- 0:00uh,
- 0:00>> [clears throat]
- 0:01>> us to get rolling. Is there any other
- 0:03business you needed to cover before we
- 0:05got into this item, like accepting
- 0:07minutes from other meetings or anything
- 0:08like that?
- 0:09>> Yes, we do have meetings and roll call.
- 0:12>> Okay.
- 0:34>> Good morning, sir.
- 0:41You want to do roll call, sir?
- 0:43>> Yeah, let's uh,
- 0:44see who's here. Durfee, Stu Lerner, Rex
- 0:47Farley, Adrian.
- 0:50Uh, no Adam.
- 0:52Is Adam or Tyler, are you on Zoom?
- 0:57No answer. Okay, so it doesn't look like
- 0:59they're there. We've got our clerk and
- 1:02uh, we got Hector.
- 1:04So we're just missing a couple.
- 1:08And I think you said Miranda that that
- 1:11uh, somebody had emailed in, they had an
- 1:13excuse or we excuse absence.
- 1:16>> they'd be joining on Zoom. I have to
- 1:18look back to see who it was. It was.
- 1:21>> Okay.
- 1:23So we have the meeting minutes uh, from
- 1:26the last two meetings. You go into your
- 1:29uh,
- 1:32packet, you'll see
- 1:35uh,
- 1:36we have
- 1:38the minutes are in here. It's right
- 1:40there. Both of them.
- 1:42Yeah.
- 1:44Okay, yeah, this starts with another
- 1:45face page, the city of Sunnyvale right
- 1:48here. And this is
- 1:50the last meeting. And and the agenda is
- 1:53there. I'm assuming you all saw this by
- 1:55email, you all read this.
- 1:57Are there any questions on
- 2:00the past
- 2:01minutes?
- 2:05Timmy right there.
- 2:07>> Remember you had it.
- 2:08>> It's in
- 2:09right there.
- 2:10>> Yeah, that's it.
- 2:10>> That's it.
- 2:11>> Yeah, that's where it starts.
- 2:13So
- 2:16that
- 2:16>> [clears throat]
- 2:17>> that moment can you do that just sort of
- 2:19refresh your memory?
- 2:48Are there any questions from anybody on
- 2:49Zoom regarding the the prior meeting
- 2:53uh
- 2:54minutes?
- 2:57Right? So uh I'm going to move that uh
- 3:00the minutes be accepted and adopted.
- 3:03>> to do a motion. You got a motion.
- 3:04>> Need a motion. You got a motion.
- 3:06>> I motion.
- 3:07>> Adrian you has a motion on the floor.
- 3:10>> I'll second it.
- 3:11>> Uh let's vote all favor accepting the
- 3:14minutes.
- 3:15>> I
- 3:15>> And after the second you
- 3:17have discussion.
- 3:19>> Oh sure, let's discuss. Please, what do
- 3:20you have?
- 3:21>> Um well, I was just in a finance
- 3:22committee meeting and I have a amount
- 3:24here.
- 3:25>> $18,597
- 3:28Is that payment for
- 3:31It says airport perimeter fencing
- 3:33improvements.
- 3:34>> Yes.
- 3:34>> It's all done?
- 3:35>> That is for the initial survey, uh some
- 3:39of our project management, and the
- 3:41design that we've done so far. A lot of
- 3:42that is FAA coordination.
- 3:44>> So that was I was right.
- 3:46>> I believe that's our part of our
- 3:48matching the city spent.
- 3:50>> And there was a question about it and I
- 3:51said, "Oh, well, I'm
- 3:53>> Yeah.
- 3:53>> going to my meeting in 10 minutes."
- 3:55>> Well, you remember I said when I first
- 3:57came in, they've been very busy out
- 3:58there almost for a month now.
- 4:00>> Yeah.
- 4:01>> Maybe even 5 weeks.
- 4:02>> Right. And I saw the them the remnants
- 4:05because I went out and changed some of
- 4:06your lights for you.
- 4:07>> Yeah, I saw that. I saw that. Thank you.
- 4:10Yeah, we had that that one right across
- 4:12in the field take over there. That side
- 4:13was
- 4:14>> They're gone.
- 4:14>> They're worried about Oh, and I didn't
- 4:16get that one, but maybe we'll get that
- 4:18one.
- 4:18>> I would unscrew them and look at them.
- 4:20There was two of them that were broken
- 4:22off at the
- 4:22>> Okay. [clears throat]
- 4:23>> at the
- 4:24So, I just switched them out.
- 4:25>> Every once in a while an airplane take a
- 4:27little excursion over there.
- 4:28>> Yeah.
- 4:30>> Usually doesn't flatten it. It just
- 4:32leans them over a little.
- 4:33>> [laughter]
- 4:35>> Can I ask a question about that about
- 4:37that $18,000 number?
- 4:40Can I ask a question?
- 4:42>> Sure.
- 4:42>> Um
- 4:44So, that that shouldn't Maybe it's more
- 4:47of a comment. That shouldn't be all of
- 4:49the city's um
- 4:52responsibility. There's that that should
- 4:53be sent in to be reimbursed by FAA.
- 4:58Cuz there's there's a 95 95%
- 5:02or 90% FAA.
- 5:04>> I think it's 90%. I'm not positive. I
- 5:06believe it's 90% of the total program is
- 5:10FAA funded.
- 5:11>> Right.
- 5:12>> 10% is the local match.
- 5:14>> Right. And we have not We have not
- 5:16>> Is it 95/5?
- 5:18>> Well, that was this year, Hector. The
- 5:20new fiscal year it switched back to
- 5:2290/10, but we can ask Paul or Agnes to
- 5:24see if when we started and got the
- 5:26grants authorized if it if it holds that
- 5:2995/5 cuz it's a good It's a good
- 5:31question.
- 5:31>> Well, that's more favorable for us. I'm
- 5:33all for it.
- 5:34>> Yeah, I think we should ask that
- 5:35question.
- 5:36>> Okay. I was remembering when the runway
- 5:38got redone. I think that was a 90/10.
- 5:42>> Yeah, it it was. I don't know for sure.
- 5:43>> They They adjust it.
- 5:45>> Well, they adjust it.
- 5:46>> It was 90/10, not always.
- 5:48>> But I just I just want to be clear that
- 5:50that 18,000 should not be all Sunnyside
- 5:53responsibility, but it'll get flushed
- 5:55out kind of like insurance, right? Let's
- 5:56get the reimbursement of what happens.
- 5:58>> Exactly.
- 5:59>> Yeah, it's that's basically what was
- 6:01said was once we see some receipts, we
- 6:04it's like receipt, you take care of the
- 6:06problem and then
- 6:08come back here. You get reimbursed. So,
- 6:10that was my question
- 6:12>> Good.
- 6:12>> finance committee because I I've never
- 6:14seen that before. I knew I was coming
- 6:16here so I could ask.
- 6:17>> That will answer it.
- 6:17>> Yeah, well, I'm glad you brought that
- 6:18up. Thank you.
- 6:20>> Thank you, Ben.
- 6:21>> Are there any other questions
- 6:23for the adoption of the
- 6:25the the the
- 6:26the minutes?
- 6:28Okay, all in favor, I.
- 6:30>> I.
- 6:30>> I. No opposed? Any opposed? None?
- 6:33Okay, so they're adopted.
- 6:36Um
- 6:40Part B,
- 6:42we're going to move to the airport
- 6:43emergency plan. This is stimulated by
- 6:45our recent major fire event
- 6:48where they we had a sort of a takeover
- 6:50of the airport. And uh
- 6:53>> Leave the empty.
- 6:54>> Right.
- 6:55>> Yeah.
- 6:55>> Yeah, so and I was there. I observed it
- 6:59all from close range and actually
- 7:02once I explained to them that you can't
- 7:04take over a private business, they got
- 7:06real cooperative and they stayed sort of
- 7:08on the public part of the the property.
- 7:11And they were actually that first day,
- 7:13they were busy. So, the idea of having a
- 7:15very, very brief plan is just you're
- 7:19mainly dealing with DNR. DNR is the top
- 7:21dog on the fire plan.
- 7:23And they're the ones that have the most
- 7:24equipment and the heaviest equipment uh
- 7:27including contractors. There was also US
- 7:29Fish and Wildlife had a contractor,
- 7:32uh Hillcrest Aviation at 407 out of
- 7:35Lewiston. They were parked down
- 7:39uh parked to the east in in the parking
- 7:40area. And so that wasn't even an issue.
- 7:43Uh and then and then all these people
- 7:45were there for two full days and then
- 7:47part of a third day. So, the whole idea
- 7:50of having just a very brief plan is to
- 7:53put something in the file at DNR and and
- 7:57as a courtesy with US Fish and Wildlife
- 7:59for the other agency on the federal side
- 8:02that also coordinates with BLM cuz
- 8:04there's lots of BLM land in the state of
- 8:06Washington.
- 8:08And they have their own fire service
- 8:09suppression crews which they coordinate
- 8:12with with DNR. So, if we just have a a
- 8:14very I'm thinking it's a one or one and
- 8:16a half page
- 8:18plan that has a diagram such as this.
- 8:20Says, "Here's the preferred place to put
- 8:22your aircraft. Here's where your fuel
- 8:24tankers should go. And here's where
- 8:27there's available power. Here's
- 8:28available water." And just you know,
- 8:30have those things highlighted.
- 8:33Um they did not
- 8:35pull water or retardant on this fire.
- 8:37They did only refueling.
- 8:40They used the portable pools and acres
- 8:43to do all the water because helicopters
- 8:45are most efficient when they're a mile
- 8:46from the fire.
- 8:48And you don't have that long ferry time
- 8:49coming all the way back to the fixed
- 8:51base. So, they they would just arrive
- 8:53here approximately every 2 hours and
- 8:55they would pump them full of Jet A
- 8:58and cuz everything was turbine. It was
- 8:59it was on these fires. So, we just have
- 9:02a just a just the simplest of plans. We
- 9:04have it on file. Everything gets
- 9:06digitized. When these guys arrive, we'll
- 9:08say, "Hey, there's a fire plan. And you
- 9:10know, here's Hector's contact
- 9:12information. If you have any questions,
- 9:14please give him a call. Here's his cell
- 9:15number." And and so, I think just having
- 9:17that plan on file and and with these
- 9:19eight these three agencies um just keeps
- 9:22it organized in the future cuz it was a
- 9:24little chaotic at the start.
- 9:26>> No, most definitely. Like I said, I've
- 9:27I'm working on that. Uh
- 9:29I will be reaching out. Obviously, I
- 9:30reached out to Fish and Wildlife cuz of
- 9:32the geese.
- 9:34Um and like I said, they they need
- 9:35pictures. So, I need to send them
- 9:37pictures of the geese um to say that
- 9:39they are where there's where they're not
- 9:41supposed to be, which is our airport.
- 9:43So, you like the
- 9:45Mr. Dirty Ted, if we can use you know,
- 9:48just one of those brown shotgun rounds.
- 9:50>> Brad, what year did they build that uh
- 9:52new irrigation pond? Well, there's two
- 9:54of them.
- 9:55>> Well, the big one. The new one.
- 9:58>> Well, there's two of them though.
- 9:59>> Yeah, I know, but the one that's closest
- 10:00to us, the half half moon shape.
- 10:03>> Six years ago?
- 10:05One of the one of them.
- 10:06>> Okay, so so like three years ago they
- 10:08built a new
- 10:09it's a called a balance pond.
- 10:11>> Mhm.
- 10:11>> Where they can retain a pretty
- 10:13significant volume of water and when
- 10:15everybody get really hot, everybody
- 10:16draws down and the ditches are running
- 10:18low, they can dump extra water into the
- 10:21system. So, the geese, that's where they
- 10:23overnight.
- 10:24>> Mhm.
- 10:24>> Okay, and then the feed is directly
- 10:26south of us.
- 10:27>> Yeah.
- 10:28>> And so,
- 10:29they're right at at or below pattern
- 10:32altitude.
- 10:33Uh I actually flew Sunday morning
- 10:36and had to avoid one flock
- 10:38>> Mhm.
- 10:39>> uh when I was coming in.
- 10:41Uh it was probably a small flock, like
- 10:4460 birds.
- 10:45>> Yeah, okay.
- 10:45>> As we get to mid-November, there'll be a
- 10:48crescendo of two or 3,000
- 10:51>> Mhm.
- 10:51>> birds commuting daily.
- 10:53And in a small airplane, if you hit just
- 10:55one of those
- 10:56>> No, most definitely.
- 10:56>> I mean, it took it took only three or
- 10:58four to put that jet liner into the
- 11:00Hudson.
- 11:00>> Mhm.
- 11:01>> So, uh you know, and I have a friend who
- 11:04told me his airplane was getting
- 11:06>> Yeah, definitely.
- 11:07>> So, we're
- 11:08uh it is a it is a risk and and we need
- 11:10to sort of deal with it.
- 11:12I'll be I'll be documenting. I've got a
- 11:14camera.
- 11:14>> Yeah. And then if you see that, I can
- 11:16see that.
- 11:16>> You have a little of the house at one
- 11:17little level of the house and I just as
- 11:19soon as I see them here, I'm going to
- 11:20run outside and I'll click click click.
- 11:22I'll get lots of documentation.
- 11:24>> We're dealing with two ponds.
- 11:26>> Yeah, there's two
- 11:27>> furthest to the north.
- 11:28>> Those are pattern altitude.
- 11:30>> Yeah.
- 11:30>> The ones you're talking about
- 11:31>> They're low.
- 11:32>> 2 or 300 feet. So it's right where
- 11:33you're taking off, right where you're
- 11:35landing.
- 11:37So when you say two or three hundred
- 11:38feet, what you're saying is they're in
- 11:40range of a shotgun.
- 11:42Yeah,
- 11:43geese are smart. Yeah, okay, the white
- 11:45geese not so much, but the Canada's
- 11:49You interrupt their little morning
- 11:51flight two or three times in a row, they
- 11:53find another route.
- 11:55They're really risk averse.
- 11:57>> We didn't have the immediate pressure
- 11:59when I was all alfalfa.
- 12:00Now that it's in corn, that's what
- 12:03that's what they're going to. And corn
- 12:04is right there.
- 12:05>> Yeah, they're going to actually be
- 12:06feeding
- 12:07within slingshot range of
- 12:10I've seen them within 15 feet of the
- 12:11runway.
- 12:12So
- 12:14they'll walk a little ways when you get
- 12:15down there and start your engine
- 12:16running.
- 12:17They'll only go out about 100 feet and
- 12:19they'll stand there and look at you.
- 12:22>> Okay. Yeah, I'm definitely
- 12:25getting on that and I said I'd reach out
- 12:27to them. I just need to get some
- 12:28pictures so I can
- 12:30advise them what it is, you know, and
- 12:32where where they're mainly at. So
- 12:35>> What what's your irrigation district say
- 12:36about it?
- 12:39>> What I'd love to have them do is is just
- 12:41put two or three propane cannons with
- 12:43timers
- 12:44and keep the geese off there at night.
- 12:46If they can keep the geese off at night,
- 12:48then we won't have that morning flight
- 12:50and then the return afternoon flight
- 12:52back to the roost. We just
- 12:54got to take it away from being a roost.
- 12:55There's lots of water and most of the
- 12:57aqueduct directly below us is actually a
- 13:00wildlife refuge. It's a no hunting zone.
- 13:03So it's it's not like we're depriving
- 13:05the geese of something that they need.
- 13:08They're just fat and lazy and and using
- 13:11the available resource that we created
- 13:13for them. So
- 13:15>> Those algae balls, those black algae
- 13:17balls
- 13:19They can put They can cover that pond
- 13:21with those things.
- 13:22They could and then that was
- 13:24but they'll stop them from cuz they've
- 13:26done research on that. The cannons,
- 13:28those people living around that pond
- 13:30would be pissed.
- 13:32>> Well, we'll turn them off at like 7:00
- 13:34p.m. They They just need to fire between
- 13:36about 5:00 and 7:00. They're flying it.
- 13:39>> I can send the hot tub at 9:00 at night
- 13:41and they're going over
- 13:43their hot tub and
- 13:43>> Yeah.
- 13:44>> I don't I don't
- 13:45>> By the way, most of the cranes, the
- 13:47sandhills, have passed.
- 13:49And the airport is just slightly off
- 13:53from the gap
- 13:54>> where 241 goes over.
- 13:56>> And they come
- 13:57just like GPS guided. You know, they're
- 14:00just like they're flying the the line.
- 14:02>> They're crossing the lines.
- 14:03>> Wow, that would be
- 14:04>> They are They're a lot bigger and a lot
- 14:05They're way bigger
- 14:06than a wild
- 14:07Yeah.
- 14:09>> Yep, I'm working on it. We'll see what
- 14:10we can do.
- 14:11>> Perfect. All right.
- 14:13>> I was on uh
- 14:15on uh when the school district has them,
- 14:17we drove them out there. We
- 14:20we got permission from dispatch and the
- 14:22police chief and went out there and took
- 14:23care of a few of them.
- 14:24>> Yeah. Yeah.
- 14:25>> And then they didn't come back. And then
- 14:26we cut the trees down.
- 14:27>> I I That's something that I want in the
- 14:29plan is I want just authorized people to
- 14:32be shooters.
- 14:33And I want dispatch to get a call saying
- 14:37>> It's okay.
- 14:38>> You know, this is what's happening.
- 14:40Here's the cell phone number of our
- 14:42depredation guy.
- 14:44And if you have any questions and you
- 14:46get reports of shooting, this is It's a
- 14:49shotgun and or it's a depredation thing
- 14:51on geese.
- 14:52>> They usually give you about from 12:00
- 14:54to 2:00.
- 14:55And that's what they give us that
- 14:57window, 12:00 to 2:00. But it was both
- 14:58crows and
- 15:00>> Yeah.
- 15:00>> I mean, the geese just
- 15:01>> By the way, the the the the crane is
- 15:03known as the the flying uh ribeye.
- 15:07They are one of the best eating animals
- 15:09on the land. They're not legal to to
- 15:10hunt here. But throughout the Midwest,
- 15:13uh the all the way from Texas, Oklahoma,
- 15:15up through the Dakotas,
- 15:16>> They're a lot of
- 15:16>> they're considered a trophy bird.
- 15:18>> So [clears throat] that that's noon to
- 15:20Yeah. No, Midnight to 2:00 a.m.
- 15:25It's early in the morning is when they
- 15:27because you go out there you can throw a
- 15:28net on those
- 15:30the geese over at Goelitz. I mean, I
- 15:31would I talked
- 15:32>> Oh, I know what you're talking about.
- 15:33Yeah, at night.
- 15:33>> Right. And right in front of here is
- 15:35where you
- 15:36walk out there and throw a net over them
- 15:38if you wanted to, but they're right
- 15:39there where you're coming in.
- 15:42>> Oh, yeah.
- 15:42>> When they come up and go down, they're a
- 15:44big group.
- 15:45>> Yes, they are.
- 15:46>> And they're coming. This is just the
- 15:48beginning of them right now.
- 15:49>> Yeah, yeah.
- 15:50>> This is just just starting.
- 15:51>> Yeah, it gets black out there.
- 15:54>> Yeah, it does.
- 15:57Well, we'll work something through it.
- 15:58You're on it and I appreciate that.
- 16:00Thank you.
- 16:01>> This is This is Ted. I'd like to like to
- 16:03comment on on uh
- 16:05you mentioned deprivation permits. You
- 16:07don't Actually, you would not really
- 16:09need a deprivation permit. It It'd
- 16:11probably be advised advisable to notify
- 16:16the Department of Fish and Wildlife that
- 16:18you'll be
- 16:19shooting
- 16:21and getting getting permission to the
- 16:22city and and a notifying the police
- 16:25department there would just to go out
- 16:27there and shoot to scare the birds away.
- 16:29You don't really need to kill them. You
- 16:31know, I'm not not opposed to having
- 16:33dinner, don't get me wrong, but that way
- 16:35you wouldn't have to go through the
- 16:36efforts of deprivation permits and all
- 16:38that.
- 16:39>> Yeah, um and that's something we'd have
- 16:42to ask because obviously being inside
- 16:44city limits
- 16:45um
- 16:46>> Nothing's inside city limits.
- 16:47>> Well, the the airport is in
- 16:49>> Yeah, they are. [clears throat] Yeah.
- 16:49>> Yeah, the president for this the road 68
- 16:52was a real goose hotspot Oh, boy. And
- 16:56they the city council did approve
- 17:00um a select group of shooters.
- 17:03Uh we had to
- 17:04pass this kind of training course or
- 17:06something and they were only allowed to
- 17:08use certain loads.
- 17:10And they were all encouraged to buy this
- 17:12aftermarket barrel for your gun that's
- 17:14like 40 inches long and it muffles the
- 17:17sound of the shot cuz we all know how
- 17:19many people live on road 68.
- 17:21But
- 17:22that problem sort of went away when they
- 17:23convert all that to houses.
- 17:26So that was just about a 10 year period
- 17:29before all those houses went in
- 17:31that there was a big problem with the
- 17:32geese there.
- 17:34>> We would watch the
- 17:36crop dusters
- 17:38you know in that field right there.
- 17:41And
- 17:41you can see these geese going up over
- 17:43here and this guy coming in and he's
- 17:46he's
- 17:47scaring them.
- 17:47>> You're rolling nice when you're doing
- 17:49that stunt for me. That's a That's a $3
- 17:52million plane today from the factory at
- 17:53802. $3 million.
- 17:55>> He does pretty crazy stuff on
- 17:58right down there on the ground.
- 17:59>> Yeah.
- 18:01So we'll get on that one.
- 18:03Okay. Anybody else have any other
- 18:06comments or
- 18:07anything? Let's go on to just briefly
- 18:10revisit drone activity on the runway.
- 18:12Safety concerns. We just had
- 18:14a couple of incidents.
- 18:16Um I did talk to the guys. They're very
- 18:18nice.
- 18:19And they were understanding. They did
- 18:21take evasive action when they saw that
- 18:24Saratoga on final.
- 18:27They did the right thing.
- 18:28>> Did we find out who the drone is?
- 18:29>> guy never saw it.
- 18:30>> Did we find out who the drone is? It
- 18:32wasn't HLA?
- 18:33>> Yeah. Well
- 18:35I talked to a guy who wasn't with HLA.
- 18:38It was with some other
- 18:42outfit. I thought it was worked for the
- 18:44city.
- 18:45Could it have been related to the
- 18:46hangar?
- 18:47>> Mhm.
- 18:47>> [clears throat]
- 18:48>> Cuz this was a very large drone. This
- 18:50drone is over 3 ft this way and about 2
- 18:52and 1/2 ft this way. It was one of them
- 18:54eight eight had eight of those rotors.
- 18:57Okay? It was bigger than a big suitcase.
- 18:59I mean it's a big boy.
- 19:01If it had hit that
- 19:02HLA had had HLA had to say anything up
- 19:05there?
- 19:05>> It's not a hobbyist drone. I'm telling
- 19:06you this is a drone that's it's like
- 19:08five or ten thousand dollars one of
- 19:10these
- 19:10>> And it's no one that contacted them.
- 19:12>> The only people I know that have this
- 19:14drone locally
- 19:15are sprayers. And they're not crop
- 19:17dusters.
- 19:18>> Huh.
- 19:18>> They're they're drone operators. They're
- 19:20licensed under a separate
- 19:21>> Yeah.
- 19:22>> FAA program. By the way, they're banned
- 19:23from the airport.
- 19:24>> Mhm.
- 19:25>> That's one of the things that that that
- 19:27you know, is in in FAA
- 19:29regulations about drones.
- 19:31>> Mhm.
- 19:31>> There's an exclusion zone. You get to
- 19:33order them out from the airport. It said
- 19:34they'll fly so
- 19:35>> Mhm.
- 19:36>> And so, whoever it was, whatever they
- 19:38were doing,
- 19:39>> [clears throat]
- 19:40>> if it wasn't work for the city, it's one
- 19:41of those drone sprayers.
- 19:43>> Yeah, they wouldn't have.
- 19:44>> Yeah, we know we know who the local
- 19:46drone sprayer is though.
- 19:47>> You might check with uh
- 19:50with the Perry Tech because there was a
- 19:52group when it was YVTech and I was
- 19:54there. There was a group that came into
- 19:56one of our classrooms and they came all
- 19:59set up for I mean, they had some big
- 20:01drones.
- 20:01>> I told you they're big.
- 20:02>> Yeah, they're big.
- 20:03>> This this is not obvious little little
- 20:05toy.
- 20:05>> We brought up to them that, you know,
- 20:06there is an airport right there.
- 20:08>> Yeah.
- 20:09>> Oh, we won't be we won't be getting in
- 20:11the way.
- 20:11>> So,
- 20:13I I think
- 20:14Red 9 will make a phone call and sign
- 20:17out of this drone operator
- 20:20is the guy. This guy did sprays with a
- 20:22drone. Maybe he was testing something. I
- 20:25don't know. But, he was right at the
- 20:26intersection of the taxiway and the
- 20:29runway. And he was about 6 or 8 ft up.
- 20:31>> Mhm.
- 20:32>> That's right where the wing is. Okay,
- 20:34with a low wing airplane. So,
- 20:36uh or in the case of this low wing,
- 20:38that's right where his tail is.
- 20:40>> Mhm.
- 20:40>> And his tail he has a T-tail. So, all of
- 20:43his controls are all up on top there.
- 20:45So,
- 20:46anyway, we had a second airplane come
- 20:48just shortly thereafter.
- 20:50>> Mhm.
- 20:50>> It was a training plane from Bergstrom.
- 20:52>> Mhm.
- 20:53>> And uh
- 20:54they
- 20:57they said, "Okay, we didn't read the
- 20:58note app." There was a note app
- 21:00published. That's why I thought it was a
- 21:02city thing. Cuz remember I brought up
- 21:04that there was a published note app?
- 21:07So, it could have been that this
- 21:08independent guy somehow finagled the no
- 21:11tail
- 21:13uh from FAA
- 21:14and didn't go through you.
- 21:16>> They're not supposed to be on the
- 21:17airport period.
- 21:18>> They are Yeah, they're just banned from
- 21:20airports. You can't
- 21:20>> No, yeah. Yeah, yeah.
- 21:21>> use them. So, I don't
- 21:23I don't understand it but the no tail
- 21:25was specific.
- 21:26>> The drone operations.
- 21:29>> Mhm.
- 21:29>> That could have been that HLA was
- 21:31operating over here.
- 21:34>> No, but did they need to take out their
- 21:35drone out there?
- 21:36>> They didn't even do use a drone.
- 21:37>> Yeah, okay. Well, then it's not them at
- 21:38all.
- 21:39>> Mhm.
- 21:40>> So, it's a mystery. But, we'll probe and
- 21:42see if someone will admit to it. I don't
- 21:44know if they would but
- 21:46>> Okay.
- 21:47>> It hasn't happened since but it was
- 21:49>> I was just going to say
- 21:51if there was a no tail, you could go
- 21:53back to FAA and find out who posted no
- 21:56tail and who it was and and contact the
- 21:59drone owner drone operator.
- 22:01>> You're right.
- 22:03Are you going to Spokane, too?
- 22:06Yeah, end of the week.
- 22:07>> Yeah, that's the beyond.
- 22:08>> No.
- 22:09>> Why don't you bring that up with the
- 22:11See if you can find out who filed that
- 22:12no tail.
- 22:13>> Ren's going to make a trip up there for
- 22:15some other reason.
- 22:16So, there's Spokane Evans deal. So,
- 22:18he'll inquire Ted and find out.
- 22:21>> What was the date?
- 22:22>> Yeah, he'd probably do the phone call.
- 22:25>> It'll be There'll be a record of it.
- 22:27But, it was in September. It was before
- 22:29October.
- 22:30>> This was September September.
- 22:33>> And you probably know that there's a one
- 22:35other exception in the region to the
- 22:37drone rule
- 22:38and that's in that class D airspace at
- 22:41Pendleton. Mhm. There are
- 22:44like six or seven
- 22:47little drone ports with little paved
- 22:50taxiways and the military is doing that
- 22:54stuff. So, they coordinate with the
- 22:56tower and since that's class D airspace
- 23:00the FAA will allow it because the tower
- 23:03is also controlling the drones.
- 23:06Okay, but on uncontrolled airports
- 23:07they're just bad. Yeah, and there's a
- 23:09reason for it.
- 23:12All right, okay.
- 23:14On to the next thing.
- 23:15>> I have a quick question. Are you going
- 23:17based off of the minutes
- 23:19or the updated
- 23:20>> Both.
- 23:21>> agenda?
- 23:21>> That's the old agenda. I'm sorry.
- 23:23>> No, you're fine.
- 23:26I didn't miss it.
- 23:28>> What we've got up here
- 23:29>> All right, yeah.
- 23:30>> I know, I was like oh, so now we need to
- 23:33talk about fencing.
- 23:34>> Yes, our favorite subject.
- 23:36>> And are we
- 23:37Are we at
- 23:38>> Are we at that?
- 23:39>> Yeah, it's on the first one.
- 23:40>> Yeah, it's in the first one, not the
- 23:41second one. I'm sorry.
- 23:43>> They're kind of like sequential.
- 23:45>> Yeah, right there. Yeah, it should be
- 23:46your second page.
- 23:47>> Page four.
- 23:48>> There you go.
- 23:50So, fortunately we have H Ali here to to
- 23:52talk to us about the fencing budget.
- 23:57>> Might be four or might be five.
- 24:00>> The next meeting still table.
- 24:04>> So, Brad Brad is helping us with our
- 24:08fencing project. It's Stephanie Harris
- 24:10who's working with us on that project.
- 24:14So, we just wanted to give you guys an
- 24:15update. I will see you guys got the
- 24:17questions um
- 24:19about
- 24:21the fencing.
- 24:22>> Right.
- 24:22>> Um
- 24:24so
- 24:25we're here they're here to answer any
- 24:27question that you guys may have.
- 24:30So, any discussion about it?
- 24:32>> This was
- 24:33brought to my attention
- 24:35today's agenda.
- 24:36>> So, I have a two questions.
- 24:38>> I What is our adjusted current timeline?
- 24:42Is number one. Number two, um
- 24:46thankfully Miranda put in our agenda to
- 24:49um have a discussion about where we
- 24:51should locate the access gates and how
- 24:53many.
- 24:54So, that's the second part of my
- 24:56question. And and that probably covers
- 24:59most of what the committee is interested
- 25:00in, but then
- 25:02any anything else, feel free to
- 25:04step up.
- 25:06>> I just kind of a functional question
- 25:07between Bob's hangar and the hangar Sue
- 25:10is living in.
- 25:12I wonder if the fence couldn't be moved
- 25:15in line with the existing fence line,
- 25:18which would then put the airport lounge
- 25:20behind
- 25:22the fence.
- 25:23>> Yep.
- 25:23>> And also the fuel pumps further behind
- 25:26the fence [snorts]
- 25:27and kind of prevent [clears throat] that
- 25:28sort of like
- 25:30turning into a driveway of stalled
- 25:31traffic.
- 25:33>> Mhm.
- 25:33>> Right. I think that
- 25:35I understand why it's there as far as
- 25:37then it's joining in another existing
- 25:39fence line,
- 25:40but you've got an existing fence that
- 25:42comes out towards
- 25:44a line that's
- 25:45>> Mhm.
- 25:46>> perfectly in line with that and
- 25:47functionally if I think that would be a
- 25:49lot more useful.
- 25:50>> Yeah.
- 25:51>> I was under the impression that it was
- 25:53going to go south of the lounge, that
- 25:55corner. So, the north or excuse me, the
- 25:57southwest corner of Bob's hangar, the
- 26:00gate would be right there. It would head
- 26:01south, it'd go across the the fence line
- 26:04to the [clears throat] alfalfa field and
- 26:06then all the way down the alfalfa field
- 26:08to the Owens
- 26:10and make the jog there.
- 26:12That's way it's one gate.
- 26:14>> Right.
- 26:15>> And it it can be set up just like
- 26:16Hermiston where
- 26:18if I'm coming to visit I'm somebody I'm
- 26:20coming to visit
- 26:22Sue or whoever,
- 26:24it's their phone number, the last four
- 26:25digits of their phone number, the last
- 26:26four digits of his phone number, and
- 26:28that's how the law is kept there at
- 26:29Hermiston. And then there's also a
- 26:31camera that when you go through there
- 26:33>> Get your license plate.
- 26:34>> takes it takes your license plate and
- 26:36the driver.
- 26:36>> Mhm.
- 26:37>> And the reason I say that is because of
- 26:38all the trucks got to come in and
- 26:40service me,
- 26:41>> Mhm.
- 26:41>> all the vendors stuff, they got to use
- 26:42my number.
- 26:43>> Mhm.
- 26:44>> And so they punch in that number
- 26:47>> [clears throat]
- 26:47>> and they go through there.
- 26:48>> already got the phone.
- 26:48>> Yeah. So, but putting that fence
- 26:51along the alfalfa or you got to figure
- 26:53out cuz there's also fire hydrants along
- 26:56there. You got to get on the other side
- 26:58of the fire hydrant. So the guy farming
- 27:00has got to lose a little bit of ground
- 27:02there, I'm guessing. And that fence just
- 27:03makes a straight shot over down to
- 27:05Yorn's, turns, and then catches that
- 27:07next gate.
- 27:08>> The only issue from the farmer's
- 27:10perspective is how is his irrigation
- 27:13laid out?
- 27:14>> So that's his buried underground. That's
- 27:16not right.
- 27:17>> Yeah.
- 27:19>> That's what
- 27:20>> They cut that asphalt in front of your
- 27:21house.
- 27:22That's what we wanted to see.
- 27:23>> So go go over
- 27:25please and then it goes east and west.
- 27:30>> Cuz you guys got all that fencing in
- 27:31between all those buildings.
- 27:33>> Mhm. It's already there.
- 27:38>> You
- 27:39You got to You're going to put a fence
- 27:40across that lot into my hangar.
- 27:43And then you got to put another fence
- 27:45there and from my fence to Bonnie's
- 27:48hangar, or not Bonnie's but to Ted's
- 27:49hangar.
- 27:51And then you got another fence to go
- 27:52from
- 27:54where Stu's at over to Bob's hangar.
- 27:57That's where the gate will be. And then
- 27:58you got to do something to the Quonset
- 28:00hut. Mhm. Of
- 28:02skill ports.
- 28:02>> So if we go
- 28:04like you said, just from Bob's
- 28:08>> And shout shout out corner. Put the gate
- 28:10in there.
- 28:11And then all the way down past Yorn's.
- 28:14I drew I drew a path.
- 28:15>> Yeah.
- 28:18>> So
- 28:20So
- 28:23I don't disagree with you.
- 28:26What we will have to ask is so this this
- 28:30sketch is based on what's on the ALP.
- 28:33And I know with the T hangar when we
- 28:36tried to move the T hangar, the FAA said
- 28:40no, you need to put it exactly where it
- 28:42is on the ALP. So
- 28:45>> We did that on the ALP. We adjusted
- 28:47that. That's your blue.
- 28:49>> Mhm.
- 28:50>> Let's check that.
- 28:52Cuz we had a long discussion about
- 28:54>> all that.
- 28:55>> We did. Like last year.
- 28:56>> Like 2 years ago.
- 28:58>> Years ago.
- 28:58>> And a little bit last year.
- 29:00Um
- 29:02cuz you've got If you do it like you're
- 29:03you guys are proposing, you got a mess.
- 29:05>> Yeah, it it
- 29:07>> In and out.
- 29:08>> I don't disagree with you.
- 29:10Um
- 29:10>> Okay, you you're cutting off Yorn on his
- 29:12lot cuz he stacks his toads and stuff
- 29:14back there. He no longer has
- 29:17So you got to put a gate That would be a
- 29:18mess the way you guys did it or the way
- 29:20it's drawn up.
- 29:21>> Right. Okay.
- 29:23Um I will have to
- 29:27>> That cuts off any of that traffic coming
- 29:30up the runway with the tractors going
- 29:32off the taxiway and then going through
- 29:35Tyler's place and then going over to
- 29:37that other piece of property. That needs
- 29:39to be cut off anyway.
- 29:40>> Are you wanting those fire hydrants cuz
- 29:42I know there's a hydrant at least right
- 29:44there. Are you wanting that inside of
- 29:45the fence or outside of the fence or do
- 29:48you need to have it separate?
- 29:50>> Well, if it's inside, you don't have to
- 29:51mess with it, but if it's outside, then
- 29:52you got to put a gate there so that the
- 29:55the city can Yeah, and the city can
- 29:57access that fire hydrant, which
- 29:58>> I I would rather it just put them in
- 30:01inside of the fence.
- 30:02>> That's Yorn's ground, right?
- 30:03>> Mhm.
- 30:04>> Yeah, so it shouldn't be an issue.
- 30:06>> Yeah.
- 30:07See, I'm concerned about is that the
- 30:09underground pressurized irrigation
- 30:11systems.
- 30:12I I don't want to when I'm drilling for
- 30:14fence posts, so I don't want to drill
- 30:15through his 3-in line.
- 30:17Yeah, so we should explore that a little
- 30:20bit. And I would just go out there with
- 30:22uh the locate guys
- 30:24>> We have
- 30:25>> and or the farmer.
- 30:26>> Okay. Do you have contact information
- 30:29for the farmers?
- 30:31>> He has the contact info.
- 30:32>> Okay, that you can get to us. We we do
- 30:35have a private locate company that is
- 30:37going to come out and locate all the
- 30:39utilities.
- 30:41>> Good the just because some things are
- 30:43not known.
- 30:44>> Yes.
- 30:44>> And then they're
- 30:45>> And and when we do locate, they only do
- 30:47it in the right way. So, everything is
- 30:49like up in here and I mean, we can
- 30:51obviously see what's above ground, you
- 30:54know, we know there are weir boxes up
- 30:55here and stuff and standpipes, but where
- 30:58everything is underground
- 31:01>> Yeah, but we kind of know where the
- 31:02water
- 31:03cuz they had to they put in a new runway
- 31:05and then they had to trench across to
- 31:07fix that, which was a problem. If we
- 31:09don't then we have a problem like
- 31:11Prosser.
- 31:12>> Mhm.
- 31:12>> They got 50 gates and they're always
- 31:14>> want You don't want that.
- 31:16>> They're always open.
- 31:17>> Yeah.
- 31:18>> You probably have sensors you can send
- 31:20down the pipe and locate exactly above
- 31:22it.
- 31:24>> Mhm.
- 31:25>> That is definitely done. That whole
- 31:27system on that side of the south side of
- 31:30this the road going into the airport
- 31:33it's got issues. I mean, it's time for
- 31:35it to be dug up and and replaced anyway.
- 31:38>> That's the time to go by.
- 31:42We just did a
- 31:44a lot of dirt on the side of the hill
- 31:46and
- 31:46so we find everybody's
- 31:49putting their own
- 31:50sewer one of the ones to me.
- 31:53>> Yeah.
- 31:55>> And it's not a big surprise. It's more
- 31:56than that.
- 31:56>> Well, so so this phase is that part
- 32:00right there is going to have to be well,
- 32:02just because of the whole
- 32:04Department of Ecology
- 32:06you know, I'm still digging got to find
- 32:08money to get all that taken care of.
- 32:10So, that that's going to be my last
- 32:11phase.
- 32:12>> I understand it. Yeah, I understand it.
- 32:14>> Yeah, that's phase three.
- 32:14>> Even though in a practical sense that
- 32:16>> Yes, yes, yes, yes, yes. Yes.
- 32:18>> We understand it.
- 32:19>> So, just to give you a I'm just being up
- 32:21up front, you know, to let you guys know
- 32:23I got I got to I got one more bigger
- 32:25problem before I can start this whole
- 32:27that part of the fence.
- 32:28>> Three has got to be done be-
- 32:30Three has got to be done first, right?
- 32:32>> Three needs to get all that dirt behind
- 32:34your place taken care of.
- 32:36>> That's number one.
- 32:36>> That's num- that's number one. That
- 32:38means you get it done there.
- 32:39>> And then num and it it says phase three,
- 32:41but it's actually phase one A
- 32:44or phase one, and then phase two is the
- 32:46fencing at the south side of everything.
- 32:49>> Correct?
- 32:50>> Correct.
- 32:51>> Okay.
- 32:52So, phase one is going to be the last to
- 32:54be done?
- 32:55>> First.
- 32:56That's what I have in my head, yeah.
- 32:58We ideally we had
- 33:00>> One gate. Three is actually the
- 33:01>> two primary gates. You know, one to
- 33:03service this side of the airport, one to
- 33:05service sort of the the you know, the
- 33:07center of the airport.
- 33:09>> Probably the center of the airport.
- 33:10>> Yeah.
- 33:10>> So, I'd like to have a gate coming in
- 33:12here
- 33:13and and get to the T hangars. And then
- 33:16the T hangars is I I have an idea. I
- 33:18went over this
- 33:19>> last time.
- 33:19>> T hangars right here. So, we don't know
- 33:20who's driving what. Main gate.
- 33:22>> Phase one is going to be covered in back
- 33:23way.
- 33:24>> Yeah, this is the busy part of the
- 33:26airport.
- 33:26>> Mhm.
- 33:27>> So, the FAA has a little symbol that
- 33:29they put there. That's where accidents
- 33:31are likely to happen cuz it's people are
- 33:33coming in to get fuel and then
- 33:35departing.
- 33:36>> Mhm.
- 33:36>> And then people are wanting to come in
- 33:37and get fuel. So, that's the busy It's
- 33:39called a hot spot.
- 33:40>> Okay.
- 33:40>> That's the the busy corner. So, if we
- 33:42can divert traffic
- 33:44away from this main gate and put some of
- 33:47that traffic here,
- 33:48>> Okay.
- 33:49>> from a safety perspective, it just makes
- 33:50sense.
- 33:52>> So, you're talking around around
- 33:54>> Yep. Just just Just right on the south
- 33:56side of your fence.
- 33:57>> Mhm.
- 33:58>> You know, give us a like a 25-ft
- 34:00right-of-way
- 34:02and you know, maybe a 20-ft gate.
- 34:05>> Mhm.
- 34:05>> And uh just you know, it's a be a little
- 34:08L just around you and then that would be
- 34:10come out right just to the side of that
- 34:12T hangar.
- 34:13>> Yeah.
- 34:14>> So, the T hangar people there's five
- 34:16hangars be there
- 34:17>> Mhm.
- 34:17>> and then there's four in this building
- 34:19and four in that building.
- 34:20>> Yeah.
- 34:21>> So, that's you're taking a lot of the
- 34:23airplane vehicular side traffic out of
- 34:26that main gate, which is near where the
- 34:28fuel is.
- 34:29>> Except.
- 34:33>> Oh, yeah.
- 34:34I'm not used to with the
- 34:37>> So,
- 34:39two main gates, basically.
- 34:40>> Yeah. I thought this was We set this up
- 34:42to go to the corner and then up, not of
- 34:45this.
- 34:46>> So,
- 34:47that is that was more updated on the ALP
- 34:51cuz the original one did show that
- 34:52diagonal. And then when the ALP got
- 34:54updated, it got updated to that.
- 34:56>> That was not supposed to happen that
- 34:58way. We sat here and hashed that out
- 35:00over and over last 2 or 3 years. That
- 35:02was supposed to come down here and then
- 35:04turn and go this way because now you're
- 35:06cutting off all this for a future.
- 35:10>> We talked about
- 35:10>> Yeah, see
- 35:13If if you do this, the farmer didn't
- 35:15want to come for that 3 acres. It's not
- 35:17going to get farmed. So, it's not going
- 35:18to get farmed. So, let's use it for the
- 35:20airport for future expansion. And that
- 35:23might be where we end up putting the
- 35:25heliport.
- 35:26Because
- 35:27>> Do you guys want to go like this?
- 35:29>> Yeah, exactly.
- 35:30>> That's the way it was. That's what we
- 35:32That was the final right there.
- 35:34>> That's it.
- 35:35>> On the ALP how long ago because No, it's
- 35:37like 18 or 24 months ago.
- 35:40>> It's been a while.
- 35:40>> The last updated ALP I think the
- 35:43>> The actual the last one that sent
- 35:45Century West to the A did it.
- 35:48And that's
- 35:48>> 2020
- 35:49>> What you have
- 35:51>> So, the 2022 is what when it got redone
- 35:54for the ALP.
- 35:55>> No, 2024. It's 2024.
- 35:57>> 2024?
- 35:58>> There you go. That makes sense. Okay.
- 35:59>> 2024 when it got redone. Yep. So, this
- 36:02is the way they had proposed it.
- 36:04>> Absolutely.
- 36:05>> So, if I need to that's the that's the
- 36:07problem now. Now that I'm going back to
- 36:09the Angus, there's there's going to be
- 36:11some problems because she's going to say
- 36:12it's not
- 36:14>> She can chew on that as much as she
- 36:16wants. That that's 20 years down the
- 36:18road or 15 years down the road.
- 36:21She won't be around.
- 36:22>> It'll be handed off to somebody else.
- 36:24>> Yeah, but if that's what we ended up
- 36:26with because we were like, "Why are we
- 36:27doing this? Why are we Why don't we use
- 36:28this whole piece? It belongs to the
- 36:30city.
- 36:32>> Okay.
- 36:33>> Yeah, and you know, if you want to
- 36:34expand hangars, you want to expand
- 36:35parking, if you want to make a dedicated
- 36:37heliport for the better back
- 36:39people, that's the perfect location. And
- 36:42it's a match to that other gate.
- 36:45So, it just all comes close together
- 36:47there. Makes us a lot of sense.
- 36:50But you know, I'm telling you, we're
- 36:51averaging three better back flights a
- 36:54day over the last 30 days.
- 36:56I've been keeping it running.
- 36:58>> It'll give you a lot of room down there.
- 37:01>> Yeah, and it takes it
- 37:03away from You know, if you're going to
- 37:05have an accident, don't have it where
- 37:06you have 10,000 aviation people.
- 37:09Okay? Have it over there in that corner.
- 37:11That's the plane measurement line.
- 37:15>> All of this is the
- 37:18>> Let's see that.
- 37:20Yeah.
- 37:21What
- 37:22the city is getting.
- 37:23>> Yeah, that's a whole different picture.
- 37:26>> That's both of we
- 37:28That is still one.
- 37:29>> Yeah.
- 37:32>> Before we leave the gate subject, how
- 37:34about how about man gates, pedestrian
- 37:36gates?
- 37:38>> We've got one there.
- 37:39>> Right there as well.
- 37:40>> There is one between the last two
- 37:42hangars, but it's locked. And it's
- 37:45padlocked. It's not combo locked.
- 37:47I don't have a key. I know the city
- 37:49does.
- 37:50It would be perfect for me,
- 37:51>> But to any deliveries
- 37:53>> It's never It's never been used. The
- 37:55reason I haven't used it is I usually
- 37:57have stuff in my car. I need to put in
- 37:59my airplane.
- 38:00And I don't want to carry my car in over
- 38:02there.
- 38:04Driving around the whole way.
- 38:07>> ground up.
- 38:09>> So, if there's if there's some
- 38:11ideas on on having additional other than
- 38:14what's already there for some man gates,
- 38:16then we're open to hearing that as well.
- 38:20>> Uh
- 38:22>> If you don't have that's okay, too.
- 38:24>> Hermiston has
- 38:26a code gate close to the big gate. Is
- 38:29that if you're just walking through?
- 38:31Um if not, then you got to go through
- 38:33the aerial applicators hangars.
- 38:35>> There Hermiston can't enter to get out
- 38:37there.
- 38:38>> Yeah, you don't allow that. But there is
- 38:40a
- 38:41punch gate punch code vehicle.
- 38:43There right beside of the gate.
- 38:45>> Is that just for TSA?
- 38:47>> Yes, yeah. If you're just If If you park
- 38:50your plane there for the night, you went
- 38:52to the hotel, and you came back, that's
- 38:53the gate you would use.
- 38:56>> Okay.
- 39:00You know, I discovered at age 70 I'm not
- 39:02athletic enough to go over an 8-ft fence
- 39:04with razor on top. I got locked out. The
- 39:06combo lock wasn't working in in uh
- 39:10uh
- 39:11I was going to say bigger It wasn't a
- 39:12bigger city, but it was down that way.
- 39:15And I sent a nasty gram to the city
- 39:18manager because I looked up his cell
- 39:20number, and he didn't answer. It was a
- 39:22Saturday.
- 39:23And so, I just had to wait there until
- 39:26somebody came from the other direction
- 39:29and opened the gate for me.
- 39:32Yeah, I got locked out one other time.
- 39:34And I just The guy with me
- 39:36apparently a former professional burglar
- 39:38cuz he said, "Turn around." I turned
- 39:40around. Click click click. Gate was
- 39:41open. I went, "What'd you do?" He said,
- 39:42"Like, trade secret.
- 39:44Can't tell you."
- 39:46>> See, he's a locksmith.
- 39:48>> I took one core key.
- 39:50He had some kind of a something that It
- 39:52It didn't take him but 5 seconds.
- 39:54>> Do you need a walk-through gate on the
- 39:56south
- 39:57south of of the well?
- 39:59Also, you got a big gate, and then do
- 40:01you need a walk-through gate there, too,
- 40:02or just a big gate?
- 40:05The one you just drew in on that.
- 40:07>> What's the reason for the jog where you
- 40:09just drew it in?
- 40:09>> The fence line
- 40:10>> The farmer was close to the line.
- 40:12>> is
- 40:13>> Oh, closer to the fence line.
- 40:15>> Right.
- 40:15>> That's where the jog is.
- 40:16>> They're going to put one there,
- 40:17>> But I'm not just going to put one there.
- 40:18I'm going to put another one there.
- 40:20>> This is maybe
- 40:21>> This is all city property.
- 40:23>> Or the people that own it.
- 40:23>> Just follow the line of
- 40:25>> It takes all that traffic right smack
- 40:26right past that.
- 40:28>> But it killed us.
- 40:30>> That's what
- 40:30>> This is This is ideal for a little
- 40:32airport.
- 40:33>> be considered
- 40:34>> She needs that.
- 40:35>> Yeah, that's right.
- 40:36>> No, no, no.
- 40:37>> Yeah, we need to get the letters back.
- 40:38>> Yeah, please.
- 40:39>> Yeah.
- 40:39>> That would go right in here.
- 40:41>> This is what yours put in.
- 40:42>> You got yours?
- 40:43>> Yeah, you guys are
- 40:43>> Well, that's yours.
- 40:44>> No, this is mine. This is the one I drew
- 40:46up. You just wrote up.
- 40:47>> Is this yours?
- 40:49>> No, yours is
- 40:49>> You have one under here. You was writing
- 40:52on that one. You can keep that one if
- 40:53you would like. I can draw
- 40:55>> You can get out of your map and I can
- 40:56redraw it.
- 40:57>> Not at all.
- 40:59>> That's okay. I can draw it on the
- 41:00computer.
- 41:03>> Yeah.
- 41:03>> Okay.
- 41:04>> Now, everything makes sense like that.
- 41:07Well, that would be
- 41:09>> So,
- 41:10I let me look here.
- 41:19So,
- 41:20>> This is what we're talking about.
- 41:22>> So, this line here, this is the This was
- 41:25January 2024, the airport layout plan.
- 41:28>> There you go.
- 41:29>> This is the fence line and it goes here,
- 41:32here, down here, and then kind of
- 41:34actually jogs between these.
- 41:36>> It's definitely not
- 41:37our property.
- 41:41That doesn't matter to me, but this is
- 41:42the concept. We're just talking about
- 41:45doing it.
- 41:46We'll do it like that, the blue line.
- 41:48>> Yeah, this is the boundary line. So,
- 41:50following along this is what you're
- 41:52wanting
- 41:53>> Yeah, and then and then stay to the
- 41:55north of the the drain ditch out to the
- 41:57road and then up to the well. There's
- 41:59probably an easement here for that
- 42:00drainage canal, too. So, you
- 42:01>> I'm sure there is.
- 42:03>> There's like a 20-ft drainage canal
- 42:04easement.
- 42:05>> Yeah.
- 42:10>> We had some stump in the triangle
- 42:11before.
- 42:13>> And I have seen that, but I think it was
- 42:15older than this document.
- 42:18>> That one was done when Century West did
- 42:21the LP.
- 42:22>> Okay.
- 42:26How was that?
- 42:27>> This is January 2024. Is that when this
- 42:30was signed?
- 42:31>> Yeah, it was.
- 42:33>> Yeah.
- 42:34>> So, actually in our in our dreams,
- 42:38we'd like to extend this another
- 42:402 or 300 ft.
- 42:42>> Why didn't they do that?
- 42:44>> We can't go the other way because it's
- 42:45241, but we'd like another 2 or 300 ft
- 42:47of
- 42:47>> All the way to railroad?
- 42:49Hm? To rate?
- 42:51>> Of of railroad?
- 42:52>> just on the main runway and the taxiway.
- 42:54Just
- 42:54>> Oh. Oh.
- 42:55>> to go another 250 or 300 ft
- 42:57>> We can't
- 42:58>> east.
- 42:58>> We can't do that. If we do, then we got
- 43:01to displace or
- 43:02>> The power poles.
- 43:03>> Well, the power poles and then on the
- 43:05west end, we have to move the runway. It
- 43:08still stays the same length. It's just
- 43:09got to be moved to the east.
- 43:11>> Yeah, I understand.
- 43:12>> we can't use that displaced
- 43:14area was we displaced It'd be like
- 43:16processors to
- 43:17>> Fortunately, we only have to put 200 ft
- 43:20or so stuff underground. That's cheap
- 43:24in in real terms.
- 43:26And they How many of those trees have
- 43:28come down?
- 43:29>> All of them.
- 43:30>> All? Cuz they There used to be some real
- 43:33>> big Yeah, he told me that
- 43:34>> Particularly at night when you're making
- 43:35a low approach at night.
- 43:37Um
- 43:38>> Cuz one of you guys cut your wheels, I
- 43:40thought.
- 43:40>> Yeah, there's no green.
- 43:42No leaves there.
- 43:43>> Now the power line is still there.
- 43:44>> Yeah. Yeah.
- 43:46>> And I'm working on that to get them
- 43:47either
- 43:48>> Move back
- 43:49>> Move No, put in the ground or putting
- 43:52those orange balls on them.
- 43:53>> Yeah, I just want to put it under the
- 43:55ground cuz that would allow us even with
- 43:57the displacement to go
- 43:59Yeah, 250 300 ft.
- 44:01Give us what we need.
- 44:02>> The the FA won't let us do that. They
- 44:05They us to move the whole runway to the
- 44:06east. Keep it 3,400 ft, but it's got to
- 44:08move to the east. We went through We
- 44:10went over and over and over that.
- 44:11>> So, I have a client that has a business
- 44:13jet.
- 44:14And he's
- 44:15looked at coming in several times and
- 44:16not done it.
- 44:18>> So, we get the small layers, small
- 44:20citations that come in there.
- 44:22Um but they've got to be on it.
- 44:25To get stopped.
- 44:26>> It's You know, the turbo props can get
- 44:28in and out without any problem. The PC
- 44:31uh you know,
- 44:3312s they're
- 44:34That's the standard U Dub Medevac
- 44:36airplane.
- 44:37And the King Airs uh particularly the
- 44:40200 series
- 44:42They They've got reversing props and
- 44:44gearboxes. They can stop on a dime.
- 44:47So, it's not an issue for them. They got
- 44:49a lot of power for taking off and
- 44:51it's the jets.
- 44:52The jets use a shallower angle of
- 44:54approach when they come in at a higher
- 44:56speed.
- 44:58And they need more runway.
- 45:00Or they burn their brakes up.
- 45:01>> Yeah. Unfortunately, that's that's where
- 45:03we're at with that.
- 45:05>> They couldn't They would not let us
- 45:06extend out.
- 45:08And keep the same
- 45:10west end.
- 45:10>> But why can't we put the helipad out
- 45:13there?
- 45:14>> Well, we could, but I think the logical
- 45:16place to put it is right here in the
- 45:18triangle.
- 45:19>> No, I understand the triangle. It would
- 45:21be great, but I'm just saying if we have
- 45:23our 15 our T hangers the way they are
- 45:26there
- 45:27>> Just this one.
- 45:28>> Which is that one.
- 45:30Instead of being close to the runway,
- 45:33why wouldn't we
- 45:35>> Where you were going to put the hanger
- 45:37is where we originally had the helipads.
- 45:40>> Yeah.
- 45:41>> Right here in that that cutout. But it's
- 45:43not I don't think it's on there.
- 45:46I don't know where that came from cuz I
- 45:47I I remember going over and over and
- 45:49over it.
- 45:50>> And this is what we got from Century
- 45:51West.
- 45:51>> Dave, that's not right.
- 45:54>> Well, there there are alternatives
- 45:56too that are in the the that are in the
- 45:58ALP alternatives.
- 46:00>> There are three There are three
- 46:02three plans?
- 46:03>> Yeah, something like that.
- 46:04>> Correct me if I'm wrong.
- 46:06>> So, the one of the alternatives may
- 46:08reflect what you're what you're
- 46:10recalling. I don't I don't know exactly.
- 46:12We'd have to share share with you.
- 46:14>> That is not what we all sat here and
- 46:16approved.
- 46:19Cuz that
- 46:20we were talking about the fence, we were
- 46:22talking about the helipads.
- 46:24And that is not it.
- 46:26>> Okay.
- 46:27Um
- 46:28for the for the sake of the of the
- 46:29fencing,
- 46:31um so we can continue this. Do Can we
- 46:34come back and talk about the the overall
- 46:36general layout and stuff at at another
- 46:38time?
- 46:41>> And then I'm I'm
- 46:42>> What's going to happen
- 46:45with Agnes on this hangar right now if
- 46:48we
- 46:52>> I had to do a lot of smooth talking
- 46:55right now just to get this T-hangar
- 46:56going. That's my thing. So, it's going
- 46:58to go now. I saw them out there.
- 46:59>> Yeah.
- 47:00Well, we agreed on the culture survey.
- 47:02>> Which they were doing today.
- 47:03>> Today.
- 47:04Um once this gets completed
- 47:08and me talking more with Agnes
- 47:10>> I would
- 47:11do that and then approach go back and
- 47:13say, "Hey, this this we should have
- 47:15did this."
- 47:16>> And then I totally understand where
- 47:17you're coming from and I can and it's
- 47:19going to take me a lot of smooth
- 47:20talking.
- 47:21>> I I know. I wouldn't say anything. I'd
- 47:23get the hangar going and get it done.
- 47:24>> No, I plan to do that. I plan to do
- 47:26that. I've I've got
- 47:27>> I got some nice knee pads. I'll I'll
- 47:28loan them to you.
- 47:29>> I appreciate that, bro, [laughter] but
- 47:32trust me.
- 47:33>> The Lord knows when you get down on his
- 47:34knees, that's hard on him, you know.
- 47:36What's bad for the elk?
- 47:37>> When is that supposed to
- 47:39>> So, as soon as my as soon as these the
- 47:40culture
- 47:42survey gets done
- 47:43and she gets that back
- 47:46we're going.
- 47:46>> You're talking about the archaeological
- 47:47finds?
- 47:48>> Yes.
- 47:49>> Okay.
- 47:49>> That's the only thing that's holding us
- 47:50up right now.
- 47:51>> That's
- 47:52>> And that's because
- 47:54Yeah, that's a the that's a whole
- 47:55discussion that we can discuss later,
- 47:57but for right now
- 47:59>> The plan's been submitted and all that.
- 48:01You got your You guys We got our own
- 48:02plan.
- 48:03>> are in and every
- 48:05All the red line has been demolished. We
- 48:08are going back to your original ALP.
- 48:11And what you gave this culture
- 48:13>> Is that just the Alamos?
- 48:16>> Yes.
- 48:16>> So, that's all we have to include.
- 48:18>> That's it.
- 48:18>> Okay.
- 48:21>> So, once we're once we're done with that
- 48:23the ball rolls they get it up we look
- 48:26for some money for some asphalt so we
- 48:28can get asphalt out there around those
- 48:30T-hangars. I've already think I have
- 48:32even one already one that I rented out
- 48:34one hangar already. I just need to
- 48:36follow up and get some uh
- 48:38>> I have some additional leads on people
- 48:40asking How much is it going to be?
- 48:42>> Well, that's what I got to find cuz I
- 48:43got to call fellow cuz you said call
- 48:45fellow.
- 48:45>> Yep.
- 48:46>> Goldendale was the other one that had
- 48:48the same same design.
- 48:50Um and I thought it was Hermiston you
- 48:53had said.
- 48:55>> Hermiston would be good.
- 48:56>> Hermiston, yeah. So, it's Othello,
- 48:58Goldendale, Hermiston to get their
- 49:00lease. Um
- 49:01>> So, that That's That's kind of a nice
- 49:03little triangle. So, that
- 49:08Did uh
- 49:09Colfax get a hold of you?
- 49:11>> No.
- 49:11>> What county is that?
- 49:13>> What
- 49:13>> Is that Whitman?
- 49:14Whitman.
- 49:15>> Whitman County.
- 49:16>> Those T-hangars
- 49:19are right now they're all their
- 49:21T-hangars are I think they're
- 49:23200 or 250 a month.
- 49:26That's below market rate currently. Let
- 49:28me just tell you cuz they were talking
- 49:30She was talking to me about they're
- 49:31going to build some new ones this June.
- 49:35But I don't know what that was.
- 49:36>> Okay.
- 49:38Then maybe I will try to reach out to
- 49:39Colfax to
- 49:40>> They've talked to somebody.
- 49:42>> They talked to me earlier, but it was on
- 49:44the the vehicle.
- 49:47>> Oh, okay.
- 49:48>> Yes.
- 49:49>> Okay.
- 49:50>> Yeah.
- 49:52So, I will contact fellow Hermiston and
- 49:54probably Colfax and see see if their
- 49:56rates have changed.
- 49:58And then
- 49:59cuz I need to find out about the T
- 50:01hangers and the landing rates.
- 50:04Do we even have landing rates?
- 50:06>> No.
- 50:06>> No.
- 50:07>> We don't. That That's a hotly debated
- 50:10issue.
- 50:11Um
- 50:12there's literally out of the
- 50:15eight or 10,000 airports in the US, I
- 50:17only know of three
- 50:19and that are charging GA and they're
- 50:22[clears throat] they're
- 50:24being litigated all three of them.
- 50:26>> Okay.
- 50:27Well, it's good to know cuz then I don't
- 50:28have That's one thing off my plate.
- 50:30>> Yeah. Yeah, [clears throat] and you
- 50:32know,
- 50:33of the few of the few airports that sort
- 50:35of do have some fees
- 50:37>> Mhm.
- 50:37>> everything below 12,500 lb in the
- 50:39category one under FAA is exempt.
- 50:42>> Okay.
- 50:42>> They're only hitting the big boys.
- 50:44>> Okay.
- 50:45So
- 50:45>> And I would exempt them because they're
- 50:47all Medevacs.
- 50:49>> Mhm.
- 50:49>> So, why would we hit them? You know,
- 50:51they're providing community service and
- 50:53saving lives.
- 50:54>> Yeah.
- 50:55>> So All right. I know
- 50:57um
- 50:58now we'll continue then we'll follow
- 51:00back on that plan.
- 51:00>> Yeah. Okay.
- 51:02Does anybody have anything further on
- 51:03fencing or can we move on to uh the
- 51:06other items on the agenda?
- 51:08>> Well, there's some questions. We have a
- 51:10a representative here and now's the
- 51:11time.
- 51:13>> So, there were there were two things
- 51:14that that
- 51:16um one I heard as it started was the
- 51:19timing of the construction. Do we Do we
- 51:21want to talk about that at all?
- 51:23>> No.
- 51:24>> No?
- 51:25>> [laughter]
- 51:26>> Just do it.
- 51:27>> Yeah.
- 51:28>> We'll get it done as soon as the FAA
- 51:29gives us the go-ahead to do it.
- 51:31>> That's
- 51:31>> End of discussion.
- 51:33>> What do we have to do What do we have to
- 51:34do with the hole they dug? What are we
- 51:37going to do there?
- 51:39With with the hole they dug?
- 51:41>> Yeah, where they were going to put it.
- 51:43>> No, it's a
- 51:44The T hanger is filled up.
- 51:46They haven't dug any holes yet.
- 51:47>> No, I know. What are they going to do
- 51:48with the old holes?
- 51:50Because the teenager is not going there.
- 51:52Right?
- 51:52>> Did they Did they put a hole?
- 51:54>> Yeah, it's about that deep.
- 51:56>> Well, they're going to have to cover it.
- 51:57>> Okay.
- 51:57>> The The The Mountain State Mountain
- 51:59State will have to cover that. Then
- 52:02they'll they'll go back to the original
- 52:03area again.
- 52:04So, I will make follow up with that with
- 52:06that
- 52:06>> It's about 18 in deep.
- 52:08>> Okay.
- 52:09I'll follow up with that.
- 52:11So, that that needs to get covered.
- 52:13So.
- 52:15>> I think they compacted it, didn't they?
- 52:17>> So, I mean, to summarize, I think the
- 52:19the one thing we talked about was moving
- 52:21that main gate fence line
- 52:24>> Mhm.
- 52:24>> to the [clears throat] other side of the
- 52:25road.
- 52:26And other than that, just making that
- 52:29angular bisection into a triangle.
- 52:32And that's Is there Is there more than
- 52:34that? That That was
- 52:35>> Yeah, the only third point is that
- 52:37second gate being up against the well.
- 52:40>> Right.
- 52:40>> Okay.
- 52:41>> So, I think there's three things.
- 52:42>> The two gates are
- 52:44all you guys buying necessary is just
- 52:46those two gates?
- 52:47>> Walk-through gate at Bob's hangar.
- 52:50For sure.
- 52:50>> Yeah, we need a walk-through gate there.
- 52:52And then the other is not going to that
- 52:55triangle area is not going to be
- 52:59won't be There won't be people coming to
- 53:01visit or whatever parking down there.
- 53:03>> Mhm.
- 53:05>> Uh
- 53:06>> So, just a like 20 ft
- 53:08>> Yeah, I don't
- 53:10agree.
- 53:12Walk-through gate there below south of
- 53:13the well.
- 53:15What is that service for?
- 53:17That's my point.
- 53:19>> You know, they're going to park outside
- 53:20on the street and
- 53:22>> Parking basically is on the south side
- 53:23of Bob's
- 53:23>> Yeah, we got that whole area to park.
- 53:25>> There's lots of parking there.
- 53:26>> Right. So, why would you
- 53:27>> We don't need extra parking.
- 53:28>> Why would you want a pedestrian gate?
- 53:30That's my question.
- 53:30>> Well, there is that one
- 53:31>> I could see putting a car gate there
- 53:32because that would be Yeah, you could
- 53:34split the traffic.
- 53:35But,
- 53:36I think that
- 53:37>> Well, that'll be the entrance for the uh
- 53:40the guy.
- 53:41For
- 53:42Air National That's good.
- 53:45>> So, I think the simpler we keep it the
- 53:47>> You got your notes all in order? So, you
- 53:49know you're Okay, thank you.
- 53:50>> Can I know that this is for sure?
- 53:51>> coming, also. It's super helpful to have
- 53:54you here.
- 53:55>> The one
- 53:56>> Brad? One more question. So, on is there
- 53:59a gate on the north side which segues
- 54:01into my next question of on for what
- 54:04gets farmed currently
- 54:06almost looks like up to the runway. Is
- 54:08that going to allow to still continue to
- 54:10be farmed after the fencing is up? Do we
- 54:12Do we need that? Is there access needed
- 54:14for somebody to come in from the north
- 54:16and farm that?
- 54:17>> I don't think we need to farm that that
- 54:19strip.
- 54:20>> Okay.
- 54:22>> I don't.
- 54:24I mean, we do need a a man gate for
- 54:26service
- 54:27where the ASOS is. So, right. Well,
- 54:30actually inside the gate, I think.
- 54:31>> Yeah, inside the
- 54:32>> Yeah, the gate's already there.
- 54:34>> But that Yeah, but they the
- 54:36the long gated gate's going to be on the
- 54:38opposite side of
- 54:39>> Yeah, the dog run. We have this facility
- 54:41and this facility. The ASOS is here,
- 54:43right? And then the windsock is here.
- 54:48So, the ASOS is outside but it's already
- 54:50It's already fenced.
- 54:52>> Correct.
- 54:52>> Yeah.
- 54:53>> So.
- 54:55>> So, you don't
- 54:55>> And there's an access road, yes.
- 54:56>> There's an access road and this this
- 54:58fence will go south of that access road.
- 55:00>> Okay.
- 55:02>> So, do you need
- 55:05Well, you'll still have access so you
- 55:06don't need to go through the
- 55:07>> question. That's city service again. So.
- 55:10Do you want a man gate where the ASOS is
- 55:12or do you want to just access it
- 55:14>> We'll just access it all.
- 55:14>> from the north.
- 55:15>> Yeah.
- 55:15>> All right. So, we don't need a gate
- 55:17there.
- 55:17>> Yep.
- 55:18>> Okay, so the no the no farming equipment
- 55:21from anybody else will get will get
- 55:24beyond that fence. It's just whatever's
- 55:26there now is not going to be farmed
- 55:27anymore
- 55:28inside the
- 55:29>> That's going to save some money because
- 55:30that's just a straight run of fencing.
- 55:32>> Yeah.
- 55:33>> And
- 55:34you know, it's easier to build, and
- 55:35quicker.
- 55:36>> And it is a airport, not a farm.
- 55:38>> I agree with that. That's why I want the
- 55:40confirmation. I agree with you 100%.
- 55:42>> Right.
- 55:43>> Is this a Is this city or is this port?
- 55:47City.
- 55:48>> That's owned by the port currently.
- 55:51>> What part of the What part were you
- 55:52pointing at?
- 55:53>> On the part he's he's saying east of the
- 55:55runway.
- 55:56>> Yeah, yeah. Yep. Port, yep.
- 55:58>> So you're just going to eliminate the
- 55:59lease on that?
- 56:01If that's all fenced.
- 56:02>> No, we're going to have to.
- 56:04Because this is all all fenced in.
- 56:07Sorry, I didn't say zero. Where you at?
- 56:09>> That's where he's saying out.
- 56:13>> So my other question is along this north
- 56:16property line, there are standpipes and
- 56:19weir boxes and I assume the farmers use
- 56:21those to irrigate.
- 56:22>> They do.
- 56:23>> Do you want those inside the fence,
- 56:26outside of the fence?
- 56:27>> Outside the fence. They've got to all be
- 56:29outside the fence because we're
- 56:30excluding farmers.
- 56:32>> Okay.
- 56:32>> From for security purposes.
- 56:35>> Okay.
- 56:35>> Cuz farmers have a lot of part-time
- 56:37workers.
- 56:39Okay, you know what
- 56:40>> Yeah, that main line.
- 56:41>> Yeah, we we just can't have loose
- 56:43>> Okay.
- 56:44>> ball bearings rolling around.
- 56:45>> Cuz that kind of affects where we put
- 56:47the fence.
- 56:48>> More lights.
- 56:49They like break them all up.
- 56:53Yeah.
- 56:53>> Does that mean he's going to curve?
- 56:56>> Uh on this little piece here
- 56:58>> Mhm.
- 56:58>> where the south alpha is currently.
- 57:00>> Mhm.
- 57:01>> He's going to have to move that stuff in
- 57:03I don't know 5 6 ft.
- 57:05>> Right ahead and blaze right through it.
- 57:06>> But it's a relatively short run. It's
- 57:08it's only a down 2 ft.
- 57:09>> Mhm.
- 57:10>> So it won't be a huge thing. The power
- 57:13is there.
- 57:14It So
- 57:16we'll have to build a little thing that
- 57:18runs his power will have to run
- 57:20underground for 6 or 8 ft and then pop
- 57:23up for his pump cuz he's got a pump sits
- 57:27right here.
- 57:27>> Okay.
- 57:28>> And that's him done.
- 57:28>> Is that not ours?
- 57:29>> Yeah, that's all over hearing. Yeah,
- 57:31yeah.
- 57:32>> Okay.
- 57:35Do you have a question, Brad?
- 57:36>> No, no, no question. I was just The last
- 57:38comment is then I'm I'm assuming we'll
- 57:40have to have some outreach or somebody
- 57:42what I don't know who the somebody is.
- 57:43Maybe it's us, maybe it's the port.
- 57:45Whomever to those folks that farm it now
- 57:47to say this was your last This was your
- 57:49last season. Once this thing gets put
- 57:52up, you can't get in.
- 57:54>> Yeah, it's going to be the port cuz
- 57:56that's the one who leases it from him.
- 57:59>> Okay.
- 58:00>> Cuz they don't they don't lease our It's
- 58:01not our property.
- 58:03So.
- 58:04>> What about this north property cuz this
- 58:06This right here is city-owned property.
- 58:09That fence line is going along the
- 58:11property line.
- 58:12>> Well, that that person, as you call the
- 58:14chicken man,
- 58:16doesn't
- 58:18He doesn't listen to us anyway. We told
- 58:20him not to put water on our hay lots and
- 58:23he puts water on anyway. We can send him
- 58:25letters.
- 58:26>> Well, he actually got water in the the
- 58:28asphalt.
- 58:28>> Yeah, see?
- 58:29>> Yeah, the main runway that's
- 58:31You know, we've asked him We've asked
- 58:33him nicely how many times?
- 58:34>> This is all city property over there.
- 58:36>> Um the big yellow building
- 58:37>> This property is port property. This
- 58:40parcel here is All of this is city
- 58:42property. This is all the This is all
- 58:44the same parcel right here.
- 58:45>> That That space here
- 58:48That's That's port.
- 58:51>> I don't remember on this.
- 58:53>> No, that's city.
- 58:54This is port over here.
- 58:55>> This one on the far east side is
- 58:57>> Yeah, that person, yeah. Yeah, alfalfa
- 58:59fields this.
- 59:00>> And I thought right there where it
- 59:02jumps, I thought that was port also.
- 59:05I could be wrong.
- 59:09Well, I can tell you in just a second.
- 59:10>> I was going to say I can.
- 59:12>> If you If you pull up the city map
- 59:13>> software on that, so
- 59:15>> Yeah, if you pull up the city map, the
- 59:16Yakima thing, Stephanie, it's got good
- 59:19boundary lines on it.
- 59:21But that's all I need to I don't have
- 59:23any other more com- comments or
- 59:24questions. I I all of your time. Um
- 59:26thank you very much for so we can If you
- 59:28want to move on, we can move on.
- 59:36>> Dude, what's our next item?
- 59:39>> So, actually this shows as uh City of
- 59:41Sunnyside. And all of
- 59:43>> Okay, that parcel
- 59:44>> That parcel that we would 45 that city.
- 59:46>> Okay.
- 59:47>> Okay.
- 59:47>> Okay.
- 59:52And that goes all the way to the north.
- 59:55And then you can see where the port
- 59:56parcel is. This this little about that
- 59:58of the city of Sunnyside.
- 59:59>> It's the port.
- 1:00:00>> That's this piece right there.
- 1:00:02And then
- 1:00:04So, that fence line is drawn essentially
- 1:00:06on the property boundary.
- 1:00:09You're right, it's all one parcel.
- 1:00:11>> The original plan was to offset it by a
- 1:00:12foot or two from the um
- 1:00:15property line.
- 1:00:16>> Yeah.
- 1:00:16>> It'll probably be a little bit more than
- 1:00:18that to ensure those weir boxes are on
- 1:00:20the outside of the fence because
- 1:00:23those are kind of right on the top
- 1:00:25property line. They They range well in
- 1:00:27what they are, I think.
- 1:00:29>> They moved it.
- 1:00:30Does SCD have a easement through there?
- 1:00:33>> I
- 1:00:35can double-check. I don't
- 1:00:37They have an easement. I mean, I know
- 1:00:39they have an easement over here where
- 1:00:40this is hiked. And obviously they have
- 1:00:43one where it's open, too. Um
- 1:00:45>> On the north side of the
- 1:00:46>> But I don't think we have that.
- 1:00:51>> The city will need to get an easement
- 1:00:52from the port on the east side where the
- 1:00:54fence is going for property. So, we'll
- 1:00:55have to work through that on this
- 1:00:56project, but um that's another thing.
- 1:01:00But I talked to Adam and Adam yesterday
- 1:01:02about that and he's
- 1:01:04pretty um
- 1:01:08pretty uh what's the word I'm thinking
- 1:01:09for there? He's he's convinced that's
- 1:01:11going to be an easy thing. They're ready
- 1:01:12to do that.
- 1:01:14>> So, they'll put the fire hydrants on the
- 1:01:16inside of the fence.
- 1:01:20>> Fire hydrant
- 1:01:21>> Yeah, inside.
- 1:01:21>> On on Airport South of Airport Way.
- 1:01:23>> Yeah.
- 1:01:24>> It would be south of the them last week.
- 1:01:27Hydrants. Yeah, yep.
- 1:01:29If not you got to put a gauge in each
- 1:01:30one of those. Yeah, now I'll put them on
- 1:01:32the inside.
- 1:01:34>> Something like that.
- 1:01:38>> So
- 1:01:41That'd be better anyway cuz then the
- 1:01:42power poles are closer than that.
- 1:01:46>> All right, follow up with airport
- 1:01:47lighting issues.
- 1:01:49Okay, Mr. Nolan.
- 1:01:52Um
- 1:01:54We did have patrol on the lighting.
- 1:01:58There was a couple lights that were out.
- 1:02:00I think you got both of them.
- 1:02:04They're they're they're operating the
- 1:02:05issue is
- 1:02:07that they're dim.
- 1:02:08>> West end of the runway was
- 1:02:12>> So
- 1:02:12>> Yeah, it's like cannons and stuff. So
- 1:02:14the real issue originally Adrian brought
- 1:02:17to us is the beacon.
- 1:02:19>> Yeah, I didn't want to go out there but
- 1:02:21>> And I think our beacon is just
- 1:02:23inadequate and I don't know if it's age
- 1:02:26design
- 1:02:28>> Ted was supposed to go out there with me
- 1:02:30on that one.
- 1:02:31>> Well, they the three guys went over
- 1:02:33there and said it's working.
- 1:02:35The the light is working.
- 1:02:36>> And then just just not very good.
- 1:02:38>> Yeah, it needs to be opened up and
- 1:02:40cleaned probably. That's not the
- 1:02:41original one. But not the original one.
- 1:02:44No, the original one was right north of
- 1:02:46my place a long long long time ago.
- 1:02:49>> So do we have to buy any beacon?
- 1:02:52>> I just need to take the bucket truck up
- 1:02:54there, open it up and look at it.
- 1:02:56>> Well, they opened it and that's how they
- 1:02:57know it's working.
- 1:02:58>> Yeah, well I I know it's working
- 1:03:01and they clean the lenses and stuff.
- 1:03:03>> I didn't ask them I thought I would have
- 1:03:06assumed that they did but
- 1:03:08>> It's not
- 1:03:08I know I thought it was just
- 1:03:10>> That's what I was going to say yeah.
- 1:03:11>> Yeah, the other theory we have is it
- 1:03:13just hasn't been serviced in 10 years.
- 1:03:15And it could be that it's dim because
- 1:03:17it's dirty.
- 1:03:18>> Yeah.
- 1:03:19>> I mean, for us to just
- 1:03:20>> It could be that it's just we need to
- 1:03:22operate the bulb.
- 1:03:23>> Mhm.
- 1:03:24>> That's another possibility.
- 1:03:26>> that that's I think it's not it's not an
- 1:03:28LED.
- 1:03:29>> It's It's dimmer than it was since I've
- 1:03:32been on the airplane.
- 1:03:32>> I would agree with that.
- 1:03:33>> acutely.
- 1:03:34>> Cuz I did a lot of night flying in 2018.
- 1:03:37And again in 2020.
- 1:03:39>> Mhm.
- 1:03:40>> And it was much brighter then than it is
- 1:03:42now.
- 1:03:43>> Okay.
- 1:03:45>> Yeah, I I mean
- 1:03:47I think for for us to have meetings and
- 1:03:49then say, well, we didn't really look at
- 1:03:51it. That's fine. But, I think
- 1:03:54you know, this is as complicated as you
- 1:03:56want to make it.
- 1:03:57>> Mhm.
- 1:03:57>> I don't think looking into buying a new
- 1:03:59beacon is just It's there. It's
- 1:04:01functional. It's just really dim. You
- 1:04:03can compare it to a similar unit that's
- 1:04:05at Prosser, which you can spot Prosser
- 1:04:08on the side, yeah. Not the other way
- 1:04:09around.
- 1:04:10>> Mhm.
- 1:04:10>> So, I think if you know,
- 1:04:12if we need to get the interior of the
- 1:04:14lens is polished something or cleaned or
- 1:04:17>> I would call the manufacturer and say,
- 1:04:19do you have an upgraded bulb? That's the
- 1:04:21simplest fix.
- 1:04:22>> Yeah.
- 1:04:23>> And the cheapest fix is, hey, you got
- 1:04:26like some high powered LED that lasts
- 1:04:28for 10,000 years? That's the one we
- 1:04:30want. You know?
- 1:04:32>> Well, they make a bumblebee that would
- 1:04:33probably be
- 1:04:35applicable to that.
- 1:04:37I think you can
- 1:04:39have a couple of them and and you can
- 1:04:41probably put a shield on one side for
- 1:04:43your rotation or whatever it is. I
- 1:04:45haven't seen the mechanism yet, but it
- 1:04:47looks like it's so far to be able to get
- 1:04:49it working.
- 1:04:51>> I I think I would start off with maybe
- 1:04:53just checking to see if the lens is
- 1:04:55dirty. You know, we do have a dusty
- 1:04:58environment.
- 1:05:01>> Okay.
- 1:05:03>> Yeah, I I would just call the
- 1:05:04manufacturer on the bulb issue. Be uh
- 1:05:07There's a good chance there's an
- 1:05:08upgraded bulb available. Do you know
- 1:05:09what bulb
- 1:05:10Did you find any of those light bulbs
- 1:05:12the runway?
- 1:05:13>> Dig it. Dig it. Is there a room full of
- 1:05:16them?
- 1:05:16>> handful of them. Maybe a box full of
- 1:05:18them.
- 1:05:18>> Oh, maybe the box the middle of the
- 1:05:20runway more
- 1:05:22>> that I don't know about, but the ones I
- 1:05:24did find were up on a shelf up there and
- 1:05:26they're probably a
- 1:05:27pretty good size box full and I was
- 1:05:29thinking, well, I hope they're all the
- 1:05:30same.
- 1:05:32>> Have you replaced any of them?
- 1:05:34>> Yeah, I replaced three out there.
- 1:05:35>> Did you understand Did you notice
- 1:05:37whether they're brighter than the ones
- 1:05:38that are existing?
- 1:05:39>> see them at night.
- 1:05:40>> I mean, where are your bus?
- 1:05:42>> There is a difference in brightness
- 1:05:43between the various bulbs. Let's assume
- 1:05:46it has to do with age.
- 1:05:47>> Yeah, yeah, the two strips at the end of
- 1:05:49the runway.
- 1:05:50>> Mhm.
- 1:05:50>> And that's the only ones I found broken
- 1:05:52while I was out there, but I didn't I
- 1:05:53had to uh meeting to get to.
- 1:05:55>> So, at the very end of the runway with
- 1:05:57the the runway strip
- 1:05:58>> The 40 was end of it.
- 1:06:00>> Yeah, yeah, yeah, those I know those
- 1:06:01lights were there. Yeah.
- 1:06:02>> You don't even know what end of the
- 1:06:03runway those are on.
- 1:06:05>> If you land a little short, that's what
- 1:06:06you find.
- 1:06:07>> Yeah.
- 1:06:07>> Yes.
- 1:06:07>> Okay.
- 1:06:08>> Were they clear or frosted?
- 1:06:11>> Uh there was one frosted and
- 1:06:13>> Aren't they red?
- 1:06:14>> No.
- 1:06:15>> They're white?
- 1:06:16>> They have a two sides to them and some
- 1:06:17of them are clear.
- 1:06:18>> Oh, that's right. You're right. Yeah,
- 1:06:20okay.
- 1:06:20>> I just mashed all of them up.
- 1:06:22>> Yeah, the bulb is
- 1:06:23There's some
- 1:06:24clear ones and there's some frosted
- 1:06:25ones. Yeah, the frosted ones look like
- 1:06:27camel turds.
- 1:06:28>> Yeah, they shouldn't I wouldn't even
- 1:06:30think about putting something like that
- 1:06:31where you're starting your
- 1:06:32>> You go out there and there's scattered
- 1:06:34through the whole
- 1:06:35>> I had My intention was to get out there
- 1:06:37at night and look at them again and see
- 1:06:39what's going on.
- 1:06:40>> I don't know about that way.
- 1:06:40>> And what By 6:00, it's dark dark now, so
- 1:06:43you don't have to wait till 8:00. You
- 1:06:45know, it's dark at 6:00.
- 1:06:46>> Oh, yeah.
- 1:06:47That's uh dark a long time, too. Get up
- 1:06:50and
- 1:06:51>> It's That's a flashlight.
- 1:06:53It's night is difficult. That runway is
- 1:06:55finding that beacon and then
- 1:06:57you know, you see prosser, it's really
- 1:06:59bright and then the runway is just It's
- 1:07:01like a bunch of candles.
- 1:07:02>> I just fly the GPS
- 1:07:04and what I often do is overfly the field
- 1:07:07and then usually it's calm at night so
- 1:07:09you make a left turn and then 45 into a
- 1:07:12downwind 25.
- 1:07:14So I just come in at pattern altitude so
- 1:07:16I'm at 1,700.
- 1:07:18Instead of if it was lit well lit I
- 1:07:20would just fly direct.
- 1:07:22But instead I do that overhead pattern
- 1:07:25so that I know I'm looking down at the
- 1:07:26runway and I'm on the right spot.
- 1:07:29And says sunny side big letters and then
- 1:07:32I can make a left turn and get into left
- 1:07:34pattern for 25.
- 1:07:36Cuz very few people land on 07 at night.
- 1:07:39It's like 80% come on 25.
- 1:07:42>> It's not lit up there though.
- 1:07:44>> Yeah well
- 1:07:45>> What's not
- 1:07:45>> going over the highway.
- 1:07:47>> It's a better approach because you're
- 1:07:48not right over top of the freeway.
- 1:07:50>> Or yeah.
- 1:07:50>> Yeah among other things but
- 1:07:53>> Well we used to I I would be able to see
- 1:07:55that
- 1:07:56the beacon from
- 1:07:58school you know why it was
- 1:07:59just real easy and
- 1:08:01and never thought of it not
- 1:08:03continuing you know.
- 1:08:04>> It's it's hard to see until you're
- 1:08:06pretty close.
- 1:08:07>> Yeah.
- 1:08:07>> And if it's really clear out and you
- 1:08:09know where to look
- 1:08:11you'll actually often times see the
- 1:08:12runway lights before you'll see the
- 1:08:14beacon.
- 1:08:16As Prosser when you get to uh
- 1:08:21about that city if you're at 4,000 or
- 1:08:23better you'll see Prosser's.
- 1:08:26>> Yeah they got
- 1:08:27>> Yeah.
- 1:08:28>> What's next?
- 1:08:31>> We've already talked about the migrating
- 1:08:33birds when
- 1:08:34>> Yeah yeah.
- 1:08:35>> Covered migrating birds uh
- 1:08:38Do we have any new items that committee
- 1:08:39members would like to bring
- 1:08:42forth at this time or can we continue
- 1:08:44with the agenda?
- 1:08:46>> I All those weeds down there in the
- 1:08:48turnaround.
- 1:08:50Cuz we got a mouse we have mice problem
- 1:08:51now.
- 1:08:52>> Mice this year's been
- 1:08:54had several in my hangar.
- 1:08:55>> They're even in my lawn.
- 1:08:57>> Um so I pushed all those weeds up in a
- 1:09:00pile them up them.
- 1:09:01>> Okay.
- 1:09:01>> I don't know if it's fire department.
- 1:09:03>> Yeah, he was out there on his tractor
- 1:09:04with his
- 1:09:05rotary mower and cleaned that whole area
- 1:09:08up at this intersection right here.
- 1:09:11So, he you know, this is
- 1:09:14the dirty spot for that taxiway is that
- 1:09:17corner right there.
- 1:09:19>> Yeah, the mice were They were probably
- 1:09:21200 mi and they were just going
- 1:09:23everywhere.
- 1:09:24>> That's probably three straight cats out
- 1:09:26there.
- 1:09:27>> So, I'll I'll burn it.
- 1:09:29As soon as it dries up, we'll burn it.
- 1:09:30>> And I didn't I got another pile between
- 1:09:32the Wasser and Yorn well in front of
- 1:09:35Tyler's place. I pushed all those weeds
- 1:09:37up, too.
- 1:09:38>> Okay.
- 1:09:38>> And then I mowed that again.
- 1:09:40>> Yeah. Yeah. So, thank you for your
- 1:09:42community service. You know, your mower.
- 1:09:45Um a comment related to this is
- 1:09:49you know, weed science is the core of my
- 1:09:52expertise.
- 1:09:53We hit it absolutely on the golden hour
- 1:09:57for this past 26 application.
- 1:10:01He sprayed and like 48 hours later we
- 1:10:04got like half an inch of rain.
- 1:10:07And you know how little follow-up work
- 1:10:09we had to do this year. It was like less
- 1:10:12than 10% of the year before.
- 1:10:15Okay. So,
- 1:10:17re-emphasize when it's we get to March
- 1:10:19and he's getting ready to make that
- 1:10:20application, tell him
- 1:10:23you know, wait till the weather guy is
- 1:10:24certain we're going to get at least
- 1:10:262/10.
- 1:10:27And spray within 24 hours preceding.
- 1:10:31And I don't care if he's out there when
- 1:10:32it starts raining.
- 1:10:34Because that's why it worked. It pulled
- 1:10:36it down right into that quarter-inch
- 1:10:38zone
- 1:10:39where the sun didn't get it and degrade
- 1:10:41it. That's so it stayed potent and
- 1:10:44that's the germination for those weeds.
- 1:10:46Easiest place to kill a weed is when it
- 1:10:48sends that first little root out. Or
- 1:10:50even emerges.
- 1:10:51>> Okay.
- 1:10:51>> Can we notify
- 1:10:54Life Flight and um
- 1:10:57Air Net
- 1:10:58and just have them do their straight-in
- 1:11:00approaches. Do north of the palm by the
- 1:11:03light
- 1:11:04the sunny side sign.
- 1:11:08The only reason we got them
- 1:11:09>> [clears throat]
- 1:11:10>> they're coming in and they're doing air
- 1:11:11taxis and stuff. They're blowing crap
- 1:11:12everywhere.
- 1:11:13>> Yeah, they're actually going right in
- 1:11:15front of his hangar on the taxiway.
- 1:11:17>> Airlift and Lifeflight.
- 1:11:18>> It's mainly the Lifeflight guy.
- 1:11:21The The guy driving the blue 417.
- 1:11:23>> Then what?
- 1:11:25>> What's that?
- 1:11:25>> Where do you Where do you want them?
- 1:11:27>> Just have them do a straight-in. No more
- 1:11:28air taxiing.
- 1:11:29>> Straight-in.
- 1:11:30>> They don't need to air taxi. Because
- 1:11:32they
- 1:11:32>> They taxi down the runway, that's when
- 1:11:33everything gets
- 1:11:35Cuz the runway is clean, but then the
- 1:11:38taxiway they're coming right down the
- 1:11:39taxiway they're blowing stuff both ways.
- 1:11:41>> Right.
- 1:11:41Straight-in, no more air taxiing. They
- 1:11:44don't need air taxiing. I mean
- 1:11:45>> I'll I'll get a hold of them.
- 1:11:48So.
- 1:11:48>> Most of them do a really good job. Guys
- 1:11:49coming out of Richland or Moses Lake do
- 1:11:52a really good job. You get the U-Dub
- 1:11:53guys and they want to air taxi.
- 1:11:55It creates a problem for us.
- 1:11:57>> Okay.
- 1:11:57>> Yeah.
- 1:11:58>> I will get a hold of them tomorrow.
- 1:12:00>> That stuff is in my mix tank and
- 1:12:01>> But our problems are so much less than
- 1:12:03they were last year. We just
- 1:12:0690 versus 10%.
- 1:12:07>> Yeah.
- 1:12:08>> Yeah, that is.
- 1:12:10Uh any other new items of meeting
- 1:12:13members to consider?
- 1:12:16Uh staff members, do you have any new
- 1:12:18>> Yes. So, I know I have a letter from
- 1:12:23Mr. Derby about the lease.
- 1:12:27So, I'll be working on those.
- 1:12:29>> Yes.
- 1:12:30>> No Red
- 1:12:31wants to lease the property for his. So,
- 1:12:34if I can get a letter
- 1:12:35stating you want to do the lease
- 1:12:38so I can start working on that.
- 1:12:40Um
- 1:12:42and then
- 1:12:43everybody else if you want I'm trying to
- 1:12:45get you guys a lease extension.
- 1:12:48So, cuz that's what Mr. Derby wants. He
- 1:12:50wants a lease extension. So, if
- 1:12:52everybody that, I can get it all in one
- 1:12:54shot, send send all the lease agreements
- 1:12:56to the attorney, and then we can get it.
- 1:12:59>> Did you
- 1:13:00>> What what are you thinking on that?
- 1:13:01Yeah, year-wise.
- 1:13:03>> Uh I think Mr. Derby put on
- 1:13:08Just going off his letter.
- 1:13:10Um
- 1:13:13The lease provider left the written 90
- 1:13:16days. Yeah, to 2032.
- 1:13:21So,
- 1:13:23the notice of exercise of lease written
- 1:13:24notice of exercise of optional term to
- 1:13:26begin on January 1st, 2028, expires on
- 1:13:30December 31st, 2032.
- 1:13:33>> Okay, so 8 32.
- 1:13:35>> Put it in writing on
- 1:13:36>> 5 years.
- 1:13:36>> If you want to do 2027,
- 1:13:39I mean, I can work I mean, that's I'm
- 1:13:40just working on it right now.
- 1:13:42Um I don't know if I'll have it ready by
- 1:13:442027, but at least
- 1:13:46>> The original ones were 20 year, I think.
- 1:13:50>> Yeah, 8 15 to 20. I know 4 or 5 year
- 1:13:53lease.
- 1:13:54>> That's what he has.
- 1:13:56>> 10.
- 1:13:57>> Yeah.
- 1:13:58>> Did you Did you want to go longer than 5
- 1:14:00years?
- 1:14:01>> Sure.
- 1:14:02>> I think
- 1:14:03we have another 5 years.
- 1:14:04>> Yeah, I think we Pam was just saying we
- 1:14:06have a 5 and then another rolls over
- 1:14:08into another 5.
- 1:14:09>> Yeah, cuz you have 97 to 22
- 1:14:14initially right there, and then for an
- 1:14:16additional 5 year period um the lease
- 1:14:19provider unless it's written notice of
- 1:14:2190 days before expiration of term.
- 1:14:23>> 5 the first go around.
- 1:14:24>> Okay.
- 1:14:26I mean, we can do longer. You guys want
- 1:14:28to do longer? Just Whatever whatever
- 1:14:30>> for all these.
- 1:14:31>> If that's If that's what you guys want,
- 1:14:33then we can go longer. Just We got to
- 1:14:34give me a number so I can make sure I
- 1:14:36get those in there.
- 1:14:37>> Okay. I want to say the first one was 20
- 1:14:39or 25
- 1:14:40>> Okay.
- 1:14:40>> when I did it.
- 1:14:41>> So, you guys want to go back to 2025
- 1:14:44years?
- 1:14:45>> Yeah. What's the downside?
- 1:14:47>> I think that the house lease
- 1:14:49>> Nothing.
- 1:14:50>> If you if well, if
- 1:14:51>> It's not really I mean that's really.
- 1:14:53>> If you're going to sell if you're going
- 1:14:54to sell something
- 1:14:56and you're you got it got 5 years and
- 1:14:58that creates problem.
- 1:14:59>> Okay.
- 1:15:00>> Right.
- 1:15:00>> So, will will 25 years
- 1:15:03and then Um so, I'm just getting a
- 1:15:06letter from everybody so I can try to
- 1:15:07get this going and get it all sent it
- 1:15:09out.
- 1:15:09>> Get your letter to Bob Ward.
- 1:15:10>> All tenants need to send you a letter.
- 1:15:12>> Yes.
- 1:15:13>> Okay.
- 1:15:13>> Yeah.
- 1:15:14>> Yeah, we'll need it. We'll get a letter
- 1:15:16into you, Hector.
- 1:15:17>> Okay, thank you.
- 1:15:17>> Yeah, it's Adrian. That's that's what I
- 1:15:19was going to ask you is like I'm
- 1:15:20included in your lease agreement. So, do
- 1:15:23you not think it would be just kind of
- 1:15:26efficient and expeditious to get a
- 1:15:28longer lease?
- 1:15:30>> Yeah, I would like a 50-year lease.
- 1:15:32>> Yeah, I mean
- 1:15:33>> Yeah.
- 1:15:34>> What's the downside, right?
- 1:15:35>> Yeah, there's no downside on our part.
- 1:15:37But, I just I just
- 1:15:38>> Sure. Yeah, I'm good with that.
- 1:15:41>> Okay.
- 1:15:41>> Well, while I have the floor
- 1:15:43uh on one other thing. Last last meeting
- 1:15:45I I mentioned that uh
- 1:15:47I would look into uh lighted uh
- 1:15:49uh wind socks. And I did talk to a lady
- 1:15:52in California that uh with a company on
- 1:15:55lighted wind socks. And um
- 1:15:59looked in, got pricing on the on the
- 1:16:00whole thing with the stand and the whole
- 1:16:02works. And but I wanted to take a look
- 1:16:04and see how much we really needed of our
- 1:16:08equipment to adapt into our our existing
- 1:16:11wind socks. And the last couple weeks
- 1:16:13I've been just a little bit tied up. Uh
- 1:16:15had some few issues. And so, anyway,
- 1:16:18uh that's that is in progress. But, the
- 1:16:20LED lighted wind socks, the whole
- 1:16:22enchilada is is an expensive unit. But,
- 1:16:26but like I say, we don't need the stand.
- 1:16:28We have a wind sock. We have a lot of
- 1:16:30that kind of stuff. So, anyway, that is
- 1:16:31in progress. Just kind of a progress
- 1:16:33report.
- 1:16:36>> Okay.
- 1:16:37>> So, I'll send you a just an email in the
- 1:16:38morning.
- 1:16:39>> Because I'm the president of the East
- 1:16:42Air Group. There's There's four of us.
- 1:16:45>> Just make sure you put on there
- 1:16:47the name just so I know that I have all
- 1:16:49those in different files, so
- 1:16:51>> Yeah. Yeah, I'll I'll use the official
- 1:16:54LLC or whatever it is.
- 1:16:55>> All right, I appreciate that.
- 1:16:57>> [laughter]
- 1:16:57>> Cuz that's the we've got to be in the
- 1:16:58paperwork anyway.
- 1:16:59>> Yeah.
- 1:17:00>> I missed last meeting, but has the Wi-Fi
- 1:17:02thing just been dropped?
- 1:17:04>> No.
- 1:17:05>> Okay.
- 1:17:05>> So
- 1:17:06>> So no update?
- 1:17:07>> No, right now I'm I been concentrating
- 1:17:09we cuz we have [clears throat] uh
- 1:17:12fun uh
- 1:17:13big week coming up the project.
- 1:17:14>> Okay. Well, keep that in incubating.
- 1:17:17>> Got you.
- 1:17:17>> That's good thoughts.
- 1:17:19Um
- 1:17:22Anything more for staff?
- 1:17:24>> Any other issues from staff?
- 1:17:26>> Um we did get
- 1:17:29uh
- 1:17:32under the
- 1:17:34active agenda
- 1:17:35we got through
- 1:17:39s-
- 1:17:40a little more detail on the construction
- 1:17:42schedule. Did Did we talk
- 1:17:44Did you give us a number?
- 1:17:46A guest of it?
- 1:17:48>> So
- 1:17:49it will go to construction sometime next
- 1:17:51summer.
- 1:17:51>> Okay. That's good.
- 1:17:53Uh the courtesy vehicle
- 1:17:56we're s-
- 1:17:57I actually incubating I'm going to have
- 1:17:59to
- 1:18:00if
- 1:18:01if it's a dome is correct and
- 1:18:03miss um
- 1:18:06>> Okay.
- 1:18:07>> No.
- 1:18:08Uh
- 1:18:10Meanwhile
- 1:18:10>> No.
- 1:18:11>> has the insurance for it. I got to get a
- 1:18:14pricing.
- 1:18:15>> Okay.
- 1:18:15>> That's a whole different insurance and
- 1:18:17that has to go through city manager,
- 1:18:19council, all that.
- 1:18:20>> Okay.
- 1:18:20>> That would have to be approval for us to
- 1:18:23do the whole vehicle. So
- 1:18:26>> Well, identifying like you said you you
- 1:18:29can use your phone number.
- 1:18:31That'd be a good way to
- 1:18:33get to get access.
- 1:18:34>> Okay.
- 1:18:35>> Um
- 1:18:36>> Excellent idea.
- 1:18:37>> Let's see. Yeah, this this behind fence
- 1:18:39That's a great idea. And the guys have
- 1:18:41come in.
- 1:18:44I'm going out there a few times when
- 1:18:45these pilots come in and talk to them
- 1:18:47about what it's like.
- 1:18:50Northern California, so
- 1:18:52Yeah. So you have to fill up a lot.
- 1:18:55Found a guy last week with Albuquerque.
- 1:18:58You're going to have to have a minute.
- 1:19:01Build it also.
- 1:19:02>> Yeah.
- 1:19:03>> Then you publish into things like phone
- 1:19:04apps so people can get access.
- 1:19:06>> So one of my aircraft owners is when I
- 1:19:08had to base.
- 1:19:10So when he gets serious to call me.
- 1:19:13And I become
- 1:19:15his Uber. He calls it Stuber.
- 1:19:18>> [laughter]
- 1:19:19>> Actually uses port.
- 1:19:21>> Yeah, just turns into the airport.
- 1:19:23>> Yeah.
- 1:19:23>> You know, there's there's an
- 1:19:24organization called AOPA, airports
- 1:19:27owners and
- 1:19:29but anyway, I will check with them as
- 1:19:32far as how other airports are
- 1:19:36accomplishing a courtesy car. They they
- 1:19:39might be able to shed a little light.
- 1:19:40It's it's a national organization.
- 1:19:42>> Okay, yeah.
- 1:19:43>> I'll send you a contact for that.
- 1:19:45>> Okay.
- 1:19:45>> Okay.
- 1:19:46>> Yeah, I think the last person I talked
- 1:19:47to like I said, they it was
- 1:19:51that goes else with Glendale lost their
- 1:19:53city. They went out and then their their
- 1:19:55insurance like ours WIC did no more.
- 1:19:59Um
- 1:20:01Think it was Pullman. They were
- 1:20:03contracting with somebody that Texas one
- 1:20:06of the insurances down there to allow
- 1:20:08them to use the courtesy car. Okay.
- 1:20:11So
- 1:20:12>> Internet is a wonderful thing now,
- 1:20:14right?
- 1:20:14>> Yes.
- 1:20:15>> They all I ever had to do there is show
- 1:20:16them my pilot's license. They take a
- 1:20:19photocopy of it and give me the key and
- 1:20:20off I go.
- 1:20:21>> Yeah.
- 1:20:22>> That also
- 1:20:23>> Okay, so we'll I'll keep on working on
- 1:20:25that. Okay, thank you.
- 1:20:27>> Uh update on the the cost of the
- 1:20:30hardware and installation on the
- 1:20:31repeater for the east half of the
- 1:20:35airport.
- 1:20:36>> What is that internet? That's the
- 1:20:37internet.
- 1:20:38>> That's the internet.
- 1:20:40>> I'm what what we're working on is
- 1:20:42>> WyCo.
- 1:20:43>> Okay. All right. Um
- 1:20:45>> Is it the after you again?
- 1:20:46>> With two fence things.
- 1:20:55>> I haven't seen this
- 1:20:56>> Spectra tube sticking out. Spectra can
- 1:20:58and all that.
- 1:20:59>> Come down.
- 1:21:00>> Airport way all the way to Alamos.
- 1:21:01>> So
- 1:21:02>> Uh cable uh
- 1:21:03>> One of the subheadings
- 1:21:05>> Right.
- 1:21:05>> that we did not get to
- 1:21:08is 0.4
- 1:21:10uh uh on this airport fencing project uh
- 1:21:14page
- 1:21:15which is continued agricultural use. And
- 1:21:18And I sent Hector a little note on this.
- 1:21:21And I I thought about it a little bit.
- 1:21:24And um
- 1:21:26I I
- 1:21:27you know, I I
- 1:21:29it probably the greatest impact to the
- 1:21:31community
- 1:21:33is the aerial applicator. And the reason
- 1:21:35is
- 1:21:36cuz the Alamosa County
- 1:21:38generates $2.6 billion
- 1:21:40of income
- 1:21:42from agricultural sources.
- 1:21:44Okay?
- 1:21:46That's like 80% if you exclude
- 1:21:49government and you talk only private
- 1:21:50industry. Cuz private industry makes
- 1:21:52money, government consumes money, okay?
- 1:21:56So if you're talking about the people
- 1:21:56that make the the tax base, it's
- 1:21:58agriculture. It's way over 85% in
- 1:22:01Alamosa County. So
- 1:22:04uh I I I think we're fortunate we have
- 1:22:05two applicators there.
- 1:22:07Once in a while Northland Helicopters
- 1:22:09will come in and and do some stuff out
- 1:22:11of there [clears throat] as well.
- 1:22:12They're based in Alamosa, but they'll
- 1:22:14come down when they're working in the
- 1:22:16area.
- 1:22:17Uh I think it's it's uh
- 1:22:20critical that we maintain that base. I
- 1:22:23asked Red how many acres he flies and
- 1:22:25and he flies almost exclusively on
- 1:22:28irrigated high-value crops.
- 1:22:30>> Mhm.
- 1:22:30>> For a lot of money per acre.
- 1:22:32>> And we got the Clementine here.
- 1:22:34>> I mean, for certain of my specialty
- 1:22:36stuff,
- 1:22:37getting $40,000 an acre. That's
- 1:22:40>> Good.
- 1:22:40>> So,
- 1:22:42what I meant by continued agricultural
- 1:22:44use is what we touched on earlier is
- 1:22:45other people use it as farming on the
- 1:22:48property. And that's what
- 1:22:50constitutes continued agricultural use.
- 1:22:52So, if we've covered we've covered that
- 1:22:55already, so that covers what I was
- 1:22:57concerned about.
- 1:22:58>> Yeah.
- 1:22:59No, I hear you.
- 1:23:00>> Well, why does it say aerial applicator?
- 1:23:02>> Yeah, I just I think it's an important
- 1:23:05important component of the airport and
- 1:23:08it in terms of the economic activity
- 1:23:10that it drives,
- 1:23:12it's number one. It has It has that. So,
- 1:23:14um it's good to ask the question, and as
- 1:23:16always,
- 1:23:18um and I think
- 1:23:21but is there a general consensus on the
- 1:23:23committee that that uh this is an
- 1:23:25important thing that we should continue
- 1:23:27to support?
- 1:23:28>> Yes.
- 1:23:29>> Okay. All right. So,
- 1:23:31um
- 1:23:32>> I second.
- 1:23:32>> You know, I think we can sort of go
- 1:23:34through that. Um
- 1:23:36funding and construction priorities.
- 1:23:39Um I think we've discussed this
- 1:23:40previously, and our current tunnel
- 1:23:43vision focus is really on the fence.
- 1:23:45>> Mhm.
- 1:23:46>> Okay? Once we get the fence project
- 1:23:48done, then we can start thinking about
- 1:23:50other things we're going to do. And I'm
- 1:23:51not discounting the T-hangars. I have
- 1:23:53faith that the T-hangars are a good
- 1:23:55build. Okay? I have faith.
- 1:23:56>> I'm glad you have faith.
- 1:23:58>> [laughter]
- 1:23:59>> I'm
- 1:23:59I can only do so much.
- 1:24:00>> Every now and then I like to cancel. I
- 1:24:02have a lot of faith.
- 1:24:02>> I appreciate that.
- 1:24:04>> So, you see
- 1:24:05you guys will not start the T-hangar
- 1:24:07until next June. Is that what you're
- 1:24:08saying?
- 1:24:09>> No, that's the fence.
- 1:24:11>> Okay.
- 1:24:11>> The T-hangar should go sooner than that.
- 1:24:14>> Well, let's let's be careful. That's not
- 1:24:16our project. That's the port project.
- 1:24:18So, let's
- 1:24:18>> The port project. We have no control
- 1:24:19over
- 1:24:19>> Adam should speak to that.
- 1:24:21>> All right.
- 1:24:21>> It's still it's done and done it.
- 1:24:23>> Yeah. I'm
- 1:24:24>> hoping
- 1:24:26with me talking to her and
- 1:24:29>> Until moving forward
- 1:24:32just so we're all clear, I'm putting
- 1:24:33this out there on the record.
- 1:24:36Cuz it was one of her
- 1:24:39upsetments.
- 1:24:42If there's any questions that you need
- 1:24:44from Angers or F F F A A that they F F A
- 1:24:47F A A
- 1:24:49please direct them to me so I can direct
- 1:24:52them to her. Because she was
- 1:24:55Yeah. It was she was getting a
- 1:24:58a lot of phone calls.
- 1:24:59>> we volunteered to go get her.
- 1:25:00>> Oh, I know and she she is very
- 1:25:02appreciative. She would love to meet Red
- 1:25:04cuz I talked about Red. I talked about
- 1:25:06Stu. I talked about all of you guys and
- 1:25:08I would have told them that they would
- 1:25:09love to go pick you up and she's
- 1:25:10excited.
- 1:25:12But she was getting a lot of phone calls
- 1:25:14from different people and
- 1:25:16>> Who? Like who?
- 1:25:17Cuz I never called them.
- 1:25:18>> No no not not
- 1:25:20>> Just in general.
- 1:25:20>> Just throwing that out there if if you
- 1:25:23guys do happen to call F F A F I think
- 1:25:27the F A A F A A
- 1:25:29please direct them to me and um I'm just
- 1:25:32putting this out there. Just just cuz
- 1:25:34I'm I'm going to want everybody to know.
- 1:25:37So
- 1:25:37>> know when you're going out there again
- 1:25:38cuz I'd like to meet her.
- 1:25:40>> I'm trying to get her down here.
- 1:25:42>> We're we're just out of step behind you.
- 1:25:43You just call us when you need us.
- 1:25:45>> I am and that she she's ready to come
- 1:25:48down she said so.
- 1:25:50>> So if June for the fence phase two
- 1:25:55>> phase one
- 1:25:56>> phase one
- 1:25:57here
- 1:25:58>> right by you guys
- 1:26:00>> Why are
- 1:26:00>> Phase one is north cuz that's the north
- 1:26:02side.
- 1:26:03>> Why are we doing the north side? We
- 1:26:04should be doing the south side first.
- 1:26:06>> I know we plowed that ground how many
- 1:26:08times?
- 1:26:09>> We can't because of the contamination
- 1:26:11issue.
- 1:26:12>> They can't do your area
- 1:26:14until you get back contamination.
- 1:26:15>> We thought that had to be taken care of
- 1:26:17before you do anything.
- 1:26:18>> No.
- 1:26:18>> No, we can do that on our
- 1:26:19>> We can do the whole north side, the
- 1:26:21whole east and west. It's phase three
- 1:26:24that I can't do.
- 1:26:25>> Something is better than
- 1:26:27nothing.
- 1:26:27>> I know.
- 1:26:28>> I just don't get that.
- 1:26:28>> And and I can't and I can't I'm trying
- 1:26:30to get the money. As you know, I'm
- 1:26:32talking to Mary and trying to get that
- 1:26:35money so I can get everything else done
- 1:26:38because
- 1:26:39that's going to cost me a lot because
- 1:26:41like you stated and she she backed it
- 1:26:43up, all that dirt needs to be gone. New
- 1:26:47dirt needs to bring in. It needs to be
- 1:26:49lined.
- 1:26:51So, I know.
- 1:26:53Trust me, it's like me going through a
- 1:26:54brick wall. It's not easy, but it's
- 1:26:56doable.
- 1:26:57>> All of our issues come from the south
- 1:26:59side of the yard.
- 1:27:00>> I understand.
- 1:27:01I understand. And I've explained that to
- 1:27:03Mary many times and
- 1:27:06I'm hoping that we're
- 1:27:07>> What does Mary have to do with the
- 1:27:08fence?
- 1:27:09>> Mary Mary's the the call the call the
- 1:27:13ecology.
- 1:27:13>> Ecology. So, she can give me money.
- 1:27:16>> But what we don't want is start the
- 1:27:18fence on your side
- 1:27:20>> And then once we
- 1:27:21>> And then we have to tear everything out
- 1:27:23because we got to bring all the dirt.
- 1:27:27You know what I mean?
- 1:27:27>> sense.
- 1:27:27>> Yeah.
- 1:27:29>> That's like 20 or 30
- 1:27:31double loads of dirt right there. That's
- 1:27:33quite a bit.
- 1:27:35>> Yeah.
- 1:27:36That's where I'm at.
- 1:27:39I know and I and I get what you're
- 1:27:41saying and what you're coming from. I
- 1:27:42totally do.
- 1:27:43>> across the road, the fence. Yeah, it is.
- 1:27:46>> No, I know.
- 1:27:47>> So, we just even though our priorities
- 1:27:49are reversed
- 1:27:50this is the way we have to do it because
- 1:27:51of that.
- 1:27:53>> And it has And it has nothing to I mean
- 1:27:55it
- 1:27:56Don't get me wrong, it has nothing on
- 1:27:57Red. You know, it's nothing on anybody.
- 1:28:00It was It was there. They They found it.
- 1:28:03It It is what it is.
- 1:28:05And it it it should have got taken
- 1:28:07done a long time ago like you know,
- 1:28:09we've all stated. When Red built his,
- 1:28:12that's when
- 1:28:14the whoever was sitting in the airport
- 1:28:16manager should have said, "Okay, we need
- 1:28:17to get this taken care of because
- 1:28:19knowing for the future, we're going to
- 1:28:21do this fence.
- 1:28:22I'll receive that to get done, but
- 1:28:24that's where I'm picking it up.
- 1:28:27So, and I'm covering that football like
- 1:28:29there's no cover before.
- 1:28:31Okay?
- 1:28:33>> I was under the understanding that if
- 1:28:34they just put asphalt over the top of
- 1:28:36that,
- 1:28:37they wouldn't have any more issues
- 1:28:38because it would not be penetrating down
- 1:28:41into the water table. Red, you got your
- 1:28:44>> Yeah, that was Mary's idea.
- 1:28:46>> Yeah.
- 1:28:47>> So, I don't know what the difference is
- 1:28:48now. She She's saying that we need to
- 1:28:50take all that dirt out.
- 1:28:52So,
- 1:28:55and if I and I can bring that up again
- 1:28:57to her because how deep you go on your
- 1:28:59asphalt?
- 1:29:01>> The spot I had to dig up was
- 1:29:0418 in.
- 1:29:0616 18 in,
- 1:29:07but I had to remove it and then I had to
- 1:29:09come in there with uh fresh dirt.
- 1:29:10>> Yep.
- 1:29:11Rock and ballast
- 1:29:13>> and all that.
- 1:29:14>> So, if that's I mean if if nothing else,
- 1:29:17I mean
- 1:29:18>> But I you got to do it all the way
- 1:29:19around those wells.
- 1:29:20>> No, I know. That's the problem. And
- 1:29:22that's actually that's the whole reason
- 1:29:23she's saying I need to take all of that
- 1:29:24dirt out and then bring in fresh dirt
- 1:29:27instead of doing asphalt.
- 1:29:28>> And that goes clear over to Ted's
- 1:29:30>> Mhm.
- 1:29:31>> hanger, correct?
- 1:29:32>> Yep.
- 1:29:34>> And how far out to the south?
- 1:29:36>> [snorts]
- 1:29:36>> Off the top of my head, I can't
- 1:29:37remember.
- 1:29:39So,
- 1:29:40>> Yeah, and environmental laws change
- 1:29:42every day and they're not getting
- 1:29:45>> Yeah, before you get digging out there,
- 1:29:46remember there's a septic field up close
- 1:29:49to that.
- 1:29:50>> [laughter]
- 1:29:51>> Just a little PS for you.
- 1:29:55>> Yeah.
- 1:29:58But
- 1:29:59All right, so I've given my spiel.
- 1:30:02>> Thank you very much. Is there any other
- 1:30:04new business
- 1:30:06old business to be revisited?
- 1:30:08>> I know. Let's conclude the meeting and
- 1:30:11let everybody get get themselves home to
- 1:30:12their family.
- 1:30:13>> I have a question.
- 1:30:15How did they put that septic field in
- 1:30:17without a uh
- 1:30:19a What do they call it? A heritage study
- 1:30:21or whatever it is they're going through
- 1:30:23for the
- 1:30:24uh
- 1:30:24>> The culture study?
- 1:30:25>> Culture study for uh
- 1:30:28the hangers. How did How did they
- 1:30:29accomplish that?
- 1:30:31>> That's That's a good question and that's
- 1:30:33something I'll have to
- 1:30:34>> I I don't want to bring it up.
- 1:30:36>> I don't want to bring it up. Let's just
- 1:30:37leave that one buried. [laughter]
- 1:30:40>> I don't want to bring all that up.
- 1:30:41>> Have you ever heard the term poking a
- 1:30:43skunk?
- 1:30:45>> [laughter]
- 1:30:46>> I just thought I'd bring it up.
- 1:30:47>> That's exactly what your question's
- 1:30:49going to do.
- 1:30:52So.
- 1:30:52>> Before we end the meeting, do we want to
- 1:30:54schedule the next one?
- 1:30:56>> Yeah, let's chat briefly. Thank you,
- 1:30:58Miranda, about the next
- 1:31:00meeting.
- 1:31:01Um November is uh has a holiday in it um
- 1:31:04right at the time we normally would be
- 1:31:06meeting.
- 1:31:07>> We usually take November, December, and
- 1:31:08January off.
- 1:31:09>> Yeah, that's what I thought.
- 1:31:10>> I will be gone for the December
- 1:31:12>> Okay.
- 1:31:12>> meeting for sure.
- 1:31:14Um January is possible late in the
- 1:31:17month.
- 1:31:19>> Not for me.
- 1:31:20>> Not for you. Okay. That's why we take
- 1:31:22November, December, January.
- 1:31:23>> Why don't we do this? Why don't we try
- 1:31:25and set something for February
- 1:31:28with the proviso that you can reach out
- 1:31:30through email if there's some ongoing
- 1:31:33issue. It's very easy for us to sort of
- 1:31:35address that. We could do a little quick
- 1:31:37Zoom thing if we had some crisis. But
- 1:31:40you just keep us informed
- 1:31:41>> Mhm.
- 1:31:42>> of stuff that happens and uh let us know
- 1:31:46if you want feedback on something. Let
- 1:31:48me know. So, thank you.
- 1:31:50>> teach your business smart.
- 1:31:52>> You didn't like the word, did you?
- 1:31:54>> No.
- 1:31:55>> So next
- 1:31:55>> Well, I didn't either.
- 1:31:57>> [laughter]
- 1:31:58>> Smart ass.
- 1:32:00>> No.
- 1:32:00>> Is there any other further business?
- 1:32:03Let's let's work on picking that date.
- 1:32:06Can we just do that by email? Yep, I'll
- 1:32:09send it around
- 1:32:10for a preferred date in February
- 1:32:12and we'll probably stick with a 5:30
- 1:32:14time if that still works for everybody.
- 1:32:16Do we still want to do third Wednesday?
- 1:32:18Third Wednesday. Okay, third Wednesday
- 1:32:215:30. Does that still work for you?
- 1:32:23I thought we were

- 1:32:27Get started.
- 1:32:28What do you say? Who cares? All right.
- 1:32:31Oh wait, Tuesday? Yeah, Tuesday Tuesday.
- 1:32:33Sorry, we're third Tuesdays.
- 1:32:35Third Tuesday is the same difference for
- 1:32:37me. Yeah.

- 1:32:41So that's the 23rd.
- 1:32:44I know it says yeah. No, that'd be the
- 1:32:4616th.
- 1:32:50Correct.
- 1:32:52The 16th of February. 23rd sounded
- 1:32:55better.
- 1:32:57>> [laughter]
- 1:32:58>> Yep.
- 1:33:00No, it wouldn't be with the 23rd. I'd be
- 1:33:02the third. Well, the second, ninth,
- 1:33:0416th, and the third.
- 1:33:06It's 17th, isn't
- 1:33:0816th. Right there on the 16th. 23rd.
- 1:33:1123rd. February 23rd. Oh yeah, there we
- 1:33:13are. Yep, yep, yep, you're right.
- 1:33:1623rd
- 1:33:17or Tuesday. Say that.
- 1:33:20That's the third Tuesday. The third is
- 1:33:21the 16th. It's not showing the first
- 1:33:23week of the month.
- 1:33:26Oh yeah. Oh, it is.
- 1:33:28That's the first week. Yep, you're

- 1:34:16>> [laughter]
- 1:34:17>> I appreciate that.
- 1:34:19>> [clears throat]
- 1:34:22>> Perfect.
- 1:34:24Yeah.
- 1:34:26Wrong calendar or we released from
- 1:34:28bondage?
- 1:34:29>> Yes.
- 1:34:30>> Thank you all for your participation.
- 1:34:32Thank you.
