- 10:32that an email from both parent and from
- 10:37uh Maria that might indicate um
- 10:42uh

- 10:51another some possible changes, some
- 10:54possible discussion.

- 11:05to this committee that we are emailed at
- 11:0710:00 at night to put additional bulls
- 11:10and things in this draft when we've had
- 11:13a year to develop this and none of us
- 11:15have had the time. Well, I don't have
- 11:16the time to dive into it. I mean, I'm
- 11:18working today and so at 10:00 at night,
- 11:21Joseph, if you ever got them and so why
- 11:24is this being done at night when a lot
- 11:25of the things are already being done by
- 11:27other agencies, Department of Ecology,
- 11:29and there's other agencies monitoring
- 11:31things? The other thing is I don't think
- 11:34agriculture should be um solicited and
- 11:37pointed out directly. A lot of these
- 11:40accusations don't have any science
- 11:41behind them. You're just guessing and
- 11:44you're trying to establish an agenda.
- 11:47But the biggest thing is we were our
- 11:50committee had a goal to do to do four
- 11:54things. We're supposed to evaluate
- 11:56climate resilience for wildfire,
- 12:00drought,
- 12:01etc. Well, those things we have
- 12:04developed the plan. These are outside of
- 12:06what we're supposed to do. And the other
- 12:08thing is the biggest thing is Julia, do
- 12:11the citizens of Sunnyside want to pay
- 12:14for additional monitoring and um looking
- 12:17into planning and development for
- 12:19different kinds of industries. Is that
- 12:21what the city wants to do when they
- 12:22already have that in place with
- 12:24department of ecology and when they go
- 12:26through the planning and sea? So I think
- 12:29a lot of this is redundant already being
- 12:31done and I don't I don't think it
- 12:33fulfills our original goals.
- 12:38And our another purpose is we were not
- 12:41here to launch a new platform and a
- 12:45mission for other agencies like Ella or
- 12:48whatever to go after [clears throat]
- 12:50>> a

- 12:54>> No, it's not whichever. It's a
- 12:56>> that wasn't our mission. Our mission was
- 12:58to for the city of Sunnyside and to do
- 13:01exactly what was required under Joseph's
- 13:04guidelines, but not to go outside the
- 13:07scope and try to um have points of how
- 13:11we should have economic development done
- 13:13in the city. That's not even what we're
- 13:15about here. That's another committee
- 13:17which already has and I was on that one
- 13:19too. So anyway, that's that's how I
- 13:22feel.
- 13:22>> Well, there's an intersection between
- 13:23economic development and climate
- 13:25resiliency. So, so can I have the floor?
- 13:28>> So, did you have something else to
- 13:30>> Well, I'm No, I'm just saying that a lot
- 13:32of these things are already being done
- 13:34with. I think all of them are being done
- 13:35with Department of Ecology, um,
- 13:38Department of Egg, all these things are
- 13:40being monitored and the city right now
- 13:43has a burden to have money to do
- 13:45everything and fix. But right now, this
- 13:48is specifically pointing at egg and
- 13:51manure and whoever contributes to manure
- 13:53without addressing our sewage system,
- 13:55which is leaking and non-compliant,
- 13:56which goes right in the river. So, I
- 13:58mean, I think we're opening up a can of
- 14:00worms for ourselves here, and I don't
- 14:01feel like that was the purpose that we
- 14:03had.
- 14:04>> Okay.
- 14:05>> And do we have money to do additional
- 14:07testing that's already being done by
- 14:09other state agencies?
- 14:11>> Let's let's hang on to those um those
- 14:14points. And then I would like to hear
- 14:16from uh does anybody have any um Oh, I'm
- 14:21sorry. I was going to acknowledge you
- 14:23next, Maria. So,

- 14:39first of all, yes, I have an agenda. My
- 14:41agenda is climate resiliency. My agenda
- 14:44is a safe community for residents and
- 14:46for our youth. Okay, that's my agenda.
- 14:49Um whether I'm here as an individual
- 14:50person or as somebody who uh leads an
- 14:54organization, it's all about
- 14:56environmental justice and climate
- 14:57resiliency. Second of all, you address
- 15:00like this is stuff that I submitted late
- 15:03last night. Yes, I submitted late late
- 15:05last night because that's what I had the
- 15:06time to finally get to it because
- 15:09I feel like I am doing HLA's job because
- 15:12HLA should have been a much more it
- 15:14should have been a much more thorough
- 15:16climate resiliency plan which goes into
- 15:18the comprehensive plan. We don't want a
- 15:22weak climate resilience plan given the
- 15:25environmental factors and impact that
- 15:28are affecting residents and students
- 15:30whether they're outside in the county
- 15:32and then coming into the in the city
- 15:34limits or or vice versa. So, um the
- 15:39issue that you first took up was that I
- 15:41submitted this too late. It is late
- 15:45because that's when I had the time to do
- 15:46it. Okay. before this meeting. I don't
- 15:49think that what I'm asking to be a part
- 15:51of the element the climate element is is
- 15:55one unrelated especially when you talk
- 15:56about economic development because
- 15:58economic development intersects with
- 16:00environment. When you talk about
- 16:03economic development whether that is you
- 16:05know agriculture whether that is
- 16:08technology it all intersects with
- 16:10environmental health or harm. Okay. So
- 16:14it needs to be addressed in climate
- 16:16resiliency and in this plan as a part of
- 16:18the comprehensive plan. [laughter]
- 16:20Uh third, none of the goals that I've
- 16:24sub submitted whether it was the last
- 16:26time around or this time around is
- 16:27unreasonable. There is nothing
- 16:29unreasonable about it. So when you talk
- 16:32about economic development language um
- 16:35which lack implementation policies,
- 16:39I felt like that needed to be covered.
- 16:40And there's again there's nothing at
- 16:43odds principally with the city or with
- 16:47residents or even with industry. It
- 16:48shouldn't be at odds. There's nothing
- 16:50within the language that
- 16:54basically disparages
- 16:58outright any industry. If an industry is
- 17:02going to operate, they should operate
- 17:03responsibly within a community. Period.
- 17:06So I mean Karen, come on. You come from
- 17:08a dairy and a dairy cable operation.
- 17:11>> I got a dairy.
- 17:12>> But you you represent those industries.
- 17:14>> I stop. I um

- 17:27egg. Um so

- 17:35>> Yes. So um none of these goals are um
- 17:41unreasonable to the era given g given
- 17:43the fact that we deal with these
- 17:46environmental impacts. You you had
- 17:48mentioned earlier Karen that there is no
- 17:51science behind any of this. Everything
- 17:52we work is science-based. Everything
- 17:54that we work with is science-based.
- 17:56>> We work with friends of hopes which is a
- 17:59group of scientists. We work with the
- 18:00University of Washington. We work with
- 18:01Central Washington University. We work
- 18:03with John Hopkins. There are plenty of
- 18:05studies that point to all of the
- 18:07environmental harms that are exist that
- 18:09exist here. Whether it's nitrates,
- 18:10whether it's particulate matter 2.5
- 18:13because of fecal matter flowing through
- 18:14the air through the by wind, all of it
- 18:17is backed by science. All of it. Now,
- 18:20whether or not you want to be a science
- 18:21denier, you know, that's that's a whole
- 18:23other topic. I I have no control over
- 18:26that. But what I can try to influence is
- 18:30dealing with the facts as they pertain
- 18:33to Sunnyside. And so again, none of
- 18:36these are out of the ordinary. None of
- 18:38these are uncalled for. None of these
- 18:40are um are
- 18:45not related to what needs to be
- 18:47addressed here in Sunnyside. So um the
- 18:51the points I provided were again
- 18:53economic development language that
- 18:55lacked implementation policies. Um the
- 18:59fact that one of the goals the goals
- 19:01doesn't specifically
- 19:03um consider the impact of concentrated
- 19:07animal feeding operations and dairies
- 19:09because no matter whether or not they're
- 19:10in the county they are affecting water
- 19:13supply they affect the air quality. So
- 19:16it needs to be addressed. there's still
- 19:18no account there's no clear
- 19:20accountability mechanism for sunny side
- 19:22um when agencies fail to act on specific
- 19:26environmental harms and we see that all
- 19:29throughout the Laura Valley where even
- 19:31like the department of ecology
- 19:32department of health even the Yakma
- 19:34health district Yakma regional clean air
- 19:36agency are hands off on a lot of these
- 19:39issues um number four being cumulative
- 19:42impact review that you know which needs
- 19:45to be strengthened in the in the CE -15
- 19:49goals. Um, and then of course what
- 19:53Sunnyside really needs to do is start
- 19:56mapping the environmental burdens. We
- 19:59need to start documenting
- 20:02at at the official city level what harms
- 20:06are are
- 20:08currently
- 20:11um creating harms for the residents,
- 20:12whether it's air pollution and what
- 20:15harms exist right outside the city
- 20:17limits that affect
- 20:20everybody within city limits like again
- 20:22air like contaminated water. Um, we know
- 20:25that the EPA has already determined that
- 20:27over with the dairy cluster in outlook
- 20:30and you can look this up in the EPA
- 20:32website itself. This is the EPA saying
- 20:34this that within you know several years
- 20:37because of the dairy cluster and all the
- 20:38contamination of water in that area of
- 20:41of over 300 uh private wells that we can
- 20:45expect eventually to see Granger
- 20:47impacted by nitrates their municipal
- 20:49system because it's downgradient from
- 20:53the dairy cluster. These are not
- 20:55hypotheses. These are not theory. This
- 20:57is not Mia's opinion. These are facts
- 21:00based on scientific work and scientific
- 21:03studies. So, um I'm asking this
- 21:07committee to adopt all of the proposed
- 21:12um goals that I provided
- 21:16by the last meeting by and and this and
- 21:19then last night because none of it is
- 21:21unreasonable. None of it.

- 21:38>> Yes. Um, as far as Maria's point about
- 21:41addressing water quality and air in
- 21:43particular and department of quality is
- 21:46already doing that. the department of
- 21:48egg is already doing that since I am I
- 21:50operate
- 21:52um different ranches and cal I'm well
- 21:54aware of what the requirements are and
- 21:56as as far as well testing that's already
- 21:59being done. She also said that there
- 22:01should be mapping done by the city. Does
- 22:03the city have the resources and the
- 22:06personnel to do that and why is that
- 22:09necessary when we have other state
- 22:11agencies already doing that? And as far
- 22:15as the economic um point of this whole
- 22:17thing,
- 22:19we were never told to do economic
- 22:22impacts. We addressed it under the four
- 22:24things we're told to look at drought,
- 22:26fire, water, uh water. We addressed how
- 22:30the economic hardships would happen with
- 22:34those things happening in that climate
- 22:35change.
- 22:36>> But we don't need to go outside and
- 22:38recommend what kind of jobs come in this
- 22:40city. And I don't know if Maria wants to
- 22:42acknowledge this, but our city of
- 22:44Sunnyside is based on agriculture. That
- 22:47is why we're here. That's why my
- 22:49grandparents came from another country
- 22:50here. We started egg and we are based on
- 22:53egg.
- 22:54>> So to attack egg unnecessarily and want
- 22:57the city to do more monitoring, I think
- 22:59that's out of the scope of what this
- 23:01committee was required to do.
- 23:03>> Nobody is attacking egg.
- 23:05>> Nobody's attacking egg. We want
- 23:06responsibility coming from any industry
- 23:09that resides within Yak.
- 23:10>> But you don't just say that in here. You
- 23:12mentioned specifically dairies. You had
- 23:15caff you are attacking dairies and caffe
- 23:21that they are responsible for some of
- 23:23the arms.
- 23:24>> Everybody is responsible. The teach that
- 23:26all of them everybody
- 23:29teachers schools wherever they're
- 23:31everybody's responsible for helping the
- 23:33environment here.
- 23:35>> Well, that's true. And also the septic
- 23:37system as a sewage plant for Sunnyside
- 23:39that goes right into the river. We need
- 23:41to deal with that. But you're still
- 23:43picking on egg all the time.
- 23:44>> Okay, that is only
- 23:48areing the nitrates.

- 23:51>> it's already here before the egg even
- 23:53came in.

- 24:05want to mention. The first is the
- 24:07comments by one of the members over a
- 24:09certain individual and an organization.
- 24:12Um I think they're uncalled for. I think
- 24:14they're very unprofessional. Um time and
- 24:17time again after several meetings u a
- 24:21particular person in this group attacks
- 24:24another individual and their
- 24:27organization
- 24:29with rhetoric. That's [clears throat]
- 24:31her personal opinion and she's entitled
- 24:32to it. it doesn't belong here.

- 24:36>> Secondly,
- 24:37>> two things.
- 24:38>> Um
- 24:40I believe the changes that are want are
- 24:43going to be implemented
- 24:45or scheduled to be that were scheduled
- 24:46to be in here regardless of what what
- 24:49the deadline was are important because
- 24:52this isn't a catchall for the county.
- 24:55We're trying to
- 24:57um
- 24:58>> Joseph, correct me if I'm wrong. We are
- 25:01trying to make the blueprint for our
- 25:03community of what we want to see moving
- 25:05forward.
- 25:08>> So yes, so a lot of the the the points
- 25:10that Maria made are valid
- 25:13>> because they they do come from an
- 25:15environmental standpoint.
- 25:20>> them being in that document gives us um
- 25:23the ability to expand on that. It
- 25:26doesn't mean it's going to happen right
- 25:27now, but it's in there as as our our
- 25:31main frame.

- 25:35good point. Um there's Did somebody else

- 25:56as I mentioned previously, you know, the
- 25:59the draft was provided at the last
- 26:01meeting with the track changes um that
- 26:04were presented u by Maria via Maria's
- 26:09comments.
- 26:10>> The track changes that are in the draft
- 26:13or from the initial comments. Uh the
- 26:16most recent ones are not in there, but
- 26:19everything is up for discussion. Um to
- 26:24to look at the new comments though, I
- 26:27one of the discussion points about the
- 26:30mapping. I I can't speak for Sunnyside's
- 26:34finances, but the development and
- 26:36establishment of that type of mapping
- 26:39software is is a big effort. I don't
- 26:43know that the city has the staffing or
- 26:46personnel to undertake that. Um it's
- 26:49also unclear from the way the policy is
- 26:52written if this is um you know something
- 26:57that the city is going to start
- 26:59collecting data on uh or pulling data
- 27:03from all the different sources that are
- 27:05collecting it already. So, I'm I'm a
- 27:08little concerned with the h how
- 27:11something like that would be implemented
- 27:14at the city level.

- 27:59cycle, but the comp plan itself can be
- 28:03re uh reviewed and amended on an annual

- 28:17in the most recent um additions from uh

- 28:30concerned about getting the draft this
- 28:33draft approved for the planning
- 28:35commission and then we can um hang on to
- 28:39these others because we we will be
- 28:41looking at because we still have to look
- 28:44at something else. I think we want to
- 28:46look at data data data collection
- 28:48centers. that's something we're going to
- 28:50I don't know how that'll have an impact
- 28:52on the climate as well, but in any case,
- 28:54that could be something we can look
- 28:55forward to doing in the next year. Um, I
- 28:58kind of thought we'd be done as in
- 29:00December, but it looks like this is
- 29:02going this particular committee could
- 29:03continue to work um as part of the
- 29:07comprehensive plan uh development. Is do
- 29:10you think that that's possible, Joseph?
- 29:13>> Well, that would require an update to
- 29:15your municipal code. I had that pulled
- 29:18up
- 29:18>> just in case it was

- 29:25uh language in 250.170B
- 29:31terms for all climate resilience
- 29:33advisory team members shall expire at
- 29:35the time the climate resilience element
- 29:37is adopted by the city council.

- 29:42council desired to keep as you know more
- 29:46of a standing committee similar to
- 29:49something like you know the planning
- 29:50commission, the arts commission etc.
- 29:53then the council would need to amend
- 29:56that um municipal code language,

- 30:02that's how we're we're set up in the
- 30:05municipal code.

- 30:09and responsibilities are of the
- 30:11committee are specific to those u those
- 30:16duties to establish and recommend the

- 30:20resilience element.

- 30:44environmental issues that exist here, we
- 30:46should absolutely be mapping them. I
- 30:48think it'd be totally negligent and
- 30:51irresponsible on this part of the city

- 30:54>> to not have more information about where
- 30:57we are going environmentally. I mean,
- 30:59you see, Mapton doesn't have good
- 31:01municipal water. Um, we saw not too long
- 31:04ago that even Sunny sides um wells were
- 31:07compromised because of whatever
- 31:09technology. Um, we know that Outlook is
- 31:12dealing with high rates of contamination
- 31:14because of the the dairy industry,
- 31:16because of Kayos. So, we we can't be
- 31:20blind.
- 31:22>> We can't be hold I'm not done. We cannot
- 31:24be blind to what what already exists.
- 31:27And I am not going to not name what the
- 31:31environmental harms are and who is
- 31:34causing those environmental harms. I
- 31:36think that's incredibly irresponsible
- 31:38and incredibly negligent and it is time
- 31:40to move forward with our communities
- 31:43with some plan of action to to help our
- 31:46environment to heal.

- 32:33clear that the thing that we want to
- 32:35present to the planning committee, it's
- 32:38we've we've outlined everything that we
- 32:40think is a danger. We've outlined pretty
- 32:42thoroughly um
- 32:45and all of that information. And I think
- 32:48that the only thing today that I would
- 32:50hope that we could get done is to make
- 32:52sure that our goals that we're in we're
- 32:56in concert with the goals that we have.

- 34:53also required our city to do more when
- 34:55you have limited resources? It's already
- 34:57being done by department of ecologies.
- 35:00Um SEPA does it the the environmental
- 35:03impact studies for any new business
- 35:05that's coming in or any expansions and
- 35:08department of a also monitors all this.
- 35:10So all this is being monitored Julius.
- 35:12But so why would you unconditionally
- 35:15want to put more burden on the city? So
- 35:17actually the department of ecology does
- 35:18not monitor wells. That's a department
- 35:20of health.

- 36:10comprehensive plan for grow our growth

- 38:11was redlined and rewritten and we're in
- 38:13agreement.

- 39:21development should be measured not only
- 39:22by business growth or the number of jobs
- 39:25created but by job quality and long-term
- 39:28economic environmental public health

- 53:03Uh, and I suppose it could be, but the
- 53:07the process point would be for the
- 53:09planning commission to make a
- 53:10recommendation on
- 53:12>> the comprehensive plan to city council
- 53:15who has the final
- 53:16>> and then and then the council and then
- 53:18the council would make its decisions
- 53:22>> or comments. Right. Okay. And you'll be
- 53:25for there for that?
- 53:28>> Yes.

- 53:31All right, then. Thank you all for all
- 53:33the hard work. I know that it I know
- 53:35that it's it's a uh it's hard. This is
- 53:39hard work and I appreciate everybody's
- 53:42input that has uh made made this
- 53:44possible and the value of your time and
- 53:47I understand that uh uh that's always a
- 53:50concern. We want to recognize your your
- 53:53time that you spend to it. Okay. Well,
- 53:56there's nothing. Is there anything
- 53:57further on our agenda that we need
- 54:00anything from items from committee or
- 54:02staff?
- 54:02>> That would be the next date.
- 54:04>> Uh we should should have another meeting
- 54:06just
- 54:08um and future future agenda items. I
- 54:11don't know what those might be. Uh we
- 54:14can add those at a later date if we come
- 54:16up. Please send them to uh to me and to
- 54:19Miranda
- 54:20um if there's any other items that we'd
- 54:23like to talk about. So, if we do have
- 54:25another meeting,
- 54:28uh this isn't our normal meeting date,
- 54:30but um since there's not the economic
- 54:33development group aren't meeting on the
- 54:35second Tuesday, we can steal that date
- 54:37if that's okay with everybody.
- 54:39>> So, you're changing the date now from
- 54:41the 10th to the 17th or from the
- 54:43>> We don't have to. We can vote on that.
- 54:45>> I think you should leave it where?
- 54:46>> Leave it at 10.
- 54:49>> The 17th.
- 54:51Yeah.
- 54:52>> 17th. So the next meeting then would be
- 54:54October
- 54:55>> 2 o'clock.
- 54:56>> October is that
- 54:58>> November 17th
- 55:00>> at 2 o'clock.
- 55:02>> The typical meeting schedule is the
- 55:04third Tuesday.
- 55:05>> Yeah, the third Tuesday. But again in
- 55:07looking at the
- 55:10municipal code requirements, you know,
- 55:12the develop the final uh duty and
- 55:16responsibility is developing goals and
- 55:18policies for the climate resiliency
- 55:20element, which now has been done with
- 55:22your motion today.
- 55:25So again, unless the council looks at,
- 55:30you know, some different language in
- 55:32this uh municipal code section, there's
- 55:37there's no action that needs to be taken
- 55:40at a subsequent meeting.
- 55:42>> Okay. So So are you saying that we
- 55:45probably don't need to meet on the until
- 55:48we have hear something back from the
- 55:50city council?
- 55:53>> Yeah. Well, and the term again is the
- 55:56term
- 55:58advisory team members terms expire when
- 56:01the element is adopted. So, so
- 56:04essentially you're telling us
- 56:05>> unless
- 56:08Yeah. Unless, as you as you questioned
- 56:10earlier, if if the planning commission
- 56:13was to revert back to the committee for
- 56:17more analysis or questions or, you know,
- 56:20whatever the the specific direction
- 56:22would be.
- 56:23>> According to the way the municipal code
- 56:25is worded, there there really wouldn't
- 56:28be a a need for a subsequent meeting.
- 56:31Okay.
- 56:31>> Joseph, do you mean adoption by the city
- 56:33as part of the comprehensive plan or
- 56:34adoption by this committee?
- 56:36>> No, we've done
- 56:38>> by the council. Okay.
- 56:40>> So, essentially, I think what he's
- 56:42saying, but I understand it correctly.
- 56:44We're done.
- 56:47>> All the work now has to go to planning
- 56:49commission and on to the council. Our
- 56:51work here as committ
- 56:55I'm extremely busy. So, and I do
- 56:58appreciate everyone's uh efforts to be
- 57:00here and their input. So,
- 57:02>> we can meet for a pizza party.
