- 0:00well five countries have now joined an
- 0:02unprecedented joint international
- 0:03committee to demand Facebook CEO Mark
- 0:05Zuckerberg testify on data misuse
- 0:08members of the UK and Canadian
- 0:10Parliament's were joined by Argentina
- 0:12Australia and Ireland and demanding more
- 0:14information from Facebook they want the
- 0:17tech giant to address disinformation and
- 0:19election online election influenced
- 0:21campaigns joining me now on set CBS News
- 0:24investigative reporter of Graham Cates
- 0:26and seen that senior producer Dan
- 0:28Patterson thank you both for joining us
- 0:30so grandma want to get to this last week
- 0:32Canadian and British officials invited
- 0:35Zuckerberg to come and join them to
- 0:37testify on a hearing on November 20 27th
- 0:41why did he decide not to go in a letter
- 0:44Facebook said basically we can't send
- 0:47this guy to every part of it that
- 0:49invites him to come he's already spoken
- 0:51to Congress he appeared before the EU
- 0:53Parliament and and he's the company
- 0:57itself is cooperating with you through
- 0:58written testimonies and for lower level
- 1:00executives going to your committees so
- 1:03what's been the response not going so
- 1:05what they did was they got other
- 1:07countries on the board they said okay
- 1:08well you can't go to every country that
- 1:10asks asks you to come visit so how about
- 1:12five of us with 170 million of your
- 1:14users combined saying instead of coming
- 1:17to us individually we'll all meet
- 1:19together and you can then meet with us
- 1:20all at once do you think Dan that this
- 1:23pressure from other countries is gonna
- 1:24affect Zuckerberg or change has taken
- 1:27all this anyway well it certainly will
- 1:29impact Facebook whether we hear about it
- 1:32or know about it or not this is a
- 1:33multinational coalition that has asked a
- 1:37very serious question and would like
- 1:39answers for their citizens we may not
- 1:42hear about it or or know anything other
- 1:45than a spokespersons statement but it is
- 1:48almost impossible to conceive that
- 1:50internally at Facebook they see
- 1:51something as serious as this is anything
- 1:54other than a matter that they have to
- 1:57address so Graham these five countries
- 1:58have banded together they say they're
- 2:00very unhappy with this disinformation
- 2:01campaign they want something done what
- 2:04are their real big issues for it can you
- 2:05walk us through these countries and what
- 2:07they're worried about sure what's really
- 2:08interesting is that they all kind of
- 2:09have their own individual
- 2:12problems that they're trying to sort
- 2:13through a Facebook the two that are kind
- 2:15of the most intimately connected or
- 2:16Britain and Canada and Britain is
- 2:18looking at the use of scraped data from
- 2:20Facebook to influence the brexit and
- 2:23actually also American elections in 2016
- 2:26and Canada is looking at one of its
- 2:29company's roles in that it's called a
- 2:31great aggregate IQ and it worked with
- 2:34kind of an infamous company now called
- 2:35Cambridge analytic ah that was based in
- 2:37London in New York
- 2:38but Argentina Ireland did Australia have
- 2:41really totally different things that
- 2:44they were looking at Argentina started
- 2:46looking at Facebook after reports of
- 2:48cyberattacks and trolling of journalists
- 2:50which which i think is pretty cool I
- 2:52really started looking at Facebook more
- 2:55closely after a local TV investigation
- 2:57showed Facebook moderator is kind of
- 2:59ignoring posts that included violent
- 3:02imagery or or hateful content and in
- 3:05Australia there's actually a whole bunch
- 3:07of things Australia is interested in
- 3:09Facebook about but one major issue is
- 3:11reports of Facebook sharing Australian
- 3:15users data with Chinese corporations you
- 3:19know Dan we keep talking I feel like we
- 3:20have you guys on we talked about
- 3:22disinformation campaigns issues with
- 3:24elections hacking when you talk about
- 3:27Facebook though is there anything that
- 3:29really can be done with the
- 3:30disinformation campaign there are things
- 3:33that regulators and that Facebook
- 3:36themselves are trying to do but I'm not
- 3:39sure that that actually answers your
- 3:41question look we we see mr. Zuckerberg
- 3:44routinely called in front of various
- 3:46committees we also see Facebook kind of
- 3:50drip feed these announcements well we
- 3:52tamped on an influencer campaigns
- 3:53content we're making a genuine attempt
- 3:57to stop this type of content but what
- 3:59this is really doing is taking advantage
- 4:02of the mechanics of the network and
- 4:04networks it's not just Facebook but the
- 4:06network itself this uses viral mechanics
- 4:10to spread content throughout a Facebook
- 4:14just like you would share a family photo
- 4:16or a political post I'm not sure that
- 4:20without changing the nature of Facebook
- 4:22that they can change that they can solve
- 4:24this problem a
- 4:25course we've heard rhetoric from mr.
- 4:27Zuckerberg that well the news feed may
- 4:29be going away and we'll switch to
- 4:31stories and and different types of
- 4:33information sharing so we don't see that
- 4:35happening yeah we'll see so Graham
- 4:37internationally what would you say has
- 4:40been done with these countries how are
- 4:41they pushed back they've pushed back
- 4:45they've pushed back with their own
- 4:47investigations and their own efforts to
- 4:51kind of get facebook to get involved in
- 4:54the issues that that they say have
- 4:56affected their elections or they're in
- 4:58this in one case they're journalists and
- 5:00what we know at least from in the u.s.
- 5:02is that Facebook has said well when we
- 5:04have a big issue we're going to work
- 5:06with the FBI
- 5:07but how they've done that in each
- 5:08individual country is kind of buried mmm
- 5:10I thank you both for joining us Dan and
