- 0:00when it comes to election interference
- 0:02there are lots of different ways
- 0:04that threat actors behave but there are
- 0:06a few things in particular
- 0:08that all of us can watch out for and
- 0:10there are a few questions
- 0:11that all of us can ask something that we
- 0:15see for example
- 0:16at every election and this is not just
- 0:19in the united states but many places in
- 0:21the world
- 0:22is that you'll often see individuals or
- 0:25groups
- 0:26spreading claims of some kind of
- 0:29election interference
- 0:30be it ballot box stuffing or busting
- 0:32people into vote
- 0:34at multiple polling stations and the
- 0:37evidence they'll put forward will be
- 0:38videos or photos
- 0:40but if you investigate you'll find that
- 0:41the videos or photos
- 0:43were actually taken years ago quite
- 0:45often in a different country
- 0:47and this kind of recycled claim is a
- 0:50very simple way in a very cheap way
- 0:52for different kinds of disinformation
- 0:55actor to try and discredit
- 0:57the results so it's important if you see
- 1:00a video or a photo online which
- 1:03allegedly shows election violations
- 1:06happening right now in your country
- 1:09the first question to ask is how do we
- 1:11know that this is actually happening
- 1:12here and now how do we know that this
- 1:14isn't recycled content
- 1:15from somewhere else there are various
- 1:18tools online that
- 1:19that you can use to search for images
- 1:21and to search for videos
- 1:23for example if you're browsing in google
- 1:24chrome if you right click
- 1:26on a photo it'll give you the option to
- 1:28search google for that image
- 1:29and we've seen many times where people
- 1:31have shared still photos of
- 1:34what they say is election interference
- 1:36in country a whereas in fact it happened
- 1:38in country b
- 1:38two or three years before so if you see
- 1:41that kind of claim of live
- 1:43irregularities one of the questions to
- 1:45ask is
- 1:46how do we know this is actually here and
- 1:48now how do we know that this is not
- 1:50repurposed imagery something else that
- 1:53can have an impact on elections as we
- 1:57saw in 2016
- 1:58and as again we saw in the uk election
- 2:01in 2019
- 2:02is hacking and leaking documents pushing
- 2:05out documents which appear to
- 2:07discredit one side or undermine one side
- 2:10and benefit the other this is a very
- 2:14difficult problem to deal with
- 2:17because if the leaks are genuine if the
- 2:19documents are genuine
- 2:20there may well be a public interest in
- 2:23publishing them
- 2:24and they may genuinely expose something
- 2:27which
- 2:28it's in the public interest to know but
- 2:30the important thing or one of the
- 2:32important things is to ask for the
- 2:33context
- 2:35if documents leak one of the questions
- 2:37need to be
- 2:39where did these come from how are they
- 2:41being used how do they get out in the
- 2:42first place
- 2:43there are different ways that leaks
- 2:44happen it could be somebody internal it
- 2:46could be a disgruntled employee
- 2:48but it could also be a foreign
- 2:50interference operation
- 2:52and if it's a foreign interference
- 2:53operation then
- 2:55that needs to be discussed and that
- 2:56needs to be proven again
- 2:58the burden of proof is high so it's not
- 3:01an easy one to prove
- 3:02but if there's a case of leaks during an
- 3:05election campaign
- 3:07one of the questions needs to be are
- 3:09these genuine a second question needs to
- 3:11be
- 3:12are they actually newsworthy and the
- 3:14third question needs to be
- 3:16how will the documents obtained in the
- 3:18first place
- 3:19that won't stop the league happening but
- 3:21it'll give it important context
- 3:24and then something that comes up from
- 3:26time to time
- 3:28is that we we see false claims of
- 3:31interference
- 3:33you'll see a losing candidate who says
- 3:36that they were robbed because there was
- 3:38interference or you'll see you'll see a
- 3:40foreign influence campaign
- 3:42trying to claim that they've already
- 3:43influenced the vote where there's no
- 3:45evidence
- 3:46that any of that actually happened and
- 3:48in situations like that
- 3:50the most important question to ask is
- 3:52where's the proof
- 3:54where's the actual evidence if somebody
- 3:56says
- 3:57that let's say there was a massive
- 3:59russian operation which
- 4:01interfered online using fake accounts
- 4:04then the questions need to be well which
- 4:05accounts name them what following did
- 4:07they have
- 4:08how do you know that they were actually
- 4:09russian as opposed to
- 4:11coming from a different country asking
- 4:14for the evidence
- 4:15is always really important because in
- 4:18in this job in my job evidence is
- 4:21everything
- 4:21you have to be able to show why you are
- 4:24saying
- 4:24that this is a case of interference
- 4:26rather than a case of a genuine
- 4:28internet user expressing their genuine
- 4:30opinion
- 4:31so around election time particularly
- 4:34it's really
- 4:35important to ask where are these claims
- 4:37coming from
- 4:39if there are leaks how are they obtained
- 4:41and if there are claims
- 4:43of interference where's the evidence and
- 4:46by putting those three questions
- 4:48we can at least get the context and get
- 4:51the proof
- 4:52to judge calmly what's actually going on
