- 0:03In the name of God, the Most Gracious,
- 0:06the Most Merciful. Peace and blessings
- 0:11be upon His honest and faithful Prophet
- 0:14. Advisors to the President of the
- 0:20Republic, Honorable Members of
- 0:23Parliament, Honorable Heads of National
- 0:27Institutions, Ladies and gentlemen,
- 0:33officials of the People's National Army
- 0:38, His Excellency the Dean of the
- 0:41Diplomatic Corps in Algeria, Her
- 0:45Excellency the Ambassador and Resident
- 0:49Coordinator of the United Nations
- 0:53system in Algeria, Your Excellencies
- 0:57the Ambassadors and Heads of Diplomatic
- 1:02Missions, representatives of
- 1:05international and regional
- 1:08organizations accredited to Algeria,
- 1:12members of the media, officials of the
- 1:16Ministry of Foreign Affairs, and
- 1:20distinguished guests, I welcome you to
- 1:26this event. A date we set for one
- 1:32another on this very day each year to
- 1:36commemorate the Day of Algerian
- 1:39Diplomacy. What adds to the symbolism
- 1:45and significance of this occasion is
- 1:50that we are also celebrating today the
- 1:55anniversary of the founding of the
- 1:59United Nations. Just a few days ago,
- 2:04the UN General Assembly opened its
- 2:09session. Its general debate was in many
- 2:17respects different from the norm, as
- 2:22representatives of countries from all
- 2:27backgrounds and affiliations converged
- 2:32on one reality: the international
- 2:37relations system is in a major crisis.
- 2:44Perhaps what best expresses the
- 2:48precision and sensitivity of this
- 2:52troubled situation is that prevailing
- 2:56feeling in which a touch of frustration
- 3:00is mixed with growing anxiety and a not
- 3:04insignificant degree of pessimism
- 3:08regarding what the future holds—
- 3:11feelings fueled by what surrounds our
- 3:15world, of concerning transformations.
- 3:22And the questions raised by these
- 3:25transformations. These transformations
- 3:29raise questions that impose themselves.
- 3:32About the fate of the international
- 3:35order. And about the ability of the
- 3:39international community to uphold the
- 3:42principles it has committed itself to.
- 3:47And. The first source of concern is the
- 3:53current status of the United Nations.
- 3:59In light of the attempts to marginalize
- 4:02its role. And the growing practices and
- 4:07behaviors that conflict with the
- 4:11purposes and principles of its Charter.
- 4:15The second source of concern relates to
- 4:20the dangerous decline in respect for
- 4:24international law. And to the blatant
- 4:29disregard we are witnessing. Indeed,
- 4:32the challenging of rules that are
- 4:35supposed to be binding for all. Rather
- 4:39than being applied selectively and
- 4:42discriminately according to, what power
- 4:45dynamics dictate and impose by force.
- 4:51The third source of concern is the
- 4:55continuous weakening of multilateral
- 4:59action. At a time when it is most in
- 5:04need of being preserved and
- 5:07strengthened. Due to isolationism. Due
- 5:13to unilateralism. And due to the spread
- 5:18of egoism. In such circumstances, we
- 5:25must, say and confirm without
- 5:28hesitation that the United Nations is
- 5:32not merely an institution of the
- 5:36international system, nor is it an
- 5:42administrative structure that can be
- 5:45dispensed with whenever its rules
- 5:48conflict with the outcomes of power
- 5:51balances. The United Nations is much
- 5:56greater than that; it is a
- 5:59civilizational achievement for all of
- 6:03humanity. And its destiny, regardless
- 6:10of the number of states and the
- 6:13difference in interests, remains a
- 6:16common destiny. And that international
- 6:22law is binding on everyone. It is not
- 6:26subject to whims or narrow calculations
- 6:30. And that multilateral action. Is a
- 6:34tool in the service of the
- 6:37international common good and an
- 6:40embodiment of the clear reality that
- 6:44states 'interests, no matter how
- 6:47divergent they may seem, are
- 6:50intertwined to the extent that
- 6:53cooperation between them is a necessity
- 6:56, not an option. These pillars are the
- 7:03only way for states to develop their
- 7:07relations on the basis of consensus,
- 7:10not confrontation. And on the basis of
- 7:16dialogue, not discord, and on the basis
- 7:20of seeking areas of convergence, not
- 7:23entrenching or expanding areas of
- 7:26difference. The world has changed a lot
- 7:31since the birth of the United Nations,
- 7:35yet the shocking paradox is that some
- 7:38of the practices the United Nations was
- 7:42originally established to prevent or
- 7:46deter are returning today with force.
- 7:52In various forms and at a pace that
- 7:56inspires concern and anxiety, we stand
- 7:59before a global scene where crises are
- 8:02escalating, wars and conflicts are
- 8:05flaring up, the development gap between
- 8:09the North and the South is widening,
- 8:14and the dangers threatening
- 8:16international peace and security are
- 8:19growing and diversifying. And not. The
- 8:26most dangerous aspect of this situation
- 8:28is not merely the multiplicity of
- 8:30crisis hotspots. Rather, it is that
- 8:34peoples and nations are beginning to
- 8:37lose faith in the international system
- 8:39itself. For when the law becomes
- 8:44enforceable in one place, and suspended
- 8:48in another. And when international
- 8:51legitimacy becomes. Hostage to narrow
- 8:55political calculations, and when
- 8:58principles become subject to division
- 9:02according to power balances, what
- 9:05erodes in the end is not the right of a
- 9:09specific party or group, but trust in
- 9:13the entire international system and the
- 9:16United Nations system itself. That. The
- 9:25application of international law cannot
- 9:30be subject to whims or moods;
- 9:34international legitimacy cannot be a
- 9:39vehicle to serve the interests of some
- 9:44at the expense of others, and UN
- 9:50principles cannot be selective—valid
- 9:54in one place and void in another.
- 10:00Either international legitimacy is
- 10:04universal, or it is nothing; and either
- 10:10the law is above all, or it loses its
- 10:15meaning and is stripped of its purpose.
- 10:23Hence, our conviction is firm that
- 10:27security is inseparable from justice,
- 10:30stability is inseparable from
- 10:33legitimacy, development is inseparable
- 10:37from peace, and it is impossible to
- 10:41build a fairer international order
- 10:45without doing justice to oppressed
- 10:48peoples aspiring to achieve their hopes
- 10:52of self-determination. Based on this
- 10:59vision, Algeria engaged at the
- 11:02beginning of this year in a process
- 11:05aimed at contributing to the
- 11:08formulation of a lasting and just
- 11:12political solution to the issue of
- 11:15Western Sahara. Algeria’s
- 11:21participation in this endeavor was not
- 11:25the result of a fleeting circumstance,
- 11:30but an expression of a firm belief that
- 11:34reaching a just and final solution to
- 11:38this issue would accelerate justice for
- 11:42the Sahrawi people, open a new horizon
- 11:48of security and stability for the
- 11:52region, and ultimately create favorable
- 11:56conditions for wider cooperation and
- 11:59deeper integration among its countries,
- 12:05for the benefit and well-being of all
- 12:09the peoples of the Arab Maghreb.
- 12:14Algeria has entered this path. Relying
- 12:22on convictions that circumstances do
- 12:25not change, shifts do not alter, and
- 12:29the scale of difficulties and obstacles
- 12:33does not diminish. The first of these
- 12:39convictions is that the issue of
- 12:42Western Sahara remains an issue of
- 12:44decolonization whose process has not
- 12:47yet been completed. And the second of
- 12:51these. Convictions is that the people
- 12:56of Western Sahara enjoy, in accordance
- 12:59with international legitimacy and the
- 13:03UN Charter, an inherent and inalienable
- 13:07right to self-determination. And the
- 13:11third conviction is that the United
- 13:15Nations, in its practices and
- 13:18resolutions regarding decolonization,
- 13:23has established clear standards and
- 13:26principles from which the people of
- 13:30Western Sahara cannot be an exception
- 13:34or a victim of arbitrary exclusion.
- 13:40From this perspective, and from this
- 13:43perspective, Algeria’s engagement in
- 13:46the path established by Security
- 13:49Council Resolution 2797 has come. Based
- 13:56on the elements it contains, which
- 14:00could pave the way for a political
- 14:03process. And introduce positive shifts
- 14:08in the approach to the Western Sahara
- 14:11issue. The resolution established the
- 14:18initiation of direct negotiations
- 14:21between the two parties to the conflict
- 14:25, the Kingdom of Morocco and the
- 14:28Polisario Front, and allowed the
- 14:31Polisario Front, in parallel with the
- 14:34Moroccan proposal, to present its own
- 14:38vision for a final solution. And thus
- 14:43the resolution. That the desired
- 14:46solution must be a solution acceptable
- 14:49to both parties. A solution acceptable
- 14:54to both parties. By turning consensus
- 14:59into dictation and negotiation into
- 15:02imposition as a methodology and
- 15:06approach to seeking a political
- 15:09settlement for the issue of Western
- 15:13Sahara, and above all else, the
- 15:16resolution kept the right of the people
- 15:20of Western Sahara to self-determination
- 15:24present, fixed, and deeply rooted at
- 15:30the core of this political process, as
- 15:33the inherent reference that cannot be
- 15:36bypassed if this path is to lead to a
- 15:39just and lasting solution. When it
- 15:47comes to decolonization, when it comes
- 15:51to decolonization, the right to
- 15:55self-determination is the most constant
- 15:59of constants. It is the regulator of
- 16:04regulators. And it is the reference of
- 16:08references. Indeed, Algeria, as it
- 16:20engages in this endeavor, stresses the
- 16:24importance of reaching a solution that
- 16:28ends the conflict. A solution that does
- 16:35justice to the people of Western Sahara
- 16:39, preserves the credibility of the
- 16:42United Nations, and strengthens the
- 16:45security, stability, and integration of
- 16:49the region in a way that fulfills the
- 16:53aspirations of its peoples for
- 16:55prosperity and development. Therefore,
- 17:01any deviation from these constants, any
- 17:05circumventing of these regulations, or
- 17:09any sidelining of these references will
- 17:12only serve to lead us away from the
- 17:16desired goal—that is, reaching a just
- 17:19, lasting, and mutually acceptable
- 17:23political solution to the conflict, a
- 17:28solution that all the peoples and
- 17:31countries of the region trust and
- 17:33accept. In this context, Algeria
- 17:41follows with much astonishment, mixed
- 17:47with legitimate concern, attempts to
- 17:55divert the Western Sahara issue from
- 17:58its core, meaning from its nature as a
- 18:01decolonization issue, and reduce it to
- 18:04a matter of, a matter of refugees,
- 18:09purely. The Sahrawi refugees in the
- 18:16refugee camps, the Sahrawi refugees in
- 18:21the refugee camps are not refugees
- 18:25afflicted by a civil war or a calamity,
- 18:33nor are they climate refugees, nor are
- 18:39they economic refugees, nor are they
- 18:42refugees due to natural disasters, nor
- 18:48are they religious refugees. They are
- 18:54the result of the occupation of their
- 18:56land, which drove them to displacement
- 18:59and dispersion. They are the holders of
- 19:04a just cause; they are defenders of an
- 19:07inherent right to self-determination—
- 19:10a right that does not expire with the
- 19:13length of the occupation, is not lost
- 19:16through complicity, is not consigned to
- 19:19oblivion, and is not erased by buying
- 19:22time to impose a fait accompli. In this
- 19:29regard, Algeria warns against any
- 19:34attempt to bypass international
- 19:37legality and the United Nations
- 19:40doctrine on decolonization and its
- 19:43established practices in this regard.
- 19:47It also warns against any attempt to
- 19:51diminish the right of the Sahrawi
- 19:54people to self-determination and warns
- 19:58against any attempt to entrench and
- 20:01legitimize a forced fait accompli in
- 20:05Western Sahara. Indeed, the country
- 20:14that waged a war of liberation, which
- 20:21was a source of inspiration for many,
- 20:26and the country whose people's
- 20:29sacrifices paved the way for the
- 20:32adoption of United Nations Resolution
- 20:351514, titled "Declaration on the
- 20:38Granting of Independence to Colonial
- 20:41Countries and Peoples," and the country
- 20:48that has not hesitated to support all
- 20:52peoples yearning for freedom cannot
- 20:57today, cannot today ever abandon this
- 21:01legacy, or renounce what it dictates in
- 21:06terms of loyalty, or disregard and
- 21:11tarnish this record when it comes to
- 21:14completing the process of decolonizing
- 21:17the last colony on the African
- 21:19continent. And just as our position on
- 21:32the issue of Western Sahara was clear,
- 21:37unambiguous, our position on the
- 21:42Palestinian cause remains as clear as
- 21:45the sun at midday. Algeria renews its
- 21:51full and unconditional support for the
- 21:55legitimate and inalienable rights of
- 21:58the Palestinian people, foremost among
- 22:02them their natural right to establish
- 22:05their independent state, their state,
- 22:08viable, fully sovereign, with Al-Quds
- 22:12Al-Sharif as its capital. Algeria
- 22:18condemns all acts of aggression against
- 22:22the Palestinian people—and there are
- 22:25so many—and emphasizes the necessity
- 22:29of respecting international legitimacy
- 22:33resolutions, enabling the Palestinian
- 22:36people to exercise their legitimate
- 22:40national rights. It also calls for a
- 22:45serious stance by the international
- 22:48community against the machinery of
- 22:51extermination in Gaza and the West Bank
- 22:54. What the Palestinian people are being
- 23:00subjected to should not become a normal
- 23:04, routine scene that does not cause
- 23:07shivers, stir consciences, or provoke
- 23:11condemnation; for the victims are not
- 23:15just numbers, cities are not just maps,
- 23:18and homes that are destroyed are not
- 23:22just stones. Behind all of this is a
- 23:27human, a family, memories, and a life
- 23:30that was supposed to continue. And a
- 23:35legitimate dream that was supposed to
- 23:37be realized. Algeria also calls for
- 23:43respect for Jerusalem. And the holy
- 23:46sites. Islamic and Christian. Because
- 23:52the violations they are subjected to.
- 23:54Are not merely attacks on places. And
- 23:59an infringement on their sanctity. The
- 24:02matter is far more dangerous than this.
- 24:05What we are witnessing is an attempt.
- 24:08An attempt to transform a political
- 24:10conflict into a religious one. These
- 24:15are dangerous paths with dire
- 24:18consequences, not only for the Middle
- 24:21East region but for the entire world.
- 24:27Algeria also expresses its regret over
- 24:31the stalemate of all efforts aimed at
- 24:35opening paths leading to an end to the
- 24:39ongoing conflict in the Gulf region,
- 24:42renews its support for these efforts,
- 24:46and calls upon those in charge of them
- 24:49to exercise patience. And to continue
- 24:54their good offices despite the
- 24:56difficulty and complexity of the task.
- 25:01Algeria condemns the escalation that
- 25:02the countries and peoples of the region
- 25:04are being subjected to. And renews its
- 25:07support and solidarity. Fully with our
- 25:10brothers in the Gulf. Who have been
- 25:13burned by the fires of a war. They were
- 25:19not the ones who kindled it. War, war,
- 25:22it is not just a war. The impact of the
- 25:27escalation in the Gulf has exceeded the
- 25:30borders. Of the region to affect energy
- 25:34, food, the economy, security, and
- 25:37stability in the entire world. For this
- 25:40reason, we call for prioritizing the
- 25:43language of dialogue and reason, we
- 25:46call for wisdom and foresight, and we
- 25:48call for working to curb a conflict
- 25:51from which there is no gain. And no one
- 25:55benefits from it. Before this conflict
- 26:01widens. And before the price of
- 26:06containing it becomes greater than
- 26:08everyone's ability to bear. We also
- 26:14condemn the attacks on the sovereignty
- 26:16of our brothers, Lebanon and Syria. By
- 26:20the Israeli occupier. And we renew our
- 26:23solidarity with their leadership and
- 26:26their peoples. Algeria denounces what
- 26:31Libya, Sudan, Somalia, and Yemen are
- 26:33being subjected to. And supports
- 26:35legitimacy in these countries. And
- 26:38supports their unity and territorial
- 26:40integrity. And rejects every endeavor
- 26:44aimed at dismantling their institutions
- 26:46. Or weakening their states. Or turning
- 26:50their crises into open arenas for
- 26:52foreign interference. Algeria stresses
- 26:57the importance of upholding the values
- 27:00of solidarity and good neighborliness.
- 27:06For us, good neighborliness is not just
- 27:12a fact imposed by geography. And not
- 27:19just a fact imposed by geography. Nor
- 27:23is it a diplomatic slogan. We repeat in
- 27:29forums. Nor is it an opportunistic
- 27:33positioning. Governed by circumstance.
- 27:39Present sometimes. And absent at others
- 27:43. It is a firm choice. And a deep
- 27:50conviction. That Algeria's security
- 27:53cannot be separated from the security
- 27:54of its surroundings. And that the
- 27:57stability of our neighbors is a common
- 27:59interest. And a common responsibility.
- 28:04And a common duty. From this
- 28:09perspective. Algeria views the Sahel
- 28:15region. Not as a space for security
- 28:21crises only. But rather as an
- 28:27integrated human and historical space.
- 28:34Where security challenges merge with
- 28:37development challenges. And where
- 28:41political considerations intersect with
- 28:44economic dimensions. Social and
- 28:46humanitarian dimensions. For this
- 28:51reason, Algeria adheres to a
- 28:54comprehensive approach through which it
- 28:57accompanies the efforts of the
- 29:00countries of the region, encourages
- 29:03dialogue and reconciliation, and
- 29:06supports every sincere effort aimed at
- 29:09addressing the causes and roots of
- 29:12crises, in full respect for the
- 29:15sovereignty, independence, and unity of
- 29:19states. national and its territorial
- 29:26integrity As stated in a sound analysis
- 29:32by the President of the Republic, Mr.
- 29:35Abdelmadjid Tebboune, an analysis whose
- 29:38validity has been confirmed by all
- 29:41recent developments in the region The
- 29:47problems of the Sahel cannot be reduced
- 29:49to their security dimension Lasting
- 29:53stability cannot be built on security
- 29:56and military approaches alone, nor can
- 29:59the manifestations of a regional crisis
- 30:03be addressed while allowing its deep
- 30:06causes to multiply, or rather, fester
- 30:14It follows automatically from this
- 30:17analysis by the President of the
- 30:20Republic that addressing crises should
- 30:24not be limited to containing their
- 30:27effects, but must equally aim at
- 30:30tackling their roots. Stability based
- 30:36on security alone may temporarily halt
- 30:39or limit the manifestations of a crisis
- 30:43, but it does not necessarily ensure
- 30:46the removal of its causes or prevent
- 30:50their recurrence. Stability that
- 30:54combines security and development,
- 30:57reconciliation and dialogue, and
- 31:01respect for sovereignty while opening
- 31:04horizons of hope for peoples, is the
- 31:08only kind capable of transforming into
- 31:12lasting and sustainable peace Stemming
- 31:18from a firm belief that the security of
- 31:21the Sahel is our security and its
- 31:24stability is our stability And that its
- 31:29aspirations are our aspirations Algeria
- 31:31works to accompany the efforts of the
- 31:34countries in the region And to
- 31:36strengthen their capabilities In a way
- 31:38that contributes to consolidating the
- 31:40foundations of development And
- 31:44stability in this neighborhood In this
- 31:51context, Algeria continues to support
- 31:53the capabilities of Sahel countries in
- 31:56the energy sector And to contribute to
- 31:59the development of their infrastructure
- 32:03Especially by completing the remainder
- 32:05of the Trans-Saharan Highway For which
- 32:10Algerian companies are undertaking the
- 32:13completion of the remaining sections In
- 32:18addition to the inauguration of the
- 32:20fiber optic network connection with
- 32:22Niger just two days ago Algeria is also
- 32:28seriously and resolutely engaged in the
- 32:32path of regional energy integration Of
- 32:36which the Trans-Saharan Gas Pipeline
- 32:39project represents its primary pillar
- 32:43Which Opens wider horizons for
- 32:46integration and joint development
- 32:49through a partnership in which profits
- 32:53and benefits are shared Algeria
- 32:59believes that development is not
- 33:02necessarily a solitary effort, but
- 33:06rather a participatory path Whose
- 33:12fruits expand as the circle of
- 33:14participants grows. Therefore, it is
- 33:18working to mobilize its international
- 33:22partners in a way that enhances the
- 33:25positive momentum witnessed in the
- 33:28Sahel region and allows for the
- 33:30multiplication of the impact of
- 33:33existing initiatives, broadening the
- 33:36scope of their benefits in service of
- 33:39development, stability, and shared
- 33:43prosperity Algeria, by virtue of its
- 33:49location, experience, and history,
- 33:52believes that solutions built from
- 33:56within the region and with the
- 33:59participation of its countries and
- 34:02peoples are the best capable of
- 34:06responding to its complexities and
- 34:09specificities. The Sahel does not need
- 34:13approaches imposed upon it from the
- 34:17outside As much as it needs
- 34:19partnerships that listen to its reality
- 34:23And respect the sovereignty of its
- 34:27states And invest in the genius of its
- 34:31peoples We do not want the Sahel to be
- 34:35a permanent headline for crises Nor to
- 34:41be reduced to maps of threats We want
- 34:43it to be a space for security and
- 34:46development And we want it to be a
- 34:48space for cooperation and integration
- 34:51And we want it to be a space for
- 34:53convergence and the intersection of
- 34:56interests and destinies For the
- 35:00neighborhood For the safe neighborhood
- 35:05A safe neighborhood is not just a
- 35:08neighbor that does not threaten you
- 35:11Rather, it is a neighbor capable of
- 35:14building with you And a neighbor that
- 35:17grows with you And a neighbor that
- 35:22hopes with you And a neighbor that
- 35:25aspires with you to peace And peace in
- 35:30the Sahel will not be a real peace when
- 35:34only the sound of guns is silenced But
- 35:38rather when development projects are
- 35:41launched And the doors of work and
- 35:45employment are opened And the human
- 35:48being regains confidence in their
- 35:52future That is the meaning that Algeria
- 35:58, in accordance with the directives of
- 36:00the President of the Republic, Mr.
- 36:01Abdelmadjid Tebboune, gives to good
- 36:03neighborliness That we protect our
- 36:08security together And build our
- 36:10development together And open for the
- 36:13peoples of the region a path that does
- 36:16not lead them from one crisis to
- 36:18another But rather moves them from
- 36:21anxiety to tranquility And moves it
- 36:24from fragility to stability and a
- 36:26decent life. And if. And if Algeria
- 36:37adheres to peace and security. And
- 36:39respects the sovereignty of states. And
- 36:42distances itself from interfering in
- 36:44the affairs of others. And defends the
- 36:48right of peoples to self-determination.
- 36:51Then it proceeds at the same time from
- 36:55an equally firm conviction. That
- 36:59security cannot be maintained without
- 37:01development. And that peace cannot be
- 37:04consolidated without justice. And that
- 37:07stability cannot last if hope is absent
- 37:10from the lives of individuals. That is
- 37:15development in our view, it is not just
- 37:19. The other face of peace alone. But
- 37:26rather one of its fundamental
- 37:29prerequisites. It is not merely
- 37:33indicators or statistics recorded in
- 37:37files. But it is, in its essence, for
- 37:43the human being to feel that the future
- 37:47built in their name is also built for
- 37:51them, and from this. And from this.
- 37:57Perspective. Stems the approach of the
- 38:02President of the Republic, Mr.
- 38:03Abdelmadjid Tebboune, to development.
- 38:06As a sovereign choice and a national
- 38:10project. And a human right to be a
- 38:15partner in shaping one's future. Not
- 38:19just a beneficiary of its results. For
- 38:23true development is that which places
- 38:25the human being at the heart of public
- 38:28policies. And links growth with social
- 38:32justice. And investment with creating
- 38:35opportunities for all. And economic
- 38:38progress with ensuring a decent life
- 38:40for everyone. In this context, Algeria
- 38:46shared with the international community
- 38:50last July the outcome of its efforts.
- 38:57Developmental. Through the review of
- 39:01its voluntary national report on the
- 39:03implementation of the Sustainable
- 39:05Development Goals. Within the framework
- 39:09of the follow-up and review mechanism
- 39:12for the UN 2030 Agenda. This report
- 39:19reflected a national path based on an
- 39:22integrated approach to development.
- 39:26Based on mobilizing national resources.
- 39:31And based on mobilizing national
- 39:34resources. And aligning. Public
- 39:38policies with the Sustainable
- 39:41Development Goals, and involving
- 39:44various actors without discrimination
- 39:48or exclusion. Algeria has been able to
- 39:53achieve significant progress in many
- 39:56areas related to the Sustainable
- 40:00Development Goals, which has positively
- 40:04reflected on its position in a number
- 40:08of international indicators and
- 40:11rankings, making it occupy advanced
- 40:15positions at the African level.
- 40:19Algeria's topping of the region's
- 40:22ranking in the global Human Development
- 40:25Index forms. A testament that the
- 40:32fruits of these efforts are no longer
- 40:35mere indicators and numbers, but have
- 40:39become a tangible reality reflected in
- 40:42the living conditions of Algerian men
- 40:45and women. Furthermore, development in
- 40:50the Algerian vision is not reduced
- 40:53solely to building roads, facilities,
- 40:56and factories, despite their importance
- 41:00; it is also, and above all, building
- 41:04the human being. Hence the interest in
- 41:07empowering women and youth. We believe
- 41:11that youth are not only the generation
- 41:15of the future; they are, before that,
- 41:18partners of the present, and that
- 41:21empowering women is not just a
- 41:24development goal, but an investment in
- 41:28the entire society and its ability to
- 41:32produce development, equal
- 41:34opportunities, social justice, and
- 41:38comprehensive stability. And that is
- 41:43the message that Algeria carries to
- 41:46multilateral work. That is the message
- 41:51that Algeria carries to multilateral
- 41:53work. Development should not be a price
- 41:59paid for peace, nor a promise deferred
- 42:02until after stability. For when
- 42:07development is shared by peoples, it
- 42:11becomes a driving force and a lever for
- 42:15peace. And peace, when based on justice
- 42:20, becomes more solid and more
- 42:23sustainable. And stability, when based
- 42:28on development and work, becomes more
- 42:31firmly established and more durable.
- 42:38And because it believes that
- 42:40development should be at the core of
- 42:43international work, multilateral work,
- 42:46Algeria makes its presidency of the UN
- 42:49Economic and Social Council this year.
- 42:55An opportunity to strengthen the role
- 42:57of the development dimension in the
- 42:58work and structures of the United
- 43:00Nations. This is due to several
- 43:05considerations, viewing development as
- 43:08part of the equation of international
- 43:11stability, and as a pillar of security.
- 43:15And international peace. And viewing
- 43:19development as a foundation for
- 43:20building a more balanced international
- 43:22system. And a more equitable one. And
- 43:26more responsive to the aspirations and
- 43:29ambitions of all peoples. The world.
- 43:35That we want. Is not one where a few
- 43:41progress while the majority remains on
- 43:45the sidelines, but a world where
- 43:49everyone progresses. Because the future
- 43:57of humanity, in the end, can only be a
- 44:02shared future and. A single future.
- 44:08That is why Algeria will continue to
- 44:12contribute to building bridges of
- 44:16cooperation and partnership, achieving
- 44:20mutual benefit, consolidating respect
- 44:23for national sovereignty to restore
- 44:27balance, building justice and fairness,
- 44:32and prioritizing the spirit of dialogue
- 44:36in the system of international
- 44:39relations. Thank you all.
