  1. 0:00You're on the back. You're on the black
  2. 0:01top. Or gravel, whatever you have. The
  3. 0:03new shop in the museum.
  4. 0:05>> Right. It's all gravel.
  5. 0:06>> Yeah, with the awning.
  6. 0:08>> That'll have a fence around it. Because
  7. 0:10it's going to be a parking lot that
  8. 0:12until we get it paved.
  9. 0:14You know, it's
  10. 0:15it's a National Historical Society
  11. 0:18Museum.
  12. 0:18>> Yeah, cuz I see that neighbors across
  13. 0:20the street is always parking.
  14. 0:21>> But they're also very nice people and
  15. 0:23they watch the property.
  16. 0:26So, well, you got to even park it, but
  17. 0:27if you keep it around, you get people
  18. 0:29starting to
  19. 0:32>> All right. We'll
  20. 0:34We'll call this meeting to order.
  21. 0:36Um I know Mr. Rubio's on it. It Does
  22. 0:39Does it would it buy you if I take over,
  23. 0:41Mr. Rubio?
  24. 0:45>> That's fine. Go ahead. Thank you.
  25. 0:48>> All right. So, um
  26. 0:50we'll do a roll call, Miranda.
  27. 0:53>> Amy.
  28. 0:55On Zoom.
  29. 0:56Sherry.
  30. 0:57>> Here.
  31. 0:59>> Carla.
  32. 1:01I didn't receive an email, so I'll mark
  33. 1:04that as unexcused. Mike.
  34. 1:07>> Here.
  35. 1:08>> Laura.
  36. 1:11>> Laura.
  37. 1:12>> She's
  38. 1:13>> I'm here. Can you guys hear me?
  39. 1:14>> Yeah.
  40. 1:15>> Yeah.
  41. 1:15>> Thank you.
  42. 1:17>> Jayla.
  43. 1:18>> I'm here.
  44. 1:19>> Brenda.
  45. 1:20>> Here.
  46. 1:23>> Chavez.
  47. 1:24>> Right here.
  48. 1:25>> I am present. Hector.
  49. 1:28>> Here.
  50. 1:29>> And we also have Tom Dolan and Vanessa
  51. 1:31for the record.
  52. 1:32>> Hi, everybody.
  53. 1:35>> Hi.
  54. 1:38>> All right. The active agenda, update
  55. 1:40about the park's shade. So, um just to
  56. 1:44give you guys an update,
  57. 1:46um speaking with Mr. Dolan and he's been
  58. 1:47speaking through his
  59. 1:49uh engineer. The poles aren't going to
  60. 1:51work for what we would like them to be
  61. 1:54designed for for the shades.
  62. 1:55But, with that being said, the rotary
  63. 1:58has
  64. 2:00200
  65. 2:01and some thousand dollars that they're
  66. 2:03willing to help out and put up for shade
  67. 2:07for all the parks
  68. 2:09um
  69. 2:10on their behalf.
  70. 2:11So, right now the four parks are
  71. 2:14Upland Park,
  72. 2:15South Hill Park,
  73. 2:17um Kiwanis, and
  74. 2:21Oh, what?
  75. 2:23Oh, it's
  76. 2:23>> Tenenieu?
  77. 2:24>> Not Tenenieu. Uh the one closer to Mr.
  78. 2:27>> Don Hughes?
  79. 2:28>> Yeah. The one closer to uh
  80. 2:30>> Don Hughes?
  81. 2:30>> Don. Don Hughes.
  82. 2:31>> Don Hughes?
  83. 2:32>> Don Hughes.
  84. 2:33Park.
  85. 2:34So, uh I might talk to them and see if
  86. 2:38they're willing to do Central Park, cuz
  87. 2:41I know that one gets used a lot and both
  88. 2:43would there in the summer time with the
  89. 2:44pool.
  90. 2:46In my In my opinion, that would be the
  91. 2:48most logical place for it.
  92. 2:50>> Which Rotary is this?
  93. 2:51>> That's the most usable.
  94. 2:52>> Which Rotary?
  95. 2:53>> Excuse me?
  96. 2:54>> Which Rotary?
  97. 2:55>> Uh Daytime Rotary.
  98. 2:57>> Daybreak?
  99. 2:58>> Daybreak.
  100. 2:59>> Daybreak?
  101. 2:59>> Yes.
  102. 3:00>> So, then you they chose the downtown
  103. 3:03first?
  104. 3:03>> Well, they they chose Upland first.
  105. 3:06We'll get We'll get Upland going.
  106. 3:07>> First?
  107. 3:08>> First. Then we'll work on
  108. 3:10um
  109. 3:11I'm going to see if there's any other
  110. 3:13South Hills.
  111. 3:14I'll take care of that one. Um and then
  112. 3:16I like Like I said, I want to speak to
  113. 3:17them and see if they're willing to do um
  114. 3:21Central.
  115. 3:22>> And then we Don't do the last
  116. 3:23>> And leave Leave Don I mean, not to be
  117. 3:25the one up in the Kiwanis.
  118. 3:28>> Well, there's a lot more business
  119. 3:31at Kiwanis than there is at Don Hughes.
  120. 3:34>> But I I I And I
  121. 3:35>> Depends on the time of the year.
  122. 3:37>> Yeah.
  123. 3:38So,
  124. 3:38>> It's
  125. 3:39uh Kiwanis is the one on North Upland.
  126. 3:41>> Mhm.
  127. 3:41>> And um Don Hughes
  128. 3:43>> is on Lincoln Avenue.
  129. 3:46>> So, because right now they want to do
  130. 3:48Don Hughes and Kiwanis and leave and not
  131. 3:51do Central.
  132. 3:52>> Oh, we need Central.
  133. 3:53>> Yeah.
  134. 3:54>> So, that's that's that's going to be my
  135. 3:56suggestion to them.
  136. 3:58Um if the committee wants something
  137. 3:59different,
  138. 4:01then I can I take your your
  139. 4:04your opinion. But I In my opinion, I
  140. 4:06believe Central is the one that needed
  141. 4:07it the most, especially during the
  142. 4:09summertime.
  143. 4:10So, instead of instead of Don Hugh's.
  144. 4:13So.
  145. 4:14>> And then also Kuanz has a gazebo already
  146. 4:17there with a top eating protein for
  147. 4:20covers.
  148. 4:20>> Well, I mean, then we can do Don Hugh's
  149. 4:22and leave Kuanz out.
  150. 4:23>> Well, but they don't have
  151. 4:25they don't have a cover over the
  152. 4:26playground. They have a cover
  153. 4:28with tables and
  154. 4:29>> doesn't have a cover. Don Hugh's doesn't
  155. 4:31>> Yeah.
  156. 4:31Okay.
  157. 4:32>> I would put it
  158. 4:33>> Don Hugh's again?
  159. 4:34>> Excuse me?
  160. 4:35>> Which one is Don Hugh's?
  161. 4:37>> Don Hugh's is over here off of Don
  162. 4:39Hugh's is um
  163. 4:41off Lincoln.
  164. 4:42>> Just before Les Schwab's.
  165. 4:43>> By by Les Schwab.
  166. 4:45>> Okay. Um yeah, I mean, I I'm kind of
  167. 4:48with Hector's logic. I think Central
  168. 4:50Park should have a greater priority over
  169. 4:52the over that one cuz I noticed Don
  170. 4:54Hugh's it it seems like the gist of the
  171. 4:56people using that are for the basketball
  172. 4:58court. And we have a lot of little ones
  173. 5:00actually going to Central Park. And I've
  174. 5:02sat there and seen them go like get
  175. 5:04turned away because there is no shade.
  176. 5:06So, I'm kind of with Hector on that one.
  177. 5:09I think that Central kind of has a
  178. 5:11little more urgency than per-perhaps the
  179. 5:14Don Hugh's for now.
  180. 5:16>> But like I said, if the committee wants
  181. 5:18something different
  182. 5:19>> I think we're good.
  183. 5:19>> Yeah.
  184. 5:20>> Yeah.
  185. 5:20>> I agree with Central.
  186. 5:22>> Okay. You want to come take a vote on
  187. 5:23it?
  188. 5:24>> Yeah.
  189. 5:25>> So,
  190. 5:26>> the main off which one so
  191. 5:27>> So, okay.
  192. 5:28Um
  193. 5:29to be correct and
  194. 5:33I
  195. 5:36>> And I don't think we can vote or make a
  196. 5:38motion since we
  197. 5:40>> I I I think it's more of just kind of
  198. 5:42seeing what everybody thinks. Just
  199. 5:44so much of a vote. It's more of what do
  200. 5:45you guys think? Cuz cuz somebody might
  201. 5:47have a different
  202. 5:47>> So, so my opinion is
  203. 5:50Noble Park
  204. 5:51South South No. Central Park, South Hill
  205. 5:54Park
  206. 5:55Central Park
  207. 5:57and Kuanz. Those are my four.
  208. 6:00>> And Leavitt, which one is that?
  209. 6:01>> Leavitt, Don Hugh's.
  210. 6:03>> I agree,
  211. 6:04>> I agree with that.
  212. 6:06>> Anybody that doesn't disagree?
  213. 6:10>> I agree. It's just It would have
  214. 6:12Daybreak really wants
  215. 6:14something else.
  216. 6:15>> That's why I put one there.
  217. 6:19>> So,
  218. 6:20So, like I said, I'm
  219. 6:22I'm willing to go talk to them. I'll
  220. 6:23I'll talk to Mr. Haley and and then that
  221. 6:25way I can go and present
  222. 6:27um my reasoning on why Central Park
  223. 6:30should be instead of Downey Park.
  224. 6:33Park.
  225. 6:34Okay.
  226. 6:35So,
  227. 6:36that's that. Park budget, I know Mr.
  228. 6:39uh Councilman uh uh
  229. 6:42Chavez was been asking for this. So, we
  230. 6:45have I have printed out and I have been
  231. 6:47at the year.
  232. 6:49Um
  233. 6:50you know,
  234. 6:51I printed out all the income coming in
  235. 6:54and on
  236. 6:57>> Hector, are you with the email us that?
  237. 7:01>> Uh
  238. 7:02I think Miranda was going to try to
  239. 7:05share it on.
  240. 7:08And then I can definitely email you
  241. 7:09guys.
  242. 7:11>> Okay, thank you.
  243. 7:12>> Mhm.
  244. 7:12>> I think it's loading, so that way I can
  245. 7:15Okay, there you go. I can see it.
  246. 7:16>> Okay.
  247. 7:17If you want me to go to this page right
  248. 7:18here. That is
  249. 7:21Everybody should have this page on it in
  250. 7:23there. Page number
  251. 7:25uh didn't really give me page numbers.
  252. 7:27Sorry.
  253. 7:28>> Is that page five?
  254. 7:30>> Mhm. I guess
  255. 7:32>> Upper
  256. 7:32>> That would be right.
  257. 7:33>> Upper right.
  258. 7:35>> Right.
  259. 7:35>> Upper right.
  260. 7:36>> Upper right.
  261. 7:37>> This time
  262. 7:39>> Oh, no, this one doesn't have one.
  263. 7:40>> No, it's towards the end.
  264. 7:41>> Yeah. Like the back It should be after
  265. 7:44page 10 and before page two.
  266. 7:49>> First the back, then the first side.
  267. 7:51>> All right, here.
  268. 7:53So,
  269. 7:53>> Where's the payroll?
  270. 7:55>> Yep. So, page 10 on payroll and then
  271. 7:58page two. Yep.
  272. 7:59>> So, it's this one right here.
  273. 8:02>> Yes. There we go.
  274. 8:05Did everybody get
  275. 8:11Okay.
  276. 8:12So, and if you guys see this,
  277. 8:15um 2024
  278. 8:18uh
  279. 8:20total revenue
  280. 8:22was
  281. 8:25almost 66,624.56.
  282. 8:30Okay.
  283. 8:31Uh
  284. 8:312025
  285. 8:34was
  286. 8:3536,372.46.
  287. 8:40Total
  288. 8:41outgoing
  289. 8:43in 2024 was 330,591.71.
  290. 8:48In 2025, 204,013.19.
  291. 8:56>> I remember that we had talked about and
  292. 8:58there was some money that was allocated
  293. 9:00wrong to
  294. 9:02to this. Can you guys let us know what
  295. 9:03money was allocated wrong?
  296. 9:05>> So, what I have been looking into
  297. 9:08is there are
  298. 9:12the ARPA money
  299. 9:14was supposed to be used for some of the
  300. 9:17some of the
  301. 9:18uh
  302. 9:19repairs that were supposed to get done,
  303. 9:20you know what I mean?
  304. 9:21Um
  305. 9:23unfortunately, that money did not
  306. 9:26get done out of the ARPA. It was taken
  307. 9:28out of the funding.
  308. 9:31Okay?
  309. 9:32Um
  310. 9:34So,
  311. 9:36that that was the pump. That was
  312. 9:39I believe
  313. 9:42um the paint job that was there
  314. 9:44for it. The $70,000.
  315. 9:46>> That was the paint that that was the
  316. 9:48bathhouse.
  317. 9:49>> That was the bathhouse.
  318. 9:50>> But you guys got charged $70,000.
  319. 9:52>> Yes. 69,800 7.20.
  320. 9:55Yeah, on the next page.
  321. 9:56>> Yep.
  322. 9:57>> I was also told that we had three
  323. 10:00um bids for that. Did we have the
  324. 10:02>> And that I I looked back and I could not
  325. 10:05find anything.
  326. 10:06>> I think that I To the truth, I think the
  327. 10:10person that was in charge of parking
  328. 10:11wrecks just shows that person. That's
  329. 10:14That's illegal. I I believe I mean, if
  330. 10:16he can't find the head of bids, then
  331. 10:18that's what tells us.
  332. 10:20>> That's illegal.
  333. 10:21>> And that's back but that's back in 2024.
  334. 10:23>> Yeah. I can't I can't go do that.
  335. 10:26>> Who did that one?
  336. 10:27>> It was approved um
  337. 10:30They
  338. 10:30They brought it to the committee. I
  339. 10:32remember cuz we were sitting there in in
  340. 10:33the committee center in the committee
  341. 10:35center in the hallway and we talked
  342. 10:37about it and she had three different
  343. 10:39people and she went with the one that
  344. 10:41did the lowest bid.
  345. 10:43>> That was the lowest bid?
  346. 10:44>> Because
  347. 10:46whatever
  348. 10:48is what I
  349. 10:49It was the
  350. 10:49>> If I remember right, we They showed us a
  351. 10:52bid for the playgrounds. I don't
  352. 10:55remember seeing the bid
  353. 10:57>> That was a That was a different one.
  354. 10:59That was a different meeting.
  355. 11:01>> For the painting, I just remember them
  356. 11:03telling us that this was the person they
  357. 11:05were going with.
  358. 11:07>> And then they showed us the colors and I
  359. 11:10guess
  360. 11:11only two or three people chose the
  361. 11:13colors.
  362. 11:14And
  363. 11:14>> Because we got invited to go down and go
  364. 11:17check out the pool, what all needed to
  365. 11:19be painted, where we were going to be
  366. 11:21painting it, and I remember being told
  367. 11:24that we had to go with the contractors
  368. 11:27that the city
  369. 11:29had already approved.
  370. 11:31>> Then it then that's not approved. That's
  371. 11:33on our small work process. Okay? If
  372. 11:36they're already on our small work
  373. 11:37process, then we have to go There's a
  374. 11:39certain threshold we have to go They
  375. 11:41have to go on that one.
  376. 11:43Okay? Had it been more, then we would go
  377. 11:45to The next step would be an envelope
  378. 11:48bid.
  379. 11:49And then after that, it's the silent bid
  380. 11:52so we do
  381. 11:53you know, come to a a meeting and then
  382. 11:56we open them all up with everybody
  383. 11:58Everybody has to have the same RFQ.
  384. 12:00>> So that money, $70,000, was taken out of
  385. 12:04the general fund also or was it used
  386. 12:06with the art?
  387. 12:06>> No, that would be the general fund.
  388. 12:09>> So see, that one shouldn't have been.
  389. 12:11And then the pump should have been.
  390. 12:13>> I understand.
  391. 12:14>> So now we have this figure and the
  392. 12:16general public are going to say
  393. 12:18how can this be so so high to run this?
  394. 12:23So really basically what we've got here
  395. 12:25doesn't
  396. 12:26isn't the right way and we what are we
  397. 12:29doing? Are we finding out where all this
  398. 12:32>> We I am working on working on with
  399. 12:34Jessica and Vanessa on how we can make
  400. 12:37sure that we allocate the money
  401. 12:38correctly.
  402. 12:39Um I am having got to 2026
  403. 12:42um
  404. 12:43uh
  405. 12:44up to date
  406. 12:45uh
  407. 12:46allocation expenses.
  408. 12:48But we also have to understand back then
  409. 12:512024 2025 we had 22 part-time employees.
  410. 12:56I don't I cut back to
  411. 12:58I think I only had 14.
  412. 13:01So I cut back on that. I am seeing where
  413. 13:03I can cut back and where I can get some
  414. 13:06more. So I am doing where I am doing the
  415. 13:09best I can to make sure that we are not
  416. 13:11over expending our expenditures.
  417. 13:14>> So the money that you guys are looking
  418. 13:16for
  419. 13:17>> There there's no money we're looking
  420. 13:18for.
  421. 13:19We know where it We know where it went.
  422. 13:21>> Okay.
  423. 13:21>> We there's and I can't go back to
  424. 13:24what 2024 did 2025. That's That's been
  425. 13:29uh audited did whatever they needed to
  426. 13:31do. It's closed.
  427. 13:32>> But it comes to this big figure then.
  428. 13:34>> It does come to that big figure and
  429. 13:36that's and that and that's what I have
  430. 13:37to work with.
  431. 13:39So
  432. 13:40like I said I am doing everything I can
  433. 13:42to see where I can make it
  434. 13:45open. We all know that the pool
  435. 13:48is
  436. 13:50it's a great thing to have. It really
  437. 13:52is. I'm not going to deny it. The kids
  438. 13:54love it. When we get kids in there. Can
  439. 13:56I promote it more? Yes, I absolutely can
  440. 13:58and I plan to do it coming this summer.
  441. 14:01You know, I'm going to promote more.
  442. 14:02Working with Lisa, you know, I'm not
  443. 14:04going to hire a manager. She's going to
  444. 14:06be the manager, you know, and this is
  445. 14:08going to be part of her other job task.
  446. 14:11So there's no compensation or anything
  447. 14:13like that.
  448. 14:15Um
  449. 14:16I have Sandra over there, too, so she
  450. 14:17she's going to be helping out, learning
  451. 14:19the the ropes and the back. Um
  452. 14:22So, that's that's the way we're going
  453. 14:23with that. So, we don't have to pay for
  454. 14:25a manager,
  455. 14:26but we will
  456. 14:29think about and it's a question I'll put
  457. 14:31I have to bring up to Jessica and
  458. 14:33obviously the committee is getting a
  459. 14:34couple leads. Um because I do need
  460. 14:36somebody there to Vanessa uh sorry, Lisa
  461. 14:40and Sandra cannot stay there 24/7.
  462. 14:44There are some people I'm going to have
  463. 14:45to try to trust.
  464. 14:46And that's the biggest thing.
  465. 14:48So, we are Lisa and I are already in
  466. 14:51talks. We're working on how we can
  467. 14:53better this
  468. 14:54um
  469. 14:57adventure. Cuz it is going to be an
  470. 14:58adventure for a little bit.
  471. 15:00You know,
  472. 15:01um
  473. 15:03I wish these statements weren't true,
  474. 15:05but they're there.
  475. 15:06>> Right.
  476. 15:07>> And and there's nothing I can't I can't
  477. 15:08go to the past. I have to work with what
  478. 15:10I have in the future.
  479. 15:11>> Right.
  480. 15:11>> Um there are some stuff, you know, we
  481. 15:14have that hopefully $500,000 that I'm
  482. 15:16getting so I can update the pool. You
  483. 15:19know, it needs a good paint job.
  484. 15:20>> Sure.
  485. 15:21>> needs new caulking in it. I understand
  486. 15:23the pool house is something that
  487. 15:24everybody wants, but as of right now,
  488. 15:27that's not my priority. My priority is
  489. 15:29the pool itself.
  490. 15:30I know I need to get the pool repainted
  491. 15:32in the inside. I need to get a recaulk
  492. 15:35because, you know, as talking to my
  493. 15:38Mitch,
  494. 15:39it there's a lot of cracks in it. So, I
  495. 15:41need to get those repaired. Cuz we're
  496. 15:43losing a lot of water going out those
  497. 15:44cracks.
  498. 15:45>> So, we still have funding already.
  499. 15:47>> We still have funding.
  500. 15:48>> And that's how much?
  501. 15:49>> $500,000.
  502. 15:50>> $500,000. And then you just picked up
  503. 15:53another grant?
  504. 15:54>> I picked up another grant.
  505. 15:55>> And that's how much?
  506. 15:56>> That's $124,000, but that is for South
  507. 15:58Hill Park.
  508. 16:00>> So, it can only specifically
  509. 16:02>> only be for South Hill Park.
  510. 16:03>> So,
  511. 16:04you went out excuse me, you went out for
  512. 16:05that grant for only South Hill Park. You
  513. 16:07didn't go for
  514. 16:08>> I haven't gone anything out for the park
  515. 16:10or central. Okay?
  516. 16:12Um
  517. 16:12and I am going to go out for another one
  518. 16:14for Sunny Gates.
  519. 16:15Okay? We're we're thinking of using the
  520. 16:18Tina Nogales Park money and putting it
  521. 16:21at the Sunny Glen Park to update the the
  522. 16:24bathrooms, put soccer fields over there
  523. 16:26because that is a place that gets used
  524. 16:27quite a bit for soccer. And and it's
  525. 16:30it's something that's been out there
  526. 16:32that a lot of people like to use.
  527. 16:34>> Question really quick, I'm sorry. Are
  528. 16:36you renting it out for the soccer
  529. 16:38fields?
  530. 16:38>> We are renting it out. Yes.
  531. 16:40>> Okay.
  532. 16:40>> We we we make sure they have their
  533. 16:42insurance. We make sure that they do an
  534. 16:45event and
  535. 16:47an application for the park. Uh anything
  536. 16:50that they have to do over there, all the
  537. 16:52mobile vendors that they have, they have
  538. 16:53to have a mobile vendor license and we
  539. 16:55make sure they get come in and sign pick
  540. 16:57up one of those.
  541. 16:58So, we're doing stuff in the correctly.
  542. 17:01It's just we understand, you know, it
  543. 17:04it's going to take us time to to dig
  544. 17:06this out.
  545. 17:06>> Because one thing that I'm looking at
  546. 17:07during that is the restrooms are not
  547. 17:11suitable during the big tournaments that
  548. 17:13they're having.
  549. 17:13>> And that's why
  550. 17:14>> It's it's really bad.
  551. 17:15>> And and that's why I'm moving instead of
  552. 17:18the Tina Nogales because I know that
  553. 17:20park was supposed to get a new bathroom,
  554. 17:23get in
  555. 17:25It's it's not even flat. I'd have to
  556. 17:26bring in dirt to bring it up. Um
  557. 17:30Is it going to be used?
  558. 17:32>> Yeah.
  559. 17:33>> You know, that's the other thing.
  560. 17:34>> It will be used if it was a soccer
  561. 17:36field.
  562. 17:36>> Even even with the PD there, I hear it's
  563. 17:38not because it's only it's next to the
  564. 17:40PD. You know, not not you know, it's the
  565. 17:43true thing. A lot of people don't like
  566. 17:45going where there's police cars. So,
  567. 17:47realistically, is that a a choice for us
  568. 17:50to do right now?
  569. 17:51In my opinion, no. But if the group
  570. 17:54decides differently, then I I'm willing
  571. 17:56to go with the group. You know, and
  572. 17:58that's why I am working towards getting
  573. 18:00all of you to Sunny Glen Park because
  574. 18:02that we know that park gets used quite a
  575. 18:04bit.
  576. 18:05You know, and it's taking me time.
  577. 18:07Um and you know, Jessica, Vanessa, even
  578. 18:11Miranda, and I have been working out
  579. 18:13there to make sure that we're all on the
  580. 18:14same track, all on the same path that
  581. 18:16way. So, you you Capital of the Parks
  582. 18:19has been really good to me. They're
  583. 18:20working out with me on another RCO grant
  584. 18:22that I'm I'm trying to get
  585. 18:24get these, you know, parks up to par. We
  586. 18:26know that we have parks that are not in
  587. 18:29you know, updated.
  588. 18:31Um is we just got to understand it's
  589. 18:33going to take time. I you know, because
  590. 18:37everybody knows
  591. 18:39everybody loves a park
  592. 18:41but it doesn't generate as very much
  593. 18:42money either.
  594. 18:44So, you know, that's that's where the
  595. 18:45grants come in. That's where, you know,
  596. 18:49a lot of people help me out.
  597. 18:50>> But are we going to have any saying
  598. 18:52grants or anything that you're still
  599. 18:54going to push?
  600. 18:55Cuz those restrooms at Central Park
  601. 18:58and the bath houses
  602. 19:00are
  603. 19:01well, we went through they're
  604. 19:02disgusting.
  605. 19:03>> I I understand.
  606. 19:04>> How you going to How you open up a park
  607. 19:07with a swimming
  608. 19:08with those bathrooms the way they look?
  609. 19:10They're disgusting.
  610. 19:11>> No, I understand. But again
  611. 19:14priority. I have to have priority. Are
  612. 19:17we willing to get the cracks bigger in
  613. 19:19the pool
  614. 19:20or are we wanting to put money into the
  615. 19:22bath house?
  616. 19:22>> Well, no. I I'm just saying is that is
  617. 19:25if you're
  618. 19:26trying to move money
  619. 19:28towards
  620. 19:30the county park
  621. 19:32then
  622. 19:32>> That's from a different grant.
  623. 19:34>> So, that grant is a different grant for
  624. 19:36that.
  625. 19:36>> different grant.
  626. 19:37>> Well, we need to figure figure out
  627. 19:39somehow some way to do something with
  628. 19:41those bath houses and bathrooms.
  629. 19:43>> And I'm working on it. It's and it's
  630. 19:44like I say, it takes time. It's nothing
  631. 19:47I can step I figure through and and get
  632. 19:49it the next day. You know, the
  633. 19:51application is very long and it is
  634. 19:54very strenuous because there's different
  635. 19:57avenues that I have to go through.
  636. 20:00Um and then remember I I'm only one city
  637. 20:03that's competing against
  638. 20:05thousands and hundred of thousands of
  639. 20:07cities that are going in for
  640. 20:08>> And if you don't word it right, you
  641. 20:09ain't getting nothing.
  642. 20:10>> Correct.
  643. 20:11>> Quick question. I believe we have
  644. 20:12somebody that's working on grants. Who's
  645. 20:13running Who's running the grants what
  646. 20:15grants?
  647. 20:15>> So, I have Capital Packs has been
  648. 20:17helping me
  649. 20:18um to write these grants.
  650. 20:20Um and my fellow if
  651. 20:22>> know we pay them a pretty penny for
  652. 20:23that.
  653. 20:23>> Yeah.
  654. 20:24>> So, they've been helping me,
  655. 20:26uh
  656. 20:27uh Miss Alberts has been helping me
  657. 20:29tremendously with it. And so has Miss,
  658. 20:32uh Carbone.
  659. 20:33The Capital Path.
  660. 20:35So, we've been working very hard on
  661. 20:37those and diligently getting them in.
  662. 20:39Um, we had one that was due to October
  663. 20:4030th, and I was to the last minute, and
  664. 20:44we made sure we got it in.
  665. 20:45>> Cuz I know I remember asking Pat for
  666. 20:48um for the list of the grants that we're
  667. 20:50working on. I still haven't received
  668. 20:51them, either.
  669. 20:52>> Yeah, I can get you those.
  670. 20:54I I I
  671. 20:55I'll get you those soon.
  672. 20:59>> Do I remember years ago we used to have
  673. 21:02For all my grants, or yeah. All All my
  674. 21:04grants.
  675. 21:04>> I want to see a breakdown of the grants.
  676. 21:07Because I want to see if it's I mean if
  677. 21:08are we are we good with an investment
  678. 21:10and somebody doing the grants? And what
  679. 21:12is our return for that? For me?
  680. 21:14>> Mhm.
  681. 21:14>> Um
  682. 21:16I know that, um I I am I was talking
  683. 21:18with, um
  684. 21:19with another council member, and they're
  685. 21:22in prosperous, they're working on
  686. 21:23grants, and I mean, they're making
  687. 21:25they're making some really good money
  688. 21:26with that, but
  689. 21:28are we feasible with it? Are we if we're
  690. 21:30putting all this money into grant
  691. 21:31writing, but we're not getting the
  692. 21:32return. That's kind of what I'm looking
  693. 21:34at.
  694. 21:35>> Mhm.
  695. 21:35>> So, yeah, I want to get a list of them
  696. 21:37and send them.
  697. 21:37>> Okay. I will
  698. 21:39see what I can dig up on all my grants.
  699. 21:42So,
  700. 21:44that's where I'm at with everything.
  701. 21:45Like I said, I brought all these numbers
  702. 21:46to you.
  703. 21:47Um, obviously, as you can tell on this
  704. 21:50first page here,
  705. 21:51uh the telephone one,
  706. 21:53uh
  707. 21:55these are all everything that we made.
  708. 21:58Um, activity swimming pool fee, let's go
  709. 22:01back to the topic. So, 2020 August, is
  710. 22:04this 2026?
  711. 22:06Uh 2026,
  712. 22:08uh pool administration 4 to 12,
  713. 22:11uh year-to-date, we only made 9,441.
  714. 22:15Pool administration for 13 and over, we
  715. 22:19made 12,461 dollars.
  716. 22:23Oh, no, no, that's this.
  717. 22:24>> Yeah, I'm just looking at this.
  718. 22:25>> Yeah, I'm sorry.
  719. 22:25>> I'm looking at see
  720. 22:26>> Yeah. You know how I big numbers
  721. 22:29race flag for me and this is one of the
  722. 22:32reason why I question this because we
  723. 22:34have 25,000 on one and then we have one
  724. 22:37one year and this is the one that I was
  725. 22:39looking at then we have 712 from 2025.
  726. 22:43So when we have 712 and these these
  727. 22:45numbers are
  728. 22:46huge difference 25,000 difference. This
  729. 22:49is one of the one of the reasons I
  730. 22:50question it so I'm going through kind of
  731. 22:53looking at that.
  732. 22:54This is another one. You got 30,000
  733. 22:57and you got 4,000.
  734. 22:59So what you're saying and then these
  735. 23:00numbers are pretty much matched and then
  736. 23:02you have a 60,000
  737. 23:04and then you have a 15.
  738. 23:05>> I had the same questions as Mr. Chavez
  739. 23:08cuz I did did tell Hector before that
  740. 23:11those were really big jumps of numbers
  741. 23:15that way I wanted to see what the 2026
  742. 23:18and also Jayla has asked if she can be
  743. 23:20excused at 5:00 for basketball practice.
  744. 23:25>> Yes Jayla, thank you.
  745. 23:27>> Thank you. Thank you. Thank you guys.
  746. 23:29Have a good rest of your evening.
  747. 23:30>> This was out of office and operating
  748. 23:32supplies.
  749. 23:33So
  750. 23:34That's 2024 though, right?
  751. 23:36>> The 25,001 is recreation program fees in
  752. 23:392024 that's when there was still a
  753. 23:42summer camp going on at the community
  754. 23:44center. So when people would pay their
  755. 23:45dues that's where we would charge it but
  756. 23:48in 2025 I don't believe there was much
  757. 23:50going on based out of the community
  758. 23:53center. So 2024 we still had summer camp
  759. 23:562025 we did not. So that's why there was
  760. 23:58a big drop from 25,000 to only 712.
  761. 24:06>> So we spent 60,000 for operational?
  762. 24:09>> Yeah. So
  763. 24:12learning now what happened back then
  764. 24:15everybody put everything under office
  765. 24:17and operating supplies.
  766. 24:19And it wasn't supposed to go under off
  767. 24:21office and operating supplies. Okay. As
  768. 24:23we know office and operating supplies
  769. 24:25are for paper
  770. 24:27the paper clips, pens, stuff like that.
  771. 24:30Not for any material repairs that got
  772. 24:33done. That should have gone under repair
  773. 24:35and maintenance.
  774. 24:36As you can tell,
  775. 24:39that's why this number was high and this
  776. 24:41number started going low because in 2025
  777. 24:44is when they started allocating them
  778. 24:47somewhat and not just putting it all
  779. 24:49into office and operating.
  780. 24:51>> But if you if you still look at the the
  781. 24:53repairs and maintenance, you still have
  782. 24:55a 75,000
  783. 24:57charge here and then you have a 12,000
  784. 25:00difference.
  785. 25:00>> The 70 70 69,000 was just the paint.
  786. 25:04>> That was where the paints at?
  787. 25:05>> Yep.
  788. 25:08And then this is where we didn't paint
  789. 25:09the building.
  790. 25:11>> Well,
  791. 25:12>> Yeah.
  792. 25:14>> See,
  793. 25:15the reason I bring this up is
  794. 25:17we go in and we show it to, you know,
  795. 25:19somebody does a public records and looks
  796. 25:21at this, it's going to it's going to
  797. 25:22cause chaos. And they're like, "What did
  798. 25:23they" And and and when I look at numbers
  799. 25:26like this, it raise red flags for me
  800. 25:27because the committee member comes and
  801. 25:29asks me, "Why did we put this money here
  802. 25:31and not" In fact, I had somebody ask me
  803. 25:32about it. And I said, "Well, I'll look
  804. 25:34into it." And then when I look at it,
  805. 25:35now I know why they asked the question
  806. 25:37because I mean, I'm looking at it myself
  807. 25:39and I'm like, "I know why you asked the
  808. 25:40question. These numbers just don't add
  809. 25:41up."
  810. 25:42>> Well, I understand.
  811. 25:43>> And when this is a red flag for our 26,
  812. 25:4627 and on,
  813. 25:47>> Correct.
  814. 25:48>> then all of a sudden we're going to
  815. 25:48start having some issues.
  816. 25:50>> What
  817. 25:50>> And that's why we're trying to make sure
  818. 25:51that we allocate the money where it
  819. 25:53needs to be.
  820. 25:53>> Correct.
  821. 25:54>> Because what happens, we're going to
  822. 25:55start taking money out of the general
  823. 25:56fund thing and that's going to cause an
  824. 25:58issue.
  825. 25:58>> Well, all this comes out of general
  826. 26:00fund.
  827. 26:01>> But we have some that's from the L-Tech,
  828. 26:03right?
  829. 26:03>> No.
  830. 26:03>> No? Okay.
  831. 26:04>> No, nothing nothing comes out of L-Tech.
  832. 26:10Okay. So, moving forward, that's why I'm
  833. 26:13working hard with Finessa and and just
  834. 26:15going to make sure
  835. 26:17where we spend the money is getting
  836. 26:20allocated correctly.
  837. 26:21Cuz like I said, my office and operate
  838. 26:25operating office and operating supplies
  839. 26:27should not be high. I I have anybody
  840. 26:29over there at the community
  841. 26:31The only time that I should have
  842. 26:33anything is if my janitorial staff needs
  843. 26:36cleaning supplies.
  844. 26:37>> Yeah.
  845. 26:37>> Okay? Or the pool once it's open.
  846. 26:40But that that should not be. Repair and
  847. 26:42maintenance.
  848. 26:43Whatever happens at the community center
  849. 26:45should come out of that one out of
  850. 26:47repair and maintenance. So,
  851. 26:49whatever that's broken over there at the
  852. 26:51community center is what's coming out of
  853. 26:53there. Pool, same thing.
  854. 26:54>> We just need to make sure that our
  855. 26:56finance director is allocating everyone
  856. 26:59is allocating the money where it
  857. 27:01actually belongs because in 2024, the
  858. 27:05that finance director took the senior
  859. 27:07center
  860. 27:08and said, "I spent over $17,000."
  861. 27:12I had to get my paperwork out and prove
  862. 27:15to the council that I've got
  863. 27:17Deputy blah blah at that time come in
  864. 27:20and I had them prove to him because it's
  865. 27:22all volunteerism over there. Even this
  866. 27:24past year on the budget, someone put in
  867. 27:27there that we had employees. There's no
  868. 27:29employees there. I've been volunteering
  869. 27:32for 11 years. It's me, you know, I do 40
  870. 27:35hours or more sometimes.
  871. 27:37But
  872. 27:38I don't get no repay other than a thank
  873. 27:40you from the seniors and knowing that,
  874. 27:42you know, they're there and they're able
  875. 27:44to come in and do what they need to do.
  876. 27:46You know.
  877. 27:47>> And that's what I my thing is just to
  878. 27:49moving forward, I think we just need
  879. 27:50need to make sure
  880. 27:51>> No, and and that's and then we are. We
  881. 27:53are like I said, you know, I know
  882. 27:56in the past the past.
  883. 27:57>> Yeah.
  884. 27:57>> We can't fix the past, but we can fix
  885. 27:59from here on through.
  886. 28:00>> Yeah.
  887. 28:01>> And that's
  888. 28:02my thing to you guys, my commitment is
  889. 28:05to make sure that moving forward we are
  890. 28:07doing it correctly and that, you know,
  891. 28:09I'm doing the as much as I can to make
  892. 28:11sure that our parks are are up to up to
  893. 28:14date and safe for all the children.
  894. 28:17And there are parks for children,
  895. 28:19you know?
  896. 28:20So,
  897. 28:21um
  898. 28:22like I said, you have all of 2026 here.
  899. 28:25Um the what came in,
  900. 28:27we had the recreation fees. Obviously,
  901. 28:29we only made 1884.
  902. 28:33Swim lessons, we did make a lot this
  903. 28:35year because the the school the school
  904. 28:38helped us pay that a lot with their
  905. 28:39grants. So, we made $10,440. So, are we
  906. 28:44going to put swim lessons back into
  907. 28:46without the school? And that's something
  908. 28:48I have to
  909. 28:50think about and discuss. Is the ratio of
  910. 28:53advantage to disadvantage?
  911. 28:55Okay, because
  912. 28:57it it doesn't take a lot but it does at
  913. 28:59the same time.
  914. 29:00And then to find out how many people are
  915. 29:02actually going to sign up. With that
  916. 29:04with that being case, the school had the
  917. 29:06program to make it to make it
  918. 29:08successful. You know, that was one of
  919. 29:10their
  920. 29:12you know, good thing that towards the
  921. 29:13end you're going to get this as a reward
  922. 29:16to make these kids go.
  923. 29:18I I know a lot of people are asking for
  924. 29:22swim lessons.
  925. 29:25But then I looked at the granny's and
  926. 29:27granny didn't have nothing.
  927. 29:29And they they were they were saying,
  928. 29:31"Hey, we're going to do swim lessons."
  929. 29:32And
  930. 29:34they didn't show up.
  931. 29:36And you know,
  932. 29:37that makes it hard. And then I have
  933. 29:39those and I'm paying out the lifeguards
  934. 29:41for being there.
  935. 29:42So, that's why I have to really take a
  936. 29:44hard look.
  937. 29:45Is it going to be the ratio? Is it going
  938. 29:47to be good for us or is it going to be
  939. 29:48bad for us? Is it going to be put us in
  940. 29:50a deeper hole? Those are the those are
  941. 29:52the questions I have to ask myself.
  942. 29:54>> And through the school they get rides.
  943. 29:56So, that probably helped out a lot for
  944. 29:58parents to
  945. 30:01went from cuz I know there's a lot of
  946. 30:03parents that want to put their kid in
  947. 30:04swim lessons but they're at work. But
  948. 30:06through this program I know a lot of
  949. 30:08kids were able to go.
  950. 30:11>> So, those are the those are the things
  951. 30:13that I have to really think about.
  952. 30:14>> But what about the what what did the
  953. 30:17money go
  954. 30:19from and they pushed that this year?
  955. 30:20>> Donut?
  956. 30:21>> Donut?
  957. 30:22>> Do you know where it went? That was
  958. 30:24supposed to be done also like in a
  959. 30:27a funding.
  960. 30:29>> I I don't know. I know that that that
  961. 30:31one's out of
  962. 30:32but I'm not sure where it came out of.
  963. 30:34>> Are you going to talk?
  964. 30:35>> They will number you.
  965. 30:40>> And then, this is going to have their
  966. 30:43summer program again
  967. 30:44at least for 2 more years.
  968. 30:46>> 2 years or fiscal?
  969. 30:47>> It's going to have a summer program the
  970. 30:49same as last
  971. 30:50>> So, I don't even know if they get the
  972. 30:51grant.
  973. 30:53>> Oh,
  974. 30:54okay. I'll double-check, but I remember
  975. 30:55hearing that they said they had it for 2
  976. 30:57more years.
  977. 30:57>> So, so one thing is that I don't even
  978. 31:00know if it's going to be feasible to
  979. 31:01have the swim
  980. 31:03lessons if the school's going to already
  981. 31:04provide a lot of that for the kids.
  982. 31:07>> Well, that's and that's that's the
  983. 31:08that's the only reason I did the swim
  984. 31:10lessons is because it was for the kids.
  985. 31:12I didn't put it out to the public. I
  986. 31:14just put it for the school. That was the
  987. 31:16only thing That was the
  988. 31:18nice thing is that I knew they were
  989. 31:20going to be there. They were they were
  990. 31:23Johnny-on-the-spot.
  991. 31:24And I knew we were going to generate the
  992. 31:25money for that.
  993. 31:27So, that's where, like I said, I have to
  994. 31:30talk to the school.
  995. 31:31See if that's something they're willing
  996. 31:32to do again. And
  997. 31:35then, we can go from there, move
  998. 31:36forward.
  999. 31:38So,
  1000. 31:39uh
  1001. 31:41Like I said,
  1002. 31:43community event, administration numbers
1003. 31:45nothing. People in my office we don't
  1004. 31:47get nothing.
1005. 31:49Another one was the lap pool swims.
  1006. 31:52Um
1007. 31:55There again, it's one of those things
  1008. 31:56that
1009. 31:57is it feasible for us to do?
1010. 32:00You know, is there a lot of people that
  1011. 32:01like to do lap pools? I know I don't
1012. 32:04commit when Mr. Eddie came on board, he
1013. 32:06was something that he really liked and I
1014. 32:07was thinking about it. Um
1015. 32:11And it was just going to be him.
1016. 32:14To be in the lap pool or him and one
  1017. 32:16other person.
1018. 32:18I I'm been losing that money so much to
  1019. 32:21have
1020. 32:22six lifeguards there for two people.
1021. 32:25>> Okay, you have the swim lessons
1022. 32:28you know, the pool's so big. Have the
1023. 32:30swim lessons and then at the same time
1024. 32:33have dedicate two lanes for
  1025. 32:36>> lap pool
  1026. 32:37>> the lap pool
1027. 32:37>> They use the whole pool.
1028. 32:39>> They use the whole pool for me.
  1029. 32:41Um East to west.
1030. 32:43>> How can they use the whole pool?
1031. 32:44>> Because they have different grades that
  1032. 32:46go in.
  1033. 32:47>> Kindergarten
  1034. 32:48>> I know. I had actually first through
  1035. 32:50eighth. I didn't I didn't We didn't do
1036. 32:52kindergarten. We did first through
  1037. 32:54eighth.
1038. 32:55And that was the whole pool.
  1039. 32:57They were spread out.
  1040. 32:58>> one time?
  1041. 32:58>> Yes.
1042. 33:00>> Cuz I was just thinking, you know, cuz
1043. 33:01the way it is, you know, cuz you like
1044. 33:03Mike was saying, take just one lane
1045. 33:05dedicated for that swimming, maybe two,
1046. 33:08and then put the swim lessons all the
1047. 33:10way around it, you know.
  1048. 33:11>> I understand, but I can't put them in
1049. 33:13the deep end until they are more
  1050. 33:15proficient.
  1051. 33:16Even though they're eighth graders,
  1052. 33:18we don't know what their
  1053. 33:19>> know.
1054. 33:20>> what their training is on swimming.
1055. 33:23So, I try to keep them closer to where
1056. 33:27they can touch during that. So, that's
1057. 33:29why I said it takes takes the whole
  1058. 33:30pool.
  1059. 33:32So,
  1060. 33:34and like I said, I'm going to I'm going
1061. 33:35to work with the school.
1062. 33:37And we can see if if, you know, if this
1063. 33:40program is going to help, you know, be a
  1064. 33:42part of it, you know. I'll, I'll, I'll
1065. 33:43contact through her and see if we, if
1066. 33:45it's going to be something feasible that
1067. 33:46they're going to want to do and we can
  1068. 33:48redo it.
1069. 33:49>> What time does the swim less the school
  1070. 33:51does the swim?
1071. 33:52>> They are It was
  1072. 33:55I think 9:00 to 2:00.
  1073. 33:57>> 9:00 to 2:00?
  1074. 33:58>> Mhm.
1075. 33:59>> So, maybe lap swim you could do 6:00 to
  1076. 34:038:00.
1077. 34:05>> If I have two two people go in, that's
  1078. 34:08$8. And I And then I'm being charged,
1079. 34:11what's the price for I think it was $14.
  1080. 34:14So, 14*6 and we only make $8.
  1081. 34:18>> Okay.
1082. 34:20Well, I was just thinking if maybe
  1083. 34:23as a
  1084. 34:24>> And that's per hour.
  1085. 34:25>> Yeah.
1086. 34:25>> It's per In my opinion, per hour.
1087. 34:27They're just paying just to come in. So,
1088. 34:30$8 to come in, but I'm getting paid Say
  1089. 34:32it was say 6:00 to 8:00.
  1090. 34:34Now, I'm putting out 6*
  1091. 34:3614
  1092. 34:38*2, that's a good chunk of money that
  1093. 34:40I'm losing out.
  1094. 34:41Only 120 bucks.
  1095. 34:42>> Oh, just so.
  1096. 34:45>> It's nothing.
  1097. 34:45>> in the bucket.
  1098. 34:46>> Yeah, it's nothing.
1099. 34:48But, you know, that But, that is
1100. 34:49something, you know, obviously I can see
  1101. 34:53um maybe
1102. 34:55we can put a survey out there and see
1103. 34:57how many people are actually going to
1104. 34:58want to do lap swim. Um plus, how many
1105. 35:01people are going to come at night?
1106. 35:03You know, a lot of the What I've heard
1107. 35:06of the lap swimmers were during the
  1108. 35:07daytime.
  1109. 35:08>> Yes. That's what I said 6:00 to 8:00
  1110. 35:10a.m. Not
1111. 35:11>> But, I have to swim at that time.
  1112. 35:13>> Yeah. Oh, okay.
  1113. 35:14>> So, I can't do that 6:00 to 8:00.
  1114. 35:17So,
  1115. 35:20that's that's where we're at with the
  1116. 35:21money.
  1117. 35:23>> Yeah.
1118. 35:23>> Any other questions I can do my best to
  1119. 35:25answer?
1120. 35:27I said I'm doing my best to make sure
1121. 35:29that we're able to get money, make sure
  1122. 35:31that moving forward I allocate it
  1123. 35:32correctly.
  1124. 35:34Um and
1125. 35:36you know, make sure that we're on the
  1126. 35:38positive.
1127. 35:39>> What did we decide on the signs that
1128. 35:41we're going to put out there?
  1129. 35:42>> I'm working on those, too.
  1130. 35:43I'm I'm actually
1131. 35:45seeing how much it's going to cost to
1132. 35:47get the fiberglass. Um to have that with
1133. 35:51our our hours, our days, and then Lisa's
  1134. 35:55working on putting a
  1135. 35:57uh
1136. 35:58a sign up to say swim event,
1137. 36:01but we're going to laminate it here. So,
1138. 36:03we're trying to do stuff in house so we
1139. 36:05don't have to go outsource it.
1140. 36:06>> Would it be I mean, on something like
1141. 36:09that wouldn't it be much, much, much
1142. 36:11easier just to make, have a banner at
1143. 36:14the guy that has the mall, is at the
1144. 36:16mall, have a banner made up, so then
  1145. 36:19during
1146. 36:21the when the pool closes we can just
1147. 36:22stick the zip ties, put it away, and
  1148. 36:25we're done.
1149. 36:25>> Where am I going to get the money?
1150. 36:28>> Cuz you're spending money here with
  1151. 36:30labor on
1152. 36:32>> Cuz you're doing work here, too, so that
  1153. 36:34I thought I could justify it.
1154. 36:36Where am I going to get the money to put
1155. 36:38the banner up or pay for the banner?
1156. 36:41That's going to put us deeper in the
  1157. 36:42hole. Not that I'm not saying it's a
1158. 36:44good idea. It's not It is a good idea if
1159. 36:46I was on the upside.
1160. 36:48>> How much is it to do that?
  1161. 36:50>> To prevent it?
  1162. 36:51>> Yeah.
1163. 36:52>> I I can find out. See how much how big
1164. 36:55we need it and then put the Were you
  1165. 36:56talking about the hours?
  1166. 36:58hours
1167. 36:58>> Whatever you guys are doing.
  1168. 37:00>> I I think you it's important that we
1169. 37:01have the hours of operation.
  1170. 37:04Okay?
1171. 37:05Um we need to have
  1172. 37:06um
  1173. 37:07uh uh
  1174. 37:09>> the days
1175. 37:10>> the days that how much it cost
1176. 37:12um and even an emergency phone number to
1177. 37:15be able to have on there.
1178. 37:18>> And the code the
1179. 37:21if they had we had the like the QR code
  1180. 37:23>> Yeah.
1181. 37:24>> Because then the then parents can come
1182. 37:26right there and just hit it and then
1183. 37:27they can take it from there.
  1184. 37:29Because
1185. 37:31I've heard a lot of people say last
1186. 37:33summer they can never ever contact
1187. 37:37without coming in but they can never
1188. 37:39never call and get a person on the
  1189. 37:42phone.
1190. 37:43>> Yeah, they don't answer the phone.
  1191. 37:44They're like the ones
1192. 37:46>> And they shouldn't be answering the
1193. 37:48phone there. They should be calling
  1194. 37:49here.
  1195. 37:50Cuz I have all the info.
  1196. 37:51>> Whatever whatever number
1197. 37:52>> And that that number got changed. That
1198. 37:54got fixed on the should have gone fixed
  1199. 37:55on the website where
1200. 37:56>> Okay. But whatever whatever the number
  1201. 37:58was,
1202. 37:59people still have problems calling it.
1203. 38:03>> So, I will I will work on that.
1204. 38:05>> So, Mike mentioned this gentleman down
  1205. 38:07>> Yes, ma'am.
  1206. 38:08>> Um I do have a friend who's a
1207. 38:10photographer um from Prosser and she
1208. 38:13does do like senior banners and
  1209. 38:15different kind of banners.
1210. 38:17Um she did some for us for the high
1211. 38:19school for when they run out. So, if you
1212. 38:23do I can send you that contact. Maybe
1213. 38:25she can give us a pretty good price on
  1214. 38:29like the banner. I don't know how much
1215. 38:31each one costs, but I do know from like
  1216. 38:33Office Depot
1217. 38:35um they do they are pretty spendy and I
1218. 38:38know what we paid with her wasn't as
  1219. 38:40spendy.
  1220. 38:41>> Yeah.
  1221. 38:41>> That'd be great. I'd greatly appreciate
  1222. 38:43that.
  1223. 38:43>> Yeah.
  1224. 38:44>> That's what I was That's what I was
1225. 38:46going to say. Mike mentioned the
  1226. 38:47gentleman down here. He's expensive. You
  1227. 38:50go with someone else,
1228. 38:51they're more expensive. Office Depot is
  1229. 38:54reasonable. That's where I make my
1230. 38:56banners at in the summertime for the
  1231. 38:57Lions Club.
1232. 38:58>> Let me know when I'm willing to buy the
  1233. 38:59banner.
1234. 39:01I'll pay for the banner.
  1235. 39:02>> Okay.
1236. 39:03>> We just need to know what size
1237. 39:07>> What size days? And then And we have to
  1238. 39:09make sure
1239. 39:11the days because of right now I'm only
1240. 39:14open Thursday. We're going to the future
1241. 39:16right now. Thursday, Friday, Saturday,
  1242. 39:18Sunday.
1243. 39:19Do we want the pool open more?
  1244. 39:23Well, I mean And if I get the And if I
1245. 39:26get the swim lessons back, they're till
  1246. 39:282:00.
  1247. 39:30So, that's Monday, Tuesday, Wednesday.
  1248. 39:34Yeah. Monday, Tuesday, Wednesday. That's
1249. 39:36why I was only open Thursday, Friday,
  1250. 39:38Saturday, Sunday.
1251. 39:39>> The reason I wanted to also work on this
1252. 39:40is because eventually we're going to be
  1253. 39:42working our budget, too.
  1254. 39:43>> No, I understand.
1255. 39:43>> And so, I want to make sure that this is
  1256. 39:45on the budget.
1257. 39:46>> So, banners at the mall
  1258. 39:48>> Mhm.
  1259. 39:49>> uh
  1260. 39:51are anywhere under $100 for a 2-ft by
  1261. 39:543-ft?
  1262. 39:55>> Okay. Good.
  1263. 39:56>> And I think I did it at
1264. 39:58>> mind, too, there is different kind of
1265. 40:01banners that you can use for outside.
  1266. 40:03Just
1267. 40:04uh I know when she asked us to order, uh
1268. 40:08there was a different material and how
1269. 40:10long they would be used for outside. And
1270. 40:13then they charged per bracket cuz I
1271. 40:15think it came with four, but if you
1272. 40:18wanted additional brackets, they charged
  1273. 40:20you for more.
1274. 40:21>> We just need those grommets I hooks that
  1275. 40:24they punch in.
1276. 40:25>> No, I don't think they did. They did the
1277. 40:26lettering to get get the lettering cut.
1278. 40:29>> So, my my last banner that I got at
  1279. 40:31Office Depot was a 4x6
1280. 40:35for my 4th of July one and it was $55.
  1281. 40:39>> Good.
  1282. 40:40And and I'll I'll
1283. 40:42And I'll I'll look into all that and get
  1284. 40:45get prices for everybody.
1285. 40:46>> Like I said, why don't you Did you put
  1286. 40:48down the QR code?
  1287. 40:49>> Yeah, QR code.
1288. 40:52>> Well, let me know and I'll I'm willing
1289. 40:54to buy the bag. So.
  1290. 40:58So.
  1291. 40:59>> Thank you.
  1292. 41:00>> And I think too, I think
1293. 41:02I know I've heard some people say last
  1294. 41:04year
1295. 41:05the pool the kids came in, but there
  1296. 41:09wasn't enough kids. So, I heard and I
1297. 41:12was I think this year, maybe last year,
1298. 41:15that the lifeguards had everybody
1299. 41:16>> to get out of the pool and they closed
  1300. 41:18the pool because there wasn't enough
  1301. 41:20kids in there.
  1302. 41:21>> Mhm.
1303. 41:21>> And again again because we're only
  1304. 41:24making eight, well, I'm paying $6 or
1305. 41:27Sorry. What was it? I think one of them
  1306. 41:29was I think the first session was 12
  1307. 41:3212 to 2
  1308. 41:33at six lifeguards.
  1309. 41:35And then it was
  1310. 41:382:30 to 5:30.
1311. 41:41And then we have family swim. So,
  1312. 41:44in the long run
1313. 41:45are we willing to dish out all that
1314. 41:47money for just eight bucks?
1315. 41:48>> But in the long run though, it it's no
  1316. 41:50more different than going to a a
  1317. 41:53business.
1318. 41:54You think they're going to be open and
  1319. 41:56then all of a sudden there's a sign
1320. 41:57saying it's closed for the rest of the
1321. 41:58day. But then the next day you go back,
  1322. 42:01well, they
  1323. 42:02we didn't have any customers through
  1324. 42:03after then we closed.
1325. 42:05Well, a lot of those people know
1326. 42:08that the pool's open cuz their kids are
1327. 42:10in there. Then all of a sudden Johnny
1328. 42:12has to call and say, "Mom, come and get
1329. 42:13me. They closed the pool."
  1330. 42:16So.
1331. 42:16>> that's something that I have to talk to
1332. 42:18council about. Is it something that we
1333. 42:19want to keep open? Is it something that
  1334. 42:21we're willing to
1335. 42:23pay out to just for two kids?
1336. 42:25>> Cuz you start If you start doing that,
1337. 42:27they're all going to head to
  1338. 42:29>> Well, I understand, but again, it's the
  1339. 42:31whole ratio. I got $2 in there and I'm
1340. 42:33paying out so much. Is it Is it
1341. 42:36beneficial on on the city?
1342. 42:39>> Well, I think if we got designated times
1343. 42:43that people actually knew that we were
  1344. 42:45open
1345. 42:46and what the cost is, you'd probably get
  1346. 42:49more people.
1347. 42:50But me personally, this last year was
1348. 42:53confusing as to when they were open,
  1349. 42:56when they weren't open.
1350. 42:57>> That's why I want to put that banner up
  1351. 42:59because a lot of people, that's the
1352. 43:00first thing they come to me. When are
  1353. 43:01you guys open?
  1354. 43:02>> Yeah.
1355. 43:02>> But, the people are gone.
1356. 43:03>> But, then again, you put the banner up
1357. 43:04and you have the hours and you could be
1358. 43:06at the right day and the right time, but
1359. 43:08then all of a sudden they close it
1360. 43:09within an hour. So, so
1361. 43:11>> It does get closed.
  1362. 43:13>> Yes, I get I need I have that open for
1363. 43:15an hour. So, when that when I have two
1364. 43:17kids in there, they're for at least an
  1365. 43:19hour and a half.
  1366. 43:20And if I don't have
  1367. 43:21>> Mom has a question.
  1368. 43:22>> Oh, yes, sir.
  1369. 43:23>> I have a question.
1370. 43:25What do the banners tell you what time
  1371. 43:27it closes open and
  1372. 43:28>> Yeah.
1373. 43:28>> Yeah, it will tell you these times.
1374. 43:30>> I was not about maybe just suggesting,
  1375. 43:33um
1376. 43:34I go to a welding tech, we had a
  1377. 43:35electronic board
1378. 43:37and you go out there and you
1379. 43:39punch in what you want it to say and
  1380. 43:4412:00 to 7:00.
  1381. 43:45>> That's expensive.
1382. 43:47>> Well, not too bad, really. I mean, you
1383. 43:49can find one that is going to last you
1384. 43:5120 years because all you do is put new
1385. 43:54programs in and it's on the board and
  1386. 43:56it's it continually reads.
1387. 43:58>> Kind of like the fire department has a
  1388. 44:00new back
  1389. 44:00>> Exactly.
  1390. 44:01>> Well, yeah,
1391. 44:03>> I know if you get one, they do like
1392. 44:05special like they give you a deal and
1393. 44:08then you can sell ads on there. So, they
  1394. 44:11are semi expensive, but they're willing
1395. 44:14to work with you. It's kind of like how
1396. 44:16Pepsi does if you put their name on your
1397. 44:19banner, you get the banner for free.
1398. 44:22>> Bring a Pepsi machine in at the pool.
  1399. 44:26>> Got it.
  1400. 44:27We'll do it.
  1401. 44:28>> Well, that's that's a great idea and
1402. 44:29everything, but with us being
1403. 44:33not funding, we don't have the money.
1404. 44:36So, if we can do
1405. 44:38a banner for under 100 bucks that will
  1406. 44:40last for a good 3 months instead of
  1407. 44:42paying $1,200
  1408. 44:44which will last for 20 years. I I see
1409. 44:46the ratio part, but just to start until
1410. 44:49we can raise enough money to purchase
  1411. 44:51the electronic one.
  1412. 44:52>> And it's something that look into a
  1413. 44:53grant. Maybe we can find a grant that'd
1414. 44:55be able to fund it. You know, it's I
1415. 44:57mean, doesn't hurt to look. The worst
1416. 44:59they can tell me is no.
  1417. 45:00>> Yeah.
1418. 45:01>> They've got one on the entrance into
  1419. 45:02Grandview, they've got one on the
  1420. 45:04entrance into Sunnyside.
  1421. 45:06>> And I can talk to you, I think it's Mark
1422. 45:09who's the owner of those in Texas, and
1423. 45:11see if he's willing to put one over here
  1424. 45:13at our
1425. 45:15You know, the worst he can tell me is
  1426. 45:16no, it's not, you know, beneficial.
1427. 45:19>> Or maybe do it from Florida.
  1428. 45:21>> It's a good idea.
1429. 45:22>> Currently, it's on the top in the glass,
1430. 45:25right? And it's like lettering that you
  1431. 45:27can't see. Or it's not glass?
1432. 45:29>> No, it's just fake wood. So, and that's
1433. 45:31been up since, well, back in like '15,
  1434. 45:33and it's been the same thing.
1435. 45:35So, we do put out the banner that says
  1436. 45:37lifeguards wanted, but then
1437. 45:39when we get a lifeguard, we take it
  1438. 45:41down.
  1439. 45:41>> Yeah.
  1440. 45:42>> But, you know, like I said, we're
1441. 45:43working on some stuff to make it more
1442. 45:45beneficial. I'm going to be getting the
  1443. 45:47word out more.
  1444. 45:49Um we'll work on the billboard.
1445. 45:51>> on the on the billboard,
1446. 45:53>> And I And I did last year. Um
  1447. 45:55>> Yeah, I saw that.
1448. 45:56Even after the pool was closing,
  1449. 45:59>> So, um it's something that I'm working
1450. 46:01on this year to make sure that I get it
1451. 46:03on the billboard there, and right here
1452. 46:05at the fire department, cuz they did put
1453. 46:06it out for me also. Um
  1454. 46:09So, I And like I said, I you know, we
  1455. 46:11are
1456. 46:12working diligently to get it
1457. 46:15the word out. Um obviously, everybody
1458. 46:18else who can spread the word also, you
1459. 46:20know, that's great. You know, at our
1460. 46:21last year, um the beginning of the fall,
1461. 46:24we had people that did some donations.
  1462. 46:26Um
1463. 46:27and this year I will be working starting
1464. 46:30earlier to make sure I have those I can
1465. 46:32put it out there saying, "Donate a bike,
1466. 46:34so-and-so." Um that way they get the
1467. 46:37praise, because it is it is cuz if it
1468. 46:39wasn't for them, we wouldn't be able to
1469. 46:41do what we do now.
  1470. 46:43So.
1471. 46:43>> So, when will you go out for bids on
1472. 46:46everything you guys need to do?
1473. 46:47>> I still got to make sure I get the money
  1474. 46:48first.
1475. 46:49>> But we have that money already.
1476. 46:52>> So, have it allocated. It's sitting
1477. 46:54there, but it hasn't been given to me.
1478. 46:56But the the letter has not been come
  1479. 46:58over.
1480. 46:58>> But we had one for strictly the pool.
1481. 47:01>> We do have one strictly for a pool, but
1482. 47:03like I told you guys before, the
  1483. 47:05application didn't get put in correctly.
1484. 47:07That's the one I've been working on for
  1485. 47:08quite a while.
1486. 47:09I haven't sent letters out to the engine
  1487. 47:11tribal and
  1488. 47:13they haven't sent anything back, so I'm
  1489. 47:14guessing they're good with those.
1490. 47:15Um we are Justin and I are working with
1491. 47:18the Chamber of Commerce to make sure
1492. 47:20that money is good to go and we're that
1493. 47:22way we can move forward.
1494. 47:23>> And where did the money go from? At they
1495. 47:26want to do repairs to the bandstand.
1496. 47:28>> That money actually went to what I was
  1497. 47:31told is
  1498. 47:33the past
1499. 47:34interim city manager moved it over to
1500. 47:37the parking lot or not the parking lot.
1501. 47:39Yes, the parking lot next to where these
1502. 47:41eagles at. Now, coming from Mr. Curry,
1503. 47:44he stated that the mayor was saying,
1504. 47:47"No, we don't want that now." Well, if
1505. 47:49that's the case, I need to let
1506. 47:52the Commerce know that's not what we
  1507. 47:55want to do.
  1508. 47:55>> Because when
1509. 47:56>> We did get a letter for that one to say
1510. 47:58it was okay that we do that to buy that
  1511. 48:00that
  1512. 48:01that lot there, sir.
1513. 48:03>> Because when we were all at the pool for
  1514. 48:06the inspection,
1515. 48:07she made the comment that maybe we
1516. 48:09shouldn't be trying to purchase that
1517. 48:12property and take that money
  1518. 48:14and put it towards
1519. 48:16the bathhouses and the pool.
1520. 48:18But that that was just open talk. So,
  1521. 48:21that's something that you're
1522. 48:23may have to get with the mayor and say,
1523. 48:24"Hey, when we had that
1524. 48:27walk around and see what she says
  1525. 48:30because I mean
1526. 48:32that's what she had said, but she's only
1527. 48:33one person. So, and I don't know if you
  1528. 48:36heard that conversation.
  1529. 48:38>> Mhm.
  1530. 48:38>> So, you know, I I don't know where the
  1531. 48:41city's the I don't know the city owns
  1532. 48:43that parking lot now?
1533. 48:44>> We don't own it yet. We haven't bought
1534. 48:46it yet. The money I just got the not the
1535. 48:48letter I got just got the letter about 3
1536. 48:50months ago saying that we were allowed
1537. 48:52they were moving the money over for that
  1538. 48:54particular
  1539. 48:55um
1540. 48:57but if we need to move it again, and
1541. 48:59need to get on it now, but sooner than
  1542. 49:01later.
1543. 49:02>> And then So, then what you're saying
1544. 49:04then is that application for the pool
1545. 49:06was all mixed up. So, you don't That
  1546. 49:09money is not
1547. 49:10>> That money is allocated to us, but it's
  1548. 49:12not in our hands.
1549. 49:13>> Okay. But we can't go out for bids.
1550. 49:15>> We can't go out for bids. I want to make
1551. 49:17sure that money's in my hand, and not
1552. 49:19put us in a more bigger deficit than we
  1553. 49:21were already in.
1554. 49:22>> Well, do they charge for bids?
  1555. 49:24>> No.
1556. 49:26>> Then why Why can't we ask for a bid?
1557. 49:29>> Because remember the bids are only good
  1558. 49:31for 30 days.
  1559. 49:32So, after those 30 days,
  1560. 49:34and I still don't have that money, I'm
1561. 49:36going to have to go out for new bids.
  1562. 49:39So, I
1563. 49:40In my opinion, the thing is to wait till
1564. 49:42we I make sure I have that money, and
1565. 49:43then go out for bids, so I can say this
  1566. 49:46is what we're going, you know.
1567. 49:48>> But you can't count that money that as
  1568. 49:51cash yet.
  1569. 49:51>> Correct.
1570. 49:53And like but if the committee the
1571. 49:54committee wants me to go out for bids
  1572. 49:56now, I'm more than happy to.
1573. 49:58>> if they were good for a year, then I'd
  1574. 49:59have to say,"Yeah, let's do it."But you
  1575. 50:01know, like building of a house, I mean,
1576. 50:04you get bids to build a house, but
  1577. 50:06that's different than 30 days. They're
1578. 50:08probably good for a year, so who knows?
  1579. 50:11I don't know how that works.
  1580. 50:12>> Mhm.
  1581. 50:14So,
  1582. 50:17any other questions, comments?
1583. 50:19>> I have a question. So, we not on here
  1584. 50:24for 2026, it says lifeguard class
1585. 50:27classes, it says zero, but then in the
  1586. 50:29previous there's actual numbers on
1587. 50:31there. So, did we pay for classes in
1588. 50:35previous year, and this year we didn't?
  1589. 50:37>> Right.
  1590. 50:38We did.
  1591. 50:39>> We did.
1592. 50:42>> So, for the 2026, was it not inputed
1593. 50:45yet, cuz it does say life lifeguard
1594. 50:48classes, and it has zero?
1595. 50:50>> Because they paid, and we reimbursed. Or
1596. 50:54No, no, sorry. We got a lot of returners
1597. 50:56who still have lifeguard uh provisions
  1598. 50:59is their card.
1599. 51:01>> Oh, okay. So, then the previous years it
1600. 51:04was kind of like everybody was getting
1601. 51:06>> new. So this coming up year, depending
1602. 51:09on who applies or how many we get
  1603. 51:11returning,
1604. 51:13we may have to pay for five bucks, but
1605. 51:15they pay it first and then when when
1606. 51:17it's fantastic class, we reimburse them.
1607. 51:20We don't we don't pay for it until they
  1608. 51:22actually pass
  1609. 51:24because
  1610. 51:25then it doesn't benefit us.
1611. 51:26>> Is that what other pools do?
  1612. 51:27>> Yes.
1613. 51:29>> Okay. Um my question is uh
1614. 51:32I didn't get the pool season pass this
  1615. 51:35year, I believe,
1616. 51:36because it was very confusing. They
1617. 51:40didn't have a way to give me a card.
1618. 51:42>> No, we do have a card machine now. So we
1619. 51:45do have that up. We did get that up
  1620. 51:47towards the mid-season.
  1621. 51:50Um we're waiting on
1622. 51:52the machine to get done or to us to get
  1623. 51:56the machine.
1624. 51:57Um we have it up now. We do so it's very
1625. 51:59good that I've been working on it. So we
1626. 52:01do have that card. So when there is a
1627. 52:03pass, now with that being said,
1628. 52:06we do have a waiver that every swimmer
1629. 52:08is going to have to sign.
1630. 52:10Okay? So we're going to put that on the
1631. 52:12website and they have to come in so they
  1632. 52:15don't have to sign
1633. 52:17the waiver every time they go in there
  1634. 52:19and this is through the W C I A. They're
1635. 52:21making everybody in their pool do it.
  1636. 52:24That
  1637. 52:26if they sign a waiver, they'll get a
1638. 52:28card and then they that way when the
1639. 52:30pool staff when they show up and pay,
1640. 52:32hey, have you signed the waiver? They
  1641. 52:34have their card.
1642. 52:36And that that being said, it'll say on
  1643. 52:38there
  1644. 52:39pool year
  1645. 52:412027.
  1646. 52:44So
1647. 52:45um if they lose it,
1648. 52:48then that's going to be the first one is
1649. 52:49obviously the free one with the refund,
1650. 52:51but or the the free waiver, the second
1651. 52:54one will be five four dollars, you know,
  1652. 52:57to get redone.
  1653. 53:02Okay?
1654. 53:04Unless to let else has a better idea how
  1655. 53:06to get that going.
  1656. 53:08But that's that's something that that
1657. 53:09WSCIA, when I had my pool parts audited,
1658. 53:14that was something that was coming down
1659. 53:16the line that they were willing one
1660. 53:18really wanted to push park forward.
  1661. 53:20>> And that's for all swimmers?
  1662. 53:21>> That's for all swimmers.
  1663. 53:29>> Anything else, sir?
  1664. 53:32>> Yes, sir.
1665. 53:33Just a question. It says uh on the
1666. 53:35payroll cost summary, you have benefits.
  1667. 53:39What are the part-time employees?
  1668. 53:42>> Right here.
1669. 53:43>> Yeah, I see that. What is that about?
1670. 53:45>> I will have to look into that. I'm not
1671. 53:46quite sure because they were
  1672. 53:47part-timers, they shouldn't have been
  1673. 53:49paying benefits and we shouldn't have
1674. 53:50been paying for them for benefits.
1675. 53:52>> Hector, I think that you said last time
1676. 53:55cuz I asked that same question, also.
1677. 53:57You said that they put in
1678. 54:00the employees from the city, they put
1679. 54:04their benefits in there. But this was
1680. 54:07like a while ago when I did ask you
  1681. 54:09about that.
1682. 54:11>> If there were um like some of Mitch's
1683. 54:13employees allocated to benefits for the
1684. 54:17pool water, that would be my
  1685. 54:19function, but I'm not sure
  1686. 54:20>> Yeah.
1687. 54:21>> if that was the case.
1688. 54:23>> Yeah, they they were
  1689. 54:24>> So, these aren't kids.
1690. 54:25>> I'm not What page was it?
1691. 54:28>> Uh all of them.
  1692. 54:29>> No, that's that's actually the
  1693. 54:31employees. No, part-time employees. And
1694. 54:33that's what I need to make sure because
  1695. 54:34we they shouldn't have been paying
1696. 54:36>> Oh, I see what you mean.
1697. 54:37>> Yeah, they shouldn't have been paying
  1698. 54:38benefits
  1699. 54:39because they were part-time. But then
  1700. 54:42again, I don't know how many hours they
  1701. 54:43were doing because there's only a
  1702. 54:44certain amount of hours that part-timers
1703. 54:47can do without us paying benefits. So,
1704. 54:49back in whenever this was
  1705. 54:51>> 2014
1706. 54:52>> If this was 2014, depending on how many
  1707. 54:53hours they got, that's when
  1708. 54:56um
  1709. 54:57when they
1710. 54:58they have to pay benefits. On some of
  1711. 55:00these.
  1712. 55:01>> That's 26.
  1713. 55:02>> No, that's 20 20
  1714. 55:04Wait, wait, wait, wait, wait. That's
1715. 55:052014. it in yes, sir.
  1716. 55:07So,
  1717. 55:08that's that's why I have to look into
1718. 55:11that, see how many hours back then
  1719. 55:12they've done.
  1720. 55:13>> Yeah, what's listed?
  1721. 55:14>> can see Yeah.
1722. 55:15>> The hours are listed.
1723. 55:16>> Are they listed again?
  1724. 55:17>> yeah, there's a breakdown.
1725. 55:18>> Oh, okay, right there. 311 hours.
1726. 55:21And then overtime wages we have there.
  1727. 55:23>> And that's in 3 months.
  1728. 55:25>> Holy.
1729. 55:28They got one right there that was the
  1730. 55:30326.
  1731. 55:32Uh one that was 365 hours.
  1732. 55:37And that's That was something that I
1733. 55:40knew that we can't get over the
  1734. 55:42part-timers hours there. That's That's
1735. 55:44why I broke it up so much to make sure
1736. 55:47we were not going over those that
  1737. 55:49threshold.
  1738. 55:50>> I just
  1739. 55:52randomly looked at
  1740. 55:54one of these and it's $993
  1741. 55:58since for benefits.
  1742. 55:59>> Yeah.
  1743. 56:00>> For 3 months.
  1744. 56:02>> That and like I said, I I'm looking at
  1745. 56:04the original one there.
  1746. 56:05>> That one?
1747. 56:08>> What is the difference on the bottom of
  1748. 56:09the 993?
  1749. 56:10>> So,
  1750. 56:11>> 1,000.
1751. 56:14>> It wouldn't have looked that bad
  1752. 56:16overall.
  1753. 56:19>> So, No, I mean that's something I
  1754. 56:21definitely look into.
  1755. 56:22>> Yes, they don't
  1756. 56:24Well,
  1757. 56:25very good relation.
  1758. 56:26>> It's a little bit cool situation.
  1759. 56:27Really, it's
  1760. 56:29There's no benefits until you've been
  1761. 56:30here
  1762. 56:31>> So, many Yeah.
  1763. 56:32Yeah.
1764. 56:33>> It's going to be just like the national
1765. 56:35>> So, you pay like you have to pay the
  1766. 56:37little
  1767. 56:38So,
1768. 56:38>> See, you do that, but that's the
  1769. 56:39threshold. That's That's why I try to
1770. 56:40keep those hours under those thresholds
1771. 56:42so we don't have to pay those.
  1772. 56:43>> Oh.
  1773. 56:43>> This is part-timers.
  1774. 56:45>> Yeah.
  1775. 56:46Not full-time employees.
1776. 56:49>> And what do they do over there,
  1777. 56:50part-timers?
  1778. 56:51>> So,
  1779. 56:52>> Everything.
  1780. 56:53>> That That
1781. 56:53>> They do the same thing. It's just the
  1782. 56:54amount of hours that they're working.
  1783. 56:56>> Doing something.
1784. 56:57The same thing as what?
1785. 56:58>> Uh the lifeguards The lifeguards itself.
  1786. 57:00>> Oh, it's a lifeguard.
  1787. 57:01>> Yes.
1788. 57:03>> Or the cashiers that are in the front
  1789. 57:05taking the payments.
1790. 57:07>> So, And then I am going to have an
  1791. 57:09expectation on this one.
  1792. 57:12Expectation is
1793. 57:13you're there during the hours that
  1794. 57:15you're working.
1795. 57:16You clock in. I do not want to see you
  1796. 57:18guys
  1797. 57:19sitting around unless you're on your
  1798. 57:21break.
1799. 57:22Other than that, you're going to be out
1800. 57:24there. No phones. That was one of the
1801. 57:26biggest things I had trouble with is
1802. 57:28those phones. Those phones are going to
1803. 57:30get put away or they're going to stay in
  1804. 57:32your car.
1805. 57:32>> Yeah, I was going to say over the past 2
  1806. 57:34years I've noticed that a lot of my
  1807. 57:35lifeguards have been
  1808. 57:37>> Yeah. So, that's that's going to be
  1809. 57:38number one.
1810. 57:39Expectation number one. Number two, if
1811. 57:42you're up front, lifeguards cannot go to
1812. 57:44the front. The only people who are going
1813. 57:46to be allowed up front is the
  1814. 57:47registration people. I'm going to
1815. 57:48separate those because there are some
1816. 57:50people that don't want to do lifeguard
1817. 57:52but want to want a job to do
  1818. 57:54registration.
  1819. 57:55You know, so that's that's going to be
1820. 57:57we're going to put a piece of string
1821. 57:59there that says no lifeguard is in
1822. 58:00there. And the cameras are going to keep
1823. 58:02an eye on a lot better. You know, I do
1824. 58:04have access to those cameras. Make sure
1825. 58:06I'm keeping an eye on all of
1826. 58:09in the room there that I found a couple
  1827. 58:11sleeping. That's going to go away.
  1828. 58:14So,
1829. 58:15I asked I asked them what they were
  1830. 58:17doing.
1831. 58:17>> Sounds like high school.
1832. 58:18>> They were they said they were just
1833. 58:20relaxing. No, there's no relaxing in in
1834. 58:22a room with your eyes closed and then
  1835. 58:24unless you're praying.
  1836. 58:26Um but I didn't hear anybody say amen.
  1837. 58:28So,
1838. 58:29they're going to be out. Yep.
1839. 58:31>> Also, were you going to put that they
1840. 58:33are and they were going to clean? Cuz
  1841. 58:36that was a big thing.
1842. 58:37>> That is That is another one. The
1843. 58:38cleaning situation is going to be taken
1844. 58:40care of that they do the cleaning
1845. 58:44at night, the end of the shift. And if
1846. 58:47it's between, they they do a quick walk
  1847. 58:50around.
1848. 58:50>> Yeah, you just going to have to do up a
1849. 58:52good job description of what is
  1850. 58:55expected.
1851. 58:55>> And like I said, the expectation is
  1852. 58:57going to be
1853. 58:58>> read it and they sign it, then you can
  1854. 59:00hold them accountable.
  1855. 59:01>> Exactly.
1856. 59:01>> And I think you having Lisa as the pool
1857. 59:03manager will really help in that because
  1858. 59:06it's it's not a child.
1859. 59:08>> Correct. Well, young adults. Yeah. Is
1860. 59:10that that was the problem we had young
1861. 59:12adults in there, and they were all
  1862. 59:13friends.
  1863. 59:14And
1864. 59:15>> And being on time.
1865. 59:16>> Yes, being on time. Remember the time
1866. 59:19you come down calm that um
  1867. 59:21>> I also
1868. 59:22>> The thing is it's like I said, you know,
1869. 59:24they're all friends, and we and I
1870. 59:27understand, you know, I was young, too.
  1871. 59:29We had friends, but there's a difference
1872. 59:31between work and friendship. And some
  1873. 59:33people can't differentiate the two.
  1874. 59:36Um
  1875. 59:36when you're here, you're at work.
  1876. 59:39When you're off, you're off. Excuse me?
  1877. 59:41>> What's your average age?
  1878. 59:43>> Uh right now it's 15 and 1/2. That's the
  1879. 59:45lowest I can hire. Um I'm thinking of
  1880. 59:49going at least to 15.
  1881. 59:51Um
  1882. 59:52>> What's the oldest?
1883. 59:53>> Excuse me, the oldest?
  1884. 59:54>> The older
1885. 59:55>> The older the last one I had was
  1886. 59:58The last part-time employee was 24 years
  1887. 1:00:00old.
  1888. 1:00:01>> So
  1889. 1:00:01>> Yeah.
1890. 1:00:03>> You get a good painter in there and
1891. 1:00:04teach him how to paint and save 70,000.
  1892. 1:00:06>> Yes.
  1893. 1:00:09So
  1894. 1:00:09>> Well, look.
1895. 1:00:10I'm literally not right on.
1896. 1:00:12>> Yeah, you know. We put it to work.
  1897. 1:00:14So
1898. 1:00:15>> The older one that can write is the most
  1899. 1:00:17important thing.
  1900. 1:00:18>> Yeah, yeah, yeah. We're we're we're
  1901. 1:00:19getting the right people.
1902. 1:00:21>> Well, did you see what the last painter
  1903. 1:00:22did? Was it right?
  1904. 1:00:23>> No.
  1905. 1:00:23>> It didn't that?
1906. 1:00:24>> No. The floors aren't right. The walls
  1907. 1:00:26aren't right.
1908. 1:00:27>> No, you can't paint over that.
1909. 1:00:28>> That's one of the reasons I was also
  1910. 1:00:30upset. 77,000 and you
  1911. 1:00:32>> Yeah. You can't get that.
  1912. 1:00:33>> So
1913. 1:00:34>> You got to pay for it after that.
1914. 1:00:38>> So and then we are working on filling
1915. 1:00:40out the the void corners.
  1916. 1:00:43Um I know last year I had
1917. 1:00:46quite a few unhomed or housed people
  1918. 1:00:49living in there's, and we're thinking of
1919. 1:00:52closing those off. Um the other thing
1920. 1:00:54we're thinking about doing is putting
1921. 1:00:56gates on the bathrooms. So at night
1922. 1:00:58time, people cannot just go to the
  1923. 1:01:00bathroom when it's locked and just
1924. 1:01:02defecate all over the ground. So we're
1925. 1:01:04we're going to put the doors gated doors
1926. 1:01:06on. We're going to think about putting
1927. 1:01:07gated doors to lock those up so at night
  1928. 1:01:10time they can't get back there.
1929. 1:01:11>> This is probably a future thought, but
  1930. 1:01:14um
  1931. 1:01:15timed
1932. 1:01:16codes. I know Plaza has timed codes
  1933. 1:01:19on their bathrooms. They're like they
1934. 1:01:21schedule like they know what time the
1935. 1:01:23room is going to be there. So, I don't
1936. 1:01:24know. They just go in and schedule when
1937. 1:01:26it will be open and it will close at a
  1938. 1:01:28certain time.
  1939. 1:01:29>> Yeah.
  1940. 1:01:29>> I don't know.
1941. 1:01:31People will get locked in there.
1942. 1:01:33>> Is there something that we could do to
1943. 1:01:35put on there for kids? Cuz I know
1944. 1:01:38um there was like some kids that were
1945. 1:01:40just rude, disrespectful at the pool and
1946. 1:01:43they would keep coming. And is there
1947. 1:01:45something where we could like maybe
  1948. 1:01:46trespass them? Like you can't come
1949. 1:01:49or I know there was one kid, the mom
1950. 1:01:51would just let him run in and they would
1951. 1:01:53have the lifeguards or the cashiers run
1952. 1:01:56and try to catch him and because he
1953. 1:01:57didn't want to pay. And the mom just
1954. 1:02:00kind of was like, oh, whatever, just let
  1955. 1:02:01him run in there.
1956. 1:02:03>> Days in. Sorry. Yeah.
  1957. 1:02:06I I
  1958. 1:02:07um
  1959. 1:02:07>> Days in.
  1960. 1:02:08>> I
1961. 1:02:10I can ask, but I'm not sure that we can
  1962. 1:02:13trespass anybody. I mean, that's
  1963. 1:02:16Yeah.
  1964. 1:02:17>> I I just want to
  1965. 1:02:18>> It is a public pool.
1966. 1:02:20>> Yeah, I didn't know what the rules were
1967. 1:02:22or what we could do because I mean, if
1968. 1:02:24the kids are not acting correctly, well,
  1969. 1:02:27then, you know,
1970. 1:02:29>> We can ask them to leave, but at the
  1971. 1:02:30same time, if their parents aren't
  1972. 1:02:32there, I I can't make them because I
1973. 1:02:35have to have an adult with them.
  1974. 1:02:40>> Okay.
  1975. 1:02:40>> So,
  1976. 1:02:41yeah.
1977. 1:02:43>> I know like at the high school you know,
1978. 1:02:44like the football games, like you can't
1979. 1:02:46get in unless you have an adult. So, I
1980. 1:02:47don't know what the rules
1981. 1:02:49>> And if that's the case, then no one's
1982. 1:02:51going to the pool. No one knows or
1983. 1:02:54follows their kids in there.
  1984. 1:02:55>> For duct tape.
  1985. 1:02:57>> So,
1986. 1:02:57>> can the lifeguards were they able to put
1987. 1:03:00people on time out or are they just
  1988. 1:03:01solely
  1989. 1:03:02>> I I The lifeguards cannot touch anybody.
1990. 1:03:04>> Well, not touch them, but tell them
  1991. 1:03:05>> No, no.
1992. 1:03:06Yeah, no, we can we can ask them to We
  1993. 1:03:08can ask them, but
  1994. 1:03:10if they don't
  1995. 1:03:10>> Uh-huh.
  1996. 1:03:11>> you know,
1997. 1:03:12>> But for safety purposes, you would think
1998. 1:03:15we should have that control, too.
  1999. 1:03:18To stop them. I mean, it's I know what
2000. 1:03:20Then we become the babysitter,
2001. 1:03:23but at the same time, if the kids learn
2002. 1:03:26the rules, then they're not so apt to
  2003. 1:03:28act out.
2004. 1:03:30>> Correct, but there again,
2005. 1:03:32how far do we go with
2006. 1:03:35the the the trying to correct it?
  2007. 1:03:37Um because obviously, like I stated,
  2008. 1:03:40say one gets hit.
2009. 1:03:43The one of the lifeguards gets hit, and
2010. 1:03:46it it's a child. You know, how how are
2011. 1:03:49we going to correct that?
2012. 1:03:50We can tell no, no, no, but
  2013. 1:03:53you know,
2014. 1:03:54we we can't actually physically Oh, we
2015. 1:03:56>> Maybe that's when we need to call the PD
  2016. 1:03:58and have them
  2017. 1:03:59escort them out.
  2018. 1:04:00>> And but they're they're liable to say
  2019. 1:04:01can't
  2020. 1:04:02technically escort them out.
2021. 1:04:05Because who are you going to take them
  2022. 1:04:05with?
2023. 1:04:07If the mom says,"I'm going not going to
  2024. 1:04:08pick up the kids."
  2025. 1:04:10>> Yeah, and
2026. 1:04:11>> The mom's not going to pick up the kids.
2027. 1:04:12>> Then they're babysitting them over there
  2028. 1:04:13at the
  2029. 1:04:14>> PD.
  2030. 1:04:15>> Yeah.
  2031. 1:04:15>> That's what they're trying to avoid and
  2032. 1:04:16cause more problems.
  2033. 1:04:18>> So,
2034. 1:04:19>> Just an idea popped out there.
  2035. 1:04:21>> No, I and I and I I hear everybody's
2036. 1:04:22frustration about it cuz trust me, I
2037. 1:04:25would have been on the same way as like,
2038. 1:04:27"Oh, if you were mine,
  2039. 1:04:29they'd be gone."
2040. 1:04:29>> Well, I'm hoping that that I can be
  2041. 1:04:31really When I'm in a store and I got you
2042. 1:04:33hear that kid going everywhere,
  2043. 1:04:35screaming, and yelling, everything, I
2044. 1:04:37really say out loud,"It's time to take
  2045. 1:04:39that child home."
  2046. 1:04:40>> Mhm.
  2047. 1:04:43>> Sorry.
2048. 1:04:44>> So, I want to go back a little bit to
2049. 1:04:46when are we going to be starting putting
2050. 1:04:47the shades up to the to the
  2051. 1:04:49>> I will talk to you
  2052. 1:04:51um
  2053. 1:04:51Dave Dave Waterbury.
  2054. 1:04:53>> Okay.
2055. 1:04:53>> They break Waterbury and see when
2056. 1:04:55they're going to be moving forward, and
  2057. 1:04:56then I will email everybody.
  2058. 1:04:58>> But they're asking for a process right
2059. 1:05:00now. They cuz they're they want to know
2060. 1:05:02what the process is. That was going to
  2061. 1:05:04>> Talk to him?
2062. 1:05:04>> Talk to him on Wednesday morning.
2063. 1:05:07And start to work on the process because
2064. 1:05:10they don't just go up there and start
2065. 1:05:11digging holes. You have a backhoe truck
2066. 1:05:13and you have ways to do it and
  2067. 1:05:15quickly,
2068. 1:05:16efficiently. So, I would think that if
2069. 1:05:19they're going to donate that money, we
  2070. 1:05:20can
2071. 1:05:21spare a couple of dollars and probably
  2072. 1:05:22work something.
2073. 1:05:23>> They had You know,
2074. 1:05:25I don't even know if it's worth doing it
2075. 1:05:26this starting it this year, but having
2076. 1:05:28it probably March, April of next year.
  2077. 1:05:30>> Or at least
2078. 1:05:31>> Well, they have to go for bids, too, to
2079. 1:05:32see where they can find them. Are they
  2080. 1:05:34don't Are they
  2081. 1:05:36>> Bids for what?
2082. 1:05:37>> To to Well, they'll go look and see
2083. 1:05:38which one they're going to go with.
2084. 1:05:40Cuz I know some of them were saying that
2085. 1:05:41they want to go with the one that's at
  2086. 1:05:43the Saints at Christian.
  2087. 1:05:45And they said,"Well, let's let's see how
  2088. 1:05:46much it's going to cost."And
  2089. 1:05:47>> They have
  2090. 1:05:48>> Seriously.
2091. 1:05:48>> I know, but they were just working to
  2092. 1:05:50see
  2093. 1:05:50how much
2094. 1:05:53>> Oh, they already have them.
2095. 1:05:53>> Oh, do they have the bids already?
2096. 1:05:55>> No, they already have the what they're
  2097. 1:05:56going to get.
  2098. 1:05:57>> Oh, do they?
  2099. 1:05:58>> Yeah, that's what I understood is that I
2100. 1:06:00was going to go to Wednesday's meeting
  2101. 1:06:01cuz
2102. 1:06:03they might do something back in the
  2103. 1:06:04office, but
  2104. 1:06:07They they had
2105. 1:06:08it planned out already, is what I got
2106. 1:06:11>> And I'll I'll talk to Mr. Hayes to see
2107. 1:06:12he get the, you know, maybe he's
2108. 1:06:14correct, maybe I'm just not hearing the
  2109. 1:06:15whole thing.
2110. 1:06:16>> He gives an update on that.
  2111. 1:06:17>> I'll give you an
  2112. 1:06:18>> update on it.
  2113. 1:06:19>> Yeah, those guys don't move. They're
  2114. 1:06:21>> Yeah.
2115. 1:06:21>> I mean, when we did like the shady down
  2116. 1:06:23on the pathway,
  2117. 1:06:24>> Mhm.
2118. 1:06:25>> it was just everybody can sign up and
2119. 1:06:28then you get all your tools and you show
2120. 1:06:29up and you put it up and you leave.
  2121. 1:06:31So, it
2122. 1:06:32>> But that was back in the day when people
  2123. 1:06:34wanted to do something.
  2124. 1:06:36>> It's like
  2125. 1:06:37I said Monday, especially for $70,000.
  2126. 1:06:41>> That's a lot.
  2127. 1:06:41>> Yeah.
  2128. 1:06:43Yeah, but see, you're from that
  2129. 1:06:44generation.
  2130. 1:06:45>> Yeah, I guess so.
  2131. 1:06:46Oh, my goodness.
  2132. 1:06:47>> Okay.
  2133. 1:06:48>> Yeah, so
  2134. 1:06:51>> And
2135. 1:06:54And in the next meeting, are we good on
2136. 1:06:56every other month right now, or does
2137. 1:06:58everybody still want to continue on the
  2138. 1:06:59monthly?
2139. 1:07:00>> I think every other month, unless
2140. 1:07:01anybody else is different, cuz I mean,
2141. 1:07:04one of the reasons is we're not parks
2142. 1:07:05are closed a lot of things, so.
  2143. 1:07:06>> Yeah.
2144. 1:07:07And we got holidays coming up.
2145. 1:07:09>> I do have one question about the
  2146. 1:07:10community center.
  2147. 1:07:11>> Yes, sir.
2148. 1:07:12>> What are we doing in regards to opening
  2149. 1:07:13it?
  2150. 1:07:14>> So,
2151. 1:07:14>> I had Hector call me um
  2152. 1:07:17uh and asked me go,"Well, we're still
2153. 1:07:19park um playing soccer on the tennis
  2154. 1:07:21courts. It's cold, and your community
  2155. 1:07:23center is like
  2156. 1:07:24closed.
2157. 1:07:26It's cold, and the community center is
  2158. 1:07:27closed.
2159. 1:07:28>> I was going to ask the same question,
2160. 1:07:29cuz my kids are up there right now
  2161. 1:07:31practicing.
2162. 1:07:32>> And he's the one that had the team
  2163. 1:07:36He I think he minimized a little bit.
  2164. 1:07:37And I I called him out on it. So, I
2165. 1:07:39said, "Hey, you know what, man?
2166. 1:07:40There was some damage. It was reported."
2167. 1:07:42He goes, "It was minimal damage."
  2168. 1:07:43Regardless, it was damage.
2169. 1:07:45Um but he's wanting to ask He asked me
  2170. 1:07:48um
2171. 1:07:49that hey, what are we doing in regards
  2172. 1:07:50to the community center?
2173. 1:07:52We paid for it. We put it out there.
2174. 1:07:55We've given them the the
2175. 1:07:58uh the all of the the stuff that they
  2176. 1:08:00need, insurance and everything, but it's
2177. 1:08:01still closed. Why can't we use it?
2178. 1:08:03You guys can give it to the pickleball,
2179. 1:08:04but don't give it to us. So, tell me
2180. 1:08:06what what what are we doing with that?
  2181. 1:08:08>> So, right now
2182. 1:08:10I have many people call.
  2183. 1:08:12Uh
2184. 1:08:13>> When you say uh
2185. 1:08:14>> Uh soccer schools will call me. I've had
  2186. 1:08:16basketball people call me.
  2187. 1:08:18Um
2188. 1:08:19then they wanted to use it.
  2189. 1:08:20>> Okay.
2190. 1:08:21>> Okay. I'm working with the insurance
2191. 1:08:23right now to see how we can move
  2192. 1:08:24forward. I can't I personally the What
2193. 1:08:27happened last time is that made the
2194. 1:08:28contract, and it came and bit me in the
  2195. 1:08:30in the behind, and I don't want that
  2196. 1:08:32again. That was a lesson learned.
2197. 1:08:34I have to make sure that I do the proper
2198. 1:08:36proper steps. But the thing is is
2199. 1:08:39everybody's got to be understandable
2200. 1:08:41with the with me opening that community
2201. 1:08:43center. It can't be dedicated just to
  2202. 1:08:45one activity.
  2203. 1:08:46>> Right.
2204. 1:08:47>> And that's the problem right now is
  2205. 1:08:50and I'm having
2206. 1:08:50>> Is anybody using it?
  2207. 1:08:51>> Right now, pickleball.
2208. 1:08:53>> So, pickleball's back in there, but they
  2209. 1:08:55>> Again, they're dedicated to pickleball.
  2210. 1:08:57>> But it's it's dedicated to them right
2211. 1:08:59now because they're the only people that
2212. 1:09:02are that have I'm still bound by their
2213. 1:09:05old contract. The I'm finishing it up
2214. 1:09:08this year. They are signing waivers.
2215. 1:09:10They use it in the morning. They use it
  2216. 1:09:12sometimes in the afternoons. And that's
  2217. 1:09:14what I told Lisa. I cannot dedicate it
2218. 1:09:16for you to make sure that it's only used
2219. 1:09:20for pickleball or pickleball. I have to
  2220. 1:09:22open it up to everybody. I have a
2221. 1:09:24basketball two basketball teams that
2222. 1:09:25want use it. And I got called today
2223. 1:09:27about another one that wants to use it
2224. 1:09:28for practice. They use one day at some
2225. 1:09:31church, they want to use one day here.
  2226. 1:09:33But
2227. 1:09:34>> So Javier Javier also talked to me about
2228. 1:09:37it and he says, "I'm willing to pay any
2229. 1:09:38insurance that the city would want." He
2230. 1:09:40goes, "We need to get basketball." He
  2231. 1:09:42goes, "Because there I had several
  2232. 1:09:43people already. I have Hector, I have
  2233. 1:09:45Javier, I have Jose. They've all said,
2234. 1:09:47'Hey, why are we Why is it only
  2235. 1:09:49pickleball?' And
2236. 1:09:50it's making it look like we pick and
2237. 1:09:52choose who we allow in the
2238. 1:09:53>> But does pickleball pay?
  2239. 1:09:55>> Yes.
  2240. 1:09:56>> How much?
  2241. 1:09:56>> They pay $2.
2242. 1:09:59>> And then if you have soccer or
2243. 1:10:01basketball, what are they going to pay?
  2244. 1:10:03>> Then that's That's the thing is I got to
  2245. 1:10:05figure it out. I can't just say,"Oh, I'm
2246. 1:10:07going to charge you the amount of what
  2247. 1:10:09it is for a rental."
2248. 1:10:10>> But we have to be equal like we
2249. 1:10:11>> Exactly. Exactly. And that's the thing
  2250. 1:10:13is pickleball understands that I'm I'm
2251. 1:10:15only allowing this for this year because
2252. 1:10:17this is the final year of the contract.
  2253. 1:10:19Come next year,
  2254. 1:10:21it's not going to be $2.
  2255. 1:10:22>> I got you. So January?
  2256. 1:10:24>> Yes.
  2257. 1:10:24>> Okay.
2258. 1:10:25>> But what is Did they Excuse me. Did they
  2259. 1:10:27sign
  2260. 1:10:28what you're expecting soccer,
2261. 1:10:30basketball, all that, all the paperwork,
2262. 1:10:33all the insurance? Does pickleball have
  2263. 1:10:35that?
  2264. 1:10:36>> Yes.
2265. 1:10:37>> So if the if So if a basketball team
2266. 1:10:39comes in and says,"Hey, what do you
  2267. 1:10:40need? Here's everything."And then are
2268. 1:10:42they going to be allowed to use it?
  2269. 1:10:43>> Yes.
  2270. 1:10:45>> So
2271. 1:10:45>> What are they going to be charged?
  2272. 1:10:46>> That's That's the thing. So what I was
  2273. 1:10:49told is they were charged $4.
2274. 1:10:53Four dollars per person just like
  2275. 1:10:54pickleball charged $2 per person.
2276. 1:10:57Some people would pay, some people
  2277. 1:10:59wouldn't.
2278. 1:11:00But that basketball gym was full.
2279. 1:11:04So there again, who do I hold liable for
2280. 1:11:07that? Do I hold the person that came to
  2281. 1:11:09me?
2282. 1:11:10>> I mean, I think you could also hold the
  2283. 1:11:11coaches liable. Say,"Hey, this is
2284. 1:11:13>> But no, but this is just pickleball.
2285. 1:11:15This is This is just to play just
  2286. 1:11:17basketball. Adults playing basketball.
2287. 1:11:20That's what they wanted to They That's
  2288. 1:11:21what they wanted.
  2289. 1:11:22>> I I I I still think we need to have a
2290. 1:11:24plan and allowing the community to use
  2291. 1:11:26it.
2292. 1:11:26>> Yeah, and I totally agree with you on
  2293. 1:11:28that. I'm working on that, but there's
2294. 1:11:30there's steps that I have to take care
2295. 1:11:31of so so the city does not become liable
2296. 1:11:35for any injury that happens there.
  2297. 1:11:37>> But if they're binding you, if they're
2298. 1:11:38paying for the insurance and putting
2299. 1:11:40giving you the insurance paperwork and
  2300. 1:11:41everything,
2301. 1:11:43wouldn't that be the liability that
2302. 1:11:44takes away from the city if they're the
2303. 1:11:46ones that are already paying for the
  2304. 1:11:47insurance?
2305. 1:11:48>> Um there on their sports, yes.
2306. 1:11:50But let's say something breaks there or
2307. 1:11:53>> Well, well, their insurance their
  2308. 1:11:55insurance
  2309. 1:11:57>> Yeah.
  2310. 1:11:58>> Yeah.
2311. 1:11:58>> Have you ever said hey, I'm willing to
2312. 1:12:00put any money that they the school the
2313. 1:12:02the city wants, we need that place open.
2314. 1:12:05It goes they give it to pickleball I
2315. 1:12:07No, no, no. They give it to pickleball
2316. 1:12:08and they only pick and choose, but we're
2317. 1:12:10not able to put and there are we have
2318. 1:12:12little kids that want to play
2319. 1:12:13basketball, but why aren't we allowed to
2320. 1:12:15do it? And so I'm trying to give an
2321. 1:12:17explanation to our community letting
2322. 1:12:20know what we're doing with that with
  2323. 1:12:21that community center
2324. 1:12:22>> Yeah, cuz it's they're only giving it to
  2325. 1:12:24pickleball. It's going to ruffle a lot
  2326. 1:12:26of feathers out there.
  2327. 1:12:27>> Right, I understand.
2328. 1:12:28>> I feel like it's super easier just to
2329. 1:12:30rent like the school versus trying to
2330. 1:12:32get the community center. Um so it
2331. 1:12:35shouldn't be that difficult to be able
2332. 1:12:37to rent the community center when you
2333. 1:12:40just go into uh this app and you put
2334. 1:12:44your request what days you want and the
2335. 1:12:46person that's in charge of booking, they
2336. 1:12:48approve you or not approve and you have
2337. 1:12:51to turn in your insurance. I believe we
2338. 1:12:53have to get the insurance that the
2339. 1:12:55school district is um wanting. So I
2340. 1:12:59don't understand why we're making it so
2341. 1:13:01difficult for everybody when we could
2342. 1:13:03just do it see how the school does it
2343. 1:13:05and apply it to the community center.
  2344. 1:13:09>> Pickleball has animals.
  2345. 1:13:11>> Yes, pickleball has a charge. So we're
  2346. 1:13:12saying
2347. 1:13:13>> and also dedicate certain days and time
2348. 1:13:16frames for each different event.
2349. 1:13:19>> But see the the problem is soccer wants
  2350. 1:13:21it
2351. 1:13:224 in the afternoon to 6:00 and then they
2352. 1:13:25take an hour off and then they're going
2353. 1:13:26to want it 7:00 to night and they want
  2354. 1:13:29it Tuesday, Thursday, Friday.
  2355. 1:13:32And then I have basketball who's going
  2356. 1:13:33to want it Monday
  2357. 1:13:36and Monday, Wednesday, Friday.
  2358. 1:13:39You know, how do I
2359. 1:13:40>> The I don't know how to control that.
2360. 1:13:42And that's how you where you can
2361. 1:13:43allocate. These are the times that are
2362. 1:13:45we have available and this is how much
2363. 1:13:47it costs. And then if somebody else
2364. 1:13:49comes in and says, "Hey, we want to also
2365. 1:13:51use it." Okay, you know what? We got to
2366. 1:13:52be equal to the whole community.
2367. 1:13:54Basketball is going to use it Tuesdays
2368. 1:13:56and Wednesdays. You know, soccer is
2369. 1:13:58going to use it Thursdays and Fridays.
2370. 1:14:00Pickleball is going to use it Mondays.
2371. 1:14:01Or this is what's going to happen during
2372. 1:14:03the weekends. But what what my message
2373. 1:14:05here is I want to make sure that we're
2374. 1:14:07fair to our community and fair to every
2375. 1:14:09sport that wants to use it. You know, if
2376. 1:14:11they're coming in with everything that
2377. 1:14:12pickleball has, there's no reason why we
2378. 1:14:14cannot allow the other in the the other
2379. 1:14:17teams to be able to do it. And that's my
  2380. 1:14:18only message. I don't want to put
2381. 1:14:19barriers for that either because I can
2382. 1:14:22hear it back here. It's I'm all the time
2383. 1:14:23hearing it. You guys the city only gives
2384. 1:14:25this gives it to them. And the city only
2385. 1:14:27I mean, I went to a lunch the other day
2386. 1:14:29and that's that was my conversation with
2387. 1:14:31with some of the coaches is I mean,
2388. 1:14:32you're on council and you guys don't do
  2389. 1:14:34nothing about it. I'm like, "Well, I'll
  2390. 1:14:36bring it up." And
2391. 1:14:37>> And I said I can work towards it and
2392. 1:14:39make sure that we're fair on everybody.
2393. 1:14:41But, you know, a lot of people get upset
2394. 1:14:43at me because I'm not giving them the
2395. 1:14:44hours they want. Well, and that's and
  2396. 1:14:46that's fine with me.
2397. 1:14:47>> And that's the thing, Victor. We we
2398. 1:14:49can't bend to just any hours. This is
2399. 1:14:51what we have available. If you want it,
2400. 1:14:53this is what we can do. You can also
2401. 1:14:55I understand you cannot bend to
2402. 1:14:57everyone, but you can also allocate the
2403. 1:14:59days. This is the time that we have and
2404. 1:15:01this is the time that's open and this is
  2405. 1:15:03what we have. And that's all.
  2406. 1:15:04>> Okay.
2407. 1:15:04>> You know, if they're open for it, then
2408. 1:15:06they can If not, then hey hey, we
2409. 1:15:08allocated it, we opened it and this is
2410. 1:15:09what we did. You know, at least we
2411. 1:15:11didn't exclude them. We offered it to
2412. 1:15:13them and that's all we can do.
  2413. 1:15:14>> Yeah.
2414. 1:15:15>> I know. I'll get that going on tomorrow.
2415. 1:15:16>> And talk to them, "Hey, this is what we
2416. 1:15:18need from them. You want to pay for the
2417. 1:15:20insurance? This is what everything is.
  2418. 1:15:21Bring me the documentation, we'll open
2419. 1:15:23it up and be ready with it."
2420. 1:15:24>> Are all of them paper applications or
  2421. 1:15:26are they like online?
  2422. 1:15:27>> No, they're paper ones. They're paper
  2423. 1:15:28applications. Right now, what we're
2424. 1:15:30working to get it onto OpenGov, but it
  2425. 1:15:32is
  2426. 1:15:33a slow process.
2427. 1:15:34>> So, when can we say that we're we're
2428. 1:15:36going to be open for that?
2429. 1:15:37>> I will make sure it's open by the end of
  2430. 1:15:39the month.
  2431. 1:15:40Or no, you know what? I'm I'll make it a
  2432. 1:15:42priority. I'll give me give me a couple
  2433. 1:15:44weeks.
2434. 1:15:45Give me 2 weeks. By next that this
  2435. 1:15:47Friday, next Friday, I should get
2436. 1:15:49everything ready and we will have dates
  2437. 1:15:52and times.
2438. 1:15:53>> And you don't want one thing that we can
  2439. 1:15:54also say is it's not that we're picking
2440. 1:15:56and choosing. The thing about it is say
2441. 1:15:58hey, this is what we can allocate. That
2442. 1:16:00if you have a team that wants to rent it
2443. 1:16:02for this time, this is what we can do.
  2444. 1:16:05You know what I mean?
2445. 1:16:05>> Yeah, cuz you do soccer and put a age
2446. 1:16:08limit in there. You can do basketball,
2447. 1:16:10put a age limit in it. And men, women,
  2448. 1:16:13boys, girls.
2449. 1:16:15>> And if you see that there's And if you
2450. 1:16:17see that there's some hours that that
2451. 1:16:19are open, say we have these hours that
2452. 1:16:21are open, but we also
2453. 1:16:23The thing about it is we have to be able
2454. 1:16:24to put a schedule out of hours that we
2455. 1:16:27have available where we can allocate.
2456. 1:16:29Now, the only thing that I that I ask is
2457. 1:16:31not let a team just rent the whole thing
2458. 1:16:34for the whole time because that
2459. 1:16:36That defeats the purpose of having a
  2460. 1:16:37team.
  2461. 1:16:37>> that's what I tried last time and
2462. 1:16:40and I understand that and I did try that
2463. 1:16:42last last time and like I said,
2464. 1:16:45>> That was my issue with me of running
2465. 1:16:47when I ran for council. I said, you know
  2466. 1:16:49what? I was practicing when I was
  2467. 1:16:51volunteering, I was practicing on those
  2468. 1:16:53tennis courts. I don't know how it
  2469. 1:16:54feels.
  2470. 1:16:54>> No, I know.
2471. 1:16:55>> It was wet, it was cold and I'm like,
  2472. 1:16:57man, that
  2473. 1:16:58building is closed. So, I know I can
  2474. 1:17:00empathize with the coaches.
  2475. 1:17:01>> So, I I mean, I empathize with them also
  2476. 1:17:03and I and I will like I said, give me 2
2477. 1:17:06weeks and then I'll have this stuff set
  2478. 1:17:07up.
2479. 1:17:08>> And then the fee will be, you know, make
  2480. 1:17:10it equal.
2481. 1:17:11>> Yeah, make it equal. Say hey, you know
2482. 1:17:12what? This is what we're charging per
2483. 1:17:13team take charge of per team or charging
2484. 1:17:14per per head, whatever it is. Hey, how
2485. 1:17:16many kids you have in your team? 14
2486. 1:17:18kids? Okay, well this is how much we're
  2487. 1:17:19going to charge you.
  2488. 1:17:19>> Well, you know, we'll just
2489. 1:17:20>> Well, this is how much the team is going
  2490. 1:17:22to cost.
  2491. 1:17:24>> Yeah.
2492. 1:17:24>> So, do we want I mean, as a committee,
2493. 1:17:27do we want to charge team or head?
  2494. 1:17:29>> Thomas.
  2495. 1:17:30>> Oh, sorry.
2496. 1:17:31>> She just hit me.
2497. 1:17:35She voted with the council members.
  2498. 1:17:36>> Yeah, I'm sorry. I'm sorry.
2499. 1:17:39>> You know, this amount of kids, this
2500. 1:17:40much. This amount of kids for this much.
2501. 1:17:42>> I have that right on my computer, corn
  2502. 1:17:43border. Yeah.
2503. 1:17:44>> No, I I think your best bet is to go
2504. 1:17:46down and talk to the school district and
  2505. 1:17:48because it's all done already.
2506. 1:17:49>> Yeah. Well, yeah. Well.
2507. 1:17:51>> If you wanted to rent
2508. 1:17:53you know, any of their facilities,
2509. 1:17:55you go in there and that's how they do
  2510. 1:17:56it.
2511. 1:17:57>> I know groups they get together as
  2512. 1:17:59coaches and everybody like
  2513. 1:18:01>> Yeah, and then it's
  2514. 1:18:03>> themselves.
  2515. 1:18:04>> So, why would
2516. 1:18:04>> I think they are bad groups.
2517. 1:18:06>> You have the same situation here.
2518. 1:18:08Only we have more time slots than the
  2519. 1:18:12school because
  2520. 1:18:13>> You don't have
  2521. 1:18:14multiple schools, yeah.
  2522. 1:18:15>> Mhm. You don't have somebody
  2523. 1:18:17>> I I will I will be talking to them
2524. 1:18:18tomorrow. I said they give me till not
2525. 1:18:20this Friday, but the following Friday
2526. 1:18:21I'll have to do that.
2527. 1:18:22>> And put some strict regulations on them.
2528. 1:18:23Strict guidelines saying, you know what?
  2529. 1:18:25If you rented by let's say 6:00, you
2530. 1:18:27know what? You need to be out till by
2531. 1:18:296:00. Or you know, or you're going to
2532. 1:18:31get charged for that next hour. So, you
2533. 1:18:33you start putting some regulations on
  2534. 1:18:35them.
2535. 1:18:35>> And those guys that happen
2536. 1:18:36>> You know, if you go and talk to the
  2537. 1:18:37guards and he'll he'll put it on the
  2538. 1:18:38right path to
2539. 1:18:40who to speak with. But he's like the
2540. 1:18:42black jacket up there and
2541. 1:18:43>> Yeah. No, I'll be talking to him
  2542. 1:18:44tomorrow.
2543. 1:18:44>> he'll take care of a lot of problems for
  2544. 1:18:45you and he'll he'll speed this up for
  2545. 1:18:47you because
2546. 1:18:49we should be able to just say, you know,
2547. 1:18:51you keep talking about pickleball and
2548. 1:18:53what generation is that? No wonder they
2549. 1:18:55can afford the insurance. They can pay a
2550. 1:18:57lot more than two bucks.
2551. 1:18:59And, you know, they're out there. They
  2552. 1:19:01meet all the time. I mean
  2553. 1:19:03>> No.
2554. 1:19:04>> It's an off season. I'll work on it.
  2555. 1:19:06>> Yeah.
2556. 1:19:06>> Yeah, I just you know, and
  2557. 1:19:09You don't have to
  2558. 1:19:10You don't have to
2559. 1:19:12do this this or these guys or these guys
2560. 1:19:14or these guys. You set up a schedule and
2561. 1:19:16say this is when this is available.
2562. 1:19:18Take it or leave it.
  2563. 1:19:19>> Yep.
2564. 1:19:19>> Or you use the lottery system every two
  2565. 1:19:21weeks.
  2566. 1:19:22>> Yeah.
  2567. 1:19:22>> Yeah.
2568. 1:19:23>> We got to figure out and just say, hey,
2569. 1:19:25you know what? Bring it out where hey,
2570. 1:19:26we want to be to we want to be equal to
2571. 1:19:28all, you know, all the teams, all
  2572. 1:19:30everybody in our community.
  2573. 1:19:31>> community schedule
2574. 1:19:32>> This is the schedule. This is laid out.
2575. 1:19:34This is what we have. That's it. You
2576. 1:19:36know, I Hey, somebody already took that
  2577. 1:19:38spot. I'm sorry. That's how that works.
2578. 1:19:39>> Raise your prices up there where, you
  2579. 1:19:41know,
2580. 1:19:43Raise your prices up there because
2581. 1:19:45these people can afford it.
  2582. 1:19:46>> For pickleball?
  2583. 1:19:47>> Yeah.
  2584. 1:19:48>> That's what I was telling Hector. Maybe
2585. 1:19:49we should find out what other cities
  2586. 1:19:51like Yakima, old places, what they're
  2587. 1:19:54charging for pickleball.
2588. 1:19:59>> As you can see that.
  2589. 1:20:00But
2590. 1:20:01>> Yeah, you could ask Teresa and probably
2591. 1:20:03get some really good answers and some
2592. 1:20:05guidance on because, you know,
2593. 1:20:07that's their setup is pretty good and
2594. 1:20:10and it's like if you're not going to be
  2595. 1:20:12using it,
  2596. 1:20:13then call because we'll we'll take it
2597. 1:20:16off. It's like getting your hair cut.
  2598. 1:20:18You need
2599. 1:20:19You go down there and you say, "Okay,
  2600. 1:20:20well,"
2601. 1:20:21she whips out this book and says, "Okay,
2602. 1:20:23it's so I have an opening on Friday
  2603. 1:20:25morning."
2604. 1:20:26Okay, so I'm going to say, "No, I want
  2605. 1:20:28it today at 2:00.""Well, I'm sorry.
2606. 1:20:32You can't have what you want all the
  2607. 1:20:33time."
  2608. 1:20:33>> Yeah.
  2609. 1:20:35>> I just want it open.
  2610. 1:20:36>> Yeah.
  2611. 1:20:39>> I I I think we're treating everybody
  2612. 1:20:41equally. That's just what I what we're
  2613. 1:20:43doing. I think as a whole, I think
  2614. 1:20:45that's what that's what our priority
  2615. 1:20:46should be to everybody.
  2616. 1:20:47>> All right.
  2617. 1:20:48>> I know you're getting it started. I can
2618. 1:20:50I can probably work down there for the
  2619. 1:20:51right price.
  2620. 1:20:53>> For the 70,000?
  2621. 1:20:55>> I keep saying that and I think, "Wow, I
2622. 1:20:57don't have to pay it."
2623. 1:20:58>> Well, that was a couple years ago, so
  2624. 1:21:03>> You can only pay it a 2-day
2625. 1:21:05you know, 2-day minimum on the court for
  2626. 1:21:07court.
  2627. 1:21:07>> You know, Hector,
2628. 1:21:08you know, Hector, thank you for helping
2629. 1:21:09us out with this. I know that sometimes
  2630. 1:21:11I you I I I don't want you to feel that
  2631. 1:21:13pressure, but at the
2632. 1:21:14at the same time, is who else do we talk
  2633. 1:21:16to about it?
  2634. 1:21:17>> That's what I'm here for.
  2635. 1:21:20That Hector, that's everybody calls him.
2636. 1:21:21>> And maybe we should meet next month
  2637. 1:21:23because then
2638. 1:21:25you'll have this hopefully in place
  2639. 1:21:28and then we'll have
2640. 1:21:29>> Or we can do email, too.
  2641. 1:21:31>> I think email
2642. 1:21:32>> We can do that.
  2643. 1:21:35>> So, maybe
2644. 1:21:36>> Yeah, I'll get my calendar out.
2645. 1:21:38>> You want to talk to Maxwell. He's the
  2646. 1:21:39one to doing.
2647. 1:21:40He's he's the big boss. You know, we can
2648. 1:21:42skip everybody else and talk to Max.
2649. 1:21:43>> Max can get in there.
2650. 1:21:44>> Yeah. Oh, he can get in there.
2651. 1:21:46>> Oh, he can get in there.
2652. 1:21:46>> Yeah, he'll show you where his office
  2653. 1:21:47is.
2654. 1:21:48>> So, we're coming back in January?
  2655. 1:21:50>> Park parts getting
2656. 1:21:51>> Yeah, we can go We can come back in
  2657. 1:21:52January.
  2658. 1:21:53>> I was going to say, I don't know if
2659. 1:21:53Maxwell's in. He I think he tore his ACL
2660. 1:21:57or something cuz he was playing at the
2661. 1:21:59basketball at the Wounded Warrior.
2662. 1:22:02>> At the community center?
  2663. 1:22:03>> No.
2664. 1:22:05>> At the high school. I went to the school
2665. 1:22:07board meeting and he was in crutches and
2666. 1:22:09he was in pain, so he was there.
2667. 1:22:10>> Well, get over it.
  2668. 1:22:14>> With them. I mean, your guys'budget
  2669. 1:22:15stuff coming up
2670. 1:22:17from the park side, from us. I mean, are
2671. 1:22:20we just going to watch the city council
  2672. 1:22:23and listen to what
  2673. 1:22:25he used for said?
2674. 1:22:26I mean, I know right now we're back, but
  2675. 1:22:29>> You're not important.
2676. 1:22:30>> Do you I mean, what do we do? I mean,
2677. 1:22:33you put in a request even though
2678. 1:22:36um you know, from the budgetary year. Do
2679. 1:22:38you put in okay, we allocated this,
2680. 1:22:40this, and this, and this?
  2681. 1:22:42Are we
  2682. 1:22:43>> So, right now
  2683. 1:22:45um
  2684. 1:22:46Mr.
  2685. 1:22:47>> Mike
2686. 1:22:48>> Mike Mr. Bailey is working on that. I
2687. 1:22:51need to get something in right now. And
  2688. 1:22:53that's
2689. 1:22:54that's the vote that the council has to
2690. 1:22:55make. Um I have my stuff already set up
  2691. 1:22:59that once
2692. 1:23:01everything is voted for, and we have
  2693. 1:23:04some numbers, and then I am I do have a
2694. 1:23:07line item numbers that I will be putting
2695. 1:23:09in there. I have line items number four
2696. 1:23:12my water department, my sewer
2697. 1:23:13department, storm, streets, and parks.
2698. 1:23:16I'm allocating so much money for this,
  2699. 1:23:18but there's certain thresholds I have to
  2700. 1:23:20stay within. Um
2701. 1:23:23with that being said, once I get all
  2702. 1:23:26that taken care of,
2703. 1:23:27I'd be more than happy to bring the
2704. 1:23:29parks committee my parks budget. And to
2705. 1:23:31show you guys what I allocated for it,
  2706. 1:23:33how much
  2707. 1:23:34how we're going to move forward.
  2708. 1:23:35>> That'd be nice.
  2709. 1:23:36>> Okay?
2710. 1:23:38>> I just asked the council to remember the
  2711. 1:23:40nonprofits. We know they're going to
2712. 1:23:42come and ask in summertime for discounts
  2713. 1:23:46or or
  2714. 1:23:47>> So we're working on that, too. That's
  2715. 1:23:48that's the other part
2716. 1:23:50>> I wrote that down for this year.
  2717. 1:23:52>> Yes.
  2718. 1:23:53>> What are non-profits?
2719. 1:23:57>> Well, all those volunteers.
  2720. 1:23:58>> Yeah, that's what we are.
  2721. 1:24:00>> Yeah, but y'all get a statement. So I
  2722. 1:24:03mean you
  2723. 1:24:04you get you get a
  2724. 1:24:06Yeah, there you go.
2725. 1:24:08>> But we got to understand that means our
2726. 1:24:11budget is going to be not entirely
  2727. 1:24:12either.
2728. 1:24:13So we have we got to keep that in
  2729. 1:24:15consideration, too, with the non-profit
  2730. 1:24:17that we're working on.
2731. 1:24:19Because we do lose a lot we lose a lot
  2732. 1:24:21of money.
  2733. 1:24:22>> Some of them are non-profits.
2734. 1:24:23>> Yeah, but you get a statement because
  2735. 1:24:25for the community, you
  2736. 1:24:26>> I think all non-profits should pay like
2737. 1:24:28a an impact fee of at least minimum of
  2738. 1:24:312%.
2739. 1:24:32>> Does anybody else have anything else?
  2740. 1:24:35>> It's not Elfa.
  2741. 1:24:36>> No, I don't have it.
  2742. 1:24:38>> Okay. Hopefully everybody's good.
2743. 1:24:41Um we can adjourn this meeting
  2744. 1:24:44at
  2745. 1:24:45>> 5:56
  2746. 1:24:46>> Not 7:00.
2747. 1:24:47>> Are you just going to email us the next
2748. 1:24:51meeting or are we scheduling one?
2749. 1:24:53>> I think so. Miranda will will Miranda
2750. 1:24:55and I will sit down and we'll get it
2751. 1:24:56sent out in an email.
  2752. 1:24:58>> Okay. Thank you.
  2753. 1:24:59>> Yep.
2754. 1:25:00>> We we correct it.
2755. 1:25:01>> Thank you guys. Appreciate it.
  2756. 1:25:03>> Monday.
2757. 1:25:03>> And even though I'm not on this
2758. 1:25:05committee, I'd be happy to come and
  2759. 1:25:06complain anytime.
2760. 1:25:09>> So thank you everyone. Appreciate it.
2761. 1:25:15I'll give it a try on that.
  2762. 1:25:18>> Yeah, you too.
