1:54:55So, our Amira Screener is not intended
- 1:54:58to determine if a student is dyslexic. I
- 1:55:01know that some people and even sometimes
- 1:55:03the
- 1:55:04um
- 1:55:06the sellers indicate that it's a
- 1:55:07dyslexic screener, but it's basically a
- 1:55:10window into understanding where the
- 1:55:13students has gaps. Now, with the
- 1:55:15curriculum, there's additional
- 1:55:17assessments and of course instruction
- 1:55:19for our students.
- 1:55:20And based on what the teacher sees in
- 1:55:23the classroom and the patterns that they
- 1:55:25see through probably a prolonged at
- 1:55:27least 1 to 2 months, they're able to
- 1:55:29call in to a student study team meeting
- 1:55:33where a lot more information is provided
- 1:55:35by the family, by the teachers,
- 1:55:39additional general ed teachers joined
- 1:55:41with if I'm a kinder teacher, I'd want a
- 1:55:43first grade teacher to be able to see
- 1:55:45all of the data of my students. So then
- 1:55:47the team along with the parent talk
- 1:55:49about those needs, set up a plan to
- 1:55:51support the student whether it be 6 to 8
- 1:55:53weeks more and then see if there's
- 1:55:55growth. If there isn't growth, then come
- 1:55:58back as a team to determine why their
- 1:56:01growth is not happening. One of the
- 1:56:03things that
- 1:56:04came up during the screener pilot was
- 1:56:07that students were being screened too
- 1:56:09early, not giving them the opportunity
- 1:56:12to receive the instructional, to gather
- 1:56:15to get those foundational skills. So one
- 1:56:18of the mandates in the bill is that
- 1:56:20you're not able to screen officially a
- 1:56:22student until 91 days of instruction.
- 1:56:26One of the things that we did decide to
- 1:56:28do during the pilot is be able to screen
- 1:56:30kindergarteners. That's why they don't
- 1:56:33screen in the beginning of the year
- 1:56:34until middle of the year and then end of
- 1:56:37the year to be able to have those
- 1:56:39components. So from what we're seeing,
- 1:56:42there are several students that are high
- 1:56:44at risk and those are the ones that
- 1:56:46we're going to continue to keep
- 1:56:47monitoring, support the sites and the
- 1:56:50teachers to determine if there's
- 1:56:51something else. But to be able to
- 1:56:54determine if a student is dyslexic, that
- 1:56:56would be several steps because we don't
- 1:56:58want to over identify our students,
- 1:57:00especially our students with language
- 1:57:03acquisition.
- 1:57:04>> Um, that actually makes me think you
- 1:57:07that actually makes me think about in
- 1:57:09terms of
- 1:57:11like our newcomers, do we have guidance
- 1:57:13for when we begin assessments for our
- 1:57:15newcomers?
- 1:57:17>> Yes. So, one of the things with the
- 1:57:19mirror and the reason why we chose it is
- 1:57:21that it's available in Spanish.
- 1:57:24So, there is a protocol for students who
- 1:57:27are newcomers who are Spanish only. We
- 1:57:30have asked for Vietnamese as well
- 1:57:32because that is our second
- 1:57:34second highest
- 1:57:36other native language,
- 1:57:37but there are protocols for that. In
- 1:57:40addition, if a teacher doesn't feel that
- 1:57:42the student is going to be successful in
- 1:57:45these benchmarks, they can choose to
- 1:57:47give them an alternate assessment.
- 1:57:49Another reason why we chose Savvis is
- 1:57:52because everything is available in
- 1:57:54different languages in the platform of
- 1:57:57the teacher platform.
- 1:57:59>> Um,
- 1:58:01I just keep coming up with more
- 1:58:02questions based on your responses.
- 1:58:05That actually now makes me think about
- 1:58:06our dual immersion sites. Do they take
- 1:58:09these assessments in both languages?
- 1:58:11>> So, for our students in dual language,
- 1:58:13they take the momentum, the English
- 1:58:16language arts and math in English. For
- 1:58:19Spanish, they take lectura,
- 1:58:21which which is now part of the Amira
- 1:58:26program.
- 1:58:27So, that's how the teachers are able to
- 1:58:30assess and monitor students. And usually
- 1:58:33teachers in dual language programs
- 1:58:34assess the students in Spanish every
- 1:58:36month,
- 1:58:37which are smaller assessments. But
- 1:58:39again, there's a plethora of other
- 1:58:42assessments through the curriculum that
- 1:58:43they're able to use.
- 1:58:45>> Can we get the data for the Spanish like
- 1:58:48the Spanish data as well?
- 1:58:49>> Oh, definitely.
- 1:58:50>> Um, and then okay, my last one, I
- 1:58:53promise. Um,
- 1:58:54>> Don't worry, they're good. They're good
- 1:58:55questions.
- 1:58:56>> [laughter]
- 1:58:57>> I love it.
- 1:58:58>> Um,
- 1:58:59shoot, actually I lost it. What was it?
- 1:59:02It was
- 1:59:04Okay, literally it just flew out of my
- 1:59:06head. No, if somebody else go, it'll
- 1:59:08come it'll come back to me.
- 1:59:11>> So, um,
- 1:59:12I actually had just two questions. Uh,
- 1:59:14first off is
- 1:59:16is the assessment being done for seventh
- 1:59:18graders?
- 1:59:19>> Yes.
- 1:59:20>> And eighth graders?
- 1:59:21>> Yes.
- 1:59:22>> And so, if we are benchmarking for
- 1:59:25eighth graders, how are we
- 1:59:28finding out if they've met a certain
- 1:59:31standard or they're ready for high
- 1:59:34school
- 1:59:35for this set of eight eighth graders
- 1:59:37right now?
- 1:59:39>> Because the a benchmark does adapt to
- 1:59:42students, it will show you as a teacher
- 1:59:45that they're exceeding eighth grade
- 1:59:46standards. And it will indicate what
- 1:59:49components of our curriculum you're able
- 1:59:52to use to provide that enrichment. Not
- 1:59:54only that, but it also has additional
- 1:59:57resources that you can assign through
- 1:59:59Google Classroom for the student.
- 2:00:02>> And is the same going to be for seventh
- 2:00:04graders because you only have a short
- 2:00:06window to kind of work with them before
- 2:00:08they move on to high school?
- 2:00:10>> Yes, definitely.
- 2:00:11>> And next year
- 2:00:13I understand for the seventh graders
- 2:00:14we're going to have a benchmark, but um,
- 2:00:18going into eighth grade,
- 2:00:20there's going to be a lot of catch-up if
- 2:00:23they're missing a lot of items.
- 2:00:26>> Because it's only seventh and eighth
- 2:00:28grade, yes, we do have that small
- 2:00:29window. And the good thing about for our
- 2:00:32intermediate schools is not only are
- 2:00:34they providing that type of academic
- 2:00:36instruction, but they're also giving our
- 2:00:38students electives, additional programs.
- 2:00:42But, as a former middle school teacher
- 2:00:44talking to you with limited time during
- 2:00:47periods,
- 2:00:48the way that the service is structured,
- 2:00:51I'm able to differentiate much easier
- 2:00:53because that heavy lifting has been done
- 2:00:55for me.
- 2:00:58So, students who need
- 2:01:00additional supports, I'm able to pull
- 2:01:02those resources. Students who are at
- 2:01:05grade level, I can pull those resources.
- 2:01:07Enrichment resources, I can pull those
- 2:01:10and assign them to Google Classroom. So,
- 2:01:12I have everybody engaged at the
- 2:01:14appropriate level.
- 2:01:17>> Okay.
- 2:01:18>> Okay, I remember my question.
- 2:01:20Um so, Amira, if I recall, is all um
- 2:01:25done like
- 2:01:27digitally, right? Like the students are
- 2:01:28on a device, they have like a thing and
- 2:01:30a thing here.
- 2:01:32Um now that it's like, you know, out out
- 2:01:35in the real world,
- 2:01:36um what has the feedback been around
- 2:01:38like the technology piece? Like are are
- 2:01:40teachers having issues like using, you
- 2:01:44know, I know, are there tech issues like
- 2:01:46happening right now?
- 2:01:47>> So, they don't the students do not need
- 2:01:50anything other than the Chromebook.
- 2:01:52What we found out last year as we're
- 2:01:55implementing Amira is that
- 2:01:58first, we can't assess the whole
- 2:02:01classroom, right? Because there's going
- 2:02:03to be a lot of noise. So, a couple of
- 2:02:05things that have been changed or
- 2:02:07adjusted was that teachers use trifolds
- 2:02:11or headphones with mics if they had it,
- 2:02:13but they don't need it because our
- 2:02:14Chromebooks are able to capture the
- 2:02:16sound uh and the students are able to
- 2:02:19hear very well. And what we have done is
- 2:02:22um
- 2:02:23suggested to the teachers that they do
- 2:02:25small groups, assessing small groups, uh
- 2:02:29because that's just a little bit easier
- 2:02:31and more manageable for students and
- 2:02:33teachers. Uh the other component is that
- 2:02:36students can also be assessed
- 2:02:38individually, a little bit further away
- 2:02:40from the class, right? So, there have
- 2:02:42been tech issues. We've gone uh as far
- 2:02:45as being able to go into classrooms and
- 2:02:47support teachers with actually assessing
- 2:02:49the students. The wonderful thing about
- 2:02:51Amira, if you don't know,
- 2:02:53is that
- 2:02:55as a teacher, I'm able to listen to my
- 2:02:58students reading Amira through Tutor
- 2:03:02after they're all gone and that are
- 2:03:04home.
- 2:03:05During parent conferences, I'm able to
- 2:03:09click play and have the parents listen
- 2:03:12to the students reading and seeing what
- 2:03:15words they're reading and what words
- 2:03:17they might have might need a little bit
- 2:03:19of support. So,
- 2:03:21uh being able to use Amira in this way,
- 2:03:24there have been several adjustments, but
- 2:03:27once you're able to find a way that it
- 2:03:30works for your classroom, then it's
- 2:03:32okay.
- 2:03:33>> Can you remind me again, are the Amira
- 2:03:35assessments timed assessments?
- 2:03:37>> No.
- 2:03:38The student if they stop because let's
- 2:03:41say recess is coming, they will stop,
- 2:03:43they will close their Chromebook, and
- 2:03:45then they will continue.
- 2:03:46>> Okay. And then, um
- 2:03:48how has it been with um
- 2:03:52assessing like the sped population? Are
- 2:03:54there have there been any needs for
- 2:03:57modifications or accommodations?
- 2:03:59>> Yes. Uh for Amira, parents are able to
- 2:04:04opt out. So, if it's not something that
- 2:04:07is
- 2:04:08you know, good for the student, they
- 2:04:09might uh cause them to have too much
- 2:04:11anxiety or so on, they're able to opt
- 2:04:13out. There's also paper and pencil for
- 2:04:15one-on-one assessment, so that's another
- 2:04:18way. So, definitely Amira is can be
- 2:04:21modified and adjusted to students'
- 2:04:23needs.
- 2:04:26>> Thank you.
- 2:04:26>> You're welcome.
- 2:04:30>> Yes.
- 2:04:31Thank you for your work hard work.
- 2:04:34Uh quick A couple questions, when the
- 2:04:36students are eval-
- 2:04:38is it ran random or are they aware that
- 2:04:40they're going to go into a day of
- 2:04:42going to get tested?
- 2:04:44>> Teachers usually let the parents know
- 2:04:46and the students know that they're going
- 2:04:47to be assessed. Whether it be the
- 2:04:49Momentum Benchmark or especially Amira.
- 2:04:52Um
- 2:04:53yeah, definitely. Now for Amira, we are
- 2:04:55legally required to let the parents
- 2:04:58know. So as a district, we send out the
- 2:05:00notification that screening is coming.
- 2:05:03And uh we did that for first and second
- 2:05:05grade and then we'll do that same thing
- 2:05:06for
- 2:05:10>> Okay. And you said that you pull the
- 2:05:12data, so according to how they perform
- 2:05:16each student is pretty much
- 2:05:18according to how they assess, they could
- 2:05:19be
- 2:05:21each student could be
- 2:05:22could be studying something differently
- 2:05:24according to their
- 2:05:25assessment. Is that correct?
- 2:05:27>> Yes. Yes, definitely. If I take I be I'm
- 2:05:31assessed with Amira and my my tutor my
- 2:05:35my little books that I'm going to read
- 2:05:37online are going to be different than my
- 2:05:39peer right next to me. For Momentum,
- 2:05:41same thing. Whatever However I assess,
- 2:05:44the resources that are going to be
- 2:05:46available to me might be different or
- 2:05:49could be the same and that way the
- 2:05:50teacher is able to pull some resources
- 2:05:52and have a small group to be able to
- 2:05:55give that lesson to the students.
- 2:05:56>> Awesome.
- 2:05:58And my last question is what
- 2:06:00is there any support given to the
- 2:06:02parents like hey, recommend this book or
- 2:06:05recommend that outside resource kind of
- 2:06:07stuff?
- 2:06:08>> Both Both assessments provide a student
- 2:06:11profile profile and a student report and
- 2:06:14on the bottom it gives parents
- 2:06:16recommendations.
- 2:06:18Especially for the little ones and
- 2:06:20sometimes you don't know how to help
- 2:06:21them.
- 2:06:23>> Awesome. Cool.
- 2:06:26>> Thank you. Thank you.
- 2:06:29>> We will now move to 8.3 board
- 2:06:32self-evaluation and governance standards
- 2:06:34discussion and next step trustee Salazar
- 2:06:37Torres.
- 2:06:40>> Thank you, President Eber.
- 2:06:42Um I'd like to go ahead and bring this
- 2:06:44to the board. It's board bylaw 9400
- 2:06:47states the governing board is required
- 2:06:50to conduct an annual self-evaluation to
- 2:06:52assess its effectiveness and
- 2:06:54accountability in supporting student
- 2:06:57achievements and district goals.
- 2:06:59Um you guys have read it as this process
- 2:07:01was last revised in 2024.
- 2:07:04I believe it's appropriate or I believe
- 2:07:06we believe it's appropriate for the
- 2:07:07board to discuss timing, expectations,
- 2:07:10and evaluation framework moving forward.
- 2:07:14This discussion is particularly
- 2:07:15important given the November election
- 2:07:18could result in significant changes to
- 2:07:21the board membership. Before new
- 2:07:23trustees are seated, we have an
- 2:07:25opportunity to evaluate the
- 2:07:27effectiveness of the current board,
- 2:07:30identify areas of strength and
- 2:07:32improvement, and provide clear direction
- 2:07:35regarding the standards and expectations
- 2:07:38we wish to establish for future board
- 2:07:41members.
- 2:07:42By having this conversation now,
- 2:07:44we can ensure continuity in governance,
- 2:07:48uphold accountability, and reaffirm the
- 2:07:51principles that guide effective board
- 2:07:52service in
- 2:07:54support of student achievement and
- 2:07:56district success. And so,
- 2:07:59I brought this to the board again. I
- 2:08:00know that this is reiterating what we
- 2:08:02already have here, but I thought we
- 2:08:04would just start with the discussion
- 2:08:06question in regards to is this something
- 2:08:10that
- 2:08:11I guess timing? When should the board
- 2:08:13conduct its self-evaluation before or
- 2:08:16after new trustees are seated? And then
- 2:08:18thereafter we can follow to my 10
- 2:08:21questions that I had
- 2:08:23in regards to this. So, I I it would be
- 2:08:25great to just know is this something we
- 2:08:28want to just start now and get it ready
- 2:08:31and start
- 2:08:32you know, having this conversation. Um,
- 2:08:35so please feel free to
- 2:08:38chime in and just let me know what your
- 2:08:40thoughts are on this. I think it's um
- 2:08:42something that will help us um as a
- 2:08:45board member achieve the goal that we
- 2:08:48originally had when we sat on this
- 2:08:49board, but then also assist those that
- 2:08:52are coming in or you know, just know um
- 2:08:55that expectation and that thought
- 2:08:58process of sitting on this board that
- 2:09:00you've accomplished. Cuz I know every
- 2:09:02person here has um done an amazing job,
- 2:09:06but we haven't really evaluated that
- 2:09:09part of our job. So,
- 2:09:12anybody want to decide on that?
- 2:09:15Did we want to do this I guess just do
- 2:09:18this now or later
- 2:09:20would be the question.
- 2:09:22The first question.
- 2:09:23>> Sure. Um I've had some thoughts about
- 2:09:25this and of course I support a
- 2:09:27meaningful board self-evaluation. Um I'd
- 2:09:30like to discuss help establish a clear
- 2:09:33foundation for the new board.
- 2:09:35Um once all members are seated, I
- 2:09:37suggest that we hold a special meeting
- 2:09:39to focus on onboarding and governance
- 2:09:42expectations. Every member should have a
- 2:09:44shared understanding of our
- 2:09:45responsibilities, how we work together,
- 2:09:47and the standards against which we will
- 2:09:49evaluate ourselves. Cuz if we were to do
- 2:09:51it right now, we don't know what the
- 2:09:53measurement was, what the tools are um
- 2:09:56moving forward, and so I'd like to uh
- 2:09:58establish that for the um next year. Uh
- 2:10:03I suggest we have a a tool that's
- 2:10:05available to us already. Uh the
- 2:10:07California School Board Association's
- 2:10:09Professional Governance Standards and
- 2:10:11Board Self-Evaluation Tool. So, there's
- 2:10:13already an opportunity and a tool that
- 2:10:15we can use to align with our our
- 2:10:18district's adopted bylaws and our
- 2:10:19governance handbook. Uh we should also
- 2:10:22establish small number of measurable
- 2:10:25governance goals to track our
- 2:10:26follow-through as we move through the
- 2:10:29upcoming year and that we agree on the
- 2:10:31expectations for the new year for
- 2:10:34incoming and returning board members so
- 2:10:36that they have an opportunity to shape
- 2:10:38our agreements together.
- 2:10:39Uh everyone should know at the outset
- 2:10:42what we will be measured against. Um the
- 2:10:44framework I think should address
- 2:10:46participation, preparation, respectful
- 2:10:49deliberation, fiscal oversight, policy
- 2:10:52responsibilities, community engagement,
- 2:10:54and monitoring progress towards district
- 2:10:57goals. Uh I would love uh staff to bring
- 2:11:01back um
- 2:11:02the the tool so uh we can discuss it at
- 2:11:06a future meeting and uh propose a
- 2:11:08special onboarding meeting agenda that
- 2:11:11our current governance uh documents and
- 2:11:14any other uh facilitation costs for
- 2:11:17incoming board members to consider.
- 2:11:22>> Nancy.
- 2:11:23Um I think as, you know, just as a board
- 2:11:26member that will not be returning
- 2:11:29um in this coming year, I do I I think
- 2:11:32it would actually be
- 2:11:34um
- 2:11:35fruitful for us to just
- 2:11:39even if it's not like an official
- 2:11:41self-evaluation, I think it's a good
- 2:11:44time for us to at least reflect on um
- 2:11:47the work that we've done as a board and
- 2:11:50I think just also lessons learned moving
- 2:11:52forward um for you all to think about um
- 2:11:56as, you know, new trustees get seated.
- 2:12:00So, I'm good with having like a more
- 2:12:03informal self-evaluation if we're not at
- 2:12:07the point where we can roll out like a
- 2:12:09like an official like, you know, rating
- 2:12:11system or
- 2:12:12or something like that. So,
- 2:12:14that's just my
- 2:12:16my feedback.
- 2:12:18>> Oh.
- 2:12:19I'll [clears throat] I'll add to that. I
- 2:12:20mean, I I I do agree with you, Nancy, in
- 2:12:23in terms of
- 2:12:25for this year
- 2:12:27uh having a informal one.
- 2:12:30Um
- 2:12:32where we go back to what we came to the
- 2:12:36board with and then
- 2:12:38identifying,
- 2:12:40you know,
- 2:12:41what the accomplishments were,
- 2:12:43what are some of the items that we still
- 2:12:45need to work on, things of that nature.
- 2:12:48I I think that would be really good.
- 2:12:50Um and then going forward, if we have
- 2:12:53that formal process, one of the things
- 2:12:55that I I would love to
- 2:12:57do is I don't know if in the Friday
- 2:12:59letter
- 2:13:00we can get some insight into that tool
- 2:13:04that you're referencing, Francis. I
- 2:13:05don't know I I've never seen it. Um I
- 2:13:09don't know if we can get some additional
- 2:13:11details on it, if there's some
- 2:13:12documentation
- 2:13:14uh where we can see like what kind of
- 2:13:16questions it's look looking at, so we
- 2:13:18can kind of think about it before
- 2:13:21the next meeting.
- 2:13:22Um but
- 2:13:24by having that informal one, I think
- 2:13:26it'll be good
- 2:13:29for that next person that's seated in
- 2:13:31that position
- 2:13:33to kind of utilize that as, "Hey, these
- 2:13:36are the things, these are the open items
- 2:13:39based on my conversations or your
- 2:13:41conversations, whatever they are,
- 2:13:43that need to get addressed." kind of a
- 2:13:45deal
- 2:13:46going forward.
- 2:13:49>> So, I guess it's also discussing as far
- 2:13:51as um facilitated discussion, a survey,
- 2:13:54a workshop. Um obviously, it's informal,
- 2:13:57but it has to be here, done in public.
- 2:14:01And so, we need to find out what things
- 2:14:04we want to put into our survey or if
- 2:14:08we're just going to include the whole
- 2:14:09SBCA. Um
- 2:14:11uh I don't know if it's a survey or what
- 2:14:14it looks like. Um, and again,
- 2:14:17establishing possibly a timeline. Um, if
- 2:14:20we want to do it for the next meeting
- 2:14:21and or um, what kind of timeline we want
- 2:14:25to have because obviously we have just
- 2:14:28till the end of the year to make sure
- 2:14:29everyone's voice is heard and then start
- 2:14:32you know, and it could just be a
- 2:14:34groundwork in regards to where we want
- 2:14:37to take it. And we can add to it or take
- 2:14:39away from it as we see um, we want to
- 2:14:44add for the um, evaluation form. That's
- 2:14:47what you want to call it. Um, but
- 2:14:49because it's informal maybe we don't
- 2:14:52have, you know, the structured
- 2:14:56questions on it. You know, uh, or pick
- 2:14:59and choose some of the ones that we can
- 2:15:00highlight from.
- 2:15:01Those are some ideas. Um, again, this is
- 2:15:04for everyone. We can have an action
- 2:15:07plan. Um
- 2:15:09there's just so many different ways to
- 2:15:12do this, but I just want to make sure
- 2:15:13that we are following our bylaws and
- 2:15:16making sure that we're going to be doing
- 2:15:18this every year. So that, you know, and
- 2:15:20then that time frame, when does this
- 2:15:22happen? Obviously, at the end of this
- 2:15:24year, we both will be here two full
- 2:15:26years. Um, some of us were appointed at
- 2:15:28different time frames. We will get our
- 2:15:30new board um, or the board for that year
- 2:15:34for the next
- 2:15:35four years for those seats. Um, since
- 2:15:38there are three uh seats open. And so
- 2:15:43and yeah, so we just need to look at
- 2:15:45that. I would say
- 2:15:48looking at a time frame consistent with
- 2:15:50a full year of being on the board rather
- 2:15:54than halfway or midway. Um, so seeing
- 2:15:56expectations from the beginning and
- 2:15:59then, you know, making sure that we know
- 2:16:01it's coming up. Obviously
- 2:16:03you know, November, December, I'm not
- 2:16:05really sure how our time frames are, but
- 2:16:08hopefully we can put those into our
- 2:16:11our evaluation time. What are we
- 2:16:14What about you, Diego? How are you
- 2:16:15looking at um
- 2:16:17this evaluation process?
- 2:16:20Um
- 2:16:20>> Um
- 2:16:21I mean, I'm open for it. I just want I
- 2:16:23mean, I'm wondering how it would look. I
- 2:16:24mean, is it
- 2:16:26questions? Are we coming up with the
- 2:16:27questions? I mean,
- 2:16:29is it
- 2:16:29>> So, there is a template that we we have
- 2:16:32that's available to us. And I don't
- 2:16:34think that was brought forward, so we
- 2:16:35don't have that for you tonight, but it
- 2:16:38is something to look at and or it is
- 2:16:40something that we can
- 2:16:42possibly
- 2:16:43have the guidance of Superintendent
- 2:16:45Chidester direct us because that's one
- 2:16:47of the things that's in our board bylaw
- 2:16:49for you to go ahead and guide that.
- 2:16:52>> Yeah, thank you for that
- 2:16:54Trustee Salas Torres.
- 2:16:55So, today it's only an information item.
- 2:16:58Um
- 2:16:59not an action item. So, today is just a
- 2:17:01conversation, more like a first reading,
- 2:17:04if you will.
- 2:17:05Uh
- 2:17:06if the board wants to move forward with
- 2:17:08this,
- 2:17:09then you would ask me to to come back to
- 2:17:12the November board meeting with an
- 2:17:14action item. In that action item,
- 2:17:17uh
- 2:17:18the item would include a the process,
- 2:17:21the timeline,
- 2:17:23the tool. What's the tool we're going to
- 2:17:24use? Whether it's the CSBA? There's
- 2:17:26there's many tools out there. Um what
- 2:17:29are the
- 2:17:31what are you going to be assessing? So,
- 2:17:33so this
- 2:17:34So, be clearly stated in this
- 2:17:36transmittal, so that way everybody knows
- 2:17:38this is what you're going to be
- 2:17:38assessing.
- 2:17:39>> Mhm.
- 2:17:40>> [clears throat]
- 2:17:40>> Next, in November, it will be
- 2:17:44Vice President Use's last meeting
- 2:17:46uh in November. Uh um
- 2:17:48>> We don't have one more in December?
- 2:17:50>> No, in December, we have one on December
- 2:17:5215th.
- 2:17:54And that will be And that's when the
- 2:17:57the board members, whoever won the
- 2:17:59election, will be sworn in on December
- 2:18:0115th.
- 2:18:03Um so but in November we can this this
- 2:18:06board can decide yes
- 2:18:08the timing, the process, the tool and
- 2:18:11what are the standards um and then
- 2:18:15December
- 2:18:17would be uh the board will be sworn in
- 2:18:20again or whoever the
- 2:18:22Okay. So uh
- 2:18:23And then yeah so
- 2:18:25another item is bringing this process
- 2:18:27back either December or January
- 2:18:31and like the uh President Abror said is
- 2:18:33have a special board meeting
- 2:18:36where we can have a a conversation in
- 2:18:38open session but it's a a special board
- 2:18:40meeting so that we all have agreement
- 2:18:44on what are those goals, what are we
- 2:18:45evaluating, what the is more what does
- 2:18:48the tool look like. We're still within
- 2:18:50the school year.
- 2:18:51We're still within the school year. The
- 2:18:52school year ends in June. Um
- 2:18:55uh but thank you for bringing this item
- 2:18:57um
- 2:18:58so at this time it's just to have a
- 2:18:59conversation is there an interest?
- 2:19:02You know, provide direction. Do you want
- 2:19:03me to bring this back in November as an
- 2:19:06action item?
- 2:19:07With with the I actually work with uh
- 2:19:10the when we I work with the president,
- 2:19:12vice president to on the agenda. We can
- 2:19:15work on that.
- 2:19:17I mean
- 2:19:18um because we need to create the action
- 2:19:21item, the transmittal and then I would
- 2:19:23like to have a tool so that you can all
- 2:19:24look at so that you can see the tool and
- 2:19:26ask questions because there may be
- 2:19:28things on there that doesn't make sense.
- 2:19:31So you and so we want to make sure that
- 2:19:32the tool makes sense and it's going to
- 2:19:35about you're going to evaluate what
- 2:19:37needs to be evaluated that is not
- 2:19:38something random but that it makes
- 2:19:40sense.
- 2:19:41So um
- 2:19:43so today so if the timing is interesting
- 2:19:45because
- 2:19:46>> Yeah, I know of course. Um I again
- 2:19:49I would like to recommend to see and
- 2:19:51again this is open dialogue for us to
- 2:19:56um
- 2:19:56have the informal
- 2:19:58uh, for next month and uh, share
- 2:20:03you know, goals that we personally may
- 2:20:05have had
- 2:20:06and um, and then be able to utilize that
- 2:20:11to have to create the agenda for
- 2:20:14um, a future date for doing the um,
- 2:20:18the tools. So, we'll have an informal
- 2:20:21and then we'll have a tool
- 2:20:23that way it'll give us more time to
- 2:20:25create the tool based on what some of
- 2:20:27the items that we are going to be
- 2:20:29discussing.
- 2:20:31And so that we can still have an input
- 2:20:33from this board because I believe it's
- 2:20:35very valuable. Everyone that has sat on
- 2:20:37this board has sat many years and at
- 2:20:41different time frames. And so I believe
- 2:20:43that their input needs to be shared. And
- 2:20:47so but again, this is an open dialogue.
- 2:20:50Yes, so I want to make sure that all
- 2:20:52voices are heard here.
- 2:20:54>> Thank you. And just looking at the board
- 2:20:56policy
- 2:20:58you know, it does not refer to informal.
- 2:21:00There's no reference to an informal
- 2:21:02process. Uh,
- 2:21:03>> Mhm.
- 2:21:03>> you know, if it's going to happen, you
- 2:21:05have to vote on it
- 2:21:07for it to happen. And then
- 2:21:10uh, there's nothing in here. I know you
- 2:21:12Informal sounds nice
- 2:21:14>> Mhm.
- 2:21:14>> but the board policy doesn't reference
- 2:21:16anything about informal. It It
- 2:21:17references a self-evaluation
- 2:21:20that happens that you agreed to and then
- 2:21:22that we need to share with the public
- 2:21:23the results.
- 2:21:24>> Okay.
- 2:21:25>> Um, so there's not a
- 2:21:28an informal process in the board policy.
- 2:21:31>> Okay.
- 2:21:32>> Can uh, so is it not possible for us to
- 2:21:35just have like say a special meeting
- 2:21:37before our November board meeting? Just
- 2:21:41like kind of as like board reflection or
- 2:21:43like recap or something like that.
- 2:21:46>> Mhm.
- 2:21:49>> Yes, if the board wants to have a
- 2:21:50special board meeting, uh
- 2:21:52we can do that.
- 2:21:55>> I'm
- 2:21:56I'm not interested in an informal,
- 2:21:59um, process because I don't believe it's
- 2:22:01fair to the board members without a
- 2:22:03rubric, without uh what we're actually
- 2:22:05going to be defining what success is,
- 2:22:08what are We didn't set any targets or
- 2:22:10goals, uh, formally, so I don't think
- 2:22:12it's appropriate to have a I mean,
- 2:22:15you're welcome at every board meeting at
- 2:22:17the end of the day to to talk about your
- 2:22:20reflections and your lessons and things
- 2:22:22that we can improve upon. You're welcome
- 2:22:24to, uh,
- 2:22:26submit memos, but I don't think that,
- 2:22:29uh, even in an when you call it an
- 2:22:32informal self-evaluation, um, without
- 2:22:34those tools that we've agreed upon in
- 2:22:36place, I don't think it's fair and
- 2:22:39inappropriate.
- 2:22:42Any thoughts?
- 2:22:48Any thoughts?
- 2:22:50No.
- 2:22:51>> I mean, I can see both sides how it
- 2:22:52could be not important and it's
- 2:22:53important, but, I mean,
- 2:22:55I can see both sides that it could be We
- 2:22:57didn't set goals, right? So, that's kind
- 2:22:59of hard. I think within the,
- 2:23:02within our our board policies and our
- 2:23:05board, um,
- 2:23:07books that we get, it all automatically
- 2:23:09states what our
- 2:23:11our goals are for this
- 2:23:14board. So, we have a board standard of
- 2:23:16what our goals are to to be as a
- 2:23:19governor governing board. And what we,
- 2:23:22you know, and again, we have our
- 2:23:23personal goals, obviously, but then we
- 2:23:26also have, you know, what the board
- 2:23:29standards are in our bylaws. So, it's
- 2:23:31already set. It's not something brand
- 2:23:34new that we're just suddenly deciding
- 2:23:36what our goals are going to be. They're
- 2:23:37here.
- 2:23:38And they've been set since
- 2:23:412020, 2024.
- 2:23:44And again,
- 2:23:45who's to say we can't change the bylaw?
- 2:23:48You know, if we amend the bylaw to add
- 2:23:51an informal, I mean, that's also an
- 2:23:54option. Um so that we can make amends so
- 2:23:58that we can get a full understanding of
- 2:24:02everyone's input. So, that's just
- 2:24:05another thought.
- 2:24:05>> Yeah, I I think what we can do just to
- 2:24:08move us along, I know it's it's awkward
- 2:24:10having this conversation because two of
- 2:24:13our board members are campaigning right
- 2:24:14now.
- 2:24:16And we don't know they
- 2:24:18no offense, but they might not be here.
- 2:24:20This the the November meeting might be
- 2:24:22the last one. We know Nancy's it's
- 2:24:24November is her last meeting. So, it's a
- 2:24:26little awkward
- 2:24:28having this conversation because
- 2:24:30in December we have we may have three
- 2:24:33new board members.
- 2:24:35We don't know yet.
- 2:24:36Cuz [clears throat] Shekena may win and
- 2:24:38and they'll be here.
- 2:24:40Which is
- 2:24:40>> Obviously, well, I I disagree in a in a
- 2:24:43sense in regards to um that their input
- 2:24:46is not
- 2:24:48valued because I also we're not setting
- 2:24:52goals in this. I mean, we're doing
- 2:24:54evaluations. And so we are looking
- 2:24:57taking a look back a retrospect of what
- 2:25:00has happened while we sat on these
- 2:25:02seats. And so that needs to still happen
- 2:25:05and it hasn't happened. And I've been on
- 2:25:07this board 2 years in December and it
- 2:25:10has not happened. And so
- 2:25:12you know, where the where it lies, you
- 2:25:15know, whether it was the board president
- 2:25:17or vice president or anyone, it should
- 2:25:19have happened. And so I there's a
- 2:25:21difference between goal setting and
- 2:25:23taking a self-evaluation. And that's
- 2:25:25what we're talking about in regards to
- 2:25:27what have we learned while we've sat
- 2:25:29here and how can we help the next people
- 2:25:31that are coming. And so I mean, that's
- 2:25:34where I stand.
- 2:25:35>> what do um you know, so board member um
- 2:25:39you know, would you like to provide
- 2:25:40direction on on this process?
- 2:25:46Would you like for me to bring it back?
- 2:25:47Would you like us to bring something in
- 2:25:49November? A a process, a timeline, a
- 2:25:53tool? What does that look like? And then
- 2:25:56it would be an action item.
- 2:25:58Obviously, you're voting in November,
- 2:26:01which is Vice President Use last
- 2:26:03meeting.
- 2:26:04So, she wouldn't be participating in
- 2:26:05that
- 2:26:06because you're going to vote on the
- 2:26:07tool.
- 2:26:09And then there's going to be a timeline,
- 2:26:10so
- 2:26:11depending on the timeline, um
- 2:26:14four of you may take that
- 2:26:17assessment depending on the the tool.
- 2:26:20Um the board
- 2:26:22by then we will have results of the
- 2:26:24campaigning.
- 2:26:25Um
- 2:26:26You can I can bring something back in
- 2:26:28November and
- 2:26:29>> I think that would be good. I think uh
- 2:26:31again, I'm okay with
- 2:26:34having this board
- 2:26:36uh create that tool. Because I think
- 2:26:39they have a lot of insight in the last
- 2:26:42four years, year and a half, two years,
- 2:26:44or whatever we've sat on this board.
- 2:26:46Whereas we're bringing something new to
- 2:26:49a new board that's coming on and we're
- 2:26:51asking them to create a tool to
- 2:26:53self-evaluate themselves that they've
- 2:26:55never sat on this board. And so, that's
- 2:26:57kind of where I'm coming from. So, I'm
- 2:26:58hoping that we can
- 2:27:00at least get there.
- 2:27:02Um obviously, it wasn't the direction
- 2:27:05that I was looking for, but I understand
- 2:27:07about December and I understand that,
- 2:27:09you know,
- 2:27:09>> Well, you know, we
- 2:27:11you are
- 2:27:12voted You you're voted by the
- 2:27:14constituents, so everything is very
- 2:27:16public here.
- 2:27:17>> Yeah.
- 2:27:17>> And it has to be formal.
- 2:27:18>> Yeah, no, again, I understand.
- 2:27:19>> has to be out in public. So, what I can
- 2:27:21do with your direction is in November
- 2:27:24I'll bring an action item. So, we this
- 2:27:26will be the first reading, if you will.
- 2:27:28In November will be an action item.
- 2:27:30In that action item, there'll be a tool,
- 2:27:34there'll be a a process, a timeline.
- 2:27:38And then the board can have discussion
- 2:27:40whether you want to modify that
- 2:27:41timeline, whether you want to modify the
- 2:27:43tool.
- 2:27:45You have that conversation, then you can
- 2:27:47make a motion or move.
- 2:27:49Um
- 2:27:50and then we'll take it from there.
- 2:27:52>> May I ask just a quick question.
- 2:27:54So, is is that still an appropriate time
- 2:27:57for our
- 2:27:59board to share some of their thoughts on
- 2:28:02their goals and things like that? I
- 2:28:04think that still is an open time that we
- 2:28:07are able to share
- 2:28:09the goals that were fulfilled or the
- 2:28:11goals that, you know,
- 2:28:13they can see happening because we're
- 2:28:15adding that
- 2:28:18rubric to, you know, how we're going to
- 2:28:21facilitate these tools.
- 2:28:22I still think it gives that opportunity
- 2:28:25for them to share
- 2:28:26during that time frame. It would
- 2:28:28obviously not adding to it like, you
- 2:28:31know, everybody's goals going to be
- 2:28:32different, everybody's accomplishments
- 2:28:35per se, you know, or you know, their own
- 2:28:37evaluation
- 2:28:39is going to be personal, yet obviously
- 2:28:41this has to be a general one. And so, I
- 2:28:44think it's still appropriate at that
- 2:28:46time to share, for people to be able to
- 2:28:48share.
- 2:28:49What do you What are your thoughts? I
- 2:28:50don't know, is that
- 2:28:52something that
- 2:28:53>> Well, I mean, of course you can bring
- 2:28:55examples um of what you believe should
- 2:28:58be in an evaluation so we can set that
- 2:29:01standard
- 2:29:03um as we move forward. Um the goal of
- 2:29:07the evaluation isn't a personal
- 2:29:09evaluation of what, you know, you set
- 2:29:11up, what your campaign should be and if
- 2:29:13you succeeded. That's not what this tool
- 2:29:15is and that's not what the board bylaws
- 2:29:17are actually about. They are about us as
- 2:29:20a team setting a standard, setting goals
- 2:29:23and how did we meet it together moving
- 2:29:25forward because the voters actually
- 2:29:27choose if you've met your individual
- 2:29:30campaign goals when they vote for you or
- 2:29:32not. Um and so I want to make sure that
- 2:29:35that's where we're going, that it's it's
- 2:29:37the
- 2:29:38goals that as a board we've determined
- 2:29:41for ourselves. And usually they're
- 2:29:43subset of the the superintendent's
- 2:29:46goals. So we've done something very
- 2:29:47similar every year when we've set out
- 2:29:49for our superintendent to
- 2:29:52um set measurements and meet certain
- 2:29:54standards.
- 2:29:55Um thus
- 2:29:57uh we are an extension of that. And so I
- 2:30:00I want to ensure that the goals that we
- 2:30:03are setting forward are aligned with the
- 2:30:05goals that we set for you as well.
- 2:30:08>> Yes, so I'm so with your
- 2:30:11direction I will bring back a a tool
- 2:30:13that um that you can vote on and then a
- 2:30:16timeline, a process uh so that the
- 2:30:19public knows that the board is engaging
- 2:30:21in a board evaluation.
- 2:30:24Um
- 2:30:24and thank you for mentioning that it is
- 2:30:26a board evaluation. It's not an
- 2:30:28individual evaluation. Um
- 2:30:31so we'll have that conversation in
- 2:30:32November as an action item.
- 2:30:35Thank you.
- 2:30:37>> We will now move to 8.4, board bylaw
- 2:30:419250, remuneration, reimbursement, and
- 2:30:44other benefits aligned with Assembly
- 2:30:46Bill 1390, Trustee Sales Are Tourists.
- 2:30:50>> Thank you again.
- 2:30:52President Eber Eber, we are um back at
- 2:30:56uh this item is being brought forward to
- 2:30:59discuss whether our board bylaws 9250
- 2:31:02should be updated in light of recent
- 2:31:04changes to California law.
- 2:31:07Uh the significant evolution of school
- 2:31:09board service is changing and the
- 2:31:12statutory compensation limits for school
- 2:31:15board members
- 2:31:16have remained largely unchanged for more
- 2:31:19than 40 years.
- 2:31:21While board members' responsibilities
- 2:31:23have expanded requiring more time to
- 2:31:25governance, policy review, training,
- 2:31:28research, and community engagement.
- 2:31:31This discussion also provides an
- 2:31:33opportunity to consider whether current
- 2:31:35compensation structures support and
- 2:31:38encourages a diverse range of community
- 2:31:41members to serve, rather than limiting
- 2:31:43limiting participation to those with
- 2:31:46financial means to absorb the demands of
- 2:31:49public service. The reason why I added
- 2:31:51that is
- 2:31:52um I feel that or we as a board should
- 2:31:56consider
- 2:31:58uh the
- 2:32:00look outlook of people that are uh
- 2:32:03joining our board,
- 2:32:05but also looking at
- 2:32:08affluent people in regards to if
- 2:32:12somebody's working and they have to take
- 2:32:14an hour off of work to come to a board
- 2:32:16meeting comparable to someone that's
- 2:32:19doing a little bit well a little bit
- 2:32:22more better or
- 2:32:23you know, just financially stable. It's
- 2:32:26It's not going to hurt as much. And we
- 2:32:28want to have that equity line in regards
- 2:32:31to how we are setting our standards. And
- 2:32:34so we don't want to say, you know, that
- 2:32:37um the amount we're not here per hour
- 2:32:41and based on our time frame some of us
- 2:32:44spend, you know, an hour doing board
- 2:32:46things. Some of us spend
- 2:32:4840 hours. Somebody spends 100 hours. And
- 2:32:51so it's up to each individual. But I
- 2:32:54want to make sure that we look at this
- 2:32:57um
- 2:32:57more as what is happening not just here,
- 2:33:01but also in our community as stated in
- 2:33:05our um
- 2:33:06uh
- 2:33:07board agenda, we had 20 uh 12 of 32 or
- 2:33:1231. I didn't I don't have those numbers
- 2:33:14in front of me, sorry.
- 2:33:15Um that have decided to adopt this. And
- 2:33:19to me that's almost half. And so I want
- 2:33:22to bring this to the board and have a
- 2:33:24discussion on that. I also like to
- 2:33:26review the our attendance provisions and
- 2:33:29bylaws, which includes our meeting
- 2:33:31attendance and our quorum, and making
- 2:33:33sure that our absences are um either
- 2:33:38looked upon as if we are going to be
- 2:33:40absent due to a vacation or something,
- 2:33:43you know, is it something that we are
- 2:33:46checking in to say, you know, this
- 2:33:48particular day cuz sometimes we look at
- 2:33:50our calendar so much in advance, we
- 2:33:52don't always know when we're going to be
- 2:33:54out, and our family says we're going to
- 2:33:56have vacation during this week. And so,
- 2:33:58we need to find out can we move those
- 2:34:00dates? Or, you know, we let somebody
- 2:34:03know that we're not going to be
- 2:34:04available for that. And so, what does
- 2:34:06that look like as a quorum as our board?
- 2:34:09And so, those are just things that we uh
- 2:34:11need to look at. I know that it's in
- 2:34:13there that if we are absent because of
- 2:34:16illness and we can do a resolution and
- 2:34:19we are able to get paid. I just want to
- 2:34:21re-look at that and making sure that
- 2:34:23that is something that
- 2:34:25um we are looking at our attendance. Um
- 2:34:28it is 1 day uh a month. It requires that
- 2:34:31time beforehand and that time of our
- 2:34:33event. It could be 2 hours, it can be 4
- 2:34:35hours. We've been here 6 hours, 7 hours
- 2:34:38sometimes. And so, um again, I'm just
- 2:34:41looking at our time frame and then
- 2:34:42looking at the rate of our stipend.
- 2:34:46Tonight's discussion is intended to
- 2:34:47provide direction for us to amend,
- 2:34:51potentially amend, our bylaw. So, um I
- 2:34:55guess I'll start with the first question
- 2:34:56that I had and then we can just uh you
- 2:34:59know, see where we are at in regards to
- 2:35:02reviewing our board member compensation.
- 2:35:05Our compensation currently is at $400
- 2:35:08and um we have a max of $1,200.
- 2:35:12I believe most of the uh people that
- 2:35:15have added the 1390 to their board and
- 2:35:18went to 12. Um Um, again,
- 2:35:21looking at it per hour, looking at our
- 2:35:23gas prices, looking at the different
- 2:35:25things, again, we're all here to make
- 2:35:27those uh decisions if that's something
- 2:35:30that we want to move forward with.
- 2:35:32Um, can I go ahead and start the
- 2:35:34discussion?
- 2:35:36>> So,
- 2:35:38one thing I wanted to ask, I don't know
- 2:35:40if we need to go to legal counsel or
- 2:35:42not, but for AB 1390, is there a
- 2:35:45statutory requirement that we
- 2:35:48modify compensation?
- 2:35:52>> The
- 2:35:54>> So,
- 2:35:55we would need the board would need to
- 2:35:57vote to modify
- 2:35:59uh board policy bylaw 9250. Currently,
- 2:36:02in bylaw 9250,
- 2:36:05it says each member of the governing
- 2:36:06board may receive a monthly compensation
- 2:36:08of
- 2:36:09$400. That's in line with education code
- 2:36:1235120.
- 2:36:15Um, it also There's also an educate part
- 2:36:18of that education code that also
- 2:36:20says what a board member uh
- 2:36:23what a board member may
- 2:36:25why a board member may miss a meeting.
- 2:36:27Illness, jury duty,
- 2:36:29or hardship hardship deemed acceptable
- 2:36:31by the board. So, that's part of that
- 2:36:34that code. So, yes, we would have to
- 2:36:36have an action item
- 2:36:38to amend this board bylaw, whether the
- 2:36:42board
- 2:36:43wants to increase or lower or change the
- 2:36:46stipend of $400.
- 2:36:49>> Okay, so
- 2:36:51I I guess my question is more geared
- 2:36:52towards
- 2:36:54do we have a legal requirement
- 2:36:57based on the number of students that are
- 2:36:59attending
- 2:37:01on a daily basis
- 2:37:03to make this modification based on the
- 2:37:06legislation?
- 2:37:09>> Um,
- 2:37:10Um, So, yes, there is
- 2:37:12um
- 2:37:13So because we are within 1,000 and
- 2:37:1610,000 students, so based on education
- 2:37:18code 35120,
- 2:37:20it says, "In a school district in which
- 2:37:22the average daily attendance"
- 2:37:24What I'm reading is in your transmittal,
- 2:37:27so everybody in the world can read it.
- 2:37:29"In a school district in which the
- 2:37:30average daily attendance for the prior
- 2:37:32school year was 10,000 or less but more
- 2:37:35than 1,000." So we're 8,500, so we're in
- 2:37:39that area.
- 2:37:40"Each regular member of the city board
- 2:37:42of education or the governing board of
- 2:37:44the school district attends all meetings
- 2:37:47held may receive a compensation for the
- 2:37:49regular member services a sum not to
- 2:37:51exceed 1,200 dollars in any month." So
- 2:37:55that
- 2:37:56um is uh
- 2:37:57assembly bill 1390, so we do not need
- 2:38:00legal counsel for this.
- 2:38:02>> Okay, so that that's where
- 2:38:06I'm I'm just trying to understand
- 2:38:07because there is no
- 2:38:09notation in there that stipulates
- 2:38:13up to.
- 2:38:15It just stipulates the sum of.
- 2:38:20And that's where I'm trying to
- 2:38:21understand, do we have
- 2:38:23>> up to. It says not to exceed.
- 2:38:25>> Not to increase.
- 2:38:29>> There's no mandate for us to do this.
- 2:38:31>> Okay.
- 2:38:32So then to
- 2:38:35um what I wanted to ask was um
- 2:38:39is there a possibility for us to get
- 2:38:43an assessment of if we triple
- 2:38:48what is the impact
- 2:38:52to our budgets?
- 2:38:55And understand
- 2:38:59if that's going to impact some of the
- 2:39:00other funding, is that going to cause
- 2:39:02more cuts?
- 2:39:04And then kind of make a decision from
- 2:39:06that perspective. Maybe 1,200 is not the
- 2:39:09right number, maybe it's less, um,
- 2:39:12400
- 2:39:14or we keep it back at 400, but I'd like
- 2:39:16to understand the ramifications of that.
- 2:39:22>> Yes, we can do the the math.
- 2:39:24If you all take a stipend of 400, 400 *
- 2:39:275, and then, uh, we can do that if we
- 2:39:30were if we do the 1,200 * 5 and then
- 2:39:33the months So, we
- 2:39:35>> do that. It's it's a simple calculation,
- 2:39:36but what I'm saying is
- 2:39:38where's that additional funding going to
- 2:39:39come from? Do we have the get Do we have
- 2:39:42that
- 2:39:43in our budget or are we looking at
- 2:39:47future cuts?
- 2:39:49Uh, further cuts to compensate for that.
- 2:39:52That's
- 2:39:54that's the question that I have
- 2:39:55outstanding.
- 2:39:56>> Yeah, so we will be looking for
- 2:39:58efficiencies and
- 2:40:00optimization of whatever.
- 2:40:03We will be doing that forever. We will
- 2:40:05always be looking as we continue to
- 2:40:07decline in enrollment.
- 2:40:08>> Mhm.
- 2:40:10>> Um, we will continue to see how we
- 2:40:13adjust our budgets based on enrollment
- 2:40:15because we are funded through
- 2:40:17enrollment. There will be a time
- 2:40:20in maybe 10 years that we will be a
- 2:40:22basic aid district.
- 2:40:24But it's going to take won't be another
- 2:40:2610 years. We will be funded by property
- 2:40:28taxes.
- 2:40:29Um, but we're not there yet, but it's
- 2:40:31going to take a while. Um,
- 2:40:34so
- 2:40:35um, so the money will come from the
- 2:40:37general fund.
- 2:40:38Uh, we can bring those numbers to you.
- 2:40:41We can provide those.
- 2:40:42Um,
- 2:40:44and then from there,
- 2:40:45uh, we would have to look at
- 2:40:48where does our money, you know, do we
- 2:40:51you know,
- 2:40:52downsize on the contract, you know, for
- 2:40:54example, i-Ready. So, i-Ready, we were
- 2:40:56paying
- 2:40:58I don't know.
- 2:40:59About 400,000 a year. So, we're not
- 2:41:01using i-Ready, so not paying that
- 2:41:02400,000 or that amount of money per
- 2:41:05year. So, that's
- 2:41:07So, we're using that money elsewhere.
- 2:41:09>> Yep.
- 2:41:09>> Uh because we through the adoption of
- 2:41:12Savvas,
- 2:41:13that includes the Momentum diagnostic,
- 2:41:16the benchmark.
- 2:41:17So, that's an efficiency of of using uh
- 2:41:20a resource that we already paid for. So,
- 2:41:22we're not double paying for two
- 2:41:23benchmarks. So, that was a great
- 2:41:25recommendation by our Ed Services and
- 2:41:27that the board approved.
- 2:41:28Um as we're looking at attrition, as
- 2:41:30people retire,
- 2:41:32that as people leave, you know, do we
- 2:41:34fill that position
- 2:41:36um as we have less students?
- 2:41:39So, you know, so that's part of
- 2:41:40balancing the books and and looking at
- 2:41:44uh and then also hearing feedback from
- 2:41:46uh
- 2:41:47from our advisory committee as well.
- 2:41:50But but this is uh
- 2:41:52like Trustee Salazar Torres is correct
- 2:41:54that this board has been receiving $400
- 2:41:57a month for the past
- 2:41:5945 years.
- 2:42:00And $400 was a lot more about 40 years
- 2:42:03ago.
- 2:42:04So, but there there hasn't been any
- 2:42:06change. So, but there is new
- 2:42:08legislation.
- 2:42:10He's also correct that out of the 31
- 2:42:12districts in Santa Clara County have
- 2:42:15have taken an increase. Some have taken
- 2:42:18a 600, some have done the 1,200, some
- 2:42:22have done
- 2:42:23more. So, it's up to you can't because
- 2:42:26of our size, we cannot exceed
- 2:42:28um you know, bigger districts like San
- 2:42:31Jose Unified or or Eastside,
- 2:42:34um they they have a higher amount. I
- 2:42:36believe it's up to 2,400 2,400 a month.
- 2:42:39Um but we're not
- 2:42:41over 10,000.
- 2:42:42>> So, and then secondarily,
- 2:42:45um
- 2:42:47uh Trustee Salas Salazar Torres,
- 2:42:49one of the things that I wanted to ask
- 2:42:51is would you be open if we did increase
- 2:42:53this to 1,200? I know right now we do
- 2:42:56have clauses where if someone is sick or
- 2:43:02um is unable to make it due to personal
- 2:43:05vacation or personal needs,
- 2:43:09would you be open to modifying it to say
- 2:43:11that in this instance
- 2:43:14we would not be compensating for
- 2:43:18personal vacations or
- 2:43:20um things to that nature. I know it
- 2:43:22would be a modification of
- 2:43:24>> I saw it in there.
- 2:43:25>> Yeah.
- 2:43:26>> It's only for six or
- 2:43:28if you're ill or there's extreme
- 2:43:30circumstances and we still vote on that
- 2:43:33if they get it or not.
- 2:43:34>> But by default they would not if we
- 2:43:37raise this. Would you be open to
- 2:43:39modifying that?
- 2:43:41I don't know if that's allowed.
- 2:43:44>> I don't know if it's by education code
- 2:43:46either.
- 2:43:47>> Well, looking at the
- 2:43:49that bylaw it it's
- 2:43:52and the 1390 based on what I was reading
- 2:43:55uh I was noting that we have regular
- 2:43:59meetings and we have special meetings,
- 2:44:00right? And so we normally pay when
- 2:44:03someone is at a regular meeting.
- 2:44:07Are we paying for the special meeting?
- 2:44:09No. And so if you're absent for the
- 2:44:11special meeting, you know, it's it's not
- 2:44:14we don't do a resolution for that. And
- 2:44:17so do we want to amend that? And those
- 2:44:19are the things that I was asking in
- 2:44:20regards to absences and how do we want
- 2:44:23to do that?
- 2:44:25Um
- 2:44:25uh sometimes we'll have a workshop or
- 2:44:28whatever and what if we don't go to
- 2:44:30that? Is that in even though our board
- 2:44:33is getting together again when we are
- 2:44:35not all together, our quorum is not
- 2:44:38there if we are discussing something?
- 2:44:40And usually special meetings, no, we do
- 2:44:42vote on some of the special meetings,
- 2:44:44too. And so but with that,
- 2:44:48you know, we those are the parameters
- 2:44:50and those are the discussion that we can
- 2:44:51get to have here where if the 1200, you
- 2:44:55know, is that for three meetings or is
- 2:44:57that for the month or half is for
- 2:44:59special meeting, half is for that, or is
- 2:45:02a a partial taken off because you didn't
- 2:45:04attend that but you attended
- 2:45:07you know, the
- 2:45:10graduations. I you know, again,
- 2:45:12everything that we do here is part of
- 2:45:16our
- 2:45:17term and our time to this board.
- 2:45:20And so when you're out at the meetings,
- 2:45:23at the promotions, at the school events,
- 2:45:25those are all our time. And again, it's
- 2:45:29not mandated that the one thing that we
- 2:45:32ask or that you were elected to be in
- 2:45:35this seat is to be at these board
- 2:45:36meetings and know exactly what we're
- 2:45:39going to be discussing. Those are our
- 2:45:41big things that we have to make sure
- 2:45:43that we are involved in. Obviously,
- 2:45:46everything else is the icing on the
- 2:45:47cake, which, you know, helps us to learn
- 2:45:50being here. And so again, this is a
- 2:45:52discussion. I don't have any direction
- 2:45:55on that and except for, you know, just
- 2:45:57to talk about it and make sure that we
- 2:45:59have an understanding of like what do we
- 2:46:01want to do or do we want to raise it and
- 2:46:04how much is our is the question at hand,
- 2:46:08I guess. And again, it's not a voting,
- 2:46:10it's just do we want to put that on the
- 2:46:12agenda.
- 2:46:13>> Yeah, just for a point of clarification,
- 2:46:15um in December
- 2:46:17on December 15th, the board that is here
- 2:46:21will be voting and approving the regular
- 2:46:23board meetings. So you
- 2:46:26So you're going to be you're not voting
- 2:46:27on special board meetings because those
- 2:46:29are special. We don't know when they're
- 2:46:30going to happen.
- 2:46:31>> Yeah.
- 2:46:32>> Um
- 2:46:33but what we're discussing right now is
- 2:46:36the meetings that the board votes on in
- 2:46:38December. So in December, we're going to
- 2:46:40set the board meetings
- 2:46:43for January all the way to December. So
- 2:46:46So you're going to So, and those are the
- 2:46:48meetings that we're discussing for
- 2:46:49compensation. We're not discussing
- 2:46:50special board meetings. In June, we have
- 2:46:52two meetings.
- 2:46:54Um
- 2:46:55we um
- 2:46:57So, So, let's just say, for example, in
- 2:46:59June, if a board member misses one
- 2:47:01meeting in June, a regular board meeting
- 2:47:02in June, and goes to the one
- 2:47:04what we have been doing is paying 200
- 2:47:07because they went to one.
- 2:47:09And the other one they did not. So, they
- 2:47:10get 200 instead of 400.
- 2:47:12>> We're already doing that.
- 2:47:13>> We're already doing that. Yes. So, in
- 2:47:14this case in in June, because of our
- 2:47:17budget and our L cap, we have two, so
- 2:47:21whatever that we would just pay half of
- 2:47:23it.
- 2:47:23Um
- 2:47:24I um
- 2:47:26You know, also depending on but if the
- 2:47:29board votes to approve a resolution,
- 2:47:31then even though the board member missed
- 2:47:35uh one of those meetings, but you vote
- 2:47:37to excuse it, then they would get the
- 2:47:39entire 400 instead of 200.
- 2:47:41>> Right. That makes sense.
- 2:47:43>> So, those meetings the meetings that
- 2:47:44we're discussing are the ones that are
- 2:47:45going to be scheduled and voted and
- 2:47:47approved in December 15th of this year.
- 2:47:50Those are the ones that we're discussing
- 2:47:51for this
- 2:47:55>> Um
- 2:47:58Okay. So, I think my opinion on this is
- 2:48:02um I actually think that it's not an
- 2:48:05appropriate time um to bring this to the
- 2:48:09board as an action item only because,
- 2:48:12you know, we just went through a round
- 2:48:14of budget cuts um in this last school
- 2:48:17year, and then, you know, we have we're
- 2:48:18going to
- 2:48:19um
- 2:48:20>> [clears throat]
- 2:48:20>> restart a rock to just advise us on, you
- 2:48:23know, to have the to advise the board on
- 2:48:26what to do for, you know, the budget
- 2:48:28moving forward. Um
- 2:48:31I guess like for me, like when I
- 2:48:35s- when I decided to um
- 2:48:40apply to be on the board, at the time, I
- 2:48:43actually didn't know that a stipend was
- 2:48:46even involved. Like, I really just
- 2:48:48wanted to do to do the work, right? Of
- 2:48:51of a board member.
- 2:48:52Um so, for me, personally, right? I the
- 2:48:56400 was kind of like, oh, that's like a
- 2:48:58a pleasant surprise. Um however, I do
- 2:49:02understand the desire to to increase the
- 2:49:06the board compensation um because I I
- 2:49:10also think that to be a good board
- 2:49:13member, to be a quality board member,
- 2:49:16you have to invest the time, right? It's
- 2:49:18not just coming to these monthly board
- 2:49:20meetings. It is
- 2:49:22it is a a commitment. It is It is time.
- 2:49:25It is time away from your family. It is
- 2:49:27time away from,
- 2:49:28you know, time away on the weekends, um
- 2:49:31which is also a reason why like I've
- 2:49:33decided that I can't, you know, move
- 2:49:36forward with with this position. Um
- 2:49:39but but I I do know that's something,
- 2:49:41you know, having a a nice
- 2:49:46um
- 2:49:47monthly stipend would potentially
- 2:49:49attract maybe more quality candidates in
- 2:49:52the future. So, I think for me it's I I
- 2:49:54see both sides of of the coin. Um I just
- 2:49:57don't think
- 2:49:59it's the right time to bring this
- 2:50:02forward.
- 2:50:03I also think that this should be an
- 2:50:05action item for the new board um to to
- 2:50:09decide on. So,
- 2:50:11that's my my opinion.
- 2:50:14Anyone else?
- 2:50:15>> Um well, that's too much information um
- 2:50:19uh but yeah, like
- 2:50:21kind of my opinion is um
- 2:50:23I'm shocked that it's been 40-something
- 2:50:25years that this has not been
- 2:50:27reevaluated. I'm very shocked about
- 2:50:28that. But I mean, I'm
- 2:50:30I mean,
- 2:50:32yeah, like the same thing. Like, when I
- 2:50:34ran
- 2:50:34when I ran, I mean, it wasn't about the
- 2:50:37price. It wasn't It was about, you know,
- 2:50:38observing the community and give give my
- 2:50:42my my my opinions on how, you know, my
- 2:50:44upbringing and stuff like that.
- 2:50:46But, um, I mean,
- 2:50:48it would be nice to look into if if it's
- 2:50:49a possibility. I mean, when is the right
- 2:50:50time? It's always never the right time.
- 2:50:52I mean, can we look into it? I mean, I'm
- 2:50:55to me, I'm open to seeing what the
- 2:50:56possibilities are. Can it be done? Can
- 2:50:58it not be done?
- 2:51:01>> Thank you.
- 2:51:01>> Okay.
- 2:51:03>> Um
- 2:51:05So, I believe that the work of a board
- 2:51:07member is significant. Um, we're
- 2:51:09carrying out our responsibilities.
- 2:51:11Attending meetings is only part of our
- 2:51:13commitment. We review agendas, packets,
- 2:51:16study budgets, policies, prepare
- 2:51:18questions, communicate with staff and
- 2:51:20families, visit schools, attend
- 2:51:22community events, and travel for
- 2:51:23district business.
- 2:51:25Based on my calendar, together, um, with
- 2:51:28an estimated preparation and
- 2:51:30follow-through, this month I've spent 32
- 2:51:32hours of board-related work, including
- 2:51:34local travel.
- 2:51:36And I believe everyone should be
- 2:51:38compensated compensated appropriately
- 2:51:40for their work,
- 2:51:41including public service.
- 2:51:43Compensation also helps board make board
- 2:51:46service accessible to people with
- 2:51:48different financial circumstances, which
- 2:51:50speaks to,
- 2:51:51um,
- 2:51:52Trustee Salazar's point. And I, as a
- 2:51:55goal in my life, is to enable more
- 2:51:58people to sit in these seats.
- 2:52:01More regular people, not just people who
- 2:52:03are retired or independently wealthy,
- 2:52:06or,
- 2:52:07um, have a financial ability to sit
- 2:52:10here.
- 2:52:12And so, I agree. I believe that we
- 2:52:15should be supporting, uh, increasing our
- 2:52:17monthly compensation.
- 2:52:20Um
- 2:52:22Uh, doing just the back of the hand math
- 2:52:24at the $400, uh,
- 2:52:26um
- 2:52:27rate that we get now,
- 2:52:29I got paid $12 an hour for the work that
- 2:52:32I did this month. That's below our
- 2:52:34actual level in our
- 2:52:37community for
- 2:52:40basic minimum wage.
- 2:52:42I take our district's financial
- 2:52:45circumstances very seriously, but I also
- 2:52:47believe that it's reasonable and a
- 2:52:49recognition of the time, preparation,
- 2:52:52and responsibility required to serve our
- 2:52:54students and community well.
- 2:52:57So,
- 2:52:58I would like
- 2:52:59the item to come back. We can
- 2:53:02look at the different financials. I do
- 2:53:04know I would be comfortable with an $800
- 2:53:07stipend, which is $24,000
- 2:53:10every year for our our board costs.
- 2:53:14I'm
- 2:53:17So, I would like the the action item to
- 2:53:19come back. I would not like to wait and
- 2:53:21to put that upon a new board. I think
- 2:53:23it's uncomfortable for the new board. I
- 2:53:26think it could be our responsibility and
- 2:53:29to
- 2:53:30give them a stipend that respects the
- 2:53:33work that they are about to embark upon
- 2:53:36after
- 2:53:37joining our board.
- 2:53:42>> Any discussion on attendance or what we
- 2:53:45have already on on our bylaw? Are we
- 2:53:50Do we want to clarify anything? Do we
- 2:53:52want to add anything?
- 2:53:54Do we want to table it and wait till
- 2:53:57>> I think we should bring that issue back
- 2:54:00with a little more legal clarification.
- 2:54:02I don't know if we cannot pay someone if
- 2:54:05they are gravely ill. There are specific
- 2:54:08laws that
- 2:54:09that um
- 2:54:11impact elected officials who are serving
- 2:54:14who cannot attend meetings due to
- 2:54:16illness or disability. So, I think if we
- 2:54:19we cannot eliminate that, I think it's
- 2:54:21actually against ADA.
- 2:54:24And so,
- 2:54:26I'm comfortable with what we have on the
- 2:54:28board bylaws right now because we still
- 2:54:30make that decision
- 2:54:32on a vote
- 2:54:34if we are going to accept the reason
- 2:54:37that the person was accepted to continue
- 2:54:39to pay them or not. Because that that's
- 2:54:43our office.
- 2:54:45But
- 2:54:46that's my guess on the law.
- 2:54:48>> You are
- 2:54:48you are correct. We cannot change the
- 2:54:51education code. That's that would be
- 2:54:53illegal.
- 2:54:54What did you just say? You cannot change
- 2:54:57the law.
- 2:54:57>> I think I'm just
- 2:54:59curious about the wording on there
- 2:55:02because I believe the wording kind of is
- 2:55:04very open and I think maybe
- 2:55:07clarity on the wording in regards to
- 2:55:10what it does it entail when you're
- 2:55:12missing and I maybe it is in there and
- 2:55:15I don't know.
- 2:55:17Maintain and I know that it does say
- 2:55:19about maintaining quorum. I know that.
- 2:55:21That was very
- 2:55:22big one.
- 2:55:24So, it's just again revising that.
- 2:55:27I know President
- 2:55:29mentioned an $800 stipend.
- 2:55:35Any other ideas on obviously we can go
- 2:55:39up to 1200.
- 2:55:41I had suggested a thousand.
- 2:55:44I'm not sure if we want to go 1200 if we
- 2:55:47want to stay at eight. I'd like more
- 2:55:50input. And that way we can see what our
- 2:55:54superintendent
- 2:55:56>> So, I think seeing the three different
- 2:55:58scenarios how they how they come out to
- 2:56:00be.
- 2:56:01>> Okay. So, what should the scenarios be?
- 2:56:031200, a thousand, and 800 or 600, 800
- 2:56:071200
- 2:56:10800 and 1200 and
- 2:56:13a thousand as you suggest. Okay, let's
- 2:56:15look at those three scenarios to I mean
- 2:56:18we could do the math right here.
- 2:56:20>> [laughter]
- 2:56:31>> So, are we taking money away from a
- 2:56:34program
- 2:56:35that is benefiting some kids?
- 2:56:37That's what I'm trying to get towards.
- 2:56:39If the funding is there
- 2:56:42in general fund, you have the extra
- 2:56:44money, fine. Let's start Let's take a
- 2:56:46look at it. But, if we now have to go
- 2:56:49cut something else
- 2:56:51to pay,
- 2:56:53then I'm a little bit concerned.
- 2:56:56Because
- 2:56:58the first thing is we should be paying
- 2:57:00for programs for kids.
- 2:57:03And
- 2:57:04I don't want to cut that just so we get
- 2:57:06a little bit extra in our pockets.
- 2:57:09>> I think when you
- 2:57:11um make it into that argument, um
- 2:57:16it's a little unfair because we're we're
- 2:57:18constantly having to adjust our budgets.
- 2:57:20We will always having to just as uh
- 2:57:22superintendent
- 2:57:24um has said, we're always going to be
- 2:57:27adjusting the budgets and having to move
- 2:57:29money from one place to the next. Of
- 2:57:31course, I don't want to cut any student
- 2:57:33programs, but there are efficiencies
- 2:57:35that we continue to make, and this year
- 2:57:37we actually did have a good year with
- 2:57:39the state with our increases and um with
- 2:57:43the governor's budget, we don't know
- 2:57:45what's going to happen next year, but um
- 2:57:48uh
- 2:57:49to speak to
- 2:57:51um
- 2:57:52uh Trustee Martinez, there is no good
- 2:57:54time. There's never a good time. It's
- 2:57:56always uncomfortable having to make this
- 2:57:58pay um request or increase for yourself
- 2:58:01and for your board. Um as I've sat
- 2:58:04through it many times at City Council
- 2:58:06and different agencies, um some of the
- 2:58:09boards I did see don't um they actually
- 2:58:12have put a um
- 2:58:14a stipulation that it increases every
- 2:58:17year. so they actually don't have to
- 2:58:19have this discussion.
- 2:58:21>> It's in there. It's in our board bylaws
- 2:58:23that it's supposed to increase by a 5%
- 2:58:2610% 20%. It's in our bylaw.
- 2:58:30And so
- 2:58:31>> That is correct. It is It is not to
- 2:58:34exceed
- 2:58:35uh 5% based on the present monthly rate.
- 2:58:39>> 5% 2020 and that has never
- 2:58:42come to fruition.
- 2:58:43>> And again
- 2:58:45uh
- 2:58:46trustee member Joe Joe Glickar, um one
- 2:58:50of the things that I can just say is
- 2:58:52that it is it is a trustee's decision if
- 2:58:55they want to receive the stipend. So if
- 2:58:58you want to you know not receive your
- 2:59:00stipend, that's up to you.
- 2:59:02Um
- 2:59:03I know that it's that's something that
- 2:59:05you want to save money,
- 2:59:07but I believe that I'm fighting well not
- 2:59:08fighting, but I'm speaking on behalf of
- 2:59:11of you know our work and that the work
- 2:59:13that we're going to do and continue to
- 2:59:15do.
- 2:59:15So.
- 2:59:17Um
- 2:59:18>> I I
- 2:59:19I just want to add in I just want to add
- 2:59:20one more thing. I think um
- 2:59:24because we've asked you know Coral to
- 2:59:27bring forward those three scenarios, I
- 2:59:30think just as we evaluate board
- 2:59:33compensation, we should we should
- 2:59:35evaluate full board compensation if
- 2:59:37that's the case just as we do
- 2:59:40during negotiations with our with our
- 2:59:42unions.
- 2:59:43So I would like to know what that
- 2:59:46benefit number is for the monthly
- 2:59:49stipend and potential health benefits.
- 2:59:57>> Okay.
- 2:59:58>> I think we
- 3:00:00have clear direction. We have three
- 3:00:02scenarios to do the full compensation
- 3:00:05for action for our next board meeting.
- 3:00:08>> Um so for clarification on the action
- 3:00:11item
- 3:00:13So, typically there's a recommendation.
- 3:00:15>> Mhm.
- 3:00:16>> So, the recommendation
- 3:00:18would be three different dollar amounts
- 3:00:21to choose from or
- 3:00:23>> Uh
- 3:00:24>> What
- 3:00:24what's the the What what's the action
- 3:00:26that we're bringing back?
- 3:00:28So, the action going to be to amend
- 3:00:30>> Sure.
- 3:00:30>> to amend the bylaw 9250
- 3:00:34Uh each member of the governing board it
- 3:00:35is recommended that each member of the
- 3:00:37governing board in accordance to the new
- 3:00:41legislation Assembly Bill 1350 will now
- 3:00:44be receiving a monthly can receive a
- 3:00:47monthly compensation of
- 3:00:51>> This, this, or this?
- 3:00:52>> This, this, or that?
- 3:00:53>> Yeah.
- 3:00:54>> [laughter]
- 3:00:54>> And then there'll be a motion?
- 3:00:56>> Yes, there will be a motion.
- 3:00:57>> Okay.
- 3:00:58>> Sorry. We'll have to come to that
- 3:00:59agreement after reviewing the full
- 3:01:03full document.
- 3:01:05>> All right, then.
- 3:01:06>> Thank you.
- 3:01:08>> Thank you.
- 3:01:08>> Mhm.
- 3:01:11Okay, we will now move to 9.1
- 3:01:14correspondence and board discussion.
- 3:01:18Um I will just say from the Santa Clara
- 3:01:21County School Boards Association, um
- 3:01:26the Superintendent Tijada and I attended
- 3:01:28last night, um and it was their annual
- 3:01:31opportunity for us to learn about what's
- 3:01:35going on at the our school board
- 3:01:36association, and we heard from um the
- 3:01:39executive director of the Silicon Valley
- 3:01:41Leadership Group, um who has been
- 3:01:45studying what the AI um infrastructure
- 3:01:49has been doing to our economy and what
- 3:01:51positions may not no longer be in our
- 3:01:54economy, and so to align that with some
- 3:01:56of our school districts more
- 3:01:58uh
- 3:01:59pertinent for high school districts as
- 3:02:01they talk about their career paths, but
- 3:02:03also for us as well to to to look at.
- 3:02:06And then there was a robust discussion
- 3:02:08um from our Milpitas Debate High School
- 3:02:11team about if AI was doing more harm
- 3:02:13than um
- 3:02:16than uh positive to the um education
- 3:02:20system. It was a very uh interesting
- 3:02:22debate that we will continue to have.
- 3:02:24There will be a uh forum in January that
- 3:02:28anybody can attend that the school board
- 3:02:30association will be putting on on AI. Um
- 3:02:33and I'll be sending out that
- 3:02:34information. And the last thing I want
- 3:02:37to talk about on January 28th, I have um
- 3:02:40we are starting to secure our speakers.
- 3:02:42Our school district will be hosting
- 3:02:43right here a uh mental health and public
- 3:02:46safety forum in uh connection with our
- 3:02:50um district attorney's office, our Santa
- 3:02:53Clara County Office of Education, East
- 3:02:55Side Union High School uh district to
- 3:02:58talk about um how the community and the
- 3:03:01school district can work together to
- 3:03:02address mental health issues and to
- 3:03:04prevent gun violence in our community.
- 3:03:07So, I invite everybody to attend. It
- 3:03:09will be in the evening. We're going to
- 3:03:10be doing a resource fair and right now
- 3:03:12I'm inviting a bunch of mental health
- 3:03:14providers. If anybody would like to work
- 3:03:17with me on that, uh please uh
- 3:03:20um message me. Thank you.
- 3:03:23Any other final board discussion?
- 3:03:29>> I would like to share recent activities
- 3:03:31that have highlighted student talent,
- 3:03:34cultural pride, and community
- 3:03:35engagement.
- 3:03:37To prepare for the 25th Hispanic Student
- 3:03:39Recognition Awards, we held daily
- 3:03:41folkloric practices for our 7th and 8th
- 3:03:44grader students, including two morning
- 3:03:47rehearsals during fall break. They were
- 3:03:49willing to come back. They love dance
- 3:03:51and uh they really
- 3:03:54uh were excited. The students uh
- 3:03:56demonstrated tremendous dedication and
- 3:03:58commitment as they prepared for this
- 3:04:00special event. We also launched a staff
- 3:04:03folklorico class at Christopher School.
- 3:04:07The class meets every Tuesday, so this
- 3:04:09is for any staff that would like to
- 3:04:12learn folklorico. We were We meet on
- 3:04:15Tuesdays at 4:00.
- 3:04:17Open men and women. So, if you'd like to
- 3:04:19come, there's a lot There's six staff
- 3:04:21people right now, and um if you'd like
- 3:04:24to join, uh they're learning the
- 3:04:26opportunity it will strengthen a deeper
- 3:04:28appreciation for the cultural
- 3:04:30traditions.
- 3:04:31At the Hispanic Student Recognition
- 3:04:33Award, 15 dancers from Sterling Waters,
- 3:04:35Grupo Coyote, that Christopher proudly
- 3:04:38presented Los Machetes and Los
- 3:04:40Pajaritos,
- 3:04:42and participated in a cultural fashion
- 3:04:44show.
- 3:04:45They featured traditional attire from
- 3:04:47various regions of Mexico.
- 3:04:49The performance was energetic, polished,
- 3:04:51and well-received, reflecting the hard
- 3:04:53work and dedication they invested
- 3:04:55throughout their preparation. I would
- 3:04:57like to extend a sincere thanks to
- 3:04:59Principal Mam Nag, uh Hania, and all the
- 3:05:03parents and family members who supported
- 3:05:05our students by bringing them to the
- 3:05:07event early
- 3:05:09and staying late till the end. We had a
- 3:05:12little stretch of our time, and so they
- 3:05:15were there till 1:00,
- 3:05:16and um just all the different people and
- 3:05:19the components that make this happen.
- 3:05:21The support making the experience
- 3:05:23successful for our students. I wanted
- 3:05:26just to share the impact uh these
- 3:05:27students These activities provide
- 3:05:30students with meaningful opportunities
- 3:05:32to build confidence, develop teamwork,
- 3:05:34leadership skills, and celebrate
- 3:05:37cultural heritage, especially during our
- 3:05:39Hispanic month, right? So, through
- 3:05:42performance and community engagement,
- 3:05:43our students serve as positive
- 3:05:46ambassadors for the Oak Grove School
- 3:05:48District. And now they've been invited
- 3:05:50to Del Roble, uh the other Los Muertos,
- 3:05:53so Christopher will be joining there.
- 3:05:55And um they strengthen connection among
- 3:05:58students, families, staff, and a broader
- 3:06:00community.
- 3:06:01And
- 3:06:04lastly,
- 3:06:05uh,
- 3:06:06I'd like to add something for the
- 3:06:07November um, agenda. As a two-two year
- 3:06:11committee member of the D E I B, I would
- 3:06:14like to respectfully request the board
- 3:06:16add to November's board meeting a board
- 3:06:18discussion regarding resolution 1403-522
- 3:06:24and the consideration of whether
- 3:06:25amendments or any additional resolutions
- 3:06:28may be appropriate.
- 3:06:30Uh,
- 3:06:31so, I'll just leave it at that and then
- 3:06:34we can discuss what uh,
- 3:06:36what that can look like.
- 3:06:38Okay.
- 3:06:39So,
- 3:06:41I'm just going to um, do a quick uh,
- 3:06:44announcement here um,
- 3:06:46cuz my kid goes to Herman
- 3:06:48and Herman's part of our district. Um,
- 3:06:51one of the things that Herman is
- 3:06:53advocating for and hopefully we get some
- 3:06:56attendance out of this is uh, on
- 3:06:58Saturday, October 24th uh, between the
- 3:07:00hours of 10:00 to 1:00,
- 3:07:02uh, Herman is going to have 30 vendors
- 3:07:05um, with handmade goods
- 3:07:08uh, on site and um,
- 3:07:10they're also going to have like drinks,
- 3:07:12treats,
- 3:07:13uh, much more things uh, for for them.
- 3:07:16Uh,
- 3:07:17kind of neighborhood creator, small
- 3:07:19businesses. Um,
- 3:07:22the parent faculty
- 3:07:25got the 33 vendors to come in and they
- 3:07:29they're charging a little bit for it and
- 3:07:31then that is going back into the parent
- 3:07:35parent uh, faculty club. So, uh, they're
- 3:07:37getting some benefits out of that, too.
- 3:07:39So, I'm just going to put that out there
- 3:07:41as a little marketing thing for them.
- 3:07:44Uh, hopefully all of you can attend and
- 3:07:47um, one of the things that was mentioned
- 3:07:48is it's great time to go get some
- 3:07:50Christmas items.
- 3:07:55>> I am I did want to add
- 3:07:57two meetings because we've talked about
- 3:07:59the resolution on data centers that I
- 3:08:01attended and our CBO
- 3:08:04Carol Bradford attended as well on our
- 3:08:07data centers in relating to this
- 3:08:09district.
- 3:08:11We had a
- 3:08:12uh
- 3:08:13interesting presentation from the city
- 3:08:16about what they proposed to do their
- 3:08:19package
- 3:08:21of benefits that they want to put
- 3:08:23together
- 3:08:24for the data centers.
- 3:08:26We had a one that was ran by the
- 3:08:28neighborhood leadership group and
- 3:08:30tonight unfortunately the city is right
- 3:08:32now releasing has just released their
- 3:08:35final
- 3:08:37um actions that they want to tag on to
- 3:08:41data center development. I think there's
- 3:08:43still a significant amount of questions
- 3:08:45that we have that have not been answered
- 3:08:47in the city's response and so um we will
- 3:08:51attempt to try to stay engaged with that
- 3:08:54process as well. I'm and
- 3:08:58lastly
- 3:09:00one of the things I wanted to to
- 3:09:03let you guys know is I was actually
- 3:09:05awarded mental health hero by Assembly
- 3:09:07member Pellerin but I'll say that not to
- 3:09:10talk about myself but the reason that I
- 3:09:12was awarded is because the work that the
- 3:09:13school district does and how important
- 3:09:15it is and how we value
- 3:09:17addressing mental health among our our
- 3:09:20youth and so I was honored to receive
- 3:09:22that award but it really was on behalf
- 3:09:24of the school district. So thank you.
- 3:09:26>> Congratulations.
- 3:09:33>> And with that may I have a motion and a
- 3:09:36second to adjourn the meeting.
- 3:09:39>> Motion to adjourn.
- 3:09:41>> Second.
- 3:09:42>> All in favor?
- 3:09:43>> I.
- 3:09:44>> I.
- 3:09:45>> The regular board meeting of October
- 3:09:4615th, 2026 is adjourned at 8:07
- 3:09:51p.m. Good night.
- 3:09:53>> All right.
- 3:09:54>> Thank you.
