0:32is a briefing which has been organized
0:34with regard to implementation of jaldi
0:37admission in jnk
0:43there have been a lot of
0:45news with regard to jaldian Mission in
0:48the papers for some time being now
0:50and in particular
0:52it has been mentioned that
0:54an amount of 13 000 crore rupees
0:56involved
0:58while I'll go into details
1:01of the implementation of JDM in jnk I
1:04would like to write in the beginning
1:06point out
1:08that while 13 000 crore
1:11is being alleged
1:13the actual expenditure which has taken
1:15place
1:16under the mission is three thousand
1:17crores 31 3088 3100 crores approximately
1:21to be precise
1:24and
1:26out of this about 2500 crore has been
1:29spent in the last one year
1:30since August 2022
1:35so it is for you to judge yourself
1:38what would be the level of Truth in such
1:41kind of allegations
1:42more importantly
1:45since 2019
1:47there has been a sea change in the
1:50manner in which the execution of Works
1:51has been taking place
1:53in jnk
1:55there is absolutely strict adherence to
1:58the GFR promises
2:00and the GFR Provisions required that
2:03there has to be absolutely transparent
2:04process of bidding and allotments
2:08and this is being followed
2:10by the jalshakti department
2:13most of you would be aware
2:15that before these directions
2:18departmental execution was the norm
2:21in the phe department
2:24but since 2019
2:26and particularly coming to the Jelly
2:28admission
2:30I would like to State specifically that
2:33not even a single allotment of works
2:37or procurement of any of the pipe
2:39material
2:40has been done without rendering
2:43more importantly it is not tendering by
2:46simply publishing it in the newspapers
2:49but eat and drink
2:52and this eternity has been done through
2:54the public portal
2:58the enits are always uploaded on the Nic
3:01portal
3:03and every allotment has been made by
3:06after following the due process of
3:08Eternity
3:09it is February 19 when the eat rendering

3:38arranged district-wise within the
3:41district the division
3:42for example some districts do have more
3:44than one division
3:46and within the division as per the water
3:48supply scheme because in some cases a
3:50water supply scheme feeds more than one
3:52Village
3:54all these allotments are there on the
3:56website for everybody to see
3:59I would like to inform you before going
4:01into details of the progress of JJM
4:04that during the
4:06the week which was organized and also
4:10participated by the jalshakti department
4:11from 4th to 10th
4:14we specifically publish advertisements
4:17inviting
4:19people to tell us
4:21any kind of complaints led to any kind
4:24of malfeasance
4:26or any other malified which is there any
4:28allotments which might have been done
4:31and I'm happy to inform you that not
4:33even a single complaint has come
4:35where anybody has a list that any
4:37allotment has been done
4:39in a manner which is not transparent yes
4:41there are complaints with regard to
4:42slower execution there could be
4:45complaints with regard to not what are
4:47not being provided and all these things
4:49let me tell you are going to get
4:51addressed in due course of time as and
4:53when the schemes get complete
4:55all these areas will get sufficient
4:57water
5:00now I'd like to come to
5:01specifically with regard to gel Mission
5:03some of the points and then of course
5:06I would invite you invite any questions
5:09from anybody
5:11the first point is that Deluge mission
5:13in jnk also NVC is the same
5:1755 liters per day lpcd water
5:21at the water quality standards of bis
5:242500 the important part is not merely
5:27making the water available
5:28that quantity but also the quality of
5:30water
5:31so this is where the challenge lies and
5:34we are covering the entire population of
5:3618.67 lakh rural households
5:39at the time at the time of the start of
5:41the mission
5:42we were covering only 31 percent of the
5:45population
5:46and since 8 2019 when the mission
5:49started

7:03the number of Works allotted is 97
7:05percent critical components and when we
7:07say critical it means either some
7:09expertise needed or some some other
7:11reason is there why it is critical to
7:13the functioning of the water supply
7:15scheme
7:17now at this moment it is 97 percent
7:20in June 2022
7:23the period at which certain allegations
7:26have been made at that point of time
7:28this number
7:30was only 14 percent
7:32today it is 97 percent
7:34I would also like to tell you that while
7:36the number of works that is started was
7:37six percent today it is 73 percent
7:41and
7:42this is not these are not the figures
7:44which have been given or simply been
7:46belted out by on the basis of some
7:49calculation some anywhere each and every
7:51one of these figures
7:53are in the public domains by way of
7:56actual execution being done
7:59actual execution
8:01the execution of works on ground both
8:03physical and financial being reported on
8:06the public portals of the ministry of
8:08jalshakti
8:10in the imis portal
8:12and we had made the arrangements for if
8:15possible to show you how imis portal
8:17accessed
8:19on the imis portal the reporting is done
8:22by actually uploading each and every
8:25household that gets connected and that
8:27household needs to be aadha linked
8:30authentication takes place that is the
8:33only proof which is accepted by the
8:34ministry that that household might have
8:36been connected part one number two even
8:39after we report
8:40it is the village community
8:43the Pani samiti they all meet and take a
8:47decision whether they would like to
8:48agree to the Department's request that
8:51the particular Village may be certified
8:53as her girl certification
8:56so therefore this is not a process where
8:58the government is on its own reporting
9:00anything it's a process with where
9:02communities involved and it is only when
9:04the community
9:05completely agrees
9:07and it states that yes indeed
9:10this requirement has been met only after
9:12that this scheme is considered complete
9:14so all those figures that I'll share
9:15with you regarding allotments and
9:18completion all these are in the public
9:19domain similarly whatever funds are
9:22allotted
9:23by the UT
9:25as part of the 10 percent share which is
9:28to be provided in this scheme is
9:30essentially sponsored scheme
9:32and whatever funds are to be allotted by
9:34the UT released to us is spent is there
9:38on the Jan bhagithari portal I'll repeat
9:43the expenditure figures are clearly
9:45there
9:46So Physical figures in terms of the
9:48households connected are very
9:50specifically mentioned household wise
9:52name of the household the person is
9:54there on the IMs portal while
9:57any kind of expenditure either send
10:00comment share or the UT share is also
10:03reported in public domain in addition
10:05the water quality monitoring is done by
10:08the women
10:10mostly women who have been trained
10:12in all the villages
10:14to check the water quality through fdks
10:17the kids
10:18and uploading of the results is not done
10:21by the department it is again done by
10:24them directly on the portal this is
10:26again something which is in the public
10:27domain
10:28therefore the possibility of any kind of
10:31data inaccuracies is not there
10:34the infrastructure which is there being
10:36built is going to meet the requirements
10:38of next 30 Years
10:39it's not that's going to be another five
10:42years to 10 years we're talking of 30
10:43years of requirement and because there
10:45is a huge requirement which is there
10:47this is a huge amount of work is
10:49involved
10:50therefore there is also a requirement of
10:52substantial purchases of pipe material
10:56initially it was thought that the
11:00composite tenders would be the method by
11:02which you would like to execute
11:04and composite tender requires that a
11:06particular scheme
11:09in its entirety
11:11is advertised and allotted to the person
11:13who comes the lowest
11:16but we it was noticed
11:18that
11:19the bidding was very the response was
11:22very poor and we understand that it is
11:25because of the relatively lower
11:27capacities of the contractors in jnk
11:30it is after due concentration over a
11:32period of one one and a half years that
11:34the method of implementation
11:37as per the guidelines of the JDM was
11:39changed to wherever requirement was
11:42there two component wise tendering
11:46and that has led to the progress that I
11:49have just now stated from 14 to 97
11:52percent in respect of critical
11:53components in a period of one year
11:57however with regard to pipes which
11:59constitute a substantial percentage of
12:02the works the capacities of the context
12:04is being limited a decision was taken
12:06that these will be procured centrally
12:08and this Central procurement has been
12:10done is strictly in accordance with the
12:12GFR and the delegation of powers which
12:15is there
12:16this press load that I am going to
12:17circulate will state it very clearly
12:20that there is an so15 brought out in
12:22January 2020 I'll repeat January 2020
12:27which delegates the administrative and
12:29financial powers to various authorities
12:31in the UT
12:33and that says that a chief engineer that
12:37is the major head of department is
12:39authorized to procure any Quantum of
12:41stores
12:43however looking at the huge quantity
12:45which is going to be procured a
12:47conscious decision was taken that
12:48additional checks were necessary
12:50and a UT level purchase committee was
12:52constituted
12:53this UT level purchase committee is
12:55headed by the cinemas engineer in the UT
12:58that is development commission works
13:01it is under him that the UT level
13:03purchase committee meets
13:05it is that committee which has decided
13:07the standard bidding document
13:09it is that committee which approves the
13:11rates of rates of any kind of tenders
13:13which are to be allotted not just for
13:15the pipe material but also for Tenders
13:17in respect of works
13:19and it is this committee
13:21this committee's recommendations which
13:23are then acted upon by the chief
13:24engineer who is a major actually I would
13:26like to clarify something important here
13:29JJM is a scheme it is not a work
13:33so when you look at the works then yes
13:36there is a contact committee which is
13:37going to be there that contract
13:39committee will be for an individual work
13:42but the moment you look at a scheme the
13:44scheme will have a number of Works under
13:46it like I mentioned there are 3300
13:48schemes here or 6600 components
13:54so while
13:55administrative approval has been granted
13:57for the entire scheme none of the
13:59schemes
14:01go to a level where the contract
14:03committee headed by the administrative
14:05secretary would come into picture
14:07I want to reassure everybody and inform
14:09everybody that every work which is being
14:12executed under JDM there is
14:14Administrative approval which has been
14:15accorded
14:17the technical sanction has been accorded
14:19by the competent authorities
14:21and only after the A and TS has been
14:24recorded the tender document can be
14:27uploaded for the NIT
14:29let me clarify that the directions of
14:31the finance department since 2020 that
14:35without a and TS being clearly mentioned
14:38there's no question of the tender being
14:40called
14:41therefore the ATS is accorded every this
14:45aspect is done in advance now there's
14:47another check which comes
14:50the allotment once made
14:52any will to be paid
14:54it is necessary that for the payment you
14:57are all aware that these payments are
14:59not being done through the treasuries by
15:01everybody going there and trying to get
15:02some money out of the trustees no it is

15:30mentioned three thousand three thousand
15:32three zero eight eight three thousand
15:34eighty eight crores which have been made
15:35every bit of payment which has been made
15:37has been done only after a and TS has
15:39been uploaded there so there is no
15:42question of any tendering been done
15:43without ATS there's no question of any
15:45payment being made without ants
15:49I would like to also inform you that it
15:53is the due diligence of the you must
15:55have seen the documents which have been
15:57there in circulated
15:59those documents indicate that on 28th of
16:01July
16:032022 it was stated that about 11 600
16:07crores was a total project cost which
16:09was revised to about 14 300 crores but
16:12let me tell you this thing
16:13that is the engineers of the jalshakti
16:15department right down from the je level
16:17up to the chief engineer and
16:19subsequently the various checks and
16:22balances mechanisms which have been put
16:23in place that today the project cost is
16:2613 000 crores only
16:28almost about 520 crores were saved by
16:31due diligence by carefully looking at
16:33the schemes
16:34similarly I want to inform you
16:36that with regard to SGP pipes
16:39there has been allegations that there is
16:42some kind of
16:43money which has been
16:45there in SGP pipes of some 20 curves
16:48whatever let me tell you some things SGP
16:51pipes is something which is being used
16:53all across the country at various places
16:57in particular I would like to draw your
17:00attention to the advisories which have
17:02been issued to the entire country and
17:04I'll read out
17:06SGP pipe should be preferably used or GI
17:09pipes
17:10the UT has to be consistently has been
17:13consistently opposing the use of sdp
17:15pipes even in plain areas for which
17:18sound technical reasoning is not
17:19provided these are observations which
17:22have been circulated across it is
17:24imperative to use such cost effective
17:26pipes that is currently used across many
17:28states in the country so I'll clarify
17:32that SGP pipe
17:34is the is in use in various parts of the
17:38country
17:39and when the question comes off weather
17:42related issues of the UT we are
17:45extremely careful about what we use
17:47when it comes to cold areas it is di
17:49pipes which is being used when it comes
17:51to areas which are very Rocky and
17:53therefore it is very difficult to lay
17:54the pipes and it's not cold the water
17:57freezing of water is unlikely we use SGP
17:59pipes these are technical decisions
18:01being taken by technical people
18:03and this is the reason the sdp pipes
18:06have been used and I'm happy to inform
18:07you that it is usage of this kind of
18:10pipes which has led to a saving of 430
18:13crores
18:14in the overall execution of the scheme
18:16in gnk
18:18the SGP pipes
18:21a very important part with regard to
18:23monitoring that I need to mention is
18:26that while there is technical monitoring
18:28while there is also monitoring by
18:29District project monitoring units DPM
18:32use which have been set up from December
18:34onwards December 22 not before that we
18:37interviewed people we posted posted them
18:40there and most importantly the JDM
18:43structure is so robust it does not allow
18:46any kind of physical or financial
18:48progress to be recorded unless and until
18:50or a payment to be made unless third
18:52party inspection takes place the third
18:54party inspection is taking place both in
18:56Jammu and Kashmir provinces
18:58therefore and in addition to that
19:00because the villagers the Pani samitis
19:03knows that they own it it is their
19:06ownership they have been involved so
19:08intensively that every bit of
19:11work which is being executed the Pani
19:13samitis are fully aware about it and
19:15they are monitoring it a number of
19:16virtual meetings are taken on a regular
19:18basis in addition to everything else I
19:21am saying where the JS and AWS go on the
19:22ground and accidents also with it the
19:25virtual meetings are taken on a regular
19:26basis where interactions with the Pani
19:28samitis take place therefore monitoring
19:30is being done in a very robust fashion
19:34I have already talked about the expanded
19:36figures
19:38in this current year we have spent 1447
19:40crores and we have been able to lift two
19:43tranches already from government of
19:45India I would like to just mention one
19:47point before the JJM came into being and
19:50there are Financial details that I have
19:52the order of expenditure was 200 500
19:54crore so that's all
19:56this time we have an ambitious
19:59objective we are talking of
20:01about 10 000 crore rupees worth of
20:03execution in the current year and I'm
20:06happy to inform you that almost 1700
20:09contractors are working with us
20:12and
20:14the pipes are being procured for 20 from
20:1624 original equipment manufacturers
20:20this figure
20:22I'll again repeat the figures 6600 a lot
20:25contracts about 1700 contractors and
20:30procurements of all pipes Etc through
20:31the oems only yes there have been Heat
20:34enterings indeed
20:36and only when the gfrso requires it
20:40in fact there is not even a single
20:41instance where any campaign was received
20:43with regard to allotments
20:46uh
20:54if you look at the letter of 20th of
20:56July 2022
20:58it makes a mention that the composite

21:06done which is the basis for a lot of
21:08allegations were flying thick and heavy
21:11the composite rendering that letter
21:14itself says has not
21:16given us any success in allotting works
21:19and in fact component wise tendering has
21:22led to
21:23their Works getting better response it
21:26is that very later again which talks
21:29about other difficulties I am happy to
21:31inform you that most of these
21:33difficulties have been taken care of if
21:34it's a matter of color management we
21:38have at that point of time in July 2022
21:40one single engineer which is being often
21:43talked about
21:44that single chief engineer was holding
21:47three charges
21:49the officer was promoted in 2020
21:53and
21:55it's not in 2022 in 2020 it was promoted
21:58he was posted as Chief engineering that
22:01gentleman was given the charge of
22:03another chief engineer rtic and the phe
22:06charge let me clarify
22:08was given by the very same gentleman
22:12who was at that time holding Department
22:16to that 20 percent
22:18so the Third charge
22:19the three departments phe Jammu
22:22irrigation Jammu and rtic Jammu were
22:25given to that but and this
22:26recommendation has been given by the
22:28very same person who is writing that
22:29entire detailed 20 the the ones which
22:32are the things which are coming out in
22:33the papers also a lot of talk is being
22:35made that one action was taken against
22:37one particular chief engineer who was
22:39placed under suspension while another
22:41one was spared let me clarify these
22:43recommendations also took place in July
22:452022 when the person who is writing all
22:48these things was heading the department
22:49nobody stopped him from doing whatever
22:51he wanted in fact again the
22:54recommendations for suspension and
22:55giving the charge to somebody is
22:57originated has been given by him precise
22:59to be precise on 27th of July 2022
23:04therefore it is very easy to later turn
23:06back and say various things but this is
23:08the factual position as it is today I
23:11would also like to inform that a large
23:13number of rdas Etc have been settled
23:15precisely to bring in more discipline
23:17and a sense of responsibility amongst
23:19all the engineers
23:21uh lastly there is a talk about schemes
23:24other than JJM nrwdp nrdwp nabard and
23:29jkidfc JK idfc is the languishing
23:31schemes yes estimation made at that time
23:34was that a large number of schemes were
23:36required to be shifted in July but again
23:39I would like to inform you that this
23:41estimation has drastically come down
23:42because we have ensured that the payment
23:45processes are Swift
23:47the contractors do not need to go from
23:49one place to another
23:50it is the responsibility of the
23:52department to make those payments once
23:54somebody executes it is his right to ask
23:56for the payments and it is our duty to
23:58ensure that the payments take place in
23:59time and that is the reason why the
24:02there has been an expenditure of 210
24:04crores under these schemes you have
24:06mentioned as something which you are not
24:07going to yield any results
24:09also the likely amount which is to shift
24:11from uh languishing schemes to uh to JDM
24:15is much less
24:17there are there is no advisory from the
24:20ACB with regard to any kind of allotment
24:23related issue all advisories are and
24:26this talk about poor quality of works
24:27also the recommendations which have come
24:30from the acbr that the works may be
24:32properly monitored
24:33not even a single specific
24:35recommendations from the ACB
