- 7:34For the record, all members of council
- 7:36are here. All um staff are here. Monica
- 7:41Hoffsteader is online with us as our as
- 7:43well as our city attorney Julie Norton.
- 7:46Um and Jeffet just mentioned that um the
- 7:49streaming isn't on right now but as soon
- 7:52as the meeting concludes today the
- 7:55recording will be uploaded to our
- 7:57streaming services. Um you can still log
- 7:59in through uh through our Zoom link
- 8:04and council. Uh, we have to add an item
- 8:09to the agenda to um item E, I believe,
- 8:14to the agenda to add the um interim
- 8:19contract
- 8:20for Pat Haley.
- 8:27Uh, mayor, if I may, it's um you're
- 8:29adding the GPM consulting agreement to
- 8:33complete the appointment of Mr. Haley. I
- 8:35was just going to look up your email to
- 8:37get the right language. So,
- 8:41yeah. The contract with JMP Consultants
- 8:43to complete the appointment and
- 8:45retention of Pat Haley as this interim
- 8:47city manager.
- 8:51Could I entertain a motion to approve
- 8:54the amendment to today's agenda?

- 9:23legal counsel
- 9:26pending or threatening litigation with

- 10:33not unusual for the guy presenting it.

- 10:40we'll and the lord's prayer and there'll
- 10:42be a few comments within the lord's
- 10:44prayer. Our Father who art in heaven.
- 10:48You'll notice it's our father. And it's
- 10:50not genderless. This is our father.
- 10:54Hallowed be thy name. Thy kingdom come.
- 10:59Thy will be done on earth as it is in
- 11:02heaven.
- 11:03Give us this day our daily bread. Now
- 11:06our daily bread is the things we need.
- 11:08It's not just bread. It's not just food.
- 11:11It's not just money. It's what do we
- 11:13have to do? the purpose that he set us
- 11:15here to do.
- 11:17Give [snorts] us this day our daily

- 13:25like to make that at the beginning

- 13:59regarding what's going on in the

- 14:05the actual agenda.
- 14:06>> And then at the end if it's not right
- 14:09>> correct and then at the end is general
- 14:11public comment. So you can provide
- 14:12comment on any or item that you would
- 14:15like to bring forward to council.
- 14:17>> Right. Well, this was something I wanted
- 14:19to bring forward to council on. It's in
- 14:22I didn't there was no agenda in the uh
- 14:25online and there's no agenda out here.
- 14:28So, we don't know what's there. I
- 14:30actually cancelled a meeting so I could
- 14:32be here specifically for this.
- 14:35>> The agenda was posted last last week.

- 14:41>> Wednesday. said public meeting, but it
- 14:43didn't it said uh citizen comment, but
- 14:47it didn't say anything in there that
- 14:49restricted what I was going to say. Uh
- 14:52and so I I knew you were going to vote
- 14:55and this has to do about voting. So I
- 14:57felt that it was uh in line with what
- 15:00you were going to do
- 15:02this particular
- 15:04>> council. the the the rules and
- 15:06procedures were voted by a majority of
- 15:08council to um include ag um public
- 15:12comment for agenda items and then add a
- 15:15separate public comment for any general
- 15:20comment from the community. Um is this
- 15:23something do do we is there a consensus
- 15:26to allow Mr. Stevens
- 15:29to insert his comment now or should we
- 15:32wait? I will I will pass that on to
- 15:35to what the general
- 15:37>> my I

- 15:42particular member one of the items in
- 15:45particular um I would I would suggest
- 15:48waiting till the end

- 15:57comments on just general things would be
- 15:59at the end. um if you had I think that
- 16:01that's how we had intended it so that we
- 16:03would get more comment at the beginning
- 16:05on the items that we were talking about
- 16:08um tonight. So those there's there's uh
- 16:13several items on there and there fee
- 16:15schedule the uh employment agreements
- 16:18and a couple other things like that. If
- 16:21there was one of those that you wanted
- 16:22to talk on, I I would think that the,
- 16:24you know, that would probably be the
- 16:25most

- 16:28pretty pretty gen pretty much
- 16:29housekeeping tonight, isn't it?

- 16:42what they're saying. I think that's what
- 16:43you're trying to tell them.

- 16:45procedures. However,

- 16:50the current agenda for today under
- 16:52public comment, it states, "Note,
- 16:54citizens are advised that they must
- 16:56limit the remarks to council for 3
- 16:57minutes. Council may refer to staff to
- 17:00review and or research presentation at a
- 17:01future meeting." It does not state or
- 17:04refer to that there are actually two
- 17:05different public comments and what they
- 17:07are to be used for. I understand that
- 17:10it's in the procedure, but I'm saying
- 17:12it's not been clarified. That's all I'm
- 17:14trying to
- 17:14>> and I did go online and read that.
- 17:16That's why I cancelled it. Thank you.
- 17:18That's why I canceled the other meeting
- 17:19that I had.
- 17:20>> So, Julie, I'm I'm going to leave this
- 17:23to council. It isn't noted on here. I
- 17:25remember I asked I think I had asked um
- 17:28the previous city clerk to to amend
- 17:29this, but we have been following the
- 17:31rules and procedures that were adopted
- 17:34on January 12th. I believe it was the
- 17:37new rules and procedures. And this is
- 17:39the way that we've been conducting
- 17:40business for maybe the past couple
- 17:42council meetings. I just want to be fair
- 17:44to everybody who has been told to wait
- 17:47until the end in previous meetings.
- 17:50>> You have to you have to put it on there.
- 17:52You have not stated that. You stated
- 17:54that for me and it doesn't state for all
- 17:57the people in the past does not matter.
- 17:59What matters is anybody that steps up
- 18:01here should have the information they
- 18:03need in order to conduct things and
- 18:06that's the way it should be. That's our
- 18:08responsibility as a council is to
- 18:10inform.

- 18:14>> Yeah. So, so you're you're right that
- 18:17the agenda doesn't specifically call out
- 18:19it does have both public comment
- 18:21sessions listed. It doesn't call out the
- 18:23limitations on the public comment in
- 18:25each matter. But the last two meetings
- 18:28you made it perfectly clear on the
- 18:29record what the two public comment
- 18:30periods were. Going forward for the
- 18:33people that attended the meeting.
- 18:36That is not for the people to come. This
- 18:38is for all people in this community.
- 18:41>> Yeah, I would not just come out of
- 18:42order.
- 18:43>> As the chair, Mr. Stevens, I am going to
- 18:45ask you to wait. This is the way that
- 18:47we've been conducting the meetings the
- 18:48past couple of days. And I do want to be
- 18:49fair to everybody. I I apologize that it
- 18:52wasn't clear. We will make sure that we
- 18:55um add this to and make the amendments
- 18:58pretty clear on the agenda moving
- 18:59forward. So there's
- 19:00>> an agenda out front, too.
- 19:03>> So there So there's Yes. So there's um
- 19:05there's no room for interpretation and
- 19:07is clear for everybody. Just want to
- 19:09make sure that we're being fair across
- 19:11the board.
- 19:12>> To be clear, you're not number one,
- 19:14you're not I'm not I'm not criticizing
- 19:17arguing, but you're not being fair. And
- 19:19number two, I think the attorney is
- 19:20wrong. I don't agree with her at all.
- 19:23But I'll rather than we'll just let
- 19:25things go on, get with the program here.

- 19:35Okay. So, move moving on with the
- 19:39agenda. We're going to present the
- 19:40consent agenda to approve the minutes of
- 19:43the previous meetings. A payroll
- 19:46vouchers approve payroll voucher numbers
- 19:481590 through $1847 and wire transfers as
- 19:51listed for $547,2379
- 19:56for the period ending February 4th,
- 19:582026.
- 20:00and C claim vouchers. Approved claim
- 20:02vouchers 1764 through 1914 and wire
- 20:06transfers as listed for $441,54518
- 20:12for the period ending on March 4th,
- 20:152026.
- 20:16Council, are there any items that you
- 20:18wish to pull from this consent agenda or
- 20:21have any questions? I believe um we have
- 20:24Miss Hoffsteader on Zoom
- 20:27>> or I don't know who. Deputy Mayor, go
- 20:30ahead.
- 20:30>> Yeah. Um the finance committee met on
- 20:32Thursday. Um uh Mr. Gavan, Mr. Cetti,
- 20:37and and myself, and we went over the um
- 20:41the the the um claim vouchers for um
- 20:47from February through uh the 4th of um
- 20:52February 21 through March 4th. And there
- 20:54were a couple of things that Miss
- 20:56Hoffetter pointed out to us of things
- 20:58that had come through. Um most
- 21:02everything was in in good good shape
- 21:04were were acceptable within reason
- 21:07within budget. Um there was um kind of a
- 21:11confusion on the Ferguson Waterworks um
- 21:15order. Um we had uh I think we
- 21:19overordered the uh water meter somehow.
- 21:22And Miss Hoff Center, could you explain
- 21:23that real quick, please?
- 21:26>> Um, there was an order for water meters.
- 21:31As far as I know, they were all sent
- 21:33back. Um, there were some ordered on
- 21:36January 28th and then again in February
- 21:40and um
- 21:42there was a couple pallets delivered and
- 21:45um I think there was some confusion on
- 21:47when they were supposed to get ordered.
- 21:49And so, um, I believe that
- 21:53the deputy, um, public works director
- 21:56has sent them all back.
- 22:00>> Yes. So, this order was made prior to me
- 22:04bringing it to the consent of the
- 22:06council and um
- 22:10after I had received what council would
- 22:13like me to do, I did prefer did call
- 22:16them and let them know that there was a
- 22:17certain amount that we needed to be
- 22:19stated. Um he had the representative of
- 22:23Ferguson uh stated that the meters were
- 22:26ordered. I told him you need to hold
- 22:27off. They did get delivered but they
- 22:29were sent back also. So right now we do
- 22:32not have any water meters and we
- 22:34shouldn't have we should all have a
- 22:35credit from uh Ferguson.
- 22:39>> So the um madam go ahead.
- 22:41>> So the the amount that was in it was
- 22:43item uh 1967 in in our uh check register
- 22:47for $1896.50
- 22:50was that a uh fee for returning? No,
- 22:55that was [clears throat] so when I sent
- 22:58the first batch back, the the whole
- 23:01order hadn't came in. So when it showed
- 23:03up, I said I needed to I need to send
- 23:06everything back and put it on hold until
- 23:09we are allowed after April to see where
- 23:12their budget's at to see if we are able
- 23:14to order our water meters. Everything
- 23:16got sent back to Ferguson.
- 23:19>> But the 18 [clears throat] 18 uh
- 23:21>> 18,000 should have been credited to us.
- 23:24That's a credit.
- 23:25>> It should be a credit.
- 23:28>> Um Monica, it looks like it's a minus,
- 23:30however.
- 23:33>> Yeah. So, there is a credit and then I
- 23:35guess um our accounts payable clerk
- 23:38called Ferguson for clarification. They
- 23:40said there was probably going to be a
- 23:42restocking fee, but they were waiting
- 23:43for everything to go through before they
- 23:46can give us a total of what um was going
- 23:50to be credited or what restocking fee
- 23:52there might be.
- 23:55Okay. So, that ex if that was one of the
- 23:58questions anybody had, that's what that
- 24:00is about.

- 24:02>> Yeah, I feel like I have a few
- 24:03questions. So, um one of them is going
- 24:05to be um when were these water meters
- 24:08ordered the first time around?
- 24:10>> So, the first time they were ordered,
- 24:11they were ordered back in
- 24:14uh October, November.
- 24:17>> October, November.
- 24:18>> Yes. And this was before council's um
- 24:21like approval to order it.
- 24:23>> Yes.
- 24:23>> Okay. And did did we or maybe this is a
- 24:27question for Monica. Did did these
- 24:29numbers come across council um in the
- 24:32packet because I don't I don't
- 24:35>> No. So the delivery um the accounts
- 24:39payable clerk when she called they said
- 24:42that they explained to her that they
- 24:43were ordered in January and there was
- 24:45two different orders that were made. One
- 24:47was in January, one was in February is
- 24:49what they had explained to her. Um, she
- 24:51brought them to me because she had seen
- 24:53there was credits, but then there was
- 24:54also multiple invoices that went through
- 24:57to her, so she wasn't sure what was
- 24:58going on. I asked her to call them to
- 25:01clarify.
- 25:03Sorry if there's background noise, by
- 25:05the way. Um, so when she called them to
- 25:08clarify, they had stated that these two
- 25:10orders had went through in January and
- 25:12then also I believe in February. and um
- 25:16they were totaling around $170,000
- 25:19worth of meters and then the pallets
- 25:22were delivered and then those pellets
- 25:24were all picked up and sent back.
- 25:27So, um, in answer part of answer to your
- 25:29question, Miss Miss Vasquez, is that we
- 25:32did in February, I believe, uh, approved
- 25:36a, um, contract or a a bid for the ones
- 25:42that were ordered in February, but I
- 25:44don't think the ones in January, we
- 25:46didn't see a um, a bid for that one. It
- 25:50was just the one in February.
- 25:52>> But that's the reason we have this this
- 25:54re return fee.
- 25:57And we will um as I understand it, we
- 25:59will be ordering the water meters come
- 26:02come April.

- 26:15you to explain these real quick like for

- 27:16It's the last page before the end of the
- 27:18check register.

- 27:27so the finance committee got to get a
- 27:29little lesson here. So, I'm going to go
- 27:31ahead and go over this also with the
- 27:33whole council so that it's much easier
- 27:34to understand. When you're looking at
- 27:36the check register, there's going to be
- 27:38account numbers. You're going to see an
- 27:39account number one. You're going to see
- 27:40an account number two. And then you're
- 27:42going to see an account number six.
- 27:43These are our three bank accounts. The
- 27:45account number one is our main bank
- 27:47account. This is what all of our bills
- 27:48will be coming out of. And then when you
- 27:50see the account number two, this is
- 27:52going to be our jail. The jail um has
- 27:56the commissary orders, inmate um
- 27:59prescriptions and so forth that they
- 28:01will be spending out of. Then you're
- 28:02going to see the account number six. The
- 28:04account number six is our courts. our
- 28:06courts have to pay back any of the
- 28:08restitutions or we have to forward the
- 28:11bail refunds to the correct cities or
- 28:15back to the individuals that they belong
- 28:17to. So all of those number sixes are
- 28:19going to be within the courts
- 28:20themselves. So we get the court
- 28:23information and all the backup for those
- 28:25um court documents are held within the
- 28:28courts themselves. uh we get just kind
- 28:30of a court record with the memos so that
- 28:32we can do the refunds back to or the
- 28:35bill um uh refund back to who it belongs
- 28:38to and or and or it goes to the city it
- 28:41belongs to. So those ones that you're
- 28:43looking at there are all going to be
- 28:45within the court systems.

- 28:50courts,
- 28:52>> uh, number one six or 1969,
- 28:56>> that's account number one for Brian
- 28:58Gesler.

- 29:01>> Oh, okay. Sorry. Um, I'm curious how why
- 29:05is that a 2025
- 29:08item?
- 29:10So, we have a contract with our
- 29:12attorneys that do the public defense and
- 29:15all of those h contracts have a um min
- 29:19or a maximum number of cases and I
- 29:21believe I Julie might be able to explain
- 29:23this a little better because I don't I'm
- 29:25not
- 29:27really up to par on how the courts run,
- 29:29but I believe that there's a a legal
- 29:32benchmark of how many they're allowed to
- 29:34do. And they recently actually just
- 29:36lowered it. We had 300 prior and now I
- 29:38believe it's like 250 or 200 that
- 29:40they're allowed to do this year. And so
- 29:43what happens is is if they go over that
- 29:45number then we have to pay them x amount
- 29:47for every single case um that they have.
- 29:50And so that's what that is is that's an
- 29:52actual over a payment of over um
- 29:55assigned cases. So their case load was
- 29:57bigger than what um was within their
- 30:00contract.
- 30:03>> And who approved those payments?
- 30:05Um it it's part of their contract. We
- 30:08have to approve them because it it comes
- 30:10through the contract that was approved
- 30:12through um the previous city manager in
- 30:16council. I believe
- 30:17>> so. Nobody in the court system looks
- 30:19those over before they get to us.
- 30:21>> They do. So the court um gives us a a
- 30:26documentation of all of the cases. And
- 30:28so what we'll do is we'll do a um audit
- 30:31of those cases with a copy. So, we'll
- 30:35now request all a slip of everything
- 30:37plus we'll take all the ones that
- 30:39they've sent us um from the courts. So,
- 30:41we get them from two different places.
- 30:43They're supposed to come directly from
- 30:44the attorneys themselves and then the
- 30:46courts will also provide us a copy of
- 30:48the case loads and we don't get all the
- 30:51information. We just get the case load
- 30:52number with a name so that way we can
- 30:54start matching everything up. And so,
- 30:57um, we'll go back and we'll start
- 30:59reconciling and if we find anything that
- 31:01is not, um, reconciling correctly, we'll
- 31:04take it back to them with our findings
- 31:06and then we'll have to do an adjustment
- 31:08with those.
- 31:11>> Okay. Uh, let's skip to 1962.
- 31:17What is the time frame that that covers?
- 31:21>> Um, which one is this for?
- 31:2562.

- 31:33are inmate meals.

- 31:36>> Yeah. So, they um the jails bill those
- 31:39out um monthly, I believe, if I'm not u
- 31:43mistaken. I know that um Chief Layman
- 31:47would be able to answer that, but that
- 31:50statement says it's for February. So,
- 31:51that those were for the February meals.
- 31:53So he build them out February 10th. And
- 31:56so um those get build out monthly.
- 32:02>> They they come in um weekly, but we
- 32:04usually process the lump sum at the end
- 32:06of the month. So there'll be like four
- 32:08invoices processed at once and the city
- 32:09will cut one check for that lump sum.

- 32:14it down a lot closer for me. Uh 1807

- 32:20Those
- 32:30are those are uh travel for training I
- 32:32believe. Monica
- 32:34>> and those are for firefighters and uh
- 32:36Chief Hal can answer those ones. Those
- 32:39are PDM for the IFSAC
- 32:42which I'm not sure what that is. He
- 32:44would be able to tell you.
- 32:45>> Yeah, I can explain that. So what that
- 32:47is is in the last couple of years the
- 32:49Yakma County Training Officers
- 32:51Consortium um facilitates a large
- 32:53majority of IFSAC which is a
- 32:55international fire service accreditation
- 32:57congress they're pretty much the uh
- 33:00facilitators and governors of fire
- 33:02service credentiing and so when we put
- 33:06on a test a credentiing test we have to
- 33:08have um evaluators a test control
- 33:11officer a senior evaluator and so on and
- 33:12so forth and so what the process has
- 33:15been the last couple is that it's
- 33:16facilitated through the Akimma County
- 33:18Train Officers Association and then we
- 33:20get build per student and that covers
- 33:23the cost of the evaluators, the test
- 33:25control officer, the paperwork, the
- 33:27whole process that goes with it. So that
- 33:30um amount there is again um multiple
- 33:32different invoices from multiple tests
- 33:34combined.
- 33:35>> So your students show up untrained on
- 33:38this stuff and you have to train them on
- 33:40it.
- 33:40>> No, this is for credentiing.
- 33:44>> Certifications. certifications. Yeah.
- 33:46So, this would be the certification
- 33:47testing process that would follow an
- 33:49academy or a course or whatever the uh
- 33:52the the case might be.

- 33:57your certification, it's good for a
- 33:59lifetime. So, it would just these be
- 34:01just additional certifications or new
- 34:02hires getting those certifications.

- 36:35the case overload, we we also discuss uh
- 36:37some sort of oversight on on part of
- 36:40maybe the courts because at the moment
- 36:43we're kind of just leaving it to the
- 36:45attorney's I guess discretion, right, to
- 36:49to let us know that their case their
- 36:51cases are are are are a little
- 36:53[clears throat] bit too much than what
- 36:54the state requires. So I think that's
- 36:56something that we also discussed at the
- 36:58at the finance uh subcommittee. So I
- 37:01would want to touch on that that you
- 37:03know we do need some oversight on that.
- 37:05>> Correct. And so what we're doing is
- 37:07we're going to um make sure that the
- 37:09reconcil reconciliations are going to be
- 37:11done quarterly. And not only that, we're
- 37:13going to make a recommendation and email
- 37:15out to the attorneys if they could
- 37:17please if they think they're going to be
- 37:18getting close to that um that case load
- 37:22number. Then they can then reach out to
- 37:25us and let us know so that we will have
- 37:27a heads up and be able to make sure that
- 37:29the council is aware that they have
- 37:32reached that uh con contract limit.

- 37:56can we do to just kind of like avoid not
- 37:59like mistakes but um large sums of
- 38:01amounts of money um to be ordered
- 38:05beforehand.
- 38:08Well, I think I think that particular
- 38:09amount was outside of anybody's spending
- 38:11authority. It should have come to
- 38:12council in the first place. So, um I
- 38:14think it was a lesson learned. Um I
- 38:17didn't have anything to do with this
- 38:18before way before me, but in this
- 38:20position. So, I I think that's the case.

- 38:25longer with us, he moved on to another
- 38:27job. So, um, when that order was made,
- 38:30it wasn't brought to our attention till

- 38:38order." I was like, "No, you had no
- 38:40authority. How did do we even have an
- 38:43estimate, a quote, all that?" Because
- 38:45obviously, we know it had to become up
- 38:47to your guys' attention prior to being
- 38:50made that order. So,

- 38:55supervisor that we as we go forward, we
- 38:58have to make sure we appraise council,
- 39:00let them know what we're ordering and
- 39:02how much it's going to be because

- 40:20First item on our agenda is approving
- 40:22the Sunnyside Police Department to
- 40:24participate in a K9 program. I believe
- 40:28this would be yours.
- 40:31>> Um, when I printed this, I'm not sure
- 40:33why I don't my cover sheet didn't print,
- 40:35but I I am asking for a budget amendment
- 40:37of $2,000. And what that would cover is
- 40:40um any expenses um that come up last
- 40:43minute and we need to purchase something
- 40:44right away. But the rest of the funds
- 40:47for the K9 program will come from um
- 40:49donations and the Yakma County K9
- 40:51Foundation. So I've prepared a
- 40:53resolution that I've provided to
- 40:55council. Um the Yakimma County K9
- 40:58Foundation pays most of the expenses as
- 41:00far as um vet bills or anything like
- 41:03that. Um to put in context, Yakimma
- 41:06Police Department has three kines. Their
- 41:07annual budget's $7,000. That's what they
- 41:10expect on a broken leash that they need
- 41:11to purchase in the middle of the night
- 41:12or something like that. Um, and they
- 41:15said they typically don't even spend
- 41:16that. Um, the K9 Foundation takes care
- 41:18of most of it. We do need to come up
- 41:19with an initial investment of $50,000,
- 41:21but we plan on uh seeking donations for
- 41:24that. It wouldn't come out of city
- 41:25money.

- 41:33>> Are are is there a certification process
- 41:35for these dogs? I mean, do they are they
- 41:37actually certified?
- 41:39>> Yes. So, we've selected a handler
- 41:41through an internal testing process.
- 41:43There is a class that starts in the
- 41:45first week of April in Yakama, which
- 41:47would be our preference to get him into,
- 41:49although I think we're going to be
- 41:50pretty tight on raising $50,000 in the
- 41:52next month. Um, but it's about a uh I
- 41:55think it's about a 8week school and then
- 41:57the dog and the handler have to be
- 41:59certified together.
- 42:00>> And then how old are the dogs?
- 42:03>> Um, they go down to Alabama and select
- 42:05the dogs. Um, typically the senior
- 42:07handlers from the area. So, I know
- 42:08Yakama is sending two senior handlers
- 42:10down to Alabama. I think they leave
- 42:12tomorrow to pick up two dogs and bring
- 42:14them back for their two new canines. Um,
- 42:16they would probably select our dogs as
- 42:18well. Um, and I'm not 100% sure on the
- 42:21age. I'm I've never been a K9 handler,
- 42:24but um, they they're also required 16
- 42:27hours a month of training.

- 42:32>> so I know we we spoke about this before.
- 42:35Um, you said they also have two
- 42:37different type of canines, correct?
- 42:39>> Correct. One would be for drug,
- 42:42>> one would be a narcotics K9, and one
- 42:44would be what's called a patrol K9. So,
- 42:46we're seeking a patrol K9. And um the
- 42:49reason for that is there's already a
- 42:50narcotics K9 in Grand View and
- 42:52Toppenish, and currently there are no um
- 42:56uh patrol K9's stationed in the lower
- 42:58valley. There is one deputy that's
- 43:00sometimes down here, but not always. Um
- 43:03and then there's one deputy that's st
- 43:05stationed out of their central um office
- 43:07in Yakama. And then YPD has two or three
- 43:10patrol kines and then um the Yakimma
- 43:13County Jail has uh two um narcotics
- 43:16canines and those dogs are all funded
- 43:19through the Yakma County K9 Foundation
- 43:20and they're available to us if we need
- 43:21them. We have brought them into our jail
- 43:23several times. Um the question was
- 43:25brought up about school searches and I
- 43:28spoke with the superintendent about
- 43:29that. he um is a little bit reluctant to
- 43:32do it. And the reason is is back when we
- 43:36were all probably in school, everybody
- 43:37used a locker to put your stuff in. I
- 43:39don't know about you, but back when I
- 43:40was in school, everybody had a locker.
- 43:41Um and the uh the kids don't use lockers
- 43:45anymore. Apparently, I didn't know that.
- 43:48And so he said it's not like you can
- 43:49have the kids in the classroom and you
- 43:50run the dog down the hallway and they
- 43:52sniff the lockers like they used to do.
- 43:53He said you'd have to run the dogs
- 43:54around the actual kids. I don't think
- 43:57that parents would probably be too keen
- 43:58on that. So, um, but we do bring them
- 44:01into our jail about once a month. The
- 44:03usually the Department of Corrections
- 44:05K9's because they're comfortable in the
- 44:06jail environment and they they work in
- 44:08them regularly.

- 44:58intention is to do this through
- 44:59donations whether that takes us um two
- 45:01weeks and one person does it or that

- 45:06that's where we got to get that's where
- 45:07we got to get is 50 grand and we need to
- 45:09we need to get that through donations. I
- 45:10think it's a that's a hefty burden on
- 45:12the city with the current budget
- 45:13situation and I won't ask that I won't
- 45:15ask the city that's going to be the on
- 45:16the handler to to seek donations. I've
- 45:18already talked to him about it and um
- 45:20that's our intention is to get it from
- 45:22the community. So

- 45:44school April 1st. If we could get that
- 45:46funds raised by then, that would be

- 45:52weeks.

- 47:18>> We do. So, um, we use a company called
- 47:21Lexapole for our policy, which is, um, a
- 47:24group of attorneys that have police
- 47:25policies in pretty much every state in
- 47:27the country, and they tailor them
- 47:29specific to the state that they're in.
- 47:31And they have a whole module on K9's.
- 47:34And then I was also able to get YPD's
- 47:36policy to look at, and I was also able
- 47:38to get a policy from WCIA. And so, we're
- 47:41going to take those and come up with the
- 47:42best policy we can. I'll run it by WCIA.
- 47:45Um, just one other thing to note when I
- 47:46was checking with WCIA, there is no
- 47:48increase in our insurance costs for
- 47:50having a K9 because that was one
- 47:51question I had.
- 47:52>> Okay. And then, um, I understand that
- 47:54the K9 goes home with with an officer.
- 47:56Have we have you selected the officer?
- 47:58And if if so, is the officer somebody
- 48:01that lives here close to Sunnyside or
- 48:04>> they live about 25 minutes away? Um, and
- 48:07with their union contract, they have to
- 48:08live within 30 30 minutes to be
- 48:10considered for a specialty.
- 48:12>> Okay. And then any vehicle updates that
- 48:15we need to do. So that 50,000 will cover
- 48:17the cost of the dog. The uh it's called
- 48:19a hot pop which opens that the officer
- 48:21can hit a button and their door will
- 48:23open. Uh changing out the back seat to
- 48:25from a current cage to maybe a quarter
- 48:27cage so that the dog has room to move
- 48:29around the back seat. Um that 50,000
- 48:31will buy the a bite sue. It will buy
- 48:33everything needed for the dog.
- 48:35>> And then one last question if I may. Um
- 48:37do we get to name the dog? Do we can we
- 48:39make it a
- 48:40>> actually that that's kind of a um if
- 48:43somebody came forward with 50,000 that's
- 48:45kind of a right that they typically
- 48:46reserve. So I know that uh I know that
- 48:49the sheriff's office has several dogs
- 48:50that were named by donors. So um I'm not
- 48:53sure which one of the hop companies, but
- 48:55one of the hop companies paid for one
- 48:57whole dog at the sheriff's office. And
- 48:58that dog's named Simco, which is a
- 49:00variety of hops.

- 50:20apologize. I was not able to attend last
- 50:22meeting. I uh had been in bed for about
- 50:24four days straight with a nice little
- 50:25bug going around. So uh he didn't want
- 50:27me here, I'll tell you that. So, um,
- 50:29but, uh, just bringing up, we, uh, came
- 50:32to council a couple times with a couple
- 50:33separate, uh, presentations. Um, we've
- 50:35pres uh, presented to the finance
- 50:37previous finance committee, current
- 50:39public safety subcommittee. Um, and, uh,
- 50:42hopefully answered, uh, most, if not all
- 50:44the questions you guys have. Of course,
- 50:46I can field any more that uh, that you
- 50:48might have. Um, we uh, requested and
- 50:51received direction from council at the
- 50:52last meeting that we spoke on the
- 50:53matter, and so now we're presenting it
- 50:55for um, implementation. The one thing I
- 50:58do just want to draw real quick
- 50:59attention to, I apologize for a slight
- 51:01typo in the cover sheet um summary
- 51:04portion. It is listed at 2340 eru. That
- 51:07is incorrect. Um however, the dollar
- 51:08amount is correct in the resolution and
- 51:10all other items. I just want to draw
- 51:12attention to that uh quick typo there. I
- 51:14apologize.

- 51:26how urgent is this to to move forward
- 51:28with it?
- 51:30>> So, that's a kind of a I guess
- 51:33subjective question. You know, for me,
- 51:35I'd say, oh, it's urgent. We want to get
- 51:36going on this, which which is the case.
- 51:38Um it's really more of a matter of of
- 51:41council priorities. And so, um, we do
- 51:44know that any type of, uh, significant
- 51:47change in in whether it be staffing or
- 51:49operations, um, there's quite a bit of
- 51:51implementation process that goes to it
- 51:52to make sure that our eyes are dotted,
- 51:54our tees are crossed. And so, this is
- 51:56something that even if, you know, it's
- 51:58approved today, um, it's going to be
- 52:00some time before things go into full
- 52:01swing to make sure we're we're going
- 52:03through the processes correctly and
- 52:04appropriately. And so, any any delays in
- 52:07approval would just delay
- 52:09implementation. Um and the other uh
- 52:12component would be is um you know if and
- 52:15when we'd be able to know provide these
- 52:17services at no cost out of pocket to our
- 52:20to our citizens.
- 52:24>> Um go ahead. Um
- 52:27>> chief wasn't wasn't one of the reasons
- 52:30that we were um being asked to make this
- 52:34increase was because of the cost of
- 52:38providing the service. That is correct.
- 52:40And so just unfortunately with
- 52:42inflation, rising costs across the
- 52:44board, everything goes up. Everything
- 52:46from fuel to equipment to everything
- 52:49that goes in and providing services, you
- 52:51know, costs go up. And so the direction
- 52:54from our consultant was, you know, the
- 52:55two different kind of tiers or or values
- 52:58that we brought to council a couple
- 52:59times were um, you know, this is where
- 53:01we need to be to to maintain status quo.
- 53:04here's where we need to be to implement
- 53:06any um growth, expansion of services,
- 53:09improvements to our WSRB ratings and so
- 53:11on and so forth. So, does that answer
- 53:12your question, ma'am?
- 53:13>> Yes. But I have just a kind of a
- 53:14followup to that if it's all right.
- 53:16>> Yes.
- 53:16>> Because the second thing was, and you
- 53:18just mentioned it just now, too, is that
- 53:20this by citizens paying this the 2240
- 53:24should it be passed that you said
- 53:27something about that those services have
- 53:28been provided to residents free.
- 53:32>> Correct. So, the intent of upon approval
- 53:35of of uh of this rate change is that uh
- 53:38we've worked with our finance
- 53:39department, our consultants, and
- 53:41validated that it would be within our uh
- 53:44budget and financial well-being that
- 53:45we'd be able to provide services to city
- 53:48of Sunnyside residents or those who pay
- 53:50that utility to not have any out-of
- 53:52pocket transport costs um for use of
- 53:54their ambulance service.
- 53:57And again, that would be reserved for
- 53:58City of Sunnyside residents. any
- 54:01services outside of the city would be uh
- 54:03build as as normal.

- 54:30it was back in February asking you to to
- 54:32kind of break down those calls as to how
- 54:35many how many calls were within city
- 54:38limits which is the people that that are
- 54:41effectively paying this this uh this
- 54:43monthly rate. And you replied with uh
- 54:472,821
- 54:48of those 4,500 were within city limits
- 54:53and additional 1,025 within Graview
- 54:57limits. Um we we don't have any contract

- 55:07roughly about
- 55:1060%. So 60 60% of the calls are are
- 55:13within uh city limits. How how are how
- 55:16else are we getting uh funded? Um
- 55:18besides the Gran View contract,
- 55:20>> we're being funded by transport
- 55:21revenues.

- 55:24>> Correct. For outside the city. That's
- 55:26correct. So if if we if we respond to a
- 55:29call outside city limits and there's no
- 55:31there's no uh transport, we don't get
- 55:33paid for that.

- 55:39limits of Sunnyside and

- 55:43that equates to about 500 calls a year
- 55:46outside the city limits of Sunnyside and
- 55:47Grand View. There would be in essence
- 55:50500 calls that um we only receive uh
- 55:53revenue from transports. Okay.
- 55:56other
- 55:58I was gonna probably might be the next
- 56:00one you were going to ask, but I'm just
- 56:02Don't Aren't the insurance companies
- 56:04charged for that out of out of uh those
- 56:07500 calls
- 56:09>> if there's a transport? Yes.

- 56:11>> Um or or a service rendered. Yes. So,
- 56:13there's Yeah. But but as far as um you
- 56:16know if if we go let's say we're
- 56:18canceled in a route or we don't make
- 56:19patient contact or provide any sort of
- 56:21interventions or transports um more
- 56:23often than not there's no revenue
- 56:24associated with that.
- 56:25>> Okay. But if somebody gets does get
- 56:28transported and they're not a resident
- 56:30of the city or um
- 56:32>> correct the insurance and or the patient
- 56:34is build.
- 56:34>> Okay. I just wanted to make sure there
- 56:36was some payment.
- 56:38>> Yes. So again that's that's what we
- 56:39refer to as as transport revenue. That's
- 56:41yeah cost associated to the patient for
- 56:43providing care and transport to the
- 56:45hospital.

- 56:48>> Is is this I I know from your
- 56:50presentation um a increase right with
- 56:53with the ears. Is this going to be a
- 56:57a rate that's going to get increased
- 56:59each year going forward and it has to be
- 57:01approved before council?
- 57:04>> So so yes well yes to both. So following
- 57:06the consultants um direction advice is
- 57:09that we have a a a smaller increase to
- 57:12keep up with inflation. That would not
- 57:14be to the increase that we're asking for
- 57:16today because we're trying to achieve a
- 57:17couple different things. It would be
- 57:18just the rate to pretty much keep us
- 57:20status quo if that makes sense. But any
- 57:23sort of rate increase whatsoever,
- 57:24whether it's$2 cents or $2 or whatever,
- 57:27that has to come to council for
- 57:28approval.
- 57:29So, I was noticing the amounts in 2016
- 57:32it was uh $828
- 57:34per eru. Um,
- 57:38with the new apartments coming in, is is
- 57:40each apartment considered an ERU?
- 57:43>> So, and that's an excellent question and
- 57:45I'm trying to get some clarity on that
- 57:47because I'm by no means the billing
- 57:48expert um especially with utility
- 57:50billing. Um, the calculations for an eru
- 57:53are are
- 57:57I want to say unique, which I'm trying
- 57:58to look for. It's um I don't have an
- 58:01answer for you, sir. And that would be a
- 58:03that would be a question for our utility
- 58:04billing.
- 58:06>> I I believe so. If if each separate unit
- 58:08and and Monica, I'm not sure if you're
- 58:10able to weigh in on this at all, but if
- 58:11each separate unit receives their own
- 58:13utility bill, then that would be a
- 58:15separate is my understanding.
- 58:20That's my understanding as well is that
- 58:22the it's done by address on I believe
- 58:26apartments but then there's some places
- 58:28that do not receive it as a a separate
- 58:34apartment like care facilities for
- 58:36instance they don't
- 58:39>> did we get clarification I can get
- 58:42clarification from our utility billing
- 58:44person and she'll be able to answer
- 58:47exactly like how that there's a there's
- 58:50It's in the ordinance how it was built
- 58:52out. And so I can ask her, [snorts]
- 58:56>> did we use those those apartments? I
- 58:59guess um those apartments going up on
- 59:00Lincoln, right? I think it's over 700
- 59:02apartments. Did we use that data when
- 59:05when um this group uh you know made the
- 59:09recommendations.
- 59:10>> So that's that specific complex. No, but
- 59:13they did factor in a growth component to
- 59:15those rates. So that is factored in.

- 59:27how many firefighters you have, and how
- 59:29many EMTs you have
- 59:33>> uh total. So, currently we have uh 18
- 59:36career staff, about a dozen volunteers,
- 59:39and uh six residents. All of our career
- 59:42staff are EMTs. And off the top of my
- 59:46head, I believe all but maybe one or two
- 59:48of our volunteers are EMTs,
- 59:51including residents.
- 59:52>> How many firefighters do you have
- 59:54>> total? Um 18 plus 30 36 roughly total.
- 1:00:07>> So the firefighters are EMTs,
- 1:00:09>> correct?
- 1:00:14And how many of those are level three
- 1:00:17hazmat?
- 1:00:18>> I I'd have to look in the training
- 1:00:19records. I don't have that off the top
- 1:00:20of my head, sir. I apologize.

- 1:00:26>> I will say in the state of Washington,
- 1:00:27in order to be a professional
- 1:00:29firefighter, you are required to have
- 1:00:30your EMT. Volunteers, it's very strongly
- 1:00:33encouraged and promoted, but it is not
- 1:00:34currently a requirement in the state of
- 1:00:36Washington.

- 1:00:45but I remember in one of the last
- 1:00:46meetings, um, I had the amount of of
- 1:00:50what we will be increasing. Was it like
- 1:00:52around $2 something?
- 1:00:54>> $240.
- 1:00:55Uh, well, from 19. So,
- 1:00:58>> yeah, it' be $3.40.
- 1:01:00>> $3.40.
- 1:01:02Okay. And you said right now it's
- 1:01:03currently at 19,
- 1:01:04>> correct?
- 1:01:05>> Even.
- 1:01:06>> 19 flat. Yep.
- 1:01:07>> 19 even. Okay. and then it'd be now to
- 1:01:102240. Um, can you give me like a could
- 1:01:14you give us a brief summary of what this
- 1:01:16is for and like the benefits and what
- 1:01:19what good we can the community can see
- 1:01:21out of this?
- 1:01:22>> Yeah, absolutely. And and I don't know
- 1:01:23if we have it. I can always reference
- 1:01:25back to my my presentation as well, but
- 1:01:27what we're seeing out of it is is kind
- 1:01:28of multiaceted. So, one um is one to
- 1:01:31again to be able to offer transport
- 1:01:33services at no out-of- pocket cost to
- 1:01:35our community members. So, that's number
- 1:01:36one. Number two, what we're looking at
- 1:01:38with staffing is improvement and
- 1:01:40increasing our or actually technically
- 1:01:42decreasing our WSRB rating, which if you
- 1:01:45recall is what um helps dictate
- 1:01:47insurance premiums for for homeowners
- 1:01:50and business owners. And so the lower
- 1:01:52our WSRB rating, the lower insurance
- 1:01:54premiums are on those properties. And so
- 1:01:57what we have aimed um and have used our
- 1:01:59WSRB rating and and gone over um I
- 1:02:02wouldn't call them necessarily
- 1:02:03deficiencies but areas for improvement
- 1:02:05that we can see those percentages
- 1:02:07increase which makes our score decrease.
- 1:02:10It's like golf. We want a lower score,
- 1:02:12right? Um and so again, the lower our
- 1:02:15score um the better insurance premiums
- 1:02:17are for again our homeowners and
- 1:02:19business owners. And so that's kind of
- 1:02:20the direct correlation there. So by
- 1:02:22improving staffing, improving our our uh
- 1:02:25line supervision, that equates to um
- 1:02:27improved scores in our WSRB rating,
- 1:02:30which again correlates to improved um uh
- 1:02:33or decreased insurance premiums.
- 1:02:35>> Okay. And this will also help um with
- 1:02:38quicker response times.
- 1:02:41>> Certainly. So you know, anytime that we
- 1:02:43can increase staffing across the board,
- 1:02:45we have quicker responses, especially
- 1:02:47when we have what we call like stacked
- 1:02:48calls. So two, three, four calls going
- 1:02:50on simultaneously. Um we're able to not
- 1:02:53have any delays or have fewer delays in
- 1:02:55responses um when we run into that which
- 1:02:57is not uncommon for our agency.
- 1:03:00>> Okay. And going and can I ask one more
- 1:03:02question?
- 1:03:03>> Yeah. Then we'll go to
- 1:03:04>> and going back to the consultants if I
- 1:03:06recall correctly um they had mentioned
- 1:03:07that another reason being that there is
- 1:03:10a high a high increase is because over
- 1:03:13the years there hasn't been an increase.
- 1:03:16It's always kind of just stay the same
- 1:03:18and stay the same and therefore there's
- 1:03:21always consequences to not picking up or
- 1:03:23not adding an increase when it should be
- 1:03:26added because eventually sooner or later
- 1:03:29later you're we're going to feel
- 1:03:32[clears throat]
- 1:03:32>> you know the consequences of those
- 1:03:35actions. So um is is this true?
- 1:03:38>> Yes. It hasn't been
- 1:03:39>> well and and to reference uh for
- 1:03:41Galvan's comment, I believe you
- 1:03:43referenced in 2016, [clears throat]
- 1:03:44the rates were roughly $8 to some.
- 1:03:47>> So, uh there has been and kind of for
- 1:03:49the limited information I have going
- 1:03:51years prior to me being employed at the
- 1:03:53city of Sunnyside. Um the rates were
- 1:03:55either not increased or they're
- 1:03:57increased,
- 1:03:59I don't want to use the word
- 1:04:00arbitrarily, but without some sort of
- 1:04:02consulting or guidance to where and why.
- 1:04:06And so according to our consultants, we
- 1:04:08um have been behind the curve, if you
- 1:04:10will, um in our rates and due to a lack
- 1:04:13of increase in keeping up with with pace
- 1:04:16and expenses. That answers your
- 1:04:18question.

- 1:04:21>> So, um you know, we recently had an
- 1:04:25increase in our utility bills. So, the
- 1:04:28question that I'm going to ask is we're
- 1:04:30going to have another increase of 2240,
- 1:04:32correct?
- 1:04:33>> Uh well, yeah. up to
- 1:04:35>> up to 2240. Okay. When would the next
- 1:04:38fault increase go?
- 1:04:39>> So that's a council discretion. So
- 1:04:41typically what the consultant what has
- 1:04:43done historically is on an annual basis.
- 1:04:45Um but if it's the desire of council
- 1:04:48that let's say this is approved and we
- 1:04:49want to take a year off if you will
- 1:04:52that's that's council's discretion. You
- 1:04:54know my concern is that you know the the
- 1:04:57if we don't keep up with pace and we're
- 1:04:59going to be back to kind of being behind
- 1:05:01the curve if you will. Um but what the
- 1:05:04consultant built out for the next couple
- 1:05:06years, the increase is um much smaller
- 1:05:09than where we're what we're asking for
- 1:05:11today.
- 1:05:13And I can actually provide that those
- 1:05:15specifics if you like here. Just one
- 1:05:17second. So what they've um forecasted
- 1:05:19and recommended would be
- 1:05:29um over the next five years roughly
- 1:05:32a$120
- 1:05:36>> is that

- 1:05:38>> um there was a couple other question um
- 1:05:40councelor Satia councelor Dolan had his
- 1:05:42hand up first and then I'll come over to
- 1:05:44you. Go ahead councelor Dolan. Um
- 1:05:48I see you have extrication here.
- 1:05:52Can you extrapolate?
- 1:05:54>> Are you talking about our fee schedule?
- 1:05:56>> Those big words. Yeah. So those um were
- 1:06:00before my time there that to my
- 1:06:02understanding and to my recollection the
- 1:06:04intent for those was to go through a
- 1:06:06different program called I believe it's
- 1:06:08fire recovery and that is a cost
- 1:06:10reimbursement based on fire services
- 1:06:13which is
- 1:06:14pretty rare for this area. Um and when
- 1:06:18those were initiated into the fee
- 1:06:20schedule we did not have a process in
- 1:06:23place for doing such cost recovery if
- 1:06:26that makes sense. Not a lot. I I'm I
- 1:06:29guess what I'm trying to get at is uh
- 1:06:31what is your duties when you do an
- 1:06:33extrication? Is that uh jaws of life,
- 1:06:36pulling cutting the top off the car and
- 1:06:38pulling somebody out of there? And
- 1:06:39>> when we're talking the term the
- 1:06:41definition of extrication as a whole,
- 1:06:42it's not just that, but to my
- 1:06:44understanding
- 1:06:45what the definition for the fee schedule
- 1:06:48is, yes, is use of jaws of life or
- 1:06:50advanced extrication. But the term
- 1:06:52extrication in the fire and EMS service
- 1:06:54is very broad. I mean, it could
- 1:06:55literally be just us assisting somebody
- 1:06:57out of a vehicle, but for the intents
- 1:06:59and purposes of the fee schedule or what
- 1:07:01you're referring to there, my assumption
- 1:07:02is that it's referring to um extrication
- 1:07:05with Yeah. Jaws of life um and that
- 1:07:07process there.
- 1:07:08>> If you have a victim in a car in the
- 1:07:11canal, you're not allowed to go in the
- 1:07:13water. Is that my is that understanding
- 1:07:16correct?
- 1:07:16>> It depends on the circumstances, the
- 1:07:18level of water, where the vehicle's
- 1:07:19located, so on so forth. There's a lot
- 1:07:21of variables that come into play with
- 1:07:23that and and the the defining um
- 1:07:28criteria is based on the certification
- 1:07:30levels of our staff um and making sure
- 1:07:32that we're in line with LNI and not
- 1:07:34violating any workplace uh uh
- 1:07:39>> procedures.
- 1:07:40>> How many of your guys have those
- 1:07:41qualifications?
- 1:07:43>> Uh currently I have one.
- 1:07:46>> Okay. Just want to make sure we're
- 1:07:48keeping this relevant to the ambulance
- 1:07:49utility rate. Um for Mr. Hobri here. Uh
- 1:07:54go ahead councelor Sati. Um earlier you
- 1:07:57said um it could take some time to
- 1:07:59implement u procedure and so forth. So
- 1:08:02if this gets approved um will the rates
- 1:08:05increase once it's implemented or right
- 1:08:08away?
- 1:08:10>> So that again that would be the
- 1:08:11discretion of council. So it you know
- 1:08:13typically it's going to be once it's
- 1:08:15approved by council and by
- 1:08:16implementation I guess what I'm I guess
- 1:08:18what I'm referring to there is you um
- 1:08:20you know what we're proposing is the
- 1:08:23promotion of three existing staff
- 1:08:24members the hiring of two additional and
- 1:08:27there's that process that goes with that
- 1:08:28because we have an established process
- 1:08:30for promotions we have an established
- 1:08:31process for hiring that includes
- 1:08:33everything from testing process
- 1:08:35background checks psychology examination
- 1:08:38physical examination that whole process
- 1:08:40um so that's where I would say take a
- 1:08:42little bit. It's not as if this would be
- 1:08:43approved and tomorrow morning we're
- 1:08:45going to have two more firefighters and
- 1:08:47three lieutenants. It's the process of I
- 1:08:49guess more or less hiring and onboarding
- 1:08:51or promoting that would take a little
- 1:08:53bit of time.

- 1:09:25>> If there' be no out-of- pocket cost,
- 1:09:27>> it would be no out of pocket to them.
- 1:09:28Um, without this increase, are you're
- 1:09:32not able to do that? based on what we've
- 1:09:35talked whether what the the the guidance
- 1:09:37advice of the of the consultants and
- 1:09:39then I'll have Monica weigh in on this,
- 1:09:41but the short answer would be no. Not to
- 1:09:43my knowledge.
- 1:09:44>> Okay. So, pretty much what we're looking
- 1:09:46at is um you know a $33
- 1:09:50increase or so. Um
- 1:09:53it's kind of like an insurance, right?
- 1:09:55An insurance policy for for for the
- 1:09:57residents of of Sunnyside. um to where
- 1:10:00if they do need the ambulance, they
- 1:10:03could know that they're not going to
- 1:10:05receive a bill. And and half of the time
- 1:10:07our residents here, you know, they have
- 1:10:10an emergency, they use an ambulance,
- 1:10:12they get a bill, it's, you know, whoa,
- 1:10:14you know, it t it takes them it takes
- 1:10:15them back. Um they might not have save
- 1:10:18up, you know, money for for that extra I
- 1:10:22don't know what a bill what bill would
- 1:10:23cost, you know, 1,200 bucks. I'm not
- 1:10:25sure what what,00 and up. Yeah. which
- 1:10:27we're still our fees for transport are
- 1:10:29substantially less than other areas as a
- 1:10:32whole because we want to make it
- 1:10:33affordable and I don't mean to cut you
- 1:10:34off just one kind of anecdote I'd like
- 1:10:37to share is while I wouldn't be able to
- 1:10:38provide you exact statistics it is not
- 1:10:40uncommon for us to have patients who uh
- 1:10:43in our professional opinion are in need
- 1:10:45of transport but have serious concerns
- 1:10:47about costs and sometimes decline
- 1:10:50transport services because of concerns
- 1:10:52about uh about costs
- 1:10:54>> so it could potent potentially save a
- 1:10:56life right So, if they're not worrying
- 1:10:57about getting the bill in a month or so,
- 1:11:00they could, you know, say, "Hey, yeah,
- 1:11:03take me to the hospital. It's not going
- 1:11:04to cost me." But it's going to cost them
- 1:11:06$3 a month, sort of to say,
- 1:11:09>> correct.
- 1:11:09>> I mean, and and if you know me, I mean,
- 1:11:12I I don't like increases. Um, just like
- 1:11:14nobody else here, I don't think they
- 1:11:16like increases, but um, you know, for $3
- 1:11:19a month, I I think that's a that's a
- 1:11:22good call. Um, and we're getting a lot
- 1:11:24in [clears throat] return. Um, if if we
- 1:11:26weren't getting that in return, I I
- 1:11:28wouldn't be I wouldn't be going for
- 1:11:30those. But we are definitely getting
- 1:11:32something good in return.

- 1:11:44ambulance, would that only be to

- 1:11:49>> or would it be okay for Pros or
- 1:11:51Topenish?

- 1:11:52>> Okay. or wherever the the patient
- 1:11:55decides to go for transfer.
- 1:11:57>> Correct. So, we follow the Yakima County
- 1:11:59protocols in Yakapa County, what they're
- 1:12:00called cops or or county operating
- 1:12:02procedures. And so, there are some
- 1:12:04limitations. So, for example, if we pick
- 1:12:06up a patient, they're like, I want to go
- 1:12:07to Harborview. Well, we're not going to
- 1:12:10transfer to Harborview. It has to be the
- 1:12:11closest, most appropriate facility.
- 1:12:13However, when we're talking Proer,
- 1:12:16Topanish, you know, Sunnyside, um,
- 1:12:18they're all close enough where the
- 1:12:20argument, if you will, to take them to
- 1:12:22their desired hospital is a very easy
- 1:12:23argument to to justify. So, it we, you
- 1:12:27know, we take patients to their desired
- 1:12:29hospital um, all the time. Um, we don't,
- 1:12:32you know, within reason, we don't deny
- 1:12:34patient their destination of choice. And
- 1:12:37with that being said, depending on the
- 1:12:39the needs of the patient, we do
- 1:12:41transport beyond that. We will transport
- 1:12:43to Yakima or Cadillac in the Tri Cities
- 1:12:46based on patients condition or needs
- 1:12:48because we want to make sure that
- 1:12:49they're getting the most appropriate
- 1:12:50care for their for their ailment.

- 1:12:59Galvan's comment because dang my voice

- 1:13:09that I know that are from the city of
- 1:13:11Sunnyside and a lot of them don't have
- 1:13:12insurance and a lot of them have needed
- 1:13:14to go to the hospital but refuse to make
- 1:13:17that ambulance call because everyone
- 1:13:19knows that it's expensive and it's not
- 1:13:22just accessible for everyone. So even
- 1:13:25like being able to even like maybe push
- 1:13:27that as well with this announcement just
- 1:13:30to kind of push like hey we just want
- 1:13:32everyone to know you know that if you're
- 1:13:34resident in the city of Sunnyside um you
- 1:13:37can now have this service provided for
- 1:13:39you and you will not be charged an
- 1:13:41out-of- pocket um fee. I think just even
- 1:13:43like making that clear um will be very
- 1:13:46key um moving forward if this does um
- 1:13:49get approved.

- 1:18:20agenda, which is D. Finance director
- 1:18:22employment agreement. approve a
- 1:18:24resolution authorizing the interim city
- 1:18:25manager to execute a personal services
- 1:18:27agreement with Monica L. Hoffster to
- 1:18:29serve as the city of Sunnyside's finance
- 1:18:31director. Mr. City Manager.
- 1:18:34>> So, right now, um, our finance director
- 1:18:36has left. She's, uh, moving across the
- 1:18:39country. She's a couple states away, I
- 1:18:41believe. And, um, until we can get that
- 1:18:43position filled, um, Monica's, uh,
- 1:18:46working on a couple of projects right
- 1:18:47now, and that's reconciling 2024, 2025.
- 1:18:51She's found some things that need to be
- 1:18:53cleaned up. We have some federal
- 1:18:54reporting that needs to be done as well
- 1:18:56as some other reporting. So, my request
- 1:18:58is that we keep her on um and she's able
- 1:19:01to work remote to continue those tasks
- 1:19:03until we can get a finance um director
- 1:19:06hired. Um we have hired a couple of
- 1:19:09positions in the finance department that
- 1:19:11are going to start on the 16th. She's
- 1:19:12laid out training for them for the first
- 1:19:14two weeks already. Or was it week or two
- 1:19:16weeks? I believe
- 1:19:17>> um it's a pretty indepth first week and
- 1:19:20then the second week my goal was to um
- 1:19:23put together
- 1:19:25um a more detailed uh streamlining so
- 1:19:30that way we could really get a fast
- 1:19:32track on this timeline to complete some
- 1:19:34of these items that are imperative to be
- 1:19:37able to finish those financial records
- 1:19:40for annual reporting.
- 1:19:42So, she has a plan for those new
- 1:19:44employees even though she won't be in
- 1:19:45the building. And it it is really
- 1:19:46detailed actually. I was impressed. Um,
- 1:19:49so Julie wrote up this contract and um
- 1:19:52I'm asking that you approve it. Um, it
- 1:19:54is a little bit less than what she's
- 1:19:55currently making and Monica was okay
- 1:19:57with that. She's she uh is willing to
- 1:20:00help and so I I'm asking that you
- 1:20:03continue to let her.

- 1:20:09the copy of of the uh contract, it
- 1:20:13wasn't kind it wasn't really it wasn't

- 1:20:19of was going to reflect as quickly as
- 1:20:22she was able to get um the the uh
- 1:20:26prescribed um uh duties done. So, it

- 1:20:54strictly on finance. We need to get that

- 1:21:17this up and do the reconciliation, um I
- 1:21:19believe um you would still be meeting
- 1:21:22with us at the finance uh subcommittee,
- 1:21:24correct? On

- 1:21:26>> correct? I And I also um the ELTAC needs
- 1:21:29to have a meeting here really soon. So,
- 1:21:31I need to set up an ELTAC meeting.
- 1:21:32Finance committee needs to be meeting to
- 1:21:34do go over claims. And then I would
- 1:21:37still also meet um Mondays with council
- 1:21:39as well.
- 1:21:41>> And so, I know it's an an open-ended
- 1:21:44contract, but you know, I think the the
- 1:21:46finance subcommittee can uh really um
- 1:21:49you know, hold her feet to the fire and
- 1:21:52make sure that we get this done because
- 1:21:54um you know, right now we're we're kind
- 1:21:56of flying blind. We don't know where
- 1:21:57we're at. We could be good. We could be
- 1:21:59bad. um you know, we could be down in
- 1:22:01the middle. So, I I I really do
- 1:22:03appreciate this uh this help, Monica,
- 1:22:05that that you're providing to us. Um
- 1:22:07especially serving in between um you
- 1:22:10know, managers um so they could you
- 1:22:12could bring them up to date to to
- 1:22:15exactly what we need to do and and I
- 1:22:17think some of the times um that's where
- 1:22:19we get these late fees is to the new
- 1:22:21person doesn't know that, you know, hey,
- 1:22:23there's there's a deadline coming up or
- 1:22:25or there's something that we need to do.
- 1:22:27So, I really appreciate, Monica.
- 1:22:30>> Yeah. My goal also is to be able to have
- 1:22:32a really itemized list for the person
- 1:22:34that comes in in my role and to kind of
- 1:22:36walk them through um obviously some of
- 1:22:39the things that we had discussed during
- 1:22:40the budgeting process because it's going
- 1:22:42to be important that they hit some of
- 1:22:43those line items. Um the million dollars
- 1:22:46will be coming up here soon for the
- 1:22:48March. So, we're going to have to bring
- 1:22:50that to council um to address that
- 1:22:52million-doll bond that's going to be
- 1:22:54released. And there's a couple other
- 1:22:56items that are going to be needed to
- 1:22:57take care of sooner rather than later.
- 1:22:59>> The other luxury of a contract like this
- 1:23:02is if we can maybe bring to council for
- 1:23:04a slight amendment that if she stays on
- 1:23:06for a month, maybe when the new person's
- 1:23:08hired to cross train them on all the
- 1:23:09things she's found and how she's
- 1:23:10handling um her accounting practices and
- 1:23:13things like that with that's something I
- 1:23:15don't think we've ever had when we've
- 1:23:16lost a finance person, the next person
- 1:23:18comes on and recreates everything. So,
- 1:23:20>> and we'd like to Excuse me. I'm talking
- 1:23:23out of turn now. Yeah. And I think we
- 1:23:26like and when we've talked with I think
- 1:23:28the finance committee last years and
- 1:23:30this year's I think we've all agreed
- 1:23:31that you know if we can put together a a
- 1:23:36worksheet like that that that helps to
- 1:23:38to get people on the same page. So we
- 1:23:40don't need to be reinventing the wheel
- 1:23:42every time we get a new new person in
- 1:23:44that job. And so this I think is really
- 1:23:47going to be a big asset to us to be able
- 1:23:49to to do the onboarding as it's called
- 1:23:52now uh in a much more efficient manner.

- 1:26:34is he is actually an employee of GMP

- 1:26:50in the contract very short
- 1:26:51straightforward. It's terminable u

- 1:30:49things like that if council wants to
- 1:30:50keep them where they're at. That is a

- 1:30:57need to decide.

- 1:32:30and it it said uh maybe tractors donated
- 1:32:32by Mr. Sleeved uh to tell about the rich
- 1:32:35farming history of this of uh city of
- 1:32:37Sunnyside and and they provided a couple
- 1:32:39of samples and the city can have a sign
- 1:32:41that states for display only. They would
- 1:32:43they would recommend having an agreement
- 1:32:45between the city and Mr. sleeve having
- 1:32:46him identify and hold and harmless the
- 1:32:48city. Um make it clear that the
- 1:32:51agreement that the city is not
- 1:32:52responsible for any damage to the
- 1:32:53equipment. Currently there's nothing in
- 1:32:55place stating that the equipment is not
- 1:32:56listed on the property schedule for the
- 1:32:58city with the insurance. Uh which means
- 1:33:00there's no coverage if the equipment's
- 1:33:01damaged.
- 1:33:03So

- 1:37:50now I I think we were uh councelor G
- 1:37:54Chavez was uh thinking about taking that
- 1:37:57in there but um that's solely up to the
- 1:38:00council on what we want to do proceed
- 1:38:03with it and um how we want to utilize
- 1:38:06it.

- 1:38:19>> At this very time, men's basketball
- 1:38:21hasn't been playing in there for quite a
- 1:38:22while. Um
- 1:38:25the volunteer at that time that was
- 1:38:27taking care of it, uh apparently he just
- 1:38:30got too busy. People weren't uh paying
- 1:38:33what they were supposed to be paying to
- 1:38:35and he just said, "I I can't anymore."
- 1:38:38And we're like, "So there's no there's
- 1:38:40no men's basketball."
- 1:38:41>> No men's basketball.
- 1:38:44>> [snorts and clears throat]
- 1:38:47>> any other ideas around this is
- 1:38:49>> with the weather coming up. It's it's
- 1:38:51almost, you know, we I think we kind of
- 1:38:54missed the boat with that winter and
- 1:38:56didn't do enough or to be able to open
- 1:39:00it up during the winter. The summer's
- 1:39:01here and I think that's being outside is
- 1:39:04going to take precedence now with
- 1:39:05basketball and soccer and everything.
- 1:39:08So, we might want to start planning for
- 1:39:11the next coming year, but keep those
- 1:39:13keep it open going forward. You know
- 1:39:15what I mean?
- 1:39:16>> Most definitely. And like I said, pickle
- 1:39:17ball's going in there right now. I know
- 1:39:20uh we're setting our courts up at the in
- 1:39:23the park with the pickle pickle ball
- 1:39:25courts. Um and we're open I'm open to
- 1:39:29any ideas on what we can utilize it for
- 1:39:31um to use it. I mean, it's a beautiful
- 1:39:34uh community center and um I mean,
- 1:39:37obviously events happen there still. Um
- 1:39:41so, yeah, for the coming up this coming
- 1:39:44up winter, we can look and see what we
- 1:39:46need to do for people in there.
- 1:39:48>> Do we want to keep this on the status
- 1:39:50report or
- 1:39:52I I don't know how often you want to
- 1:39:53revisit it between now and next winter.
- 1:39:55we can leave it on or we can make it I
- 1:39:57don't know who's going to remember to
- 1:39:58pop it back up maybe in July so we start
- 1:40:01looking at it but
- 1:40:02>> well we're going to have an interim here
- 1:40:03pretty soon um that might bring us a
- 1:40:06little bit more stability to be able to
- 1:40:08hold the this maybe in in a special um
- 1:40:12or in a workshop or
- 1:40:14>> do some sort of um
- 1:40:17uh workshop session in community um but
- 1:40:20it definitely has to come out from there
- 1:40:22onto like a more in-depth planning
- 1:40:25situation amongst us.

- 1:40:42plan.

- 1:41:04I'll be presenting some examples from
- 1:41:06some neighboring cities and kind of just
- 1:41:08getting their feedback and seeing what
- 1:41:10it is that they think would be the best
- 1:41:12look for Sunnyside and go from there.
- 1:41:18museum status. It looks like u took care
- 1:41:22of that problem.

- 1:41:38Leroy Workhovven was one of the ones

- 1:41:44um pieces of equipment
- 1:41:47that we were just talking about. He also
- 1:41:51has had the Christian school
- 1:41:55uh wood shop kids rebuild and refernish
- 1:41:58I mean restore a a um ice cream wagon.
- 1:42:05It's currently parked in the new museum
- 1:42:07building and uh he was going to be
- 1:42:10speaking with Home Depot about donation
- 1:42:12of materials to put up a 10 by 20
- 1:42:17um shade similar to the one that uh my
- 1:42:21welding class built for the for the u
- 1:42:26uh Snipes cabin across the street.
- 1:42:30um it would be a lot smaller and just
- 1:42:32cover just the wagon
- 1:42:35and uh right there on Fourth Street near
- 1:42:38the sidewalk. It's still in discussion,
- 1:42:41but um he is meeting with him on
- 1:42:44Wednesday
- 1:42:46uh to see about getting materials to put
- 1:42:48this thing up and cover that ice cream
- 1:42:50truck and then move it out of the
- 1:42:52building and have it on display. It'll
- 1:42:54have fencing around it so that kids can
- 1:42:56access it and fall off it. Um, I did
- 1:42:59talk to uh, Sis Canard today about it
- 1:43:03and she was all for it. Um, it's they
- 1:43:06did a great job of restoring it. It's
- 1:43:08it's really something to look at. So,
- 1:43:10um, I guess the next step would be
- 1:43:12securing that property of the cities and
- 1:43:15putting that up and donating the
- 1:43:17structure to the city. So, it's like an
- 1:43:21ongoing thing. We'll find out Wednesday
- 1:43:23or Wednesday what what he's accomplished
- 1:43:26as far as securing the materials to put
- 1:43:28up this structure. And so, um, we'll
- 1:43:31have pictures for you and layout and all
- 1:43:33that at our at our workshop.

- 1:44:09>> Yeah, I had the chance to um show up to
- 1:44:12one of the new business. There's been a
- 1:44:14few businesses that are new here in the
- 1:44:16city of Sunnyside. Um, I was able to
- 1:44:18attend Wise Law's ribbon cutting
- 1:44:20ceremony, which was really nice. Um,
- 1:44:22they're an injury um, law, a new law
- 1:44:25firm here in the city of Sunnyside. So,
- 1:44:27um, make sure to if you can stop by and
- 1:44:30just say welcome to Sunnyside. You know,
- 1:44:31even like a small welcome goes a long
- 1:44:34way for small and new businesses. Um,
- 1:44:38and speaking of businesses, um, economic
- 1:44:41development committee, we we are
- 1:44:43actually hosting, um, business trainings
- 1:44:46at the Sunnyside Community Center every
- 1:44:48Tuesday. Um, it starts at 5:15 to 7:15,
- 1:44:53so they're 2 hour long. They're 2 hours
- 1:44:56long. Um, and we actually they were all
- 1:45:00provided there. So it's for people who
- 1:45:02don't have a business yet but want to
- 1:45:05pursue or are wanting to open up a
- 1:45:07business. We're going over a lot of
- 1:45:10material where we where they are
- 1:45:12teaching them actually um kind of like
- 1:45:15well what is it that you want to do?
- 1:45:16What's your idea and how can it actually
- 1:45:19work and what are the steps to even be
- 1:45:21able to obtain or start a business? and
- 1:45:24it is just giving all the fundamentals
- 1:45:26and a lot of information. And it's
- 1:45:29really nice because when you complete
- 1:45:31all of these trainings, um this program
- 1:45:33will actually pay for your business
- 1:45:35license. They'll pay and they'll do all
- 1:45:37of your licensing, make sure that you
- 1:45:40have everything done correctly and all
- 1:45:42all free of charge. And there's a good
- 1:45:45group right now and they're very pumped
- 1:45:46and it's very nice to see that. and
- 1:45:49we've all just been donating um snacks
- 1:45:52and drinks and I've been there. So um
- 1:45:56Tuesdays I've been busy on Tuesdays um
- 1:45:58helping with that and tomorrow it'll be
- 1:46:01our third class. So, um I just want to
- 1:46:04let everyone know that it's still not
- 1:46:06too late to participate. And if you are
- 1:46:08interested or if there's a business idea
- 1:46:12that you have or you know someone who
- 1:46:15maybe has a business but doesn't have
- 1:46:17their licenses, this would be an amazing
- 1:46:20opportunity for them to get connected
- 1:46:22with these people. That way they can get
- 1:46:25connections and a and are able to then
- 1:46:27obtain a business license. So, I just
- 1:46:30wanted to um share this reminder to the
- 1:46:32city of Sunnyside that this is a free
- 1:46:34event and it's being held every Tuesday
- 1:46:385:15 to 7:15 at the Sunnyside Community
- 1:46:40Center.

- 1:46:53>> I just want to mention I also went to
- 1:46:55the wise uh uh injury law office um over
- 1:47:00on Yakma Valley Highway um on was that
- 1:47:04last Tuesday I believe and it was it was
- 1:47:06very nice. I recognized Mr. uh Wise
- 1:47:10right away because several years ago I
- 1:47:13did an article when I was still working
- 1:47:14at newspaper. He and his family had got
- 1:47:17separated during the COVID. He was in um
- 1:47:20China. His family was in Thailand on
- 1:47:22vacation, but it came time to go home.
- 1:47:25The family in Thailand was not allowed
- 1:47:27back into China. So, they had to figure
- 1:47:29out a way to uh get back to the states.
- 1:47:32Mr. uh Wise at that time was working
- 1:47:35with the diplomatic service and so he
- 1:47:37had to wait a little while. They ended
- 1:47:39up in Outlook at I think her parents or
- 1:47:41his parents home. So, that's been a long
- 1:47:44long time ago. And then he went to
- 1:47:45Harvard, got his law law degree. So, it
- 1:47:48was really cool to see them. His
- 1:47:49children that were really little when I
- 1:47:51did the interview are all now they're
- 1:47:53freshman and senior in high school. So,
- 1:47:55that was kind of neat to get to see him
- 1:47:56for that reason. I'm very happy to see
- 1:47:58them back here in Sunnyside. It's a very
- 1:48:00good deal. That's all I have.

- 1:48:06Rob and I will be heading out to
- 1:48:08Washington DC tomorrow morning. So, as
- 1:48:10soon as this is done, I have to run off
- 1:48:11to go pack because we're catching a very
- 1:48:13early flight um 5 in the morning. Um,
- 1:48:16thank you, um, Hector for pulling
- 1:48:20together some of the materials and Chief
- 1:48:22Hubrick, um, think the consulting firm
- 1:48:26submitted some appropriations, um,
- 1:48:29potential appropriation funding for us.
- 1:48:31So, send all the good energy. We hope to
- 1:48:34be able to advocate in the best way we
- 1:48:37can for the city and eventually bring
- 1:48:39back some money.
- 1:48:42Um I'll give it over to
- 1:48:46you. Um probably think for upcoming
- 1:48:49council meetings.
- 1:49:01Okay. We have the meimble uh mobile
- 1:49:03vendor ordinance uh at the
- 1:49:07well it says in March 9th meeting. So on
- 1:49:09the 23rd and it sounds like uh Mr. Mahia
- 1:49:12is ready for that. Um we're going to
- 1:49:13have a budget update from Miss Hoffetter
- 1:49:16and revisit the hiring freeze. Um the
- 1:49:20emergency moratorum, we voted at the
- 1:49:22last meeting to have that hearing on the
- 1:49:24uh March 23rd meeting. So that'll
- 1:49:26happen. Then
- 1:49:28um April 6th is the
- 1:49:31study session and we have a it looks
- 1:49:34like a training council dos and don'ts
- 1:49:36with WCIA and we added the farm
- 1:49:38equipment discussion there
- 1:49:42and I just got an email to move an
- 1:49:44agenda item. Uh
- 1:49:48the budget update uh it's been asked to
- 1:49:51move until April. So that would go to
- 1:49:54the April let's see
- 1:49:5813th meeting.
- 1:50:09Okay. Made that change. And then um down
- 1:50:13under future agenda items, the fee
- 1:50:15schedule change that happened tonight.
- 1:50:18Um we have the Catholic Charities Chip
- 1:50:20Grant. There's been some emails going
- 1:50:21back and forth. I think Hector's been on
- 1:50:23those.

- 1:50:27Housing Authority, the presentation that
- 1:50:30uh the mayor realized we were supposed
- 1:50:32to get annually and haven't been
- 1:50:33getting. So hopefully that happens here
- 1:50:35soon. And then um
- 1:50:39dispatch uh that's we I've met with the
- 1:50:42union and our labor attorney last week.
- 1:50:44That should be coming here soon. I've
- 1:50:45also uh Julie has returned her opinion
- 1:50:48on it um with a couple of minor changes.
- 1:50:51And then the opioid money for radio
- 1:50:53KDNA. I think that uh that's something
- 1:50:55that Monica is working on finding all
- 1:50:57the opioid money so we could get a clear
- 1:50:59direction on what we have. So any
- 1:51:01questions on that or anything to add
- 1:51:03from anybody.

- 1:51:23working on uh Cherry Hill Stormwater uh
- 1:51:26pond and retaining wall. Um so it's the
- 1:51:29wall up on Cherrywood that's fell. Um
- 1:51:32been working with uh Drew
- 1:51:36P Homeman Pullman from or Poland. I I'm
- 1:51:40messing I'm butchering his last name. I
- 1:51:42apologize. Julie. Um so we're I'm
- 1:51:45working on with him and Dr. Martin to
- 1:51:48see how we can recoup and get that taken
- 1:51:51care of. Um obviously Ninth in Lincoln
- 1:51:54on the sewer project. Um we're hoping to
- 1:51:56have that um out to bid here soon. Um
- 1:52:01working with the Department of Ecology
- 1:52:03storm water capacity grant uh that we
- 1:52:05received 120,000 for. Um we can use
- 1:52:08those for wages, parts,
- 1:52:11um materials that we need for um storm
- 1:52:15water. So, um, I got a list of graffiti
- 1:52:19that I have sent out to my, um, street
- 1:52:22department. They're helping me out very
- 1:52:24well with that. We have a bunch of
- 1:52:25graffiti that we're getting taken care
- 1:52:26of. The unhomed, uh, PE people, we're
- 1:52:30I'm work myself, Mr. Taylor, and,
- 1:52:34uh, Omar, uh, Mr. Rangel is, uh, working
- 1:52:38on that diligently and trying to make
- 1:52:40sure we get them round up and, you know,
- 1:52:44not out to the community.
- 1:52:46uh working with Mr. Taylor and Mrs.
- 1:52:48Norton on the mobile vendor. I'll be
- 1:52:50working on the Yellowstone plaque here
- 1:52:52soon. Um and then obviously for Mr.
- 1:52:55Gawan obviously working on the swimming
- 1:52:57policy um that he had asked for. So
- 1:52:59swimming is coming up. Working with the
- 1:53:02swim team and their contract uh that's
- 1:53:04been sent to Miss uh Norton also. Um,
- 1:53:09and then working with HLA to find some
- 1:53:12funds for a new water tower. Um, and um,
- 1:53:15well 10 so we can get that reback into
- 1:53:17erus which I found for uh, Mr.
- 1:53:20Hullbrook. So ERUS is Oh, sorry. Oh,
- 1:53:24where'd it go? Uh, there it is.
- 1:53:27Equivalent residential units. That's
- 1:53:29what ERU means. So, um, I also am been
- 1:53:34working with our sewer department. Uh we
- 1:53:36had a couple pumps that went down. Um so
- 1:53:41over in Enterprise, we have a lift pump.
- 1:53:44Um
- 1:53:46come to find out, we found out that the
- 1:53:47impeller in it is completely gone. So we
- 1:53:51had to order an impeller for uh that
- 1:53:53pump, which is going to cost us 1725.
- 1:53:57So that's $1,725
- 1:53:59to replace it. um for a new pump to come
- 1:54:03in and we're looking at between 12 to
- 1:54:0515,000. So, we went the route we could
- 1:54:09um just to get it going and get the p
- 1:54:12pump pump on um back into working
- 1:54:14condition. It still pumps. It's just not
- 1:54:17to its full capacity.
- 1:54:19So, just to bring that to your guys's um
- 1:54:22view that we are working on that. Um, I
- 1:54:26also am working on
- 1:54:29CCS, which is a company that we brought
- 1:54:32in to help us out with the clarifier.
- 1:54:35Now, we have two clarifiers at the
- 1:54:36wastewater treatment plant that was full
- 1:54:39and plugged. Now, what a clarifier does,
- 1:54:43just to give you guys a little
- 1:54:44background, is a tank structure designed
- 1:54:46to remove suspended solids and
- 1:54:48impurities from waste water through the
- 1:54:50process of settlements. Um, so we have
- 1:54:54two of those.
- 1:54:56Both were plugged both augers to
- 1:55:00um the next roll that it goes to.
- 1:55:04It was very plugged. We tried to unplug
- 1:55:06it manually unplugging it with our sewer
- 1:55:10sewer. Um, so I got an estimate on how
- 1:55:12much it would take to get it cost um be
- 1:55:16cleaned. The estimate was $10,000.
- 1:55:20Now, as soon as I got the bill, I
- 1:55:22notified interim city manager about it
- 1:55:25and the bill was much higher than what
- 1:55:27they quoted me for an estimate. It was
- 1:55:3061. So, with that 61,000, I told them,
- 1:55:34"Hey, you guys need to obviously find
- 1:55:38out what happened. How did we get not
- 1:55:41contacted? Because work should have been
- 1:55:43stopped. Um once and hopefully I am
- 1:55:47going to work on getting that cost down
- 1:55:49and working with them because obviously
- 1:55:51we didn't get authorization to have that
- 1:55:53taken care of of that amount. But the
- 1:55:56quote that I have here was only for
- 1:55:5810,000 and that should have been what it
- 1:56:01cost, not 10,000 per uh the amount of
- 1:56:05time. It should have been just straight
- 1:56:0710,000. If it was going to go more, then
- 1:56:08they should have as they should have
- 1:56:10estimated more. Uh, we gave them all the
- 1:56:13information on how plug it is, how big
- 1:56:15the tank is, what we needed done. So,
- 1:56:18I'm going to be working with them to get
- 1:56:20that cost down and and so to to make
- 1:56:24sure that's taken care of.
- 1:56:25>> Yeah, they should have stopped work and
- 1:56:26contacted us. It's just like taking your
- 1:56:28car to a mechanic. They just can't run
- 1:56:29the bill up without your authorization.
- 1:56:31That's exactly what happened. So, when
- 1:56:32he called me, I said, "That's not going
- 1:56:33to work. take it back to them and
- 1:56:35they're going to reduce that bill to
- 1:56:36some extent or we're not paying it. I
- 1:56:38mean, that's ridiculous. There's a
- 1:56:39reason we go out and get quotes.

- 1:56:47This was the uh crew that cleaned out
- 1:56:50the big tank.
- 1:56:51>> Yes, sir.
- 1:56:52>> And it was ended up being 60
- 1:56:54>> 61.
- 1:56:56>> Wow. cuz I was up on top of that tank,
- 1:56:59but the guy when he when he told uh
- 1:57:02Randy it was going to be 31,000.
- 1:57:05>> Yeah. No, I got a quote right here. That
- 1:57:06was
- 1:57:07>> and they were almost done.
- 1:57:09>> Yeah. So, I got a quote from here on TW
- 1:57:12two 26 of 26 when I was getting this
- 1:57:16taken care of and it was for 10,953.
- 1:57:21>> So, go ahead, counselors.
- 1:57:24Did they even tell you why it was so
- 1:57:26what what happened there with the the
- 1:57:29cost? So, they just decided to bill
- 1:57:31that.
- 1:57:31>> They sent me the bill and I was like,
- 1:57:32"No, this is not this is not correct."
- 1:57:35And that's when I contacted the intern
- 1:57:37city manager and I contacted them.
- 1:57:39>> But you also have the quote and you have
- 1:57:41the quote, right?
- 1:57:42>> I have the quote right here. So, and
- 1:57:43that's what I stated to them that I have
- 1:57:45a quote for 10,000, not for 61. Um, that
- 1:57:49that should have been
- 1:57:5110 was the cap. Unless something I mean
- 1:57:54if and if that person let you know that
- 1:57:57it was 31,000.
- 1:57:58>> No, I was just standing right there with
- 1:58:00Randy when those two were talking. He
- 1:58:02said you're going to end up at about
- 1:58:0431,000. That was they were very close.
- 1:58:07They had a little bit more to clean out
- 1:58:09of one side and
- 1:58:10>> but even then that's
- 1:58:11>> everything was right there on the
- 1:58:12camera. It was it was almost done. And
- 1:58:16so then it was just deep.
- 1:58:17>> If it would have ended up 12,000, we

- 2:01:38the highlights is on Saturday on the
- 2:01:417th, we had our first uh, public
- 2:01:43education CPR blitz that we hosted at
- 2:01:45the community center. We had about a 20
- 2:01:47attendees. Um, went incredibly well. Um,
- 2:01:50a lot of engagement from those that
- 2:01:51attended, asked a lot of great questions
- 2:01:54and, um, kind of our follow-up with them
- 2:01:55at the end was that it was very
- 2:01:57beneficial and very educational. So, um,
- 2:02:00with that feedback, we uh, plan to do
- 2:02:02more in the future. So, that's all I

- 2:02:46we also have uh cell phones for council
- 2:02:49members that should be uh ready uh here
- 2:02:53soon. I just didn't want to uh we we
- 2:02:56have to configure Duo for all of you so
- 2:02:58that it it takes over what your uh other
- 2:03:01devices are doing now. Uh I didn't want
- 2:03:04to interrupt that for having you come in
- 2:03:06and making sure that all worked for you.
- 2:03:09Um we uh come in continue uh domain work
- 2:03:14to be able to get to implementing our
- 2:03:16new uh email. Um the timekeeping system
- 2:03:22we're still it's uh it's it's going to
- 2:03:25be an ongoing project for the next few
- 2:03:26months. And um network replacement. Uh
- 2:03:31we we're working on replacing equipment.
- 2:03:33Just like I said uh last week, it'll
- 2:03:35it'll be going on for a little while. Um
- 2:03:39so

- 2:03:46knows that we're not putting AC units in
- 2:03:48in closets, but it's a it's a server
- 2:03:50closet or server room.

- 2:04:10the building isn't enough to cool that
- 2:04:11room down. It also has to be kept
- 2:04:14locked. So yeah,

- 2:04:20my day working on uh city manager stuff
- 2:04:22um prepping for Washington DC. So, the
- 2:04:24just so everybody knows, it was in my
- 2:04:25weekly report, but the two big things
- 2:04:27that we're asking for there is some
- 2:04:28federal funding for the bridge um that
- 2:04:31coincides with the Washington State
- 2:04:32Department of Transportation roundabout
- 2:04:34at the intersection of 241 and Edison.
- 2:04:36Um we need to replace that bridge so
- 2:04:38that they can put in the roundabout. Um
- 2:04:39the bridge needs to be widened and
- 2:04:41improved. And so, that's something that
- 2:04:43we're going to be asking for. And the
- 2:04:44other thing is uh um and and the one I
- 2:04:47got to do a little more research on so I
- 2:04:48understand it better, but it's some
- 2:04:49improvements at the wastewater treatment
- 2:04:50plant so that we don't end up with a
- 2:04:52leak. Correct.

- 2:04:56that are really outdated headworks that
- 2:04:59are outdated that need to be um
- 2:05:01obviously the clarifiers some of their
- 2:05:03pumps and augers are outdated. So we
- 2:05:06have quite a bit of improvement that we
- 2:05:08needs to be taken care of at wastewater
- 2:05:11treatment plant. So
- 2:05:12>> so that's the two projects that uh we'll
- 2:05:14be advocating for. Um, have excuse me,
- 2:05:18have have we uh have you guys talked to
- 2:05:23SB and uh
- 2:05:26the the waterway through there about
- 2:05:28what the plan is?
- 2:05:30>> I will I haven't reached out to them. I
- 2:05:32was working on on obviously the the lob
- 2:05:35our lobbyists, you know, and trying to
- 2:05:37get those letters today. So, I didn't
- 2:05:38get a chance to reach out to them today,
- 2:05:40but I will make it a point to reach out
- 2:05:41to SVAD and Rosa to make sure we're on
- 2:05:44the right path for um the Colbert, which
- 2:05:49is that what you're uh intended to ask
- 2:05:51for to see if we're on the right path
- 2:05:53for that.

- 2:08:21past have not been tied up which I think

- 2:08:27things that uh we need to do or there
- 2:08:29were a couple things that were somewhat
- 2:08:31bothersome is the uh we had a meeting
- 2:08:35here where uh the leader of Ella Maria
- 2:08:39Frost Maria Fernandez
- 2:08:42uh sued the council for $150,000 and
- 2:08:45there was a vote and I believe the mayor
- 2:08:48voted on that and the mayor as a member
- 2:08:51of that organization she should not have
- 2:08:53voted on that. uh the conflict of
- 2:08:55interest. Uh also the mayor voted to
- 2:08:58have her be on the environmental
- 2:09:00committee, whatever the name of that is,
- 2:09:02and should not have voted on that.
- 2:09:04There's a conflict of interest there. So
- 2:09:06that needs to be readressed by the
- 2:09:08council. We need to tighten things up.
- 2:09:10We need to do things by the numbers, and
- 2:09:13we'll definitely absolutely expect that
- 2:09:15to happen. There are agencies out there
- 2:09:16that will make it happen, but we want to
- 2:09:19make that happen here at home first and
- 2:09:22play by the rules. Um
- 2:09:25uh we're uh I interesting enough uh
- 2:09:29somebody gave me this letter. It was in
- 2:09:31on Facebook. Uh the guy uh David
- 2:09:35Cortinis Lavos I think I I'm not
- 2:09:38familiar with all this but um I believe
- 2:09:42he runs this Lavo out of Pasco. He comes
- 2:09:45all the way up here to our meetings. Why
- 2:09:47the hell he comes up here I don't know.
- 2:09:49Uh this is this is Sunnyside. we have
- 2:09:51our own deal going on here. And uh so he
- 2:09:55comes up and he sticks his nose into
- 2:09:57things and claims he's a first class
- 2:10:00reporter, yada yada, which he is
- 2:10:02definitely not. Um he was also involved
- 2:10:06with Mike Gonzalez. Uh Mike did a good
- 2:10:09thing by the way putting what I like to
- 2:10:11see come back is uh getting our
- 2:10:14community businesses together to meet at
- 2:10:17a certain time. That was a very good
- 2:10:19thing and it died. Uh but anyway, so

- 2:10:27"Uh, true colors are coming out on most

- 2:14:34for you guys to have protection to have

- 2:14:38interest of the city. But when you have
- 2:14:40your own council members asking what is
- 2:14:42going on like why is why is that being
- 2:14:45kept from each other from one another?
- 2:14:47Why are you why are you doing that? And
- 2:14:50then did maybe the rest of you know none
- 2:14:52of you popped up. And if you did well
- 2:14:55cuz that's quorum. So that's another
- 2:14:57issue. So I I don't know what the four
- 2:15:00of you have for Mike. I don't understand
- 2:15:02the secret fan club. But if you could
- 2:15:04please enlighten the rest of us because
- 2:15:07you all know what he did. Some of you
- 2:15:09are brand new and you heard about it,
- 2:15:11but you're aware of the liability he put
- 2:15:13us at, the liability he exposed us to,
- 2:15:16the way he treated staff. You two had
- 2:15:19staff talked to you, and you still made

- 2:16:32Martinez and I live within the
- 2:16:33boundaries of the port of Sunnyside. Um,
- 2:16:36I just wanted to say that March is Women
- 2:16:39History Month. So, I hope the city of
- 2:16:43Sunnyside, especially with, you know,
- 2:16:46some historical things that have
- 2:16:47happened these last few years with women
- 2:16:49running, Latino women running and such,
- 2:16:52that, you know, hopefully there's a
- 2:16:53proclamation of some sort. Um, you know,
- 2:16:57to address the history of women on city
- 2:16:59council in Sunnyside. Um, I think that
- 2:17:02would be great also to educate the
- 2:17:04community and encourage the youth to get
- 2:17:05involved. And you know, because if you
- 2:17:09read your true history book, you're
- 2:17:11going to find that women have been
- 2:17:12fighting for years for recognition. And
- 2:17:15of course, these were the Caucasian
- 2:17:17women first, then women of color. And
- 2:17:20even during this time, you know, with
- 2:17:24American citizens that are being
- 2:17:27arrested just because of their skin
- 2:17:29color. And this isn't the first time
- 2:17:30it's happened. It happened during the
- 2:17:33Vietnam War. had happened or in Pearl
- 2:17:36Harbor, you know, and now with all these
- 2:17:39so-called detention centers being built
- 2:17:42around the country, it just makes me
- 2:17:44wonder if we're taking a step back in
- 2:17:47history. But anyway, in the meantime, u
- 2:17:49March is Women's History Month. And so,
- 2:17:51I really hope you guys make some kind of
- 2:17:53proclamation and bring that um important
- 2:17:58information forward to our community.

- 2:18:34know if you guys are bringing him back.
- 2:18:35I mean, I know he was really good about
- 2:18:37lobbying for money and bringing money
- 2:18:39and other things into our community. So,
- 2:18:42um, you know, to me it's like I don't,
- 2:18:45you know, I kind of wonder like, you
- 2:18:48know, how's the information getting out
- 2:18:50into the community, especially if if the
- 2:18:53city council is holding special
- 2:18:54meetings? It kind of makes me wonder,
- 2:18:56you know, believe it or not, I kind of
- 2:18:58agree with Monica. It's like, is
- 2:19:00somebody, you know, sharing that info
- 2:19:03out there? I mean, I know that it seems
- 2:19:05like there are cert certain city council
- 2:19:08members that are being targeted, but to
- 2:19:11me, it's like maybe they're targeting
- 2:19:13the wrong winds. I don't know. But I
- 2:19:15just wanted to say that. And I know
- 2:19:17soccer season is starting soon. So, I
- 2:19:19hope the, you know, the community center
- 2:19:21and also the city of Sunnyside and their
- 2:19:23parks are going to cooperate with all of
- 2:19:26these soccer teams that are trying to
- 2:19:28find fields and and, you know, really
- 2:19:30encourage them to stay involved because

- 2:20:12in the procedure uh for public comment.
- 2:20:14So, I just wanted to give my comment
- 2:20:16online because I had to leave. Um, but
- 2:20:18my name is Chelsea Deas. I live in
- 2:20:20Sunnyside. I'm making my comment in my
- 2:20:24human rights commissioner capacity. Um,
- 2:20:27a few members of the community just um
- 2:20:30wanted more information about what the
- 2:20:32human rights commission does and how to
- 2:20:34get a hold of them and just like um the
- 2:20:37possibility of doing some outreach
- 2:20:39events in the Yakima Valley. And so I
- 2:20:41just wanted to inform folks that in the
- 2:20:43last meeting um we discussed uh doing
- 2:20:46outreach events in central Washington.
- 2:20:49Um and I also just wanted to inform
- 2:20:51folks that the the next meeting for the
- 2:20:53human rights commission is happening on
- 2:20:56March 26 at 10:00 a.m. That information
- 2:21:00is available on h.wah.gov
- 2:21:04gov and there's public comment available
- 2:21:08for folks if they want to share any
- 2:21:09concerns. Um, and it's accessible
- 2:21:13online. All of the meetings are
- 2:21:15available on YouTube. Um, so you can
- 2:21:18find more information there as well as
- 2:21:20how to file a complaint. Um, but in the
- 2:21:22next meeting, if we come up with dates
- 2:21:24for when we're going to do those
- 2:21:25outreach events, I will email those over
- 2:21:28to city council. Uh, just so community
- 2:21:30is aware. Um, thank you so much.

- 2:21:40our public comment list. Um, now we can
- 2:21:44go into executive session. Um, Julie, we

- 2:22:07And this will be to discuss with legal
- 2:22:11um around pending or threaten threatened
- 2:22:14litigation with the council.
- 2:22:17So, if everybody could please exit the
- 2:22:19room, make sure you take your
- 2:22:20belongings.
